SSENTIAL drugs looted from public hospitals are being sold on the black market at ridiculous prices.
Patients have lamented that unless the rampant theft in health facilities is plugged, it may lead to more patients dying. Dialysis patients told the Daily Nation that most drugs missing in hospitals were available on the black market at ridiculous prices. But Ministry of Health spokesperson, Abel Kabalo said the country had run out of dialysis consumables because of the disturbance in the supply chain caused by the outbreak of the Covid-19 pandemic. The patients said hundreds of units of the dialysis consumables may have been stolen because they were the ones being sold on the black market.

S UPND leader Hakainde Hichilema was painfully denying his relatives including his own brother, more surfaced yesterday to denounce his mean nature. Hakainde Hachilema said in response to a recent expose from his brother, Wilfred, who claimed to have been sent to prison over two missing cows that he did not the people being paraded as his relatives. “I do not know the people being paraded as my relatives, I have never seen them, UPND president,” he claimed.
However, more of his relatives surfaced yesterday claiming that he has been mistreating them and called on Zambians not to vote for the opposition leader in the August 12, polls as he would plunge the country into deep divisions. ECZ, State ask court to dismiss G12 interpretation case

THE Electoral Commission of Zambia (ECZ) and the State have submitted that the issue of what amounts to the equivalent of a Grade 12 certificate has already been adjudicated upon by the Constitutional Court and asked the constitutional court the matter seeking the same interpretation. ECZ contended that in accordance with the judgement of the ConCourt in the matter between Bizwayo Nkunika
and Lawrence Nyirenda and ECZ,that a tertiary , vocational, craft ,trade or apprenticeship certificate is not equivalent to a Grade 12 certificate as it is not comparable in value, amount, meaning and functions to a grade 12 certificate. Based on this fact, ECZ has asked the Court to dismiss Luangeni Member of Parliament (MP) Charles Zulu’s petition in which he wants the ECZ to give a clear interpretation of what amounts to the equivalent of a Grade 12 certificate.
Mr Zulu has cited ECZ and the Attorney General as first and second respondents in the petition. He wants the court to determine whether having regard to the Constitutional court’s judgment delivered on March 10, this year, the pronouncement by the ECZ was in breach of the constitution. ECZ argued that the court has adequately guided on the practice of engaging it in academic exercises. “In conclusion it is evident that the applicant merely
wants to entice the court to re-open a matter where the court pronounced itself on the meaning of article 70 (1)(d) of the constitution and in the premises we humbly pray that this honourable court dismiss the application herein with costs,” ECZ submitted. Meanwhile, Chief State advocate in the Attorney General’s chambers Mr Josiah Simachela submitted that an action that the court has already made its pronouncement on , on its merits cannot again be the subject of litigation.

LOOTED DRUGS ON BLACK MARKET From Page 1 They said the reported shortage of dialysis consumables at major hospitals in the country including the University Teaching Hospital in Lusaka may have been caused by sabotage and weakness in the distribution of materials to patients. The patients called on Government to institute investigations to plug the pilferage which has led to loss of life and paints a very bad picture of the country. “Pilferage contributed to the unexpected shortage of materials apart from the reported problems at the Ministry of Health purchasing unit,” one of the patients said. The patients said that the government must immediately implement stringent controls so that another crisis does not arise after restoration of supplies. The revelation of suspected sabotage comes after an outcry from the chairman of the Kidney Foundation of Zambia that the lives of many patients on dialysis had been lost due to a shortage caused by government’s failure to supply consumables for the vital treatment. Further investigations revealed that some patients had
accumulated a supply of the consumables in excess of what they required for their treatment and they are now selling the same at below the supply cost. A Daily Nation reporter who visited dialysis Ward CO23 at UTH found many patients waiting ready to be dialyzed in contrast with the earlier reports that operations in the ward had come to a standstill. The minister of Health Dr Jonas Chanda faced a barrage of attacks two weeks ago following his statement in Parliament that government had supplied enough dialysis consumables and he was accused of telling lies. Meanwhile, Dr Kabalo said in an interview that the pandemic has greatly affected the rate at which the renal supplies were produced as a number of companies closed as a result. “Those reports are not true, what has happened with the Covid-19 pandemic is that there has been a disturbance in the supply chain across the board including renal consumables,” he said. He said that the supply chain of various supplies including renal supplies is not immune to the effects of the pandemic and has since been badly affected.

The siblings are both witnesses in a case where UPND president Hakainde Hichilema is alleged to have fraudulently acquired farm number 1924 in Kalomo. The duo has been missing for more than two months after allegedly being abducted. Meanwhile, five suspects, Ackson Sejani, Fines Malambo, Javern Simooloka, Vincent Lilanda and Veronica Mukuni are appearing in court in connection with the abduction of the two witnesses.

