LLOWING foreign drivers to resume delivery of In Transit (IT) vehicles will result in suspension of licences for local clearing companies, Nakonde Clearing Agents Association vice chairperson Mulenga Mutale has said. And clearing gents at the Nakonde Border have protested attempts by authorities to allow Zimbabweans and Tanzanian drivers to deliver transit vehicles from

bonds. Mr Mutale said more clearing companies are likely to have their licences suspended for unretired bonds if foreign drivers are allowed to continue delivering IT vehicles. Mr Mutale said the move would also affect source of income for many unemployed youths who are benefitting through delivering the vehicles entering the country through Nakonde border to various destinations. "If the importers decide to
change the routes it will affect the youths who are benefiting from delivering the vehicles which is against PF manifesto of job creations," he said. Mr Mutale said it was important to empower Zambians by ensuring that any vehicle passing through the country benefit citizens. Meanwhile, Muchinga Province Minister Malozo Sichone will be meeting Immigration authorities and Tanzanian government representatives to discuss the matter.

VICE President Inonge Wina has directed the Ministry of General Education to investigate the death of a pupil from Kabulonga Boys Secondary School who lost his life due to violence by fellow pupils. Ms Wina has also directed the ministry to apply stern measures aimed at addressing bullying and violence, among other vices in schools throughout the country. She has also demanded for a full action-taken report so that Government can begin to deal with such matters from the sources. Ms Wina said parents and

Mr Kasanga said in an interview that Government, now more than ever, needed to commit itself in implementing the austerity measures which were in place to convince the IMF for a financing programme. Zambia is eligible to qualify for up to US$1.3 billion financing from the Fund. The IMF has indicated that it will in the next few weeks be assessing on how it could support Zambia's reform efforts through a possible Fund Programme after Government formally requested for a programme. Reacting to the statement from the IMF, Mr Kasanga expressed cautious optimism that Zambia could get the programme but insisted that depended on Government’s transparency. “This is good news but we need to be very careful. I am cautiously optimistic but the ball is in our hands. “Government needs to come up with a credible domestic

ECZ quizzed over reduced days for inmates voter’s registration By KETRA KALUNGA THE Electoral Commission of Zambia (ECZ) has been challenged to explain to inmates why they have only been given three days in which to register as voters in the 2021 general elections when the rest of the public were given a full month. The Prisons Care and Counselling Association (PRISCCA) said the ECZ should give inmates reasons why it has reduced the days from seven to three so that they do not begin to think that
they are being treated as second class citizens. PRISCCA executive director, Dr Godfrey Malembeka said in an interview that the ECZ should explain to inmates so that they are aware of the reasons why the days given to them to register as voters have suddenly been reduced. “Let ECZ explain why they have moved from seven to three days, let them explain so that inmates also are aware of the reasons, we don't want inmates to begin thinking this is happening because they are treated as second class citizens,” he said.
Dr Malembeka explained that as an ex-inmate he was confident that the ECZ would capture all the inmates in seven days but was not sure whether that would happen in just three days. He has since urged the ECZ to use the three days with maximum effort and sustained commitment in all the provinces. Dr Malembeka said their desire is to ensure that all eligible inmates are given voter’s cards so that they could for the first time exercise their democratic right to vote. He said PRISCCA and other
stakeholders who sat on the technical committee were equally not aware of the reasons why the days have been reduced because ECZ never engaged them when the decision was being made. “As stakeholders, we allowed the first excuse that was given by ECZ that they shall register them in the last seven days, I said it's fine that is okay because I have that experience, it is possible to register 20, 000 inmates or even 21, 000 in seven,” Dr Malembeka said. The three-day voter registration for inmates which started on Wednesday ends today.

