THE clergy must always share their thoughts with the Ministry of National Guidance and Religious Affairs on how the country was being governed because power corrupts, says President Edgar Lungu. Mr Lungi said as the Church prayed for the leaders and himself, it was prudent that they shared their thoughts on how he was governing the country. “This Ministry of Religious Affairs is your ministry, so as you pray for us, we also want to know your thoughts on the way we are governing this country which is very important. I’m saying it is important because I know that power corrupts. Absolute power corrupts completely,” President Lungu said. Mr Lungu said this when he met the clergy from different denominations in Namwala yesterday. He said absolutely power corrupts people completely and it was by the grace of God that he had remained humble despite the high office he occupied. President Lungu said that he hoped that other leaders could emulate him. He said the danger of power was that it could consume someone and the country as well. “The danger of power is that it can consume you and consume the country as well in the process. So we have to be very careful and prayerful at the same time. Those who are in leadership and those who are aspiring to be leaders should ensure that they always remain humble at all time,” President Lungu said. He said leadership was for the people and it came from the people but it was ordained by God almighty. President Lungu said it was important that the Church did not only pray for the leaders
as the country heads towards the 2021 general elections but should also counsel the political leaders. He said the teaching of the word of God could not go in vain if the church talked to the political leaders. He said the church should pray hard during this season as the country goes for elections in 2021 so that those who would become leaders would live in God’s word. President Lungu also said the political rivalry between the ruling Patriotic Front (PF) and the United Party for National Development (UPND) needed to come to an end. “Those of us who claim to belong to certain churches, we challenge those churches we claim to belong to, to own us and take responsibility during this time, ask us why we are doing certain things. If we are lucky and get elected, make sure you continue to guide us,” President Lungu said. He also said that it was unfortunate that politicians had resorted to use language which was un-Christian. President Lungu also emphasised that he created the Ministry of Religious Affairs so that Government could get the values and principles which are Godly in executing its mandate. And speaking earlier on behalf of the clergy, Pastor Darlington Chintu said the Church in Namwala knew that every government was ordained by God and it was the duty of the church to pray for the government. Pastor Chintu said the church was praying for the peace of the nation and everything that President Lungu did so that God could bless the country. He also assured that the Church would continue to preach the message of peace to all political players as the country heads to next year’s elections.
Family shocked as firm closes minus compensating injured worker By NOEL IYOMBWA A LUSAKA family is in shock after discovering that the company where they were claiming benefits for their relative who was injured while on duty has been closed and the owner was about to leave the country. Mr Dominic Mushota narrated that in October last year, his nephew Eugene Makwawya, an employee of Bulcon, a company dealing in steel was involved in an accident while on duty and was admitted in the University Teaching Hospital intensive care unit for one month. Mr Mushota explained that after being discharged from hospital, his employer stopped taking care of his medical bills and other expenses and when asked why he stopped, he told them that it was because he was out of danger. He said that from November last year, the family has been struggling to get gratuity from the employer Mr Dragon Brozovic but to no avail. Mr Mushota explained that in the process of trying to get the money, the family discovered that the company has been closed and that the managing director Mr Brozovic is scheduled to leave the country on Sunday next week. He also disclosed that the family has also discovered that the employer has not been remitting to the Workers Compensation Fund despite deducting from salaries. Mr Mushota has since taken the matter to Workers Compensation fund where a case has been opened. And when contacted for a comment, Ministry of Labour Permanent Secretary Chanda Kaziya advised the family to present the details to his office and the Workers Compensation Fund so that the matter can be followed up.

Dr Chifwepa emphased the need to develop standards in LPs which will ultimately lead to qualifications that will be recognised in the country and outside. He pointed out that Zambia was not the first country to endeavour to set these standards, as South Africa had begun the process but was yet to complete it.

