OUR close associates of UPND president, Hakainde Hichilema have been arrested and charged for allegedly abducting the Hatembo siblings, Pheluna and Milton who are witnesses in a disputed land matter in which Mr Hichilema allegedly fraudulently dispossessed them of their 2, 000-hectare farm in Kalomo. Two other associates are reportedly on the run. The Hatembo siblings disappeared on February 17th, 2021 after signing a letter disavowing their intentions to claim their 2000 hectares farm. Police spokesperson, Esther Katongo confirmed that Ackson Sejani who is a member of the UPND National management committee, mayors for Choma and Mazabuka, Javen Simoloka and Vincent Lilanda respectively, as well as a Choma-based businessman Fines Malambo were formally charged and arrested for abduction contrary to section 253 of cap 87 of the Laws of Zambia. Ms Katongo further said the four UPND officials suspected of being behind the abduction of Pheluna and Milton Hatembo were still in detention and will appear in court soon.

Mining expert rejects calls to allow foreign investors in gold mining By PETER SICHALI CALLS by the Chamber of Mines for Government to attract foreign investors in the gold sub sector are misplaced, a mining expert Danny Mwila has said. Mr Mwila said there was no need for foreign investors in the gold mining sub sector as the country had not benefitted from foreign investors. By BUUMBA CHIMBULU THE African Continental Free Trade Area (AfCFTA) will not replace existing regional trading blocs but instead anchor on their successes to accelerate intra-Africa trade and boost its position on the global market. AfCFTA stands ready to work with regional groupings such as COMESA to promote regional integration and boost Africa's trading position on the global market. This is according to AfCFTA Secretary General, Wamkele Mene, who emphasised that the agreement would ride on the notable successes by reginal economic communities to ensure its effective implementation. Mr Mene said this provided an opportunity to create strong partnerships in an effort to develop Africa.
"Government is in the process of amending the Mines and Minerals Development Act to declare Gold as an essential commodity hence the incorporation of Zambia Gold Company Ltd whose shareholders is IDC and ZCCMIH," Mr Mwila said. He said the mandate of Zambia Gold Company is to ensure that the government has a stake in all the gold mining to avoid the internal wrangles, the Chamber of Mines have stated. "The government is ahead of their call. There is no need for investors who just come
and rape the mineral resources of the country," Mr Mwila said. The Chimber of Mines has called on Government to attract large companies or
investors who can manage gold because there were many examples in Africa where mismanagement of natural resources have led to internal wrangles.
‘AfCFTA to accelerate intra-Africa trade’ He said this yesterday in Lusaka during his official visit to the COMESA Secretary General, Chileshe Kapwepwe. “The agreement is not here to replace the regional economic communities. There is a role for regional communities. These are the building blocks of the AfCFTA, we will build on the regional economic communities, particularly where there have been successes such as here in the COMESA secretariat. “On the contrary, on the basis of this framework agreement, we can develop very strong partnership because it will be very embarrassing for us to go to the Heads of States and say there is no longer need for regional economic communities. It is undesirable and I do not think any
Head of State would agree to that,” Mr Mene said. He stressed that it was time to focus on delivering a continent that required as many successful regional economic communities as possible. Mr Mene indicated that: “I do not expect that we are going to, all over a sudden, see the role of regional economic communities disappear.” In response, Ms Kapwepwe said COMESA was ready to work with AfCFTA on a number of issues including trade facilitation, payment systems and development of the protocol on women traders under the agreement. COMESA, she explained, played a big role in the development and negotiations of various instruments for AfCFTA.
She said COMESA would continue to do so in the forthcoming phase two and three negotiations, stating that a clear collaborative framework had already been initiated by the experts. “This has been a very fruitful meeting, we have established the basis of moving forward in how we can interact and unpack what needs to be done. Having a framework in place is just a starting point, there are so many elements that we have to look at to make this successful,” she said. Ms Kapwepwe said it was important to work together on areas of capacity building and trade policy research as well as undertake joint programmes in promotion of direct foreign investments and private sector development.

The six also want the Court to order the State to pay them interest on all monies ordered, costs and any other relief it may deem fit.

