HE Catholic Church has greatly benefited from Government donations so it is hypocritical for Bishop George Lungu to stop church members from accepting gifts from the State, the Bible Gospel Church in Africa (BIGOCA) overseer Bishop Peter Ndlovu has said.
Bishop Ndlovu said that people who had benefitted from various empowerment programmes had appreciated and that their lives had changed. “Recently we saw the Secretary General for the Patriotic Front donating huge sums of money to the Catholic Church on the Copperbelt. Why didn’t they refuse? So to me it is totally hypocritical. “Let us not politicize
empowerment because it is aimed at empowering people,” he said. Bishop Ndlovu said people who were condemning the empowerment programme did not mean well to people who were suffering. He said it was unfortunate that some church mother bodies were criticizing government’s Church empowerment programme when it was intended to better the lives of
church members. Bishop Ndlovu said it was unfair for church leaders to tell their members not to participate in the empowerment when it was intended to better their lives. He said although some mother bodies were stopping members from participating, these same churches had been benefiting from Government and politicians who had been contributing to various denominations.

Upscale price-fixing probe, Govt advised By SIMON MUNTEMBA GOVERNMENT should bring in other investigative wings to work with the Competition and Consumer Protection Commission (CCPC) in probing the cartel behind price fixing of different commodities on the market, the National Traders of Edible Oils Association (NTEOA) has suggested. NTEOA President, Sylvester Kaluwa, said there was need to supplement the CCPC’s efforts in bring to book the cartel behind price fixing. Mr Kaluba in an interview complained that that the cost of importing palm oil into Zambia had increased from $ 750 per tonne last year during the same period to u$1,200 per tonne today without proper justification. He said the exorbitant cooking oil prices was being caused by a cartel in the edible oil sector and called on Government to involve other investigative

PETER NGOSA TURNS 100 YEARS By MICHAEL MIYOBA MANSA resident, Peter Ngosa will be turning 100 years today, feat only a few attain. Mr Ngosa was born to Chikabala Mulinda and Ndina Kalenge Chungu at Kawesha Village, chief Chisunka in Mansa district on April 12, 1921. The family later established their own village, Chishale’s village in chief Chimese, at the border between chief Chisunka and chief Chimese. This was revealed by Dr Henry Musenge, Mr Ngosa’s nephew from Lusaka. Mr Ngosa has 6 children, 5 men and 1 girl, after 6 children answered the Lord’s call. He has 26 grandchildren and is married to Winess Sandoni Ngosa. Dr Musenge recalled that his grandmother, Kalenge, who brought him up was often referred to as a “barren” woman in the village for having only 2 children, his late mother, and uncle Ngosa. He said that his uncle followed his cousin, Shaki Katuta where he worked on the mines in now Lubumbashi, in DRC and while there, Mr Ngosa trained as a plumber and worked and obtained valuable experience. In Zambia, he worked for construction companies, including Costain Construction Company where he worked on big projects, such as the construction of the House
Mr Ngosa of Parliament and the University of Zambia. During the construction of Lusaka International Airport, Ngosa was given a sub-contract for a portion of the plumbing works. Dr Musenge concluded by saying that the family is grateful to Almighty God for granting their centurion, Ngosa, a long and healthy life. He still walks, talks and remembers a lot from his childhood -”May the Lord be praised.” Christian Democratic Party president, Rev Dr. Daniel Pule said that Mr Ngosa is his big brother because his father Samson Pule Makasa was Mr Mulinda’s youngest brother. “I sometimes talk to him on phone and I make it a point to visit him whenever I am in Mansa. As far as I know, he is the only centurion in the family at the moment, for which we thank God,” he said.

PROTUZ challenges ACC's action to freeze bank account By GRACE CHAILE LESOETSA PROFESSIONAL Teachers Union of Zambia (PROTUZ) has sought leave to apply for judicial review against the Anti- Corruption Commission (ACC)’s decision to restrict its account at Zanaco Bank. The union wants to challenge Zanaco’s decision to give effect to the letter of restriction from ACC in breach of banker-customer relationship and without a court order. It has cited ACC and Zanaco as the first and second respondents in the matter. PROTUZ is seeking an order of cetiorari to remove into the Lusaka High Court and quash the ACC’s decision to restrict its account no. 5766743500118 held at Zanaco’s Woodlands branch. It wants the court to declare that it is the rightful owner of the account and an order to quash the decisions of the two respondents.
PROTUZ is also seeking a declaration that the two acted without consideration of the due process of law and Zanaco breached the laws governing banker-customer relation by enforcing the restriction notice. It wants damages arising from the matter and if leave is granted, that the hearing of the application be expedited. In its affidavit supporting the notice of application for judicial review, PROTUZ head of administration Mathews Nkhata stated that on March 10, this year, ACC acting director general Rosemary Nkonde wrote a letter to Zanaco to restrict its account, purportedly pursuant to the Anti-Corruption Act no.3 of 2012. PROTUZ claims that it was never informed by ACC the reasons for the restriction of the account leaving it to speculate and conclude malice as this has happened before under cause no 2018/HP/1050, a matter which was resolved by way of withdrawal.

