NKOMBO FINGERED IN ‘GRAFTRIDDLED’ ADOPTIONS By SANFROSSA MANYINDA

PND chairperson for elections, Gary Nkombo, has been accused of malpractice and deliberately sidelining women and the youth in the adoptions process. Some members of the UPND women’s league told the Daily Nation that Mr Nkombo influenced the decisions of the party to ensure that only his friends were picked. When contacted, Mr Nkombo refused to comment on the matter on the pretext that he does not talk to the Daily Nation. The irate women also said that money exchanged hands for some individuals who were not close to the top leadership to be adopted. They lamented that the party deliberately and selfishly left out several women in the adoption process.
“We are not happy with what Mr Nkombo is doing. Women are being deliberately left out and only those who are close to them are being picked. We are also aware that money exchanged hands for some individuals to be adopted,” one aggrieved woman said. And UPND women and youths in Kitwe’s Wusakile constituency have vowed to ditch the party, citing tribalism and corruption in the just-ended adoption process. They complained that the adoption process was not genuinely done, stressing that the adopted parliamentary candidate, Mr Robert Zimba, was not popular on the ground. They said the decision not to adopt Ms Gloria Shonga, who they described as the person who was on the ground, was unfair. The women and youths were speaking in separate interviews with the Daily Nation yesterday.

Supporter verification turns sour for some parties

ABOUT 11 headmen from Ngabo Ward in Namwala have appealed to the government to help them get their land which was allegedly grabbed by UPND president Hakainde Hichilema in which over 500 villages are affected. The headmen made the appeal through a petition to Patriotic Front (PF) vice chairperson for mobilisation Geoffrey Bwalya Mwamba. Senior Headman Shimafumba, Headmen, Lukosha, Sinchelwe, Lukosha, Chipembere and Mulangu presented the petition on behalf of other traditional leaders. Speaking on behalf of the group, Senior Headman Shimafumba alleged the UPND leader grabbed the land from the locals and fenced it, thereby disadvantaging over 500 villagers. Senior Headman Shimafumba said that the fencing of the land has affected their cattle and hence the need for the government to come to their aid.

And Headman Chipembere appealed to Government to offer the headmen security for fear of being attacked after speaking out on the matter. “We are here so that the Zambian people and the government can listen to our plight because we have really suffered at the hands of Mr Hichilema who has grabbed our land for cattle grazing and fenced it with a wire thereby displacing about 500 villagers. “At least he should have come to us to consult on how best we would feed our animals than displacing us like that,’’ Senior Headman Shimafumba said. He appealed to Government to treat the matter with the urgency it deserves. “We are now also appealing to the government to offer us protection because we are scared for our lives that we can be attacked or something bad can happen to us when we go back simply because we have spoken up to you people,” he added. In response, Mr Mwamba assured the villagers that he would pass on the information to Government so that the villagers could be given security. Rallies not banned - ECZ By PETER SICHALI THE Electoral Commission of Zambia (ECZ) has not banned political rallies as it is being reported in some sections of the media, Corporate Affairs Manager Patricia Luhanga has said. Ms Luhanga said contrary to suggestions that political rallies had been banned, ECZ was merely discouraging large political gatherings in the face of Covid-19. She said it was unfortunate
that some stakeholders were deliberately trying to mislead the public despite knowing the truth. “We had a meeting with political parties and the ECZ was very clear about this issue of political parties to avoid rallies where they can in the advent of the Covid-19,” Ms Luhanga said. Ms Luhanga said political parties welcomed the move to discourage political rallies and only called for fairness. Ms Luhanga said it was disappointing that the issue was being blown out of proportion. There had been misconception that ECZ had banned political rallies ahead of the August 12, 2021 general elections.

Thirdly, Mr Hichilema is said to feel that he could do as he pleases since the deadline to pay the K95, 000 presidential nomination fee had elapsed. When contacted, UPND spokesperson, Cornelius Mweetwa said there was no truth in all the claims. The sources said there was realisation among stakeholders that the future of the UPND Alliance was bleak just like some political pundits had earlier warned that the alliance was founded on selfish motives and characterised by suspicions against each other. The sources said members were demoralised that OCIDA tried in vain to broker a deal between Mr Hichilema and the Alliance partners so
that a compromise could be reached ahead of the crucial election. OSIDA brought together some Bemba-aligned political parties now known as Zambia We Want with the sole purpose of finding Mr Hichilema a running mate. But even before the pact, both Zambia Must Prosper Movement leader, Kelvin Bwalya Fube and Mr Mutati, the MDC president had separately and secretly been promised the running mate position. The intention was to secure votes from Luapula, Muchinga and Northern provinces. It was forced by the Constitutional Court confirmation of President Edgar Lungu’s eligibility and ECZ calendar in which presidential candidates and their running mates must file their nomination papers in a few weeks’ time.OCIDA is an association for senior citizens including former Archbishop Telesphore Mpundu who is a known UPND sympathiser and Simon Zukas.

