Mr. Bwalya has also been challenged to name Patriotic Front (PF) members of Parliament who he claims are afraid of recontesting their seats on the ruling party ticket for fear of losing due to President Lungu’s candidature in the 2021 general elections. In an interview yesterday, Parliamentary Deputy Chief Whip Tutwa Ngulube said the credibility of Mr. Bwalya’s statement is doubtful because it is coming from a person who allegedly has no credibility himself. FORMER head of Credit at Betternow Finance Company (BFC) has sued his former employer for defamation of character for accusing him of forgery, uttering a document and theft. Mr James Kashiba, a Credit Risk Management expert was accused of forging the signature of the company Chief Executive Officer, Mr Noel Nkhoma. He was also accused of forging the fuel vouchers and uttering them to Makishi Service Station and stealing fuel. Mr Kashiba was arrested and prosecuted on 31 counts of forgery, uttering a document and theft. He now wants the Lusaka High Court to order Betternow Finance Company to award him damages for defamation of character for unjustifiably accusing him before the police of forging, uttering false documents, theft of fuel and thereby causing him to be prosecuted on the same unjustified accusations which the company failed to prove in court bringing him into hatred, contempt or ridicule and causing him to be

Mr Kashiba wants the Court to award him special damages for mental torture and anguish as a result of the defamation of his character arising from the arrest, charge and prosecution on unjustified and unproven accusations of BetterNow Finance Company and costs. He stated in a statement of claim that Betternow Finance Company terminated his employment in a letter dated September 28, 2018 signed by Mr Nkhoma. He said upon his services being terminated, he was asked to surrender all assets in his

possession belonging to the company except for a laptop computer. He said that he surrendered the laptop computer after the defendant wrote the letter on October 1, 2018 asking for it. Mr Kashiba stated that in January 2019, the company, without any prior communication or asking him regarding the same, reported him to the police alleging that he had forged the signature of Mr Nkhoma on fuel vouchers, uttered the vouchers to Makishi Service Station and stole fuel. He stated that on January 12, 2019, he was arrested and charged for forgery, uttering a document and theft. Mr Kashiba claims that he appeared before a magistrate’s court but Betternow Finance Company did not produce any evidence to prove its accusations. He said that there was no forensic evidence adduced to prove the alleged forgeries of the signature of Mr Nkhoma as reported to the police, and neither did the company prove to the court the basis of the accusations. Mr Kashiba said he was acquitted in October 2020.

THE Electoral Commission of Zambia (ECZ) has extended the voter registration period by four days. And ECZ Chief Electoral Officer Patrick Nshindano said they have so far registered 6.4 million voters and have revised its target downwards to 8.4 million. Mr Nshindano said the registered voters so far represents a 76.1% of the 8.4 million eligible voters. “The commission is pleased to announce that the earlier announced extension period

will start on Thursday for the period of four days up to Sunday midnight in all the 116 districts throughout the country,” Mr Nshindano said. Mr Nshindano said the extension will run from December 17 – 20, 2020. Mr Nshindano said the extension has also been extended to correctional facilities where 11, 359 voters have been registered against the targeted 16, 000. Mr Nshindano has urged those that have not registered yet to take advantage of the extension and register.

THE Zambia Federation of Disability Organisations (ZAFOD) appreciates the numerous efforts being done by the Examinations Council of Zambia (ECZ) to ensure learners with special education needs participate in the education sector, ZAFOD director Justin Bbakali has observed. Mr Bbakali has however said, ZAFOD has observed that various children with special education needs from various schools are disadvantaged during examinations set by the ECZ. Mr Bbakali said despite giving extra time to learners with special education needs during examinations, ZAFOD has also observed that scripts are not accompanied by any documentation that clearly states to markers that the papers being marked are from learners with special education needs. Mr Bbakali said the ECZ needs to understand that scripts from learners with special education needs who are usually given extra time also needs to guide markers that they are marking a paper of a candidate with a disability. And Mr Bbukali added that as examination classes write

