DEMOCRACY AT WORK REPORTS that sitting Members of Parliament across the political divide are feeling the heat from those aspiring for their seats should not be held in the negative. They should be held as a plus in the country’s political dispensation that thrives on describing itself as a democracy. All political parties, particularly the two major ones - PF and UPND – with MPs in the National Assembly must view the emerging competition in their organisations as being healthy for their growth. Competition brings more voters to the polling booths thus ensuring that those elected are voted for by a majority. We are particularly happy that the ruling Patriotic Front for its part has allowed aspiring candidates to start testing the waters by visiting the constituencies to market themselves. In a thriving democracy, the beneficiaries are the electorate as they are given a wider selection base from which to elect their parliamentary representative. For the sitting MPs, they have had five years in which to show whether they have delivered to their electorates and should not cry foul that they are being decampaigned. From the Copperbelt, Lusaka through to Southern Province, indications are that incumbents will not have it easy as we reported in our Saturday edition. In Kitwe, Mr Christopher Kan’gombe and Mr Binwell Mpundu are reported to be giving sleepless nights to Kamfinsa and Nkana East MPs, Mr Elario Musonda and Mr Alexander Chiteme, respectively. In the UPND, strongmen in the likes of Mazubuka Central MP Gary Nkombo and his Monze Central counterpart, Jack Mwiimbu are also being challenged by youthful contestants who feel the two have overstayed. In Siavonga, UPND MP, Darius Mulunda will be facing 11 challengers during primary elections including immediate former MP, Kennedy Hamudulu, who has indicated that he will seek reelection to finish the projects he left behind after he was not readopted in 2016. In Lusaka’s Kabwata and Munali constituencies, the race has heated up as more youthful aspirants enter the fray with intentions of grabbing the seats from incumbents, Given Lubinda and Nkandu Luo respectively. PF’s Lusaka Central’s Margaret Mwanakatwe is facing the heat from challengers who include a corporate guru, ZANACO Bank chairperson, Charity Lumpa. Our hope is that the fresh aspirants might come with new ideas on how the nation could be developed. If anything, they must base their campaign on what they have to offer and not whether someone has overstayed. What should matter is one’s performance. The onus is also on their political parties to allow them leeway to canvass for support from the electorate. With the electorate becoming more assertive about their expectations, only a few of the aspirants might actually make the cut from the grassroots. The bottom line however is that they won’t have to blame anyone for their failure to impress, that they were discriminated against in favour of the socalled established veterans. It will be democracy at play.
UPND’S POLITICS OF DEFLECTION By MUBANGA LUCHEMBE

HEN UPND politicians come under fire for failing to comply with the law, they often rely on the technique of trying to shift the focus onto others. They try to lay their failures in law-abiding behaviour at the feet of others or they may try to change the debate entirely. The UPND president Mr Hakainde Hichilema’s letter asking the Human Rights Commission of Zambia (HRC) to investigate the “extra-judicial killings” and gross “Human Rights violations” by the state police provided some clear examples of this. In his letter dated, January 4, 2021, delivered to the HRC and copied to ZCCB, EFZ, CCZ, LAZ and NGOCC, Mr Hichilema claimed that the recent killing of two citizens when he was appearing for questioning for his suspected - offence of conspiracy to defraud at Police headquarters - must be a source of concern. CiSCA, Chapter One Foundation, OCiDA, the Public Protector, the Speaker of the National Assembly, the Chief Justice, the Inspector General of Police, Ministry of Home Affairs and Ministry of Justice were among other institutions the UPND leader had copied his letter to. In it, Mr Hichilema claimed that neither he nor any other citizen would be showing up at police stations when summoned for fear of being killed as was the case on December 23, 2020 when a state prosecutor and UPND supporter were allegedly shot dead in cold

Mr Hichilema promised that he would source for legal representation for all bus and taxi drivers who would be affected as a result of the Police’s move to smoke out all buses that had carried UPND supporters to offer him solidarity. Zambia Police spokesperson, Esther Mwata Katongo had earlier, categorically stated that police would carry out thorough investigations and impound any bus that was used to ferry supporters to Police headquarters, a move the UPND leader called illegal and misplaced. The lack of any evidence behind UPND’s unsubstantiated claims that investigations and impounding of any bus were illegal and misplaced tells us that this narrative was a deliberate attempt to malign the police, when the bus and taxi drivers were essentially engaged in UPND-sponsored lawbreaking-activities that contravened the Public Order Act (POA). Zambia Police’s consistent overtures to maintain law and order come from its intention to see peace in the country, something Mr Hichilema is desperately fighting against to keep his party’s political relevance in the country. Everything the UPND leader says about the police has no basis in fact. UPND’s recent sponsored-fracas at Police headquarters came as a result of its own attempts to marginalise the nation to its accredited Western-diplomatic community.

