HE implementation of the Gold Purchase Agreement recently signed by the Bank of Zambia (BoZ) and two other stakeholders will enhance market confidence and financial stability, says the Economics Association of Zambia (EAZ).

TANKER DRIVERS PROTEST SA INSECURITY

EVERAL tanker drivers from different companies yesterday protested against travelling to South Africa in fear of being harmed.

Tanker Drivers Association of Zambia president Bob Ndalama said the drivers had gone to the organization asking it to find them jobs locally.

Mr Ndalama said the drivers did not want to go back to South Africa because of security concerns.

By GRACE CHAILE-LESOETSA ZAMBIA Army soldier, Lucky Siame has denied murdering seven people in suspected gruesome ritual killings that rocked Matero Township in 2016.

Siame told the Court that he only admitted to the charge of murder during a police interrogation because of the torture he was put through. “ I never committed any offence that is before this honourable Court,” he told the Court.

This is in a matter in which Siame, Lewis Chishimba Bwalya a witchdoctor, Christopher Kasapo, a ZAF office assistant and Elvis Nyanga, a soldier of Solwezi are facing seven counts of murder.

The four are alleged to have murdered Clever Changwe Mwape, William Chela, Elias Phiri, Alex Zulu, Boris Muzumara, Amon Sichamba and Anthony Mwaba between March 5 and April 16, 2016.

High Court Judge Florence Lengalenga has placed the four on their defence after they were found with a case to answer.

In his defence yesterday, Siame told the Court that

accepting poor working conditions.

Mr Ndalama said the drivers were also calling for improved condition of service.

He appealed to Government to help the drivers to get decent salaries.

drivers had stayed for more than six months without getting their salaries.

"Drivers came to the association so that they can be helped. They don't want to go back to South Africa. They are scared. So they want jobs locally. They are also calling for

better conditions of service.

Some of them have stayed for more than six months without pay. Government, through the Ministry of Labour should help them.

They are suffering,” he said.

One of the drivers, Paul Kumwenda, said the situation in South Africa was bad.

Mr Kumwenda said South Africans were accusing foreign drivers of providing cheap labour.

He said authorities in that country were not doing anything to stop them.

Mr Kumwenda, who returned three days ago, said one of his colleagues from Zambia had been attacked.

He vowed not to go back to that country.

Soldier denies ritual murders during an interrogation, he was stripped naked and put on a swing commonly known as a kampelwa in local language, poured cold water and beaten with short burtons.

He said on April 21, 2016, because of the torture and beatings he requested to be taken to Sikanze police camp clinic where he was attended to.

Siame however could not produce a medical report as proof before the Court.

On April 22, 2016 , Siame said one of the officers came with 10 steel nails and a hammer and was told that he had been given ample time to disclose what he knew.

He said that he was told that he would not be spared as all the nails would be pierced in his toes.

He claimed a nail was pierced on his left big toe.

“The pain was too severe, I felt very bad, then they told me to tell them about the ritual killings and that if I didn't, he would continue to nail all the toes," he said.

“Because of the pain, I feared for my life and my body to be mutilated, that is when I told them that I knew the people who were behind the ritual killings,” he said.

Siame said the officers then told him that there was no way he could just know the ritual killer and that the more he kept denying being one of them, the more they continued to torture him.

“That is when I told them I was one of them (ritual killers). Immediately I told them that I was one of them, they stopped all the beatings and nailing and they told me that had I told them in the first place, they wouldn't have reached as far as that," he said. Siame denied knowing Bwalya and Kasapo and only knew Nyanga as a colleague who worked in Solwezi.

He also denied leading the Police to the murder scenes.

“The Police were telling me what to do and they kept saying that they had all the information on their fingertips,” he said.

Siame admitted knowing the traditional doctor Lwambazi Mumbo who reported the matter to the police. But he denied hiring Mumbo to cleanse his home from the ghosts of the murder victims that haunted his home.

He said he only hired Mumbo in 2015 to cleanse his home when he shifted to ZECCO camp because there were spirits haunting the house.

Siame said his co-accused Bwalya was on May 31, 2016 taken to the Police force headquarters were he was offered K300, 000 and promised a house if he turned into a State witness.

He said since the case started, no one has come forth to point at him as the killer nor have the alleged private parts harvested from the victims been brought before the Court as proof.

Judge Lengalenga adjourned the matter to December 22, this year for continued trial.

HoneyBee replaces recalled paracetamol

HONEYBEE pharmacy has replaced the expired paracetamol that it supplied to government worth $700,000, after it was awarded a $17 million contract to supply Health Centre medical kits to the Ministry of Health.

According to a delivery note dated December 15, 2020, Honeybee Pharmacy delivered 19,900 of 500mg tablets of Panadol to Medical stores as replacement for the tablets BP 500mg batch numbers PPYP-03 and PPYP-04 manufactured by Prashi Pahrma

In September, the Zambia Medicines Regulatory Authority (ZAMRA) director general Bernice Mwale ordered HoneyBee Pharmacy to recall all batches of Paracetamol tablets which it supplied to the Ministry of Health because the supplied medicine did not meet specifications.

HoneyBee was also directed to submit to the authority a detailed report of the recall process, to include the quantity of drugs imported and those supplied to health facilities.

Meanwhile, Southern Africa Students and Youth

Development Association (SASYDA) has commended Honeybee Pharmacy for replacing the expired paracetamol it supplied to the Ministry of Health.

Association President, Ibrahim Kabwe Mwamba said in an interview that it was sad that some people decided to politicize the issue when it was well known fact that Honeybee Pharmacy did not supply the damaged drugs intentionally. He said it was normal in business and once the defects are noticed the supplier is required to replace and normalize like the case between the Ministry of

health and Honeybee.

“The lies, slander and misguided propaganda stories against Honeybee Pharmacy in the procurement process for the alleged substandard drugs was regrettable and unfortunate, considering that this was a wholly owned Zambian company,” he said.

Mr Mwamba said Honeybee Pharmacy was duly awarded the US$17 million contract for the supply of Health Centre Kits under the Ministry of Health, through a competitive tendering process and wondered why other people decided to politicize the matter.

Lukashya MP urges citizens to register as voters

By SANFROSSA MANYINDA and MULENGA MUSONDA LUKASHYA Member of Parliament George Chisanga has appealed to eligible voters to set aside some time to go and register as a voters.

Mr Chisanga said eligible voters should take advantage of the period to register as voters so that they could turn in masses to cast their votes in next year’s general election.

The MP was speaking to the Daily Nation in an interview.

The Electoral Commission of Zambia (ECZ) extended the mobile voter registration for four days from December 17 to December 21, 2020.

