of national interest because the issues he is raising are neither here nor there,” he said. Mr Zimba said it was not the mandate of the court to declare someone duly elected or elections valid instead it is the responsibility of the Chief Justice as the returning officer in the Presidential election. He said it is misleading for Mr Sangwa to continue misleading the nation on matters of national interest. “The Chief Justice has delegated authority therefore he or she can ask someone by way of a notice to perform functions of her office and I believe there is nothing sinister about her ladyship

Sikoongo succession dispute rages BY GRACE CHAILELESOETSA BEATRICE Kanjebwe and three others have argued in court that she is the rightfully enthroned Chief Sikoongo of the Tonga-speaking people because she is a member of the Sikoongo succession lineage. The quartet has also rejected Mr Jailos Hamunjo as being among individuals in the lineage of ascending to the Sikoongo throne as he does not appear under the (Mwana) Kalombe lineage of the Sikoongo Family tree. In this matter, Mr Hamunjo has sued Ms Kanjebwe in the Lusaka High Court seeking an order declaring her selection or installment as Chief Sikoongo in Chirundu null and void. He wants the court to order that the selection process be re-done and direct Ms Kanjebwe to surrender all the amenities in her possession to the relevant authorities. Others sued are the Attorney General, Likando Kalaluka, Ken Siayumbu in his capacity as inauguration officer and Shadreck Hamakala , an inauguration officer tasked to swear in a properly elected Chief Sikoongo. In defence, the quartet stated that Ms Kanjebwe is a member of the (Mwana) Kalombe linage of the Sikoongo family tree, which makes her a member of the Sikoongo succession lineage to which she was rightly enthroned. This followed the death of the previous chief, Isaac Muzokela, on November 11, last year. They argued that the current Chief Sikoongo was named as one of the successors in the report: “ of the documentation of the

Sikoongo family tree” which was prepared and submitted to the House of Chiefs by the Bana Mainga Tongo Traditional Authority. Ms Kanjebwe and others claim Mr Siayumbu was removed as an inauguration officer for the Sikoongo chieftaincy in April last year for misconduct and was replaced by Sunford Namayola the same month. The quartet stated that after the death of the previous chief, the traditional enthroning authority known as the Hakaunga, set a one month mourning period and persons who were eligible to ascend to the throne were invited to approach the Hakaunga and make their intentions known. Livestock sector a game changer, says Minister BY KETRA KALUNGA ZAMBIA has the potential of creating wealth through livestock and young people should take advantage and participate in larger numbers, says Livestock and Fisheries Minister, Nkandu Luo. Professor Luo said Zambians should change the narrative that livestock and fisheries farming was for the “retired and tired” citizens. She said the country was putting the livestock sector on the peddle stock and this has been made possible by President Edgar Lungu through a decision to separate fisheries and livestock from agriculture. She was speaking on Zambia National Broadcasting Corporation (ZNBC). Prof Luo urged young people to take up livestock and fisheries and help grow the country’s economy. “Livestock and fisheries is a new area and require behavioural change and this is one of the things we

are focusing on as a team in the ministry to bring to the table the importance of livestock and opportunity that go with livestock,” she said. Prof Luo has meanwhile disclosed that the ministry would be commissioning a study to authenticate the number of animals in the country. She however pointed out that the country has in the recent past lost a number of animals because of the East Coast Fever, Foot and Mouth Disease and other diseases. Prof Luo said Governemnt has produced the east coast fever vaccine. “The good news is in the last few months we just decided to produce our own vaccine against the east coast fever and the scientists within the ministry were equal to the task, just like for the chickens, they had to produce a vaccine,” she said Prof Luo said the ministry was currently working on a road map to start producing a vaccine for foot and mouth disease.

