O V E R N MENT has exceeded revenue target for the first quarter of this year by 13 percent, despite the fiscal deficit remaining elevated. Revenue collected between January and March this year amounted to K18.5 billion from K16.3 billion target, representing a 13 percent increase. The over performance of the revenue collection was driven by Pay As You Earn (PAYE) tax arrears, upward amendments of provisional returns and ad-

vance payments by both mining and non-mining firms. This is according to the Secretary to the Treasury, Fredson Yamba, who briefed the media in Lusaka yesterday when launching the 2022 national budget consultation and update on the performance of the first quarter of 2021. Mr Yamba said Government spending, total expenditures, including amortisation, in the first quarter of this year was below the projected level. He explained that total expenditures stood at K22 billion from a projected K28.6 billion, representing 23 percent below target. "Notable expenditures included K6.6 billion for personal emoluments, K3.2 billion doe the use of goods a d services, K2 5 billion on non-financial assets and K2 5 billion on transfers and subsidies," Mr Yamba said. He however indicated that Zambia's fiscal deficit remained high and that there was need to continue formulating revenue

policies that would enhance revenue collections while promoting development agenda. Mr Yamba said the 2020 and 2021 fiscal years required Government to take measures to cushion the impact of Covid-19. "While this was imperative, there is need to formulate a medium term policy that will put the country back on a trajectory that will achieve fiscal consolidation," he said. Meanwhile, Mr Yamba announced that Finance had started preparations for the 2022 national budget and 20222024 Medium Term Budget Framework. Mr Yamba indicated that Government was open for proposals on tax and non-tax policies for possible inclusion in the 2022 national budget. He guided that the proposals should regard increasing tax revenue and broadening its base, simplifying and modernising of tax system, increasing tax compliance and re-align and streaming tax incentives.

POLITICAL stakeholders must respect one another because there is no violence where there is respect for one another, says National Guidance, and Religious Affairs Minister, Reverend Godfridah Sumaili. Rev Sumaili said there was a need for all political parties to have respect for one another for peace to continue prevailing in the country before, during, and after the August 12 general elections. She was speaking when she met the clergy in Kabwe on Thursday. Rev Sumaili urged political parties to be tolerant, avoid hate speech, and embrace the different views from their opponents. “We are speaking to all political parties that there has to be respected for one another, you don’t have to insult others because they have different views, we have to be tolerant, we have to create room for one another,” she said. And Rev. Sumaili called on the church to engage all political players on the need to remain united especially as the nation heads towards the polls. She said the church has the power and authority to guide political parties on various matters including politics for the benefit of the country.

SPEAKER of the National Assembly Patrick Matibini yesterday ruled that Mr Romeo Kang’ombe is still Member of Parliament for Sesheke constituency despite his conviction. He was last week convicted by the Chinsali Magistrates’ Court for assaulting two police officers and handed a 12-monthlong suspended sentence for two years on condition that he does not commit a similar offence during that period. The Speaker’s followed a point of order raised by

Deputy Chief Whip Tutwa Ngulube on whether Mr Kang’ombe, was in order to remain in the House after his conviction. In his point of order, Mr Ngulube cited Article 70(2) (f ) of the Constitution of Zambia, which states that when a person is convicted by a court of law, he/she becomes a convict and, as such, is disqualified from being a Member of Parliament. But in his ruling the Speaker said the law governing the vacation of a seat by a MP is encapsulated in Article 72(2) of the Constitution of Zambia,

Mr Kambwili said he discovered that his former employees, a police officer , Zambia Army officer and his daughter's friend allegedly stole US$160, 000 from his safe that was in his matrimonial bedroom in November last year. In this matter, nine people, who include five former domestic workers of Mr Kambwili, a student, a police officer, a soldier and a retired police officer, are facing charges of theft, which they all denied. The five former workers are Rodney Muntanga, a 47-year-old house-boy; Esther Munyeka, a 29-yearold maid; George Bwalya, a driver, aged 49; Millan Chembe, a 35-year-old se-

