PROBE TEACHING SERVICE COMMISSION GRAFT, ACC URGED

By KETRA KALUNGA

T

HE Anti-Corruption Commission (ACC) must probe the corruption allegations against the Teaching Service Commission (TSC) that have been made by the teachers’ unions, the National Action for Quality Education (NAQEZ) has demanded. Professional Teacher’s Union in Zambia (PROTUZ) general secretary, Kangwa Musenga on Tuesday last week alleged that TSC has been asking for a bride of about K30, 000 from teachers for promotion as Provincial Education Officer (PEO) and District Education

Board Secretary (DEBS) when he appeared before a parliamentary committee of cabinet affairs. NAQEZ executive director, Aaron Chansa said the organisation was shocked that the ACC was unmoved by the corruption allegations against TSC. Mr. Chansa in a statement yesterday said the allegations against TSC made by PROTUZ were too serious to be ignored. He said teachers and Zambians expected the ACC to act. “As NAQEZ, we shall utterly be surprised if the Zambian anti-graft body will still remain mute over these serious

JCTR commends govt for timely inputs distribution By NOEL IYOMBWA

THE Jesuit Centre for Theological Reflection (JCTR) has commended Government for the continued commitment to ensure the timely distribution of inputs in the country. JCTR Social Economic Development Programme Manager Chama Mundia said the commitment in addition to other factors saw a bumper harvest recorded in the 2019/20 farming season with maize production standing at 3.4 million tonnes, 66 percent

above the reduced outturn in 2019. Ms. Mundia however, noted that the nation’s key macro-economic indicators remain poor with the exchange rate of the kwacha to the US Dollar standing at K21 to US$1 with serious repercussions for an import dependent nation. “Additionally, year on year inflation for November 2020 as measured by the Zambia Statistics Agency stands at 17.4 percent. “A challenging debt context characterized by rising interest payments also continues to

corruption allegations even this week,” he said. Mr. Mwansa said teachers would lose confidence in the TSC as their employer if the ACC does not take quick action over the matter and the image of TSC would be dented by both Zambians and the

international community. He said NAQEZ feels that TSC should ensure that teachers are promoted in a transparent way because when that is done in secrecy it becomes a big source of frustrations and leads to poor performance teachers who feel mistreated.

compromise social sector outcomes. Particularly, Ministry of Finance quarterly economic reports indicate lower than budgeted expenditure outturns for budget lines such as social cash transfer,“ she said. And Ms Mundia said the cost of living for a family of five for the month of November 2020 stood at K7, 126.62 an increase of K66.31 from K7, 060.29 recorded in October. She said the increase in the basket is attributed to increase in the prices of food items such as beans which moved upwards by K71 from K109.86 to K180.58 for 3kg, vegetables increased by K30.39 moving from K430.19 to K460.58 per 40kg, kapenta increased by K25.53 moving from K191.40 to K216.93 per kg, bananas

increased from K163.57 to K188.36 for 16 kg, Irish potatoes increased by K21.38 from K37.82 to K59.20, soya pieces increased by K15.28 moving from K89.88 to K105.16. Ms Mundia said for the non-food but essential items, the price of charcoal increased by K26 moving from K292.00 to K318.00. “These price increases were however offset by price declines in some items. Cassava moved from K88.03 to K74.76 for 6kg showing a decline of 13.43 and “chicken reduced by K10.48 moving from K193.56 to K183.08. From the non-food but essential items, the price of petroleum jelly reduced by K20.06 moving from K70.49 in October to K50.43 in November,” she said.

‘Let’s resolve constitutional lacunas’ By PETER SICHALI THERE is need for the country to address cons titutional lacunas on continued stay of cabinet ministers after dissolution of Parliament, Inter Africa G overnance N e t w o r k (AFRINET) E x e c u t i v e Director Maurice Malambo has said. Mr Malambo said there was no breach of law neither

misinterpretation of the law by Government on the continued stay of ministers after dissolution of Parliament. He said the decision made by the Constitutional Court to order Ministers to pay back was as result of lacunas in the constitution on the matter hence the need for amendment it. "The judgment by the Constitutional Court in relation to this aspect must not be misunderstood that the continued stay of Cabinet during 2016 General Election period at the hand of the Head of State, Dr. Edgar Lungu was a breach of the Constitution neither was it a misinterpretation of the law. It was basically a product of a Lacuna in the Constitution, " Mr Malambo said. "There was simply two fairly conflicting positions in the law referred to as Lacuna," Mr

Malambo said. Mr Malambo has charged that the Constitutional Court did not give conclusive leadership by making an order or recommendation to formally amend the law in facilitating the subsistence of all the three branches of government even during the election, the judiciary, legislature and executive for purpose of sustained oversight check. Mr Malambo however said the ministers should pay back for sake of respecting the court. He said President Edgar Lungu is not to blame on the stay of ministers in parliament because he was on firm ground backed by written law. "The President was on firm ground when he made that decision as he was within the jurisdiction of written law in the constitution of Zambia," Mr Malambo said.

Insults worry South clergy By PRISCA LUMINGU-BANDA in Bweengwa. THE Church in Monze has said it was concerned that some political party leaders have resorted to politics of insults. The Church has since called on President Edgar Lungu to intervene. The clergy from different denominations said this when they met President Edgar Lungu yesterday in Bweengwa. Speaking on behalf of the clergy, Reverend Smart Fundi said the Church was worried with the insults by some political leaders. “Your excellency, the church in Monze is concerned with the insults by some political players and we hereby appeal to you to intervene in the matter,” Rev Funidi said. He also thanked President Lungu for upholding Zambia as a Christian nation and the ‘One Zambia One nation’ motto. Rev Funidi said it was through this that President Lungu created the Ministry of National Guidance and Religious Affairs which looked at matters of the church. He said the Church in the district appreciated the developmental projects being implemented in the area under President Lungu’s leadership. “We appreciate the developmental projects such as roads in Monze town, the correctional service officers houses, the milling plant which will help create employment for youths in the District,” he said.

Mr Mtayachalo said claims of under age children obtaining voters cards are serious and have potential to undermine the electoral process. Mr Mtayachalo said the lies have potential to put peace the country has enjoyed since 1964 under very serious threat. Rev Funidi said the Church pledged its full support of governments development agenda which promotes peace and unity. He said a country without peace derailed development which was why the church in Monze district would endeavour to work hand in hand with the government so that the peace that had been enjoyed since independence could continue. The Reverend said the Church recognised the importance of national values and principles in national development. They also asked President Lungu to consider allocating funds to Monze pastors as the church had been affected badly due to the Covid-19 pandemic. Meanwhile President Lungu has asked the church to continue being there for the Zambian people, leaders and politicians President Lungu said the Church should continue praying for politicians especially as the country heads to the 2021 general elections. “Pray works wonders, prayer can redeem us, apart from praying for us, also talk to us, talk to Edgar Lungu, talk to Hakainde Hichilema, talk to Chisamba Kambwili so that God continues talk to us to save the Zambian people with good intentions and not to plunge the country into chaos,” he said. President Lungu said there would be no winners if the country was plunged into chaos. He said there was nothing dirty about politics but it was politicians who had made politics dirty because of their deeds.

matter of life and death if really we aspire for public office to provide an honest and selfless leadership to the people," Mr Mtayachalo said. Mr Mtayachalo said if proven false those peddling lies should be arrested and prosecuted. "If these allegations are established to be untrue people peddling falsehoods must be made to account for their actions because spreading malicious allegations against the electoral process is uncalled for and potentially dangerous for our great nation," Mr Mtayachalo said. Mr Mtayachalo who is also Chama North aspiring Member of Parliament said there is need for decency in the electoral process because this was not the first time the country was going to the polls. He said every Zambian regardless of political affiliation has a responsibility to guard this peace jealously.