Earlier, Mr Lungu paid a courtesy call on the traditional leaders - Chieftainess Muwezwa, Chief Mushingwa, Chief Shezongo, Chief Kaingu, Chief Shimbizhi and a representative from Chief Chilyabufu. President Lungu told the traditional leaders that government was committed to look into the welfare of the traditional leaders. Mr Kambwili said government should pay for ministers who remained in offices under the lawful instructions of the President who acted legally. “The Republican President cannot be sued for any omission, mistake or any decision made during the execution of duty as President as provided for in the constitution and this is where the constitutional court got it wrong because he has immunity to be sued or taken on legally for any decision whether right or wrong, ” Mr Kambwili said. Mr Kambwili said the President directed the ministers to remain in office and that it was wrong to sue them. “Whatever decision is made by the President it is a decision of the state and
when the President made that decision it was the state that made that decision, how can ministers now go and pay the state which made them to work? It does not make sense, it’s ambiguous,” Mr Kambwili said. Mr Kambwili said the constitutional court leaves much to be desired because its ruling on stay of minister after dissolution of parliament had exposed them. “The constitutional court leaves much to be desired because that decision has exposed them and I feel that it was made for political expediency or just aimed at embarrassing the President,” Mr Kambwili said. State’s nod of Local Content Bill cheers manufacturers By KETRA KALUNGA GOVERNMENT has been commended for approving the Local Content Bill for ratification by parliament in its bid to promote inclusive growth and sustainable development through value addition. Cabinet during its 26th meeting approved in principle the introduction of the Local Content Bill in parliament. The enactment of the bill will support the implementation of the local content strategy. Zambia Association of Manufacturers (ZAM) president Ezekiel Sekele said the move to prioritise local content was proof that Government was walking its talk of strengthening the manufacturing sector. Mr Sekele said in an interview that the approval of the bill by the Cabinet would enable the manufacturing sector to contribute not less than 20 percent to the country’s gross domestic product (GDP) in line with the Vision 2030. Mr Sekele said the bill once enacted into law would help the industry to expand and increase its GDP contribution from the current 10 to over 20 percent because by doing so, the government was providing an enabling environment for businesses to perform. “We are very delighted as manufacturers and we commend the government for
walking the talk, for providing policy direction and this would motivate the sector. As manufacturers we are super excited for this comes a few weeks after the manufacturer's week,” Mr Sekele said. He has since urged ZAM members to continue to be resilient, innovative, and creative and to take advantage of the good political will by the government towards the sector. And Mr Sekele has appealed to stakeholders in the industry to take seriously the sustainable development goals (SDGs) which he said support local sourcing. He said companies that had implemented the SDGs prior to the outbreak of the Covid-19 had remained resilient and have been able to bounce back. “Sustainable development is local sourcing, my appeal to the industry is for us to be serious with sustainable development goals, I want to urge everyone to commit themselves to take the SDGs seriously, they are a way of life, a way of living beyond Covid-19,” Mr Sekele said. Other bills approved include the data protection bill 2020 and the electronic communication and transaction bill.

PROMOTE PEACE THE nation needs to learn that political violence is not the answer to the economic ills and other problems being faced. It needs to learn that only when there is peace in the country can there be development and prosperity for all. Politicians must at all times talk and preach peace, and not warn of unleashing “Armageddon” on innocent people. It is incumbent therefore that political parties and their leaders must all the time preach about the virtues of peaceful co-existence among the political rivals. Although we abhor political violence and would wish it to end, we think the country should not adopt draconian laws to disqualify political parties that engage in violence. For now, we think the country’s laws are strong enough to curb political violence. The Partners in Mission Muchinga Province coordinator, Bishop Davies Simwanza says there is need for the country to enact laws to disqualify political parties that engage in violence before it escalates to uncontrollable levels, Bishop Simwanza said it was unfortunate that political violence was slowly becoming part of the culture and that there was need to curtail it through legislation. Bishop Simwanza said it was important to have laws that would automatically disqualify and possibly deregister political parties that are violent. “Political violence is slowly becoming part of our political culture and it will degenerate to uncontrollable levels if not addressed and this can only be stopped by means of legislation,” Bishop Simwanza said. We feel though that the current laws should be able to curtail violence. If anything, it would be ideal if people themselves self-regulated themselves to denounce violence. People themselves should be able to resolve to have nothing to do with political parties that are not contributing anything to build the country’s democracy but only want to promote violence. That is the spirit that we think even President Edgar Lungu has been stressing whenever he has spoken out against political violence. President Lungu for example wants all political leaders, from the country’s largest opposition grouping to the smallest to make and preach peaceful co-existence as their mantra at all times. While on a working visit in Bweengwa, Monze on Wednesday, President Lungu did not mince his words but bluntly told the Patriotic Front (PF) to stop the nonsense of engaging in political violence even if provoked because violence would not help anyone. President Lungu said the PF should not retaliate even if provoked by the United Party for National Development (UPND). As Bishop Simwanza said, it was important for political leaders to be in the forefront of condemning violence because there will be no country to talk about if violence is not controlled. With the country heading to next year’s presidential and general elections, Zambia must maintain her proud record of holding violent-free elections even as the various stake-holders fight for votes Let the campaigns be based on issues and not on planning to maim one’s opponents. Those who choose violence will only have themselves to blame when the law catches up with them.

