NDC wants guidance on inmates’ voting pattern

EMOCRATIC Republic of Congo Ambassador to Zambia Konji Maloba has confirmed the arrest of Movement for Multiparty Democracy (MMD) New Hope president Nevers Mumba by the DRC intelligence known as ANR. Ms Maloba said that Dr Mumba was arrested on Thursday in Kolwezi where he had gone. She said Dr Mumba was being held by the special intelligence wing in Lubumbashi, adding that the matter was still being investigated.

59 sue Nigerian, seven Zambians over online fraud By GRACE CHAILELESOETSA FIFTY-NINE members of an online business called MyZamfund Village Banking have sued a Nigerian and seven Zambians for fraudulently obtaining their money amounting to over K6 million. Mr Davies Musonda and 58 others have cited Nigerian Prosper Sylvia Ezeokah, Rodrick Mulumbwa Musonda, Nelly Banda Zimba, Luyando Dyololo, Joseph Mwaba, Joshus Chikonko, George Chishimba and Chilufya Mulolo as defendants in the matter. In their statement of claim filed in the Lusaka High Court, Ezeokah together with the seven Zambians created and operated the online business My Zamfund Village Banking. The 59 who invested between K480, 000 and K5, 000 wants the Lusaka High Court to order Ezeokah and the others to pay the K6, 760, 245 which was fraudulently collected from them. They seek an order and declaration that the defendants’ conduct to illegally collect and withhold their money was extremely deceptive, fraudulent and that it deprived them of their legitimate revenue. Mr Musonda and others want the Court to order the eight to give a complete account of all the business transactions and money they fraudulently and dishonestly collected from them. They want the court to order that the nine administrators open the website and whatsapp group to allow them to access their accounts. The 59 are also seeking an order that Ezeokah and others surrender all the properties, motor vehicles,
server and others gadgets which were bought through the money generated from them. Mr Musonda and others want an order of compensation for the loss of business and earning as a result of the defendants’ fraudulent conduct. They also want damages for fraud and misrepresentation by the defendants, an order for interest on any sums found due, an order for costs and any other relief that the Court may deem fit. The complainants stated that Ezeokah together with the seven Zambians advertised the business concept and assured them that the said business was an extremely good online village banking business. Mr Musonda said that the said online village banking business was based on the principles of peer to peer village banking or savings wherein links where shared through mobile phones and at the same, used to create the said peer to peer online network business. “That each member of the group was required to deposit a certain amount of money through the aforementioned village banking group. The said members/ investors were then peered with others,” “The defendants fraudulently misrepresented to the plaintiffs that after investing a certain amount, of money, every investor would keep on receiving returns of 50 per ent of the investment each after 20 days, which period was fraudulently increased to 25 days and later 30 days,” they said. They claim that the eight hoodwinked them on the premise that the platform was built on religious polices and charity principles.
Government had not yet received any official communication from the Congolese authorities. Mr Malanji said in an interview yesterday, Government has not received any communication on circumstances surrounding Dr Mumba’s arrest. He said there was nothing that the Zambian Government could do at the moment apart from waiting for an official statement from DRC. Dr Mumba was yesterday reported to have been transferred from Lubumbashi to Kinshasa. Meanwhile, a video recording emerged in which

A MEMBER of the National Democratic Congress (NDC) in Livingstone, Mr Paul Sensele has asked the Electoral Commission of Zambia (ECZ) to give guidance of how the voting process will be conducted in correctional facilities next year. Mr Sensele said the ECZ should guide political players about the mechanism for accessing inmates in correctional facilities to sell their manifestos. He said this was to ensure that the process was monitored without any restrictions on all players. Mr Sensele said in an interview that the NDC did not have any query with the inclusion of inmates in voting but would want to know
how the process would be conducted. He said the NDC wanted both the voter registration exercise and voting process to be done fairly and without giving people some doubts. "Now that inmates have been allowed to take part in next year's general elections, what mechanism has ECZ put in place to ensure political parties have access to the correctional facilities? “Our question is; are political parties going to be allowed to monitor the process inside the facilities, is ECZ going to give us access to go on the ground and see what's happening?" Mr Sensele said. He said the ECZ and the Zambia Correctional Service must make it easy for stakeholders to monitor the voting process.