FREE HATEMBOS THE disappearance of the Hatembo siblings is a very sad story. Whether they have been abducted or are indeed in hiding does not matter anymore. What matters is the motivation for either event to occur. Unless they have been killed, somebody must know where they are and why. The circumstances are very clear. The Hatembos went to court to claim for 2000 plus hectares of farmland in Kalomo which they allege UPND leader Hakainde Hichilema fraudulently dispossessed them by manipulating records and signatures. The High Court, did not consider the merits of the matter but considered it time barred as it came more than 12 years after the event that would have justified the challenge. The Hatembos were dissatisfied and decided to appeal the ruling on account of a legal maxim that ”fraud unravels all” suggesting that nobody should be allowed to derive benefit from a fraudulent act, regardless of the time of discovery. Then their troubles then started. From all accounts they were driven from Choma to Lusaka in the dead of night, where they signed a document addressed to the Law Association of Zambia disavowing the intention of their lawyers to appeal and in addition accusing them of acting without their instructions. Meanwhile while Milton was in Lusaka thugs in party regalia invaded his house and roused the sleeping family beating up his wife and threatening to rape her unless she disclosed the whereabouts of Milton. From the beating Mrs. Hatembo ought and subsequently received treatment at the Choma Hospital where she was admitted. Since then the whereabouts of the siblings have been a mystery. The UPND through spokesman Cornelius Mwitwa claims that they are being kept for their own safety by the Zitukule Consortium. The consortium has denied this assertion. They have suggested that the Hatembos are in hiding, but hiding from what? Hiding from the Police or perhaps afraid of proceeding with the matter. The Hatembo relatives have in the meanwhile reported the two as missing persons. They have gone to the Choma and the Lusaka Central Police. They have insisted that as a family they had previous met and agreed to appeal the ruling by the High Court because they did not sell the property to Mr. Hichilema. FDD President Edith Nawakwi suggests that the Hatembo’s have been abducted to prevent them from proceeding with their appeal in the criminal matter, which subsequent proceedings would derail Mr. Hichilema’s Presidential nomination bid. Meanwhile the Police are looking for the Hatembo are material witnesses to the fraud case, which case at an earlier stage resulted in the killing of two people…. Whatever the case we join Lusaka Archbishop Alick Banda in demanding the release of the siblings, more so that Pheluna has left behind a sick invalid child who has recently been vomiting blood and puss. We are equally in shock like the Archbishop that civil society, the church and indeed the Human Rights commission has remained mute on this matter. The UPND has accused us of twisting facts and for the benefit of the readers we have today reproduced some of the documentation that was presented in the Lusaka High court. It is our hope that this matter can be resolved without further ado and at worst without loss of life.

In the last 24 hours, 111 new cases were detected out of 4,949 tests conducted bringing the cumulative number of confirmed cases recorded to date to 90,029. The cumulative number of civid - 19 related deaths recorded to date still stands at 1,226. A total of 1,205 discharges were recorded from both the COVID - 19 isolation facilities and home management, bringing the cumulative number of recoveries to 88,018. There are currently 785 active cases, of whom 726 admitted to civid -19 isolation facilities. Among those admitted, 42 are on oxygen therapy and eight are in critical condition.
A 37-year-old Zambian truck driver who was shot at by unidentified people at Beit Bridge border in South Africa has died. Stephen Nansowa died at a hospital in Limpompo Province where he was receiving medical treatment for gunshot wounds. Zambia’s High Commissioner to South Africa Major General Jackson Miti announced the death of Mr Nansowa. He said arrangements were being made by Mr Nansowa’s employers to repatriate his body to Zambia. Mr Nansowa was few weeks ago shot in the head by criminals while in his truck waiting to be cleared by customs at the border. The matter was reported to local Police who instituted investigations but no arrests have been confirmed so far in connection with the attack. This is contained in a statement issued by First Secretary Press and Public Relations at the Zambia High Commission in South Africa, Naomi Nyawali.

