END RUFUNSA GOLD FIASCO IT is mind-boggling. Just why should mining equipment that Government has sourced at great cost to jumpstart gold mining in Rufunsa not being used? The four cooperatives in the district that are supposed to benefit from this project are yet to start using the equipment. And the reason? An agreement that they signed with ZCCM-IH over the signing of the mining equipment has not been availed to the local District Commissioner so that he could release it to the cooperatives. As Chimwetu Gold Mining Cooperative chairman, Emmanuel Tembo explained in an interview on Thursday, the four cooperatives even after agreeing to the terms after a series of discussions with ZCCM-IH, on the use of the equipment were yet to start using it. He said that the equipment was kept at the office of the District Commissioner on condition that it would only be released after the agreement with ZCCM-IH was signed. This agreement was signed last December. According to Mr Tembo, the cooperatives were concerned that ZCCM-IH had not even brought back the signed agreement for the cooperatives to present to the District Commissioner. He pointed out that the District Commissioner cannot release the equipment without proof of the signed agreement and a go ahead from ZCCM-IH. This is the same equipment that was reported to have delayed the start of organised gold mining in Rufunsa because the cooperatives wanted clarification over ownership. But this impasse was resolved last December and we would have thought production would be at full throttle. This so-called hitch is unacceptable because Government has shown commitment to ensure that gold mining is in the hands of Zambians as opposed to illegal miners, most of whom are from neighbouring countries. As Mr Tembo said, the cooperatives were not mining and therefore could not even trade with ZCCM-IH because they had no gold to sell. He said that the only trade that was going on in Rufunsa was between illegal gold miners and private buyers. Why should it be so? We do recall that a year ago, Minister of Mines and Minerals Development Richard Musukwa said the government would provide gold panning equipment to the gold panning communities and cooperatives. In addition, Mineral Development Permanent Secretary Barnaby Mulenga reported that Cabinet had approved plans to relax requirements in the mining sector to allow locals to fully participate by relaxing mining licences and formalisation of artisanal practice in the mining of gold as a first step first. As Mr Mulenga explained, Government wants to ensure the mining licence requirements are relaxed so that locals take up the mining of gold. But from the look of things, it appears that there are some people intent on putting bottlenecks in a programme that is critical to improving the country’s economic outlook. Let Government step into the Rufunsa fiasco and ensure that its programmes are actualised, and not held up under unexplained reasons that are not making sense. It is gratifying that the cooperatives are keen to work and deal with ZCCM-IH which they say is offering a good price as opposed to the private buyers. There is already goodwill from the cooperatives and the more reason why whoever is frustrating them is flushed out.
THE fuel shortage will end as the commodity has started coming into the country, Minister of Energy Mathew Nkhuwa has said. Mr Nkhuwa said Oil Marketing Companies (OMCs) had ensured that the commodity was imported for it to be readily available in the country. He said in an interview that at the pace the OMCs were transporting the commodity, the country would have enough for all its needs. Mr Nkhuwa said the government appreciated the importance of the commodity for the economy hence it had ensured that the OMCs imported enough. "Right now as we speak fuel is being brought into the country. So the country has enough and I can assure you that at no time