The marginalisation of the government, the hatred for the Police Service, these are
all attempts at garnering more votes from the ethnocentric Zambian electorate; and up till now, Mr Hichilema and UPND’s perennial failed attempts at Zambia’s presidency in elections since his rise to the party’s helm in 2006 tells us that his strategy is ineffective. The only way to adequately counter this is if the majority in Zambia rise up against this type of political manipulation; the kind that sets ethnic groups against each other and encourages partisan violence instead of national peace and unity. It is hoped that the Zambian people see Mr Hichilema for what he really is and use the ballot on August 12, 2021 to finally express their own differences with his hateful narrative. Besides, before the HRC received his letter of complaint, Mr Hichilema tried to destroy Zambia’s democracy and the Police Service. Desperate, deluded and dangerous, Mr Hichilema drove Zambia deeper into a political abyss on that fateful day of December 23, 2020 in his zeal to revive UPND’s sagging political fortunes, haemorrhaging since 2006 and to destroy faith in the democracy that fairly has consistently rejected him. The UPND leader in his letter to the HRC copied to specific government wings, a motley array of UPND-allied NGOs and sycophants, set to solicit Western-diplomatic community’s empathy/ sympathy, spewed lies, conspiracy theories about extra-judicial killings and nonsensically false justifications of not showing up at police stations when summoned for fear of being killed. But as usual, and as it has been for the last 14 years, including his recent spurred double-killing of innocent citizens near the National Prosecution Authority offices, Mr Hichilema’s primary concern has been himself. This begs two questions: Do UPND politicians trust our police? Do they think that the Police Service in our country can live up to the role of public protectors of citizens? Though seemingly daring, UPND’s law-defying politicians are more afraid of the police than goons and thugs. In their deflective-politicking, the Police Service is ruthless and no independent from the executive. They claim that the Minister of Home Affairs gives direct orders to the police. They also claim that the police are high-handed and have been suspected of involvement in extra-judicial killings, adding that during the UPND’s 2011 and 2016 post-election street protests, the police were involved in shooting civilians with live ammunition.

Mr Malanji also donated K30, 000 to the church for various activities before he pledged to buy uniforms for the Dorcas Women at the church. He said his desire was to support various church activities because he believed that it was one of the key partners of the government as it has always been involved in supplementing government efforts in education, health and other
sectors "When we come to congregate with you, it is because we believe in your doctrine and we value the partnership between the government and the church. "We are however disappointed that some clergymen want to fuel or ignite hatred and division in the country through careless and irresponsible statements. Mr Malanji also said he was ready to support the church in fund raising ventures to start projects which will enable them to engage in projects to help the vulnerable people. And Seventh Day Adventist church Kwacha congregation administrative elder Brian Hamafuwa said he was grateful that Mr Malanji has always been helpful to the church from the time he was an ordinary person up to now when he is a minister. Elder Hamafuwa urged Mr Malanji to continue with his generosity and heart to help the vulnerable in various communities despite what some people were saying.

