EVEN with massive publicity about Covid-19, many citizens have opted to ignore the ringing bells, crowding together without face masks and shaking hands as though they are daring the pandemic. Sadly, carelessness is abound among critical personnel in the fight against the pandemic such as bus drivers and conductors. The church has not helped matters sufficiently as in many instances choir members are spotted close together, singing and dancing in a manner that can facilitate the fast spread of Covid-19. Ordinary congregants would have been raising alarm about lack of compliance, but they too have joined in shaking hands and ignoring the golden rule of keeping physical distance. Markets, bars and bus stations are fertile breeding grounds for Covid-19 because they are usually crowded with a multitude of maskless people. Yet, publicity has been enhanced in public places and all media platforms about the dangers of Covid-19 and the effective ways of preventing it. The irony is that children in nursery and primary schools are able to follow the five golden rules of preventing the spread of the pandemic, but adults on buses are lamentably failing to uphold just one rule – to mask up! In fact, one would expect that passengers on busses would all mask up, considering that keeping physical distance is not possible because of the constricted sitting arrangement. Alas, many commuters do not care as they are spotted with masks dangling below their chins in mini-buses. The fight against Covid-19 is everyone’s responsibility! Health Minister, Jonas Chanda, has been providing daily updates and those are not just statistics, but cases of people getting infected and dying while others are battling for their lives on oxygen therapy. During the first wave of the pandemic which broke out in March last year, most citizens were compliant, but have dropped the guard during the second wave, which is in fact, more deadly. In the second wave, the virus spreads more rapidly while the attack is severe to the extent that many patients end up being hooked to oxygen. People are dying and statistics abound. In Muchinga Province, for instance, chiefs Mukwikile and Chibesakunda succumbed to Covid-19 as well as Isoka District Commissioner Davies Simbule, who died at Chinsali General Hospital isolation ward. The Catholic Church lost Bishop Moses Hamungole of Monze Diocese. Information about the deaths of two traditional leaders and clergy has definitely spread across the length and breadth of the country, yet compliance levels are very low. Many ordinary people have died too! Dr Chanda has been pleading with the citizens not to gamble with life as Covid-19 is real and a fast-killer. With close to 300 patients on oxygen therapy, it goes without saying that Covid-19 is real and serious. We agree with the resolution of the meeting between Dr Chanda and traditional leaders in 10 provinces to ensure that wearing of masks is mandatory. In fact, enforcement rather than advocacy will work well under the circumstances!

Ms Nawakwi said she was not fighting the UPND president but she just wanted justice to prevail on allegations raised against him. She said in an interview that many people had suffered at the hands of Mr Hichilema, a matter which could not be left unchecked. 50 pupils test positive for Covid By OLIVER SAMBOKO ABOUT 50 learners that have been swabbed for Covid-9 countrywide have tested positive to the virus, Health Minister Jonas Chanda disclosed yesterday. Speaking during the daily Covid-19 update, Dr Chanda said in the last 24 hours, over 6, 500 students were screened countrywide, and that 50 were found positive. Dr Chanda disclosed that most of the positive cases were recorded in Southern Province. He said Government through the Ministry of Health has since scaled up screening and swabbing of learners at learning institutions as part of the compliance monitoring system aimed at stopping the spread of the virus. Dr Chanda said health experts are continually providing context specific guidance to schools around the

country, adding that positive students will be managed at home while their contacts are traced and the school environment sanitised. “Our teams of Infection Prevention and Control (IPC), Environmental Health and Surveillance experts are continually providing context specific guidance to schools around the country,” he said. Dr Chanda also said learners in boarding schools, where boarders sleep in common dormitories and interact for longer periods with their fellow students will be managed in the context of a facility-based case. “Any positive cases in boarding schools should be isolated, and their contacts quarantined and tested to ensure the risk of further spread is mitigated,” he said. PF invites candidates for August polls By SILUMESI MALUMO THE PF has started receiving applications for members wishing to contest as Members of Parliament, Mayors, Council Chairpersons and Councillors for Southern, North-Western and Western provinces in the August 12 general elections. Mr Davies Mwila, the PF Secretary General, said interested members in the three provinces would be required to submit their applications to the respective constituency committees. He advised that the applications should be copied to the district and provincial Committees as well as the Secretary General. “All applications should reach the party Secretariat by February 20, 2021.Please note that constituency committees shall meet to interview the candidates from 21st to 22nd February. “The district committees shall conduct interviews from 24th to 27th February 2021 and the Provincial Committees shall conduct their interviews from 1st to 5th of March 2021. Ignore malicious propagandists, Zambians advised By OLIVER SAMBOKO ZAMBIANS should ignore opposition sponsored propagandists hiding behind the pulpit and agitating for regime change, the Consortium of Political Parties and NGOs has said. Consortium spokesperson, Spuki Mulemwa, said it was now clear that a cartel of people within the church and other disciplines had been hired to erode people’s confidence in the Head of State by attacking his character. Mr Mulemwa advised Zambians to ignore such propaganda and instead rally behind President Lungu’s leadership. HoneyBee, ZAMRA seek out of court settlement By GRACE CHAILE-LESOETSA HONEYBEE Pharmacy Limited and Zambia Medicines Regulatory Authority (ZAMRA) have sought an outside court settlement in a matter in which the former sued the procuring entity in the Lusaka High Court. In this matter, HoneyBee Pharmacy Limited is seeking an order to stop ZAMRA from revoking its licence. The pharmaceutical company wants the Lusaka High Court to order that the matter be referred to arbitration as per the provisions of the contract governing the relationship between it and the procuring entity. Honeybee also wants an order of interim injunction to restrain ZAMRA by itself, agents or whomsoever from revoking its pharmaceutical licence and publishing any information on social media and other platforms calculated at injuring its reputation and any other reliefs deemed fit. In an affidavit in support of notice to adjourn the matter, HoneyBee’s lawyer Emmanuel Lilanda of Messrs Tutwa S. Ngulube and Company sought an adjournment of the matter which was scheduled for an inter parte hearing of an injunction on February 8 this year before Judge Catherine Lombe Phiri . “That I wish to seek for an adjournment of this matter due to the fact that the parties herein have engaged in ex curia settlement