UPND A FAILED PROJECT - NCP

HE recent defection of two senior UPND officials to the ruling Patriotic Front (PF) has proved that the main opposition party is an expired political project which cannot be sold on Zambia’s political mar-
ket, an opposition leader has charged. New Congress Party (NCP) president, Peter Chanda said Zambians must now believe that UPND has no capacity to run the country’s affairs under its president, Mr Hakainde Hichilema. He was commenting on the
defection of former UPND spokesperson Charles Kakoma and Mbabala Member of Parliament Ephraim Belemu to PF. Mr Chanda said if a sitting MP could resign, citing allegations of crookedness and betrayal, it showed that the nation was dealing with a party that had no interests of
Zambians. He said the sooner the people realised that the UPND cannot provide better alternative leadership in Zambia the better for all the citizens. “You cannot have a political party where other leaders are not relevant and the only leader who is relevant is the
president of the party. We can’t have such a situation and we want to call on the Zambian citizens that going by the defections that have happened, it is proving the message that we have been preaching that UPND is definitely not a party of choice for the Zambian people.

POOR work culture especially among civil servants can reverse expected productivity targets in the country, a development expert has said. Joseph Chalinda said the Government has been implementing progressive programmes and policies to consistently steer development but poor work culture among some public workers was holding back progress. Mr Chilinda said there was every need for all civil servants and Zambian employees in the private sector to work hard in order to attain the targeted growth. Public as well as private sector workers must always engage in positive thinking and sharing beneficial ideas for Government to spur development and improve living conditions of the people. Local Content must foster progress - ZAM By BUUMBA CHIMBULU GOVERNMENT should begin consultations on the development of the Local Content Law to ensure stakeholder views are considered. This process will ensure that the law serves to foster and not hinder progress of the local industry, says Zambia Association of Manufactures (ZAM) in its March 2021 Newsletter. According to ZAM, promoting local content utilisation was one of the ways of ensuring that economic growth translated into industrialisation and poverty reduction. ZAM acknowledged that the Public Procurement Statutory Instrument (SI) number 63 of 2011 was being revised to support the domestic industry. “ZAM will continue working closely with all stakeholders to increase the uptake of locally produced goods. “Further, ZAM wishes to urge the Government to begin consultations on the development of the Local Content Law to ensure stakeholder views are considered and that the law serves to foster and not hinder progress of the local industry,” the Newsletter indicated. ZAM observed that the key challenges identified to in-
creasing local content utilisation in mining and Government departments included unfavourable tender financing arrangements and preference for imported products among procurement departments. It however indicated that opportunities lie large for increasing local content utilisation in government, supermarket chain stores and the mining industry. “Chain stores are willing to take on more local products. They nonetheless, challenged local manufacturers to be innovative and have diversity in the range of locally manufactured products to compete with imports,” the Newsletter indicated. Regarding the mining sector, ZAM said, there was huge scope to increase the share of local manufacturing in mining procurement expenditure on rubber products, metallic components, assembled products, chemicals, and electrical components. It said with the Government, provisions within the Public Procurement Act of 2008 allowed for discretionary procurement but that would require to be made deliberately more responsive to the needs of the local manufacturing industry.