Mr Jonathan Nkonde Chisanga, Beatrice Moomba, Vincent Kabayo, Mutelo Chivunda, Hyman Hamududu and Adwell Mwanakasale have cited the Attorney General as the respondent in the petition . According to the verification verifying facts, the six were employed by the office of the President ( Special Division ) and were retired on the basis of national interest. However, they were only paid their basic salaries and not their allowances during the period in issue. Mr Chisanga and five others in the petition have stated that the actions and decisions of Government to deny them allowances for the period they were maintained on the payroll were unconstitutional and unlawful and contrary to Article 189 ( 2) (Amendment) Act 2 of 2016.
Mukulusha, Maloba and Halumamba are facing one count of theft by public servant, which they were alleged to have committed between January 10, 2019 and October 18, 2020 in Mansa. They were alleged to have stolen 1, 500 blank national registration cards altogether valued at K3, 840. In the second and fourth count Nawa and Bwalya are charged with forgery. The two were alleged to have forged a green national registration card number 429102/16/1 and also received stolen property. It is alleged that the two had in their possession two green national registration cards bearing serial number Z14228282. In the third count, Bwalya is alleged to have uttered a false document namely a green national registration card number 429102/16/1 bearing a male passport size photo of a renowned journalist of a private television station. The five have since pleaded not guilty to all the charges and the magistrate adjourned the matter to May 10, this year for mention and June 1 for commencement of trial. – ZANIS.
8 nabbed over Mopani scrap metals By SANFROSSA MANYINDA EIGHT people were yesterday apprehended in Mufulira after being found with assorted scrap metals believed to have been stolen from Mopani Sinkhole. This was after a police operation at the mine yesterday. The eight are Brain Chishala, 26, Frazer Banda, 27, Emmanuel Kalikeka, 27 and Ronald Mlolo, 27. Others are Joe Shanzi, 29, Shadrick Mutondolo, 17, Oliver Mukosha, 42 and Kelvin kauseni, 26. Mopani Copper Mines management has since lauded the operation, following recent invasions by trespassers. This occurred yesterday around 10:30 hours along Boating Club road, Mopani Area. Copperbelt Commissioner of Police Elias Chushi confirmed that the suspects have been charged with criminal trespass.

MP asks court to explain Lungu eligibilty

By NATION REPORTER THE suspended sentence given to UPND’s Sesheke Member of Parliament, Romeo Kang’ombe is too lenient considering the gravity of the crime he committed, Zambia Republican Party president, Wright Musoma has said. Mr Kang’ombe was on Monday sentenced to 12 months imprisonment with hard labour but suspended for two years for assault and abduction of two police officers. Mr Musoma however said the judgement was not in tandem with the offence committed. He said if this was the route

Mr Musoma said Mr Kang’ombe deserved stiffer punishment for abducting police officers because he was a lawmaker who was supposed to guard against lawlessness. KCM contractors’ employees protest, 20 nabbed By SANFROSSA MANYINDA OVER 2, 000 employees of contractors at Konkola Copper Mines (KCM) yesterday protested in Chingola demanding improved working conditions. About 20 of them were apprehended by police and charged with conduct likely to cause breach of peace. The workers gathered at Watson Stadium at around 09:00 hours demanding improved conditions of service such as, engaging them as permanent workers. And KCM Mineral Resource Director Enock Ponda advised the gathering to appoint representatives from their respective companies and outline their grievances within 72 hours to KCM Management. Copperbelt Commissioner of Police Elias Chushi said despite the assurance that their plight would be looked into, the workers mobilised themselves and started blocking the roads in the district, a situation that forced the police to move in. "The protesters continued being unruly despite being advised to disperse peacefully. Police eventually discharged tear smoke and managed to restore order," Mr Chushi said. He said police officers were however still patrolling the streets to ensure order. Mr Chushi said the 20 suspects were still in police custody.