negotiations and are on the verge of reaching an agreement,” Mr Lilanda said. He stated that ZAMRA would not suffer any prejudice if the matter was adjourned to another date to be agreed on by the parties. In a statement of claim filed by its lawyer Tutwa Ngulube on February 1, 2021, Honeybee stated that on or about November, 2019, it bid and won a tender for the supply of 22,500 health center kits with the Ministry of Health, and a contract was executed to that effect. It stated that by special condition 9.1 copyright of the said contract, the goods contracted to be sold were to be subjected to testing and confirmation procedure as a condition precedent for awarding a certificate of acceptance as to the fitness of the goods supplied. “Pursuant to the said contract, the plaintiff delivered part of the consignment contracted for and the same was subjected to a testing and confirmation procedure and a certificate of fitness and acceptance of the goods supplied was issued by the procuring entity,” it stated. Honeybee claim that on or about September 17 last year and other subsequent days , ZAMRA began issuing threats , unverified and disparaging remarks to the plaintiff as having supplied defective products disregarding the certificate of fitness earlier issued to it.

ZRA SYNDICATE PROBE INTO HIGH CEMENT SMASHED PRICES NEARS COMPLETION From Page 1

Daily Nation investigations carried out following complaints of unfair treatment in the VAT refund system, found that some ZRA officers had been taking advantage of their positions to solicit for bribes from taxpayers seeking VAT refunds. The culprits were getting money from desperate taxpayers by promising to expedite their payments and by throwing in the name of the Commissioner General as the person seeking the payment. Mr Chanda, has confirmed the discovery of the scam and the arrest of one senior official after a tip from the affected taxpayer. Mr Chanda said one of his officers, Patrick Matokwani, a ZRA Senior Inspector at the headquarters in Lusaka was arrested and handed over to Central Police for prosecution after he allegedly solicited for a bribe of K1.7 million from a taxpayer. Mr Chanda, in an exclusive interview, said he was shocked to be contacted by the taxpayer who wanted to confirm that he was supposed to pay 15 percent of the claim to have his payment cleared. Mr Chanda has vowed to get to the bottom of the scam and appealed to the public to get in touch with his office if they had ever been asked to pay to get their VAT refunds. In the latest case, Mr Matokwani, was allegedly caught asking for a payment from a taxpayer whom he was threatening while claiming that he was sent by the Commissioner General and an approval committee which does not exist. According to officers involved in the investigations, the ZRA officials had asked for 15 percent of the K14 million due on the pretext that they were sent and would share with senior management and the Commissioner General who decided on tax refunds. “The taxpayer was threatened that he would never

get his refund until after two years if he did not pay the bribe,” the officials at ZRA told the Daily Nation. The taxpayer was told that he needed to pay this money to the Commissioner General and his committee so that they could approve his refunds. The Daily Nation discovered that most taxpayers were being enticed with information that this was how some ZRA officials managed to get refunds for Chinese companies. When the threatened taxpayer inquired with the Commissioner General on the transaction, Mr Chanda activated his internal anti-corruption unit who trailed the officers and their accomplices. The ZRA security officers participated in the negotiations with Mr Matokwani as members of staff for the taxpayer and captured all the proceedings on video and audio. Mr Chanda in an exclusive interview said that no taxpayer needs to pay any ZRA officer to secure refunds. He stressed that the process was objective and transparent. He said the only constraint was the current funding which was clearly inadequate hence the accumulation of arrears. “We know taxpayers use and pay lawyers, accountants and other consultants which is understandable but surely they must not use ZRA officers for such consultancy services. It is corruption and criminal,” Mr Chanda said.

Job security at KCM elates NUMAW By SILUMESI MALUMO THE decision by Konkola Copper Mine (KCM) to re-engage 99 percent workforce has given us confidence that our members will not be on the streets, the National Union for Miners and Allied Workers (NUMAW) has said. NUMAW president James Chansa said the decision had given morale to many employees because they did not know their fate during the re-structuring of the mining giant.

“The development is very interesting. As a union we have been wondering whether all employees will be called back or they will be on the street. “We shall continue working with the liquidator in ensuring that KCM continues to grow because he has given confidence,” Mr Chansa said. Recently, the liquidator, Mr Milingo Lungu said KCM management would re-engage about 99 percent of the workforce after restructuring the mine.

Mr Lungu said during the restructuring, the contracts for all the miners had been terminated and some would be re-engaged. The mining firm would be split into two companies KCM Smelter Company Limited and Konkola Mineral Resources. He said the management would ensure that the re-engaging of miners was done based on merit. “But I need to emphasise that the two firms will handle the reengagement based

on the merit so that qualified people are able to do the work,” Mr Lungu said. Mr Lungu indicated that some people who were holding managerial positions without proper qualifications would not be re-engaged at the mining giant. “For instance someone is a manager but does not have any Grade 12 certificate how can you re-engage them, you just let them go so that people with proper qualifications can hold those positions,” Mr Lungu said.

He added that the matter was stressing especially that the country was recording a number of deaths due to lack of drugs in many health centres yet many of them were stuck. Mr Sinkamba however congratulated the new minister of Health, Dr Jonas Chanda for unearthing the scams in the health sector especially on the expired drugs.

Form cooperatives for empowerment, Zambians urged By SILUMESI MALUMO GOVERNMENT has encouraged Zambians to form cooperatives and be empowered through the Enhanced Smallholder Livestock Investment Programme (E-SLIP). Livestock and Fisheries Minister Nkandu Luo said Government had embarked on a massive programme to change the livelihoods of Zambians. Professor Luo said it was prudent that Zambians took keen interest in the programme which had been embarked on by government because it would help them

in improving their wellbeing. Pro Luo was responding to Chifunabuli Member of Parliament Ponde Mecha who wanted to know whether the government was aware that Chifunabuli district had been excluded from the Enhanced Smallholder Livestock Investment Programme (E-SLIP), if so, why the district has been excluded. And Mr Mecha wanted to know whether there were any plans to include the district on the Programme and if so, when the plans would be implemented. But Prof Luo said the programme which had been embarked on by the government

would be rolled out countrywide. She said no district would be excluded because government wanted to ensure that many Zambians were empowered. Prof Luo emphasised that it was prudent that Zambians formed cooperatives for them to be included on the programme because government was not giving the livestock to individuals. “What we are encouraging as government is that people need to form cooperatives so that they can be empowered. We are not giving the livestock to individuals but we need people to form cooperatives for them to work together”, Prof Luo said

HE Anti-Corruption Commission (ACC) has instituted investigations into allegations of corruption against the Teaching Service Commission (TSC).

