AKAINDE Hichilema cannot rescue the country when the cries of innocent pensioners, some of whom have died because of being left destitute after the ‘mishandled’ privatization process are still hovering on his head, some opposition party leaders have said. They said the “merciless” manner in which Mr Hichilema and his cronies enriched themselves from the privatisation of State owned enterprises proves that the clique was up to no good. This follows claims
by the UPND leader, Mr Hichilema that he was ready to rescue Zambians and provide them with a better livelihood. Citizen’s Democratic Party president, Robert Mwanza said a man who had mismanaged the privatization process cannot be trusted with the entire country. Mr Mwanza said entrusting Mr Hichilema with power would be tantamount to auctioning the country. “The man cannot be trusted. Giving him the instruments of power would be tantamount to auctioning the country,” he said. Mr Mwanza said the families left behind by hundreds of pensioners who died out of frustrations of losing their lifesavings were still living in abject poverty without any help from the people who showered them with misery. Mr Lungu also said fluctuation of the currencies was affecting the operations of Tazara because it has been dollarised. He said Government was working towards de-dollarisation to start using local currencies of the two countries.

SUPPORT LOCAL OWNERSHIP GOVERNMENT’S resolve to raise local participation in critical sectors of the economy has come at an appropriate time. In many instances, foreign investors have left the country after reaping sufficient profits within a period of tax holidays. It is also true that investors’ primary focus is to make maximum profit and they usually do not have any interest for the locals. Therefore, it is justified that Zambia is moving towards placing locals at the helm of critical industries such as mining. So far, Konkola Copper Mines (KCM) and Mopani Copper Mines are in the hands of Zambians with locals at the helm of the firms. It is also gratifying that Kansanshi Mine has a Zambian chief executive officer. Zambians should thus support local ownership and ignore armchair critics, who are advocating for foreigners to take over running of the mining firms. They have been punching holes in every action Government takes to secure critical sectors of the economy. Lately, there have been misleading statements from some quarters about the Mopani Copper Mines transaction, in which ZCCM-IH negotiated increased stake to 100 per cent. Some politicians and other stakeholders have erroneously been referring to the sale agreement between ZCCM-IH and Glencore International as nationalisation. Citizens and politicians in particular ought to debate this matter truthfully and give credit where it is due. There is absolutely no need for any one quarter to start punching holes in the deal, thereby sending negative sentiments in the economy. Government has not nationalised Mopani, but Glencore International opted out of the mining firm and offered ZCCM-IH the shares. This means that Glencore International and ZCCM-IH sealed a $1.5 billion deal to increase the Zambian shareholding to 100 percent from 10 percent. In effect, the commodity trader and FQM jointly let off the 90 percent and agreed that ZCCM-IH pays $1 while $1.5 billion will be settled in 17 years. We, therefore, challenge critics to explain how else such a transaction could have been undertaken. They should put across an alternative rather than wholesomely condemning the deal. Some politicians have a tendency of criticising all actions and programmes without giving an alternative. Such criticism is far from being constructive and is just aimed at distracting Government from running public affairs diligently. Criticism must always be constructive otherwise it becomes destructive! As we approach the August 12 general elections, politicians will become more and more toxic in their desperate quest to garner support. The electorate should, therefore, be wary of tongue-lashing politicians, who are desperate to get into power at all costs. It is no wonder they have branded this year’s election as “do or die.” Zambia is a peaceful nation and all citizens ought to guard such peace and tranquility jealously. We appeal to politicians from both sides of the political divide to engage in constructive debate and ensure that discourse is free of diatribe.

AMBIANS should not condone tribal politics by some selfish politicians, former deputy minister of Foreign Affairs, Gabriel Namulambe has said. He said political leaders should instead support President Edgar Lungu, who has embraced all the tribes across the country. Mr Namulambe urged political leaders to emulate the spirit of unity that the freedom fighters exhibited during the independence struggle. Politicians, he said, should not base their politics on regionalism. He said in an interview that politicians should realize that regional politics would not
win them an election. The former UPND chairperson for labour said politicians who were busy promoting regional politics were selfish because their interest was in regional groupings and not Zambia as a nation. “Political leaders promoting tribalism are not thinking about Zambia but themselves, if you base your party on tribal lines then you are not thinking about Zambia, because Zambia is about all the 73 tribes including the Chinese, Indians, and the like,” he said. Mr Namulambe added: “such political leaders if at all they formed government, their interest won’t be for the whole country but for the region where you base your strength as a political party.”

