Desperate attempts by Mr Sangwa to block President Edgar Lungu from contesting August 12 general elections will not succeed, Mr Zim-ba said. And Mr Zulu, the former Eastern Province min-ister said Mr Sangwa was not able to marshal up any better argument on President Lungu's el-igibility. Mr Zulu said in an interview that Mr Sangwa has lost it and shown that he has no muscle to argue the eligibility issue. Mr Zulu said Mr Sangwa was not capable of coming up with fresh arguments on the eligibil-ity debate because the issue had been settled. He advised Mr Sangwa to concentrate on other productive issues because he has failed to pre-sent better arguments to the court on the matter. "I am only hoping that next time he goes to court, he has better arguments because that is-sue is a settled matter," he said. Mr Zulu advised Mr Sangwa to ensure that whatever he takes to court was not vexatious before the court. Mr Sangwa is quoted in the media saying the is-sue of President Lungu's eligibility was not yet over and that the dismissed

petition had nothing to do with the eligibility. He had petitioned the court to order the Elec-toral commission of Zambia (ECZ) to amend the affidavit for Presidential candidates to in-clude the number of times the candidate has held office as President. Meanwhile, Mr Zimba said the eligibility mat-ter was a dead issue and that it was high time Mr Sangwa concentrated on other matters of national importance. He said the Constitutional Court was the final court and no other court would handle that which has already been settled by the constitu-tional court. On Thursday, Mr Sangwa walked out of the court a gloomy man after the Constitutional Court dismissed his petition where he wanted the court to direct the Electoral Commission of Zambia (ECZ) to amend the affidavit for Presi-dential candidates/Running mates to state the number of years one has served. Mr Sangwa wanted the affidavit to include a paragraph saying "I have not twice held office as President" for it to comply with article 106 (3). But Mr Sangwa has insisted that the dismissed petition had nothing to do with the eligibility case and warned that the matter was not yet over.

FORMER Presidential spokesperson Dickson Jere has called for magnanimity and unity of purpose among PF aspirants who have not been adopted. Mr Jere was among the 10 candidates who had applied to contest the August 12 election on the PF ticket, which went to former Lusaka mayor Miles Sampa who will be the torch bear for the ruling party. Mr Jere said he is proud of having participated in the heavily contested political contest. Mr Jere also congratulated all the winners in all the 156 constituencies and districts who have emerged victorious through the final adoption by the PF Central Committee. “Congratulation to the winners in all

FORMER National Democratic Congress (NDC) leader Chishimba Kambwili has been acquitted in a case he was charged with defamation of the President. In this matter, Kambwili was found with a case to answer and put on his defence for alleging that Lusaka business executive Valden Findlay was using the Presidential jet to courier drugs. When the case came up yesterday for continued defence before Lusaka Magistrate Felix Kaoma, private prosecutor State Counsel Emmanuel Bupe Mwansa told the court that complainant Peter Chanda, who is New Congress Party (NCP) president, had decided to withdraw his complaint against Kambwili so that the parties could resolve the matter amicably. Mr. Mwansa said the prosecution had invoked Section 88 of the Criminal Procedure Code (CPC) in withdrawing the complaint against the former Roan MP. Defence lawyer Keith Mweemba then applied to the court that Kambwili be acquitted under Section 201 of the CPC since the case was privately prosecuted after which Mr. Kaoma acquitted the latter. After his acquittal, Kambwili thanked Mr. Chanda and the private prosecutors for deciding to withdraw the complaint against him. He said he had been going to court frequently for the past few years and some

people wanted to see him continue going to court all the time. In March this year, Kambwili unreservedly apologised to President Lungu and Mr. Findlay for accusing them of being drug dealers. He said he should have cared enough to verify the information that was given to him by some people before making a media statement. He still has another case of defamation of the President pending before High Court Judge Lameck Mwale, who sits as Chief Resident Magistrate in the matter Kambwili has been put on his defence for allegedly referring to President Lungu as a dog from Chawama. In another case before High Court Judge Mwaka Mikalile, who sits as Principal Resident Magistrate, Kambwili, his son Mwamba, two Zambia Revenue Authority employees, and Mwamona Engineering Technical Services Limited, have been found with a case to answer for making a false tax clearance certificate, uttering a false document, obtaining pecuniary advantage, and possessing over K6 million suspected to be proceeds of crime. Last October, Kambwili was convicted for forgery and uttering a false document by High Court Deputy Registrar David Simusamba who sat as Principal Resident Magistrate in another matter which saw him spend 13 days in prison before he was released on bail pending appeal.