Recently, Professional Teachers Union of Zambia (PROTUZ) secretary Kangwa Musenga told the Parliamentary Committee of Cabinet Affairs that some officials at TSC had been getting bribes from teachers for recruitment, promotion and transfers.

ACC Public Relations Manager, Timothy Moono, said they had received complaints against the TSC and have since instituted investigations. "I would like to inform you that the Anti-Corruption Commission is in receipt of a complaint against the Teach-

ing Service Commission on allegations of Corruption in the recruitment, promotion and transfer of teachers. “I can confirm to you that investigations are underway," Mr Moono added. Mr Musenge had alleged that teachers were being

asked to pay between K20,000 and K30,000 before they could be promoted. He had demanded that the TSC should explain how it made promotions, appointments and recruitments as some of them were questionable. He said lack of transparency in the manner the TSC has conducted business may have negative effects on the quality service provision in the Ministry of General Education.

Mr Mataa said this implied that China would now be obliged to treat debt payments on comparable terms which will then expectedly ease Government’s re-engagements with the bond holders and other creditors to agree to a debt restructuring process. He however said CTPD remained cognisant that Zambia’s admission to a debt treatment under the framework largely depended on the conclusions of the upcoming engagements with the IMF.

Boeing kicks off New Year with 26 jet deliveries, four orders LONDON - Boeing delivered an improved 26 aircraft in January, boosted by the clearing of the 737 MAX jet to fly again after a 20-month ban as it also won four new orders for its 747-8 freighters. MAX deliveries are seen as central to Boeing’s financial recovery in 2021 after a sharp slump in demand for its bigger, more profitable wide-body jets due to the coronavirus crisis added to the company’s woes last year. Following the death of founding party president Anderson Kambela Mazoka in 2006, HH was elected as the party’s president and he is now clocking 15 years in the seat. At some point, HH served as the leader of the United Democratic Alliance (UDA), an alliance of three opposition political parties. In the 2006 election, Mr Hichilema was the candidate of the UDA and ran against the late Presidents Levy Mwanawasa of the Movement for Multiparty Democracy (MMD) and the then Patriotic Front candidate Michael Sata. The election was held on September 28, 2006 and Mr Hichilema took third place with about 25 percent of the vote. Mr Hichilema ran as the UPND candidate in the 2008 election, which was called following the death of President Levy Mwanawasa. He came third with 19.7 percent of the vote. In June 2009, the UPND, formed a pact with Mr Sata’s Patriotic Front to contest the 2011 election together. However, indecision on the pact candidate, deep mistrust and accusations of tribalism from both sides resulted in the collapse of the pact in March 2011. HH was one of the two main candidates in the January 2015 presidential election, which he lost by a narrow margin of just 27, 757 votes (1.66 percent) against the ruling party’s candidate who is current Republican President Edgar Chagwa Lungu. Mr Hichilema denounced the election as a sham and urged his supporters to remain calm. He again faced President Lungu as the main opposition candidate in the August 2016 presidential election, and he again lost the elections, making him a five-time losing presidential candidate. Now, from the little information I have gathered, it appears HH is the UPND candidate again in the August 12 general elections because we have heard little opposition from his party and neither have we heard of any candidate who is going to challenge him as president of UPND. He has been accused of being a dictator by his competitors who has been at the helm of the party for 15 years this year without allowing others to challenge him. But is it true that HH is a dictator who does not allow other members of the party to challenge him or he simply does not have what it takes to be president? Why has he been losing elections? I must make mention that I admire his ambitions of wanting to be President but at the same time, I have my own reservations with his leadership style. I personally do not find HH to be inspiring and maybe that is the reason he has been losing elections in the past. It is not a secret that HH is leading the largest opposition party but my observations are that the Zambian people might go for a third option in this election away from UPND if the party’s top leadership does not change strategy otherwise, beating PF in August is not going to be an easy undertaking especially by HH. Archbishop Mpundu must reopen his Bible and refresh his memory Dear Editor, ARCHBISHOP Telesphore Mpundu who was one of the youngest Catholic Bishops at the time of his appointment decided to retire from active clerical ministry as Archbishop in January of 2018 and since then the once respectable old man has gone on a rampage preaching hate, bitterness and contempt. It’s quite staggering that a man who dedicated the best years of his life to winning souls for the Lord has decided to sell his soul. I can’t fathom why he preferred winning votes for a politician than winning souls for the Lord. Many a time we have seen the former Archbishop sharing political platforms with politicians branded in red speaking as a diehard politician and not a diehard man of God. As they say “once a man of God always a man of God,” one can retire from active clerical ministry but they can’t retire from preaching peace, unity and love because God himself is love. It’s absurd that Archbishop Mpundu seems to have also retired from preaching love, one can’t even tell a difference now between him and Mr. William Banda aka grandfather of violence. I was surprised to hear Archbishop Mpundu come out the way he did on Father Lastone Lupupa despite the latter apologising. I couldn’t believe that the Archbishop failed to forgive his colleague and was calling for his head on the guillotine. Where is the love for your neighbour that you preached for many years Ba Archbishop? Regretably, Ba Telesphore Mpundu is now

