HE Mines and Mineral Development Act number 11 of 2015 does not favour Zambians and is a recipe for illegal mining activities that should be amended, a mining expert, Mr Danny Mwila has said. Mr Mwila said the Mines and Minerals Development Act of 2015 and the Environment Management Act number 12 of 2011 fovours foreigners and large scale mining and is a recipe for illegal mining activities in the
country. Mr Mwila said there is need to remove clauses that subject artisanal mining rights to the Environmental Management Act number 12 of 2011. He said subjecting artisanal mines to the environmental project brief is costly and most artisan mining licence orders cannot afford thereby resorting to illegal mining activities. “Artisanal mining rights holders are not supposed to be subjected to the Environment Management Act number 12 of 2011 which
compels them to undertake environment project brief because the costS involved are too high and most holders cannot afford,” Mr Mwila said. Mr Mwila said the Ministry of Mines should be allowed to license artisanal miners because few can afford to travel to Lusaka to apply for mining rights. “As long as the issuance of artisan mining right remains centralised, it will allow illegal activities to continue,” he said. He said there was need to implement policies that were affordable to Zambians
Mr Mwila said artisanal mining has minimal effects on the environment therefore the environment assessment should be done away with. He said doing so would also boost payment of mineral royalty taxes to the government by artisanal mining rights orders. Mr Mwila said, “as long as we have these laws which are not favouring Zambians, we will continue having illegal mining activities as locals feel left out because of the laws that are being implemented.”

Chibombo’s industrial park declared economic zone CABINET has approved the declaration of farm number 2112, situated in Chibombo district in Central Province, belonging to Jiangxi United Industrial Investment Limited, as a multi-facility economic Zone (MFEZ). The establishment of the MFEZ would come with an injection of US$1 billion which would comprise various industries, primarily in the manufacturing sector such as textile and apparel manufacturing plants. Chief Government Spokesperson Dora Siliya has confirmed in a statement following a virtual cabinet meeting held yesterday and chaired by President Edgar Lungu. Ms Siliya also said cabinet approved channeling of all fees collected under statutory instrument number 22 of 2018, “The Animal Health (veterinary services fees) regulations, 2018,” into the animal diseases control fund. She said, cabinet further ap-
proved in principle the introduction of a Bill in parliament to amend the Citizens Economic Empowerment Commission (CEEC) Act in order to provide for mechanisms for empowerment of a company where 100 percent equity is owned by citizens. Meanwhile, cabinet has approved in principle to introduce a Bill in parliament to amend the veterinary and veterinary para-professionals Act No. 45 of 2010. This is in order to clarify roles and functions of the veterinary council of Zambia and the veterinary association of Zambia. Mr Zhang claimed Mr Mwaba had defamed him for some time now which had dented his image in society, therefore, he should desist from such or be sued for defamation. Mr Kabwe recently told the Daily Nation that Mr Zhang was a mentally challenged patient and was a danger to the community. The civic leader also took Mr Zhang to court for incoherent, abusive, aggressive, depressive behaviour among others. Mr Mwaba in his application filed before the Magistrate Court , alleged thatMr Zhang due to his behaviour was a danger to the community and needed to undergo a psychiatric check-up to establish his mental capacity for the benefit of the community. The court granted an order of dentation in order for Mr Zhang to undergo psychiatric check. According to the documents obtained by the Daily Nation, the Magistrate Court rescinded its earlier decision to grant the order because no law empowers it to make detention orders. The court said an order of dentation can only be granted if the person was not mentally fit to stand trial or to be held criminally

He said this yesterday, when he swore in the Commissioner for Drug Enforcement Commission Dr Musonda Simwayi and a member of the ECZ Ndiyoyi Muliwana Mutiti. The Head of State urged Ms Mutiti to use her vast experience gained in the administration of Government operations to positively contribute to the mandate of the ECZ and the overall management of the electoral process, as the country gains momentum towards the preparations for the 2021 general elections. “As I have stated before, this is a critical season for the Elec-

