He said Zambian contractors have grown capacity and were able to handle capital projects without the

SOME miners employed by contractors at Konkola Copper Mines (KCM) in Chingola have continued with their protest demanding improved conditions of service. The Katuba parliamentarian in his initial petition to the Constitutional Court filed on Tuesday, said it was his belief that President Lungu is eligible to contest the elections but wants the court to clearly pronounce itself on the debatable matter to remove any doubts. NDC CONVENTION IN LIMBO …as Kambwili faces contempt from Akafumba faction

EMBATTLED Chishimba Kambwili’s plans to hold a National Democratic Congress (NDC) convention this weekend are in limbo as the Joseph Akafumba-led faction as instructed their lawyers to commence contempt proceedings against him. And NDC spokesperson Franklin Membe said Mr Kambwili was practicing politics of the belly as he was as bankrupt as a church mouse. Mr Kambwili yesterday told journalists that the NDC led by him will this weekend hold a convention. But Mr Akafumba in an interview said that the faction’s lawyers were already in Ndola to file contempt proceedings against the outspoken former Roan Member of Parliament. Last month, the Ndola High Court granted the Akafumba-led group an ex-Parte order of interim injunction restraining Mr Kambwili from acting as NDC president.

He said Mr Kambwili has been failing to even pay his own workers as he had allegedly become bankrupt , therefore the reason he wants to sneak into the ruling Patriotic Front. He said the former Parliamentarian owes the Zambian people an apology as he betrayed them by going back to the PF which he discredited. However, Mr Kambwili said he was not broke as he owns over 70 properties in Zambia.
Over 156 people vaccinated against Covid-19 AT least 156 people have so far been vaccinated following the launch of the AstraZeneca Covid-19 vaccination campaign yesterday at the University Teaching Hospital in Lusaka. Minister of Health Jonas Chanda said front-liners such as health workers, media personnel and many other individuals are turning up to be vaccinated against Covid-19. Dr. Chanda expressed gratitude to those who got vaccinated and encouraged more opinion shapers, leaders and the community to make a bold decision and get vaccinated as the benefit of the vaccination outweighs the negative effects of not being jabbed at all. “I encourage opinion
shapers, civic leaders and media houses to get vaccinated and share your experience. I was particularly moved by one journalist from ZNBC who got vaccinated and shared his experience on a late night show on which I featured,” Dr. Chanda said. He added that, so far there are no reports concerning the adverse events following immunisation (AEFI) that may occur after acquiring a vaccination but only a few reports on common side effects associated with any other vaccine such as pain at the point of injection and headache which he said are manageable. Dr. Chanda has since assured the public that Government is working closely with the AEFI surveillance system to ensure
that any concerns that will occur are reported as soon as possible as the vaccination is being conducted in a cautious manner. He has also disclosed that in the last 24 hours, Zambia recorded 143 new Covid-19 cases, bringing the cumulative number of cases recorded to 90, 532. He said there was also one Covid-19 related death, bringing the cumulative number of Covid-19 related deaths reordered to date to 1, 230. And 42 people have been discharged, bringing the cumulative number of recoveries to 88, 272. He said there are 168 active cases both under community care and Covid-19 centres. PRESIDENT Edgar Lungu has sworn in seven judges for the Supreme, Constitutional and Court of Appeal with a call to deliver quality and fair justice. Speaking during the swearing in ceremony at State House in Lusaka yesterday, President Lungu urged the judges to exercise impartiality and high levels of integrity in the discharge of their duties. He urged the judges not to lose focus of the fact that the positions they were appointed to were not only of great honour but comes with responsibility and high expectations from the public. The President said the role of the judiciary more especially as the country heads towards the general elections was critical as different political stakeholders will seek different forms of court relief. “This, therefore, calls for you members of the bench to exercise impartiality and high levels of integrity in the discharge of your duties,” President Lungu said. He however expressed confidence that their vast individual experience in the administration of justice in the judiciary in their previous
capacities will make it easier for them to deliver to expectations. President Lungu, who congratulated them for their deserved appointments, said the appointment of three Constitutional Court judges was a demonstration that his government was committed to ensuring that the establishment of the ConCourt was filled to maximum levels. He also said his government will soon undertake a robust construction of court infrastructure to tackle the issue of space shortages faced by the judiciary. LOCAL Government Minister Charles Banda has done the right thing by ordering the cancellation of all transactions involving the sale and lease of properties by local authorities. We feel it is the right thing to do to stop the rot going on in some councils. If anything, it could simply be described as mischief making. For how could a council go about doing something that is not in the interest of the people? We feel the Minister should order a forensic investigation into the cancelled deals so that the nation could know which individuals or entities bought the properties. The chances are that some of the bigwigs in the councils could be linked to those buying the properties. At a press briefing in Lusaka on Wednesday, Dr Banda announced that Government has halted suspected corrupt and rampant sale of council properties across the country in the last three months. He made special mention of the Lusaka City Council which had sold Buseko market and Matero Hall. These transactions have been annulled. The minister at the same time directed all local authorities to cease and reverse the sale or lease of any council property. For Lusaka residents, it must have come as a shock that Buseko Market and Matero Hall had been sold. Just what prompted the Lusaka City Council to sell these properties? Hundreds of Zambians earn their living by trading at Buseko Market which boasts of a thriving timber business. The market also hosts many carpenters who specialise in making doors, which have a ready market for the home building sector. It is even more baffling that the Lusaka Council sold Matero Hall, something that has been there from pre-independence days and should be a hive of activity for community-related functions. According to Dr Banda, the local authorities have been most active in the last three months in which they have been selling off properties. Dr Banda explained that in the last three months his ministry has received reports from across the country that there has been reckless sale and lease of land, open spaces as well as movable assets by local authorities. To stop this, the minister has nullified all council resolutions made in line with the sale and lease of land or any property in the last three months. Dr Banda must be commended for acting swiftly for it is quite obvious that these transactions were not being done above board. It was plunder at an organised level. Councillors know that come mid May, their terms of office would end and they want to ensure that rip the councils of anything valuable. Such has been the calibre of councillors. They have not only been involved in illegal land sales but all manner of shady dealings that resulted in some being suspended. But it appears they never learnt any lessons that Government will not brook any nonsense, and Dr Banda has more than a match for them. In a way, we hope the electorate will learn some lessons that the next crop of councilors they will elect will be people who will not betray their trust, but work to serve them.