their exams before the end of 2020, ZAFOD has since appealed to line ministries such as ministry of General Education to ensure examination candidates with special education needs don’t face the same challenges in trying to find their results as this has demotivated such people to do away with school. “The situation of candidates with special education needs losing exam transcripts needs urgent attention and must be addressed by ECZ as it paints a picture that persons with disabilities need not to be in school,” "We are also aware that examination candidates with special education needs especially from Grade 12 have been spending lots of money to rewrite examinations from the Examinations Council of Zambia as a result of the council losing their transcripts in questionable circumstances. "The situation of candidates with special education needs losing exam transcripts needs urgent attention and must be addressed by ECZ as it paints a picture that persons with disabilities need not to be in school," said Mr Bbukali.

PRESIDENT Edgar Lungu has cautioned that a new wave of CovId-19 seems to be on the horizon and all citizens must abide by the health guidelines put in place by experts. The President observed with dismay poor adherence to prescribed public health measures that had contributed to the sudden increase and geographical spread in the country in the last two weeks. He said in the last 24 hours the country had recorded 106 new cases out of 3,759 tests conducted bringing the number of cases recorded to 18,428. The cases, he said, have been recorded in Kabwe, Lusaka, Chibombo, Kalumbila, Serenje, Itezhi tezhi, Liteta, Kasama, Nchelenge, Chinsali, Kaoma, and Sesheke. He said yesterday,“It is still mandatory that all cit-

izens must wear masks, maintain social distancing, avoid shaking hands, and wash hands frequently with soap.” President Lungu also observed with concern, "The laxity towards Covid-19 guidelines by people patronising bars, musical concerts and other social gatherings.” The President has since made a clarion call aligned to the Public Health Act CAP. 295 of the laws of Zambia and Covid-19 associated Statutory Instrument number 21, 22 and 62 of 2020 that all citizens must wear masks and practice good hand hygiene when in public places and gatherings. The local authorities will facilitate disinfection of conveyances and public places including markets, bus stops and stations, shopping malls, places of worship, schools and office places.

NEVERS’ SHENANIGANS THE Movement for Multi party Democracy (MMD) president, Dr Nevers Mumba, owes the nation the truth about his mission to the Democratic Republic of Congo. After causing anxiety in the nation over his misadventure in the Congo, we expect him to be forthright with his mission and why the Congolese authorities saw it fit to detain him. By his admission, he was moved from his Kolwezi hotel room by about 16 heavily armed security personnel and driven to Lubumbashi, almost four hours away. Such actions are very serious and not something that can be brushed aside. This borders on national security and we have every right to demand for answers from anyone who puts the country’s security at risk. Whatever his mission to Congo was, it turned out badly for him because authorities there were obviously uncomfortable about his presence. They would not go to the trouble of arresting him and hounding him out of the hotel unceremoniously and driving to another town hundreds of kilometres. Whatever his mission, it did not go well with the Congolese. It must be embarrassing him also and others who thought our story of his detention was false. We have been proved right and others have been left with egg on their faces for doubting our impeccably sourced story. Dr Mumba’s experience should be a warning to others who like sneaking off to other countries without alerting Zambian missions in those countries. When misfortunes strike, one is still forced to seek help of their government just like the MMD leadership and others were doing in asking the government to intervene. Dr Mumba was released with government intervention, and that is why the border was opened for him to cross over to the Zambian side at that odd hour. He has every reason to be thankful to government knowing the reputation of Congolese security officials and how they deal with suspects. We concur with the MMD NEC member Mr Chishala Chilufya for blasting Dr Mumba for putting the country at risk. Mr Chilufya has complained that Dr Mumba’s habit of sneaking out left party members bewildered because they were also in the dark. So this will help them to have some time to look for money so that their children can go back to school,” Mr Sinkala said.