$33bn debt lies exposed From page 1 Zambia’s public debt, he said, remained at US$11 billion as opposed to some speculators who have misinterpreted the 2021 World Bank’s International Debt Statistics report. He regretted that most people were reading the WB report without understanding the details. According to social media report, the World Bank indicated that Zambia's actual external debt was US$27 billion as at 2019 and US$33 billion if combined with local debt and arrears. In response, Mr Chikuba emphasised in an exclusive interview that Zambia’s debt was not US$27 billion as reported by some speculators following the release of the World Bank report. “So Zambia’s public debt is not US$27 billion and the report has clearly indicated that the debt is US$11 billion and that is what Government has been reporting.” Mr Chikuba said. Mr Chikuba indicated that US$14.735 billion was private sector debt which was contracted by mining companies, Zambian corporates and the banking sector. The public debt as contracted by Government as at 2019 is $11 billion. He explained that: “they are adding private sector debt and public and publicly guarantee debt to show that Zambia’s debt is higher than what we are reporting. No! The World Bank report is very categorical. There is a break down and this is what Government has been reporting.” Mr Chikuba insisted that one would understand that the Ministry of Finance and the World Bank were providing the same figures, only that the report was very categorical. “This is a report that the World Bank issues annually so the first report was issued last year and the Minister (Dr Bwalya Ng’andu) did comment on it, when there was a claim that Zambia’s debt according to the World Bank was far higher than what we were reporting. “The World Bank data and the Ministry of Finance data is not any different,” Mr Chikuba said.

The biggest being the intensity of infighting at different layers of party structures in Eastern Province. “Much recently, the party made a decision which has oiled the possibilities for many of us who were mistreated and whose aspirations have been injured at the hands of the cruelty by those vested with leadership cudgels in Eastern Province,” Mr Zulu said. THE Patriotic Front (PF) will hold its general conference from April 10 to April 11 where over 2, 300 delegates are expected to attend virtually and Kelvin Bwalya Fube will not be part of the delegates because he is not our member, PF SecretaryGeneral Davis Mwila has announced. Mr Mwila said all positions, including that of the PF president were open for contestation. He told journalists in Lusaka yesterday that the PF central committee had resolved that the general conference be held virtually to avoid the spread of Covid-19. Asked if Mr Bwalya popularly known as KBF will be part of the delegates since he insists to be a member, Mr Mwila said, “ as far as we are concerned, KBF was expelled a long time ago, he is not our member and therefore, he is not among the over 2, 300 delegates who will attend the general conference.” Meanwhile, Mr Mwila has also announced that the Lusaka provincial conference will be held this Thursday at Mulungushi International Conference Centre.

REJECT TOXIC POLITICS ZAMBIA must immediately address destructive political rivalry and heal the wounds before the campaigns are set in motion in about two months. Politicians must only differ in opinions and debate national matters without any tinge of malice and diatribe as has been the case in previous elections, some of which had degenerated into violence. It appears that the August 12 elections are a “do or die” affair for some politicians, the reason why they will go to any length to claim victory. Already, the political temperature is rising in many constituencies and across the country as political parties select their preferred candidates while others are still preparing to go for intra-party polls to usher in national leaders and their presidential candidates. The Patriotic Front (PF) will be going for the general conference on April 10-11 while the United Party for National Development (UPND) has already held theirs virtually. Embattled National Democratic Congress (NDC) leader, Chishimba Kambwili, has announced that his party is going for an elective general congress in two weeks’ time while New Hope MMD is preparing to go for a national convention. While time is fast ticking away, political leaders ought to reflect on previous performance and the violence that has marked by-elections. In most instances, political leaders have simply set rampaging youths on the opponents to intimidate them while in other cases political cadres have clashed as they criss-crossed constituencies during campaigns. The most dangerous politicians are those who organise, plan and execute violence to intimidate opponents. This is draconian! They firstly “fete” youths with intoxicating liquor and detail them to attack political nemesis; many people have been mugged. Therefore, political leaders must meet to denounce violence and commit themselves to peaceful campaigns and elections. It will be prudent to involve the Church, Civil Society Organisations (CSOs) and the Zambia Centre for Inter-party Dialogue (ZCID) to spearhead dialogue among political players. However, only credible CSOs, Church and political players should be involved in this process as some organisations are politically inclined. Evidently, some church organisations and CSOs have lost credibility in the eyes of the public because of their apparent bias and should not be allowed anywhere near political talks. ZAMBIA’S Consul General in China, Daniel Chisenga, has called on Guangzhou DongSong Energy Group Company Limited to actualise its investment pledge in Zambia for a fertiliser plant. Mr Chisenga assured the company that the Consulate was ready to facilitate the process. He said it would be making an investment in a country that continues to see a rise in Foreign Direct Investment from China in various economic sectors. This is according to a statement issued by Second Secretary (Trade) at the Consulate General of Zambia in Guangzhou, Angel Lwatula. “I am grateful that you met the Minister of Agriculture, Michael Katambo, about a year ago on the sidelines of the First Forum on ChinaAfrica Cooperation in Agriculture (FOCAC) held in Sanya City, China”, said Mr. Chisenga during a follow up meeting with Dr. Lv Weidong, chairman of the Chinese firm. And Dr. Lv Weidong said the Group plans to kick start a market research in Zambia this year as international travel restrictions are expected to be relaxed following the availability of