Court ruling meant to embarrass president, says Kambwili From page 1 “The court knew that it’s the President, he is the one who directed the Ministers to stay in office so above all, the ruling was meant to embarrass the President,” he said. Mr Kambwili who was Information and broadcasting Minister and chief government spokesperson at the time, is among the 64 cabinet and deputy ministers that have been ordered to pay back the money they drew from Government,. The have to pay within 30 days from date of ruling. He said the ruling has created a serious constitutional crisis in the country which should be resolved through an amendment to the constitution to allow decisions of the constitutional court to be challenged. “As a country, we should learn lessons from the ruling and make an amendment to the constitution so that the decisions of the Constitutional Court are able to be challenged at the Supreme Court. So that when you are not satisfied you can appear to another court,” he said. He said the current arrangement where the Constitutional Court had final say on constitutional matters, was against the principals of natural Justice. Mr Kambwili insisted that the constitutional court was the final jurisdiction on matters of the constitution and therefore the Ministers who drew allowances and salaries from Government when Parliament dissolved, including himself should pay back as instructed by the court. Mr Kambwili said although he did not agree with the Concourt judgement, he has no other option but to respect its decision because the ruling by the constitutiona court was final and whether he liked it or not the decision has already been made. He also said the decision of the court has created a constitutional crisis because under the constitution President Edgar Lungu acted within his powers to allow the Minister to continue in office after the dissolution of Parliament. “How can you follow up the formers Ministers to pay the allowances and salaries when it was the President using his power who instructed them to remain in office,” he questioned. Mr Kambwili said the country should draw lessons from the issue and consider setting up another court lower or higher than the constitution court which would act as ladder when the constitution court makes a wrong decision.

IMF PACKAGE COMING - EAZ From page 1 Abebe Aemro Selassie, Director of the IMF’s African Department, said Government reiterated its intention of restoring the credibility of the budget, increasing debt transparency, strengthening public financial management, as well as improving governance and preserving financial stability. He said in a statement released yesterday that given the deep-rooted challenges faced, policies would need to be calibrated to restore sustainability while protecting the vulnerable and creating more inclusive growth. He welcomed the opportunity to discuss the broad elements of Governments’ Economic Recovery Program, which seeks to restore macroeconomic stability, attain fiscal and debt sustainability, restore growth and safeguard social sector spending. Zambia is eligible to qualify for up to US$1.3 billion financing from the Fund. The IMF earlier this week released another statement that it is currently assessing Zambia’s request of a financing arrangement after Government formally requested for a package with the Fund to support current reform efforts. IMF indicated that as part of this assessment, and following an invitation from the Zambian authorities, the fund has sent representatives to Zambia who are currently in the country. Reacting to the Fund’s

statement, EAZ Deputy National Secretary, Rita Mkandawire, expressed confidence that Zambia would finally get the package. Ms Mkandawire banked her optimism on the recent economic downgrades by rating agencies which pushed Zambia into a state where it qualified for the package. She also banked her optimism on the decision by Government not to pay bondholders thereby defaulting on its payments. Zambia has US$3 billion of Eurobonds outstanding and owes US$2 billion to commercial banks, US$2 billion to the IMF and World Bank and another US$3 billion to China. On Tuesday this week, President Edgar Lungu met the Director of the IMF Africa Department Dr Abebe Aemro Selasie at State House and discussed wide ranging issues regarding the country’s relations with the Fund. President Lungu and his guests from United States of America discussed wide ranging issues regarding Zambia’s relations with IMF going forward. Also in the meeting was Secretary to the Cabinet Dr Simon Miti, Secretary to the Treasury Fredson Yamba, Bank of Zambia Governor Christopher Mvunga, Special Assistants toe President and Ministry of Finance Permanent Secretary Mukuli Chikuba. Dr Selassie was accompanied by the IMF Chief of Mission Mr Alex Segura Ubiergo.

ABOLISH ARCHAIC COURT PROCEDURES TO FACILITATE ACCESS TO JUSTICE

By A CORRESPONDENT

ACCESS to justice will continue to be illusion for as a long as the courts put archaic rules and procedures before justice, A Ghanaian civil activist Stanley Kabenla has said. Writing in Access to justice, occasional paper, Mr Kabenla said that jurisprudence like any other social activity should be dynamic in response to felt need of the society. Ghana, he said, had made many changes to court procedures to adapt and ensure that access to justice was a reality to all the citizens including those who did not have the means and were with al to pay expensive lawyers. Justice, he said, was based on the premise that people should be able to rely on the correct application of law as a principle, ”There must be consistency in the application of the law and attendant procedural practices otherwise public confidence will be eroded. Legal drafting and evaluation of procedures and rules should be an ongoing

process to ensure best practice, “Failure to regularly upgrade and harmonize will lead to ultimate injustice because nothing remains statistic. The very countries from which we have adopted some laws and procedures have moved on. We must also move on.” he said.

In a democracy, he said, the courts of law had a heavy burden of helping People challenge crimes, abuses or human rights violations committed against them by those who authority. By allowing impunity the courts perpetuate oppression and injustice.”

Stop the violence nonsense - ECL By PRISCA LUMINGU-BANDA in Bweengwa

PRESIDENT Edgar Lungu has urged the Patriotic Front (PF) to stop the nonsense of engaging in political violence even if provoked because violence would not help anyone. President Lungu said the PF should not retaliate even if provoked by the United Party for National DevelopmentUPND because UPND is a very violent party. He said he would not allow people to kill one another because of political affiliation. President Lungu said this in Bweengwa yesterday when responding to concerns raised by the Chiefs in Southern Province who claimed that they had never heard him condemn political violence. The traditional leaders who were present were Chief Moonze, Chief Hamusonde,

Chief Mwanza, Chief Choongi and Ufwenuka representative. But President Lungu said it was unfair to say that he had never condemned violence when it was on record of him being heard several times denouncing violence. He said he had condemned violence on different occasions and he had made it clear that a criminal who hides behind politics should not be given space in the political arena. “You are saying that Edgar Lungu has never condemned violence, I beg to differ because I have condemned violence. I was in Kalabo the other time I issued a statement and said a criminal should not be allowed in the political space. They should be arrested, that I have said,” President Lungu said. He said he had never heard Mr Hichilema condemning violence but instead he encourages

violence. President Lungu said the traditional leadership also had a role to play to educate communities not to engage in political violence. He said a leader should speak against the vices or violence and followers should also listen. And President Lungu said the quest of the PF government to gain infrastructure development and to connect the entire country would not leave Southern Province. Speaking earlier on behalf of the traditional leaders, Chief Hamusonde said it was saddening that President Lungu and Mr Hichilema had failed to denounce political violence. “We are worried about the relationship between you and your friend Hichilema. Why is it not possible for you people to get together. The rivalry needs to reduce,” Chief Hamusonde said.

