MINING ‘INDABA’ SET

A MINING “indaba” aimed at ironing out bottlenecks in the mining sector and expected to create a mutual understanding in the industry has been set to take place on April 29 and 30 2021. The “indaba” is also meant to tackle concerns from all stakeholders in the sector and to put in place a stable mining tax regime, among others, amidst a boom in copper prices. Some mines in Zambia are feared to be repatriating proceeds to offshore jurisdictions while declaring losses to evade tax while precious stones and base metals that were exported to foreign jurisdictions were undervalued. Ministry of Mines and Mineral Development Permanent Secretary, Barnaby Mulenga, said Government had formally informed the mining industry to prepare for the meeting. “We have set April 29 and 30, 2021 as dates to hold the mining ‘indaba.’ The mining industry has been informed about this,” Mr Mulenga said in an exclusive interview yesterday. Last week, Zambia Chamber of Mines president, Godwin Beene, said the industry was looking forward to the “indaba.” Dr Beene said at a press

briefing that the industry was waiting to hear from Government on the dates for the “indaba” which was critical to the growth of the sector. In response, Mr Mulenga stressed that Government was targeting to hold the “indaba” before Parliament dissolved in May this year. “We will try and organise it before Parliament is dissolved. Parliament is dissolving in May, so before that we will try and squeeze it in. “The earlier we have it the better, but we need to concretise the date with our policy makers. The minister has to guide that is why at the moment we do not have the date. But we will finalise our consultations soon,” Mr Mulenga said recently. “It is an event which is supposed to have the Finance Minister because of the taxation aspect, it is supposed to have the minister of mines, the Commerce minister because there are aspects of value addition in terms of trade so that at the end of the day we have a balanced programme,” he said. President Lungu during the launch of the Economic Recovery Plan announced that Government will hold a mining sector “indaba” within the first quarter of 2021, with a view to putting in place and implementing a stable mining tax regime so as to increase investment.

Ms Chibwe also said the ACC has continued to carry out activities meant to sensitise the public on the dangers and impact of corruption. She also said the ACC in the first quarter of 2021, concluded and closed 14 investigation cases and that so far, four arrests have been made.

BASELESS ACCUSATIONS THE Electoral Commission of Zambia (ECZ) is right to tell off political parties that have made it their preoccupation to accuse it of all sorts of perceived electoral fraud. This is even before the first vote is cast for the August 12 general elections. Rather than planting mistrust into the operations of the ECZ, it has challenged all the political parties to ensure that they recruit enough polling agents. This will ensure that the political parties, particularly those which have so far shown a morbid fear of the unknown, are present at polling stations from opening time until the votes are counted. For as ECZ Chief Electoral Officer Patrick Shindano said, political parties especially those that keep accusing it of wrong doing, should ensure they fully invest in their polling agents to avoid mistrust. Mr Nshindano said political parties should not cry foul over the electoral process but invest in polling agents to monitor so that there is no unnecessary suspicion. That, we believe is sound advice. If they did this, the nation might see less uncalled for criticism directed against the ECZ. As Mr Nshindano said, they must invest in polling agents than misdirect their mistrust at the ECZ. He emphasised the need for political parties to have enough polling agents because the electoral process was as transparent as the ballot box. “Invest in your polling agents, this is very important because the process is extremely transparent, you are working with a transparent ballot box, you will be seeing it filling and at the end of the day you will count together, we will close the poll together,” Mr Nshindano said. Indeed, the public is often surprised at the unwarranted attacks against the ECZ when some of the shortcomings are coming from the so-called “aggrieved” parties. They have for example complained that there are fewer registered voters in their so-called strongholds in comparison to regions perceived to be pro-ruling Patriotic Front. But they forget that their rivals went full throttle persuading people to register and the results are there for all to see while they were arguing over trivial issues. Arising out of this “anomaly,” some like the United Party for National Development have even written to outside bodies – the African Union and SADC – expressing their misgivings. To ensure more transparency, the ECZ has also come up with the novel idea of converting all streams into polling stations in a bid to enhance result management system. According to Mr Nshindano, the change might seem simple but was very significant in the tabulation of results because that has been one aspect of the electoral process which was the most contentious among political parties. We agree that collecting election results from streams to polling stations brought a lot of confusion among political parties as they feared that the votes would be manipulated during the exercise. But under the new system, each stream now called polling station would have its presiding officer so that once the voting exercise was concluded, it would close and the result announcement form would be signed. “What it implies is that the voting would start and end at the polling station awaiting transmission of the results to the totaling centre and all political parties would be able to know the final results from the particular polling station, Mr. Nshindano said. THE Covid-19 vaccination campaign has been launched with the Minister of Health, Dr Jonas Chanda taking a jab. Zambia received the first consignment of the 228, 000 Astra Zeneca vaccines under the COVAX facility on Monday April 12. And Dr Chanda said the majority of the reported side effects in African countries that have conducted immunisation could be managed. He said the reported effects outweighs the benefits and that there was no need for people to be sceptical. And the Swedish government has contributed US$259 million towards the COVAX initiative. Sweden’s ambassador to Zambia Anna Maj Hultgard said her country was committed to supporting the fight against Covid in Africa through the COVAX initiative. Ms Hultgard also applauded the work of Transparency International