Mr Ntewewe said the broader agenda of the UPND has been to cause civil unrest next year because they have already sensed defeat.
8m people eligible to vote, says statistics agency By PETER SICHALI THE Zambia Statistics Agency has clarified that only 8, 414, 839 people are eligible to vote contrary to the nine million targeted by the Electoral Commission of Zambia (ECZ). At a press briefing in Lusaka yesterday, Zambia Statistics Agency interim Statistician-General Mulenga Musepa said the agency, being the only mandated institution to issue official Government statistics has chosen to clarify the issue statistically.
Mr Mulenga said the ZSA had projected a total population of 17, 885, 422 people in 2020 and based on the 2010 census of population and housing. Mr Mulenga said those aged between 18 and above in the country are projected at 47 percent according to the 2010 census results. “The 47 percent age structure was applied to all projected district populations and aggregated to come up with an estimate of 8, 414, 839 eligible voters, this means that any statistics issued by
any persons or organisation other than the agency are not official and have no legal basis,” Mr Mulenga said. Mr Mulenga said that population projections like other projections must be used with some caution due to associated and unavoidable limitations. He said the Statistics Act also mandates the ZSA to produce statistics, promote understanding and use of official statistics. Mr Mulenga said the Statistics Act number 13 of 2018 requires that any person or

Mr Malambo said the arrest of MMD president Nevers Mumba in Democratic Republic of Congo (DRC) where he is reported to have gone to solicit for funding shows that the opposition is desperate and is ready to go to any extent to oust the government. “The arrest of Dr Mumba is just a tip of the iceberg and it shows the desperation of opposition in Zambia and how far they can go in endangering the security of the country for their personal political expedience,” he said. 5 UPND officials arrested for illegal assembly By PETER SICHALI POLICE in Chama have arrested five UPND officials for unlawful assembly, Muchinga Province Commissioner of Police Joel Njase has confirmed. Mr Njase said Laston Nyirenda 57 and Raphael Phiri, 60 all of Chipata and three other UPND officials from Chama organised a meeting in Chabala village in Chief Kambombo’s chiefdom without notifying the Police. He said yesterday a local resident tipped the police who rushed there and arrested them. Mr Njase said the men are being held at the Chama district police station for further investigations while their vehicle, a Toyota Mark2 registration number AAX 2193 branded UPND which was being used by the suspects has been impounded. This is in a matter in which Kabwe Ward councillor in Mandevu Constituency Teddy Mwaba has taken Mr Zhang to court for incoherent, abusive, aggressive, depressive behaviour among others. Mr Mwaba in his application filed before the court said that Mr Zhang due to his behaviour was a danger to the community and needed to be taken to undergo a psychiatric checkup to establish his mental capacity for the benefit of the community. According to the documents obtained by the Sunday Nation, the Magistrate Court rescinded its earlier decision to grant the order because no law empowers it to make detention orders.

