…Sort out criminal court cases and criminal allegations before alliance is sealed By OLIVER SAMBOKO CHISHIMBA Kambwili and his Opposition Alliance partner, Hakainde Hichilema should concentrate their energies sorting out cases before the courts and investigative wings respectively than mooting a pact going nowhere, says PF Eastern Province chairperson Andrew Lubusha. Mr Lubusha also said the opposition alliance risk not having a Presidential candidate in the August 12 general election in an event that Mr Kambwili and Mr Hichilema are convicted by the courts of law.

He said while Mr Kambwili was already appearing before the courts of law facing several criminal charges and counts, his political partner, Mr Hichilema has also been reported to the ACC and the police and it’s possible that he too might be prosecuted. Mr Lubusha said in an event that the two are convicted and sent to jail, the duo will not appear on this year's presidential ballot. “Once the two are convicted, they cannot continue to participate in the political activities which will result in the alliance crumbling as they will not have anyone to front as Presidential and

Farming can be bigger than mining in export earnings Chitimukulu By NATION REPORTER THE agriculture sector has potential to overtake mining in earnings because of the arable land and weather patterns that the country, Paramount Chief Chitimukulu has said Paramount Chief Chitimukulu said government's efforts to diversify the economy away from mining to agriculture, manufacturing and tourism must be supported as this was the only way to develop the country. The traditional leader said this when Zambia's Ambassador to Ethiopia, Emmanuel Mwamba paid a courtesy call on him in Mungwi yesterday. Paramount Chief Chitimukulu said efforts being made to diversify the economy must rely on available resources the country had, such as land, water and the favorable weather pattern. He said Agriculture should be developed as it was also a mass-employer and the sector had the capacity to anchor the economy. The Paramount Chief said he had welcomed the Cassava project and called on all stakeholders such as Chifwani Concepts to support

running mate candidates,” he said. And Mr Lubusha said the ruling Patriotic Front is strong and ready to face and defeat any opposition alliance in the August elections. He said the alliance between Mr Hichilema and Mr Kambwili was just a “marriage of convenience” for two frustrated politicians who share nothing in terms of political ideology. “They are all power hungry. The PF will go into 2021 general elections as a united force that enjoys the genuine support of citizens, the people that have seen the determination to transform

Paramount Chief Chitimukulu rural and small-scale farmers to produce more of the crop to enhance livelihoods. He said Chifwani Concepts should adopt best practices from similar and previous projects. He said the concept was different as it assured reliable income for the small-scale farmers since the promoters had signed off-take agreements with manufacturers. And Mr. Mwamba expressed gratitude for the valuable support he was receiving from Paramount Chief Chitimukulu and other traditional authorities in Northern Province. Mr. Mwamba as promoter of the project took time to update His Royal Highness, Paramount Chief Chitimukulu Kanyanta Manga II about the progress that had been made regarding the Cassava Project. Chifwani Concepts is promoting the rapid scaling-up of cassava farming and the use of the cash crop as a reliable income-generating and economic activity for rural communities following the rising demand for the crop for industrial and commercial use.

THERE is nothing wrong with President Edgar Lungu respecting wealthy investors because it is every President's dream to have investors in the country, Zambia Republican president Wright Musoma has said. Mr Musoma said that no country or leader would want to have poor investors who would come to exploit Zambians. He noted that China has been an all-weather friend of Zambia and has contributed largely to the economy by building infrastructure. He was reacting to a state-

Mr Lubusha the country through tangible and feasible developments that have been delivered to the people across Zambia,” said Mr Lubusha. He advised Mr Hichilema and Mr Kambwili to concentrate on clearing their names so that they have no excuse for losing elections this August.

STAKEHOLDERS have officially handed in their request for government to lift the ban on maize export , Agriculture minister, Michael Katambo has disclosed. Maize traders and other stakeholders including some political parties have been calling on the government to lift the ban on the export of maize. They are of the view that lifting the ban on maize export would curb the smuggling of the grain to neighboring countries and would help the country earn more foreign exchange to stabilize the kwacha. Mr. Katambo said in an interview that the government had taken note of the concerns from key stakeholders in the sector and would soon make an informed decision on the matter. The agriculture minister said the nation would soon be in-

PRESIDENT Edgar Lungu should be given a 100 percent vote in Western Province in the August general elections, says PF Deputy National Mobilisation Chairperson Geoffrey Mwamba. He said President Lungu has visited Western Province more than any other President since 1964, a sign that he is a President for all Zambians. Mr Mwamba has since urged the people in Western Province to give President Lungu a fresh mandate in this year’s elections. He stressed that there was a need for all Zambians to embrace the ‘One Zambia One Nation’ motto as in the case of Joseph Malanji who hails from North-western but is a Member of Parliament on the Copperbelt. Mr Mwamba was speaking during a PF mobilisation meeting in Natukoma area of Shangombo district. “I want you to emulate Northern Province where I come from. I also want you to emulate Copperbelt Province where Joe Malanji is MP, but he hails from North Western Province to vote for a President on merit and not

‘Ungrateful’ Kalaba caned ment by Democratic Party leader Harry Kalaba that President Lungu respects wealthy Chinese. Mr Musoma said that such a statement was nonsensical because every country needs investors who can create employment and improve the economy. He said that it was unfortunate that such a statement came from a person who was vying for the highest office in the land. “As Zambia Republican party we find such a statement nonsensical especially

formed on the matter through a ministerial statement that he would be issuing before parliament this week on lifting the ban on maize export. “We have taken note of those concerns, I will be issuing a ministerial statement before parliament, I will be able to inform the nation on Tuesday or Wednesday when I am told to issue a state on maize export,” he said. The Golden Party of Zambia (GPZ) recently added its voice to calls for the government to lift the ban on maize exports by allowing the exportation of a certain threshold without threatening the local market. Party President, Jacksspn Silavwe said in a statement that the government should not pay lip service to lifting the ban on the export of maize. Mr. Silavwe urged the government to take decisive action to meet the regional demand for maize both on a short and long term basis.

that it is coming from a person who wants to become a president which president on earth does not need investors. “China has been an all-weather friend with Zambia and has greatly contributed to the economy. As politicians, let us rise above petty politics. Mr Musoma advised opposition leaders to be offering positive criticism instead of issuing petty statements. And PF Lusaka province youth chairperson Daniel Kalembe has advised Mr Kalaba to find better issues to

Mr Mwamba region,” he said. He urged the people of Shangombo to vote for a leader that would bring the country together unlike a leader that could divide the country. And Bright Kufuka, who is PF Western Province Provincial Chairman, agreed with Mr Mwamba that President Lungu was equal to the task. He said Western Province has realised that it is time to join the rest of the country in supporting the PF led Government. - ZANIS talk about than petty issues. He said that the DP leader should concentrate on recruiting more people in his party which has no following. Mr Kalembe stated that petty politics should not be allowed in the country and urged people not to vote for leaders who were unnecessarily criticizing others. Mr Kalaba had alleged that President Edgar Lungu respects wealthy Chinese people at the expense of ordinary citizens. He charged that the late President Michael Sata respected people especially the poor and ordinary Zambians.

State pursues K21m in mineral royalties By SILUMESI MALUMO THE office of the Attorney General has started reviewing the matter in which some investors have failed to pay mineral royalty amounting to K21 million. Attorney General, Likando Kalaluka, indicated that the lawyers under his office were looking into the matter for Government to recover the funds. Mr Kalaluka said the recovery of the funds was being handled by the lawyers under the department of clearing of contracts. He said in an interview, the lawyers tasked to look into the matter were doing their best and at appropriate time action would be taken. “Usually when these

matters are brought to the office of the Attorney General, they do not come straight to me because we have a number of lawyers in different departments who look into them. “In this particular case, this matter has been taken to my lawyers in the department of clearing of contracts. So they are looking into it and something will come up,” Mr Kalaluka said. Recently, the Ministry of Mines and Mineral Development Permanent Secretary Barnaby Mulenga indicated that Government had lost K21 million through failure by the investors to pay mineral royalty. He said that the matter had been handed over to the office of the Attorney General so that the Government could recover the funds.

From page 1 Zambian Institute of Governance and Civil Liberties Advocacy Platform (ZIGCLAP ) says the UPND has failed the litmus test of conducting transparent elections by denying accreditation to many civil society entities that wanted to monitor the intra-party elections. Francis Chipili, ZIGCLAP director has also questioned the UPND president position going unopposed, thus questioning the party’s internal democracy. According to CAMNET news monitored yesterday, Mr Chipili said it was unacceptable for the UPND to have the party president go unopposed considering that the party has not conducted any election over a period of 10 years. “It is clear that there is intimidation within the UPND.” “It is unacceptable in the 21st century to have members intimidated and fail to participate or challenge the incumbent Mr Chipili said , ”we are disappointed with the manner the UPND has conducted itself during its intra party elections. The republican constitution has a provision which dictates that all political parties must regularly conduct intra-party elections, however, what is obtaining in the UPND is total mockery of democracy.” Mr Chipili said the UPND as Zambia’s largest political party must demonstrate its commitment to nurturing and promotion of the growth of democracy in the country through its internal party elections. Meanwhile the UPND National Management Committee, the highest decision making body of the opposition UPND has been dissolved and new office bearers voted in at yesterday’s General Assembly. An inside source said the first task for new NMC would be to oversee the amendment to the party constitution and preside over other party matters. The UPND elective convention is being managed by the Civil Society for Constitution Agenda (CiSCA) led by Judith Mulenga as Chairperson. UPND leader Hakainde Hichilema, unopposed presidential candidate in the UPND intraparty vote, was on hand to cast his ballot shortly after commencement of voting at the UPND secretariat at 15:40. About 2, 915 delegation of voters were expected to elect 76 members to the NMC. UPND officials yesterday gathered in various regional conferences to elect new office bearers and deliberate on other party matters including making amendments to the party constitution.