The Zambia we want Dear editor, IN the history of our multiparty politics, political parties have “successfully” held their intraparty elections with their members only in attendance to the exclusion of others. As regards their political rivals, they are usually nowhere near the venue appointed for internal elective processes. Instead, it has been a political culture for this important national process to be a “party affair” a process meant solely to solidify the political interest. The process are usually guarded and held in utmost secrecy. The convention has been reduced to beat mere brainstorm session on how political parties were to strategize on how to “outdo their competitors” and not how they can have common ground with their opponent to serve the people of Zambia better. However, the recently held 2021 Patriotic Front (PF) election convention seems to bea defining moment on how 21st century politics is to be conducted. The PF has extended and invitation to its friends from within and outside Zambia and they gladly honoured te invitation. Among the notable political figures includes but not limited to Forum for Democracy and Development (FDD) president Edith Nawakwi, National Democratic Congress (NDC) president Chishimba Kambwili, Rainbow Party president Wynter Kabimba, Economic and Equity Party president’s Chilufya Tayali among others. As for Mr Kambwili, it was a fact that he was arguably the
staunchest and loudest critic of PF and President Lungu ever since he was expelled from the party in 2017. He even declared that it was “punch for punch” with President Lungu and he even risked ECL’s Presidency by joining inappropriate alliances such as a known defunct one. It was therefore a pleasurable experience to learn that PF’s extended olive branch apparently turned into a beginning of what has been seen as a reconciliatory and peace building process which is likely to reunite the country. Definitely, the beneficiaries are the Zambian people because the Zambia we want is one were political leaders can forego their ego and personal interests for the sake of the nation. The Zambia we want is were the differences between the ruling and opposition leaders is purely based on ideological issues and not personal vendetta. The Zambia we want is were there is mutual respect between different political persuasions. That is the Zambia we want. The PF as a ruling party should be credited for being a platform for dialogue and evidently an all inclusive approach. We are now reclaiming the Christian nation values in our deeds. The just ended convention beside electing leaders has laid building blocks for the Zambia we want; a beacon of peace in Africa. We therefore call on other stakeholders to emulate this initiatives as we owe the collective responsibility to hand over the Zambia we want to the next generation. The peace model that was hatched is worthy emulating even beyond the boarders of Zambia. May God bless Zambia and may we sustain the peace to handover the Zambia we want to the next generation. Lunte aspirant pledges hard work By NOEL IYOMBWA My passion to make a tangible difference in the community and helping resolve people’s problems makes me the ideal candidate for a demanding position of Member of Parliament (MP) for Lunte, aspiring candidate Justine Chongo has said.

Mr Chongo said he has done his homework and knows the needs of the 14 wards in Lunte constituency which has now been upgraded to district status. He observed that as a new district, Lunte has not received meaningful development to meet the needs of the people, largely due to ineffective representation. Mr Chongo said that Lunte was endowed with natural resources, ranging from land, rivers and minerals which had not been exploited for many years. The traditional leadership, he said, was ready to partner with stakeholders and Government to spearhead developmental needs
aimed at ameliorating the socio-economic challenges. “Besides the hardworking people of Lunte district, it is home to numerous untapped and underdeveloped areas of great economic and cultural heritage potential that cuts across key sectors of tourism, agriculture, and mining,” he said. The aspiring candidate said the district has several rivers and streams that are perennial in nature and retain water throughout the year. Lunte, he said, has five waterfalls which have not been exploited for water supply, power generation, and for local and international tourism. He added that Lunte is strategically located and its agriculture resources can be utilized to harness the agriculture market in the Great Lakes Region. Mr Chongo said although there are no mining activities currently in Lunte, the area has potential for mining of precious and non-precious minerals and that if elected he will spearhead mining exploration activities. Mr Chongo explained that he joined student politics while studying at the University of Zambia School of Medicine where he served as vice president in the University of Zambia Medical Student Union. In the union, Mr Chongo played a major role in identifying vulnerable students for them to acquire Government sponsorship and that from there his passion for politics grew. He said that having joined the PF in 2009, he has remained a loyal and dedicated member. On youth empowerment, he explained he will ensure the youth are incorporated in all structures to realize the PF’s vision of not leaving anyone behind. Mr Chongo was confident that the PF would adopt him for the August 12 elections for him to represent the people in Lunte constituency.

LAYERS in the financial sector should provide financial education to customers in order to encourage prudent use of the funds borrowed. Customers will need financial education so that they are able to use the resources properly and pay back the borrowed funds, says Bank of Zambia (BoZ) Director Non-Bank Financial Institutions Supervision, Freda Tamba. Ms Tamba the institutions could use the asset as collateral help those who do not have access to credit. “Financially literate customers will continue coming back for your services in turn contribute to the development of the country’s financial sector,” she said during the launch of the Gulani loans product by Micro Finance Zambia Limited. Do we have a communication plan in place before project kick-off? Arguably 60% -70% of project success is attributed to effective communication and risk management. Like the saying goes if project key stakeholders are not happy in accepting project deliverables, then the project may be classified as failed, sad to say it but unfortunately it is true, in most instances. As sad as it is we can also measure stakeholder satisfaction either through a survey or any accepted satisfaction measurement tool. A project is deemed as a living thing from the start date to end date forming what is called a project life cycle, therefore it is prudent for a project manager to develop a communication and risk plan, monitor it and manage it to ensure successful, acceptance of project deliverables by beneficiaries. I think the starting point is to identify who are the key stakeholders in a project and what project interests and information needs they require in order to come up with a realistic project communication plan. In agile projects communication is well addressed by the requirement that agile teams must be co-located in open offices. Another useful requirement is that agile teams use low-tech information radiators. If these requirements are not possible then the obvious thing to do is to create a risk of using agile under such circumstances.