Ultimate paid Nchito $63, 000, court hears (From page 1) Ms. Mwiinga, a relationship manager at ABSA, said this before Lusaka Magistrate Alice Walusiku in a case Marshlands Consortium directors Tobias Milambo, Nachi Musonda, and Richard Lubemba are facing 15 counts of forgery, obtaining money by false pretenses and uttering false documents, among them Ultimate Insurance Company Limited shareholder resolutions. It is further alleged that Milambo, Musonda, and Lubemba forged documents purporting to show that they had been appointed as directors at Ultimate Insurance Company Limited. Further allegations are that between January 1, 2018 and December 31, last year, Milambo, Musonda and Lubemba, with intent to defraud, forged a Bitrust Rear Estate Innovative Solution valuation report dated January 6, 2018 for stand 9192/35 Mununga Road, Ndola, which was among documents submitted to the Pensions and Insurance Authority for purposes of acquiring shares in Ultimate Insurance.
During continued trial yesterday, Ms. Mwiinga said between May 2019 and May 2020, Ultimate Insurance instructed ABSA in writing to pay Nchito and Nchito through the law firm’s bank account held at Stanbic Zambia Limited Mulungushi branch. She said on October 4, 2019 Ultimate Insurance instructed the bank to transfer US$26, 160.38 to its nominated beneficiary Nchito and Nchito Advocates. She said the other instruction to pay Nchito and Nchito Advocates was on July 30, 2019 for US$15,820.07 while the other one was on March 3, 2020 for US$9,505.54. Ms. Mwiinga said on May 23, 2019 Ultimate Insurance instructed ABSA to pay Nchito and Nchito Advocates US$5,000 while on May 5, 2020 the company instructed the bank to transfer US$7,500 to the law firm. In cross examination, she said there were no names for Milambo and Musonda on the instructions but that two other instruction had Lubemba’s name indicating that he was a person authorised to issue instructions to the bank.
Ultimate Insurance fraud: The case so far (From page 1) Magistrate Alice Walusiku then referred Mr. Nchima Nchito SC, and Mr. Chisuwo Hamwela defence lawyers for a criminal matter before her court, to the Disciplinary Committee of the Law Association of Zambia to investigate their acts of professional misconduct. In her ruling delivered on September 25, 2020 she stated that the defence was accused of gross abuse of the court process and forum shopping. She said by the conduct of the defence, the matter has been delayed since July 25, 2019 when it commenced. She said the defence made frivolous applications to the High Court twice, and the cases were both dismissed with rulings that the claims that their clients would not receive a fair trial were unfounded and that the criminal matter, was legitimately before the court and therefore could not be stopped. Despite the two dismissals by the High Court, Mr. Nchito frantically attempted to make another similar application in the Livingstone High Court on matters that were ruled and settled by the Lusaka High Courts. The defence also attempted to obtain a stay of proceedings in the same Livingstone High Court. Ms. Walusiku said the criminal case under her Court was properly before her and that the court was the sole forum to adjudicate all issues involved and all interested parties had an obligation to bring them and that forum shopping was a clear and unacceptable abuse of the judicial process. Meanwhile, the defence lawyers were also accused of tendering forged documents to court. Milambo, Musonda, and Lubemba are accused of amending shareholding records of Ultimate Insurance Company at the Patents and Companies Registration Agency (PACRA). Previous owners: Klein Syampongo, Justin Phiri and Maybin Silavwe sold the company to Lusaka businessman Chanda Katotobwe and his wife Felicitas Kabwe Chibamba. The trio allegedly changed the records while the new owners were abroad.

Central Province Commissioner of the police Chola Katanga said, Mapalo Masiku 21 was supposedly murdered yesterday around 14:00 hours by Kaluwaya Mwika 29, a third year student at the same institution. Mr Katanga said Mapalo must have been strangled and later hit with an object as she appeared to have a deep cut on the forehead. Mr Katanga said investigations are underway to establish what happened, but added that police are looking into a recorded call made by Margret Chimfwembe to Kaluwaya in which he confirmed killing Mapalo by strangling her. Dr Sondashi who has sued Mr Henry Banda of Lilayi in Chilanga, is seeking a declaration that the driver infringed on his duly protected patent and unjustly benefitted from his intellectual property. He also wants a declaratory order that Mr Banda must account to him all the proceeds from the alleged infringement. Dr Sondashi is also seeking an injunction restraining Mr Banda from further infringing upon the patent as protected. Dr Sondashi and the Sondashi Formula 2000 Limited are the first and second plaintiffs in this matter,