curity guard and Charles Kamutengo, a 54-year-old gardener, all charged with theft by servant. Stacey Jane Jones, a 23 year-old student who is also a friend to Mr Kambwili’s daughter Chanda; David Zimba, a 52-year-old retired police officer; Ian Kalunga, 38, a police officer and Jacob Sinadambwe, a 32-year-old soldier, are equally charged with theft. In count one (theft charge), it is alleged that Stacey, Zimba, Kalunga and Sinadabwe between December 14, 2020 and December 27, 2020 in Lusaka, acting with others stole US$160, 000 cash, the property of Mr Kambwili. In count two (theft by servant), it is alleged that Muntanga, Munyeka, Bwalya, Chembe and Kamutengo between December 14, 2020, and December 27, 2020 in Lusaka, with others, being persons employed by Mr Kambwili stole US $160, 000 cash, the property of the said employer.

When the matter came up yesterday, Mr Kambwili who is the first witness in the matter told the court that after he discovered that the money had been stolen, he pleaded with the accused persons to return it instead of them facing the courts. He explained the source of the US$160, 000 by stating the he was a business executive and politician who runs a number of companies including Mwamona Engineering Technical Services Limited. He said the proceeds from businesses were deposited in their five accounts at Atlas Mara (former Finance Bank Zambia Limited) and one of the accounts was a dollar account. Mr Kambwili explained that in the mining business, they were paid in dollars and were able to withdraw some of the monies in dollars and kept in his safe in his bedroom. Chief Resident Magistrate, Lameck Mwale yesterday found Maanya guilty of the offence of defamation of the President after scrutinising the evidence before

He was found with a case to answer and put on his defence. In his defence, Maanya claimed that a friend borrowed his phone because he (friend) did not have airtime on his handset. He said after his friend Aaron Zimba got his phone, he went outside the house to make a call and took about 30 minutes. He said when Zimba went back

in the house, he told Maanya that he had overheard that someone had insulted President Lungu on radio. He said Zimba could not accompany him to court as he did not have transport money. Maanya denied ever calling the radio station and added that he too was hurt when he heard about the insults against the President. ABOUT 15, 000 tonnes of mealie meal has so far been exported to the regional market under the export arrangement between Government and the Millers Association of Zambia (MAZ). MAZ president Andrew Chintala said the programme was progressing very well and in line with the provisions of the MOU signed between the association and Government. "The thing is that the exports have not affected local supply and prices still remain stable as a result we will be meeting stakeholders to see if we can increase the exports to accommodate other millers that are not on the current list but have expressed interest," Mr Chintala said. “The mealie meal export programme is running efficiently to ensure continued stable supply of mealie on the domestic market,” he said. Mr Chintala said according to the MOU, the programme would run up to April 30, this year when a review would be done to determine the effectiveness of the agreement. He said MAZ and Government had put in place a monitoring system to ensure that the domestic market was not affected by the exports. "We have put in measures to ensure stable prices of mealie meal on the domestic market and also ensure that there are no shortages of the commodity," he said. Mr Chintala said MAZ was happy with the way participating millers have performed in terms of adhering to the set terms and conditions.

According to AstraZeneca’s primary analysis of phase three trial data, the vaccine has a 76 percent efficacy rate after both doses. Medical experts have explained that the Oxford-AstraZeneca Covid-19 vaccine is a two-dose vaccine jointly developed by the Oxford Vaccine Group and pharmaceutical company AstraZeneca. It is also important to know that Serum Institute of India’s Covid-19 vaccine, called Covishield, is a version of the Oxford-AstraZeneca vaccine that is manufactured in India. Information abound! Therefore, it will be suicidal to refuse to be vaccinated on account of outrageous conspiracy theories doing the rounds on social media and other platforms. Zambians must dismiss the callous conspiracy theories and go for vaccination in the true spirit of fighting the pandemic selflessly. One outrageous myth, which must be ignored is that the vaccine contains a microchip which will allow government and corporations to track people who get the jab. The other misleading theory is that the vaccine will alter a person’s DNA while the other is that vaccines are inferior to people’s immune systems in protecting against Covid-19. Therefore, Zambians must be wary of misleading information and only get facts from the Ministry of Health, the World Health Organisation and other established government and international institutions. Secondly, citizens must get vaccinated quickly as the doses are free of charge.