HE Electoral Commission of Zambia says it is so far satisfied with the engagement has had with stakeholders concerning the electoral road map. Some sections of society have often accused the electoral commission of Zambia of making lone electoral decisions without the input of stakeholders. But ECZ Corporate Affairs Manager Patricia Luhanga explained that an indaba is not only meant to iron out issues but also to share information and get the views of the stakeholders. “An indaba is not only meant to iron out issues but it is part of the strategy that the commission uses to engage with various stakeholders to share information and views,” she said.
Ms Luhanga is confident that stakeholders have been engaged on various platforms, stating that the calendar shared with the general public is a clear electoral road map. She said the commission will continue to engage the stakeholders in the run up to the August 12 general election as and when need arise. Meanwhile Green Party leader Peter Sinkamba says ECZ has so far done enough to engage political parties on various issues. Mr Sinkamba has however asked ECZ to give guidance and clarity on how political party supporters will be presented for nominations at provincial level owing to covid19.

The traditional leader said in interview that land was the greatest gift that one can have and as such it must be treasured. Senior Chief Kaputa
explained that traditional leaders were only entitled to offer a maximum of 250 hectares while Government administered land over that hectarage. He said traditional leaders should at all costs protect land by ensuring that they do not give away the resource anyhow. "Land is the greatest gift that we have, it is like money which should be treasured. We should be
mindful of the way we give out land because it is on land that we find minerals, water and other resources," Senior Chief Kaputa said. He said that he was not aware of any chief who had given out huge chunks of land thereby displacing people. SOME gullible individuals in the civil service have been paid by the opposition to sabotage Government by misconducting themselves and being defiant, PF Lusaka Province chairman Kennedy Kamba has said. And Mr Kamba says the four individuals seen in the video harassing a female civil servant at the ministry of Works and Supply are not members of the Patriotic Front. Addressing the media yesterday in Lusaka, Mr Kamba said the ruling party is aware of the UPND ploy to link the four to the PF to gain cheap political mileage. “We want to make it very clear from the onset that the three young men seen in a footage of a news clip harassing a female civil servant at the Ministry of Works and Supply are not members
of the Patriotic Front in Lusaka and their criminal activities have nothing to do with the party,” said Mr Kamba. He said one of the culprits, Charles Kakula, is a medical clerk at Kabwe Medical office. Mr Kamba said the party is surprised that Mr Kakula, who is a civil servant can travel to Lusaka and stage the harassment of an innocent fellow civil servant claiming that she was sympathetic to the UPND. He said the action by the four was criminal and they should be prosecuted for their crime to send a clear message that the PF government does not tolerate such behaviour. Mr Kamba said the UPND is trying to make cheap political gimmicks and manoeuvres by using civil servants to try and create an impression that the PF is failing to manage its cadres. He said the UPND
is desperate as it has realised that it was headed for another electoral defeat come August 12. He said apart from the incident at the Ministry of Works and Supply, another footage has emerged in which a registered nurse at Chainama Hills College, Aaron Mwanza, is clad in UPND regalia while at work, disparaging the PF Government and campaigning for the UPND. Mr Kamba reminded civil servants that they have an elaborate code of conduct and therefore it is unacceptable to take politics to places of work. He said while the PF appreciates that Zambia is a democracy and therefore, no civil servant will be allowed to take politics to their places of work as Government offices are sanctity and purely for effective service delivery to the Zambian people.

He said CEC should compromise and allow Zesco to use its facilities so that they do not resort to using other means of power transmission. “CEC should compromise and allow other players to use its facilities for it to remain in business,” Mr Mubanga said. He said CEC like mining companies provides employment and its failure to compromise may result into job losses. Mr Mubanga said the government and CEC should dialogue and find common ground to avoid disruption of economic and mining activities. Mr Mubanga said the impasse has created uncertainty among power customers.

