ONUS IS ON ZAMBIANS EVEN though we do not know how many days might be added to the voter registration exercise, the onus must now be on the people of Zambia to prick their collective conscience and do what is expected of them –register as voters. The Electoral Commission of Zambia (ECZ) yesterday announced that it would extend the voter’s registration drive from next Wednesday. The extension was announced by ECZ Chief Electoral Officer, Patrick Nshindano in Lusaka. Mr Nshindano said the extension will be from Wednesday, December 16, 2020 and that the period of extension will be announced on Tuesday, December 15, 2020. He said this is to allow for a comprehensive review of the statistics and logistical arrangements. There have been nationwide calls from various stakeholders that the ECZ should extend the voter’s registration drive so that many people could be captured. The calls were prompted by initial hitches when the registration programme started ranging from inadequate manpower to malfunctioning technical equipment. Although the ECZ did attend to some of these hitches, complaints still remain over the amount of time it takes to complete the registration process. People have complained about spending hours on end in the queues, not because the response has been overwhelming, but due to the slow process. Still, the ECZ must be commended that it has taken note of the concerns from the various stakeholders and agreed to give people more days in which to register as voters. The ECZ gave itself a target of capturing at least nine million voters during the initial registration period. This figure was received with scepticism from certain quarters in the country in view of the early hitches faced by the ECZ. While the “magic” number of nine million registered voters might not be reached, it has been reported that at least 75 percent of the anticipated voters have been captured. With the extension starting next Wednesday, it is likely that over 80 percent of eligible voters could be captured. As Mr Nshindano said, the actual period of extension will be disclosed next Tuesday when they verify how many voters have been captured under phase four which ends today. As alluded to earlier, the onus must now be on Zambians to take advantage of the extension period and register. This they must do to ensure that there is peace and stability in the nation. They ought to realise that only their full participation in the country’s governance will at the end of the day give credence to the nation’s democratic credentials – of having leaders elected by the majority. As the adage says, “you can take a horse to the river but cannot force it to drink water,” the ECZ is extending the registration period, but the people themselves hold the key as to whether they would respond positively and register. Voter apathy could lead to having wrong characters holding the reins of government when it would be too late to cry foul. Register now.
THE FAILURES OF CROSS-BORDER TRUCKING WITHIN SADC By MUBANGA LUCHEMBE
T
ODAY, the Southern African Development Community (SADC) sub-region is witnessing the failure of trucking as a mode of transport. The imploding cross-border trucking system has turned inwards to feed upon itself. This comes after over 30 trucks were set on fire in the past weeks and investigations revealed that South Africans were angry with their government for hiring foreigners from other SADC countries as truck drivers while there were thousands of unemployed locals who were suitable for the jobs. Transfixed in a trance-like state of xenophobic consciousness, attacks on foreign truck drivers got out of hand, with some trucks being robbed and set on fire – albeit courageous foreign truck drivers seemed to be slowly retaliating and fighting back. These attacks were mostly recorded during night hours, and affected truck drivers were urged to avoid driving during the night until the threat of disturbances diminished. In the last few weeks, several coordinated anti-foreigner protests took place, and despite a history of xenophobic threats turning to violence, the government responded in a way that could be perceived as tepid and placatory. Unsurprisingly, the All Truck Drivers Foundation (ATDF) managed to force the government to act on the undocumented immigrants, who have been driving trucks in South Africa. According to observers, there are roadblocks currently mounted to remove illegal foreign drivers from the roads. ATDF officials suggested that the removal of illegal foreign drivers must be the first step, followed by legal actions against those that employed them. Thereafter, authorities must deal with the legal foreign drivers and check what was the scarcity or specialty in their job-offers, if none, then they too must be removed. Some claimed that roadblocks won’t help because foreign drivers would use back-door roads or bribe police officers manning road blocks. Besides, companies must comply with the law to stop hiring illegal foreigners.
All Truck Drivers Foundation (ATDF) managed to force the government to act on the undocumented immigrants, who have been driving trucks in South Africa. ATDF officials also suggested that it was not enough to simply remove illegal immigrants from the roads but all truck operators who employ them must be arrested and suspended. The failures of cross-border trucking within SADC are steadily creating a situation that has become a major tit-for-tat retaliatory issue whereby foreigners do not want South Africans to cross their borders with trucks. South African-based foreigners recently set alight trucks and sent a strong message that South Africans should not dare cross their borders and go to their countries. These foreign nationals from other SADC countries threatened to ban South Africans from crossing their respective borders, if forced out of their current jobs. This sparked outrage among the ATDF associations in South Africa and may become a major difficult-to-halt problem for foreigners wishing to go and work in that country. Subsequently, all may become banned from going to South Africa. Meaning, all foreigners may find it difficult getting jobs to drive trucks in South Africa. Because ATDF associations vowed that they may no longer employ foreigners. They may only employ South Africans and make them a priority so that this could help a lot of unemployed citizens. So, what needs to be done by transport authorities in other SADC countries? Admittedly, South Africa, presently at the pinnacle of multimodal rail and truck shipping, is a country that boasts of having SADC’s largest economy and the most efficient rail and truck
multimodal transport system which allows shippers to take advantage of cost savings even when receivers are not located on rail. Yet, there are reports that when comparing the costs of rail versus truck, rail offers significant advantages. However, most shippers rely on truck, rail, or a combination of the two. Optimising the country’s shipping strategy to maximise the cost savings of rail transit can significantly reduce its logistics spend. Transnational rail and exclusive national trucking may provide SADC countries more versatile shipping options, especially when combined in multimodal transport systems. Comparing costs per tonne/kilometer of each mode; one can see the advantages of each. Though these differences are small at first, cost savings add up quickly over longer distances and volume. Trucking is SADC’s universal mode of transportation; every shipper can load and receive materials by truck. Rail, on the other hand, requires that both the shipper and consignee have the ability to load and unload rail directly. Many shippers understand the savings potential in shipping rail versus truck, but, in many cases, receivers may only be able to receive material by truck. To take advantage of the economies of long-haul rail transportation and the speed and flexibility of local nationwide truck delivery, shippers may rely on South Africa’s extensive bulk terminal network. The easiest or most direct shipping route is not always the most efficient, nor the most cost-effective. Zambia can take advantage of
cost-savings via rail shipping from South Africa even when receivers are not located directly on rail routes. The country can use multimodal strategies to reduce shipping costs, and assess its trans-loading facilities carefully to optimise cost-savings. With this strategy, it can keep its shipments on-time and on-schedule, while dramatically reducing costs and avoiding attacks on Zambian truck drivers in South Africa. Logistically, which mode of transport is more efficient for shipping and what are the advantages and disadvantages of train versus truck transportation? These questions may be answered by noting that railways consume up to ninetimes less energy per tonne/ kilometre travelled than trucks; on average, trains are four-times more fuel efficient, they can carry more freight at the same time and are cheaper for long cross-border distances. Distinctively, trucking provides predictable scheduling, cost-effective for inland short distances, better for perishable foods that can be put in storage easily; just-intime delivery, door-to-door service and huge opportunities to increase efficiency. So, what happens next with cross-border trucking within SADC? Transport experts believe that relevant regulatory authorities, along with other stakeholders in the sub-region need to denounce the xenophobic trends, evaluate the circumstances, mitigate sources of xenophobia and conflict, and enact reforms for multimodal transport systems that would strengthen SADC’s political and socio-economic cohesion.