Mr Tonga said the 3LM was by talking to other opposition parties including writing to UPND president Hakainde Hichilema with a view of forming an alliance but it was up to individual parties to buy into the idea. “In a quest to unify the opposition, I have advocated for unity on various media platforms, meeting nearly all the opposition political party leaders and also wrote to Mr. Hichilema of the United Party for National Development,” he said.
PeP says ConCourt ruling unfair to ministers By SILUMESI MALUMO
WE strongly believe that the judgement by the Constitutional Court on individual ex-ministers is unfair as they did not remain in office by themselves, but were compelled to do so by their appointing authority, Patriot for Economic Progress (PEP) president Sean Tembo has said. Mr Tembo said they agreed and supported the judgement of the court as it ensured that the rule of law was upheld regardless of who the transgressors were, but ex-minister were unfairly treated because they were ordered to work after dissolution of Parliament. He said in an interview yesterday, the individual ex-ministers themselves were not culpable of any wrongdoing and it was a
violation for the court to seek to punish individuals who were not guilty of any wrongdoing. Mr Tembo said punishment should only be given to those that had done something wrong. “Our view is that the Constitutional Court was in order when it held that the ministers had illegally stayed in office, however the court misdirected itself when it held that ordering the said ministers to repay the emoluments that they earned while in office will remedy the transgression of their illegal stay. “The court should not have adopted a shallow perspective on the matter by holding that the ministers where illegally in office at their own instance. Ministers are employees of Government. That is the reason why the government is responsible for paying their
remunerations. In this case, the President as head of Government explicitly instructed the ministers to stay in office. In other words, the employer instructed its employees to stay in office. Therefore, even if it were to be determined at a later time, as it was in this case, that the employer’s instruction to the employees was in conflict with another written law and therefore illegal, such illegality would have been committed by the employer,” he said. Mr Tembo said the employees were mere innocent third parties in the entire equation and should not be punished for the transgressions of the employer. He said that the ministers should consider filling an application to the Constitutional Court for it to review its own ruling in this matter as the ruling was neither just nor equitable.

Law needed to ban violent parties By PETER SICHALI THERE is need for the country to enact laws to disqualify political parties that engage in violence before it escalates to uncontrollable levels, Partners in Mission Muchinga Province coordinator Davies Simwanza has said. Bishop Simwanza said it was unfortunate that political violence was slowly becoming part of the culture and that there was need to curtail it through legislation. Bishop Simwanza said it was importnt to have laws that would automatically disqualify and possibly deregister political parties that are violent. "Political violence is slowly becoming part of our political culture and it will degenerate to uncontrollable levels if not addressed and this can only be stopped by means of legislation," Bishop Simwanza said. And Bishop Simwanza has challenged United Party for National Development (UPND) president Hakainde Hichilema to emulate President Edgar Lungu and condemn political violence perpetrated by his supporters. Bishop Simwanza said it was important for political leaders to be in the forefront of condemning violence because there will be no country to talk about if violence is not controlled. "We wish to challenge UPND president Mr Hakainde Hichilema to emulate President Lungu who is on record of condemning violence on several occasions," Bishop Simwanza said. He said it was important for Zambians to guard the peace the country had been enjoying over the years. Bishop Simwanza said politics should be about competition of ideologies and should not result in deaths or people being hurt. "There is no need for anyone to lose lives just for someone to get to a political office," Bishop Simwanza said.

He called on the general public who are voters not to vote for individuals who would divide the country by being tribal and only supporting a particular tribal group. “People should be careful when it comes to voting as some individuals have been practicing tribalism before they are voted into office. I wonder how they could be once voted into office. I can only urge people to end tribalism by voting for a leader who does not select but is President for all Zambians regardless of tribe, religion or gender,“ he said. Mr Mukondo noted that the PF has continued growing at an astronomical speed at the Ward level or in all perceived opposition strongholds, such as North-Western and Western provinces. 52 Ngombe residents sue over Forest 28 demolitions By GRACE CHAILE-LESOETSA SEVEN years after their structures on Forest Reserve no.28 were demolished, 52 N'gombe residents have sued a Lusaka businessman, Mr David Nkonde and two others in the Lusaka High Court claiming K92 million as compensation . Mr Lastone Kunda and 51 others have cited Mr Nkonde, Super Star Forwarders Limited and the Commissioner of Lands as defendants in the matter seeking an order of injunction restraining the the defendants, their agents and servants from trespassing or carrying activities on the said piece of land. They want a declaration that they were rightfully offered the land. The 52 are seeking an order of compensation arising from the illegal demolition of structures and loss of building materials amounting to K92, 020, 000. They want an order directing the Commissioner of Lands for cancellation of certificate of title no.203069 given fraudulently to Super Star Forwarders Limited. They also want consequential expenses, interest on any monies the court will order as
compensation. In their statement of claim, the 52 said they were owners of plot LUS 36921 known as N'gombe displaced which was part of a Presidential Decree order land given to them by late President Levy Mwanawasa. They stated that Mr Nkonde is a businessman and a director at Super Star Forwarders Limited who is claiming to have been offered a Presidential Decree land by the Commissioner of Lands, while the company claims to have bought the presidential decree land from him (Mr Nkonde). Mr Kunda said he and others were part of the N'gombe displaced who were given land by President Mwanawasa through the Catholic Church and Ministry of Lands. They said in 2013, Mr Nkonde acted with unknown persons and demolished their houses which were at different levels from foundation to roof levels except two fully completed houses ready for occupation which are on site. The 52 said apart from the structures being demolished, they also lost their building materials such as sand, building blocks, pockets of cement, plants, roofing sheets and nails.