ONSTITUTIONAL lawyer John Sangwa has petitioned the Constitutional Court seeking a declaration that the President should not prescribe the emolument of the Judges. Mr Sangwa wants the Judiciary to formulate its own regulations prescribing the prerequisite and other conditions of service of Judges. He states that Article 122 provides for the functional independence of the Judiciary. He seeks an order of mandamus directed to and compel Minister of Finance to put in place, within three months or such period as the court may

deem appropriate from the date of the order, measures satisfactory to the Judiciary. He stated that this will ensure that the Judiciary is financially independent and becomes a self-accounting institution in line with Article 123 (1) of the Constitution and is adequately funded in every financial year in line with Article 123 (2) of the Constitution. Mr Sangwa in his petition filed yesterday into the ConCourt also wants a declaration that section 3 of the Act to the extent that it vests authority in the President to prescribe the emolument of the Judges is ultra vires Article 122 (3) and 123 (10 of the Constitution and therefore null and void.

Social cash transfer beneficiaries receive funds in Kalumbila OVER 3, 000 beneficiaries under the Social Cash Transfer scheme in Kalumbila district in North Western Province have begun receiving their money. Kalumbila District Commissioner, Robinson Kalota said the Ministry of Community Development and Social Services under the department of Social Welfare in Kalumbila district has commenced the disbursement of Social Cash Transfer money to 3,824 beneficiaries. Mr Kalota confirmed the development when he monitored the exercise at Nyansowe and Luamvundu primary schools yesterday. He disclosed that the monetary allocations to beneficiaries have been increased. “The President increased the amounts that you were previously receiving. The able-bodied that were receiving K180.00, will now be receiving K300.00 and the differently abled will now be receiving K600 as opposed to the K360.00 that they were receiving previously,” Mr Kalota said. He said the increase in the allocations is due to the concern that President Edgar Lungu has for the underprivileged people in society.

Mr Kalota assured the gathering that the number of beneficiaries under the scheme in the district will be increased in order to assist more vulnerable people. The WAVES Programme, which falls under the Ministry of National Development Planning, is aimed at promoting and mainstreaming natural capital in development planning and economic accounting systems. The World Bank will execute the US$ 225,000 technical assistance to the Government to integrate the results from National Capital Accounts (NCAs) in sector strategy documents and development plans for sustainable development. This is also meant to realise a deeper appreciation of the interactions between natural assets and economic activities at national and sub-national level. ZAMBIA needs to invest in heat and drought tolerant seed varieties to promote the agriculture sector, says Policy Monitoring and Research Centre (PMRC) Senior Researcher, Chisengele Chibuta. Mr Chibuta said the agricultural sector was set to remain a key driver of growth in the economy. He explained that key measures should include the promotion of domestic and international markets, increased agricultural productivity, diversification and government-private sector joint action. Mr Chibuta therefore said in a PMRC Newsletter that there was a need to shift to region specific farming. “This will ensure that regions like southern and western regions which are vulnerable to droughts will be able to grow drought tolerant crop varieties. “Thus, there is a need to further develop and invest in heat and drought resistant/tolerant seed varieties,” he said. Mr Chibuta also observed the need to develop and strengthen agricultural value chains. In this regard, he explained, the planned construction of the tomato and fruit processing plant by the Industrial Development Corporation was vital as it would assist in the linkages between agriculture and manufacturing, and promote agricultural exports. Mr Chibuta observed the need to invest in cost-efficient climate-smart technologies such as irrigation systems

The funds are meant to meet the operational costs in the fight against Gender Based Violence (GBV) in the district. Kansanshi mine Public Relations Manager, Godfrey Msiska, said GBV has become a major threat in the growth of the communities in the district, hence the decision by the mining company to partner with YWCA in combating the vice.

