XPELLED National Democratic Congress (NDC) president, Chishimba Kambwili is now pondering subjecting the party to a convention in an effort to legalise his presidency. Mr Kambwili is desperately seeking to save his presidency after being at loggerheads with some senior NDC officials over his “illegal” stay at the top. His recent efforts to sneak in documents that legalise his presidency at the Registrar of Societies hit a snag. The infighting follows Mr Kambwili’s decision to withdraw NDC from the Opposition Alliance after it chose UPND president, Hakainde Hichilema as its candidate in the August 12 elections and changed the name to UPND Alliance. Central Province Commissioner of Police, Chola Katanga, confirmed the arrest in Kapiri Mposhi yesterday. Mr Katanga said a combined team of state and Zesco police cornered the suspect in an operation conducted on Sunday around 03:00 hours in Lukanda B area. This followed loss of electricity in the area. "The affected area experienced power outage and it was discovered that the outage was caused by vandalism on Zesco cables. Govt clears air on Amata’s visa application THE Ministry of Home Affairs has refuted social media reports that a Nigerian national, Isaac Amata’s visa application was allegedly rejected at the Immigration Department at the instruction of President Edgar Lungu. Ministry of Home Affairs Public Relations Officer, Nephas Chifuta said Government would take appropriate legal action regarding the matter whilst following established channels. Mr. Chifuta said attacks on the Republican President were both malicious and unjustified. He has explained that the Department of Immigration thoroughly examines all appli-

cations for any immigration services to ensure that they meet all laid-down requirements, in accordance with Zambian laws. In a statement, Mr. Chifuta added that like any other country, decision of a visa application was discretional. He said the Immigration and Deportation Act No. 18 of 2010 of the Laws of Zambia vests discretion on an Immigration officer to either grant or deny a visa application. Kabulonga Boys pupil identifies assailant By GRACE CHAILE-LESOETSA A KABULONGA Boys Secondary School leaver yesterday identified murder accused, Elvis Nsokolo as the person who unleashed a snapping jab that sent him to the ground during the fight with pupils from Twin Palm Secondary School. The witness stated that Nsokolo was in the forefront of the Twin Palm Secondary School group of pupils who attacked Kabulonga Boys Secondary School pupils last year. In this matter, Nsokolo and three other juveniles, who were then pupils of Twin Palm Secondary School are alleged to have killed 17-year-old Ryan Phiri, a Grade 12 pupil at Kabulonga Boys Secondary School on December 4, 2020. But the four denied committing the offence. When the matter came up for continued trial yesterday before Judge Sharon Newa, Vincent Ngoma testified that he and four other classmates while on their way home on that fateful day met other classmates who were looking for their friend Tobias. Since they knew where he was, they decided to take them to Malata compound. There, they met with other classmates who included Tobias and Ryan. After sometime, he stated that they saw three Kabulonga Boys Secondary School pupils soiled in mud running towards them. The trio reported that Twin Palm pupils were beating any Kabulonga Boys pupil. Ngoma said they too decided to ran for their safety. "We just saw Twin Palm pupils coming and our classmate Benson ran towards them. We too decided to run after him since Twin Palm pupils were many. "We asked them why they were beating Kabulonga pupils, and they did not respond. And then one of them punched me

and I fell to the ground. I wanted to retaliate but other pupils came and I ran away," he narrated. Ngoma said he was later informed that the person who punched him was the Twin Palm school head boy Elvis. When he was asked by the court if the same Elvis was in court, the witness pointed at the accused Elvis Nsokolo as the person who punched him. Ngoma also narrated that when they were being chased one of the classmates remained behind. "As they were chasing us, one of our classmates remained behind. I went back for him but Twin Palm boys surrounded me and hit me with stones and sticks,so I ran away as my hand was bleeding," he said. The witness said he ran towards Kabulonga Primary at the place known as the Vet where he tried to wash off the blood. "As I was washing the blood off at the tap at the Vet, I saw Ryan, he was bleeding on the side of the head, just near the ear. He was even struggling to walk. Before I could even talk to him, Twin Palm boys came and all of us ran away and that was the last time I saw him. The next day I just heard that he had died," he said. He claimed that Kabulonga pupils fought back in defence but they were outnumbered. And a Twin Palm Secondary School teacher Lewis Lupando identified the four accused as former pupils at the school. Mr Lupando narrated that on that day while conducting examination awareness in the school hall, he saw Kabulonga Boys pupils walking on the Twin Palm Road which made their pupils jittery. But he said the situation was managed. Judge Newa adjourned the matter to today for continued trial.