WORKERS in the country should join hands and demand for debt relief for Zambia following slowing down of the economy caused by the outbreak of Covid-19 pandemic, ZCTU General Secretary Cosmas Mukuka has said. He was speaking when he officiated at the Hotel, Catering, Tourism and Allied Workers Union of Zambia (HCTAWUZ) 14th quadrennial conference held at the Lusaka Hotel. Mr Mukuka observed that Covid-19 had so far robbed Zambia a year in production time resulting in slowing down of the economy. Mr Mukuka called on all unions to join the ZCTU in demanding that lenders forgive Zambia some of the monies it owes or postpone debt payment to allow the country to recover from the economic shocks caused by the Covid-19 pandemic. He said the ruthless effects of Covid-19 throughout the world was first and foremost a human
tragedy, affecting the health of Millions of people, the consequences of this has led to devastating impact on the global economy. Mr Mukuka said hospitality industry was one of the sectors that has been hard hit by the outbreak of the Covid-19, which has presented the sector with unprecedented challenges because of the measures put in place aimed at combating the pandemic. He said Covid-19 has brought out ugly reality to society and led to majority of the people, women and workers in particular to face extreme poverty, inequalities and unemployment. He said while the hospitality industry was slowly recovering, the Covid-19 crisis continues to exert profound impact on how the sector operates. Mr Mukuka said the hospitality industry was expected to make substantial changes to their operations in the Covid-19 businesses environment in order to ensure employees and customers health and safety.

NEVERS ARRESTED IN DRC …MMD leader travelled to meet former President Kabila From Page 1 Dr Mumba was supposed to meet with General Joseph Kabila, former President of DRC ostensibly to seek financial support ahead of 2021 general elections in Zambia. However, Gen Kabila did not show up and Dr Mumba was instead arrested by heavily armed security forces. According to Daily Nation investigations, Dr Mumba was arrested on December 10, 2020 in Kolwezi district, Lualaba Province. Dr Mumba entered DRC December 1, 2020 and was guest of Provincial Governor for Lualaba Richard Muyej Mangeze an ally of President Kabila
but was staying at Kolwezi Lodge. The MMD leader has since been transferred to Lubumbashi where he is reported to be under the custody of the Congolese Intelligence Service known as ANR. When contacted, Foreign Affairs Minister Joe Malanji said Government had not yet received any official communication from their Congolese counterparts. Dr Malanji has however advised former and current Government leaders to always inform the state whenever they are visiting other countries. Dr Malanji said it was important for former government leaders including former vice presidents
to emulate former Vice President Enock Kavindele who always got in touch with the government whenever he was travelling out of the country. Although reports indicate that Dr Mumba has been arrested for overstaying in that country, his detention could be as a result of the heightening tension between Gen Kabila and President Felix Tshisekedi. In October, 2004, Dr Mumba was sacked as Vice President by late President Levy Mwanawasa for insubordination after he breached an oath of allegiance when he failed to retract his allegations that the Democratic Republic of Congo (DRC) was harbouring individ-
uals who were working against the Zambian government. Former intelligence chief Xavier Chungu was at the centre of the allegations raised by Dr Mumba. Mr Chungu reportedly fled to the DRC in March that year to avoid being prosecuted for graft in a crackdown against former President Frederick Chiluba and his aides. President Mwanawasa admonished Dr Mumba over the accusations and apologised to the Congolese government. Dr Mumba, however, refused to admit that his comments were in bad taste, leading to his dismissal.

NATIONAL Democratic Congress (NDC) leader Chishimba Kambwili has been found with a case to answer in a matter he is charged with contempt of court. In this case, the former Roan Member of Parliament has been accused of tampering with Patents and Companies Registration Authority (PACRA) documents relating to his Mwamona Engineering and Technical Services Limited. Kambwili is accused of falsifying the documents to indicate that his son Mwamba was one of the directors and yet the latter was a minor at the time of the company's registration with PACRA. In October this year Kambwili was sentenced to 24 months imprisonment with hard labour by High Court Deputy Registrar David Simusamba, who was sitting as Principal Resident Magistrate in the matter. The NDC leader was accused of tampering with the documents by Economic Equity Party (EEP) president Chilufya Tayali while trial in the main case was going on. Kambwili is said to have changed his son's names from the initial ones that appeared at the company's prior registration at PACRA.
PRESIDENT Edgar Lungu said people should not be harsh with Government when they notice that some infrastructure projects have delayed because the state was constrained with resources. President Lungu said Government would continue working on infrastructure countrywide such as roads but due to lack of resources, some projects may delay to be completed. Mr Lungu said this when he met Chief Mukobela, Chief Machila, Chief Mungaila and Senior Chief Nalubamba's representative in Namwala yesterday. "Don't be harsh with us when you see roads which were supposed to be tarred and they are not yet tarred, it is because of resources. But we will do them. Like I always say, development never ends," President Lungu said. He said the government would continue working because it was its responsibility and it could not be passed on or be blamed on anyone. President Lungu also said Government had made progress in connecting chiefdoms through the construction of roads and installation of telecommunication towers. President Lungu said Government

