Height of absurdity It is disingenuous and the height of absurdity for the Anti-Corruption Commission to issue a sanctimonious, highfalutin and highly pompous statement suggesting intervention in the Honeybee affair. This is not the time for the usual AAC time worn antics of riding on public sentiment to play their futile political games. The Honeybee affair is a life and death matter which deserves serious scrutiny and not by the ACC. Their engagement will be a time-wasting diversionary antics. Where have they been for the last 6 months? This matter has been in the media for months, just as have other matters of tremendous public interest. We can name a few on which the Commission has remained silent in spite of abundant evidence for prosecution to be mounted. Public outrage and perhaps to a large measure the dismissal of Health Minister Dr. Chilufya was occasioned by revelation that substandard condoms and gloves had been distributed to the public, thereby exposing Zambians to serious mortal danger. The issue now is to establish if indeed the condoms and gloves were properly tested and found short of standards and therefore a danger to the consumers. In essence did the appropriate authority examine the items through requisite tests to arrive at a clear and unequivocal determination. The fact that this matter has come into contention explains why Dr. Chilufya as the political head of medical services lost his job to take responsibility for the serious omission committed by his charge-the buck stopped at his desk. Sadly, as it turns out, the matter is not as straight forward as it seems. Two quality control institutions under his aegis were totally remiss and at worst complicit in a scheme of events that have shaken the nation to the core. It would appear that the Zambia Bureau of Standards an independent institution, which claims to have examined and condemned the items did not inform the Ministry of Health and its two agencies ZAMRA and Medical Stores of the outcome of the purported tests, which have now been challenged. It is frightening that agencies that should protect life allowed faulty condoms and gloves to be distributed in health centers around the country from last year until the current PAC sitting when withdrawal instructions were give. This was unconscionable, careless and serious dereliction of duty, in short it was criminal. It is however curious and perhaps revealing that a “whistleblower” exposed, what ZABS already knew, namely the existence of the faulty consignment which had been examined by them. Why did they not alert the appropriate authorities to to recall the consignment. Why wait for a whistle blower? Indeed, it had to take the sitting of the public accounts committee this year for the saga to be exposed and for the items to be recalled. There is everything wrong and highly suspicious. If indeed the condoms and gloves were faulty, where was ZABS when the Minister of Health flagged off the consignment? This was a well-publicized event covered by Television and media in general. The understanding at the time was that most rural health centers had run out of kits because the previous kit supplier was holding the Ministry to ransom on account of a piling unpaid debt. It was therefore a relief that a new consignment was being dispatched, hence the fanfare. Indeed why did they fail; to inform ZAMRA , Medical Stores, the Police or indeed other authorities. Why did it take a whistleblower to report through the public account committee?

Innocent ‘troops’ still detained By CHARLES MUSONDA ABOUT 24 men believed to be working with Patriotic Front (PF) cadre Innocent Kalimanshi are still in police custody and have not yet appeared in court since they were apprehended last December. The suspects, who are detained at different police stations, were yesterday taken to the Lusaka Magistrates’ Court complex under heavy security but could not appear in court as there was no indictment for them before Chief Resident Magistrate Lameck Mwale for allocation of their matter; and their names did not appear on
yesterday’s cause list. A source within the Judiciary revealed that the suspects could not be cause listed because there is allegedly no docket regarding their case at the National Prosecutions Authority (NPA), which prepares the cause list for allocation of cases. When contacted police spokesperson Esther Katongo said she did not know the reason the suspects did not appear in court and that as far as she is concerned, police were done with investigations in the matter. Ms. Katongo said the matter was taken to NPA and that for the police officers to take the suspects to court there was an indication but
that may be there was just miscommunication. She said she could not give a position that there is no docket for the suspects at NPA. After the suspects spent about two hours in the holding cell at the court premises, they were driven back to the police stations where they are being held at high speed and amid tight security as their relatives watched in awe. They were apprehended on December 21, 2020 when police raided a premise belonging to Kalimanshi in Chawama compound and confiscated various offensive weapons such as spears, axes, machetes, and knobkerries.

political party here, they are doing a lot of disservice to the uniform. The police needs to be non-partisan. He said the PF should not pretend that they didn't know what was going on at KCM before they took over the running of the mine. "Government was co-owner of the mine through shareholding so let them stop misleading Zambians that they didn’t know was happening. Mr Hichilema said his party advised the PF to take measures but that the PF ignored the advice until things turned worse at the mining giant.