This followed appeals from stakeholders to the commission to extend the

exercise so that more voters could be captured country wide.

“Let us show that we value democracy, peace, unity, love and sustainable economic development by registering as voters,” he said.

Mr Chisanga therefore commended the ECZ for the extension and providing a 24 hours service for citizens all over the country to register as voters.

He said it was encouraging to note that the commission paid attention to many concerns raised by the stakeholders around the voter registration exercise.

Mr Chisanga said it was possible for the ECZ to reach the 8.4 million target for registered voters as long as all citizens got the message on the need for all for everyone to go out and register.

Meanwhile, a Southern Province Member of Parliament has cried foul over the four days voter registration extension by the Electoral Commission of Zambia.

Zambians travelling to South Africa cautioned

ZAMBIANS planning to travel South Africa should strictly follow new health protocols announced by that country’s Health Minister Zweli Mkhize following the announcement of a resurgence of Coronavirus in the country, Zambian High Commission in South Africa has advised First Secretary Press and Public Relations at the Zambian High Commission in South Africa, Naomi Nyawali said the South African government has announced major increases in positive Coronavirus cases in Gauteng, Kwazulu Natal, Eastern and Western Cape Provinces.

Ms Nyawali said Zambians traveling to South Africa should be cautious and follow health protocols as the country has intensified its measures on ports of entry.

The Mission further advises that it is important for Zambian nationals to practice social distancing and wear masks at all times as they conduct their activities during this festive season.

She said according to Dr. Mkhize, Coronavirus numbers have been increasing in the four mentioned provinces particularly among teenagers due to large number of parties being hosted as part of the festivities. “Various provincial governments have since recommended for urgent cancellation of large gatherings and parties,” Ms Nyawali said.

PF chief whip hopeful of grabbing UPND seats in 2021 elections

By PETER SICHALI PF will grab more parliamentary seats in UPND strongholds because most opposition MPS have not done anything in their constituency, Party Chairperson for Legal affairs Brian Mundubile has said.

Mr Mundubile said most UPND MPs especially in Western province have lost ground due to non-performance.

He said some MPs have not done any meaningful development with Constituency Development Fund (CDF) so that government could be seen not to be working.

“If you go to their constituencies you will be surprised that they have not done projects using CDF so that government

can be seen not to be working,” Mr Mundubile said.

Mr Mundubile said the PF have penetrated perceived UPND strongholds and would win more parliamentary seats that will help the ruling party to easily pass laws including the constitutional amendment bill. Mr Mundubile assured the people that the constitutional amendment bill number 19 will be reinstated after the 2021 general elections because the PF will have adequate numbers to pass it into law.

Meanwhile, Mr Mundubile said the UPND has continued to raise issues that have already been resolved such as President Edgar Lungu’s eligibility so as to derail PF from telling people about developments it has undertaken across the country.

BE TOUGH ON TAX EVADERS – ZRA URGED T

HE government should put a policy in place to capture export earnings by both foreign and domestic investors to strategically grow the country’s economy, says the Private Sector Development Association (PSDA).

And the PSDA has urged the Zambia Revenue Authority (ZRA) to carry out a thorough investigation on companies that might be evading tax and ensure that they are punished in accordance with the law.

He urged ZRA to be more thorough in the way it investigated companies that evaded tax.

Mr Dodia said the possibility of having exporters of copper in the country who could be under-declaring what they were exporting was there, but so were local producers.

“I think we should not be looking for a demon out there.

I think the demon is in the [local] private sector and we need to find out all those who are not following the rules. They should be changed appropriately,” he said.

Probe Nevers Mumba DRC misadventure - Mwanza

GOVERNMENT should take interest and investigate circumstances surrounding new hope MMD president Nevers Mumba’s misadventure in the Democratic Republic of Congo that led to his arrest by heavily armed security intelligence officers, Citizens Democratic Party (CDP) Robert Mwanza has said.

Mr Mwanza said soliciting for funds for the purpose of willing an election would pose a serious security threat to peace and security of the country therefore government through its security wings should thoroughly investigate the matter.

He said the matter involving Dr Mumba’s arrest in DRC should not end at him giving

his side of the story instead government should take keen interest and investigate the matter.

Mr Mwanza said the Zambian government should take interest and investigate especially that the country was going for an election.

“We are going for elections and so much is at stake, so this issue should not end at Dr Mumba explaining,” Mr Mwanza said.

Mr Mwanza said people vying for presidency should be straight in their dealings and ensure that they do not put the image of the country in disrepute.

“We have followed the developments surrounding Dr Mumba’s circumstances in DRC and we would like to appeal to government to follow this matter closely,”Mr Mwanza said.

Mr Mwanza said it was strange that someone would be pursued and arrested by

officers armed with machine guns for merely doing business in that country.

“As a party we do not believe Dr Mumba was arrested for merely doing business in that country therefore he should be probed,”Mr Mwanza said.

He said Dr Mumba as a public figure owes the nation the truth of what he was doing in that country and circumstances that led to his arrest.

Meanwhile, Dr Mumba said he would hold a press briefing to address the nation on circumstances surrounding his DRC ordeal.

When contact for a comment, Dr Mumba accused the Daily Nation of celebrating his misfortune, “you were celebrating my situation and it is too late for you to ask for my side of the story because you have your own sources?”

Social media abuse irks Chitimukulu

PARAMOUNT Chief Chitimukulu of the Bemba speaking people of Northern Province is saddened with the high levels of social media abuse at the expense of development.

He is worried at the low levels of "intellectual output" among citizens thereby leading to unprogressive discourse on social media due to vices such as insults, propaganda and fake news.

Speaking to journalists at his palace when he addressed various topical socioeconomic issues, the paramount Chief said it is unproductive for people to concentrate on insulting leaders on social media instead of providing progressive solutions on how the

country can be developed.

"Everything has now has turned to politics. People do not have anything to do and they are resorting to insulting government and leaders on social media instead of offering solutions on how lives can be made better amidst various socioeconomic challenges," Chief Chitimukulu said and attributed the current social media abuse to "low intellectual output" And the traditional leader is disappointed that people have misinterpreted his message in a statement were he urged people in Eastern province to vote for President Lungu failure to which, the head of state will also be rejected.

He said all he was trying to encourage was for people to register enmasse to participate in elections and further questioned on what comes first between voting and results.

"What comes first, voting or elections, how can we know if the people have rejected him without voting?" Chief Chitimukulu questioned and said it is illogical to think his statement is an implication and called for attachment of logic to the subject to fully understand his stance on the matter.

In the same vein, Chief Chitimukulu urged people to take full advantage of the four days voter registration extension to register as voters and said he

has taken personal responsibility to ensure those that did not obtain voters cards do so before close of the extension period.