SANGWA’S PETITION TOSSED OUT From Page 1 Mr Sangwa wanted the affidavit to include a paragraph saying “I have not twice held office as President” for it to comply with article 106 (3). ECZ and the Attorney General Likando Kalaluka were cited as respondents while lawyer Lewis Mosho joined as an interested party. After three hours of deliberations yesterday, the ConCourt full bench of Judges which included its president Hilda Chibomba dismissed the petition for lack of merit. Judge Martin Musaluke delivering the abridged ruling on behalf of the bench said the court had considered all the documents filed by Mr Sangwa, the State, ECZ and
Mr Mosho. “We have considered the petition lacks merit and is dismissed fourth with with costs,” the court ruled. The court said it would state the reasons for dismissal of the petition in a full judgement which it will give on May 27, 2021. Solicitor General Abraham Mwansa argued that the affidavit clearly satisfied the conditions required for a Presidential candidate. Mr Mwansa said the requirement should not have to be extended to article 106(3) of the constitution as the article deals with the tenure of office of President. The State reiterated that Mr Sangwa should have challenge the SI 14 days after its
publication in the Gazette as required by law. “This is a challenge that has come too late in the day as article 67(3) of the constitution permits time on which a challenge ought to be mounted. Mounting a challenge at this late hour will equally be a violation of the constitution as the court will be delving in the legislative realm,” Mr Mwansa argued. The State submitted that the court dismissed the petition as it was devoid of merit. ECZ through their counsel Mr Bob Musenga urged the court to dismiss the petition as it was out of time and that the affidavit conforms to the requirements of Article 100 of the constitution which relates to the qualifications and dis-

qualifications of Presidential candidates. But Mr Sangwa insisted that the allegation was that of omission which violates article 52 (1) and article 106(3).

CAMPAIGNS AND COVID-19 WE hope all political parties will take heed of the warning from the Electoral Commission of Zambia (ECZ) on the need to observe the Covid-19 protocols the government has put in place. With campaigning expected to get into full swing as political players troop to every corner of the country to canvass for votes, there is a likelihood that Covid-19 might be relegated to the back seat. People will forget that the deadly pandemic is still in our midst and throw all caution to the winds. But even as the country heads to the August 12 tripartite elections, we are glad that the ECZ is oblivious of the danger posed by Covid-19. The ECZ has appealed to political parties to avoid holding mass rallies as a precaution against Covid-19. Mass political rallies or whatever gatherings have been identified in several countries as being super spreaders of Covid-19. The unprecedented health disaster that has unfolded in India for example has been directly attributed to the recent State elections and religious festivals held recently. ECZ Chairman, Esau Chulu when announcing the start of the campaign period for this year’s elections noted the dangers posed by uncontrolled huge political rallies. We are however comforted by the fact that the ECZ has in place a Technical Committee tasked to look at modalities of holding the 2021 general election amid the Covid-19 pandemic and has developed standard operating procedures aimed at guiding stakeholders’ conduct in relation to the Election calendar. ECZ Chief Elections Officer Patrick Nshindano said the standard operating procedures were shared with political parties last week and that they have welcomed the procedures. The ECZ has at the same time clarified that it never banned political parties from holding public rallies, but merely advised them to avoid mammoth gatherings as some media outlets have been reporting. We recall that the ECZ Director for Electoral Operations, Mr Royd Katongo merely advised political parties to avoid holding rallies which attract huge crowds. Mr Katongo said parties should consider utilising alternative mediums of communication and information sharing such as zoom, public address, television and radio. And as ECZ Corporate Affairs Manager Patricia Luhanga said yesterday, they were merely discouraging large political gatherings in the face of Covid-19. We are glad that the ECZ has set a good example by arranging that the verification exercise for presidential aspirants is decentralised – at provincial centres – as opposed to having the supporters brought to Lusaka. As for the political parties, we hope one of the messages they will not forget to disseminate is for their followers to obverse the health tips on the prevention of Covid-19 - masking up, observing safe social distance, and washing hands with soap and clean water or using hand sanitisers. They must be aware that the pandemic is still lurking as the outgoing Minister of Health Dr Jonas Chanda warned in Parliament this week that there had been continued community transmission. Dr Chanda observed that many were not wearing masks and were engaging in super spreader events. The super spreader events are the impending rallies but we hope political parties will act responsibly and not put the lives of their supporters at risk.

