E will take interest in the sale of essential drugs on the black market alleged to have been looted from public health institutions, the Zambia Medicines Regulatory Authority (ZAMRA) has said. Dialysis patients told the Daily Nation that most drugs missing

in hospitals which include dialysis consumables were available on the black market at astronomical prices. ZAMRA Public Relations Officer, Ludovic Mwape, said they would investigate the matter through the task force which has been established to look into pilferage of medicines from public health institutions. UPND’s Mubita Nawa nabbed By KALOBWE BWALYA POLICE in Lusaka have arrested a UPND member, Mubita Nawa, for defamation of the President. Police Deputy Public Relations officer, Danny Mwale, said Nawa, 45, of Lusaka West was picked up in connection with a video which was posted on social media platforms recently. Mr Mwale said Mr Nawa was in Police custody. Meanwhile, EEP president, Chilufya Tayali was still in police custody awaiting court appearance. He was arrested last week for defamation of the President.

T is demeaning to suggest that the Electoral Commission of Zambia (ECZ) would plan to manipulate figures just to favour a certain political party, ECZ chief electoral officer Patrick Nshindano has said. Mr Nshindano said the ECZ presides over the elections of the country, a mandate which all officers take seriously. He was responding to sentiments that ECZ had deliberately registered for voters in strongholds of the ruling party compared to opposition strongholds. Mr Nshindano said that the certified 2021 number of voters stands at 7, 023, 499 and that the final figure was arrived at after inspection, de-duplication and final consolidation conducted by the ECZ. Mr Nshindano said the difference between the provisional and final reg-

ister is 21, 106. He said only 43.2 percent of registered voters were able to verify their details through electronic and physical inspections. He hoped that all those who did not verify their details will not be disenfranchised in any way due to anomalies that may arise as a result of not verifying one’s details. And Mr Nshindano has also announced that 19 presidential aspiring candidates have so far paid their nominations fees to contest the August 12 general polls. He said the Technical Committee tasked to look at modalities of holding the 2021 general election amid the Covid-19 has developed standard operating procedures aimed at guiding stakeholders’ conduct in relation to the Election calendar. Mr Nshindano said the standard operating procedures were shared with political parties on Friday last week and that they have welcomed the procedures.

Kambwili libel delayed again By CHARLES MUSONDA THE State has been granted a last adjournment in a matter former National Democratic Congress (NDC) president Chishimba Kambwili has been found with a case to answer for defamation of the President. Kambwili has been put on his defence for alleging that Lusaka business executive Valden Findlay was allegedly using the Presidential jet to courier narcotic drugs. When the matter came up yesterday for continued defence before Lusaka Magistrate Felix Kaoma, private prosecutor Charles Changano applied for an adjournment on grounds that the

prosecution need to look at certain instructions they have received from their client Peter Chanda, the New Congress Party (NCP) president and complainant in the matter. Mr. Changano, who co-prosecutes the case with State Counsel Emmanuel Bupe Mwansa and lawyer Jonas Zimba, said the prosecutors need to look at the instructions and discuss them with Mr. Chanda. He promised the court that yesterday’s adjournment should be the last one, saying he knows that the case has dragged since 2019. He said this was only the second adjournment the prosecution sought and that

his application for the adjournment was reasonable. In response, one of the defence lawyers, Mr Keith Mweemba did not object to the application for the adjournment but that it had inconvenienced the court and wasted its time and stationery. In his ruling, Mr. Kaoma agreed with Mr. Mweemba that adjournments, especially unnecessary ones should never be entertained. He said since there was no objection from the defence he gave the prosecution the last adjournment and warned that at the next sitting the court shall proceed with the case whether or not they will be ready. He then adjourned the matter to this Friday, May 14, 2021.

