Ambient Water Quality Standards and Guidelines for Raw Water (What are they and what benefits do they bring) By: Frank C. Nyoni

350 key stakeholders. The six Catchment Specific Standards and one Guideline have now been Gazetted for use under Gazette Notice No. 88 of 2021.

What are they? For a long time now, Zambia has been using water quality standards for drinking water to regulate the quality of raw water in natural water bodies. Though not recommended, the country has had no choice in the absence of not having ambient water quality standards specifically meant for raw water. This not only made the cost of doing business high but also did not help much in sustaining the aquatic ecosystem.

Benefits of the Standards and Guidelines • Reduced cost of doing business – Good ambient water means industries which heavily rely on water for their process systems will have the cost of doing their business lowered because the water being supplied for industrial processing would not need as much treatment, cleaning or boiling as compared to using polluted water sources.

Ambient water quality standards are the allowable amounts of materials, as a concentration of pollutants, in water. The standards are set to protect against anticipated adverse effects on human health or welfare, wildlife, or the environment, with a margin of safety in the case of human health. In Zambia, raw water which are in their ambient state (water in rivers, lakes, dams, groundwater), are usually measured against Drinking Water Quality Standards which are meant for processed or treated water. Limits for pollutants which can be discharged into water bodies and the environment by industries or mining activities are regulated by the Effluent Discharge Limits provided under the Environmental Management Act No. 12 of 2011. Therefore, the thresholds for ambient water quality standards are somewhere in between Drinking Water Quality Standards and Effluent Discharge Limits. This is the level of water quality required to keep a water body in its natural or ambient state. Ambient water quality standards have thus been developed to safeguard water resources from adverse effects arising from pollution through mining, industrial, agricultural, or anthropogenic activities. For Zambia, the Ambient Water Quality Standards were proposed to be Catchment specific. This meant taking into account the unique charac-

Additionally, ambient water quality standards are important because if water is kept in its ambient state, the quality of water is sufficient

to support natural habitats and preserve the integrity of ecosystems in water bodies in Zambia. The Process The Authority spearheaded a team comprising; Zambezi River Authority (ZRA), National Water and Sanitation Council (NWASCO), Zambia Environmental Management Agency (ZEMA) and the Zambia Bureau of Standards (ZABS) as the Secretariat in the development of ZS 1182 (Ambient Water Quality Standards) and ZS 1183 (Ambient Water Quality Guidelines). The process was done through a multi-stakeholder approach which involved over

Energy Minister, Mathew Nkhuwa, said the IPPs had assured Government that they were ready to negotiate with Zesco. Mr Nkhuwa said he expected the Zesco management to constitute a team to start the negotiations He said in an interview yesterday that he was shocked that Zesco had not started the process with the IPPs. "These negotiations are not supposed to be done by Government but Zesco need to come with a team that will initiate the process to begin. As Government we did our part to engage the IPPs and they

agreed after hearing our complaints over the high price of power. "So the onus is on Zesco to ensure that the negotiations are done and are concluded on time because they are the ones who are affected," Mr Nkhuwa said. Mr Nkhuwa said it was high time Zesco did the right things instead of waiting for the government to take a centre stage. "For us as Government we shall just be waiting to hear from Zesco about all what they are doing now. Zesco is expected to give us feedback so that we know whether what has been agreed upon is ok or not," he said. Millions of dollars are owed in debt to banks and IPPS such as Maamba Collieries Limited, Itezhi-tezhi Power Corporation, Ndola Energy Corporation Limited as well as Lunsemfwa Hydro Power Corporation, amongst others.

MPs, COUNCILLORS JITTERY OVER G12 CERTIFICATE From Page 1 Some were indicated to possess a “Form V” certificate even when mathematically they did not qualify for one when their date of birth is considered. The ConCourt held that what is required is a Grade 12 which is synonymous with the School Certificate (with required number of passes) or equivalent (similar qualification from other countries etc). The tertiary or such qualifications are not equivalent! So even if a candidate has a diploma, degree or any higher qualification but has no School Certificate then such a person would not be eligible! With this pronouncement by the ConCourt a lot of current MPs and Councillors are likely going to be affected unless they have upgraded their school qual-

ifications. And according to the Examination Council of Zambia O level is Grade 12 level opposite to A Level and it is a pass from 1 to 8 in any subject. School Certificate includes a pass in six subjects with one credit including English or a pass in five subjects with two credits including English. Meanwhile, the Golden Party of Zambia (GPZ) has called on security wings to ensure only candidates with genuine Grade 12 results do file in their nomination papers for the August 12 general elections. GPZ deputy secretary general, Raphael Chiyuka, said the latest ruling by the Constitutional Court on the academic eligibility of aspiring candidates had victimised many people.

