Over 3m circumcised - minister By OLIVER SAMBOKO OVER three million Zambians have been circumcised under the Government implemented Voluntary Medical Male Circumcision (VMMC) programme, Health Minister Jonas Chanda has said. Dr. Chanda said this in a speech read by Ministry of Health Permanent SecretaryTechnical Services, Kennedy Malama during the virtual launch of the VMMC National Operation Plan 2021-2025. He said the circumcision programme has resulted in the country averting over 26, 000 new HIV infections since its inception in 2007. Dr Chanda reiterated Government’s commitment towards the reduction of HIV/ AIDS disease burden, through the implementation of various

prevention interventions such as VMMC. He said Government through his ministry, and working in partnership with different stakeholders has since developed the 2021-2025 VMMC National Operation Plan aimed at circumcising another three million males by 2025. And Senior Chief Madzimawe of the Ngoni of Eastern Province has commended Government’s efforts in the fight against HIV/AIDS through the VMMC exercise. He said Government should continue engaging with traditional leaders as it rolls out VMMC across the country.

Kambwili’s $160, 000 stolen money: suspect withdraws release contest By GRACE CHAILE-LESOETSA STACY Jones, the woman accused of stealing US$160, 000 from National Democratic Congress leader Chishimba Kamwili’s home last December, has withdrawn an application for habeas corpus. In this matter, Jones, who is a friend of Mr Kambwili’s daughter, Chanda, was demanding to be released from detention as no charges were levelled against her and cited the Attorney General as the respondent. However, Jones on Tuesday filed in the Lusaka High Court a notice of withdrawal of writ of habeas corpus ad subjiciendum. “Take notice that the applicant hereby withdraws her application dated 2nd February, 2021, in the above mentioned cause number,” read the notice. According to an affidavit in support of summons for writ of habeas corpus filed in the Lusaka High Court on Tuesday, Jones stated that on January 26, 2021, she was picked up in Ndola by police officers from Chilenje Police Station and was being held at Godfrey Miyanda Police Post in Lusaka. The plaintiff said that initially the police were withholding information regarding her whereabouts from the family, and only until her lawyers sought information from higher officials at Zambia Police Service headquarters,. Jones alleged that other suspects that were being questioned in relation to the same matter had not been arrested but simply taken for questioning and released thereafter.

A FULLY-FLEDGED investigation into the alleged fraudulent acquisition of large parcels of land by UPND president Hakainde Hichilema should be instituted so that the matter can be settled once and for all, the Zambia Republican Party has demanded. ZRP president Wright Musoma said the serious allegations of fraudulent acquisition of land in different parts of the country, against Mr Hichilema by FDD president Edith Nawakwi and other citizens were of great concern to many Zambians especially that he is a contender in the forthcoming presidential elections. He said by failing to fully investigate Mr Hichilem on issues of land despite many citizens complaining of having been displaced from their

land by the opposition leader, the PF government was telling the people that he was untouchable. Sources close to the talks revealed that contentious issues that created a rift had now been resolved and that the outcome and proposed agreement would be subject of discussion at then UPND general meeting scheduled for Saturday February 14. It is also expected former Catholic Archbishop Telesphore Mpundu and Bishop Mambo will attend the meeting tomorrow to give confidence and serve as witnesses to substantive issues that have proved divisive before. Concerns have however been raised within the UPND that the raft of corruption, abuse of office and forgery charges to which Mr. Kambwili has been subjected may yet prove deleterious to the pact. Mr Hichilema was however being persuaded by some senior member of the party to agree to proposals advanced by Mr Kambwili as a holding measure in the run up to elections. Among the conditions reportedly demanded by Mr Kambwili, was a rebranding of the alliance to UPNDC to reflect the equal weight and status of the partners to remove an impression of inferiority for his party. There are speculation that Mr. Kambwili may be offered the running mate position. Last week Mr. Kambwili confirmed that his party was in talks for a pact with the UPND but refused to disclose details of the substantive issues on which the parties could not agree.