OMCs ready to give 50p.c to locals but… By PETER SICHALI OIL Marketing Companies (OMCs) are ready to allocate 50 percent of contracts to local transporters but there is need for incentives that will be attractive to business, OMCAZ president Kafula Mubanga has said. Dr Mubanga said transporters should relook at prices and ensure flexibility of payments. He said in as much as transporters through the Petroleum Transporters Association of Zambia (PTAZ) had agreed to reduce the transportation costs some individual firms have not reduced the prices. "OMCs and PTAZ should dialogue and agree on issues pricing and flexibility in terms of payments," Dr Mubanga said. He said there were cross cutting issues that needed to be addressed by both parties. Dr Mubanga said taking the legal route would not be idea before exploring all other alternatives. "There is need for OMCs and PTAZ to re-engage and address certain matters that have affected smooth compliance with SI 50 of 2021,"

By PETER SICHALI GOVERNMENT should take due diligence before rolling out the Chinese Covid-19 vaccine Sinopharm, says former Resident Doctors Association of Zambia President Isaac Sakala. He said Government should only roll out Sinopharm if there are financial constraints, as the vaccine was cheaper. Dr Sakala said Sinopharm has proved to be ineffective on people above 60 years old, adding that research conducted in other countries has proved that AstraZeneca is more potent. Zambia is currently administering AstraZeneca vaccine countrywide. "If Government wants to roll out Sinopharm based on limited financial resources,

then we support but if there are enough funds then it should consider other vaccines," Dr Sakala said. Dr Sakala said the vaccine has not been widely used and Government should take a cautious approach before rolling Sinopharm out. "If we want to start rolling out Sinopharm we may need a fewer number of doses so that we can independently observe the potency and effectiveness of this vaccine," Dr Sakala said. He said it was important for Government to carryout independent trials before rolling out the Chinese vaccines because no trials had been done in Zambia. "Trials for this vaccine were done in Arab countries and not much in Africa and therefore it may work for us. Therefore due diligence

should be taken before rolling it out," Dr Sakala said. He said resident doctors would support rolling out of Sinopharm strictly and purely due to financial restrictions. Recently, Government said it will consider adding Chinese Sinopharm Covid-19 vaccine to its basket of vaccines to ensure adequate doses for the eligible population in Zambia. This follows World Health Organisation (WHO) approval of the Sinopharm Covid-19 vaccine and added it to the list of vaccines, which is a prerequisite for a potential COVAX roll-out. Health Minister, Jonas Chanda, said Sinopharm is in use in over 100 countries with millions of people vaccinated and it is a safe and efficacious vaccine.

PTAZ has warned that it will not hesitate to seek legal redress from our courts of law against Oil Marketing Companies (OMCs) and Suppliers that have continued to engage foreign transporters despite the enactment of Statutory Instrument number 50 of 2020. Petroleum Transporters Association of Zambia (PTAZ) Spokesperson Benson Tembo has said PTAZ will not watch impunity being exhibited by OMCs and suppliers to continue acting outside the law despite having laws aimed at empowering local transporters. He said the association was aware that some OMCs have even signed local out business with companies who have 100% foreign shareholding. Mr Tembo said it was disappointing that some mining houses in Zambia are using suppliers who are exclusively using foreign owned trucks companies with 100% shareholding.

Doctors caution Govt over Chinese vaccine

President Masisi described President Lungu as a cooperative and good neighbor who is determined to see the lives of Zambians improved through infrastructure development. Dr Masisi said it was due to the cooperation and good leadership of President Lungu that the joint Kazungula Bridge was successfully completed. Speaking during the commissioning ceremony for the Kazungula Bridge , Dr Masisi said completion of the project was as a result of the excellent bilateral relations between his country and Zambia under President Lungu. Both the Zambian government and the IMF have confirmed significant progress was made in detailing the policy reform agenda to restore public finance and debt sustainability, while at the same time securing Zambia’s development objectives, and ensuring social protection for the most vulnerable. Ms Imboela said the merger was from the onset in disarray because it was driven by the selfish ambition for power and not the interest of Zambia. She said in an interview that the pact was a “brought in dead” (BID) because all the political leaders were eying the position of the vice president. “From the onset, it’s a brought in dead alliance and

it does not make sense, all the rebels have been promised the position of vice president, it’s total confusion and will disintegrate very soon,” she said. Ms Imboela said it was on record that the UPND despite being the largest opposition political party had failed to manage any of the alliances with a number of political parties among them the PF, MMD under Felix Mutati, and the NDC because of selfishness and lack of respect for the union. She said Zambians would once again see the levels of selfishness in the UPND when the merger begins to fall apart even before the general elections. “The UPND are a selfish party and they don’t have respect for any alliance that