AUTHORITIES in Serenje are elated that Nyimba Investments has started delivering fertiliser under the Farmer Input Support Programme (FISP) for the 2020/21 season. As a result of the timely delivery of inputs, Mr Pezo predicted that Serenje would record a bumper harvest. “We wish to express our gratitude at the commendable job that Nyimba has done this season. The previous season Nyimba was able to supply and deliver early. This resulted in Serenje recording a bumper harvest,” Mr Pezo said. Importance and benefits of effective communication & Risk management in projects In waterfall projects we always have to build a solid project communication plan. Normally before building a communication plan, it is important that we understand clearly who our stakeholders are and what power/interest or influence they have on our project. Project stakeholders includes anybody, groups of people who are impacted either positively or negatively by the project outputs. Blockers/opposers and competitors are also included for obvious reasons that we need to manage them to reduce the risk that our project deliverable may impacted negatively. Stakeholders must be identified early enough during project initiation or start-up activities. In PRINCE2 project methodology the recommended document is the risk and communication management approach/ strategy which is part of the project initiation document outputs commonly known as
the PID and in PMBoK guide 6th edition, it is the project risk and communication management plan which forms a sub-plan of the project management master plan. It would ofcourse be nice for project manager to hold fa-
cilitated stakeholder identification workshops with teams in order to have inputs in the process. In all aspects the project communication plan must be approved and signed off by the project steering committee or
the project sponsor. Once stakeholders are identified project manager must analyse stakeholders in terms of power / interest grids. One would usually Plot stakeholders onto a 4-quadrant grid such that those stakeholders whose score falls into the top right hand box are the KEY stakeholders and they will have most power and interest and hence impact on the project. If stakeholders are deemed to be resisting your project ideas then they will probably hold back your success and are threats to the project outputs. Project risks are potential threats and opportunities for a project. Threats are negative risks that can harm your project. Opportunities are positive risks that can benefit your project, but may also introduce new threats to the project. A list of identified risks helps you see if the overall project objectives and constraints are risky or not. It identifies risk based on what

The relevant project key stakeholders interests are catered for and also helps in project conflict resolutions. Project success is well guaranteed when risk and communication plan are built at project initiation and properly managed during the life of the project.

IF Kenya fails to secure the new Eurobond loans of $7.2 million lined up in the next 18 months, it will be facing a potential default risk, even as its debt to GDP breahced the 70 percent mark for the first time in 2020. According to the International Monetary Fund (IMF) Kenya is walking on tight rope. Its debt distress has moved from low to high risk. For middle-income countries, the recommended debt to GDP ration has always been 50 percent, but Kenya is rushing a head towards the 100 percent mark, which will put it at par with developed nations, who borrow in their currencies. “Given the assessment of debt-carrying capacity as medium, the mechanical signal indicates sustained breaches of solvency and
liquidity indicators under the baseline scenario-the Present Value (PV) of external debt-toexports ratios as well as PV of public debt-to GD,” the global lender report say in the report released this week. But Kenya will see its biggest debt risk in 2024 when ine of the Eurobond loans matures. “The larger breach of liquidity indicators in 2024 under the baseline is mainly attributed to Eurobond repayment,” the report says. It says the government is hoping to roll this maturity over given its record of stronghold market access and commitment to fiscal consolidation under the proposed programme. According to the borrowing plan of the National Treasury contained in its submissions to the IMF, some SH528 billion ($4.8 billion ) of government external borrowing will be concessional compared to Sh253 billion ($2.3 billion) in commercial borrowing (Eurobond issuance) for project financing. - DAILY NATION, Kenya

KRA LEFT DRY …as it loses bid to tax Westgate Mall insurance payout

AIROBI Kenya Revenue Authority (KRA) will not get a piece of the insurance compensation paid to the Westgate Shopping Mall owners. The High Court on March 30 upheld a decision that the insurance payout could not be considered as income for taxation. On September 21, 2013 masked gunmen stormed the mall in Nairobi, launching grenades and firing indiscriminately at panicked shoppers where a three-day siege with security forces ensued.
By the end of the siege, more than 70 people had died, dozens injured and significant damage caused to the mall and property around it. Sony Holdings Ltd, the developers and owners of Westgate Mall, held a terrorism and political violence insurance cover with Kenindia Assurance Company. After placing a claim, Sony Holdings received US$1.2 million in loss of rent and US$3.1 Million for the loss and damage to buildings, marking it one of the largest payouts in the region. Soon after, KRA slapped the

power to the market but nothing has happened. It is now almost a year. So why should people blame me for such kind of a thing? “Do you want me to tie Zesco officers on a rope and drag them here to do the re-routing? No, that cannot happen. So when people say I have