Some Mukula dealers, he said were given licences before the ban on sale was imposed by the Government, and as a result the already harvested Mukula logs were losing value,”The harvested Mukula is slowly losing value and Government will not benefit anything therefore we should be allowed to sell and pay taxes,” Mr Kapila said. The operationalisation of the cannabis industry Mr Sinkamba said, could boost the economy dramatically. “We need additional revenue streams which should be able to assist the government provide the necessary budget support,” Mr Sinkamba, who is also Green Party President, said in an interview in Lusaka yesterday. Mr Tembo was unveiled yesterday by Kabwata Constituency chairperson, Trevor Ngandu popular known as Uncle T. Recently, the ruling party also unveiled Mr Danny Yenga, a popular businessman, as one of the several candidates aspiring for the Kabwata seat on the PF ticket. Speaking before introducing Mr Tembo, Mr Ng’andu urged the party members in the constituency to work with the two aspiring candidates should they visit their wards and branches. According to a statement by Mr Tembo’s media team, Mr
Ng’andu said no amount of money could buy the constituency, adding that the party will adopt the best candidate on merit. After being unveiled, Mr Tembo shared his plans for Kabwata constituency and thanked the incumbent Member of Parliament, Mr Given Lubinda for making Kabwata a better place. Mr Kapila said a three months amnesty will save people from going into depression and premature deaths. “So far three of our colleagues have died due to depression after government abruptly banned Mukula dealing because some were owing Chinese thousands of kwachas and could not pay back,” Mr Kapila said. Mr Kapila said the Mukula logs laying in the bush could contribute to the national treasury if government can give dealers a three months amnesty to sell the Mukula. Mr Kapila said government should also relook at the procedure of selling Mukula to Zaffico. He said the current process was too tedious and maybe costly to both ZAFFICO and the dealer.

Mr Chanda has warned of taking legal action on everyone who is talking against the landmark judgement of the eligibility case of President Edgar Lungu. He said in an interview that if people continue disrespecting the judgement that cleared President Lungu to be eligible to stand for the general elections, he would constitute a legal team and take them to court. “I am taking them on, I am ready to defend the judgement, I will enforce the judgement. The ConCourt warned sternly that those that continue speaking on the matter are doing it at their own peril as they risk being cited for contempt," he said. He explained that when the matter was taken before the Constitutional Court, two questions were presented. Police nab man for defiling toddler By SIMON MUNTEMBA A 53-YEAR-OLD man of Lusaka’s Kanyama Compound has been arrested for allegedly defiling a two-year-old girl. Police spokesperson, Esther Katongo has identified the suspect as Jonathan Mwewa. In a statement, Ms Katongo said the incident was reported at Kanyama Police by the girl’s father. “The incident is alleged to have occurred on 15th January, 2021 at around 17:00 hours at Kanyama compound when the victim went to the house of the accused person who lives in the neighbourhood,” she said. Ms Katongo said the suspect was apprehended by the public who surrendered him to police. Mwewa is in police custody.

COVID CASES OVERWHELM HOSPITALS By OLIVER SAMBOKO THE country’s health system has been overwhelmed by Covid-19 cases with the biggest hospitals, Levy Mwanawasa Teaching Hospital and UTH running out of bed space, medical personnel have revealed. According to the nurses talked to, the pandemic was overwhelming the health system as bed space runs out at both Levy and UTH hospitals. Covid-19 has caused ongoing challenges for the health systems in the country and with the recent increase in cases and hospitalisations, pressure will be more widespread in the coming months. The country has so far recorded 34, 278 cases with 527 deaths since the pandemic broke out in March last year. Recently, Government warned of higher and more spread of the virus than at any point in the pandemic, while hospitals are facing intensified capacity, supply, and workforce challenges. In Siavonga, a number of health workers are among the 46 people infected by the corona virus. Meanwhile, Zambia has recorded 1, 796 new Covid-19 cases in the last 24 hours, one of the highest daily increase recorded since the country recorded its first two cases in March last year. The cases were picked from 9, 577 tests conducted, bringing the cumulative cases to 34, 278 with 537 deaths.