Meanwhile, the traditional leader has called for people to heed to President Lungu's strong message warning against complacency in regards to preventive measures in the wake of a possible second wave of the COVID-19.

Gold deal to boost economy From Page 1

This agreement is an important milestone to the central bank’s efforts to resume holding of gold as part of the reserves, says EAZ Deputy National Secretary, Rita Mkandawire.

Ms Mkandawire stressed that the implementation of the agreement was critical as it had come at a time when the economy was facing challenges from Covid-19 related factors.

“The agreement is very important at this time especially that we are still at a time where we are experiencing effects of Covid-19. We are hopeful that it will be implemented to boost reserves.

“The implementation of the agreement is important because we want to boost foreign reserves and enhance confidence in the banks’ ability mandate of price and financial stability,” she said in an interview.

With increased net foreign exchange sale for the market support with debt service, gross international reserves declined to US$1.332 billion equivalent to 2.3 months of import cover at

end-September 2020 from US$1.43 billion at end-June this year.

The agreement, she said, would therefore boost Zambia’s foreign reserves, enhance market confidence and the central banks’ ability to fulfil its mandate of price and financial stability.

“We are just coming from a very tough struggle with Covid-19 and the financial sector has not been spared, banks have struggled.

“As much as banks leveraged on technology in terms of withdrawing and receiving of deposits, we cannot ignore the effects Covid-19 has left on the banking sector,” Ms Mkandawire said.

She said: “this is an important milestone to the central banks’ efforts to resume holding of gold as part of the reserves, this was done in the past in 1995 from ZCCM-IH, and unfortunately due to economic challenges the portfolio was liquidated.

“So it is just like we are reestablishing a strategy that we had in the past, this is important with the objective of building gold reserves.”

Maize prices rise

MAIZE price has increased because it has become scarce during this period, Grain Traders Association of Zambia spokesperson Chambuleni Simwinga has said.

He was reacting to sentiments by the Millers Association of Zambia president Andrew Chintala that the maize price had increased on the market, therefore, this would mean that the price of mealie meal would go up.

Mr Chintala said it was reasonable that the price of mealie meal increase because the millers cannot be making losses.

He said that if the price of

mealie meal remain the same then the millers would not be making any profit.

Mr Chintala said the millers were in business and were supposed to make profit from what they were producing.

But Mr Simwinga said the price of maize cannot remain the same during this period as the commodity was scarce.

He said in an interview yesterday, when the commodity was scarce on the market it was logical that the prices could increase.

“During this period it is well known that the prices can go up and I think people can understand the reasons the prices go up. I cannot explain why the prices can go up because it is self-explanatory,” Mr Simwinga said.

UNZA expels 7 students over riots

By OLIVER SAMBOKO THE University of Zambia has expelled seven suspected master minders of the students riot that took place on August 17, 2020.

The riot broke out following management's decision not to allow students with outstanding fees to write semester examinations.

UNZA acting Head of Communication and marketing Marjorie Nkamba stated that the action was being taken following investigations carried out by the University.

Ms Nkamba identified the expelled students as Frank Chinyama, Samuel Daka,

Justine Ngosa, Chandra Chongo and Langford Mbewe, Kabwe Lusale and Mwate Simpemba.

Ms. Nkamba said the University was not going to hesitate to act against any student that engages in illegal acts that disturb the smooth operations at the highest learning institution.

"The UNZA management pursuant to the Students’ General Rules and Regulations has taken action against seven students," she said.

Ms Nkamba also warned that UNZA management will not hesitate to serve in the public interest by taking action against any members of the community and guest who cause riotous and disorderly behavior.

Don’t send nude pictures, ZICTA warns public

By MULENGA MUSONDA NO MATTER how much you may love someone, do not send them your nude pictures as they may use them to blackmail you in future, Zambia Information and Communications Technology Authority ZICTA has warned.

ZICTA Consumer Protection and Compliance Manager Edgar Mlauzi made his appeal to members of the Public in Choma during a ‘Rural Finance Expansion Program’ Stakeholders meeting sensitizing the masses on the dangers of Cybercrime and importance digital financial services.

“Desist from sending your nude pictures no matter how much you love someone,

as they may use them to blackmail you in future,” Mr Mlauzi said.

“The blackmailer will never stop, the best way you can protect yourselves if found in such a situation is to report the matter to ZICTA on 7070 toll free or the Police,” he said Mr Mlauzi further warned citizens to be wary of what they post on Social media in this era of Identity Theft. He called on everyone never to share sensitive documents such as National Registration Cards and Voters Cards on Social Media.

He went on to disclose that Lusaka Province is leading with 714 cybercrime cases with North Western at 614 while Southern Province stood at 520 reported cases.

The Congolese government resultantly beefed up its military presence in the area, leading to clashes between soldiers from the two countries, and sparking fears of war.

The DRC-Zambia border dispute dates back to the colonial era and has flared on and off since the British and the Belgians divided up Zambia and the DRC for themselves.

According to Zimbabwean local publication Southern Times, SADC deployed a team of technical experts in July to investigate

The Technical Experts Border Issue Team Mission was deployed following a clash of security forces on the DRC-Zambia

border in the Lake Tanganyika and Lake Mweru/Mwero region in March this year.

The team was deployed on 23 July at Chibanga, Kibanga, Kalubamba, Musosa, Luchinda and Pweto towns along the border of the two countries.

The neighbouring countries were for nearly two months early this year locked in a bitter wrangle over the control of a territory along the border.

USA hopes for successful elections for Zambia

By KALOBWE BWALYA THE United States government says it is looking forward to Zambia holding successful elections in 2021, US Charge D’ Affairs David Young has said.

Mr Young has said Zambia and United states have a lot in common especially that the US is coming from holding a successful election.

Mr Young however reaffirmed his government’s cooperation with Zambia in the health, education and infrastructure sectors.

Mr Young said in Lusaka yesterday when he paid a courtesy call on Lusaka Province Minister Bowman Lusambo, that the two countries had deep cooperation, therefore looking forward to see Zambiana holding fruitful elections next year.

He emphasized the need to build schools for the young generation and ensure that the health sector had enough infrastructure facilities.

He further said the two

countries have been enjoying bilateral relations and this is why the US Government shall continue to cooperate with Zambia in other sectors.

Meanwhile, Mr Lusambo said Zambia respects democracy and the rule of law because the nation was a democratic country.

Mr Lusambo said the US government has been supportive to Zambia in many sectors of the economy such as health, education, agriculture, therefore Government would continue to partner with the US government to forster development.

Mr Lusambo explained that the country was politically stable, since its independence and President Edgar Lungu has been uplifting the living standards of the people by creating jobs in different sectors of the economy.