NVESTRUST Bank PLC is continuously engaging shareholders for further recapitalisation of the institution. This is after the institution reported a shortfall of K39 million in meeting its minimum regulatory capital requirement as at December 31, 2019. The minimum regulatory requirement for commercial bank is pegged at K104 million. In an order of the board, company secretary, Brian Msidi, however expressed optimism that prospects ahead looked bright based on the good will that the Bank enjoyed and the evidence from other players in the industry. Mr Msidi said this in an Investrust Bank abridged financial results for the period ended December 31, 2019 posted on the Lusaka Securities Exchange (LuSE). “The bank continuously endeavours to comply with all externally imposed capital requirements through the submission to the Bank of Zambia, the Internal Capital Adequacy Assessment programme (ICAAP). “ICAAP which shows the preliminary assessment of the level of capital required to absorb the shocks inherent in the business. Through the ICAAP, the board and the major shareholders are continuously advised and engaged as to further recapitalise the bank,” he said. In 2019, ZCCMInvestments Holdings, the bank’s largest shareholder, which owes 77.60 per cent by Government injected a total of K286 million capital awaiting allotment. In an order of the board, Mr Msidi indicated that the funds would form part of a total of the K400 million capital injection that was approved by the share at an extra ordinary general meeting held June 5, 2020. Mr Msidi said the Right issue received a ‘no objection’ from the Bank of Zambia (BoZ), pending other regulators to approve the allotment of the shares. “The process of approval from the other regulators is currently on course,” he said. Mr Msidi said the bank continued with the austerity measures as part of its continued cost containment strategy.

Getting Started – Have Powerful Friendly Conversations Begin by making your children understand that most things cost money and that managing a household involves money. Let them understand that water, electricity, food and taking them to school requires money. Let them appreciate that this money is earned. Please be sure not to make these teachings so ‘hardcore’ like Accounting classes; make the lessons fun and easy for them to assimilate without difficulties. Begin to assign appropriate chores to them early enough and based on their age. That way, they will appreciate the fact that money does not fall from heaven and that it does not grow on trees. You can also assign them with responsibilities to monitor expenditure – some can be tasked to ensure that they monitor electricity usage by seeing to it that appliances are totally switched off when not in use. In addition, they can also be tasked to compare monthly usage, which they should analyse and thereafter make suggestions of how improvements can be achieved. You can also allow them to keep a record of money spent each time electricity units are purchased. Other children can be in charge of monitoring the food budget or entertainment budget. Let them keep a trail of how much you spend when you take them for treats and have consistent discussions regarding how you are spending money collectively. Empower them with decision-making skills by allowing them to make independent suggestions of how the spending can be controlled. Remember to keep the process simple. Granted, young children are not expected to make financial contributions, they are however expected to contribute something around your home. This contribution takes the form of chores assigned to them. When your children start work whilst staying with you, they need to contribute financially to the household expenses, and you must ensure that this happens. Plan Together Set goals together and plan - for instance, at the beginning of the year. Discuss what your priorities are for the year, and remember to make these detailed. Each family member can itemise their needs for school, such as school bags, books and shoes. They can also indicate items such as special clothes for parties or church and treats ranging from movies to eating out. At this stage, you must ensure that they understand that some things are NEEDS and so they are essential and therefore a priority and that other things are WANTS which they can do without and will be considered after the NEEDS have been taken care of. Be Smart Role Models Remember that kids form habits and attitudes by watching and observing.