We won’t reduce mealie meal prices, say millers By SENIYA BANDA MEALIE-MEAL prices will not reduce despite the grain traders and farmers offloading maize on the market, the Millers Association of Zambia (MAZ) has said. Recently, the Grain Traders Association of Zambia (GTAZ) and farmers offloaded maize on the open market to cushion the shortage of the commodity which resulted into high mealie meal prices. MAZ President Andrew Chintala said offloading maize on the market would not translate in any reduction of mealie meal prices as the produce was being offered at a high price. “We have seen now that farmers and grain traders have started offloading maize on the market, we are hopeful that the move will stabilise supply of the commodity. However, let me be quick to mention that the current supply of maize on the market will not result in any reduction in mealie meal prices.” he said. Mr Chintala however indicated that MAZ was doing everything possible to ensure that the prices of mealie meal remained stable on the market. “In the past months, we have seen the price of mealie meal has stabilised on the market. We are ensuring that price of the commodity remain stable despite the price of maize on the market being high,” he said. Meanwhile, Mr Chintala indicated that demand for mealie meal has remained low for the past five months. “The demand for mealie meal on the market has remained at about 60 percent. However, we are hopeful that

But the National Small-Scale Farmers Union of Zambia has advised Government against allowing the export of maize to neighbouring countries. The union’s president, Mr Ebony Loloji said Government should carry out an assessment to ascertain whether the country was ready for exportation or not. Mr Loloji said the current 2.1 million tonnes in stock was not sufficient to allow for the exportation of maize.

INDIVIDUALS who may want the Constitutional Court to interpret yet again what it means to hold office twice cannot move the court through a petition but only through originating summons, Governance Activist Isaac Mwanza has said. Mr Mwanza said ascertaining whether President Edgar Lungu served two terms or had held office of Republican President twice cannot be done through a nomination petition. He said the mode of commencement of court processes determine whether a court could proceed to determine a matter or not.

Mr Mwanza said during nomination of presidential candidates in May, ECZ would only be interested in the answer to a question on whether a Presidential candidate is or is not disqualified by provisions of Article 100 of the Constitution and interpretation of Article 106 is outside their checklist and mandate. “The correct mode therefore to seek an interpretation of any provision of the Constitution, including Article 106 on term of office, holding office or any other matter is the one which was pursued by Dan Pule and others, through a petition,” said Mwanza. Mr. Mwanza said those who may want the Constitutional Court to interpret, yet again,

The matter was taken to court through originating summons to interpret the Constitution and not through the petition.