RESPECT FOR OTHERS AS the campaign period starts this week, politicians and other players must reflect on the imperative need to respect one another in the political arena, which is usually fraught with character assassination. Some politicians resort to half-truths and blatant lies in their desperate urge to win support in the highly charged political arena. In other cases, politicians perpetrate violence through youths as a way of intimidating their opponents, whose supporters quiver in fear. They throw to the wind the provisions of the law and behave in a manner that is not consistent with societal norms. Therefore, it is important to observe the provisions of the laws such as the Electoral Process Act number 35 of 2016. This particular Act states that a person shall not cause violence or use any language or engage in any conduct which leads or is likely to lead to violence or intimidation during an election campaign or election. Further, this piece of legislation prohibits a person from carrying or displaying weapons of any kind at a political meeting or other public gathering of a political nature. All political stakeholders must realise that it is not in order, under the same legislation, to make false, defamatory or inflammatory allegations against any person or political party in connection with an election. It is expected that political leaders will have by now acquainted themselves and their followers with the laws of the land especially those pertaining to campaigns and the conduct of elections It is also imperative for leaders and their followers to look at the principal legislation – the Electoral Commission of Zambia (Amendment) Act number 5 of 2019. It spells out the functions of the Electoral Commission of Zambia (ECZ), which are very important to understand so that politicians appreciate the extent to which the commission can serve them. Recently, there have been attacks on the integrity of the ECZ over matters that are not under the ambit of the commission. At the risk of sounding repetitive, it is important to run through some functions of the ECZ as spelt out in the Electoral Commission of Zambia (Amendment) Act number 5 of 2019. Section 3(2) of the Act states that the functions of the commission is to conduct elections, education and information programmes aimed at promoting public awareness on electoral matters. Other functions are to provide information and advice to State organs on electoral matters It is also the function of the ECZ to conduct and promote research into electoral matters and to establish and maintain liaison and cooperation with political parties. Therefore, politicians must not unnecessarily throw a gauntlet at the ECZ and their opponents as this has the potential to scuttle peaceful campaigns. Politicians ought to respect their competitors, the ECZ and other stakeholders such as election monitors and observers. Respect must also be extended to the voters, who should not be taken for granted through lies and false promises. All political stakeholders must learn to respect others instead of aiming for populist posture. As famous American, Julius Erving, said: “I firmly believe that respect is a lot more important, and a lot greater, than popularity.”
And speaking at the unveiling of the merger yesterday, Mr Mutati said the decision to merge was to serve Zambia before individual and party ambitions. Mr Mutati said there is need to urgently work on the economy to create a direction that sees the aspiration of Zambia becoming a middle income country is achieved through the alliance movement. Mr Mutati, a former Minister of Finance in the Patriotic Front government, said sectors of the economy which include mining, energy and agriculture will be prioritised as critical

A SOLVENCY margin of 66 percent has been recorded by Professional Insurance Corporation Zambia (PICZ) plc against the backdrop of challenges in premium collection due to Covid-19. This is above the minimum threshold requirement of 10 percent for insurance players. Despite challenges that came with Covid-19 and adverse economic fundamentals experienced, PICZ last year was able to recorded a headline premium of K815 million as its solvency remained solid. This is according to PICZ Managing Director, Moses Siame, who explained that the headline premium recorded were up from K589 million registered in 2019. Mr Siame said this when releasing the 2020 financial results in Lusaka, representing a 38 percent growth. PICZ board Chairperson, Susan Inonge, said the Corporation managed to maintain its position as a leading insurance company in Zambia, despite the challenges faced in 2020. PICZ ,Ms Inonge said, recorded positive growth in all its major business lines. Pensions and Insurance Authority (PIA) acting Registrar, Tresford Chiyavula, urged members to partner with the media which would pass on credible information on insurance to the public.

I RESPECT the party’s decision to drop me and I will not re-contest Isoka parliamentary seat as an independent, Isoka Member of Parliament Malozo Sichone has said. Mr Sichone said the leadership has decided and would not go against the decision. “The party leadership has made its decision and as a loyal member of the PF I will respect the decision,” Mr Mr Sichone said. He however said he will continue working with the party in ensuring that President Edgar Lungu and PF retains power on August 12, 2021. Mr Sichone has thanked the people of Isoka for giving him an opportunity to serve as MP for the past 10 years. GOVERNMENT is still carrying out explorations to ascertain the presence of oil in the Gwembe Valley and that results cannot be rushed without concluding the process. Gwembe District Commissioner Timothy Siakaziba, said Government had tasked ZCCM-IH to carry out the investigations and was confident that the company would deliver its mandate. Mr Siakaziba was reacting to sentiments by some stakeholders who included traditional and civic leaders, who accused Government of delaying the oil exploration in the valley. He said that ZCCM-IH had visited the area and collected samples for further investigations. According to him, the undertaking was a mammoth that required systematic investigations before a conclusive position could be made.
Mr Siakaziba said Government was on top of things and the public and stakeholders would get the position once the investigations were concluded. He wondered why some stakeholders were asking ZCCM-IH to declare that it had failed the project when the holding firm was following the technical procedure on the matter. Mr Siakaziba said that rushing the results was not the best option as resolutions must be based on scientific evidence. And ZCCM-IH public relations manager, Louisa Kakoma, earlier confirmed that the company was still carrying out investigations on the samples and would submit results once the process was completed.

