State adopts Covid-19 vaccine plan - Chanda By OLIVER SAMBOKO GOVERNMENT has in principle agreed to adopt a Covid-19 vaccine programme aimed at mitigating the health and social-economic impact of the pandemic on citizens. Health Minister Dr Jonas Chanda said the vaccination will be done in a cautious manner and on a voluntary basis. He said Government through the Ministry of Health has already started processing the logistical supplies in preparation for the Covid-19 vaccination programme. He said cabinet will soon guide on the type of vaccines to be used based on the safety, efficacy, cost and suitability of supply. Dr Chanda also revealed that Government was finalising detailed modalities on the type of vaccination to be used and the actualisation of the programme which cabinet will soon approve. “This will be done in consultation with relevant stakeholders including cooperating partners, the United Nations systems, religious bodies traditional leaders and scientific groups among others,” he said. Dr Chanda said the World Health Organisation and other global authorities have added the Covid-19 vaccines to the available effective tools to fight the pandemic, adding that many countries have already adopted this strategy and are now vaccinating their citizens. He said Government will continue to mount a multi-sectoral response to the fight against Covid-19 informed by evidencebased high impact intervention.
Increase water quota to Kariba North, ZRA told

CONSIDER allocating more water to enable Zesco increase power generation at KNBPS, following an increase in water level at Kariba Dam, energy expert Victor Hazemba has advised the Zambezi River Authority (ZRA). On Tuesday, Zesco disclosed that the Kariba North Bank power station in Siavonga was operating at 400MW against the installed capacity of 1080MW, and that the operator of the Kariba Dam complex, ZRA had only allocated it 15 billion cubic metres of water for power generation for this year. But Mr Hazemba said in an interview that it did not make economic sense for ZRA to wait until the dam is full to capacity before it decides to allocate more water to the power utility company when the country was grappling with a dire shortage of power energy for economic activities. He said allocating more
water for power generation at the country’s biggest power station would help in reducing load shedding that was still being experienced in some parts of the country. “It doesn’t make sense for ZRA to continue holding on to water when available data show that Lake Kariba is receiving a lot of water following good rains recorded around the upper Zambezi River catchment area,” he said. Mr Hazemba also said as the country was slowly recovering from the second wave of the Covid-19 pandemic, it was expected that economic activities will go up resulting in more demand for electricity which will lead to more load shedding. Mr Hazemba said Zambians were aware that Zesco signed contracts worth $548 million with Power China to develop three solar power plants that will add 600 megawatts to the national grid but that it seems very little was being done to actualise the projects.

Chilufya applies for re-adoption, as more PF aspirants file applications By OLIVER SAMBOKO FORMER Minister of Health Dr Chitalu Chilufya has applied to recontest the Mansa Central constituency seat on the Patriotic Front ticket. And both the ruling party and the United Party for National Development (UPND) have received a flurry of applications from candidates eyeing seats in Lusaka and other parts of the country. In Lusaka, Kabwata has emerged as the hot seat where some youths are battling to be adopted by the PF against the incumbent, Mr Given Lubinda, who is also Justice Minister and has been its MP for 20 years. In Kanyama, the incumbent, Ms Elizabeth Phiri is facing a serious challenge from three men, Musonda Sichone, Pastor Simukonda and Chrisantius Changwereza, who both applied in 2016 and were unsuccessful but are optimistic of their chances this time around.

Manganese output up that small-scale miners had improved their mining activities. He said in an interview that with the improved productivity, the country would start generating reasonable revenue from the resource. Mr Musukwa said manganese production in
2020 increased to 28, 409.45 tonnes compared to 15, 903.60 in 2019. He said this represented about 44 percent production increment. "Manganese production is mainly done by smallscale producers. About 21 active small-scale producers
contributed to the total production,” Mr Musukwa said. He said the increase in production was as a result of increased compliance in operations and other aspects. Mr Musukwa added: "In addition, more manganese processing facilities had also been set up in Serenje.”

