DEBT REMEDY! BONDHOLDERS’ rejection of Zambia’s request for sixmonth suspension for debt servicing, has placed the domestic economy on the knife edge. Firstly, it is important for Government and stakeholders to admit the precarious position of the country even before seeking solutions. The rejection of the debt relief and the subsequent default will have negative effect on the country and the citizens, hence the imperative need to work out a remedy to ameliorate the resultant impact. Bondholders are commercial creditors on the capital market who obviously want to sustain profit levels by ensuring that they collect what is due. Thus in a situation of an outright default, bondholders usually recall the principal amount instantly. The implication is that the relationship with bondholders changes. As a consequence, the rating agencies downgrade the defaulting country to junk category. This means, therefore, that the country’s access to the capital market becomes extremely difficult and expensive. It is also true that a defaulting country drifts into a non-investment area as brokers and international advisory firms will invariably advise their clients not to risk their resources in such an environment. However, there is still space for Zambia to negotiate with bondholders under the Cure Period, instead of resigning to a defaulting curve. There are some countries that have come out of the default mess in recent times. Argentina in September this year defused a messy default after commercial creditors allowed the country to exchange 99 per cent of the bonds in $65 billion restructuring deal. At the time, Argentina announced that a deal and a separate restructuring which together brought financial relief of $37.7 billion. That said, Zambia needs to move on a path that will avert a major economic crisis, moving in tandem with all stakeholders. Nothing should be left to chance, given the already tight fiscal space, with a number of competing demands such as financing the civil service wage bill. It is worth noting that Zambia has $3billion of Eurobonds outstanding and owes $2billion to commercial banks, $2 billion to the World Bank and the International Monetary Fund. There is also $3billion owed to China. These are no small amounts at all! As Government engages bondholders and other creditors, due attention should also be given to growth prospects, especially in the agriculture sector which does not require foreign investment. Therefore, Government must boost the agriculture sector through incentivizing the small-scale farmers to enable them diversify from seasonal maize growers. Small-scale farmers must be encouraged to grow millet, cassava and sorghum, which are drought resistant and also grow groundnuts, sunflower, soya beans, cashew nuts, beans, potatoes, cotton and tobacco. Access to markets must be improved because even the maize which they grow year-in-year-out can only be sold to the Food Reserve Agency. The farmers cannot export the maize because of the Governmentimposed export controls. Agriculture for now is a sure remedy, considering that it will address food security, provide job opportunities, especially in the countryside and also provide raw materials for the manufacturing sector. Extension services should be boosted to avail the farmers with technical information while the Zambia Meteorological Department must be on hand to give accurate and timely weather information to farmers. While the Government tackles the debt crisis, equal attention must go into full exploitation of agriculture as the sector is home-grown.

Restructure Zesco, says energy expert By OLIVER SAMBOKO THERE is urgent need for Government to consider restructuring Zesco to streamline its operations so that it can become viable and profitable, an energy expert Victor Hazemba has advised. Mr Hazemba said Zesco was facing a lot of problems one of which was refinancing of its debt owed to Independent Power Producers (IPP) and settlement of arrears to suppliers. He noted that without Government taking steps to restructure Zesco, the power utility company will continue defaulting on its debt owed to IPPs. “As long as Government doesn’t take necessary measures to make Zesco viable, the utility company won’t be able to meet its debt obligations to IPPs and other suppliers of goods and services,” he said. Mr Hazemba said cabinet commissioned a diagnostic study on Zesco in 2017 which made a list of recommendations and that it was important for the Government to start implementing the recommendations so that the utility company can survive the current challenges it was facing. He said the first thing Government should do is to split Zesco into separate units, generation, transmission and distribution.

He said in an interview that if the PF was not alert, it would wake up to a rude shock in 2021 just like it was the case with Bill 10. Mr Musoma said UPND was doing everything possible to ensure that electorates in their strongholds registered as voters. “As ZRP, we would like to caution PF to be extremely alert, yes they are strong on the ground and things being equal, they are certain of victory in 2021, but this is no time to sleep and start living in fantasy. “PF MPs should also go in their constituencies to help the electorates register like others are doing. For example, the UPND MPs are busy transporting their people to register. We have information that these guys are well-funded and if PF will remain ndwii (idle), they will have themselves to blame when they lose next year,” Mr Musoma said. And a PF official, Lemmy Bwalya has called on party leadership to take the ongoing voter registration seriously and ensure that

more supporters register. Mr Bwalya said this was one way to secure more votes for the President in the upcoming 2021 elections. “This is the deciding crucial time of which party officials should know how many votes are expected to be garnered from party membership, before soliciting votes from well-wishers and party sympathizers. Mr Bwalya also said he had witnessed other political parties ferrying their supporters to registration centres to be processed. “Government must also express interests in knowing what’s prevailing at NRC issuance centres. One NRC number will have about 4 or five people and as a result people fail to register. This is mostly happening in our strong areas. The party should also be observant and question the ECZ why voter registration officers are not looking at faces but only interested in the information behind the NRC,” he said. Mr Bwalya also called on the President to bring back frustrated officials who lost favour with the party due to intra party elections, in order to return the ruling party into a united system.