K30m artists’ fund play melody for three Chongwe artists’ groups By JOHN KOMBE THREE youth artists' groups in Chongwe have benefitted from the K30mn empowerment fund for artists, says Chongwe member of Parliament Japhen Mwakalombe. Mr. Mwakalombe disclosed this when he addressed youths during a sports tournament in Chinkuli ward in Chongwe. He observed that Government remained committed to helping the young people develop their talent so as to empower themselves economically and also create employment for others. He also donated four pairs of jerseys to two netball teams and two football teams that participated in the sports tournament. The other donations included: two sets of football goal post nets, training cones and K7, 000 prize money for the top four netball and football teams.
He challenged the youth to remain disciplined to nurture their talents. He said that discipline was a sure way to success and as such the young people must be focused and disciplined. Mr. Mwakalombe who is also Copperbelt Province minister said the government had prioritised youth empowerment because it hinged on the productive age group. He was glad the government had fulfilled its promise of empowering the from the K30m pronounced by the President. He observed that the three youth groups that have benefitted from the fund were now equipped with requisite equipment to carry out their activities and disclosed that two of the three groups received a set of music instruments and one group received tailoring machines. He said that the empowerment cost about K600, 000. He urged the beneficiaries take good care of the equip-
ment and stick to the agreement to pay back the subsidised amount so as to enable others to benefit in the future. And in an interview, chairman of Peter Malanda Arts Ensemble, Godwin Malanda, thanked government for the gesture. He disclosed that his group received instruments valued at K200, 000. According to him, the instruments were of the highest quality and would help the group grow their businesses. He stressed that the empowerment was timely especially that the musicians were faced with various challenges such as the lack of modern equipment. He was grateful the government had subsidised the loan and that the group would only pay back about K102, 000.00 spread over five years. He said that each of the three groups would only pay K1, 700.00 per month beginning in July this year.

Court hears Chimese perks in camera By CHARLES MUSONDA THE Lusaka Magistrates’ Court yesterday heard in camera evidence relating to former Zambia Air Force (ZAF) Commander Eric Chimese. Lusaka Magistrate Nsunge Chanda yesterday heard the evidence behind closed doors following an order she made last year after overruling an objection the defence had made to a prosecution witness presenting before court the evidence on Chimese’s earnings when he served as ZAF Commander. The hearing continues this Thursday in a case Chimese is charged with Chita Lodge Limited with alleged concealing of property suspected to be proceeds of crime. The property include a two storey house and nine flats. But a Ministry of Lands Registrar has already testified that a document that purports to show that Chimese owns the property in dispute is a forged one. Ms Rachael Tembo had told the court that Chita Lodge holds a genuine title for the land on which the property is built and that the one purporting to show that Chimese is the owner does not exist in the Ministry of Land’s register. Ms. Tembo said information from the land register showed that the property initially belonged to Evelyn Kinyabo who later sold it to a Godfrey Mulundika in October 1988. She said in July 2010 Mr. Mulundika later sold it to Chita Lodge Limited, which later sold a subdivision to Misheck Sichinga and Judith Nyambe Sichela in November 2013. She said in April 2014 Chita Lodge Limited sold another subdivision to Michaila Ilunga Kapenda and in the same month Chita Lodge Limited sold another subdivision to Moyo Mary Ng’ambi.
Headman donates land for youth skills training centre in Chongwe By JOHN KOMBE THE traditional leadership in Zone 8 in Senior Chieftainess Nkhomehya’s chiefdom has donated seven hectares for the construction of a youth skills training centre in Shoba Village in Chinkuli ward. Speaking when he officiated at a sports tournament in Chinkuli ward yesteday, Chongwe member of Parliament, Japhen Mwakalombe thanked Senior Headman Mutamino for the gesture. He observed that the traditional leadership in the area had shown its resolve to help empower the youth with lifelong skills.
He said that the piece of land would be used to construct a modern training centre to cater for youths in the district. He disclosed that the Japhen Mwakalombe Trust had partnered with Mothers of Africa, an NGO from the United Kingdom. He said that the architects were ready to come on site to do the drawings once the donation was formalised. He stressed that the skills training centre would cater for any youth regardless of their academic qualifications. He observed that there was an overwhelming number of school dropouts in the districts and as such the facility would help to make the
young people productive. Mr Mwakalombe said that the young people had a lot of energy which needed to be directed into productive activities and that their population must be empowered so that they can contribute to the gross domestic product of the country. “This will be a state of the art centre that will offer different skills training especially to school dropouts. We will offer bricklaying and carpentry and joinery courses among others,” he said. Mr. Mwakalombe who is also Copperbelt Province minister stressed that the government remained committed to ensure that the young
population was empowered with requisite skills. He challenged the young people to take advantage of the initiative and enroll once the training centre is completed. And Senior Headman Mutamino thanked the lawmaker for the initiative and observed that the training centre would help to equip the young people with skills that would enable them to be productive members of society. The headman also thanked the government for electrifying Mutamino health centre in the area and for constructing a computer laboratory at Chinkuli Primary School.