And Mr Sinkala said the period would make teachers ample time to prepare for the new school calendar. He said that some of the teachers would be invigilating until the end of this month , therefore, they needed time to ensure that they prepare well for the learners. “You know invigilating examinations is quiet tiresome, it would have been fair for them just after invigilating then go straight to start teaching. Early maize export process impresses ZNFU ...as most of the maize is exported By KETRA KALUNGA

THREE-QUARTERS of the 42, 000 metric tons of maize that farmers produced under the early maize tripartite agreement have been sold, says the Zambia National Farmers Union of Zambia (ZNFU). Farmers signed an agreement with the Ministry of Agriculture to grow 135, 000 metric tons of maize to supply to the Food Reserve Agency (FRA) for national food security but exceeded the targeted production. The government gave leeway to farmers to export the excess but lost the market opportunity because the directive came late as exports are time-bound. ZNFU then made an appeal to the government through the Ministry of Agriculture to allow the farmers to export the maize so that they do not incur a loss as the

cost of producing early maize is high. ZNFU media and public relations manager, Calvin Kaleyi said in an interview that the ongoing export process was impressive and most of the maize has so far been exported. Mr. Kaleyi said the remaining few metric tons of early maize would be exported because the process was well coordinated. Mr. Kaleyi said ZNFU is confident that all the early maize would be sold on the international market because the government has put in place a well-coordinated export process. The government came to the rescue of farmers who were already facing challenges with the banks for the money they owed and would have risked losing millions of dollars if they had remained stuck with the unsold early maize.

GOVERNMENT needs to engage us so that we embark on the sensitisation programme across the country on the need to end illegal mining being undertaken by smallscale miners, SmallScale Miners Association of Zambia president Kunda Chani has said. Mr Chani said as long as the government ignored using the right platform in addressing the matter, illegal mining would continue to escalate in the country. He said in an interview yesterday, Government should not wait for the illicit activities to worsen because it would be difficult to address it. This is the time, Mr Chani said, for the government to engage the association such as ours so that we can talk to these miners who are engaging in illegal activities. He said just talking would not yield anything tangible but it was necessary to embark on sensitisation programme so that all miners can be engaged. He was reacting to sentiments by Minister of Mines and Mineral Development Richard Musukwa who was concerned with continued illegal mining activities in the country. Mr Musukwa said the country was endowed with rich resources that were being mined illegally by unlicenced smallscale miners. The minister encouraged the unlicenced miners to formalise their activities so that the country can be earning revenue.

The Zambia Information Communications and Technology Authority has appealed to the public to be wary of cybercrimes this farming and festive season that are mostly carried out using mobile money transactions. ZICTA Consumer Protection and Compliance Manager Edgar Mlauzi said this during a courtesy call paid on Southern Province Provincial Administration. Mr Mlauzi said there has been an increase of Mobile money scams with over 3075 cases recorded this year. “We want to advise the consumers out there on some of the inherent risks that people face, we know that during the farming and festive season, there could be sometimes some promotional scams were people start running fake promotional scams” “People are using these social engineering tactics to steal from people, so as we encourage people to take up the services, we also want to alert people in terms of some of these mobile scams. Mr Mlauzi said members of the public should not fall prey to fake promotions that are too good to be true, were the promoter solicits for money before the winner is actually given what they have won. And Southern Province Deputy Permanent Secretary Kennedy Mubanga who welcomed the delegation agreed with ZICTA Corporate and Communications Officer Hanford Chaaba that mostly it is the educated that fall prey to such scams. Government plans 8m euro water project for Chipata GOVERNMENT has announced plans to invest €8 million in improving the water and sanitation system in Chipata. Minister of Water Development Sanitation and Environmental Protection Jonas Chanda disclosed the plans when he paid a courtesy call on Paramount Chief Mpezeni in Chipata yesterday. GOVERNMENT has released about K5.4 million to the contractor working on the Chinsali Water Reticulation Project, Chinsali Central Member of Parliament Kalalwe Mukosa has said. Mr Mukosa said funds are part of the K10.5 million government was owing the contractor. Mr Mukosa said funds will be used for completion of the fabrication of the three tanks, the one near Muchinga radio, the other one in front of the District Commissioner’s house near the Municipal Council and the one at the new Provincial HQ administration block. He said the payment will also be used for completion of the pump house, installation of water meters to achieve 100% metering ratio and switching from the old pipe network to the new pipe network.