Sondashi sues former driver over ‘stolen’ formula respectively. In a statement of claim filed in the Lusaka High Court, on December 11, 2020, Dr Sondashi stated that he was a lawyer, businessman and a registered holder of a patent of an Acquired Immune Deficiency Syndrome (AIDS) treatment and therapy. He stated that Mr Banda worked as a driver for a considerable number of years up to July 2015. “The plaintiffs shall at trial show that while the defendant worked for them, his duty revolved mainly around travelling across the country
predominantly in rural places and collecting the herbs that are combined to produce the Sondashi Formula as patented. The plaintiffs shall at trial show that over the years and through his affiliation with them, the defendant learnt the exact method of how to combine the ingredients to produce the Sondash Formula as patented,” he stated. Dr Sondashi stated that since the defendant left employment in July of 2015, he has been collecting the raw materials from the villages to which he was sent to collect the ingredients, one of which village
is Chinyunyu East of Lusaka. He said that using the patented method, combination and ingredients Mr Banda learnt while working for them, he has been producing, marketing and selling the medicine and therapy under the brand Sondashi Formula. Thereby, Mr Banda has infringed upon the owner’s patent and Mr Sondashi is now seeking a declaration that the defendant breached a contract in restraint of trade. He is also seeking damages for infringement of patent, damages for breach of contract and resultant loss of revenue.

ECZ FUNDING AS the country moves towards the 2021 presidential and general elections, the operations of the Electoral Commission of Zambia (ECZ) have come under increased public scrutiny. Of particular interest to the stakeholders has been the ongoing voter registration exercise, which has been extended – starting tomorrow. When the voter registration exercise started, a number of hitches were noticed, key of which inadequate manpower and not enough technical equipment were cited. But as we noted in our editorial yesterday, one of the sticky points for the ECZ, is inadequate funding for the voter registration exercise as the initial K842 million estimate was revised downwards to K674 million by Government. It is therefore pleasing that Government has pledged to ensure that the ECZ has adequate resources for its operations. “My Government will ensure that the required resources are made available to the Electoral Commission of Zambia to enable it effectively carry out its mandate as the country is going towards the 2021 general elections,” President Edgar Lungu said yesterday. “…this is a critical season for the Electoral Commission of Zambia as you are now under constant scrutiny. This is because the eligible voters, political parties and various stakeholders have very high expectations that the institution will prepare adequately to conduct free and fair elections come August 12 next year. “On its part, my Government will ensure that the required resources are made available to the commission to enable it effectively undertake its mandate,” President Lungu said. We realise this is a serious undertaking for the government at a time when it is grappling with a huge foreign debt as well as meeting the social needs of the nation. But amidst all these economic problems, the ECZ must be functional by having adequate funding. We pointed out yesterday at the importance of the urgent need for Government to release the funds, including the amount to cover the extended period in terms of logistics and other requirements. The government must release sufficient resources to enable the ECZ deploy more officers and additional equipment to all centres. The ECZ has been facing challenges because of inadequate funding, a matter some stakeholders have overlooked. We are confident though that Government will do its part as promised by President Lungu yesterday and ensure that the ECZ has enough funds. This is because any failure by the government to release money to the ECZ will be construed by opposition parties and other doomsayers as a ploy to derail elections. But with President Lungu assuring of adequate funding, the stage has been set for the ECZ to deliver a well organised general election next year by ensuring it has proper funding. At the end of the day, there should be no blame game or finger pointing as regards funding for the ECZ

THE Economics Association of Zambia (EAZ) has urged the private sector to effect the growth trajectory the country needs as it remains cautiously optimistic about Zambia’s 2021 outlook. It is encouraging that somethings are being done to get the economy back and EAZ is and remains upbeat that recovery will take place, says association’s National Secretary, Mutisunge Zulu. Mr Zulu explained that the economic rebound needed backup from the private sector. He indicated that the private sector had an important key role to play in post Covid-19