The campaign has been launched in Chilubi Island, where Ms Kalasa provided uniforms to pupils seeking an education at community schools. The ruling Patriotic Front (PF) Chaloshi Ward councilor in Kembe Constituency donated school uniforms to grade 1 up to 4 pupils at four different schools for starters. The schools included Pembya Community School located in Mwape Kalunga, Misuse Community School in Fube, Sumbu's Muleka Community School and Tandabunbwe Community School in Kwena. These are vulnerable Community Schools from Chief Matipa and sub chiefs Mwape Kalunga and Fube of Chilubi Island. Ms Kalasa says she decided to come to the aid of the pupils due to their vulnerability as most of them come from poor families. "I started this campaign

GOVERNMENT should reduce taxes on salaula to address smuggling of second hand clothes, Clearing Agents Association, Nakonde district chairperson Chileshe has said. Mr Chileshe said the taxes on salaula were high and recipe for smuggling. He said reducing taxes on Salaula would attract more importers to pay taxes because currently there was rampart smuggling on second hand clothes due to high taxes. "The import taxes on Salaula were designed to promote local textile industries such as Mukuba, Mulugushi and others which are no longer operational. Therefore, having high taxes is not serving any purpose but merely promoting smuggling,” he said. He said currently ZRA was charging a minimum of about K400,000 for a 40 feet container. Mr Chileshe said ZRA should reduce several other taxes to reduce smuggling. He said reducing taxes on Salaula will enhance revenue collection for ZRA.

P P R O X I M AT E LY 100, 000 grafted fruit seedlings are being targeted to be achieved using the K3 million which Government has provided for the development of avocado sector in Vubwe District. Government should therefore accelerate the release of the K3 million for the development of the avocado and fruit project in Vubwe district in Eastern Province. This is according to the National Avocado and Fruits Project (NAFP) – Vubwe Chapter Manager, Lytone Kanowa.
Mr Kanowa said approximately 16,000 seedlings were already on the nursery due for grafting. He said in an interview that the K3 million fund from Government would be used to expand the nursery, procure requisites for management of the nursery such as shed nets, irrigation equipment and grafting materials. In October last year, Government through the office of the Vice President facilitated a K3 million grant for the development of the avocado and fruit project. “We would like to urge the office of the President to expedite the release of the grant of K3 million awarded
to NAFP to enable it commerce the expansion of the nursery and procurement of the irrigation equipment,” Mr Kanowa said. He said the project was designed to employ readily available labour force from the membership of the cooperative. Additional seedlings, he said, would be planted to achieve the target of 100,000 grafted seedlings using this acquired grant. “The entire project would continue to resource mobilize for setting up befitting irrigation systems for each participating farmers, the funds provided would go a long way to realise the dream of achieving sustain-
able crop diversification through tree planting,” he said. Mr Kanowa, who is also the team leader of Eastern Province Buy-Zed chapter, said the project was poised to be a national approach towards effective crop diversification especially for farmers affected by the effect of climate change.

Restriction of commercial cargo by road through Victoria Falls Border Post THE Zambian Government signed SI No. 115 of 2020 that came into effect on 1st January 2021. The Zambia Revenue Authority issued a notice notifying all stakeholders that importation and exportation of commercial cargo by road through the Victoria falls border will be restricted to 16 tons and below while all commercial cargo above 16 tons will have to cross using rail or use other alternative entry / exit points such as Chirundu or Kazungula among them. The notice further clarified that the border remains open and available for use by all Hawkers, Individual traders, tourists and motorists with vehicles or goods below 16 tons. This measure is meant to bring sanity to the tourist capital and cartel the smuggling activities at the Victoria
falls border post. The border post was not designed to clear commercial cargo hence facilities like scanners, inspection bays are nonexistence at the entry point. Over the years traffic has been growing and smugglers have taken advantage by deliberately pushing traf-
fic towards the small border post because it lucks the anti smauggling facilities such as inspection bays and scanners. The authority has to use the inspection bay at Livingstone port office which creates an congestion in the tourist capital. This SI does not affect the
clearing industry as claimed by some individuals that they will be job losses because all clearance of goods is done online from anywhere in the world. Some smugglers have now teamed up to try and frustrate this new measure because the smuggling route has now been sealed off. Other border posts such as Kazungula and Livingstone have proper facilities such as scanners, inspecting bays, CCTV among them. Smugglers do not want to use these other entry points because of facilities in these borders that make it very difficult for them to succeed in any illegal activities. Just last week, the authority intercepted 9 trucks that were declared as Generator sets with Zero duty rate when infact this was assorted wooden furniture that attracts 40% duty.
The people of Zambia would have lost over 2.5 million kwacha in taxes if the alert ZRA officers did not intercept these trucks. These smugglers conspired to defraud the state tax revenue through smuggling related offences that range from misclassification, undervaluation’s, origin fraud, forgery and failure to report within stipulated time as per customs order procedure. This is contrary the provi-
sions of Sections 141 and 149 of the customs and Excise Act, CAP 322 of the laws of Zambia. The authority has further recommend for forfeiture without compensation in accordance with the Commissioner Generals’ memo on the treatment of smuggling cases. This should perhaps to a lesson to all smuggling cartels that paying taxes is cheaper than smuggling.