Kalumbila agro yields improve By JACKSON MAPAPAYI FARMERS in Kalumbila have been recording high yields since the embracing conservation farming, Chief Mumena has said. He therefore thanked Kansanshi Mine for introducing conservation farming in his chiefdom. Chief Mumena said that since the introduction of conservation farming, farmers in his chiefdom had been recording high yields. He was speaking during a field day organised by Development Aid from People to People (DAPP) under the theme ‘transforming small holder farmers, our priority' held Kampande FTC. And speaking at the same event, acting Kalumbila District Agricultural Coordinator (DACO) Paul Mwansa said that the Mumena farm block

accounts for 32 percent of farmers out of 8,752 registered farmers in the district. Mr Mwansa advised farmers to always engage his office each time they faced any challenges especially in terms of input distribution. He advised the farmers to start making their K400 contributions towards inputs under the Farmer Input Support Program (FISP) as the distribution of the inputs would start soon. This was after Chief Mumena called for the protection of rural farmers from unscrupulous agro dealers. The traditional leader said the rural farmers needed protection because the distribution of farming inputs was in private sector. He said rural farmers had suffered at the hands of the agro dealers who he said were not distributing the inputs to farmers. Chief Mumena said Government should come up with a monitoring mechanism that would ensure that agro dealers distribute the inputs on time and according how much each was supposed to receive.

According to information obtained, only three candidates applied on the UPND ticket namely; Mr Mulusa, Milner Katolo and Lordwell Kalubankwa. But during the primary

elections, the results went in favour of Mr Katolo who got 314 votes while Mr Mulusa only managed to get 178 votes with Mr Kalubankwa getting 84 votes. On the mayoral position, six candidates applied among them former Solwezi Central MP Dawson Kafwaya, former Mayor Nephan Kamwandi, John Katambo, Remmy Kalepa, Tickky Mulofwa and Bertha Mbambiko. However, Mr Kalepa emerged winner after getting 218 votes followed by

Tourist capital in culture promo By ANDREW MUKOMA DESTINATION Livingstone has launched the first street mural in the tourist capital dubbed “The Selfie Street” to encourage the locals and tourists to take part in artistic works. The Selfie Street is a street with a wall comprising 10 panels, each panel portraying a drawing of different elements familiar to the Zambian culture where people can stand and have a photo of themselves taken. The street mural was developed to promote art in Livingstone as well as to encourage local people to be part of artistic works in the city. In many places around the

world, mural art is used to depict communities, nations, and different cultures and at the same time, murals represent an aesthetic element that helps integrate into people’s environment and turns them into true cultural artefacts and monumental works. It is from that background that, Destination Livingstone decided to create the Selfie Street, where people from different communities as well as tourist would go to take selfies in front of the murals. Destination Livingstone Public Relations Officer, Dorothy Tembo, told the Daily Nation that The Selfie Street was hosted at the Zambia Railway Station which was chosen as the best place to have the paintings.