on petroleum products had encouraged the companies to continue importing the commodity. He said that the companies were facing challenges in importing the commodity during this period but with the decision to remove VAT, a number of them had enhanced operations.
Son hacks father to death By SIMON MUNTEMBA A 34-YEAR-OLD man of Kapiri Mposhi has axed his 70-year-old father to death on suspicion of practising witchcraft. Police spokespersons Esther Katongo said the suspect on Thursday around 16:30 hours hacked his father, Mr John Muwowo, with an axe in the head killing him instantly. Wina Muwowo killed his father and fled.. “Police in Kabwe received a report of murder in which Samuel Muwowo aged 39 of Chipepo area in Kapiri Mposhi reported that his father John Muwowo aged about 70 was murdered by his son, Wina Muwowo aged 34 on suspicion that he was a wizard. "The suspect is on the run after leaving a suicide note indicating that he was going to commit suicide. A manhunt has been launched," Ms Katongo said. She said Mr Muwowo’s body was deposited in Kabwe Central Hospital awaiting a post-mortem.
Meanwhile, Police in Chililabombwe have arrested a man identified as Charles Phiri aged 24 in connection with the murder of Stanslous Chalwe Makofi aged 38 of Zambia Compound. She said the victim was alleged to have stolen four plastic chairs and upon being apprehended, Phiri beat him and later took him to the police station with a deep cut on the forehead. Ms Katongo said the police took the victim to Kakoso Hospital for medical attention where he later died. Ms Katongo also said police have arrested Dorothy Sakala of Kitwe for allegedly scalding her ex-husband, Blessings Kasongo aged 32 of Chimwemwe Township with hot water. “This happened when the victim went to his ex-wife’s house to warn her to stop going to his house. This infuriated the suspect who poured hot water on him. He sustained burns on the left side of the face, left shoulder, and on the back. He is admitted to Kitwe Teaching Hospital,” she said.
Heritage site entry fees to be reduced By ANDREW MUKOMA THE National Heritage Conservation Commission (NHCC) is considering reducing entry fees to selected heritage sites in the country to encourage more visitors. This will be done after consultation with various stakeholders. NHCC acting manager for information and public relations, Maxwell Zulu, said they would revise the fees downwards in line with the Covid-19 resilience strategy. Mr Zulu said the local fees would be reduced so that the people could have chance to visit the sites and added that all the sites
were open. “We have not closed the heritage sites so that people can take advantage of the situation by visiting the sites," Mr Zulu said. He said it was only when they have visited the sites, that citizens would appreciate their beauty. Mr Zulu said even the second wave of Covid-19 should not affect visitsto the sites as adequate measures had been put in place. Mr Zulu said he would be hopeful that domestic tourism would be promoted in the country. He said they would be able to even collect the little fees that would be paid from the sites.
Govt stakes K2.6m for mineral exploration By SILUMESI MALUMO GOVERNMENT has allocated over K2.6 million for exploration of rare minerals throughout the country. Ministry of Mines and Mineral Development Permanent Secretary, Barnaby Mulenga, said K2, 670, 000 would be used for explorations this year. Mr Mulenga said Government would ensure that areas with minerals were mapped so that they could be exploited for the benefit of the country. He said in an interview yesterday that the exploration would commence after the rainy season. Mr Mulenga said Government had secured funds in the 2021 budget to carry out a survey to ascertain level of minerals which can be exploited.
Government, he said, was keen to ensure that more minerals which were not tapped were exploited to generate more revenue. “The country has various minerals which have not be exploited, therefore, a survey was needed to ensure that the areas with the available minerals were mapped. “About K2, 670, 000 has been allocated in the 2021 national budget to undertake the exploration of the minerals this year. Government made a decision to ascertain the level of minerals the country has in some areas which have not been mapped,” Mr Mulenga said. He said that the country had minerals such as zinc, nickel, and oil among others which needed to be exploited. “So this exercise will begin once the rainy season comes to an end. During rainy season, it is very difficult to undertake explorations,” Mr Mulenga noted.
Meanwhile, the Energy Regulation Board (ERB) rescinded policy decisions on cost line, ERB Director General Langiwe Lungu has said. In a letter addressed to OMCs, dealers and transporters, Ms Lungu said the cost lines that had been rescinded included fuel marking fees, ERB fees and Strategic Reserve Fund (SRF) fees. She said the decision follows the issuance of Statutory Instrument Number 125 of 2020 on Zero rating on Petrol and Diesel. The ERB has since issued a new price build up list which will was effected on Thursday this week. UPND chairperson for energy Charles Kaisala said that there was erratic supply of fuel in the country and appealed for corrective measures. He said there was erratic fuel supply because the country was bankrupt.
ZACA opposes lockdown, poor would suffer most By OLIVER SAMBOKO CALLS by health experts to lockdown the country will not be in the best interest of consumers as prices of essential goods would skyrocket if this decision was to be taken, the Zambia Consumers Association (ZACA) has warned. ZACA executive secretary, Zuba Sakala, said in an interview that already, the prices of food have soared beyond the reach of many households and to suggest that the country should lockdown was unfair. Mr Sakala said it was too early to call for a lock down of the country as such a decision would spell doom to the majority of citizens who could not afford to stock food because of limited resources. “Locking down the country will have far more consequences on the wellbeing and survival of most poor households than the Covid-19 because prices of essential good will skyrocket beyond the reach of the poor,” he said. He said ZACA had been monitoring the price of food and other essential necessities and was worried that the majority citizens were hardly surviving. Mr Sakala said as a landlocked country, Zambia should be careful in the manner it was handling the Covid-19 to ensure that there was a balance between the health of citizens and the economy. He said those calling for the lockdown were well to do and did not care about the many Zambians who survive through selling in the streets. Mr Sakala said health experts should instead call for strict adherence to Covid-19 preventive measures. He said Government should heighten Covid-19 screening at all points of entry.