Covid-19 vaccines. During the interaction with Mr Katambo in 2019, the Guangzhou DongSong Energy Group expressed interest to establish an industrial park to produce fertiliser and generate power from coal with total investment of US$250 million which would create 2, 500 direct jobs and 5, 000 indirect jobs. However, the outbreak of Covid-19 in late 2019 derailed the Group’s planned investment in Zambia. Guangzhou DongSong Energy Group Company Limited has since its establishment 20 years ago invested in several regions within China. The Group has also invested in Uganda. Its line of investment includes fertilier production, hydro power generation, waste power generation and coal power generation. It is eager to expand its operations in Africa and Zambia is the Group’s next investment destination. Guangzhou DongSong Energy Group Company Limited is particularly attracted to Zambia as the country has an attractive business environment and is also rich in phosphates and coal deposits, the two raw materials necessary for fertiliser production.

“However, there is still need to extend these measures to consumers for sustainable plastic consumption,” Mr Mulenga said. He expressed confidence that the virtual conference would provide a discourse geared towards sharing best practice in tackling plastic pollution and consumer protection amidst the covid-19 pandemic especially that consumerism is gravitated towards the digital economy. “I therefore wish to encourage everyone, the session lead, panellist and delegates to fully engage in the discussions and help provide a rich discourse,” Mr Mulenga said.

Meanwhile, the group reported a 51 percent decline in normalised headline earnings to R8 billion after impairments nearly trebled to R20.6 billion amid the economic downturn that was precipitated by the Covid-19 pandemic. The group’s headline earnings fell 82 percent in the first half of 2020 compared with the first half of 2019. Headline earnings in the second half of last year were 19 percent lower than in the second half of 2019. The group’s earnings and returns however improved materially in the second half of the year as lockdown restrictions eased, particularly in South Africa, which accounts for more than 80 percent of the group’s earnings. Absa Group Financial Director, Jason Quinn, said: “I was really pleased with our seven percent rise in pre-provision profit as this is an important indicator of positive underlying performance. All systems go for agric marketing season HARARE - Stakeholders in the agriculture sector have expressed preparedness for this coming marketing season with all modalities almost in place. In a virtual meeting on preparedness for the 2020/21 agricultural marketing season with Ministry of Lands, Agriculture, Fisheries, water and Rural Resettlement Permanent Secretary Dr John Basera, stakeholders from across the value chain provided reports that showed readiness for the season while others expressed their expectations. From the Grain Marketing Board to farmers representatives, Agricultural Marketing Authority, millers, Agritex, Department of Mechanisation as well as the soon to come commodities exchange - all indicated readiness for the marketing season in which Zimbabwe and the rest of the region