TWO sisters of Mpanda village in Nsama have admitted killing their uncle whom they accused of bewitching their father. The girls aged 16 and 18 years have been charged with manslaughter and admitted the charge before the Kasama High Court.
This was after the state reduced the charge from murder to manslaughter. In this case, the two girls, were in the first place charged with murder, but when the matter came up yesterday in readiness for trial, the state made an application to reduce the charge. By GRACE CHAILE LESOETSA PROFESSOR King Nalubamba has applied for leave to commence contempt proceedings against the 13 representatives of five families of the Mbeza Royal Establishment challenging his installation as Chief Nalubamba of the Ila people. The traditional leader claims that the 13 have been issuing threats against him and the two other defendants in the matter which is contemptuous behaviour. In this matter, 13 representatives of the five families out of the eight families that form the Mbeza Royal Establishment of Chief Nalubamba of the Ila people of Namwala, Southern Province, sued Prof Nalubamba in the Lusaka High Court that he is not eligible to ascend to the throne. Mr Pawsen Munamooya and 12 others are seeking an order declaring that the selection and installation of Professor Nalubamba as successor to the throne of the late Chief Bright Nalubamba, was null and void. But that Mr Munamooya is the rightful person eligible to ascend to the throne in accordance with practices and customs of the Ila speaking people of Namwala. They cited Prof Nalubamba, Mr Joseph Mwanambulo and Mr

Chief Nalubamba wrangle continues in court Mukamadede Munamooya as defendants. The plaintiffs stated that Prof Nalubamba is late Chief Bright Nalubamba’s son and thus cannot according to their practices, customs and traditions ascend to the throne because the chieftaincy moves to a different son’s line after the death or otherwise of an incumbent chief. Prof Nalubamba and the other two defendants stated that the 13 were not representatives of any of the families that make up the Mbeza Royal Establishment, but were individual members of the family and represented their own interests. And now he is seeking the permission of the Court to commence contempt proceedings against the 13. In his affidavit in support of ex parte summons for leave to commence contempt proceedings filed into court early April, this year, Prof Nalubamba stated that the plaintiffs have been threatening him with the sole intent that he surrenders the throne.
He stated that when the matter came up for commencement of trial on February 9, this year, the 13 through their lawyers informed the court of their intention to discontinue the case and they were directed to make formal written application for discontinuing of the matter but are yet to do so. He said that before the matter could go to trial, the plaintiffs wrote letter dated November 4 ,2020 which contained threatening language with intent to have him surrender the throne without due regard to the administration of justice. Prof Nalubamba further stated that the 13 on January 21 this year issued a press release which contained allegations that he was not the rightful heir to the Nalubamba throne before the court could conclude the matter. He said they also directed all headmen in a letter dated January 29, 2021 not to heed to his directives or orders.

VER K8.5 billion has been approved by the Bank of Zambia (BoZ) under the Targeted Medium Term Refinancing Facility (TMTRF) meant support businesses and households that were being impacted by the Covid-19 pandemic The Central Bank in April last year set up a K10 billion TMTRF aimed at cushioning the adverse effects of Covid-19 on enterprises and individuals, with the funds expected to be distributed for onward lending through commercial banks. By supporting businesses and households, the BoZ expects to mitigate the impact of the COVID-19 pandemic on the financial sector through rising non-performing loans which might have compromised financial system stability. This is according to the Central Bank Deputy Governor for operations, Francis Chipimo. Dr Chipimo indicated that as at 31 March this year, BoZ had approved a total of K8.7 billion out of which, K6.9 billion was to commercial banks while K1.8 billion was to non-bank financial institutions.

ZRA prods banks for online systems

ZAMBIA Revenue Authority (ZRA) has called for support from financial institution as it prepares to launch the Zambian customs online payment system in September this year. So far, only nine out of the 17 commercial banks have submitted a project plan to ZRA. The Customs Management System being development by the Copperbelt University (CBU) is expected to go live by September 1, this year. ZRA has therefore offered free technical support to financial institutions which were currently struggling to be integrated on the new system. The system is part of the digital transformation happening within ZRA aimed at simplifying the processes and improving digital platforms for better taxpayer experience. This is according to the ZRA Commissioner General, Kingsley Chanda. He explained that the Customs Management System would replace the Asycudaworld system and urged financial institution to support ZRA as it transform its customs management system. He said this yesterday when he met with Chief Executive Officers of commercial banks. Mr Chanda stressed that
commercial banks were key partners in the implementation of the ZRA electronic payments. He explained that the development of the Customs Management System had reached an advanced stage and ZRA was ready to commence system integration tests for the e-payment solution. He explained that decided to call for a meeting to get commitments from the banks to meet the set deadline of September 1, this year. And responding to a proposal from Bankers Association of Zambia (BAZ) to push the deadline to December 31, Mr Chanda feared cost escalation if the deadline was stretched. Mr Chanda explained that the system had specific timeline as it was being co-developed by CBU. In response to ZRA’s call, BAZ president, Herman Kasekende, assured that all commercial banks would be integrated to the new system. Mr Kasekende pledged that the banks would step up efforts to ensure that they were integrated to the system. BAZ Chief Executive Officer, Leonard Mwanza, explained that banks had delayed to be integrated on the new system due to financial constraints. Mr Mwanza further explained that banks were currently focusing on the National Financial Switch which required resources.
Meanwhile, Dr Chipimo said BoZ would soon implement the regulatory sandbox to support innovations and new product designs by Financial Service Providers, particularly, Financial Technologies (FinTechs) in a controlled environment. Dr Chipimo said this was an opportunity for collaborative work among FSPs to design appropriate products for the SME sector. "We recognise the important role SMEs, particularly those led by women, play in our country’s economic growth and poverty reduction strategy. "We shall continue to enhance our partnership with the World Bank and appreciate the support rendered to the financial sector to ensure financial services and credit are accessible to all segments of the society particularly the SME sector," Dr Chipimo said.