Stop quarantines, State warns employers By SILUMESI MALUMO GOVERNMENT has warned of stern action against foreign employers who have continued to quarantine workers. Minister of Labour and Social Security Joyce Simukoko said the government does not expect any employer to quarantine workers. The minister indicated that all those who were involved in such actions were doing it illegally and the law would take its course. She said that workers cannot be quarantined for many months against their wish. Ms Simukoko was reacting to revelations that the contractor working on the Kafue Gorge Lower Hydroelectric Power Station had quarantined Zambian workers and they had no access to obtain the voter’s cards. But Ms Simukoko said the action was illegal and

the government would not entertain it. The minister assured the nation that Labour Inspectors from the ministry would soon be sent to the construction site and the contractor should show cause as to why action should not be taken against him. Ms Simukoko said workers cannot be subjected to such harsh conditions because they had families and moreover they need to exercise their right by obtaining voter’s cards to participate in the forthcoming general elections. Ms Simukoko also appealed to the public to ensure that they reported to the ministry whether such incidences were happening in other parts of the country. “I am urging the general public to alert my ministry whenever they see such kind of incidences and we shall ensure that we pounce on the employers who are involved,” she said.

ZAMBIA will re-engage bondholders on how best to restructure the debt following the rejection of its request to defer interest payments, Finance minister Bwalya Ng’andu has said. Dr Ng’andu said there was need to respect the sensitivities of all lenders. He however said Government would push to come to the table with the lenders in an effort to agree how best the debt could be restructured. Dr Ng’andu said it was in the interest of the lenders that the debt was restructured. “It’s not in the interest of any lender to only worry about their particular case and ignore the cases of all the others,” he said. Dr Ng’andu said Zambia would continue tirelessly working with all the creditors as they work on the process of restructuring the debt. Cavmont Bank ex-employees sue over benefits By GRACE CHAILE-LESOETSA FORMER middle management employees of Cavmont Bank Limited have sued their former employer for removing them from the payroll before paying them their full benefits. John Mwansa Kalinde and 40 others have argued that the bank’s move was contrary to the current statutory law on payment of redundancy benefits. The former employees want the Lusaka High Court to order that the they have accrued the right to be paid the redundancy package under Clause N (I) of the applicable 2005 local management conditions of service which could not be unilaterally taken away from them. They are also seeking a declaration that the bank’s imposition upon them of a redundancy package of two months’ pay for each year served under the new employment code , amounted to a unilateral variation of Clause N.(I) of the applicable management conditions of service and therefore, null and void. Mr Kalinde and others want the court to declare that the bank was bound by the Minister of Labour’s directive under clause N.(i) of the applicable local management conditions of service of 2005. They are also seeking an order for the payment of a redundancy package of three months’ pay for each year served with merged allowances less what they were paid. They want a further declaration that the plaintiffs must be given equal treatment on staff loans and medical schemes which were given to the unionised employees and damages for breach of mutual trust and confidence. Mr Kalinde and others wants the court to award them damages for breach of contract, a declaration that they be deemed to have remained on the payroll from the date of retrenchment until date of final payment and all salary arrears with interest. The 41 stated that they are former middle management employees of Cavmont bank who joined the bank on different dates ranging from the period 1990 to 2019.

Chief Mphuka said the constitution and the courts are very clear and if President Lungu has to lose, he should lose through the ballot. He insisted that President Lungu is eligible to stand for the presidency next year and Zambians should not have a problem with that because the courts have decided.

ECZ urged to extend voter registration UNLESS there is an extension from 30 to 60 or 90 days in the mobile voter registration exercise, the nine million threshold by the Electoral Commission of Zambia (ECZ) will not be met, says the Alliance for Good Governance. The alliance’s Executive Director, Mr Joseph Chileshe said in Ndola they will engage the ECZ on the matter so as to allow as many people as possible register as voters. Mr Chileshe said it will be unfortunate if people will not be able to get voter’s cards due to not having enough time to register. “We as an organisation are on behalf of other Zambians asking the ECZ to consider extending the period for the mobile voter registration exercise. “Mind you, there are already complaints that the system is very slow although ECZ have also committed themselves to beef up manpower and equipment,” Mr. Chileshe said. He noted that in case the ECZ does not agree to suggestions by various stakeholders on the need to extend the registration period, Zambians should make full use of the period given and ensure they register as voters. He also challenged politicians to encourage their members to register so as to take part in the democratic dispensation by choosing their leaders. Mr. Chileshe has on the other hand commended the ECZ for putting up an effective sensitisation campaign to make sure that the general public is aware about the ongoing exercise. He called for a spread of campaigns not only on television and radio but urged ECZ to use institutions such as ZANIS so that no one remains behind with information. The mobile voter registration exercise commenced on November 9, 2020 and will end on December 12, 2020, while EZC is targeting to register nine million voters. – ZANIS.