He said that the funds were generated from the all women run Ndanshi Arts studio which makes jewellery for sale both locally and outside the country. "All the funds generated from the studio is dedicated towards the fight against GBV in the district," he said. Arrest parents marrying off underage girls Dear Editor, ZAMBIA has in the recent past witnessed high incidences of child marriages. Child marriage is defined as the matrimonial union where the girl under the legal marriage age get married. The legal age for marriage in Zambia is 21 years. This implies that when the girl under the age of 21 is married off, this type of marriage is deemed illegal. It is an offence under the Zambian constitution, the supreme law of the land. Whether the teenage girl consented to the marriage or not, this is an offence punishable by law. Simply put, child marriage is outlawed in Zambia meaning that it is not allowed. There are some parents and guardians who take the teenage girls out of school and marry them off for financial benefit for instance. This is because the groom will pay the bride price which can be in the form of cattle or money. The unfortunate part is that some of these girls are

married off to men who are as old as their fathers or grandfathers. The teenage girls who are forced into marriage not only are deprived of education but also suffer psychologically in that they are not emotionally prepared for marriage. If the above are not bad enough, the young girls might experience complications during childbirth. These complications might culminate in death during delivery. President Edgar Lungu, some non Governmental organisations and the churches, among others have been campaigning against child and early marriages. The messages against child marriages seem to fall on deaf ears. I earnestly appeal to the law enforcers, the police to apprehend people in the habit of marrying off teenage girls and the men who marry the teenage girls. Violence and corruption in UPND adoption process Dear Editor, FORMER Minister of Health and Mansa Central lawmaker Dr. Chitalu Chilufya is doing a commendable job of mobilising the Patriotic Front (PF) in his constituency. This will ensure that the PF party will garner massive votes in Mansa Central constituency. Dr. Chilufya is known for his hard work. This can be attested by the way he performed during the period he served as the Minister of Health. Dr. Chilufya's employment contract was early this year terminated by President Edgar Chagwa Lungu. The republican President has the discretion to hire and fire any person. The former minister has proved to be a political factor and a resourceful person in the ruling party in view of the roles he has continued to play. Simply put, the Mansa Central lawmaker unlike some inept leaders has proved a point that he can undertake any role assigned to him. Dr. Chilufya is action oriented and other leaders must emulate his work culture. This is a true measure of leadership. If the above is not good enough, Dr. Chilufya has spearheaded some developmental projects in his constituency. These include empowerment programmes for

the youths, women and other vulnerable groups. Going by the successes Dr. Chilufya has scored as a Cabinet Minister and as the Mansa Central Member of Parliament, he stands a better chance of retaining his parliamentary seat. However, I am not merely parroting Dr. Chilufya for his outstanding performance, I have been keenly following his works as the Cabinet Minister and also as a lawmaker. Truth be told, I have been to Mansa on many occasions because my wife comes from there. I have seen the developmental projects that have taken place. It is true to mention here that any person can have some shortcomings quite alright. This applies to the political leaders as well. The most important thing is to focus on the good deeds that the person has done rather than witch hunting In conclusion, let me hasten to mention here that Dr. Chilufya is a great force to reckon with politics despite being dropped as the Cabinet Minister by President Lungu. Dear Editor, THE allegations of violence, corruption and other unconventional means in the UPND intraparty processes do not only amount to criminality but have the ability to deter the meaningful participation of youths in political affairs of the country. As of Friday, there are a number of verifiable incidences where either allegations of vote buying or incidences of rival camps going for each other's throats. The following are some of the violence clashes that have so far been reported; 1. Pathius Kunda, Mkushi North Aspiring Candidate was ambushed and shot(luckily in the leg) on Thursday night. 2. Incumbent Likolo Ndalamei (Sikongo Constituency) beat up party officials and tore UPND party documents after he came last in their primaries. 3. Bweengwa Constituency aspiring candidate Mubambe Muchende was chased and nearly beaten by supporters of incumbent, Kasautu Saiti Michelo. Not too long ago, former UPND strongman Ephraim Belemu complained of physical harrassment by his competitors from within the UPND. Little attention was given by the law enforcement agencies and there has not been any statement from the security wings despite the request from PF National Chairman Samuel Ng'onga Mukupa. The revelations by Honorable Belemu had the ability to provide sufficient leads and

