Justice Chulu said during the launch of the campaign season yesterday that ECZ would ensure that all political parties participating in the August 12, 2021 election were given a fair playing field free of violence. He said in a nationwide address that the ECZ would work with law enforcement agencies and other stakeholders to ensure that the campaign period, the poll day and post-election were violence free.

Magistrates recuses himself from Kalimanshi defamation matter By CHARLES MUSONDA LUSAKA Magistrate Felix Kaoma has recused himself from handling the case in which Patriotic Front (PF) supporter Innocent Kalimanshi has been charged with one count of defaming Home Affairs minister Stephen Kampyongo. In this case, particulars of offence are that on November 8, 2020 in Lusaka, Kalimanshi unlawfully published a defamatory matter affecting Mr. Kampyongo in form of a WhatsApp message. Kalimanshi is alleged to have said that when President Lungu decided to drop one position of PF national youth chairman from Mr. Kampyongo and gave it to Kasama Central member of Parliament Kelvin Sampa, the minister was annoyed and sent him (Kalimanshi) to start saying bad things against Mr.

Delayed payment irks Chongwe water contractor He said that the project which started in 2017 had dragged on due to delayed payments by the government. Mr Ilindra said that the payments had never been as per agreement and as such the company even claimed interest for the delayed dues. of K1.8 million of the K17.2 million project sum and K2.4 million interest for delayed payments. He said that the company was owed K4.2m in outstanding payments. He said the Lusaka Magistrates’ Court complex has so many other magistrates who can try Kalimanshi and extended the accused person’s police bond. Meanwhile, Kalimanshi says he will only consider the possibility of reconciling with PF supporters who attacked him at the PF Secretariat on the same day after consulting his family and his colleagues in the ruling party.

"As one of the Bemba chiefs, I do not know that movement therefore I do not recognise it and it has no authority to speak on behalf of Bemba chiefs," Chief Mpepo said. Chief Mpepo warned the United Movement of Bemba to Kola Kingdom to stop abusing the Bemba people. "Mr Borniface Besa Bwalya should with immediate effect stop using the name of Bemba to advance their tribal and personal political agendas," he said. THE campaign period for the August polls will commence today but political parties are discouraged from holding public rallies as a Covid-19 preventive measure. Electoral Commission of Zambia (ECZ) Director for Electoral Operations, Royd Katongo, advised political parties to avoid holding rallies which attract huge crowds. Mr Katongo said parties should consider utilising alternative mediums of communication and information sharing such as zoom, public address, television and radio. Meanwhile, Mr Katongo has appealed to stakeholders to cooperate in the implementation of the standards operating procedures because Covid-19 was a matter of life and death. CAMPAIGN WITH CIVILITY! AS the campaigns start today, political parties must embrace civility to the core as they sell ideas to the citizens, who expect nothing but peace, development and a better livelihood. Politicians ought to critically analyse and reflect on their messages before they release them for public consumption, lest they alarm the nation through half-truths and blatant lies. There is absolutely no need to cause alarm and anarchy in this country over an election, which is just part of the political process. Sadly, some people want to change the formation to the extent of making politics a vehicle through which to nourish their business interests. Some people’s propensity to get into power is too high that they are ready to move to great lengths. It is time for them to plan genuinely and fairly, firstly, through proper analysis of the statistics which the Electoral Commission of Zambia (ECZ) released on Monday. Planning without looking at these critical statistics will be planning to fail. Thus political leaders ought to look at the overall figure of certified 2021 registered voters, which stands at 7, 023, 499 and the fact that the age group between 24 and 34 years accounts for the highest proportion of the registered voters at 29.6 percent. Politicians must get to the drawing board and quickly analyse the fact that out of the total number of certified registered voters, 3, 751, 040 are female representing 53.4 percent while 3, 272, 459 are male representing 46.6 percent. Further, they must also learn the impact of having the age group of between 34 and 50 years at 28.9 percent and the age group 50 years and above being the lowest proportion of registered voters at 17.1 percent. It is also true that 24 years and below age group accounts for 24.4 percent and political parties should scramble for these newcomers through convincing and sober messages. Lusaka 1, 243, 619, followed by Copperbelt at 1, 025, 897, Eastern Province has 896, 339 voters in the third place while Southern is in the fourth position with 782, 067 certified registered voters. Central has 666, 600, Northern 606, 346, Luapula 567, 003, Western stands at 447, 293 with Muchinga having registered 401, 658 voters while 386, 677 registered in the North-Western Province. Therefore, analytical politicians must strategise before going out in the field to campaign using these figures. A breakdown of the figures per province should guide politicians where to concentrate most as it will be myopic for anyone to ignore the stronghold factor. It is also prudent that all political stakeholders abide by the electoral rules and also stick to the newly introduced standards operating procedures to avoid the spread of Covid-19. The ECZ should be spared from unfair attacks as it is doing its best to deliver a credible and fair election. Punching holes in whatever the ECZ introduces will not help matters, but will merely sow seeds of discord.