“When the above works are done the project will be at 99% completion and people will be able to access to safe and clean drinking water during this period there will be disturbance of water supply in order to improve the access to water supply after the projects,”Mr Mukosa said. He said 34,000 people will have access to clean water and sanitation services. Mr Mukosa has since thanked Government for releasing the funds for the water project. Government, with support from the African Development Bank, through the Chambeshi Water Supply and Sanitation Company, had embarked on the Integrated Small Towns Water Supply and Sanitation Project which will address challenges of lack of sewer network and inadequate water supply services in Chinsali, Nakonde and Mpika districts, at a cost of USD 18.6 million.

HE current Mineral Royalty Regime has led to mines fearing price increases and the bands should therefore be revisited, says Michael Phiri, a Tax partner at KPMG Zambia. Mr Phiri insisted that the current royalty regime should be revisited due to the way in which mineral royalty bands operated. Currently, mineral royalty rate payable is 5.5 percent of the norm value, when the copper price is less than US$4,500 per tonne, 6.5 percent of the norm value, when the norm price of copper is US$4,500 per tonne but less than six US$6,000. They are also payable 7.5 percent of the norm value,

when the norm price of copper is US$6,000 per tonne but less than seven thousand US$7,500, 8.5 percent of the norm value, when the norm price US$7,500 per tonne but less than US$9,000 and 10 percent of the norm value, when the norm price of US$9,000 per tonne or greater. Responding to this regime, Mr Phiri told the Mining for Zambia Magazine that: “The royalty regime has led to

mines fearing price increases – whereas we should all be celebrating them!” Mr Phiri saw the need for a more equitable tax regime which did not necessarily disadvantage the mining companies. In other words, once a threshold is crossed, only the increase beyond that point should be taxed at the higher rate. So, let’s say the copper price was today US$6,800, only the last US$800 would be taxed at 6.5 percent. This would mean that both the State and investor benefit from the price rise, which is the balance we must inject into our mineral royalty tax regime,” Mr Phiri said. He pointed out that: “we are operating in a global economy where these tax rates are compared against other competitive advantages [elsewhere].”

“In 2019, the Bank took a survey to identify the financially excluded communities. The refugee community was identified as un-served hence the development of the Karibu business and Karibu personal accounts,” Mr Hamusute said. He said the Bank observed that many of these refugees were engaged in business and other income generating activities including farming as they had limitations to get into formal employment. This is according to the 2020 SA SMME Covid-19 Impact Report released by access to finance provider Finfind. The impact report analysed data from 1, 489 SMMEs across all sectors in all provinces. The study was conducted with support from, among others, the Department of Small Business Development, Services SETA and Business Leadership SA. Of the businesses surveyed, 42.7 percent closed during the first five months of the pandemic. Only 43 percent of businesses that closed had applied for Covid-19 relief funding, with 99.9 percent of these funding applications being rejected. Poor consumer credit scores remain one of the primary reasons cited by banks for rejecting Covid-19 relief funding applications. The report, therefore, found that access to funding remains top of the list of challenges reported by SMMEs. Only 35 percent of the SMMEs had cash reserves at the start of lockdown, with more than half of these being able to

Standard Bank commits to funding coal mining in South Africa and region JOHANNESBURG Standard Bank says it will continue to fund thermal coal and coalfired power generation operations under strict conditions since they play an important role in the generation of electricity in the region. “Energy generation in South Africa and SubSaharan Africa in particular, is still more than 80 percent driven by coal fired power stations, so clearly, in that scenario, we will continue to support the generation of electricity,” said Kenny Fihla, CEO of Standard bank Corporate and Investment Banking at Standard Bank Group. However, Fihla said the bank will provide the support under strict guidelines regarding the nature of the mining operations, their use of coal and how the coal is transported. The bank will also look at additional measures the operations have put in place, to ensure that there is environmental rehabilitation after mining activity. Fihla was speaking at