ORMER Tanzania Zambia Railway Authority (TAZARA) workers yesterday stormed the Ministry of Transport and Communication offices in Lusaka demanding US$40, 000 balance from their terminal benefits. The workers represented by
Mr Alex Mubili have alleged that Government underpaid them their benefits in 2016 by failing to convert their funds into dollars. The workers who worked under intestate in Dar es Salaam and Mbeya explained that their benefits were supposed to be paid either in Tanzanian shilling or US dollar but that Government paid
them in Kwacha which resulted in an underpayment. Mr Mubili said Government has not attended to any of their complaints since 2016 and that they were almost becoming destitute. He said two of their colleagues have died while one is in a critical condition as he has no money to buy medicines.
Chiefs reconcile political contestants By PETER SICHALI and KETRA KALUNGA
MUCHINGA Chiefs and Chief Cooma of Southern Province have called for reconciliation among aspiring candidates who have not been picked to contest in the upcoming elections and those who have been selected. The chiefs are also scheduled to hold a meeting to reconcile aspiring candidates that applied to contest for various political offices in the 2021 general elections. “We have planned for a meeting in which all those that aspired to contest for various political position will be called to reconcile because they are all our children,” Chief Mpepo said. Chief Mpepo said chiefs would ensure that those had not been adopted and those that had been adopted reconcile to spearhead development in various chiefdoms across the province. “We sat as chiefs in Muchinga Province to look at the adoptions by various political and ensure that they reconcile because they are all our children,” Chief Mpepo said.
And Chief Mpepo said there was need for unity in political parties ahead of August 12 general elections. He said it was important for unsuccessful aspirants to accept the decision of the party and work with those that had been adopted.

Chief Mpepo said people have now become observant and will only support those that will continue doing community despite not being adopted. And Chief Cooma has urged adopted candidates and those left out to work together for the good of the country. The traditional leader said those that have been left out of adoptions should embrace those adopted because they had the common interest of serving the Zambian people. He said in an interview that the those that have been left out should not hold grudges against the adopted candidate as doing so would be damaging not only to their political career but also to national development. “We want to see those adopted and those that have not been adopted to work together because there can only be one adopted candidate out of so many aspiring candidates,” he said. UNIP in Lusaka has warned party secretary general, Mwiche Mulenga, to stop falsehoods against former party president, Tilyenji Kaunda and vice president Njekwa Anamela that there are interfering with party internal processes. Lusaka provincial chairman, Allan Malawo, said Mr Mwiche in a desperate attempt to legitimize himself as secretary General from a ‘flawed’ electoral outcome, attempted to dissolve three provincial committees where he lost party elections. He said Mr Kaunda and Mr Anamela had remained ‘loyal’ members of the party. Mr Malawo said Mr Mwiche had been attempting to smear ‘mud’ through falsehoods against the former leaders just because they provided a smooth handover to the current party leadership. “We have rejected his ac-
tions and activity which are inimical to the building of harmony and unity in the party at a time of general elections like now. His personal agenda and opinions are not the policy decisions of the party, and we shall not allow him to mislead our membership,” he said. Mr Malawo said the former leaders provided a smooth transition as an act of love for the party to enable it participate effectively in the upcoming general elections. “Since then, Comrades Tilyenji and Njekwa have remained loyal to the party and consistent in their positions, unlike Mr Mwiche who is being unprincipled, deceptive and lacking in respect and morals,” he said. Mr Malawo said unless Mr Mwiche’s reckless behavior was checked, he would make the party divided and without a sense of a unity of purpose. GOVERNMENT says it has strengthened its social protection response with support from its cooperating partners to tackle high levels of poverty and vulnerabilities in the country. Ministry of Community Development and Social Services acting director for policy, planning and information Marrian Tembo said the role of social protection in poverty reduction cannot be over-emphasised. Ms Tembo said there is need for the media to start reporting adequately on social protection. She noted that despite the intensity in social protection programming, there is little that is reported on what strides have been made in reducing poverty in the country. “Social protection in the contemporary world, is a proven tool that helps to streamline interventions and operations of the state and nonstate actors in alleviating poverty and vulnerability among the people. “Therefore, the need for social protection in Zambia cannot be doubted as we have high levels of extreme poverty and vulnerability especially with the advent of the corona virus pandemic which has worsened the situation,” Ms Tembo said. She said Government is committed to ensuring that the poor and vulnerable are provided with meaningful and consistent interventions which are targeted at reaching the priority groups such as women, the elderly and persons with disabilities. She disclosed that in December 2014, the government approved the national social protection policy which is to be reviewed.