There’s no US$300, 000m East loan, says Dr Ng’andu By SILUMESI MALUMO
GOVERNMENT has refuted media reports that it is about to acquire a US$300, 000 million loan from a lender in East Africa. Minister of Finance Bwalya Ng'andu said yesterday the reports were not factual because Government had no intentions of acquiring a loan of that amount. Dr Ng’andu said it was unfortunate that some individual had taken a route of peddling lies to mislead the nation. The minister said the reports which were being circulated were not true and must be treated as such by the public. “I have difficulties to respond to rumours especially that their origin is social media. As you are aware social media is a difficult source of information. Meanwhile, Dr Ng’andu
said the sinking fund would be used in paying off the debt. “We have taken three, four, five prong in addressing this issue of dealing with debt management and the sinking fund remain one biggest item of that process. The whole debt restructuring process has a lot of components to it and one is the debt servicing stand still which I have spoken about and which we are beginning to implement. The next stage is that of the achievement of more sustained debt restructuring that will involve a number of different things for example which will involve us looking at which loan with the view to determine to extend the tenure of that particular loan or whether there is the issue of refinancing,” Dr Ng’andu said. He said there are a number of measures which would be implemented in the next one year to manage the debt.

NEVERS MOVED TO KINSHASA? From Page 1 Dr Mumba said he was advised not to leave DRC until the security wings were done with investigations as to what he was doing during high political tension in that country. In an interview yesterday, Mr Malanji disclosed that Dr Mumba, who was arrested on December 10, 2020 in Kolwezi District, Lualaba Province had been moved to Kinshasa. He said Dr Mumba, who was initially kept in custody in Lubumbashi after his incarceration had been taken to the capital city. The minister, however, said there was nothing that the Zambian government could do at the moment apart from waiting for an official statement from DRC and talk as government-to-government. He said in as much it was the government’s responsibility to protect its citizens, it was also its responsibility to protect the
bilateral ties with other countries. “First of all, we have to wait for government to government position because much as we are supposed to protect our citizens’ interest, we also have the DRC’s interest to protect as our neighbouring county. “So, we are left with no option but to be professional in the manner in which we should approach this situation. We will wait for the official statement which will definitely come,” Mr Malanji said. He added, “And yes, we are told that he has now been moved from Lubumbashi to Kinshasa.” Mr Malanji also advised former and current government leaders to always inform the authorities whenever they are visiting other countries. Meanwhile, MMD faction leader Raphael Nakachinda distanced the party from the conduct and mission of Dr Mumba in the DRC where he
Bishops back calls for Lungu, HH to dialogue By OLIVER SAMBOKO
THE Bishops Council of Zambia (BCZ) has welcomed the call by Chief Hamuusonde for President Edgar Lungu and UPND leader Hakainde Hichilema to dialogue over political violence in the country. During a meeting between chiefs and President Lungu, Chief Hamusonde challenged the two leaders to dialogue over political violence. He said the conflicts between the two parties had caused a lot of bloodshed in the country which should end once and for all. Chief Hamusonde also called for a meeting between chiefs from the Eastern and Southern provinces to facil-
Mr Hichilema itate for dialogue for the two parties. BCZ general secretary Bish-
President Lungu op Abel Kaela said the call by the traditional leader was timely considering that the
country was heading towards the presidential and general elections next year. He said political violence has potential to cause civil rife in the country hence the urgent need for the two leaders to find ways of ending it. Bishop Kaela said just like the traditional leaders, the Church was also concerned about the culture of political violence which if not stopped could rob the country of its peace and harmony. He said Zambia as a country was known for her peace and wondered why some politicians were using their supporters to fan violence when they (politicians) were secretly living at peace with one another.
Lungu honoured as Freeman CBU delayed salaries blamed on late funding by Lusaka City Council By SIMON MUNTEMBA
PRESIDENT Edgar Lungu has been honoured as freeman of the greater city of Lusaka by the Lusaka City Council. In accepting his elevation to the status of honourary Freeman of the greater city of Lusaka, President Lungu said he was humbled for the great honour and that he would forever remember and treasure the recognition as a lifetime achievement. “It is truly an honour to be conferred with the status of honourary freeman of the city of Lusaka. when I look back at the people that have been honoured before such as first republican President Dr. Kenneth Kaunda and the former president of South Africa late Nelson Mandela, to name but a few, I acknowledge that this is an honour not lightly conferred, and therefore, it is important to me and I shall highly value it for the rest of my life,” President Lungu said. He thanked the mayor of Lusaka,
3
Mr Miles Sampa, who in his speech highlighted President Lungu’s attributes as a result of well thought out policies by cabinet ministers under his leadership that he deserved the honour. Mr Sampa said Lusaka city had seen rapid development during his tenure as republican President and hoped to continue on the same trajectory not only in Lusaka but the rest of the country. “ I am poised to make Zambia, and Lusaka, in particular, a better place to live in. the people of this country entrusted me with the responsibility of leading this country and I will do my best to provide the much needed leadership,” he said. Mr Lungu said the last five years had shown that a city could still achieve its original status of being a garden city when it was guided by principle, consistency and loyalty to its ideals of development which embraces everyone by not leaving anyone behind.