We will all pay back - Kapata By OLIVER SAMBOKO NOW that the Constitutional court has clearly stated the amount each minister should refund to the treasury, there is no two ways about it, we all have to pay back, Lands Minister Jean Kapata said. Ms Kapata also said she was shocked that the Law Association of Zambia (LAZ) can issue a statement based on an old story which someone dug up for propaganda and for gullible people which unfortunately includes some legal minds . Ms Kapata was reacting to a LAZ statement based on an old story published by the Daily Nation on November 2019 where the minister was quoted saying she would not pay back the money earned while working after the dissolution of parliament. LAZ yesterday fell for social media scammers circulating the one year old story and issued a statement indicating that it was

disappointed that the Mandevu law maker was not willing to pay back the money as adjudged by the constitutional court. But Ms Kapata said the statement by LAZ did not reflect her truth position as at no time did she say she was not going to respect the court ruling as it was been insinuated by the law body. She said she was going to sacrifice her December salary to pay back the allowances and salary, she was paid during the time Parliament was dissolved before the 2016, general election. “I will sacrifice my December salary to pay back because the constitutional court is the final authority on this issue,” she said. Furthermore, she said, President Lungu has also given direction and all of us ministers have to pay and I am paying back. She said it was disappointing that the LAZ rushed to demonise her name without due regard or consulting her.

BOGUS ENGINEERS OVERWHELM BUILDING SECTOR, SAYS ENGINEERS’ CHIEF By KETRA KALUNGA THE Engineering Institute of Zambia (EIZ) has been invaded by people who are not trained and we have cadres who have joined the business, says its President, Able Ng’andu. And Mr. Ng’andu conceded that EIZ has not been proactive and this has led to the profession being eroded. He stated that a few bad elements such as cadres and fake engineers have tarnished the image of the profession and as EIZ they would not allow such unprofessionalism but step up and restore sanity. Mr Ng’andu however explained that there was nothing wrong for the public who include political party cadres to join the business of construction but should ensure that they employ qualified engineers as provided for by the law. “EIZ has been invaded by other members of society who have taken part in construction who are not trained. We have got cadres who have joined as businessmen and there is nothing wrong in them joining the profession, but if you are not a professional engineer you should employ one because under the law of Zambia anyone can set up any company,” he said. Speaking on ZNBC Sunday interview, Mr. Ng’andu said the EIZ Act would be enforced to ensure that construction work is only done by professional engineers and at the same time punish all the erring engineers to restore order in the profession. He also admitted that things have gone wrong in the profession and this has led to some engineers compromising on quality and abandoning projects. Mr. Ng’andu said EIZ would work on correcting the wrongs which are being done in the profession by being proactive and to restore professionalism in the construction sector.

NATION ICC REJECTS TONGA SUIT AS the year draws closer to the end, political players must take stock of their successes and failures and thereafter assess whether they are fit to re-contest their seats at parliamentary and ward levels. Lately, there has been a high number of aspiring candidates, especially on the Copperbelt, expressing their desire to become Members of Parliament (MP). Certainly, such a development has not gone well with the incumbent MPs, some of whom think that members within their parties should not have gone public at this juncture. However, the focus right now must be narrowed to performance levels of the incumbent MPs and the councillors in various wards. Even before assessing performance, it will be ideal to sensitise the masses on the roles of their MPs and how effective such representatives ought to have been. There is an erroneous belief among some members of the public that MPs have an obligation to give hand-outs to the electorate. This has been entrenched in the minds because some MPs have been dishing out cash in the full glare of television cameras. Some MPs have been flaunting bank notes, which are mostly given in constituencies as empowerment funds. There is nothing fundamentally wrong with empowering the communities, but what should worry the citizens is the unexplained source of such funds and also the lack of accountability by recipients. Secondly, some constituents believe that it is the duty of the MPs to attend to their personal matters to the extent that they want their representatives to meet their basic household needs. MPs make laws in parliament, a legislative body and also speak for the constituents on matters of development. The representatives also debate and lobby for allocation of public resources equally for public infrastructure development and for other social needs in society. MPs are representatives of people on matters of public interest, development and they are a “mouthpiece” for the people over issues affecting them in society. Therefore, MPs must work hard within the confines of the law as representatives of the people; they must demonstrate competence both in parliament and in their constituencies. Of course, there are some parliamentarians that have abandoned their constituencies soon after assuming office and would now want to reconnect with their people, knowing too well that campaigns are getting closer. It is, therefore, incumbent upon the electorate to reject such MPs as they are a drain on the treasury as they draw allowances and salaries without performing their duties. In fact, the vetting process must start within political parties during adoption. All political parties must ensure that they only pick hard working MPs to re-contest their seats while incompetent representatives must be replaced at adoption stage to bring in resilient and fresh blood. This country has serious problems and cannot afford to have “passengers” in parliament at the expense of passionate people who are ready to offer selfless service. Zambia requires MPs who are able to articulate topical issues and not those who shout the loudest without any substance and purely on political party lines. They must rise above partisan lines for once expound issues of national character and ensure that their constituents are ably represented.

PURSUING JUSTICE AND EQUITY WITH INTERGRITY

By OLIVER SAMBOKO THE committee of the International Criminal Court (ICC) has rejected to hear a complaint lodged against the British Government and the World Bank over the displacement of the Tonga people from the Gwembe valley in the 1950s. According to Mr Moses Hateka, the lead complainant in the issue, the ICC wrote to the group informing them of its decision to dismiss the complaint because it was outside of its jurisdiction. He said, the ICC advised them to pursue the matter at African Union through the African Commission on Human and Peoples' Rights (ACHPR). Mr Hateka, however said the affected people and their families do not agree with the decision of the ICC that the displacement at Kariba Dam did not fall within its jurisdiction because the matter which they complained against Britain and World Bank was of concern to the international community. “The Court should participate in a

global fight to end impunity, and through international criminal justice, the Court should hold those who were responsible for forceful displacement of the people from their land accountable for their crimes and to help prevent these crimes from happening again,” he said. Mr Hateka said it was a well-known fact that apart from being forced out of their land, the over 57, 000 Tonga people who were displaced to pave way for the construction of the Kariba Dam complex, were not adequately resettled, rehabilitated and compensated, hence the decision to take the matter to the ICC. “We received a document from The Hague, Netherlands stating that after reviewing the complaint we lodged before the office of the ICC prosecutor, the committee resolved that the complaint falls outside their jurisdiction, and so they referred us to the African Union Human and Peoples Rights Commission,” he said. He said the affected families were going to reengage the ICC Prosecutor’s office on the issue and ensure that the matter is given

Monde rejects going back to UPND By PETER SICHALI I HAVE no intention of going back to the UPND, Former Livestock and Fisheries Minister Greyford Monde has said. Mr Monde said it was not possible for a person in his right state of mind to go back to the losing party. Mr Monde said he has already achieved politically and that it would not make sense to go back to a party that has zero chances of forming Government. He said it was unfortunate that the UPND has failed to accept the fact he had ditched them for the PF. “I wish to refute allegations by my political enemies who have failed to accept the fact that i left their party join PF, I have no intentions whatsoever to go back to work losing party,”Mr Monde said. Mr Monde said he had no intentions of going back to the party that has always been losing. “What progressiveness am I going to achieve in UPND, especially that PF is a lot better than the opposition which has

no agenda for the country,”Mr Monde said. Mr Monde said it was disappointing that the UPND has continued to peddle lies against him so as to create a lift between him and the ruling party. And Mr Monde said the UPND and Hakainde Hichilema have no direction as evident by frequent change of goal posts on matters of national interest. UPND and its leader are not stable because they always change goal posts, for instance to they will praise the constitutional court and insult them tomorrow. If the decision is not in their favor,”Mr Monde said.

the attention it deserves. Mr Hateka said there was no way the affected people can go to the AU or SADC to seek help considering that the continental organisation and the regional block have no teeth to bite. “We have in the past written to both AU and SADC over the issue but they never bothered to acknowledge nor respond to our letter and that was why we had to engage the ICC,” he said. Mr Hateka said no one was above the law and the crime committed against the Tongas by Britain and the World Bank was against international law, adding that since the case is historical, the UK government should compensate the affected people. He said he was disappointed with the lax manner the United Kingdom was responding to the issue. Mr Hateka said the United Kingdom was a signatory to the United Nations Declaration on the Rights of Indigenous peoples and also the International Covenant on Civil and Political Rights and therefore fair play.