NGO HYPOCRISY IT is now almost two months since the Hatembo siblings disappeared, and in that time, the Human Rights Commission has remained silent and none of the non-governmental organisations have raised alarm nor indeed offered a word of sympathy for their plight. This is hypocrisy of the worst order. We are particularly disappointed with the Church because the bible clearly calls for advocacy for the poor and voiceless. Only Lusaka Catholic Archbishop Alick Banda has expressed any word of concern in sympathy and solidarity with the Hatembos. And yet the bible says, “Do what is right and just. Rescue from the hands of his oppressor the one who has been robbed. Jer 22 vs 3. The bible further says follow justice and justice alone. The Church has a duty to help differently-abled Nasilele reclaim the land her grandfather bequeathed her. She may be differently-abled but is certainly entitled to it. We are shocked that even the NGOCC which represents women has kept silent in spite of the fact that Felluna has left behind her 35-year old daughter Nasilele who is in urgent need of treatment. This has exposed the highest level of hypocrisy by the Church, NGOs, Human Rights Commission, which were more than willing and did indeed fell over each other to condemn the government for the killing of Prosecutor Nsama Chipoya and UPND sympathiser Kaunda. They fought for space in print and electronic media to show themselves as civil rights sympathisers. Confronted with the poor unknown villagers in the person of Milton and Felluna Hatembo our fiery crusaders have wilted and are mute in spite of overwhelming evidence of clear wrong doing on the part of those that have either abducted or indeed are harbouring the siblings. Our civil rights campaigners, always in the forefront of public advocacy have shown themselves to be none other than corrupt self-seeking individuals hoping to benefit from any change of government from which they might gain favour and become tenderpreneurs. We are aware that defending the weak, poor and restless is not fashionable and indeed carries great danger of retribution, but the cause of justice, fair play and equity demands that we speak for them. As we have said before, whether the Hatembo siblings have been abducted or are in hiding it is no longer material. It is clear their conduct is neither normal, rational nor considerate. No mother would abandon a sick child unless compelled by circumstances that are beyond her control. We have no doubt that if the Hatembos are alive today, the Church, community or indeed NGO will know their whereabouts and should therefore take it upon themselves to report to the police, who have launched a manhunt for them and their abductors. Between the UPND’s Cornelius Mweetwa who claims that the Hatembo’s are being held for their own safety by the Zitukule Consortium, and the Consortium itself which has denied any knowledge, the truth must lie. Either the UPND are lying or the Consortium which on two occasions paraded the siblings before the press, is lying. It is unthinkable that the Hatembos could have themselves organised the press briefing, paid for the facility and then disappeared into the bush. Somebody knows the truth and must be prepared to own up to the authorities for this matter to be settled.

He said the peaceful manner in which the PF conducted its conference when it invited opposition political party leaders should be replicated during campaigns to ensure that Zambians coexist across the political divide. “We noticed that the ruling PF invited several political parties to their event, our prayer is that that kind of attitude should be extended beyond that invitation to ensuring that the comradely and spirit of common cause for our people is extended to the elections where when in the fields we are not going to be enemies, killing each other, shooting

‘Killer’ cop committed to High Court By CHARLES MUSONDA A LUSAKA police officer has been committed to the High Court for murder, In this case Mzuba Mwiinga is charged with allegedly murdering Hillary Kapyanga on July 20, last year in Lusaka. Mwiinga yesterday appeared before Lusaka Magistrate Alice Walusiku for explanation of the charge which he said he understood. Ms Walusiku told the accused person that he would not take plea before her as the charge he was facing was only tried by the High Court. After explanation of the charge, the State presented to court a certificate of committal from the Director of Public Prosecutions committing Mwiinga to the High Court. Ms. Walusiku remanded him in custody

TAX on app for iPhone which will allow users make integrated border declarations and payment on a single platform, among others will soon be launched by the Zambia Revenue Authority (ZRA). The app to be available on App Store will enable taxpayers search for customs declarations, make integrated border declarations and payment on a single platform, file tax returns and make payments. This is according to ZRA Corporate Communications Manager, Topsy Sikalinda. “Apps have become a critical part of our lives in the technology-driven world today. A KNOWLEDGE economy - one in which intellectual property is the basis of manufacturing production and driven by research and development (R&D) - has become a new measure for productive competitiveness. Over the years, the global economy has increasingly become a knowledge economy, as it has consistently been recognised that knowledge is important for economic growth and development. To achieve the knowledge economy, therefore, requires the availability of knowledgeable workers whose education and other competence and skills building remain important virtues. Significant improvements have been scored in Zambia’s education sector with respect to the performance in quantity of pupils churned out over the years. The country achieved a near universal primary school completion rate at 91.8% for Grade 7 in 2016 in comparison to the progression rate which was less than half the pupils in 2010. Similarly, an average rate of 52.7% pupils passed Grade 12 examinations in 2016 in comparison to pass rates of 19.8% in 2010. However, the low completion rates at Grade 12 limit the numbers of students getting into universities. Despite improvements in the grade 12 completion numbers between 2010 and 2016, Zambia was ranked number 90 and 89 out of 144 countries, in the capacity to innovate and in the quality of science and math respectively, by the World Bank in

trepreneurs, small business owners, and self-managed income earners, auditors, tax practitioners, and all those without specialised teams working on tax matters could now access relevant tax information in one place using their phones. “The product takes an agile approach which is not a thing but rather an agile mindset that drives an approach to software development of solutions through a collaborative effort adaptive planning, evolutionary development, early delivery and continual improvement back by the Kaizen concept. “This encourages flexible responses to change and continues improving the product based on the customer needs who are the taxpayers,” Mr Sikalinda said.
THE global economic outlook is improving with six percent growth expected this year, says International Monetary Fund (IMF) Deputy Managing Director, Tao Zhang. Mr Zhang said the IMF expected global growth of six percent in 2021 and 4.4 percent in 2022. The IMF, Mr Zhang said, strongly believed that vaccine policy was the most important weapon in economic recovery. He said this during the 2021 United Nations Economic and Social Council Forum on Financing for Development by Heads of State and Government on Financing the Recovery from Covid-19 this week. “At the IMF, we strongly believe that vaccine policy is the most important weapon in our economic arsenal today. Countries should not restrict their trade, and they should donate their surplus vaccines to other nations. “Developing economies, for their part, must continue to prioritise spending on health, which may require difficult choices in the face of limited fiscal space,” Mr Zhang said. While warning that recovery prospects were diverging dangerously, Mr Zhang expressed con-