THE Ministry of Higher Education has attributed the delay in payment of salaries for unionised workers at the Copperbelt University (CBU) in Kitwe to late funding to the institution Permanent Secretary Kayula Siame said the delay of funding was caused by a temporal technical malfunction. Ms Kayula however, did not say when funds will be released for workers to get their salaries. The payment of November salaries for unionised workers at the CBU has remained in an uncertain state. Unionised workers have maintained that they won’t work until management pays their November salaries as they had no means of getting to work. "It is unfortunate that workers at the second highest institution of learning have decided to stay away from work due to delays in payment of November salaries," Ms Siame said. She said there has been consistency on the part of Government in releasing funding to the institution for payment of salaries. Ms Siame said the government was doing everything possible to ensure that funding was provided so that salaries were paid to the workers without delay.
has been arrested. Mr Nakachinda said the MMD has always used noble and legitimate ways of raising funds without putting peace and security of the nation at risk. He said the conduct of Dr Mumba was worrisome and called for immediate intervention from the head of State. Mr Nakachinda said soliciting for external support to destabilise the government is a serious issue that needs to be looked at critically. He said Dr Mumba’s behaviour was regrettable as it puts the peace and security of the nation at risk. “MMD would like to distance itself from Dr Mumba’s mission in Congo in the same vein we would like to appeal to President Lungu to intervene to get him released so that he can answer to charges he is facing in Zambia,” Mr Nakachinda said. And when contacted, MMD Secretary General Elizabeth
Chitika said she could not comment on the matter and instead referred the matter to their party vice president. MMD vice president Reuben Sambo said it was not true that Dr Mumba was arrested. He said Dr Mumba was summoned to DRC over a matter that had happened last month. He said contrary to reports that the MMD leader was in incarceration, he was in his hotel room after being advised not to fly back to Zambia by that country’s authorities. Dr Mumba is reported to have been arrested by heavily armed security officers after his planned meeting with former DRC president General Joseph Kabila to seek financial support ahead of 2021 general elections in Zambia flopped. Dr Mumba entered DRC on December 1, 2020 and was guest of Provincial Governor for Lualaba Richard Muyej Mangeze but was staying at Kolwezi Lodge.
It’s our time to lead - PF youth …The era of political leadership based on ‘age system’ is over - Munir By SIMON MUNTEMBA
I AM an ardent Patriotic Front (PF) member who supports its leadership under President Edgar Lungu, but whether my party adopts me or not, I will contest the Lumezi parliamentary seat in 2021 general elections, an aspiring candidcate Munir Zulu has vowed. Mr Zulu, a Lusaka-based businessman who hails from Lumezi said it was high time the younger generation took the lead in political leadership. He said in an interview that if not adopted by the ruling PF, he would rather stand as an independent candidate for Lumezi constituency to challenge the incumbent, Mr Pilila Jere. Mr Zulu said the era of political leadership based on the erroneous ‘age system’ was over. “We can’t continue saying the youth are the future leaders, when as youths we are not given chance. Tomorrow I will be no longer a youth and we can’t continue singing the same song, if I will not be adopted by PF, then I am going to stand as an independent,” Mr Zulu said. He emphasized, “I am not standing on any other political party apart from PF, but if not adopted, I am going as an independent candidate.” Mr Zulu said the problems and struggles of the people in Lumezi were an indictment on his life which
Mr Zulu
forced him to seek political office and be part of a solution to the people’s challenges in the constituency. He expressed displeasure that the district was lagging behind in terms of development and that people were struggling to make ends meet. “First, I have been struck by the magnitude of poverty that lurks in various communities across our country. The most defining moment and turning point was during my visit to my home village, in Lumezi. While visiting home, I witnessed firsthand the extent to which people suffer in Lumezi. He however said, “I claim no monopoly of wisdom and intelligence but rather, I am confident that my contributions will help solve some of the puzzles that have had no solutions in the past by successive representatives of the people of Lumezi.”