TEN Zambian employees and a Chinese sustained multiple burns after an explosion at Jinfa Steel Company Limited. Six of the victims are in a critical condition. The explosion occurred on Thursday morning at the company premises at Sabina area on the KitweChingola road. The 11 victims were identified as Evans Kalufyanga, aged 46, Maybin Nkandu 29, Gideon Mtonga 32, Mike Shabukome 28, Aaron Musonda 29, Kunda Nkandu 24, Angel Mubanga 29, Christine Simwanza 31, Musonda Everisto, 26 and Luo Yi Ping, 55. Copperbelt Commissioner of Police Elias Chushi, said the workers were loading scrap metals in the furnace when the substances exploded and splashed on the employees. “It is suspected that some scrap metals had harmful substances which could have caused the explosion. All the injured are admitted to Sinozam Friendly Hospital in Kitwe. “Out of the 11 casualties, six are in a critical condition whereas five are stable,” Mr Chushi said. He said that investigations had been instituted.

GET VACCINATED THAT more Zambians are reported to have responded positively and been vaccinated against the Covid-19 pandemic is a sign that the country is on the right trajectory in its efforts to contain the pandemic. It is a plus for the Ministry of Health and others spearheading the Covid-19 fight that their efforts are not in vain. Amidst misinformation from some quarters in the nation to dissuade people from getting vaccinated, the opposite has been happening. As of yesterday, more than 100, 000 Zambians were reported to have been vaccinated against the Covid-19, Ministry of Health Permanent Secretary Technical Services, Dr Kennedy Malama disclosed this in Lusaka. Following the vaccination of 4, 943 persons against Covid-19 in the last 24 hours, the cumulative number of those vaccinated now stands at 100, 373. The number can be said to be encouraging since vaccination is voluntary. The authorities have confidence that Zambians will make an informed decision and accept to be vaccinated on their own. What is important is for the health authorities to maintain the robust public Covid-19 awareness drive that has been put in place. With the campaigning for the August 12 tripartite elections getting into full swing, it is important that sensitisation is maintained and even stepped up. There is a danger that in the excitement that goes with political campaigning, people will forget or ignore to observe the Covid-19 health protocols that emphasise masking up in public in particular. We implore the public and more especially political leaders to heed the advice from Dr Malama in which he has urged the general public to continually adhere to the five golden rules of masking up correctly and consistently, maintaining physical distance and washing hands frequently or using hand sanitiser. Public rallies are among what are described as super spreader events. This is the more reason why even the Electoral Commission of Zambia has advised political parties to avoid them if possible. Dr Malama said people should also avoid crowded places if possible, particularly super spreader events, or stay at home. We do not think avoiding to hold public rallies will make people lose interest in the elections. With all the technology that has developed, political parties just need to change their strategies in the manner they interact with the public and retain their interest. In the meantime, we applaud the Ministry of Health that no death from Covid-19 has been recorded in the last 24 hours. Dr Malama also disclosed that in the last 24 hours, Zambia recorded 94 new confirmed cases of Covid-19 out of 4, 940 tests conducted giving 1.9 percent positivity, spread across all the provinces. The nation must ensure that the Covid-19 pandemic is contained, and as we have pointed out, vaccination is a sure weapon to protect citizens from being infected. People must not pay attention to the lies and myths being told about the Covid vaccines. These, as the Ministry of Health has explained are safe and their efficacy has been subjected to stringent tests locally and globally through the World Health Organisation.