Showing that Zambia’s education system focused on skill sets that are less applicable for spurring innovation and industrial development leading to an increase in unemployment. To address the challenges associated with unemployment in the country, Government has developed a number of strategic documents such as the Industrialisation and Job Creation Strategy (2013) and the Local Content Strategy (2018). In fact, objective number four (4) of the Local Content Strategy seeks to promote employment for Zambians through ensuring the enforcement of the Employment Act where skills are available. However, implementation of objective four (4) of the strategy remains a challenge due to several reasons. The key challenge continues to be the non-availability of local expertise due to a
mismatch between what is required by industry and the curriculum provided by academia. Companies therefore attract additional expenses to train their employees, creating an incentive for importation of expertise, at the expense of local labour. Additionally, Zambia is dominantly an importer of technology and machinery. Hence, manufacturing companies are in many cases dependent on manufacturers of equipment from foreign countries for maintenance and repair. To help bridge the skills gap, the Zambia Qualification Authority (ZAQUA) in 2021, launched the National Occupational Standards (NOS) for the manufacturing sector, which highlights the key skills required by the industry. Aimed at development of local capacities relevant for industrial development,
the initiative was deemed relevant as was learnt from countries such as China and South Korea that developed their local human capacities in their pursuit for industrial development. Recognising that the knowledge economy requires availability of competent and skilled staff, the development of the NOS will help bridge the information gap between academia and the private sector, especially that the trainings are driven by the needs of the private sector, particularly the manufacturing sector in this case. Decision makers should embrace initiatives such as the occupational standards within the employment laws to foster human development capacity and encourage industrial innovations outside of a traditional classroom. Since manufacturing is a skill to be learned, valued
and improved upon from early childhood, universities should speed up the process of redefining their academic foci in an attempt to address the human capacity challenges Zambia is facing. Because skill and competence challenges facing the manufacturing sector in Zambia will require fundamental changes in the way universities train their students. Given the traditional separation between research and teaching, with research carried out by national research institutions and teaching mainly by universities, there is clearly a separation that disadvantages universities from contributing to industrial development. To address this challenge deliberate interactions between universities, the private sector, research institutions and Government require enhancement. Partnerships among these

The current gaps in Zambia’s education system in the nexus between higher education and industry, are an opportunity for Government and relevant stakeholders to develop a system relevant to employing a curriculum for human capital development and industrial growth. Once sustainable, the collaborative training approach will deter importation of innovations used in the manufacturing sector in Zambia, as development of human capacity will allow for the increased local innovation, while partnerships will lead to increased utilization of the local innovations.

JOHANNESBURG - MTN Group is valuing its mobilemoney arm at R75 billion, joining African wireless carriers planning to list these businesses in a region that has more mobile-money accounts than anywhere else in the world. MTN’s valuation of its unit follows Mastercard and TPG Holdings investing $300 million in Airtel Africa’s mobilemoney business at a $2.65 billion value. “With similar valuations to that of Airtel, our valuation would sit at R75 billion rand, or about $5 billion,” said MTN Chief Executive Officer Ralph Mupita. “No decision has been made as yet, but listing will be an option considered if that will be the best approach to unlock value.” Johannesburg-listed MTN has previously said it was looking to spin off its fintech
business. Mobile money, where users store and manage cash in an account linked to a mobile phone, is one of the fastestgrowing sources of income for wireless-network operators like MTN and Vodafone Group. Sub-Saharan Africa, which struggles with limited banking infrastructure, has more mobile-money accounts than anywhere else in the world, with about 548 million at the end of 2020, or 54 percent of all customers, according to the GSMA, the global mobileoperator industry group. Part-owned by a unit of Vodafone Plc, Safaricom is the largest mobile-money provider in the region with 27 million people that use M-pesa as a mobile bank buying groceries, borrowing money, transferring cash. COVID GRACE …Covid-19 loan guarantee scheme extended by 3 months