A DREAM COME TRUE THE multi-million dollar Kazungula Bridge is a project that not only Zambians should be proud of, but the people of Botswana too for bringing to fruition this dream project. It is a game changer not only for international trade but also for the local population. There will be a lot of commercial activities around Kazungula as the border point also includes a modern bridge and One-Stop Border Post facilities. As President Edgar Lungu said, the project was another monumental achievement in his government’s agenda to transform Zambia through infrastructure development. He said the Kazungula Bridge which will be operating up to 22:00 hours daily would contribute towards enhancing the livelihood of the citizens in the region, by among others, facilitating easier access to inter-regional trade. President Lungu also said the Bridge would go a long way in supporting SADC’s regional integration agenda. The euphoria marking its commissioning is justified. President Edgar Lungu with his Botswana counterpart President Mokgweetsi Masisi commissioned the facilities. They were joined by guest of honour, President Felix Tshisekedi of the Democratic Republic of Congo, as well as President of Mozambique Filipe Nyusi and Zimbabwe’s President Emmerson Mnangagwa. Other notable dignitaties present were Vice President of Namibia Dr. Nangolo Mbumba, acting Prime Minister of the Kingdom of Eswatini Themba Masuku and High Commissioner of South Africa to Botswana Rosemary Mashaba among others. It is a project that all Africans should be proud of because of the numerous advantages it provides in promoting connectivity among the African countries. Spanning the Zambezi River, the bridge straddles the North-South trade route, which runs from the Democratic Republic of Congo to the port of Durban. It is an important alternative route to the Beit Bridge on the Zimbabwe and South African border. For now, it means that international truckers can either choose to go through Zimbabwe to the port of Duran or use Botswana through the Kazungula Bridge. It will also offer relief to traders, many of whom have had to use unreliable ferries across the river to reach markets on either side of the Botswana-Zambia border. But all this does not bode well if Zambians do not make full use of the facility by ensuring that there is increased trade not only with the neighbouring countries but other African states. By this, Zambians must ensure that the export market is exploited to the maximum for the country to boost its foreign currency earnings. In the past, people were erroneously told that Zambia was doomed for being a landlocked country. People did not realise that the country’s geographical position was actually a blessing in disguise because it was land-linked to eight countries with which it shares its border thereby providing a ready market for goods and services. This is one project that we implore citizens from the two countries to guard jealously because it is a fruition of their sacrifice and must not be misused. President Tshisekedi who is also chairperson of the African Union urged the two countries to ensure the bridge was not used by unscrupulous people to commit crimes such as human trafficking. Indeed, it would be a betrayal of the countries’ founding fathers who laid the groundwork for this imposing facility.

CHAPTER One Foundation has asked the Constitutional Court to clearly state whether article 263 of the constitution which provides for public officers to declare their assets upon assuming office and after leaving is in conflict with article 261. China’s exports soar as US recovers and India stalls

LONDON - China’s exports unexpectedly surged last month as America’s speedy recovery from the pandemic spurred demand. Stalled factory production in India, as the country struggles with a coronavirus crisis, also helped boost the global market for Chinese goods. China’s exports in dollar terms surged by more than 32 percent from a year earlier to almost $264 billion. In the same month imports grew at the fastest pace in more than a decade, rising by 43 percent from a year ago. Despite ongoing trade tensions with the US and other countries, China’s exports for the month were almost $43bn more than its imports, a more than threefold increase. Economists highlight that the figures are heavily skewed as they are compared to the period a year ago when the country was brought to a virtual standstill by strict lockdown measures. - BBC.