ZRA offloads K12.9bn in refunds By BUUMBA CHIMBULU A total of K12.9 billion tax refunds were last year paid out to key economic sectors by the Zambia Revenue Authority (ZRA), as it commits to pay all legitimate arrears through outright cash refunds and tax offsets. ZRA during the year paid K12.9 billion in tax refunds compared to K10.5 billion paid out in 2019, representing a 12.3 percent growth. This is according to the ZRA Commissioner General, Kingsley Chanda. Mr Chanda said yesterday in Lusaka during the press briefing on the performance of the ZRA and outlook for this year that of the total amount, K8.5 billion, which was 67 percent, was paid to the mining sector. “Direct taxes refunds stood at K72.3 million while K163.5 million was refunded under customs. The increase in the amount refunded in 2020 is in line with our desire to dismantle all outstanding refunds,” he said. He said dismantling outstanding VAT
refunds and minimising the accumulation of refunds remained one of the key operational priorities for ZRA. Government, Mr Chanda said, demonstrated its commitment to dismantle arrears by the payment of K700 million worth of VAT refunds from the K8 billion Covid-19 bond which Government issued last year. He expressed optimism that Government’s broader agenda to reduce domestic arrears and inject liquidity into the economy, would result in more resources being made available to ZRA in 2021 to pay outstanding VAT refund claims. “When we net off the assessments owed by mining companies amounting to K7.1 billion, the net vat refund exposure stands at K9.5 billion. Clearly, we are fully committed to paying all due and legitimate vat refunds through outright cash refunds and tax offsets,” he said. He warned that ZRA had intensified intelligence and surveillance operations to disrupt smuggling through use of specialised investigative tools which included drones and digital forensic capabilities.

In demand letters to ZABS and ZAMRA, Honey Bee Pharmacy through their lawyer, Tutwa Ngulube questioned why contractual obligations with regard the supply of the health kits were ignored. Honey Bee stated that they were legally supposed to be present when the products supplied were being tested by ZABS. “The contract demands that if there is any complaint against the product, you are supposed to write to our client, Honey Bee that we want to conduct the test and they should be presence,” the letter read in part. Honey Bee labelled the results from ZABS as ‘fake’ and challenged the institution to provide evidence that the condoms and gloves were defective. The company said the products ZABS tested were not the ones they supplied Ministry of Health. And Mr Ngulube said in an interview that the supplied products were tested at the point of origin by the manufacturers according to
WHO standards and found to be safe. He said it was foul for the public institutions to carry out tests on the condoms and gloves without the presence of Honey Bee Pharmacy. “They didn’t have to go on their own without informing the supplier. They just wake up and claim that they did a test when there has not been any single complaint from the provinces where the products were taken,” said Mr Ngulube. Mr Ngulumbe said “as far as our client is concerned, they supplied the product that was accepted by both local and international standards.” And when contacted for a comment, ZABS executive director, Manuel Mutale said he was constrained to comment on the matter as he has to respect confidentiality for the client’s results. “I have no authority to comment on the matter. ZABS is just a laboratory, and as a laboratory, we can just be contracted to do the test and give the results to the client but I cannot start commenting on the results in public,” he said.

He said he uttered words as fair comment on a matter of public interest. Mr Tayali, who is Economic and Equity Party (EEP) president, said he has conducted an investigation and had documents to back his allegations and denied allegations of
defamation. In this matter, Mr Hichilema has sued Mr Tayali in the Lusaka High Court for alleging that he corruptly benefitted from the privatization programme. Mr Tayali contend that he will at trial show that there is no law requiring that an individual must make reports to law enforcement agencies in confidence. He argued that he is not a struggling leader of an insignificant party seeking to gain popularity by disparaging the UPND leader but that he is a concerned citizen on a matter of public interest. EPORTS that a smelter has been sold at Konkola Copper Mine (KCM) in Chingola are mere speculations, KCM liquidator Milingo Lungu has said. Mr Milingo said in an interview that the truth over the happenings at the mining giant can only come from him and the management. The Head of State threatened to impose stringent measures to protect populations from the pandemic if citizens do not comply with the measures he announced last year. President Lungu said it was regrettable that enforcement officers had lately abused or humiliated citizens found flouting covid-19 guidelines. He said enforcement officers could make citizens abide by the Covid-19 guidelines without necessarily harassing them. “The number of people that have contracted covid-19 since the turn of the year and those who have died is of great concern,” the President said. He said there was correlation between the high numbers of cases and the relaxed observance of covid-19 guidelines in the current spike. "Arguably we dropped the guard. The covid-I9 guidelines I had announced last year as recommended by health experts were largely ignored and we forgot about the 'New normal towards the end of 2020," the President said. President Lungu observed that the festive season came with partying and overcrowding with little observance of the covid-19 health guidelines.