This also provides an opportunity to build more momentum as well as seize control of the market narrative. Zambia Chamber of Mines (ZCM) president, Godwin Beene, therefore urged Government to take advantage of the positive sentiment that the upgrade of sovereign local currency issuances by Fitch has demonstrated. “There has never been a better moment for Government to reset the narrative than now. “By removing the impediments to investment in the mining sector, Government can lock in a solid production increase outlook upon which to base the restoration of broadbased economic growth,” Dr Beene said in a statement yesterday. He observed that Zambia had always had an opportunity to attract world class mining investment into its internationally renowned mineral exploration and production potential, which the world mining investment community viewed with continuing interest. Dr Beene indicated that: “It is also a good opportunity for local potential mining investors to showcase their projects on the world mining stage on the back of this favourable rating. “The upgrade by Fitch is a great opportunity for Zambia to latch onto this positive assessment by a major international investment house, which will be a boon for both local and local and international investors.” On Monday this week, Fitch ratings upgraded Zambia’s Long-term LocalCurrency (LTLC) Issuer Default Rating to ‘CCC’ from ‘CC.’ Fitch Ratings acknowledged that government has continued to service its local currency debt and has made no indication that it plans to include domestic debt in any potential debt restructuring.
Farmers urged to access inputs early By BUUMBA CHIMBULU MKUSHI District Commissioner Emmanuel Sinkonde has implored farmers to make their K400 contributions towards the Farmer Input Support Programme (FISP) and receive inputs early. The early supply and delivery of inputs result into the area recording a bumper harvest and has therefore asked farmers under the FISP to make their deposits. He said this when he inspected fertiliser for the 2020/21 farming season at the Nyimba Investment main warehouse. “I wish to make an appeal to our farmers to start the preparation early. Fertiliser is already in the district and so start the deposits so that you can get the inputs early. Once you get inputs early you can plan in good time,” he said. Mr Sinkonde said the efforts by Nyimba to supply early were meant to support Government’s desire of diversifying the economy from mining to agriculture. He said companies that were engaged by the government should ensure that there is timely delivery of inputs. Kenya, Pakistan to review trade deals
NAIROBI - The governments of Kenya and Pakistan are in high-level discussion to review the bilateral trade agreement of 1983 to harmonise business levels between the two states. The talks are geared towards harmonising tariffs and diversifying products traded between the two countries as they aim to hit one billion dollars annually. It comes as Kenya’s tea exports to Pakistan recorded a growth of 19 percent from 14.1 million kilograms by February 2020 to 16.7 kilograms by February 2021. According to Dr Julius Bittok, Kenya’s ambassador to Pakistan, the two states are set to review their bilateral trade agreement to increase and sustain trade and investment as well as diversify products traded. “The countries have enjoyed good trade in tea and rice. We seek to diversify into new products aimed at boosting volumes and exchange rate earnings between our countries,” Bittok told The Standard. He noted that with the dynamics in technologies, the states want to venture into new concepts that will reduce barriers, ease trade and make
it more seamless. He said despite the adverse global impact of Covid 19, Kenya and Pakistan trade in tea performed well recording a 19 per cent improvement compared to last year. “We have done very well in tea and rice. We now want to explore the exchange of other products to build our economies. We seek to exploit the good market for cut flowers, green grams, avocado among other horticultural products,” said Bittok. The envoy also added that Pakistan has good opportunities for Kenya to exploit technology. He revealed that a virtual meeting bringing together his Pakistan counterpart in Kenya Amb Saqlain Syeda, Kenya’s Trade Permanent Secretary and Pakistan Commerce counterpart was held at the end of last week as part of negotiations in reviewing the agreements. “We are in negotiations to ensure our goods are accorded market opportunities without restrictions. AIROBI - The Ministry of Labour wants part of the $2.34 billion loan from the International Monetary Fund (IMF) to cushion workers involuntarily squeezed out of employment through a monthly stipend. Cabinet Secretary Simon Chelugui told the National Assembly’s Labour Committee that they are negotiating with the Treasury on the amount to be disbursed to the ministry to cushion workers who lost their jobs in the five counties as a result of the lockdown. The State seeks to offer a monthly stipend during periods of mass job cuts to ease the pain of loss of income and put money in people’s pockets. Kenya last month introduced a wave of new curbs, which restricted travel in five counties including Nairobi, a
stricter curfew and the closure of bars as Covid-19 infections hit record levels. The restrictions have raised fears of a second wave of job losses and pay cuts across sectors in an economy that dipped into recession in the third quarter of last year at the height of the Covid-19 crisis. “This money is coming to the national basket treasury, we are making a case for our ministry to be considered in terms of funding,” Chelugui told the lawmakers in a virtual meeting. Chelugui regretted that several workers who were active and earning a living in their various workplaces are now redundant as a result of the lockdown, warning that such people could easily turn to crime to make ends meet. “The first thing is to identify those people and offer them some safety nets or mitigation
measures and then deal with the larger economic problem,” he said. About 1.72 million workers lost jobs in three months to June when Kenya imposed stringent coronavirus containment measures that led to layoffs and pay cuts. The IMF on April 2 said its board had approved new three-year financing arrangements for Kenya valued at $2.34 billion to help the country continue responding to the Covid-19 pandemic and address its debt vulnerabilities. For nearly two years, Kenya has abandoned expensive commercial debt to cut back on ballooning repayments, while revenue collection has been squeezed by the pandemic. OPEC sees rising oil demand as it plans to open taps PARIS - OPEC upgraded its expectations for global oil demand growth in 2021 this week on expectations of a growth rebound, as the oil-producing countries' organisation plans to lift output in the months ahead. The monthly report's forecast of a year-on-year increase by six million barrels per day (bpd) was slightly higher than a March prediction, which had already been upgraded. Such an increase would push global demand to 96.5
million bpd in 2021 after last year's tumble due to coronavirus restrictions. "Oil demand in the second half of 2021 is projected to be positively impacted by a stronger economic rebound than assumed last month, supported by stimulus programmes and a further easing of Covid-19 lockdown measures," OPEC said. Further cause for optimism later this year came from "an acceleration in the vaccination rollout, largely in the OECD
region" - although many developed economies' performance in the first half has proven sluggish. Convened under the OPEC+ alliance, which also includes Russia and others, oil producers decided in April to gradually roll back output cuts initially made to shore up prices. UPND’S PLAGIARIZED MANIFESTO PROVIDES NO POLITICAL ALTERNATIVE