HE commodities market meant to guarantee market access for farmers and boost their income will start with the trading of soft agricultural supplies. Last year, the Lusaka Securities Exchange (LuSE) launched a commodities trading platform for agricultural products in efforts to guarantee market access for farmers and boost their income. With financial support from Musika, the trading platform is a partnership between LuSE and the Zambia Commodities Exchange (ZAMACE) which halted trading in 2019 due to financial constraints. In giving an update on the platform, LuSE Chief Executive Officer, Priscilla Sampa, said it would begin with the trading of soft agricultural
supplies. “As the market continues to develop, the LuSE intends to increase and diversify the range of commodities traded on the exchange. “The commodity trading platform’s introduces Warehouse Receipts, as an important and effective tool for creating liquidity and easing access to credit for farmers,” Ms Sampa said in an interview. Meanwhile, Ms Sampa said LuSE was working towards introducing several financial products suiting the consumer and economic demand. Ms Sampa said some of the products included capital rising through issuance of Green Bonds, derivatives and Exchange Traded Funds (ETFs). “LuSE has identified the need to focus on developing marketing strategies of financial instruments to the
rural population, where a signification portion of the population is suffering from poverty, inequality, unemployment, illiteracy and superstition,” he said. Ms Sampa said the local burse would soon also launch the market simulators that would equip the masses with investment knowledge. LuSE, she said, had developed investor awareness programmes in suburban and remote areas by which maximum retail participation in capital market will be ensured. She also said one of the major focus areas for LuSE this year was to achieve the larger economic agenda of financial inclusion in Zambia. “LuSE has strategies that are focusing on those who currently do not enjoy formal financial institutional support and to encourage

ering sound advice to its clients and that it was this basis that the Bank set up an economic and research unit to provide information to navigate economic changes. ZAMBIA’S MANUFACTURING SECTOR AND THE AFRICAN CONTINENTAL FREE TRADE AREA Researcher - (Policy Monitoring and Research Centre)
THE manufacturing sector has been pivotal in the realization of Zambia’s economic growth and development and it continues to play a significant role in the country’s industrialization agenda. The manufacturing sector’s value added as a percentage of Gross Domestic Product (GDP) has steadily grown from about 7.6% in 2010 to 8.1% of the GDP in 2018 and has remained stable over the period 2015-2019 with an average growth of about 7.9%. However, the sector’s performance continues to be hampered by the high cost of doing business and an un-
stable macroeconomic environment. These challenges have been exacerbated by the COVID-19 pandemic, which resulted in the shrinking of the manufacturing sector by 4.6% in the second quarter of 2020. Recognising the important role that the sector plays in the Zambian economy, Government has therefore included specific measures in the Economic Recovery Plan (ERP) to revive growth in the sector and promote stability. One such measure in the ERP is export promotion. Under export promotion in the ERP, one key action will be to “aggressively pursue export market opportunities through investment promotion missions” in the African Continental Free Trade Area (AfCFTA), which Zambia ratified on 5th February 2020. The AfCFTA is a flagship project of the African Union’s Agenda 2063, which is a blueprint for attaining inclusive and sustainable development across the continent over the next
50 years. The Agreement has been signed by member states of the African Union, bringing together 1.2 billion people with a combined GDP of more than US$3 trillion. This large market offers an opportunity for the country to develop and expand its manufacturing sector, which will result in increased job creation, foreign exchange, industrialization and economic growth. While Zambia’s manufacturing sector is still in its developmental stage, it is
important that necessary pre-conditions are put in place that will ensure the country reaps benefits from the AfCFTA market. Firstly, the Government is urged to focus its efforts on raising awareness about how the Agreement can benefit Zambian manufacturers as well as what risks come with it. The manufacturing sector needs to be prepared for the increase in competition that will arise once tariffs are removed and trade under the AfCFTA begins. This kind
of support would ensure that Zambian manufacturers are not crowded out by firms from countries with larger economies such as South Africa and Nigeria. Support must especially be provided for small scale producers in order to avoid crowding out in a market run by the private sector. This support can take the form of enhanced technical, managerial and financial skills to meet industry standards. The Government may assist in investment of these attributes.
Secondly, Zambia should focus on building its manufacturing sector. Presently, the primary industry remains the most important one, with agriculture and mining making the most significant contributions to GDP. The implication of a small manufacturing sector for the AfCFTA is that there will be low trade in finished goods which will limit the scope for intra-regional trade. Given the size of Zambia’s agricultural sector, a focus on value addition such as agro-processing could kick start the emergence of a vibrant manufacturing sector. The planned establishment of various fruit processing plants (such as Kalene Hills Fruit Company Limited in North-Western Province and the Eastern Tropical Fruits Company in Eastern Province) will be vital in this regard as they will assist in promoting linkages between agriculture and manufacturing, and consequently promote agricultural exports.

Corruption probe into power ships: Lebanon acts against Karpowership BEIRUT - Lebanese authorities have reportedly launched a crackdown on the company that is supposed to provide South Africa with electricity via power ships. Lebanon’s National News Agency (NNA) reports that the local authorities have issued on order to stop payments to Turkish energy company Karpowership, and ban its ships from leaving Lebanon. According Arabnews. com, the decision was based on preliminary probe by Lebanon’s Financial Prosecutor’s Office into “brokers, commission, or corruption in the dealership of ships producing electricity”. The state news agency reported that authorities could fine the company $25 million (roughly R356 million), if it was found that “commissions”
were paid. Karpowership is part of Turkey’s Karadeniz energy group. Its South African unit, Karpowership SA, has been named a preferred bidder programme to fast-track new power production to cut back on load shedding. It has bid to supply 1 220 MW of energy, by moor five power ships and three gas ships at SA harbours for 20 years. Karpowership SA previously said that it would be able to “assist in the country’s economic recovery” by providing a “reliable source of power for all sectors and industries in order to meet South Africa’s energy supply gap”. While environmental groups have criticised the project, the Department of Mineral Resources and Energy has said it will help cut down on load shedding. Karpowership SA did not immediately reply to a media request from Fin24 about the reports from Lebanon. According to Karpowership’s website, it has two floating power stations in Lebanon, the Fatmagül Sultan and Orhan Bey. They have been in operation since 2013, supplying 404 MW of energy. – FIN24.
NOT YET ‘UHURU’ …as Kenyan importers decry Tanzania curbs