British Airways owner IAG calls for action to restart flights LONDON - British Airways owner IAG has said it is "ready to fly" and has called for government action to restart international travel. Markets Indaba (FMI) in conjunction with Business Weekly and sponsored by Nyaradzo Group. “The sector is viable and profitable, our banks are able to stand extreme stress,” said Mupunga. An overview of the sector, as of March 31, 2021 shows that

local banks were well capitalised with average capital adequacy ratio of 30.04 percent, above the regulatory limit of 12 percent. According to the RBZ, average non-performing loans (NPL) ratio is at 0.36 percent, which is well below the international benchmark of less

Politics must not divide us Dear Editor, I WRITE to appeal to all Zambians as we head towards the August 12 general elections to uphold the highest level of civic engagement even as we disagree on the political front. I have observed with dismay how politicians have been in the forefront to divide voters to their own benefit and rush back to appeal to churches and clergy to preach peace that they have destabilised. Zambians are peaceful in nature but it is sad that politicians have devised a divide and rule political scenario which they are always quick to refute and distance themselves from openly, yet do the opposite in the dark. Listening to President Edgar Lungu appealing to the clergy/bishops to preach peace before, during and after the general elections made me reflect on a lot of issues going on in this nation that President Lungu can put to the end yet not. It shoud not be about preaching peace but about being seen to actually stop anything that can bring altercations among Zambians that can in the end bring friction among us.

The writing is on the wall and does not need any rocket scientist to know what I’m talking about. The same politicians we embrace who are bent on hate speeches against others, tribal commentaries and false accusations are the main culprits that can bring disunity now, during and after the general elections, not Zambians. Zambians will just react when it gets out of hand. So, let the call be directed to the right culprits and not be generalised. Even the clergy/bishops cannot be trusted hundred percent to preside over this peace we are enjoying because most of those engaged so far have already shown their allegiance to some political grouping, meaning they are not partisan. It is therefore my view that this peace we are enjoying should be guarded by every Zambian regardless of his/ her political affiliation and ethnicity. Let everyone continue embracing civil engagement as the campaigns, against, name calling, tribal commentaries, false accusations, etc. WISDOM MUYUNDA, Chingola.

The future is promising in the water sector

Kazungula Bridge: Zambian government first Dear Editor, THE Kazungula Bridge officially opened yesterday. As usual, some sectors of society will try and down play this important milestone in Zambia's infrastructure development goals. The Kazungula Bridge Project was an initiative of the four countries whose borders meet at Kazungula, these being Botswana, Namibia, Zambia and Zimbabwe. But after protracted negotiations Namibia and Zimbabwe opted not to be part of the project and in 2007, the governments of Botswana and Zambia signed an agreement to build the bridge to replace the existing pontoon. The bridge is deliberately curved to avoid the borders of Namibia and Zimbabwe which are close by. Construction of the bridge officially started in 2014. The cost of the $260m project was to be financed by the following; 1. Botswana and Zambia were to finance 9.2 percent of the project or $23, 920, 000 2. Japan International Cooperation Agency were to finance 57.5 percent of the project or $149, 500, 000 3. African Development Fund were to finance 31.5 percent of the project or $81, 900, 000

And the EU-ITF was to finance 1.8 percent of the project or $4, 680, 000. However, just before construction started in 2014, the major financer JICA pulled out of the project after a dispute on the tender for the construction of the bridge. The Zambian government, together with the Botswana government stepped up to the plate and pledged to take up the financial deficit and contribute $86, 710, 000 each. The Zambian government has released US$82.4 m to-

wards the completion of the Kazungula bridge project, as of December 2020 balance on the contract in the sum of US$4.7m remained to be certified and issued to the Zambian government. This was a remarkable achievement by Zambia considering that the deficit that was created by the withdrawal of JICA was never budgeted for and was done at the very last minute of the launch of the programme. So next time someone asks you why Zambia is in debt, simply point at the Kazungu-