HE United Party for National Development (UPND) has continued losing prominent members to the ruling Patriotic Front (PF) with the latest being veteran lawyer Milner Katolo and Lusaka Province vice chairperson Nchimunya Kaluwe Chiinza. Mr. Katolo was a member of the UPND national management committee, one of the lawyers who represented UPND president Hakainde Hichilema when he was charged with treason and other offences. Speaking when he defected to the PF yesterday, Mr. Katolo said he had aspired

to contest the Solwezi Central parliamentary seat on the UPND ticket and won all primary elections at constituency and district levels that recommended him as the right person but some people wanted him to bribe them so that he could be adopted. He said he refused to bribe the said individuals on grounds that he is not cheap and told Mr Hichilema to do the right thing failure to which he would be done with him. Mr. Katolo said yesterday he had decided to work with the progressive PF and that his defection is just the beginning because he has a huge following in Solwezi where he will be tomorrow. He said he will pull numbers in Solwezi so that they

But Ms Imboela has given Mr Joseph Akafumba and Ms Bridget Atanga 48 hours to stop masquerading as party officials or be sued. Mr Mumbi said the NDC would report Ms Imboela's lawyers to the Law Association of Zambia (LAZ) for misleading their clients. He said it was unfortunate that Ms Imboela's lawyers had decided to disregard the Ndola High Court order. "We will soon be reporting Fred Jere and his associates to LAZ for misleading their clients on the court injunction that ordered Chishimba Kambwili and his servants to stop

masquerading as NDC," Mr Mumbi said. He said it was unfortunate the Saboi-led faction and their lawyers has continued misleading courts. Mr Mumbi accused Ms Imboela of trying by illegal means to hold on to NDC to accommodate Mr Kambwili in an event that the PF dumps him after the 2021 general elections. Mr Mumbi said was not in order to start a matter when there was another matter with similar facts in another court. "It is even laughable to respond to that group of indecent Zambians that do not have regard for the law, you cannot start a matter when there is an existing matter in court with similar facts," Mr Mumbi said. ECZ Corporate Affairs manager Patricia Luhanga said the allegations were baseless because the complainants could not point out the specifics of the accusations. Ms Luhanga maintained that no political party, not even the ruling party, was involved in the generation of the electoral calendar as alleged. She said in an interview that the electoral calendar was independently developed by the ECZ in January this year, stating that all stakeholders were aware of all the contents. "The calendar was developed by the ECZ and not a political party in January this year and it has consistently been sharing dates with associated activities with stakeholders such as political parties and the media. How then is it in the hands of the mentioned political party?" she wondered. Mr Msoni accused the ECZ of allowing the ruling party to make changes to the time table while other political parties were not allowed. He also alleged that the ECZ openly provided institutional and logistical support to the ruling party ahead of the August 12 elections. Mr Msoni added that the ECZ was not demonstrating equal treatment of all parties in the way and manner it was doing things.

UPND candidate in Katuba rejected By NOEL IYOMBWA CONFUSION has characterized the United Party for National Development (UPND) adoption process in Katuba constituency where the party has settled for Mwabashike Nkulukusa. UPND supporters have rejected Mr Nkulukusa, stating that he was not popular on the ground. Some supporters feel the party made a wrong decision to choose a candidate who has not been on the ground. One of the supporters, Beatrice Mwala, said the UPND has given the seat to the Patriotic Front (PF) by choosing a candidate who is not preferred by the people in Katuba. Ms Mwala said immediate past MP Aubrey Kapalasa had been with the people and delivered development

Refugees get vaccinated By FLAVOR KANUNGO Commissioner for Refugees Abdon Mawere has disclosed that over 40 refugees and staff at Mayukwa-yukwa and Maheba refugee settlements have been vaccinated against covid19. Mr Mawere explains that those vaccinated include frontline refugee officers, social welfare officers, health staff and asylum seekers. The trio are alleged to have cheated the women that they were from a money lending institution and asked for contributions of membership fees. According to information obtained, women were asked to contribute different membership and share-capital amounts to access loans of up to K50, 000.00. The three are said to have collected a total of K27, 000.00 from the unsuspecting loan seekers who were mostly women. Villager convicted for defiling step-daughter, 13 By STEPHEN MWEWA A KASAMA Magistrate’s Court has committed a 48-year-old brick-layer to the High Court for sentencing after convicting him of defiling his 13-yearold stepdaughter. In this matter, Festus Chambanenge of Kungu village in Kasama was charged with defilement as he had defiled the 13-year-old girl on several occasions in February, this year. Chambanenge infected her with multiple diseases and Resident Magistrate Samson Mumba convicted him and committed the matter for sentencing to the High Court. The court heard that the mother of

the girl went for a visit to Mporokoso for some days and left her daughter with her husband so that she could be doing house works. In court, the girl testified that Chambenenge stated having sex with her and that she reported the matter to the neighbours who later reported the matter to police. The girl started having difficulties when walking after being infected with sexually transmitted diseases. When the matter came up for judgement, the magistrate said he was satisfied that the state proved its case beyond all reasonable doubts and convicted him to the high court for sentencing.