OVERNMENT has started the process of making amendments to the Wildlife Act number 14 of 2015. Tourism and Arts Permanent Secretary, Patrick Lungu, said it was important that the piece of legislation was amended so that the management of the country’s wildlife resources was fully aligned with the long-term socio-economic development agenda. Mr Lungu was speaking in Chilanga yesterday during a workshop aimed at looking at that amendment of the Wildlife Act. He said the amendment would ensure that the intended objectives of the review process were achieved. Mr Lungu called on the Department of National Parks and Wildlife (DNPW) to utilise the window between now and September to reach consensus on the amendments and preparing a Layman’s Draft Bill.
The department, he said, should also consider past and recent reforms within the wildlife sub-sector, and be cognisance of the institutional mandate of the Ministry of Tourism and Arts. Mr. Lungu urged DNPW to appreciate the links between the Wildlife Act and other pieces of legislation and the need to draw a clear line between what needs to be legislated and the matters that could be addressed through administrative means. He said it was important for Zambia to come up with a law that is progressive, responsive to the needs of all stakeholders and effective in supporting the government’s intentions on wealth creation and improved livelihoods for the citizenry. The tourism sector is listed as a priority sector on Government’s agenda to transform Zambia into a prosperous and middle-income country and the sector is expected to contribute to economic growth and diversification, rural development and job creation.
ZCTU preaches peace By KETRA KALUNGA TRADE unions have been urged to preach peace as the country heads towards the August 12 general elections. Zambia Congress of Trade Unions general secretary, Cosmas Mukuka, said unions should be in the forefront of promoting peace and should be civil. Mr Mukuka said the labour movement would not afford to destroy the peace that Zambia has enjoyed over the years. "I appeal to you to preach
peace, we can't entertain a situation where we destroy Zambia in the three months remaining before the elections," he said. AMBIA will need more than a widened tax revenue base for the benefits of rising copper prices to trickle down to citizens effectively. Copper prices this week rebounded as investors renewed their buying spree, hoping that supply constraints and buoyant demand would push the market to new peaks. Three-month copper on the London Metal Exchange (LME) gained 1.5 percent to US$10,533 a tonne in official trading after a volatile session the previous day, when it touched a record high before retreating to close in the red. Commenting on this, Economics Association of Zambia (EAZ) National Secretary, Mutisunge Zulu, said a higher copper price meant more in tax proceeds for Government which would help absorb debt obligations. Mr Zulu explained in an interview that more tax proceeds would in turn address narrowing of fiscal deficits. “Not to diffuse the hype for Zambia but for the benefits to trickle down to citizens effectively, the Southern African nation will need more than a widened tax

THE Bankers Association of Zambia (BAZ) has warned the public not to entertain calls from unknown people asking for banking details or some business opportunity as this in most cases is fraud. The fight against fraud coupled with the use of easyto-use tools becomes more urgent now given the fact that any continued delay would create an impression that fraudsters were winning. This is according to BAZ fraud prevention and security committee member, Vitalis Hamusonde. Mr Hamusonde said this view would be dangerous for
the country especially the youth as they would grow up thinking fraud was lucrative business. Fraudsters, he said, would stop at nothing to achieve their goal of reaping where they did not sow. “It therefore goes without saying that defeating the fraudster requires similar determination, courage, zeal and force. This understanding of fraud portrays a picture that fraud is insurmountable, huge and complex,” he said in his write-up on beware of manipulative tactics of fraudsters. Mr Hamusonde emphasised that fraud could be fought using simple tactics such as not entertaining calls from unknown people
asking for banking details or some business opportunity. He said other simple techniques included avoiding over interaction on social media as this might weaken the guard, and always remembering that fraud was real. “The beauty of using simple methods of fighting fraud is that many people from all walks-of-life can be armed with at least one or two methods of fighting fraud. If this were to be the case, then the fight against fraud would not only be a preserve for law enforcement agencies but for everyone. “The easy way to fight fraud is to remind ourselves of basic principles of life that we tend to forget or simply
brush aside. These principles could be the game changer in the fight against fraud,” Mr Hamusonde said.