Standard Bank’s launch of its Fossil Fuels Financing policy. The policy outlines the conditions under which the bank will fund coal, oil and gas projects, such as whether the projects comply with the Equator Principles, the International Finance Corporation’s performance standards and the World Bank’s environmental, health and safety guidelines. The bank has previously been questioned by climate groups about its continued funding of fossil fuel projects in Africa, as concerns about climate change rise. But Fihla said the bank cannot stop funding and will instead continue to support coal mining in a responsible manner that emphasises the use of technology that reduces carbon emissions. “Unfortunately, if we were to stop completely to fund any coal mining related activity, we can as well say we are stopping 80 percent of South Africa’s electricity generation and we do not think that will be a responsible thing to do,” he said. – FIN24.

Mining production improving, but still in the red JOHANNESBURG - Mining production declined for an eighth consecutive month, with data for October recording a 6.3 percent decline. Data released by Stats SA on Thursday indicated that the largest contributors to the annual production decline were iron ore - down 26. percent , chromium ore – down 31.4 percent, and other nonmetallic minerals – down 17.3 percent. Coal was down four percent. On a month-on-month basis, production declined 0.3 percent. Seasonally adjusted mining production, however, has increased 18.5 percent for the three months ended in October 2020. The increasing trend is attributed to platinum group metals, iron ore,

gold, other on-metallic minerals and manganese ore. FNB economists had expected mining production to continue its recovery path, however the pace of recovery is slowing. “The industry still faces a number of challenges such as unreliable energy supply, scarce capital infrastructure investment, logistic bottlenecks and declining global competitiveness,” FNB said in a note ahead of the data release. Mineral sales increased 30.5 percent on a year-on-year basis for October. The largest contributions to sales growth was platinum group metals – up 75.7 percent, gold – up 66.1 percent and iron ore – 31.2 percent. – FIN24.

HARARE - Zimbabwe is forging ahead with climate smart agriculture initiatives as part of efforts to avert the negative effects of climate change on the agriculture sector which may lead to reduced gross domestic product (GDP). The country is largely dependent on agriculture and without effective climate smart agriculture adaptation, the impact of a drier climate on the agricultural sector could cause a decline in gross domestic product (GDP) of over two percent. Agriculture contributes between 10 percent to 20 percent of GDP, according to the Climate Smart Agriculture Investment Plan (CSAIP) report launched last week alongside the Public Expenditure Review on Agriculture (PER) report. Ensuring climate smart investment in agriculture is therefore a priority for economic growth. Lands, Agriculture and Rural Resettlement Minister Dr Anxious Masuka cited the Pfumvudza model as one of the methods of climate smart agriculture adaptations. “Zimbabwe is already pursuing a selection of climate smart agriculture adaptation through Pfumvudza which includes Conservation Agriculture practices such as zero tillage, crop rotation and mulching. “Improving the productivity of the sector goes hand in hand with creating an enabling environment in relation to poverty and gender issues, water access and land tenure security. I took interest and inquired from the Officer in Charge at Kabushi Police who dismissed the allegations and that no report had been received across the constituency. By alleging that the said woman is from Kabushi, Mr Matambo is insinuating that the PF in the constituency was involved in the activities and thereby linking me to the allegations. To ensure that this matter reaches a logical conclusion, I have instructed my Constituency Chairman to lodge a complaint to the Police this morning against Mr Matambo for issuing misleading statements likely to cause the breach of the peace and bring the country into disrepute.

