OLICE officers who will be found entangled in corrupt activities will not be protected but disciplined, police spokesperson Esther Katongo has warned. Ms Katongo however said reports of traffic police officers being involved in corrupt activities had drastically reduced with interventions that the command had put in place. She said from time the police introduced the direct deposit system and other interventions such as Point of Pay, it had since seen a great improvement
and less complaints from the public. Ms Katongo however warned that any police officer that would be found waiting, would be disciplined. She also called on the public to report any officers involving themselves in illegal activities, saying it was against the police service for any officer to request for any bribe. But Golden Party Zambia president, Jackson Silavwe has called on authorities to immediately create an Independent Police Directorate to investigate corruption, malpractices and general misconduct by
officers. "How can traffic officers spend the whole day watching vehicles at the traffic lights in a country riddled with high crime rates in our communities? The Traffic police department needs an urgent reset," said Mr Silavwe. Mr Silavwe said traffic spot checks were mounted indiscriminately without considering its consequences on traffic congestion and business. He said the traffic spot checks and “robots” offences were used to collect money from the motorists for personal gain by officers.
Look for an equity partner to resuscitate TAZARA, Govt urged By KETRA KALUNGA THE governments of Zambia and Tanzania should look for a private equity partner for a joint venture to resuscitate operations at the Tanzania-Zambia Railway Authority (TAZARA to make it more viable, says an Economist, Highvie Hamududu. This follows revelations by Ministry of Communications and Transport Permanent Secretary, Misheck Lungu that TAZARA was running at a loss and that the government was putting in place measures that would see it operate profitability. Mr. Hamududdu who is the leader of the Party of National Unit said in an interview, finding an equity partner to run TAZARA on behalf of the two governments would help end the losses incurred. He said, “the very Chinese who constructed the railway line are capable of running TAZARA on behalf of the two governments because they would be able to bring in the technology, financing, and discipline.” Mr. Hamududu explained that China is now the main exporter of commodities in Sub-Saharan Africa and if brought on board, Kapiri Mposhi district which houses TAZARA could be made a dry port for redistribution of many products in the region.

The Party of National Unity leaders is of the view that the parastatal companies could only be rescued if a private equity partner was brought on board. “Parastatals can only be rescued if you brought in private equity partners, whether it is National Chemicals of Zambia, Zambia Railways, whether it is TAZARA, whether it is INDENI, the government does not have money to put in these bottomless pits,” he said. He emphasized the need for a private equity partner who could bring in the technologies, financing, and discipline to stop the political patronage which he said was common in parastatal companies. Mr. Hamududu stated that, “wherever the government owns parastatal companies, abuse comes in and also decision making is too lengthy”.

Lusaka Magistrate Nsunge Chanda yesterday committed the accused persons after public prosecutor Valerian Chulu presented a certificate of committal issued by the Director of Public Prosecutions. NATIONAL Democratic Congress (NDC) leader Chishimba Kambwili has again failed to appear for another case in which is charged with defamation of the President. Kambwili was yesterday scheduled to appear before Lusaka Chief Resident Magistrate Lameck Mwale in a matter he is charged with defamation of the President for referring to President Lungu as a “dog” but when the case was called he was absent on grounds that he is still sick. Representing Kambwili, his
private secretary Fabian Mutale told the court that the NDC leader is unwell and produced a printout of a medical slip that he said was sent to him via email. After being asked by Mr. Mwale about Kambwili’s whereabouts as the slip indicated that it was issued in Kitwe, Mr. Mutale said the NDC leader should be in Luanshya but that he went to a hospital in Kitwe where he had travelled to visit his sick mother. A public prosecutor did not object to presentation of the slip but noted that it was issued by a private hospital instead of a government one.
The prosecutor said any person who is required to attend court but is unwell needs to present a sick note issued by a government health institution. Mr. Mwale then told Kambwili’s lawyer Keith Mweemba that going forward, he should advise his client to ensure that he sends his sureties to court because there is an undertaking on them to be held accountable for the accused person’s absence. He then gave the NDC leader a benefit of doubt and adjourned the case to March 9, 2021 for continued cross examination of the arresting officer, who is the last prosecution witness.