"We do not need to be left behind as health experts but rather be in the forefront providing guidance on the matter in order to ensure that people are safe," he said. Govt loses K170,000 on ‘ghost’ worker By KALOBWE BWALYA OVER K170,000 was spent as monthly salary for eight months on a veterinary officer despite being absent on duty without leave, the Parliamentary Accounts Committee (PAC) has heard. The officer is based in Vubwi Eastern Province under in the Ministry of Livestock and Fisheries. Livestock and Fisheries Permanent Secretary, Benson Mwenya disclosed that, Dr Richard Masiye, was appointed as an officer in the Zambia Army and was given clearance by the civil service commission. He however continued to receive a salary under the Ministry of Livestock Fisheries as veterinary officer as well. Dr Mwenya told PAC that the officer was irregularly paid salaries for eight months amounting to K 107, 232.00 for the period of January to August 2019 when the officer absconded from duty and station without leave. He said his ministry has since written to the Ministry of Defence Permanent Secretary Dr Felix

And Dr Mwenya told PAC that the aerial spraying for tsetse fly control which was scheduled to start in 2018 to 2019 in Luano valley failed due to non-availability of funds to give to the contractor who was supposed to carry out nighttime flying services. He said the activity can only be undertaken after the cool -dry season, from May to August and that the first mobilization would commence in April. However PAC deputy chairperson, Kapembwa Simbao, reminded the Permanent Secretary that his ministry was an important one because it was a revenue generating entity. Mr Simbao however said the failure to have the spraying was a very sad issue especially that tsetse flies bring sleeping sickness to the people in communities.

Dickson Jere boosts COVID-19 fight in Matero By SIMON MUNTEMBA LUSAKA Lawyer, Dickson Jere has flagged off the Covid-19 awareness campaign with a donation of masks and hand sanitizers to the Reformed Church of Zambia (RCZ). The church will in turn distribute the items to nearby markets. Mr Jere donated over 2,000 reusable masks in Matero as part of his second phase support to be extended markets and schools. “The second wave of the Covid-19 is lethal. We have now names to the statistics of those who are getting infected and those dying,” Mr Jere said when he handed over the consignment to Reverend Penias Mbewe. He said he was mobilizing enough resources to enable churches, schools and markets to receive the various personal protective gear in the view of the second wave of the pandemic. “Schools are likely to open next week. I will arrange for some sanitizers and masks for the pupils especially those in community schools,” he said. And Rev Mbewe said his church has embarked on a sensitization programme on the dangers of COVID-19 “We will be going into markets to sensitize the communities with the youths from our church,” Mbewe said. He urged other well-wishers to emulate Mr Jere and assist the churches in Matero with Covid-19 related support. Mr Jere through his Matero Initiative distributed over 70,000 reusable masks to all government schools in Matero constituency and hand sanitizers as part of his community outreach program.
State boosts armyworm fight By NOEL IYOMBWA GOVERNMENT has distributed 1,000 litres of insecticide to fight fall army worms in Lusaka district. Lusaka district agriculture coordinator, Pharaoh Daka, told the Daily nation in an interview that the entire district has been hit by the vegetation eating pests that prefer maize. Mr Daka said that the distribution of the pesticide was targeting farmers on the Farmer Input Support program (FISP) but that
any farmer whose field was affected could benefit. He called farmers in the district and surrounding areas not to rely only on the pesticide from Government but access the commodity through other means. The outbreak of the fall army worm in the country was first reported in the second week of December, 2016 on the Copperbelt, followed by Eastern, Luapula, Lusaka and Central provinces. As at 16th February, 2017, a total of 234,147 farmers, covering an area of 191,930 hectares across the country, had been affected by the outbreak of fall army worms. In response to the outbreak, Government procured 101,804 litres of various pesticides, valued at K18 million, which were distributed to the affected farmers. The pesticides included cypermethrin, malathion, karate and chrolopyrofos. Government provided an additional K3 million for the purchase of work suits, gumboots, sprayers, respirators and operational funds for all the ten provinces. The Ministry of Agriculture has been working in collaboration with the Disaster Management and Mitigation Unit, district and province administrations, Zambia National Service, the Zambia Air Force and the Zambia Correctional Services (ZCS) to fight the fall army worms.