African economies likely to rebound 3.4 pc this year, AfDB says NAIROBI - African economies are expected to grow by an average of 3.4 percent this year, the African Development Bank said, as the continent recovers from its worst contraction in half a century. The 54 economies shrank by 2.1 percent last year, the AfDB said in its 2021 economic outlook report, as the coronavirus crisis disrupted economic activity across the continent. “The continent-wide projected recovery... does not remove the threat of increasing poverty,” the Abidjan-based AfDB said in the report, published on Friday. An estimated 39 million Africans are likely to slip into extreme poverty as a result of the Covid-19 pandemic, the bank said, after 30 million were pushed into that bracket last year. “Populations with lower levels of education, few assets, and working in informal

jobs are the most affected and must be protected,” it said. Governments on the continent boosted their spending last year in an effort to support their economies through the crisis, putting pressure on budgetary balances and debt burdens. “The average debt-to-GDP ratio for Africa is expected to climb by 10 to 15 percentage points in the short to medium term,” the AfDB said. The worsening outcomes will be driven by the surge in government spending and the contraction of fiscal revenues caused by the pandemic. The AfDB called on the international community to work with policymakers on the continent to help it deal with debt loads that are getting heavier and heavier. “Africa’s debt burden must be prioritised and not ignored,” it said. “The time for one last debt relief drive for Africa is now.” – REUTERS.

AIROBI - Debt servicing costs have for the first time surpassed recurrent expenditures such as salaries, allowances and government administrative expenses, underlining the pressing burden on taxpayers. Treasury secretary Ukur Yatani says in the latest disclosures total debt repayments, which are largely being driven by fast-maturing commercial and semi-concessional loans, amounted to Sh638.29 billion in the eight-month period through February 2021, This represented a 32.13 percent jump over Sh483.08

S lawyers, we use what we call “Canons of interpretation” to understand what the law is or ought to be. There are various canons we apply when faced with an interpretation of law. INTERPRETATION

If the literal interpretation produces absurd results, you move to the next canon of interpretation. We call this “mischief rule” which seeks to go into the mind of parliamentarians when they passed the law.

The first and most used canon is called “literal interpretation” which simply means that you take the way the law reads without reading much into it.

For example, minimum Grade 12 qualifications means just that - that is to say you must have full Grade 12 certificate to stand or its equivalent. What is equivalent in this case is the other qualifications similar to Grade 12. This may be Form 5 certificate of Zimbabwe or Matriculation Certificate of South Africa. These are equivalent to our Grade 12. Anything higher, as the ConCourt rightly stated, is not equivalent to Grade 12. Literal interpretation. You see, to enter ZIALE, you need to have LLB or Law Degree. But now ZIALE management insists that you first produce your Grade 12 before they look at your degree. Hence a good number of law degree holders have been chased from ZIALE. Show your minimum qualifications first! If the literal interpretation produces absurd results, you move to the next canon of interpretation. mischief parliament intended to resolve. If the issue was that a Grade 12 would normally read and write English, then surely the higher qualifications of PhD without Grade 12 qualification suffices for one to stand as Member of Parliament. But then, how did one obtain that PhD without the minimum entry qualifications? However, if that was the real intention of Parliament - then the drafting of the constitution would have captured that by inserting a clause that “Grade 12 Certificate or equivalent or any higher qualifications.” Currently, the constitution did not include the “higher qualifications” than Grade

12. Anyway, the issue is between literal interpretation vs mischief rule. The ConCourt went for the literal interpretation. But then we are advised when interpreting the constitution to always apply the purposive interpretation, which simply means understanding the purpose behind the law. For now, the Concourt has given us the literal interpretation which we have to live with unless someone goes back to court under the “slip rule” and have this clarified! Such is law. That is why lawyers do not agree and end up in court to have a neutral arbiter have a final say! DICKSON JERE.