Luapula has 656 savings groups By BUUMBA CHIMBULU
ABOUT 656 savings groups have been established in Luapula province with the help of Financial Sector Deepening (FSD) Zambia. The groups were established last year under the Financial Inclusion through Traditional Leaders (FIT) project, says FSD Zambia Board Chairman, Caleb Fundanga. Dr Fundanga said at a media briefing that the savings groups had a membership of 33,823, with over 80 per cent of them being women in Luapula province. “There are plans to expand the project to other part of the country. Eastern Province traditional leaders have reached out to FSD Zambia wishing to do similar works that their counterparts in Luapula are doing. “We will continue to design interventions that respond to our end clients new unique needs,” he said. Giving highlights to the preliminary results for the fiscal year 2020/21, Dr Fundanga said at the end of the financial year, about 83 percent of the FSD Zambia clients were reported to be financially healthy He said in the last year, FSD Zambia programme had significantly impacted household financial health and improved the lives of millions of low income Zambians. According to the preliminary results for the fiscal year 2020/21, 81 percent of FSD Zambia clients reported savings to cope with unexpected expenses. Dr Fundanga said FSD Zambia established working capital for 500 small scale tailors under the Business Reliance Facility (BRE), promoting numerous income opportunities, particularly for poor women. “We distributed 44,000 mobile phones and 15,700 solar charges to vulnerable women and poor households to expand access to life-
saving information on Covid-19, enhance financial education messaging and deepen digital financial inclusion through mobile money. On the funding, Dr Fundanga said FSD Zambia was aware of reductions in funding for development programmes the world over occasioned by the very harsh impact of Covid-19 on international donors.

“We will engage our financing partners Sweden's government agency for development cooperation (SIDA), COMIC Relief and Jersey overseas aid, Rural Finance Expansion Programme (RUFEP) and the Foreign, Commonwealth & Development Office (FCDO) for continued support to conduct the vulnerable work we do to improve Zambian lives,” he said. Dr Fundanga said going forward FSD Zambia would focus its programme on supporting essential work such as support to chiefs and traditional leaders in Luapula province to deepen financial inclusion for rural communities. “We will continue work with women and youths and progress with agriculture and digitisation. Our work on research results, knowledge management and communications will be ongoing,” he said.

World Bank’s IFC could fund controversial powerships in SA
JOHANNESBURG - The World Bank’s International Finance Corporation said it had expressed interest in funding bidders in a South African tender for emergency power provision, including a Turkish supplier of gas-fired power plants on ships, putting it on course for a clash with climate activists. Karpowership, the Istanbulbased company, won the bulk of the bids in March and has until the end of July to secure funding and necessary approvals and agreements to make binding a pact to supply 1, 220 megawatts of power for 20 years. The potential involvement of the IFC comes as environmental groups pressure investors, including development finance institutions, to halt investment in fossil fuels such coal, oil and natural gas. Most other bidders in the round relied at least partially on renewable
energy. Activists and the DA unsuccessfully pressed for a parliamentary inquiry into the award of preferred bidder status to Karpowership, while a rival bidder sued to have the entire tender scrapped, alleging corruption. Karpowership has denied wrongdoing and said its bids were more competitive than others. “The IFC is not going to help advance economic development by supporting the harmful fuels and technologies of the past,” Friends of the Earth United States, an environmental group, said in a response to queries. “Supporting gas subjects countries to the risks of increasingly volatile pricing, lock-in of obsolete infrastructure and stranded assets.” The lender said no decisions have been taken yet and Karpowership declined to comment. The interest is “subject to a successful bid award and due diligence, among other factors”, the IFC said in a response to questions. UK economy picks up as lockdown restrictions ease LONDON - The UK economy shrank by 1.5 percent in the first three months of 2021, but gathered speed in March as lockdown restrictions began to ease, official figures show. The reopening of schools and strong retail spending helped the economy grow 2.1 percent in March, its fastest monthly growth since last August. But the economy is still 8.7 percent smaller than it was before the pandemic. However, March marked a possible turning point, economists suggested. Tej Parikh, chief economist at the Institute of Directors, predicted the UK economy was now on course for a bumper bounceback this year. "The first quarter should mark the low point for the economy in 2021," said Parikh. "The lockdown, and added costs of navigating new trading terms with the EU, limited many businesses' trading activities at the start of the year." What happened in the first three months of the year? The UK economy suffered a record annual slump in 2020 as coronavirus restrictions hit output and 2021 started off equally downbeat. The reintroduction of restrictions in January led to a fall in business investment and household consumption expenditure, according to the ONS. However, schools reopening on March 8 triggered an uplift in retail sales and sectors such as construction and manufacturing remained resilient, growing strongly in March. Businesses also continued to adapt and make themselves Covid secure. The vaccine rollout, the extension of support measures at the Budget, and the roadmap to reopen the economy have led to expectations that the UK economy will rebound strongly this year. – BBC.