Dear Editor, NE of the famous expressions on the integrity of works protected by copyright states “Plagiarism is infra digitatem advocatus” (which means “plagiarism is beneath the Lawyer’s dignity”). This expression basically demeans any attempts by authors to misrepresent other people’s works as theirs. It is therefore saddening that the United Party for National Development (UPND) have been entrapped into allegations of having copied the works from other jurisdictions. By its nature, a political manifesto is a document that basically after undertaking qualitative analysis of the challenges faced is compiled to be responsive and offer practical solutions to the problems faced. The shoddy manifesto comprising pictures from foreign countries such as Jamaica and other extracts from wellknown websites clearly shows that the UPND manifesto is detached from the reality which the Zambian people are facing. It is clear that the contents of the documents were not at all based on the evidence-based research but supposedly based on desk work by the hired technocrats.
The intellectual quality of UPND’s manifesto has been brought to public scrutiny after being exposed. The people of Zambia should therefore be wary of political parties seeking election based on deception and misrepresentation through the unrealistic contents of the UPND’s supreme document. The plagiarism allegations
have also exposed the UPND and Mr Hakainde Hichilema that their allegiance is not to the Zambian people but to foreign affiliations. While they had sufficient time to prepare a coherent document, the valuable time was wasted on other issues which did not add value to the nation. It is therefore our belief that the manifesto has not