THE report by the Sunday Nation through its edition of Sunday, March 14, 2021 regarding some unscrupulous and overzealous Zambians who have a tendency of abusing the Immigration Department to harass foreign traders to forego their debt obligations toward the merchandise dlly supplied to them is an urgent call for action by relevant authorities. From the outset, we find it strange that some Immigration Officers can also fall into the games of unpatriotic and crooked Zambians yet we have rarely heard if the department has taken any punitive measure against Zambians in this habit. However, we will address the Immigration Department toward the end of our write up, in the meantime we turn to unpatriotic citizens with this tendency. It is a fact that most Lusaka business immigrants are exemplary hardworking and if emulated, this has potential to stimulate the growth of local driven enterprises. In most instances, the foreign business owners do not want to leave anything to chance but are willing to go to greater lengths till the last drop of their blood sweat to earn and mop every available coin. Their attitude toward work is exemplary and worth emulating like I did prior to starting my company last year. Personally, I run a company together with my young brother and we operates a transport business in Chingola and our business success is incomplete without attributing it to the business knowledge gathered from foreigners. Prior to our commencement of business operations at my company, we did wide consultations among the industry players, mostly foreigners regarding their success story. One of the issues that came out prominently during our consultations was the need to take responsibility of one’s attitude toward business. Gladly, my company has given us a return for our investment and we reinvested profits and recently we acquired another vehicle and my company is yet to import more buses in June from Japan.

Using that personal experience, the point I wish to drive home is that the local businesses should learn good practices from foreigners rather than the growing envy and abuse of state institutions and resort to unwarranted harassment. The overzealous Zambian citizen must appreciate that Zambia has sufficient Immigration laws and there is a reliable way of detecting illegal immigrants. The Zambians who are customers should not turn themselves into law enforcement agencies and should honour debt obligations. On the other hand, the Immigration Officers is therefore advised not to be used as an institution to settle scores on matters that are contractual in nature. In an event the Immigration Department establish that the complaints are malicious, they have sufficient penal laws which can be activated to bring the misbehaving Zambians to book. It should be appreciated that the lawlessness committed by the Zambian against the foreigner is prosecuted in the same way offences committed against Zambians are prosecutable. The honest entrepreneurs are entitled to secure protection before the law. The revelations are too serious to be ignored and if left unchecked have the potential to spill over and escalated to jeopardise the diplomatic relation between Zambia and other countries. Lastly, as members of the governing Patriotic Front, we are well informed that our republican and party President, Mr Edgar Lungu, has this inclusivity and co-existent agenda to accelerate economic development. Therefore, we will not fail our President but take it upon ourselves and ensure that every person who is legally in Zambia is protected. We are also interested to know if the said Zambians are conniving with officers in the Department of Immigration and if true, we will not hesitate to recommend for relevant action. If such officers indeed exist, then they are bad seeds who should be shown an exit door as Zambia is not short of unemployed youths who can take up their jobs to serve everyone with equality. ILLEGAL DRUG DEALERS NABBED By JACKSON MAPAPAYI FOUR people have been arrested for operating a pharmacy without the required documentation in Solwezi. The four suspects were apprehended during a combined operation involving the Zambia Medicine Regulatory Authority (ZAMRA), the Drug Enforcement Commission (DEC) and the Zambia Police. ZAMRA senior public relations officer,.Christabel Mutale, identified the suspects as Joe Kayombo 46, Fanwell Kabesha 53, Betty Mangimela and Priscovia Chisanga aged 45 and 35 respectively. Ms Mutale said the operation was aimed at curbing the sale of medicines and allied substances from unregistered premises. “And the suspects have been detained at Kyawama police and will appear in court soon,” she said. She said the sale of the items from unregistered premises was contrary to section 14 clause 1 of the Medicines and Allied Substances Act No 3 of 2013.

Manyinga's Loloma Hospital courts corporate world By JACKSON MAPAPAYI LOLOMA Mission Hospital in Manyinga district has called on the corporate world to partner with the institution in improving infrastructure and health care services. Hospital Director, Charles Kalwiji, said the institution does not have enough infrastructure despite the increase in population. Mr Kalwiji that currently, the facility only has 120 bed space for both male and female patients. "So,with the increase in population, really there is need to improve and increase on the number of bed spaces," Mr Kalwiji said. He expressed happiness with the ongoing construction of a high cost ward as well as the covid-19 isolation centre which has reached an advanced stage. He said once completed, the ward will help mitigate some financial challenges at the facility. Mr Kalwiji was speaking when he received a donation of linen from a local businessman, Evans Muhanga.