expose ay possible threats to other members who are exercising their right to represent their party. The aftermath of the ongoing internal processes is no longer an inhouse issue but a national security issue as such criminal acts have the ability to undermine the safety of the nation. Moreover, the victims of violence and corruption are our brothers besides the partisan considerations therefore their welfare is our responsibility. It is no wonder we applaud the police for swiftly taking proactive and preventive actions and make arrests where it was certain that the particular gathering was threatening National security. While some selfish individuals are determined to use any means, whether bullet or ballot, hook or crooked means to achieve their political goals, the youths, the disabled and the women are the ones at the recieving end.

This category of socially vulnerable people may not have the sufficient financial means to bribe the electoral college and consequently buy their adoption. The excluded and vulnerable people may not have the sufficient physical strength to out power their competitors and they may not have the ability to retain the services of hooligans to pursue political battles. The end results is that the excluded groups will will shun the internal processes and that would be the end of the road for the youthful electoral process. We are aware that the Anti Corruption Commission had assured the nation that it would follow the internal processes and ensure they are corrupt free. We believe the Commission will be truthful to its words and pursue the happenings in UPND. Chief Chikanta of Southern province has been a courageous voice to denounce the

underhand dealings prior to the adoption of UPND candidates. He has threatened that the people are likely to vote for independents should the UPND impose candidates who has been rejected. The Chief mentioned long serving MPs such as Honorable Jack Mwiimbu, Garry Nkombo and Cornelius as the parliamentarians who have fallen out of favour with the electorates. Having leaders who ascending to power using such uncivilized tactics gives us no assurance of having a responsible society because poison tree produce poison fruits. We therefore appeal to UPND specifically Mr Hakainde Hichilema to come in an open and condemn the corrupt practices and violence that is being exhibited in the run up to the adoption process. ‘Farming sure remedy for Kankoyo’ 9 Bishop Chomba

By NATION REPORTER THERE is urgent need to uplift the livelihood of settlers in the peri-urban areas of Mufulira through sustainable agriculture with the support from Government, Edward Chomba has said. Bishop Chomba, the PF aspiring candidate in Kankoyo constituency, said a research he conducted in the peri-urban area of Kankoyo had showed that settlers could do better in farming with subsidies from Government. He said there was urgent need to assist subsistence farmers in Misakashi area and in Nsato Forest, who had been struggling to transport their produce to Mufulira for sale. Bishop Chomba, who is former Local Government Permanent Secretary, said though Misakashi sits in both Kankoyo and Mufulira constituencies, he was desirous to spearhead development for the entire settlement once adopted and voted into office. He said it would be ideal to place all the farmers in Misakashi, Nsato, Kwang’wena and Zimba areas on Farmer Input Support Programme (FISP) as some of them had settled there for more than 50 years. Bishop Chomba regretted that the road between Butondo and Nsato Forest was in a deplorable state and that farmers struggled to transport their produce to the central business district. “The road is just about 20 kilometres stretch, but it is rugged, really rugged such that as you drive, it feels as though

it is 100 kilometres. Farmers and charcoal burners struggle to cycle on this stretch. Cycling is a challenge, you can imagine!” he said. He said, that the area should be connected to the CBD urgently, through an allweather road. The road, he said, would need grading and compacting to facilitate the smooth transportation of goods. Bishop Chomba said Nsato was vast and borders Chililabombwe and the Democratic Republic of Congo and thus settlers deserved sustainable socio-economic development, without leaving anyone behind. “We should take them on board in line with the Seventh National Development Plan. His Excellency has always emphasised that no one should be left behind, and we shall ensure that we get people of Nsato, Misakashi and other areas on board,” he said. He explained that agriculture was the remedy the reason why Government had been emphasising the need to accelerate the economic diversification. Bishop said he had been touring the outlying areas of Kankoyo on a door-to-door basis to fully understand their challenges and was confident that the Patriotic Front (PF) would carry the day, come August 12. “We are carrying the day, I have no doubt about it. Everything is going on smoothly and we want to garner as much support as possible for the President. We want action and not merely talking. We need to work,” he said.