My team rolled out an EMPOWERMENT PROGRAM meant to positively address challenges affecting WOMEN and YOUTHS in Kafue which has excited majority residents of KAFUE DISTRICT mainly the voters in our quest to maximize on Presidential Vote ahead of 2021 a program that surely needs some financia assistance hence the need for the aforementioned leaders to come on board and support such ventures making it easy for the PARTY PF and President Edgar Chagwa Lungu ahead of 2021. CBU unionised workers to get salaries By SANFROSSA MANYINDA SALARIES for unionised workers at the Copperbelt University (CBU) started coming in yesterday, the university management has confirmed. On Monday, the workers resolved to suspend all academic activities until university management paid them their delayed November salaries together with their December salaries by Friday December 18, 2020. The workers also described as disappointing and demoralsing the delay of payments. According to university management, government through the Ministry of Higher Education funded the

institution last week and that all necessary paper work was in the process. CBU Vice Chancellor Naison Ngoma therefore expressed disappointment that the workers resorted to rushing to the media without consulting management. "These are serious matters that need time to be dealt with correctly and not what we are seeing. "This is disappointing because the workers know very well how the process is done. How can they even demand for December salaries when they have not yet worked?" he said. He maintained that the process was working itself out and that salaries would start reflecting by the end of the day (yesterday).

Wusakile water blues worry aspiring candidate By SANFROSSA MANYINDA UNITED Party for National Development (UPND) Wusakile aspiring member of parliament Gloria Shonga has expressed disappointment that the constituency was still faced with water challenges despite the district having many water sources. Ms Shonga said it was embarrassing to see the situation not improving 50 years after the country's independence. She said the situation had led to the suffering of many residents especially women who sometimes walk long distances and wake up very early just to access the commodity. Ms Shonga was speaking in an interview in Kitwe. "As a mother and woman, I feel the pain these women have to go through just to have water for their daily usage.

" This is an unfortunate situation that needs to be looked at without further hesitation so that our women can experience civility and run homes without any challenges," she said. Ms Shonga observed that with the coming of the rains, the situation would also lead to the breaking out of waterborne diseases that may affect especially children below the age of five. She however called on Nkana Water and Sanitation Company (NWSC) to make use of the water sources that Kitwe had to improve the situation. She said the need for the people to have running water all the time would not be overemphasized stating that having access to clean drinking water was one of the human rights.

Youth Development Organization (YDO) has said that 2020 has been a year with occurrences such as Covid-19 which disrupted the World economic trajectory. YDO Executive Director Partner Siabutuba has observed that the whole economic progress many countries had made, got reversed. Mr Siabutuba said that the death toll within 100 days of Covid-19 went beyond what the World ever experienced before. In an exclusive interview with the Daily Nation in Livingstone, Mr Siabutuba said that Zambia as a developing country was at economic crossroads as all the borders were inaccessible this led to increased cost of leaving for people due to shortage of goods imported. "Government tried to realign the economy by putting in various packages but World economic fundamentals didn't respond obviously because the biggest economies were the worst hit by the pandemic," he said. "Off course there is a lot to learn from; we need as a country to build our reserves to increase survival span. Just a few months of Covid-19, our economy was already on its knees We need to invest in manufacturing to be able to produce raw materials to run our local industries even if borders were to be closed for six months," he observed. The YDO Executive Director further added that the country needs to come up with robust social protection policy beyond looking at the poor only. "Covid-19 taught us that there comes a time when everyone becomes economically vulnerable and the state must provide. The lock down could not be effected in Zambia because we didn't know how to manage it," he said. BUSHIRIS FACE EXTRADITION …Malawi minister approves extradition of fugitive pastor and wife to SA

L

ILONGWE - Malawi's Homeland Security Minister, Richard Banda, has signed extradition papers for fugitive pastor Shepherd Bushiri and his wife, Mary, local media report. This follows an extradition request from South Africa where the couple is wanted to face charges of money laundering and fraud. The couple has denied any wrongdoing. A High Court in Malawi is set to decide on their arrest after they were released unconditionally by a magistrate’s court that said there was no formal extradition request from South Africa. The court will determine the case on December 22, according to the Daily Times newspaper. The Bushiris escaped from South Africa last month, defying bail conditions that barred them from leaving the country. Pastor Bushiri at the time said his life was in danger hence the decision to leave the country. The Malawian and South African governments had to issue statements on the escape after Malawi's President Lazarus Chakwera - who was on a state visit to South Africa - was accused of aiding the pastor's escape. Meanwhile, Willah Mudolo, one of Bushiri’s co-accused, managed to repay a R8.2 million loan - taken out against the property that he intends to use as security if granted bail - while being held in custody. Mudolo appeared in the Pretoria Magistrate’s Court on Monday for the continuation of his bail application, with the State opposing it. Mudolo, his wife Zethu, Bushiri and his wife Mary, and Landiwe