South Africa Chief Justice to appeal apology order JOHANNESBURG - A defiant Chief Justice Mogoeng Mogoeng has resolved to challenge a decision by the Judicial Conduct Committee (JCC) to apologise for and retract comments he made about Israel during a webinar in 2020. "The Chief Justice of the Republic of South Africa Justice Mogoeng Mogoeng has signified his intention to appeal the decision made by (Judge Phineas Mojapelo), a member of the Judicial Conduct Committee (JCC), in the complaints lodged by Africa4Palestine, SA BDS Coalition and the Women's Cultural Group," the JCC said in a statement on Sunday. "The JCC will in due course determine the date on which the appeal would be heard by at least three of its members. Members of the JCC who are eligible to hear the appeal are Deputy Chief Justice Raymond Zondo, Justices D H Zondi, N Dambuza and M Victor," it added. Sunday was the deadline for Mogoeng to retract his comments and apologise. Mogoeng became involved in the political controversy surrounding South Africa's policy on Israel and the conduct of its diplomatic relations by criticising the state's official stance and putting forward his own views. The JCC was tasked with probing several complaints against Mogoeng and whether he contravened the Code of Judicial Conduct. The complaints were brought by Africa4Palestine, the SA BDS Coalition and the Women's Cultural Group. News24 reported that the committee found, among other things, that Mogoeng

2021 ZAMBIA WATER WEEK AND WORLD WATER DAY WITH THE THEME: ‘VALUING WATER’ Sponsored by

Introduction The Zambian water sector has come a long way and has seen many changes and reforms in terms of water governance, water resources management and development, water supply and sanitation and environmental management. These reforms ultimately led to the creation of the Ministry of Water Development, Sanitation and Environmental Protection following the pronouncement by His Excellency, the President of the Republic of Zambia during his address to the 12th National Assembly. According to Gazette Notice No. 836 of 2016, The Ministry of Water Development, Sanitation and Environmental Protection is responsible for the following portfolio functions and statutory bodies: Portfolio functions a. Water Policy b. Water Resources Management and Development c. Water Supply and Sanitation d. Environmental Policy e. Environmental Protection and Pollution Control f. Environmental Research and Training Statutory Bodies/Institutions a) National Water Supply and Sanitation Council b) Water Resources Management Authority c) Water Utility Companies d) Zambia Environmental Management Agency The specific functions of the Ministry include: a. Formulation and review policies on Water Development and Management, Water Supply and Sanitation and Environmental management in order to guide implementation of sector programmes; b. Review and development of legislation on Water Development and Management, Water Supply and Sanitation and Environmental management in order to provide a framework for implementing policies and programmes; c. Conducting research on Water Development and Management, Water Supply and Sanitation and Environment, as well as other related matters in order to generate information for decision making; d. Formulation and review of National Programmes and Action Plans on Water Development and Management, Water Supply and Sanitation and Environmental management in order to ensure effective and sustainable utilization; e. Facilitation of the development and rehabilitation of water resources, water supply and sanitation and Environmental Protection infrastructure in order to enhance service delivery; f. Monitoring and Evaluating the implementation of Water Development and Management, Water Supply and Sanitation and Environmental policies and programmes in order to ensure attainment of set objectives; g. Identifying and protecting potential water resources to enhance water security; h. Identifying and delineating ecologically sensitive areas for protection; and i. Collaborating with the National and International stakeholders on the development and management of water resources, water supply and sanitation and environmental management. Organizational Structure and Coverage The Ministry of Water Development, Sanitation and Environmental Protection is headed by the Minister who provides policy guidance on Water development, Sanitation and Environmental Management in the country. The Office of the Permanent Secretary is responsible for directing and