Diabetes cases to rise to 578 million globally By NOEL IYOMBWA FOUR HUNDRED AND SIXTY THREE million cases of diabetes were recorded globally by 2016 and expected to increase to 578 million by 2030, Diabetes Association of Zambia President Dr Mbinga Mbinga. Speaking during the commemoration of World Diabetes Day, Dr Mbinga said globally every 8 seconds a one person dies from diabetes related illness and that in Zambia the cases increased from three per cent in 2017 to 6.1 per cent in 2019. He however said that diabetes is a preventable disease by following health guidelines such as avoiding risk factors like tobacco use, harmful use of alcohol, unhealthy diet, physical inactivity and overweight/ obesity. Dr Mbinga stated that with Covid 19 pandemic, diabetes patients have suffered another setback as patients are likely to develop a severe form of the disease and die. He observed that the supply chain disruptions

has caused a lot of suffering for diabetic patients and called on government and other stakeholders to protect patients with diabetes during this period of Covid 19. And Lions Club of Woodlands Kabwe Kandeke said that this year’s commemoration is being conducted in the midst of the deadly Corona virus and that diabetes is one of the underlying conditions that make one more vulnerable to Covid 19. Mr Kandeke said that in fighting the pandemic, foot soldiers who are nurses have been in the forefront hence the need to recognize and appreciate them. He said that Lions club of Woodlands have partnered with the Argawal Eye hospital in commemorating Worlds Diabetes Day. Mr Kandeke disclosed that the Lions Club of Woodlands has embarked on a project to rehabilitate the Children’s dry transit mortuary at the UTH and transform it into a refrigerated mortuary. “However, over the year, we have not supported this infrastructure and has somewhat deteriorated, but now we want to resume our support by first renovating it so that it becomes operable. We will be carrying out a number of fund-raising activities to enable us meet the cost of renovations which is pegged at US$7,033,” he said.

VER US$1.4 billion has to date been returned by Emirates in Covid-19 related travel refunds, making strong and steady progress on its commitment. Emirates Zambia Country Manager, Mohammad Bin Hafiz, said over 1.4 million refund requests had been completed since March, representing 90 percent of backlog. “This includes all requests received from customers around the world up until the end of June, save for a few cases which require further manual review,” Mr Bin Hafiz said in a response to a press query. He said Emirates was pleased with the opening up of the countries airspace and borders and the opportunities

that would soon follow. As Dubai and the rest of the world opens up, he said, Emirates was confident that business and leisure travel would continue to regain its footing amid Covid-19 with strict guidance from health authorities. “The reception from our customers in both Zambia and Zimbabwe has been good so far despite the situation we all find ourselves in. “We have increased the flight frequency between the two destinations from two to three flights a week starting November 6th. So, yes, we are optimistic that demand will gradually return,” Mr Bin Hafiz said. On the Covid-19 global cover, he said, Emirates was the first airline in the industry to lead the way and offer customers Covid-19 insurance cover. He added that the initiative

had helped Emirates help its customers travel with more confidence, knowing that the airline would cover medical expenses.

The airline would cover medical expenses of up to EUR 150,000 and quarantine costs of EUR 100 per day for 14 days, should they be diagnosed with Covid-19 during their travel, while they are away from home. “We know people are yearning to fly as borders around the world gradually re-open, but they are seeking flexibility and assurances should something unforeseen happen during their travel, and we are seeing demand pick up as customers are more assured to travel,” Mr Bin Hafiz said. Mr Bin Hafiz said the airline had put in place several measures including the distribution of complimentary hygiene kits containing masks, gloves, hand sanitiser and antibacterial wipes to all customers, among others to reduce the risks of infection.

THERE should be fair priccing between milk producers and processors to ensure stable cash-flow during the Covid-19 period, says the Dairy Association of Zambia (DAZ) Board Chairperson, Miriam Mbazima. Ms Mbazima said it was unfortunate that while some processors were proactive, others were being reactive “Milk is a vital food so it has to be affordable. But when you look at the prices in super markets are about six times than what the farmers get, so we want a win-win situation between a processor and a farmer. “We need a fair price for the producers, some processors are proactive but some have tended to be reactive. I am not only speaking for small holders farmers, I am also speaking for the commercial farmers, and they are still struggling,” she said in an interview. Ms Mbazima however mentioned that milk prices were recently revised by some prices.

She complained that the prices were still not adequate considering the costs involved in producing and delivering the milk to the centres. Previously, prices ranged from K3.80 per litre of raw milk to around K4.50 before being revised to around K5 per litre. “With these prices, there is some hope that there can be a fresh start but we can never get back to where we were. Some farmers have given up completely because they were unable to recover from their loss,” Ms Mbazima said. She also said lack of adequate cash-flow had resulted in most dairy farmers failing to replace their old animals for continued milk production. “This has gone as far as failure to replace their animals, a dairy farmer replaces their animals at least once a year, and they replace old ones to remain in business. “We had challenges of where to import these animals because the borders had to close and locally, there was not enough to cushion the demand,” Ms Mbazima said.

• The Ministry of Commerce, Trade and Industry is urged to build the capacity of Zambian firms to compete in the continental market by implementing strategic policies to encourage investment in the manufacturing sector. Special focus should be given to Industrial policy, Trade policy and other policies related to the cost and ease of doing business. • Support must be provided for small scale producers to avoid crowding out by a market run by the private sector. Small scale producers may adapt to the post-CFTA market through enhanced technical, managerial and financial skills to meet industry standards. • Government is urged to conduct research on and prioritize sectors where the country has comparative advantage and build domestic production capacity. • There is need to increase sensitization about the CFTA and the impact of Zambia joining because this will equip businesses and manufacturers in strategically positioning themselves to benefit from CFTA.