Accidents of the new ring road could have been prevented Dear Editor, THE Zambian Roads & Highway Safety Group (ZRHSG) is saddened to learn of a fatal road traffic accident at the junction of Mungwi Roadeeee and new ring also known as 70/70 in Lusaka that occurred on Wednesday morning, April 14th, 2021, involving give cars in which one motorist died. We are sad because on February 6 this year, the Group issued a statement on this new road warning of the inadequacy of the road signage and other road furniture, especially on the busy intersections of this road. This outer ring road which starts from Makeni Bonaventure roundabout to Great North Rd roundabout a few metres before the Katuba Check Point is aimed at diverting fast moving heavy trucks and traffic around Lusaka along this route.
Early this year the Group made the following observation: 1. That this ring road is too narrow for heavy goods vehicles and should have been made into 4 lanes to accommodate both domestic and highway traffic or should have been built with wider shoulders to allow for broken trucks to safely park or pedestrians to walk safely. 2. That this road has about five busy junctions or intersections that are not marked with warning signs. These road junctions need stop signs, fouway warning signs and road names to inform new comers where they are and direct traffic to alternative link roads of Makeni, Mumbwa, Mungwi, Barlastone among others. These junctions could have been turned into traffic circles or roundabouts to allow for smooth crossing of traffic. 3. This ring road still has infrastructure built close to the road shoulders and when a truck loses control there will be heavy
casualties on this road or when a hazardous material truck overturns many families will be affected. 4. This road has blocked natural flow of water causing heavy flooding and mosquitos along this road. It needs an improved drainage, culverts and bridges. This Group is concerned that had these observations made in February this year, if they had been listened to by government and its agents, would have today saved a life and this fatal road accident and damage to life and property prevented. The Group is also concerned that there is a bad tendency by those in government and its agencies not to listen to advocacy groups and concerned road users on the challenges they face on our roads. Dwelling together in unity! Dear Editor, ZAMBIA is known as a beacon of peace worldwide. Our country has never experienced any tribal conflicts, ethnic strifes and political instabilities on a marginal scale. Although we have had three political parties that have exchanged dominance in leadership, transitions have always been peaceful. Nevertheless we do not need to take peace and harmony for granted alas it may sneak away within the twinkling of an eye. Candidly speaking, even when we may claim to have been at peace for decades, our country is politically divided and the entire nation is porous. A few years ago, a commission of inquiry was constituted under Presidential directives to find out why the voting pattern is based on tribal lines. Although we have a few liberal individuals who freely mingle with other tribes, it remains an undeniable fact that loyalty and allegiance of our citizens is marked by their tribal leanings and backgrounds. We even have some people who naturally feel hurt and have difficulties embracing others from other tribes. The peace, unity and tranquility our country has experienced cannot be described in an absolute sense but relatively. Many still harbour resentment towards others. Pockets of resistance and dissatisfaction is abound among our people. We need a permanent solution and sustainable measures as a remedy for the prevailing situation. It is a known fact that politicians are behind the disunity our country has been battling with. Our leaders take pride in the porousness of our nation. While we know that only God’s Kingdom will bring lasting peace and unity, even now we can enjoy a measure of it. We can do better than this. Politicians use the divisions which have engulfed among our citizens for their political survival. Their expedience and triumph is dependent on preaching disunity. We all need to accept the fact that allegiance to our tribes and languages is embedded in us and none of our citizens is innocent over the same. Disunity and confusions are spearheaded by politicians themselves because they thrive on it to brighten
their chances of either remaining in power or assuming the mantle of leadership. President David Kaunda is the only leader in our country who not only preached national unity but lived by his claims. The composition of his Cabinet was enough testimony of his beliefs and ideologies. He ensured that civil servants from other regions were posted in other provinces and that resulted in intermarriages. Although President Levy Mwanawasa tried to promote national unity, his appointments were dotted with tribal lines. It was during his reign that we saw a family tree. Significant positions were given to his tribesmen and women. He towed along tribal lines. Nepotism actually became rampant and abounded. The incumbent President Edgar Lungu is on record to have tried getting closer to the first Republican President. It is in his reign that we have lived to see the Director of Public Prosecution - DPP Ms Siyuni, the Inspector General of Police Mr. Kakoma Kanganja from Nort-Western, the Army Commander, Commissioner of Correctional Facilities Dr. Chisela, Zambia National Service Commandant, Zambia Air force Commander, The Chief Justice, Bank of Zambia Governor, Zambia Revenue Authority Commissioner, Zesco MD Engineer Mundende, the Vice President, Ms Inonge Mutukwa Wins, the first woman vice President and a representative of Western Province, Attorney General Kalaluka Likando, ZICTA, Zambia Police Commissioner Peter Chingaipe too numerous to mention. The President named Kalabo - Mongu Bridge KING LUBOSI IMWIKO II Bridge which is a big recognition to the King his Majesty. We need to learn giving credit where it is due. We need to appreciate our leaders who are trying their best. Assuming that President Lungu had enough members of Parliament from Western Province, Southern and North Western, the composition of his Cabinet can be inclusive. His Excellency is not tribal and he loves all Zambians. Very soon our nation is going for tripartite elections. We have a wonderful opportunity of