“I must state here that I have carefully perused the Mental Health Act from which I have found that no corresponding provision to section 6 to 10 which provisions empowers a Magistrate to inquire into the state of mind of a mental patient and make dentation orders. “What appears to be close is section 35 of the Mental Health Act which is stated as follows, a mental health facility shall where a person requires treatment at a mental health facility endeavour to ensure that there is voluntary admission. “The procedure for admission to a mental health facility is consistent with a hospital treating physical health and while admission or treatment on voluntary basis shall be the preferred practice. Involuntary admission or treatment shall be provided where they are necessary for the health and safety of the mental patient,” part of the document read. The court said “Notwithstanding part 10
of the Mental Health Act makes provisions for admission of forensic mental patients to designated health facility. “For the purpose of the same the forensic patient is defined in section two of the act to mean a person who is referred to a mental health facility by a court for assessment in order to determine whether or not that person is mentally fit to stand trial or to be held criminally responsible for an offence,” part of the document read. The court said it was on the firm belief that this provision had nothing to do with the power that was vested in the courts under the repealed Act but to do with jurisdiction of the court in criminal proceedings conferred by section 17, 160 to 167 of the Criminal Procedure Code chapter 88 of the laws of Zambia. The said it had no option, therefore, but to quash the earlier order granted to detain Mr Zhang and be subjected to a psychiatric checkup.
Minister of Tourism and Arts Ronald Chitotela has denied allegations by a Kawambwa resident that he owes K397, 000 in rentals. In this matter, Mr Charles Mpundu, proprietor of plot Number 291 and the owner of the warehouse leased to Mr Chitotela has sued the PF Pambashe Member of Parliament in the Lusaka High Court seeking an order that he vacate his property. In defence, Mr Chitotela stated that the property in question was the former ZCBC shop turned into a warehouse and that it was a term of the oral agreement that the minister should renovate the building and provide security. He said by oral agreement made between the two, the property was leased at an agreed rent of K50, 000 per annum for five years and not K16, 000 per month as it was a run-down structure. Mr Chitotela said the letter dated April 15, 2019 was never received by him nor was he served with the statutory notice to quit and that he has not defaulted on any instalments as the lease expires in August 2022. He said K250, 000 has been collected by Mr Mpundu from him for a lease period of five years. Mr Chitotela said Mr Mpundu cannot take over possession until after August 2022 when the verbal lease agreement expires. He denied that he is indebted to Mr Mpundu in any amount whatsoever. Therefore Mr Chitotela denied every allegation against him in Mr Mpundu’s statement of claim and that he is not entitled to the reliefs he is seeking.
Mr Mpundu said it was agreed that Mr Chitotela would pay K10, 000 rent per month for the leased property. He said he pegged the rent at K16, 000 and previous tenants paid the said amount but Mr Chitotela during negotiations pleaded with him to reduce to K10, 000. Mr Mpundu stated that by a letter dated April 15, 2019, he notified Mr Chitotela of the decision to increase the rent to K16, 000. He said that by statutory notice to quit, issued on November 25, 2019, he gave Mr Chitotela the statutory six months’ notice to vacate the premises for persistently defaulting to pay rent. Mr Mpundu said that at the date of issuance of the said notice, Mr Chitotela was owing him K221, 000. He said despite several reminders, Mr Chitotela failed and neglected to attend to the payment of the accrued rentals. Mr Mpundu stated that he wants to take possession of his premises and recover the rental arrears. He stated that as at the date of issuance of the writ, Mr Chitotela had accumulated lease rentals of K397, 000.

UTILISE EXTENDED PERIOD NOW that the voter registration period has been extended, political players and other stakeholders must scale up their awareness initiatives to ensure that as many citizens as possible are registered. On the other hand, the Electoral Commission of Zambia (ECZ) must thrash out all inadequacies that were causing delays and eventual congestion in registration centres. One of the sticky points for the ECZ, is inadequate funding for the voter registration exercise as the initial K842 million estimate was revised downwards to K674 million by Government. However, it is now incumbent upon the ECZ, political parties and Civil Society Organisations (CSO) to enhance the voter registration awareness campaigns in all parts of the country. There is need to reach out to all citizens, including those in the hinterland, so that they can get to the centres and register as voters. Most people in the countryside and in the peri-urban areas are involved in agriculture, and this being a planting season, their focus is on their fields. Farming is their livelihood and they would rather expend their energy and time on growing crops for their survival. Dwellers in Northern and Muchinga provinces are reported to have left their homesteads to camp elsewhere as they harvest caterpillars. This is a lucrative business venture in which people leave their homes to camp in forests for long periods. In this last registration phase therefore, all civic and political stakeholders must combine efforts and bolster awareness campaigns in all areas of the country. In particular, the media must take the lead in informing and educating the public about the importance of registering and taking part in voting. Citizens must be informed and educated about the extension of the voter registration with an emphasis that there will never be another adjustment to the period. Of utmost importance, is the urgent need for Government to release the funds, including the amount to cover the extended period in terms of logistics and other requirements. The government must release sufficient resources to enable the ECZ deploy more officers and additional equipment to all centres. The ECZ has been facing challenges because of inadequate funding, a matter some stakeholders have overlooked. Some politicians have continued to harangue the ECZ without taking note of the financial limitations occasioned by the state. It is important for politicians to conduct research about the voter registration even before getting to the “anthills” to heartlessly pour scorn on the electoral body and its officials. With constrained financial and logistical resources the ECZ managed to register 1,106, 000 in phase one and 1, 598, 426 in the second phase. In phase three, ECZ captured 1, 616, 893, bringing the total to 4, 321, 319 while figures for the fourth phase which stretched from December 3 to December, 12 would be announced tomorrow. Going by the afore-stated figures, the ECZ will need to improve to hit the nine million target in good time. All will depend on the level and frequency of funding from Government. Citizens on their part, must utilise the extended period and ensure that they get the voters’ cards in readiness for the voting next year. Rushing to registration centres on the last day may not be helpful!