However, the UPND has defended the K5, 000 application fee for UPND aspirants for positions of Members of Parliament (MPs) or Mayor which is meant to weigh the capacity of individuals vying for public office. According to the opposition party, the move would also help the top brass assess the ability of applicants to fund their campaigns if they were adopted. UPND Copperbelt information and publicity secretary Lawrence Mwanza said the party had learnt lessons from the previous elections where some people with no capacity were adopted. He said such individuals failed to fund their campaigns and instead turned to the party for assistance. In an interview in Kitwe yesterday, Mr Mwanza said it was surprising that many people who were seeking adoption on the party ticket had no capacity and were not even on the ground. "One of the qualifications to be adopted on the UPND ticket is to be loyal to the party, to have capacity to fund your own campaigns if adopted and to be on the ground and have
the support of the people. "But it is shocking that most people want to be adopted, but are not known on the ground and have nothing to start the campaign with. "So it is for this reason that we decided to peg the application fee for those aspiring to be Members of Parliament and Mayors on K5, 000. We want people with capacity, not people with nothing," he said. Mr Mwanza also urged the aspiring candidates and members to go on the ground to campaign for the party and President Hakainde Hichilema so that they could set the stage for victory in the August elections. He said it was important for aspiring candidates and officials to convince the electorate to vote for Mr Hichilema who would work hard to achieve economic recovery and national development. Mr Mwanza said Zambia's hope of economic recovery was in the hands of Mr Hichilema who has a good plan to end poverty and promote food security through pragmatic policies. are engaged in micro, small and medium enterprises to boost their businesses on loan basis, which in turn will enable them grow and be able to employ other youths. He said over 55, 000 youths dealing in micro, small and medium scale businesses have been targeted with direct and indirect benefit from this project. The President said Government has also provided startup capital ranging from K10, 000 to K30, 000 per cooperative, targeting 1, 000 youths engaged in various agricultural activities, adding that over
K29 million was disbursed to all the provinces for this programme. He urged youths, especially those from the rural areas to seize such opportunities so that they could improve their livelihoods. President Lungu who noted that most advertised jobs require one to have 3-5 years work experience said the government has come up with the apprenticeship programme aimed at linking youths to various institutions, both public and private as apprentices for a period of not less than 15 months.
He said the government is providing stipend per month to the youth under this programme which is targeting 9, 000 youths and so far, 6, 000 are beneficiaries. Meanwhile, President Lungu has called for peace as the country heads towards elections. He said there was need to guard jealously the peace that Zambians are enjoying. Minister of Youth and Sport, Emmanuel Mulenga urged youths to play their part in changing the economic landscape of the country by ensuring that they access the youth empowerment funds and use them prudently. Mr Mulenga stated that President Lungu has prioritized working with young people hence empowering them with capital without collaterals. And giving a vote of thanks on behalf of other youths, Vector Mulindwa said the empowerment would go a long way in alleviating poverty and improve their living standards of the youths in Zambia.
THE Zambia Forestry and Forest Industries Cooperation (ZAFFICO) has started the purchase of legally harvested mukula logs countrywide. ZAFFICO is a company listed in the Lusaka Security Exchange whose main business focus is to establish and manage industrial exotic forest plantations and supply quality wood products for local and export markets. Public Relations Manager, Irene Chipili, said institutions or persons seeking to sell mukula logs must submit certified documentation from the Forestry Department of the Ministry of Lands and Natural Resources. Ms Chipili said the process had no time restrictions but was a continuous one. "We are inviting concession licence holders and holders of felling permits for the said logs. "ZAFFICO remains committed to diligently undertake this mandate working closely with all government agencies responsible for matters relating to the purchase and sale of mukula logs," she said. Ms Chipili said the firm was fulfilling the mandate given by Government to buy legally harvested mukula logs from the concession licence holders and holders of felling permits. She added that ZAFFICO was mandated to sell the logs to entities lawfully engaged in value addition to the mukula logs within the country as well as exporting to international markets.