The country will also experience a second phase of load management to run for approximately fifteen days in June 2021. The Kariba Lake is designed to operate between levels 475.50m and 488.50m (with 0.70m freeboard) for hydropower generation.

Ministry of Gender Permanent Secretary, Saston Silomba, announced this when he addressed two of the beneficiary clubs of Chalimbana and Njolwe wards. He handed over two maize shellers to the two clubs and 1, 000 village chickens to 11 clubs. The groups that received chickens also received chicken feed, drinkers and feeders during the event which was held at Chalimbana Adult Literacy Centre. He observed that women were a key stakeholder in the country’s social and economic development and as such needed to be empowered. Dr Silomba said that women empowerment was Government’s priority because of the role that women play in fighting poverty at household and community levels. According to him, women have demonstrated their skills, knowledge and networks to efficiently lead in national development and poverty reduction. He said that Government would ensure that women were empowered in order to curb gender-based violence and child marriages. Dr Silomba said that empowering women was one way of promoting women rights and gender equality. And Chongwe District Administrative Officer, Laura Gondwe, urged the women to ensure that they grow their businesses in order to uplift their living standards. In an interview Ministry of Gender director, Henry Nkhoma, said the ministry had procured 12 maize shellers for 12 women cooperatives in Lusaka, Central and Eastern provinces. SIX of the 10 largest copper producers in the world still succeeded in increasing output for the year in 2020 despite the initial impact of the covid-19 pandemic on global mining operations which was immense. The highest increase in copper production was by Canada’s First Quantum, which, despite all the challenges, reported 10.4 percent growth in 2020, according to United Kingdome based analytics firm GlobalData. This year, copper production from the top 10 companies is expected to bounce back, rising by up to 3.8 percent to reach 12.2 million tonnes, GlobalData estimates. On the 2020 performance, the firm indicated that First Quantum’s Sentinel mine in Zambia and Cobre Panama were key contributors to this growth. While the latter remained under care and maintenance between April and August, it delivered record production levels during the subsequent months. The firm however indicated that production from the world’s top 10 copper mining companies decreased in 2020, albeit by a marginal 0.2 percent to 11.76 million tonnes.

Associate project manager at GlobalData, Vinneth Bajaj, said around 9.1 percent growth was expected from First Quantum and 5.3 percent higher copper cathode output was expected from Jiangxi. Recently, the Zambia Revenue Authority swung into action to impound all dubiously imported vehicles into Zambia. “’During the three hour operation, 74 vehicles were impounded and this raised serious concerns from the Commissioner General of ZRA, Kingsley Chanda,” he said. Mr Sikalinda stressed that no penalties or interest would be charged, and no other administrative sanctions would be applied. Therefore, Mr Sikalinda said, anyone driving a vehicle with questionable clearance documents should take advantage of the gesture to normalise their importation. “This relief will apply from today until the 26th of May, 2021, after which any vehicle with questionable clearance papers will be impounded,” he said. Mr Sikalinda said ZRA was carrying out a comprehensive audit of the Customs system. This process involves matching the number and details of vehicles imported on the Customs ASYCUD System and the vehicles registered with the Road Transport and Safety Agency “The audit that has been going on for some time now, has revealed serious discrepancies. “However, instead of outrightly seizing and forfeiting these vehicles, the Authority has opted to give a grace period and allow the owners to have their vehicles legitimately cleared into the country after paying principal taxes,” Mr Sikalinda said.