AIROBI Restrictions have not eased on the Kenya-Tanzania borderpoints of Isebania and Namanga, with six Kenyan fishermen being arrested by Tanzanian police on Wednesday evening. After President Samia Suluhu and his host Uhuru Kenyatta announced lifting of trade barriers, truck drivers in Isebania are still not being allowed to move freely into Tanzania. And in Namanga, no maize imports are allowed yet President Kenyatta ordered clearance of trucks loaded with the grain.
Customs officials said they are waiting for communication from Agriculture and Food Authority (AFA) to lift the ban on maize imports. AFA on March 5 banned importation of maize from Tanzania and Uganda, arguing that the grains have high aflatoxin levels. Namanga customs boss Joseph Muywaywa said no truck loaded with maize has been cleared. “We are waiting for a circular from the AFA authorising us to clear the cargo. Once a trader presents a certificate, we will clear them right away. We now expect businesses to begin importing
maize from Tanzania following the President’s directive,” Muywaywa said. A trader urged concerned government agencies to speed up the clearance. “We have incurred losses running into millions of shillings since the maize imports were banned five months ago,” he said. In Isebania, drivers and businesspeople interviewed by the Nation said crossing the border has become an uphill task, with many being made to wait at the parking bays as goods are loaded. And as the two presidents were announcing measures to improve trade, Tanzanian
authorities arrested six Kenyan fishermen and impounded two boats at Kibro Beach in Muhuru Bay. Kibro Beach Management Unit chairman Maulid Joel said the Tanzanians are demanding Sh50, 000 to release each vessel. – DAILY NATION, Kenya.
While still strained, South Africa’s government finances currently look in better shape than expected. The budget deficit (R552 billion) for the past year was 11.2 percent of GDP, Bloomberg reported recently. This was far lower than government’s own projections, and thanks to surprisingly strong tax income, as well as subdued state spending. Meanwhile, the rand was
trading at its best level in 16 months, and was last at R14.08/$. The currency strength is due in part to booming commodity prices, with raw materials accounting for a third of South Africa’s exports. As the world economy recovers, China continues to power ahead and the US readies massive infrastructure investments, these prices have rallied. – FIN24.
Moody’s skips SA ratings review JOHANNESBURG - The credit agency Moody’s has skipped a scheduled review of South Africa’s sovereign rating. The announcement was expected late on Friday night. Instead, the agency published a notice to say that the ratings for South Africa - and other countries like Denmark and Italy - were not updated. The next ratings review is scheduled for November 19 this year. However, Moody’s says that it may change ratings on any other date if there is “a material change in credit condition or other event.” Last year, Moody’s stripped South Africa of its investment
grade rating, downgrading government bonds to “junk.” A “junk” rating means there’s a bigger chance that the government won’t be able to pay back its debts. Moody’s currently rates South Africa at Ba2 (two rungs below investment grade), with a negative outlook – which means the next step could potentially be another downgrade. In February, the agency raised concerns over government spending on civil servant wages and interest payments on its ballooning debt. Economists do not expect a further downgrade soon, however.
Zim to list bond on local bourse for the first time in 20 years HARARE - Zimbabwe plans to list a bond on the local exchange for the first time in 20 years to raise funds for the expansion and upgrade of a main highway that links the country to South Africa, which is its largest trading partner. The $250 million listing by the Infrastructure Development Bank of Zimbabwe will be the first note issuance on the Zimbabwe Stock Exchange since 2001, when municipal bonds with a government guarantee were listed, the bourse’s chief executive officer, Justin Bgoni, said. A listing date has not yet been confirmed. Thomas Zondo Sakala, chief executive officer and Willing Zvirevo,
director at IDBZ did not immediately answer calls to their mobile phones seeking comment. In March, the lender said it will take three months to issue the infrastructure bond, as it canvasses for
investor support. “We are happy that government is considering using our market to raise capital to develop the country,” Bgoni said by text message. “Listing of government bonds is key for the development
of a strong capital market. Government normally sets the pricing in the market.” Total trade between South Africa and Zimbabwe stood at $2.4 billion last year. The 580km road that links the capital, Harare, to Beitbridge, one of Africa’s busiest border crossings that straddles the two countries, is currently too narrow to deal with the vast amount of traffic. On average, about 25, 000 people and 500 trucks pass through Beitbridge daily, according to Zimbabwean officials. Tribute to Sunday Chilufya Chanda, Kanchibiya PF parliamentary candidate
TO RULE OR NOT TO RULE Dear Editor,
R
ULE, as a verb, has multiple definitions but for purposes of this article, I have settled for one of the definitions from the Random House Dictionary of the English Language which defines “rule” as “… to exercise authority, dominion or sovereignty.” This meaning implies someone, or a group of people, exercising authority, dominion or sovereignty over other people. In terms of politics, exercising authority and dominion means having the power to preside over and leverage the governance framework on behalf of the people. This, ideally, is achieved by way of popularly delegated powers which are conferred through periodic elections. Humans have been associated with one form of rule or the other from time immemorial. This is primarily because leadership is essential for any organised society and lack of it has the potential to breed veritable mayhem and intractable chaos. The world owes Greeks for the genesis of democracy (rule by the people) and democratic governance. Given the universal consensus around
the centrality of leadership to organised society, the debatable question is: Who should aspire for election to political office? The answer should be derived by primarily examining what the people, the real and authentic owners of political power, are intrinsically entitled to by dint of being citizens of a country. Citizens of any country are entitled to the enjoyment of basic human rights. These include right to life, right to security of person and property, right to health, right to safe water and sanitation, right to education, right to information and similar others. In most national constitutions, these rights come under the Bill of Rights. Based on this understanding, citizens of any country are designated as “Rights holders.” Now, to ensure that citizens have access to and enjoy these rights, leaders are periodically elected through a popular vote. Publicly elected leaders are designated as “Duty bearers” as they have the inescapable duty to ensure the unbridled enjoyment of basic human rights by all citizens. The importance of this is that persons who choose to vie for election to public office should not be driven by their desire to attain what they