"The Selfie Street comprises of wall paintings that show the beauty of Livingstone. It also encompasses paintings of traditional drums, Zambia flag, Hello in all 7 Zambian main languages, fishing scene and butterflies," she explained. Destination Livingstone Business Development Manager, Rosie Mercer said: “We decided to do it to encourage our local communities to have fun during the Easter holiday and in the end, three days of fun and hard work turned up into a spectacular tourist site," she said. CHINA’S March copper imports rose 25 percent from a year earlier, customs data showed on Tuesday this week, amid increasing demand for the metal. Arrivals of unwrought copper and products amounted to 552, 317 tonnes last month. According to the Mining. Com, unwrought copper and products were up from 441, 926 tonnes in March 2020, and up 34.7 percent from a 13-month low of 410, 040 tonnes in February this year. China’s manufacturing expanded at a fasterthan-expected pace in March, while activity in the construction sector also increased amid warmer temperatures.

March imports of copper concentrate, or partially processed copper ore, were 2.17 million tonnes, the highest on record. Imports were up 22 percent from 1.779 million tonnes a year earlier, and up 20.5 percent from 1.8 million tonnes in February. “First-quarter shipments of concentrate, the supply of which is very tight globally, were up 7.4 percent year-onyear at 5.96 million tonnes. That is the highest first-quarter amount since at least 2008,” Mining.Com indicated. Meanwhile, copper’s turbocharged rally stalled over the last few weeks as funds have taken profits and physical buyers have refused to chase prices higher. Copper for delivery in May was up 0.24 percent on Tuesday, with futures at US$4.0280 per pound (US$8,616 a tonne) on the Comex market in New York. Analysts say the longer-term picture was still strong, even with concerns over potential curtailment in credit growth in China and the resurgence in coronavirus cases in top producer Chile.

MWEETWA’S PETITION A MISPLACED POLITICAL PRIORITY Dear Editor, IT is strange that barely 48 hours after UPND Deputy Secretary General Patrick Mucheleka congratulated the ruling PF for complying with the provisions of the Republican Constitution and that of the Patriotic Front, embattled Choma MP Cornelius Mweetwa has resurfaced with void threats to hijack the PF and challenge the convention. It is laughable that Mr Mweetwa could proclaim himself as an interested party over the internal processes to the extent that he has to turn himself into the high priest of the PF constitution. Mr Mweetwa is showing the public disrespect of the democratic process of PF while he wants the public to perceive him as the proponent of the constitution. We expect him to show political maturity and congratulate his political competitor for respecting its constitution and that the transition leading to installing the new central committee has been done in a more exemplary manner. Mr Mweetwa’s intimated petition is misplaced political priority and an attempt to destabilise the peaceful political atmosphere in the run up to the elections. Since he placed reliance on the phraseology of Article 60 of the Republic Constitution, we too had invested valuable time to study the said provi-

sions. We are fortified that Article 60 does not prescribe the method of conducting a convention for it to pass a democratic test and not even the Electoral Process Act no. 35 of 2016 attempts to standardise the democratic process. Mr Mweetwa as a lawyer is aware of Article 60 (4) (e) which (in paraphrase) leaves it to Parliament to enacting enabling legislations and prescribe all matters incidental to Article 60. By implication, Article 60 is not enforceable in its own right and does not equally mention the reliefs that Mr Mweetwa seeks to claim from the Constitutional Court. Article 60 depended on Parliament enacting an enabling

legislation to actualise it, otherwise in its current form remain a mere resource for moral obligations political parties to uphold internal democracy. We do recall that in 2019, Parliament had a golden opportunity to undertake political party reforms aimed at institutionalising Article 60 by introducing some bills to Parliament. Among the Bills included Constitution of Zambia (Amendment) Bill no. 10 of 2019, the Electoral Processes Act and the Political Party Bill. It was Mr Mweetwa and his cohorts who were strongly opposed. Mr Mweetwa should therefore restrain himself from igniting unnecessary political

Govt bans sale, lease of council properties By SILUMESI MALUMO

LOCAL Government Minister Dr Charles Banda has directed all councils to stop the sale or lease of any council property. Dr Banda said this includes all council land, buildings and machinery. The minister said all local authorities must reverse any sale or lease of property that had been done in the last three months, starting January 14, 2021. He was speaking at a media briefing yesterday in Lusaka.