The Secretary General said the ruling party respected the decisions of the courts and the checks and balances that the Judiciary offered to the government as demonstrated by the past actions. “We recently complied with the court judgment to ensure that all former ministers who served after the dissolution of Parliament pay back the money in accordance with the judgment of the Constitutional Court,” he said. He said the decision of the Constitutional Court was final and could not be challenged in any court in Zambia. Cosmas said their sister and brother have been mysteriously abducted by those who do not want them to appeal the case in which they sued Mr Hichilema. “We are here in Lusaka from Kalomo seeking help from the police. We want them to help us trace Pheluna and Milton whom we last communicated to on February 2, and we believe they were abducted and brought here in Lusaka, or perhaps killed by those who are against us appealing the court case to the Supreme Court,” he said. THE arbitration process over the US$300 million debt that Zesco Limited owes Maamba Collieries Limited (MCL) for the supply of electricity is still underway, the Ministry of Energy has said. MCL, which is an independent power producer (IPP) opened arbitration proceedings in the London High Court against Zesco to recover the $300 million debt. The ministry said negotiations with the arbitrators that had been appointed to reach an agreement were underway. Last month, Energy Minister, Matthew Nkhuwa, said in parliament that Government would settle the debt. Mr Nhkuwa said the government was aware of the arbitration process between Maamba Collieries and Zesco in the London High Court and assured of its intervention.

CHURCH MUST ACT THE Church and other stakeholders must stand in the gap for the country and scale up calls and prayer for peace to prevail during campaigns and beyond the election period this year. Zambia needs peace more than ever before even beyond August 12, this year so that the focus can turn on pulling the country out of the current economic doldrums. Thus politicians, being at the centre stage, must take deep introspection and realign their campaign strategies. This means, therefore, that politicians must embrace campaign strategies devoid of provocative language, which usually degenerates in violence. Just as President Edgar Lungu indicated at the Bible Gospel Church in Central Africa (BIGOCA) 20th anniversary on Saturday, the Church has a duty to pray for peace to prevail in the country. The President’s call for peace must be taken seriously not only the Patriotic Front (PF) members, but also by those in opposition and the entire population at large. In the next two months, political campaigns will be in full force, hence the imperative need to ensure maximum peace and unity. Therefore, politicians and other stakeholders must develop a sense of levelheadedness and tolerance as during campaigns and elections. More often, tension rises in the country during campaigns as more contentious issues pop up among political players and the Civil Society Organisations (CSO). These CSOs include those concerned with election monitoring. Usually, issues that are brought forth are not of a complex nature but appear difficult on face value because of lack of trust between politicians in the ruling party and those in the opposition. Even now, there is so much suspicion while the political divide is widening each day that passes. For instance, the Cyber Security Bill which is before parliament has become contentious when the matter is very straight forward. Certainly, ordinary citizens and leaders need protection in the cyber space just as the case in in many other countries. Yes, rights and freedoms are there, but these too go with responsibility. For once, opposition party leaders and their counterparts in the ruling party must one day agree on matters of national importance and not disagreeing on everything. Political parties must thus agree and commit themselves to upholding peace during campaigns and beyond so that Zambia’s democracy can be seen to be growing. The use of youths in violence must come to an end forthwith! On their part, the youth must not fall prey to leaders that enlist them in violent missions while financiers remain safe. Violence has been identified as one of the main causes of political violence. Therefore, politicians must thrash out all stick points now before the campaigns get underway so that there is peace and co-existence. Politicians must engage in politics of substance, disseminating valuable and rich information about their manifestos and how they wish to emancipate the country from economic challenges. Peace must prevail.