ZIM, CHINA CITRUS DEAL TO OPEN NEW FRONTIER HARARE - Zimbabwe and China are set to sign a citrus fruits export deal that Zimtrade has described as ‘farming industry transforming.’ The deal, which will further entrench economic cooperation between the two countries, is set to open up a new frontier for locals who have previously relied on the European market. The consummation of such agreements, is in sync with Government’s export development strategy under the National Development Strategy 1 (NDS1 2021 to 2030). NDS1 is the economic blueprint with which Government expects to foster rapid economic growth towards an upper middle income economy by 2030 as set by President Mnangagwa. Growing value added exports, both by quantity and variety, is at the core of this development strategy. The country’s export development and promotional agency, ZimTrade, is negotiating with Chinese authorities on behalf of Government and deal announcement is now imminent. In an interview with The Sunday Mail Business, ZimTrade chief executive officer Allan Majuru, said such a deal will give local farmers access to a market worth US$500 million annually. He said the deal was meant to bit market barriers that exporters encounter.
Banks provide funding for Beitbridge border revamp JOHANNESBURG - Lenders including Standard Bank and FirstRand provided $130 million of loans for an upgrade of Southern Africa’s busiest border crossing. The financing for the Beitbridge border between South Africa and Zimbabwe includes the $130 million commercial debt tranche arranged by FirstRand’s Rand Merchant Bank unit, Standard Bank, Absa and Nedbank, according to an article paid for by RMB and published by Johannesburg-based website BusinessLive. Japan’s economy shrinks 4.8pc in 2020 due to Covid
TOKYO - Japan’s economy surged in the fourth quarter of 2020, but it was not enough to keep the country from negative growth for the year. The economy beat expectations to grow by three percent between October and December compared to the same period in 2019. But growth was considerably slower than in the previous quarter, when the economy expanded 5.3 percent. Japan’s economy shrank 4.8 percent over the full year, its first contraction since 2009. The growth figures come as Japan’s Nikkei index briefly hit 30, 000 for the first time since 1990. The world’s third-largest economy suffered its worst post-war quarterly contraction between April and June, as the global pandemic hit domestic consumption and exports. But consumption and exports, which are both key drivers of the Japanese economy, also fuelled a rebound in the second half of the year. Private consumption, which makes up more than half of the economy, rose 2.2 percent in the final quarter of 2020, slowing from the 5.1 percent increase in the previous quarter.
Stronger economic growth globally in the third and fourth quarters also helped Japanese businesses sell more of their products overseas. Annualised growth - which assumes the quarter’s growth will be maintained for the whole year - was 12.7 percent, suggesting Japan could be on track for a strong and rapid recovery. Takumi Tsunoda, senior economist at Shinkin Central Bank Research, expects the recovery to struggle because Japan lags behind western economies in vaccine distribution. “The conditions are such that Japan will not be able to avoid negative growth in the first quarter,” he told Reuters. “There is a high possibility that there will be a repeating cycle of coronavirus infections spreading and being contained this year, which means that consumption is not likely to recover at the expected pace.” In December, the government announced another round of stimulus aimed at pulling the world’s second largest economy out of its slump. JOHANNESBURG - Both manufacturing and mining production contracted by more than 10 percent in 2020, data from Stats SA shows. Stats SA has released December 2020 manufacturing production and mining production. Manufacturing production decreased by 11 percent in 2020, compared to 2019, data shows. All 10 manufacturing divisions reported negative growth rates over the past year. On a year-on-year basis, it increased 1.8 percent. The largest positive contributors were food and beverages; followed by motor vehicles, parts and other transport equipment; basic iron and steel products and wood and wood products. Petroleum, chemical products, rubber and plastic products were the largest negative contributors to the annual figure. On a month-on-month basis, manufacturing production declined by 0.1 percent in December 2020, compared to November 2020. “Total mining production was 10.7 percent lower in 2020 compared with 2019. The 10.7 percent decrease in annual
mining production followed a decrease of 0.5 percent in 2019 and a decrease of 1.5 percent in 2018,” Stats SA said in a separate report on mining production. Mining production increased by 0.1% year-on-year in December 2020. The largest positive contributions were manganese ore, diamonds and coal. The largest negative contributor was platinum group metals. On a month-on-month basis, mining production increased 0.5 percent in December compared to November 2020. This follows month-on-month contractions of 2.4 percent in November and 0.8 percent in October. Mineral sales managed to increase 23.8 percent yearon-year in December. Mineral sales increased by 23.8 percent year-onyear in December 2020. “Total mineral sales were 10.4 percent higher in 2020 compared with 2019,” Stats SA said. KPMG to stop offering non-audit related services to JSE-listed clients JOHANNESBURG - KPMG South Africa has announced that it will not be taking up any other work for JSElisted companies, save for auditing contracts. The auditing firm which is still cleaning up its image after the state capture and the VBS scandals said it will cease all future non-auditrelated services to its listed audit clients from March 31, 2021. The fact that firms have been providing consulting services to the same clients they are supposed to audit has largely been blamed for the recent scandals accounting, not just in South Africa. In the UK, the Financial Reporting Council ordered the big four accounting firms – KPMG, Deloitte, Ernst & Young, and PricewaterhouseCoopers to break up their audit and non-audit operations to enhance transparency and to make audit operations truly independent from the rest of the firm. In SA, providing non-auditrelated services to audit clients is still permitted under current laws. KPMG is the first firm to voluntary follow the UK developments. The company said that its decision to cease offering consulting services to its listed clients came after an intensive review process that seeks to improve the perception of auditor independence. The firm added that while it can lawfully continue to offer these services, it was concerned about the