Mr Lungu also said Government was committed to improve the education sector through the construction of schools. And President Lungu said government will work hard to provide the necessary infrastructure to support the livestock sector in Namwala. He said Namwala was the centre of livestock farming in the country, hence the need for the government to support the farmers. Speaking earlier, Chief Mukobela thanked the government for building schools in chiefdoms in the district. He appealed to the government to provide the needed infrastructure in the livestock sector. He said the people were in need of an artificial insemination centre for animals.

BANK of Zambia and Kansanshi Mining Company have signed a gold purchase agreement in order to mop up enough gold for reserves. Bank of Zambia Governor Christopher Mvunga said he was confident that this agreement would help the Central bank’s efforts to build gold reserves. Mr Mvunga also said the agreement would enable the country boost its foreign reserves and enhance market confidence in the bank’s ability to fulfill its mandate of price and financial system stability. He said yesterday during the signing ceremony at Bank of Zambia that this agreement was an important milestone in the Central bank’s efforts to resume the holding of gold as part of the country’s foreign exchange reserves. “We are delighted that the gold will be sourced locally. In this regard, Kansanshi Mining Plc was identified as a counterparty since it has been producing the commodity on a commercial basis since 2006,” he said. The central bank Governor said apart from Kansanshi, the bank had also engaged Zambia Gold Company, a newly established subsidiary of ZCCM–IH as the other counterparty in the purchase agreement. Mr Mvunga said gold had been a long-term store of value, especially during high periods of inflation, and that this attribute helps protect reserves from significant loss in an inflationary environment, thereby making it

a valuable asset for central banks. “Gold is a kind of reserve asset that can be easily liquidated and used in emergency situations. From an international reserves management perspective, gold’s low correlation with other assets typically held in the reserves portfolio makes it an effective risk diversifier. During periods of market stress when traditional assets would be losing value, gold would be adding value, thereby shielding the whole portfolio from large losses. Holding of gold is thus an important risk management strategy in the management of reserves. And ZCCM-IH Chief Executive Officer Mabvuto Chipata said the company had been able to mine and process near surface material with a current total production of 74 kilo grams worth about US$4 million equivalent of K84 million. Mr Chipata said the company was currently focused and working on increasing the production capacity by purchasing bigger processing machinery and more mining equipment.

LOBBYING FOR DEBT RELIEF THE stand taken by the Zambia Congress of Trade Unions (ZCTU) to ask all workers to help lobby for debt relief for the country is commendable. This is the patriotism that the country needs. Putting country first is indeed a noble thing to do for any citizen. Unlike people who go out of their way to lobby the international community to forsake helping this country, the ZCTU has shown what true patriots do. When times are hard, it is important to come together as a nation and work to serve national interests. ZCTU General Secretary Cosmas Mukuka said when he officiated at the Hotel, Catering, Tourism and Allied Workers Union of Zambia (HCTAWUZ) 14th quadrennial conference held at the Lusaka Hotel, that workers should all lobby for debt relief for Zambia. This is of course coming in the wake of some bondholders refusing to give this country some relief in form of a six months period during which the government would not have paid any of the bondholders. Alas, this was rejected much to the amusement of the local doomsayers. Many of the problems that the country has found itself in have been compounded by the Covid-19 pandemic and this can hardly be blamed on any government because it has affected all economies. Even big economies are grappling to recover from the Covid-19 induced economic down turn. Many developed countries are struggling to provide food packs to the millions of their starving nationals. Even closer to home, other African countries are struggling to settle debts, with some, like South Africa and Kenya having their credit ratings downgraded. This is the same fate that Zambia finds itself. But rather than wallow in self-pity, Government has taken steps to ensure that we get out of this, with our self-respect intact. It is therefore gratifying to note that there are other organisations that wish well for this country. Zambians should rally behind the government and ensure that the country gets the debt relief it needs to survive.