Where are the aqua funds?

THE decision by Government to ban the importation of table potatoes and onions is most welcome but.. From all practical considerations, the decision was impulsive and without direct study of the market and indeed this is the area our technocrats fail ambitious visions of politicians. The failure to create forward and backward linkages in policy formulation often results in serious market disruption that tend to hurt rather than benefit the economy. What quantities and quality of potatoes are imported and who now has the capacity to replace the imports? What are table potatoes as compared to other potatoes? Are there people empowered to bridge the gap? For example: The Government has embarked on an ambitious aqua culture programme that is financed from external sources. It is a very well publicized exercise but in rally is opaque and ill-defined on the ground. Neither the Citizenship Empowerment Commission nor indeed the Ministry responsible will answer authoritatively on how a promoter can access the funds to initiate or indeed expand an existing project. Nobody provides straight answer. How funds are accessed is a guarded mystery. This is not correct. There must be transparency in the disbursement of public funds. There should be clear guidelines and criteria on how to access the funds and indeed and indication of the market potential. Who has accessed aquaculture funds from the CEEC and how did they achieve this, is our question. Can there be some transparency? Like all other producers in agriculture issues of the market remain paramount, frustrating, and annoying. Almost every day the Government announces production deficits in various fields and yet the wastage seen at Soweto market where fresh produce goes to waste speaks to a different reality. A poultry farmer in Lusaka, the capital city, must fight to sell his few chickens on credit or not at all because no aggregator will venture into wholesale purchase. This is the role that should be played by Government supported institutions which should in turn encourage production. It is all very well for the Government to ban the importation of potatoes and onions; this will be meaningless to the farmer if no ready market is availed. Agriculture market intelligence should be developed for use by farmers who venture into the various crops and agriculture ventures. The cyclical prices of such products as Tomato make it wholly un-attractive for the small farmer who cannot sustain a loss when prices drop. A few years ago the cotton growing fraternity was devastated by a sudden drop in prices. This was in the absence of a price stabilization scheme, which is vital if production is to be sustained or indeed increased. The individual farmer or indeed single producer does not have the capacity to fully assess market potential and therefore plan for optimum production. What is required is a planned import substitution programme that is based on market study and informed policy decision making. Value addition will only come about by a planned process of import substitution. The hallmark of underdevelopment is the presence of a majority human capital that is under employed, through backbreaking manual agriculture, compared to the developed world where a very tiny produce for the majority using technology.

IN RUFUNSA, GOVT TOLD By NOEL IYOMBWA

GOLD mining in Rufunsa should be well coordinated if real benefits to Zambians are to be realised, Rufunsa constituency PF aspiring candidate Bartholomew Kalambalala has said. Mr Kalabalala said that Rufunsa has the potential to contribute to the growth of the economy but the manner mining was being conducted was not

conducive. He said that the mining was not being controlled hence there was no record for whoever was conducting activities. Mr Kalabalala advised the Ministry of Mine to conduct regular inspections of the mining areas in the district to ascertain who was conducting mining. Meanwhile, the aspiring PF candidate stated that Rufunsa was vast and needed someone who was familiar with

the constituency. He explained that he has gained vast experience since the time he became the district Council chairperson, hence he will suit very well once elected as Member of Parliament (MP). “I relate very well with local people. We are leaders that need to lead the PF developmental programmes. People can only listen to someone they respect that much.

Halt plans for Zambia Airlines, it does not make economic sense - Kalumba By KETRA KALUNGA GOVERNMENT should halt plans of bringing back Zambia Airways as it does not make economic sense now that the debt portfolio was so bad and established airlines in the region were shutting down, former Finance Minister, Katele Kalumba has advised. The government recently said it has not halted plans to bring back Zambia Airways despite the economic challenges the country was going through. Dr. Kalumba said it would not be prudent for the government to embark on such a costly project at a time when the focus is on restructuring its external debt. He said in an interview that the government should put more effort into re-financing a lot of national programmes to which it has committed itself.

“Please namipapata, tekanyeni, twifusha ifya kwikata ikata.” (I beg you, be patient let’s not have many things to do) we don’t invest for status, we invest for profit,” he said. Dr. Kalumba advised the government not to be hasty to invest in the industry which is facing serious challenges because of the restrictions in movement due to the Covid-19 pandemic. He has advised the government to look at the numbers and use other economies that have invested in the airline business as an example. Dr. Kalumba said, “If the numbers are right, tell us how those numbers are adding up in the short term and the long term, we don’t invest for status, we invest for profit.” “Some of these things are being driven by former airline engineers, let them put their skills elsewhere and bring the money

to Zambia, we will benefit from them,” he said. And Dr. Kalumba has urged the government to focus on the road infrastructure which he said was a fantastic project. “The government has done so well with the road infrastructure in the urban and rural areas, it is very fantastic, I applaud them for that, let’s finish it before we could move to the airline,” he said. Air Namibia has announced that all flight operations had been cancelled, with all aircrafts returning to base. The statement by Air Namibia Management further said that the reservation system for taking new bookings is also suspended, with affected passengers being required to register their claims for refund. Air Namibia has been operating at close to zero revenue generation.

State hailed for curbing fuel price hike By KETRA KALUNGA GOVERNMENT’S initiative to cushion the possible increase in fuel prices is a demonstration that it listens to the cries of the people, an energy expert has said. Johnstone Chikwanda said Government has shown leadership through mitigating the shortage of fuel and a possible increase in the price of the commodity. Mr Chikwanda said in an interview that Government should be commended for ensuring that the fuel flow in the country was back to normal. He said this followed a series of Government’s intervention including the removal of 25 per cent customs duty and 16 Value Added Tax (VAT) on fuel imports. “Information on the ground is that in a short space of time, the national fuel stock level has significantly improved and continues to increase thereby increasing the energy security in the country,” he said. Meanwhile, the energy expert has urged the energy regulation board (ERB) to continue protecting the integrity of the supply chain and ensure that fuel is not smuggled out of the country.Mr Chikwanda said fuel in Zambia has become cheaper than in some neighboring countries with a combined removal of taxes of more than 41per cent in total. He said such a scenario could lead to smuggling of fuel to other destinations by illegal dealers, who would want to cash in. Mr. Chikwanda has commended the leading Oil Marketing Companies (OMCs) for demonstrating industry statesmanship by ensuring that the fuel situation in the country is normalized.

‘‘Traditional leaders should also help fight poaching in game management areas in order to protect wildlife.’’ - Mr Chitotela

State, chiefs promote tourism growth

By NOEL IYOMBWA GOVERNMENT will work closely with traditional leaders in promoting conservation of wildlife in order to develop the tourism sector, Tourism and Arts Minister Ronald Chitotela has pledged. Mr Chitotela said traditional leaders should also help fight poaching in game management areas in order to protect wildlife. The Minister said this when he paid a courtesy call on Paramount Chief Mpezeni at Ependukeni Palace in Chipata during his ongoing tour of Eastern Province tourism development. Mr Chitotela advised the Department of National Parks and Wildlife to

help the Paramount Chief set up a community game ranch in his area. The Minister is in Eastern province to check on infrastructure under the Department of National Parks and Wildlife and to introduce newly Permanent Secretary Patrick Lungu. And Paramount Chief Mpezeni pledged to support Government effort to fight poaching. He was happy that Government was now engaging traditional leaders to help fight poaching and promote community driven conservancy projects. Chief Mpezeni emphasized the need to conserve the country’s wildlife for the benefit of future generations.

Ms Kamona Ms Kamona said the opposition were always shooting down government efforts to ensure economic recovery by peddling falsehoods aimed at souring the country’s relations with the international community. She said in an interview that disgruntled political leaders were bent on ensuring that Zambia losses all traces of direct investments. “Reflecting on what acts form patriotism makes me wonder where we stand as citizens of Zambia. What do you call an act of patriotism? Is it mocking the current government in power? Or always judging any effort made towards developing a nation? “Patriotism is an important act that makes the nation stronger, making citizens relate with each other in a shared love for the country like mother Zambia. But time and again finger-pointing and blame seems to exceed in our lovely nation,” Ms Kamona said. She wondered where Zambia would be if Western countries chose to withdraw all forms of investment. Ms Kamona said a lot of industries would cease to exist, unemployment levels would double than they currently were. She said instead of focusing on what the government was doing wrong, opposition should ask themselves what patriotic role they were playing in making this country great. “Patriotism is an oath we make as citizens to always find ways of making a nation great and appealing to foreign investment in industries such as Agriculture, Technology, Tourism and Education. Be the change you want to see,” said Ms Kamona.