recovery as it had shown resilience during the current challenging times. Mr Zulu was speaking last Friday during the Economics Association of Zambia (EAZ) and business gala dinner. “We remain cautiously optimistic about Zambia’s 2021 outlook and we would like to urge the private sector to come on board and effect that growth pulse that Zambia needs,” he said. He however acknowledged that the Purchasing Manager Index (PMI) indicated that Zambia had been contracting for 22 months straight.
The key things in this PMI, he said, were energy costs saying fuel was generally expensive. Mr Zulu said Zambia had oil and that it was a net importer. He also expressed optimism that the energy outlook in Zambia looked positive. “We are talking 750 megawatts firing into the grid by the first half of next year and thanks to ZESCO and the authorities for the initiatives that they have in place,” Mr Zulu said. Mr Zulu banked his cautious optimism on the current copper prices which has improved on the market.
Govt prioritises Juvenile justice issues - Minister By KALOBWE BWALYA HOME Affairs Minister Stephen Kampyongo says Government has been paying more attention to human rights and juvenile justice issues which are essential to improving the health of the juvenile in Zambian prisons, eliminating extended pretrial detention, expanding none—custodial options and ensuring that children and youths are only detained as last resort. Mr Kampyongo has also said government has been working and remained committed to improving juvenile health in detention facilities as well as expanding health service and improved conditions of the confinement, including separate facilities for juveniles. Mr Kampyongo said these measure are key in keeping juveniles out of the unhealthy environment of the correctional facilities and protecting the health of the children in conflict of the law. Mr Kampyongo said this in a speech read by ministry Home Affairs director Ronny Musapi at the launch of promoting human rights, quality health and well –being of the youth prison populations in Southern Africa project in Lusaka.
He said with the problem of overcrowding being extended to juvenile detention, particularly with the HIV and TB co-epidemics underscoring the importance of addressing both criminal justice failures that lead to juveniles being incarcerated for extended periods under deplorable conditions. K500 million secured to clear civil servants’ debts By PETER SICHALI GOVERNMENT has secured K500 million to clear civil servants’ debts through a debt swap, Public Service Management Division Permanent Secretary Boniface Chimbwali has said. Mr Chimbwali said Government will soon start implementing its debt swap to bailout heavily indebted public service workers. Speaking when he featured on ZNBC’S Sunday Interview, Mr Chimbwali said debtedness was the biggest challenge that civil servants were facing hence government’s decision to intervene. Mr Chimbwali said Government has come with a multifaceted strategy that will look at a bail out for a proportion of civil servants who are heavily indebted but are owed by government in settling allowance, leave days and among others and paying off those it was owing. “We have a strategy to bail out a proportion of civil servants who are heavily indebted but also owed by government in terms of unpaid settling allowance, leave travel allowance and in turn swap the debt so as to stop deductions on the payslip,” Mr Chimbwali said. Mr Chimbwali has warned civil servants against going back in debt situation once bailed out by government. He said the other strategy involved general payment of all outstanding payments by government to civil servants it was owing. Mr Chimbwali said government will use the k500 million it has secured to pay civil servants it was owing. And Mr Chimbwali has encouraged civil servants to start owing property and houses. He said it was important for public service workers to always borrow for the right cause and not for luxury.

Restrict voter registration extension to 3 days, ECZ advised By SILUMESI MALUMO A CONSORTIUM of civil society organisations have asked the Electoral Commission of Zambia to extend the voter registration exercise by not more than three days. The consortium said the Zambia Statistics Agency had clarified that only 8.4 million citizen were eligible to vote, therefore, within three days the ECZ can capture the remaining number of voters. It said at a media briefing yesterday, from the information it had the ECZ had captured about 6.3 million Zambians as at the end of the exercise on December 12, 2020. The consortium comprises of Young African Leaders Initiative Common Grounds, Advocacy for National Development and Democracy and Zambian Institute of Governance and Civil Liberties Platform. Others are Zambians for Unity, Peace and Development, Zambia National Students Union and University of Zambia Students Union. “During our earlier press briefing, we had called for an extension of not more than 14 days. Our earlier position can no longer hold in light of the guidance given by Zambia Statistics Agency on the number of eligible voters which is legally projected to be 8,414,839 Zambians who are above the age of 18. So far, from our estimation, about 6.3 million Zambians were registered at the end of the 30day process. “In light of the statics above, we now strongly recommend that the Commission must extend this process for two to three days,” the consortium said. The consortium said that so far the Commission had managed to register about 75 percent of eligible voters. It said, “This gives us faith that with a proposed extension of two to three more days, we are capable of capturing the population, among eligible voters, that is active when it comes to voting.”