AT a time when most quasi government institutions lack credibility, the Zambia Revenue Authority is providing hope that not all is lost in these institutions. The ZRA has shown that with a prudent management in place, state-owned institutions can deliver and operate above board. It is in this vein that ZRA deserves a pat on the back in the manner that it is fighting corruption and helping to restore confidence in the organisation. The public has become accustomed to reading only negative stories on the operations of quasi government organisations, especially those to do with law enforcement and investigations. The Anti-Corruption Commission and the Drug Enforcement Commission are not the most popular of the state organs. They are perceived to be riddled with corruption due to their failure to investigate serious allegations of corrupt practices and money laundering that have been in the public domain for years. But on Wednesday, the ZRA provided some good news with the reported exposure of a syndicate in which some ZRA officials have been ripping off taxpayers claiming Value Added Tax (VAT) by charging 15 percent of all refunds has been uncovered and a Senior Inspector arrested. We can only imagine how much damage has been done to the institution’s credibility over the years by those who have been victims of the racket. As we reported yesterday, some crooked ZRA officials have been using the Commissioner General, Mr Kingsley Chanda’s name to fleece unsuspecting taxpayers out of millions in illegal commissions. Daily Nation investigations carried out following complaints of unfair treatment in the VAT refund system, found that some ZRA officers had been taking advantage of their positions to solicit for bribes from taxpayers seeking VAT refunds. They obviously took advantage of taxpayers’ desperation for a refund by promising to expedite their payments and by throwing in the name of the Commissioner General as the person seeking the payment. ZRA Director-General Kingsley Chanda should be commended over the swift manner he handled the matter immediately it was brought to his attention by an aggrieved taxpayer. When the threatened taxpayer inquired with the Commissioner General on the transaction, Mr Chanda activated the internal anti-corruption unit who trailed the officers and their accomplices. The ZRA security officers participated in the negotiations with one of the alleged kingpins, Patrick Matokwani, a ZRA Senior Inspector, capturing all the proceedings on video and audio. Mr Matokwani was arrested and handed over to Central Police for prosecution after he allegedly solicited for a bribe of K1.7 million from a taxpayer. If anything, the ZRA has been practicing the talk when it comes to corruption. It has previously warned that it would not just take administrative action against erring staff but would ensure it reports them to the law enforcement organs for criminal prosecution. That, we think should be the way to go in all organisations particularly on matters in which some elements want to cut corners and fleece unsuspecting citizens out of their hard-earned money. There is need to restore confidence in organisations like ZRA and as Mr Chanda explained, no taxpayer needs to pay any officer to secure refunds. Well done ZRA.

He said in an interview that investigative wings should be in the

Bishop Mambo said it was a sham that ACC and DEC wait for public outcry before launching investigations into a particular matter. He also said selective prosecution was the order of the day by investigative wings while giving a blind eye to scandals which were visible in daylight. Bishop Mambo said there was need to reform investigative institutions because they were endangering the lives of citizens by allowing illegalities that result in poor service delivery. “If ACC allows the Teaching Service

Commission to corruptly recruit unqualified teachers, we end up having pupils who are not well taught. Same for poor health delivery, substandard works and supply of substandard products,” he said. Bishop Mambo said ACC and DEC should be on top of things and ensure that scams were stopped from the root. He said there was need to clean the institutions so that only officials who were committed to do their jobs were left in service. Lion skin lands 2 Zambians, Zimbabwean in jail By AARON CHIYANZO TWO Zambians and a Zimbabwean have been sentenced by the Livingstone Subordinate Court to five years imprisonment with hard labour for illegal possession of one lion skin. The two Zambians are Foster Mulunda, aged 43, and Kapalu Kaumba, 36. A Zimbabwean Thsuma Mathews aged 23 was also nabbed with the two in Livingstone by the Department of National Parks and Wildlife (DNPW) for the offence. Ministry of Tourism and Arts, Permanent Secretary, Patrick Lungu said the trio were jointly charged with another Zimbabwean, a game ranger, who pleaded guilty to the offence and was sentenced to five years imprisonment last year. This is according to a statement issued by Ministry of Tourism and Arts public relations officer, Sakabilo Kalembwe. Mr Lungu said the three had pleaded not guilty, leading to a length trial that ended this week, when they were convicted on account of overwhelming evidence against them. TEN suspects have been arrested in separate incidents in relation to the issuance of the National Registration Cards (NRCs). This is in connection with the lost 1, 500 blank NRCs that UPND cadres displayed on television. Home Affairs Minister Stephen Kampyongo said among the people arrested are three officers from the Department of National Registration, Passports and Citizenship. Mr. Kampyongo said this in a ministerial statement to parliament on the purported issuance of NRCs to non-eligible persons during the 2020 mobile exercise. Mr. Kampyongo said police had also arrested two officials from an opposition political party who produced a large stack of NRC’s when they appeared on MUVI TV. He said some of the NRCs that they displayed on TV were printed on the material bearing the serial number of the blank NRCs which were stolen. Mr Kampyongo disclosed that police has also arrested five suspects and charged them with aggravated robbery and malicious damage to property. RBZ still optimistic about low inflation H