GOVERNMENT Extractive Industries Transparency Initiative (EITI) will continue to produce reports to promote transparency and accountability in the mining sector. Minister of Mines and Mineral Development Richard Musukwa said this would keep the public informed of all tax payments made by extractive companies to the government and revenue received by from the extractive companies. During the 2019 EITI report launch, Mr Musukwa said the report included information on the structure of the extractive sector in the country, the applicable legal regulatory framework, in addition to the information on how much was paid by companies and received by Government respectively. “Furthermore, the EITI reports also show information on payments by mining companies to the local councils and the corporate social responsibility payments by mining companies in the communities they operate. The Mines and Minerals Development policy underscores the importance the government attaches to the mining sector. This commitment can only be complete if the country benefits from the natural resources through prudent management of the sector. “That is why as Government, we are happy with the work that you the extractive industries transparency initiative (EITI) are doing in ensuring that proceeds from the mining sector are accounted for in a transparent manner,” Mr Musukwa said. The minister also said “I am pleased to mention that the Zambia EITI council is working on many reform-focused activities such as mainstreaming of the EITI implementation, contract transparency, and beneficial ownership disclosure among others. He said mainstreaming the implementation of the EITI in Zambia would ensure that information about the mining sector in Zambia was available timely on various Government and company online platforms. Mr Musukwa said this would enhance the availability of information to the public without waiting for the EITI report to be produced and printed at the end of each year.

ABOUT K2.1 million has been invested by Musika in a feed processing plant in Monze which will enhance rural productivity and stimulate growth in the livestock sector. The factory is being setup by the Zambia Economic Nutrition Initiative through Hope (ZENITH) supported by Musika. This intervention would help to contribute to national development and improve the livelihood of local communities, MUSIKA Managing Director, Reuben Banda, said in an interview. Mr Banda noted that with the coming up of the feed processing plant, the smallholder farmers would have the opportunity to invest in cowpea production which was cost effective and ultimately increasing their yields. “When they increase their yields you are going to see increased income and with increased income you are going to see that livelihood of the small scale farmers is going to improve, while ZENITH will be increasing on their profitability,” he said. Mr Banda explained that the role of Musika was to stimulate private sector investments that would in turn support smallholder farmers, thereby increasing job opportunities and improving the livelihood of the community. “We are doing cost sharing mechanism and all our investments that we give in the private sector is not a donation it is based on the cost sharing mechanism…. they will invest something and we also do the same so that we create that ownership from the world go,” he said. ZENITH Chief Executive Officer, Gilbert Vlahakis, said the factory would not only increase livestock productivity in Southern province but also encourage crop
diversification as farmers would be able to grow various crops such as cowpea, soya and sunflower, among others. Mr Vlahakis said the establishment of the processing plant would create value addition to the products being produced within the farming community. “We will incorporate all the commodities ranging from sunflower, sorghum, cowpeas into the processing plant. When we buy commodities from the farmers, we shall not be adding on any cost to it thereby lowering the cost of feed and hopefully lowering the price of the bird and goat,” he said.

Meanwhile, Mr Chiyuka appealed to the government to consider constructing the Lufwanyama- Kasempa road which he described as an economic road. He said the road would make the movement of goods and services to north western districts smooth if constructed.

THE Chingola Municipal Council is investigating the matter in which a Grade 9 pupil at Chabanyama Combined School died during an eating competition on December 4. Police confirmed that the 16 year old Happy Kaishala, died from suspected food choking during a Scripture Union group eating competition for a Grade 9 farewell party at the school. The victim of Chiwempala Site and Service was rushed to Chawama clinic where medical personnel certified her dead. Chingola Mayor Titus Tembo told the Daily Nation that the local authority was investigating to establish what really happened. “We are disappointed with the organisers of the competition because they neither came to the council to get a permit nor take precautionary measures during the event,” he said. Mr Tembo said that the council would have given proper advice to the organisers, depending on the type of event they were having had they visited the council for a permit. He said the local authority suspected negligence in the matter because there were no first aiders at the event, who may have helped with the situation. The mayor said that sanctions would be placed on the organisers should they be found wanting at the end of the investigation. He called on all residents to follow the right procedure when coming up with events especially those that involved children.