By SIMON MUNTEMBA THE Police should not hesitate to arrest Bowman Lusambo and Brian Mushimba if they abrogate the Covid-19 guidelines again because no one is above the law, the Patriotic Front (PF) has said. PF deputy Secretary General, Mumbi Phiri, has also challenged the Police to apprehend any party member using illegal number plates

such as ‘ECL 2021’ as doing so was against the law. Ms Phiri, at a press briefing in Lusaka yesterday said the party was dismayed by Mr Lusambo, who is Kabushi MP and his Kankoyo counterpart, Dr Mushimba, for pulling huge crowds during presentation of their applications for re-adoption, disregarding Covid-19 guidelines. Ms Phiri described the conduct of the two PF MPs as irresponsible considering

that they went against social distancing and other health measures. She challenged the police that just like they beat up PF members at the Magistrate Court in Lusaka last year, not to spare Mr Lusambo, Dr Mushimba or anyone else who would break the law. Meanwhile, Ms Phiri has urged the police to apprehend anybody using illegal number plates regardless of political affiliations.

“Parliament have already ruled on the floor of the House that using illegal number plates such as ECL 2021, CK or HH is not allowed,” she said. When contacted for a comment, Dr Mushimba said he could not say anything as he was not formally communicated to by the PF secretariat, but reiterated that Covid-19 was deadly and appealed to the public to adhere to all the health guidelines.

Marshland bosses’ case unravels By CHARLES MUSONDA A WITNESS has testified against one of the Marshland Consortium Limited directors, Tobias Milambo in the Lusaka Magistrates’ Court. Mr Shadreck Duma, an assistant property valuer, told the court yesterday that Milambo allegedly instructed him to write and sign a letter addressed to Professional Insurance Authority (PIA), which purported to show that Chikwendo & Associates had conducted a search on a property belonging to Milambo at the Ministry of Lands when in fact not. Mr. Duma testified that Milambo also forced him to sign another document after telling him not to worry as his boss, Clement Chikwendo was aware of it. This is in a case Milambo, 48, a chartered insurer of Woodlands, Nachi Musonda, 33, an insurer of Chongwe, and Richard Lubermba, 31, an insurer of Chalala have been charged with 15 counts of forgery, obtaining money by false pretences, and uttering false documents, among them Ultimate Insurance Company Limited shareholder resolutions. The witness said on February 9, 2018 he received a call from Milambo who needed services from Chikwendo and Associates of inspecting his property and asked that the two go together to Chinyunyu in Kafue where the property was located. Mr Duma said when they got there, Milambo told him that the land in question was seven hectares and had structures on it. He said after finishing inspecting the property Milambo told him that there was another adjacent bare land which was also seven hectares and told him to add it to the other. He said he took pictures of the structure and the land, took field notes and took the same with the document he was given from the council to Mr Chikwendo who prepared the evaluation report Milambo wanted. He said the report was given to Milambo on February 14, 2018 but a few days later Milambo called and told him

that the evaluation report had been rejected by the PIA because it did not want the two seven-hectare portions of land to be added together. Mr Duma said later there was a meeting at PIA which he attended with Mr Chikwendo to look at issues of the extent of land and value and after the meeting a second evaluation report was ready on March 22,

2018. He said when he called Milambo to collect the evaluation report, he told him to take it to PIA and give it to a Mr Chitoshi which he did. Mr Duma said that on March 23, 2018 Milambo called him and told him that there was a letter which he wanted him to sign for him which had to do with doing

a search at the ministry of Lands. Mr Duma said that on February 1, 2021 he received a call from the police telling him that they would need him to go to their office so that he could help them with the evaluation report which they had. He said the police had two reports on one property done by his company.