Covid is real and present danger Dear Editor, THE threat posed by the coronavirus pandemic is real and a threat to our existence. Because it is spread through the air or contact, anyone can get it easily and that is where the danger is. It is therefore important that everyone becomes the brother’s keeper. The five guidelines to guard against the spread of Covid-19 are clear: Wash hands frequently, sanitise, no handshakes, cover mouth when coughing or sneezing and above all practice social distancing. But looking at our situation, it is easy to see why infections could be high. Public buses are ever full such that there is no social distancing in there. Bars and night clubs are open daily despite restrictions. I wonder if the councils ever check what is happening. So how can we stop Covid if we don’t observe health guidelines from the authorities? Our national creed challenges us to go much further than merely achieving unity in the midst of diverse convictions and persuasions – important as this may be. Our national creed of “One Zambia One Nation” asks us an important question: “Where does your loyalty lie?” Is it in ethnicity? Or, regions? Or, self? Or, in nation building and development? In this regard, our loyalties as individuals and a society should be rooted in nationhood and working for the greater good; not in ethnicities, regionalism, self-indulgence and political expediency to score cheap political points. We should choose to embrace a “Zambia first and foremost” mentality in everything we do and say at work and at home, while in Zambia and outside Zambia, as political players or civil society, as ordinary citizens or business houses.
WE’RE ONE ZAMBIA, ONE NATION – MY TAKE FROM PRESIDENT LUNGU’S ADDRESS When we all choose to adopt and put into practice this “Zambia first and foremost mentality,” it will eliminate the troubling propensity of some who have succumbed to the temptation of speaking ill of their home, Zambia, whenever it suits them or convenient. We must all remember that, presenting an unpleasant image of your home and kin does not embellish you. Similarly, presenting an unpleasant image of your country neither makes you look any better to outsiders, nor does it help in promoting a positive image of the nation, upon which foreign direct investment and international development partnership depend for the benefit of the people. The glorious images of all nations we may admire today were never built by outsiders, but by citizens like you and I choosing to act as comrades, patriots and goodwill ambassadors to the world. This we must do if we truly care for the ordinary Zambians everywhere. This can only become true when all of us, as citizens, decide to summon the best in us, and dedicate ourselves to reaching out for the higher
ideals of nation building and development (above ethnicity, political expediency or self-indulgence). Only then will we be able to deeply entrench peace, harmony and stability and attain shared prosperity in Zambia. This is and shall be our nation’s destiny as long as we remain true to practicing “Zambia-first” in both our words and our deeds. This includes all of us rehearsing the axiom: “You are entitled to your own opinions, but you are not entitled to your own facts.” Further to this, we must understand the fact that our entitlement to speak our opinions comes with duties and responsibilities such as; avoiding careless, simplistic and unproven narratives and fake news by choosing to embrace the liberating and progressive power of truth, mutual respect and substantive debates. This aptly encapsulates the true spirit of our nation’s creed. I also agree with and applaud President Lungu’s sentiments towards the Zambian youth in his address where he affirmed the PF government’s support to every citizen regardless of background and I