ARARE - Reserve Bank of Zimbabwe Governor, Dr John Mangudya, remains confident authorities will be able to maintain a lid on prices to curtail potential relapse into runaway inflation, following worrying increases in December and January. The monthly inflation rate surged by 4.22 percent in December last year and skipped 5.43 percent last month, latest figures released by the Zimbabwe National Statistics Agency (Zimstat) show, raising a spine-chilling spectre of possible sustained inflation run. Monetary authorities are targeting monthly rate below one percent starting this month, meaning slight to no price hikes, and annualised rate below 10 percent by year end. However, Dr Mangudya said in an interview that the apex bank will maintain an iron-clad grip on money supply growth, to contain the seemingly bulking inflationary pressures. Dr Mangudya said the price hikes noted, especially in December, were driven by overly strong demand ahead of the festive season. Ivory Coast cacao Rushwaya bounces back as ZMF president traders want bigger share of local market ABIDJAN - Cacao merchants in Ivory Coast on Tuesday attacked a "monopoly" of the world's major purchasers of the raw material for chocolate, and called for local traders to get a greater share of the national market. In Ivory Coast's latest broadside at international players in the chocolate business, the Group of Ivorian Traders (GNI) said it was time to "end the monopoly" of six corporations who dominate purchases of locally-grown cacao. "The six multinationals who make purchases in Ivory Coast through their subsidiaries absolutely should be required to systematically allot 20 percent to 30 percent of their contracts to Ivorian processors and exporters," said GNI spokesperson Fabien Guei. The six are Barry Callebaut and Ecom of Switzerland; Olam of Singapore; the US giant Cargill; and the French groups Sucden and Touton.

Together, they buy nearly all of Ivory Coast's cacao harvest, more than 80 percent of which is then shipped to Europe. "This is not about driving them out of the Ivorian market but to enable Ivorian operators to be a sustainable player in marketing their country's cacao abroad, and in an fairer and more balanced way," Guei argued. Ivory Coast, the world's biggest producer of cacao, has repeatedly lobbied foreign giants to pay more and for Ivorian firms to get a bigger share of value-added business, such as processing, rather than remain a primary source. "These multinationals prioritise supplying and exporting (cacao) beans through their subsidiaries in Ivory Coast," Guei said, contending that this amounted to a "brake on local processing." HARARE - The Zimbabwe Miners Federation (ZMF) national executive has defended its decision to reinstate its president, Henrietta Rushwaya, who stands accused of gold smuggling. Rushwaya, who is out on $100, 000 bail coupled with movement restrictions, is being charged of gold smuggling, illegal possession of gold and bribery arising from her arrest on October 26 last year at Robert Gabriel Mugabe International Airport when four bars of gold weighing 6kg were found in her possession en-route to Dubai. She is charged with businessman Ali Muhammad with whom the ZMF signed a coop-

eration agreement and two security details who are accused of helping her through the VIP route at the airport. Following her arrest last year, the ZMF moved in and suspended her immediately until finalisation of the matter or the expiry of her term of office. Speaking after a special meeting of the ZMF executive, the federation’s secretary general Mr Morgan Mugawu, said the decision to reinstate Rushwaya was arrived at on the basis that she remains innocent until proven guilty. “As you

It provides all of us with access to comprehensive, preventive, quality healthcare services and care. In the past few weeks the ministry made headlines for the wrong reasons. Some unscrupulous people wanted to turn it into their personal “Ministry of Wealth.” Expired drugs and leaking condoms were allegedly procured and the public subsequently lost confidence in the ministry, but thank heavens, the President acted and heads rolled. Heads rolled and the Minister of Health Dr. Chitalu Chilufya and Permanent Secretary for Administration Kakulubelwa Mulalelo were removed from their positions. Cometh the hour cometh the man, Dr. Chanda was