OVERNMENT will deal sternly with Oil Marketing Companies (OMCs) that are not abiding by the legal requirement to give local fuel transporters 50 percent of their contracts. Energy Minister Matthew Nkhuwa said Government had implemented the 50 percent policy but that some OMCs were not abiding by the law to give local transporters the required group portion of contracts. He said Government would soon engage the Zambia Revenue Authority to monitor and ensure that OMCs abide by the law.

“We have given them the 50 percent but the problem is with Oil Marketing Companies so very soon we are going to involve ZRA because it is Government’s directive and the marketing companies should abide," he said. This follows threats by local tanker drivers to go on strike if Government does not strictly implement a 50 percent quota policy. Speaking on behalf of other drivers, Mr Billian Manengo, said that despite the pronouncement, foreign transporters were still dominating in bringing fuel into the country. Mr Manengo said that local transporters had the capacity

Ms Ngoma said there was need for the electorate to choose credible and sober leadership that would help in

accelerating economic development in their areas. Speaking when she joined the PF women who were celebrating the International Women’s Day in Matero Constituency yesterday, Ms Ngoma said her central objective was to empower and not give them handouts. Ms Ngoma said the culture of politicians dishing out money was damaging the mindset of citizens as it only creates a dependence syndrome.

She stated that no matter how one is supported financially, if their mindset is not transformed, they are going nowhere. “I know that a lot of aspiring candidates will come and give you money just to solicit for votes, but what you should know is that that money will not take you anywhere. You need to be empowered to be self-reliant and that is my central objective,” Ms Ngoma said.

PARLIAMENT yesterday adjourned sin die after considering a number of bills including the Petroleum Exploration and Production Bill number 10 of 2021 which seek to revise the composition of the Petroleum Technical Committee. The adjournment was in line with Standing Order 33 (1) of the National Assembly of Zambia and this will allow parliamentarians to visit the respective constituencies. During the sitting, Parliament considered 12 other amendment Bills which passed third reading namely, the Citizens Economic Empowerment Amendment Bill number five of 2021, the Control of Goods Amendment Bill number 7 of 2021, the National Heritage Conservation Commission Amendment Bill number 19 of 2021 and the Service Commissions Amendment Bill number 12 of 2021. Mr Kamba, said the embattled MP was frustrated after realising that he would not be adopted this year. In an interview, Mr Kamba said Mr Kaziya had brought shame to the PF for having failed to perform in the constituency and that residents wanted him out. He said Mr Kaziya declared that he was not interested in standing under PF because he had realised that he would not be adopted. Mr Kamba was commenting on Mr Kaziya’s remarks that he was considering standing as an independent candidate in Matero constituency, claiming that he was no longer interested to stand on the PF ticket. “I am not interested in standing on the PF ticket. I am not interested in a marriage between myself and FP, I may go as independent if at all I weigh the situation,” Mr Kaziya was quoted in one of the local newspapers. Mr Kaziya claimed that the ruling party had let him down for failing to deliver development in the constituency. But Mr Kamba said: “He is a rejected product who has lamentably failed to perform in the constituency and he has realised that he will not be adopted again.”

The battle is also over Minister of Tourism and Arts Ronald Chitotela’s failure to consider and determine Chita Lodge and Resorts Limited’s appeal to

him to reverse the committee’s refusal dated December 1, 2020. In his affidavit in support of ex-parte summons for leave to apply for judicial review, the company’s managing director James Chungu said on March 18, 2020 he applied for the concession after duly and properly meeting all the requirements and requisites to qualify for the concession. He said as a result he appealed to Mr. Chitotela as provided by the Zambia Wildlife Act number 14 of

2015 to reverse the WMLC’s decision and further requested that the tendering for the concession be suspended pending the minister’s decision at appeal. He believes the minister is legally obliged to make a decision at appeal before the tender can proceed so that the appeal procedure is exhausted to afford Chita Lodge and Resorts Limited an opportunity to appeal to the High Court in an event Mr. Chitotela’s decision goes against the company.