It is understood that talks between Mr Kambwili and Hakainde Hichilema are stuck over the fielding of candidates. The talks have also been delayed because Mr Kambwili wants an equal position in the alliance, demanding that the new pact be called ‘UPNDC’. In the audio, Mr Kambwili has directed his members to stop the “nonsense” of spreading rumours that he was paid by the UPND. “Stop spreading rumours ait nalyamo (he was paid),” he is heard saying. Mr Kambwili warned that he would be compelled to take disciplinary action against NDC members who would continue to spread rumours. And Mr Kambwili said the issue of the alliance between the NDC and the UPND had nothing to do with junior members of the NDC. He said NDC members would be informed at the right time once discussions were
concluded between the two parties. Mr Kambwili also challenged NDC members who want to join UPND to go ahead, saying that the doors were open for them to leave. “We have told you to leave the issue of the alliance to us who are discussing it. It has nothing to do with junior members of the party. “You will be informed at an appropriate time when all discussions are done. Can you stop this nonsense! I think this is getting out of hand. Stop this nonsense. Those of you that want to go to UPND, the door is open. Go and join them,” Mr Kambwili said. “We have already said, the issue of the pact is between us who are discussing that issue with UPND and when everything is said and done, we will inform everybody. AGRICULTURE Minister Michael Katambo says the ministry is waiting for the courts to determine the fraudulent and criminal activities which took place during the distribution of farming inputs. The distribution of farming inputs for the 2020/2021 farming season under the Farmer Input Support Programme (FISP) had some hitches with most cooperatives complaining of being swindled by camp officers. Some camp officers and other civil servants were cited in the fraudulent distribution of farmers input support programme in Muchinga, Kafue and Chikanta. And Mr. Katambo said in an interview that while some cases were being analysed by the Secretary to the Cabinet other cases have already been disposed of. “There are quite a number of cases involving fraudulent activities by some civil servants and some have been dismissed while the Secretary to the Cabinet is working around the clock to ensure that all cases are cleaned up,” Mr Katambo said. Mr Katambo assured the nation that once all investigations are concluded, the ministry will ensure that all erring officers are brought to book. He said all the officers within the ministry who connived and engaged in fraudulent activities during the distribution of farming inputs will be dealt with accordingly.

A Daily Nation team which visited Choma found that Mr Milton Hatembo, the man who sued Mr Hichilema and his wife, Nevia Michelo, were not at their home. Mr Allan Hachikosole, the cousin to Mr Hatembo said the two were in hiding. He said that his sister-in-law who is scared for her life has deserted her house after people she does not know attacked her and the family in the early hours of Saturday, February 13, 2021.
“I went there and discovered that my sister-in-law, Nevea Micheelo, had deserted her home immediately after being discharged from Macha Hospital,” Mr Hachikosole said. “She is currently in Chimema Village in Manguza area at her mother’s place in Chief Mapaza’s chiefdom,” he said. Mr Hachikosole also disclosed that he does not know the whereabouts of his cousin, Mr Hatembo but emphasised that he could be hiding somewhere following threats issued to him before and after the court case from unknown people. Efforts to get a comment from the United Party for National Development Councillor Herbert Monze proved futile as he remained tightlipped over the matter despite having details of what transpired.

ZAMRA denies giving HoneyBee Pharmacy Limited licence By GRACE CHAILE-LESOETSA THE Zambia Medicines Regulatory Authority (ZAMRA) has denied granting Honeybee Pharmacy limited a pharmaceutical licence. ZAMRA has also stated that it is not aware of the contract awarded to Honeybee Pharmacy Limited for the supply of 22, 500 health centre kits and insisted that the products supplied were defective. In this matter, Honeybee Pharmacy Limited sued ZAMRA seeking an order to stop the latter from revoking its licence. However, on Saturday, ZAMRA revoked Pharmaceutical Licence Number PL/500091/19 that was issued to Honeybee Pharmacy and not to Honeybee Pharmacy Limited. Honeybee Pharmacy Limited in its claim filed by its lawyer, Mr Tutwa Ngulube said on or about November, 2019, it bid and won a tender for the supply of 22, 500 health centre kits with the Ministry of Health, and a contract was executed to that effect. The internal auditors submitted a report to the Auditor General’s office that management of the Covid-19 resources was prudent when in fact not. This came to light when Secretary to the Treasury, Fredson Yamba, and other Ministry of Finance officials appeared virtually before the Public Accounts Committee yesterday. Auditor General, Dick Sichembe, told the committee that the report on the Covid-19 resources from internal auditors at the Ministry of Health was not realistic, prompting his office to institute an audit from the scratch. Dr Sichembe said contrary to what was discovered by his officers, the report indicated that Covid-19 resources were being managed pragmatically. This was after the Controller of Internal Audit, Chibwe