CORRUPT ZRA OFFICERS CAUSING LIQUIDITY WOES

…EAZ wants redress By BUUMBA CHIMBULU

FFICERS from the Zambia R e v e n u e Authority (ZRA) who have been ripping off taxpayers claiming Value Added Tax (Tax) have contributed to the loss of liquidity to the already struggling businesses, says Economics Association of Zambia (EAZ) Deputy National Secretary, Rita Mkandawire. challenges, Ms Mkandawire said. The Daily Nation last week uncovered a syndicate in which some ZRA officers had been ripping off taxpayers claiming VAT refunds by charging 15 percent of all refunds. Commenting on the development, Ms Mkandawire in an interview said this was unacceptable and that it reduced liquidity for most businesses. “Businesses are facing

challenges, VAT refunds are due to them and for most businesses it is a point of survival so if you ask them to ask for a bribe for them to get their refund, you are trying to cripple their businesses. “This reduces liquidity for most businesses and I would like to urge all public institutions to ensure that they bring culprits to book,” she said. Ms Mkandawire regretted that the inefficiency in public institutions should

be corrected and that Government should continue looking out for such culprits and ensure that they are brought to book She indicated that what Happened at ZRA was very common in most Government institutions for several reasons. “There is a lot corruption and this is unacceptable. The bureaucracy in Public institutions has created loopholes in corruption, what has happened at ZRA is nothing new, nothing strange but it is very unacceptable. “I would love to commend the position that ZRA took of arresting the officer is correct, this will set an example in terms of what Government institutions are capable of doing should they be found wanting because we are trying to grow the economy,” she said. Ms Mkandawire said: “corruption is a disease which has hindered a lot businesses, for someone to just acquire contract, you need to pay

THE African Development Bank (AfDB) will enter into a partnership with the African Guarantee Fund (AGF) to unlock about US$2 billion in loans to women-owned Small and Medium Sized Enterprises (SMEs) in the region. AfDB will sign the partnership through Affirmative Finance Action for Women in Africa (AFAWA) programme by working with financial institutions to enhance their ability to lend to women. Donor and private sectorsupport for the overall AFAWA initiative is helping the institution set ambitious targets for AFAWA Guarantee for Growth program. This is according to Vanessa Moungar, AfDB Director for Gender, Women and Civil Society. Ms Moungar said: “the entire Bank ecosystem would be at play - inviting more financial institutions to sign into the program - ensuring engagement, implementation, and ownership at the market and policy levels.” AFAWA’s Coordinator, Esther Dassanou, there was an urgent need to improve Monday with the enabling environment 4, January 2021 the right regulations in place, Monday

Ms Dassanou said AfDB would work with regulators to reform the legal and regulatory frameworks affecting women businesses’ access to finance. “The Guarantee for Growth is also expected to reach an average of 18,000 women small and medium enterprises and create 80,000 direct jobs,” she said. African Guarantee Fund’s Group Chief Executive Officer, Jules Ngankam, said: “as the implementing partner of AFAWA’s Guarantee for Growth program, we are already observing an increased appetite from banks for this innovative product that seeks to support women entrepreneurs. “We have recently signed agreements with leading banks on the continent who are keen to increase their women SMEs portfolio.”

tasked to perform this duty.

HANDLING THE IMPACT OF CHANGE Project and Programme REQUESTS IN MODERNmanagement PROJECTS and how it is applied to a small practical scenario and some tips you can integrate into your project progress reporting. What is Earned Value Management? EVM provides project managers a way of measuring the work that has been done on the project. A way of assessing the past performance of a project in terms of both cost and schedule. Checking how much of the budget “should have” been spent up to this point. Checking how much “value” the project has earned so far. EVM can also be used to forecast a project’s future cost and schedule performance. EVM can be described as a project management tool to measure performance and progress against performance measurement baseline (incl. scope, cost, schedule baseline). It helps to understand current status of schedule and cost predict future changes to schedule and cost make decisions about the project’s viability. Cost

and schedule are considered independently: A project is: either over or under budget, AND either behind or ahead of schedule. All earned value terms refer to either current or future status: Current: How much project work has been done? Future: How much do we expect to spend by the end of the project? Let us delve a little bit deeper into the useful EVM terms: Project managers using EVM should understand the following terms. Currently known values planned value (PV) of work to be done How much work should be done at this point? Earned value (EV) of completed work. How much work has been done? Actual Cost (AC) How much did the work that’s done cost? budget at completion (BAC). How much was the project supposed to cost? Variances scheduled variance (SV) How much is the schedule behind or ahead of schedule? Negative result =

behind schedule, positive = ahead cost variance (CV) How much is the project over or under budget? Negative result = over budget, positive = under Now let look at a simple practical example and how you can easily apply and relate EVM. Suppose that your company makes tiles and sells them to construction companies. You have a project plan with your team as follows: Project Objective: make 200 good quality tiles per hour Project Schedule: 5 hours to make 1,000 good quality tiles Project Budgeted cost per tile = K1.85 Total Budget = K1,850.00 After one hour of making tiles we find that we’ve made … 150 good tiles – some had cracks; some hit the floor and broke; the workers also hid some and could not account for them. Actual cost of materials spent after one hour (AC) = K333.00

• Earned Value (EV) calculations after one hour AC = K333.00 (given) PV = K370.00 (200 tiles @ K1.85 each) EV = K277.50 (150 tiles @ K1.85 each ) Cost and Schedule Performance Calculation SV = EV – PV = – K92.50 Negative means our project is behind schedule CV = EV – AC = – K55.50 Negative means our project is over budget Schedule Performance Index = EV / PV = 0.75 < 1 = behind Performing at a rate of 75% of our planned schedule Cost Performance Index = EV / AC = 0.833 < 1 = means over budget Performing at approximately 17% over budget • Budget forecast of cost Estimate At Completion = BAC / CPI = K1,850.00 / 0.833 = K2,220.89 • Schedule forecast New schedule = original schedule / Schedule Performance Index = 5 / 0.75 = 6.67 hours Progress report We now estimate that it will take 6.67 hours and K2,220.00 to make 1,000 good quality tiles if the productivity of this project doesn’t improve. Improvement plan: Stop being wasteful and cracking tiles Be careful not to drop tiles

Put in security measures to prevent workers from pilfering tiles e.g. installing CCTV in the plant. Finally, I would like mention some Earned Value tips. The EV term is used first, i.e. EV minus or divided something. If the formula relates to cost, use AC. If the formula relates to schedule, use PV. In terms of variances a positive result is good and a negative result is bad. In terms of indices a result greater than 1 (>1) is good and a result smaller than 1 (<1) is bad. From the example above project manager can easily take necessary steps to ensure that project schedule and budget performance is brought under control. Yellen takes ‘go big’ message to G-7 to aid global recovery WASHINGTON - US Treasury Secretary Janet Yellen stressed the need for the Group of Seven countries to “go big” with fiscal stimulus to support economic recovery from the global pandemic. In her first call with foreign counterparts and central bankers from the G-7, Yellen said that “the time to go big is now” and that the group should focus on how to help the economy, the US Treasury Department said in a statement after the virtual meeting. The online gathering of finance chiefs from the world’s top industrial economies addressed a proposed expansion in the International Monetary Fund’s lending firepower along with digital taxation and climate change. The US is leaning toward backing an increase in the IMF’s special drawing rights, or SDRs, by as much as $500 billion, Bloomberg News reported earlier this month. The fund has been lobbying for more help to support developing nations against the Covid-19 crisis. The G-7 discussed

KAM lobbies for affordable electricity tariffs for industry NAIROBI Kenya Association of Manufacturers (KAM) is lobbying for reinstatement of the electricity rebate programme, which was gazetted on July 31, 2019 for implementation but was removed months later through the Tax Laws Amendment Act, 2020. It also wants a review of the Time-of-Use (ToU) policy to bring on board more industry beneficiaries through a new formula based on current industry power consumption data. ToU metering is a method of measuring and charging a utility customer’s consumption based on when the energy is used. The tariff was implemented by the government in December 2017 to benefit commercial and industrial consumers.

increasing the IMF’s resources during the weekend call, and the group expects a decision to be announced later this month on the back of a Group of 20 discussion, according to one person familiar with the matter. The finance ministers’ goal in the talks was to build momentum around helping developing nations, the person said on the condition of anonymity. UK Chancellor of the Exchequer Rishi Sunak, who hosted the virtual meeting, also stressed the importance of the G-7 “shaping support for vulnerable countries,” according to a statement from his office. The US has a de facto veto in the IMF on the decision, and former Treasury Secretary Steven Mnuchin had previously blocked the fund’s requests to boost its special drawing rights. Yellen highlighted in the call that there’s a new tone out of Washington. The US “places a high priority on deepening our international engagement and strengthening our alliances,” she said, according to the Treasury’s statement. On fiscal policy, the US is among the most aggressive, with the Biden administration pursuing a $1.9 trillion package in Congress. – BLOOMBERG NEWS.