For those interested in making compost for their gardening purposes should always contact the agricultural extension officers in their area of farming activities. To get the best and good income from vegetable production, one must target periods when such vegetables are in short supply. In addition to control of pests, diseases and disorders. HE University of Zambia under the School of Agricultural Sciences and Organic Resource Management Soil Experts (ORM) team have unveiled VENON CHINENE, as the Champion of soil fertility. Speaking at the Second National Innovation Platform on Soil Fertility in Lusaka, School of Agricultural Sciences Dean, Benson Chishala says Professor Venon Chinene has vast experience in soil fertility matters and will lead the cause for better strides in improving soil fertility. Dr Chishala said Professor Chinene has been a University Administrator, First Vice Chancellor of Mulungushi University and land management lobbyist and is also an accomplished author on soil fertility. He explained that the role of the soil fertility Champion is to influence decisions and be in the frontline and spearhead matters of soil fertility. He said the Soil Fertility Champion will be a servant, representative and lobbyist at national level. “The soil fertility issues need to be heard. We want to be recognized as a country for doing so much in the area of soil fertility,” says Dr Chishala. Dr Chishala described Professor Chinene as a highly motivated farmer, who is also showcasing what he is practicing in terms of soil fertility. And Professor Chinene says there is need to continuously advocate for better soil management practices aimed at sustainable production in Zambia and beyond. He stressed that as a nation, there is need to invest in low input agriculture. “We need to ensure we make the right investment into low input agriculture because it will potentially have a high return on investment,” said Professor Chinene. Professor Chinene emphasized that adequate research into soil fertility and related issues has been conducted on low input agriculture. “What is required is to commercialise low input agriculture and showcase research initiatives through agriculture shows and related platforms,” he said. The project interventions of Farmer-driven Organic Resource Management to build Soil Fertility (ORM4Soil) have contributed to knowledge in promoting low input agriculture technologies and practices among farmer communities. Clearly, a myriad of opportunities is imminent given the anticipated increase in the world population to nine million by 2050. Professor Chinene’s professional career as a soil scientist spans over 42 years, having been appointed as a lecturer at the age of 27 at the University of Zambia. -NAIS.

ESTERN Province Permanent Secretary Daniel Bukali has commended IHS-Towers Of Strength Zambia Limited for being proactive in assisting the government with its effort to manage the fight of COVID-19 in the country. Mr. Bukali said this in a speech read for him by Senanga District Commissioner Inonge Mubuyaeta during the handover of various hygiene COVID-19 materials worth K100, 000 donated to various schools in Senanga district by IHS-Towers of Strength Zambia at Senanga nursing school today.

PROMOTING ENERGY DIPLOMACY IN THE LOCAL MARKET By JOHNSTONE CHIKWANDA
O
NE of the most sensitive markets world over is the commodity market. To be specific, energy market is one of the most sensitive markets if not the most sensitive in a modern society. Arguably, it is virtually impossible to run a modern economy without energy be it electricity or petroleum. It is a multibillion-dollar industry in Zambia meaning that billions of United States Dollars exchange hands every year. For this reason, the stakes are extremely high and attracts different shades of players which include speculators, investors, opportunists, policy makers, traders, refiners, money mongers and transporters to mention but a few. Because of high volume of cash generated through retail segments, the sector is also vulnerable to illicit activities in that it is easy to front a petrol station for illicit activities.
“Energy diplomacy puts stakeholders at ease” Because of high stakes, commercial and public interest from different stakeholders; often pulling in different directions is equally high. As a typical commodity market, margins are usually razor thin. To add on, these margins are regulated. And because public interest is high, political involvement is also at stake. This market looks simple, easy to grasp, organize and balance but it’s actually a complex market place. In some jurisdictions, proxy fights are rife and ransom taking frequent. Because of high stakes and public interest, the concept of energy diplomacy has been taking centre stage and driven as a separate agenda out of broad principles of international relations. Because it is virtually impossible to run a modern economy without energy, an entire economy can get ruined if energy diplomacy is not handled well both locally and abroad. Because of their efficacy at sustaining international relations, the principles of international relations are now being entrenched within local energy
markets. Therefore, energy diplomacy is not just concerned with managing international relations but also local stakeholders from an energy perspective with a view to fostering sustained energy security. Part of the reason is that just one stakeholder can cause havoc and untold misery in the market place. In this market, stakeholders feel vulnerable to one another. It is this vulnerability which makes it easy to take one another as captives. I can unpack and elucidate how each stakeholder can take captive each other but for space. In any case, it has happened before and is likely to continue unless energy diplomacy is improved upon within local market. A captive is generally someone one who has been confined and may be freed upon meeting certain conditions. When you cannot maneuver or do what you want, you are as good a captive. And because of the sensitivity of the market, ramifications can be severe depending on the timing and intention of captors. Believe me you, cap-
tives abound in this market and some fights are actually proxy fights world over. It is because of the vulnerability factor, that principles often used in stabilizing international relations are being borrowed and implemented in the local energy markets to manage stakeholder relations. Each stakeholder is encouraged to use these principles when relating to one another. Any marginalization of a stakeholder can lead to significant challenges and havoc when they react. Each stakeholder has power in its own right. Therefore, unpacking and understanding the power balance and gravitas of each stakeholder is at the core of any effective stakeholder engagement plan. This plan must be well thought out and rolled out in line with proactive engagement schedules. My observation is that most stakeholders in our market do not have dedicated stakeholder managers to champion and manage other stakeholders. Stakeholder managers conduct research and must be capable
of discerning vexatious issues which can destabilise relations before they materialise and ensure proactive result-oriented engagements. Effective stakeholder relationship is also concerned with managing good things which are going on among stakeholders so that they continue to happen and are improved up. Its about allowing good things to happen, continue to be happening and forestall undesirable developments from happening among other issues. When effective stakeholder management is in place, stakeholders do not resort to issuing threats let alone public threats. When effective stakeholder engagement road shows are in place, there is no captive taking of one another. There is mutual respect for the feelings of each stakeholder and acted upon without ambushing or arm-twisting tactics. Because of the damaging consequences which can be caused by misaligned stakeholder management processes, some principles of international relations
are now being domesticated and implemented in the energy sector hence the concept of energy diplomacy. Energy diplomacy fosters trust, transparency and respect for each other. Energy diplomacy fosters energy security. Energy diplomacy does not use violence or rely on threats as a way of achieving certain outcomes. Every stakeholder plays a role and understands the role and feelings of one another and this includes consumers. Energy diplomacy can be used as tool to put one another at ease. Ethiopian Airlines, told the Daily Nation that the solution would help validate test and vaccination certificates and verify that they were sufficient for different routes. Mr Tadesse noted that the innovations would also help immigration officials keep fraudulent documentation at