GOVERNMENT should not discontinue the Science Technology Engineering and Mathematics (STEM) curriculum in technical schools because the move will affect pupils who are scheduled to write exams this year, the Zambia National Union of Teachers (ZNUT) has said. Ministry of General Education Permanent Secretary for Technical Services Dr. Jobbicks Kalumba announced the cancellation of the STEM curriculum in a memo addressed to all Provincial Education Officers dated May 7, 2021. ZNUT Secretary General Newman Bubala said in an interview that the decision to revert to the old curriculum will not be in the best interest of the country and learners in particular. He was reacting to government’s decision to suspend the use of the STEM education transitional curriculum in light of concerns raised by stakeholders on the implementation of STEM curriculum in technical schools. Mr Bubala said it was not practical at this time for learners to revert to the old curriculum and be ready to sit for the examinations. Meanwhile, the National Action for Quality Education in Zambia (NAQEZ) says it’s deeply troubled with the decision by the Ministry of General Education to abruptly put off the newly launched STEM curriculum. NAQEZ Executive Director Aaron Chansa warned that the abandonment of STEM Education has come as a huge shock to many stakeholders in the education sector, as well as teachers and parents whose children were attending this specialised training for the past two years.

THE State contends that measures to ensure the Judiciary is financially independent and adequately funded have been set in motion by the enactment of the Judiciary Administration Act, no. 23 of 2016. It stated that the said Act provides further administration of the judiciary and for appointment of judicial officers and staff of the Judiciary and for matters connected with or incidental thereto. In this matter, a lawyer, Mr John Sangwa has petitioned the Constitutional Court seeking a declaration that the President should not prescribe the emolument of the Judges. GOVERNMENT has warned police officers and other security wings to stay away from partisan politics but work diligently in serving the nation. Home Affairs Minister Stephen Kampyongo, said police officers should always endeavour to remain loyal to the government. He said police officers must stick to their jobs and protect all citizens regardless of their standing in society. The minister was speaking in a speech read for him by Permanent Secretary in the ministry Mr Masiye Banda when he handed over the Mokambo police post and immigration offices in Mufulira yesterday. “The political atmosphere in the country is slowly gaining momentum and we expect police officers to work extra hard and maintain law and order before, during and after the elections.

He said the provision of the office block and the police post would help ease the office space shortfalls and further boost the work morale of the officers. TO BE OR NOT TO BE VACCINATED?

I

N the 1700s, it would take months to travel from present-day Kasama to Livingstone, on foot. With the advancement of technology, an airplane can now cover that distance in an hour. For eons, Man stared at the skies and wondered at the rock that circulated the globe every 30 days or so, the moon. In 1968, Man went to the moon and collected samples of that rock. Since the dawn of time, Man has died from infections in a horrible manner. Since the advent of antibiotics, deaths from infections are rare. In the 60s, computers were the size of bedrooms. Now they fit in the palm of your hand. In the 40s, a letter to England from Northern Rhodesia would take at least three weeks; now an e-letter takes three seconds! In the 50s getting a telephone connection to a loved one between Cape Town and London took ages and needed several operators. Now you can pick up your mobile phone and be connected to your loved one anywhere in the world within seconds. That’s right, technology has been on the march, and the rate of advancement is now exponential. What’s that got to do with vaccinations, the Covid-19 vaccine to be specific? A lot. In the last 100 years, the practice of medicine has advanced beyond recognition. There are three main parts to the management of medical conditions: Health promotion, prevention, and cure. Let’s stick to prevention. Prevention is in three main parts: avoiding risks, prophylaxis and immunisation. Prophylaxis involves taking a drug to prevent an infection occurring. This is commonly done to prevent malaria. Avoiding risk is, for example, reducing the intake of salt and increasing physical activity to prevent diseases such as hypertension, diabetes, and obesity. Immunisation is by far the most effective way of disease prevention and over the de-