Evelyn Hone College sued By GRACE CHAILE-LESOETSA KALAYIM Investment limited has taken Evelyn Hone College to Court demanding over K800, 000 for the renovations and improvements it made to the business premises. It is claiming damages for breach of contract and inconvenience, interest on the amount found due and costs of the proceedings. In a statement of claim filed in the Lusaka High Court on Tuesday, Kalayim Investment, a catering and recreation company stated that on December 5, 2016, it entered and signed a tenancy agreement with the College as landlord and tenant which was renewed in 2018, under the same terms and conditions. ‘Changala is a bitter extension of UPND’ By NOEL IYOMBWA

BREBNER Changala is a bitter man and an extension of the United Party for National Development (UPND), Patriotic Front media director Sunday Chanda has said. Reacting to remarks by Mr Changala that President Edgar Lungu will end up like late President Frederick Chiluba, Mr Chanda said it is sad that at his age, Mr Changala is conducting himself in such a manner. He said that it is known where Mr Changala’s bitterness is coming from as he is an extension of UPND. Mr Chanda noted that Mr Changala is trying to be relevance to Mr Hakainde Hichilema and the UPND by singing praises for him. He observed that there has been nothing new or good that Mr Changala has said about President Lungu. “The man has been bitter because he is an extension

of UPND and he is trying to prove his relevance to Mr Hichilema by singing his anthem and praises. “He will never say anything good or new about President Edgar Lungu because he is trying to prove relevance to HH and the UPND. “Every time he is accusing the PF and the president of being corrupt among other things. It is sad that at his age he exhibiting such levels of bitterness which is not supposed to be the case. Mr Changala alleged that President Lungus will face the same fate as late President Chiluba. He also stated that Vice President Inonge Wina is misleading Zambians using parliament. The good governance activist alleged that there many untruthful statements either to deliberately , or with intent to cheat the people of Zambia.

CLERGY CONDEMN INDECENT PHOTOS By JOHN KOMBE

E

VANGELICAL Youth Alliance (EYA) president, Moses Lungu has backed Minister of Religious Affairs, Godfridah Sumaili in condemning individuals in the habit of posting indecent photos on social media platforms. Ms. Sumaili recently advised those who were in the habit of exposing themselves to stop or face the wrath of the law. She disclosed that her office had received several complaints from the public who appealed to her office to curtail the wicked habit. Rev. Lungu said that Ms. Sumaili was in order and must be supported by all Zambians who treasure the culture of the land. He said that the condemnation must be embraced

by all Zambians because it hinges on national values and principles. He said morality and ethics were the bedrock of the country’s culture and as such must not be abrogated for any reason whatsoever. In his view, the condemnation must not be seen as an attack on any individual because the minister was speaking from her position as a government official. He insisted that the minister being a government official had the mandate to ensure that the laws of the land were respected. Zambia, he said, was a sovereign state that had established for itself guidelines for public conduct. He said that these guidelines were based on the long standing cultural values of the land and must be upheld if Zambia was live up

Lack of cooperation hinders development - Chitimukulu By PETER SICHALI

HE current crop of MPs have continued to operate without the involvement of traditional leaders in matters of Development, unlike in the past, Paramount Chitimukulu has said. The Chief said in the pre-independence legislators were always in touch with the people they were representing through chiefs and village headmen. He observed that lack of collaboration between Traditional council and Members of Parliament was hindering development in the country. “Previously we had MPs who would always meet the traditional leaders before going to Parliament formerly known as the Legislative Council so as to get views on matters that could be presented and would always comeback to give feedback,” Chitimukulu said. He said traditional leaders

have been sidelined because civil servants think they are not educated enough to contribute to national development. The Mwinelubemba said most current MPs stop communicating with chiefs immediately they are elected into office and wondered what issues they raise in parliament on behalf of the people.

GOVERNMENT has launched the K20 million Gondwe Water Supply Improvement Project in Lusaka’s Lilayi area which will supply water to over 8, 000 residents. The project, expected to be completed in 24 months’ time is being implemented with support from the Water and Sanitation for the Urban Poor (WSUP) with funding from Wasser - Fuer – Wasser. Water Development Minister Jonas Chanda who launched the project said it

to the Christian nation declaration. And Winning Life Ministries International presiding apostle Anthony Mubanga of Lusaka also supported the condemnation. He however noted that the condemnation of such acts must not be targeted at individuals and insisted that the minister was being selective in her condemnation of immorality and advised her to be balanced. Rev. Mubanga said that in as much as exposure of bodies by both men and women is immoral, it must be addressed in a more balanced manner. He pointed out that the country was faced with many immoral conducts which needed equal condemnation. He was of the view that the ministry of Religious Affairs

access to clean and safe water and sanitation services. Dr Chanda said Government is implementing various water supply and sanitation projects such as the Emergency Water Supply Improvement Project, the Kafue Bulk Water Supply Project and the Lusaka Sanitation Programme aimed at improving the health of the people. He urged the Gondwe residents to work closely with the Lusaka Water Supply and Sanitation Company to provide and guard the infrastructure that Government was putting up.

And Mr Lubinda has assured that the infrastructure will be protected and looked after well by the people. Meanwhile, Mr Sampa said one of the biggest challenge in Lusaka is access to clean and safe water and adequate sanitation. And Lusaka Water Supply and Sanitation Company vice board chairperson, Chapa Chikamba has thanked Government for the continued support to the utility company which is ensuring that the mandate of the institution of providing clean and safe water is being fulfilled.

K20 million Gondwe water supply launched involves the drilling of a commercial borehole, laying of 10.5 kilometre distribution network and Installation of a 75 cubic meter elevated steel water storage tank. Dr. Chanda, who was accompanied by Kabwata Member of Parliament, Given Lubinda and Lusaka Mayor, Miles Sampa, said water remains a key development agenda, as it plays a critical role in the country's socio - economic development. GOVERNMENT should consider couples as it deploys, employees or promotes civil servants if Gender Based Violence (GBV) in the civil service is to be abated and eradicated, the National Union of Public and Private Educators of Zambia has said. In an interview, the union’s Director of Communications, Ms Jacklyn Chimwanga said that government must take keen interest in the welfare of civil servants. She said that gender based violence was mostly a result of infidelity and as such insisting on separating couples because of work must be relooked into.

Ms. Norah Buleya

observed that the main cause of escalating Gender Based Violence (GBV) cases was attributed to infidelity that results from couples being involuntarily separated because of work. She advised the government to invest in carrying out a survey in order to locate officers who have been separated because of work. She said that this survey will help the government to appreciate the challenge in order to come up with empirical evidence to inform its decision. She however, acknowledged that the matter at hand would need a robust approach and as such the government must be ready to invest in its realization. She said that despite the undertaking being a daunting task, it can be done if there is

government-will to end GBV and promote quality service provision. Ms. Chimwanga also observed that the quality of work is also affected when couples are separated. She noted that the civil service has had many incidences of GBV that result from couples being separated against their will. She disclosed that the union has been advocating for a deliberate policy to compel the government to consider placing married people in one locality. She however pointed out that this advice has not been followed up with action. She said that the government was capable of normalizing the situation in the interest of promoting strong marriages which will inevitably lead to strong family bonds and quality service provision. And Chongwe pastors fellowship pastors’ wives chairperson, Ms. Norah Buleya has advised the government to uphold the marriage rites in its placement of couples in the civil service. She observed that the main cause of escalating Gender Based Violence (GBV) cases was attributed to infidelity that results from couples being involuntarily separated because of work. She was of the view that the government must take keen interest in the wellbeing of the institution of marriage. She insisted that if Zambia will live up to Christian values and principles that must be enhanced in a Christian nation, then marriage must come before work.