THE Constitutional Court misdirected itself by ordering Ministers who remained in office after dissolution of parliament to repay the emoluments that they earned while in office, Patriots for Economic Progress leader Sean Tembo has said. Mr Tembo said the Court should not have adopted a shallow perspective on the matter by holding that the ministers were illegally in office at their own instance. Mr Tembo said the Constitutional Court blindly interpreted the law and ended up creating an injustice. “Even from a labour law point of view, what the Constitutional Court has perpet-
uated through its blind judgment in this matter is a gross injustice,” he said. Mr Tembo said ministers are employees of Government and that it is responsible for paying their remuneration. “In this case, the President as head of government explicitly instructed the ministers to stay in office. In other words, the employer instructed its employees to stay in office therefore it is unfair to ask individual ministers to pay,” Mr Tembo said. He said the judgement is unfair to the individual ministers as they did not remain in office by themselves, but were compelled to do so by their appointing authority. “The individual ministers themselves are not culpable of any wrongdoing and it is a
violation for the court to seek to punish individuals that are not guilty of any wrongdoing whatsoever,” he said. Mr Tembo has advised ministers who were ordered to pay back the money by the Constitutional court to consider filing a lawsuit against government through the Attorney General, to compel the government to indemnify them for the money that they have to pay. “The ministers should consider filling an application to the Constitutional Court for the Court to review its own ruling in this matter as the ruling is neither just nor equitable. Interpretation of the law must not be done blindly. It must be done with full consideration of the circumstances at hand,” Mr Tembo said.

Nakonde border standoff eased as marooned fuel tankers, trucks cross into Zambia OVER 400 fuel tankers and trucks carrying various goods and other merchandise into Zambia have started crossing the border at Nakonde from Tanzania following a joint border meeting held at Tunduma in Tanzania on Wednesday night which was chaired by Muchinga Province Minister Malozo Sichone. The over 400 fuel tankers including about 450 In-transit IT vehicles have been marooned at Tunduma for the past six days following protests by Tanzanian truck drivers and drivers of IT vehicles who were protesting against alleged harassment by Zambian authorities and individuals. Meanwhile, Mr Sichone said that the joint meeting between the regional administration of Songwe in Tanzania and Muchinga, concluded to allow the
movement of fuel tankers and other trucks to start crossing into Zambia. Mr. Sichone said the partial agreement was to allow Zambia not to face a shortage of essential goods such as fuel and medicines. He added that a full agreement will be effected later after the scheduled joint meeting that was held agreed in principle to start releasing IT vehicles. "We were in a serious situation in Zambia because some of the vehicles marooned on the Tanzanian side included fuel tankers and we therefore, agreed that fuel tankers and other trucks carrying goods and other merchandise should be allowed to cross into Zambia. GOVERNMENT has empowered 53 youth cooperatives in Lusaka with K18, 700, 620 and recruited 596 interns in the district. MUSHROOMING of real Estate businesses has led to unplanned settlement in most parts of Kabangwe and surrounding areas, Chunga ward aspiring candidate Isaac Chomba has observed. Speaking in an interview Mr Chomba said that the area has seen so many Real estate outlets in the area which are selling pieces of land ranging in sizes and that some of the land are too small. He said that most houses which have been built in the area are unplanned

POWER utility firm Zesco has expressed concern that the continued vandalism of its infrastructure may prolong the load shedding hours It says the company has also continued to lose huge sums of money due to the continued damage on its property. Zesco Senior Corporate Affairs Manager John Kunda says some of the power outages experienced are as a result of unscrupulous people who have continued to vandalise some of its infrastructure such as transformer oils and cut-