I will pay LAWRENCE STILL PF SOUTH BOSS back, says Chitotela By SIMON MUNTEMBA
By SIMON MUNTEMBA
I RESPECT the Constitutional Court’s ruling and I will pay back the salaries and allowances I was paid in 2016 when Parliament was dissolved, Minister of Tourism and Arts Ronald Chitotela has said. Mr Chitotela is among the over 60 ministers and deputy ministers who were given salaries and allowance because they had remained in offices from May to July 2016 after Parliament was dissolved. The ConCourt recently ruled that the 63 former ministers and their deputies must pay back to the State treasury K4, 266, 664.10 for the period of May to July 2016 which they were paid when Parliament was closed. ConCourt registrar, Dorcas Malama said the former ministers and their deputies were given up to January 5, 2021 to pay back the money. Reacting to the ultimatum given to the ministers and their deputies, Mr Chitotela who served as Minister of Housing and Infrastructure Development then said he was ready to pay back the K57, 811.38. He said he would pay because he respected the ConCourt ruling, adding that no one was above the law.
SOUTHERN Province Patriotic Front (PF) chairperson Lawrence Evans has been re-elected at the party’s provincial conference yesterday in Choma. Mr Evans polled 224 votes against his only competitor Brace Mweetwa who got 175 votes at the conference that was officiated by PF Secretary-General, Davis Mwila. Mr Mwila congratulated Mr Evans and the new provincial committee on their well-deserved victory. To those who stood and did not make it, Mr Mwila said, “I want to say job well done for the spirited fight you put in. You have not lost for we are all members of the same family, the mighyt Patriotic Front.” He encouraged them not to lose heart, but remain focused and resolute, saying leadership was not about positions
but dedication to duty and the willingness to sacrifice for others. “Today’s outcome is a test of your loyalty to the party; those that will get frustrated and leave because they have not made it are simply not loyal to the party. Those who love the party will stand steadfast and continue to work hard for the benefit of all,” Mr Mwila said. He urged those that had won to exercise humility and embrace those that did not make it. Leadership is about humility and tolerance He also directed the newly elected provincial committee to go flat out on the ground and mobilise the party. “Explain to the people what PF has done for the people of Southern Province. Our development record here is enough to make us win more votes for the President and the party. “Don’t waste your time talking about the opposition,
focus on what President Lungu and the Patriotic Front have done. The people here are very rational and reasonable and they do appreciate what PF has done, no amount of propaganda, lies or tribal talk from the opposition can sway the people,” Mr Mwila said.

Ndola teacher claims to have Covid-19 cure By OLIVER SAMBOKO
A NDOLA-BASED teacher and researcher has claimed that his herbal formulation MAILACIN can cure Covid-19. Dr Howard Maila of Kabwata Primary School, said he has no doubt that his herbal preparation which is antiviral in nature and nontoxic can cure Covid-19 following positive effects on common symptoms in other diseases where it has been used. He said his herbal medicine was also effective on treat-
ment for most cancers. Dr Maila said during primary trials, the herbal performed well, adding that this resulted in the World Health Organisation (WHO) to show interest in funding further laboratory and clinical trials. He said he wants his formulation to undergo a larger sample size for the clinical trial to prove its efficacy, adding that its safety has already been proved as it was found to be nontoxic. Dr Maila called on Government through the Ministry of Health and other relevant
stakeholders to help propel the development of the medicine which he said within 24 hours of taking it, patients with symptoms can show improvement. He said Zambia should move away from the shackles of always depending on western countries to find cures when it had its own scientists who have found the cure for most diseases in the country. “There is need for mindset change on the part of Government and allow local scientists come up with cures for the benefit of the country.

Lungu to unveil threeyear economic recovery programme – Ng’andu By BUUMBA CHIMBULU
PRESIDENT Edgar Lungu will in the next few weeks unveil a three-year Economic Recovery Programme which proposes measures to stimulate the economy beyond Covid-19, as Government depends on the banking system for a resilient domestic economy. The 2020-2023 Economic Recovery Programme will propose measures that could drive Zambia's economic recovery beyond Covid-19, says Finance Minister, Dr Bwalya Ng'andu. Dr Ng'andu said the programme to be launched by the President in the coming few weeks was partly a policy response to the challenges that had been brought about by Covid-19. He was speaking on Friday evening at the 2020 Economics Association of Zambia (EAZ) and business gala dinner held under the theme "Building a Resilient Economy Post Covid-19." "I trust that the launching of this programme will not just attract personal interest but will be used as a document fromt which we can tap into as we seek to grow this economy in the next three years. It is a document that contains most of the issues that you want to be addressed "The future of our economy will not be served by how much we are captivated by the pandemic influence. It will be served by our resolve and commitment to build a strong economy that we are proud of," Dr Ng'andu said. He also observed the need to reform the banking system so that Zambian banks were strengthened to the level of first tier banks for implementation of development policies and depend on to build a resilient domestic economy "An important lesson to
President Lungu the pandemic is that we are extremely vulnerable to any disruptions in the value chains from the south of this country. This is an illness which we can cure by doing more of what we have," Dr Ng'andu said. EAZ president, Lubinda Haabazoka, expressed concern at the performance of the some of the macroeconomics such as the Kwacha. "We as EAZ would like to express our concern over the following issues. The depreciation of the Zambian Kwacha, increase in inflation rate and the high cost of doing business especially for Zambian citizens that are trading in malls as rentals are charged in dollars. "We are also concerned about the fiscal burden being imposed on businesses, the high number of payroll taxes, among other challenges," Dr Haabazoka said. Dr Haabazoka also said the theme for this year had been influenced by the Covid-19. He commended Government for the measures put in place to ensure the economy stayed afloat, saying EAZ fully supported the measures put in place so far.