OHANNESBURG - The Covid-19 loan guarantee scheme will be extended by three months. The scheme was launched as part of government’s R500 billion stimulus package to support the economy given the impact of the Covid-19 pandemic. The scheme is based on a partnership between National Treasury, the SA Reserve Bank (SARB) and the Banking Association of South Africa (BASA). It is meant, specifically, to support struggling businesses. The period for which businesses could draw down loans was to end on April 11, 2021, for most participating banks, read a statement jointly issued by the parties on Monday. “After further consultation, the National Treasury, the (SARB) and the BASA have agreed to extend the

The OSISC is an investment facilitation centre, which houses relevant government agencies as a single cohesive entity that provides prompt, efficient and transparent services to investors. The ZIDA Act was promulgated last February, and a numbers of laws were either repealed or amalgamated to

Nip corruption in the bud in the adoption process of political leaders Dear Editor, CANDIDATES vying for various political positions recently filed for nominations. Some people are contesting for positions of councillors and others for Members of Parliament (MPs). Some people applied for adoptions on the ruling Patriotic Front (PF) ticket while others on the tickets of the opposition political parties. This is democracy as people have the democratic right to contest on the political parties of their choice. This year’s general elections have seen an unprecedented number of candidates contesting for various positions. You would find that 10 candidates have applied for adoption on a particular party ticket in a constituency or ward for instance. Matero constituency is a case in point where 10 candidates applied for adoption to stand as Members of Parliament on the Patriotic Front ticket. The high number of people seeking adoption also applies to the opposition political parties. The high levels of competition for adoption has culminated in corruption. Some aspiring candidates are alleged to have bribed the potential voters and those responsible for selecting the successful candidates. This should not be the case because this is tantamount to an offence. However, people without support at the grass root might end up being adopted because the selection process for adoption might have been marred with corruption. In this vein, I earnestly appeal to the relevant security agencies such as the police, the Anti-Corruption Commission (ACC) and the Drug Enforcement Commission (DEC) to probe the matter of corruption to the core and bring the culprits to book. The adoption process in this year’s general elections must be transparent devoid of any corruption. Let the deserving candidates preferrably those with support at the grass root be adopted. N the run up to the PF conference which saw the incumbent President Edgar Lungu emerging as an outright winner, there were a number of pessimistic thoughts from its political competitors. The competitors’ political redemption entirely depended on the possible fragile and hostile environment in the ruling party. However, the democratic processes have been preceded by a series of elective activities among them elections from lower organs, orienting members on the values and processes among them as well as political education. This in effect meant that unlike in the past, the PF had gone to the convention with a well-informed party membership and fellowship thus some lessons drawn from the past provided a platform for enlightening the general membership thus the post-convention events anticipated by the competitors were unlikely. It is thus trite that the recently held PF convention was not a mere democratic fixture, it was an elective process that has defined 21st Century politics. It has entrenched the long held adage that there is
life after an election. Some pessimist embroil in array of unfounded myths that the PF was to cast asunder the organisation of mass movements after the elections. It was therefore a shocker that the PF unanimously re-elected President Lungu to continue with the mantle of leadership and all the proposed 54 members of the central committee were ratified without any rigour. The opponents of the PF thought the repeat of the aftermath of 2014 convention which made the PF to nearly disintegrate and engage in rigmarole of legal processes while the opponents were campaigning. Even the self-proclaimed Nigerian prophet who is shunted in South Africa Andrew Ejimadu who calls himself Seer 1 had made

I HAVE been made aware of a statement issued by the United Party for National Development (UPND) which has been reported in some sections of the media that, I will be reported to the Police for allegedly issuing out tribal remarks. A few days ago, I pointed out that these baseless tribalism accusations are fundamentally targeted at the Patriotic Front (PF) and President Edgar Lungu. The statement by the UPND has diverted from discussing my alleged tribal remarks to discussing the internal affairs of the PF - which confirms my belief that, these characters in this regionalised get-together are only looking for a way to drag the PF and President Lungu into their petty talks. However, during my interview with Muvi Television, I illustrated that a minority group of people cannot preside over a majority. I went further to explain that if you have eight mentally challenged people and two sane people, the former will rule the latter because they would be a majority. Further, I was asked if there is a minority tribe in Zambia, to which I responded that the Central Statistics Office has records of which tribe is majority and minority among all the 72 tribes in Zambia. Paradoxically, UPND finds this tribal. No one should be surprised that it is only UPND and not Rainbow Party or Movement for Multiparty Democracy nor any other party that has cried foul. As stated, UPND is a tribal get-together which has evolved into a tribal cult. Its leader Mr. Hakainde Hichilema became president following the death of its founding leader Mr Anderson Mazoka, on the premise of being a tribemate for his predecessor. Often times than not, several UPND members have asked Zambians to vote for them on account that it is time for a Tonga to rule Zambia. Mr Hichilema has spoken after his fellow tribalists spoke but never condemned them. Why? Because he drinks from a pool of tribalism. That is why, cult members in UPND are sensitive to certain truthful information anyone says, which they think is tribal. We cannot stop talking about these issues for fear of being hated by a small group of tribalists. The truth is that UPND is a tribal party led by a serial tribalist who has a list of names he intends to “sort out” if given chance to rule Zambia not because they have done anything wrong, but because he believes they belong to certain tribes he loathes. All those rented characters who have been imported and put into certain non-functional positions to paint an impression will not cleanse UPND and Mr Hichilema from the tribal tag. MUNIR ZULU.