‘THEY MUST DIE AT 10PM’…MANGWE ‘KILLER’ CHANTED MANTRA

ISANI Nleya (45) repeated the mantra as he led police on indications on Tuesday, explaining how he killed his elderly parents on September 1 last year.
The self-confessed killer appeared remorseless as he said his father Nicholas Cain Nleya (83) and his mother. Margaret Nleya (78) deserved to die because they were bewitching him to enrich the rest of the family. His insistence on 10 PM has led to speculation that the killing could have been ritually motivated. The elderly couple were
allegedly tortured to death before their bedroom was set on fire and blow up with explosives, charring the bodies beyond recognition. The chilling killing at the Nleya homestead in Empandeni, Mangwe District in Matabeleland South Province, horrified the country. Lisani was the complete opposite of the stereotype of a villainous killer as he swaggered into the homestead in leg irons, handcuffs and about 10 police officers — two armed with AK 47 rifles — guarding him. Wearing white jeans, blue tackies, a brown jacket and a black face mask, Lisani
looked relaxed. He towered above most of the police officers. Born the seventh out of 10 siblings — four boys and six girls — Lisani, the youngest son, is an army deserter who served in the DRC war. He is said to have been an explosives expert in the army. There was palpable tension when he came face-to-face with four of his siblings for the first time in 15 years after he cut ties with his family and moved to South Africa. Lisani appeared to enjoy narrating how he killed his parents. To him they were witches and not parents.
The only way to deal with them, he said, was to kill them. “Everything was supposed to start at 10 pm,” he repeated almost to himself. Lisani said he was by the window through which he entered the house at 9:50 pm. “I used five minutes to recount all the pain my parents had put me through and the last minute to countdown to 10 pm,” he said, explaining how he psyched himself up to carry out the ruthless double murder. His three sisters and one brother had an opportunity to confront him about his actions.

Presiding magistrate Shepherd Mjanja issued the interim protection order. In his ruling the magistrate ordered Brenda not to harass or threaten Linda in any way and to stay away from her place. Man calls out ‘wrong name’ during sex with wife A MAN from Bulawayo’s high density suburb of Nguboyenja battered his wife for asking him why he had called out another woman’s name while they were having sex.
The court heard that on 08 December last year at around 9PM while Sikhanyisiwe Moyo (28) and Thabo Ngwenya were having a nice time in between the sheets, Thabo pulled a shocker. As he reached the point of no return Thabo called out an unfamiliar name — “Bridget” — much to the shock of his wife. Sikhanyisiwe asked why he was calling her Bridget. The court heard that Thabo stood up and went to urinate in a container which had drinking water. Sikhanyisiwe tried to show him the bucket which they use for urinating, but he did not listen to her, the court heard. The situation spiralled out of

She made a report at Mzilikazi Police Station leading to the arrest of her husband. Thabo appeared before Bulawayo’s Tredgold magistrate courts’ Shepherd Munjanja facing a physical abuse charge. HAVING started his music career in 2014 composing songs for the Patriotic Front in Mandevu John Mwango won the hearts of many established music artistes including producers who saw potential in him.
Daily Nation Lifestyle caught up with musician-cum politician John Mwango. Many people especially those from Mandevu Constituency know John Mwango as JMK . He is a product of Kasama and came to Lusaka for further education. “ Being in a new environment, more complex and developed was kind of difficult though it wasn’t too long till I adapted because of my influential character,” he says. “My life in Lusaka wasn’t so luxurious but my brother Charles Mwango tried to give me what he could after passing my grade nine (9) examination. “ He further explains that It was difficult to find money for his school fees because he wasn’t able to. “So with the mindset, I was raised with back in Kasama and God’s grace, I knew I needed to start finding my myself,” he explains. “I began to hustle in many different ways from being employed as a barber man to owing my own barber shop. “Raising money for my education and working didn’t go hand in hand, so I resorted to night school,” narrated the soft-spoken Mwango. Mwango who has so far pro-
duced more than four songs one of them featuring Shipmaster is in studio working on a song featuring Macky2. He is also working on a PF campaign song. Despite being the current PF youth secretary in Justine Kabwe ward 21 he says music will always be part of his life and hopes to produce more music this year. “Many people are asking me if I am going to stand as councillor but I must say that for now I would prefer holding my position and concentrate on my music career.”

Addressing needs for children, youth with disability By NOEL IYOMBWA
PAPAYA Kay Foundation(PKF) is an organisation founded with a mission to address social and economic developmental needs and issues of parents, and communities of children with complex disabilities.
PKF closed the year 2020 by laying the base for this year through an interactive meeting with key partners using a themed workshop 'Removing existing barriers in public transport and infrastructure to enhance accessibility to services such as health and education for children and youth with disabilities.' Speaking at the event, Foundation board chairperson Ennocent Silwamba noted that since formation, the organization has noted that lack of disability appropriate and affordable transport services has continued to be a prominent burden among parents of children with complex disabilities. He added that this has made it difficult for such parents to take their children for medical reviews which has negatively affected the
health and wellbeing of such children. Meanwhile PKF Executive Director Sandra Mukwavi encouraged parents to children with complex disabilities not to let their pain of raising children with disabilities go to worst but ensure that they do everything in their capacity to fight for the rights of their children. Speaking at the same function Public and Private Drivers Association of Zambia president Josiah Majuru disclosed that the association is aware of the challenges faced by persons with disabilities. He said the association will negotiate with the Road Transport and Safety Agency on how best persons with disabilities can be helped on public transport. Meanwhile, a person living with disability Jethro Daka lamented that they are made to pay more in public buses due to the space they occupy. Mr Daka said some differently-abled people were sidelined and mistreated whenever they used public transport. He said some conductors refuse to accommodate them on their buses, saying they occupy more space but pay normal charges. Mr Daka said some persons with special needs end up spending more time at bus stations waiting for a Good Samaritan to accommodate them.