But in its defence filed on Monday, ZAMRA contends that it was not aware of the contract the plaintiff was referring to. ZAMRA said that both the Zambia Bureau of Standards laboratory and Medicines Control Authority of Zimbabwe which analysed the medical products supplied by Honeybee Pharmacy Limited are certified laboratories. “That aspects of “defective goods” has been stated by the plaintiff, the position of the defendant is that a certificate of analysis of samples of medicines and allied substances which were supplied by the plaintiff revealed that they were out of specification to set criteria,” it said. It also wants an order of interim injunction to restrain ZAMRA by itself, agents or whomsoever from revoking the plaintiff’s pharmaceutical licence and publish any information on social media and other platforms calculated at injuring its reputation and any other reliefs deemed fit.

Mr Mulonda told the committee that once auditors were attached to a particular ministry, they become the “baby” of the controller officer at those offices to whom they report. He said audit officers only submit periodic reports to his office or report when they were being impeded to carry out their duties effectively. “My office only moves in when the controlling officer and our officers are not working well then we reconcile the situation,” he said. And Mr Yamba said a disciplinary hearing would soon be convened on the matters at Ministry of Health. He said audit officers must have connived with top officials to hide the rot that was going on at the Ministry of Health.
He said there were a lot of financial irregularities that officers at the Ministry of Finance, including the director of finance were supposed to answer to. Mr Yamba said the Controller of Internal Audit would interrogate the over K2 billion Covid-19 debt accumulated by the Ministry of Health to ascertain that it was genuine before coming up with a repay “We have to ascertain that there is no overpricing. The treasury will work with other investigative wings to verify the k2.4 billion debt at the ministry,” he said. Meanwhile, PAC chairperson, Howard Kunda, and other committee members expressed disappointment with internal audit systems in Government. Mr Kunda wondered why the rot that was taking place at the Ministry of Health with regards to Covid-19 resources was not captured early.

IF anything happens to the Hatembo family in Kalomo, who took Hakainde Hichilema to court over the 2, 000plus hectare land fraud, we are going to hold the police responsible. It is the height of irresponsibility that the two complainants have been left to fend for themselves and have now been subjected to all manner of torture and harassment to the extent that they have now fled their homes and gone into hiding. As a newspaper, we have been on the ground and have talked to relatives, who confirmed that on the night of February 13, unidentified people attacked the couple, injuring them to the extent that they ended up at Macha hospital for treatment. It is not clear who attacked them. There are allegations that the Patriotic Front attacked the couple for recanting the original statement they made complaining about the fraudulent acquisition of the 2, 000-plus hectare plot by the UPND president, Mr Hichilema. On the other hand, it is believed that it is UPND cadres in Bweengwa who sought vengeance against the couple for reporting the matter and ultimately bringing the cause before the court. It does not matter for us whether it is the PF or the UPND brutalising this family. Our concern is that the police who publicly summoned Mr Hichilema to their headquarters resulting in the loss of two innocent lives have remained mute about the investigation and inquiry they were conducting. We know for a fact that the Hatembo family has been in turmoil for some time with regard to the status and ownership of the land left by their father, who was in debt with Lima Bank. We are therefore expecting that a very thorough investigation will be undertaken so that the two who died as Mr Hichilema was being interviewed on that fateful day, will not have died in vain and that the Hatembos who are now being brutalised will not be suffering in vain over a matter which the police have the capacity to investigate to its entire conclusion. The country will either vindicate Mr. Hichilema or hold him to account, or if indeed the Hatembos have been fabricating the issue they too will be held to account. Our main concern is that the police have been entirely negligent in ensuring the safety of the people involved in this saga, which has deep roots and almost interminable directions that can only be resolved and concluded by a specialised investigation that goes to the liquidation of Lima Bank and how those properties were treated and indeed how administrators of properties that were in debt to Lima Bank were finally acquitted. We do not want any more lives lost and indeed we do not want a police cover up that fails to expose the full dynamics of the current impasse. There is of course a general impression that our law enforcement agencies, including the Anti-Corruption Commission, Drug Enforcement Commission and the police itself are selective and often partial in the manner they select cases to investigate, in favour of the powerful. An impression has been created that unless the matter involves senior government officials little will be done to investigate. Corruption or wrong doing is supposed to be the preserve of those in authority – this is the new normal. It is such cases as the Hatembos that will bring faith to the police, who must redeem themselves by proving that they are not infiltrated and are impartial. Anything short will not do and we believe that the first step for the police is to find the whereabouts of the Hatembos who are now in hiding. They must be provided security and shelter until such time that this whole matter has been concluded comprehensively and is either dismissed or brought to court. The police have the resources, the means the funds and the expertise to ensure that this is realised. Anything short, we shall hold them accountable.