He said the matter could not be challenged by any other court in Zambia because the Concourt which was the highest court already tackled the matter. “Even some of the lawyers who are saying they want to challenge President Lungu, it looks like they wasted time to be in school because they do not understand the Constitution. Prospects brighter for global economy - OECD LONDON - A leading international agency has upgraded its forecasts for global and British economic growth this year and next. The Organisation for Economic Cooperation and Development said the world economy is likely to expand by 5.6 percent in 2021. The figure for the UK is 5.1 percent followed by 4.7 percent next year. The report does however suggest a risk of lasting costs from the pandemic in some countries, including the UK. The significantly brighter outlook reflects the deployment of effective vaccines. A new report by the African Airlines Associations (and the Economic Commission for Africa (ECA) shows that Kenya has so far lost Sh73.2 billion against Nigeria’s Sh99.4 billion and South Africa’s Sh302 billion. The report notes that many African airlines risk closing down due to liquidity crisis caused by the Covid-19 pandemic which worsened their indebtedness to banks, aircraft lessors and manufacturers, and which has left them

running on survival mode. The airlines are forecast to lose more than Sh600 billion of revenue and drop their overall contribution to GDP by more than Sh2.8 trillion. The issue of President Lungu’s eligibility is a dead issue that was conclusively dealt with by the ConCourt. It ruled that President Lungu is eligible to contest the 2021 elections. As a party, we believe in the rule of law and the doctrine of separation of powers. We as a party in government believe in the principle of the rule of law and the doctrine of separation of powers. We respect the decisions of the courts and the checks and balances that the Judiciary give to the government. This can be demonstrated by our past actions and we

have been consistent when it comes to complying with the decisions of the courts. We recently complied with the court judgment to ensure that all former ministers who served after the dissolution of Parliament pay back the money in line with the judgment of the ConCourt. We are not like other political party leaders who disparage the Judiciary whenever a judgment goes against them. They are on record, trying to mislead the public that President Lungu is not eligible to contest the 2021 elections when the ConCourt already ruled on the matter. Its decision is final and it cannot be challenged in any court in the country. I would like to issue a strong instruction to all PF members to stop issuing any statements against the Judiciary. His failed political associations have been made with subjectivity that he has the monopoly of political alternatives thus he should prevail over the collective wisdom of the majority partners in the previous alliances. If we look critically at his political record so far, it is so poor to an extent that many of his followers have even been despaired and opted to defect to a more sane, and visionary party, the Patriotic Front (PF). Mr Hichilema has moved with seasons and has attempted to rebrand his name with the hope of hoodwinking the unsuspecting political audience. During the 2006 Presidential elections, he proudly called himself “a fresh minded president” and lost without shame and he attempted to use his then young age to manipulate his ascendancy to the highest office; During the 2008 presidential elections, he pompously referred to himself as “man of the moment” but the Zambian people rejected him with the contempt he deserved as he emerged a distant third with insignificant votes mostly from his regional bloc; During the 2011 presidential and parliamentary elections, Mr. Know-it-all nicknamed himself “Zambian Obama” but lost the elections lamentablely to President Michael Sata whom he flagrantly criticised and despised on account of his old age and humble level of education. elections as “Moses Wanomba” but again the reasonable people of Zambia rejected him and opted for Mr. Sata's successor, Edgar Chagwa Lungu. As if it was not enough, with his political pomposity and arrogance, he thought he would be President for the majority being a minority leader and this time attempted to manipulate the unsuspecting political bigwigs from the Northern blok. There came the 2016 General elections, and he nicknamed himself “Aleisa Aleisa” but again for the sixth time, he was rejected by the majority Zambians and instead chose the able and humble leader, the sitting President Lungu who was constitutionally elected. Now, we are in 2021 and the scent of general elections can be smelled, Mr Hichilema, with his mind and heart full of nothing but ego and pride, has again for the last time nicknamed himself “Bally Pamunyoko” and because he has run out of things to tell the people of Zambia, ended up insulting them and this marks the end of his political career. Mr Hichilema's self-centredness and empty pride will forever cost and subsequently end his political career after the August 12 elections. Perhaps the inconsistency in deciding an appropriate nickname explains his inconsistencies on matters of national interest. This is why we are not surprised that he would in the morning from his bedside wake and post on his social media pages asking Government to provide a bus for CBU students. The same day if Government or government officials through their partners mobilise a bus for the students, he somersaults and condemns the answered plea he passionately pleaded for Government to act. ‘Trolley Chinese story,’ humanitarian meaning Dear Editor, THE story about Mr. John Zulu, a Zambian worker aged 28 pushing a Chinese man is still making headlines on social media and other media houses. Undoubtedly, the story has unsettled many Zambians and has been received with mixed feelings. Many are agitated and incited to develop hatred and despondency towards the Chinese. I am compelled to write this article to clarify some misconceptions and misunderstandings surrounding the trending story. I wish to admit the fact that Zambians of late are becoming more sensitive and aware about their human rights. Advocacy and sensitisation are reaching many of our people. Gone are times when human abuse was rampant and cases of human mistreatments going unreported. However, awareness and knowledge about Human Rights is being blown to extreme levels and out of proportion. Overly sensitisations and publicity brings in exaggerations again. While we appreciate the role of whistle blowers, we are now engulfed with alarmists and impulsive people who are in a hurry to report on matters that they do not fully understand. Upon learning about the matter on Social Media, I quickly decided to read chapter 274 of the Laws of Zambia which provides guidelines on employment of young persons and the children in general. I also made references to section 9 and 10 (1) respectively of the Human Rights Commission Act No. 39 of 1996. From these cited legislature's, I noted that the depicted incident of Mr. Zulu pushing a Mr. Lao Yan, aged 62 who was reported not to have been too well physically does not portray any human

