ALL MUST BACK KATANGA DEPUTY Inspector General of Police (Operations) Charity Katanga has done well to assure the public that the Police Service will ensure that there is peace during this year’s general elections. The Police Service has often been accused of being soft on the ruling Patriotic Front while being harsh on the opposition parties. This is quite debatable for it could be due to misconceptions that the various stakeholders have of the police. It is a fact that the opposition regard the police as being their “enemy” because they are not in government. It is always a question of “them versus us.” They fail to appreciate that the police are there merely to enforce the law and ensure that there is order in the manner that the political parties carry out their activities. When she paid a courtesy call on Central Province Minister Sydney Mushanga in Kabwe on Tuesday, Ms Katanga mentioned that the police would also engage political parties in the run up to the August 12 general elections. This is a welcome move as holding peaceful elections is not a preserve of the government and the police. It is also incumbent upon the various political parties that they regard themselves as key stakeholders in the electoral process. If any political cadres choose to be violent during the campaigns, then they cannot blame anyone for the violence that could break out, and they found themselves being locked up. Police and the political parties taking part in the elections must regard themselves as a team working towards a common goal. We hope none of the political parties will misinterpret Ms Katanga’s statement that, “We will not entertain political violence before, during and after the general elections,” as being targeted at them. This warning applies to all actors across the political divide. If it is Patriotic Front cadres who want to break the law, then they will be asking for trouble and should not expect the police to turn their backs on them. As we have stated before, Zambia has a proud record of holding peaceful general and by-elections. We are not saying there have not been a few ugly incidents here and there. But they have been peaceful such that people have been able to go about their daily chores without hindrance. In Kabwe, Ms Katanga assured that the service was ready to police the 2021 general elections in the same way they had done in the past elections. “We policed the 2011 general elections, we also policed the 2015 general elections and in 2016. We will again police the 2021 general elections. “I want to assure you that we will work as a team to ensure that political violence is not entertained,” she said. President Edgar Lungu when delivering his state of the nation speech in Parliament last week stressed the government’s determination to ensure free and violence-free elections. We challenge all the political players to pledge to uphold peace during and after the elections. That they must allow the electorate to elect who they want to hold the reins of power and respect their decision.

The cartel has incorporated some suppliers of raw materials such as gypsum who are quoting in dollars and demanding payment in dollars. And the Competition and Consumer Protection Commission (CCPC) has confirmed that its investigation into the sudden cement price increase was centred on ascertaining possibilities of the cartel being behind rising cement prices. fundamentals that could trigger an increase in cement prices, tactics of the cartel cannot be overlooked. “There are cartels in the pricing of cement, we have been looking at that,” Mr Sampa said. Mr Mvunga said gold purchasing would at some point become a significant component of the international reserves. He said yesterday at a press briefing that the current scenario was the BoZ had bought 47 kilogrammes of dore gold from Zambia Gold Company. “We are also looking at in terms of purchasing from Kansanshi Copper Mines, our estimates is that we will purchase over 25, 000 ounces of London good delivery gold this year. “Our projections is to buy 21, 000 ounces of dore gold with the minimum of 88 percent of purity from the Zambia Gold Company,” Mr Mvunga said.

He also said: “we have just kicked off this process, we will ramp it up as we go along and at some point it will become a significant component of our reserves. So the programme is ongoing and we are not abandoning it.” BoZ Deputy Governor for Operations, Francis Chipimo, said the central bank would buy more gold from Kansanshi Mines before the end of the month. Dr Chipimo also explained that the purchase of gold has just begun, and will go on for a long time. In December last year, the central bank signed a Gold Purchase Agreement with Kansanshi Mining PLC, a subsidiary of First Quantum Minerals.

No Covid funds misappropriated - minister By NOEL IYOMBWA MINISTER of Health Jonas Chanda has told parliament that there are no Covid-19 funds that have been misappropriated because there were just pledges. Dr Chanda said that the alleged over K6 billion were just pledges and commitments by cooperating partners as stated in the Auditor General’s report of July 31, 2020. According to his Facebook page, President Lungu said he was deeply moved after coming across the pictures of the Kabwe based young lady on social media. President Lungu said the fight against the disease should not be left to Ms Musonda alone but everyone should get involved. He has since implored Zambians to put Ms. Musonda in prayers as she fights the disease. Ms Nevia Micheelo Hatembo was attacked around 23:00 hours on Saturday 13, February 2021 together with her children in their home whilst her husband was away by masked men. She was later hospitalized at Macha hospital and went into hiding upon being discharged. The Daily Nation spoke to her from her hiding place where she asked that government offer her family protection because she fears she might be killed. “I told him (husband) that I have left home because I may be killed…my plea to the government is…. I’m living in fear and I need to live freely, so I’m asking for government’s protection and security,” she said Mrs Hatembo’s husband, Milton and his, sister, Pheluna Hatembo had sued UPND leader, Hakainde Hichilema for allegedly illegally occupying their 2, 000 hectare farm in Kalomo. Mr Hatembo’s family was viciously attacked on Saturday night at their home in Choma, and were hospitalised at Macha Hospital before going in hiding have appealed for