It’s time our senior citizen reopened his Bible and refreshed his memory on Jesus’ teaching on respect for those in authority, forgiveness and love because it’s somewhat disturbing seeing him destroy his legacy. Dear Editor, AS we embark on various inclusive economic activities with the people of Kanchibiya, access to different parts of the vast constituency will be needed for the “outside world,” including those in Zambia to see what market opportunities there are within the constituency, district and beyond. We shall focus on lobbying for feeder roads as they are extremely important since they create critical linkages within the constituency and beyond. They link farmers to the market and vice versa, allowing for goods and services to be delivered efficiently and with ease. We shall lobby for both tarmac and gravel roads within Kanchibiya. For example, a road leading to ZAMPALM Plantation, the Kopa Road is of economic value and deserves upgrading to bituminous standard. Government acquired the company from Zambeef Products Plc in April 2020 at a cash consideration of US$16 million. The estate has the potential to produce up to 100 tonnes of crude palm oil in a month from its primary processing plant. Once at full capacity, it could feed refineries such as Global Industries in Ndola with a steady flow of raw material for processing into ready-for-use edible oil all year round. The multimillion dollar venture could also help stem the importation of edible oils and earn the country a lot of foreign exchange through exports. Currently, there are 3, 300 hectares of highyielding hybrid varieties of palm trees imported from Malaysia and Indonesia. We shall lobby for this road to be upgraded to bituminous standard or tarmac. Other roads such as Kabinga and Mbati Roads are also key to promoting local economic development in the area and must be passable at all times. When these roads are worked on, they will give the people of Kanchibiya that are in far flung areas easier access to services that are vital such as markets for various farm produce, basic necessities that seem to look like luxuries now because of their scarcity, healthcare, education among other social services and information on various developments that could ease and improve their livelihoods. NGO bemoans poor reading culture By ANDREW MUKOMA A NONGOVERNMENTAL Organisation (NGO), which promotes improved reading culture among citizen, has bemoaned the high levels of poor reading culture in the country. GO Ye Therefore (GYT has noted that the situation was affecting the academic performance of learners both in lower grades and at tertiary level. GYT Partnership Coordinator, Priscila Sijabantu, observed the need to change the situation before it becomes worse. Ms Sijabantu said a lot of learners and school leavers were struggling to read adding that this has also affected their performance even when they were enrolled in tertiary education. She said that in Livingstone that strong reading culture was vital in the preservation of the nation’s history and cultural practices. Ms Sijabantu, advised parents and guardians to revamp the traditional reading practices with their children. She said this wa in order to motivate and inspire the children to pursue their dreams with better reading culture and understanding. The GYT Partnership Coordinator noted that the Zambian curriculum has been rated as one of the best in Southern Africa and therefore, that must be protected and maintained.

Stop disrespecting citizens, UPND told By SANFROSSA MANYINDA CARE for Nature Zambia has advised the opposition United Party for National Development (UPND) to take appropriate action on its members who allegedly disrespect citizens who refuse to support them. Organisation Executive Director, Nsama Kearns, said it was disappointing that opposition members want to force themselves on Zambians and harassed those who did not agree with them. Ms Kearns accused the followers of the opposition party to have immensely contributed to the moral decay in the country by promoting the culture of insults and hate speech especially on social media. Ms Kearns said insults were directed at the Head of State, Ministers, Members of Parliament, traditional leaders, clergies, NGO leaders and other politicians outside UPND om social media, a situation she said did not mean well for the nation. She also observed that the only time UPND supporters would respect and love a person was when they were condemning the Government stating that outside that, insults and disrespect awaited them. “Even in courtship if your partner only appreciates you when you praise them and insult you when you differ with their opinion, just know that in marriage you will be a victim of GBV. Community schools cry for support By SANFROSSA MANYINDA THE Zambia Open Community Schools (ZOCS) has appealed to Government to extend school grants to community schools across the country. ZOCS Copperbelt Province coordinator, Allan Mufwana, said community schools were complementing Government efforts in providing education to children, hence the need to be supported. Mr Mufwana said the urgent need for support in community schools could not be overemphasized especially now that there was Covid-19. Ndola has 106 community schools which service in excess of 23, 000 pupils. “There is need for more support to the community schools with teaching and learning materials and more desks to ensure there is social distancing during lessons,” he said. CSPR North-Western Province coordinator Haggai Nyambe noted that community schools remained neglected making it difficult for children to concentrate. “This is the reason why we in conjunction with GIZ and the Local Participation in Governance (LOPAGO) project donated 100 desks worth K126, 000 to five community schools Ndola,” he said. Mr Nyambe said the organisation would continue assisting schools in order to promote the right to education for young people in Zambia as a propoor policy. He observed that social distancing remained a challenge in most Ndola schools with up to four pupils sharing a desk that was meant for two pupils.

PF salutes Chief Chikanta By ANDREW MUKOMA The PF in Southern Province is pleased with the decision by Chief Chikanta to join many other citizens in appreciating Government developmental projects. Southern Province PF chairman, Lawrence Evans, said the traditional leader was magnanimous enough to acknowledge that President Lungu was a listening and visionary leader. This is contained in a statement issued in Livingstone yesterday. “We wish to commend the traditional leader for acknowledging that President Lungu is a listening leader who has addressed most of the development concerns which were presented to him during the last election campaigns such at th hospital, schools and communication towers, all of which have been taken to Kalomo and many other districts in the Province,” he said. “As a party we are elated and relieved to hear such accolade coming from our traditional leader because this has been our message for a long time,” Mr Evans said. Mr Evansstated that President Lungu is a listening leader with an open door policy willing to work with everyone as elaborated by Chief Chikanta. “This is despite that President Lungu received the least number of votes in Southern Province but has gone out of his way to give the Province its equal share of development. “The PF Provincial leadership wishes to thank the Chief on behalf of His Excellency for standing up for the truth and acknowledging that the PF under the leadership of President Lungu has delivered and for calling for issue based campaigns as parties begin to sell their manifestos ahead of the August 12 general elections,” he said.

Buffalo gores woman By ANDREW MUKOMA A WOMAN was yesterday gored by a buffalo which strayed in the Central Business District (CBD) of Livingstone, sending other people scampering. The buffalo was among the three that made their way into Livingstone CBD near the High Court, sending people scampering. Senior Southern Regional Warden Charles Simwawa confirmed the development to the Daily Nation in Livingstone. Mr Simwawa said one buffalo was killed by a combined team of wildlife and Zambia Police officers while two were still being tracked. “I am not in Livingstone, I am also getting information on phone. But what I hear is that three buffalos are in town and that a woman has been bashed, I don’t

know the state of her condition. “Officers are tracking of the other two and we will soon put them down,” Simwawa said. Eye witnesses said one buffalo that gored a woman, who tried to enter the District Commissioner’s office near the High Court. The wild animals making their way into the golf club where one was eventually killed as hundreds of Linda residents thronged wildlife officers hoping to get some meat.