quote: “And to you my dear youth, let me tell this; To us it does not matter which family you come from. As long as you are a citizen of this country, this government cares for you. This government wants the best fo you.” In conclusion, let me quote the former Prime Minister of Britain, Ms. Theresa May, when she said: “I am worried about the state of politics…. One which believes that if you simply assert your view loud enough and long enough, you will get your way in the end…. This is coarsening our public debate. Some are losing the ability to disagree without demeaning the views of others. “Online technology allows people to express their anger and anxiety without filter or accountability. Aggressive assertions are made without regard to the facts or the complexities of an issue. “In an environment where the most extreme views tend to be the most noticed. This descent of our debate into rancour and
tribal bitterness, and in some cases even vile abuse at a criminal level, is corrosive for the democratic values we should all be seeking to uphold…. Words have consequences. And ill words that go unchallenged are the first step on a continuum towards ill deeds. “Towards a much darker place, where hatred and prejudice drive not only what people
say, but also what they do.” Let us therefore avoid being purveyors of careless, simplistic and unproven narratives as well as ill words; knowing too well that words have consequences for us, nation building and development. Let us instead embrace truth, mutual respect, substantive debates, hard work, and a “Zambia-first mindset.” This is what will enable us to bring about Zambia’s glorious future, which we all desire. Local firms urged to embrace ‘Proudly Zambian’ By BUUMBA CHIMBULU
LOCAL manufacturers should register with the proudly Zambian campaign to ensure that revenue generated is used within the economy. Registering for the campaign which is currently with over 500 certified product lines will ensure that revenue generated is kept within the economy, says Zambia Association of Manufacturers (ZAM) vice president-South, Chipego Zulu-Chileshe. Ms Zulu-Chileshe reiterated that registering for the campaign with the association would expand the operation and the companies involved which currently stood at 33. “We encourage all manufactures to register for the proudly Zambian campaign with the association. “We are on the way to ensuring that more of our locally manufactured quality products are recognised on our shopping shelves and consumers are easily able to identify the products that have this quality mark,” she said in an interview. Ms Zulu-Chileshe also commended President Edgar Lungu for supporting the proudly Zambian campaign. She thanked the President for noting that the campaign had taken route with over 500 product lines certified and 33
companies having subscribed to the operation. “We do agree with the President and his observation that we should take pride in what is produced locally and we should consume it so we do continue reiterate our message surrounding the proudly Zambian campaign and that is encouraging you the consumer to think local first in all that you procure,” she said. President Lungu last week during his address to the nation observed that consumption of locally produced products had improved during the Covid-19 period which had limited importation of foreign produces. While encouraging Zambians to continue consuming locally produced products, President Lungu acknowledged that Covid-19 and its consequences such as lockdowns signified the need not to rely on foreign products for livelihood. President Lungu stressed that this was not only creating a ready market for local producers but also creating more employment opportunities, particularly the youth. “I am encouraged to see that more of our local products are being sold in shops. Equally encouraging is the fact that more of our people are consuming these products.