(ZAMRA) board and made changes in procurement functions. They will no longer be done by the Ministry of Health but ZMSA. The lost confidence and trust in the ministry is being won back. Dr. Chanda’s assurance that the acquisition of Covid-19

vaccines will be done in a transparent manner and everything the government is doing is in the best interest of the people is exactly what the public needs to hear. There is a lot of suspicion surrounding the vaccine, having a minister like Dr. Chanda gives people confidence in taking the vaccine because he promised that before the vaccine is administered, it will be verified by credible authorities. Cooperating partners have recently committed US$2 billion to the Ministry of Health to facilitate coordination of the health sector programmes and Dr. Chanda assured stake holders that the resources committed will be handled with total transparency and accountability. This is how you win the confidence of cooperating partners. Big up to you Dr. Chanda. Usebenza Mbuya! Dear Editor, HOLDING free and fair elections is not only the preserve of the Electoral Commission of Zambia (ECZ), Zambia Police or any other electoral stakeholder. It is a shared responsibility between the politicians and the institutions responsible for law and order. We have always condemned any act which undermines the level playing field and we have gone an extra mile in calling on the law enforcement agencies to ensure culprits are swiftly brought to book. The recent development of a radio station in Mporokoso which hosted Democratic Party leader Harry Kalaba being hijacked by unidentified people is not a story worthy carrying home. We do not agree that the media houses which are merely messengers of what is whispered to them by politicians should be turned into the political battlefronts. It should be a responsibility of all politicians across the divide to see to it that they do what is practically possible to promote a violent-free campaign. The run up to elections is merely a contest of ideas and

this is for mother Zambia’s sake. It is therefore folly that the ideological differences can be resolved through physical means. The politicians should on one hand desist from daring the law enforcement agencies whenever they are advised on the hostile environment at their intended venue. For instance, former Foreign Affairs Minister Harry Kalaba in his own words admitted that the police had given him prior advice on the security situation. He was advised not to proceed with a live programme but instead utilise the option of having a recorded interview. He could not take this genuine advice from the law enforcement agencies but in an act of sheer arrogance disregarded the professional advice. The chaotic nature of politicians constitutes contributory negligence on their part as far as maintaining a hostile free political environment is concerned. While the police and other institutions have the primary duty to maintain law and order, the political actors have a corresponding duty to render utmost cooperation for them to discharge their duty. It is illogical for politicians to create a situation and thereafter use it to discredit the same institutions of governance. President Edgar Lungu has continuously made an affirmation toward upholding the highly cherished peace and has always encouraged his followers not to use violence in pursuit of his second term Presidential bid. He said youths in the region have confidence in Mr Hichilema’s leadership and that once elected in August this year, he would liberate the country both economically and socially. IVERMECTIN REVISITED:

In some other news, local this time, around 50 pupils in schools have tested positive for Covid-19 causing some anxiety and concerns from some parents, teachers and public, though the ministries of Education and Health are assuring the situation is under control. My advice is the same, kindly adhere to and observe the public health guidelines as advised. ZAMRA HAS SPOKEN And last but not least, the Zambia Medicines Regulatory Authority (ZAMRA) has issued latest statement on Ivermectin. Since I had been touching on Ivermectin on bits from last year and seeing it has made such progress locally, I feel obliged to revisit the topic again today and I will do the same again later on. Earlier on January 25, 2021, ZAMRA had cautioned against the self prescription of Ivermectin citing safety concerns and lack of clinical data to support the practice. Ivermectin was discovered in the 1970s by the combined work of Japanese Biochemist Satoshi Omura and Irish

Tthe word Ivermectin came about as follows: In 1970 Satoshi isolated some bacteria from the soil, a golf course along the south east coast of Honshu, Japan. The unusual bacteria was called strepomyces. He sent the bacteria to William Campbell who works for MERCK one of the largest pharmaceutical companies in the world. William noticed when he gave the bacteria to mice infected with worms, the mice recovered, the worms were destroyed. So he isolated the active compound from the bacteria and called it “avermectin” from “Latin” meaning “without worms,” a =without AND vermis =worms. He later did different experiments and different dilutions of the “avermectins” and the final product he came up with he called “Ivermectin.” This was now around 1975 and in 1981 Ivermectin was approved to be used against