From my experience, I have come to learn the fact that there are very few genuine activists and civil society organisations in Zambia. Most of these people use these organisations as a means of fundraising or survival. They also use these platforms as surrogates for their political sponsors. In fact, most of the socalled activists and civil society organisations only pursue activities that attract donor fund-

USAKA as the country’s capital city is dirty. The town does not deserve to be the capital city under normal circumstances. There are uncollected heaps of garbage in Lusaka's Central Business District (CBD) which pose great danger to the outbreak of waterborne diseases such as cholera and dysentery, among others. This is very unacceptable. If you take a walk on any street within town, you will see uncollected heaps of garbage. Truth be told; there are uncollected heaps of garbage on the major roads within the city. We are in the rainy season and the chances of the waterborne diseases breaking out are very high. Hence, the need to take precautionary measures to avert the problem which seems to be getting out of hands. The uncollected heaps of garbage make our environment dirty thereby kill-
ing the purpose of keeping Lusaka clean, green and healthy. However, the accumulation of garbage in the capital city can be attributed to two factors; the indiscriminate disposal of garbage by the street vendors and lack of routine collection of garbage by those tasked to collect garbage. Think of the scenario where garbage remains uncollected for a long period of time. The dire consequence is that there will be so much garbage ac-
cumulating. Moving forward; I am of the view that some garbage bins must be placed at the strategic points of the roads within town where people can discard them. In another vein, I earnestly appeal to the local authority, the Lusaka City Council to up their game in the collection of garbage. Not only collecting garbage but collecting it on a routine basis. Barely a few years ago, cholera broke out in Lusaka and many lives were lost as
a consequence. If this is not bad enough, the Government through the Ministry of Health spent colossal sums of money to the tune of K162 million to bring cholera under control. This money could have been channeled to other sectors of the economy. All said and done, the uncollected heaps of garbage in Lusaka's CBD is a recipe for outbreak of diseases such as cholera and the lasting solution must be found. ELEMIYA

HE 4th of December 2020 marked an extraordinary milestone for Zambia’s oldest surviving transport company (both by company and by owner) – Petand Mechanics and Transport Limited celebrated 50 years of existence. In honour of this special occasion, a celebration was held on Saturday 5th December 2020 at the newly-renovated Zoran Café in Lusaka, with the Honourable Minister of Finance Dr Bwalya Ngandu as guest of honour. At the event, Mr Zeravica’s son and Managing Director of Petand, Daniel Zeravica, speaking on behalf of himself and his siblings, congratulated their father on his remarkable achievements and dedication towards achieving his goals. “Not only have you made it this far, but both you and your company are stronger than ever and we are all very proud of you,” he said. Speaking to a guest list of 100 people, which was unfortunately limited due to the current COVID-19 situation, his son also shared a brief history of Mr Zeravica’s journey towards this milestone achievement, saying that while the official story of Petand starts on the 4th of December 1970, the seeds for its success were planted 78 years ago on August 21st, 1942 in Ježević - a tiny village in the rocky mountains of Croatia. This is where a baby boy was born during summertime and the middle of the Second World War. This boy, Petar Zeravica, lived with his parents, two sisters, seven brothers, and other extended family, in conditions of hardship and at times great poverty. Growing up, as the oldest boy in the family, he was responsible for ploughing the fields and helping his grandfather take care of the flock of 30 sheep on which the family depended for survival. But back then, as he sat in the pasture watching over the livestock or working the fields, he dreamed a bigger dream of someday getting his hands on a car. Perhaps even then, he knew deep down that entering the world of transport was going to change his life. Wanting to leave the difficult village life behind him, in 1960 at the age of 18, he left Ježević to look for work in Belgrade, the capital city of what was then Yugoslavia. With little more to lean on than his own courage and resourcefulness, he

eventually studied to become a road asphalter and very quickly afterwards found a job with Partizanski Put, a major road contractor at the time. He stayed in Belgrade for five years, working for Partizanski Put locally, before he was selected to be part of their first team to work in Zambia. Little did he know that this young country - not more than one and half years old at the time that he set foot on its soil for the first time - would capture his heart and that this new chapter in his life would be the start of a life-long love affair with Zambia and its people. On arrival in what was then a foreign land, he was given the job of truck driver for a few months before his hard work and discipline were recognised and he was promoted to transport manager. During this time, as he got to know Zambia better and recognise its potential, his ambitions grew and he worked tirelessly to save enough money to start his own business. After three years, he had saved enough to make the leap. In 1970, he bought a second-hand Fiat truck – half of which he paid with his savings, and the other half with a loan.