POLITICAL Party leaders have been urged to instil discipline in their members and ensure that they avoid tribal talk and violence before and after elections. National Guidance and Religion Affairs Minister, Godfredah Sumaili, said it was incumbent upon all political leaders to ensure that the country holds violence-free elections. Reverend Sumaili advised leaders of all political parties to follow the electoral guidelines that the Electoral Commission of Zambia ( ECZ) has provided in the electoral code. “I would also want to speak to the general secretaries of political parties that they should ensure that there is discipline within their political parties, it’s very, very important that all of us take responsibility and ensure that there is no violence,” she said. The minister was speaking on ZNBC’s Sunday’s Interview programme. Rev Sumaili urged political leaders to guard against tribal talk which she said was fuelling violence among political parties. She said political players should focus on promoting human dignity and not on character assassination. “It’s very sad that at times we hear insults that should not happen, we are one people and as a nation that is promoting democracy and constitutionalism as a value we should accommodate the views of other people,” she said. Rev Sumaili added Government was engaging political parties on the need to ensure that there was no violence during the election period. She said that the church has also been engaged to ensure that it played its role of uniting the county before and after the August 2021 elections.

PEMBA is poised for a facelift following Government's decision to construct a number of structures. Among the projects earmarked for construction is the district administration offices, police station, civic centre, level one houses for the District Commissioner and Council Secretary, 20 low cost houses, 10 medium cost houses and the post office. Construction of the projects is expected to commence in April this year and scheduled to be completed after 12 months. Pemba District Commissioner, Reginald Mugoba, said this in an interview said that the infrastructure would change the image of the district for the better. "We want to thank President Edgar Lungu for considering Pemba among other districts to be given infrastructure. We are now going to have about seven contractors in the district, who will be building a number of structures. "All the seven contractors have visited the sites and by April 2021, they will be on the ground building those structurea we have talked about. These infrastructure will give a facelift to the district and it will no longer be the same," Mr Mugoba said. Mr Mugoba said Government was not segregative, as development was being delivered to all the corners of the country. "I am very happy for this gesture especially that this thing is happening during my tenure of office as District Commissioner. Pemba residents will have something to point at among many other developmental projects we have done as a district," he said.

THE number of aspiring candidates seeking to be adopted for the Livingstone parliamentary seat has grown 15 in this year’s general elections. Former Livingstone Tourism Association (LTA) chairman, Rodney Sikumba, who resigned from his position to join the race. Mr Sikumba brings the number of interested members from the opposition UPND to 10 while the PF has five. But PF district youth
chairperson, Eddie Chomba, cautioned the electorate in Livingstone to scrutinize all the aspiring candidates. Mr Chomba said that all those whose leadership had been tested should stay away and allow others to lead. Therefore they are observed using microscopes. A microscope is an instrument used to magnify images of objects that are too small to be seen with the naked eye. There are two groups of microscopes. These are light and electron microscopes. The light microscope shows a simple structure of a cell while the electron microscope shows a detailed or ultrastructure of a cell. Nucleus: This part is responsible for controlling cell activities and storage of genetic information on threads of DNA called chromosomes. It is surrounded by a double membrane called the nuclear membrane which has openings called nuclear pores. The inside of the nucleus contains a fluid called the nucleoplasm and a dense body of DNA called the nucleolus.

Cell membrane: This part is made of lipids and proteins and is responsible for controlling the substances that enter and leave the cells. It is adapted for this function by being selectively/partially permeable. This means it allows some substances to pass through it but prevents others from passing through. The substances that cross the cell membrane freely include gases (such as oxygen and carbon dioxide) and water because their molecules have small sizes. On the other hand, substances such as urea whose molecules are large do not freely cross the cell membrane but use special carrier proteins to do so.

Cytoplasm: This is a jelly-like fluid made of water and dissolved substances such as proteins, salts and sugars. The protoplasm is defined as the living part of the cell. Mitochondrion (plural: mitochondria): These are rodshaped or sausage-shaped structures in the cell. This is where respiration takes place. For this reason mitochondria are called the power house of the cell. Ribosomes: These are small round structures in the cell where protein synthesis takes place. Some ribosomes float freely in the cytoplasm while others are attached to the rough endoplasmic reticulum. Endoplasmic Reticulum: This is a network of membranes used for transportation of substances within the cytoplasm. There are two types of endoplasmic reticulum, namely smooth endoplasmic reticulum and rough endoplasmic reticulum. Rough endoplasmic reticulum has ribosomes on its surface and transports proteins. Smooth endoplasmic reticulum has no ribosomes on its surface and transports lipids. Golgi Bodies: These are a pile of flattened vesicles which modify and carry proteins such as enzymes from the sites of synthesis to the sites of reaction. They are collectively called the Golgi apparatus. Chloroplasts: These are oval-shaped structures found in plant cells. They carry out photosynthesis. They contain a green pigment called chlorophyll which absorbs light energy for photosynthesis.