And Lusaka province permanent secretary Elias Kamanga appealed to Mr Young to consider support for the second phase of the Millennium development account to work on drains in Lusaka city.

Mr Kamanga said Lusaka city was still facing challenges of

storm water, therefore the need to have many drains across the city.

Earlier, Mr Lusambo met with a delegation from Russia who want to invest in Agriculture, Information Technology communication (ITC) and Aquaculture farming.

Paramount Chief Chitimukulu says the warning from President Lungu should be taken seriously because the pandemic has claimed a lot lives in other countries.

sector to provide free masks and sanitizers to the people as a way of complimenting governments efforts.

The traditional leader has also called on local radio stations in all the 10 provinces to sensitise the masses on the new wave of the COVID-19.

The Paramount Chief was speaking to journalists at his palace in Mungwi district today.

Meanwhile Chief Chitimukulu is dismayed that some political players misinterpreted his message to the people in Eastern province when he was merely encouraging people to turn out in numbers and vote.

He further said it is sad that some political players who have nothing to offer to the country have resorted to abusing social media.

US donates 5000 tablet computers

By PETER SICHALI THE US government has donated 5,000 tablet computers and teaching learning materials to the Ministry of General Education to support the implementation of the primary Literacy Curriculum under the USAID let’s Read Project.

Speaking during the handover of the materials, US Embassy Charge’d Affaires David Young said the tablets and 2 million teaching and learning materials that include textbooks, readers, teachers among others will benefit approximately 20,000 teachers and 1.4 million learners in early childhood through to grade 3.

Mr Young said the project targets five provinces across the country.

“By 2024, the USAID Let’s Read project will provide more than 5 million books and other learning and teaching material in seven official languages stipulated by the Ministry of General Education to over 4,600 public and community

schools,”Mr Young said.

And Minister of General Education Dennis Wanchinga thanked the US government for the support to the education sector.

Dr Wanchinga said the USAID has been an allweather friend of the Zambian people in general, and the ministry has been a proud recipient of the support through various projects.

He said,Let’s Read project was helping the ministry of education to build a strong foundation for the pupils.

“Going by the information that has been given, the project will by the end of its five years life circle, have supplied all the targeted schools in the targeted provinces with teaching and learning materials for early childhood Education and grades 1 to 3 levels, ” Dr Wanchinga said.

Dr Wanchinga has appealed to teachers in benefiting schools to ensure that materials are safe and put to good use.

Water utilities urged to engage ZESCO over load shedding

By OLIVER SAMBOKO GOVERNMENT has directed water utility companies in the country to engage ZESCO over load shedding to water treatment plants aimed at minimizing interruption of water supply to residents.

Water Development Minister Jonas Chanda said load shedding to water treatment plants was negatively affecting the pumping of water to residents.

Dr Chanda was speaking when he toured Chimwemwe Township in Chipata where residents complained about the serious water shortages and sewerage challenges caused by disruptions in pumping of water due to load-shedding at the water treatment plant.

He observed that the township has old dilapidated water and sewer network infrastructure while boreholes which are supposed to supplement water supply to the residents were also dysfunctional.

Dr Chanda said President Edgar Lungu and his Government were committed to ensuring that all Zambians have access to clean water and bet-

ter sanitation facilities as provided in the 7th National Development plan.

He assured the residents that Government through his Ministry was going to help the Eastern Water and Sanitation Company to pay the balance of K200, 000 for ZESCO to erect a dedicated power line to Luntembwe Water Treatment Plant.

President Edgar Lungu and his Government were committed to ensuring that all Zambians have access to clean water and better sanitation facilities as provided in the 7th National Development plan.

Dr Chanda also assured residents that the old dilapidated water and sewer pipes will be replaced in the upcoming Water Supply and Sanitation project, and has also directed Eastern Water and Sanitation Company and the provincial officer in charge of Water and Sanitation to rehabilitate the dysfunctional boreholes in all the township.

OLITICIANS in the opposition political parties should desist from exhibiting with impunity the element of hypocrisy on the prison vote, the Evangelical Youth Alliance-EYA has said.

Alliance President Reverend Moses Lungu cautioned the UPND and National Democratic Congress (NDC) to stop being hypocritical by trying to champion the prison vote process which they vigorously de-campaigned.

Rev. Lungu said in an interview that the UPND and NDC are the same political parties that not long ago opposed the inmates participation in the elections which they now seem to champion.

"We are baffled that today without any sign of remorse, Chishimba Kambwili and the UPND should be championing the cause of the inmates when in the first place they didn't want them to vote and the records are there," he

said.

He has urged the UPND and MDC not to take Zambians for fools because they have not forgotten how they went flat out to de-campaign the prison vote process which includes the voter registration exercise.

Rev. Lungu said records are there that the UPND leader through his Members of Parliament (MPs) opposed the inmate voter through their debate in parliament.

And Rev. Lungu has urged the Electoral Commission of Zambia (ECZ) to remain resolute and not allow the critics destract them from their focus of ensuring successful 2021 general elections.

He said as EYA President in collaboration with other stakeholders they would closely monitor all activities pertaining to the 2021 general elections preparations.

"I would like to urge the ECZ to put its house in order and not to allow the opposition to smear it with unnecessary mud just to hoodwink the Zambian people," he said.

State defends compulsory acquisition of Baobab land in court

By GRACE CHAILE-LESOETSA THE State and other respondents have denied allegations of fraud in obtaining the Baobab land which the MMD government compulsorily acquired from Lusaka farmer Jonathan VanBlerk.

They have argued that Mr VanBlerk has not proved the allegations of fraud against them.

The State and its co-respondents contended that re-opening the cause of action which was commenced in 1997 where Mr VanBlerk is challenging government's decision of not using the land for its intended purpose, based on allegations of fraud or misrepresentation will make the litigation endless, as the appellant is targeting a known individual who told lies before the High Court.

In this matter, Mr VanBlerk appealed to the Supreme Court challenging the Court of Appeal ruling that stated that although the reasons preferred by the trial judge were erroneous, the matter could not be re- litigated by virtue of section 14 (1) of the Compulsory Acquisition Act. Section 14(1) underscores the necessity of putting such matters to rest in public interest, once a matter has been in the High Court and an Appellent Court.

He cited the Attorney General, the Lusaka City Council (LCC), Legacy Holdings, Kwickbuild Zambia Holdings , National Pension Schemes Authority (NAPSA) and Bantu Capital Corporation as respondents respectively for acquiring a portion of farm number 4300.

He also challenged the State's acquisition of part of his land in the court of law.

The Court of Appeals dismissed his case in favour of the State.