Kabombo has not be left behind - DC

GOVERNMENT has never sidelined Kabompo district in the developmental agenda, says District Commissioner, Patrick Kasoka. Mr Kasoka explained that his office has in the last five years managed to increase the number of beneficiaries on the social cash transfer programme from 4,000 to 6,000 just to enable the vulnerable livelihoods to be uplifted. "Government has never sidelined Kabompo in the development agenda, despite the limited resource envelope, notable developmental achievements have been recorded”, Mr Kasoka said. The DC said this in Kabompo on Wednesday during a last full council meeting. Mr Kasoka added that Government has consistently catered for farmers under the Farmer Input Support Programme (FISP) as well as built 15 secondary schools as previously only four existed in the entire district. "Kabompo only had four secondary schools but now has 15 which have been built in a space of five years and as such also managed to recruit 588 teachers to be in these schools,” Mr Kasoka said. He said four rural health posts had been constructed and commissioned as well as the Enoch Kavindele mini hospital to help increase quality health services closer to the people of Kabompo. At the same event, Kabompo district agriculture coordinator, Peter Chibizwa, said the agriculture office has captured over 16,000 farmers though only 7,000 are picked to be considered for the FISP programme due to the limited resource envelope. Mr Chibizwa said the farmers that continue to benefit will at some point be weaned off to allow others benefit as the programme is not perpetual. "We have over 16,000 farmers and we picked the 7,000 from the same. 9,000 farmers on our system are still pending as they do not benefit from the programme. "The plan is to have some of these farmers weaned off at some point so that others benefit from the support programme,” he said. Meanwhile, Kabompo Town Council deputy council chairperson, Miyutu Kalesa, thanked Government for working with all the councillors during their tenure despite their political affiliation. Mr Kalesa said it was pleasing to see many notable projects take off and completed as all the Government departments showed unity in the implementation process. "We are glad that you all worked with us as one during our tenure as councillors. DC we commend you to continue with this spirit even in the next term. "Your presence has allowed us to get the answers we all had, please continue,” he said. And Kabompo Town Council Secretary, Brian Musonda, said the community radio station will be in operation in the next three months as the contractor has already signed the contract. The journalists had gone to the UPND secretariat for a media briefing when the uncompromising cadres, raised against them and attempted to grab the camera. Gwembe boosts honey-making project GWEMBE district has received 1,000 bee-hives to benefit 100 people that are involved in honey making business. According to Gwembe District Bee Keeping focal point person, Dominic Kunda, the beneficiaries were in four agriculture camps. The honey production project will be piloted in Bunyeta, Gwembe Central, Luumbo and Munyumbwe agricultural camps. Mr Kunda said the project was funded by the United Nations Development Programme (UNDP) under the Climate Resilience of Agricultural Livelihoods in Agro-Ecological Regions I and II (SCRALA).

The project was aimed at empowering the 100 people to produce and harvest the natural resource, honey. Mr Kunda said the Ministry of Agriculture would work closely with the forestry department under the Ministry of Lands in implementing the bee keeping honey project. “These bee hives will be distributed to the honey farmers in the four camps and the Ministry of Lands is our implementing partner,” Mr Kunda said. He said Gwembe district has great potential for honey production adding that there is a ready market for the national resource. Mr Kunda said that target-

ed farmers had already been trained on how to produce and harvest honey and added that the district would produce 2,000 tonnes of honey by September this year. Meanwhile, Mr Kunda said that the district has procured an assortment of honey-making accessories, which include gum-boots, gloves, veils, overalls, smokers, bee brushes and harvesting knives which are required in the harvesting of honey. And acting Gwembe District Forestry Officer Lumpa Kaunda said the honey project would be rolled out to 12 agricultural camps after piloting it in the four sites.- ZANIS

Zambezi resident falls off moving tractor By JACKSON MAPAPAYI A 30 year old man in Zambezi district is battling for his life after falling off a moving tractor, whose trailer ran over him. North-western province Commissioner of police, Joe Njase, confirmed the sad development which occurred on Wednesday around 14:00 hours along the Dipalata road. He identified the victim as Rotty Chibunda. Mr Njase said Mr Chibunda was perched on unregistered Mess Ferguson tractor along with 10 other passengers when the victim fell off.