MEN FEAST ON RATS Z
IMBABWEseveral people have resorted to have big rats popularly known as matanzania as a delicacy around the country. The rats are mostly common in Tanzania where there are many banana plantations. With the frenzy of the new meal that was even featured on sungura musician Alick Macheso’s latest single Zuro Ndizuro, HMetro spent a day with some people who consume the rats which they heavily defended
as pinga which they say is not a rat. In Zuro Ndizuro, Macheso clarifies that there is a pinga and rat but the men who include Marufu Nhachi, Munetsi Wellington Masomera, Givemore Mupundu and James (Jimmy) Nyozani have vowed to continue consuming the animals as they while up their day at Zengeza 4 Shopping Centre, Pagomba. “These are not rats. It is an animal called pinga which stays where there are banana plants, sugar can plants or in
swamps. “Macheso akaimba wani kuti pnga ipinga, iri harisi gonzo,” argue Nhachi while slaughtering the animal he had bought for US$1 from boys who hunt for the rats at a wetland near Chitungwiza Town Centre. “Some time we stew the pinga after a bit of roasting. “On another day we just braai and in some cases we cook the meat and add peanut butter. “We have our own pots we keep here at the shopping centre and we cook our own
pinga as we do out hustles,” said Nhachi. Marufu said even Prophet Passion said igore regonzo and there was nothing sinister that they had also resorted to consuming the big rats. “Prophet Passion vakati igore regonzo saka tongotenderera doing our hustles mudhuze imomo. “But ipinga not rats as many might want to believe. “We are not even ashamed of the delicacy,” said Marufu who added that he wanted to take the recipes on national radio. - HMETRO
Man storms niece’s bedroom & demands sex A MAN from Entumbane suburb reportedly stormed into a spare bedroom where a minor was sleeping alone and undressed before asking to have sex with her. The man cannot be named so as to protect the identity of the 15-year-old teenager. A source close to investigations said sometime in November 2019 the minor’s aunt ordered her niece to sleep with her and her husband on their matrimonial bed. It is said during the night the uncle started to caress the unsuspecting minor while rubbing her buttocks with his manhood. The source said the minor screamed and jumped off the bed.
“Her aunt who was in deep sleep woke up and her niece told her what her uncle was doing. She inspected her private parts and told her not to be worried since her uncle did not have sex with her. She begged her not to tell anyone about the incident. She then told her to sleep on the floor,” said the source. The source went on to say on 20 March this year when the minor was sleeping alone in her bedroom her uncle stormed into her bedroom. “He said he was looking for his stuff. After searching he sat on the chair and undressed, and then asked to warm himself in her blankets. The minor refused and bolted out of the room. He
followed her and offered her $20 but she refused to accept it. After that she phoned her aunt who once again told her not to disclose the matter to anyone and she never told anyone,” said the source. The source revealed that on 17 June the man sneaked into the blankets of his niece. “He was stark naked as he sneaked into her blankets, he tried to have sex with her, the minor who was in deep sleep felt her uncle’s organ between her legs and grabbed his hand. She screamed for help. She fled to the kitchen where she sought refuge,” said the source. On 18 June the minor fled and sought refuge at her friend’s place in Emganwini. Last week she visited her
aunt, and during the night her uncle, still determined to taste her forbidden fruit, reportedly sneaked into her blankets and tried to have sex with her but she refused. Seeing that her uncle was not giving up the minor reported the matter to the police leading to his arrest. Bulawayo police spokesperson Inspector Abednico Ncube confirmed: “We urge parents to be responsible and respect their matrimonial bedrooms and not put the lives of the minors at risk,” he said. Insp Ncube also urged parents and guardians never to trust anyone with their children saying any laxity exposed their children to rape or indecent assault. - BMETRO

Police arrest man who killed his 8-year-old nephew and cooked his head POLICE have identified a Masvingo man who killed his eight-year-old nephew and cooked some parts on Friday as Clever Chitiga (22) of Matova Village under Chief Zimuto.
Chitiga (22) is already under arrest, assisting police with investigations. After beheading the boy, Chitiga allegedly shaved the head in hot water, and pounded it using a pestle and mortar before boiling the result in a cooking pot, preparing it probably for consumption. He allegedly dumped the rest of the boy’s body in a nearby dam after wrapping it in a mosquito net. Chitiga (22) is already under arrest, assisting police with investigations. National police spokesperson Assistant Commissioner Paul Nyathi yesterday said several exhibits had been already recovered. “Members of the public are warned against strange, superstitious and unjustified beliefs for wealth: all perpetrators of crime will be arrested,” he said. Chitiga was found by alert neighbours stewing the boy’s head in a pot after barricading himself inside his hut. Investigations are underway to determine his mental state. The incident occurred when the boy, who was in Grade 2 at Matova Primary School, sought shelter from the heavy rains at Chitiga’s home, who is his uncle, last Friday. A search for the boy on Saturday morning led to the recovery of his head after a relative forced his way into Chitiga’s kitchen where he had locked himself from inside. - NEHANDA RADIO