setting a precedent towards unifying our nation. We would like to see unity among political contenders. We are critically listening to utterances of our politicians and we will judge them based on selection of their candidates. We also yearn seeing equal distribution of resources among our citizens. No particular region must remain marginalised. DRW national coordinator, Bruce Chooma, said a lot more should be done in order address the challenges facing people living with disabilities. He noted with sadness the slow pace at which the judiciary handles cases for persons with disabilities, especially criminal cases. Mr Chooma told the Daily Nation that the judiciary and other wings should be expediting cases involving persons with disabilities to avoid any inconveniences. He, however, commended the Ministry of Justice for approving some legal reforms such as the ‘Legal Aid Policy’ which he said was a step in attaining an inclusive justice system. LUAPULA Province Minister Nickson Chilangwa has called for strong collaboration between the HautKatanga region in the Democratic Republic of the Congo (DRC) and Luapula province in Zambia to increase hydro power generation and other forms of energy. Mr Chilangwa notes that lack of industrial energy has slowed down the economic progress of both Luapula province and the Haut-Katanga region. Chief decries abuse of youths by politicians By NOEL IYOMBWA IT is a shame that some youths in the country have always been used as tools for causing confusion by politicians Chief Kaputa, of Kaputa District in Northern Province has said. Chief Kaputa said it was normal for any political party to use youths in violence and added that it was equally wrong for youths to agree to be used in a negative way. He was speaking during the launch of the Genuine Millionaires Initiative in Lusaka. The traditional leader called on youths in the country to form cooperatives and other income generating activities aimed at improving their lives. And Chief Kaputa has said that 10,000 hectares of land would offered to the initiative in each province. Meanwhile, Genuine Millionaires Initiative patron, Joseph Mushalika, stated that it was disturbing that foreigners had taken full advantage of Zambia’s open economy in every sector. Dr Mushalika said just like political freedom fighters decided to fight for political independence, it was time Zambians fought for economic independence. “We cannot stand aside and look as our brothers and sisters are selling land to foreigners just to pay for basic needs. We must set ourselves up for running Zambian malls stocking Zambian products,” he said. He said the initiative was about creating Zambian based joint ventures and cooperatives designed for pooling resources to run viable businesses. Dr Mushalika said Government has released an economic recovery plan that challenges Zambians to take charge of the economic development. Mwinilunga-Mutanda road set for rehab By JACKSON MAPAPAYI GOVERNMENT is set to begin rehabilitation works on the Mwinilunga-Mutanda road, says Foreign Affairs Minister Joe Malanji. Mr Malanji said that Government has signed a contract with China Civil Engineering Construction Company for the works. The minister said this when paid a courtesy call on senior chief Kanongesha of the Lunda speaking people in Mwinilunga. “And in the next few works, the contractor will be moving on site to commence the works,” he said. Mr Malanji stressed the importance of the road infrastructure, stating that it would enhance investment in both Mwinilunga and Kalumbila districts. “If we enhance all economic resource in this country, we have to ensure that cardinal infrastructure reaches most parts of the country,” he added. Senior chief Kanongesha, who received the news with gratitude, said that his chiefdom has seen massive development. For this reason, he said, his chiefdom would continue to work with the Government in all areas of development. The traditional leader said that the rural electrification initiative has seen his chiefdom connected to the national electricity supply grid. BIOLOGY LESSON Cell Organization A group of specialized cells having the same shape/structure and function make up a tissue. Examples of tissues are epidermis, palisade tissue, spongy tissue, blood, epithelium and bone tissue. A group of tissues performing a specific function make up an organ. Examples of organs are roots, stems, leaves, liver, skin, heart, brain, eyes, ears, kidneys and lungs. What tissues make up each of these organs? A group of organs performing a specific function make up a system. Examples of systems are vascular system, digestive system, excretory system, endocrine system, nervous system, skeletal system, respiratory system and reproductive system. What organs make up each of these systems? A group of systems performing a specific function make up an organism. There are two types of organisms namely: unicellular which has only one cell e.g amoeba and multicellular which has many cells e.g a human being. Levels of cell organization may be summarized as follows:
TRANSPORT ACROSS THE CELL MEMBRANE (DIFFUSION, OSMOSIS AND ACTIVE TRANSPORT) Substances enter or leave cells through the cell membrane using three main processes which are diffusion, osmosis and active transport.
Diffusion This is the movement of particles from their region of higher concentration to their region of lower concentration (down a concentration gradient).
Experiment to Demonstrate Diffusion Materials: A 250 cm3 glass beaker, a long glass tube, a holed rubber bung or stopper, a coloured crystal such as potassium permanganate or copper (II) sulphate and water Method: Set up the experiment as shown in the following diagram
• First insert one end of the glass tube halfway into the rubber stopper. • Place the rubber stopper and glass tube into the beaker, keeping the rubber firmly pressed to the bottom of the beaker. • Introduce the coloured crystal of potassium permanganate down the tube. • Close the open end of the glass tube with a finger and fill the beaker halfway with water. • With one end of the glass tube still closed with a finger, gently lift the glass tube and rubber stopper out of the beaker without disturbing the crystal. • Observe what happens in the beaker until there are no further changes.
Observations: • At the beginning, the clear water and coloured crystal are each clearly visible • After some time, the colour of the crystal starts