AMBIAN Hemp Growers and Industries Association (Zam Hemp) has expressed happiness that the Government has finally taken the narcotic and psychotropic, cannabis as well as the industrial hemp bills to parliament. Government has since 2019 been indicating its plans to legalise cannabis for industrial and medicinal purposes. Zam Hemp president, Peter Sinkamba, however noted that the quick implementation of the programme would have seen the country making

huge sums of revenue by now. Mr Sinkamba said this when he addressed the media in Kitwe yesterday. Earlier this week, Mr Sinkamba said the country would have made about US$220 billion in revenue between 2014 by now, had the country implemented the policy early. "Even if we have lost a lot of revenue because of the late implementation of the agenda, we are not late to pull through and see to it that we. "We will still work closely with the government to ensure that we lay a framework for the nation which will be able to benefit our people to

The more concentrated a solution becomes, the less its water potential becomes. A selectively permeable membrane can allow water molecules to pass through because of their small size but cannot allow solute molecules to pass through because of their big size. DISSECTING THE ELIGIBILITY DEBATE What is meant by twice held office under Article 106 (3) of the constitution and Chapter 1 of the laws of Zambia?

EFORE the question can be answered, a selected number of quotations from some writers on the subject, who won’t be named for purposes of concentrating on the substance other than personalities. It is imperative to first look at the basis of the contention from selected comments on the subject. QUOTATIONS BY WRITERS WHO CONTRIBUTED TO THE DEBATE

If an effort was made to do so, they would have arrived at the same conclusion and they would have agreed with the Court’s reasoning and final ruling. And what are these tools? As per the explanatory note on the side of Article 106 of the Constitution and Cap 1 of the Laws of Zambia, the article is all about, “the tenure of office of the President and Vacancy.” The article is well couched and has

How the Vice President and the President elect can serve for the unexpired term of office and be deemed, for purposes of subsection (6)(a) and (b) of Article 106 is what determines which provision to apply to the situation at hand. As for the current debate subsection (6) (b) of Article 106 is applicable, which states as follow: Article 106(6)(b) states,

and I quote in part that, “The Vice President or the President elect shall serve for the unexpired term of office and be deemed, for the purposes of clause (3) (a) …… (b) Not to have served a term of office as President if, at the date on which the President assumed office, less than three years remain before the date of the next general election. It is important to understand here that, subsection (5) introduces the aspect of the office of President falling vacant, it further provides in (5)(a) through to (5)(b) (i) and (ii), how the vacancy would be filled by the Vice President without elections or by the President elect after elections are conducted. It is the strong position of the law that, when the office of President falls vacant the Vice President assumes office of President. But the law has also provided for unforeseen circumstances such as failure by the Vice President to assume office of President for whatever reason. And in such a situation the law provides for elections within 60 days and the President-elect fills the vacancy. This filling of the vacancy is only for purposes of serving, for the unexpired term of office, which is either deemed, “a full term” served, if its three or more years and in contrast is referred to as, “not to have served a term,” if its less than three years is remaining before the date of the next general election. In view of what has been analysed, there is need to phrase the main objective and purpose of article 106 in this manner: “WHENEVER THE OFFICE OF PRESIDENT FALLS VACANT, THE VICE PRESIDENT SHALL ASSUME THE OFFICE OF PRESIDENT. IF FOR A REASON IS UNABLE, THE OFFICE SHALL BE HELD BY A PERSON, DULY ELECTED TO FILL THE VACANCY IN THE OFFICE OF PRESIDENT, FOR PURPOSES OF SERVING, FOR UNEXPIRED TERM. A TERM, WHICH SHALL BE DEEMED TO BE A FULL TERM, IF THE PERIOD IS THREE OR MORE YEARS. THE PERSON WILL BE DEEMED NOT TO HAVE SERVED A TERM, IF LESS THAN THREE YEARS IS REMAINING BEFORE THE DATE OF THE NEXT GENERAL ELECTION.”

