In a statement, Minister of Information and Broadcasting Services, Dora Siliya has called on the media to heighten protective measures against the Coronavirus pandemic. Ms Siliya said the media to ensure that they adhere to the five protective golden rules against the virus whenever they are in the field. She explained that the second wave of COVID-19 is the most dangerous, thus stressed the need to adhere to the public health guidelines by having access to personal protective equipment. “Government wishes to advise that no media personnel should conduct an interview without wearing a mask and that media personnel must demand that sources wear masks before interviewing them. Media personnel should also ensure that they wash or sanitize their hands regularly, especially after handling microphones,” Ms Siliya said. The Minister further called on the private sector to continue supporting the media fraternity with personal protective equipment such as gloves, face masks and sanitizers for personal use. She said it was the government’s desire to see all Zambians take personal responsibility against the pandemic in an effort to control the spread of COVID-19.

Government has set up another treatment centre at Maina Soko Military Hospital in Lusaka as the second wave of the pandemic took its toll leaving 206 patients on oxygen. More than 200 covid-19 patients are on oxygen therapy in various health facilities while nine have died in the last 24 hours. Health Minister Jonas Chanda, said yesterday that 206 patients were on oxygen, 16 of them in a critical condition, while 1,531 new cases were recorded from 8,748 tests. “Maina Soko military hospital will admit moderate to less critical patients. The ministry has seconded staff to work with the existing staff at the hospital. “We also have the Zambia Air Force and the Ministry of Health supporting this strategy and this new development brings hope to improved clinical management as we decongest the Levy Mwanawasa and the UTH isolation centres,” Dr Chanda

The Minister said the increasing Covid-19 cases in the country were characterised by increased transmitability and severe disease, requiring hospitalisation and oxygen therapy. He, therefore, said Government was putting in place measures to ensure adequate space, equipment and staff to work with the existing staff at the hospital. Dr Chanda however reiterated Government’s multi-sectoral enforcement of public health guidelines and encouraged the use of additional local home-based remedies to manage the less severe and non-symptomatic patients at home. He called on citizens to participate in ensuring success while Government implemented policies and programmes to support health and economic recovery of the country. The cumulative number of Covid-19 cases now stands at 37, 605, with recoveries at 26, 159 while total number of deaths stands at 546.

ZAMBIANS intending to travel to Zimbabwe should acquire valid Covid-19 certificate as that country is under total lockdown until next month, the Zambian mission has advised. Emmanuel Chenda, Zambia’s Ambassador to Zimbabwe, said travellers must always be in possession of a valid Covid-19 certificate when entering or exiting that country. Mr Chenda said the national lockdown includes a 12-hour curfew from 18:00 hours to 06:00 hours in the morning as the country battles the second wave of covid-19. Mr Chenda said the public in Zimbabwe had been implored to take heed of the Covid-19 national lockdown level four measures and stay at home except movement to access food and medicines. He said police were expected to arrest anyone found in public places such as supermarkets, banks, pick up points and others without or improperly wearing masks and not practising social distancing.

“All gatherings including weddings, churches have been banned and public places such as bars and restaurants closed. “Essential services such as hospitals, pharmacies and supermarkets remain open between 08:00 hours and 15:00

hours. Public transport is limited and intercity travel is restricted,” Mr Chenda said. He added, “The mission wishes to advise that commercial flights between Zambia and Zimbabwe are available and tourists are authorized to move from airports to designated facilities.” Mr Chenda said the borders remain closed until February 5, and that returning residents were allowed entry but required to be in possession of a valid Covid-19 certificate issued no more than 48 hours prior to the day of travel. “The Embassy wishes to advise that on leaving Zimbabwe, travellers will be required to present a negative Covid-19 certificate issued no more than 48 hours to boarding the flight or travelling by road. “Individuals who display Covid-19 symptoms despite having the certificate will not be allowed to board and will be charged a processing fee of US$60; and they will have to submit to being screened and tested for the disease at a holding facility. If one tests negative, they will be discharged for self-isolation for 14 days,” he said.