YOUTHS’ CHALLENGE PRESIDENT Edgar Lungu has just demonstrated what the government expects from youths – economic independence that could lead to improved livelihoods. Come March 12 next year, the youth cooperatives which have been empowered must show that indeed the programme was not a political gimmick to win votes. They ought to realise that some political cynics have dismissed the empowerment drive as only directed at members of the Patriotic Front even when the government has gone out of its way to explain otherwise. If anything, the President has shown that the Patriotic Front government will walk the talk when it comes to youth empowerment programmes. This was evidenced yesterday during the Youth Day celebrations under the theme: “Enhancing National Development through Sustainable Youth Partnerships.” Youths have in the past complained about the high unemployment figures within their ranks and for those with a business acumen, lack of capital. And yesterday, President Lungu put into practice what his administration has been trying to do to help the huge army of unemployed youths start to earn a living through their own sweat. He handed over fuel tankers, Mitsubishi Rosa minibuses, and earth moving equipment as empowerment to youths’ cooperatives from across the country during the 2021 national Youth Day celebrations. We hope the beneficiaries will realise that the start-up capital and equipment given under the empowerment programme is coming from taxpayers who expect to see some returns from the investment. President Lungu said Government had already procured 50 fuel tankers of which 25 were in the country and two have already been given to the youth to start operating. “Today, my government is empowering 25 cooperatives of young people with a fuel tanker each, affirming its commitment to sustainable youth partnerships in national development,” he said yesterday. The beneficiaries must not treat the support as an entitlement and misuse the money. The cooperatives under which the empowerment programme is coming through should operate in a transparent manner especially on financial matters. The cooperative spirit entails that all members are equal and there should not be anyone trying to “lord” it over other members. The youth must show the nation that given the resources, they can make a difference and lead responsible lives. President Lungu has already assured that his government will continue to support the youth in various sectors to prevent them from engaging in vices, that often times destroy their lives. There is already a fund for youths to access in the aquaculture sector which is there for the asking. Just yesterday, Ministry of Fisheries and Livestock Permanent Secretary Benson Mwenya said aquaculture Youth Funds are still available, Dr Mwenya said youths should visit the ministry and get information regarding the funds. So rather than become tools of political violence, youths must reflect about their lives and join the bandwagon of those striving to change their lives through taking advantage of the youth empowerment programmes. This is especially so for youths in rural areas who complain that only their colleagues in urban areas benefit from such programmes.

TWENTY – FIVE UPND cadres have been arrested while one person was injured and a police vehicle damaged in a confusion which ensued when suspected opposition cadres attempted to disrupt the Youth Day celebrations at City Square in Kitwe. UPND youths, who were in buses and clad in party regalia, attempted to force their way past the gathering at City Square, while chanting “we want change” slogans. The fracas, which took about 40 minutes, drew the attention of members of the public with some people running for their lives while most shops were closed for fear of possible looting. Those that were in buses
were then blocked from getting their way to the gathering and in the process they became unruly and started throwing stones at police officers and damaged one of their vehicles. As the confusion continued, Patriotic Front (PF) youths tried to stop the rampaging UPND youths and in the process the situation got out of hand as the two camps exchanged punches. Dr Mwenya said in an interview that youths should visit the ministry and get information regarding the funds. He noted that youths should be organised as fish farming demands a number of requirements such

Husband on the run after murdering wife By JOHN KOMBE A 47-YEAR-OLD woman of K village in Kanakantapa ward of Chongwe has allegedly been murdered by her husband after a marital dispute. Chongwe district commissioner, Mr. Robster Mwanza who confirmed the development described the incident as devastating. He condemned the suspected murder and appealed to the residents to practice restraint when faced with the temptation to engage in fighting. He disclosed that the couple reportedly had a sharp difference on women’s day on 8th March and the wife was even hospitalized after being assaulted. He said that the suspected murder happened in the early hours of yesterday (12/03/2021). He named the suspect who was currently on the run as Walubita mwanang’uku, 51. He however assured the family that he was hopeful that police would do their job and bring the culprit to book. He revealed that police visited the scene after receiving a report and picked

the body. According to him, the suspect allegedly ran away with the wife’s cell phone and an undisclosed amount of money. The DC also thanked the father of the suspect for calling for the arrest of his own son. He said that this showed that the father was a cooperative citizen. And Kanakantapa councillor, Hildah Musopa condemned the act. She named the deceased as Bertha Zimba, 47. She also bemoaned the slow response by police. She therefore appealed to police to ensure that they respond to reports by residents promptly. She said that the deceased earlier reported