Brexit trade talks: UK and EU to ‘go the extra mile’ in effort to agree deal LONDON - The UK and EU have agreed to carry on postBrexit trade talks after a call between leaders earlier on Sunday. In a joint statement, Boris Johnson and European Commission President Ursula von der Leyen said it was “responsible at this point to go the extra mile.” The pair discussed “major unresolved topics” during their call. The two sides had said Sunday was the deadline for a decision on whether to continue with talks, with the UK set to leave EU rules at the end of the month. The leaders agreed to tell
negotiators to carry on talks in Brussels “to see whether an agreement can even at this late stage be reached.” They did not say how long these latest talks would continue, but the ultimate deadline is December 31, and time must be allowed for the UK and European Parliaments to vote on any deal that emerges before then. Ms von der Leyen said Sunday’s call with Johnson had been “constructive and useful.” But Johnson repeated his warning from earlier in the week that a no deal scenario was “most likely”. The UK and EU have been carrying out negotiations for a post-Brexit trade deal since March and are attempting to secure one before the socalled transition period end on December 31 - when the two sides would move to trading on World Trade Organisation rules. Fitch says upgrades of major economies unlikely in 2021 despite Covid-19 vaccine LONDON - Fitch Ratings has told Reuters that upgrades of any major economy are unlikely in 2021 despite recent developments related to Covid-19 vaccination. It added that countries in Latin America, the Middle East and Africa show the highest level of vulnerability to further negative action in the coming year. “We have only two sovereign ratings (Ivory Coast and New Zealand) on Positive Outlook so upgrades of any major economies currently look unlikely in 2021,” Tony Stringer, chief operating officer of the rating agency’s Global Sovereigns and Supranationals, said in an emailed response to questions posed by Reuters. “The two regions that have already seen the most rating downgrades (Latin America and Middle East & Africa) display the highest level of vulnerability to further negative action, with 9 and 12 Negative Outlooks respectively,” Stringer said. Countries hit hard by the coronavirus will see the maximum economic boost from an effective vaccine which is rolled out swiftly in the first half of next year, Brian

However, Kambamura said Zimbabwe is well on course towards achieving its 2023 milestone of a US$12 billion mining industry and will not be pointing to this year as an excuse for anything.“Most of our projects were not affected,” said Kambamura. “Yes there were some delays in the shipping of capital equipment for some projects, but these are not a threat to what
we are targeting. “If anything there has been huge progress in our projects this year during the pandemic. ‘Make state capture-linked companies pay reparations for damaging SA’s economy’ JOHANNESBURG Companies that may have enabled state capture should not only pay back the fees they earned from suspect contracts plus interest, but should also have to pay “reparations” for the damage they caused to SA’s economy, according to economist Dr Iraj Abedian, the founder and chief executive of Pan-African Investment and Research Services. Abedian, a former professor of economics at the University of Cape Town and ex-chief economist for the
Standard Bank group, says that private sector groups that got entangled in the state capture project get off too easily when they volunteer to pay back fees. For Abedian the knock-on effects of state capture – including credit rating downgrades, failing state-owned entities, a weaker rand, and more must be taken into account. And Abedian has a proposal to better calculate the true cumulative damage. An independent panel of experts should assess primary documentation to work out not just what should be paid back
from shady contracts and tenders - including interest of course, but also the question of whether broader “reparations” were needed. On Wednesday, USheadquartered global consultancy McKinsey announced it had voluntary decided to pay back the “entirety of the fees” it earned for work it did for Transnet and SAA that involved Gupta-linked company Regiments Capital. According to McKinsey, this will likely come to around R650 million, although Transnet has said the true amount is higher.
The announcement comes almost three years after McKinsey said it would be returning consulting fees it earned formulating in turnaround plan for Eskom, where it worked alongside another Gupta-linked company, Trillian. Both companies have links to Salim Essa, a close business associate of the Guptas. At the time Kinsey denied any wrongdoing, saying that an internal probe had found it had “never made payments directly or indirectly to secure contracts, nor have we aided others in doing so.” – FIN24.