Many people including a Chinese national have acquired land in the area which was reserved for social amenities but the Ministry of Lands decided to sell it,” Ms Phiri said. She said the entire area where several people had acquired land, including the Immigration Department, was planned for social amenities but the Ministry of Lands started selling it out. The land was advertised in the media, she said, that is when I got interested and the Ministry of Lands sold it to me like many others who acquired land in the same area. Ms Phiri said she can only give up the land in question when documentations from the Ministry of Lands and Natural Resources and Chongwe Municipal Council proved she acquired the land illegally. She said documents were there at the Ministry of Lands and Chongwe local authority to show that she bought the land using the right procedure. The minister said she was only being targeted by some individuals because she was a politician thereby trying to dent her reputation. But when contacted Chongwe Municipal Council acting Town Clerk Peter Banda, said he was not permitted to respond to media queries in his acting role. Mr Banda said he would only be able to respond when the council authority had cleared him. He said the Town Clerk would be able to respond to such queries when he returned in office on Wednesday. And when contacted, the Town Clerk, Mr Levis Mumba said he would only revert back once he was back in office. According to the documentations availed to Sunday Nation from Chongwe Municipal Council and Ministry of Lands, Ms Phiri followed the right procedure to acquire the land in question. The document were signed by both Ministry of Lands and Chongwe Municipal Council and she was given a go ahead to develop the land in question. “In my political journey I have told myself to do the right things which can help to build my reputation and not destroy it. I did everything required to acquire this land, I deposited money in the council account and the receipts are there to show. So why should someone come today to say I grabbed the land. It is clear that they are trying to target me because I am a politician,” Ms Phiri said. Last Sunday, Ms Phiri held a meeting with the residents of Silverest who are opposed to her developing the controversial piece of land, claiming it was earmarked for a clinic.

HEED FLOODS WARNING THAT 58 districts in Zambia will be affected by floods is chilling information which should thrust citizens, relief agencies and Government into pragmatic action. Firstly, the Disaster Management and Mitigation Unit (DMMU) ought to forge partnerships with other organisations and units to prepare for relocation of affected residents. The DMMU should also mobilise sufficient relief food. It will be ideal for the DMMU, the councils and other organisations to identify and prepare safer places before the relocation exercise could start for residents in floodprone areas. This is a mammoth national exercise which will require all citizens to unite and confront the ‘elephant in the room’ with utmost zeal. Yes, the simplest explanation for the expected floods is heavy rainfall, perhaps, caused by climate change. In the urban areas, the flooding may be worse because systems designed to move rainwater into appropriate basins and reservoirs have either been blocked or they do not exist. In some cases, appropriate infrastructure is there but, there will be need to plan for the possible water run-off. Many developers in Lusaka have embellished their premises with concrete and other impermeable surface materials, a situation which will worsen flooding during this season. Additionally, the drainage basins are made of concrete and there is no ground for water to sink into. Therefore, when such drainage basins fill up, flooding worsens especially in low-lying areas. Areas near rivers and dams will particularly be gravely affected as the water bodies would burst and cause severe flooding. Therefore, multiple and controlled pathways for water will need to be established while reinforcement should be done on some dams that have shown signs of giving in. For farmers, it will be prudent for them to create drainage on their fields to avoid water collection and worsening floods. Last farming season, many fields in Chinsali, Mbesuma, Kasama and surrounding areas were severely flooded after the Chambishi River burst its banks. In Kitwe, too, the Kafue River burst its banks causing severe floods in Iupusukilo, Bulangililo, Mufuchani and other settlements; crops and houses were destroyed. With an early warning, these areas should prepare adequately for a worse scenario! Already, Chawama, Kuku, Kalikiliki, Kanyama and other high-populated townships in Lusaka are getting overwhelmed with floods. This is no time to start apportioning blame, but time to work together to avoid the worst catastrophe in the nation. In fact, a permanent solution is required. The local authorities and the department of physical planning must work together and improve city and town planning. Zambia has been plagued with illegal and haphazard settlements in many areas, mainly caused by corrupt officials in councils and Ministry of Lands. The irony is that people have put up buildings at great cost in reserve areas, but hold legal and valid documents either from the Ministry of Land or the councils. Mansions have sprouted in reserve areas that were meant to be aquifer: a water-bearing stratum of permeable rock, sand, or grave meant to drain water from the surface. Floods must be avoided at all costs!