HERE is need for investments in fish processing value chain to stop the loss of millions of kwachas that foreign entities are enjoying through imports, Aquaculture Development Association of Zambia (ADAZ) Chairperson Fisho Mwale has said. He said currently the country was losing a lot of forex in importation of finished fish products, hence the need for investors to set up factories to process fish. Once that is done, he said, there will be no need for Zambia to import fish from China and other far markets. Speaking in an interview, Mr Mwale said there was increased demand for processed fish which potential investors should take advantage of. He said investors should set up factories to produce tinned fish, fish filets and other finished products for the local and regional market. Mr Mwale also called on Zambians to increase fish production to meet local and regional demand. He added that Zambia was strategically positioned to become the fish basket of Africa due abundant fresh water resource and friendly investment environment in the country. He, however, said while the country has a deficit of 80,000 metric tons of fish annually, ADAZ was encouraged by the high number

The Ministry Health announced on Tuesday that journalists and health workers would be among the first group to receive the vaccine. Ms Mwale therefore advised members of the media to be very positive about the matter
Ms Mwale and appreciate Government’s move. She said the pronouncement that journalists would be part of first recipients of the Covid-19 vaccines next month should be welcomed by all well-meaning Zambians.
“We have been assured by the Ministry of Health and other stakeholders that the vaccines are safe for use,” she said. Ms Mwale said journalists and other media practitioners who were frontline workers continually risked their lives when collecting and disseminating news and information to the public. She stated that MISA Zambia recognized the various essential roles that the media played in providing information, hence their safety and protection against the pandemic needed to be prioritized. Ms Mwale also expected the Government to further provide Personal Protective Equipment (PPE’s) and other tools to enable journalists to carry out their work diligently.

WASHINGTON - The International Monetary Fund said on Monday its executive board approved a disbursement to Angola of about $487.5 million after completing a fourth review of the African oil exporter’s $3.7 billion loan programme. The Fund said that the Covid-19 pandemic continues to impact Angola’s economy and population, while oil production and prices remain weak. But it said that Angolan authorities “have maintained a robust policy response in the face of these challenges and remain resolutely committed to the programme,” noting the December passage of a 2021 budget that includes non-oil revenue gains and restraints on non-essential expenditures. Angola’s Finance Minister, Vera Daves de Sousa, told the Reuters Next conference on Monday that she expected more than $700 million in the next IMF tranche after securing three years of payment relief from Chinese creditors. Angola owes more than $20 billion to a number of Chinese entities, including $14.5 billion to the China Development Bank and nearly $5 billion
to the Export-Import Bank of China. It has also borrowed from China’s largest lender, ICBC, according to analysts’ calculations. “We’ve got three years of breathing space and we will take the best advantage of that,” Vera Daves de Sousa said in an interview for the Reuters Next conference. Angola had been transparent with the IMF on its negotiations with the Chinese, she said. Angola last September secured a $765 million augmentation of total access under the Extended Fund Facility programme, which was initially approved in December 2018. “The stabilisation of public finances remains the cornerstone of the (Angolan) authorities’ strategy,” IMF Deputy Managing Director Antoinette Sayeh said in a statement. “The authorities achieved strong fiscal adjustment in 2020. Their 2021 budget consolidates the non-oil revenue gains and expenditure restraint of the 2020 budget, while protecting priority health and social spending.” – REUTERS.

HH WON’T RULE ZAMBIA AS LONG AS HE DOES NOT ADDRESS SERIOUS ISSUES Dear editor, IT is shocking that social media commentator Hakainde Hichilema can expose the glaring inconsistencies on matters that are of national interest. This has made a resounding revelation that Mr Hichilema who is also 5 time losing Presidential candidate under the 23 year old opposition UPND is the inexperienced politician who trade on trivialities. We followed Mr Hichilema, a well-known whizz of Facebook memes at a bird’s eye joining other citizens to plead with President Lungu to relieve immediate past Health Minister Honourable Chitalu Chilufya. With the stretch of time, President Lungu for reasons that were not disclosed relieved Dr Chilufya of his duties. Mr Hichilema had a golden opportunity to do the Honourable thing by congratulating President Lungu since his discretion to dismiss Honourable Chilufya apparently commensurate with his expectation. With due objectivity, Mr Hichilema was supposed to swallow his bitterness and commend President Lungu for making decision that he had pleaded to be taken. HH’s inconsistency on matters of national importance shows that he is not fit to be President of Zambia as he is unstable as unpercolated water. Like we have consistently argued, HH, does not have a viable and better alternative that can substitute the sound social and economic developmental projects that has been implemented under President Lungu as a torch