want but, rather, by the desire to help people attain what they want. Unfortunately, many aspirants to public offices miss this vital leadership requirement. Instead, many aspirants to political leadership are motivated by prospects of personal gain. They treat contestation for political leadership the same way they would treat contestation for a lucrative job in the private sector. Consequently, the end-objective of wanting to acquire political office gets reduced to getting close to and personally beneftiting from national resources. This unfortunate mind-set, invariably, compromises the ability to draw a dividing line between public and personal property. In addition, the elected leader will redefine the “Rights holder-Duty bearer” relationship and begin to see himself or herself as a benefactor! A benefactor is a kind and altruistic person who, out of deep concern for the welfare of other people, freely gives to the needy. Implied in this is the fact that what the benefactor freely gives to the needy comes from his or her resources. This markedly contrasts with dispensing various
forms of national resources to citizens who are the real and authentic owners of the same. On the part of citizens, the misinterpretation of the “Rights holder-Duty bearer” relationship causes them to treat elected leaders as people who help them out of their kindness! In the end, this attitude blunts and kills their alertness to the abuse of public resources, let alone the need to hold elected officials accountable. Further, before they know it, they will start worshiping the elected leader and treating him or her as a God-sent messiah! All this will be happening without their realisation of the fact that what they are receiving is, after all, theirs and the elected leader is just a servant they have allowed the privilege to serve them. The moral of this narrative is that men and women who choose to vie for political office should, first and foremost, do a deep self-introspection with a view to ascertaining the extent to which they are conscientiously altruistic and committed to discharging the role of “Duty bearer.” BERNARD CHISANGA, Development Economist, Public Policy Specialist & Independent Consultant.
Dear Editor, I HAD a privilege of being part of the former media director Mr Sunday Chilufya Chanda’s supporting staff and through that gained wealth of experience at the “arena of being a public servant.” As the tenure of the PF parliamentary candidate for Kanchibiya constituency Mr Chanda as PF Media Director comes to an end, gratitude is with the larger Patriotic Front family. In him, I did not just meet a boss, I too met the brotherly figure who was at the centre of nurturing the spirit of servanthood. I remember you came at a time it was not attractive to defend PF. Mr Chanda’s tenure coincided with the era when hoaxes of deception were gaining prominence especially on the cyber space. In this information age, President Edgar Lungu and the PF were the victims of misinformation which had the ability to undermine public confidence. Under his leadership as media director, Mr Chanda relentlessly worked to put his team to task and ensure that the lies that had hit the airwaves were rebutted by presenting the correct position. It was an uphill battle as the army of lies had mobilised and ensure that the truth is suppressed. It was the unique collective wisdom that Mr Chanda had introduced in the youthful team which vindicated the truth. The truth has been vindicated and the nation knows prominent people who have been magnanimous and responsible enough to retract their previous public statements about President Lungu. In his tour of duty, Mr. Chanda taught to always stand for our country even when the sustained attacks were determined to forgo the efforts that President Lungu has accomplished. Mr. Chanda has been more
than a boss, but was the brotherly figure who was always available whenever he was needed. Comrade Chanda, even when I made mistakes, you gave me an opportunity to learn and you used to say, “Marvin, worry not, you are young and you are still learning from your mistakes.” That brotherly counsel gave me the sense of responsibility and ensure that I learn to ride on my weaknesses in my quest to do better. Your patience made my service in the media team to feel at home. With all my flaws, Mr Chanda gave me many opportunities to learn and grow in public service. With time, I earned your trust and on numerous occasions gave me preference in every step you considered to take. In August last year when you made up your mind to publicly declare intentions of standing as Member of Parliament for Kanchibiya, I was among the few you considered to seek advice. This was dispute your well documented immense experience in public service. It was the humbling moment on my part that you added me to spearhead your ambitions in Kanchibiya. Above all, gratitude is to President Lungu and the PF central committee for the opportunity they gave you to serve. The secretariat headed by the Secretary General Davies Mwila has equally been very supportive to the Sunday Chilufya Chanda-led former media team. As we now carry on with our journey for Kanchibiya, our loyalty remains to President Lungu and PF. Even in our new calling, we will not let misinformation substitute the truth. We will not let the unpatriotic citizens take turns in downplaying the achievements of the PF for the last 10 years. In fact, we consider the newly found journey as an elevation as we will carry the voice of the rural part of Zambia, Kanchibiya constituency. POLICIES that enhance mineral value addition strategies that can create linkages with other parts of the economy should be designed and implemented. Doing this will ensure cascaded benefits to the state in form of increased revenue generation, employment creation, and technology transfer, says Centre for Trade Policy and Development (CTPD) Senior Researcher – Extractives, Webby Banda. Mr Banda observed that Zambia did not process its minerals into higher-value output resulting in lost gains from value addition processes. He indicated that exporting raw mineral resources meant denying the country the benefits that came with activities along a fully vertically integrated mineral value chain. The benefits, Mr Banda said in a statement, included job creation, tax revenue generation, and spill over economic effects to other industries among others. “Mineral resources in
Zambia offer a wide range of opportunities to: build industries to supply inputs to the mining sector, produce key mineral-based feedstock’s for other sectors; and manufacture intermediate and finished products for domestic consumption that will promote local and regional economic development,” he said. Mr Banda indicated that the African Mining Vision recognised that mining was a key sector for a growing, diversified, competitive, and industry-based economy in Africa. He explained that for Africa to harness these benefits, the enclave nature of mining will have to be extinguished. “Achieving this goal means that mineral-rich countries like Zambia will need to go beyond optimising revenues collected from the mining industry, but act strategically to increase the value of the resources extracted. “This can best be achieved by creating and strengthening the linkages between the mining sector and the rest of the economy,” Mr Banda said.