cades, billions of lives have been saved from death and illness by vaccinations. Vaccinations were discovered by William Jenner in 1796. Jenner used fluid from a cowpox blister to prevent smallpox in an eight-yearold boy. In the centuries that followed, scientists used a part of the germ or the germ causing an illness for immunisation. The practice was to take the germ, kill it or inactivate it, then inject it into the body. The body’s immune response then reacted and was primed. If a live infection was contracted by the person, the body responded furiously and destroyed the invader. This is the principle used for vaccines for polio, smallpox, measles, diphtheria, mumps, meningitis, and others. Fast forward to 2019. Science had advanced in leaps and bounds. The genetic map of many living things, including humans and a number of germs, was now

So, to be vaccinated or not vaccinated against Covid-19? Choose to be vaccinated! By so doing, you are not only saving yourself from illness and possibly death, but you are also saving society, because unless we can get a critical percentage of the population vaccinated, the disease will not go away. …why Parliament holds key to stopping Kenya’s debt time bomb

AIROBI - When news broke last month that the International Monetary Fund (IMF) had approved a Sh234 billion financing package for Kenya, there was outrage across the board. The hashtag “IMFstopLoaningKenya” trended for several hours on social media with a petition to the same gathering 234, 770 signatures out of the targeted 300, 000. According to the IMF, the facility will help finance the country’s recovery from the Covid-19 pandemic and prevent debt distress. However, Budget documents for the 2021/2022 financial year tabled in Parliament last week, signal Kenya’s debt position is more precarious than the government or international lenders are willing to admit. Treasury’s latest figures indicate that the fiscal deficit - the gap in spending that the government will have to fill by borrowing, stands at Sh952 billion, Sh15 billion higher than the figure presented in the Budget Policy Statement (BPS) earlier this year. This puts Treasury in direct conflict with Parliament that in March this year threatened to stall the passing of the State’s spending plan if the fiscal deficit for the 2021/2022 financial year goes beyond Sh930 billion. “The fiscal deficit (including grants) approved by Parliament for the financial year 2021/2022 is pegged at Sh930 billion or 7.5 percent of GDP whichever is lower,” said Parliament’s Budget and Appropriations Committee in its report to the BPS. “Any increase of the fiscal deficit beyond what has been approved in the BPS for the

2021/2022 financial year will not be approved by Parliament.” Treasury has also indicated that Kenya intends to borrow Sh291.3 billion from the external market and an additional Sh661 billion from the domestic market, for the first time reversing the foreign to domestic debt ratio the government has adhered to for decades and flies against Parliament’s recommendations.

In the 2021/2022 financial year, Kenya is scheduled to make Sh767 billion in debt repayments to domestic lenders that include Sh421 billion in interest rates. Another Sh400 billion is due to external lenders by the end of June 2022. With a spending plan of Sh3 trillion and revenue collection pegged at Sh1.8 trillion, this means Kenya will need to pile on more debt to keep the government and public functions running. This includes the Sh234 billion extended credit facility from the IMF, additional foreign bond issuances and other funds availed by bilateral lenders and donors. “If you look at the public discourse, everybody seems to think that the solution to Kenya’s debt distress problem is to stop borrowing,” explains Kwame Owino, head of the Institute of Economic Affairs. “Unfortunately that is not possible because if the government stops borrowing today government operations will come to a crash.” Kwame says Kenya’s debt risk could be much higher since the IMF document was prepared before Kenya went into the third phase of the Covid-19 pandemic which will cause more disruption to revenue collections. “Some of the things you see about the CS of Finance seeking to have absolute control to determine and change VAT rates are contingent and partly relat-

Energy regulator to oppose Eskom's judicial review of tariffs decision JOHANNESBURG - The National Energy Regulator of SA (Nersa) will oppose a High Court application that state-owned power company Eskom filed against it, it said on Monday. Eskom wants the court to review and set aside the regulator's approval of a Regulatory Clearing Account (RCA) balance of R13.271 billion for the 2018/19 financial year. The RCA application is a mechanism that allows Eskom to adjust for overor under-recovery of revenue for a particular year, if there is a notable gap from the initial estimations made when the regulator granted tariffs. The over- or under-recovery is then accounted for in adjustments in future tariffs. In May 2020, Nersa granted Eskom approval to recover R13.3 billion as part of its RCA application for the 2018/19 year. This was, however, less than Eskom had applied for. Nersa said its decision to grant the RCA had considered the impact of Eskom's continuous court review