Government protection. Prior to the attack, five unidentified men in the company of a teacher only identified as Mr Simoonga visited her home a week earlier purporting to be health workers. After being dragged out of bed on the fateful day and being brutally beaten, the attackers fled. Footprints showed that they had crossed over into Chief Monze's chiefdom in Monze. A Daily Nation team which visited Choma found that Mr Milton Hatembo, the man who sued Mr Hichilema and his wife were not at their home. Mr Allan Hachikosole, the cousin to Mr Hatembo said the two were scared and in hiding. And Economic and Equity Party (EEP) president Chilufya Tayali has said there is urgent need for Government to step in and protect the Hatembos family who are now vulnerable to attacks by those want to silence them over the controversial Kalomo’s Farm 1924, opposition. In an interview, Mr Tayali said it was clear that the lives of the defenseless Hatembo family was in danger and needed government protection.

AMBIA’S discussions with the International Monetary Fund (IMF) for an extended credit facility (ECF) are on course. The ongoing virtual meetings started on February 11 and will end on March 3, says Bank of Zambia (BoZ) Governor, Christopher Mvunga. Mr Mvunga said at a press briefing in Lusaka yesterday that an announcement regarding the outcome of the meeting would be made

once they were over. “We are having cordial discussions with them (IMF). They (virtual meetings) are ongoing and at this point it will be premature to make any pronouncements. “All I can say is that the discussions are going on accordingly and at an opportune time an announcement will be made once these discussions are concluded,” Mr Mvunga said. Under the ECF, member countries agree to implement a set of policies that

will help them make progress towards a stable and sustainable macroeconomic position over the medium term. On January 22 this year, Secretary to the Treasury Fredson Yamba said the meeting comes after a request by Government last November for a formal programme and a visit by an IMF team in December. Mr Yamba said in a statement that the programme discussions would centre on Government’s objectives

to attain fiscal and debt sustainability and on key pillars in the country’s economic recovery programme. The talks, Mr Yamba said, would also focus on the need to scale up social protection programs and undertake the much-needed reforms in the agriculture and energy sectors. Zambia is seeking a financing agreement with the international lender to tackle its battered economy, which is getting worse due to the Covid-19 pandemic.

Dr Chanda reiterated the ministry’s commitment to provide a safe and efficacious vaccine for deployment. “We will keep you abreast on this developing situation,” he said in a statement. Dr. Chanda said the Covid-19 vaccine will be a Government programme and that very soon it will be tabled before Cabinet. And the European Union (EU) and its cooperating partners have pledged to give to Zambia 58 million Euros to be used against Covid-19. EU Charged d’ Affaires Bruno Hausens, who represented EU Ambassador Jacek Jankowski, said eight million Euros would come from the EU while the 50 million Euros was coming from other partners. Meanwhile, Dr. Chanda has assured the EU that all resources would be handled in a very transparent and accountable manner.

properties no longer has effect in light of the rightful owner claiming the properties. They seek a declaration that the arbitrary seizure and continuation of holding on of the properties by ACC despite the claim made by the rightful owner is unlawful and illegal. Mr Bashire and two others

want an Order for ACC to account and pay to Mr Bashire all the income received as rentals from the date of the seizure to the date of the Order and or in the alternative mesne profits. But in an amended defence filed by ACC, the Commission says there is no record of ei-

Deputy Inspector General of Police, Charity Katanga disclosed that soon all provinces would receive a fleet of vehicles to cushion some of the operational challenges. Ms Katanga said this in response to Central Province Minister, Sydney Mushanga who raised concern on the transport challenges that police officers faced in the province when she paid a courtesy call on him at his office on Tuesday. Ms Katanga said police officers needed utility vehicles to facilitate movements as the country prepares for the general elections. “The budget was done for utility vehicles, we budgeted for all provinces, not only for central division but other divisions because we prepared for 2021 general elections,” Ms Katanga said. “So soon, the provinces are going to get a fleet of vehicles to just cushion some of the operation challenges that they are having,” she said. And Ms Katanga disclosed that hard working officers would soon be promoted once the challenge with identification numbers is resolved. She explained that there has been a challenge with identification numbers which officers are supposed to occupy but assured that the government was looking into the matter. “We want to send a message of hope to our officers that this will soon be looked into so that those that are well deserving are motivated because a demotivated police officer will not put in his best, so this will soon be a thing of the past,” she said. Mr Mushanga appealed that officers who have served the nation diligently be promoted. Ms Katanga was on the tour of Central Province to appreciate the operational challenges that officers faced in their operations.