Concentration gradient: This refers to the difference in concentration of particles between two regions. The higher the concentration gradient, the faster the diffusion rate. Surface area of Diffusion Surface: The larger the surface area of the diffusion surface, the faster the rate of diffusion. Thickness of Diffusion Surface: The thinner the diffusion surface, the faster the diffusion rate. Temperature: Increase in temperature increases the kinetic energy of particles causing them to diffuse at a faster rate. Size of Diffusing Particles: The bigger the diffusing particles, the slower the diffusion rate; the smaller the diffusing particles, the faster the diffusion rate.
Importance of Diffusion Diffusion is important in living organisms in the following ways: • Oxygen moves from the lungs to the blood and from the blood to the tissue cells by diffusion. • Carbon dioxide moves from the tissue cells to the blood and from the blood to the lungs by diffusion. • Dissolved food moves from the blood into the tissue cells by diffusion. • Metabolic wastes such as urea move from the tissue cells into the blood by diffusion. • Carbon dioxide needed for photosynthesis by plants moves from the atmosphere into the leaves by diffusion. • Oxygen produced during photosynthesis moves out of the leaves to the atmosphere by diffusion. • Water vapour moves out of the air spaces of leaves to the atmosphere during transpiration by diffusion.

Conclusion During osmosis, water molecules move from a less concentrated solution to a more concentrated solution through a selectively permeable membrane until a dynamic equilibrium is reached. Equilibrium is a state where the number of water molecules moving to either side of the selectively permeable membrane is equal. Osmosis is important in living organisms mainly in movement of water into and out of cells (absorption of water by plants, movement of water from cell to cell e.t.c)
Effects of Osmosis in Living Organisms The cells, tissues, organs and systems of living organisms are always exposed to body fluids or solutions of different concentrations. There are three types of solutions an organism may be exposed to, namely hypotonic, isotonic and hypertonic solutions. A hypotonic solution is one whose concentration is lower than the concentration inside a living cell. An isotonic solution is one whose concentration is equal to the concentration inside a living cell. Isotonic solutions have no net osmotic effects in living organisms because a dynamic equilibrium exists between them and the living cells. A hypertonic solution is one whose concentration is higher than the concentration inside a living cell.

When a plant cell is placed in a hypertonic solution, it loses water by osmosis because the water potential inside the cell is higher than the water potential of the hypertonic solution. As a result, its protoplasm shrinks and pulls away from the cell wall. The condition where the protoplasm of a plant cell pulls away from the cell wall due to osmotic loss of water is called plasmolysis. A plant cell that is undergoing plasmolysis is said to be plasmolysed. The following diagrams illustrate turgidity and plasmolysis.

When an animal cell is placed in a hypertonic solution, it loses water by osmosis because the water potential inside the cell is higher than the water potential of the hypertonic solution. As a result, it shrinks and crinkles/wrinkles. The shrinking and crinkling of an animal cell due to osmotic loss of water is called crenation. Osmotic loss of water by animal tissues leads to dehydration of the animal. The following diagrams illustrate cell lysis and crenation.

When a plant tissue such as a peeled potato tuber is placed in a hypotonic solution, it gains water by osmosis and becomes bigger and more firm. The presence of water in plant tissues forms a hydrostatic skeleton which renders mechanical support to the entire plant When a plant tissue such as a peeled potato tuber is placed in a hypertonic solution, it loses water by osmosis and becomes flaccid/flabby (smaller and weaker). In a living plant, this leads to a condition called wilting. Wilting is the sagging of delicate plant parts such as leaves, flowers and young stems due loss of water. Temporary wilting is one which can be reversed by supplying a plant with water. Permanent wilting can not be reversed even if a plant is supplied with water the plant tissues have already died. Suggest why it is not advisable to apply too much fertilizer on plants.

ARELY four months after replacing Manfred Chabinga as Nkana FC coach, Kelvin Kaindu has been sent on a three-weeks forced leave following Nkana’s seven-game losing streak in the MTN Super League. Nkana acting Chief Executive Officer, Kapwepwe Mutale confirmed the development in a statement issued by the club’s Media and Public Relations Officer Lillian Musenge.
Mutale stated that Kaindu has agreed to proceed on a paid leave in view of a string of bad results that the team has posted in the recent past. Mutale noted that assistant coach Kaunda Simonda will act as head coach in the absence of Kaindu and will be assisted by Young Nkana head coach, Fidelis Chungu who has been elevated. Nkana senior team physical trainer, Joseph Musonda, has been demoted to the junior team and has been replaced by Nkana Gym instructor
and physical trainer, Chewe Mwamba. “All these developments and restructuring process have been instituted in order to save the senior team from being relegated,” Mutale explained. The changes at Nkana comes a day after the Kitwe giants gifted city rival Kitwe United their first win of the season after 23 games played in the MTN Super League. Nkana who are MTN Super League defending champions have endured six straight losses in the league where they occupy 16th position with
21 points, on par with 17thplaced Lumwana Radiants. Nkana have failed to recover from a 3-1 bashing by Buildcon FC in a fixture played on February 7 and went on to suffer defeats to Power Dynamos, Kabwe Warriors, a draw with Green Buffaloes before the 2-1 defeats to Forest Rangers and Kitwe United in the last two games. REJUVENATED NAPSA EDGE FOREST By MICHAEL MIYOBA AFTER suffering a humiliating 5-1 defeat to Cameroonian giants Coton Sport FC in the CAF Confederations Cup, Napsa Stars bounced back with a bang and stunned Forest Rangers 1-0 in a Week-23 MTN Super Division fixture played yesterday at Levy Mwanawasa Stadium in Ndola. A lone goal from young Jimmy Mukeya was all the Lusaka side needed to pick an away win which propelled them to 14th position on the Super Division table with 27 points. Forest had started the match as a dominant side while Napsa Stars depended on counter attacks. Webster Muzaza had a few good runs with Lameck Silwaba but their combination could not help Forest break the deadlock. It was the visitors who finally went ahead through Mukeya who benefitted from Austin Banda’s assist to give them the lead in the 17th minute. Napsa had another chance to double their advantage in the 26th minute when Daniel Mutshinemu came to Forest’s rescue with a great save. Forest almost got the
equaliser in the 39th minute but where unlucky as Taonga Bwembya’s free kick went wide as the first stanza ended in favour of the visitors.