applications on the "government's economic recovery plans, as well as hardships on customers." Eskom and the energy regulator have in recent years been at loggerheads over regulatory issues involving the clawing back of funds, as the power utility seeks higher tariffs to bolster its balance sheet and energy generation efforts. Last year, Eskom, which is battling high debt levels - and which has been at the centre of corruption allegations - said although it was dealing with claims of corruption relating to state capture, it attributed its liquidity problems to "inadequate tariff increases." Eskom's debt was last said to be around R488 billion and the company has been fighting to recover debt owed to it by municipalities. On Monday, the regulator said Eskom's judicial review application was received on April 12, 2021 and it has invited interested parties to join its bid "if they consider that the Court decision may negatively affect them." – FIN24.

Karpowership denies graft allegations …threatens to withdraw integral energy supply to Lebanon BEIRUT - A Turkish company threatened to switch off two floating power plants that provide about a fifth of Lebanon’s electricity, amid a dispute with authorities over corruption allegations and payments. Lebanon’s Financial Prosecutor asked for Karpowership’s vessels to be seized pending an investigation into the renewal of the power supply contracts. "We are alarmed at the actions taken by Lebanon’s Financial Prosecutor and firmly deny any violation of our contract or the law," a Karpowership spokesperson said in a statement at the weekend. The company was owed around $100 million by Lebanon in July last year, and the figure has since risen. The government is struggling to pay suppliers due to the country’s economic meltdown. Karpowership has urged the government to engage

in talks and served a final notice that it will suspend its services, the spokesperson said. The Turkish firm’s ships provide 400 megawatts of power and have been anchored off Lebanon’s Mediterranean coast since 2013. "We strongly urge the authorities and the Republic of Lebanon to respect legal and contractual obligations and, crucially, to ensure rule of law," Karpowership said. "Regrettably, we are now left without further options and have served a final notice of suspension of power generation services. We have worked for many months to avoid taking this action, and still hope a reasonable solution can be urgently reached so that we can continue to provide the lowest-cost and much-needed electricity to Lebanon." - NEWS.

REDEFINING COMMERCE UNDER PF GOVERNMENT Dear Editor,

HE promise in the run up to the 2011 general elections was based on the platform of sustainable empowerment for the locally owned innovative citizens. The Patriotic Front under late President Michael Sata came under the platform of using the protectionist approach to promote Zambia’s economic participation. However, no smooth sailing was assured in the immediate period after the transfer of power from the MMD administration as the following problems were common sense. For locally driven wheels of commerce to thrive, there was need for the new government to proactively carry on with the policies that would stimulate economic participation of local business. Some of the notable problems that the PF inherited were the low participation of the citizens in the economic activities among them manufacturing, industry and trade.

It was a popular view among the players in the market that the locals were discouraged from taking an active role in the commercial activities aggravated by the high costs of doing business. Some of the factors which caused the increase in the cost of doing business included the level of taxation for corporations, the reduced government incentives in certain sectors, the statutory obligations payable to different regulatory government agencies among others. The other factor which had an adverse implication on the cost of doing business includes the limited international agreements between Zambia and her neighbours. The issue of SME financing scheme equally was a hurdle for the new entrants on the market. One other problem that the PF inherited was the poor management of government empowerment programmes. As regards local participation in the economy, there was no certainty in the policies which encouraged reservation of certain policies

for Zambian-owned businesses. The Zambians were subjected to unfair competition with the giants on the market. Reforming commerce, there were measures that were taken to ensure that the economic reforms to be purely Zambian driven. Among the measures that the government had taken some mitigation measures: Firstly, the government reduced the number of licences that are required to do business as a way of reducing the cost of doing business; - Government also introduced the financing schemes for local businesses; - The Government also came up with deliberate policies to encourage commerce by reserving businesses for Zambians among them chicken raring, black making, haulage. Zambia signed bilateral agreements with other countries among them Congo and Angola. On August 12, 2015 Zambia signed the boarded agreement with the Democratic Republic of Congo. On January 30,