UNZA STUDENTS CANE ‘INSOLENT’ UPND

HE remarks made by the UPND on students participation in the political dispensation of the country is actually insulting to the student unions, says University of Zambia Students Union (UNZASU) UPND special advisor to the party President, Hakahinde Huchilema, William Banda said in a video circulating on social media that the students know nothing about politics. But UNZASU President, Shadrick Mumba, described the sentiments from Mr. Hichilama's

special advisor as demeaning to students in universities and colleges in the country. Mr Mumba said in an interview that the demeaning sentiments from Mr Banda were worrying and should be condemned in their strongest terms because students as electorates have the right to participate in the governance of the country. "He can't publicly say that we know nothing as students from universities and colleges, does he mean that we don't know how to vote? Spotty was quite insulting. I can only hope it did not come from the UPND leadership he represents," he said.

Mr. Mumba said it was disappointing to youths to have Mr Banda, a figure father, come out publicly in an undiplomatic manner, denouncing the voice of students in the country. The UNZASU President explained contrary to Mr Banda's allegations, the coalition has not in any way advised the Electoral Commission of Zambia (ECZ) to bar international election observers from the country. He stated that the Democracy and Motherland Defenders Coalition (DMDC) has proposed to the ECZ to limit the number of election observers coming into the country as a CIVID-19 preventive measure.

We’ve not engaged any mercenaries - UPND By SILUMESI MALUMO WE do not have any mercenaries to help us win the elections as alleged by people who want to dent the image of the party, UPND spokesperson Charles Kakoma has said. Mr Kakoma said it was saddening that some individuals had continued to spread lies against the UPND now that the country was going towards general elections which were very crucial for all political parties. He said in an interview yesterday that the UPND had nothing to do with the white PR consultants that had been involved in militant insurgents from Ditchley Foundation in the United Kingdom. Mr Kakoma said the UPND had not at any time engaged the team of consultants in question. He said those spreading lies must provide evidence to the public. It has been alleged that the UPND white PR team of consultants were in panic mode after links to militant insurgents from Ditchley Foundation in UK were exposed. The party had been accused of working with James Arroyo who runs the secretive militant British Ditchley Foundation. It is alleged that Mr Arroyo who is also former M16 spy had been blacklisted by many countries for clandestine operations. The UPND has been asked to explain what Henry Sands from the UK has been doing at Hichilema’s house almost every day. It is alleged that Mr Hichilema’s main team of PR strategists are made up of all-white consultants, among them Mr Arroyo who is also former M16 spy, blacklisted by many countries for clandestine operations. It is further alleged that Mr Arroyo assigned Henry Sands who is the founder of Sabi Strategy Group, a London-based political campaign firm to be Mr Hichilema’s digital marketing campaign manager, also Ian Baharie, director of the CTF, a subsidiary of C/T Group, is another UK campaign consultancy working for Mr Hichilema. But Mr Kakoma distanced the party from individuals involved in illicit activities. “I don’t know why people always want to talk ill of the party especially when we are going towards elections. Let those who have evidence about this matter make it available to the public so that the people of Zambia can know the truth. “People have been saying that we have engaged foreign mercenaries, this is unacceptable because they always want to throw mud on us,” Mr Kakoma said.

Traditional healers cautioned over Covid-19

Mr Maila has since asked Government to allow him carryout clinical trials on his herbal medicine, Mailacin on 50 patients to prove its effectiveness. But THAPAZ President Rodwell Vongo guided members against claiming that they had cure for COVID 19 without availing their formulas for clinical trials as this has potential to endanger the lives of the public. Dr Vongo said that a number of THAPAZ members had showed interest in researching and finding a permanent cure for the virus. He said while traditional herbal medicines had been used to treat coughs and other illnesses from time immemorial, the corona virus has taken traditional Healers by surprise. He was however glad that many healers in the country had come up with the initiative to find a cure. “A number of our members have come up with herbal they believe can cure COVID 19 but what we are advising them is that before they administer the medicine on the people, they should prove their formulas are safe,” he said.