His first job was working under Energo Project, transporting sand for the construction of the Kafue Gorge. At some point thereafter, his late friend Andrija Vidmar was looking for a job and Mr Zeravica offered him the opportunity to become his partner. On 4th December 1970, their company was registered as Petand Mechanics and Transport Ltd. The name Petand comprising the first three letters of each of their names - Pet from Petar and And from Andrija. They worked together as partners for a few months, until Andrija decided to go into farming and Mr Zeravica took over the company completely. Once he was on his own, he em-
ployed his first Zambian driver, the late Gondowe, and together they drove the second-hand Fiat truck for three years. The truck had two beds in the back, so they worked in shifts, keeping the truck on the road 24 hours a day. In this way, they managed to make 60 trips in five months. During this time, the bulk of the work was for ZECCO, who were building the airport in Mbala, so they transported construction materials for their projects. After the airport was complete, the next project was Dr Kaunda’s house in Chinsali, and thereafter the house for the late Vice President Simon Kapwepwe. They worked with ZECCO for two years, and with continued hard work and disciplined saving, Mr Zeravica managed to buy his second truck. For the next 20 years, the wheels kept turning as Petand delivered various agricultural products across the country for customers such as the former NAMBORD,
Celebrating the 50th birthday of my company is a dream come true for me and it means a great deal to me that I was able to celebrate this milestone with my family and friends. I would first like to thank my son Daniel and Petand Finance and Administration Director Tijana Karaleić for organising the event and the many wonderful surprises that unfolded during the day, and my daughter Katarina for putting my story into words. I would also like to thank my daughters in Croatia and Australia for their encouragement and contributions to the event. Even though they were not able to be physically present, they were with us in spirit. I am very grateful to everyone who came out to Zoran Café

During this time, Mr Zeravica and his family decided to apply for Zambian citizenship, fulfilling another dream by becoming fully-fledged Zambians. “My children were born in Zambia, in UTH and Maina Soko Hospital,” Mr Zeravica says proudly. The long years Mr Zeravica invested in both his company and in Zambia have meant that he has transported almost every type of good to almost every corner of the country and of course, he has many stories to tell of the challenges and adventures he had to face in order to keep moving and growing, despite working in one of the most

challenging industries in Zambia. One such story is the time he was contracted by the Zambian government to transport fertiliser from Mozambique to Lusaka. This was during the Rhodesian Bush war that raged until 1979, where the military colours of the Mozambique army were the same grey colour as the Petand brand. Not realizing this, the Petand truck headed into Mozambique to pick up the fertiliser, only to be mistaken for a Mozambican military vehicle and attacked by the Rhodesian army. Sadly, both the driver and the lorry-mate were killed and the truck set on fire. Another story is the time two of his drivers from neighbouring Zimbabwe devised a plan to steal two of his trucks, which at that time was half of the fleet that he had been working hard to build. At that time, Petand was transporting building materials for ZECCO and Partizanski Put, including to the North-Western Province. During one of those trips, the Petand drivers arranged with thieves at the Congo border to steal the trucks and drive them into Congo. They got away with it, with one of the stolen trucks being the first brand new truck Mr Zeravica had bought. When he tells this story, Mr Zeravica says he almost gave up on the business and closed the company, but in the end he found the strength to keep going. His advice to young transporters and other entrepreneurs is to keep persevering and never give up even when times get hard. While these are the more dramatic stories of his journey, the smaller day-to-day battles not just to keep the company going, but to keep it at the highest standard possible are what have defined the good name of the company, which is now recognised throughout the country as a standard-bearer for professionalism, honesty and efficiency. On this note Mr Zeravica emphasised that he could not have achieved this success without the hard work of his employees. Finding and keeping good staff remains one of the biggest challenges in the transport industry in Zambia, but from the very beginning, he has made it a priority to ensure that all his employees are paid well above the minimum wage, that their working conditions are humane and fair, that their working environment is clean and respectable, that they have everything they need to

Five years ago, the Breweries were bought by new owners ABInBev and Mr Zeravica is very proud that 24 years later, after a working relationship that has lasted for almost half of Petand’s life, their partnership with the Breweries is stronger than ever.