TREVOR NOAH POKES FUN AT SOUTH AFRICANS BEING ROASTED FOR NOT WEARING MASKS THE issue of mask-wearing has become a contentious one in many countries and while governments continue to enforce wearing them, some people just aren’t listening.
Trevor Noah has taken to “The Daily Show” to show American audiences how wearing a mask in Africa is a very serious thing. With the Covid-19 pandemic still a reality and with cases increasing across the world, Trevor shared how life under the “new normal”, such as wearing masks in public, was not taken lightly, especially in Mzansi and Africa at large. The South African born co-
III
median shared a snippet of his segment where he comments on a hilarious video of a police officer telling a SA citizen to return to his house for not wearing a mask. In the video, Trevor says, “If Americans think that the rules of this country are too strict, Americans needs to see how social distancing is being enforced in some other countries around the globe ... “For example, if you’re upset that people give you dirty looks when you go outside without a mask, imagine that instead of that, the police pull up in their cars and then roast you through their PA system ... because that’s what’s going on in SA.” - IOL

ABSA aids women NGOs By NOEL IYOMBWA
ABSA bank would continue through its Africanacity brand to uplift the people’s standard of living even during the most challenging times, bank managing director Mizinga Melu has said.
Speaking when she handed over three cheques worth K50,000, K65,000 and K50,000 to three organisations in Lusaka on Thursday to KUPES Women Network, PUSH Women Network and Vision of Hope, Ms Melu said the organisation believed in attaining this through working with partners. Ms Melu said the promotion of activities involving the youths was one of their core businesses as youths are the future of the country. “Despite what we have been going through during the Covid-19 pandemic we have shown up as ABSA and say we will still get things done. During this time there are a number of products and services that we have launched to our cli-
ents but have not said what we are doing in the community,”she said. She explained that apart from products and services which the bank offered, there were other community activities that it was involved in such as empowering the less privileged. Ms Melu believed that through the money which the three organisations had been empowered with, many people would be empowered through the partners they work with who understand the gravity of community needs. She said the bank was also proud to have built a three classroom block in Chipapa Primary School working with World Vision in a way of giving back to the community through education. Vision of Hope executive director Chitalu Chishimba said the money would go a long way in empowering the women and girls whom the organisation works with. Ms Chishimba said the money would be channelled into gardening, empowering women in tailor-
ing, other skills training as well as poultry through the rearing of 400 chickens which whose eggs would benefit the feeding programme run by the organisation. Norena Chiteba, Kupes Young
Women Network said the partnership with ABSA would be able to strengthen the mentorship programmes with the young girls and women. Push Women Network executive director Colonel Mwizukanji Nam-
waba said that mentorship was one of the ways of changing people’s mindsets and narrative. She expressed gratitude to ABSA for considering her organisation.

INCE 2002, COMACO - Community Markets for Conservation, has been reforming poachers and empowering them with skills such as conservation farming, bee keeping, carpentry, poultry farming and bricklaying as alternative and sustainable livelihoods.
According to the organization’s communications and outreach specialist Peter Banda, over 1700 reformed poachers have become productive members of their communities and are now earning legal income from various sources. We realized that once poachers completed their jail sentences, they went straight back to poaching. It became clear that poverty and food insecurity were the main drivers behind illegal poaching among people who live in game management areas. By providing people with alternative livelihoods, we have been able to reduce poaching as it is no longer the only choice people have. COMACO provides its skills to poachers who are willing to be reformed and hand over their muzzle loaders and wire snares used in poaching. To date, poachers have voluntarily surrendered 2000 illegal firearms and over 80 000 snares. Mr. Banda adds, “We have also trained some of our reformed poachers to help protect crop fields from elephant destruction. Under the supervision of the Department of National Parks and Wildlife, they use their old muzzle-loading guns to blast chili at elephants that come near crop fields.” Chili has been used to keep elephants at bay as it has unpalatable to the crop-raiding mammals for decades. The chili used in the blasters does not cause lasting harm to elephants, it simply irritates them and forces them to leave the area. In addition to protecting food crops from elephant destruction, chili is a valuable cash crop that gives the reformed poachers an extra income. Last month, COMACO’s poacher reformation programme reached another milestone as it supported the formation of the TRANSFORMED POACHERS ASSOCIATION OF ZAMBIA, which will look at the welfare of its members and help reform people who are still engaged in poaching.
COMACO REFORMED POACHERS FORM ASSOCIATION
“This initiative is the first of its kind in Zambia, Africa and the world”, says Peter Banda. He adds, “The Association will be an important ally to the Department of National Parks and Wildlife and others involved in conserving wildlife as members of the Association were once hardcore poachers, so they know all tricks that current poachers are using.” The Association’s chairman, Mr. Smoke Phiri, also has high hopes. The formation of the Transformed Poachers Association will give us authority to sensitize our communities on the im-
portance of conserving natural resources like wildlife and forests. We will also use this platform to appeal to others who are still involved in poaching to surrender their firearms and snares so that they can be empowered with a sustainable livelihood. The newly formed association will promote a peer-driven transformation of poachers into good and productive citizens that will positively contribute to national development. Success in this regard will result in reduced poaching of elephants and other important species in the Luangwa valley ecosystem.
The Association will also give hope to current poachers that if they reform, they too can have a meaningful and productive life void of the dangers they face in the wild, because though poachers are perceived to be tough and formidable, in reality poaching is a dangerous business. “Tracking wildlife in the bush requires that villagers leave their families for weeks at a time, traveling miles away from safety, and often risking encounters with wildlife, faulty firearms, or apprehension. If caught, a poacher can spend decades in prison, leaving his family vulnerable to hunger and exploitation without a reliable income source.” COMACO.