She attempted to sing when her father was recording an album called ‘Bwezani’ which she sang along and the rest is History. Trigganation talks his passion for music By TERENCE MISELO
“MY lack of confidence and shyness led me to start producing Music,” says 21-year-old artiste and producer Jack Lumbeta Kafukwilwa. Passionate about changing the face of the music industry in Zambia, Jack also known as Trigganation is a Lunda from Luapula. He was born in Solwezi, grew up in Kitwe and later moved to Lusaka. Not long enough he moved to Southern Province,where he did his senior secondary school. Jack then pursued a degree in petroleum engineering and graduated at Liaoning university in China. He is currently studying a Masters in business Management at Shenyang Aerospace University. “I stepped on the mic coz I felt I’d reach more people and achieve the purpose or dream I had of taking Zambia to another level as an artiste,” He said. Jack had always been innovative but the main factor that pushed him to go down this road was to provide jobs for youths in the country and attain financial freedom, because joining the industry meant it would introduce an extra source of income. Like any other individual, Jack does have a busy schedule but he has learnt to strike a balance and prioritize what needs to be done for him to make good grades and music. He says Prayer too is cardinal as it gives guidance when decision seem to fail. “Starting up I had challenges, like self confidence and belief issues I always doubted myself, also breaking into the industry with a different sound was not easy because people are used to a certain sound” He adds. However different the sound

Aside that Jack got an opportunity to get an award from the Embassy of Zambia in China for his music, a feature with one of Africa’s legendary Hip Hop singer “Ice Prince and it reached 2.2 million views on Triller from his #Likeido challenge, that he opted to do making him the first Zambian to do it.Later he was featured in one of Africa’s biggest entertainment Magazines and is still hopeful for more opportunities. He is grateful to his friends,family and fans for the unrelenting support rendered especially through the constant streams and shares. “To anyone out there starting up something, I would tell them not to give up because life is a marathon not a sprint, you have to keep going and believe in your dreams, there is always light at the end of the tunnel,” he advises.

ARLIER this week, the Chinsali Subordinate Court sentenced Jurious Sakala, a notorious poacher who was caught with 9.5 kilos of elephant ivory to seven years imprisonment with hard labour. This is just one example in the growing trend of Courts around the country handing out higher penalties, above the minimum five-year-sentences, for illegal possession of prescribed trophies like ivory.
Despite a ban on the international trade in ivory, African elephants are still being poached in large numbers, driven by a lucrative but deadly black-market trade linked to organized crime syndicates that coerce rural, unemployed, impoverished locals to get involved in poaching. Given how destructive poaching has been to the environment, wildlife populations, local communities and the nation at large, stiffer penalties for offenders have been lauded by conservationists. Mr. Solomon Chidunuka – one of Zambia’s celebrated rangers and current Senior Warden for Muchinga Province under the Department of National Parks and Wildlife, is a front liner in the fight against poaching and understands how severe a scourge poaching can be. He is pleased that poachers and other wildlife offenders are now getting the stringent punishments they deserve. “Stiffer punishment is a deterrent measure to wouldbe offenders as it brings fear to individuals that once they are arrested and imprisoned, they leave their families suffering without any support.” Ed Sayer, Country Director - Frankfurt Zoological Society Zambia (FZS) and Programme Manager for the North Luangwa Conservation Programme (NLCP) is also optimistic that tougher punishments for wildlife offenders will help reduce poaching incidents. “A strong deterrent to the criminals involved in commercial poaching is essential in the fight against poaching. This sends a strong message to current and would-be offenders to understand that the risks involved in poaching far outweigh the reward.” Ed and his team at NLCP work with the Department of National Parks and Wildlife to conserve the North Lu-