Dr. Kunda said in a statement that the emergency maintenance works being carried out are urgent and couldn’t be postponed as doing so would risk the safety of the generating units which might lead to severe damage to equipment and compromise the future available generation capacity to meet the system demand. “The first stage of load management will start on Monday 10th May 2021 from 17:00 to 21:00 hours and will run for 15 days, whilst the second stage will be im-

Zimba Council suspends sale of plots ZIMBA Town Council Secretary Coster Mutandi says the local authority has suspended the sale of commercial and residential plots that were advertised for offer to the general public until further notice. Health in hospitals. Mr Muimui said the Astra Zeneca vaccine is being administered to people on voluntary basis. He advised farmers to maintain social distance and mask up as they meet in gatherings such as the field day. Mr Muimui told the farmers that

A SENIOR government official from Zambia Agriculture Research Institute(ZARI) in Misamfu research station has urged small-scale farmers in Zambia to embrace new bean varieties for sustainable development and to respond to adverse effects of climate change. Speaking in an interview at a field day held at Malashi in Mpika district, acting Chief research officer of region 1 and 2, Kennedy Muimui disclosed that small scale farmers are being empowered with bean varieties that respond to their needs. Mr Muimui revealed that most of the varieties being rolled out for various markets are being tailored for high yields to increase wealth of the small scale farmers and to respond to adverse effects of climate change such as drought. He added that these varieties are very lucrative and have ready market within and outside the country, therefore it is ideal for the small scale farmers. Mr Muimui explained that these bean varieties will make a positive change in their lives, Nutrition status and incomes. He disclosed that the field day is important for farmers to see the production process and share market information for the 20 varieties which are currently on the market. Speaking at the same event, which was also graced by Mpika district commissioner, Sampa Muswema, Principal Agriculture Officer Fred Chikuta has revealed that beans production has increased tremendously in Muchinga province since 2013 owing to intervention by ZARI and other cooperating partners. He explained that small scale farmers should embrace the new bean varieties which will improve their nutrition status and incomes of many especially those in rural areas. AFRICAN MIGRATORY LOCUST APP TO ENHANCE EARLY WARNING By PRISCA KABWE
GOVERNMENT has developed a data collection application tool meant to detect the African Migratory Locust. Principal Early Warning and Preparedness Officer under DMMU, Likezo Musobani says the app has been developed with support from the Food Agriculture Organization (FAO), Government through Disaster Management and Mitigation Unit(DMMU) in conjunction with Ministry of Agriculture Mr Musobani explained that the app will be used by field agriculture extension officers to record presence of locusts in all parts of the country being affected by the pest. The relevant information that will be uploaded on the app will help Government and its partners to respond, mitigate and prevent locust from becoming a disaster. “Last year the information which was coming through was scanty making it difficult to aggregate and plan control actions based on that information,” Mr Musobani said. Mr Musobani notes that in responding to disaster timely information is critical. He highlights that the app will enhance early warning system in the fight against the locust. He observes that it is much cheaper to avert a disaster than addressing it and the only way of averting disaster is to provide timely information which will aid in planning. Mr Musobani describes the AML early warning database tool as not complicated and is internet less intensive tool which can run a computer or an android phone and tablet. “The officer will only need to use internet at the point of downloading the app and when sending back the data to the saver. once they have it on the gadget they can feed in formation without using internet,” he said Mr Musobani further said the tool will change the way the unit receive information on the pest that can cause disaster and help in the early warning aspect of disaster management. He notes that DMMU has shifted from being reactive to being proactive because it is costly to respond to a disaster than averting it. HE people of Katuba constituency have for long time been left out in terms of development because of voting for wrong candidates, Socialist Party
aspiring member of parliament candidate Cephas Twende has said. Speaking in an interview Mr Twende said that once voted into office he would ensure that development is delivered in all corners of the constituency.