Mr Ngoma, who died on Saturday, was admitted to the Ndola Teaching Hospital following a road traffic accident two weeks ago that claimed the life of Ronald Manenga, who was the Provincial Youth Chairman. Southern Province Chairman Billiard Makwembo said Mr Ngoma was a prolific leader who worked tirelessly to ensure the growth of the party on the Copperbelt. Mr Makwembo said in a statement released to the Daily Nation in Livingstone that the party was devastated by the untimely death of the Provincial Vice Youth Chairman. It is extremely heartbreaking to lose two vibrant youths on the Cop-

By SILUMESI MALUMO ZAMBIA United Local Authorities Workers Union (ZULAWU) has challenged the government to stop political cadres at markets and bus stations from collecting levies and fees to enable council collect 100 percent revenue so that they can enhance operations. ZULAWU president Kingsley Zulu said President Edgar Lungu had given directives that councils should collect all revenue as mandated by law, therefore, it

was important cadres were stopped from collecting the fees. It is unfortunate, Mr Zulu said, that councils continued to be disadvantaged by political cadres in collecting revenue in markets and bus stations. He said: “We demand Government intervention in ensuring 100 percent revenue collections by councils from these ventures.” Mr Zulu said the councils were having challenges to operate because they were not collecting the much needed revenue. He said that councils

were seen to be unproducactive because they had no resources to carry out many activities. "We call on all stakeholders to respect the Presidential directive to depoliticise the markets and bus stations to allow councils collect revenue as mandated by law," Mr Zulu said. Meanwhile, Mr Zulu appealed to the Ministry of Local Government to reduce human contact in local authorities during this Covid-19 era by expediting the migration to digital forms of revenue collections.

KABUSHI Member of Parliament Bowman Lusambo said his team is geared to gather all the votes for President Edgar Lungu and the PF in this year's general elections. THE Zambia Tax Platform (ZTP) has called for the introduction of measures which will extensively deal with illicit financial flows and to hold multinational enterprises financially accountable. Law enforcement agencies should deal decisively with individuals perpetrating suvh crimes especially at a time when Zambia needed resources for developmental programmes and also for mitigating debt crisis and fight the Covid-19 Pandemic. This is according to ZTP Coordinator, Ibrahim Kamara. Mr Kamara urged law enforcement agencies to investigate the findings of the Financial Intelligence Centre (FIC) in relation to financial crimes perpetrated in 2019. The FIC published the Trends

Report of 2020 (the “Trends Report”) which covers the 2019 financial year. The report findings and revelation are not only aimed at educating the public on measures to detect, prevent and deter financial crime but also to provide basis and grounds for public prosecution of the crimes. According to the report, the proceeds of crime from tax evasion rose from K195 million in 2018 to K450 million in 2019 with mining multi-nationals accounting for a significant portion. Arising from this,, Mr Kamara called for stronger political will in the fight against financial crimes especially as highlighted in the FIC trends report. “Failure by authorities to act on the findings from the recent FIC report will result in the report becoming a mere academic exercise,” he said.

Mr Kamara regretted that corruption also remained a perennial issue with those charged with authority being the main culprits. He said public procurement was found to be the primary source of syphoning public funds. This, he explained, was concerning for a number of reasons. “Firstly, it impacts negatively on allocation and distribution of domestic resources and secondly raises questions of accountability in the management of public funds and assets, particularly at a time when the country is facing its largest debt deficit in recent times. “The perception of corruption further creates a negative image and jeopardises inflow of funding from cooperating partners,” Mr Kamara said. evasion and avoidance among multinational companies, particularly those in extractive industries robbed Zambia of much needed resources for development as profits are largely externalised. In May, 2020 the Supreme Court of Zambia ordered Mopani Copper Mining Plc (Mopani) to pay the Zambia Revenue Authority (ZRA) an additional tax of K240 million (approximately US$ 11,5 million). The dispute between the ZRA and Mopani arose over pricing of copper that the mining corporation sold to its parent company Glencore International AG based in Switzerland and was one of the largest transfer pricing cases that the ZRA has dealt with. This case is a landmark victory for the Zambia Revenue Authority and the country at large in that it showcased evidence of tax avoidance through base erosion and profit shifting.