KAMPALA - The Ugandan government has admitted to having held more than 1, 000 people who were arrested in the run-up to January's elections. The internal affairs minister told parliament most were still in detention. The government has been under pressure to respond after the opposition National Unity Platform (NUP) party said more than 400 of its supporters and members were missing after being seized in raids by the security forces. Following a BBC report in March about 18 young men who had been taken from a village in Kyotera, south-west of the capital, Kampala, all of them were released without

charge, dumped near their village in the dead of night. Dozens more have been released in a similar manner, some saying they had been tortured during their detention. Earlier this week, UN Human Rights experts called on the Ugandan authorities to stop suppressing their political opponents. The government's latest response leaves many unanswered questions about the number of people being held, on what grounds and where. Singer-turned-NUP politician Bobi Wine was the main challenger to President Yoweri Museveni, who went on to win a sixth term in January. – BBC.

Ex-warlord gets life sentence for Ivorian massacres ABIDJAN - A court in Abidjan has handed down a life sentence to a former warlord, Amadé Ouérémi, for his role in massacres that were carried out in the west of the country following the disputed election in late 2010. The UN said 300 people were killed in Duékoué although the International Committee of the Red Cross said more than 800 died in a single day - March 29, 2011. At the time Ivory Coast was in the grip of a civil war - which arose from Laurent Gbagbo's refusal to step down as president after losing an election to Alassane Ouattara. The five months of violence

were described as some of the most brutal clashes the country had ever seen. The former militia leader was arrested in May 2013 in a rainforest where he had been making a living from trafficking timber and the cultivation and sale of cocoa beans. Ouérémi faced 24 charges including mass murder and rape. Last month, Gbagbo's acquittal by the International Criminal Court on charges of crimes against humanity was upheld. In France, a court has sentenced three airmen to life in prison for the killing of nine Amadé Ouérémi French peacekeeping soldiers

and an American aid worker in Ivory Coast 17 years ago. The suspects, Yury Sushkin - a Belarusian mercenary pilot and his Ivorian co-pilots, Patrice Quei and Ange Gnanduillet - were tried in absentia. Their whereabouts are unknown. The unexplained air raid on the French military base at Bouaké took place during the civil war in Ivory Coast. In retaliation, France destroyed the entire Ivorian air force, halting former President Laurent Ggagbo's military campaign against rebels. Covid pushing 30m Africans into poverty - IMF LONDON - The International Monetary Fund (IMF) has warned that more than 30 million people in sub-Saharan Africa are being pushed into poverty by the economic impact of the coronavirus pandemic. It has called on wealthier nations to help African countries get better access to vaccines. The IMF estimates that some African countries - aiming to vaccinate 60 percent of their populations - will need to increase their health spending by 50 percent. Last year, economies in sub-Saharan Africa contracted by almost two percent - the worst year on record. The lockdowns have hurt

businesses - from market-stall holders to tourist resorts and multinationals. Having a young population seems to have helped protect the continent from the coronavirus. But with Africa's population growing so fast, vast numbers of young people need work. So the lockdowns need to end as soon as possible and the vaccines rolled out quickly to reduce the economic impact across the continent. The IMF estimates that they will recover this year with a growth spurt of 3.4 percent, although all other regions in the world are expected to experience greater economic growth. – BBC.

LaMarcus Aldridge retires after heart scare

He called time on his 15year NBA career on Thursday, five days after suffering heart problems playing for Brooklyn against the LA Lakers. The 35-year-old forward only joined the Nets as a free agent 13 days earlier. "It is time I put my health and family first," Aldridge said. "Though I feel better now, what I felt with my heart that night was still one of the scariest things I've experienced." The former Portland Trail Blazers and San Antonio Spurs player was in 2007 diagnosed with Wolff-Parkinson-White syndrome - an abnormality that can cause a rapid heartbeat. In a statement posted on social media, Aldridge said after Saturday's game the abnormal

rhythm of his heart "got even worse" and that he was sent to hospital after telling the team the following day. Nets general manager Sean Marks said the club "fully supports" Aldridge's decision to retire. "His health and well being are far more important than a game of basketball," Marks said.