There are a number of developmental projects that have lately been implemented and as opposed to presenting alternative plans, Mr HH has expressed his trigger pleasure for failure of the projects by citing the non-existent corruption. All this has been calculated to ensure all social and economic programmes grind to a halt with a view to gain political sympathy. Other efforts that the PF has made includes the drafting of national documents such as the Seventh National Development Plan (whose implementation is underway on dribs and drabs ba-
sis), the Economic Recovery Plan among others. We have keenly followed the UPND and with all confidence can say that they have not drafted any alternative national plan save for Sean Tembo’s Patriots for Economic Progress (PEP) which has shown consistency in providing alternative national economic plans. Further, the stance by the UPND on the ongoing liquidation of KCM presents another mismatched pronouncements on important national issues. On the future of KCM and that of the workers, UPND has no tenable policy direction beside the current efforts of the Liquidator Milingo Lungu. When the liquidator announced the restructuring of KCM, we expected the UPND to
applaud the progressive move as that will guarantee security of tenure of KCM employees and brings about certainty in the mining sector. We are surprised that they have continued pursuing their pessimistic approach of imposing their user friendly investor such as Anglo American Corporation. In the mining sector the Government has acted in the interest of the nation and the case of Mopani Copper Mine shareholding transition being the point of reference. NRFA pledges to work on Luanshya roads By SANFROSSA MANYINDA
THE National Road Fund Agency (NRFA) has assured the residents of Luanshya that it will make available the resources needed for the rehabilitation of the roads. NRFA Director Monitoring and Evaluation Yohane Tembo, said his organisation had heard the cry of the residents in the mining town. Mr Tembo said the resources would help fix the 15 kilometres road stretch which had been allocated to Luanshya out of the total 80km long roads which will be subjected to a complete makeover on the copperbelt. Mr Tembo was speaking shortly after a road tour to see the state of the roads in Luanshya. “We will try to look around for resources especially that you are the sole beneficially of the toll plaza in the neighborhood. “Some of the challenges require quick fix, we cannot wait for the 1 kilometers that are coming to rehabilitate the roads. We will do our level best to provide the resources that are required in terms of repairing the roads,” he said. Meanwhile, Luanshya mayor