THE influx of foreign nationals illegally plying their trade in the country has riled the Cross Border Traders Association of Zambia (CBTAZ). Chipata CBTAZ secretary, Edwin Msoni, said that some foreigners had been illegally trading in Eastern Province without proper documentation. Mr Mson, speaking in an interview appealed to Government to quickly address
the influx of unregistered foreigners running small-scale businesses in the country. He warned that the country risked becoming infested with illegal immigrants who would use the country for criminal activities. He said that some foreigners could be engaging in exchange of counterfeit foreign currencies, smuggling of essential commodities and stolen vehicles among other crimes. “We as an association are concerned
with the influx of foreigners trading without legal work permits. Some foreigners have been illegally trading in the country without proper documentation,” Mr Msoni said. He advised foreigners to engage the association and share with them the type of business they were involved in, unlike trading without proper documentation. Mr Msoni said they were willing to assist foreign nationals by recommending them to the department of immigration for formalisation of their businesses.

Mr Mubanga however said the association was concerned with the continued care and maintenance of Chambeshi Metals. He explained that the owners of the mine had indicated to put the mine on care and maintenance only for three months, but it was more than a year now. Mr Mubanga explained that the reopening of Chambeshi Metals would be an added advantage to the increase in copper production for this year.

HE aviation industry is banking on the Covid-19 vaccine to revamp the operations which have suffered setbacks at the start this year after showing signs of recovery in the fourth quarter of 2020. Fourth quarter of 2020 showed signs of recovery but that process has been affected by the new Covid-19 variant, says Civil Aviation Authority (CAA) General Manager, Gabriel Lesa. Mr Lesa regretted that airlines such as RwandAir and Angola had stopped operations due to effects caused by the new Covid-19 variant.
“By December 2020, we were looking like we are coming back but the variant changes everything. We had started making headways but then this variant has come so it is taking us back again. “But we remain hopeful. The year 2020 was very devastating but in the fourth quarter we started seeing a lot of recovery which has been disrupted,” Mr Lesa said in an interview. He however expressed optimism that the industry would recover by end of this year as he banked on the Covid-19 vaccine. Mr Lesa was confident that the vaccine would be helpful in recovering the