ABOUT 33 schools in Siavonga have been issued with Covid-19 health guidelines certificates after meeting standard health guidelines. This is in line with a circular which was issued by the Ministry of General Education on the certification of schools and colleges. Siavonga Council Secretary, Elizabeth Muteto, said a team of officers from the health department, education standard officers and environmental health technologists conducted inspections in 34 schools within the district. This is according to a statement issued by Siavonga Town Council public relations officer, Gwendolyn Mchenga. Ms Muteto said 33 certificates were issued to schools which met the standard health guidelines

She said the local authority was happy that school managements met the health guidelines. Ms Muteto advised management to continue following the given Covid-19 health guidelines as prevention of the disease among learners, teachers and the community at large.

Freedom fighter Mkandawire interred By CHARLES MUSONDA A CROSS section of society has paid glowing tribute to veteran freedom fighter and business executive Abel Mkandawire who was put to rest at Leopards Hill Memorial Park in Lusaka yesterday. Mr. Mkandawire, 78, died on February 6, 2021. He was a shareholder and board member of the Copperbelt Energy Corporation (CEC) and former Zesco Limited general manager. He served on several boards including the Zambia Chamber of Commerce and Industry (ZACCI), Madison Life Insurance, founder of Behrens Limited, and worked as a journalist for a publication run by fellow freedom fighter Sikota Wina in the 1960s before he went to Russia to study electrical engineering in the early 1970s. He was also uncle to Lusaka Central Constituency member of Parliament Margaret Mwanakatwe. In his tribute to Mr. Mkandawire, his close friend and founder of Investrust Bank, Friday Ndhlovu described the deceased as a cheerful person but a strong character. Mr. Ndhlovu said Mr. Mkandawire was kind, friendly, generous, and played a

pivotal role in Zambia’s independence struggle. He said Mr. Mkandawire loved being with people and was a much loved person who made people feel Matero township, where he grew up, was a special place. And CEC representative Dr. Patrick Nkanza said Mr. Mkandawire was instrumental in seeing the growth of the company and gave opportunities to Zambians to participate in CEC’s affairs. ZACCI representative Dr. Francis Ndilila said Mr. Mkandawire was a master at teamwork and that he was patriotic, selfless and a forward thinker. And Batoka Energy representative Michael Turney said Mr. Mkandawire was instrumental in indigenizing CEC and was a peacemaker who brought confidence to foreign investors and that he brokered peace between CEC and Zesco Limited. Mr. Turney further described Mr. Mkandawire as diplomatic, visionary, mild mannered and jovial. Other prominent people at the burial included former republican Vice President Enoch Kavindele, Madison Life Insurance board chairman Alfred Lungu, and Lusaka lawyer and former diplomat Mumba Kapumpa.

Gender minister Elizabeth Phiri said that government will not allow its citizens working in the diaspora to be abused in the name of seeking greener pasture. Ms Phiri said that government is ready to host its citizens regardless of what they do for a living. She called on citizens

Munali flyover is 99 % complete, says PS By KALOBWE BWALYA MUNALI Flyover Bridge is at 99 percent completion and it is expected to be commissioned by the end of this month, Local Government Permanent Secretary Mathews Ngulube has disclosed. And Mr. Ngulube also disclosed that the Long Acres Lodge flyover bridge would be ready for commissioning in April as the works are going on well. Mr. Ngulube said this after conducting an on the spot tour at Munali fly over bridge and Long Acres as well, said the works at the latter bridge have moved fast and stand at 70 percent. Mr. Ngulube, however said there had been a slight delay on the completion of works at Munali Flyover Bridge, due to CIVOD-19 outbreak, but the project would be completed soon and commissioned this month. He said the Longacres one was also supposed to be completed next month, but due to COVID-19, works delayed as most of the materials were coming from India. He also said as a result the company that had been procuring the materials had gone on reassess but said the bridge would be commissioned in June after completion of final touches. “We are happy as the works are moving on well and the public are very anxious to start using the infrastructures especially the bridges,” said Mr. Ngulube. And Minister of Local Government Dr Charles Banda said the construction of the local government building would have 75 office space and that the funding came from Lusaka decongest project. Meanwhile, Minister of Local Government Dr Charles Banda said, the bridge along Alick Nkhata road is not under his ministry, but under Road Development Agency ( RDA) and the developer . “The bridge is not ours, it was constructed by the developer under the auspices of RDA,” said Dr Banda.

The 34-year-old National Health System manager believes he could get the vaccine this month, because he is starting a new job that would involve visiting hospitals regularly. Despite the good news about his own vaccine, he worries about his father, Yao, who lives in Accra, Ghana. Yao is 65 and has sickle cell trait, a condition that puts him at higher risk of suffering severe illness if he catches Covid-19. A family friend recently died of the virus and Senam wishes his father would be more careful. “He thinks he’s invincible. He drinks his little tea of lime juice and ginger in the mornings and thinks he has an invisible fortress around him,” he said. Yao has not been given any information about being vaccinated or seen anything concrete in the media about when vaccines will arrive. Predictions suggest that the majority of Ghanaians will not be vaccinated until 2023, and some other sub-Saharan countries will wait until 2024. And many are being charged much higher prices for every dose. Uganda, for example, has announced a deal for millions of vaccines from AstraZeneca at a price of $7 a dose - more than three times what the European Union paid for the same jab. Including transport fees, it will cost $17 to fully vaccinate one Ugandan. Campaigners and scientists warn that we are on course for a “vaccine apartheid” in which people living in the Global South are inoculated years after those in the West. The effects of this inequity would be stark. Modelling by Northeastern University indicates that if the first two billion doses of Covid-19 vaccines were distributed proportionally by the national population, worldwide deaths would fall by 61 percent. But if the doses are monopolised by 47 of the world’s richest countries, only 33 percent fewer people will die. As the EU bickered with AstraZeneca last week over securing more vaccines, leaders in the bloc parroted the mantra “no one is safe until everyone is safe.” But global inequality will harm all of us by leaving reservoirs for the virus around the world in which new variants will emerge and spread. Distracted by infighting and protectionism in the West, we are sleepwalking into a world that will suffer more cases, more economic chaos and more deaths. SURVIVAL OF THE QUICKEST In the rush to secure vaccines for their citizens, and before it was known which ones would be most effective, countries quickly arranged deals for billions of doses. About 12.7-billion doses of various coronavirus vaccines have been bought so far, enough to vaccinate roughly 6.6-billion people. (All of the vaccines approved so far require two doses, but some nations have already ordered a single-dose vaccine that has yet to be approved.) More than half of those doses 4.2-billion secured, with the option of buying another 2.5-billion - have been bought by wealthy countries home to only 1.2-billion people. Canada has bought enough doses to inoculate every Canadian five times, while the United States, the United Kingdom, the EU,