…South Africa’s unemployment at record 30.8 percent JOHANNESBURG - South Africa's jobless has increased to 6.5 million, according to data from Statistics South Africa (Stats SA). Stats SA on Thursday released the quarterly labour force survey for the third quarter of the year - it shows the official unemployment rate increased to a record 30.8 percent. "Unemployment increased substantially by 2.2 million to 6.5 million compared to quarter two of 2020 resulting in an increase of 2.8 million (up by 15.1 percent) in the number of people in the labour force," Stats SA said. The expanded unemployment rate increased by 1.1 percentage

points to 43.1 percent in the third quarter. Economists had anticipated a surge in unemployment figures. During the quarter more businesses were allowed to operate as the economy slowly reopened, which meant more people could re-enter the labour force and look for jobs. Stats SA noted that the labour force participation was higher in the third quarter than the second quarter. According to the data – the largest employment increases were observed in the formal sector (up 242, 000), followed by the informal sector (up 176, 000), private households (up 116, 000) and the agricultural sector (up 9, 000).

"Compared to a year ago, total employment decreased by 1.7 million," Stats SA said. Stats SA came under fire upon the release of the second quarter

results, as the official rate registered an improvement of 23.3 percent from 30.1 percent reported previously. – FIN24.

Yatani’s comments came on the back of a Treasury report, revealing that out of 247 State corporations, 127 made either losses or deficits. “Gone are the days where we’ll be allowing State agencies to come here with a begging bowl or for a bailout,” he said. Yattani was speaking after being presented with a Sh168 million dividend cheque from Kenya Reinsurance Corporation (KenyaRe), a rare occasion that he noted should be emulated. He said in light of the impact of coronavirus and shrinking revenues, the government cannot afford the “luxury” of rescuing parastatals, most of which are plagued with mismanagement issues. “We can least afford to spare public resources to bail out public enterprises, some of which are wanting not because of the nature of the business transaction but the inability of management to stay true to their objectives,” said Yatani. He, however, noted that profit-making was not the sole aim of the corporations but urged them to “work hard” and trim overhead costs to improve service delivery to Kenyans. n behalf of Movement for promoting National values and principles (MPNVP) an organization constituted as a conduit in actualizing the National Values and Principles of our Country among them matters to do with the Constitution, I wish to take this opportunity of clarifying over the subject that has engulfed social media and the general public concerning the eligibility of our Current president whether he is qualified to be on the ballot papers in 2021 as a presidential candidate. While we appreciate the fact that in a democracy, citizens are free to express themselves on important National issues, we wish to refer our fellow citizens to article number 106 section (6) (b) of our Constitution of Zambia which discusses qualifications of a presidential candidate in Zambia. Due to misunderstandings and different interpretations of the same article, Christian Democratic Party leader Daniel Pule, Zambia Revolutionary Party leader Wright Musoma, Peter Chanda of the New Congress Party and Citizen Democratic Party Leader Robert Mwanza petitioned the Constitutional Court over the matter. The applicants sued for two reasons; (1) They sought the guidance of the Court on interpretation of what constitutes a term and (2) They asked for the Constitutional court to establish the eligibility of the president who serves for less than 5 years whether he qualifies to file in papers as a Candidate in 2021. The matter came up for Judgement before Constitutional Court President Justice Judith Chibomba and Judges Anne Sitali, Mungeni Mulenga, Palan Mulonda, Enock Mulembe, Professor Margaret Munalula and Martin

Musaluke on Friday December 7, 2018. The Constitutional Court before passing the Judgement took time to warn and reprimanded the general public about unwarranted comments and remarks meant to distract and influence the judges from performing their duties or else such individuals did that at their own peril and risked being cited for contempt. The Constitutional Court in its judgement guided that President Lungu assumed office as Republican President from January 2015 to September 2016 cumulatively that covered a period of 19 solid Months. According to the Judgement of the Constitutional Court, a full term referred to in article number 106 of the Constitution of Zambia mean 'A PERIOD NOT LESS THAN 3 YEARS.' It therefore meant that since President Lungu only served for a year and 7 months in office, that did not amount to a full term hence couldn't qualify the period to have been served. It was stated that under article number 106 section (6) (b) it became clear that one could occupy the office of presidency for up to 3 years or less and the other two full terms of 5 years each meaning that the President can be in office for a total of almost 13 years as long as it does not exceed 13 years and would still be in conformity to article 106. As an organization that has taken interest in helping people understand, grasp and comprehend contents of the Constitution, we noted that the Constitutional Court avoided not to misdirect itself by making inferences to other articles. Sub article 106 therefore could not be understood in isolation from each other. When interpreting article number 106, some references were drawn from other articles and clauses. The Constitutional Court also noted what looked to be Lacu-

na's in that the legislature could not clearly state certain aspects clearly hence the need for drawing inferences and made necessary conclusions as to what could have been the intended purpose of the Law makers. Regarding the second question on the eligibility of the president whether he could file in nomination papers as a candidate for 2021, the Constitutional Court ruled that the second question by applicants was 'ATIOSE'. The chose not to tackle it.