THE benchmark for interest rates for the next three months to be announced today at the Bank of Zambia should either be maintained at eight percent or surged a bit up to help to cushion the impact caused by inflation, says an Economist, Kelvin Chisanga. Winning with Product Standardisation By KAWAMA TATENDA BANDA William A Foster once said that ‘quality is never an accident’. Quality is always a result of high intention, sincere effort, intelligent direction and skilful execution and represents the wise choice of many alternatives. As the backbone to the success of any industry, manufacturers need to aspire to ensure that the highest quality is attained. Compliance with product standards becomes imperative for quality assurance. In Zambia, the manufacturing sector is identified as a key sector for not only economic growth but also economic recovery. Several policies have been put in place to revamp the manufacturing sector, key being SI No 110 of 2020 which suspends customs duties on manufacturing inputs. Further, the Zambia Association of Manufacturers (ZAM) has been engaged by the Ministry of Commerce Trade and Industry to implement the Proudly Zambian Campaign in which efforts are directed to help grow the sector by promoting
the consumption of high-quality local products and services that make perfect substitutes to the imported products. Key to the determination of quality goods accredited to the Proudly Zambian Campaign is the Zambia Bureau of Standards (ZABS). ZAM and ZABS have signed a memorandum of understanding (MOU) to ensure that manufactured products in Zambia are of the highest quality and also increase awareness of product standards for the manufacturing sector. Through the guidelines of quality assurance, ZABS certifies that companies on the campaign meet the set standards to adhere to health, safety and environmental regulations that manufacturers ought to be compliant to. Product standardisation comes with many advantages to the manufacturers once guidelines and procedures are adhered to. Not only does the product speak for itself, but consumers who include the general public and likely markets such as chain stores, mines, hotels and lodges are guaranteed of high-quality products that are safe, fit for consumption and do
not pose health hazards. Standardisation also assures them that they will receive consistency in the product and or service. Additionally, a standardised quality product will give a consumer loyalty to the branding as that consumer will have a lower range of products to pick from, since the consumer is able to identify products that do not meet standards and avoid them. Other benefits associated with standardisation extend to the export market. Certified products and services guarantee the market of high quality, they therefore, become more acceptable and competitive on the international market. A change in country does not mean a change in quality. All products and services must be proven to be safe, environmentally friendly and healthy for consumption. Marks of quality such as the Proudly Zambian Campaign logo and the ZABs logo assure that the products have been tested and found to meet all requirements to pass the certification test. Standardised products will also enable manufactures to export their products and explore the international market. This

Besides ZABs also certify management processes guidelines. Where manufacturers want to reduce cost of production and increase efficiency utilising ZABs would exempt the manufacturer from building processes from scratch but utilise already existing procedures which. Additionally, where manufacturers may not be so sure of the standards and procedures required in the production of certain products and services, they should utilise ZAM to seek guidance from ZABS. Manufacturers are highly encouraged to follow the set standards developed by the ZABS and are free to seek guidance from ZAM on how to obtain certification to provide assurance to consumers of high quality.