RSM Zambia Chartered Accountants has called for heightened surveillance and mitigation to avoid further escalation of Covid-19 cases so that the economic activities can continue without compromising the health of the nation. Ian Ncube, RSM Zambia Chartered Accountants Managing Partner, said the country’s economy could not afford a lockdown in the manner seen in other countries. Mr Ncube said it was in this regard that his organisation made the clarion call to the people of Zambia to do what was necessary to keep the country going. “We also urge for strict adherence to the public health guidelines on the part of the economic units and the general public. “Our economy cannot afford a lockdown in the manner seen in other countries and it is in this regard that we make this clarion call to the people of Zambia to do what is necessary to keep the country going,” he said in a statement. Mr Ncube said going by the experience from the first wave of Covid-19, Government made the right decision not shutting down the economy. This, he explained, remained the only viable option for the country all else considered. He said the 3rd quarter of 2020 was characterised by low rates of Covid-19 cases in Zambia which seemed that Zambia perhaps was past the worst of the pandemic, at least locally. “This perception was re-enforced by the relaxation of the various social distancing and preventative measures that had been instituted by both the Central and Local government structures,” Mr Ncube said. On the economic front, he said, there was a general feeling that 2021 would ensue with an upturn in economic activity and businesses, small and large were looking to return to some semblance of normalcy in 2021. Mr Ncube expressed sadness that this positive outlook had been dealt a blow by the surge in the cases recorded at the onset of the year. “The situation has been exacerbated by the discovery of a new variant of the virus so far dubbed ‘the South African variant’. “This new variant which is reported to be more aggressive has been recorded in Zambia. A cloud of fear and concern has yet again gripped the nation and there now is a lot of uncertainty with regards how the year will unfold,” he said.

Zambia ratifies, deposits Free Trade Area pact By BUUMBA CHIMBULU

ZAMBIA has become the latest country to deposit instruments of ratification for the Tripartite Free Trade Area (TFTA) Agreement with the COMESA Secretariat. This brings the number of countries that have ratified and deposited the TFTA instruments to nine. Other countries that have so far ratified and deposited the instruments of ratification with COMESA Secretariat include Namibia, Egypt, Uganda, Kenya, South Africa, Rwanda, Burundi, and Botswana. The Kingdom of Eswatini has also ratified but is yet to deposit the instrument. In addition, five countries are currently in advanced stages of the ratification process, including Comoros, Malawi, Sudan, Tanzania, and Zimbabwe. AIROBI - Kenya should not increase its budget if it hopes to recover from the effects of the Covid-19 pandemic and support the health system, the International Monetary Fund (IMF) has said. The Fund cautioned Kenya against relying on public debt to finance its budget, advising it to live within its means. This comes when the country’s public debt has become a headache to the health system and general economy. IMF spokesman Gerry Rice said the Covid-19 pandemic has increased Kenya’s debt vulnerability. “Kenya continues to face an unprecedented external shock that will severely challenge the economy’s and the policy path. We recommend a pause

in fiscal adjustment to accommodate increased health spending and support for the economy during this shock,” Rice said at an IMF policy briefing just released. He said IMF is holding discussions with Kenyan authorities over the issues, adding that as the country recovers from the pandemic, the government must come up with a budget it can finance without necessarily borrowing. The IMF ranks Kenya among countries at high risk of debt distress, with external loans being the biggest problem on the economy. Kenya got a temporary relief two weeks ago when its request for a six-month suspension of loan payments was approved by the Paris Club of major economies. The countries cited the hardships caused by the

I WISH i could have a chat with Dr Nevers Mumba ober this. I have also noticed that most politicians lack the advise from medical professionals. First of all, Dr Mumba is right to question “what is in the food” being given. We all ought to. But he makes certain assertions that are not correct historically and medically!

1. CDC/ WHO was formed many years after the Tuskegee syphilis study started. Its the establishment of these institutions especially the World Medical Association that led to the development of guidelines for research (Helsinki declaration of 1965) This led to the discovery of the unethical practices in the Tuskege research! So we can not question the integrity of an institution before it was formed! How? 2. Capacity to analyse safety of the vaccine. While Dr TAM said we dont have the capacity, i stand to state that we do. Unfortunately, the only scientifically accepted method to assertain both safety and effictiveness of a vaccine or purported intervention (drug) is by a clinical trial. We have done a number of.clinical