Man forced to ‘eat’ mop sues state By GRACE CHAILE-LESOETSA A PEASANT farmer who was allegedly forced to eat a dirty mop used for cleaning the toilet at Kamwala Remand Prison has sued the State demanding damages for malicious prosecution amounting to K250, 000. Mr William Nyirenda is also seeking damages for defamation of character and loss of his two-year-old son, two cattle and seven pigs. Mr Nyirenda wants the Lusaka High Court to order the State to pay him special and exemplary damages for the pain and suffering he allegedly suffered while in custody and other relief deemed fit. He has cited the Attorney General as the first respondent in the matter as well as Rodney Chikole and Mike Muleya, residents of Kabambi Village in Chiombo as second and third respondents respectively. Mr Nyirenda said that on October 13, 2016, he was arrested and charged with the offence of stock theft arising from false allegations by Mr Chikole and Mr Muleya and that he spent four days at West Wood police and three days at Central police. He only spent a day at Kamwala Remand Prison. He stated that while in custody, he was subjected to untold beatings and was forced to eat a mop used to clean the toilet by inmates and he allegedly developed some chest pains which continued even after being released. Mr Nyirenda alleged that during the said period he suffered great loss as he lost his child due to lack of fatherly care as he was the sole bread winner. He also claims that he lost two cattle valued at K3, 500 each and seven pigs valued at K2, 500 each and also failed to farm for the season 2016'-2017 and as a result failed to provide for the family which was now wallowing in poverty. Mr Nyirenda stated that after undergoing unlawful prosecution he was found not guilty and was subsequently acquitted of the offence on July 22, 2020. He stated that his name has been tarnished in the community as he was now considered as a criminal and he wants to be compensated for the alleged malicious prosecution.

CHISHIMBA Kambwili must come back home as all members in the ruling party will embrace him, Geoffrey Bwalya Mwamba has said. Mr Mwamba, who is Patriotic Front (PF) national vice chairperson for mobilisation, said no party member would discriminate the embattled National Democratic Congress president if he decided to re-join the party. He said in an interview that the PF needed all old members who left to unite again. Mr Mwamba said Mr Kambwili would be making a right decision if he went back to the PF because he was a founding member of the party. He said no one would talk ill of Mr Kambwili f he went back to PF because he would only be re-joining the party he had sacrificed for. Mr Mwamba said: "It might not only be him but even others who left are needed in the party because this is their home.” Mr Mwamba said the party leadership wanted to see
to it that former members came back for them to contribute to its growth. "It is not wrong to see our friends who left us and are now in the opposition coming back to their home. This is where they belong. They will be more comfortable if they are home than being where they don't belong. "So my brother Chishimba Kambwili and many others you are most welcome to come back to where you belong so that you play a role in taking the party to higher heights," Mr Mwamba said.

SINOMA Mpande Limestone Limited in the Nachitete area of Chongwe has resorted to importing gypsum due to the shortage of the commodity on the Zambian market. Company assistant public relations manager, administration, Carlos Wang confirmed the development during an interview with the Daily Nation and acknowledged that the company has had challenges in meeting the demand for
cement at its plant. He was happy to announce that operations have since up scaled after the company found a source for gypsum. He said that the lack of gypsum on the Zambian market has had a negative effect on the company’s production and said the firm was now importing the commodity from Namibia. He was therefore hopeful that the delays in approving orders for buyers at the plant would be completely eradicated now that the company had found a source of the

commodity. He also disclosed that the Cement transporters who were reported to be waiting for weeks at the company’s yard had since been serviced. He however noted that only trucks that were coming for fresh orders were parked at the plant and were being serviced at the normal pace. And director of Mines in the ministry of Mines and Mineral Development, Fred Banda earlier indicated that the country was experiencing shortage of gypsum, a material necessary for
the production of cement. He pointed out that the import of gypsum was the only immediate option though this was a costly undertaking. He disclosed that the country had other areas where the mineral occurs and that the ministry was therefore considering local sources of the commodity. He however hinted that some of the sources were in national game parks and hence the delay in the undertaking taking of.