RESIDENTS of Chipangali constituency have hailed the candidature of Patriotic Front (PF) aspiring parliamentary candidate Andrew Lubusha and have vowed to give President Edgar Lungu 100 per cent of votes in the August 12 elections. Mr James Banda a resident in the area said time had come for youthful leadership to drive the developmental agenda in the constituency. “As a youth of Chipangali, I fully support Mr Lubusha as the preferred candidate capable of giving President Edgar Chagwa Lungu maximum votes from the constituency,” Mr Banda said. He said that Mr Lubusha had so far demonstrated effective leadership that was poised to transform Chipangali. Another resident, Mr Bright Soko, said the residents had accepted the aspiring parliamentary candidate based on the development plans he has put in place for the area. “Our support for Mr Lubusha is based on the plans he has for this area. "Like we have always said as PF in Southern Province, our region has benefited highly in terms of infrastructure development under the leadership of President Lungu," Mr Mwenda said. He said that the bridge will not only benefit the people of Zambia and Botswana alone but the Southern African as a whole.
K90 million disbursed for land development to councils THE Ministry of Lands and Natural Resources says K90 million has been disbursed to 91 councils countrywide under the Land Development Fund since 2011. In the last five years, the ministry released K66 million of the Land Development Fund to 58 councils to fund projects that can help open up newly created districts for development. Minister of Lands and Natural Resources Jean Kapata said new district councils are allowed to independently identify projects which can open up their areas for development. Ms. Kapata says some of the projects include surveying project sites, creating new roads, supplying electricity and providing water reticulation systems in the new districts. She says her ministry is currently in the process of releasing K10 million for seven districts. The Minister said this when she concluded her tour of NorthWestern Province where she inspected projects that were funded from the Land Development Fund in Kalumbila, Manyinga and Mushindamo districts. North-Western Province got over K5 million out of the K66 million Land Development Fund that was disbursed from 2016 to 2021. And Ms. Kapata has congratulated Kalumbila, Manyinga and Mushindamo districts for utilising their shares of the Land Development Funds prudently. She has since encouraged the new councils to apply for more funds and continue with projects that will facilitate development in their areas. And Mushindamo District Council Secretary Pamela Zulu explained that the over K2 million funding from the Land Development Fund received was put to good use by the council. - ZANIS

THE United Party for National Development (UPND) has urged members to avoid taking the adoption matters personal but respect the decisions made by the party's appointing authority. UPND Kitwe district chairperson, Elvis Nkandu, said it was disappointing that those that were being left out of the adoptions were contemplating changing camp. Mr Nkandu warned the members against fighting their leaders and advised them to maintain discipline at all times. He complained that the game ahead was too tough for members to continue fighting and “pointing fingers” at each other over adoption results. Mr Nkandu said loyalty was good and that anyone that did not want to be loyal to the party after the adoption results would be disciplined because the party did not want confusion. Meanwhile, the National deputy women chairlady Ms Subeta Mutelo urged the members shortly before officially opening the office to work extra hard so that the party and president Hakainde Hichilema could win the August general elections. HAT is mixed farming? Indeed, it is the sort of farming activity that involves a diverse type of farming. This involves different enterprises taking
place at the farm the farm may have different crops that may include maize, soya, sunflower, or groundnuts. Mixed farming also includes livestock such as cattle, pigs,
chickens, goats and may be fish enterprise. In mixed farming each enterprise does support the other on the farm direct or indirect. It is obvious that no plant
could possibly go on thriving if we tried to grow it in sand alone. No matter how much water may be provided, the plant would sooner or later die for want of the small but
necessary quantities of such plant foods as nitrates. What happens if the farmer continued to grow crops year after year without replenishing the soil with any nitrogenous material? Can the plants continue to crop freely? They cannot. The nitrogen and similar substances that are taken from the soil by growing plants must in one way or another be replaced. Otherwise, the soil will lose condition and the crops will be poorer and poorer as the years go by. There are, however, several ways of maintaining the soils supplies of nitrogen. Let us examine them. If one stands near to a heap of fresh farm manure no doubt one would notice the smell of ammonia that surrounds it. Ammonia as we know is a compound of nitrogen, and its presence in the dung of animals is one of the reason for putting farmyard manure into the soil. Farmyard manure is a very good source of nitrogen for plants. One may ask how the nitrogenous substances get into farmyard manure. The thing is no animal is able to digest all the protein contained in its food, and some of
the proteins that animals eat pass right through the digestive tract and come out in the dung. All animal dung is rich in nitrogenous materials, for this reason, the farmyard manure contains a good deal of dung. It does not appear that plant roots are able to absorb this dead protein, it has to be changed back again to nitrates and similar substances before the plant can use it. The change takes place more readily when the dung is mixed with straw or other litter. Dung comes from animals the farmer is keeping and straw comes from some plants the farmer grows on the farm for example rice, wheat, soya all these can produce straw which is mixed with dung. This mixture creates a conducive environment for millions of bacteria or germs. These bacteria are present in all fertile soils so that buried manure and other dead protein material is constantly

This is however, made ideal by applying mixed farming activities such as keeping of livestock from which dung or animal droppings can be used in the making of farm manure mixed with other farm residues from other farm crop enterprises. This then complements the use of chemical fertilizer and reduce the cost of farming to some extent. proteins are eaten by animals to build their muscles and so on. The cycle of nitrogen from death to life, life to death is called by scientists the NITROGEN CYCLE, because it can go on indefinitely. This is how important mixed farming is to a farmer. Those practicing such have abundant benefits on the farm. Animals produce dung that is used by the plants to grow vigorously and from the plants animals again benefit because they have access to plenty of grass or plant material for food. Bacteria in the soil would work on the dung and plant residues to make nitrate which the plant uses. Although plants cannot make use of nitrogen in the air, nature has fortunately provided a very satisfactory way of converting atmospheric nitrogen into materials that plants can feed upon. This is how good mixed farming is to any farmer in the farming circle.