The tractor was being driven by 29-year-old Lanosa Michelo. He explained that after falling off the tractor, Mr Chibunda was run over by the trailor on the upper part of his body. "In the process, he sustained an injury on the ribs and browses on the body," he said. He said the victim was rushed to Zambezi District Hospital where he is receiving treatment while the tractor has been impounded. Meanwhile, a 49-year-old woman of Kachinga village in Kalumbila district is nursing burn wounds after the house she was sleeping in was set ablaze by

unidentified people. Mr Njase said the incident happened on Wednesday between 01 and 02 hours and identified the victim as Maggy Muyembe. He said that police received a call that the victim's house was set on fire by unidentified people which resulted into burning of household goods valued at K1,400 and K400 cash. Some people poured petrol through the sitting room and lit the house. "The victim sustained severe burns and was rushed to Lumwana district hospital where she is receiving treatment," he said.

The traditional leader said those that have been left out of adoptions should embrace the adopted candidates because they had the common interest of serving Zambians. He said in an interview that the unsuccessful party members should not hold grudges against the adopted candidates as doing so would be damaging not only to their political career but also disturb unity. The redemption of the endangered forestry resources Dear Editor, ZAMBIA is endowed with the forestry resources but it remains unexploited for the positive good of the public as it is subject to wasteful activities, especially deforestation. From historical times, Zambia has not exploited the prospects of diversification of the utilisation of the forestry resources save for charcoal burning and other unconventional farming methods among them shifting cultivation otherwise known as the Chitemene system. The consumption of the forestry resources through charcoal and firewood has made Zambia’s forestry resources not to be utilised and explored the diversification of the forestry products.

The Patriotic Front manifesto (2021-26) on Chapter 12 has undertaken for the prudent utilisation of the forestry resources for the stimulation of other activities of the economy. To mitigate the ongoing diminishing of the forestry products, the Patriotic Front government has undertaken the following remedial measures: - So far 11, 000, 000 seedlings have been planted per year using a multiple stakeholder from both the public and private sector who have been integrated. - Introduction of the plantation of special bamboo for charcoal production. This will substitute the ongoing explanation of the forest resources. - Restriction of the forestry

licencee only to Zambians. - Banned the importation of forestry logs to allow for plantation and multiplication of the forestry products. - Banned the importation of furniture in educational institutions. After 2021, the PF government will hit the ground running and proactively implement the following measures that will mechanise the utilisation of the forestry resources with the view to promote the industrialisation agenda. The PF government will introduce the multisectoral approach in the conservation of wildlife resources. This will create jobs. The government will bring in policies to continue multiplying the wildlife population through the continued plan-

tation of at least one million trees per year. More efforts will be put in place to empower community with land and introduce tax incentives on forestry resources as regards the forestry population, measures will be taken to expand ZAFFICO plantations countrywide especially in desert threatened areas. To deal with the long age deforestation problem, Government will find alternative sources of energy such as bamboo charcoal and gas to reduce on deforestation As regards, the forestry sector, it is beyond reproach that the future is green and the green economy will increase the economic prospects of Zambia. FORMER Kitwe District Commissioner Binwell Mpundu has backpedalled on his decision not to go Independent after his party, the Patriotic Front (PF) rejected his adoption bid in Nkana constituency. Mr Mpundu has declared to challenge Alexander Chiteme, whom the PF has re-adopted, barely 24 hours after pledging loyalty and respect to the ruling party. He said he would stand as an Independent candidate for the Nkana seat and support the candidature of President Edgar Lungu. He said he arrived at the decision after wide consultations and felt that his bid for the Nkana seat was in the best interest of the residents and the country at large. “After all is said and done, it was always going to come back to me making a decisions as a man. One of the challenges that the change of retirement age from 55 to 60 years entailed was holding back retirement for five years for workers who should otherwise have retired and been paid off and replaced by new workers. This matter has brought a window of opportunity for Zambia to resolve a long standing dilemma of how to pay off retired public servants, create jobs for so many of our youths and in turn revive the economy. A key factor that motivated the state to increase the retirement age was to open a moratorium window during which to mobilise resources to pay off the huge backlog of retirees inherited from the previous administration in 2011. Unfortunately this has not materialised. Instead a mountain of unpaid retirement benefits has accumulated. Remember, a double-edged sword was created by popular acclaim among workers, labour unions and others when the Zambian Parliament, riding on the popularity among workers and labour unions, had accepted a clause in the 2016 Constitution, of retaining retirees on the payroll until their benefits had been paid. This retention on the payroll of unpaid retirees created a resource drain problem. The state