ARARE Zimbabwe is set to become a regional hub for industrial hemp production as more farmers are receiving better results from their pilot projects. These developments are results of the approval of the production of industrial hemp and medicinal cannabis by President Emmerson Mnangagwa in 2019. Current successes in pilot projects, which are pointing to increased production in the coming few years, dovetails with the Second Republic’s plan to increase agriculture’s contribution to gross domestic product from 12 percent to 20 percent by 2030. Diamond firm forks out R85m
… after claims of human rights abuses in Tanzania JOHANNESBURG - Petra Diamonds, the company which operates the Cullinan mine, has reached a £4.3 million (around R85 million) settlement with a group of claimants who accused it of human rights abuses at its Williamson operation in Tanzania. The company, however, states that it has no liability in the matter - despite the settlement. Petra was sued by 71 anonymous claimants who held the miner liable for human rights violations at the mine south of Mwanza in the Shinyanga province of Tanzania. They claimed to have been
mistreated and suffered injuries at the hands of the mine's security personnel and that there were casualties reported. The mine is operated jointly by Petra and an entity controlled by the government of Tanzania, with the London Stock Exchange-listed company being the majority owner The reported cases involved the Williamson mine's third-party security provider, Zenith Security, as well as the Tanzanian police force, the company said in a statement, adding that its investigation showed no evidence that Williamson personnel were directly involved in the alleged abuses. What is the definition of a good life? Access to health, access to education, decent living environment, access to clean water and good sanitation, ability to access basic needs of life, enabling environment for one to create wealth. Today, we have upgraded our health centres which are better equipped to cater for our people, we have more class room blocks, desks and computers in schools.
We have electricity where there was none, we have access to clean water through boreholes where we had none, we have a cleaner environment with less garbage. Sports curriculum has been reintroduced in our schools and we have recreational
facilities for football. Our girl-child has support with sanitary towels, our police stations have become decent environments for officers and inmates alike and we have a modern shopping mall in our amidst. We also have Titles for previously untitled
land. We have 33 cooperatives that have been created and empowered to be self-sustaining. To our cooperating partners, who have offered material and financial support, I couldn’t thank you enough. May your kind gestures continue to help the lives of our people. REJECTED BINWELL MPUNDU ACCEPTS NKANA OUTCOME By ROGERS KALERO I RESPECT the decision of the central committee on the adoption of another candidate in Nkana parliamentary constituency, former Kitwe District Commissioner Binwell Mpundu has said. Mr Mpundu who lost his bid for the constituency, said he would not stand as an independent candidate after the Patri-
otic Front (PF) decided to readopt Mr Alexander Chiteme, who has held the seat since 2016. But when asked about rumours doing rounds that he would contest the seat as an independent, Mr Mpundu said he had no such intention because he had respected the decision of the party. "Who is saying that I am going as an independent? It's not