Luanshya gears up against Covid - 19 LUANSHYA District has not recorded any cases of Covid-19 since the beginning of the second wave of the Coronavirus, District commissioner Patrick Maipambe has disclosed. Mr Maipambe said despite the district not having recorded any cases, it was not spared from the dangers that the virus posed hence the need to heighten safety guidelines against the disease. “Despite not recording any new cases we have not gone to sleep, since we are not spared from the dangers of the pandemic and we are doing everything possible to strengthen our safety guidelines against Covid 19 in all public places,” he said He further disclosed that the district had engaged all traders in markets to ensure that safety guidelines such as social distancing and the wearing of masks were strictly adhered to at all times. He further called on all Luanshya residents to own the responsibility of guarding against the spread of the Coronavirus as it required concerted efforts by all stakeholders coupled with personal responsibility to win the fight against the world pandemic. “We have extended our safety campaigns to the markets where we are asking all the traders to spread out and observe social distancing as well as mask up and put-up wash points in all entry points at all markets,” Mr Maipambe explained. Mr Maipambe further disclosed that he would meet all stakeholders in the education sector to discuss safety mea-
sures in schools ahead of the reopening of schools. He noted that all schools should ensure that they prepared adequately for the return of pupils by setting up their classrooms and water reticulation in accordance with the outlined safety guidelines. He said the district administration in coordination with the ministry of health and local authorities were working towards ensuring that the schools and all public places were adhering to provided Covid 19 safety guidelines. And a trader at Zaone Market Grace Chola has thanked the government for reiterating the call on observing safety guidelines on Covid -19 in markets and other trading areas. Mrs Chola said “ as traders we fear for our safety but we can noy stay away from business as it is our means of survival , but would like to appreciate the efforts that the government has put in place by constant reminders and ensuring strict adherence to safety measures,” she said. Another trader Anna Bowa indicated that the traders had also set up a committee tasked with ensuring safety measures were adhered to by both traders and members of the public visiting the markets at all times. worked on the bridge leading to the compound from the Kitwe, Kalulushi road did poor quality work because he ignored the advice of the residents by putting two culverts instead of three. Mr Mwape said because of the two culverts which were put instead of three, there was water pressure being created resulting in the stream over flowing and flooding nearby houses. "When the contractor was working on this bridge, we advised him to put three big culverts to ease the pressure when it rains heavily, but he ignored our
advice and decided to put only two culverts and so the shoddy works by the contractor has contributed to the submerging of the houses," Mr Mwape said. Mr Mwape said apart from the shoddy works, there were also other factors which had contributed to the over flowing of the stream. "Other factors are that the stream is blocked from somewhere and so pressure is built up and by the time it reaches Kandabwe, it has a lot of pressure busting the banks of the stream and submerging the nearby houses,”
he said. "The situation is worsened because of the two culverts which have been put here instead of three. So to deal with this problem, the stream should first be unblocked by the excavator before proceeding to put three culverts on the bridge. If this is done, the pressure will be relieved and we may not face such big problems in the compound," Mr Mwape said. And in response, Mr Chiteme said he had summoned the contractor who worked on the bridge to come and re do the work after people in the area complained that the poor workmanship had also contributed to the overflowing of the stream and submerging of the houses on the banks of the stream. "This issue of the bridge will be handled and I can inform you that I have already summoned the contractor to come and re do the works because people in this area have been saying the two culverts were not enough to handle the water pressure when it rains heavily," Mr Chiteme said.

150 girls retrieved from marriages in Gwembe THE SOUTHERN AFRICA DEVELOPMENT COMMUNITY REAL TIME GROSS SETTLEMENT (SADC-RTGS) SYSTEM 1. What is the SADC- RTGS System? It is an automated interbank settlement system, which settles payment obligations between participating banks in real-time in all the SADC countries. The system has been in operation in Zambia since September 2014. The system currently settles payments in South African rand (ZAR) only. There are considerations to include additional regional currencies in the system in the near future. The System was developed to facilitate funds transfer for cross-border payments in the SADC region in order to contribute to the promotion of trade and investment. All businesses and individuals can use this system to send and receive payments to and from a trading partner within the SADC region. The transactions are processed in real-time meaning that a counterparty receives the funds faster and without delay.

The process will require you to provide the detailed information needed for the cross border funds transfers. The transaction will be processed in real-time and on a straight through process allowing businesses and individuals to received funds instantly. When you export goods and services within the SADC region, you can request your counterparty to pay you through the system. The funds will be received faster as compared to correspondent banking as funds are processed in real time. To use and pay through the system, a payer from Zambia or any participating countries does not need to have a Rand denominated account. All settlements are done by commercial banks through sourcing the Rand in the South African interbank market.

MORE than 150 girls who were married off at a tender age in Gwembe district, Southern Province have been retrieved from their marriages under the Keeping Girls in School (KGS) initiative. And the Ministry of General Education says the girls will retain to school when schools open on January 18th, this year. Gwembe District Education Board Secretary, (DEBS) Benson Zemba said the girls were identified in Chipepo and Munyumbwe chiefdoms. Speaking in an interview with ZANIS in Gwembe, Mr. Zemba said the government is determined to empower vulnerable girls in the country through the Keeping Girls in School project. “Through this scheme, the government will economically and support the girls who find themselves in undesirable marriages,” Mr. Zemba said. Mr Zemba commended Chief Chipepo and Munyumbwe who have been supporting the (KGS) programme in their Chiefdoms. The KGS is a World Bank funded project aimed at empowering women and keeping girls in school. Meanwhile, the DEBS has disclosed that Gwembe has received 4,210 face masks, 330 hand washing soap, 66 buckets, 33 thermometers and an assortment of hand sanitizers that will evenly be distributed in all schools in view of the Covid-19 pandemic. Gwembe has so far recorded over 10 positive cases of Covid-19 while measures are being heightened by the ministry of health. - ZANIS

Katombora Constituency Member of Parliament Derrick Livune has disclosed the presence of second wave of armyworms. Mr Livune has said that the armyworms have been spotted in Sekute Chiefdom and are causing damage in most maize crop fields. He is afraid that if the situation is left unchecked, the armyworms will cause havoc as they can spread to all parts the District. The law marker charged that fall armyworms have the potential to wipe out all the crop fields, a situation, he said can result in hunger among residents. Mr Livune has called on the Ministry of Agriculture to dispatch a team of officers to Sekute Chiefdom to go and assess the situation. He has also urged farmers not to panic on an account that government is said to be prepared to handle army worm infestation if confirmed.