A research from Oxford Dictionary by MPNVP legal experts, we discovered that the word 'ATIOSE' imply irrelevant, unnecessary, a shear waste of time, archaic, indolent or idle. We understood that not necessarily did it mean that the Constitutional Court ignored the question nor that they were busy but that the second question was already covered from the first response. Having thoroughly covered the first question about the meaning of a word 'TERM' the Constitutional Court never wanted to waste time discussing the eligibility question since it was tackled in the first part. In their concluding remarks, the Constitutional Court commended the applicants who pursued the matter with them and felt that all those aggrieved needed to seek address and clar-

ification of such as compared to waiting until nomination of candidates started. Having thoroughly looked at the Judgement of the Constitutional Court, Movement for promoting national values and principles in this case 'Movement for promoting Constitutional matters', we wish to have the debate over the eligibility of the President come to an end. We wish to warn sternly all those being used to agitate emotions among our peaceful citizens to immediately stop. May we respect our Judiciary and avoid politicizing serious matters in our Country! We notice with sadness the extent some critics have reached of not only criticizing the eligibility of the President but questioning the Integrity of appointed Judicial system. Undoubtedly, this situation if unchecked can culminate into anarchy and breed conflicts and violence among our people's. Zambia is a peaceful country and we will not allow anyone who defiantly choose to disrespect the appointed authorities with impunity! We also notice that there is no connection between the eligibility of the president in the forthcoming elections and the recent failed bill 10. Our desire and wish is to see politicians debate national issues and restrict themselves to what they have for the Zambian people. We would like to hear about the Manifestos of every political parties and that all politicians confine themselves to outlined guidelines as they go about their campaigns! His Worship The Mayor of Lusaka, Mr. Miles Bwalya Sampa is not only carrying out his official duties but also touching lives of the vulnerable people through the Do It Yourself (DIY) programme. Do It Yourself is a concept which was initiated by the Mayor quite a long time and to be specific during the time he served as the Matero lawmaker and Deputy Minister of Finance and National Development. Do It Yourself strives to economically empower people particularly the youth. It also assists people who are in dire need of financial assistance to access medical services; paying of school fees and tuition fees for pupils and students respectively. Mr. Sampa is one of the people who grew up in the high density area of Matero and he understands what suffering is. He lost his father when he was young and he believed that the only way he could better his life is through education. Moreover, it has been said that education is the best equaliser of life. He worked very hard at school and pursued Agriculture Economics at the University of Zambia (UNZA). He later worked for Barclays Bank and Finance Bank before joining politics. In view of the aforementioned,

the Lusaka Mayor is very passionate about people accessing education regardless of one’s status in society. He has demonstrated this by assisting young people with school fees. The Lusaka Mayor through the Do It Yourself programme promotes the young entrepreneurs to find a market for their goods and services. The Mayor’s activities are publicised through Boba TV. Boba means a home. To undertake the various activities under the DIY programme, there is need for financial resources. His Worship The Mayor besides using his money, he lobbies the corporate world through Corporate Social Responsibility (CSR) for any form of assistance. Not too long ago, Mr. Sampa launched the XTRA Miles LusCab comprising seven Mercedes Benz cars which pirate within Lusaka and the charge has been pegged at K100 regardless of the destination. If the above is not good enough, Mr. Sampa has employed female drivers as a way of empowering them. All said and done, I wish to laud the Lusaka Mayor for the good works he is doing of touching people’s lives particularly the vulnerable ones through the DIY programme. The rabid dog attack Dear Editor In 1992 when my father died, I was just 8 years old. My mother would go on to raise me together with my other siblings following my father's death. Like what most unemployed widows go through, this woman really suffered to see us grow. I remember at times she used to sleep in the bush to do amakawu (barter system) just for her to raise money for our school fees and clothes. Sometimes we would go for two months just eating "Wapachulu" which you just fry without saladi (cooking oil). Wapachulu is very small fish which is very bitter (I can arrange for those that would like to taste it). I remember one morning in 1995 when I was in Grade 6, I was outside seated with friends and family members when I saw a stray dog đ&#x;?• enter our yard because the gate was open. The dog then went to where mum was sweeping the surrounding and when she tried scare it with a broom, it attacked her and bit her on her right hand. When she was taken to Chinsali District Hospital they discovered that it was a rabid dog and they were attending to three (3) other cases of the people that had been bitten earlier. The dog would then be killed by the fifth person it attacked and bit. The doctor said there were no drugs (vaccine) at the hospital for rabies and advised that she goes to Kitwe Central Hospital which is in about 770 km from Chinsali, Muchinga Province where the attack happened. My mother had developed a serious fever by the following day when she got onto a bus to Kitwe, and her right arm was severely swollen. She had been given some medicine by a Cuban doctor who was working at Chinsali District hospital that was to be admistered along the way and there was an accompanying prescription. The bus driver and the passengers were very kind that they agreed to pass through Mpika