Today, as Petand celebrates 50 years of existence, it is with a fleet of 42 Mercedes Benz trucks, a 10,000 square meter garage and 140 Zambian employees. Speaking during the celebration, the Honorable Minister of Finance, Dr Bwalya Ngandu, noted that studies show that 21.5% of businesses fail within the first year of their existence, 30% within the second year, 50% within the fifth year and by the tenth year, 70% of businesses would have failed. Dr Ngandu went on to stress that the number of businesses that survive up to 50 years is extremely small, making Petand a member of an exclusive club of survivors. In his words, this is truly a remarkable feat. When asked what the secret to his success has been and what advice he would give to up-andcoming business men and women, Mr Zeravica stressed that no one makes it on their own and that we do not need to see the defeat of others as a victory for ourselves. “When I see any truck that has had an accident on the road, I cannot help but feel bad for the situation, even if it’s not my truck,” he says. “I don’t wish anyone else to fail in life so that I can succeed, and so throughout my journey I have helped and supported whomever I could, whenever I could and so when the time came that I needed some help, others were there to support me.” Another piece of advice he offered to the young entrepreneurs of today, is to keep in mind that lasting success means letting go of any ideas of getting rich overnight. Investing in a business for the longterm means being patient and continually putting money back into the company to keep it improving and growing. This is the only way to ensure that growth is sustainable and that the company has the best chance to survive long into the future. Finally, Mr Zeravica stresses that there is no substitute for hard work and discipline. Having been referred to as a man of action by his peers, Mr Zeravica says that for him, getting things done is what life is about. Setting goals and taking actions to see them to completion. This is how a company and its people keep growing and prospering. This is how Mr Zeravica and Petand have gotten this far – celebrating 50 years as a Zambian success story for the ages.

ZAMBIA Micro and Small Traders Foundation Cooperative (ZAMAST) has raised concerns over street vending with the onset of the rain season. Southern Province coordinator Frederick Sakala has observed the need for the Livingstone City Council and his members to work together in keeping the streets clean. In an interview with the Daily Nation in Livingstone, Mr Sakala said that his office has written to the Livingstone requesting for permission to clean the streets every two weeks.

Mr Sakala said, in doing so, the City’s status of being the cleanest in the country will be maintained. However, he noted that his members will require assistance in terms of materials to successfully conduct the exercise. Mr Sakala said failure to keep the streets clean can lead to outbreaks of diseases which will result many people being affected. “We have written to the Council where we said, we want some help with cleaning materials as vendors so that we can start cleaning the streets every after two weeks,” he said. “As ZAMAST to want to get all vendors on the streets to be involved this exercise and everyone is willing but all we need is a response from the Council then we start,” he said. “Our idea is to keep our streets clean and healthy so that we can keep the City’s status of being the cleanest in the country,” Mr Sakala said.
OME members of the public in Mufumbwe yesterday almost disrupted the ongoing issuance of National Registration Cards and voters cards to inmates at Mufumbwe Correctional Facility. North-Western Province Permanent Secretary Willies Mangimela disclosed that the unruly crowd which thronged the facility were threatening officers who are issuing cards to stop. He however indicated that the
disruption was thwarted by quick action by police officers who dispersed the people. "We had an incident in Mufumbwe were some members of the public wanted to disrupt the ongoing issuance of national registration cards and voters cards to inmates. But they were easily dispersed by police officers," he said. He revealed that the situation is now back to normal and that the exercise is going on smoothly. Asked what the reason was for the people to disrupt the exercise, Mr Mangimela said the unruly members of
the public had no proper reason for their action. He stated that if they had any reason, they should have brought it before his office than resorting to disrupting the exercise. He said they were not happy with the exercise, they should have complained when the court ruling was done by putting up a court injunction. The Permanent Secretary was speaking when he inspected the ongoing issuance of national registration cards and voter’s cards at Solwezi Central Correctional Facility.
East African court suspends 25 percent tax on imported glass bottles NAIROBI - A regional court has suspended Kenya’s decision to impose a 25 percent tax on imported glass bottles. The East African Court of Justice (EACJ) order follows an application in which Tanzania’s Kioo Limited claimed the Kenya government’s decision amounts to discrimination of their products against those manufactured in Kenya. The court said its interim orders bar the Kenya Revenue Authority (KRA) from collecting extra excise duty from the Tanzanian company that manufactures container glass bottles for soft drinks, alcohol and food, pending the hearing and determination of the case. EACJ judges Monica Mugenyi, Audace Ngiye and Charles Nyachae pointed out that their decision does not reverse application of the impugned law, but was a suspension of its application to the company. They said the Kenyan government would suffer less injury in being temporarily restrained from collecting excise duty from Kioo Limited. “It would thus appear that justice lies in the protection of the applicant from expenses that would have an exponential bearing on its business operations yet might not be readily recoverable from KRA, an institution of the respondent,” reads part of the judgement delivered. The judges said the company’s case raises serious issues that pose plausible grounds for granting the interim orders. The judges said the said issues call for a determination of non-discriminatory safeguard measures within the letter and spirit of the Treaty, Customs Union and Common Market protocols. The Kenyan government has imposed the tax through the Business Laws (Amendment) Act 2020, a law that amended the Kenya Excise Duty Act 2015 on the imported glass. DODGY CONTRACTS …US consultancy McKinsey set to repay SAA and Transnet R650m over shady deals