E are very glad that after all progressive protracted engagements with the Electoral Commission of Zambia, it has led to the consensual-based decision to extend the voter registration process. From the outset, we have always had unwavering self-assurance in the ECZ and have never doubted its ability to deliver a free and fair election. We are also disappointed with the chaotic approach that our colleagues in UPND have handled and with the positive response from the ECZ we hope they will in future learn that it welcomes progressive engagements. There are a number of malicious and unfounded rigging claims that the opposition has been making in their quest to downgrade the credibility of the voter registration process. They could not withstand the impending defeat and they were desperately gallivanting from one media house to the other while the PF and its structures from the central committee to the sections was mobilising its sup-

porters to present themselves for registration. In the various registration centres, the UPND had no presence while the PF continued with the outreach programmes to ensure its supporters registered in sufficient numbers to sustain the geopolitics of the country. All we saw were unrealistic demands such as petitioning the resignation of the ECZ top brass. They could not utilise their energy in a politically progressive manner let alone their usual constant and consistent rigmarole of smear campaign against the ECZ and those who appear to be standing in their way.
They shunned every progressive step which could lead to the delivery of the electoral process organised by stakeholders. The UPND leadership including MPs have not cooperated with relevant institutions of Government for possible inclusion in the democratic processes and then complains on the exclusion of their alleged strongholds. For instance, recently, Home of Affairs Minister Stephen Kampyongo revealed while delivering a ministerial statement in Parliament that in North-Western Province, the UPND MPs shunned the engagement meeting organised by the provincial Perma-

Their failure to fight for statutory obligations and rights for workers to get motivated by receiving their salaries on time leaves an interest to think whether the money these unions deduct on worker’s payroll is put to good use. It’s sad that up to now, workers who work for the local authorities are treated like third class workers for the government. It is true councils have to generate their resources to pay salaries for their workers, but in the current situation, only a few councils can do that. They cannot collect enough revenue due to cur-