KAM now wants the baseline of ToU determined for permanent application. “In determining the baseline for ToU tariff, the reference baseline was based on consumption period June to November 2017. The current policy considered that the specific manufacturing facility will demonstrate growth in terms of energy consumed in every billing cycle,” says the industry lobby in its Manufacturing Priority Agenda (MPA), 2021. This growth, according to the current policy, is reviewed after every six months and a new baseline is determined for the specific facility. The MPA is an annual document that tracks the key achievements in industry and areas of focus for the following year. “Enough data has been captured, it is time to establish a baseline for each facility that will not be subjected to a sixmonth review,” says KAM. “This will bring about predictability to the manufacturers for planning of their respective energy costs. By fixing the baseline, we will see more manufacturers qualify for the benefit of ToU.” – THE STANDARD, Kenya.

AIROBI The National Treasury will pay domestic investors close to US$1 billion this year, raising fears of refinancing risks should the market become jittery. This represents 83.9 percent of the total amortisation - a way to pay off debt in equal installments. Most of the domestic debt to be paid as outlined in the 2021 Medium Term Debt Management Strategy is Treasury bills, or short-term debt instruments with a tenor of less than a year. External debt accounts for US$194.7 million of the total repayment. “The profile shows a relatively smooth repayment

JOHANNESBURG South Africa has identified three equity partners for the country’s bankrupt state airline and will make a decision on which one to pick in “the next month or so,” according to Public Enterprises Minister Pravin Gordhan. The interim board of South African Airways (SAA) is engaging with the candidates before the government makes its recommendation, Gordhan said in an interview with Bloomberg TV. He also expects Eskom’s R464 billion debt to become “a thing of the past” in the next three to five years. The search for a private-sector entity to help steer SAA to safety is key to the minister’s plan to revive

SA is close to picking airline partner, Gordhan says the airline, which has been in administration for more than a year and hasn’t flown commercially since March. The carrier is also in a legal dispute with unions over back-pay settlements to workers, while demand for air travel has slowed to a trickle amid the Covid-19 pandemic. The Department of Public Enterprises is responsible for the government’s various stateowned enterprises, many of which are loss-making and have required substantial bailouts to stay afloat. Eskom is regarded as the biggest liability due to its financial situation and frequent need to trigger rolling blackouts. President Cyril Ramaphosa on Thursday highlighted the

‘Zim forex enough to stabilise rate’ HARARE - The exchange rate of the Zimbabwean dollar against the US dollar will continue to hold steady on the weekly auction market because the country is earning enough forex to support critical imports, the Reserve Bank of Zimbabwe (RBZ) says. Central bank chief Dr John Mangudya, said the exchange rate has maintained

million to local investors, according to an analysis by investment firm Genghis Capital. Churchill Ogutu, the head of research at Genghis Capital, noted that the elevated maturities will support liquidity in the market.

“Maturities in the first quarter of 2021 total US$410.1 million against a quarterly average of US$293.7 million in the last half of 2020,” read part of a report unveiled by Genghis Capital in Nairobi last month. A big chunk of the loans will be refinanced - meaning Treasury will borrow to repay the maturing loans. The payments add to the fiscal burden that Treasury has been grappling with, owing to a tough business environment that has seen tax revenues dwindle. stability since being introduced mid last year, helping maintain price stability, which only saw marginal movements last December and in January this year. While he outlined measures to be taken this year in procuring generation from independent producers to bolster the power grid, there were no details on a much-anticipated solution to the utility’s chronic debt pile. “The broad direction will be known in the next three to five months in terms of where the debt goes and it won’t necessarily be a burden on the fiscus - there might be more creative ways of finding solutions,” Gordhan said. US dollar anchored multi-currency regime. Prices and indeed inflation, however, started trending down following the introduction of the auction system in June last year, which brought about sustainable formal forex trading, market led price discovery, predictability and the now prevailing stability. Dr Mangudya attributed the 4.2 to 5.4 percent increase in prices in recent weeks to strong demand ahead of the festive season and general rise in prices globally due to Covid-19 restrictions, which have affected global trade and supply chains. “We believe the exchange rate will continue to stabilise because the country is receiving

adequate foreign currency to meet its needs, that will be the main reason for that. “We also think that the rate will continue to hold steady if companies submit genuine bids to meet critical foreign currency needs for key imports into the country,” he said. The auction rate was little changed at the last official trading session on Tuesday, moving 0.84 percent to $83, 329 against the US dollar. The US$33.7 million allotted to bidders in the main auction set a new record, while the US$2.6 million on the SME auction was marginally below the two highest totals in that auction. – THE HERALD, Zimbabwe.

INVEST MORE IN MENTAL HEALTH FACILITIES IN VIEW OF COVID-19 TO AVOID SUICIDES Dear Editor,

ENDING OF LOAD SHEDDING WILL TRIGGER HIGH PRODUCTIVITY Dear Editor,

Z

AMBIA experienced massive load shedding last year. The prolonged load shedding hours were exacerbated by the low water levels at Lake Kariba during the 2019/2020 rainy season. The poor rainfall pattern during the above named rainy season led to less generation of hydro power by Zesco, the power utility firm. The good rains being received in most regions within the country during the current rainy season have ultimately led to the ending of load shedding across the country. This is according to a recent statement issued by Zesco Senior Corporate Affairs Manager Dr. John Kunda. Dr. Kunda stated that load

shedding across the country ended a couple of weeks ago because of the good rains being received. He also stated that power cuts can be experienced in some areas lasting for at least 30 minutes due to overload on the Zesco system. However, the ending of load shedding has come at the right time in that the manufacturing sector will benefit as the move will trigger high productivity. The manufacturing industries will now be able to produce goods and services in high quantities unlike in the past when load shedding was at a peak. In economic terms, high productivity will lead to the creation of more employment opportunities. People in the informal sector running businesses such

it caters for many people who are not in the formal sector. The residents in residential areas will now have access to electricity on a daily basis. Security in this way will be guaranteed. In an event of the prolonged load shedding hours at night, security will be highly compromised and people can be attacked by criminals. All said and done, the ending of load shedding is a welcome move and it will significantly contribute to the economic wellbeing of the country in that it will trigger high productivity. High productivity will in turn leads to more revenue being generated and channeled to the national treasury through payment of various taxes. ELEMIYA PHIRI

THERE is need to invest more in mental health now and encourage people to seek mental health services as they cope with the effects of the corona virus (Covid-19) to avoid people committing suicide because of the pyschological effects the global pandemic is having on humanity. The emotional and psychological impacts of the corona virus pandemic can no doubt lead to feelings of hopelessness and thoughts about suicide cannot be avoided. People have continued losing jobs everyday and others have had their businesses closed down and losing their only source of income specially with the second wave of the disease where we are recording more than 500 new corona virus cases on a daily basis as a country. The result is that the cost of living for such individuals, their families and the nation at large will continue going up and thereby make people destitute, stuck and stranded and the only option for some who may not cope with the situation especially young people is suicide. Most often, research has shown that suicidal thoughts are the result of feeling like you can't cope or recover when you're faced with what seems to be an overwhelming life situation. There's little data yet on the Covid-19 pandemic and its impact on the suicide rate. But clearly the pandemic has added intense emotional and mental stress to the lives of people around the world according to the World Health Organisation (WHO). People are simply depressed, stressed and this is where mental health services comes in handy. Much as the Zambian government has invested

Respect the State Symbols page. The national anthem is just not a song but a national prayer. This is our prayer. Zambia proud and free. Free from all external forces free from all values not in conformity with our culture. This prayer, national anthem, should be respected by all. Standing

still is paramount. This will bring a spirit of ownership to many children growing up. I suggest that all radio and television stations play this prayer national anthem, every day at 06:00hrs. For schools my take is that pupils should not wait for assembly

days but can sing in their classes before class every day. All government and community gathering should start with this prayer national anthem and end with it. Sometimes it's painful to see some places without a national flag. Some are flying high

but very torn and torn in such a way that some colours are missing. The ministry of Home Affairs should start charging these institutions. We as a nation we should be proud of our Zambia National colours. For those who have for some time now only have bare poles without flags you are advised to put one. Most private institutions

in the health sector as evidenced by infrastructure development, I feel it is time to take mental health more seriously now than ever and encourage people to seek mental health services. We have Chainama in Lusaka which has remained underutilised for a long time now because of the myths related to the institution where some uninformed people associate the health institution as a place for "Mad People" and because of such misinformation, people have shunned Chainama. Can we sensitise our people?