OHANNESBURG Consultancy McKinsey & Co will pay around R650 million back to SAA and Transnet for work it performed alongside Regiments Capital on contracts for the state-owned companies. This is in the wake of investigations by the Judicial Commission of Inquiry into State Capture, according to a statement from the commission. "The Commission recently initiated discussions with
McKinsey and is now pleased to announce that McKinsey has undertaken to repay all of the fees paid to it for work performed on the Transnet and SAA contracts alongside Regiments. “The amount covered by McKinsey's undertaking has not yet been fixed with Transnet and SAA, but is likely to be around R650 million," the commission said. The statement added that McKinsey had assisted with the investigations and had been transparent.
This is the latest confirmation of fees earned for dodgy contracts issued during the state capture era. In 2018, KPMG confirmed it had been paid R23 million by the SA revenue service for its work on the so-called "rogue unit" report, which has since been discredited. Bain, meanwhile, admitted that its work at SARS had not delivered "sustainable, positive results." It pledged to set aside some R164 million it earned, plus interest, for the benefit of SA.

PARLEY UPROAR …DR Congo crisis deepens after fresh clashes in parliament

INSHASA - A spiralling political crisis in DR Congo saw more clashes on Tuesday in the country's trashed parliament, after which MPs supporting President Felix Tshisekedi moved to oust the majority party loyal to his predecessor Joseph Kabila. At least three people were hurt in the second day of clashes as rival groups, including lawmakers, brawled and hurled objects before police were deployed to restore order, AFP reporters saw. Tensions had been building for months over a fragile coalition government between Tshisekedi, who took over last year after nearly 20 years of Kabila
rule, and his predecessor's party, which holds a parliamentary majority. On Sunday Tshisekedi said he planned to form a new coalition to push through much-needed reforms for sub-Saharan Africa's troubled giant. He warned he might be forced to dissolve parliament and hold fresh elections. Kabila's supporters in the Common Front for the Congo (FCC), which holds more than 300 out of the 500 seats in the National Assembly, reacted furiously, accusing Tshisekedi of breaching the constitution. After pro-Tshisekedi lawmakers on Monday trashed the assembly's podium, the plenary room was closed, even though
lawmakers on both sides had called for a legislative session. Pro-Kabila MPs holed up on Tuesday on the first floor of the parliament building, a vast 1970s Chinese-built edifice called the Palace of the People, while those of Tshisekedi's UDPS party were on the ground floor, an AFP journalist at the scene said. Projectiles rained down while rival groups brawled on the staircase before police intervened. However a plenary session was held later Tuesday, in which petitions were filed for the resignation of the pro-Kabila president of the National Assembly, Jeanine Mabunda, and other members.
Mboso N'kodia Mpwanga, who chaired the session, said it was attended by 279 of the 500 MPs - far more than the number of seats held by parties other than the FCC. The members also voted to install temporary replacements for Mabunda and her team. No roll call was made and Mabunda was not present for the session, which was broadcast live on state television. "We have witnessed a parliamentary coup," pro-Kabila MP Francois Nzekuye told AFP. The tensions have sparked international alarm, reviving memories of the Democratic Republic of Congo's long record of volatility. – AFP.

Basketball competition excites MBA By MICHAEL MIYOBA
THE Midlands Basketball Association (MBA) says it is impressed with the competition exhibited by clubs in the MBA Tournament which is in its final stages. MBA president Maziko Phiri said the MBA Tournament has been very competitive with giants like Matero Magic and UNZA Pacers failing to reach the final stages of the competition. Phiri hailed clubs for their commitment towards the first ever Midlands Basketball tournament held post the Covid-19 era. “The teams responded well to participate. We had a very good participation and surprisingly despite holding the tournament towards the end of the year, the competition was high.

“The group stages were a bit sluggish but the moment teams knew the importance of the tournament everyone stepped up and the competition was very high during the second games and we saw the notable teams like Magic failing to proceed to the finals,” Phiri said. He noted that the MBA Tournament would give the association an insight of how to manage the MBA League scheduled to commence next year. Phiri said the response from the clubs has been overwhelming making it easy for the MBA to organise the tournament with few challenges. “In the beginning we were very uncertain of how the tournament would go. We had this Covid-19 situation but with the lifting of the restrictions we decided to hold one tournament after putting
all the measures in place for the Health authorities to give us a go ahead Phiri hailed the corporate world for coming on board to sponsor the tournament featuring the best basketball teams in Lusaka.