2016, Zambia signed a Trade Agreement with Angola and it has increased trade relations between the two countries. This is what has been accomplished and the next write up focus on what the PF intends to do after August, 2021 to enhance Commerce, Trade and Industry as espoused in its manifesto. I am a humorous gentleman full of enthusiasm and glamour. Where ever I go, I want to contribute positively in enhancing the lives of others. Life is too short. We only live for a few years. Many times we focus on the evils and wickedness that has abounded. We are always listening to alarming and sad news. We are overwhelmed with life’s challenges and anxieties. At least we need to find time reflecting and pondering on good things. Rather than occupying ourselves discussing negative aspects of life, we need to learn the secret of counting our blessings. Our conversations must be uplifting, soothing, thrilling, intriguing, up building and encouraging. I used to be a short tempered person. I had terrible moods and I could get irritated so easily. While I remain a candid person, life has taught me to be patient and gentle towards others. I was a dogmatic and egocentric person. I had some dictatorial qualities. I was also hasty and wanted my views to be taken. I was over righteous and lacked patience. I used to be a bully and lacked considerations when dealing with others. I have cultivated wonderful attributes that I never had in the past. In the end, I may end up thanking people that accused me. Trials are for our good often times. I spent nights in police custody for the first time in my life. I smelt death and vanity of life. Instantly I found myself accounting for what I did not know. I stood accused and appeared before court several times. Eventually I learnt obedience from the sufferings I went through. Upon finding myself in the midst of hard core criminals, thugs, heavy smokers, sarcastic and terrible people, I was moulded into a honourable vessel. I was appointed a Priest in the police holding cell. My assignment was to conduct prayers and advising my fellows. I conducted lectures on how to be better persons in the society. Little did I know that the situation I found myself in

I get perplexed whenever I hear many people speaking injuriously about the development our country has recorded. Honestly speaking, our country has recorded success in different ways. We have numerous good things that have been done and accomplished by the government. We need to be grateful. The country is never the same. Even our own livelihood has improved. We never imagined having a wide and flamboyant road like Independence Avenue from Kafue Roundabout in Lusaka! I am not a Patriotic Front surrogate but a patriotic Zambian brought up from a humble family. My parents inculcated in me the need to respect all the elderly people, authorities and the Government. Granted, there will never be any human Government that will meet all needs of mankind. There is no Government on earth even in Switzerland one of the richest nations in the world, some people contend with difficulties and challenges. Powerful nations like the United States have street kids as well. Even shanty compounds are there called “Ghettos.” Unemployment affects all nations except levels vary. Shortages of clean water is a global problem. Infectious diseases and pandemics are everywhere. Violence, uprisings, protests/demonstrations, genocide, homicide, corruption, nepotism, fraud, cyber crime, witchcraft and spiritism, food shortages, inflation, theft, malnutrition, divorces, strikes, poor conditions of services and deprivation of the plight of workers have engulfed every country. No one is spared from life’s challenges. Only God’s kingdom will bring permanent relief and solutions to our sufferings! Human Governments only provide temporal measures meant to alleviate the sufferings of the people. Take note of the fact that to alleviate is not to end. In an interview in Kitwe yesterday, Mr Chishimba said some leaders of the alliances had failed to provide quality leadership in their parties, while others were a one man show political parties that had nothing to offer. "Some of these leaders in this alliance are people who have ex-

hibited cruelty and have failed to provide leadership in their parties. We even have a situation where their relatives are up in arms against them because of their cruelty and stinginess. "So, in this situation, you can tell that some of the leaders of this alliance are not fit to be leaders. They are actually failed leaders and Zambians must be careful with such kind of alliances haphazardly formed by failed politicians few months

before elections. It Is mere desperation for power," Mr Chishimba said. He urged the PF leadership and membership to be alert and refute all forms of propaganda and falsehoods from the opposition alliance. The Skills Development Levy Act No. 46 of 2016 is the source of financing. The main objective of the levy is to provide financial resource for the TEVET sector for skills development. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access. Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the Skills development levy, has set aside funds towards the implementation of the Employer Based Training (EBT) activities through the TEVET Fund. The TEVET Fund is hereby inviting Employers in collaboration with Training Institutions registered with TEVETA, under the