During my school days in the early 2000s we use to have Mental Health Clubs in schools where we could sensitise fellow learners on mental health although much of the focus was antidrug-related abuse message among the youth. Can we revive these clubs in schools too they could be helpful. However, we need more specialised mental health institutions across the country so that people can begin accessing the facilities for counselling and how they can live in the "new normal" failure to which, we risk having Covid-19 - related suicides. Let us be more proactive on such matters and avoid certain things from happening if we can and I know we can avoid our people resorting to suicide as a result of Covid-19. My thoughts! ZOONOSIS!

verywhere in the world the population has grown and it is this rising population that need to be fed by the farmer. If food production is not increased in whatever form, then man would starve. The acreage of cereals which is the main source of food and other basic foodstuffs must be increased and the method of cultivation intensified.

This equally applies to increased production of domestic animals and this can be met by an increase in the size of herds or flock, and their pastures this would equally make a rise in productivity and by control of animal diseases. Prevention and treatment of diseases must therefore be complementary to other measures to increase food production. The animal owner must therefore be provided with the information necessary to prevent and cure disease, for it is only with the help that animal production can be extended. The extension staff have to play this role. In most cases the farmer often has to make do without veterinary assistance. Advice on the recognition, treatment and

prevention of animal diseases must be given.it is through such advice that even the farmer would avoid getting infected with animal diseases. We always say that “Hygiene is preventive medicine”. Therefore, prevention means simply the avoidance of diseases by cleanliness. The farmer handles his animals almost on daily basis. It is in this situation that if he is not careful may end up contracting animal diseases. Hence, the issue of “ZOONOSIS” today. Zoonosis refers to the issue of animal disease(s) that can be transmitted to man. And in our situation the farmer, livestock farmer handling farm animals is at risk. The consumer in the urban area does not know what the

farmer goes through to produce that meat, milk etc. let us start with tuberculosis. Tuberculosis is a chronic, wasting, non-febrile, contagious and infectious disease of all animals. Zambia is not spared from this disease. However, animals, birds, and man each has its own strain. Tuberculosis in cattle easily affect man and vice versa. However, with avian tuberculosis still get bovine tuberculosis. Man or the farmer gets infected when handling an animal such as a dairy cow producing milk. It is through this milk that man picks up this infection. That is why for all dairy farms milking animals have to und ergo TB testing every now and then. This is to avoid passing on the disease to man and the milk loving population. Milk is the greatest danger to man. Tuberculosis in cows is similar to human tuberculosis but it is less severe. Direct infection from a cow suffering from tuberculosis usually it is through inhaling organisms when the cow coughs. Eating infected meat, muscle tissue is very rarely affected. It is therefore, important that meat inspection watches closely for tuberculosis. Rabies, farmers do keep dogs for security reasons, and so are the urban and rural dwellers. Dogs are part of domesticated animals on the part of the farmer. However, these animals (dogs) can be a threat to the good living of the people

in any community or settlement where they live with their masters. Rabies has no cure but can be prevented as long as dogs are taken for vaccination every time they are due for this treatment. Man gets infected through dog bites that is if that dog is rabid. Cats and cows cannot be excluded from transmitting this disease to man. A rabid dog would have the virus five days in its saliva before it starts showing signs of being rabid. For man once bitten the virus can stay in an incubation stage for about twelve months on average about two to six months. The virus travels along

the nerves. Therefore, the further the bite from the head the longer the incubation. Such an association of the disease with its symptoms may be lost because of long time. Action to take if bitten, scrub wound with soap (washing powder) and water. At the clinic they may irrigate hole with syringe treatment, in animals’ live organism vaccine is used and in human dead organism and so

bigger and more vaccine. Rabies is the worst zoonosis as far as man and domesticated animals are concerned. In the wild, wild dogs and foxes are carriers of this disease. Contact with such animals when touring game areas must be avoided. Ringworms is a fungal infection which is characterized by loss of hair, the area may also be very itchy. Each animal has its own kind of ringworm. Human ringworm is most infectious to man but people also get cow ringworm and cat/dog ringworm. On the farms people get local irritation because of being infected from cows and spreading the ringworm. To avoid getting this disease people and indeed the farmer must practice good hygiene and be cautious when treating animals. It is spread by contact. There are many other livestock diseases that can be transmitted to man. But here only three have been mentioned. They can cause severe sickness and even death. Zoonosis, the transmission of disease from animal to human. Through good hygiene and proper handling we can avoid getting infected with such diseases from the animals we keep or rear.

LOCUST INVASION By LAWRENCE KABUTU

REMNANTS of the African Migratory Locusts have invaded 120 hectares of Mopani Woodlands in Kazungula district in Southern Province. Both Kazungula District Agricultural Coordinator Dr. Jackson Soko and Senior Agricultural Officer Tundu Kaonga confirmed the development when Southern Province Agricultural Coordinator Dr. Max Choombe visited the invaded areas in Kazungula.

Dr Soko said only 54 hectares in Bombwe and Sikaunzwe agricultural camps that had significant infestation by the pest has been sprayed using ground motorised sprayers. And Mr Kaonga said if left unchecked the African Migratory Locusts can cause destruction to crop fields and pasture for livestock. He noted that from the 120 hectares invaded by the pest 66 hectares was insignificant stressing that 54 hectares that had much infestation by the pest has been brought under control. Mr. Kaonga told Dr. Choombe that the situation is under control as specialised staff in the ministry of agriculture is currently on the ground spraying affected areas. And Southern Province Agricultural Coordinator,Max Choombe who is in Sikaunzwe Agricultural Camp to monitor the control of the pest thanked his staff for moving in swiftly to control and contain the pest. Dr Choombe further paid tribute to the Food and Agriculture Organisation and the Ministry of Agriculture for dispatching chemicals to combat the pest. He further paid tribute to the International Red Locust for sending additional motorised sprayers to ensure that the pest in obliterated in the affected areas in Kazungula district. -NAIS

BY HON. SEBASTIAN C. KOPULANDE, MP 1. Introduction HAVE read the Press Statement of one Obvious Summerton Mwaliteta, Lusaka Province Chairman for UPND. The statement is entitled “Kopulande must concentrate on his failed adoption process in Chembe.” Obviously, I assume that is because the Statement is written and signed off under Mr. Mwaliteta’s official party position and title, what is expressed therein is the official position of the UPND, or was he just being overzealous as usual, the character that has gotten him in conflict with the law in the past?

I

2. Cyber bullying

Obviously, Mr.Mwaliteta picked on me for target of his venomous attacks and unsubstantiated allegations based on some audio that has been circulating on social media, ostensibly produced and issued by me when in fact NOT. I have received all manner of invectives on several social media platforms as a result of the same audio where some other person’s voice has been mistaken for my voice. I have suffered extreme cyber bullying in the last few days, including the one by Mr. Mwaliteta, an experience like no other in my many years of service to the people of Zambia. The truth, to put it in plain and simple language for him and those of his like who are just too lazy to do their homework before they open their mouths, that audio was NOT produced by me, period.

3. Need for Truth

If indeed Mr. Mwaliteta was interested in establishing the truth before acting impulsively in the manner he did, he should have played that audio to his UPND Members of Parliament who, for the last four-and-half years, have heard me debate serious national issues on the floor of Parliament, with passion and love for my country, every corner of it and every citizen in it, always seeking the best for our people across the entire country. The Honourable UPND MPs could have told Mr. Mwaliteta straight to his face that the voice in the audio was very far from being mine! They would have told him that I never go “always yapping without substance”. At every point, I speak with facts and passion as I represent the people of Chembe in fulfillment of the mandate and honour they gave me in 2016 to represent them in Parliament and to be their advocate for their development needs as I seek answers to the challenges that face them on a daily basis.

4. Development Chembe since 2016

Today, since independence 56 years ago, the people of Chembe have witnessed unprecedented development delivered by the

IN SEARCH OF TRUTH AND NATIONAL UNITY: PRESS STATEMENT IN RESPONSE TO MR. OBVIOUS SUMMERTON MWALITETA Patriotic Front Government. They have had schools built and extended; they have a Mini Hospital and other health facilities built, extended or rehabilitated; they have seen communication towers go up getting the entire Constituency connected; they have new markets built in all the Wards giving our mothers decent places to trade from; Chembe has street lights; there is piped running water in addition to numerous boreholes that have been sank in all the Wards to provide safe drinking water and for other household needs. Cooperatives have been created to accelerate economic empowerment and some of these have received livestock such as chickens and goats; school going girls do not miss class anymore because they receive free sanitary pads from their Member of Parliament. The two major roads in the Constituency have been funded by the listening and responsive PF Government. Contractors have moved on site awaiting end of rains to commence major earthworks but minor works and others such as installation of culverts are in progress in readiness for the major earthworks; a new town is under construction with various infrastructure projects at an advanced stage; township roads have been done and continue to be done; electricity has been extended to previously unserved areas off the main road; the people enjoy exciting football tournaments sponsored by their Member of Parliament twice a year for their entertainment, hand washing facilities in schools and markets have been provided by the MP to avert the spread of Covid-19 etc, etc. And all these and others too numerous to mention, in only four-and-half years since I became the first Member of Parliament, the Pathfinder for Chembe. I am proud of my record and need not

have Mr. Mwalitea’s approval or endorsement. 5. The Rush for Chembe So, my dear Mr. Mwaliteta, what are you talking about when you have never even stepped a foot in Chembe? Yes, there are many so-called aspiring candidates wanting to take the mantle from me; it is called democracy and that is the name of the game! However, take time and ask some of these candidates which Primary School in Chembe they went to, who their classmates were, who their parents are and where exactly they lived, who their blood relatives in Chembe are so they can be properly identified! You see, there are those little black-and-white birds we call “tu katyetye mwenda mwalimwa”; those opportunists who only go to fields after the same have been cultivated by someone else. What have these people done for Chembe before this season? Do they know when and how Chembe became a District and later a Constituency and who was behind that? Do they know when and how Chembe Primary School grew to become Chembe Secondary School and who was behind that? Do they know how electricity got to Chembe and who was behind that? Do they know when and how the bridge on the Luapula River on the border with DRC was built and who was behind that? What exactly do they know about Chembe?