Mr VanBlerk appealed to the Supreme Court on grounds which include that it was gross misdirection for the court to hold that compulsory acquisition of privately owned land premised on misrepresentation and fraud could not be vilified of the finality envisioned in section 14 (1) of the Land Acquisition Act of 1970.

When the matter came up for hearing before justices Mr Albert Wood, Mr Mumba Malika and Ms Jane Kabuka, Mr VanBlerk's laywer, Shadrick Mbewe prayed to the court to reverse the decision of the Court of Appeal and refer the matter to the High Court for determination and proof of the alleged fraudulent acquisition of his land.

Mr Mbewe argued that the respondents have not disputed the facts of compulsory acquisition of the land.

General's chambers Francis Mwale argued that the judgement allegedly obtained by fraud can be set aside but there is need of proof as a party cannot allege fraud without proving the same.

He said the state did not concede to have fraudulently acquired the land before any court adding that the matter had already been decided upon.

"The land was intended to be used for public purpose and the state can give the land to a third party. It is not the whole piece of land that was compulsorily acquired. Selling the land was in public interest as it would benefit the public. Just because it changed hands does not mean it will not benefit the public," he argued.

He further argued that there is a passage of time since the land was compulsorily acquired by the state and governments have changed, therefore it would be impossible for a decision made by another government to be overturned by the other government.

And LCC lawyer Lenga Muwowo argued that the council re planned the land for a commercial and residential area but there was a directive to stop the replanning due to the court action.

While Kwickbuild Zambia Holdings through its lawyers Robert Simeza and Luckson Mwamba, said that the land in question has been owned by many people who are not aware of the case as Mr VanBlerk is targeting one individual, a Mr Fortune Kachamba who was then Ministry of lands and Natural Resources registrar who told lies before the High court.

Mr Simeza said the judgements cannot be set aside as the Baobab land has changed hands and the court can't revert to a 1997 case as there is a specific individual who the matter is targeted at when the appellant can commence a court action against the said individual.

He said the third parties cannot be subjected to the court process as they do not know how the land was acquired by the state and they cannot be held liable.

Mr Simeza said the intention of using the land was for public purpose but the said had changed after nemerous litigation and the land remains bear because of Mr VanBlerk's actions.

Mr Mwamba also argued that the decision of the Supreme court is final as section 14(1) of the lands acquisition Act is deliberate and the appellant is knocked out as the matter has already been decided upon.

Bantu Capital Corporation through its lawyer Sakwiba Sikota urged the court to uphold the decision of the Court of Appeal arguing that the issue of fraud has not been admitted as no defence filed because the matter was still at preliminary stage.

However in response Mr Mbewe said the state cannot deviate from the purpose of which the land was acquired.

He argued that State cannot compulsorily acquire land and give it to another person that's not the purpose of compulsorily acquiring the land.

He said the cause of action anchored on fraud has not been heard and section 14(1) cannot be used to bar the cause of action anchored on fraud.

Judgement in the matter has been reserved to a date to be communicated.

Lungu donates farming inputs

Speaking when he presented the farming inputs to the farmers yesterday on behalf of President Lungu, Patriotic Front member of the central committee Kebby Mbewe said that, had it not been for President Lungu, most Zambians would not have known the value of headmen in society.

Mr Mbewe said that it is only President Lungu who has made the realisation that headmen are important people and need to be respected.

He said that wherever the Head of State went to, he has been meeting headmen because he values their input.

"President Lungu has made Zambians to know that headmen need to be respected. Wherever he goes, he meets headmen because they are important and play an important role," Mr Mbewe said.

He said that there cannot be a chief without headmen and similarly, there cannot be a President without headmen.

Mr Mbewe encouraged the people of Water Berry and Fruit Farms areas to vote for the ruling party's adopted candidates in next year's general elections.

He observed that for a very long time, the people of Simonga Ward and Livingstone in particular have been voting for the UPND, the party which, he said, has failed to provide any services to the people who voted for them.

Mr Mbewe said that this was a mistake which the people of Livingstone should not repeat next year.

Under the framework, ZIDA and the ministry will issue a joint licence for production of cannabis, envisaged to be a billion-dollar industry, through ZIDA’s One-Stop Investment Service Centre (OSISC).

This is part of efforts to encourage and speed up investment in a sector which the Ministry of Finance and Economic Development envisages will earn the country up to US$1.25 billion in exports next year.

Cannabis production was legalised in Zimbabwe through Statutory Instrument 62 of 2018 (Dangerous Drugs - Production of Cannabis for Medicinal and Scientific Use Regulations) with production solely meant for medicinal purposes.

The crop is used by pharmaceuticals the world over in the manufacture of drugs and provides Zimbabwe with a potentially huge foreign currency earning export product at a time the Government is targeting to boost and widen the country’s export basket.

The long-standing financial challenges of the power utility have been compounded by its downgrade by ratings agencies this year, following the lowering of the country’s sovereign rating to junk status.

Eskom’s poor credit ratings mean the company would struggle to raise capital, and make its debt repayments more expensive.

Speaking after the presentation of the company’s interim financial results on Monday, Chief Financial Officer Caleb Cassim said Eskom was in regular contact with the Treasury and the Department of Public Enterprises regarding the company’s cashflows as well as its impending debt maturities.

With R463.7 billion in gross debt, Eskom has a euro bond maturing in January, and another syndicated loan due in February, which Cassim said would be financed through government

support.

Interest payments of R36 billion and capital payments of R58 billion are required during the current year, while total interest payments of R142 billion and capital payments of R197 billion are required over the next five years to 2025.

“These repayments can only be met with continued government support.”

A total of R6 billion of the R56 billion equity support from government had been received as of September 30 and the parastatal secured 48 percent of the funding requirements for R40.7 billion for 2021. One of the possible methods of raising the rest of the funds is through a syndicated loan.

JOHANNESBURG - The Labour Appeal Court has dismissed an application from public sector unions challenging government’s decision to renege on paying salary increases for the final year of a threeyear wage deal.

The hearing was held earlier this month and Judges Dennis Davis, Violet Phatshoane and Philip Coppin delivered the judgment on Tuesday.

Government took the decision as part of a plan to slash the state’s wage bill

by R160 billion over the next three years. Implementing this year’s wage agreement would require government to cough up some R37 billion to pay civil servants.

The collective agreement struck between the Public Servants Coordinated Bargaining Council and government back in 2018 had been implemented for the years 2018/19 and 2019/20. Earlier this year, a day before the February 2020 budget was tabled, government had requested that the agreement be reviewed as its costs were unaffordable.

Unions however lodged an application for the enforcement of a clause in the agreement which would see government fulfill the final year of the wage deal.

Finance Minister Tito Mboweni then filed a counter-application to have the enforcement of the clause declared “unlawful, invalid and unenforceable,” the judgment read.