Chita Lodge seeks judicial review against hunting concession BY GRACE CHAILE-LESOETSA CHITA Lodge and Resorts limited has applied for judicial review in the Lusaka High court to commence proceedings challenging the State’s decision to continue with a public tender of the Upper Luano Hunting concession despite its appeal against it. It wants the Court to exercise its discretion and compel Tourism minister, Ronald Chitotela to hear and determine its appeal over the decision to proceed with public tender. It further wants the order for leave to act as a stay against the decision to proceed with the tender. In an affidavit in support of ex parte summons for leave to apply for judicial review, Chita Lodge and Resorts managing director James Chungu who cited the Attorney General as respondent said that the matter is worthy of judicial review so that the State’s decision to proceed with the tender is brought before court by way of certiorari so that it may be quashed. “That in the alternative, I truly and verily believe that this is a matter in which this honourable court can invoke its inherent jurisdiction to order that all tender proceedings in relation to upper Luano Hunting concession are suspended, or in the evnt that the tender has been awarded to order that the said award be reversed to allow the appeal process to be exhausted,” stated Mr Chungu. He also applied for damages and costs. Mr Chungu stated that on March 18, 2020 the resort submitted an application for a hunting concession agreement to the Wildlife Management Licencing Committee(WMLC) for upper Luano by Chilanga office. Mr Chungu
claimed that the application met the requirements and requisite to qualify for the concession. He stated that prior to making the said application, the applicant had been approached by senior chief Mboroma sometime in 2017 to assist in the conservation of wildlife in his chiefdom after noting that the area was losing wildlife due to unchecked and relentless poaching after the operator who was offered the concession by the name of Makasa Safaris turned it down. Ms Deka-Zulu said leadership initiatives were needed to improve the functioning of the skills marketplace and the alignment of the skills supply with employment demand. “Further, partnerships among Government, educators and businesses are needed in order to create more channels for young people to move from school to work,” she said.

The AFAWA Guarantee for Growth programmes targets financial institutions to increase their appetite to lend to women who are known to be better payers. In celebration of International Women’s Day, and to mark the rollout of AFAWA Guarantee for Growth programme, the AfDB and the African Guarantee Fund are showcasing the first beneficiaries of the programme, an innovation aiming to unlock up to US$3 billion in loans to women-led small and medium size enterprises (SMEs). AfDB’s Director for Women, Gender and Civil Society, Vanessa Moungar, said the programme de-risked

CCPC cautions consumers on plastic materials By ANDREW MUKOMA
CONSUMERS must play a pivotal role in combating the use of plastic material to prevent pollution which is an environmental hazard, says Competition and Consumer Protection Commission (CCPC). CCPC Inspector, Matyola Chipapa, observed with concern the indiscriminate disposal of plastic material among residents. He told the Daily Nation in Livingstone that the trend was causing negative effects not only on the environment, but also on humans and animals. Mr Chipapa noted that some plastic materials were poisonous as they were made from toxic materials and should be disposed of in designated areas. He said if exposed to living organisms, plastics could cause ripple effects that might lead to death and hence the need to handle them carefully. According to Mr Chipapa, plastic materials could clog drainages and water bodies and should therefore disposed of in proper waste bins. The CCPC inspector said, there is need for every resident to play a part in sensitizing and reducing the use of plastic despite it being a major component of people’s daily lives.