ties need to respect the law that protects wildlife. They must also ensure that they work with the Department of National Parks and Wildlife by reporting poaching and other illegal activities involving wildlife.” Ed believes local communities need to develop a deeper sense of ownership of wildlife and the environment in order to participate in conservation efforts. “It is essential to recognize that the local communities living with and in wildlife areas are ultimately
the best protectors of their natural resources if they have true ownership and decisionmaking abilities for their natural resources. Therefore, there needs to be a concurrent effort to address this through improved ownership and revenue sharing for the local communities combined with the creation of an attractive investor climate for wildlife compatible enterprises to increase employment opportunities for the local communities.” To this end, NLCP has em-
barked on several programs aimed at empowering local communities. One such initiative is a small-scale village savings and loans schemes that enable members to engage in conservation compatible business enterprises. Ultimately, the responsibility to protect the country’s pristine ecosystems and the wildlife they host rests on all of us. The illegal wildlife trade negatively impacts our local communities and nation at large as poaching cartels rob us of our natural resources
and cultural heritage. The message coming out of our Courts is that poaching and trafficking in illegal wildlife products are now recognized as serious offences that will attract penalties above minimum sentences. We can all help protect our wildlife resources by not engaging in illegal activities involving wildlife, saying no to illegal wildlife products and reporting any suspicious activities involving wildlife to the Department of National Parks and Wildlife.

REV. LYDIA SAKENI LUKA’S ‘PRAYER’ FOR KALINGALINGA BY MWANSA PINTU
T
HE people in Kalingalinga refer to her as “Mama Waluse” and always look up to her for solutions to their social, spiritual and economic problems which she ably “handles”. But Pastor Lydia Sakeni Luka now says her ultimate desire is to become the counsellor for the area so that she has the people’s mandate to solve their problems. Daily Nation recently spoke to Rev. Sakeni Luka about her ambitions and the following is a verbatim transcript of the interview. 1. Kind tell us who Lydia Sakeni Luka? Lydia Sakeni Luka is a businesswoman and a pastor. I am married to Bishop Luka and we have four children. 2. Tell us about your family and education background? I’m the eighth born in a family of ten (10). I started my grade one (1) in Chililabombwe at Twafwane Primary School and in grade eight (8) went to Chililabombwe Secondary School. I continued with my grade nine at Kasama Secondary School. I was out of school for a year after my father retired and went back in grade 9 I only went back to school after giving birth to my son. I have so far done a number of courses with the University of Zambia, namely Psychosocial Counselling, Community Development, Business Marketing and Entrepreneurship, Information Communication Technology, Project Management, and Health and Safety. 3. How long have you lived in Kalingalinga Compound and what have you so far done to improve the quality of life there? I started living in Kalingalinga in 2004, and has improved a lot of things there. I have so far taken 345 children back to school from the business that I do. I have also changed the situation as regards early marriages in this area as most children are now able to concentrate on school. In the area of empowerment, I have taught a lot of women business. I started my business with K10 and a lot of women used to see how I used to sell and do business. So, based on my experience, I started teaching them entrepreneurship and I have been able to help a lot of them improve their businesses based on the training that I have given them. I have actually improved a lot in this township. There is also a programme that I do called “Boma Niwebo Naine”, which aimed at changing the people’s mindset. I noticed that a lot of people do not take care of public property and I have tried to change that through this programme. It is yielding results. Most people in this area are now able to look at public property as their own and are able to look after properly. 4. What has inspired you to run for the position of Councillor for the area and why now? What has inspired me to run for the position
of counsellor in Kalingalinga is the confidence that I have in my capabilities to turn things around in this community. I have already changed a lot of things here without being on any position and I know that I can actually do more if I was a counsellor because then I would know that I have the people’s mandate.
5. What would you like to change in Kalingalinga once elected as councillor for the area? I will change a lot of things in Kalingalinga when I am elected as counsellor because I live in the area, I know what exactly the people need and I also know what to do. I will first start with the women and youth because I have seen that when you empower a woman, you have empowered the whole community, and when you empower the youth, you have created future leaders. I will make sure that they are all supported. I will also ensure that the people’s mindsets are changed because I have seen that most people clean their surroundings, for instance, and therefore get afflicted by disease. In the area of hygiene, I will ensure that the drainages are done and that the people look after them. I will be the people’s servant. I will listen to them and involve them in development activities. 6. What do you think are the priorities for the people of Kalingalinga for now: building new homes, cleaning up the area or improving their economic activities?