abuse at all! Here are the summarised reasons why the scenario does not amount to human abuse; - Mr. Zulu is above 16 years. Under the cited Chapter 274 of the Laws of Zambia, Mr. Lao could have been cited if Mr. Zulu was below 16. - It could have been reported as human abuse if there was no concession. Mr. Zulu is employed by Kaili Investment at Carousel Shopping Centre and was not coerced to push Mr. Lao. He is paid for doing some general duties. The incident is not a usual act but only happened for the reasons disclosed. - Mr. Zulu did not report himself any human abuse and instead he has come out in the open defending the act. He spoke positively of his boss and justified the action attributing it to the condition of Mr. Lao whose leg was not okay. His initial reaction when confronted could be

attributed to timidity and apprehension. - The Chinese depicted in the video being pushed on the trolley is not the original employer to Mr. Zulu. Instead he is a personal acquaintance to Mr. Cheng Kechao, the proprietor. The employer is Mr. Cheng who was reported to have been home at the time the incident was taking place. - Social media propaganda spiced up the story, refueled and rekindled people's anger creating animosity towards the Chinese. While enough lessons are learnt by both employers and the employees, we need to be wary about the detriment of frightening and intimidating foreign nationals. We would not want to make others uncomfortable as they carry out their work in our country. Unknowingly, the situation can jeopardise future investments. At the same time, we wish to remind all employers to treat

their employees with dignity. There is a need to respect our labour laws and ensure that the plights of the workers are taken into consideration. Authorities entrusted with the responsibility to look into the interests of employees from the Ministry of Labour must intensify their approach and measures to ensure that the rights of workers are protected and safeguarded. There is also an urgent need to have trade unions at every place of work to allow employees bring out their grievances and that every workplace must have a nion representative. Let us all work together to improve the wellbeing of others. May we not allow sentimentalism to flourish in our country. HE construction of two lecture theatres with a cumulative sitting capacity of 800 students for the University of Zambia (UNZA) has reached 93 percent completion, UNZA acting head of Communication and marketing, Brenda Bukowa has said. Dr Bukowa said the two lecture theatres were being constructed at the UNZA main campus between the Schools of Mines and Engineering at a total cost of K14, 733, 403. She said in a statement that the construction works were made possible through the Ministry of Higher Education’s Support to Science, Technology and Education (SSTEP) programme funded by the African Development Bank (AfDB).