`LOCAL PRODUCTS NEED INTERNATIONAL STANDARDS TO COMPETE GLOBALLY’ By BUUMBA CHIMBULU

OCAL products can only compete favorably on the African continent if manufactured products are complying with the National and International Standards. Complying with national and international standards is the only effective weapon that will ensure that locally produced compete on the African market, says Commerce, Trade and Industry Minister, Christopher Yaluma. He therefore encouraged Micro Small and Medium Enterprises (SME’s) in the country to utilise the services offered by the Zambia Bureau of Standards (ZABS) to improve the quality of their products as a means to access more profitable markets. He was speaking when he graced the opening of the ZABS MSME engagement workshop in Kasama recently. "The certification by ZABS under the certified local supplier scheme is one such evidence of compliance to standards and therefore urged all SMEs to embrace the scheme and maximize the benefits associated with it," Mr Yaluma said. He warned that Zambia was

ETTING goals in the ‘usual way’ is now a thing of the past. The on-set of the Covid-19 pandemic has significantly changed the way we live, work and plan. When the pandemic hit, we were all left ‘scrambling’ to get our houses in order forced to ‘dust off’ Business Continuity Plans (BCPs) and the necessary technology to enable employees to work from home, amongst others. Basically, we were caught short – regardless of entity type and size! Hard, but important lessons have been learnt – and we learnt and adapted rapidly. We have made it through somewhat and come out the other end empowered with the knowledge and ability to pull through during a crisis. And we did well - a clear demonstration of how, when pushed to the wire, humans quickly adapt. Clear, focused, Agile, nimble goals So how do we set goals in this ‘new normal’ with so much un-certainty still lingering? Drawing from lessons learnt during the Covid-19 pandemic, how we plan our goals going forward must equally shift! In this new normal, what will be critical is having a clear

BROKE KENYA TO DEFER US$600M IN DEBT PAYMENTS

N

AIROBI - Kenya is now planning to defer around US$690 million (Sh75 billion) in debt payments as it seeks further funding from the Bretton Woods institutions for budget support to weather the coronavirus economic hardships. Finance Cabinet Secretary Ukur Yatani says that Kenya will in the coming days make a decision on the suspension of debt payments under a G20 initiative due to pressure from the Bretton Woods institutions. The group of 20 major economies had in April agreed to suspend payment obligations on bilateral debt owed by their less developed counterparts through the end of the year. The goal was to free up more than $20 billion (Sh2.23 trillion) that poor or struggling countries could use to buttress their health services. The weakening of the shilling has increased Kenya’s dollar debt by US$2.7 billion since the start of the year as the local currency yesterday hit a new historic low of Sh111.3 against the greenback. Kenya owed $30.6 billion on December 31, which was Sh3.1 trillion when the shilling was trading at 101.25 and the same debt is now worth Sh3.4 trillion. The shilling has shed more than nine percent to the dollar since the start of the year after earnings from the crucial tourism sector collapsed due to the coronavirus crisis. A weak local currency means

Dream come true …as Africa agrees to trade under AfCFTA

HARARE - African countries have agreed to start trading on the basis of the rules and protocols established under the African Continental Free Trade Area (AfCFTA) on January 1, 2021. The agreement was reached over the weekend during the 13th extra-ordinary session of the continent’s newest trading block. Said African Union (AU) chairman President Cyril Ramaphosa: “And now, we are about to witness the realisation of one of the flagship projects of Agenda 2063. “Throughout this process, we have stood united, with 55 sovereign AU Member States rallying together, despite different levels of economic development and diverse strategic priorities. “The commencement of trading under the AfCFTA on the 1st of January 2021 is one of the most significant milestones in the continental integration project.” According to the chairman, AfCFTA will boost intra-African trade, promote industrialisation and competitiveness and contribute to job creation, and unleash regional value chains that will facilitate Africa’s meaningful integration into the global economy. The regional free trade area will also improve the prospects of Africa as an attractive investment destination.– THE HERALD, Zimbabwe.

…As weak Shilling increases dollar debt to US$2.7bn

Kenya requires more shillings to pay for the same amount of debt, translating to higher foreign loan repayment costs amid the mounting public debt. “The shilling depreciation will definitely mean that we need more money to pay for our debts so the weakening of the shilling is a great concern to Treasury,” Head of Research at Sterling

capital Renaldo D’Souza said. Foreign loans currently stand at Sh3.6 trillion, reflecting the impact of the weak shilling on the debt given that Kenya has tapped an additional US$1.8 billion credit from overseas. The foreign loans account for 51 percent of Kenya’s total debt of US$63.7 billion and the Treasury is worried about the

currency volatility. Yatani last week told the Committee on Finance and National Planning that 66 percent of Kenya’s debt is in dollars. He said Kenya should increase borrowings in euros that the country could easily get from exports rather than buy expensive dollars. “External debt is highly

vulnerable to exchange rate risk. In order to mitigate against currency fluctuations, the currency mix for external debt should ideally be matched with the country’s currency of export earnings,” Yatani said. “The current medium term debt strategy is to increase the uptake of euro-denominated loans.” -NATION KENYA

LUNGU’S DIRECTIVE TO FORMER MINISTERS HARD BUT NECESSARY P Dear Editor,

RESIDENT Edgar Lungu’s determination to uphold the institutional independence of the various institutions of government has resoundingly been revealed by his recent guidance given to former ministers who were pronounced as judgement creditors for the emoluments accrued during the dissolution of parliament in the run up to the 2016 elections. The parental guidance given by the Head of States to the former ministers to honour the decree of the Constitutional Court shows unwavering support for the institutions of governance. The rule of law is indeed alive and thriving in the country and his recent pronouncement has added credence to his proven track record. The former ministers who in good faith remained in office have so far shown cooperation and willingness to ensure that the decision of the

court is respected. President Lungu has shown consistency in demonstrating that the rule of law must prevail irrespective of whether it works to his detriment. There are a number of times his associates have found themselves entrapped in the hook of the law and he has always demanded that the law takes its course. We are also glad the proponents of the judgement mostly from the left have also expressed gratitude that they pointed on the correct position of the law. We also hope this watershed decision will constantly remind Zambians that the nation has credible institutions that can uphold the independence of the judiciary. We also wish that they would learn from President Lungu to respect future decisions of the courts even were they do not agree with them. As an illustration, the former ministers had reasonable belief that they earned the salaries. However, in the spirit of the constitution our ground

norm, there is no alternative other than compliance. We are confident this will bring the culture of selective acceptance of the decisions. Respecting the decisions of the governance institutions should not be at one’s convenience but the greater interest of the nation must be elevated. Once again, we wish to

Uncollected heaps of garbage in Lusaka's CBD a recipe of cholera outbreak Dear Editor, LUSAKA as the capital city of Zambia is dirty. The town does not deserve to be the capital city under normal circumstances. There are uncollected heaps of garbage in the Central Business District (CBD) which pose great danger to the outbreak of waterborne diseases such as cholera and

accept the decision of the court, we are also encouraged by the President who has elected to be firm even when that was to his detriment. We now hope this issue will be brought to rest and the nation will now move on. MARVIN MBERI.