THE FUTURE OF OUR DEMOCRACY Nature of Manchurian candidates, campaign finance, and State and institutional capture Any sovereign country is defined by its land and law. Without land there is no country. If there is land but no law, chaos results and the land is broken up into chiefdoms and ganglands where both land and law are reestablished in some form or fashion, as Somalia once was after the fall of President Siad Barre in 1991. Zambia is no exception. We are who we are because of both the land we occupy and the law that governs the peoples of the republic. She or he who controls land and law can effectively control the whole country. If a hundred foreigners came into Zambia, were allowed to run for parliament and won, they would be in the majority, and theoretically, could change the laws, empower themselves, and wield that excessive power over the whole country. Eventually they would control the presidency, the cabinet, and the entire political system, which would ultimately, control the economic system. Actions like these were amplified in South Africa in which arguments and accusations were made that the South African State had been captured by certain individuals (Mark Swilling, May 2017: Betrayal of the Promise: How South Africa is being Stolen). The future of Zambia’s democracy is dependent on ensuring we select morally competent individuals to propose, develop, enact, and enforce our laws in a manner that is centred on the interest of Zambians present and future. These laws must protect and defend national assets and institutions from unscrupulous governments, corporations, and individuals, and must be strong in not allowing financing of elections by corporations and foreign individuals and governments. It is expected that both foreign and domestic efforts at state capture or capture of specific agencies and industries (through financing of individuals for elective presidential or parliamentary office) will be amplified in the coming years as competition for raw materials and markets becomes more and more complex. Categories of Dependent Clauses Recap Because dependent clauses must be a part of or attached to an independent clause, they serve a variety of grammatical functions depending on what type of dependent clause we are using. There are three primary categories of dependent clauses: noun clauses, relative clauses, and adverbial clauses. Noun Clauses Dependent clauses that function as nouns are referred to as Noun Clauses. For this reason, noun clauses can perform all the roles that a normal noun could play in a sentence, such as the subject or the object of a verb. For example: (a) Whenever we do this is fine with me. (subject of the sentence) (b) She wants to see what is there before she makes a decision. (direct object of the verb see) Relative Clauses Relative clauses provide descriptive information about a noun. Relative clauses are also referred to as adjective clauses, These clauses can either be essential to the sentence (restrictive clauses) or nonessential (nonrestrictive clauses). They are introduced by either a relative pronoun or a relative adverb. Here are some examples: (a) The boy whom we have heard so much about behaved badly at last night’s party. (non-restrictive clause) (b) The man that I have been talking about is being investigated for corruption. (restrictive clause) (c) Any student whose mask is not clean will not be allowed in class this morning. (restrictive clause) (d) I like Mondays, when all the learners get to look smart as they come to school. (non-restrictive clause) Adverbial Clauses An adverbial or adverb clause is used, like a regular adverb, to modify adjectives, verbs, adverbs, and sometimes entire clauses. Adverbial clauses use subordinating conjunctions that connect to an independent clause. For example: (a) I went for a road run before everyone woke up. (modifies the verb went) (b) People are brave while nothing scares them. (modifies the adjective brave) (c) She works better when she is totally isolated.

Omitted Subjects in Imperative Sentences In English Language, every clause must have both a subject and a predicate. However, when we form imperative sentences to issue commands or requests, the subject is always implied because the sentence is directed at someone specific (either the reader or the person being spoken to). In this case, we never include the subject. For example: (a) Do your work silently! (b) Please, open that door now. (c) Let me know when you are ready to come. We sometimes include a person’s name to specify who is being addressed, but this is not the same as the subject of the sentence. It is known as a noun of address (also known as a vocative), which is considered parenthetical and set apart by commas. For instance: (a) Luswepo, do your work silently! (b) Please, open that door now, Musyani. (c) Let me know when you are ready to come, madam. Exercise