CCBIBA acting chairperson, Poster Jumbe, said it was imperative for every Zambian to be patriotic and not to derive pleasure in magnifying the economic challenges in the country. He said his organisation was happy that Zambia Congress of Trade Unions (ZCTU) had resolved to set up a committee for debt relief using its international desk in Belgium’s capital Brussels to lobby creditors for Zambia’s debt cancellation. According to Mr Jumbe, the ZCTU’s action was a clear indication of true loyalty and

patriotism. In an interview in Kitwe yesterday, Mr Jumbe said the ZCTU had demonstrated good leadership at a time some people were trying to gain political mileage out of the huge debt Zambia had accrued. He said it was not fair for any other stakeholder to make an issue out of the huge debt because the money was used to put up infrastructure like bridges and roads.

“The debt which some people are talking about has benefited many people including those who want to gain political mileage out of it. It has been used to rehabilitate and construct roads and bridges. Areas which were difficult to access are now accessible,” he said. Mr Jumbe said Zambians, especially politicians, must not rejoice when natural calamities hit the country, but help resolve some of the

challenges. He said it was difficult for people to have trust in a politician who exhibited selfishness and lack of respect for ordinary people. “A politician with a heart for the people will not celebrate when people are going through challenges, but will try to find a solution to the problems so that the challenges people are going through can be mitigated. Fellowship Chairperson, Raddy Lewila, said the trend had the potential to corrupt the morals of citizens especially the young people in society. Bishop Lewila has since welcomed Government’s move to enact the Cyber Security Bill so that many people could be protected from such vices. The Cyber Security Bill on Tuesday went through the third reading and was now awaiting Presidential Assent to become law. Bishop Lewila said it was good that the law was being

introduced because cyber bullying and circulation of pornographic material was a matter of concern that needed to be curtailed as underage children were having access to such materials. “We must first understand that Zambia being a Christian nation, producing and circulating pornographic materials is a serious crime. People that are found circulating such materials whether on social media or elsewhere should be punished in accordance with the law,” he said. Bishop Lewila maintained that the church was not at all happy with what was happening in this area. He warned the perpetrators not to take advantage of innocent citizens who they had been bullying on social media either by blackmailing them or any other reasons. He also called on ZICTA to ensure that it investigates such matters and bring to book the culprits because they knew them through their systems.

Ndola Council empowers youths By SANFROSSA MANYINDA THE Ndola City Council has appealed to various organisations to contribute to youth empowerment by partnering with the local authority. According to the council, this could be done through the sponsorship of students at any of the training centres in the city. The council has since started enrolling students at the Mine Masala Skills Training Centre, which was recently accredited to the Technical Education, Vocational and Entrepreneurship Training Authority (TEVETA). The skills training centre offers training to the youth in order to empower them with skills even when they do not have secondary school qualifications. Council Public Relations Manager Rebecca Mushota said the council offered affordable and easily accessible skills training to residents, especially the youth at its Mushili Skills Training Centre in Mushili, Chifubu Skills Training Centre in Chifubu, Kabushi Training Centre in Kabushi and Mine Masala Skills Training Centre in Mine Masala. She said the enrolment of students entailed that the number of spaces available for young people to access skills training in council training facilities in Ndola has increased. "The training focuses more on practical lessons than theory lessons in order to empower many youths with skills and TEVETA and Council certificates to enable them to set up their own businesses or get employed. "The Mine Masala Skills Training Centre which is enrolling TEVETA accredited courses for the first time this year, is offering one year Tailoring and Food Production courses which will help young young people in the city," she said. Ms Mushota added that the council subsidised the training stating that council also engaged sponsors to take up the fees for the most vulnerable students. THE Patriotic Front (PF) youth wing in Livingstone has advised youths in the country to be more responsible and take up the mantle of leadership as they are the future and foundation of the nation. District Youth Chairman, Eddie Chomba, said that for a very long time now, youths had been left out in many important issues because they had not taken keen interest in issues of the nation. In his message ahead of this year’s Youth Day which falls tomorrow, Mr Chomba stated that youths were the foundation of any nation and therefore, must take their proper place in the scheme of things in the nation. He urged youths not to shy away from youth volunteerism as it was the basis to learn the rudiments of leadership. Mr Chomba said youths should not expect people who were not youths to help them push for their development agenda. He said most youth leaders in political parties were not in fact youths but had held the positions so as to use them for personal gain. “We have so many challenges as young people and of the reasons these challenges are not being addressed is because the people we have chosen to be our leaders are not in our group. “As we celebrate this year’s Youth Day, I want to encourage my fellow youths to reflect on and establish ways and means on how we can take up leadership in our country,” he said. Mr Chomba said the only way youths would effectively participate in the governance of the country was by reclaiming their rightful positions in their political parties.