trials in Zambia before and we have scientist with capacity to conduct a clinical trial. But the question is, what is a clinical trial? Briefly, its the recruiting of healthy/ sick individuals to receive a new intervention (new drug or experiment drug) and comparing them to another group of people receiving a placebo! Yes! Asking healthy Zambians to volunteer to be innoculated with a substance yet to be known or known from studies in other countries. By show of hands, how many Zambians here on this group would do such a honourable thing.....to voluneteer and be used as a guinue pig? Almost impossible. If today, in the 21st century, its is difficult to convince a Zambian to get a lumbar puncture what more to volunteer for an experimental drug/ vaccine? Lets face it, we are suscipcious population we can even trust our drs to do a lumbar puncture! All these drugs we get, including ARVs are tested on other populations, people with a different genetic makeup from ours. We only bring them after other countries have tested them on their people. So whats so different about this covid vaccine? Now lets say that we get Zambians to volunteer for

the vaccine. This means that we have to do a double blind clinical trial. This would not pass any international regulation as it would be deemed unethical by the declaration of Helsinki (mentioned above) to give a placebo to people during an epidemic when the vaccine we are using has already been shown to be safe and effectibe elsewhere! Any scientist who would participate in such, would be banned for life! I wouldnt dare! The best time to have asked for safety studies in Zambia was last year when the vaccine was undergoing phase 2 trials. Again, how many Zambians here would have accepted to be guinue pigs? I leave that to you!

3. Side effects. Zambians will be told the side effects of the vaccine based on what the study populations (mostly Americans and Europeans) experienced. I can tell you that the most feared is allergic reactions that can rarely lead to anaphylaxis and again in rare circumstances death of the person if not in a hospital. I can also tell you that there are more allergic conditions in Europeans than there are in Africans. The only time we shall know what side effects Zambians will have is when they start recieving it! We cant know if they will be the same or different

without giving it to Zambians. Medicine is empirical not psychical! I will pass 4 and 5 for now. So, this is not 1932 but 2021! Zambians should know that science has advanced that a bogus or unethical research will be detected even before the research starts. Even if such went undetected, still with time justice will be done once discovered (the case of the Tuskegee experiement). Let me remind Zambians that we have protected the country before. 1. Hydroxychloroquine hype! We refused to accept it based on the analysis of the research as information became available. This was despite the social media frenzy. 2. Covid organics from Madagascar. Despite the political pressure from the AU for.Zambia to get the drug, Our scientists protected the country from a bogus cure. If you are doubting, how many cases are in Madagascar, how many deaths despite their concoction? In conclusion, yes Zambians have the right to question and answers will be provided as we have here. No one knows the long term effects of the vaccine: To sustain such a position would make us a bunch of irresponsible leaders who can become a danger to future generations. 5. No Zambian Scientist ever analyzed previous vaccines: This does not mean we were right not to analyze the earlier vaccines. As Africans, I think we are now of age and therefore free to ask questions. ANIMAL DISEASE BREAKS OUT IN KABOMPO

THE Department of Fisheries and Livestock in Kabompo district in North Western Province has cautioned farmers to report any livestock movement from other areas as there is an outbreak of Contagious Saturday Bovine Pleuropneumonia (CBPP) 25 April, 2020 disease. District Veterinary coordinator, Geshom Chungu said movement of any type of livestock should be reported as the disease is capable of wiping out the districts livestock population in a very short time. Dr. Chungu said this in Kabompo yesterday during a stakeholders IDP validation meeting. "We have an outbreak of CBPP livestock disease which has affected almost the whole district, thus all movement of animals should first be reported to the department of veterinary", Dr. Chungu said. He said the veterinary department is currently encouraging to slaughter any animal found being suspected to have CBPP as a way of reducing the further spread. Speaking at the same event, District Commissioner, Patrick Kasoka cautioned the general public to look out for unscrupulous people coming in the district with unauthorized livestock empowerment programmes as they are likely to be swindled. HEN he turned up for swearing-in as the country’s first post2010 Chief Justice on June 20, 2011, Dr Willy Mutunga was wearing a suit and ear studs. Together with his deputy, Justice (Rtd) Kalpana Rawal, they had dropped the colonial wigs and robes, which had featured in judicial ceremonies since independence. With that single act, they triggered a reflection on the place, relevance and utility of relics such as robes, wigs, hats, medals and even gloves in the new dispensation. These relics had featured in Kenya’s judicial attire at one point or another. Much earlier, before them, a judge in England had opined that the formal attire made them look antique and ridiculous. Another American judge claimed that the attire nourished pomposity. In a long treatise justifying his move, Mutunga traced the history of the regalia through monarchical eras, analysing their utility and concluding that overly formal attire has an inverse relationship with access to justice. “From the early days of secular courts, authorities were