WE are shocked by the barrage of misguided aspersions by an online tabloid Koswe which have been cast on the PF Media Director Mr Sunday Chanda's bid to seek for adoption in Kanchibiya constituency. Typical of its usual false fabricated facade, the online tabloid speculatively brings the incumbent MP Dr Martin Malama in the picture with a view to brew misgivings on the legitimate internal political affairs of the PF. This has inadvertently exposed the disgraced online publication that it is hiding under a veil of pseudo to promoting discontent with the view to build the image of its preferred political party which has made fruitless attempts to assume the corridors of power. It is shocking that the tabloid which has undying hatred against President Lungu and the PF can poke its nose in the internal affairs of the organization they passionately detest. Considering the strategic position held by Mr Chanda, we are not surprised that he can be the target of attack owing to his immense commitment to see to it that President Lungu's mandate is renewed for another five year term. They are unsettled that Mr Chandar has proactively and aggressively shown his determination to suppress its misinformation agenda toward the unsuspecting online audience. We therefore urge the online tabloid to stick to the basic tenets of professional journalism and not to be blinded by the partisan lenses which are so clear in the estimation of the right thinking follower of matters of public policy. In sum, the claims by Koswe publication should be disregarded as they are not factual and not even under a figment of imagination can any substance of truthfulness be traced from the malicious and unwarranted harassment against Mr Chanda. 27 Zambia companies empowered By KETRA KALUNGA TWENTY-SEVEN companies have been registered under the “Proudly Zambian” campaign that aims to promote inclusive growth and value addition for sustainable economic growth. Campaign manager, Lewis Chimfwembe said all the 27 companies that have been issued with certificates are under the manufacturing sector. Mr. Chimfwembe said in an interview that next year, the campaign would aim to bring on board over 100 campaigns that produce quality products that are able to penetrate regional and international markets. He added that more companies would be assisted
to upgrade to standards that are required to register under the Proudly Zambian campaign for inclusive growth. “There are 27 companies that have been issued with certificates but there are also about 7 others that have applied and applications are undergoing the process for approval,” he said. Mr. Chifwembe said next year, the Proudly Zambian campaign would embark on a programme of bringing the service industry and government institutions among others on board. He said the campaign would also ensure that there is increased awareness on the consumption of locally made products because most people were not privy to the fact that buying local products not only creates jobs but sustains them. Mr. Chifwembe explained that with increased demand for local products, chain stores in the country would start stocking more local products and this would in turn grow the economy.

NEWLY constructed bridge in Mulenje ward in Chongwe has already succumbed to the eroding effects of rains even before the rain season reaches its peak, Mulenje ward councillor Charles Mumena has observed. In an interview, Mr. Mumena described the situation as an embarrassment and disclosed that the bridge on Mandyata stream was recently constructed by the Ministry of Local Government and Housing through the Road Development Agency (RDA). He complained that Mandyata Bridge should have been an example of what quality works were supposed to be. He was however disappointed that the bridge was already giving in to normal

Govt ready to refine Zambia Chartered Institute of Logistics and Transport Act By KALOBWE BWALYA GOVERNMENT has pledged to support the refinement of the Zambia Chartered Institute of Logistics and Transport Act (ZCILT) saying its doors are open to such ideas, Transport and Communications Minister Mutotwe Kafwaya has said. Mr Kafwaya, however said the Patriotic Front government is aware of the importance of the logistics and transport industry in social and economic development of the country. Mr Kafwaya said this

He however disclosed that he had already informed the engineering department at Chongwe council and was waiting for a response. He appealed to the relevant authorities to ensure that the bridge is worked on as soon as possible.