Dr Banda “The ministry has in the last few days received reports from across the country that there has been possible reckless sale and lease of land, open spaces as well as movable assets by the local authorities,” Dr Banda said.

The minister said any individual or institution that bought or leased property from any council should be refunded immediately. Dr Banda said in addition, all council resolutions which were made in the last months to allow such sale or lease were nullified. "In our quest for inclusive development, we shall endeavour to work diligently and progressively and my ministry will continue to ensure that our citizens have access to services through our local authorities. "The ministry has in the last few days received reports from across the country that there has been possible reckless sale and lease of land, open spaces as well as movable assets by the local authorities," Dr Banda said.

MANAGERS and the general workforce at Mopani Copper Mines (MCM) must put in their best to sustain the operations and continue increasing production. The managers should avoid being embarrassed for failure to run the mines following the exit of Glencore International PLC, mine unions have said. Mineworkers Union of Zambia (MUZ) President Joseph Chewe said Zambian managers and the entire work force must work hard to prove that they were capable of running the mines and prove critics wrong. Mr Chewe was speaking yesterday at Milford Lodge in Kitwe when the six mine unions, among them MUZ, National Union of Miners and Allied Workers (NUMAW) and MCM management signed a 15 per cent salary increment "I would like to thank the negotiating team from the union side for finishing the negotiations within time. Coming to the issues of negotiations, we are aware that we had to drop other issues and focus on the salary because it is more important "We are happy that we managed to clinch the 15 per cent salary increment. We are hopeful that our members will accept this. The most important aspect now that we, as Zambians, are running the mines is to put our best and sustain the operations to avoid being laughing stocks,'' Mr Chewe said Mr Chewe said he was hopeful that the 15 per cent salary increment which MCM had awarded its employees would cushion the challenges. He said, while the 15 per cent may not be a bigger increment, it would definitely make some differences in the lives of the miners. He also said miners at MCM were waiting for the terminal benefits which they had worked for when the mines were under Glencore PLC And speaking later, MCM Chief Services Officer Justin Ndhlovu said the management was thankful for the support and patience the workers had exhibited during negotiations. Benson Chilufya said: “Yes, we have heard that Government has received Covid-19 vaccines, but to say the truth, in no uncertain terms, we will not allow our children to be administered with those

vaccines. No. "We are not ready to have our children administered with these Covid-19 vaccines. So immediately government starts its vaccination programme in schools, we will withdraw our children from schools,” said Margaret Chibesa. Another parent, Suzanne Chibuye, said instead of administering people with vaccines, it was much better to continue adhering to the health guidelines “We have been told these vaccines are aimed at eliminating Africans and so it

will be difficult to take them whether the rumour was true or not. So let us just adhere to the health guidelines which we have been told to follow. Ms Chibuye challenged Government to justify why it had accepted the vaccines when cases were reducing and most businesses had been opened. But recently, Health Minister warned that a third wave of Covid-19 could break out as the country gets to winter, hence the imperative need to roll out the vaccination programme.

‘Women need more land for bee-keeping’ By SANFROSSA MANYINDA ZAMBIA should seriously start looking at women land rights and natural resources in extractive industry, Save the Environment and People Agency (SEPA) has said. SEPA Chief Executive Officer, Mailes Zulu, therefore encouraged traditional leaders to offer land to women who were in bee-keeping and other innovations. Ms Zulu said women in

such a business needed to own their own land so that they could conduct their farming and business without disturbances. She said bee-keeping needed land ownership because the apiary needed to be secured so that they could be protected from people. Ms Zulu was speaking in an interview with the Daily Nation in Kitwe. "We need to protect the apiary from people who cut and burn trees because such