Micho's sexual assault case embarrassing Dear Editor, ZAMBIA’S senior national team coach Milutin "Micho" Sredojevic last Monday is alleged to have sexually assaulted a 39-year-old South African woman at Wolfson Stadium in Port Elizabeth. The 51-year-old Sredojevic was attending the Under-20 COSAFA football tournament at which the junior Chipolopolo boys’ national team was participating. What transpired on the fateful day was that the sexual assault victim went to serve coffee at the stadium and when she approached Sredojevic, she asked him if he wanted some sugar. The latter responded by saying that he wanted the other type of sugar pointing at her private parts. This angered the woman who reported the matter to her boss who later warned Sredojevic not to do it again. The woman later went to the same stadium to serve coffee and this time around, Sredojevic touched the buttocks of the woman much to her annoyance. South African National Prosecution Authority reported that coach Sredojevic ap-
peared in court for an offence of sexual assault. He was later released upon making a payment of R10, 000 and he has not pleaded guilty to the sexual assault charge. “Micho” is scheduled to appear in court on February 25, 2021. A coach of any football team is like a parent or guardian who should exhibit exemplary behaviour to the people under his guidance. The alleged sexual assault offence “Micho” committed is immoral, embarrassing and unacceptable to the soccer fans, players and coaches. What example is he setting to the footballers? For this reason, disciplinary action must be taken against “Micho” for committing the alleged sexual offence. It is good that the Football Association of Zambia (FAZ) is waiting for an update from the coach and his legal representatives on what transpired so that the appropriate action can be taken against him. HE Bank of Zambia (BoZ) is reviewing the terms and conditions to enhance uptake of the Targeted Medium-Term Refinancing Facility (TMTRF), as it disburses K3.1 billion under the package. The Central Bank in April this year set up a K10 billion TMTRF meant to assist businesses and households survive the challenges cause by the Covid-19 pandemic through affordable financing. The funds are being channelled through Financial Service Providers (FSPs). Under the facility, BoZ is providing liquidity to eligible FSPs for onward lending to viable businesses, says BoZ Governor, Christopher Mvunga. As at November 12, this year, he said, a total of K3.1 billion had been disbursed. Mr Mvunga however said the Central Bank was making revisions to the terms and conditions to enhance accessibility. He was speaking on Friday evening at the 2020 Economics Association of Zambia (EAZ) and business gala under the theme: "Building a Resilient Economy Post Covid-19." …Kenya is losing up to US$62 million every year due to tax evasion
N HARARE - ZESA is owed US$69 million by its various customers with local authorities being the largest debtors. Presenting a review and analysis of the Ministry of Energy and Power Development’s 2021 Budget Allocation, the Portfolio Committee on Energy and Power Development noted with concern that the amount owed to ZESA by various customers was ballooning. This situation undermines the parastatal’s capacity to pay for emergency power supplies, undertake critical maintenance and develop new capacity for both generation and transmission infrastructure, according to the Committee. The debts owed to ZESA have since reached US$70 million and are now a threat to electricity generation and provision. Currently ZESA is owed $3.2 billion (US$39 billion) by customers paying in local currency and US$30 million by those billed in foreign currency. The largest debtors include local authorities ($1 billion), parastatals ($189 million) and Government ($400 million). The failure to pay by Government and local
authorities have negative effects on the electricity generation by the company, according to the Committee’s submissions to Parliament. “The committee therefore recommends that in 2021, Government should take a leadership role by paying up its electricity bills arrears.” ZESA itself has a debt overhang of approximately US$90, which puts it into an unhealthy relationship with its suppliers. According to the committee, ZESA’s debt accrued due to delays in effecting tariff changes in line with macroeconomic developments in the country that were characterised by rampant inflation and a fast depreciating exchange rate. While ZESA has now been allowed to charge tariffs that are seen as in line with economic development, the firm still argues the tariff is still low. The power utility indicated to the Committee that an average tariff of US10 cents would enable the company to provide electricity whilst at the same time servicing its debt. The multilateral development lender also said half of the climate-related financing would be done by its main units - the International Bank for Reconstruction and Development and the International Development Association and would be aimed at supporting climate adaptation and resilience projects. “Climate change presents critical challenges to our development efforts,” World Bank President David Mal-
pass, a former Trump administration Treasury official, said in a statement. “The poorer countries suffer most from climate events – including flooding, droughts and food insecurity. Not again, liquor makers tell govt JOHANNESBURG - South Africa's main producers and distributors of alcoholic drinks are striving to convince the government not to impose a third ban on booze sales to contain the coronavirus, even as the country is seeing a resurgence of infections. Liquor stores, supermarkets, pubs and restaurants in the country were ordered to halt retail of alcohol when Covid-19 infections started to gain traction in late March, a prohibition that remained in place for more than two months. The restriction was abruptly reimposed about six weeks after it was lifted, as the initial peak of the pandemic threatened to overwhelm hospitals and emergency rooms. The industry has made a pre-emptive move to withdraw support for major entertainment events during the festive season, showing a willingness to discourage large gatherings and reduce the burden on hospitals caused by accidents. That costs the industry revenue, but is seen as better than coping with another shutdown.
"If we have an outright ban, we all know the consequences of that," Richard Rushton, chief executive officer of wine and spirits maker Distell Group Holdings, said in an interview. "It's going to create economic devastation, taxes won't be collected and people will still gather and do it underground." HARARE – Zimbabwe has moved to avert the liquidation of the Cold Storage Company (CSC) by placing it under a corporate rescue plan in terms of the Insolvency Act while facilitating its revival. CSC has been struggling to sustain profitable operations over the past years and faced the risk of liquidation as creditors demand their dues. Mounting debts and accusations of poor management and alleged corruptions among other factors, dragged the company into insolvency, with increased risk profile making it difficult to attract fresh investment or working capital. Experts attribute insolvency to several factors such as corporate governance failures, imprudent financial management, adverse changes in external factors, internal constraints such as inadequate funding or old equipment, loss of key suppliers, customers or personnel. The corporate rescue model, also known as business rescue or judicial management is thus, part of the Government’s effort to facilitate proceedings towards rehabilitation of the distressed company, which was once a key exporter of beef products to the European Union. Ngoni Kudenga of BDO Zimbabwe Chartered Accountants has since been appointed as the corporate rescue practitioner for the ailing giant beef processor. A corporate rescue practitioner is a professional who is registered with the Estate Administrators Council of Zimbabwe. In Zimbabwe corporate rescue is regulated by the aforementioned Insolvency Act. Previously this was regulated by the Companies Act (Chapter 24:03), which was repealed and replaced by the Companies and Other Companies Act (Chapter 24:31). These issues were explored in a paper in which we examined how much rural households can benefit from agricultural intensification. In particular we, together with colleagues, looked at the size of smallholder farms and their potential profitability and alternative strategies for support. In sub-Saharan Africa smallholder farms are, on average, smaller than two hectares. It’s difficult to be precise about the potential profitability of farms in developing countries. But it’s likely that the upper limit for most farms optimistically lies between $1,000 and $2,000 per hectare per year. Can African smallholders farm themselves out of poverty? GREAT deal of research on agriculture in Africa is organised around the premise that intensification can take smallholder farmers out of poverty. The emphasis in programming often focuses on technologies that increase farm productivity and management practices that go along with them. Yet the returns of such technologies are not often evaluated within a whole-farm context. And – critically – the returns for smallholders with very little available land have not received sufficient attention. To support smallholders in their efforts to escape poverty by adopting modern crop varieties, inputs and management practices, it’s necessary to know if their current resources – particularly their farms – are large enough to generate the requisite value. Two questions can frame this. How big do farms need to be to enable farmers to escape poverty by farming alone? And what alternative avenues can lead them to sustainable development?