CHANDA

dysentery, among others. This is very unacceptable. If you take a walk on any street within town, you will see uncollected heaps of garbage. Truth be told; there are uncollected heaps of garbage on the major roads within town. We are in the rainy season and the chances of the waterborne diseases breaking out are very high. Hence, the need to take precautionary measures to avert the problem which seems to be getting out of hands. The uncollected heaps of garbage make our environment dirty thereby killing the purpose of keeping Lusaka clean, green and healthy. However, the accumulation of

UPND’s children propaganda on NRC and Voter’s cards is a threat to national security Dear Editor, IT is also very clear that UPND has been hijacked by a dangerous fascist and foreign sponsored clique bent on destroying the party and the country as whole in its attempt to acquire political power at all cost, as this is the only conclusion we can make with the current destructive nature of its modus operandi. UPND is led by a bunch of desperate power-hungry officials, a minority that cannot win a leadership contest at a party convention, the same reason they have not had one in a decade or so. If there was a time that Zambians needed to open up their eyes, now is the time. UPND as a political party is clearly fatigued and disillusioned at the lack of progress on their many attempts to get into government and by the many years they have been in opposition. They have no inclination to attempt new initiatives that can foster good politics but only cheap, dangerous and violent propaganda. The desperation of UPND to get into power has reached dangerously alarming levels and a red flag has been setoff for all security wings at every level as a call to action, for them to do what duty requires of them. No individual or organisation should be allowed to play with the sovereignty of this country for whatever reason they may have, be it personal or political. Political power must be acquired prudently and through the ballot box and nothing else. Stroking the flames of danger by playing with our national identity is a treasonable charge and as such, our security wings must move with the speed of lightning to bring to book all the identified UPND members that have tempered with our national identity cards to portray our country as a failed garbage in the capital city cab be attributed to two factors; the indiscriminate disposal of garbage by the street vendors and lack of routine collection of garbage by those tasked to collect garbage. Think of the scenario where garbage remains uncollected for a long period of time. The dire consequence is that there will be so much garbage accumulating. Moving forward; I am of the view that some garbage bins must be placed at the strategic points of the roads within town where people can discard them. In another vein, I earnestly appeal to the local authority, to up their game in the collection of garbage. Not only

state. No sane Zambian would support the new propaganda that has been executed by known UPND members who have been parading children with photo-shopped national registration cards and voters’ cards in a bid to portray the government as being desperate for voters and thereby registering children. This kind of desperation and hunger for power by UPND has the potential to compromise our national security and as well as plug this country into a state of ungovernableness. UPND has also been slowly setting the stage to cause havoc in the event that they lose the elections next year, they have demeaned the voter registration process from day one and continue to use underhand hand methods to disqualify or discredit the whole process, in essence they are creating argument points for the an eventuality of an election loss next year. UPND’s desperate campaigns of tempering with our national registration cards is no longer a political matter that must be left to the politicians but a security concern that must be dealt with ruthlessly by our security wings. Presidents comes and go, political parties come and go, leaders come and go but Zambian will always be there and this is the reason why we should protect our sovereignty with all our might. collecting garbage but collecting it on a routine basis. Barely a few years ago, cholera broke out in Lusaka and many lives were lost as a consequence. If this is not bad enough, the Government through the Ministry of Health spent colossal sums of money to the tune of K162 million to bring cholera under control. This money could have been channeled to other sectors of the economy. All said and done, the uncollected heaps of garbage in Lusaka's CBD is a recipe for outbreak of diseases such as cholera and the lasting solution must be found. ELEMIYA PHIRI, Lusaka.

KITWE FAMILY LOSES NEW HOUSE IN INFERNO

By SANFROSSA MANYINDA

A

FAMILY of Kwacha East in Kitwe has been left in the cold after their house was burnt down to ashes last Friday. According to the owner of the house Theresa Musongole, household property worth about K 147, 000 was lost. Ms Musongole also disclosed that their newly built house which was now in ashes cost them about K600, 000 to build. The cause of the fire has however not yet been established as is still investigating the matter to establish what the cause of

the fire could have been. "The fire started from one of our children's bedrooms at around 18:00 hours. I quickly ran out to ask for help from the tenant in the servant's quarters," Ms Musongole said. She explained that they tried to quench the fire with water but failed due to its intensity. Ms Musongole said that they tried to contact the fire brigade but could not reach them in time. She said that the fire had already destroyed the properties the time the team was arriving at the scene. She complained that no single item was saved from the house, a situation she said had

K3.8m released for land preparations for ex-miners By SANFROSSA MANYINDA GOVERNMENT has released K3.8 million to go towards the completion of surveillance and demarcation exercise of farm land for ex- miners that were retrenched in 2015 in Mufulira, Chililabombwe and Solwezi districts. The ministry of Lands has since confirmed having received the funds stating that surveillance would commence before the end of this month. The exercise will benefit more than 5,000 ex-miners in the three districts. Of the more than 5, 000 exminers earmarked to benefit, 1, 500 are from Mufulira, 1,500 Chililabombwe, 1790 are Mufulira based but worked from Kitwe and 491 Solwezi

on a more than 26,000 hectare piece of land. National Ex-miners and Allied Workers Association of Zambia president Taulo Chewe confirmed the development in Kitwe yesterday. Mr Chewe said from 2015 to date a total of more than 8,000 ex-miners had benefited from the government farm land empowerment programme and that a total of more than 13,000 were earmarked to be beneficiaries by February next year. “As an association who have been spearheading the land empowerment programme of ex-miners I would like to confirm and update the nation on this development, he said. Mr Chewe thanked Government for fulfilling the promise.

He also called on beneficiaries to desist from selling the land but ensure that they utilized it for farming in order to uplift their welfare and contribute to job creation in the country. Mr Chewe said the continuity of the programme by government was a clear indication of its commitment to helping the ex-miners become self-reliant and not wallow in poverty by venturing into agriculture such as growing of crops and fishing. He said once the ex-miners commence farming would contribute to food security adding that the association would be on the ground to ensure that the land was utilized for the intended purpose.

Make personal sacrifices, aspiring candidates urged

By ROGERS KALERO

disturbed her as well as her husband. Ms Musongole called for help from well-wishers in any way they could to help the family get back on its knees.

THOSE aspiring for public offices must not only criticise the ruling party, but must learn to make personal sacrifices before they can be elected into office so that they can convince the electorate about their generosity and ability to deliver on their campaign promises" Patriotic Front (Pf) aspiring candidate for Kamfinsa constituency Kelvin Chipili has said. Mr Chipili said opposition politicians seeking public offices must not only support campaign on criticizing the government and rejoicing natural

calamities and economic challenges, but must make personal sacrifices to win the hearts of the people. Mr Chipili was speaking over the weekend when he donated K10, 000 empowerment funds to the youth of Mulenga Township in Kitwe. He said the K10, 000 was only the beginning of his mission to empower the youths and would be able to give them more once they show commitment and put the money to good use. "In my small and humble way, I have decided to give the youths of Mulenga compound a K10, 000 empowerment.

This is just the beginning to see how they will use it. "As an aspiring candidate for Kamfinsa constituency, I decided that I should engage myself in various small projects and helping the needy in society to send a message to the people. I believe those aspiring for public offices must not only criticize but also make personal sacrifices for the benefit of the people" Mr Chipili said. And on Sunday, Mr Chipili also donated 20 pockets of cement to the United Church of Zambia Mwekera congregation to go towards the ongoing construction of the church building.