The association expects month-end increases of up to 56 cents a litre for petrol, 47 cents for diesel, and 41 cents for illuminating paraffin. This is due to bullish international oil prices. The AA was commenting on unaudited mid-month fuel price data released by the Central Energy Fund. "Oil prices advanced at a
leisurely pace during January, but the increase has quickened since then. International product prices shot up by around eight percent in the first two weeks of February," the AA says. On the plus side, the rand/ US dollar exchange rate has worked in South Africa's favour, with the rand strengthening around 8 cents against the US dollar in February, although this has been far from enough to offset the oil price. "If oil continues on this trajectory, South Africa's fuel prices might edge back into record
territory in the medium term. Fuel users also remain vulnerable to economic shocks which might weaken the rand," the AA said. Meanwhile, consumers in Kenya will pay more for different fuel products following huge adjustments across Kerosene, Diesel, and Super Petrol. THE Zambia national soccer team fondly known as the Senior Chipolopolo Boys conquered Africa by winning the Africa Cup on February 12, 2012 in Gabon. This follows Zambia's edging of the star-studded Ivory Coast 8-7 on post-match penalties. Stopila Sunzu was the hero of the day for scoring the winning goal for Zambia. The football standards of our senior national team have been plummeting since winning the coveted trophy, the Africa Cup of Nations (AfCON cup). The poor state of Zambia's football standards has made many soccer pundits wonder whether Zambia's winning of the 2012 AfCON was a fluke or it was achieved through hard work. Dear Editor, CONSIDERING all factors to be in equal measure, there is a potential need to scale up on a number of economic factors, as we have seen that demand for Government securities has still remained quite high especially for the treasury bills where we have recently observed high participation levels. They are held every five years. Prior to the elections, there is need for people to be well informed about the manifestos of the various political parties taking part. Given this scenario, the journalists play a critical role of gathering news and disseminate it to the people. However, the journalists from both the private media and the public media have fallen prey to attacks by some political cadres. This normally happens when the journalists execute their duties. The attack of the journalists by some political cadres became worse during the by elections and the general elections. In the past, there have been incidences where the journalists have been physically manhandled merely by carrying out their duties of covering some events including the political ones. The trend of journalists be-
ing attacked by some political cadres is unacceptable in that it is an affront to democracy. The vice should be nipped in the bud. To this effect, I reiterate the need for the law enforcers, the police to protect the journalists from being attacked by the cadres before, during and after the 2021 polls. In another vein. I implore the police to apprehend and prosecute the unruly political cadres to face the full wrath of the law. My question seeking an answer is; "why should the journalists be attacked by the political cadres?" If truth be told; it is this one: the journalists are professionals who discharge their duties according to the journalism etiquette. It appears some political cadres have the insatiable desire for violence against the journalists. All said and done, the journalists should be protected against attacks from disgruntled political cadres ahead of the 2021 polls. Some leaders are unapproachable and for me, I do not even know when we last saw them here. It is painful that we live like orphans and if it wasn’t for people like Mr Andrew Lubusha chipping in and helping local communities, things would be bad. Mr Lubusha understands what
we are going through because he is with us. He is forced to use personal efforts and resources to help locals and especially schools and health centres. Transport is an issue because of poor roads. This is one area the government needs to work on. How will we get our harvest to markets if roads are impassable? The efforts being made to improve some of the feeder roads are commendable but let other leaders also emulate Mr Lubusha’s efforts. Our eyes are open and no one will cheat us here. Govt to construct local court buildings in all constituencies - Lubinda By SIMON MUNTEMBA GOVERNMENT says it intends to construct a local court in every constituency in Zambia. And Minister of Justice, Given Lubinda has urged parliamentarians to consider allocating some Constituency Development Fund (CDF) for constructing local court buildings in their constituencies. Mr Lubinda said this in Parliament yesterday during the questions for oral answer. He was responding to UPND Solwezi East Member of Parliament, Leaky Kintu who asked him whether the government had any plans to construct a local court building in his Constituency. Mr Kintu also asked the minister when the plans will be implemented, if any, and if there are no such plans, why? In response, Mr Lubinda said it was actually the desire of the government to construct a local court in every ward and constituency in Zambia. “Government ambition is to have a local court in every constituency. The intention of Government is that every ward has a local court,” Mr Lubinda said.

THE Patriotic Front (PF) has advised UPND Bweengwa Member of Parliament Kasautu Michelo to stop unwarranted attacks on Government but direct his energies towards developing his constituency. Bweengwa PF constituency chairman, Mainza Kabwata, observed that Mr Michelo has on many occasions hailed vulgar language against the PF leadership. Mr Kabwata also advised other opposition MPs to concentrate on bringing much needed development rather than insulting PF leaders adding that the electorate cannot “eat insults” but want development. He noted that a number of bridges and roads in most parts of Monze were in a deplorable state. Mr Kabwata added that the MPs should spend their energy on advocating for repair of infrastructure instead of condemning Government all the time. “I want to warn the UPND leadership at district level that the PF will no longer tolerate insults from them. My advice to UPND law makers in the district is that time is running out for them, let them direct their energies on bringing development,” Mr Kabwata said. He said Government has delivered development such as roads, health facilities, schools among others projects and urged people to judge between UPND which is good at insults and the PF which has demonstrated the ability to bring development. Meanwhile, Mr Kabwata denied allegations that the PF was buying voter’s cards from people, describing such talks as cheap. He explained that the party’s constitution provides for the establishment of registers of all its members and that it was not collecting or buying voter’s cards as claimed by the UPND.