The multimillion dollar power station is already undergoing testing in preparation for the commissioning of phase one, which is expected to offload 150 megawatts into the national grid. A combination of natural phenomena such as drought and the Covid-19 pandemic, volatility in copper prices and a global economic recession have negatively affected generation capacity, forcing Zesco Limited to ration supply. Zambia’s electricity deficit stands at 810 megawatts, but with the favourable rain pattern this rainy season and the near completion of the Kafue Lower Project load shedding is expected to end completely this year. Kafue Lower alone is expected to inject 750MW into the national grid once fully operational. The remainder is expected to be supplied by private off-takers. Zesco Limited has already started systematically reducing load shedding as power generation steadily improves. Corporate affairs manager John Kunda recently told journalists that by end of March the duration is expected to be between zero and six hours from the zero to 12 hours the nation used to experience last year. President Edgar Lungu will be happy to see a complete end of load shedding because reliable and affordable electricity supply is essential to the success of the ERP. Electricity supply has a direct impact on the quality of life for citizens because they rely on it for household use and income generation. Launching the ERP last December the President said the energy sector’s performance would have an influence on the other priority sectors under the programme. “The ERP identifies agriculture, manufacturing, tourism and mining, supported by the energy sector, as the anchor sectors,” he said. “… and we must ensure that load shedding remains in 2020 to save our businesses, especially small-scale businesses.” President Lungu assured the nation that the temporary setbacks associated with the economy would be resolved and that the ERP was an instrument with quick wins to push the economy on the growth trajectory. The President has since then been calling for the full participation of all individual and corporate citizens for the ERP to deliver its key outcomes of economic growth and improved quality of life. Stable power supply can also bolster the roll-

out of rural electrification and improve access for the rural poor. A report by a parliamentary committee indicates that despite an increase in coverage by the Rural Electrification Authority (REA) countrywide beneficiary communities are struggling to reap tangible benefits from the availability of power because they lack capacity. In its report to the Third Session of the 12th National Assembly published by the National Assembly of Zambia, the Parliamentary Committee on Energy, Water Development and Tourism identifies weak livelihoods as the biggest barrier to access. In section 7.7.14 the committee recommends the boosting of economic activity in areas covered by REA if the local communities are to appreciate the programme. “The committee notes with concern that most rural dwellers cannot afford to pay for electricity due to very low incomes. Most rural people are dependent on agriculture for their livelihood,” the report says. Due to various socio-economic as well as environmental factors the yields are usually poor and they can barely eke out a living from farming. “After paying the initial connection charges they are unable to sustain regular electricity charges, and they revert to traditional forms of energy sources in no time.” The supply infrastructure which is installed at a high cost is not, therefore, fully utilised by the intended beneficiaries. However, what is important is that electricity is being made available. What remains is to create conditions for the beneficiary communities to sustainably afford it. In the 2021 national budget, Government has set aside K307, 199, 557 for rural electrification. According to the Seventh National Development Plan (7NDP) Zambia’s installed capacity was 2, 493 megawatts in 2016 while the demand for power was projected to reach 3, 000MW in 2020. The plan therefore espouses to increase supply through increased investment in generation and distribution. Kafue Lower Power Station is an example. "If he gets arrested there will be serious consequences to the unity and cohesion of the ANC. When Zuma goes to court, you see the level of support from those who go outside of court... if he goes to prison, it suggests that there will be a serious level of unhappiness," he said. The Zondo commission has laid criminal charges against Zuma for failing to appear before it last month and has said it will take further action if Zuma does not comply with a subpoena for him to appear next week. – NEWS24.