ANOTHER COVID CRISIS:

A VACCINE APARTHEID ENDANGERING US ALL Australia, New Zealand and Chile have bought enough to vaccinate their citizens at least twice, although some of the vaccines are yet to be approved. These huge orders leave fewer doses for poorer regions and raise questions over whether Covax, an organisation created in April last year to ensure low-income countries can get vaccines, will be able to meet its target to vaccinate those most at risk around the world this year. Covax, which is coordinated by the World Health Organisation (the WHO), the Coalition for Epidemic Preparedness Innovations and Gavi, the international vaccine alliance, said it was confident it would meet the target and hoped to exceed it. Low- and -middle-income countries have made deals directly with pharmaceutical companies, but have so far secured only 32 percent of the world’s supply to cover 84 percent of the world’s population. In Israel, which has the fastest vaccination programme in the world, more than a third of people have had one dose and a fifth have had both. The Palestinian Territories is still waiting for vaccines from Covax to arrive, although Israel recently announced it would transfer 5, 000 doses to immunise Palestinian frontline health workers. “We’re in such a massive crisis,” said Fatima Hassan, the founder of South Africa’s Health Justice Initiative. “If even in South Africa we can’t get even half of our population vaccinated soon, I can’t even imagine how Zimbabwe, Lesotho, Namibia and the rest of Africa will cope. If this is going to continue for another three years, we’re not going to get any kind of continental or global immunity.” DEMAND EXCEEDS SUPPLY This grab for vaccines is happening because supply is finite. After developing a vaccine, pharmaceutical companies must

modify their product so it can be manufactured on an industrial scale, before transferring the technology to licensed factories around the world. AstraZeneca, the company behind the Adenovirus-based vaccine developed with Oxford University, has licensed 10 other companies in the UK, India, Brazil, Japan, South Korea, China, Australia, Spain, Mexico and Argentina to make its product, on top of its own factories in the UK and Europe. Although most of these companies have permission to make the vaccine for only a specific geographic area, it is at least an attempt to manufacture at scale globally. Campaigners have criticised other pharmaceutical giants for failing to license more manufacturing companies around the world. Instead, some of these companies appear to have focussed on supplying the West. Public Citizen, a US think tank, has found that just two percent of Pfizer/ BioNTech’s global supply has been granted to Covax, while last year people familiar with Moderna’s plans believed the US company

intended to prioritise high income nations. In January, the South African government said Moderna has no intention of registering its vaccine in the country. Pfizer and Moderna’s vaccines are also much more expensive. Although many of the vaccine deals have been kept secret, information leaked by a Belgian official showed the EU paid between $2 and $18 a dose, with Pfizer and Moderna’s mRNA vaccines the priciest at more than $14 - much more than low income countries can afford. Pfizer said: “We have allocated doses for supply to low- and lower-middle-income countries at a not-for-profit price.” AstraZeneca has promised to make its vaccine available at cost in the Global South in perpetuity (there is an as-yet unspecified time limit for that price in the West). But some poorer nations have already paid more for the AstraZeneca vaccine too, under another name. In India, where much of the world’s pharmaceutical manufacturing takes place, the Serum Institute is producing the largest

shipments of both AstraZeneca and Novavax’s vaccines. But, because it has a non-commercial licence for the AstraZeneca jab, the institute can export its own version – Covishield - to 92 of the world’s poorest countries. DEADLY DELAY Without equal access to vaccines, there are fears many lower-income countries will not have enough stock to inoculate key populations, including healthcare workers, in 2021. Health workers are struggling. “The situation is very tense,” said Ireen Mutombwa, the national disaster management coordinator at the South African Red Cross. “Everyone’s life is at risk, especially when you are someone who is involved in working with the community.” Scientists are also concerned that allowing the virus to thrive unabated in some countries could lead to greater risk for all. “The more circulation there is, the more opportunity there is for the virus to mutate,” said Dr Marie-Paule Kieny, a virologist and director of research at Inserm, the French National Institute of

Health and Medical Research. Mutated strains could result in more deaths in under-vaccinated countries, and may potentially make vaccines less effective over time. The global economic cost could be vast. A study by RAND Corporation, an American think tank, estimated that failure to ensure equitable Covid-19 vaccine allocation could cost the global economy up to $1.2-trillion a year. Even if wealthy countries vaccinated their populations, they could still lose about $119-billion a year if the poorest countries are denied a supply, RAND’s modelling showed. “If you ask a random person on the street, they would never think we were in any way dependent economically on low-income countries,” said Marco Hafner, the lead author of the study. But because wealthy countries rely on global trade links, economic slowdown in poorer nations caused by pandemic restrictions will have a knock-on effect around the world. “(There are) true economic incentives to provide equitable access to everyone, rather than just seeing this as some sort of act of charity,” Hafner said. “If you compare the costs of (funding Covax) to the benefits, just for wealthy nations, it’s kind of peanuts.” Kamal-Yanni said: “Governments are realising that this mantra, ‘nobody’s safe until everyone is safe,’ that they have been saying but then doing the opposite, is true, they are in danger. The mutations mean now rich countries realise they can’t just vaccinate their own people.” Back in the UK, Senam and his two brothers think it’s unfair that they will probably get the jab before their more vulnerable father. “It’s very frustrating,” Senam said. “You see in the news at the moment these fickle bickerings between the EU and AstraZeneca: ‘me, me, me’. EFORE Zambia attained her independence in October 1960, Anglo American Corporation owned half of all the copper mines in the country while the other half was owned by Roan Selection Trust. Serious mining in the then