6 Prospects for my re-election in Chembe

Adoption is the preserve of the Party I belong to, the Patriotic Front under the leadership of President Edgar Chagwa Lungu. The leadership know what I have done in Chembe as well as my performance in the House and outside at times when my contribution was needed. I am therefore, not working to get adopted, I am working to

deliver on my mandate and leave other issues to those responsible for them to make the necessary decisions when the time comes for them to do so. That is my attitude towards these things and I do not understand why the interest in my adoption from a person who is not even a member of my Party! As regards my prospects for re-election in Chembe if I am adopted, which I am confident will be the case, that is obviously the prerogative of the people of Chembe; they are the arbiters and will chose amongst all the contending parties. I have served them to the best of my ability, against all odds. I may not have done everything the people wanted but development is a process and not an event. Rome was not built in a day and neither can I meet all the people’s needs in one term of service. Nevertheless, I am proud of my record which the people of Chembe can all see with their own eyes. They know what was there before and they can see what is there now and I will tell them what will follow soon according to our vision as a Party and Government; it is for them to choose between reality and fake promises devoid of any evidence. In his usual verbal escapade, driven by his violent disposition for which he is notorious, Mr. Mwaliteta goes on to make wild claims about my attempts to get attention and sympathy from President Lungu and getting none, my hope for a Cabinet position after Bill 10 but not getting one, my engaging in tribal hate speech and anger against Hakainde Hichilema and the Tonga people, my having been rejected by the Chief, blah, blah, blah, ad infinitum.

7. My support for Bill 10

As regards Bill 10 which I indeed fully supported and still do

with no regret at all, I will not attempt to justify my position here as I can write an entire book on the subject elucidating the progressive provisions and benefits to Zambia in the content of the Bill. Needless to say, Mr. Mwaliteta could have obviously been a beneficiary if he had lobbied his Members of Parliament as regards the Grade 12 qualification for Parliament which was in the Bill.

8. Check your facts

If Mr. Mwaliteta had bothered to check his facts he would have at least found out; i. How long I have known President Lungu and my relationship with him and that I could not have been a Member of Parliament on the PF ticket without his blessing; ii. My position on tribalism and tribal hate speech which is on record at Parliament through my debates on the subject; iii. How many Tonga people are part of my immediate family within my household; iv. My relationship with the Chiefs in Chembe, etc, etc. I have decided not to do a favour to Mr. Mwaliteta by giving him answers to these questions but to give him some homework so he can bring his essay with answers within 7 days for marking.

9. Conclusion

Lastly, here is my humble advice to all political actors in Zambia. This is our country; therefore, the development question faces us all in equal measure, opposition and ruling Party alike. I believe that political involvement is a noble calling, a vocation to work for our people so as to improve their welfare and living standards. This is the noble duty and responsibility of every citizen. Let us therefore, build a better Zambia together in

unity, based on our cultural and moral values of mutual respect and peaceful co-existence. This is what has made us the envy, not only of Africa but the whole world. We cannot do that by insults and an insatiable appetite to get power at all costs to the detriment of our country. We can not turn at each other as though we are enemies when in fact not, when we should be holding each other’s hands to address the challenges that face our country and our people. Let political leaders in our country desist the temptation to prey on the artificial differences amongst our people, such as tribe, to advance their narrow political agendas to get power for their self-aggrandizement to massage their overblown egos. Leaders must unequivocally condemn violence and cyber bulling which are showing their ugly faces in our politics. The day the spirit of Ubuntu permeates our body politic and drive the manner in which we conduct our political engagement, will be the day when we shall see real development come to Zambia in a peaceful atmosphere where we are all equal stakeholders and participants in the noble duty of nation building and national development. It will not do to cannibalize our country into little tribal enclaves; we are and must remain; ONE ZAMBIA, ONE NATION. May the Almighty God bless our country and all the peoples that live in it.

NORTHWEST CHAMBER WELCOMES POTATO, ONION IMPORT BAN T By JACKSON MAPAPAYI

HE Chamber of Commerce and Industry in North western province has welcomed the move by government to ban the importation of potatoes and onion into the country. Chamber president, Mukumbi Kafuta, said the move was commendable and should be extended to other products such as rice. Mr Kafuta states that economic diversification from mining to agriculture could only be actualised when Government starts empowering local farmers. “It’s time we started walking the talk, and as a chamber, we expect the current ban to remain permanent

KAB OMPO District Commissioner (DC) Patrick Kasoka is pleased that the rehabilitation of KatendwaKayombo road in Kabompo district of Northwestern province has started. Mr Kasoka said the earth road which has been in a deplorable state is of great economic benefit to both the district and the nation through timber production and agriculture. He said this at the weekend when he inspected the rehabilitation of the road being undertaken by Zambia National Service (ZNS) Rural Road Unit. "The Government through North-western provincial administration has been in continuous talks with ZNS in relation to our feeder and township roads so they could have a facelift even as we wait for the district roads to be upgraded

because Zambians must be put first when it comes to empowerment. There can be no better empowerment like the move taken by Government,” Mr Kafuta said. He proposed that the Ministry of Agriculture should come up with a strategy on how Zambia would maximize the production of

Road rehab elates Kabompo DC to bituminous standards," Mr Kasoka said. Mr Kasoka said Katendwa road was the main road which leads to two major chiefdoms of the district, Kalunga and Chiyengele. The road, he said, also leads to the newly constructed Government Katendwa rural health post. "This road is very important to the people of Katendwa, Chikenge and Kayombo as it is the main road which leads to chief Kalunga's chiefdom and chief Chiyengele and had endured the bad state for a long time," Mr Kasoka said. Speaking at the same event, site and works supervisor, warrant officer, Edison Zimba, said all machinery required for the job is now on

‘Violent’ opposition caned By ANDREW MUKOMA

THE PF in Southern Province says that the assurance by President Lungu on maintaining law and order during this year's general elections has unsettled the opposition. Provincial Information and Publicity Secretary, Trymore Mweenda, said the opposition leaders had been banking on violence and intimidation during the polls so that they could use the backdoor to get into power. Mr Mweenda said in a statement issued to the Daily Nation that some doomsayers were predicting this year's elections to be marred with violence.

every other consumable crop in order to meet the demand. Mr Kafuta advised Government to strengthen monitoring mechanisms and ensure that banned products were not sneaked into the country. He said the chamber work hand in hand with the Ministry of Agriculture to

ensure that high quality production of onions, potatoes and rice on a commercial basis in order to meet the local demand. “And in case of any shortages at some point, there should be no need to panic but encourage more production by local farmers because this is the only way the country will begin to have true statistics on required quantities to gain mastery on production patterns,” he added. Mr Kafuta however indicated that the ban should not only be based on whether the country was able to meet the demand at the moment, but rather aim at creating ready market for local producers who desperately need to create jobs and wealth via local value chains.