Mainza Habuyani said young people should instead join efforts to develop the country, rather than being used by politicians to fight their own battles. Mr Habuyani said that youths should use their energy to engage in productive ventures as they hold instrumental values in the wellbeing of the country. "My call is for the youths to build on the gains attained in uplifting their welfare," he said. Mr Habuyani urge youths in Southern Province to participate in this year's elections not only as voters but as candidates at various levels. CHIEF Mumena of the Kaonde has asked the Government to continue financing the Farmer Input Support Programme (FISP). The traditional leader said FISP has helped reduce poverty levels at household level and that Government should continue subsidizing agriculture inputs. Chief Mumena was speaking at his palace in Kalumbila when Nyimba Investments officials led by Head-Sales and Marketing Manager Willings Mulendema paid a courtesy call on him. “Let’s look at FISP as a survival kit, a game changer, a strategy for making households achieve food security,” chief Mumena said. He said he was happy that Nyimba Investments was able to supply inputs early during the previous season. Chief Mumena said Nyimba should at all times strive to supply inputs early for the wellbeing of the farmers. The traditional leader encouraged the farmers in the area to commence making their K 400 contribution so that they were not delayed in getting the fertiliser. “I want to commend Nyimba for ensuring that fertiliser was delivered on time. We saw your trucks rolling out and that meant