By ROGERS KALERO OME suspected political cadres in Kamfinsa and Wusakile constituencies in Kitwe are allegedly selling mealie meal meant for the vulnerable and flood victims in various parts of the city. The cadres in the two constituencies are allegedly getting the mealie meal from the District Commissioner Chileshe Bweupe’s office, on the pretext that the food would be delivered in homes where they are hosting funerals. Mr Bweupe confirmed that he had received reports

attempted to sell mealie meal in Ndeke area, but fled after being challenged that the commodity was not meant for sale. The Disaster Management and Mitigation Unit (DMMU) provided the mealie meal for flood victims and other displaced families as well as other vulnerable groups in Kitwe.

AN 82 year old woman of Mupitashi area in Chingola, has been murdered on suspicion of being a witch. Copperbelt Province Police Commissioner Elias Chushi confirmed the incident, which occurred around 02:00hours on Monday. Mr Chushi explained that police received a report from Simon Musonda 66, of house number 34 Ngebe road Soweto compound in Chingola, who reported the death of his mother Salome Bwalya. It is reported that the woman was allegedly beaten to death by Mary Mwali 52, on suspicion that she was a witch. Mr Chushi said Mr Musonda explained that on the material date around 02:00 hours, the old lady’s house was invaded by red ants. “She woke up and in a panic stricken situation, she rushed outside and whilst stark naked, she went to her neighbour, Mary Mwali, to seek refuge, before she was attacked on suspicion of practicing witchcraft. “Eventually, her neighbour who allegedly was joined by others, attacked the old lady, on suspicion that she was a witch,” he said. He added that after police received the report, they rushed to the same area and found Ms Bwalya lying in a pool of blood and gasping for breath. He added that Ms Bwalya sustained a deep cut on the left side of the head. She was later rushed to Nchanga North General Hospital where she was pronounced dead. THE Patriotic Front (PF) party has warned the opposition United Party for National Development (UPND) leadership in Monze district to stop unwarranted verbal attacks on government and the ruling party but instead direct their energies towards developing the constituency. In a walk-in interview with ZANIS yesterday, Bweengwa PF constituency chairman Mainza Kabwata observed that the opposition leadership has on many occasions, especially during funerals allegedly used vulgar language against the PF and its leadership, a habit that has continued to rile the ruling party. Mr. Kabwata has since urged people of Zambia to judge between opposition UPND which he said was good at insults and the PF which has demonstrated the ability to develop the country. And Mr. Kabwata vehemently denied allegations that the PF was buying voters cards from people, describing such claims as cheap. He explained that the party’s constitution provides for the establishment of a register of all its members and that it was not collecting or buying
voter’s cards as propagated by the UPND. He further advised the UPND to learn to tell the truth saying people of Zambia are tired of raw lies from the opposition political party “I want to categorically state that at no time did our party buy or collect any person’s voter’s card in the district. What we are doing is simply registering people who are joining us all and I don’t think there is anything sinister about that,” said Mr. Kabwata. And efforts to get a comment from Bweengwa constituency UPND chairman, Michelo Kasauta, who is also MP for the area, proved futile as he kept cutting the call. - ZANIS
Be proactive, Mufumbwe cooperatives urged The Ministry of Commerce, Trade and Industry is facilitating a six day workshop to equip cooperatives with entrepreneurship skills in Mufumbwe district. The workshop, which is sponsored by the Enhanced Integrated Framework (EIF), an initiative of the Word Trade Organisation (WTO) and is scheduled to take place in 13 districts countrywide, is being attended by 10 local cooperatives in Mufumbwe. Speaking during the workshop
yesterday, Capacity Building for Cooperative Project Officer, Malwila Fututu said the workshop is aimed at empowering cooperatives with entrepreneurship skills so that they shift from the dependence syndrome to independent entrepreneurs. Mr. Fututu explained that many cooperatives only become active during the farming season when they are about to receive farming inputs from the government. “The mindset of our
cooperatives should change, they are supposed to be drivers of industrialization at local level,” he said. He said local cooperatives have the capacity to employ different initiatives to maximize their farm produce to be sold locally and abroad. “Mufumbwe has the capacity to produce honey and cooking oil which can be internationally recognised if well branded,” he said. Meanwhile, Mufumbwe District Commissioner Haggai Kalota