YOUTH EMPOWERMENT IT is ironic that some Zambians want to misrepresent the government’s empowerment programmes as being targeted at Patriotic Front sympathisers. Yet, as government officials have explained, these empowerment programmes are directed at all Zambians who have viable projects that need funding to kick start. It is this misconception planted by lies that has denied people an opportunity to take advantage of the empowerment programmes. Government has gone on record as explaining that one’s political affiliation does not matter. What counts are the proposals requiring funding. Tourism and Arts Minister Ronald Chitotela was yesterday explaining for the umpteenth time the K30 million empowerment fund for artistes launched by the government. The empowerment fund for the arts was coincided with the outbreak of the Covid-19 pandemic and was meant to act as a stimulus package for the artistes. As Mr Chitotela said on Radio Phoenix “Let the people talk” programme, it was not meant for PF sympathisers. Mr Chitotela said that the project was beyond any political affiliation and was given based on people's applications not according to their political leaning. In August last year, Government launched the Presidential Choral and Arts Festival and the K30 million youth empowerment scheme meant to assist artists during the Covid-19 pandemic. Following the launch, 152 artistes in various categories were empowered from the K30 million out of the over 1, 000 artists that had applied for the funds. The youth empowerment scheme targeting arts was one of the interventions that were structured to provide relief in the advent of the Covid-19 pandemic. During Youth Day celebrations in Lusaka last Friday, President Edgar Lungu unveiled a robust youth empowerment programme spread across the cross, and pledged that he will always support them. He handed over fuel tankers, Rosa minibuses, and earth moving equipment as empowerment to youths’ cooperatives from across the country during the 2021 national Youth Day celebrations themed:” Enhancing National Development through Sustainable Youth Partnerships.” We implore youths across the political divide to take advantage of these support programme and not listen to some of their political leaders who do not think through their actions. What any genuine political leader should be doing is to harness the vast army of jobless youths and guide them into productive ventures through which the government can help them. There are many sectors ranging from agriculture, aquaculture, mining, transport that are open for the youth. For example, what should stop youths in Siavonga, a perceived opposition stronghold, from engaging in aquaculture on Lake Kariba? We say so because Ministry of Fisheries and Livestock Permanent Secretary Benson Mwenya recently said the aquaculture Youth Funds are still available. Dr Mwenya said in an interview that youths should visit the ministry and get information regarding the funds. Rather than engage in acts of hooliganism, youths should take stock of their lives and decide to change for the better. What harm is there in taking up the offer from Government if will improve your livelihood, why should one choose to be a political hoodlum that might only see you end up in a correctional facility? Youths must think positively and reject misconceptions about genuine empowerment programmes.

Court rejects Chishimba Kambwili’s illness excuse By CHARLES MUSONDA LUSAKA Magistrate Felix Kaoma yesterday rejected National Democratic Congress (NDC) leader Chishimba Kambwili’s request for another adjournment on grounds that he could not stand trial as he had suffered from high blood pressure and diabetes. Kambwili sought the adjournment to enable him seek medical attention for what he called constant high blood pressure and diabetes but Mr. Kaoma said there was a high risk of turning the court into a circus if he continued allowing adjournments on same grounds of illness. He agreed with one of the private prosecutors, Mr Jonas Zimba that the court could not continue adjourning the case on the basis of Kambwili being sick because there would be no progress in the matter. He said while sicknesses was inevitable to immortal human beings, the case’s history poses the danger of not

concluding the matter within the expected time especially that the case was being privately prosecuted, which was an expensive venture as every adjournment attracted costs. Kambwili was scheduled to open his defence in the matter he has been found with a case to answer for defamation of the President by claiming that Lusaka business executive Valden Findlay was allegedly using the Presidential jet to courier drugs. Mr. Kaoma said even at the last sitting when the case was adjourned at the instance of Kambwili being sick, yesterday the same sickness had been advanced without medical proof. Earlier when the case was called for opening of defence, one of the defence lawyers, Mr Gilbert Phiri applied for the adjournment citing Kambwili’s high BP and diabetic levels. We are proud to report the Group’s sales increasing by 4.7% for the six months. Within that, our core Supermarkets RSA segment, representing 78.0% of Group sales, increased sales by 5.6%. Adjusting for the closure of our RSA LiquorShop business as a result of nationwide COVID-19 lockdown regulations, our Supermarkets RSA business grew sales by 7.8%. This is an incredible result given that our customer base spans the entire South African food retail spectrum. Our South African supermarkets’ internal selling price inflation of 4.3% for the six months reflects our unwavering commitment to our customers on price. In true Shoprite style it was a collective effort across our Shoprite, Usave, Checkers and Checkers Hyper banners and the team is to be commended. The Supermarkets RSA business has achieved 22 months of uninterrupted market share gains and in the six months to 27 December 2020 the Group created a total of 4 305 new jobs. In significantly more adverse conditions, our Supermarkets Non-RSA continuing operations achieved constant currency sales growth of 0.9%. The business remained vigilant, combating the challenges faced across Africa, however, currency devaluations again eroded much of our efforts. We closed the last of our Kenyan stores in February 2021 and are at the approval stage in terms of the sale of our Nigeria supermarket operation. From here, our capital allocated to the region remains at a minimum and we continue to manage costs as best as we can. The successful launch of our Xtra Savings Rewards Programme in our South African based Shoprite supermarket chain following the success in Checkers, gave rise to another strategic milestone for the Group. Our Checkers and Shoprite Xtra Savings Rewards Programme now has the largest membership base in South Africa, with 17 million rewards members. The opportunities that this programme affords the Group and its valued customers are significant and to say we are optimistic with regard to the future for our business as a result, would be an understatement. It is noteworthy that the Group increased trading profit by 18.3%, whilst making significant strides in other areas: borrowings declined by R5.9 billion to R5.5 billion, inventories reduced by R3.0 billion and we lived well within our means in terms of capital expenditure of R1.6 billion. A named widow complained that her sick husband died in the house two weeks ago because she could not find transport to rush him to the nearest health centre which is about 18 Kilometres away. However, lack of health centre in Malcolm compound will soon be a thing of the past.