activities disturbs where the bees get pollen from. "Let us push for land ownership as it is the only way the community will be protected from intruders like investors and other individuals that are in a habit of grabbing land," Ms Zulu noted that the cutting and burning down of trees would hinder progress of the business and development of the Community because the land will not have been secured. ‘UPND lacks discipline’ By ROGERS KALERO THE beating up of UPND Nchanga constituency chairman, Reuben Sitali, by fellow cadres is a clear indication that the opposition party lacks discipline, PF Copperbelt youths have said. PF Copperbelt youth secretary, Moses Musonda, said UPND was a violent party which tolerates insurgency among its own officials. On Monday, hell broke loose in Chingola when rampaging UPND cadres pounced on their constituency chairman after disagreeing on the intra-party primary elections. Nine of the UPND cadres were apprehended and locked up after the violence on Monday around 09:40 hours at Block 4 Kasama Flat in Nchanga North. Mr Musonda said the UPND officials have no ca-

pacity to reason and the best they could do whenever they had differences was to resist to violence. He said a political party with discipline, would not quickly resort to violence and beat up its constituency chairman. Mr Musonda said people could now easily tell that the UPND was a violent party, which did not deserve state power. IMF INFLOWS EASE PAIN FOR IMPORTERS, LIFTS SHILLING NAIROBI - What has been a source of anger for most Kenyans on social media concerning the government’s huge appetite for loans is turning out to be good news for importers. The disbursement of the Sh33 billion by the International Monetary Fund (IMF) has injected some life into the Kenyan Shilling, easing the pain for traders who use foreign currencies to buy goods and services in the global market. By end of Friday last week, six days after the IMF released its first instalment of the Sh253 billion facility, the Kenyan shilling gained ground against the dollar, with Sh107.3 of the local unit fetching a greenback. This was the strongest exchange rate for the Shilling since August 6, 2020, when Sh107.9 of local currencies fetched a dollar. The first tranche of the funds, which were available for use on April 2, after the IMF’s Executive Board approved the facility, are supposed to help the country

Sasol eyes 900 MW of renewable energy from independent sources JOHANNESBURG - Faced with pressure to reduce its greenhouse gas emissions, Sasol has opened invitations for 900 MW of renewable energy to service its local operations. The company, together with Air Liquide - which operates the Secunda oxygen plants it acquired from Sasol in 2020 - said the development would be the largest renewable energy procurement deal from the private sector in the country, and highlights the value of partnerships on such projects. Both companies will jointly procure 900 MW of renewable energy by 2030, with 500 MW allocated to Sasol and 400 MW to Air Liquide. "We are targeting the procurement of the first 600 MW of capacity this year, around 1 800 GWh per year, of which 400 MW will be allocated to Air Liquide and 200 MW to Sasol, with the envisaged commercial operation dates commencing in 2023," said Lebelo Lukhele, Sasol's chief procurement officer for the energy business. According to the company,

Mining reports first year-on-year increase in 12 months JOHANNESBURG - February mining production has surprised, lifting marginally by 0.8 percent on a year-on-year basis, data from Stats SA shows. This is the first positive year-on-year growth figure for the industry reported in 12 months. The market consensus was for a 3.4 percent year-on-year decline. According to Stats SA, the year-on-year growth was driven by iron ore production, up 65.7 percent; followed by manganese production, up 21.6 percent; and "other" non-metallic minerals, 12.6 percent. Coal and gold production both declined - down 19.3 percent and 8.7 percent, respectively. On a month-on-month basis, mining production increased 3.8 percent, significantly more than the market consensus of a 0.4 percent month-on-month lift. Mineral sales increased 26 percent year-on-year in February. Sales were driven by platinum group met-

als - up 71.5 percent; iron ore - up 47 percent; and manganese ore - up 39.7 percent. Seasonally adjusted mineral sales at current prices decreased by 10.7 percent in February 2021 compared to January 2021. UK exports to EU rebound partially after January’s slump LONDON - Trade between the UK and EU partially recovered in February, after a steep drop in January following Brexit. Official figures show exports to the EU jumped by 46.6 percent, £3.7 billion, to £11.6 billion, following January's 42 percent slump when firms struggled with new trade rules. However, the Office for National Statistics said exports were still below last year's levels and imports from the EU