From the Copperbelt, Lusaka through to Southern Province, indications are that incumbents will not have it easy. Mr Christopher Kan’gombe and Mr Binwell Mpundu in Kitwe have given sleepless nights to Kamfinsa and Nkana East MPs, Mr Elario Musonda and Mr Alexander Chiteme, respectively. In the UPND, strongmen in the likes of Mazubuka Central MP Gary Nkombo and his Monze Central counterparty, Jack Mwiimbu are also being challenged by youthful contestants who feel the two have overstayed. In Siavonga, UPND MP, Darius Mulunda will be facing 11 challengers during primary elections including immediate former MP, Kennedy Hamudulu, who has indicated that he will seek reelection to finish the projects he left behind after he was not readopted in 2016.

In Lusaka’s Kabwata and Munali constituencies, the race has heated up as more youthful aspirants enter the fray with intentions of grabbing the seats from incumbents, Given Lubinda and Nkandu Luo respectively. Lusaka Central’s Margaret Mwanakatwe is facing the heat from challengers including ZANACO Bank chairperson, Charity Lumpa.
The race to Manda Hill is becoming hot and uncomfortable for the incumbents who seem unprepared by the challenge from the aspirants. The MPs from both the ruling party and opposition are under pressure and indications are that they will not have an easy ticket to Manda Hill in the August 12 election as they face stiff competition for re-adoption within their own political parties. Most political parties have indicated that they will only adopt candidates popular on the ground. In Lusaka’s Munali constituency, the incumbent MP Professor Nkandu Luo, who is Livestock and Fisheries Minister, complained that a number of male aspiring candidates from her party were actively campaigning to replace her. Former Health minister, Dr Chitalu Chilufya is facing challenge from Stella Mbewe, who is aspiring for the Mansa Central seat on the PF ticket and has expressed confidence that she will be adopted by the party. She wants to take over from Dr Chilufya, claiming that he was not popular enough to get the PF vote in this year's election. And one of the UPND aspiring candidates for Mazabuka Central, Mr Kizzy Moonga says he takes exception to a statement by some women in UPND endorsing Mr Nkombo as the preferred candidate for the seat in the August elections. Recently, Mazabuka Central constituency chairlady Eli Mutinta single handedly endorsed Mr Nkombo as the preferred candidate for the Mazabuka seat, which has attracted sharp reactions from other aspirants on the UPND ticket. She said Mr Nkombo was a pillar in UPND and represents the people of Mazabuka effectively hence the need for another mandate. But Mr Moonga, disagreed with her statement and described it as misleading and does not represent the views of people who have not seen any development under Mr Nkombo's period in Parliament.

Recently, when appearing before the Public Accounts Committee, Medical Stories Limited Managing Director Chikuta Mbewe disclosed that the condoms and gloves which were procured from Honey Bee were not safe for use after failing to meet the required standards set by ZABS. VEDANTA Resources Holding Limited and two others have sued Konkola Copper Mine (KCM) provisional liquidator, Milingo Lungu, challenging the splitting of the mining firm. The three, Vedanta Resources Holding Limited, Vedanta Resources (Jersey II) Limited and Vedanta Resources Limited have sought leave to sue KCM PLC for the same reason. Last December 28, Mr Lungu issued a management brief to KCM employees, announcing the reorganisation of the giant mining firm. Under the reorganisation, Mr Milingo proposed to restructure KCM into two sub-
sidiary companies effective February 1, this year. But the three want the Lusaka High Court to order Mr Lungu to immediately reverse any process of KCM reorganisation. Vedanta Resources Holding and two others have contended that Mr Lungu does not have the power to carry out the reorganisation of KCM business, assets and affairs in the manner he announced on December 28, last year. They also want an order of injunction restraining Mr Lungu from undertaking any reorganisation of KCM or transferring, disposing of, selling or dissipating the assets until the determination of the proceedings. In a statement of claim, the three companies stated that

Both firms indicated that they had state of the art inhouse laboratory that conduct pre-delivery quality control while other samples were sent to independent
tests from other reputable laboratories to ascertain ZABS’ claims. They have now demanded for an independent evaluation of the ZABS test. But when contacted, ZAMRA who initiated the tests opted to remain mute when queried to state why the manufacture and supplier of the condoms and gloves were not invited to witness the tests of the two medical products. ZAMRA public relations manager, Ludovic Mwape said he was not in a position to comment as that could only be done by his superiors who he said were out of office. And when further asked why the ZAMRA decided to take the same samples to Zimbabwe for analysis and test when ZABS had carried
similar exercise on the same, Mr Mwape said it was an acceptable practice to get second opinion when carrying out quality assurance test. And in an interview, Mr Ngulube accused ZABS and ZAMBRA of being compromised by those advocating for regime change. He said foreigners supporting an opposition party had compromised some leaders in Government institutions and media organisations to spearhead propaganda aimed at maligning the PF government and President Edgar Lungu. Mr Ngulube, who is PF Kabwe Central Member of Parliament, told the Daily Nation that some State institutions had teamed up with the opposition to malign Government using the Honey Bee scandal.