ABZ president Hector Soondo said what happened in in Kitwe when UPND cadres clashed with Police who were deployed to ensure peace during the Youth Day celebrations was uncalled for. Mr Soondo said it was unfortunate that UPND cadres could take advantage of Youth Day celebrations to engage in engage against the peace makers, who are the police. “We are calling for police to investigate who sponsored those cadres to fight the police who were merely doing their job of controlling and ensuring that there was peace in the streets of Kitwe. “If Police will allow this behaviour from UPND to continue, then the forthcoming elections will be something else,” Mr Soondo said. He said: “The UPND is on record claiming that PF is violent and that they only acted to defend themselves, now we want the UPND to tell us why they were fighting police officers on duty? Were they defending themselves against the police? The truth is that UPND is the most violent party,” he said. Mr Soondo said if UPND continued being violent, it was necessary to ban them from participating in the August 12 general elections as a way of preserving peace. Meanwhile, Patriotic Front (PF) Chimwemwe constituency aspiring candidate Allen Banda has said, “it is cheap political campaign for opposition politicians to promise to create employment for the local people when they were the architects of privatization which sold many companies and brought about unemployment and untold misery in various communities”. Mr Banda said promises from the opposition UPND that they will create employment for the youths were cheap political campaigns which were not attainable, but merely wanted to use it to gain political mileage ahead of the August elections.

KCM WARNS OVER FAKE TENDER DOCUMENTS By NATION REPORTER

ONKOLA Copper Mines (KCM) has warned its commercial partners and the public over a document circulated by unscrupulous people purporting that the Company has issued a tender for some mining equipment. KCM’s Security Department has launched investigations in the matter to ascertain the ori-

gins of the fake document. KCM General Manager Corporate Affairs, Shapi Shachinda said at no time had KCM issued any tenders for procurement of the listed heavy-duty pumps and underground rock drill. Mr Shachinda said the document being circulated through social media was the work of criminally-minded characters who were hell-bent on causing panic in the market, financially harm KCM partners and bring the Company’s name into dis-

repute and public ridicule.

KCM will also engage the Zambia Police in trying to track down the originators of the dubious document for the law to take its course.

“This should be dismissed with the contempt its deserves,” he said in a statement. Mr Shachinda said KCM and its subsidiaries, the KCM

SmelterCo Limited and Konkola Mineral Resources Limited, had established and systematic ways of procuring goods and services from old or new business partners through recognized channels and not via social media. He said the Company encourages people seeking to do business with KCM to contact the Commercial department and not engage unauthorized third parties as doing so would be to the detriment of their

business interests and KCM would not held liable for any losses that may be incurred in such “dubious transactions.” “KCM will also engage the Zambia Police in trying to track down the originators of the dubious document for the law to take its course. There are hundreds of small and artisanal mines scattered across the country quietly creating holes in the bushes of Zambia. Zambia has not been making debt payments since mid last year almost. The big question is, where is the forex and all the money from copper, cobalt, gold and manganese mining going to? When you drive from Kapiri up to Solwezi all you see are trucks! Trucks full of mineral resources! Now the question is where is all that money going to? Why are we not seeing the money in Zambian banks? Why aren’t our forex inflows not increasing despite increased mining? Who keeps the money from economic activities in this country? Who owns the economy? It’s just not adding up. Civility in politics ahead of 2021 general elections Dear Editor, THE recent pledge by high ranking officers from the Zambia Police that they are prepared to deliver a peaceful poll is welcome and a positive way to stimulate public confidence. The further assurance as per the directive by Inspector General of Police Kakoma Kanganja (who was given a six-month performance-based contract to reform the police) to all provincial Commissioners of Police to engage political parties and other players is the route worth taking in a country that thrives on democracy.