And Mr Mulendema said Nyimba has already started procuring fertiliser for the 2020/21 farming season. He said the company has so far procured 50,000 metric tonnes of fertiliser and was currently in its Lusaka main warehouse. He said they would soon start distributing to other districts where the company has been contracted to supply. “We have already started procuring and the stocks are in our main hub in Lusaka. We hope to start bringing to areas before the month ends and plan that by June, we should have completed the entire deliveries because we realise that some farmers might be engaged in political activities,” he said.
And Provincial Marketing Coordinator Dennis Munachusa said as a provincial administration , they were happy that Nyimba was able to complete the distribution for the entire province before November 15, 2020. As a result, he said, farmers were able to get fertiliser early and be able to plant before the planting period. Currently, he said the provincial administration has commenced preparations for the 2020/21 beneficiaries. Mr Munachusa said the province wants to ensure that the register for FISP beneficiaries was updated so that they did not delay the process of access fertiliser. “We don’t want to delay our farmers in any way and so we have started preparing the register for the 2020/21 beneficiaries ,” he said.
UPND’s inconsistency on nomination and adoption fees Dear Editor, FOLLOWING the communication from the Electoral Commission of Zambia (ECZ) on the proposed revised fees for candidates in the upcoming coming elections, the UPND is one stakeholder that openly disapproved the proposed fees. It vehemently objected and demanded for the user friendly fee scale for all irrespective of the financial muscle. On June 17, 2020, UPND president Hakainde Hichilema took it to social media and protested the new nomination fees. He was quoted as having said, “New nomination fees totally unacceptable and an affront to the principle of Constitutional Democracy.” He went on to say and we quote, “Politics should not be the preserve of the rich but every Zambian citizen who had a vision and the capacity to contribute to the wellbeing of Zambia must be allowed to enter the arena.” The UPND even went to great lengths as far as petitioning the ECZ to express their discontent on the proposed “high” nomination fees. Sadly, Mr Hichilema and his political party have been caught in the web of the same decision they condemned and their deeds have been established to the contrary of what they preached. In the week coinciding with the celebration of the youth day, the nation is greeted with the disturbing news of very high nomination fees for the people wishing to be adopted as candidates
under the UPND. This is a deliberate ploy to technically knock out the people wishing to offer themselves for election from the race. On the youth perspective, this is condemned in the strongest terms as it has the ability to undermine the credibility of the electoral process. Imposing hefty fees for the candidates has the ability to commercialise politics and this is an exclusion of aspirants who may not have a deeper pocket. The deeper pocket theory in Zambian politics should not be the basis of deciding who should be the flag bearer. If their request for the ECZ to reduce the nomination fees was made in good faith, we expected that to be their internal criteria. It is clear, they did not mean what they said when they condemned the ECZ for increasing fees payable by candidates. They were merely politicking and we urge them to take national matters seriously. The inconsistence on national matters shows their instability on serious national matters. Every patriot has a responsibility to hold the UPND accountable and ensure they refrain from commercialising politics especially service to the nation. We are made to assume that there is a deliberate ploy to explosively exclude the marginalised people such as the youth and women on account of not affording the high nomination fees which is unacceptable. BEST YOUTH DAY SPEECH FROM A YOUTH Dear Editor,
MARCH 12 is always a special day for me because we get to renew our commitment as youths to strive for better livelihoods and a better Zambia at all cost. We also weigh our efforts in the betterment of our country as compared to youths before us. The commemoration of this day was prompted by the selflessness, bravery and courage exhibited by the youth cadres who were at the helm of the struggle for independence on March 12, 1962. These brave young men and women faced the danger of sudden death heads on because they believed that it's better to die on your feet than to live on your knees. Such sacrifice is the reason we are enjoying this freedom. These acts of selflessness exhibited by these youths should serve as a source of inspiration for this generation of youths. We are forever indebted to their acts of heroism and we must make a vow never to let their blood be in vain. It must never elude us that imiti ikula, empanga (today’s young people are the future) and the failure of our leaders to groom us and the failure of ourselves to push for that grooming and adequately prepare us or ourselves for tomorrow’s responsibilities is tantamount to shooting ourselves in the foot. Zambia is a young nation, having 81.9 percent of people below the age of 35, this demands that more emphasis needs to be put to pay particular attention to young people and their integration in the national development process. Programmes must be created and perfected to
mainstream the lives of young people. The government and the private sector should work tirelessly side by side to facilitate our integration into economic sectors. The bursary scheme has helped a good number of youths from inception, I being a direct beneficiary of the same. But, it cannot be over emphasised that the majority of the youth are being left out. Hence these programmes need to be scaled up to increase their capacity so that the majority of youths can benefit. Steps should also be taken to operationalise the National Youth Policy and the Action Plan For Youth Empowerment and Employment. At least 50 percent of the plans contained therein should be included in the National Development Plans if they are to work. Much emphasis needs to be placed on the implementation of the decentralisation policy of the Ministry of Youth to increase access of information by youths on government development programmes because despite the fact that from the time these national youth documents were revised in 2015, the government has taken major strides in implementing them, the access of youths to these packages has remained extremely low. Cap. 144 of the laws of Zambia, the National Development Council Act, should also be amended as it is an outdated and redundant act. The NYDC is the committee which proposes youth programmes to the Ministry of Youth and Sports which need to be implemented, hence, it needs to be based on a functioning and updated legislation. Real skills development remains at the core of efforts to build a generation of youths that will lead
the country with diligence and take it to higher heights. More skills development centres should be created. In Kalulushi the old library needs to be turned into a youth centre because it's no longer operational, in Chembe a service area should be chosen to facilitate for the establishment of the same. We need another centre in Chambishi. The more of these centres that we have, the easier it's going to be for youths to gain skills and be part of the economic development solution and not the problem. The government and other cooperating partners should focus on the following main challenges which youths go through. - Lack of or access to capital - Alcohol and drug abuse - Age discrimination - Unemployment - Poverty - Crime and violence - Lack of access to entrepreneurial skills. To my fellow youths, let us be architects of the future we want, because as Fidel Castro said - a revolution is not an apple which falls from a tree. Let's think big and outside the box, let's think of bringing manufacturing industries because they have a multiplier effect. Let us not think of what the government has done or can do for us but what we can do for Zambia. Once we have this mindset, then we are already half way to glory. Happy Youth Day to my fellow youths. Prepositional Phrases Prepositional phrases consist of a preposition and its object. They most commonly function as adverbs, but they can also be adjectival. Prepositional phrase examples and how they appear in a sentence • on the wall — preposition on + object the wall Sentence: We hung the painting on the wall. Gerund Phrases A gerund phrase is formed when a gerund (the “-ing” form of a verb used as a noun) is accompanied by any modifiers and/or objects. The entire phrase functions as a noun, meaning it can be the subject of a clause or an object of a verb or preposition. KIGALI - Rwanda has vaccinated at least 228, 854 people countrywide against coronavirus almost a week since it launched the exercise. And President Paul Kagame on Thursday became the first leader in East Africa to receive the Covid-19 vaccine, which has been rolled out in the region in recent days, his office announced. Kagame, 63, and his wife Jeannette, were pictured receiving their jabs on the Rwandan presidency's official Twitter account, which said that 230, 000 people had received the vaccine. High risk groups, including health workers, teachers, elderly people with underlying health conditions, those above 65 years old and other frontline workers, have received their first dose of Covid-19 vaccine. The list also includes prisoners, refugees living in Rwanda, taxi moto and cab drivers, airport staff, traders, security guards and community health workers. Rwanda initially targeted 171, 480 people to be vaccinated in the first vaccine roll out. On March 3-4, Rwanda received 340, 960 AstraZeneca and Pfizer vaccines under the Covax facility and an additional 50, 000 more doses donated by India.