He has noted the need to curb rampant bureaucratic theft by some individuals in the fertiliser delivery chain who are abusing their privileges and in the process disadvantaging farmers and consequently affecting the country's food security. He made the remarks in Mpika, when Neria's Investments general manager Martin Chaikatisha, who is on a fertiliser distribution fact finding mission paid a courtesy call on him. Mr Sichone said Neria's Investments has done a commendable job in distributing fertiliser but said working on modalities to ensure that they complete the distribution process from the districts up to farmers to avoid exploitation and bureaucracy will be a progressive way to deal with the current bottlenecks. received inputs. I want to urge farmers however, to take advantage of the good agriculture policies under President Lungu in order to enhance food security" Mr Sichone said but called for an end to the abuse of a good agricultural program by selfish individuals who are retarding government's efforts. He also assured that Government is on top of things to deal with all irregularities such as smuggling of fertiliser into neighbouring countries, overcharging farmers illegal additional costs among others. And Mr Chaikatisha, who welcomed and expressed readiness to be part of the extra distribution mandate called for upscaling of extension services to ensure that farmers are well educated in a bid to increase yields. He said there is need for farmers to increase the yields from the current average of two tons per hectare to above six tons, but said that can only be done if farmers are well informed through a robust extension service. ORE than 500 peasant farmers from Wusakile constituency in Kitwe are up in arms against Mopani Copper Mines (MCM) over its decision to evict them from the land behind the South Orebody where they have been doing farming for more many years. Wusakile Member of Parliament (MP) Pavyuma Kalobo has since urged the farmers to ignore the decision by MCM and continue cultivating their fields because that was their source of livelihood. But MCM Public Relations Manager, Nerbert Mulenga, said the more than 500 farmers had trespassed on the mine land which was a caving area and could collapse anytime. Mr Kalobo on the other hand warned that he was ready to draw battle lines with the mining company because farmers had turned to farming after they were retrenched by the same mining company. In an interview yesterday, Mr Kalobo said he would fight tooth and nail to stop investors from exploiting poor residents in Wusakile constituency. "People have been farming in that area from as far as 1952 during the ZCCM era, but no one evicted them. What has MCM brought to start evicting people in their farming area?