Northern Rhodesia had started in the 1930s with the discovery of large copper cobalt ores at Chambishi, north of present day Kitwe. Six years after independence (1970), the Zambian government under first President Dr Kenneth David Kaunda nationalised the mines. Anglo American thus became a minority shareholder in what was to be known as the Nchanga Consolidated Copper Mines. The other mines were nationalised under Roan Consolidated Copper mines. Zambia Consolidated Copper Mines (ZCCM) A few years later, the shareholding in the mines was

changed again and both NCCM and RCM were consolidated to form the Zambia Consolidated Copper Mines (ZCCM). For whatever reason the miners later nicknamed the company “Zambia Chipuba Chaonaula Mine.” Then in the early 1990s, the colonial project rebounded all over the world and many nations were made to give up ownership of their national assets through what monopoly capital called privatisation. Zambia thus went back to multiparty politics and the Movement for Multiparty Democracy (MMD) government sold all the major parastatal companies to foreign entities. Mr Anderson Mazoka

Konkola Copper Mines (KCM Plc) In 2000, Anglo American bought the biggest of the mining bundle of Nchanga, Chililabombwe and Nkana divisions and called the new company Konkola Copper Mines (KCM Plc). It was a huge company accounting for two thirds of Zambian copper production and was set to grow even bigger with the anticipated development of the Konkola Deep Project. Two years later, on January 25, 2002, Anglo American announced that it was pulling out of Zambia citing the falling world copper prices as the major reason for its departure. Anderson Mazoka However, other people believe that Anglo pulled out of Zambia as an angry reaction to the failure by its former country managing director Anderson Mazoka to become president of the Republic of Zambia. Mazoka who had worked for Anglo American for many years had tried to stand for the presidency of the MMD and when that failed, he formed the United Party for National Development (UPND) on which he contested the presidency. Interestingly, at the time that Anglo American pulled out of Zambia, they were the majority shareholders in Chile’s second largest mine Collahuasi, (44 percent). Other shareholders were Glencore (44 percent), Mitsui (8.4 percent), and JX Holdings (3.6 percent). Collahuasi mine produces copper concentrate and cathodes as well as molybdenum concentrate. The mine is the second largest copper producer in the world. Kansanshi Mining Plc While in the meantime Anglo American alleged that it was unprofitable to continue operating in Zambia, other smaller investors thought otherwise and the mining industry has since seen major developments. These include Kansanshi Mining Plc which is ranked 13th in the world and is considered the largest in Africa. Other copper mining projects such as the Sentinel Copper Mine at Kalumbila in NorthWestern Province have since been realised. This mine is also ranked at number 20 in the world. Many analysts today wonder how Anglo feels about the expanding and lucrative mining business in Zambia. Many people have been made to believe that Anglo American has completely left Zambia. The truth is that Anglo is still anxious to lay its hands on the massive mineral wealth of this country. Anglo statred operations in this county in 1925 and they have very good geological knowledge of this territory. At the time that Anglo American bought the KCM Plc assets, they had insisted the workers’ pension savings should go to their pension scheme, the Saturnia Regna Pension Trust Fund administered by Anglo American Central Africa Limited Financial Services Division. The first chairman of the Board of Trustees for Saturnia was

Anderson Mazoka. Hakainde Hichilema When Mazoka died, one Hakainde Hichilema succeeded him as not only leader of the UPND but also head of all the companies and operations controlled by his predecessor. Changes in the law made it necessary for the restructuring of the pension schemes management. Two new companies were formed to manage the Saturnia Regna Pension Trust Fund, the first was the African Life Financial Services (Aflife) which was a merger between Anglo American and African Life Assurance Company. The shareholders of Aflife are Mr Hakainde Hichilema, Mr Munakupya Hantuba and Mr Valentine Chitalu through Menel Management Services. Anglo American is the other shareholder. The second company was Benefits Consulting Services Limited (Bencon) whose shareholders are once again Mr Hichilema, Mr Hantuba and Mr Chitalu through Menel Management Services while Anglo American hold shares through Botswana Insurance Fund Managers. Another related company is the Sanlam Insurance Zambia Limited in which Mr Hichilema, Mr Hantuba and Mr Chitalu hold shares through Tiyende Consortium while Anglo American holds shares through Sanlam Emerging Markets. Would it therefore be logical to conclude that Anglo American are present in Zambian politics? I have my doubts that this intricate business relationship between the leader of the biggest opposition in Zambia and a multinational company can subsist without a political motive. Dean Mungómba As the late leader of the then Zambia Alliance for Progress Mr Dean Mungómba said when Anglo pulled out of Zambia, the handling of the issue smacked of imperialism and racism because the effects of the bad business decision would be borne by the suffering Zambians. “Truly I appreciate the business considerations but the manner, the timing and options given by Anglo American clearly smack of racism and imperialism. With decisions like that which strangulate a country and affect the region, it is difficult not to sympathise with Mugabe’s attitude because these chaps just come in to take over our land and exploit our national assets at leisure,” Mung’omba was quoted having said by the Post. I found it important to remind Zambians about Anglo’s conduct and to inform the nation that there is a very complex relationship between the multinational company and the UPND leader Mr Hichilema. How safe would our national assets be in the hands of HH and his business partners? That is the question every Zambian should be asking including the members of the UPND central organs. AR ER SALAAM - The ruling party in Tanzania has dismissed growing calls from its MPs for President John Magufuli to extend his term in office. The 61-year-old president, who won elections in October, is currently serving his second

and final five-year term in office. Humphrey Polepole, the CCM party’s publicity secretary, has told parliament that Magufuli has no intentions of remaining in power beyond his current constitutional mandate. Some ruling party MPs have been proposing the

constitution be changed to allow for a third term for him. “President Magufuli is not harbouring intentions to remain in power," said Polepole, who is also an MP.“This is a closed matter at party level... however, I’m not in a position to prevent MPs from airing out their views in parliament,” he said.