Moz president fires military chiefs MAPUTO - Mozambican President Filipe Nyusi has sacked his army and air force chiefs as the country battles an Islamist insurgency in the north and a rebellion by a militia linked to the main opposition party. A statement from the presidency on Thursday night did not give a reason for firing Ezequiel Isac Muianga, head of the army, and Messias André Niposso, head of the air force. The president also sacked the commander and deputy commander of the Marechal Samora Machel Military Academy. The deputy commander of the Higher Institute of Defence Studies was also relieved of his duties. Mozambique has been battling the insurgency in the mineral-rich province of Cabo Delgado since October 2017. Half a million people are said to have been forced from their homes in the past year alone. The al-Ansar al-Sunna group, locally known as al-Shabab, has been
responsible for dozens of terror attacks which are estimated to have killed hundreds of civilians. Amnesty International this month published a report that accused Mozambique’s army, private military contractors and militants operating in Cabo Delgado of committing war crimes. Meanwhile, aid organisations are appealing for help in Mozambique, where thousands of civilians are trapped in the northern town of Palma. Residents are desperate for food and supplies are running low, with all roads to the town cut off by alShabab militants. In Nigeria, gunmen have abducted an unknown number of students from a college in the north Nigerian state of Kaduna. The attackers stormed the institution overnight, opened fire and kidnapped the students - mostly female. It is not yet clear who carried out the attack on Federal College of Forestry Mechanisation, which is located near a military training academy. – BBC.

Odinga was admitted to hospital on Tuesday in the capital, Nairobi, after developing fatigue, according to his family.
Mauritania’s ex-president charged with corruption NOUAKCHOTT - A former president of Mauritania has been charged with corruption, money laundering and unexplained wealth. Mohamed Ould Abdelaziz who held office from 2008 to 2019 spent Tuesday night and Wednesday in custody at the national security headquarters were he was interrogated in the corruption case. Prosecutors have asked for Ould Abdelaziz to be placed under court supervision until further investigations are complete and a court hearing is decided, local media report. Former officials who served under Ould Abdelaziz were also charged with various offences in the same case. The former president denies any wrongdoing and says the accusations against him are “politically motivated.” He had refused to sign the minutes of his interrogation by the anti-corruption officers. It all started when a parliamentary commission investigating mismanagement of state funds during Ould Abdelaiz’s time in office submitted its report to the ministry of justice. Ould Abdelaziz has refused to answer questions so far, and says that as a former president the constitution grants him immunity from prosecution. – BBC.

Napsa Stars were stunned 2-0 by RS Berkane in Morocco while Zambian champions Nkana suffered a 3-0 defeat to Egyptian giants Pyramids FC in a group D fixture played in Cairo. Despite having recorded defeats, soccer fans led by Zambia Sports Fans Patron Peter Makembo trooped to the Kenneth Kaunda International Airport to welcome the two CAF envoys who met in Dubai where they connected to Zambia via one plane. Makembo encouraged both Napsa Stars and Nkana players to forget about the defeats in Morocco and Egypt and focus on the next continental games to be played on Wednesday.