Technical Education, Vocational and Entrepreneurship Training Act No. 13 of 1998 and the amendment Act No. 11 of 2005, to present proposals for support through the TEVET Fund towards skills development for EBT. The Chieftainess observed that parents in her chiefdom were giving excuses that they were marrying off young girls due to poverty. Chieftainess Shimukunami was however confident that some programmes being rolled out in the area by Government would reduce poverty as well as early marriages. The traditional leader said she would partner with relevant authorities to find a lasting solution to the problem. "This matter has really been a problem and I have noticed that it is becoming rampant in this area and I am getting worried. "Most parents have been giving excuses that they have been marrying off young girls due to high poverty levels in the area," she said. Chieftainess Shimukunami further thanked the government for looking into the plight of the people of Lufwanyama. She said having the thought of being remembered by the Head of State was a good feeling and encouraging. FDD still active, says Nawakwi By NOEL IYOMBWA

FORUM for Democracy and Development (FDD) is not finished as some people think, its president Ms Edith Nawakwi has said. Ms Nawakwi said in an interview that the FDD recently held a national conference where she was re-elected. She said the national conference was a success as it drew members from all parts of the country. Ms Nawakwi said FDD was still active and that the national conference was evidence enough that the party was operating. She said that she was overwhelmed with the turn out of the members during the national conference which was held in Lusaka at the weekend. The FDD was founded in 2001 by former members of the Movement for Multi-Party Democracy (MMD), disaffected with the late Frederick Chiluba’s efforts to change the constitution to allow him to stand for a third term. In the 2001 general elec-

tions, the party nominated late Christon Tembo as its presidential candidate, who finished third in a field of 11 candidates with 13 percent of the vote. In 2005 the FDD party chose Ms Nawakwi, a former MMD minister, as its president. She contested the 2011 general elections and received 0.2 percent of the vote, finishing seventh out of the nine candidates.

In this case, Kondwani Kanweka, 49, an accountant of Libala South, Lavender Mwenya, 29, an accounts assistant of Kabwata, Muhammad Dambele, 33, a lecturer of Silverest residential area, and Seith Muleya, 62, a registrar of Chilanga, have been jointly charged with alleged theft of the money between January 2015 and July 2020.

Testifying as a second prosecution witness yesterday, Mwiilu Sianagwa, a regulatory specialist at Airtel Zambia, said he retrieved the accused persons’ details from the company’s ‘know your customer’ (KYC) system after receiving a search warrant from Woodlands police station. Mr. Sianagwa said the warrant, which was signed by the Lusaka Magistrates’ Court, had phone mobile phone numbers whose owners the police requested to have personal details. He said Airtel’s KYC information system included features like identity and residential addresses for owners of the phone numbers. He told Lusaka Magistrate

Felix Kaoma that he then made printouts showing KYC details for Kanweka, Mwenya (a female), Dambele, and Muleya. In cross examination by defence lawyers, Mr. Sianagwa, 45, who has worked in his position in the company’s legal department for three years, said the Airtel system does not show the date he printed the KYC details and that it does not indicate that he is the one who made the printouts. He said the search warrant on which he acted did not have Airtel’s receipt stamp to confirm that the company received it from the police on April 29, 2020. Trial continues on May 18 and 21, 2021 and the accused persons’ police bond has been extended.

Most of GIZ’s work is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). Many water sectors reforms have taken place in Zambia since the start in 1994 that have resulted in establishment of institutional and legal frameworks, and development of policies, national programmes, regulatory frameworks, strategies and guidelines. Recently, various key documents such as urban and rural regulatory frameworks; the onsite sanitation statutory instrument (draft) and the recently approved WSS policy as well as the business financing models for households are to be implemented. The framework for regulation of urban onsite sanitation has highlighted the need to protect groundwater, recycling of faecal sludge and find sustainable ways of ensuring construction of acceptable standard toilets by households that protect ground water and public health. Therefore, the development of mechanisms for groundwater protection, recycling of faecal sludges and facilitation of household toilet construction are needed as part of implementation of measures to ensure sustainable and affordable safe sanitation service provision in Zambia. Now, GIZ through Reform of the Water Sector Phase II (RWS II) seeks to engage a consultant to undertake the following assignment: I. Provide technical input during the development of two selected regulatory mechanisms and provide additional support that may be required from the key stakeholders e.g. MWDSEP, NWASCO, ZEMA, WARMA, ZABs, LAs, LWSC, etc. II. Support drafting of key documentations

related to establishing the two regulatory mechanisms as part of facilitation process, including minutes of meetings. III. Ensure that the technical working group that will be working on these two mechanisms is comprised with all the relevant stakeholders. IV. Conduct consultative meetings with key stakeholders and include their views and input during the development of 2 regulatory mechanism.