ABOUT 480,000 vulnerable customers countrywide have benefited from the Covid-19 relief package from ZESCO which commenced on December 1, 2020. The power utility company has so far rolled out the allocation of 100 bonus units under this package. Company Public Relations Manager, Hazel Zulu, said the bonus units would be issued to the most vulnerable residential customers who constituted about 460,000 low consuming customers. Ms Zulu in a statement yesterday said the units would also be issued to 19, 000 micro-household enterprises who consume below 200 units. This demotivated local innovators and possible funders to actualise home-grown innovations, says Zambia Association of Manufactures (ZAM) Policy Analyst, Zondwayo Dume. Mr Dume said commercialisation of innovations had been hampered by lack of funding which had affected the broad reach of local inventions. Innovation, he explained in a write-up on Innovation in Manufacturers, was the engine of economic growth. Mr Dume said innovation played a pivotal role in fostering socioeconomic transformation and sustainable development. “Innovation reduces the cost of production and at the same time fosters production of better and more competitive products. Innovation gives companies an upper hand in markets. “Innovation also enables firms to penetrate export markets, which they may not otherwise penetrate. All these advantages tend

Dear Editor, IT was disheartening to listen to a Zambian who visited a museum in England where the Broken Hill Man is kept. Speaking to the BBC on the night of December 9, 2020, our brother was shocked to find that apart from a small brief description of historical information on Broken Hill Man that was all. I was equally disappointed, despite the British Empire claiming ownership of our ancestor's remains, it is not even one of their valuable relics. Just another relic from poor African countries, an ancestor of Black people. My Zambian brothers and sisters let us join our hands and call the British to give us back the Broken Hill Man. Every Zambian has a right to ask the British government to give back the Broken Hill Man. He belongs to Zambia. What happened to the rest of the bones? Violence in politics must end! Dear Editor, AS we draw closer to the end of the year, we need to reflect on our past deeds and pick out the positives and work on improving the negatives. One of the negatives is political violence and this is something we have to change as a country. We have all been affected if not infected by the coronavirus pandemic or Covid-19 and its impact on the country has been devastating economically. In all these troubling issues, we must thank God that he has helped our country to survive. Yes, we are still struggling economically but God has already shown us a light. We are headed in the right direction. We must however stop this culture of insults and violence being permeated by politicians, especially the UPND. I pray that we can have a peaceful end to the most troubling year ever – 2020. Let’s look forward to 2021 with positive energy and zeal that all shall be well. ECZ must extend voter’s registration process Dear Editor, WE have noted that the voter registration period which started on November 9, 2020 and ending today, has been has been characterised with glaring inconsistencies. We have noted the number of hurdles and unforeseen occurrences that characterised the voter registration process. Some have even caused inordinate delay in processing the voter registration process. We will not however pile any taint of accusing finger on any stakeholders. Patriotism demands we all irrespective of the political affiliation collectively and individually take ownership of the success and failures of the voter registration. This Electoral Commission of Zambia is a Constitutional body we have entrusted and irrevocably delegate this noble mandate of being the guardian of the electoral process. We therefore take interest in the performance of the voter registration which is meant to delete the suspicious voters that have been concealed through the previous inclusion. We have noted the various challenges caused by lack of human and financial resources and this had an impact on the success of the process. We were briefed in other areas such as Mungwi in Northern Province, and other places in Northern, Muchinga, Luapula and Copperbelt provinces were the machines became
abruptly malfunctioned even for the entire day. It is therefore inconceivable to exclude the eligible voters from taking part. We have also noted the various concerns the traditional leaders in Eastern and Luapula provinces expressed during President Edgar Lungu’s visits in their respective provinces.
They all in unisom and plainly pleaded with the Head of State who lent them his listening ear to liaise with the ECZ to extend the voter registration period with the view to make up the lost time. It is also a fact that the voter registration coincided with the secondary school examination preparations which were