BUDDING AUTHOR MWENYA MUKUKA TALKS ABOUT HIS WRITING, EXPERIENCES life, I worked for Yatsani Radio Station. I have also been a correspondent for Vatican Radio and written for various regional media houses. My other media correspondence role I took, was for RUTV, an American TV station. I was Africa Correspondent. Being a published Author, Journalist and Broadcaster is a dream come true. God has been gracious that whatever I said I would be, I have become.
Budding author Mwenya Mukuka talks about his writing, experiences By MWANSA PINTU
M
WENYA Mukuka is not just a crack radio journalist and broadcaster. He is a refined public speaker and great author too. At less than 40 years old, Mr. Mukuka already has three mind-provoking books published to his name, and he is already working on another two. In this interview, he talks about his writing career and experiences.
What does your family think of your writing? My wife is a big critic and does proof read for me. My mother too, has read all my publications. My siblings buy copies. Actually, one of the first to buy the latest publication was my sister Chitalu. They are basically supportive.
Who is Mwenya Mukuka? Mwenya Mukuka is the first born in his family. He was born and bred in Kabushi township of Ndola, on the Copperbelt Province. What kind of family did you grow up in and which schools did you go to? I never grew up with my parents, I was taken care of by my aunt who is now late. I started Grade 1 at Dambo Primary School then proceeded to Tea Estate Primary School in Kawambwa, where I walked 14 kilometres to and from school every day. That was one of the difficult times of my childhood. I should mention here that in addition to walking on foot, my colleagues and I went to school on an empty stomach and without shoes. Because of that, a number of my friends dropped out of school. I sat for Grade 7 exams at Kabushi A in Ndola and finished high school at Mwense Secondary School before studying Journalism. It may interest the readers to know that actually have never been in Grade 10 because when my Grade 9 results came out, there was no one to pay my school fees. So, I missed Grade 10 and only resumed school in Grade 11 term 2, in the ninth week. That was when I managed to raise some money for school. Soon I will be a post graduate student of International Relations and Conflict Resolutions. When did you realise you wanted to be a writer? From childhood. My aunt was an avid reader. She read both vernacular and English novels to us every evening. She would ask me to read for her when she was
ironing clothes or doing other chores. So, it was from there that I was introduced to reading and written literature. So, I developed too much interest in writing especially when I saw the image of the writer at the back of the book accompanied by their profile. I would imagine my books also being read by other people. When I grew a bit older, I would look for books and exchanged with her or other friends in the neighbourhood. At the time, we would read novels by James Hadley Chase, Mills and Boon and the African Writers series books. My favourite of all was Mission to Venice by James Hadley Chase. From there, I started contributing articles to Catholic Speak Out Magazine. The magazine helped me grow my writing skills. While a teenager in Ndola, I became the Junior Journalists and Writers Association (JJWA) chairperson for Ndola. That forum exposed me to writers such as the late Professor Chewe, who was a seasoned Journalist, and others especially at the Times of Zambia in Ndola. My first short story to be published was; Not All Days Are Sundays. How long does it take you to write a book? It depends on the subject. Some subjects need more time to do research. So, on average, in four months, a book will be at editing stage for me. What is your work schedule like when you are writing? It does not disturb my work schedule because I usually write in the night. Ideas flow well when
Do you hear from your readers much? What do they say about your writing? Feedback is very important, whether negative or positive. I have had people contacting me especially on Supremacy of Midnight Prayers. They have recorded testimonies after reading that book, and some community radio stations are still using my book on environmental reporting. As a child, what did you want to be when you grow up?
it is quiet. What are your favourite subjects as an author? I take pleasure in writing on social issues, with a focus on Christian values as a solution. This is because when growing up, I was deeply affected with some of such issues, both at family and society level. Later, I found out that Christianity has a lot of answers to many problems that people face. Where do you get the information or ideas for your books? I usually get them from situations around me. How many books have you written so far, and which one is your favourite? I have published three books
so far. The first one was Basic Guidelines to Environmental Reporting in Zambia. The second one was Supremacy of Midnight Prayers and the latest is When God is Silence. Another one is at editing stage under the tittle, A Letter to My Generation which likely to be published in January, 2021. In A Letter to My Generation, I write about how we should face and find solutions to vices and challenges of life. And I am currently writing another one. What do you like doing when you are not writing? I am also an ardent radio listener. I should mention here also that, my late aunt introduced me to radio. At a time, we had no book to read, we listened to radio, and I developed so much interest for radio. I thank God because later in
I really wanted to be a Radio Journalist. Radio personalities like Nkweto Tembwe, Sylvia Bwalya, Sara Mubanga and others inspired me very much. So having worked for Yatsani radio was a dream come true. Does your job as Communications Officer for the Zambia Conference of Catholic Bishops (ZCCB) pose any challenges to your writing career? Not really, if anything through my job, I have been able to interact with great minds of our time. I have gained so much, actually the content in the next book to be published soon, titled Letter to My Generation, is extracted from my many interactions with the social justice minds of the Catholic Bishops Conference. What are your future plans in your writing career? I desire to write as many books as possible, by the grace of God.