There were various juvenile delinquencies that destroyed the lives of some of the learners due to long stay at home. “Digital platforms, as well, only helped children from well to do families. Even then there was no teacher-pupil contact and supervising children to be on computers was not the easiest task for parents,” he said. The President emphasised that the decision taken on reopening of schools could be varied depending on how Covid-19 evolves. Mr Lungu urged people not to politicise the fight against Covid-19 because the disease has no political boundaries.
Ministers refund treasury 99.3pc By OLIVER SAMBOKO
NEARLY all the money owed by ministers who had stayed in office when Parliament was dissolved has been paid, leaving only a balance of K29, 448.36, Accountant General Kennedy Musonda has said. Mr Musonda said the money had been refunded to the national treasury. He said in a statement to the Daily Nation yesterday that 99.3 percent has been paid, only a balance of K29, 448.36 was still outstanding. He said according to records, K4, 237, 215.74 out of K4, 266, 664.10 has been refunded, representing a recovery rate of 99.3 percent. “The Ministry of Finance wishes to update the nation on the status of refunds related to salaries totaling K4, 266,
664.10, which were paid to Cabinet Ministers, Provincial Ministers, and Deputy Ministers who served between May and August 2016,” he said. Mr Musonda said of the total repaid amount, K2, 570, 058.30 was made through bulk deposits while the remaining amount came from individuals. “Therefore, the outstanding amount is now K29, 448.36, only,” he stated. He said the Ministry of Finance, through his office, will again update the nation once the outstanding amount of K29, 448.36 was cleared in full. Last month, the Constitutional Court gave the former ministers 30 days to pay back the salaries and allowances they benefitted during their illegal stay in office ranging between K54, 000 and K61, 000.

JOB LOSSES LOOM IN TOURISM SECTOR By PETER SICHALI

HE second wave of Covid-19 will result in mass job losses in the tourism and hospitality industry in Northern Tourism Circuit, Regional Tourism Development Coordinator Francis Chiwele has said. Mr Chiwele said international tourists arrivals had completely cut off due to lockdowns in their respective countries. He said domestic tourism was equally affected as the second wave of Covid-19 was scaring, thereby negatively affecting the resource envelop. "Covid-19 is a real threat to Zambia’s tourism sector and there is a high risk that many firms will shut down and disappear. “Zambia’s travel and tourism industry, which had shown signs of growth in recent years,
is now being negatively impacted by the Covid-19 pandemic," Mr Chiwele said. He said with the Tourism and Hospitality Act No. 13 of 2015, the country has seen considerable political will. "The administrative bottlenecks such as the cumbersome process of obtaining a license and the numerous licenses have been a major constraint to the growth of the sector," Mr Chiwele said. Mr Chiwele said the situation was likely to worsen in
the face of the second wave of Covid-19. Government, he said, was engaging with the tourism sector players to address some of the longstanding challenges and more recent pressing challenges. "The Zambian government is also considering consolidating its licensing process into a one-stop-shop so as to facilitate the entry of new firms into the sector especially after Covid-19,"Mr Chiwele said.

72, 000 Muchinga farmers benefit from FISP By PETER SICHALI
OVER 72, 000 farmers in Muchinga Province have benefitted from the Farmer Input Support Programme (FISP) for 2020/2021 farming season, Provincial Agricultural Coordinator (PACO) Victor Mulopa has confirmed. Dr Mulopa said the province is expected to record 15 per cent increase in maize production following early distribution of farming inputs and favourable rains the province was receiving. He said all beneficiaries received inputs by December 2020. Dr Mulopa said the province recorded 252, 000 tonnes in 2019 but that the output would increase to 394,000 tonnes, an increase by over 15 per cent. “Last year we produced 394, 000 metric tonnes of maize and this year we are expecting an increase of not less than 15 percent. This is because farmers received

inputs on time and the province is so far receiving good rainfall," Dr Mulopa said. And Dr Mulopa said the province has received 13, 000 litres of chemical for fall army worms. He said the Ministry of Agriculture in collaboration with Provincial and district administrations has since distributed the chemicals to all the nine districts in the province. "As a province we are ready and prepared for any eventually of disease and Army worms, of course som district have reported cases of army worms which are