District Hospital and Serenje District Hospital so that mum could be given injections for the drug that the Cuban doctor had given her to be administered along the way. I inquired from some medical practioners I knew about what happens when a person has been bitten by a rabid dog. I was told that normally rabies is transmitted through contact with the saliva of an infected animal. They said death usually occurs within seven (7) days after the first symptoms begin to manifest in an infected person. The person went on to say that even under the best intensive care, there were very few people who survive from rabies once symptoms show. Three (3) out of the five (5) people that the dog bit passed away, so when mum was in Kitwe I would cry a lot because I would wonder who would take care of us and how we would pay for school if anything bad happened to her. I would constantly count the days when she was away hoping she would live beyond the 7 days that I had been told about for people that exhibited symptoms after being bitten. I was so worried especially that her immediate younger sister had died in Kitwe less than a month earlier. The vaccine that my mother had travelled to Kitwe for was not available at Kitwe Central Hospital, it was however found at a Chemist in the neighbouring town of Ndola in Kansenshi. Then medical personnel would start administering the vaccine from a clinic which was near Chisokone market in Kitwe. My mother spent two months in Kitwe. The vaccine was administered for a period over of about three (3) months, two (2) of which was done in Kitwe and one (1) month in Chinsali. COCCIDIOSIS IN POULTRY

People have to eat and so are many families needed to sustain their livelihood to make ends meet. However, poultry also has its challenges that is diseases. Therefore, to help these poultry farmers let us look at one of the diseases that is always encountered in poultry pro-

duction – COCCIDIOSIS. COCCIDIOSIS is one of the challenges that the farmer would face big or small if management is laxed. The disease is the biggest threat to health of poultry and every year farmers lose substantial earnings. A large proportion of flocks die from this disease and can be as high as 50% or more. A poultry farmer may get confused when the flock has been treated against this disease and suddenly it occurs again. What the farmer has to know about coccidiosis is that there are several differ-

ent species of this coccidia that attack chicks and chickens. There are. two forms of disease. One is acute coccidiosis which usually occur early in life that is in chicks, and is characterized by sudden death. The other chronic coccidiosis with symptoms such as gradual weight loss, loss of colour and poor feed conversion. This latter form is the more harmful because older birds are attacked and controlling the disease is more difficult. It is already mentioned that they are many species of coccidia in poultry. The different species tend to attack different portions of the intestinal tract. For birds to develop immunity they must become infected. However, this immunity may develop as a result of mild infection that has little or no effect on the bird. The sad part is immunity developed by the bird against one species does not protect the bird against infection by anther species. Hence, the recurring of the disease. With this scenario, therefore, the testing laboratory must mention the exact culprit of that specific species of coccidia causing the problem in the flock. The severity of any given attack would be determined by the degree of exposure to the organism, conditions of the environment and the virulence of a given strain of the species involved. Symptoms occur between four and seven days of infection depending on the species of coccidia. Infected birds are dull, listless, anemic and have a droopy appearance, they display little or no appetite and try to seek warmth by huddling in groups. Droppings are watery discharges with blood. The birds become weak and may become lame, later they are unable to walk and they finally die. Coccidia are host specific parasites, this simply mean a species of coccidian which affects chickens will not harm say turkeys or vice versa. As already said once again, only under certain conditions does actual coccidiosis arise. In poultry houses the

most important of these are crowding in the brooder and not changing sufficiently frequently to clean ground. In addition to this hereditary weakness in stock, inadequate culling of stock, errors in feeding, forcing birds to lay early in life or lowered resistance due to the presence other diseases may play also their part if it is in the commercial sector. On farms where village chickens are also reared, the farmer must be made aware that these birds can be culprits. They may harbor the organism and yet do not show signs of sickness.

It is important not to mix the two. However, if they are to be kept on the same premises treatment and attention must be improved. Workers attending to these must strictly be with these birds and not to criss cross, that is from village chicken to commercial bred birds. Workers can be vectors who may carry these organisms from one house to another or even visitors visiting the poultry farm. Coccidia parasites are passed on when poultry eat the infective parasites ova from droppings of infected birds. Also by picking up

parasites from litter, or water that has been contaminated. Infected droppings contaminate and re-contaminate the environment causing infection. Therefore, in houses in need of cleaning or were litter is to be disposed, it must be thrown very far away from houses or poultry farm to avoid reinfection of the houses or environment. Attention, therefore, must be given to the prevention of contamination of food and water with faeces. Premises should be disinfected by liberal application of ten per cent (10%) watery solution of ammonia. To this care must be taken that chicks are not put in a house until all traces of ammonia have disappeared. Throwing of litter from poultry houses should be away from the premises and is a form of biosecurity and should be practiced at all times when such cleaning of houses is due to avoid spreading diseases including coccidiosis. So to our prospective poultry farmers, must take note of what has been highlighted above as they look towards the festive period coming in order to recover the lost income due to convid 19 in the past months. Lessen loses that may occur as a result of unfavorable conditions mentioned above. Prevention of coccidiosis during the growing period can mean healthier flock with lower mortalities. And during the laying period can mean higher egg production with less feed consumed per egg. Coccidiostat drugs are available for treatment and prophylaxis by medication of the food or drinking water.