Democracy demands every eligible candidate offer themselves for election, so is ECL. It is therefore shameful for the new UPND spokesperson Mr Cornelius Mweetwa who is also among the longest serving MPs seeking to prolong their stay in Parliament justifying the harassment of police officers in Kitwe. It is inexcusable that the legitimate efforts the police made to safeguard public order can be undermined and contemptuously referred to as “defence against provocation from the police.” The actions by the police cannot be termed as provocation as they are merely a legitimate law enforcement operation. This fragrant disrespect of the institutions of the government and the police in particular is lack of civility on the part of UPND and Mr Mweetwa. The perpetual walkouts of UPND MPs in the outgoing National Assembly as opposed to being courageous enough and present their disagreements over proposed legislation is not civility. Worse still, it is immoral for them to accept allowances over the Parliamentary proceedings they have stayed away from. To promote civility, political parties with a fair following have a duty to take responsibility. There is need to inculcate the values and sense of patriotism. Failed MPs must pave way for new blood Dear Editor, IT’S mind baffling to see some leaders who were given chance to lead but failed still want to stand on the Patriotic Front ticket. I am wondering if they mean well for President Edgar Lungu and the party, even when they're being rejected openly by their own constituents. Don Cole once said "if you know that your current situation is disadvantaging very important call the majority, kindly and calmly take some steps back and allow your colleagues to take a centre stage for your benefit and prolonged lifespan of the institution." Do they really care? It's time to pave way for new blood so that our party can continue growing. In Chawama constituency, we have a leadership vacuum like many other Lusaka constituencies but my focus is on the three so that I leave something for another day. Ms Tasila Lungu has grown politically, and if she is to be given a chance to join the Manda Hill race, then PF is likely to win Chawama by a landslide. She has done more than the incumbent in a number of projects and humanitarian gestures. She is soft spoken and humble but what makes her extraordinary is that

she is action-oriented.. If one was to ask which one is better, words or actions? A wise person would pick the latter. Chipangali constituency needs new blood to attract more votes. Mr Vincent Mwale has lamentably failed despite being a cabinet minister. Leaders who have failed their community should not shorten the political lifespan of President Lungu and the PF as a whole. If your applause is outdone by the complaints learn to allow the new blood to put things in order. It's time to protect President Lungu. For now think of President Lungu’s victory above yourself. Mr Lubusha may have his weaknesses yet he is an Eastern bulldozer, a force to reckon with and to win Chipangali with the current state of affairs in the constituency, we need him. Kanchibiya needs no other than Sunday Chanda, and the few times I have visited the constituency with him, and interviews I personally carried without his knowledge, I proudly say there will be no need to campaign with our lungs out once he is adopted to represent Kanchibiya. We must have our own unified social networking platform to support the African revolution. In the current times, no revolution is possible without the unifying power of social media and proper networking. The popular major social media platforms ignore our needs and our issues. Applications like Facebook, Twitter, and Instagram delete truthful posts and suspend black African accounts to suppress their voices. We cannot achieve anything if no unity of purpose is advanced within our communities. But, as long as we get intimidated by the western world, like they did to Libyan Leader Colonel Muammar Gaddafi’s vision to unify Africa, we shall always remain in our shells with our visions. TWO INJURED ILLEGAL MINERS DISCHARGED By JOHN KOMBE

TWO of the six illegal miners who were involved in a serious mine accident in Luanshya have been discharged from Roan General Hospital. The illegal miners were buried alive on Saturday at Luanshya Copper Mine’s Roan Basin while conducting their illegal mining. The accident happened

around 16:00 hours at the same point where three illegal miners died last year in November. Ministry of Mines Director of mine safety, Mooya Lumamba, said two illegal miners were discharged while four were still in hospital. He added that some illegal miners in Luanshya were reportedly stealing ore from a licensed mining operation. He noted that the mine and

Police Service have tried to drive the illegal miners out of the mine area but they had been resisting Mr Lumamba however eexplained that this was not a case which the Mine Safety Department was mandated to regulate and as such it was a police case. He said that the ministry can only help license holders to seek police intervention.