Dr Mulopa said the Ministry had already opened plant clinics in all the districts where farmers could access information on various diseases and pests. Indiscipline in Education Ministry rife - PAC By SILUMESI MALUMO
PARLIAMENTARY Public Accounts Committee (PAC) yesterday grilled Ministry of General Education Permanent Secretary for Administration, Jabbin Mulwanda, for failing to curb indiscipline among officers. PAC member who is also Solwezi Central Member of Parliament Teddy Kasoso, indicated that the level of indiscipline in the ministry was high but the Permanent Secretary had not taken any action against the officers. Mr Kasoso said the only action the Permanent Secretary had taken was to charge some officials several times without taking punitive action. He said Dr Mulwanda had charged an officer in Lusaka 33
times and Solwezi 21 times but and nothing serious had been done. He said this yesterday when Dr Mulwanda appeared before the committee. Labour Commissioner Givens Muntengwa has given CMAWUZ three months to show cause why the union should not be deregistered or face the consequences for violations of the Industrial and Labour Relations Act . He assured the general public that it would superintend over the preparations leading to the holding of the quadrennial conference for the Agricultural Technical and Professional Staff Union of Zambia (ATPSUM) so that laws are complied with and that the list of delegates is drawn in accordance with the Union constitution. Mr Muntengwa said the holding of the said event follows the Court case of Hacholi Makondo and others vs Attorney and Mr Joe Kamutumwa. The Court of Appeal guided that Mr Kamutumwa was wrongly removed from office while some of the ATPSUM members who were in management scales were directed to vacate their positions as the Industrial and Labour Relations Act, Cap. 269 of the laws was instructive in the matter.

Covid-19 cases jump 100 mark in Chongwe CHONGWE has so far recorded 134 cases of Covid-19 cases with one death, Chongwe district health surveillance officer Kelvin Mwakapushi has said. Mr. Mwakapushi made the observation when he met Chongwe main market committee members to strategise on the preventive measures in and around the market area. He revealed that the district had experienced a spike in the number of Covid-19 cases in the second wave with the numbers going beyond the one hundred mark. Enhance transparency, Govt urged By PETER SICHALI THERE is need for Government to revise the law relating to procurement so as to ensure transparency and accountability in public purchases, former State House deputy minister Blackson Sikanyika has said. Mr Sikanyika said the current procurement laws had not guaranteed transparency and efficiency. He said Government should amend the ZPPA Act to address inadequacies such as overpricing of contracts, single sourcing among others. Mr Sikanyika said the country was losing millions of kwacha due to faulty procurement laws. "There is too much inflation of contract prices, corruption in the awarding of these contracts among other irregularities. Procurement laws need an overhaul to save public resources,"Mr Sikanyika said. And Mr Sikanyika said the Auditor General's office should audit all Government contracts.

HE World Bank has indicated plans to invest over US$5 billion over the next five years to help restore degraded landscapes, improve agriculture productivity and promote livelihoods across 11 African countries. World Bank Group president, David Malpass, announced the investment at the One Planet Summit, a high-level meeting co-hosted with France and the United Nations that was focused on addressing climate change and biodiversity loss. The more than US$5 billion in financing will support agriculture, biodiversity, community development, food security, landscape restoration, job creation, resilient infrastructure, rural mobility, and access to renewable energy across 11 countries. ‘Covid-19 second wave to bite tourism hard’ By PETER SICHALI THE second wave of Covid-19 will result in Mass job losses in the tourism and hospitality industry following the reduction in tourist arrivals in Northern Tourism Circuit, Regional Tourism Development Coordinator Francis Chiwele has said. Mr Chiwele said international tourists arrivals had completely cut off due to lockdowns in many countries. Mr Chiwele said domestic tourism arrivals has equally been affected as the second wave of Covid-19 had discouraged movements. He said the resource envelop is badly affected and that people have less to spend. Mr Chiwele said the second wave of Covid-19 has impacted negatively on the tourism sector in Northern Tourism circuit and may result in job losses. "Covid-19 is a real threat to Zambia’s tourism sector and there is a high risk that many firms will shut down and disappear, undermining any ultimate economic
recovery when international travel resumes. According to FSD Zambia, the survey results gave insight into how it could directly engage financial inclusion interventions with the normative environment of communities within which financial decisions were made. The survey also showed that spouses were willing to sacrifice household-level income to maintain individual control over money, viewing control of income to power in the household. FSD Zambia Chief Executive Officer, Betty Wilkinson, said, “This research is the first of its kind, and the findings are fundamental to addressing financial health for Zambians.
“We need to work harder on addressing misunderstandings between husbands and wives, so they can both be more effective in managing household income and create gender-balanced family harmony.” THE SURVEY

Additionally, it was revealed that there is a social norm that forbids spouses to save money in secret. “Therefore, it is appropriate for both wives and husbands to save and let their spouses know that they are saving separately in order to avoid a backlash, especially on women spouses. “Both men and women believe household unity and peace depend on the agreement in financial decision making,” read the survey results in part.