had seen a weaker recovery. Other figures from the ONS showed the UK economy grew by 0.4 percent in February. The UK's statistics body said the economy was still 7.8 percent smaller than a year earlier, before the impact of the pandemic. Last month's trade figures were the first since new trading rules came into force as a result of Brexit trade rule changes. Both the ONS and busi-

ness analysts said the drop in trade flows was partly caused by stockpiling in December 2020, as businesses tried to get ahead of the introduction of the new rules, depressing trade in January. Prioritise worker education, unions told By NATION REPORTER THE Ministry of Labour and Social Security has bemoaned lack of worker education by trade unions and affiliated bodies. This follows inspections carried out in Southern Province by a team of Labour Inspectors led by the Assistant Labour Commissioner, Charles Muwowo which targeted Choma and Namwala farmers. Mr Muwowo explained that during the tour, most workers expressed ignorance about their rights, hence calling upon trade unions to sensitize their members. "The challenge we find on most farms, was lack of

worker education because if workers are unionised then it is the responsibility of the unions where they are affiliated to sensitize them," he said. Mr Muwowo noted that interaction between the unions and their members was not effective because workers complained about matters that were not a breach of their conditions. He observed that most farmers were affiliated with Zambia Farm Employer Association which had signed a collective agreement with National Union for Plantation Agriculture Allied Workers Union and other sector based unions. "Generally, what is on

the ground is that for those that are under the collective agreements, there are few challenges. This is because the employers are affiliated with Zambia farm employers Association while employees are not unionised. This is the matter that the Ministry needs to address together with employers," he noted. Mr Muwowo indicated that the team also inspected some abattoirs in Namwala and has since applauded ZAMBEEF for giving their employees good conditions of service and salaries which were above the Minimum wage. In total, the labour inspectors conducted seven farm inspections in Choma and four farm inspections in Namwala.

Mind your business, Lubusha tells Mweetwa By OLIVER SAMBOKO THE UPND should stop poking its nose in the affairs of PF in its desperate quest to remain relevant to the country’s political dispensation, Eastern Province chairperson Andrew Lubusha has said. Commenting on the 24 hours ultimatum issued by UPND through its spokesperson Connelius Mweetwa, Mr Lubusha said the opposition party should stop being petty and instead start preparing for another humiliating defeat in the August 12 general election. He said UPND was not part of the PF family and therefore has no right to dictate how the PF affairs ought to be decided. Mr Lubusha said unlike the UPND that was lead by a dictator in name of Mr Hakainde Hichilema who is treated as a small god, the PF was a party of consensus where every decision made must be agreed by the majority. He said the ultimatum given by the UPND has vindicated Zambians who have been saying the opposition party was full of cry babies who don’t mean well to the country.

Mr Lubusha said the UPND has been misleading Zambians on a number of issues the reason why come August 12, the citizens will be voting for the PF which has a proven record of spearheading development. The UPND has given a 48 hours ultimatum to the ruling Patriotic Front government (PF) to reconvene for a convention so that it can fulfill the requirements of the law. Speaking to the Daily Nation in Mazabuka, party spokesperson Cornelious Mweetwa, said what PF held over the weekend was not a convention but a hoax and drama to the nation as it did not have any ballots and elections. Mr Mweetwa warned that failure by PF to reconvene for a convention, the UPND will take the matter to the constitutional court to block any Patriotic Front members from filing in to participate in the coming general elections. Mr Mweetwa said no elections were held and it’s shocking that even the new members like Charles Kakoma who recently joined the party are now a member of the central committee.

ZAMBIA Sports Fans Association (ZASPOFA) patron Peter Makembo is calling on well-wishers to come to his aid to help him raise over K60, 000 required for his spinal surgery which should be done before May 17 this year. Makembo, who has been diagnosed with a chronic inflammatory disorder affecting his right hand and his spine has been advised to go for a spinal surgery as soon as possible to avoid being confined to a wheelchair. In an interview Makembo said he had visited a private hospital where the disease was identified but could not be treated because he cannot afford the K97, 000 cost for the treatment.