The bridge is a marvel but most importantly it will improve the efficiency of transit traffic through the Kazungula border to facilitate and increase trade activities and global competiveness of Zambia and Botswana; improve regional connectivity of the North South Corridor; and contribute to economic regional integration within the SADC region. Dear Editor. THE water sector is another little known yet a very essential sector that inter links different sectors of the economy. Despite Zambia tailoring its own National Water Policy in 1994, until 2011, the water policy remained a redundant document as the prospects of exploiting the water resources remained unattended to. After being elected into government, the Patriotic Front embarked on a journey to integrate and institutionalise the management of the water resources. It was intended to address cross sectoral issues such as land use, irrigation, wetland conservation, and climate change and conflict management. The functions of water management was vested in the Ministry of Energy and Water Development with a Water Development portfolio being at the same stature with other directorates in the Ministry. To bring about specialty in the Water Resource Management, the Ministry of Water Development was established as part of the institutional framework. Its successor is the Ministry of Water Development, Sanitation and Environmental Protection. To strengthen institutional framework, in 2011, the Water Resource Management Authority (WARMA) Act no. 21 of 2011 was enacted and in effect provided for the framework for the management of this essential resource. By 2015, the government had sunk 780 boreholes as an alternative way of harvesting and utilizing the water resources in aiding and stimulating irrigation activ-

ities. The government has also constructed four major dams and water schemes which would provide water for irrigation, aqua culture and household use. This initiative and fulfillment of the water policies will lead to stimulated economic activities. Going forward beyond 2021, the PF intends to continue fulling and consolidating the activities which will enhance the water policies. The government under President Edgar Lungu has shown political will to construct more dams which will promote water harvesting. The PF government will also decentralise the issuance of borehole, water dams and construction licensing of boreholes to local authorities for easy access. The deliberate effort of integrating the local authorities will make the licensing facilities to be accessible to the people. The PF government also intend to introduce a two-tier system of water purification for human consumption as well as utilise the untreated water of agriculture and industrial use. The government intends to facilitate private sector investment in water supply for domestic, agriculture and industrial use. It is therefore necessary that progressive policy framework in the water sector is supported for the sake of stimulation of economic activities. In fact, Zambia has 40 percent of the water quantities in the sub region and should take advantage of this resource it is endowed with. MARVIN CHANDA MBERI, Lusaka.

Kapata decries high deforestation rate By JACKSON MAPAPAYI ZAMBIA is losing about 270,000 hectares per year in deforestation, making it number one in Africa, Lands and Natural Resources Minister Jean Kapata has disclosed. Ms Kapata said that if the situation was not controlled, Zambia was likely to become a desert soon. She also revealed that most natural forest areas had continued being encroached despite numerous warnings. Ms Kapata was speaking when she paid a courtesy call on North-western Province Minister Nathaniel Mubukwanu in Solwezi at the weekend. In response, Mr Mubukwanu said that the province has experienced a lot of charcoal burning as well as timber dealing most of which is being done illegally.

ZEMA Principal Inspector - Climate Change, Lillian Kalenge, said the emissions from the open burning of waste posed a threat to human health and also destroys the ecosystem. Ms Kalenge said that open burning of waste was not allowed and that perpetrators risked being prosecuted. She told the Daily Nation in Livingstone that ZEMA had noticed with concern the increasing number of residents engaging in open burning of waste. And ZEMA Manager Corporate Affairs, Friday Phiri, added that his organisation was committed to controlling and to prevent pollution in order to reduce the effects of climate change. Mr Phiri urged residents to avoid the indiscriminate disposal and burning of hazardous waste such as medical waste as environmental friendly methods should be observed.

OVERNMENT says it will not tolerate any increment on school fees in public schools beyond what has been stipulated in a circular sent to all schools countrywide. FINANCIAL Sector Deepening Zambia (FSDZ) has distributed 44, 000 cell phones to women under a project meant to expand the digital finance and enhance information sharing on the impact of Covid-19. FSDZ is however still scouting for partners to ensure that the project is expanded. The exercise is being conducted in cooperation with the Swedish International Development Development Agency (SIDA) and from the Department for International Development (DFID). FSDZ Chief Executive Officer, Betty Wilkinson, explained that the project was targeting vulnerable women, including the disabled. Ms Wilkinson said this in an interview yesterday on the sidelines of the ongoing media workshop on financial inclusion organisations by FSDZ.