CALL FOR PROPOSALS The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise which offers workable, sustainable and effective solutions and systems for efficient service delivery. Most of GIZ’s work is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). Many water sectors reforms have taken place in Zambia since the start in 1994 that have resulted in establishment of institutional and legal frameworks, and development of policies, national programmes, regulatory frameworks, strategies and guidelines. Recently, various key documents such as urban and rural regulatory frameworks; the onsite sanitation statutory instrument (draft) and the recently approved WSS policy as well as the business financing models for households are to be implemented. The framework for regulation of urban onsite sanitation has highlighted the need to protect groundwater, recycling of faecal sludge and find sustainable ways of ensuring construction of acceptable standard toilets by households that protect ground water and public health. Therefore, the development of mechanisms for groundwater protection, recycling of faecal sludges and facilitation of household toilet construction are needed as part of implementation of measures to ensure sustainable and affordable safe sanitation service provision in Zambia. Now, GIZ through Reform of the Water Sector Phase II (RWS II) seeks to engage a consultant to undertake the following assignment: I.
Provide technical input during the development of two selected regulatory mechanisms and provide additional support that may be required from the key stakeholders e.g. MWDSEP, NWASCO,
ZEMA, WARMA, ZABs, LAs, LWSC, etc. II. Support drafting of key documentations related to establishing the two regulatory mechanisms as part of facilitation process, including minutes of meetings. III. Ensure that the technical working group that will be working on these two mechanisms is comprised with all the relevant stakeholders. IV. Conduct consultative meetings with key stakeholders and include their views and input during the development of 2 regulatory mechanism. V. Ensure that the technical working Group meetings are taking place as required. GIZ to provide support when required. VI. THE advice to political parties not to hold huge campaign rallies ahead of the August 12 general elections may disadvantage the opposition, a governance movement has observed. Democratic Governance and Human-Rights Advocates (DEGHA) noted that the advice from the Electoral Commission of Zambia (ECZ) to discourage large gathering would be a setback on the opposition parties. DEGHA National Coordinator, Gerald Mutelo, said it would be difficult for the political parties to follow the advice especially when they see the ruling party ignoring it. Mr Mutelo was however quick to mention that the advice from the ECZ was genuine in view of the COVID-19 pandemic. He said in an interview in Kitwe yesterday that it would be genuine for all the political parties to observe the COVID-19 guidelines during the campaign period. The ECZ early this week
during a stakeholder’s meeting guided political parties not to hold rallies during campaigns due to COVID-19, but use alternative means such as digital platforms. “We need to see a level playing field on this matter because it will be difficult for others to follow the guideline when others are not. This should start with the ruling party abiding if others are to also abide. Mr Mutelo said in as much as candidates wanted to sell themselves to the people, it was also important for them to note that the COVID-19 was real and that following the laid down guidelines would be the best to reduce the number of cases recorded. He said this would also ensure that campaign rallies had a limited number of people and reduce the risk of people contracting the virus.

Mr Malanji has also paid tuition fees for a number of vulnerable children in tertiary institutions as a way of helping them access education. Mr Nyungila said Mr Malanji had again come to aid of vulnerable by paying school fees for more than 300 vulnerable children.n “I can confirm that Mr Malanji has paid school fees for more than 300 vulnerable children in his constituency. THE Livingstone City Council (LCC) has called on traders operating restaurants in various markets to exercise extra caution during this cold season in the manner they dispose of the fire to avoid markets being gutted. Council Public Relations Manager, Melvin Mukela, said many times restaurant owners were at fault as they did not dispose of their fire properly, subsequently making other people lose property in infernos. Mr Mukela said in Livingstone that the local authority had been carrying out sensitization programmes in the markets on fire safety to avoid breakouts of fire in trading places. “We are aware that during this period, it is cold and people would want to keep themselves warm. Therefore, they are using many sources of energy to keep themselves warm. Critical areas are places are markets where we have people that trade in restaurants and there is tendency at times where when they have knocked off they would dispose of the fire on the brazier on to the waste or into the skip bin. “So at night when there is some wind, that fire left there may be ignited and fire can break out because of the wind, we can actually have a terrible accident in markets,” he said. Mr Mukela said that there was need to exercise extra cautious this time around as residents and traders try to warm ourselves. “What we have been doing as local authority is that we have been going round sensitizing the members of the public on the need to be cautious on how they dispose of the fire and how they need to ensure there is no outbreak of fires in houses due to short circuit. Mr Mukela said that instead of depending of braziers and heaters, people should purchase warm clothes to avoid fire outbreaks.

OVERNMENT has allocated 17, 792 packs for farmers in Chongwe in the Farmer Input Supply Program (FISP) for the 2021/2022 farming season. Chongwe District Commissioner (DC), Robster Mwanza, said that the number of farmers was higher because of the strategic importance