A conflict in Darfur that began in 2003 forced millions to flee and, despite a peace process, tensions remain. Saturday's violence comes less than three weeks after peacekeepers from the United Nations and African Union handed over security to the Khartoum authorities after 13 years there, reports the BBC's Youssef Taha. Similar clashes in El Geneina last year, which saw Arab pastoralists fight with non-Arab groups, caused hundreds of casualties. The most recent fighting, which also left nearly 100 injured, was centred around

The donation has been financed through the Germany International Zambia (GiZ) under the Local Participation in Governance (LoPaGo). CSPR North-western provincial coordinator, Haggai Nyambe, said the idea behind the donation was to ensure a safe learning environment for children in wake of Covid-19. implementing such activities. “I believe that despite being a small number, the desks will at least go a long way in addressing the shortage of furniture in schools,” Mr Nyambe said. He thanked GiZ for the support rendered to his organization since the beginning of the partnership. Meanwhile, Solwezi acting District Education Board Secretary Jonathan Kayuka who received the donation on behalf of the three schools, said the donation would not just help cushion the shortage of desks in the three schools but also help in the fight against the spread of Covid-19. “We will reduce the number of hours and also help in observing the one meter apart,” he said. Mr Nyambe appealed to other organizations to emulate CSPR, which extended a helping hand in collaboration with GiZ.

Zimba residents drop the guard By ANDREW MUKOMA AUTHORITIES in Zimba District of Southern Province have expressed concerns about the laxity in adherence to Covid-19 guidelines among members of the public. Residents have not been observing health guidelines even in the face of the second wave of Covid-19 which has seen the number of cases escalate in the District. Zimba District Commissioner (DC), Elizabeth Kalaluka, said that compliance levsl among residents were too low adding that cases could continue rising if the trend continued. Ms Kalaluka told the Daily Nation that traders had been identified as a group with low compliance rates with public health measures aimed at curbing the spread of Covid-19. She said mostly those that

were not wearing of face masks, observing social distance, washing hands regularly were traders, who deliver their produce to the markets for sale. Ms Kalaluka wondered whether people believed that Covid-19 was deadly. The DC stated that non-compliance was more prevalent in males. "In order to increase voluntary compliance with COVID-19 measures, public health campaigners should implement strategies that

foster moral obligation and trust in authorities, or leverage trustworthy individuals in the community to disseminate information. "My appeal is for the people of Zimba to follow the guidelines given by the Ministry of Health because the second wave of this Covid-19 pandemic is very serious and it killing a lot of people countrywide," she said. while ago, I took time to watch one of my favourite DsTV Channels-Animal Planet in order to investigate something. I like nature. It was interesting to note that some animals had to go hunting in order to survive while others ate grass which was almost everywhere. Other animals did not have to go hunting but specialized in grabbing what others had gotten. Others came to eat left overs; hunting was too daunting a task for them. I saw a parallel world between the animal kingdom behaviour and the human kingdom behaviour. I saw lions going a couple of days without managing to kill any animal for themselves. Yet other animals were eating every day; a similitude of hand to mouth in the human kingdom. I saw fierce competition and territory protection in the animal kingdom. Competition in many sectors has become a dog eat dog situation. The market place is like a jungle. You need to know which opportunities to share and with who and which opportunities to protect. You can get hit anytime if you are not careful and lose not only what is in your hand but also what is in your mind. You can expect to overtake but you can also get overtaken. That is why I hate complacency. We constantly need to innovate. The oil industry needs to constantly innovate. With increased payments being through electronic means, we need to start bringing new technologies to the market. While on a live call in programme on Millennium Radio last week, a caller called in and wondered why oil marketing companies (OMCs) have not invested in “Do It Yourself” (DIY) filling stations also called self-service filling stations as a way of controlling costs. Once this has happened, the pump will unlock. The motorist picks up the nozzle and fuels his or her car. The pump dispenses only what has been paid for.