Mr Ngulube said it was shameful that the UPND plagiarised the manifesto by repeatedly copying word for word statements from a South African mining company website and subsequently gave the UPND a 48 hours in which to withdraw the document. But in an interview, Mr Mucheleka dared Mr Ngulube to go ahead and sue the UPND party. “Tutwa Ngulube’s ignorance should be ignored as he is bent on destructing UPND’s agenda on addressing serious issues affecting the people. “If he thinks the party breached the copyright laws, let him sue us,” Mr Mucheleka said. GOVERNMENT has released more than K35 million towards the construction of an all-weather 22-km gravel road in Chipeketi area in Chintimbwi ward of Rufunsa. Rufunsa Town Council chairman, Bartholomew Kalambalala, described it as a milestone achievement. He observed that the 22km road which links the area to the Great East Road was currently in a deplorable state. He was confident that the project would greatly alleviate the suffering of the people in the area once it is completed. Four market shelters in Chingola completed By SANFROSSA MANYINDA FOUR market shelters that were under construction in Chingola are ready to be commissioned. The shelters are at Mupopo, Kubota, Chilemba and Kabundi East markets. Chingola Municipal Council Director of Housing and Social Services, Tilyenji Mwanza, said the markets were a part of the urbanisation and modernisation plan. The council had embarked on a cleaning exercise in the market shelters in readiness for commissioning. Ms Mwanza said the markets could be easily accessed because the roads leading to the trading sites had been upgraded. The market shelters had been built along with new toilets. According to Ms Mwanza, Mupopopo market shelter will house about 60 traders and had been built using Constituency Development Funds (CDF) at a cost of K309 540. Kubota Market shelter with similar spacing, a new toilet has also been built from CDF. Ms Mwanza said that the council would ensure that shelters accommodate all the traders. She said Chilemba Market was now the largest single shelter market on the Copperbelt built at a cost of K2 million and will house over 500 marketeers. She said the council had also placed skip bins in the markets for easy collection of garbage and has urged marketeers to avoid indiscriminate dumping of waste.

Teachers enlisted in GBV fight A NUMBER of teachers in Kalumbila will be engaged in the fight against Gender Based Violence (GBV). International Organisation for Migration (IOM) Assistant Programmes Officer, Cephas Njobvu in an interview in Kalumbila said his organisation would engage teachers in a bid to challenge norms and cultural practices that perpetuate GBV. “We have picked on the teachers because we realise that one form of GBV that has escalated in our community is child marriage. Mostly, children who are married off young are in school, so we want to challenge this from the school perspective,” Mr Njobvu said. He also took note of cultural norms and practices which hinder children from freely expressing themselves to confide only in their teachers on personal level. “Teachers are most likely to be approached by children who want to share personal experiences such as abuse because the Saturday 15 25 April, 2020 abuse usually occurs in a family setting,” Mr Njobvu said. He said it would be prudent for teachers to be armed with information on the various forms of GBV as well as referral mechanisms so as to adequately sensitise children as early as possible. Mr Njobvu said that the teacher engagement programme would commenced yesterday and it is targeted at 120 teachers in the district. KENYA: DEGREE SHOCKER FOR MPS, MEMBERS OF COUNTY ASSEMBLY IN 2022 POLLS