Ntlokwana face multiple charges of fraud, theft, and money laundering in relation to an investment scam that allegedly defrauded investors to the tune of R102 million. Mudolo, who is a Zambian, is the only accused still in custody after his wife and Ntlokwana were successful in their bail applications which were heard at the same time as the Bushiris’ application. Mudolo previously told the court that the bond on his property in South Africa had been paid off and that he intended on pledging the premises as security for his bail. However, one of the chief investigators in the case who took the stand on Monday opposing the bail application told the court that Mudolo had an outstanding loan of R8 248 404.88 which was taken out

against the property. The outstanding balance was paid in full while Mudolo, who was arrested on October 17, was incarcerated in Kgosi Mampuru prison. "This indicates to me that accused number 1 (Mudolo) has access to vast amounts of funds even while incarcerated and therefore remains a major flight risk," the investigating officer told the court. In an affidavit, the company which granted Mudolo the loan confirmed that the outstanding amount had been paid and also listed the dates when payments were made by a company, of which Mudolo is a director. After his arrest, large amounts including a payment of R2 million were made, according to the affidavit. – BBC/NEWS24.

Ace Magashule JOHANNESBURG - ANC secretary-general Ace Magashule has to step aside pending the outcome of his fraud and corruption case, or be suspended, the party’s integrity commission has recommended. In its three-page report to the ANC’s national executive committee (NEC), the commission says the party’s conference decisions must apply “without fear or favour.” In its recommendations, it quotes the resolution, which states that ANC members who are formally charged should step aside pending the finalisation of their cases. Should the officials not have developed clear guidelines on this process as yet, “such individuals will be instructed to step aside,” the resolution read. According to the report, Magashule has indicated he would abide by the decisions of the NEC, but should this not happen, the NEC should consider suspending him in line with Rule 25.70 of the party’s constitution, the report said. It is up to the NEC to decide how to act on this report. Magashule appeared before the commission on Saturday.

Integrity commission chair George Mashamba and ANC spokesperson Pule Mabe could not immediately be reached for comment. In the report, which is signed by Mashamba and dated December 14, the commission said although Magashule understood its mandate and the process well, the commission “is concerned that there is growing negative perception about the NEC.” The commission said there is a perception among ANC members and the general public that the NEC is paralysed and not providing decisive leadership. Whether this was true or not, the commission said, these perceptions were damaging to the ANC. “It is now perceived that the NEC cannot implement its decision against its secretary-general not as a form of protecting him, but because some of the NEC members are themselves implicated in wrongdoing,” the report reads. The NEC, which is the “highest decision-making body between conferences, is responsible for the increasing lack of trust by the very people it purports to lead.” – NEWS24.

Kenya orders 24m Covid-19 vaccine doses NAIROBI - Kenya has ordered 24 million doses of Covid-19 vaccines, the Star newspaper has reported, citing health ministry officials. The Kenyan government will spend 10bn Kenya shillings ($89m;) for the vaccines, the newspaper reports. The ministry submitted its request to the Global Vaccine Alliance Initiative (Gavi) last week, according to the report This will be enough to cover 20 percent of the country’s population. The World Bank

puts the population of Kenya currently at more than 52 million. It is not clear which vaccine Kenya has ordered. Mid this year Gavi said that each dose of the Covid-19 vaccine will go for about $3. Top on the list of those who will be vaccinated are frontline workers, the elderly and those with underlying conditions.