GOVERNMENT has empowerment youths trading from Chisokone market in Kitwe with K2.5 million. Minister of Youth and Sport, Emmanuel Mulenga, said the funds were meant to cushion the impact of the Covid-19 pandemic on the marketeers. Government has set aside about K8 million to empower youths trading from markets on the Copperbelt. The funds will benefit between 7,000 and 15,000 youths from Kasumbalesa to Ndola rural. Mr Mulenga said the PF manifesto spoke to the empowerment of young people, who were mainly found in trading places such as markets.

I HAVE chosen to rally behind President Edgar Lungu in the August 12 general elections because he is the right candidate for Zambia and there is no wind of change, Green Party President Peter Sinkamba has said. He said his support for President Lungu was not based on the fact that the Cannabis Bill had progressed but because the PF candidate was the best among the Presidential candidates. Mr Sinkamba observed that there was no wind of change whether he participated in the election or not as it was obvious that President Lungu would still emerge victorious. The opposition leader said his party would only take part in the election at parliamentary and local government levels where changes would obviously be made. Mr Sinkamba was speaking to the Daily Nation in Kitwe. "We as the Green Party are saying we want to support President Lungu in this election because we have weighed the situation and have noticed that there is not wind of

change at all. "All pointers are pointing at him and it will be pointless for people to try and be on the ballot when they have also noticed that there is no wind of change," he said. Mr Sinkamba said it was only appropriate that his party rallied behind the PF because the two parties had been working together on many developmental programmes. He said the two parties would continue working on the programmes that were aimed at developing the country and citizens. Mr Sinkamba assured the ruling party that he would offer full support to the President until he retains the seat on August 12. He added that it was pointless for other political parties to continue fighting for space on the ballot when they had already seen the signs that they would terribly lose.

Ms Mwaya said Zambians were only interested in development and not witnessing incidences of people attacking each other and finger pointing. The councillor was speaking in Kitwe. She said those that felt were more popular than the Patriotic Front (P) should prove that by explaining their developmental agendas to the masses. Ms Mwaya, who is also PF Kitwe Mayoral aspirant, told the Daily Nation that it was disturbing for some people to be accusing the ruling party of having failed to deliver without explaining how. “Let them sell their ideas because what they are looking for is to be given the mandate to rule

by the electorates who want to see development. “Let them explain how they intend to develop the country if they know that they can deliver better than the PF instead of calling us failures without pointing out where they feel we have failed,” she said. Ms Mwaya said matters of development worked with visible evidence and not just word of mouth and assumptions. Zambians, she said, were not blind to judge for themselves whether the Government in power had failed to deliver or not. She said the only thing the critics needed to do was to focus on their own developmental agendas and allow the citizens to judge for themselves. “Let them also explain to the people what and how they are willing to make the change in areas they feel we have failed Zambians because only solutions are needed, not blame games,” Ms Mwaya said.

WHAT THE COPPER BOOM IS ‘BELLWETHERING’ ABOUT THE GLOBAL PULSE AND ZAMBIA

OCTOR Copper is at it again, making immense headlines and is the most spoken about topic recently exceeding pandemic effects and climate change. They say copper is a bellwether for economic pulse for the globe and exporting nations. As a commodity traded on the London Metal Exchange - LME, the red metal is used in the manufacture of electric wires for power transmission, bullets, earthing material and other construction-related material. The price of copper exceeded US$10, 000/MT on the LME and this has sparked excitement and hype in producing nations such as Chile, Venezuela, Zambia, Democratic Republic of Congo, China and parts of Australia. Trafigura, the world’s largest commodity trader has forecast that the red metal will exceed $15, 000-$20, 000/ MT in the next decade so have other players such as Barclays and Citigroup. given their forecasts. As opposed to pondering what is driving this super rally traditionally, I choose to rethink and ask as to “what is a copper boom signalling to the world and Zambia as a whole?” Much as we celebrate market prices of assets such as metals, in this case copper, we need to focus on one silent feature ignored by many, “what the price rally is communicating to market players.” Had it not been for the Covid-19 pandemic, climate change would have been the world’s top risk. There has been much discussions around having a sustainable global environment through saving the planet from a deterioration in its natural capital. Due to industrialisation, the environment has suffered assault from effluent from factories, carbon dioxide emissions from exhaust gases, mining pollution in rivers leading to abnormal weed growth, deforestation due to