and other employers have to pay two salaries for one job for as long as retirees’ benefits remain unpaid; that is one salary for the retiree and another salary for the job holder! This, coupled with the nation’s mounting external debt obligations, has put the state in a dilemma. The onset of Covid-19 in Zambia in mid-March has left Zambia’s labour landscape in a helpless situation of sorts. Therefore, it is imperative to pose the inevitable questions; what is the way forward? How does Zambia get out of this entanglement? Firstly, it is important to note that the situation is not irredeemable; it can be salvaged. Several permutations can be looked at to create a win-win situation for all – retirees, the government, unemployed youths and the nation at large! How can this be achieved? First and foremost, the government should see paying off retirees from the perspective of killing several birds with a stone, and as a major stimulus package for the retirees to turn their benefits into investible capital to play a pivotal role in reviving the Covid-19-ravaged economy quickly. There are three possible sources to finance the retirement packages: From within the national

budget by sacrificing some capital projects; The government can approach some local pension houses for a loan to finance this; or The government can approach some international cooperating partners for a grant or a soft loan specifically to sort out this problem. Several years ago, Tanzania owed its workers in public institutions colossal sums of money. The Tanzanian government of President Josiah Kikwete borrowed US$100 million from the World Bank and paid off all its workers in public learning institutions. Zambia can do the same. There are several benefits

CHIEFTAINESS Shimukunami of the Lamba speaking people of Lufwanyama district has expressed worry about the rampant early marriages in her area. The Chieftainess observed that parents in her chiefdom were giving excuses that they were marrying off young girls due to poverty. She was however confident that some programmes being rolled out in the area by Government would reduce poverty as well as early marriages. The traditional leader said she would partner with relevant authorities to find a lasting solution to the problem. "This matter has really been a problem and I have noticed that it is becoming rampant in this area and I am getting worried. "Most parents have been giving excuses that they have been marrying off young girls due to high poverty levels in the area," she said. The traditional leader further thanked the government for looking into the plight of the people of Lufwanyama. She said having the thought of being remembered by the Head of State was a good feeling and encouraging. She said with empowerment programmes being rolled out in the area, people would change their behaviour of marrying off their children at a tender age for money because they would have other sources of income.

Jihadists swooped on the coastal town on March 24, and around 200 people, mainly civil servants and foreigners working on a nearby gas project, sheltered in the beachfront Amarula Palma Hotel during the attack. Court papers that Magashule served on the ANC, Ramaphosa - in his personal and ANC capacity - and deputy secretary-general Jessie Duarte surfaced early yesterday. In it, Magashule asks the Gauteng High Court in Johannesburg to hear the case on June 1 on an urgent basis. Kenyatta’s constitutional reform bid illegal - court NAIROBI - Kenya’s High Court on Thursday ruled that President Uhuru Kenyatta’s planned constitutional reforms are illegal and that he is liable to legal action over the move which has raised tensions in recent months. The reform plan, known as the Building Bridges Initiative (BBI), would notably dilute the current winner-take-all electoral system blamed by Kenyatta for repeated post-electoral conflicts in the country. A referendum on the matter is being prepared, but the five judges of the High Court ruled that the president does not have the right to initiate the process. “The constitutional amendment Bill is an initiative of the president and the law is clear that the president does not have the constitutional mandate to initiate any constitutional changes through popular initiative,” the court said in its ruling. As a result “civil proceedings can be instituted against the president for violating the Constitution, by initiating its amendment,” the judges

added. The Building Bridges Initiative came about after Kenyatta and opposition leader Raila Odinga in 2018 stunned the nation by shaking hands and pledging to promote unity after a drawn-out 2017 election battle left more than 90 people dead. Kenya, with its diverse population and large ethnic voting blocs, has long suffered politicallymotivated communal violence around election time, notably after a 2007 poll when over 1, 100 people died. That election led to a power-sharing government, in which Odinga was Prime Minister, and a new constitution in 2010, which introduced the posts of prime minister and leader of the opposition.