underway. There are some school going children who had become eligible to participate in the electoral process and they may have been unduly disadvantaged. They could not give up their limited study time to visit the registration centres. For those who are at boarding schools, it is even worse because their movements are mostly restricted. We are glad the school calendar is almost nearing its end. To the working class in the informal sector, their employers did not make an undertaking to enable their participation in this issue of national interest. We are aware that in the few days, some private companies are going on industrial break therefore the workers will have the luxury of time to present themselves before the ECZ to complete their registration. The political parties and the civil societies are other important stakeholders that have added their voices. We have reflected on their calls and we are agreeable that they are informed by national interest. The calls for extension of voter registration are well founded and legitimate to be ignored. We therefore call on the ECZ to reflect on the process and extend the voter registration to give everyone a fair chance to participate in the general elections next year. THE Kitwe City Council (KCC) has already submitted Chibuluma Road for rehabilitation under the 15 kilometres variations and was waiting for the contractor to move on site and commence rehabilitation works, town clerk Mbulo Seke has said. Mr seke said chibuluma road was one of the major road to be rehabilitated under the 15 kilometres variations because it was in a bad state which needed urgent rehabilitation works. Mr Seke was reacting to some residents on Kitwe residents’ blog where some residents were asking whom to petition for the road to be rehabilitated. But in response, Mr Seke said the council had already done its work by recommending for the rehabilitation of Chibuluma road which was in bad state . "As a council we have done
our work of recommending for the rehabilitation of Chibuluma road which is in bad state. We however don't know when the contractor will move on site to start the works. "We don't know if the contractor, Avic international will wait for the rains to finish or it will move on site any time. Chibuluma road has been recommended for rehabilitation under the 15 kilometres variations, but during implementation, priority can be given to those roads which are in bad state like Chibuluma road, " Mr Seke said. Chibuluma road runs from fire brigade round about, to Mindolo road up to central street. Despite the rehabilitation of a number of roads in the central business district of Kitwe, motorists have continued to cry for the rehabilitation of Chibuluma road. And some motorists are hoping that the road could be rehabilitated within a short time. Don’t aid foreigners to get NRCs, minister warns By ROGERS KALERO OFFICERS at the National Registration office and Zambians in general should not aid foreigners to get national registration cards (NRCs), Home Affairs Minister minister Stephen Kampyongo has warned . Mr Kampyongo issued the warning when he visited the national registration office in Kitwe to understand and appreciate the challenges they were going through in the process of issuing NRCs. Mr Kampyongo urged the officers at the Kitwe office to ensure that they do not give NRCs to foreigners because that was an offense which could get the officers fired . He said he was aware that during the time of getting NRCs, some desperate officers were allowing themselves to get into illegal activities of allowing foreigners to get NRCs. “I’m warning you officers, don’t veer off the law. Don’t get into illegal activities of allowing foreigners to get national registration cards. If you are caught you will be fired,” Mr Kampyongo said. Livingstone residents appeal for voter registration extension BY ANDREW MUKOMA SOME stakeholders in Livingstone have expressed doubtful that the Electoral Commission of Zambia (ECZ) will meet the target of nine million of Zambians to have registered as voter. The stakeholders are of the view that the exercise if anything must be extended without any negotiations. Evangelical Fellowship of Zambia (EFZ) Southern Province Chairperson Reverand Boston Simumba said that the voter registration exercise is not an academic activity but something that needs seriousness. Reverand Simumba told the Daily Nation in Livingstone that there have been a lot of complaints from people who desire to register but there has been a problem with the pace at which the ECZ is conducting the exercise. “It is like most people are going to be blocked because of the deadline. Therefore, the exercise is not academic but performance exercise so, we appeal to ECZ to extend,” he said. National Democratic Party (NDC) representative Paul Sensele also is of the view that the exercise must be extended in order to meet the target. Mr Sensele said that it is the mandate of ECZ to ensure that all eligible voters are registered. And Livingstone District Voter Education and Publicity Secretary Melvin Mukela has told the Daily Nation that so far, the number of registered voters as of December 7, 2020 was below the expected target. Mr Mukela said, this is not withstanding the fact that the exercise has been running smoothly since it started. “The voter registration exercise is going on well in Livingstone. We have witnessed several people going to registration centres to register themselves as voters for 2021 general elections.
Extend voter registration - FODEP By ANDREW MUKOMA FOUNDATION for Democratic Process in Livingstone has called on the Electoral Commission of Zambia (ECZ) to extend voter registration exercise by one month. FODEP district chairperson Nyambe Mutete has observed with concern that almost half of the targeted nine million people will be disenfranchised if the voter registration exercise come to a close on the December 12, 2020. Mr Nyambe has observed that the turnout of people registering as voters has generally been good unfortunately ECZ might not be unable to capture the targeted number. “FODEP believes it is not people’s fault hence the call on ECZ to extend the exercise by one month,” he said. He said that the foundation recognizes the many challenges ECZ has been facing and efforts made to improve efficiency in their operations. “In view of the above FODEP wish to encourage eligible citizens who have not registered to take advantage of remaining registration period to register as voters,” he said.