It is comprised of persons from various walks of life. 8. If you wanted to build new public infrastructure in Kalingalinga, what would it be and why? If there was anything, I would want built in Kalingalinga, it’s a community secondary school so that more children can continue with their education. We have more than 200 children in the community who passed to go to secondary school but cannot continue with their education because lack money to pay for their school fees. I would want a community school built so that we can look for donor to support its operations and enable the continue with their education. 9. If elected, what three steps would you take to put the people of Kalingalinga on a firmer economic footing? When I am elected into office, my I will make sure the people in the community are trained in entrepreneurship and are also assisted with capital to run their own businesses through soft loans. This I have already started doing through my organisation. I will also make sure they change their mindsets and stop looking for handouts but start looking at making their own profits through businesses.

Drunk driver loses licence for 30 days By MULENGA MUSONDA
THE Choma Magistrates’ Court has suspended a taxi driver’s licence for 30 days following his abrogation of the Road and Safety Act on New Year’s Day by driving under the influence of alcohol. Webster Simuusa was facing two counts of driving under the influence of intoxicating liquor and giving false information to a public officer contrary to the Laws of Zambia. Particulars of the offence in count one are that Simuusa drove a Toyota Runx bearing registration number BAL 4000 under the influence of 0.445 milligrams of alcohol above the permissible 0.3 milligrams to an extent of being incapable of having control of such vehicle. A YOUNG WOMAN has withdrawn a case against a man who assaulted her. Appearing at the Lusaka Magistrates’ Court before magistrate Chinunda Chiwaula was Richard Phiri accused of assaulting Ms Anastasia Lubemba causing her actual bodily harm. When the matter came up for trial, Ms Lubemba asked if she could take the stand and inform the court her position on the matter. Ms Lubemba, aged 23 of George Compound said Phiri is like a brother to her and with the permission of the court wanted the matter to be withdrawn.
Woman confesses stealing from till to replace shortage By RABECCA BANDA A LUSAKA woman has told the Lusaka Magistrates’ Court that she got K70, 425 and planned to use it to make up for the shortages. Appearing before magistrate Ntandose Sakala was Juliet Mutonga, aged 32 of Makeni Villa accused of stealing K70, 425 from Mini Daco Enterprises. Particulars of the offence were that Mutonga between August 2020 and September 29, 2020 got K70, 425 from Mini Daco Enterprises where she was employed as a sales lady. After taking plea of guilty, Mutonga explained that she was employed as a sales lady at Mini enterprise. She said during her work
by a public officer lied about his name and produced a licence belonging to a Progress Luwaile as his when in fact not. The incidents happened on January 1, 2021 in Choma. When he appeared for plea before Principal Resident Magistrate Idah Mupemo, Simuusa admitted both counts and stated that he produced his friend’s licence because he was drunk. Magistrate Mupemo after listening to his mitigation expressed dismay at his lack of sincerity. Ms Mupemo suspended his licence for 30 days and slapped him with a fine of K2, 000 or six months in jail with hard labour. She also fined him K500 in the second count before he was informed of his right to appeal to the High Court within 14 days if he was not happy with the ruling.
She said her family sat down with Phiri’s family and she forgave him for beating her. She did not ask for anything from Phiri’s family as she had forgiven him wholeheartedly. Phiri apologised to Ms Lubemba for assaulting her and thanked her for deciding to forgive before the trial could commence. He said what happened was not intentional but regrettable. He said he has learnt a lesson the time he has been in prison and never again will he beat anyone. Magistrate Chiwaula withdrew the matter against the accused. In excitement of being free again, Phiri shook hands with Ms Lubemba, showing gratitude to her for withdrawing the matter.

The court entered a plea of not guilty and adjourned the matter to a later date for trial.