AIROBI - A law requiring contestants for MP and MCA seats to have a university degree qualification is set to take effect in the 2022 general election, locking out hundreds of potential aspirants whose plans to acquire the academic papers have been derailed by Covid-19. The law, whose implementation date has been postponed several times, is set to take effect in 2022. Members of the National Assembly in 2017 amended section 22 of the Election Act that prescribes minimum academic qualifications for lawmakers at both levels of government. The amendment requires Members of Parliament (MPs) and Members of County Assembly (MCAs) to have a minimum bachelor's degree before they are cleared to contest. And even though the law was enacted just before the 2017 election, the National Assembly successfully pushed for the suspension of its implementation after the election, in the hope that they would have obtained the documents by 2022. With less than two years to go before the next election, and with Covid-19 having disrupted the entire academic calendar, the window for acquiring a degree has been effectively shut. It means politicians planning to vie for seats and do not have the papers will not be cleared to contest. Most universities have remained shut since Covid-19 hit the country in March, with some reopening last week and others expected to resume classes this week. MCAs have vowed to move to court next week to challenge the law requiring them to have a university degree, terming it as having the potential of subverting the will of the people. The County Assemblies Forum - the caucus that brings together all the 47 county assemblies - yesterday said the provisions contained in the Elections Act of 2012 could lock out a majority of MCAs, who at present lack university degrees, but who consider themselves qualified leaders. "We will be moving to court to challenge that directive because we believe it's unconstitutional. It's against the will and the sovereignty of the people who, constitutionally, are the ones who elect leaders," chairman of CAF, Ndegwa Wahome said. He said that MCAs should not be blamed for the poor Bills and Motions reported to have been passed and approved in some assemblies across the country, insisting that assemblies and MCAs should instead be trained and facilitated to perform better. "We, as assemblies, are al-
lowed to employ three assistants to each MCA. These are the people with qualifications. It's these people who should have degrees, not the MCAs," Ndegwa said. Nandi senator, Samson Cherargei, yesterday supported the requirement for minimum academic qualifications for legislators, saying, there should be no further delay in implementing the law. "As a country, we need minimum qualifications for lawmakers. I'm not saying that degrees confer leadership qualities to an individual, but it's an important requirement because lawmakers require some competence, which is only obtained through academic achievement," he said. A perusal of MPs' CVs posted on Parliament's website indicates that more than 230 MPs have between a first degree and PhD, and thus meet the minimum requirements should the law come into force as stipulated. About 50 MPs did not submit their CVs while another 50 claim to be undertaking undergraduate studies in various universities across the country. In the Senate, six senators don't have their CVs on the website, while four others lack degrees, according to the uploaded CVs. The Senate going by the submitted data, has a high constellation of educated individuals. At least 13 senators are PhD holders, while 56 have between a first and second degree. Even though the law has been in place since 2017, it was not easy to establish how many Members of Parliament - Senate and National Assembly - already have the needed qualification with just about 18 months to the next polls. Most MPs and senators are yet to submit their details to Parliament, more than three years since the 12th Parliament was inaugurated, making it difficult to know the exact extent of compliance among the 416 MPs. The decision to publicise the biodata of the lawmakers is meant to inform Kenyans about the professional and academic qualifications of their representatives. In a departure from the past, members of the National Assembly and Senate need to present their curriculum vitae during the pre-swearing-in ceremony. The biodata is to be updated on the Parliament website by the Office of the Clerk. It is not clear how many of the MPs elected in 2017 without degrees have gone back to school to fulfil the requirement. Currently only the President, the Deputy President, governors and deputy governors are required by law to
have degrees before they are cleared to contest a seat. The requirement for legislators to have a degree was first enacted in the Elections Act of
2011 and was to apply in the 2013 General Election. However, a majority of MPs who did not have a degree at that time successfully lobbied
then President Mwai Kibaki and Prime Minister Raila Odinga and the clause was suspended for five years. Come the 2017 polls, MPs

We don’t fake defections - PF By SANFROSSA MANYINDA THE Patriotic Front (PF) in Kitwe has denied claims of attempting to fake defections in Kamfinsa Constituency as alleged by the United Party for National Development (UPND). PF indicated that the defection would be real. The UPND claimed that a senior member of the ruling party in the district had plans to fake defections in Bupe ward of Kamfinsa constituency. UPND Copperbelt Province Information and Publicity Secretary, Lawrence Mwanza, had alleged that a senior PF official had promised to give UPND Bupe ward youth officials money on a condition that they organised some people to be paraded as UPND members. But Kitwe district mobilisation media director, Munalula Moola, said the allegations were unfounded. Mr Moola said the defections in the ward were genuine and a total opposite of what was being said. “I have been in constant communication with the officials in the ward and I can assure you that the defections are genuine. The UPND has been hit with massive defections and creating such propaganda is the only way of trying to survive. "People are seeing massive developments that are taking place under the PF leadership that is why they are deciding to change camp so that they could work with a serious team," he said. Ramaphosa calls for African-made vaccines JOHANNESBURG - Africa needs the skills and capacity to manufacture its own vaccines, South African President Cyril Ramaphosa said on Monday, as the continent lags other global regions in inoculating against Covid-19. With only around two percent of the world’s total number of shots so far administered, “Africa needs to harness its own continental capabilities and identify opportunities for collaboration across... countries,” Ramaphosa told a conference on vaccine production organised by the Africa
Centres for Disease Control and Prevention (Africa CDC). He said other countries outside the continent “could offer technological expertise, financing and investment,” suggesting India and Brazil could help with guidance on how they have developed their own generic pharmaceutical industries. “We will also need capacitybuilding in the form of skills and knowledge transfer to ensure we can sustain local manufacturing,” Ramaphosa added. Africa has been the region least affected by the pandemic, with 4.35 million cases and 115, 000 deaths among an overall population of 1.2 billion, according to the latest figures from Africa CDC. But its slow pace of vaccinations has been blamed on inadequate supplies, lack of financing and logistical problems. Ramaphosa, whose country is Africa’s worst hit by the pandemic, recently criticised developed countries for hogging vaccines, warning “vaccine apartheid must come to an end.” Also speaking at Monday’s conference, Rwanda’s President Paul Kagame said that “vaccine equity” could not be guaranteed by “goodwill alone.” “Africa needs to and should be capable of producing its own vaccines and medical products,” Kagame told attendees. – AFP.