AN environmentalist in Livingstone has advised the public to seek expert guidance when using herbal concoctions in steaming for possible prevention of Covid-19. Mr Benjamin Mibenge noted that some people had resorted to using un-recommended herbal leaves for steaming. He said these who were making concoctions out of tree leaves which they boil believing that it might steam away Covid-19 should seek medical advice from experts. Mr Mubenge was speaking in an interview with the Daily Nation in Livingstone. He said in as much as the
use of eucalyptus, lemon and neem plants was effective on various ailments, there was need to seek advice from experts. He said this is in order to ascertain whether the concoctions helps to cure Covid-19 or not. Mr Mibenge also cautioned people to protect and use the trees sustainability without damaging their lifespan. He said that it would be very sad if all trees targeted tries dried up due to lack of care from people using them. Mr Mibenge has also encouraged each to ensure that they plant trees every week.
OLWEZI Municipal Council has intensified community awareness on Covid-19 preventive guidelines through stakeholder engagement. Council Assitant Public Relations manager, Esther Chirwa, said that so far, bus operators and market leaders had been engaged to strategize on how compliance could be enhanced to reduce the spread of the virus. Ms Chirwa said bus operators were drawn from the main station, Kazomba and Zambezi/ Kasempa station while market leaders came from Solwezi Main Market, Kyawama, Kazomba, Messenger, Zambia, Mitech and Mushitala Markets respectively. She said the need for the pandemic to be taken seriously was one of the pertinent issues discussed during the meetings. Ms Chirwa observed that most residents in Solwezi had
relaxed in adhering to the Covid-19 guidelines, thereby contributing to the increase of cases being recorded in the district. "It was therefore emphasized that prevention of the spread of the virus in communities is key in fighting the second wave of the Coronavirus which is more dangerous as compared to the earlier version hence engagement of public leaders," Ms Chirwa said. She indicated that both bus operators and market leaders should ensure that they put the lives of passengers and customers first other than only concentrating on making profits amidst the outbreak of covid-19. "And prominent from the meeting with market leaders is the need for a taskforce to be formed in the markets that will comprise Market Leaders, the Crime Prevention Unit (CPU) and the Council to work together in sensitizing members of the public on the Covid-19," she added.

Chief Kachaka of Zambezi put to rest GWEMBE District has received 500 litres of deltamethrin, a chemical used for spraying to contain arm worms which have invaded the area and are damaging maize fields. Gwembe District Agricultural Coordinator (DACO) Imbuwa Mushebwa says farmers should therefore not panic as government is responding to the situation. Mr. Mushebwa disclosed this to ZANIS in an interview in Gwembe on Thursday. Mr. Mushebwa said there are sporadic cases of damaged maize fields in the district. "The district has received 500 litres of the chemical and farmers should not panic because Gwembe has sporadic cases of damage," he said. He disclosed that the central part is hit but advised farmers in the district to take precautions before the pest could spread to the other areas. The DACO further disclosed that Agricultural Camp Extension Officers in his ministry are helping farmers to spray their fields in an effort to contain the armyworms that are causing havoc to the crops. "Experts are currently visiting different fields, assessing the damage caused by the pest and monitoring the spraying process. In the meantime, maize farmers are advised to start re-planting their fields with early-maturing seed as the district is experiencing enough rainfall," he said. Mr. Mushebwa however, appealed to farmers in the district to report any suspicious worms in their fields to the Ministry of Agriculture. Mr Sichalwe said Chief Kucheka upheld the one Zambia, one nation motto by welcoming other ethnic groups to work or explore opportunities in his chiefdom. "One of the leadership qualities that the late chief exhibited to the satisfaction of government was in upholding peace, unity and harmony among the Luvale people as well as other ethnic groups,” Mr Sichalwe said. He said Chief Kucheka will also be remembered for partnering with government in promoting local and chiefdom development for the betterment of his subjects. "Government wishes to
salute and pay special tribute to the leadership style that our late traditional leader exhibited during his reign," Mr Sichalwe said. Mr Sichalwe appealed to the royal establishment to ensure that the Luvale culture, custom and tradition is followed when choosing the next heir to the throne to avoid succession wrangles. He said Government is looking forward to a smooth handover of leadership in Kucheka chiefdom. The office of the District Commissioner will also engage all hotel owners, traders, shop owners and bar owners for the last time before swinging in action to punish those flouting health guidelines. "We have done enough sensitisation, what we are getting is opposition, arrogance and pure disregard for the law. After engagements tomorow, it will be action, and some may be hurt in the process. “Be warned that we have done all what is needed to remind, and to dialogue, don't blame the actions we will take," District Commissioner, Prince Ephraim Mwanjababtu wrote to the residents last week. Currently, Siavonga has 43 confirmed Covid-19 cases, but while the local administration is doing everything possible
to avoid a full blown outbreak, members of the African Apostolic Faith Mission also known as ba Zion are not toeing the line. This week, while all other churches suspended their worship services and sent congregants home, these particular citizens ignored the danger and continued with worshipping. DSaT Executive Director, Veronica Mwaba, said there was need for Government to adequately sensitize society on the benefits of the vaccinations to curb the pandemic. This topic is at grade eleven (11) level of senior biology of the Zambian syllabus, at the end of this lesson, learners will be required to answer questions based on today’s topic. EXCRETION The process of excretion ü This is the removal of toxic metabolic waste products from the bodies of living organisms. The products of excretion are called excretory products while the organs used to remove them are called excretory organs. The significance of excretion in animals ü Unwanted toxic substances of metabolism and byproducts are removed from the body of an animal. If left to accumulate, these waste products become poisonous and harm the organism`s normal body functions. ü Removal of waste products from the body of the animal results in maintenance of a constant internal environment that is required for normal physiological processes to occur. These include regulation of osmotic potential of body fluids, regulation of pH and blood sugar levels.