The court considered regulations 78 and 79 of the Public Service Regulations,

under the Public Servant Act, and together they impose certain requirements for the conclusion of a collective agreement by the state.

For one, the cost of the collective agreement must be covered from the relevant department of the state. Other requirements are that there should be a written commitment from National Treasury to provide additional funds, or the agreement should be funded from the budget of other departments or agencies, with their written consent and that of Treasury, the judgment read.

At the hearing, unions’ legal teams contended that the Treasury and the finance minister were bound by the approval of cabinet, in a draft agreement entered into in January 2018.

The judgment however points out that then minister of finance Malusi Gigaba had written a letter to former Public Service and Administration Minister Faith Muthambi, explicitly outlining that no additional funding could be made available for the wage agreement.

The court ultimately found the enforcement of the clause in the agreement to be unlawful, as it is in contravention of the Constitution and regulation 78 and 79 of the Public Servants Regulations.

On these grounds the application of the unions was dismissed, as the court resolved there is no valid agreement on which they based their claim.

No cost orders were made.

Covid-19: Safety concerns over planes returning to service LONDON - Experts are warning airlines to take extra care when reactivating planes left in storage during the pandemic.

Pilot rustiness, maintenance errors and even insect nests could be potential dangers for aircraft re-entering service.

Travel restrictions have caused a huge decline in flying, with many planes put in extended storage.

As a result, there has been a spike in the number of reported problems as planes return to service.

“Every aircraft is going to have a specific set of instructions for maintenance, but it has never been done on this scale before,” said Greg Waldron, Asia managing editor of aviation magazine FlightGlobal.

Along with regulators, insurers have also expressed concern.

“We’ve got people returning to work who are quite rusty, which is a big issue,” said Gary Moran, head of Asia aviation at insurance broker Aon. One of the most worrying problems is an increase in the number of poorly-handled landing approaches.

The number of so-called “unstabilised approaches” has sharply increased this year, according to the International Air Transport Association (IATA).

They can result in hard landings, runway overshoots or even crashes.

In May, a Pakistan International Airlines jet crashed after an unstabilised approach, killing 97 people, while 18 died in an Air India Express crash on landing in August, also after an unstabilised approach.

Experts say that pilots might need to be more cautious than usual as they re-enter service.

“Flying an aircraft can be quite technical. If you haven’t been doing it for a while, it’s certainly not second nature like riding a bike,” Waldron added.

However, he said airlines are aware of the issue and in many cases have booked extra time for their pilots in flight simulators.

Lover killed girlfriend , self in crime of passion Dear editor, Monday December 14, 2020 started as an ordinary day like any other for 31 year old Mwika Kaluwaya and his fiancée, Mapalo Masiku aged 21 both students of Chitambo College of Nursing of Serenje district of Central Province.

However, things took another twist around 14:00 hours on the fateful day when Mwika strangled his girlfriend to death and later killed himself by hanging from a tree in the bush. Mwika was in the third year and his girlfriend was in the second year at the same college.

The reason that led to the death of both students was that Mapalo told her boyfriend that their relationship had ended because she no longer loved him. She further disclosed that she was in love with Patrick whom she loved more than him.

Mwika didn’t receive the news of her ending the intimate relationship with him well. He later took his girlfriend into the bush where he killed her by strangling her neck.

If this was not bad enough, he repeatedly hit her head with an object. The two had made a covenant to marry one day.

Mwika with Mapalo After brutally murdering his girlfriend, he called a relative of the deceased that he had strangled Mapalo to death because she had dumped him for another man. He further disclosed in a recorded phone conversation that he was disappointed and upset that his girlfriend ended their intimate relationship at the time he loved her most.

Mwika couldn’t bear the disappointment which led to her gruesome murder and that he would commit suicide.

However, Central Province Commissioner of Police Chola Katanga confirmed the bizarre incident in which two nursing students of Chitambo College of Nursing were alleged to have died; the lover killed his fiancée and later committed suicide.

Barely two months ago, Zambia Army officer Lieutenant Nigel Mubanga allegedly brutally murdered his girlfriend, Dr. Tasila Tembo and buried her body in the bush in Mikango Barracks area.

The rate at which crime of passion is occurring is very worrying. People in marriages and in intimate relationships kill each other for various reasons such as breakup and infidelity.

In view of the aforementioned, there is need for people in intimate relationships to manage their anger in an event that the partner or spouse is cheating the other. Seeking counsel from the elderly people can be another way of resolving the marital conflicts. It is sad that lives have been lost because of the breakup of the intimate relationship.

OVERLOADING ON THE COPPERBELT -A CLASSIC CASE OF MISPLACED PRIORITIES

Dear editor, The Copperbelt - DRC corridor serves as one of the busiest trade routes between the Democratic Republic of Congo (DRC) and Zambia on the one hand as well as being an outlet for exports from DRC to the ports of Dar es Salaam in Tanzania, Durban in South Africa and Walvis Bay and Beira in Mozambique.

The DRC is Africa’s largest copper producer (and fourth largest in the world) with an estimated annual production of approximately 1.3million metric tonnes.

In comparison, Zambia’s annual copper output is estimated at 750,000 metric tonnes.

Over 60% of these copper and associated minerals like copper concentrate loads from DRC are destined for warehouses on the Copperbelt where they are reloaded for onward shipment to Dar es Salaam, Durban, Walvis Bay or Beira.

In addition, inputs for the mines in DRC such as Sulphur, Coal and Lime are also consolidated at warehouses on the

Copperbelt for onward shipment into DRC. Transporters will typically overload between Copperbelt and DRC and vice versa as there are no permanent weighbridges on the Copperbelt to enforce axle load limits between DRC and Copperbelt.

The one fixed weighbridge located at Kafulafuta is beyond the scope of these movements.

The strain that this puts on the road network in Zambia is obvious. his then begs the question: why are there no permanent/ fixed weighbridges on a corridor that is clearly one of the busiest in terms of cargo movement not only in the country but in the region? Is it a lack of planning, foresight or just plain misplaced priorities? As an example, the current GVM legal load limit on Zambian roads is 56 metric tonnes. However, it is not uncommon to find trucks from both DRC and Copperbelt loading more than 65 metric tonnes GVM. (insert CE20/w/ bridge slip as an example).

In Zambia, the custodian of axle load limits is the Road Development Agency. It is

also in charge of erecting and operating weighbridges in Zambia.

Currently the agency operates the following weighbridges in the country: Kazungula, Livingstone, Mwami, Mpika, Solwezi, Mumbwa, Kafulafuta, Mwami, Kapiri Mposhi, Chongwe, Katete and Kafue Weighbridges are designed to preserve roads.