"President Lungu in 2016 assured the country of peaceful polls and he delivered that promise and will not fail the country even this time around because he has been consistent on his pledge on maintaining peace," he said. "We are hopeful stakeholders in the electoral process will heed his call to ensure that the country remains peaceful even after the elections," Mr Mweenda said. He said the PF had scored many successes and was sure of victory in August this year Mr Mweenda said that the construction of 500 health facilities since 2017 and recruitment of over 23, 000 health workers speaks volumes of a government placing high priority on it's citizens wellbeing.

site and most of the work has already commenced. Mr Zimba said the team will soon proceed to Kayombo route after grading the Katendwa stretch which was very impassable at the time and later move to rehabilitate Kabompo township roads. "We are ready and all equipment is here as you can see, so from here we are going to grade the Kayombo route and later will move to the Kabompo township roads,",he said. Meanwhile Katendwa parents and teachers’ association chairperson, Kennedy Likomeno, was happy that Government had started working on the Katendwa -Kayombo road.Mr Likomeno said agriculture

produce and timber which is ferried through the road will be now transported cost effectively with ease. "We thank God and government for the consideration to work on this road because it was impassable a few days ago and now our lives will be better. "However, we would also like if they construct bigger drainages and culverts along the road as the previous problems were caused by running water", he said. Mr Likomeno further appealed for government to help with enough school infrastructure such as desks as well as deploy more teachers at Katendwa primary and secondary schools as they are not enough. - ZANIS

Panos prods radio stations By ANDREW MUKOMA RADIO stations should innovate and connect in order to effectively foster accountability in the use of public resources, Panos Institute Southern Africa (PSAf) has said. Panos Executive Director, Vusumuzi Sifile, said radio does not only inform, educate, and entertain, but it also transforms and unites people. He was speaking in Livingstone during the World Radio Day. Mr Sifile said Panos holds radio as a powerful and effective medium for bringing people together, amplifying their voices and supporting them to peacefully coexist and work together to drive development. He said this role is more pronounced for community radio stations, which in most cases provide the only platform through which people engage and debate topical issues. Mr Sifile said community radio stations provide a window through which the communities can express themselves and speak out on issues of concern to them. “In our work with radio stations, we have witnessed the numerous sacrifices that staff , especially those working at community radios,

make to generate and disseminate content. “We have seen some radio station staff members and volunteers, especially those for community radio stations, walking long distances and making personal sacrifices to generate content. We commend the for sacrifices they are making to provide timely content to their communities,” he said. Mr Sifile encouraged the radio stations not to be deterred by the challenges they face and continue to provide a platform through which citizens can participate in the management of their affairs. “Panos is concerned that the various challenges that radio stations grapple with every day makes it extremely difficult for them to effectively evolve, innovate and connect and effectively foster accountability for public resources,” he said. He observed that in most cases, community radio stations struggle to meet key operational costs, resulting in some of their staff members going unpaid for lengthy periods. “It is for this reason that Panos is working with radio stations to provide a platform for citizens to foster accountability in public resource management, especially during this time when Southern African countries are grappling with the COVID-19 pandemic,” he said.

Foreign Affairs Minister urges civil servants in Shangombo to be focused MINISTER of Foreign Affairs Joseph Malanji has urged civil servants in Shangombo district to be focused in their line of work. This came to light when Mr Malanji addressed civil servants in Natukoma area in Shangombo district of Western Province. ZANIS reports that the Minister encouraged government workers to work hard regardless of their environment saying that every boundary of the country needs the services of civil servants. The law maker said that there's a need for civil servants to have a vision no matter where they are working from instead of being discouraged. He stressed that everyone starts from somewhere saying there is a need for civil servants to showcase very good

performance in all their work as they are government representatives. “Do not be frustrated working in boundary areas saying why me instead you must have a vision, work hard and exhibit good work performance,” he said. Mr Malanji further encouraged civil servants in Shangombo to be focused by venturing into other sources of income like constructing houses for rent. He lastly urged them to use their initiative by emulating a Lundazi teacher he met in Eastern Province who has built 7 houses. - ZANIS

‘DON’T UNDERRATE OPPOSITION’ P

ATRIOTIC Front (PF) officials especially at grassroot level should not underrate the opposition, but intensify party mobilization and promote unity ahead of the August 12 elections, PF Kamfinsa constituency aspiring candidate Kelvin Chipili has advised.

He said unity in the party and recruitment of more members would guarantee victory in the August elections and ultimately the ruling party would silence the vocal opposition parties like the UPND. Mr Chipili was speaking in Kitwe at the weekend during an interaction meeting initiated by the PF Kamfinsa constituency executive committee.

''The other important aspect is being united so that we emerge as one big family to scoop the elections. There has been a lot of unsubstantiated accusations from the UPND and so let us whack them to silence them,'' Mr Chipili said And speaking later, Constituency chairman Collins Chansa urged Mr Chipili to find ways to empower wards

OVER 400 women from different parts of Bwana Mkubwa constituency in Ndola have been empowered with 1,000 village chickens, feed and incubators. Leaving No One Behind Foundation empowered the woman with the chicks and gave them some money to help them as they start to look after the chicks. Foundation chairman, Warren Mwambazi, said his organization was committed to uplifting the living standards of the people, especially the women and youths. He appealed to women to ensure that the chicks were ell looked after so that they could

“Last week we empowered marketeers with K200,000 cash in all the 10 markets of the constituency. This empowerment is in line with Governments effort to support businesses that are not doing so well in the new normal,” he said. Mr Mwambazi, who is also seeking on the Patriotic Front (PF) ticket in Bwana Mkubwa, over 1,000 traders, including those at Ndeke Market, had benefitted from the K200,000 revolving fund. He appealed to beneficiaries to utilize the revolving fund for the intended purpose so that many other marketeers could also benefit.

officials to ensure they were motivated ahead of the August elections ''We are grateful for the tireless efforts you have put up . I must say these efforts have really helped the Party to grow in various corners of the Constituency. We hope you will continue with these works,'' Mr Chansa said. ENERGY SECTOR 2021 OUTLOOK (Touch buttons on the dashboard for a better 2021 energy sector) doubt, 2021 will be a challenging year as well because of a COVID-19 environment and a national election in August, 2021. To build upon the partial success of 2020 energy security and energy diplomacy from a fuels point of view, factors which could harm energy security have to be watched closely. These factors include the exchange rate, turnaround time to mobilize forex for imports and transporter mobility issues. According to the national economic recovery plan which was launched by the Head of State, H.E. Edgar Lungu in December, 2020, it was highlighted that the pricing mechanism in the petroleum subsector will be revised in 2021. This is aimed at reducing the costly inefficiencies in the supply chain. Government has re-assured that its policy is to ensure

that fuel subsidies are very costly and could accumulate very quickly. That is why am against unhealthy subsidies in the energy sector.

We are not privy to these contracts but can only speculate that since these contracts are in US Dollars, the depreciation of the local currency in a COVID-19 environment has drastically affected the ability of the utility company to mobilize enough Kwacha, convert it into US Dollars and pay IPPs their dues which are in US dollars. The utility company buys power in US Dollars and re-sells it in Zambian Kwacha by and large. It is undeniable that the utility company is owing suppliers outstanding amounts in millions of Dollars.

KENYA SAYS IT WILL MOVE AHEAD WITH ASTRAZENECA COVID-19 VACCINE N AIROBI - Kenya is going ahead with its plan to inoculate its citizens against COVID-19 using a vaccine developed by AstraZeneca, a senior health ministry official said on Thursday, dismissing

concerns over its efficacy. South Africa paused the rollout of the vaccine developed by AstraZeneca and Oxford University following a small clinical trial that showed it offered minimal protection against mild to moderate

illness from the 501Y.V2 variant dominant in the country. That move will not deter Kenya, which says it expects to receive 24 million doses of the vaccine beginning this month, said Mercy Mwangangi,

Dear Reader, We trust that you are well and that you and your loved ones are staying clear of Covid–19. Please be sure to follow all the health guidelines shared by the Ministry of Health. We are living in extremely difficult times which call for us to ensure preparedness in fighting this pandemic. This entails that we have to manage other aspects of our lives that can add value to the quality of life that we create for ourselves and our loved ones. Most of the decisions that we need to make in our lives revolve around money. This is because money is not only important in our lives; it is essential. Seeing that we are now restricted in activities that we can carry out in the ‘new normal’ era, it is safe to assume and almost conclude that you have some monies that you planned on using but are not doing so because of Covid – 19. These are monies we are suggesting that you put to good use. Begin to practice doing this so that you make it a habit, your way of life. This, when coupled with mental discipline and capacity to overcome Money ‘demons’ will set you on your path to attaining Financial Freedom. We understand that doing this can be challenging because from time to time, we all fall prey to spending money when we shouldn’t. You are strongly advised to keep away from such behaviour because you are responsible for changing your narrative regarding managing your money. As indicated last week when we shared a story regarding a simple way of budgeting/spending money by apportioning specific amounts in three categories namely NEEDS (50%), WANTS (30%) and SAVINGS (20%) – the 50 30 20 Rule, today we share tips on how you can increase the 20% by decreasing the 30%. Remember that 30% is about things that we could cut down on or totally do away with in some cases. Choose to be smart with your money by converting part of your 30% to 20%; this way, you will help accelerate your Financial Freedom journey. One sure way of attaining this is to avoid unnecessary spending. Yes, this can sometimes be difficult to do, but you can do it, just do it!