felling of trees and mining investments that do not take into account replenishment and above all usage of carbon fuels such as petrol and diesel. It is vivid that climate change has dented weather patterns causing erratic rainfall leading to ebbing dam levels which in turn has adversely impacted power generation for hydro dependent jurisdictions. Agriculture is another faculty that has accelerated climate change effects through land clearing for crops but without intelligent ways of planting back trees. It is for this reason that the world has signed binding agreements such as the Paris Climate Change Agreement in 2016 which has also seen the United Nations Sustainable Development Goals - SDGs (2030) culminating in 17 individual goals towards sustainability. Climate change and the Covid-19 pandemic have a dotted relationship in that there are two risks competing for the same budget basket and as such because the latter threatened lives, fiscal allocations have been pointed more towards healthcare and this has slowed the climate change efforts. So then how are these top global risks driving a copper rally? GLOBAL DECARBONISATION EFFECTS DRIVING AN LITHIUM-POWERED ELECTRIC CAR ERA With more realisation that fossil fuel-led cars are fuelling global problems, innovation has found a home in designing electric cars that will be powered with nickel and lithium batteries, an initiative already rolled out in bulk by Tesla. But for these cars to transmit charge, copper will be very key as a component of each vehicle. What is just explained here is the world’s steps towards de-carbonisation as such carbon emissions will significantly reduce climate change effects. Overnight, these efforts have seen demand for copper, cobalt, nickel, lithium and manganese soar to the extent that car producers have appetite to buy these metals in the forward market. Jurisdictions such as the Copperbelt of Africa (Zambia and DR Congo) are well poised to tap into the opportunity curve. INCREASED RENEWABLE ENERGY INVESTMENTS The world has a deliberate

However for political and environmental reasons it can be argued that the world still contemplates on nuclear and coal powered plants which could be harmful to the ecosystem. Power generation in Africa has been tied to the availability of the underlying resources needed to generate it as such Zambia can boast of coal fired through Maamba Collieries supported by rich coal endowment while South Africa can contemplate generating power from uranium for similar reasons. Whichever way this can be viewed, demand for copper cables still remains a unifying factor as greater appetite for power generation correlates with that for transmission irrespective of the power sources. If we watch this space, the capital markets will re-align through guidelines to account for green finance methods of capital raising which the Securities and Exchange Commission (SEC) have made strides around. The world’s green efforts could just be the missing piece in deepening liquidity of Zambia’s capital markets. This will also accord an opportunity for deeper pools, sensitive to sustainability, to be tapped in channeling capital to green and renewable projects. This will “ring fence” (hedge) these funds as proceeds of bond issuances will be accounted for through specific projects especially at a time when the Southern African nations credit lines have narrowed steeply on account of its default rating. FASTER AND STRONGER VACCINE ROLLOUTS BUT INDIA’S SPIKE COULD STILL AFFECT ACCESS As a bellwether for global pulse, it is clear that the coronavirus effects caused the greatest supply chain disruptions which exposed how integrated and over dependent on global trade nations were and still are. Besides trade relationships, lock-downs were the biggest disruptors of business activity especially in key consumers of base metals such as China which consumes 43 percent of the world’s refined copper. Global lockdowns are the drivers of the sharp constriction in the red metal market seen in March 2020 when the LME price shrivelled to 4, 340/MT. However with the successfully medicinal breakthroughs seen in the vaccine world with the production of