UNIP URGES ELIGIBLE CITIZENS TO REGISTER AS VOTERS

South PS cautions civil servants against lavish expenditure

Ms Tambatamba

Mr Liomba

By ANDREW MUKOMA SOUTHERN Province Permanent Secretary Mwangala Liomba has advised civil servants and the general membership in the province not to lavishly spend their monies on beer and fancy activities during this festival season. Mr Liomba says that lavishly spending will only disadvantage them especially those that have school going children who by January 4, 2021 will be reopening. He said that everyone must bear in mind that beer or buying expensive thinks just to celebrate Christmas does not end but what ends is one's life and money. The PS was speaking when he addressed Simonga residents in Livingstone earlier this week during the commissioning of a borehole which was drilled by IHS Zambia for Simonga Primary School. "As the year is coming to an end, it is important to inform people that beer will never end, what ends is life...it is important to know that we do not have money to throw around because we have our children going back to school in January," he said. Mr Liomba called on families to be prudent with their spending approaching Christmas and to avoid running into debt or visiting money lenders to cover their seasonal costs. He said people have a chance now to prepare for Christmas, get good advice about spending and ensure they have good festive season without running into debt that could cripple their families for years. "We all know that it is very easy to get swept along with all the hype which the festival season brings. Taking simple steps and follow practical advice will help you. Don't just buy chickens and forget about school going children," he said.

Register as voters - Kasempa MP By JACKSON MAPAPAYI

KASEMPA Member of Parliament Brenda Tambatamba has encouraged residents of Kasempa to take advantage of the days remaining to register as voters for them to take part in next year's general elections. Ms Tambatamba told the Daily Nation in an interview that she is aware that during this period, most of the people in the constituency are busy with farming activities. "But, I want to take this opportunity to plead with them to at least find time to go register as voters so that come next they will participate in the

general elections," she said. She stated that the fact that some stakeholders are calling for the extension of the registration exercise, people must not relax because there is a likelihood that the extension may not be effected. She said the three days remaining should be taken advantage of without fail. "All registration centers are open, and with the civic center, it is open 24 hours. So, my appeal once again is that let the people go and register as voters," she added. The Electoral Commission of Zambia (ECZ) has set 12 December as the last day for the voter registration exercise.

W

ITH only two days remaining before the close of the voter registration exercise, United National Independence Party (UNIP) has appealed to Zambian citizens that have not registered to take advantage of the remaining days and do so. UNIP Southern Province chairman Captain Robert Mukengami says that it is imperative for well-meaning citizebs to exercise their rights by taking part in the voting process. Capt Mukengami has ob-

served that it would be unfortunate for those who will be registered to cry foul when the elections outcome does not go their way. In an interview in Livingstone, Capt Mukengami charged that the remaining days are enough to ensure a huge number is registered. "Our appeal as UNIP in Southern Province is that let all well meaning Zambians who have not yet registered take advantage of the remaining two days and register in large numbers. This is the only way they will exercise their rights to vote for their favorite candidates in 2021," Capt Mukengami said.

And Capt Mukengami has observed that it is only morally right for all Ministers who stayed in office when Parliament was dissolved to pay back the allowances and salaries they were getting as ruled by the Constitutional Court. He said that no one is above the law and that every citizen must abide by the laws of the land. Capt Mukengami said that most of them were Members of Parliament who were drawning salaries from both the executive and legislative and so, no one should fail to pay. He expressed optimistic that everyone will follow the law as it demands.

Former crime intelligence official gets 10 years for graft JOHANNESBURG - The disgraced former chief financial officer (CFO) of crime intelligence, Solly Lazarus, has been sentenced to 10 years imprisonment for corruption. Lazarus appeared in the Pretoria Regional Court on Wednesday for sentencing in a matter that dates back to 2011.

Solomon Lazarus during his sentencing at the Pretoria Magistrate’s Court. Lazarus, who was responsible for the Secret Service Account (SSA), was convicted in 2019 of corruption to the tune of over R200 000. The National Prosecuting Authority's Investigating Directorate (ID) spokesperson, Sindisiwe Twala, said the court found that Lazarus was involved in acquiring motor vehicles for crime intelligence from Atlantis Motors Pty Ltd. The vehicles were acquired using a crime intelligence front company, called Universal Technical Enterprises CC (UTE). However, Lazarus derived the benefits of these purchases between 2006 and 2011 by using money that belonged to the state. He bought the vehicles for himself and his family. In handing down the sentence, the magistrate, Adriaan Bekker, said the corruption of members of the police could not be tolerated. – NEWS24.

COVID-19 AND VACCINATION SECTION A: THE INTRODUCTION

O

N December 8. 2020 the United Kingdom kicked off mass vaccination of its citizens against Covid-19 with global televising of a 90-year-old lady being the first to receive the shot. “Yes, finally the Covid-19 vaccine is here, we are free at last,” or are we? Oh wait minute does this even affect us, yes, how does this affect you and I here in Zambia, here in Africa? No matter the current situation in our country, Covid-19 is still around and still a pandemic, still claiming lives locally and globally. Most countries in Europe and the Americas are facing the second wave, with the United States of America being the worst hit with over 14 million infections and over 280, 000 deaths. CONCERNS

I consider peoples’ fears, concerns, anxieties as genuine and for this reason though I’m no expert on this field but will endeavour to give as much basic information as currently scientifically agreed upon. Recently, it was reported that almost every minute a person dies of Covid-19 in the US and looking at the way things are going that side, the situation is just going to get worse before it gets better. It’s sad that despite all this, most Americans still think Covid-19 is fake, that it’s nothing but a big hoax, a scam. It seems nothing really moves them at all. Even if they show those that have succumbed and those grieving their loved ones, most believe such videos to be fake and that the mourners are just paid actors. I wonder how these family members really feel, I empathise with them. Somehow I wish those who say it is a hoax would for once work in the Covid centres and really see and experience that

“hoax” for themselves. Unfortunately, most Zambians also think Covid is fake and a hoax, feel it’s really not our problem as we don’t have as much cases and deaths as the West. Yes, we may feel safe at the moment but because this being a global village, any pocket of this virus on this earth can be easily spread anywhere else, so we are not that safe after all. Viruses are such complex pathogens that to date there are very few viral diseases that have a cure. The best way to treat a viral infection is to prevent the infection. And this is so with Covid-I9. Scientists have been spending all their time in the race to find an effective vaccine. Russia’s President Vladmir Vladmiroch Putin was the first to announce Sputnik V for Russia somewhere in August, then now the UK with Pfizer BIOTECH while the US, China and many other countries are working on theirs as well. This progress should be good news for everyone, but alas some pockets of civilisation are against this development, there have even been protests in some cities, there is a lot distrust for the governments and the pharmaceutical companies, so many believe there is a hidden agenda with this Covid-19, there are just too many questions. For this virus to really be brought under control a huge population has to be vaccinated and we are talking of billions of people globally and millions in Zambia. But with so much negativity from the general public it’s hard to see how we will get there if ever we will. I consider peoples’ fears, concerns, anxieties as genuine and for this reason though I’m no expert on this field but will endeavour to give as much basic information as currently scientifically agreed upon. I will try in the simplest of ways help clear some of these for you who may feel likewise. So in the next articles I will try to discuss vaccines - what is a vaccine, vaccination, the Covid-19 vaccines, how safe, should we be vaccinated or not, are governments up to something fishy with these vaccines, is it necessary for Africans etc? Please to appreciate the

explanation kindly get all the articles on this topic as they are one, you’ll be needing one to understand the other. Knowledge is power. For any questions, comments and feedback, please contact me at masuwambuyi1118@ gmail.com. DISCLAIMER: As pertaining the way forward and actual implementation of the vaccination process in Zambia, I believe the government will definitely advise through the Ministry of Health (MoH) and this shall be well communicated on all media platforms. VACCINOLOGY 101 Today we will mainly have an introduction to Vaccinology: What is a vaccine, where, how, why did this concept come from, How did it save lives etc? Allow me to call this VACCINOLOGY 101.

nothing “small” about this disease. It used to start with a fever, vomiting, mouth sores then progress into fluid filled blisters… those who were sick were best left alone because the care givers then had no PPEs and this meant that all close contacts got infected as it spread via airborne, skin to skin, blood products etc and depending on the form killed from 30 to up to 90 percent. It killed up to 500 million people in the last 100 years of its existence and just in 20th Century alone killed about 300 million people. To the survivors, it left a permanent deformity even blindness as a reminder it had been there. Had it not been stopped the world population would have been wiped out.

only hope then. The Doctors would cut some blisters of the sick, dry the content in the sun and then introduce it in the healthy to protect

of Russia even named the first child to receive the vaccine Vaccincov.

them against chicken pox. Later he went on to study medicine and became a Doctor.