Overspending – ‘Mother Demon’, Run, Run & Run! Overspending is a show stopper in your Financial Freedom journey. It is a barrier that can totally mess your financial plans. Spending more than you can afford or buying things you simply don’t need is a ‘no go’ area in Financial Management. Like we always say, the art of Money Management is more behavioural than skill. This means that no hope is lost because if you practise certain tricks of avoiding impulse buying, you will set yourself for success in attaining your financial goals. So Dear Reader, instead of giving in to impulse buying, you can choose to be Money Smart by avoiding the following ‘baby demons’, we show you how! Shopping For Entertainment – Stop It! Stop everything that leads you to this temptation. Stay away from shops and friends/family who are shopping addicts; solo shopping can help you maintain your balance. Shopping Without A List – Get A Life! Always ensure that you have a list when you go for any kind of shopping. More importantly, please challenge yourself to stick to that list. Let’s face it, you will always come across something you didn’t know you wanted and so your list will be your guide in this instance. Impulse Purchases – Run away! Develop a habit of ‘sleeping on it’ for certain purchases. Think hard about whether or not what you want to spend on is a need or a mere random impulse purchase. Decide a waiting period that will work for you. Is it 24hrs, a number of days or even months? This will be influenced by your need and how much you have to spend on a particular item. Doing this will help you to shop/spend with a clear and peaceful mind, making shopping a real pleasure. Illogical Shopping – Use The Logical Part Of Your Brain! Impulse buying is usually emotional, and so it only makes sense that we bring in the logical part of our brain to rescue us. We can think of how much time it takes us to make the cost of the item we want to purchase. If for instance you make K250.00 in an hour and you want to purchase shoes worth K2,500.00, that will translate into 10 hours of your time. Is it worth your time spent on making that money? Only you know the answer. When you choose to be a logical shopper, you can steadily change your mind-set to being realistic about making certain purchases. Compulsive Shopping – Please ReExamine What You Already Have! If you are a compulsive shopper, you will realise that you have a lot of things that you don’t use. Check those closets for clothes that you bought and yet you don’t wear, sounds familiar? Or could it be

Failure to Control Impulse Buying – Plan For It! If your impulse buying is exceptional, the total elimination of it may prove difficult. In this case, be kind to yourself by planning for it. Set aside a bit of money each month as your impulse fund so that you are at least responsible about it; this is not encouraged at all, but we are alive to the fact that some demons are too stubborn! Retail Therapy – Say What? Forget the famous “retail therapy’’! They are clearly better ways of easing the stress that doesn’t require you to spend money. Put off shopping when angry or stressed about something. Spending will not make your mood better in the long term; it will only hurt you. You will stress even further knowing that you spent when you shouldn’t have. Failure To Learn From Your Past – Be Real! Before you make another bad purchase, think about the last bad one you made and how it made you feel. That could just help you reveal some behavioural patterns that hinder your Financial Management journey that you need to change for the better or do away with. Use your will power to do this. Please do not panic if you seem to possess all or most of the demons discussed in this story. You can make a deliberate and intentional decision to change your Financial Management narrative. You Can Do This Is - Eyes On The ‘Ball’, Always Remember Your Goals When all is said and done, always remember your Financial Goals and why you are making an effort to control your spending. Ultimately, it is for you to achieve your most valued financial goals. Therefore, it goes without saying that your goals must be clear, and you must literally place them where you are constantly reminded of them. Your Vision Board or screen saver for mobile devices can be utilised for this purpose. Ignite the creative self in you, adopt any strategy you think you can use to keep your goals top-of-mind. This will go a long way in helping you focus on what is important in attaining your goals, which will guide your behaviour towards money. This requires effort from you, take up this challenge as a Winner and be on your way to achieving your Financial Freedom, Yes you Can! Dear Reader, we trust that today’s story will help you to refocus your energies to making smart and sound financial management decisions if not doing so yet. Be sure to visit any of our branches nearest to you for products and services to help you attain your financial goals. Remember to keep safe as we continue to fight Covid – 19. Be blessed and be a blessing to others.

MALAWIANS CRY ...the President refused to declare improving healthcare services and ending corruption top priorities of his government.

THE REALITY is that Dr Chakwera has shown time and time again that he lacks the ability to lead Malawi and end corruption. He installed a government that critics called ‘incenstious’, excluded women and included crooks. He later made controversial appointments, including a bloated coterie of advisors and to statutory entities that also excluded women and violated statutory provisions.

ALAWIANS are riding the tide of misplaced outrage once again, which is itself outrageous. Party functionaries, in a bid to divert attention from the real culprit, who is one and at the top, have invaded social media spaces with wild accusations against civil servants as if they’re the ones who approve budgets and direct where money must be spent. About the pandemic, there’s ample evidence proving that the President is singularly responsible for the failure to contain the virus and for using the pandemic to line up the pockets of his party and patronage networks. THE PEOPLE

Let Malawians not fool themselves. You have a government led by a man who is deeply flawed. He has no leadership skills. He has no vision. He has no ambition. He has no standards. He offers nothing but empty talk.

We know this from the following facts: The President neglected the pandemic before he took office and after he took office, even as many commentators were calling for the declaration of a health emergency. The President refused to declare improving healthcare services and ending corruption top priorities of his government. His first speeches paid lip service to these important issues, and were rightly criticised by commentators. The Present thought it wise to travel to other coun-

The public announcements made by the President were attuned to the ears of political supporters rather than to the reality in the ground. tries in the region with huge entourages, entangling himself in scandals in South Africa involving the smuggling of prophet and prophetess, and in Botswana involving the failure by the Malawian delegation to observe Covid protocols. He was the only President traveling around, in reckless disregard of the pandemic. These trips also entailed wasteful expenditure at a time of economic hardship. The message was clear to the public that there was no pandemic to be afraid of. The President failed to familiarise himself with the urgent needs of the hospitals in the time of the pandemic. Had he done so, he would have recognised where the money needed to go and directed it there timeously. When prominent people including ministers started dying, the President made pubic announcements in panick. It was foreseeable that the situation would get out of hand. I know this because I was there at the end of December to beginning of January and visited one of the central hospitals. It was evident then that a tragedy was impending. It could have been avoided by taking simple targeted measures, not a careless spending spree. The public announcements made by the President were attuned to the ears of political supporters rather than to the reality in the ground. The speeches disclosed a clear intention to take advantage of the pandemic to line up peo-

ple’s pockets. There was nothing in the speeches that specified what the government would to to boost capacity to handle Covid admissions and bolster prevention measures. Overly inflated sums of money were spouted with no clear justification.

The President never expected to exercise oversight over the expenditure despite his public declarations. It is a humble and diligent citizen Idriss Ali Nassah who took it upon himself to call DODMA to account. In typical fashion, the President woke up from his slumber to make an appearance that he was asking for an account.

At first it was 6.2 billion, then again 17.5 billion. The President mentioned in the most general terms the sectors to be given the money. Health was mentioned in passing. There was no explanation why the other sectors

were being given money in addition to their normal budgets and in quick succession. Neither did the President indicate the proportion that was reserved for the hospitals (especially those facing the largest admission numbers). The government prioritised sending money to district councils among other irrelevant government institutions. Everyone knew that these councils and other givernment departments were peripheral to the specific

The President failed to familiarise himself with the urgent needs of the hospitals in the time of the pandemic. Had he done so, he would have recognised where the money needed to go and directed it there timeously.

emergency at hand. There was no explanation for the specific disbursements and so it is not surprising that the councils other departments didn’t know what to do with it. This was money given gratis without terms, with no purpose. Many items of expenditure have been reported which rest on clear falsehoods. The President knows or ought to know that these heads of expenditure are cover for fraud and theft, which he must have foreseen or intended. The President never expected to exercise oversight over the expenditure despite his public declarations. It is a humble and diligent citizen Idriss Ali Nassah who took it upon himself to call DODMA to account. In typical fashion, the President woke up from his slumber to make an appearance that he was asking for an account. To date he hasn’t taken any action, as he has failed to do before. Let Malawians not fool themselves. You have a government led by a man who is deeply flawed. He has no leadership skills. He has no vision. He has no ambition. He has no standards. He offers nothing but empty talk. He’s presiding over a criminal enterprise — like his predecessors. - RHODESIATIMES

Zambia rout Malawi to storm semis to the last four with an unbeaten record having beaten Namibia and Comoros Islands in the first two games. Mukeya broke the deadlock 22 minutes into the first half from close range after good work from Joshua Mutale. The young striker then rose high to head home his second goal from close range after benefitting from John Chishimba’s free kick in the 67th minute.

Zambia advanced as the best team in Group B having collected the maximum nine points from three matches. The Junior Chipolopolo will now face Mozambique in the semis with the winner going to meet South Africa or Angola who are scheduled to meet in the other semifinal fixture. The semis will be played tomorrow with the last two team qualifying for the under-20 Africa Cup of Nations.

Support for ex-Cameroon player after UCL racism incident PARIS Saint-Germain striker Kylian Mbappe has led football figures in a show of solidarity with Pierre Webo, a former Cameroon player who was allegedly racially abused during a Champions League football match. The game was suspended in the first half on Tuesday after players from Paris St Germain and Istanbul Başakşehir refused to continue playing and walked off the pitch. Başakşehir had accused the Romanian fourth official of

making a racist remark during an argument with their assistant coach, Pierre Webo. Four new officials will adjudicate the resumed match in Paris, which is expected to be played from the exact moment it was halted. The football authorities are investigating the racism claims. PSG striker Kylian Mbappe and Cameroonian football legend Roger Milla tweeted messages of support to Webo. – BBC.