UN seeks funds to ease hunger in Moz as conflict deepens GENEVA - The World Food Programme yesterday said it needed $82 million to provide life-saving assistance to hundreds of thousands of people facing severe hunger in violence-ravaged northern Mozambique. despair." WFP, he said, aimed to assist 750, 000 internally displaced people and vulnerable members of the host communities across Cabo Delgado, Nampula, Niassa and Zambezia provinces.

US agencies call for pause in Johnson & Johnson vaccine WASHINGTON US health authorities are calling for a pause in the use of the Johnson & Johnson Covid-19 vaccine, after reports of extremely rare blood clotting cases. The Food and Drug Administration (FDA) said it was acting "out of an abundance of caution." It said six cases of severe blood clotting had been detected in more than 6.8 million doses of the vaccine. The recommendation follows similar rare cases in the AstraZeneca vaccine, which has prompted some curbs in its use. In a series of tweets, the FDA said it and the Centres for Disease Control and
Prevention were reviewing "six reported US cases of a rare & severe type of blood
clot in individuals after receiving the vaccine. Right now, these adverse events appear to
be extremely rare." "We are recommending a pause in the use of this vaccine out of an abundance of caution," it said. This was to "ensure that the health care provider community is aware of the potential for these adverse events." The FDA added that this specific blood clotting needed different treatment from that which might typically be administered. It gave no immediate further details. The New York Times quoted officials as saying the six cases were all women, between 18 and 48. One woman had died and a second, in Nebraska, was in a critical condition, it said. – BBC.

Struggling Kafue Saints and CSS Petauke who were stunned 18-8 and 13-12 by Chipata George and Automotive FC respectively have been relegated after amassing three and 14 points from 17 games played in the PFL. However all hope is not lost for Petauke who may remain in the PFL to replace DS Isoka who were suspended for failure to fulfil league matches. INSPECTOR General of Police Kakoma Kanganja has ordered Nkwazi football Club to finish in the Top four of the in going MTN FAZ super league to represent the country in the CAF tournaments nest season. Kanganja said the team is on the right path despite having recorded a 2-1 defeat to Prison Leopards in their last Super League fixture. He reaffirmed his com-
mitment to support the club to achieve the set objective of qualifying for the continental games. “i have been following your games all season and we are on the right path to finish in the top four. We need to fly high like the name says High flying Nkwazi,” Kanganja said. “You have my support in all you do. Even if I may not be with you at the ground am always with you in spirit,” he said. Meanwhile, Nkwazi FC
coach Dennis Makinka has accepted the challenge to help Nkwazi fight for a top four finish. Makinka hailed the Police Command for always being there for the team as it competes in Zambia’s elite league. “It is my dream to finish in the top and i believe we have what it takes. The command is on our side and supporting us so it makes work light when your boss is behind cheering you on.
“I have accepted the challenge. When you have an ambitious commander you need to be ambitious aswell,” Makinka said. Nkwazi are tenth on the 18-team Super League table with 30 points from seven wins, seven defeats and nine draws from 23 games.

Chansa takes over from Serbian trainer Vaselin Jelusic who left the club barely three days after giving Yamoto their first title since 1964 after they beat Rifle Men 5-4 on penalties to scoop the FAZ provincial League Cup. Yamoto General Manager, Justin Palmer, said it was mutually agreed for Coach Jelusic to leave and attend to personal matters of an urgent nature. “Coach Jelusic’s contribution to the progression of City during his tenure is commendable, he leaves us in a great position.