- HMETRO
Man storms niece’s bedroom & demands sex
A MAN from Entumbane suburb reportedly stormed into a spare bedroom where a minor was sleeping alone and undressed before asking to have sex with her.
- BMETRO

Juma said Mbewe told him that if the sister asks, he should say he bought the poles. He said Mbewe’s sister asked what they were doing with the poles and he said he had bought them. It was then that Mbewe’s sister shouted “thief and a mob chased them.

Dear Editor, LUSAKA Mayor Miles Bwalya Sampa will be marrying Nchimunya, his fiancée on December 26, 2020 at Lusaka's Woodlands Stadium. Mr. Sampa and his fiancée have invited people to witness their nuptials on the material day. The entry requirement for one to attend the mayor's wedding is that men should dress smartly and wear a necktie and tuck in. Women on the other hand are required to dress decently. In short there are no invitation cards as the admittance into the stadium is open. Going by the fact that entry into the stadium will be free, there is a possibility that many people will turn up in large numbers to fill the 10, 000 plus seating capacity at the wedding venue. When the stadium is full,
the issue of security is none negotiable and it should be taken seriously. This is because some people might resort to fighting after getting drunk. As if this is not bad enough, there could be a stampede owing to the huge number of people at the wedding venue. To avert this problem, there is need to enhance security at the stadium. Besides the security concerns at the stadium, the issue of social distancing in the midst of Covid-19 is something worth considering. People will be too excited to observe social distancing thereby putting themselves at high risk of contracting coronavirus. However, I would like to congratulate Mr Sampa on his wedding and wish him and his bride all the best in their married life. ELEMIYA PHIRI, Lusaka.

ESCO United reclaimed top spot and opened a three-point lead on the MTN/ FAZ Super Division log after beating Indeni FC 3-2 in a tightly contested week 10 fixture at Levy Mwanawasa Stadium in Ndola. It was a hard fought victory for the Ndola giants who scored in the dying minutes of the game to claim the points. Indeni had put up a spirited fight coming from behind twice and almost forced a 2-2 stalemate before John Chingandu punished the "Oil

PREMIER Futsal League (PFL) chairman Tarak Mehta has described the 2020 Futsal season as a success despite having been played with the challenges of the Covid-19 pandemic. Mehta said the PFL which breaks today for Christmas holidays has witnessed a lot of developments with the introduction of the PFL Cup which features teams from the Premier League and Division one. Mehta said after breaking for the Christmas break after today’s fixtures, the league will resume next year with a lot of exciting fixtures lined up in
Men" with a last minute goal from a free kick as Numba Mumamba beat his former assistant at ZANACO David Chilufya. The win over Indeni propelled Zesco United to 18 points, three points ahead of second-placed ZANACO and Buildcon FC who are on 15-points. Meanwhile, in the second fixture of the double header, Forest Rangers and ZANACO were involved in a goalless draw. At Woodlands Stadium in Lusaka, rejuvenated Emmanuel Mayuka gave NAPSA Stars their first win of the season after beating Green Buffaloes. Mayuka scored the goal of
the season contender, hitting the upright before going in as the 2012 AFCON winner scored his first goal in the league after he netted two goals in the CAF Confederations Cup. However, Buffaloes’ defeat was their third consecutive loss having lost to Young Green Eagles and Buildcon FC in the last two games. And Lusaka Dynamos bounced back from a 4-2 loss to Prison Leopards by thumping blunt Red Arrows 4-1 in a lunchtime kick off at Woodlands Stadium. A brace from striker Collins Sikombe and lone goals from Ocean Mushure and Aubrey Funga gave Wedson Nyirenda's boys maximum
points as Felix Bulaya got the consolation goal for Arrows. Lumwana Radiants continued to struggle despite having engaged Tennant Chembo as coach and recorded another consecutive defeat under their new coach following a 3-2 loss to Kabwe Warriors. A brace from Ali Sadiki and Jimmy Ndrovu's eighth minute goals gave Warriors a win away from home. At Khosa Stadium in Kafue, Prison Leopards continued with their superb run beating Young Green Eagles 2-0. Today's league action will see Buildcon taking on Kitwe United while Nkana and Green Eagles will lock horns at Nkana Stadium in Kitwe.

CAF envoys NAPSA Stars, Nkana and Green Eagles must start collecting maximum points in the FAZ Super Division to continue doing well in the continental games, says Zambia Sports Fans Association (ZASPOFA) patron Peter Makembo has urged After struggling in early stages of the Super Division, Nkana FC and NAPSA Stars are both in the relegation zone with five and six points respectively while Green Eagles are seventh with 11 points after six games and have four games in hands each. Makembo is concerned that failure to win games in the Super Division may have a negative impact on the teams’ performances in the CAF Champions League and the CAF Confederations Cup respectively. Makembo who hailed the three teams for moving to the next round of the continental games after winning their first round fixtures said there is need for the CAF envoys to focus on winning in both competitions instead of focusing on continental games only. “The clubs need to balance. Let them not focus more on one competition because focusing on CAF games and not paying attention to Super Division games may have a negative impact on the clubs. “It is worrying that teams like NAPSA Stars who thumped Ngazi 9-2 on aggregate following a 4-1 win in the reverse fixture at National Heroes Stadium in Lusaka and will meet UD Songo, Mozambique in the first round of the Confederations Cup, are yet to win a league game,” Mkaembo said. “We urge the clubs to treat CAF games and local games with the ultimate respect to be consistent. As an association we will support them all the way to the group stages of both the CAF and the Confederations Cup.” Makembo has advised Nkana to quickly resolve their problems concerning the technical bench after the Kitwe giants sent head coach Manfred Chabinga on leave.