LEGAL WRANGLE …Zimbabwe CJ’s tenure extended, lawyers challenge decision

ARARE Zimbabwe’s President Emmerson Mnangagwa has extended
the tenure of the Chief Justice by five years following contentious changes to the constitution that allowed for the extension and are being challenged in court by lawyers. Chief Justice Luke Malaba had been due to retire tomorrow when he turns 70, but Mnangagwa’s ruling ZANUPF party used its majority in parliament to amend the constitution, allowing the president to extend the retirement age of senior judges to 75 years if they proved they were in good health. In a statement, the Chief Secretary to the Cabinet said Mnangagwa had accepted a medical report from Malaba,
which showed the top judge had the “mental and physical fitness to continue in that office.” But lawyers and the opposition say the amendment that allowed Malaba to continue in office and empower Mnangagwa to appoint judges of the Constitutional and Supreme Courts rather than go through public interviews was a violation of the country’s charter. They argue that under the constitution, changes to term limits require a referendum and that incumbents do not benefit from such changes. But the government says it only changed the retirement age and so did not breach the
supreme law. The High Court will today hear prelimiary arguments in the case before confirming a date for a full hearing. In court papers, the lawyers have cited the Justice Minister, Malaba and all the 16 judges of the Constitutional and Supreme Court as respondents in the case. The judges oppose the court challenge. Some legal experts say Zimbabwe could be heading towards a constitutional crisis. If the High Court dismisses the case and the lawyers appeal, they will have to face the very same judges they have cited in their court challenge. – REUTERS.
“The inconvenient truth ... is that while Malawi has come a long way by relying on tobacco as our ... largest single crop contributor to our GDP, this reliance is now seriously threatened by declining demand worldwide,” Chakwera said. “Clearly we need to diversify and grow other crops like cannabis, which was legalised last year for industrial and medicinal use,” he added. Tobacco was a stain on an otherwise booming agricultural sector, which the president said would enable economic growth to recover to 3.8 percent this year, according to the latest forecasts, and would push it to 5.4 percent next year. That compared with last year’s lacklustre 1.9 percent growth owing to the fallout
from the Covid-19 pandemic. Decades of public health education have gradually convinced people worldwide of the dangers of tobacco, leading to a sustained drop in sales. At the same time, cannabis has started to be accepted as a medicine. Malawi’s parliament passed a bill in February last year that makes it legal to cultivate and process cannabis for medicines and hemp fibre used in industry, but stops short of decriminalising recreational use. Countries around the world are either legalising or
relaxing laws on cannabis, including several in southern Africa such as Zambia, Lesotho and Zimbabwe. Zimbabwe’s new rules will allow investors to wholly own cannabis businesses, a departure from previous requirements to partner with the government. They also allow cannabis to be produced anywhere in Zimbabwe, instead of in restricted locations. Investors can keep export earnings in U.S. dollars for up to four years, a government statement said. – REUTERS.
Women accuse aid workers of sex in DRC’s Ebola drive KINSHASA - Nearly two dozen women in DR Congo have come forward with allegations of sexual abuse by aid workers during an Ebola outbreak, adding to a scandal that broke last year, a report said on Wednesday. Twenty-two women have said they were sexually exploited or abused, in acts that included alleged rape or led to unwanted pregnancies, by male aid workers responding to an Ebola crisis in eastern DR Congo, The New Humanitarian (TNH) and the Thomson Reuters Foundation said. The men offered them jobs in exchange for sex, identifying
themselves as working for major aid organisations. Three of the seven organisations named are UN agencies, led by the World Health Organisation (WHO), which features in 14 of the claims. The new report said sexual predators also claimed to work for the UN’s International Organisation for Migration; the UN’s children’s fund, Unicef; the International Rescue Committee; International Medical Corps; the Alliance for International Medical Action and DRC’s Health ministry. The allegations centre on Butembo, a major trading city and an epicentre of the

WHO panel report recommends preemptive action on disease outbreaks GENEVA - A new global system should be set up to respond faster to disease outbreaks to help ensure no future virus causes a pandemic as devastating as Covid-19, an independent World Health Organisation review panel said on Wednesday. The experts found crucial shortcomings in the global response in early 2020 - including a delay in declaring an emergency, a failure to impose travel restrictions and an entire “lost month” when countries neglected to respond to warnings - that let the virus quickly spread into a crippling pandemic. To address those problems, the WHO should be given the power to send investigators swiftly to chase down new disease outbreaks, and to publish their full findings without delay. “It is critical to have an empowered WHO,” panel cochair and former New Zealand Prime Minister Helen Clark told reporters on the launch of the report Covid-19: Make It the Last Pandemic. Co-chair Ellen Johnson Sirleaf, a former president of Liberia, said: “We are calling for a new surveillance-and-alert system that is based on transparency and allows WHO to publish
information immediately.” Health ministers will debate the findings at the WHO’s annual assembly opening on May 24. The experts noted that Chinese doctors in the central city of Wuhan had reported cases of unusual pneumonia in December 2019, with the WHO picking up reports from the Taiwan Centres for Disease Control and others. But when the WHO’s Emergency Committee met on January 22, it stopped short of declaring an international health emergency. That declaration did not come until eight days later, costing crucial time. ident Edgar Lungu. Mulenga also noted that he would support the PF central committee’s decision not to re adopt him as Ndola Central Member of Parliament.