Johnson and Johnson, AstraZeneca, BioNtech and Pfizer, the market has seen an avalanche of hope for economic recovery. It is for this reason that whenever news of vaccine rollout efforts step up, the stock markets and business confidence roars in positivity. China has successfully flushed out effects of Covid-19 evidenced by positive private sector sector pulses measured by Market Economics Purchasing Managers Index (PMI) with industrial productivity at 10 year highs. Its direct competitor the United States and the Eurozone, have seen strong growth too with more lockdowns lifted and vaccine rollouts efforts accelerated. Sadly some emerging market nations such as India continue to face rising pandemic cases and this is a source of concern for the world as it has implications on vaccine distribution on the back of India being the largest producer. Africa could soon start bearing the brunt of India’s reduction in exports of the vaccine to address its internal hurdles. Notwithstanding that patent sales remain a big issue for vaccine producers to allow the world to start producing the inoculating medicines, an area that was discussed at the virtual World Bank spring meetings in April. INFRASTRUCTURE BOOM IN THE US Copper is also signalling what is to come with the recent election outcome in the United States. Joe Biden has a multi trillion infrastructure project rollout that will demand copper to execute successfully. ERRATIC STRIKES IN CHILE Strikes are also price spike spots as they weigh the supply side of copper. Recently porters in Chile staged a strike over pension requirements which was supported by the mining unions and as such any disruption in the world’s largest red metal hotspot shows evidently in the pricing. STRATEGIC REPOSITIONING FOR ZAMBIA TO TAP INTO THE PRICE CURVE EFFECTIVELY Not to defuse the hype for Zambia but for the benefits to trickle down to citizens effectively, the nation will need more than a widened tax revenue base. A higher copper price by

default means more in tax proceeds for the authorities which will help absorb debt obligations which in turn will address narrowing of fiscal deficits. One would argue that for maximum benefits, mining ownership will be a key factor for the copper producer a topic which Zambia has been on the receiving end of a hard bargain for over 25 years due to privatisation mistakes. With the recent effects to shore up ownership in the two largest mines, Mopani and Konkola copper mines, greater investment in these vehicles is required urgently if productivity is to be ramped to levels that will cause Zambia tangible fortunes, let alone the copper price rally is signalling the need to expedite the equity partner efforts. This is a wave that cannot be ignored, the gravity of which could see Zambia build a solid sovereign wealth fund overnight, an aspect that had fallen through the cracks years ago. Just like biblically, years of plenty need wisdom to store resources for future years of lack. It is very encouraging to note that the likes of Rio-Tinto have commenced exploration investment in Zambia for fresh mines in the Solwezi area which if successful will add to the production inventory just in time for the increasing price wave. However, the successful symbiosis in the mining sector will only be achieved if the three faculties that the mines have flagged can be addressed namely: stability in valued added tax refund structure, stability in mining policy and above all the double taxation – “non tax deductibility” of mineral royalty taxes are addressed. These if addressed have the effects of increasing propensi-

ty for exploration investment. Those that invested in the last decade are the ones benefitting from current red - metal prices. Zambia nonetheless has two game changing projects worth speaking about namely the Lubambe and Kansanshi S2 projects. Other opportunity areas copper is signalling are the value addition chain and the downstream business which leverage if the copper mines when production is high. Zambia’s smelting capacity is second to none in the region and as such DRC could cause an influx of its concentrates into Zambia for processing. In the labyrinth of talks with the Washington-based lender, the IMF for bailout, a precursor for successful debt restructure, Zambia is well poised for strong economic recovery on condition that it doubles its efforts in using the mining sector as long hanging fruit to increase its earnings capacity. Effects of copper price rally have filtered through the dollar bond yields and spreads but remain weighed by its default rating whose position will change with successful debt restructure, when the deal on the cusp is inked. Recently, the copper producer was upgraded a few notches above “CC” to “CCC” by Fitch rating agency on its long term issuer rating on local currency debt while April PMI readings showed private sector activity expansion (>50) for the first time in 26 months at 50.1 as consumer demand creeps back into the economy. “ Mutisunge Zulu is an economist and financial analyst serving as the National Secretary for the Economics Association of Zambia.