If he or she does not stop harassing you, keep a record of the incidents in a small note-book. Write them down and ask a friend to witness them. This way your friend will support you. Discuss the problem openly and you will probably find others who have been suffering the same problem. In that way, you can make the problem known, which may stop the harasser. Try to make your home as secure as possible. Do not let anyone into your home if you feel in any way doubtful or suspicious. Try to avoid situations that make you feel uncomfortable or unsafe, even if you can see no real reason for your feelings. Try to get help from the police immediately if you know or suspect that you are in danger. Try to get help from someone nearby, but stay alert and use your judgment. Otherwise you may escape from your attacker only to find that the person you appealed to for help takes advantage of your vulnerability. If you are walking and a car follows you or stops beside you, stay as far away from the car as possible and keep walking even if you are helping the driver by giving him direction. Hitch- hiking is risky especially for girls and women. If you have to take a lift, trust your judgment about the person or people in the car. When you travel alone using public transport, try to sit near another woman. Remember that most rapes are planned in advance. It is a good idea to vary your behaviour, such as the route

you use and the times you take to fetch water or play with your friends. • If you learn self-defence skills, remember that you are still vulnerable. Your attacker may have a gun or a knife, or he may simply be stronger or more skilled in martial arts than you are. Practice your selfdefence skills regularly. Rape • Rape is when a man/woman has unlawful sexual intercourse with a woman or girl/man or boy without her or his consent by using force and or by means of threats or intimidation. • Rape is legally defined as: Any person who has unlawful carnal knowledge of a woman or girl without her or with her consent. Ways of Resisting Rape One can resist rape in the following ways: • Attention seeking tactics: shouting, screaming or trying to get someone to help. • Non-cooperation tactics: for example, refusing to take your clothes off. • Psychological tactics: for example, reasoning with the rapist, trying to frighten him, disgust him or gain his sympathy. • Physical resistance: fighting back or struggling. **However, it is worth noting that there is no single right way of reacting, when attached by a rapist. Causes of teenage pregnancies This is attributed to a number of factors: • Peer pressure – Sometimes boys and girls engage in sexual activities due to peer pressure and would like to be like others. This, often result in teen pregnancies. • Personal development - As children grow up, they develop sexual feelings and emotions, which they do not understand. As a result, they want to fulfil these urges. • Lack of sex education Parents should discuss sexual issues with their children. • Influence from society and the media. For example, the type of socialization, breakdown in morals, influence of other cultures, modern songs, television and radio programmes. • Cultural issues – In some societies, girls are married off at a tender age.

ESPITE Zambia signing some regional and international conventions which guarantee the rights of women and gender equality, the level of women participation in decision-making has remained low. And even though the country has made some strides in increasing women representation in Parliament, having attained 19 percent representation in the 2016 general elections, the country still falls far short of the regional average of 24 percent The statistics are also short of the 50-50 gender parity required by the SADC protocol on gender and development and African Union Agenda 2063 Vice President, Inonge Wina says as the country aspires for greater heights in attaining gender equality the participation levels are still extremely low despite women making more than 50 percent of the population, Ms Wina said these distortions needed to be addressed within the shortest time possible and therefore calls for affirmative action from stakeholders to achieve positive actions. She said while many women are willing to join politics in numbers, more are fearful of the toxic environment in which violence and harassment are the order of the day. She was speaking during the recently held Zambia and United Nations High-Level Virtual Dialogue aimed at increasing women participation in politics and addressing political violence against women.

Kenya bans flights from neighbouring Somalia NAIROBI - Kenya has banned all flights from neighbouring Somalia just a week after the two countries announced they had restored ties following months of diplomatic row. ZAMBIA Sports Fans Association Patron Peter Makembo has urged the Copper Queens not to underrate Malawi in the crucial Morocco 2022 Women Africa Cup of Nations qualifiers. FTER redeeming themselves with a 2-0 thumping of Power Dynamos in a Kitwe derby, relegation-bound Nkana FC face another tough test when they take on runaway MTN Super League leaders Zesco United in a Week-30 fixture at Levy Mwanawasa Stadium in Ndola. The clash of the titans in Ndola promises to be a tense affair as Nkana fight to break Zesco’s 10-game winning streak which has seen them dominate the Super League with 55 points, 10 points ahead of second-placed Zanaco FC. The battle will see Nkana coach Beston Chambeshi and Mumamba Numba renewing their rivalry in a must-win match for Nkana who are second from bottom on the 18-team Super League table.