Roads are constructed and maintained at a huge cost to the, treasury hence the need to protect them from overweight vehicles, which damage them. Apart from providing checks on excessive axle loads, weighbridges provide opportunities for commerce, service and enterprise, particularly in the vicinity of the facility and contribute to the national treasury as a road tolling point for heavy vehicles.

There have been plans to put up a fixed weighbridge at Sabina/Mufulira junction and Kitwe-Ndola-Luanshya turnoff.

There is also a plan to erect on in Chililabombwe in 2017. For how much longer will we wait to have these weighbridges on the Copperbelt erected?

Lusaka play house ‘like’ a den of rats Dear editor, The Lusaka play house is in a deplorable state and in need of urgent attention from the relevant authorities such as the ministry of Tourism and Arts.

I recently visited the Lusaka play house which is in the Capital City opposite two international hotels having it proposed to be an immediate tourist attraction. This place is supposed to showcase our cultures, our lives and experiences and generally give entertainment to the Zambian people and the tourists.

It’s not fit for human habitation because the toilets, the theater hall (the furniture, the stage, the lighting, the bar, the parking, the security) all leave much to be desired. No wonder senior government officials such as directors, permanent

secretaries and the Minister of the department (ministry of Tourism and Arts) cannot go there.

This place is supposed to be a tourist attraction with the capacity to create employment for many youths but unfortunately like many activity magnets, it’s forgotten about.

Therefore, our appeal to the National Acts Council and the Ministry of Tourism and Arts is to renovate or build a new Lusaka Play House. If there are any plans regarding the same the plans are long overdue and must be executed with immediate effect. Finances are not a problem since we have seen you giving huge sums of money to a selected few artists so, let’s also give them somewhere to showcase their talents. Otherwise the Lusaka play house is like a Den of Rats.

I write to urge all political players wanting to be elected leaders in 2021 to go into the general election with their eyes wide open so that they know why they are going into these elections.

Leadership is not about remuneration but about service to the people on what they were not privy to before your leadership.

It is however laughable that most politicians start accusing their predecessors for their failures, meaning they go into elections blindly without solutions to the current challenges electorates go through for them to change leadership.

Zambians on the other hand are a big disappointment because they have been bought into believing that the predecessor should be held accountable, and not the incumbent.

Then why did he/she vy to be elected?

It is therefore my responsibility to caution those vying for political office to stop this nonsense of crying over their predecessors for their own failures and just do the right thing to alleviate the living standards of their electorates. You knew the shortcomings of your predecessor and that is why you challenged to be elected.

Why you into political battle field is to do things better from the previous leadership to better, and not to worsen the situation and start pointing fingers at people.

Let us Zambians change our mindset and not dance to such cry babies who have no solutions but align ourselves with those who will strive to find solutions to our challenges, not answers to why they have failed to fulfill their promises.

BEE KEEPING MONEY SPINNER - COUNCIL

URAL communities should embrace bee keeping as an alternative income generating venture, the local government in Kalomo district, Southern Province, has said.

Council secretary Oswell Mpofu said communities should learn other income generating ventures and desist from indiscriminate cutting of trees for charcoal as a source of income for their households.

Mr Mpofu was speaking when he officiated at a joint four-day bee-keeping training workshop for Kakuyu

and Malilwe cooperatives in Mubanga area last weekend.

“I urge you to take up other initiatives such as bee keeping as an alternative for income generating ventures. It is cost-effective and all you need is to keep the environment safe and harness the environment to realise the benefits of this project whose products such as honey and wax have a ready market,” Mr Mpofu said.

And district forest officer Ray Mwansa has implored bee keeping cooperatives to have a sense of ownership for projects which Government and its cooperating partners

have brought to their doorsteps.

The bee keeping project for Malilwe and Kakuyu cooperatives in Naluja Ward of Kalomo district is a component of the Strengthening Climate Resilience in the Kafue Basin (SCRIKA) Project aimed at improving the welfare and livelihood of the targeted households in the catchment area.

Projects in the SCRIKA component include bee keeping, goat rearing and solar powered boreholes for smallscale gardening in Bbilili, Omba and Naluja wards. ZANIS

Teachers nod new schools opening date

TEACHERS in NorthWestern Province have welcomed the announcement by the government that schools will re-open on January 18 instead of 4, 2021.

Professional Teachers Union of Zambia (PROTUZ) provincial coordinator Gilly Kakunta told the Daily Nation the decision is good because teachers could not be expected to go back to work on January 4 when schools were closing on December 28, 2020.

"We were expecting that as teachers because the period for the holiday was just too short, so the extension to 18th January is OK," he said.

Mr Kakunta said the initial period was too short for teachers to adequately prepare for the 2021 term one.

Southern acts to ‘banish’ graft

He said apart from preparing for the next term, examinations for grades seven and nine also needed to be marked before schools opened.

“We shall have ample time to complete other tasks. So as PROTUZ we warmly welcome the decision by the ministry [of General Education],” he said.

The ministry’s permanent secretary, Jobbicks Kalumba, issued a circular addressed to all provincial education officers and district education board secretaries indicating that the dates for opening of schools next year has been shifted from January 4 to January18.

SOUTHERN Province now has a functional integrate committee to deal with matters relating to corruption, prevention of audit queries and maladministration among members of staff, the provincial administration has said.

Deputy permanent secretary Kennedy Mubanga said the provincial administration, under the stewardship of permanent secretary Mwangala Liomba, had established 10 integrate committees in the province in various government departments aimed at preventing corruption.

Mr Mubanga was speaking at the Zambia National Farmers Union (ZNFU) in Choma during the presentation of certificates to integrate committee members who recently underwent intensive training.

He said Southern Province had taken a lead in establishing integrate committees in the country and would maintain the status quo by ensuring that quasigovernment institutions also formed the groups.

The Southern Province administration integrate committee comprises six members and two others in the secretariat.

Members are provincial assistant secretary Chiwele Nkondomone who is the chairperson and Charity Chabaya as secretary.

Other members are Winter Muntanga and Vivien Chibuye.

Mr Mubanga told provincial heads of government departments who attended the meeting that the Auditor General’s Report for the financial year 2019 indicated that Southern Province was in compliance with the Public Finance Management Act No. 1 of 2018 and the Financial Regulations of 2016.

He said the provincial administration had achieved zero audit query, which had boosted public confidence in the Executive arm of Government and positively affected the performance of the public sector service delivery.

Senior corruption prevention officer under the Anti-Corruption Commission (ACC) Kelvin Siwale said corporate will had made it possible to establish 10 integrate committees which were expected to institutionalise corruption prevention.

Mr Siwale said the role of the integrate committees was to develop best practices that included a code of ethics, conflict of interest guidelines and gift policy guidelines.