Global unity was needed even Russia and the USA who were at war - cold war - joined hands to fight the greatest threat to humanity then. In today’s time this is like North Korea, the US, Iran and Israel all team up to eradicate Covid-19. From 1958 WHO promoted global vaccination against Small pox and by the 1980s Small pox was eradicated marking the only disease that humans have eradicated YES, THE VACCINES ARE HERE AND WE ARE YET TO SEE HOW ALL THIS TURNS OUT BUT PLEASE THIS DOESN’T MEAN WE LOOSEN UP, NO ALUTA CONTINUA, THE STRUGGLE CONTINUES, SO PLEASE

SMALL POX ERADICTED.

WHAT IS A VACCINE, WHAT IS VACCINATION? The word “vaccine” comes from “vacca” which means “cow” in Latin. It was coined in 1796 by the man I believed to have saved more lives than any other human being that has ever existed, the man Dr Edward Jenner. SMALL POX , EDWARD JENNER (ADD THOMAS JEFFERSON 1806 LETTER), AND THE VACCINE. To really appreciate what vaccination really is and how it has saved so many lives, I will briefly revisit the pages of history and talk about Small Pox, Edward Jenner and the First Vaccine. SMALL POX

Though called “small” pox to differentiate it from Syphilis which was known as the “great” pox, there was really

DR EDWARD JENNER (MAY 17, 1749 T0 JANUARY 26, 1823) AND THE FIRST VACCINE. Of him Thomas Jefferson wrote in 1806 when Edward Jenner was sick…mankind can never forget that you have lived …future nations will know by history only that the loathsome small pox has existed and by you has been extirpated, fervent wishes for health.” Considered the father of Immunology and Vaccinology, the man said to have saved more lives than any other human ever existed. He grew up at a time when small pox was wiping out about 10 percent of the population and mostly the children. As a teenager he was VARIOLATED against small pox. Variolation was the

THE VACCINE Remembering those words he heard in childhood from one lady who said she never needed variolation because she had cow pox and it was known then if one had cow pox they couldn’t catch small pox. In 1796 he saw a lady who had signs of cow pox. He then “infected ”a young boy James Phipps with cow pox virus then tried to violate him, no reaction, then did it on his children. Vaccination was born, he named it so because the protection against Small Pox came from Cow pox virus. This spread throughout the world. Catherine the great

BUILDCON TOP SUPER DIVISION By MICHAEL MIYOBA

N

DOLA-BASED Buildcon shot to the summit of the MTN/FAZ Super Division table with a hard fought for victory over Green Buffaloes in a midweek fixture yesterday. They lead the 18-team table with 15 points, the same as Zesco but with a better goal difference. Buffaloes ended the match with nine players as George Ngoma and Emmanuel Museka were given red cards. Their coach, Bilton Musonda was given a yellow card for protesting over poor officiating. A first half penalty by defender Isaac Shamujompa and another goal from Kalma Jararu handed Buildcon the three points from the game. ZANACO reclaimed third spot on the 18-team after beating city rivals NAPSA Stars 2-1 in yesterday’s midweek-9 fixture at Nkoloma Stadium in Lusaka. First and second half goals

from Baba Basile and Moses Phiri gifted ZANACO the precious three points as they bounced back from Sunday’s 1-0 loss to Buildcon in Ndola. Baba Basile gave ZANACO the lead in the 21st minute after benefitting from Chisamba Lungu’s assist. Jacob Ngulube levelled the scores for NAPSA three minutes before the break as the first half ended 1-1. ZANACO reclaimed their lead five minutes into the second half when Phiri took advantage of NAPSA’s clumsy defence and beat the goalkeeper with a shot from close range. The win propelled ZANACO to 14 points, one point behind second-placed Zesco United who were held 0-0 by Red Arrows in the second fixture of the double header at the same venue. Veteran striker and 2012 AFCON winner James Chamanga was unfortunate to miss a penalty in the first half as the two teams shared the spoils. At President Stadium in Kabwe, Prison Leopards handed Lusaka Dynamos

their first defeat of the season. Prison won 4-2 thanks to goals from Tshite Mweshi, Tady Agiti, David Obasi and Joseph Chewe who scored in regulations time while Yolamu Rodwel Jr and Derrick Mukambozi scored the two goals for Dynamos. Defending champions Nkana suffered an embarrassing 2-0 defeat at the hands of promotion side Indeni FC at Indeni Sports Complex in Ndola. Tiki Chiluba and Graven Chitalu got the crucial goals as Indeni propelled to ten points while Nkana who sent coach Manfred Chabinga on leave moved into the relegation zone where they occupy 16th position with five points. In other games played yesterday, Nkwazi held Green Eagles 0-0 while Power Dynamos beat Lumwana Radiants 1-0 thanks to an own goal from Alaine Ngeleka Katembwe. Promoted sides Kitwe United and Young Green Eagles were also involved in a goalless draw at Garden Park Stadium in Kitwe.

Support for ex-Cameroon player after UCL racism incident PARIS Saint-Germain striker Kylian Mbappe has led football figures in a show of solidarity with Pierre Webo, a former Cameroon player who was allegedly racially abused during a Champions League football match. The game was suspended in the first half on Tuesday after players from Paris St Germain and Istanbul Başakşehir refused to continue playing and walked off the pitch. Başakşehir had accused the Romanian fourth official of

making a racist remark during an argument with their assistant coach, Pierre Webo. Four new officials will adjudicate the resumed match in Paris, which is expected to be played from the exact moment it was halted. The football authorities are investigating the racism claims. PSG striker Kylian Mbappe and Cameroonian football legend Roger Milla tweeted messages of support to Webo. – BBC.

Zambia rout Malawi to storm semis By MICHAEL MIYOBA

ZAMBIA’S under-20 national soccer team has qualified to the semifinals of the 2020 COSAFA men’s under-20 championship with a 2-0 victory over Malawi in yesterday's Group B fixture at the Holfson Stadium in Port Elizabeth, South Africa. Striker Jimmy Mukeya was the hero of the day for the Junior Chipolopolo who marched on

to the last four with an unbeaten record having beaten Namibia and Comoros Islands in the first two games. Mukeya broke the deadlock 22 minutes into the first half from close range after good work from Joshua Mutale. The young striker then rose high to head home his second goal from close range after benefitting from John Chishimba’s free kick in the 67th minute.

Zambia advanced as the best team in Group B having collected the maximum nine points from three matches. The Junior Chipolopolo will now face Mozambique in the semis with the winner going to meet South Africa or Angola who are scheduled to meet in the other semifinal fixture. The semis will be played tomorrow with the last two team qualifying for the under-20 Africa Cup of Nations.