4,000 targeted for social cash transfer in Solwezi THE number of the social cash transfer beneficiaries in Solwezi will be increased from the current 2,764 to 4000, Government has announced. Solwezi District Social Welfare assistant officer, Mujinga Kasapatu, said that district would increase the number so that more vulnerable could benefit. Ms Kasapatu said those that were left out in the previous enumeration would be added as Government had given a green-light to add more people. “We are supposed to have 4000 beneficiaries. Government has given us an allowance to add more people. So those who were left out in the previous enumeration will be added,” she revealed. She said Solwezi district has 47 Community Welfare Assistant Committee (CWAC) in five wards where the K561, 600 would be distributed to 2,764 beneficiaries. Government has flagged -off the distribution of social cash transfer amounting to more than K500,000 to benefit 2,764 vulnerable households in Solwezi District of Northwestern Province. Solwezi District Commissioner (DC),Rosemary Kamalonga, said Government would not leave anyone behind. Ms Kamalonga explained that the programme was paused to allow for more people to be included on the list of beneficiaries. The DC was speaking during the flag off program at Kandundu Primary School. "Things are happening. We are here because Government does not want to leave anyone behind. This is the reason we are here. We have brought you money, Solwezi has not been left out" she said. Ms Kamalonga advised the beneficiaries of the social cash transfer to use the money for its intended purpose. "I hope and believe the money you are getting, use it to buy food, pencils, pens for our Children because they are the future leaders. “You see you did not vote for President Edgar Lungu in this area but even then he has not left you out in the social cash transfer program "she said. And speaking on behalf of the beneficiaries the Chairperson of Kimakolwe CWAC Wilson Nkanza appreciated Government for the help. "On behalf of the beneficiaries that you have seen here in Kimakolwe CWAC,we are so grateful and excited. He noted that in many rural communities including his, cases of early marriages were in the increase and mostly perpetrated by parents of the girl. to find a lasting solution to the problem. In an interview with the Daily Nation in Livingstone at the weekend, Chief Nyawa said that most of the girls being married were young without any experience in life. He said that as a result marrying off young girls, divorce cases had also increased. "We have seen more cases of

young couples marrying at the ages of 16. It's not good when people marry, they mean to marry forever and permanently. "People who are marrying off their children at a tender age do not want them to marry forever. You know the Bible says when two people marry they become one fresh and no one is allowed to separate

them," the traditional leader said. Chief Nyawa said the law should be revised to make 21 years as the minimum age for someone to marry. He said this is so because at the age of 21 years, one was able to control their temper and resolve their issues.

MAINTAIN OLD VOTERS’ REGISTERS - NDC Social media won’t decide Lungu’s eligibility By NOEL IYOMBWA IT is pointless to discuss President Edgar Lungu’s eligibility to stand in 2021 on social media platforms when the court already made a decision, says PF chief administrator in charge of social media Erasmus Mukondo. Mr Mukondo said in an interview that some individuals especially from the opposition have taken to social media to discuss President Lungu’s eligibility. He said the Constitutional Court made the final decision regarding the matter hence it is irrelevant that some individuals have taken the matter to social media. Mr Mukondo explained that discussing the matter on social media and other media is undermining the courts of law because judgement was clearly made by learned judges. He warned the opposition to desist from making statements that can mislead the general public over eligibility. “Some people have become social media lawyers and are busy discussing the eligibility of the President for 2021 general elections when the matter was settled by the Constitutional Court.” And Mr Mukondo has urged Zambians to turn out in numbers and register as voters. He said that citizens should register as voters so that come 2021 they would exercise their rights as voting is the only way people can choose their candidates or their preferences to represent them.

But area Member of Parliament (MP) Chali Chilombo has condemned the act and described it as inhuman. ost people do not look at Banks as financing partners. They perceive Banks as being only interested in deposits and very reluctant to give loans and essentially not interested in pushing the financial inclusion Government Agenda. If a survey was to be conducted on public perception of Banks by the general public, am not sure, the majority will give favourable feedback. However, Bankers have their own story to give. Banks have supported the oil industry in Zambia for a very long time and remain committed to continuing supporting the life blood of the economy-energy sector. In April, 2011, I interviewed the then CEO of the Bankers Association of Zambia, Mr. David Chewe regarding public perception and the role of the Banks in promoting the growth of the Petroleum Industry. Below is a flash back of the interview which still remain relevant today. The different players in the petroleum industry must ensure that they focus on areas where they have a competitive advantage and are able to secure financial support from the lending institutions. The Bankers Association of Zambia has been running

a radio program on ZNBC Radio 2 where each week each one of the banks is featuring and highlighting the key propositions for different market segments. Through targeted interactions with different interest groups, BAZ has also demonstrated its commitment towards strengthening the banks’ relationships with their customers. Through this process, it is hoped that the public would also appreciate some of the challenges banks face in servings their customers. We also wish to advise the public that BAZ is collaborating with govt. through the Ministry of Commerce Trade & Industry in implementing the MSME Policy. Under this

agenda, one of the key milestones we have recorded is to align the classification of MSME between what govt. was using and the various classifications in banks. We now have one common classification of the MSME in the industry and at govt. level. As the implementing agencies including BAZ implement some of the interventions in the MSME Plan, we expect the public perception to improve Question In conclusion, is there anything you wish to say particularly about the petroleum industry in Zambia from the Bankers’ point of view? Answer The petroleum industry is