Other roles are developing recruitment and promotions guidelines, procurement guidelines, post-employment policy and adherence to the Whistle Blower Policy Act number 4 of 2010. - NAIS

Register now - L/stone hopeful urges voters

PATRIOTIC Front (PF) Livingstone parliamentary aspirant Ikuka Muleta has defended the decision by the Electoral Commission of Zambia (ECZ) to extend the voter registration exercise for only four days.

Mr Muleta said people had had an opportunity to register during the initial period but had chosen to stay away.

He said it was unfortunate that some Zambians had the tendency to complaining each time there was a national activity that required them to take part but which they shunned.

Mr Muleta said four days were enough for those who had not yet registered to do so.

“We know some sections of society might be aggrieved while others may protest the decision by the Electoral Commission of Zambia to extend the voter registration exercise to four days only from December 17th to 20th, 2020.

“But truth be told; most citizens had an opportunity to register within the stipulated

days that were given from phase one to four,” he said.

He was disappointed that some people had stayed away so that they could cry foul when they were left out.

“But, surely, this is not how a patriotic citizen should behave or conduct themselves,” Mr Muleta said.

He urged those who had been left out to take advantage of the extension and register as voters in next year's general elections.

Mr Muleta, who is Patriotic Front (PF) Livingstone Constituency youth chairman, said it would be unfair to express unhappiness with the outcome of the election results if some people did not register so that they could vote next year.

"As Patriotic Front aspiring parliamentary candidate for Livingstone and also constituency youth chairman, I am appealing to everyone who has not yet registered to please do so in the next four days that have been given,” he said.

ECZ has extended the voter registration, which ended last

Saturday, for another four days following appeals from interested parties including political parties.

The extended registrations runs from today to Sunday.

And JACKSON MAPAPAYI reports that Solwezi Central Member of Parliament Stafford Mulusa says the four day extension for the voter registration exercise is not enough. Mr Mulusa said in an interview the four days were not enough because ECZ’s equipment could only manage to capture less than 100 voters per day.

Many people would therefore still be left out.

"What I was expecting is the commission to extend the period by at least 21 days so that more people are registered, not the four days. It is not enough,” he said.

Mr Mulusa said the decision

by ECZ would still make more Zambians not to participate in next year's general elections because they would not manage to register as a result of congestion at registration centres.

Kitwe council warns defiant bar owners

By SANFROSSA MANYINDA BAR and night club owners who will be found violating the Liquor Licensing Act during the festive period in Kitwe face stern punitive action from the local authority.

Kitwe City Council oublic health director Rodney Banda said bar and night club owners should adhere to public health guidelines which prohibited the sale and consumption of alcohol to underage patrons.

“Underage alcohol consumption has deteriorating health implications on children and the local authority will not hesitate to penalise or close bars or night clubs that will perpetuate such illicit behaviour,” Mr Banda said.

He said patrols were being conducted within Kitwe and that the local authority would intensify its presence during the festive period to monitor the

levels of compliance.

Mr Banda warned that any bar or night club found breaking terms of their operating licences would face the wrath of the law as penalties would be slapped on noncompliant owners.

He urged residents to support the local authority by reporting all bar and night club owners and patrons flouting the law.

Underage beer drinking was a source of problems such as road traffic accidents during the festive season.

“Drunkenness among minors during the festive season should not be entertained in the district. I would like to urge the public to take part in fighting this problem,” Mr Banda said.

He said the local authority had the mandate to safeguard the lives of the people by making sure that everyone adhered to the basic guidelines with regard to fostering socialeconomic development.

100 STREET KIDS TAKEN TO ZNS SKILLS TRAINING CENTRE

BOUT 100 street kids from the Copperbelt Province have been taken to Chiwoko Zambia National Service skills training centre in Eastern province, for a 6-month skills training programme.

Youths, Sport and Child Development Minister Emmanuel Mulenga witnessed the send off in Ndola on Tuesday morning.

Mr. Mulenga expressed confidence that the street kids would come back with a changed mindset.

“We are also confident that this will helpSaturday the children to grow into responsible 25 April, 2020citizens unlike what

we used to see in them," he said.

Mr Mulenga further said that this would also help reduce the number of street kids that has been on the increase in the province.

The Copperbelt has for the past few months seen an increase in the number of street kids especially in Ndola and Kitwe districts.

Most of these kids were getting violent against pedestrians especially females.

The move has cheered members of the public especially mobile money booth attendants who complained that they were now targets of the violent kids.

They however appealed to government to ensure that the remaining street children are also taken out of the CBD.

Malawi poll official arrested for blocking president's convoy POLICE in Malawi's eastern city of Zomba have arrested a commissioner of the electoral body for not giving way to a presidential convoy.

Police accuse Linde Kunje of refusing to obey a directive to pull over for President Lazarus Chakwera's convoy which was travelling in the opposite direction.

Ms Kunje's car was being driven by her driver. The car only moved to the side when President Chakwera's car was close.

Ms Kunje is serving a second term as a commissioner of the electoral body. She was part of the team that presided over 2019 presidential elections that were later nullified by the country's Supreme Court over irregularities.

Commissioners of the Malawi Electoral Commission are appointed on recommendation of political parties in parliament.

FOUR northern states in Nigeria have ordered the immediate closure of schools following the abduction of hundreds of students in Katsina State.

The closure order affects schools in Kano, Kaduna, Zamfara and Jigawa states.

The Nigerian teachers’ union has also threatened to go on strike over insecurity in the country.

It says pupils and teachers are being targeted by gunmen and kidnappers.

Last week hundreds of students were abducted from the Government Science Secondary School in Kankara.

The Islamist militants Boko Haram said they carried out the abductions.

The federal government is yet to reveal the extent of discussions it is having with the abductors.

“This measure should favor the choice of qualified coaches to assume responsibilities. Club presidents will have more self-confidence and it will be more obvious to hire a local coach rather than looking elsewhere,” Chipenda said. “These new coaching license requirements for CAF club competitions are just one example of how the new Club Licensing system will spur change in African football. This approach has already started to bear fruit through a better awareness of the need for qualified coaches.”

CAF disclosed that several Member Associations have contacted CAF to plan training courses for their coaches.

Chipenda said the new CAF standards, inspired by best practices and world standards, constitute an essential vector for the evolution and development of African football.

CAF goal is to further professionalize the coaching profession so that the local coaches gains consideration in the football ecosystem, especially with their peers from other continents.

CAF said it will formulate new requirements for all the clubs’ technical staff, namely assistant coach, goalkeepers’ coach, physical trainers as well as the youth category coaches for standard certification across the continent through the club licensing system in the coming seasons.