Common disorders and diseases associated with the kidney ü Common disorders and diseases include kidney failure and acute renal failure. The malfunctioning of the kidneys as a result of partial or complete damage of the nephron caused by bacterial or viral infection leads to kidney failure. ü The infections result in inflammation of the nephron leading to a variety of kidney diseases known as nephritis. ü Remedies of kidney failure include: use of a broad spectrum of antibiotics, controlled diet, for example adequate intake of salt and intake of fluids that can be used to rectify kidney failure. ü Acute renal failure is a sudden decline in renal functioning caused by a drop in pressure due to excessive blood loss, kidney infections and stones, trauma and shock. ü High blood pressure can also lead to kidney failure. Arteries in the kidneys are damaged by high pressure resulting in low blood supply to the kidneys. Kidneys are unable to regulate blood pressure hence more arteries are blocked and stop functioning. ü Kidney failure may be treated using two ways: kidney transplant and using a dialysis (kidney) machine. ü Kidney transplant involves a surgical operation during which a normal kidney from a donor is added to an individual experiencing kidney failure. ü A kidney machine is made of a dialysis tubule through the patient’s blood passes. The tubule is long and coiled in order to increase the surface area for diffusion.

OHANNESBURG - Former President Jacob Zuma's lawyers have told the state capture commission of inquiry that he will not appear before Deputy Chief Justice Raymond Zondo on Monday – and they are adamant that Zuma can only be forced to appear once his legal bid for Zondo's recusal as the commission chairperson has been decided. Zuma's lawyers are also adamant that, because the inquiry is seeking a ruling from the Constitutional Court that will compel him to answer questions without enabling him to invoke his constitutional right to remain silent, he cannot be expected to appear until that judgment is given. "Therefore, the commission wishes to make it clear to you that any failure on your part, without sufficient cause, to appear before it on the 18th to 22nd January 2021 will constitute a criminal offence." Mabuza however contends that, until Zuma's challenge to Zondo's refusal to recuse himself from hearing matters concerning him and his family is decided, he cannot be legally obliged to appear before the inquiry.