He was forced to speak after an opposition MP asked if the ruling party was endorsing the calls for a presidential term limit extension. During his first term in office, Magufuli had dismissed such proposals, saying: “I will not extend my (presidential) limit even by a minute.” – BBC.

Nigerian behind abduction of school children surrenders ABUJA - A Nigerian criminal gang leader behind the kidnapping of hundreds of schoolchildren in north-west Katsina state in December has surrendered to authorities in an amnesty deal, officials said on Tuesday. Auwalun Daudawa led dozens of gunmen who snatched students from their school hostels in the town of Kankara in a crime that sparked global outrage and highlighted growing instability in the country’s northwest. The abductions happened when President Muhammadu Buhari was visiting his home state of Katsina. Some students managed to escape and officials said around 340 were freed days later after negotiations. Daudawa surrendered to local officials on Monday with six of his gang members, the local government spokesman said in a statement. “In a brief ceremony at the premises of the Governor’s

office.... Auwalun Daudawa handed over the weapons and also... swore with the Holy Quran not to revert to his old ways,” spokesman Zailani Bappa said. Daudawa and his comrades surrendered 20 Kalashnikovs and other weapons. Northwest Nigeria has been terrorised by criminal gangs who raid villages, stealing cattle, kidnapping for ransom and burning homes after looting supplies. The state government has sought instead to broker peace deals with the bandits, offering them amnesty in exchange for surrendering their arms. Daudawa’s surrender was part of the amnesty offered to bandits, said the statement. Daudawa, 43, was an armed robber and a cattle rustler before he turned to gun-running, security sources said. He began bringing in weapons from Libya, where he had received training from jihadists, selling them to bandits, the sources told AFP. He forged an alliance with Boko Haram and became their gunrunner, taking weapons the group seizes from the Nigerian security forces in raids and ambushes and selling them to bandits. – AFP.

‘MAKE MUFULIRA WANDERERS MIGHYT AGAIN’

THE Zambia Football Fans Association (ZAFFA) has tipped the newly appointed Mufulira Wanderers FC president George Katongo to make “Mighty” Mufulira Wanderers strong again by ensuing that the legendary club wins promotion to the FAZ Super Division. On Monday, Mufulira Wanderers sponsors Mopani announced the historical appointment of Katongo as president of the club, making him the first

non-Mopani employee, in a long line of presidents to be trusted with the position. Katongo took over the role from Evans Chilekwa who left the club late last year. ZAFFA general secretary Katwizi Chawezi hailed Mopani for trusting the position at Mufulira Wanderers with someone who is not just a fan but someone with vast experience in football administration. “As ZAFFA, we are very excited that Mopani has scored a first by appointing someone from the fans society to lead the club. This is good news because

sponsors are now showing confidence in fans to contribute to football development administratively,” Chawezi said. “We are confident that Katongo will live up to the club and fans’ expections of bringing ‘Maite’ to the super division and making the legendary club mighty again,” he said. Chawezi said Katongo’s new responsibilities now includes, to actively participate in the steering of the club governance structure and provide the general financial oversight of the club’s management.

He tipped the new Wanderers president to participate and implement fundraising strategies and maintaining relations between the club with other bodies like FAZ, CAF, FIFA and members among others responsibilities. The nine-times FAZ Super Division champions who were demoted from the Super Division last season compete in the national division one league where they occupier seventh position with 24 points, seven points behind the league leaders Kansanshi Dynamos who are on 31 points.

INVITATION FOR TRAINING PROPOSALS FINANCING SKILL TRAINING FOR EMPLOYER BASED IN-SERVICE TRAINING Background The Skills Development Levy was established in 2016 under the Skills Development Levy Act No. 46 of 2016. The main objective of the levy is to provide financial resource for the TEVET sector for skills development in collaboration with the Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access.

Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the SDF, has set aside funds towards the implementation of the Employer Based Training (EBT) activities through the TEVET Fund. The TEVET Fund is hereby inviting Employers in collaboration with Training Institutions registered with TEVETA, under the Technical Education, Vocational and Entrepreneurship Training Act No. 13 of 1998 and the amendment Act No. 11 of 2005, to present proposals for support through the TEVET Fund towards skills development for EBT. This financing is available to Employers and TEVET providers whose request for financing will be considered responsive to the disbursement criteria. Focus is on provision of training that meets the current market demands.

Submission of Proposals Training Providers will be required to submit five (5) copies of each of the proposals in a sealed envelope. The envelope should be clearly marked with the Name of the Applicant Institution. The closing date for submission of proposals is Friday 19th February 2021 at 15:00hrs. Proposals sent by Tele-fax or email will not be accepted. Opening of proposals will immediately follow closure of the Tender Box. Applicants are welcome to witness the Opening of the Tender Box. Prison Leopards in contention for title - Chileshe By MICHAEL MIYOBA ZAMBIA Correctional Service Commissioner General Chisela Chileshe says Prison Leopards is still in contention for the FAZ Super Division title despite having recorded a disappointing 3-2 defeat to ZANACO in a Week-16 fixture at Sunset Stadium in Lusaka. Chileshe, who was at the stadium as Prison Leopards squandered a 2-0 lead to lose 3-2, said they were unfortunate to lose to ZANACO who used experience to their advantage. Chileshe said the Zambia Correctional Services has invested a lot in football development and will ensure that it picks maximum points especially at its home ground, the Presidents Stadium in Kabwe. Chileshe said Prison Leopards has players who can match already seasoned players from other Super Division clubs. “I was doubting the team as well but now I believe that we are in contention because playing at Sunset is tough and this is where ZANACO score a lot of goals but we can see that hitting them two quick goals unsettled them but using experience they pulled through and they scored a winner so averagely our team performed very well against ZANACO,” Chileshe said. “The defeat to ZANACO gave us more energy to do better and it is up to the technical bench to go back and do well. Once we do the technical gapping we will be able to contain ZANACO at our ground.” Meanwhile, Chileshe has reaffirmed the Zambia Correctional Services’ commitment to support Prison Leopards in its quest to compete in the FAZ Super Division. He said the service will need to plan better heading into the second round of the Super Division which will be more competitive. Chileshe said Prison Leopards will provide what is necessary to prevent other Super Division clubs from signing the promising Prison Leopards young stars who are beginning to make a name for themselves.