BOY, 16, GETS 3 MONTHS COMMUNITY SERVICE, COUNSELLING FOR RAPING COUSIN By MULENGA MUSONDA
A
16-YEAR-OLD boy who raped his cousin, also aged 16 has been sentenced to three months of community service while undergoing counselling. The boy appeared in the Choma Fast Track for Gender Based Violence sitting as a Juveniles Court before Principal Resident Magistrate Idah Mupemo.
In this matter, the 16-year-old stood charged with rape contrary to section 132 of the Penal Code Chapter 87 of the Laws of Zambia. Particulars of the offence are that the boy had carnal knowledge of his female cousin without her consent on October 20, 2020 in Choma. According to the facts presented by Senior Public Prosecutor Charles Chinzai, the boy raped his cousin after taking ad-
vantage of the absence of there being no other people at home. And Juveniles Inspector Kazembe Zyambo stated that that the boy’s feelings for his cousin could have arisen because he does not go to school and spends most of the time at home with her. “He has been romanticising his cousin for a while” the inspector said as he recommended that the boy be put on counselling and community service.
Magistrate Mupemo said that the juvenile who seemed remorseful of his action observed that there was still room for him to reform. She ordered that he undergoes counselling while he carries out his three weeks community service. She also ordered the Social Welfare Department to present to her a report of the counselling a week after it is done so she could see results of the counselling.

THE Zambian political system, built on democratic principles, has been stable and as a result the country has been, in the words of former UN Secretary General Ban Ki Moon, “an island of peace” (address to Zambian Parliament, 2012). As more and more Zambians become assertive in exercising their freedoms, especially of speech and movement, in a technologically enabled country, toxic ideas detriment to the country, fuelled by unbridled, unguided, and uninformed passion, may bring the end of democratic peace as we know it. In many cases these purveyors of chaos are fronts and conduits of foreign governments and others seeking to impose their interests upon our country. This fragility of democracy was more evident in the United States in the last four years when the constitution and laws, written with expectations of people being reasonable and civil, was tested almost beyond its limits. What saved the United States from total collapse was the separation of powers and constitutional clause for elections (run by 50 different states therefore difficult to manipulate) every four years. What we need to do as Zambians is to look again at the constitution and the laws and re-think them and re-write them with the worst possible scenario in mind. We need to do away with such requirements as 50 plus 1 to win the presidential election as well as taking out the 14-day hearing period for petitioning by the losing presidential candidate. We do not have resources to be running two presidential elections in a year, and also because the risk of political chaos is amplified during the re-run, made worse by the fact that there would be no president and no cabinet during the 14-
day period. The Constitutional Amendment Bill No. 10 of 2019, while it intended to remedy to some extent these shortcomings in the current constitution, it did not go far enough to cure and immunise the country from the chaos under discussion here. In addition to these constitutional challenges, the future of Zambia may well be served by a system of government that is quasi-federal but democratic. In this quasi-federal system, the responsibility of developing the provinces

And as the lifestyle of Zambians mirrors the western lifestyle more and more, new diseases and social challenges associated with the western lifestyle will emerge. Diseases will require specialists to take care of patients. Social changes will require additional police, psychologists, and social workers. New foods will require new restaurants and new chefs. As technology takes hold, new technology workers will be needed. More and more logistics professionals will also be needed. In general, the growing population will need an increase in service provision, in consumption, and construction, healthcare and many more. Many more women will join the work-

Many organisations pay people for showing up to work for however short they stay at work. The future organisations will increase productivity by paying people based on their work and time spent at work. CONCLUSION Our future as a country can only be as bright as we create it to be. We cannot rely on investors to create
themselves. One of the actions we can take is to align the work of institutions so that they develop attitudes of using our own local resources and products. For example, the role of the Industrial Development Corporation (IDC) should be to set up companies that can manufacture as many things that we import as possible. Educational institutions to offer as many classes and degrees as possible so that we do not have to spend money on education abroad. Hospitals to be as equipped as possibly can be so that treatments for all diseases will be available here in Zambia. Communications companies to invest in communication satellites so that the communication costs can be minimised. Through IDC the country must invest in turning Zambia into the economic, financial, transportation, health, education,

A second half brace from Aubrey Chellah gifted Buffaloes maximum three points which propelled them from 15th position to 12th position on the league table. Chellah scored two goals in 10 minutes as Buffaloes bounced back from a 1-0 defeat to Lumwana Radiants the last time they were involved in league action. The win is a big boost to a Buffaloes side that has recorded seven draws and four defeat with their only win having been a 5-0 bashing of