THE FUTURE OF ZAMBIA By DR MWELWA MULENGA
Questioning our learned assumptions Most Zambians believe what they are taught in class and what they read in books or hear on the news. But once in a while we must re-examine what we believe in light of a dynamic economic, social, and political world. For example, many of us were taught in primary and secondary school that the greatest disadvantage Zambia has is that it is landlocked. But that is not necessarily true anymore. With all the recent technological, economic, and political advancements, Zambia’s landlocked position, surrounded by nine countries including Burundi on Lake Tanganyika, is our greatest advantage. Only three other countries in the world have more neighbors. We must exploit this most rare hub-andspoke advantage and turn Zambia into an international hub of education, health, technology, finance, logistics, communication, and global or continental political institutions. It is thus logic to expect the mission of Industrial Development Corporation to align with developing Zambia’s competitive advantages in these sectors. We must also question the sensibility of policies such as targeting zero corruption, zero inflation rate, and zero carbon dioxide emission (in essence full compliance with climate change agreement etc.). As a developing country, there will always be a certain amount of corruption to grease the wheels of development, and there will always be a certain amount of inflation because greed and fear are built-in behavioural mechanisms in humans. Greed makes entrepreneurs charge more and the charges and consequent changes in prices are what are reflected in the inflation rate. This is why inflation can never be zero and as such no policy should target zero inflation. With regard to climate change, the majority of the Zambian people do not have access to the technology to live by without endangering the climate. The country cannot simply adopt policies of de-
veloped countries without consideration of its people who have no access to lifestyles of developed nations. This is the realistic approach for our country, not that we don’t believe in the negative effects of climate change. These three realities, low level corruption, non-zero inflation rates, and paying less attention to climate change, seem to constitute the rite of passage not only for our country but for all other developing countries. The need to re-examine things we have been taught or told extends to decisions we make across the economic, social, and political spectrum. For example, the training of accountants and the introduction of VAT as a taxation system in Zambia. Just because Zambian accountants are trained under the British system doesn’t mean we have to use a British taxation system even when that system doesn’t make much economic sense for our country. At this stage in the life of our country we have enough fellows in the accounting bodies (CIMA and ACCA), to PROTECT

Responsibility of professional Zambians In addition, accountants, like all professional Zambians, must have a national interest in their practice and not take part in designing and implementing schemes that defraud the Zambian people of tax revenue (estimated at over $500 million per year, (Alexander Readhead, 2016; Transfer Pricing in the Mining Sector in Zambia)). For example, the price transfer scheme recently found unconstitutional by the Tax Appeals Tribunal and Supreme Court in two landmark cases (Nestle Zambia v Zambia Revenue Authority (March 2019) and Zambia Revenue Authority v Glencore Mopani Copper Mines (May, 2020)) defrauded the Zambian people out of more than K250 million. Zambian professionals must say something if they see something. Perhaps parliament should enact a whistle blower legal framework within which whistle blowers would be protected. The same expectations extend to lawyers, teachers, doctors, law enforcement, civil servants, and other professions. The Future of Education We need not over emphasise the obvious need of investment into primary and secondary school infrastructure. More danger lies in the proliferation of private schools, colleges, universities whose facilities, curriculum, and teacher qualifications may be, comparatively, below the standards set by the government and expected by the paying public. Since the brightness of the future of our country is dependent on the quality and quantity of economists, scientists, lawyers, doctors, teachers etc., fine tuning our education system is necessary to align it with the socio-economic and political visioning and expectations of our country. To guide the alignment, the question we need to ask ourselves is what is the purpose of our education system? If the purpose is to educate all Zambians and leave no child behind, at least up

to secondary school, as the case is in the United States of America, then we must remove all the examinations that prevent students from progressing all the way to the 12th grade. But if the purpose is to educate only those that can pass exams, and leave everybody else behind, as the current policy is, then we probably need to make the exams more stringent so that only top students go through our education system. But there is really no national advantage in leaving behind a large portion of young boys and girls just because, for many reasons, they couldn’t pass the Grade 7 exam. Referencing the theory of multiple intelligences, these students who fail at Grade 7
of our country. We may also need to de-emphasise university education and instead advise those who cannot be accepted into universities that alternative education is just as important. For example, Zambia has a shortage of trained and well qualified artisans. An individual can equally make a good living as an electrician, a bricklayer, a baker, a tailor, a pest control specialist, a mortuary and graveyard entrepreneur, a carpenter, a welder and so many more. The future of Zambia will depend on all professions and educational backgrounds, not just on university graduates. The Future Society The Zambian society, like

As the population grows these groups of disadvantaged Zambians will also grow in size and will lead to increased disparities between say, the rich and the poor or the haves versus the have-nots. Many disadvantaged Zambians will be left behind unless the government and society ensures support systems to bring them along and make their lives meaningful and worthy. Forward looking health, economic, and social systems focused on supporting this group of Zambians will include pension systems that are designed to pay out the contributing retirees so they don’t fall into poverty, homelessness and eventually depression and become a health cost to the nation. Zambia will also need to enact laws that ensures that these groups of Zambians have equal access to employment, healthcare, education, housing, and even buildings. It is acknowledged that today these laws that address one or two of these aspects may be in existence in some form. But these laws will need to be expanded in detail, scope, domain, and enforcement to give comfort to these Zambians that they will be taken care of in their time of need.