urged cooperative members to take the training seriously. Mr. Kalota said Mufumbwe is very fortunate to be among the two districts from Northwestern province benefiting from such an important programme. Gwembe council to repair roads after rain season THE Gwembe District Council has expressed concern over the damage to road infrastructure caused by the heavy rains being experienced in the area. Council Secretary (CS) Shem Samalela said repair works on the roads are scheduled to commence soon after the rain season. Bishop Samalela said the council has already set aside funds to repair the damaged road infrastructure. He could however not state the amount of money the local authority has reserved for repairing roads. In an interview with ZANIS, the Gwembe Council Secretary appealed to motorists in the district to be calm as the local authority is aware of the situation. He however cautioned drivers against careless driving when using the roads. Meanwhile, Bishop Samalela said he has written to government to help rehabilitate and construct bridges on the Munyumbwe-Boma and Munyumbwe-Chipepo roads. He said repairing the road infrastructure cannot be done by the council alone but required financial assistance from the central government. CHIEF Chikanta of Kalomo District, Southern Province has urged his fellow traditional leaders to preach peace and encourage citizens to co-exist ahead of the August 12 general elections. The traditional leader said that Chiefs have the responsibility to unite people and also denounce political violence. “As Chiefs we don’t encourage that. We don’t want violence and when politicians come to campaign in our chiefdoms, we should encourage them to co-exist because they are just soliciting for votes. So we have a very big task as chiefs to sensitize our people,” he said. On reports that he has endorsed President Edgar Lungu, Chief Chikanta refuted the claims by some sections of society. “As chiefs, we are supposed to work with the government of the day, meaning government programmes are supposed to develop our people in chiefdoms and in towns. “We cannot go to the extent of endorsing a candidate whether ruling party or opposition especially this time around when we are going towards elections. That could create problems among our people. What we are supposed to do is to encourage people to go and vote in numbers for candidates of their choice,” he said. Chief Chikanta explained that he merely acknowledged the fact that Government had delivered development in many areas of the Southern Province and did not make mention of endorsing a candidate. “No, that is not true, I did not endorse. ENGALURU - South Africa wants to return the one million Covid-19 vaccine doses it has received from Serum Institute of India, The Economic Times reported yesterday, a week after the country said it would put on hold use of AstraZeneca’s shot in its vaccination program. Serum Institute of India, which is producing AstraZeneca’s shot, has emerged as a key vaccine supplier. One million doses of the vaccine landed in South Africa last week and another 500, 000 were due to arrive in the next few weeks.
The company said it had no comments on the matter. South Africa’s health minister has said the government may sell doses of AstraZeneca’s vaccine, after the country paused its rollout following a small clinical trial that showed the shot offered minimal protection against mild to moderate illness from the 501Y.V2 coronavirus variant dominant in the country. South Africa, which is yet to launch its Covid-19 vaccination programme, has decided to start vaccinating health workers with Johnson & Johnson’s vaccine in the form of an
“implementation study” with researchers. The Economic Times report also comes as the World
Health Organisation on Monday listed the AstraZeneca/ Oxford Covid-19 vaccine for emergency use. – REUTERS.
DR Congo names new PM after power struggle KINSHASA - DR Congo President Felix Tshisekedi on Monday named Jean-Michel Sama Lukonde Kyenge, head of the state mining giant Gecamines, as Prime Minister following a prolonged tussle for power with allies of his predecessor. Sama Lukonde, 43, whose appointment was announced
in a decree read on nationwide TV, succeeds Sylvestre Ilunga Ilunkamba, who was forced out after a coalition between supporters of Tshisekedi and former President Joseph Kabila broke down. The months-long crisis was seeded in the outcome of elections in December 2018 that led to the first peaceful tran-
sition of power in the Democratic Republic of Congo's history. Tshisekedi, the son of a veteran opposition leader, was declared the winner but was forced into a governing coalition with Kabila supporters who at the time wielded a huge majority in parliament. – AFP.

At least 60 killed after passenger barge crashes on Congo river KINSHASA - At least 60 people died when a passenger barge carrying more than 700 people became shipwrecked on the Congo river at night, Democratic Republic of Congo’s humanitarian affairs minister said on Monday.