ESSENTIAL TIPS FOR DELIVERING SUCCESSFUL PROJECTS! By DR LABAN MWANSA

OW can project managers help prevent failed, challenged or orphaned projects? Project success may be viewed in twofold, the success of the project methodology used to deliver the project and also the success of the project deliverables or products produced and accepted by relevant beneficiaries. Here we see the need to recognise the difference between: A Successful result (product) and a Project Management methodology Success. It is therefore important to consider some factors contributing to project success and failure in project delivery? The Standish Group Chaos study defines project success by categorizing projects into Successful projects, Challenged projects and Failed projects as being: Successful projects
= Those projects which are delivered: On Time & On Budget, & with satisfactory result; Challenged projects = Those projects delivered late, over-budget or did not meet target; Failed projects = Those projects which are cancelled or results not adopted by users. We may also add Orphaned projects as those projects which lose project team members and end up with no project direction and management. The list continues as some projects, people just stop talking about them and they die a natural death. Maybe that’s too harsh but that is what reality is. Recently one of my acquaintances requested me to explain how to measure and categorise a project which has been put on hold by senior management because of an emergent high priority project which needs more priority resources. This was a very interesting question, in my opinion because yes it is right to allocate more resources to an emergent high priority project. But the real question here is can you put a project on-hold? Most people would say yes, why not? I don’t’ think so, the best that can be done is to trigger a prema-
ture project closure and perform normal project closure activities. The consequences which may arise if you don’t perform a premature project closure and put a project on hold is that whilst the project is on hold, requirements, regulations, technology, stakeholders and environment may change and if this happens then it will mean that you will have to re-plan your project from scratch. The 7-PM tips to prevent project failure should actually come from the 7 project success criteria as follows: 1. Deliver project on planned and approved budget: Manage the project budget by monitoring and controlling the project costs, use available tools and techniques to accomplish this. For example you may use variance analysis and earned value management (EVM) 2. Deliver project on approved scheduled time Manage the project schedule by monitoring and controlling the project schedule, use available tools and techniques to accomplish this. Some schedule compression tech-
niques include fast-tracking and crashing depending n circumstances. Some consideration should be made to use Project Evaluation and Reporting Techniques (PERT). I find this technique very useful. 3. Deliver project on agreed and fit for purpose quality standards: Manage the project quality assurance by monitoring and controlling the set project quality standards, use available tools and techniques to accomplish this. Plan for quality management. Remember you cannot mark your own homework, so make sure that there is no conflict of interest between those making the project products and those checking the quality of the products. The key here is to keep defects reaching the customer or end user. 4. Deliver project planned benefits: Manage the project benefits by monitoring and managing the project benefits realization plan, use available tools and techniques to accomplish this. Make sure benefit realization plan is in
place and that there is someone to take care and account for post project benefits realization. 5. Deliver the scope according to the objectives: Manage the project scope by monitoring and controlling the project scope, use available tools and techniques to accomplish this. Prevent scope creep. A project is deemed a living thing, so expect changes from stakeholders but be prepared to manage the change requests in an agreed formal way. Remember properly managed changes may bring additional income. 6. Deliver the project with managed risks to optimize project benefits: Manage the project risks by monitoring and managing the project risks, use available tools and techniques to accomplish this. Risk management is important in order to maximise project benefits we need to proactively manage risks. 7. Deliver project deliverables to the satisfaction of beneficiaries and stakeholders: Manage the project stakeholder’s expectations by monitoring

and engaging project key stakeholders use available tools and techniques to accomplish this. Remember if stakeholder are happy it means your project has been successful. Final thoughts: To ensure that project manager achieves project success factors there is need for project managers to proactively manage project risks and also use lessons to avoid repeated mistakes in project execution. This will also avoid a popular anonymous quote “We are great at doing profitable projects but really bad at keeping our customers”, evidently in customer – supplier project environments, it is very key that customer satisfaction is met and this can be ascertained and measured. CONAKRY - At least 15 people have been killed by a landslide at a clandestine gold mine in Guinea’s north-eastern Siguiri region. Overhanging rocks collapsed on Saturday morning, crushing some victims and burying others inside the mine. DDIS ABABA The head of Ethiopia's Orthodox Church has accused the government of wanting to "destroy" the country's northern Tigray region, in his first public comments about the war there. The statement from Abune Mathias, a Tigray native, appeared in a video recording ferried out of Ethiopia by a friend, and the patriarch claimed his earlier attempts to speak out had been "stifled and censored." It represents rare public criticism from a high-profile Ethiopian figure of the sixmonth-old war pitting Prime
Minister Abiy Ahmed's military against forces loyal to Tigray's once dominant ruling party, the Tigray People’s Liberation Front (TPLF). "They are working day and night to destroy Tigray. They have no rest when it comes to destroying Tigrayans," Abune Mathias, speaking in the Amharic language, said in the 14-minute video. "In all parts of Tigray there are killings. They mean to wipe Tigrayans from the surface of the earth." Abiy, winner of the 2019 Nobel Peace Prize, sent troops into Tigray in early November after accusing the TPLF of orchestrating attacks on army camps. He has stressed the military is targeting the TPLF leadership and not civilians. But myriad attacks on civilians - including massacres and brutal gang rapes - have
been documented, with many witnesses and survivors blaming Ethiopian soldiers and troops from neighbouring Eritrea who are backing Abiy. In the video recording, Abune Mathias described the violence as "the carnage of people - particularly the killing of innocents." He lamented damage to Tigray's famed Orthodox monasteries as well as massacres perpetrated on church grounds including in the Tigray town of Dengolat. The Orthodox Church is the largest in Ethiopia, accounting for more than 40 percent of the country’s 110 million people.