She said Atal Tunnel, Rohtang in India’s Himachal Pradesh became the longest tunnel in the world above 10,000 feet in height and was now a tourist attraction. The High Commissioner said the Atal Tunnel, Rohtang, was 9 kilometres long with two kilometres mountain load over it, making it unique. Ms Kapijimpanga said the tunnel built by the Border Road Organisation had a global benchmark in tunnelling and engineering in very high altitudes. She said the tunnel which was situated close to Manali in India and connecting the picturesque Lahul- Spiti Valley, made the infrastructure a great tourist attraction. Ms Kapijimpanga said this when Defence Secretary in the Ministry of Defence, Government of India, Dr. Ajay Kumar, availed her with the video of India’s Prime Minister Narendra Modi inaugurating the tunnel. Kabompo bus station to start operating By JACKSON MAPAPAYI THE bus station in Kabompo, which was constructed in 2008, will start operating after the completion of the road rehabilitation exercise. The Local authority in Kabompo has embarked on the upgrading of 10 kilometres of urban roads to motorable standard. This is in a move to increase access around the Central Business District (CBD) where the main intercity bus station has remained a white elephant for about 13 years. “Once the works are completed, the bus station will be shifted from its temporary location at Musamba to its designated site which was constructed in 2008,” Kabompo District Commissioner (DC) Patrick Kasoka said. Mr Kasoka said that the

Monze Milling Plant ready for ops THE Presidential Initiative Milling Plant in Monze district is almost ready for commissioning, says Zambia National Service (ZNS) Commandant Lieutenant General Nathan Mulenga. Gen Mulenga who was impressed with the workmanship, said that the milling plant had reached 99 percent completion rate and was almost ready for commissioning. The Commandant was speaking when he toured the milling plant in Monze in Southern province. Gen Mulenga stated that the only major aspect remaining was connecting power to the plant so that it could start operating. He added that the plant once operational, would start serving the local people through employment and other spiral effects. “It is just a matter of weeks and the plant will be tested and handed over. It will benefit the people of Monze as they will be employed and development will be brought here in Monze,” he said. Gen Mulenga stated that Government was desirous to ensure that the milling plant was actualized so that it could benefit the local people. He explained that the project was developed through a grant from the Chinese government which was also constructing the milling plant. Gen Mulenga said the completion of the project would reduce the price of mealie meal and also attract development to Monze. “We have all sorts of food in the country apart from maize. It is gratifying to hear that farmers in Monze have started diversifying as that is the way to go,” he said. The Commandant added that he was happy that the local chiefdoms in Monze were highly expectant as the milling project would benefit them and their people. He urged the local administration to remind the local farmers not to sell maize to the briefcase buyers as that might affect the production at the milling plant. - ZANIS