highly competitive, with low margins requiring high volume turnover and large cash requirements for the downstream operators particularly in distribution and retailing. Most banks understand the oil marketing business and are able to provide a wide range of financing solutions to the players. The different players in the petroleum industry must ensure that they focus on areas where they have a competitive advantage and are able to secure financial support from the lending institutions. For a player to remain competitive in the distribution chain; they need a robust business plan that revolves around having convenience stores where petroleum is just one of the products as failure to run this outfit and only relying on fuel revenues may not be adequate to cover all the operating costs including financing costs. For operators of distribution and retailing outlets; the business models should be that of convenience stores where convenience to the public such as service station with a supermarket, eating place, Automated Teller Machines (ATMs) and Point of Sale devises (POS) are provided. Banks cannot offer a generic product to finance such an operation (Convenience store) but a solution that involves a series of products and services. Some of the big players in the

petroleum industry are operating these outlets while others have leased them out. Banks are challenged in cases where the business entity wants to secure 100% funding as this does not demonstrate commitment to the project by the business entity/promoter and hence the encouragement for entrepreneurs to access venture capital funds, capital markets or equity from partners. Financing of crude oil importation is largely financed through a combination of trade finance products and generic products to address the cash flow differences in the production and distribution processes. Some of the distributors own transport companies while others have standing agreements with transport companies and banks are able to offer solutions that address the financing requirements of different parties in the value chain. Entrepreneurs must demonstrate that their business proposals are bankable through the business plans and once financed, through the periodic performance reporting and monitoring of the credit facility. HE 12-day conflict between Ethiopia's government and forces in the country's Tigray region has escalated. The Tigrayan forces fired rockets across the border into neighbouring Eritrea, after claiming Ethiopian soldiers were using an Eritrean airport to attack Tigray. Ethiopia's prime minister appeared to deny the accusations in a tweet. But analysts say the latest attacks mark a major uptick in a conflict which has displaced thousands of civilians. Ethiopia has been through big changes since Prime Minister Abiy Ahmed came to power in 2018. He was awarded the Nobel peace prize last year after reaching out to make peace with neighbouring Eritrea, with whom Ethiopia had fought a bloody war two decades ago. But the widespread reforms he pushed through sidelined the Tigrayans of the Tigray People’s Liberation Front party (TPLF) who had long dominat-

ed the political scene - and in recent weeks, tensions between the party and the federal government seriously escalated. Animosity between the government in Tigray and Eritrea goes back a long way, according to the BBC’s Africa regional editor Will Ross, who says much of it stems from that border war of 20 years ago which left tens of

thousands of soldiers dead. On Sunday, the Ethiopian Human Rights Commission said gunmen had killed at least 34 people on a passenger bus on Saturday night in the western region of Benishangul-Gumuz. NAIROBI - Gunmen in western Ethiopia killed at least 34 people in an attack on a bus on Saturday night, the national human rights body said on Sunday, as fears grow of a security vacuum in the country amid a military campaign in the north. The Ethiopian Human Rights Commission said the number of people killed was likely to rise after what it called a "gruesome" attack on the passenger bus in the Benishangul-Gumuz region. It said there were reports of "similar" attacks, and of people fleeing the violence, in other parts of the region. He urged regional and federal authorities to work together on a strategy for Benishangul-Gumuz due to the “unrelenting pace” of attacks there. Armed militia men killed at least 45 people in the same region in September, according to the Ethiopian government. The violence comes amid a 12-day-old war between the Ethiopian government and the restive Tigray region in the country’s north. FTER Zambia came from behind to beat Botswana 2-1 on Thursday, the two teams will square off for the second time in four days in a return leg fixture of the 2022 Africa Cup of Nations (Afcon) qualifier slated for Francis Town in Botswana. The Chipolopolo are oozing with confidence having redeemed their chances of qualifying for the Afcon in Cameroon following the 2-1 win in Lusaka. However, it is revenge time for the Zebras of Botswana who gave up a 1-0 lead to lose 2-1 to the Chipolopolo on match day three. With Zambia seeking to break the jinx of failing to qualify for the AFCON after missing out on the last two editions of the continental championship, the return leg against Botswana presents the Milutin “Micho” Sredojevics tutored Chipolopolo another chance to redeem their hopes of qualifying for AFCON. By MICHAEL MIYOBA ZAMBIA Sports Fans Association Patron Peter Makembo says he is not bitter despite having been left out of the team of soccer fans who have traveled to Botswana to cheer the Chipolopolo boys as they play Botswana in a crucial AFCON Qualifier. Regarded as Chipolopolo’s number one soccer fan Makembo said he was shocked that he was not accommodated in the plane organized by the Ministry of Sports to support the Chipolopolo as they face the Zebras. Makembo however noted that he is not worried because the people who have traveled to Botswana would represent the country diligently to encourage the team to delivers a positive result. Asked why he was not considered by the organizers of the trip to Botswana, Makembo said; “I don’t know. I’m also shocked because I tried to get in touch with the Minister of Sports, I even tried texting but all my efforts were in vain.” The Ministry of Sports reportedly chattered two planes, one for the Chipolopolo boys and one for the fans, Ministry of Sports and FAZ officials. Zambia is today set to take on Botswana in a Group H AFCON qualifiers fixture slated for Francis Town Sports Complex in Francis Town.