Fish companies fined for price fixing By AARON CHIYANZO SEVEN fish fingerlings distributors have been fined up to 10 percent of their annual turnover by the Board of Commissioners of the Competition and Consumer Protection Commission (CCPC) for price fixing. CCPC Senior Public Relations Office, Namukolo Kasumpa, said the decision was made after investigation in April which found that fish fingerlings producers and distributors were engaged in a cartel. This is after they issued a public notice for an impending uniform price increment for the price of fish fingerlings. Ms Kasumpa said the seven companies were Palabana Fisheries Limited, Mukasa Agro Solutions and Fish Farm Limited, Savana Streams Limited and Chirundu Bream Farm Limited. Others were First Hatch Investment Limited, Iban Aquafish Solutions and Consultancy Limited and Msekese Fisheries Limited. She said in statement that the collusive practices were contrary to Section 8 and 9 of the Competition and Consumer Protection Act (CCPA) No. 24 of 2010. Ms Kasumpa said the investigation also revealed that there was no justification for all companies to have a common pricing policy. This is because each company had different production and distribution costs, and would therefore not all take the same time to produce and distribute the fish fingerlings. “The Board noted that the objective of the restrictive agreement not only increased prices of fish fingerlings but also reduced customer choice as competitive pricing was eliminated. “Based on these facts, the Board of Commissioners decided to fine six (6) Fish companies 9 per cent and of their annual turnover and Palabana Fisheries Limited 10 per cent in accordance with Section 8 and 9 of the CCPA,” she said. NAIROBI - Kenya’s National Treasury is considering tapping into the international capital markets with a fourth Eurobond issue in less than seven years to help pay off part of its debt obligations estimated at Ksh925 billion ($8.48 billion) in the next three months. This comes against a backdrop of weaker credit rating by global rating agencies pointing out that Kenyan tax payers will have to dig deep into their pockets to service the planned loan. The three global rating agencies - S&P, Fitch and Moody’s Investor Service - have downgraded the country’s credit status largely due to its faster than expected accumulation of debt against falling revenue collection and staggering economy raising fears of the possibility of a debt distress. This will mean investors willing to buy the Kenyan bond in the international will demand risk premium to cushion against country’s risk of default. “All sovereign ratings have been downgraded on account of this Covid-19 pandemic and countries still access the international financial markets. A downgrade does not mean that your access to the market has been limited,” Haron Sirma, the Director-in-charge of Debt Management at the National Treasury explained in a recent interview. However, Dr Sirma could not disclose the amount the country will borrow through the Eurobond, stating that the amount would be determined once the parliament considers

JOHANNESBURG - Expect “extremely high” fuel price increases at the end of March, going into April, the Automobile Association (AA) warned on Monday. The AA was commenting on unaudited mid-month fuel price data released by the Central Energy Fund. The AA explained in a statement that steepening climbs in international petroleum prices are being worsened by a dipping rand/US dollar exchange rate. Furthermore, fuel levy increases will contribute to these expected high increases in fuel prices. “As things stand today, petrol is set for a 90 cents-alitre rise, diesel for an increase of 66 cents, and illuminating paraffin an increase of 62 cents,” the AA said. These expected increases do not include the 26-cents a litre increases to the General Fuel and Road Accident Fund levies (excluding the one cent increase to Carbon Tax) announced by Minister of Finance Tito Mboweni in his Budget 2020. These come into effect in April. “Within the current scenario,

with the addition of the levies, petrol is expected to increase by a whopping R1.16 a litre and diesel by 92-cents a litre,” said the AA. With the expected increases factored in, a litre of 95 ULP Inland (currently at R16.32/l) will now cost R17.48/l of which R6.10 will be taxed through the GFL and RAF. This means that at least 35 percent of the cost of a litre of this petrol will be taxed. The price of diesel (currently pegged at R14.12/l) will increase to R15.04 of which R5.96 (including increased levies) will be taxed – at least 40 percent of the total cost. “Either the rand or international oil prices would require a sharp reversal if the picture is not to deteriorate further by month-end,” the AA said, adding that government can “no longer ignore the knock-on effects of severe fuel price rises.” “The cost is not only direct, but throughout the value chain, and is battering consumers from all sides. The loan agreements were reviewed by the Attorney General for assurance that it conforms with laws of the country, before signature of Treasury CS on behalf of the government,” he explained. US to train Moz forces fighting jihadists

MAPUTO - American military personnel will spend two months training soldiers in Mozambique to help the country fight a jihadist insurgency in its northeast, US embassy officials said on Monday.