coordinating the execution of the portfolio functions and advises the Minister with respect to the activities, projects and programmes in the Ministry. The day-to-day execution of portfolio functions are carried out by six (6) directorates namely: a. Directorate of Water Resources Development, responsible for national water security and international water cooperation. b. Directorate of Water Supply and Sanitation, responsible for urban and rural water supply and sanitation. c. Directorate of Environmental Management mandated to oversee environmental management and protection. d. Directorate of Planning and Information mandated to perform the planning, knowledge management and monitoring and evaluation functions of the Ministry. e. Directorate of Human Resources and Administration, and f. Directorate of Finance. Furthermore, the Ministry has presence in all the ten provinces and in all the districts through the Department of Water Resources Development as well as at all provincial levels through the Department of Water Supply and Sanitation. In carrying out its functions, the Ministry collaborates with other ministries, statutory bodies, International Organizations, Cooperating Partners and NGOs. The main areas of collaboration include capacity building, resource mobilization, infrastructure development, information sharing and technical assistance in line with the mandate of the Ministry. The Zambia Water Week and World Water Day Zambian stakeholders in the Water Sector have long lobbied the Government of the Republic of Zambia for the establishment of an official period which could be commemorated nation wide as the Zambia Water Week. The main objective of this was to have a period of time at least once a year during which the Zambian Water Sector would come together and share knowledge and experiences about pertinent water and sanitation issues affecting the nation. In addition, this would also be the main period during which Government would explain its key policy measures in the water and sanitation sector for the current year. Thus, during the 8th Zambia Water Forum and Exhibition conference held in June 2019, Her Honour the Vice President directed the Minister of Water Development, Sanitation and Environmental Protection to ensure that the Zambia Water Week is established. In this regard, Cabinet approval was sought by the Ministry of Water Development for the establishment of the Zambia Water Week. This approval was granted at a Cabinet meeting Chaired by His Excellency the President of the Republic of Zambia 2020. Furthermore, Cabinet directed that the Zambia Water Week and the World Water Day should be aligned. In this regard, the week preceding the 22nd of March World Water Day, that is the period 15th – 21st March every year would be commemorated in Zambia as the Zambia Water Week commencing this year. Consequently, the theme for the Zambia Water Week will always be the same as that of the World Water Day although sub themes as appropriate could vary somewhat. Thus, the finale of the Zambia Water Week will be the World Water day commemorations on Monday 22nd March 2021. However, due to the COVID-19 pandemic, this year’s commemoration of Zambia Water Week and World Water Day will be low key and largely confined to media engagements.

Interpretation of the theme As was highlighted in the Ministerial speech to launch the Zambia Water Week, this year’s theme, ‘Valuing Water’ is all about appreciating the enormous and complex value of water for our very existence and wellbeing. It goes beyond the issue of pricing and captures the essence of what water means to health, economics, households, education, cultures and traditions, and the sustainability of our natural environment. In this regard, the Ministry also supports the general view supported by the international water community that the value of water can be looked at from five different perspectives as follows: a. the value of natural water resources and ecosystems. All water comes from the environment and associated ecosystems to produce the water cycle as we know it. Therefore, a very high value must be placed on protection and proper management of the environment. This will ensure good quality water supply and resilience to the impacts of climate change such as floods and droughts; b. the value of water infrastructure for water storage, water treatment and water supply. Where water infrastructure is absent or inadequate, socio-economic development is weak and ecosystems become vulnerable. Furthermore, the full value of water infrastructure needs to take into account the social and environmental costs of putting up such infrastructure and resources allocated accordingly; c. the value of water services such as drinking water, sanitation and health services. These are particularly critical in disease out breaks such as the covid-19 pandemic and for households, schools, workplaces and health care facilities; d. the value of water for socio-economic production with respect to food and agriculture, energy and industry, and business and employment creation; and e. the socio-cultural value of water which encompasses aspects to do with recreation, culture, spirituality and tradition. A full understanding of the socio-cultural values of water cannot be attained without embracing the diversity of stakeholders and stakeholder interests in the management and development of water resources. Thus, the ministry will strive to foster the integrated water resources management approach as well as to embrace emerging trends such as the water-sanitationhealth-energy-food-climate nexus. Focus for 2021 The Ministry will continue to pursue the objectives and targets set out in the Seventh National Development Plan (7NDP), Vision 2030 and UN Sustainable Development goals. This will be done through the implementation of four (4) key programmes namely: a. Water Resources Development and Management Programme, b. Water Supply and Sanitation Programme, c. Environmental Management and Protection Programme, and d. Management and Support Services Programme.