RWANDA BEGINS VACCINATING VULNERABLE PERSONS AGAINST COVID-19 KIGALI - Rwanda has started its first phase of vaccination against Covid-19 with the limited 1, 000 doses of the Moderna vaccine administered to highrisk groups, including frontline workers. The first and primary beneficiaries of the Covid-19 jab will get it for free. The Ministry of Health says the limited initial doses were “acquired through international partnership in limited quantities” though the country anticipates receiving additional doses in the coming weeks to allow it to expand the vaccination exercise. Rwanda expects to receive at least 996, 000 doses of AstraZeneca and 102, 960 doses of the Pfizer vaccine between February and March. These doses will be given in the second phase of vaccination. The country expects to acquire vaccines in the second roll-out from the Covax Facility - a global initiative aimed at equitable access to Covid-19 vaccines and African Union’s Africa Medical Supplies Platform.
11 killed in rebel raids in Lubumbashi, say local authorities KINSHASA - Eleven people, including one child, were killed in Democratic Republic of Congo on Sunday when rebels attacked two military posts in the southeastern mining hub of Lubumbashi, local authorities said. Government forces were able to repel the twin attacks by dozens of armed militants and the situation is now fully under control, provincial interior minister Moise Mpanga said in a video statement. Three Congolese soldiers, seven rebel fighters and one 10-year-old girl died in the fighting, he said. Congo’s second-largest city is the capital of the mineralrich province of Haut-Katanga, where mining companies such as Ivanhoe and MMG have concessions. The attacks follow an incursion into Lubumbashi last September by proindependence rebels, who beheaded two policemen and killed one soldier as they sought to seize strategic buildings before they were pushed back. – REUTERS/BBC.
The first beneficiaries of the Covid-19 jab in Rwanda will get it for free. “Rwanda’s Covid-19 vaccination plan is ready with infrastructure, protocols, and personnel in place,” the Ministry of Health
said in a statement issued on Sunday. The country also rolled out a mass testing exercise for Kigali city residents with coronavirus symptoms and contacts of Covid-19 patients an exercise that is expected to guide the process of easing restrictions and reopening the economy. By Saturday, Rwanda had registered 67 news coronavirus cases with 17, 267 positive cases since the pandemic was first reported in the country. It has also recorded 14, 477 recoveries and 236 deaths after a result of Covid-19. Health Minister Daniel Ngamije recently said Rwanda is prepared to receive more one million doses of Covid-19 AstraZeneca and Pfizer vaccines in mid-February. Dr Ngamije said the ultra-cold freezers and containers are in place in each province for proper storage and distribution of vaccines. DEFIANT ZUMA FACES JAIL JOHANNESBURG - The Zondo Commission of Inquiry into State Capture will approach the Constitutional Court seeking an order that former President Jacob Zuma is in contempt of court. And should the court find him guilty then, it should impose a prison sentence, said Deputy Chief Justice Raymond Zondo yesterday. Last year the commission laid a complaint with law enforcement agencies following Zuma’s walk-out of the inquiry, in defiance of a summons issued against him. The secretary of the commission had also been instructed to lay a criminal complaint against Zuma for not appearing from January 18 to 22, 2021. However, yesterday, Zondo said because Zuma had repeatedly defied the commission by walking out in November last year, and defying the subpoena for him to appear in January, his apparent contempt for the commission was serious. He also said it was a “pity” Zuma chose not to appear before the commission this week. Zuma has previously made it clear that he would rather face jail time than appear before the commission. CHAKWERA CRACKS WHIP …as head of Covid taskforce fired over funds misuse LILONGWE - Malawi’s President Lazarus Chakwera has fired the co-chair of a taskforce overseeing government’s response to the Covid-19 pandemic, amid allegations over misuse of US$7.7 million. The co-chair of the taskforce, John Phuka, and the head of disaster management, James Chiusiwa, were sacked “for showing a lack of toughness in demanding accountability.” The president also suspended 12 other members of the team for failing to maintain proper records of how they used public funds. The suspensions will pave way for an investigation which will lead to prosecution of culprits, he said. A report by the country’s ombudsman released in November said there was lack of transparency and accountability in the implementation of the country’s Covid-19 preparedness and response plan. of civil societies, the anticorruption bureau and the Malawi Human Rights Commission into the taskforce. But the main opposition party, Democratic Progressive Party has faulted the inclusion of the anti-corruption body and rights commission into the team. Meanwhile, Zimbabwe has received its first 200, 000 doses of the Sinopharm Covid-19 vaccine, donated by China. The consignment arrived yesterday in a Air Zimbabwe flight and was handed over to the government by the Chinese ambassador to the country. An additional 600, 000 doses ordered by the Zimbabwean government are expected to arrive in March. In Rwanda, the authorities have started immunising its healthcare workers against Covid-19, the health ministry said on Sunday. An official in the ministry told the BBC that immunisation with the Pfizer vaccine started last week in a few hospitals in the capital, Kigali. – BBC.

Regional Director Matshidiso Moeti said the agency was “ramping up readiness.” Guinea’s health ministry declared an Ebola outbreak on Sunday.