NITED Party for National Development (UPND) in Southern Province has welcomed the decision by the Electoral Commission of Zambia (ECZ) to extend the voter registration exercise. Provincial Information and Publicity Secretary, Neto Halwabala, observed that the decision was welcome and had been appreciated by many Zambians. Mr Halwabala told the Daily Nation in Livingstone that the extension would result in all eligible voters who were going to be left out to register during the extended period. "This is good news and commendable move by the ECZ and merchants of disenfranchisement are now ashamed," he said. However, Mr Halwabala noted that while the extension was necessary, the ECZ should resolve the glitches, which were causing congestion in registration centres. "Going into the extension with the challenges may just be an academic exercise and a waste of time," he said. "Otherwise, bravo ECZ for listening to the stakeholders’ call for an extension. We now all need to get to the ground to mobilise from the 16 Dec 2020 for eligible citizens to register," he said.
Politicians toast voter extension period By JACKSON MAPAPAYI POLITICAL parties in NorthWestern Province have welcomed the decision by the Electoral Commission of Zambia (ECZ) to extend the voter registration period. United Party for National Development provincial vice chairperson in charge of politics, Stafford Mulusa, said that the extension of the voter registration period would enable people who failed to register to get their cards. Mr Mulusa who is also Solwezi Central Member of Parliament (MP) said the extension would also help the ECZ reach the targeted nine million voters. "We have welcomed the decision by the Commission, but, we pray that the extension may go for another one month so that our people can be captured," he said.

European tourists and business interest in zambia spikes up amidst Covid 19 ZAMBIA’S Ambassador to Germany Anthony Mukwita is elated that tourism and business interest from Europe into Zambia continues to rise despite the challenges of the coronavirus pandemic. Mr Mukwita said the interest in Zambia as a tourism ´getaway and business destination has especially been buoyed by independent international agencies that have top ranked the southern African country as a “safe destination” especially under the cloud of the deadly pandemic. He said this during a Zambia Tourism Agency (ZTA) flagship live programme on Radio Phoenix. Mr Mukwita said enquiries coming into the Zambia’s embassy in Berlin, not just from Germany but other EU countries confirm a continued positive desire for business and tourists to head to Zambia. Before the coronavirus outbreak, Ambassador Mukwita said that the embassy could process between 3000 to 4000 visas for visitors into Zambia from Germany annually. He said the figures could
be higher because not every visitor from Germany obtained visas from the embassy as many others obtain the stamp at the port of entry in Zambia by virtue of them coming from Germany. “This is why we shall be working closely with ZTA so that we may obtain a fairer picture of just how many German tourists we are receiving as a country, and or indeed from other EU countries”, Mr Mukwita said. Mr Mukwita said the German tourism market was key to Zambia as Germans are among some of the most traveled populations in the world with a decent or generous spending power. Keeping this market, Ambassador Mukwita noted was key to the realisation of the benefits of President Edgar Lungu’s policy on tourism which has seen the elevation of the sector to an economic sector which should contribute to poverty reduction and job creation. THE performance of the Electoral Commission of Zambia (ECZ) on the voter registration exercise is the worst in the history, says the Movement for Democratic Change (MDC). MDC interim secretary general, Lucky Mulusa, charged that the ECZ had performed below par and abrogated the law which clearly states that massive voter registration should last 90 days. Mr Mulusa said in an interview with the Daily Nation that the law provides that there should be continuous voter registration and that whenever there WAS a massive voter registration, it should be done for three months. He charged the ECZ had experienced system failure as evidenced by the registration of few people in a long period of time. “The performance of the ECZ is the worst in the history of the ECZ and they have abrogated the law and system failure,” he said. He said the timing of registration was not suitable because the larger population in the country were small scale farmers who were busy preparing their fields with the onset of the rains. Meanwhile, Mr Mulusa has charged that the cancelling of the previous voters’ registers was illegal because the law provides for continuous update and not cancellation of the existing one. The former National Development Planning Minister said the ECZ flaws had far reaching effects on the country’s democracy. Mr Mulusa said the country’s democracy should be managed in a way that upholds a good reputation.