ESPITE the outbreak of the global pandemic of the Coronavirus which affected most countries including Zambia, United National Independence Party (UNIP) has described 2020 as a fair year. Provincial chairman Captain Robert Mukengami says that the party managed to carry out its activities inspite of challenges. Captain Mukengami said that his party embarked on party mobilisation with a quest of recruiting more members ahead of 2021 general elections. He said, the party however still has a lot to do in 2021. Kalumbila Minerals donates 2 commercial boreholes to Kisasa community By Jackson Mapapayi KALUMBILA Minerals Limited has handed over two commercial boreholes worth US$720,000 to Kisasa community in Senior Chief Musele’s chiefdom. The boreholes are 130 meters deep with two 32,000 litres, 15-metre high storage tanks, connected to a distribution network to 62 communal taps that will supply water to more than 8,000 people of Kisasa. Speaking during the handover, FQM Government Affairs Specialist Dr Godwin Berne said the investment in the communities is anchored on the mining firm's social policy commitment, which is to maximise social and economic opportunities in all communities where it operate. He said the piped water infrastructure is a typical example of how much the company continues to achieve by working together. He disclosed that the community water support programme dates back from 2013, following the social baseline assessment and community water quality surveillance study. And gracing the event, North-Western Provincial Minister Nathaniel
Mubukwanu said the water is 100 percent safe, and believes that this will not only save Kisasa community from the potential risks associated with consumption or usage of contaminated water, but also it should promote good quality lifestyles among the people. He challenged the traditional leadership to provide direction in ensuring the water infrastructure is protected and looked after as it was constructed at a huge cost. And FQM’s Kalumbila Minerals Assistant General Manager Junior Keyser said it was very important for the company to know what the effect of its mining activities are on the host communities and the environment around its mining area. “Back in 2017, we recognised the need for specialised deep-water boreholes. This was recognised due to the monitoring process and the results obtained from some of the shallow boreholes,” he said. He added that First Quantum has aligned its corporate and social management commitment with best international practices, and that the company conducted a baseline environmental and social assessment prior to the commencement of the construction of Kalumbila Mine.
‘Mulobezi main road becoming impassable’ By ANDREW MUKOMA WITH the heavy rains being experienced in some parts of Western Province, Mulobezi is slowly becoming inaccessible. This is due to the deplorable state in which the SichiliSimungoma road is . Residents have complained that year in and year out, whenever in the rainy season, the road becomes impassable to the extent that a distance of 80 kilometres takes about four to five hours for motorists to reach the Simungoma turn off. Mulobezi Town Council Public Relations Officer Elvis Muleya has confirmed the deplorable state of the road to the Daily Nation in Livingstone. However, Mr Muleya has said that the local authority is urgently looking into the matter despite the current voter registration exercise which has preoccupied the local authority’s attention. “As it stands, the road is really bad, driving through the Simungoma road to join Sesheke-Livingstone road comes with a lot of difficulties.. DELAYED SALARIES IRK UNIONS T HE Copperbelt University stakeholders unions have described as disappointing and demoralising the delay by government and university management to pay November salaries to the workers. The stakeholders unions have since demanded that the November salaries be paid together with the December salaries by December 18, 2020. ESWATINI’S PM DIES AFTER TESTING POSITIVE FOR COVID-19

BABANE - The gover nment of Eswatini says Prime Minister Ambrose Dlamini has died, four weeks after he tested positive for coronavirus. A government statement said Dlamini, 52, died on Sunday afternoon in hospital in South Africa. No cause of death was
mentioned, but Dlamini had recently been receiving treatment for Covid-19 in South Africa. Dlamini had been prime minister of Eswatini, formerly known as Swaziland, since October 2018. The tiny landlocked country in southern Africa is one of the last absolute monarchies in the world. With a population of about one million, the country has
recorded 6, 768 coronavirus infections and 127 deaths linked to the pandemic, according to the health ministry. Dlamini announced he had tested positive for coronavirus on November 16. At the time, he said he was asymptomatic and was feeling well. A few weeks later, on December 1, the Eswatini government said Dlamini had been moved to a hospital in South Africa, with the aim of
fast-tracking his recovery. But on Sunday the government said Dlamini died "while under medical care in a hospital in South Africa," without giving more details. "Government in collaboration with the family will keep the nation informed of subsequent arrangements," Deputy Prime Minister Themba Masuku said in the statement. Dlamini was among a number of world leaders to have
contracted Covid-19 during the pandemic, including US President Donald Trump and Brazilian President Jair Bolsonaro. A former banker, Dlamini was a political novice when he was appointed prime minister by King Mswati III. Nigeria steps up rescue efforts for abducted students ABUJA - Nigerian authorities on Sunday stepped up efforts to rescue students abducted by armed men who raided their hostels. UN children's agency UNICEF condemned the assault on the school in Katsina, the home state of President Muhammadu Buhari. UN Secretary-General Antonio Guterres also condemned the attack on Sunday and called for the student's release in a statement issued by his spokesperson. Gunmen on motorcycles stormed the Government Science School at Kankara late on Friday and engaged security forces in a fierce gun battle, forcing hundreds of students to flee and hide in surrounding bushes and forest. State governor Aminu Bello Masari, who visited the school on Saturday, said soldiers were working to locate and free the hostages. In October, the violent rebellion entered its fourth year and has reportedly killed more than 2, 400 people and displaced half a million, according to the government. After seizing coastal zones that host natural gas installations, Islamist fighters have begun to push to the inland districts of Cabo Delgado province. The last official census put Pemba's population at more than 205, 000, while more than 130, 000 displaced people are estimated to have arrived. Mutapa has expressed disappointment that the junior Chipolopolo failed to defend the COSAFA title and missed out on qualifying for the 2021 Under-20 Africa Cup of Nations.