LACK of empowerment programmes is the reason why some youths in Kazungula district are engaging in the rampant cutting down of trees for charcoal. Headman Nawa Lizazi of Simukombo village said that charcoal burning was the only activity that was taking centre stage in the area. The headman charged that nearly everyone in Simukombo area was

involved in charcoal burning, thereby depleting the forests. He observed that the vice must be discouraged because it was causing deforestation, which had negative consequences ion the environment and weather patterns. He said that if there were empowerment programmes aimed at helping people in villages, charcoal burning would have been minimized. The headman lamented that the forests were being indiscriminately

destroyed by charcoal producers who were unemployed youths with little opportunities to support their families. A villager, Bester Chilombwa, said Government should introduce empowerment programmes in order to mitigate the rampant deforestation. Mr Chilombwa said, just like the way those living in urban areas were being empowered, even those in rural areas should also be considered.

Solwezi Municipal Council Town Clerk, Bornwell Luanga, told the Daily Nation in an interview that the local authority had been given a provisional award for the new valuation roll. He said that the valuation tribunal gave the council a provisional award to enable it prepare new bills for the property rates for both residential and commercial properties. Mr Luanga explained that according to the 2015 valuation roll which expired last year, K34, 997, 759 was being realized from the

property rates but that after the new valuation roll was approved the figure has moved to K78, 227, 607 for 2021. “A number of properties have been captured under the new valuation roll which were not captured previously resulting in an increase in expected revenue collection from property rates,” he said. Mr Luanga said that the local authority was in the process of preparing a supplementary budget following the approval of the new valuation roll, taking into account the projected extra income.

GOVERNMENT has upgraded 12 primary schools into secondary schools in Kalumbila in a quest to take secondary education closer to communities. Kalumbila District Commissioner (DC), Robinson Kalota, in an interview that before the creation of Kalumbila as a district in 2015, the area only had three secondary schools, which made it difficult for children to access secondary education. Mr Kalota said 12 primary schools were selected and had been upgraded into secondary level to enhance access to secondary education. “The good part of it is that the increase in the number of secondary schools has helped to curb teenage pregnancies and early marriages as most young girls are being encouraged to concentrate on their education as secondary schools are now within their localities,” he said. He added that Government would this year upgrade two primary schools to secondary status in Matebo chiefdom to enable more children have access to secondary education. Mr Kalota said this follows a request by Chief Matebo to Government to provide more secondary schools in his area to prevent early marriages. The DC also said Government has built 22 health facilities across the district to improve access to health care services. Previously, he said, the district only had 36 rural health facilities but that the number has gone up to 58 facilities, which had been

Mr Kalota said Government would connect all the four chiefdoms in the district to the national electricity grid. “We have had Government’s come and go but they have never considered giving electricity to our people in the chiefdoms of Matebo, Musele, Mukumbi and Mumena. “But Government is embarking on a project to connect the chiefdoms to national grid,” he said. He said a team of officers from the Rural Electrification Authority (REA) has completed an assessment and a report was done. “So I can assure the people that very soon the listening Government of PF is going to take care of their cries for electricity,” he said.

BRAZIL’S iconic Maracana stadium is to be named in honour of the country's legendary footballer Pele. The move follows a vote by the Rio de Janeiro state legislature to change the venue's name to the Edson Arantes do Nascimento Rei Pele stadium. Edson Arantes do Nascimento is the 80-year-old's full name, while Rei means king in Portuguese. The Rio de Janeiro's state governor must approve the name change before it becomes official. Pele, who won three World Cups as a player for Brazil, scored

his 1, 000th goal at the stadium in 1969 when playing for Santos against Vasco da Gama. The Maracana held the 1950 and 2014 World Cup finals, as well as the opening ceremony of the 2016 Olympics. More than 200, 000 spectators are reported to have been in the stadium to watch Uruguay beat Brazil in the 1950 final, although its capacity is now 78, 838.