N last week’s edition, we discussed the role of the banking sector in combating money laundering and we also briefly discussed how the banking sector works in close collaboration with the Financial Intelligence Centre in achieving this. This week, we delve deeper in the conversation on money laundering and its effects on a country’s economy, as well as the risk it poses to the banking sector. In his paper: The Role of the Banking Sector in Combating Money Laundering, former Bank of Zambia Governor-Dr. Caleb Fundanga (2003) explains that money laundering poses effects on a country’s economic, political, and social structures, and has effects on the financial systems. He identified the following as some of the effects of money laundering: The undermining of legitimate private sector efforts. Money launderers use front companies, to disguise the proceeds of illicit activities and in the process hide the ill-gotten gains. HIGHER TAXES, JOB CUTS AS IMF RETURNS NAIROBI - Kenya has entered a multibillion deal with the International Monetary Fund aimed at responding to the next phase of Covid-19 and reducing debt levels. The three-year US$2.4 billion loan deal follows an assessment by the IMF team led by Mary Goodman between December and February 4. “Kenyan authorities and the IMF mission team have reached agreement on economic and structural policies that would underpin a 38-month programme under the Extended Fund Facility and Extended Credit Facility arrangements for about US$2.4 billion. “The staff-level agreement is subject to IMF management approval and Executive Board consideration, which is expected in the coming weeks,” he said adding that the programme will support the next phase of the country’s Covid-19 response and the authorities’ plans for a strong multi-year effort to stabilise and begin reducing debt levels relative to GDP, laying the ground for durable and inclusive growth over the years to come. Kenya was hard hit at the onset of the Covid-19 crisis, but

growth has been recovering since mid-2020 and heading into 2021. The authorities’ forceful early actions cushioned the pandemic’s economic impact, and real GDP growth is projected to have contracted by just -0.1 per cent in 2020. Inflation remained within the central bank’s target band, reaching 5.7 percent in January, while financial sector vulnerabilities have been contained and the banking system remains well capitalised overall. The external sector proved resilient against the backdrop of the shock, with horticultural exports and remittances performing well. JOHANNESBURG – South Africa is set to see electricity prices rise sharply following protracted legal wrangling between Eskom and the regulator. In a judgment dated February 15, 2021, the Gauteng High Court ruled that R10 billion should be added to Eskom’s allowable revenue in the 2021/22 financial year. Additionally, Eskom can increase tariffs by nearly 16 percent. According to the order by Justice Joseph Raulinga, 5.44c/KWh can be added to the average standard tariff. Eskom customers will therefore pay 132.2c/kWh, which amounts to an increase of 15.6 percent. Each party was ordered to pay their own costs. The latest ruling follows Eskom’s court application to recover R23 billion in the 2021/22 financial year. A High Court judgment in July last year ruled in the state-owned power company’s favour. On Tuesday afternoon, Nersa said the court order had come on the back of discussions and an agreement between itself and Eskom. ADDIS ABABA - Democratic Republic of Congo’s ambassador to Ethiopia and the African Union, Jean Le’on Ngandu Ilunga has hinted that construction on the Inga 3 hydro-power project could start by the end of the year. “We believe in the coming month we will see concrete steps towards implementation. Towards the end of this year, some concrete steps will be seen on the ground,” he said in response to a question by News24 during an online seminar organised by the Institute for Security Studies. DRC President Felix Tshisekedi has stated Inga as one of the infrastructure projects that the country would like to push during its year as African Union chair. Tshisekedi took over from President Cyril Ramaphosa last weekend. “The president of the DRC is very much determined to have it take off the ground,” Ilunga said.

He added that the project had already seen an eighyear delay as financiers and technicians were weighing the best options. One of the options was to build the project in three phases until it reached its full power capacity of 4, 500 megawatt, but some believed this was not viable. South Africa signed a memorandum of agreement with the DRC about the project in 2013, and it was expected to add 2, 500 megawatts (about five percent) to South Africa’s energy mix by 2030. But if construction does not start by 2023, this agreement will lapse unless the parties agree to extend it. Critics have warned that the project was risky and expensive to South Africa, and also said Eskom would not be able to afford the construction of 2, 000km of power lines to the Inga Dam. – NEWS24.

AfDB unlocks US$2bn loans for women SMEs HARARE – The African Development Bank (AfDB) through its ’Affirmative Finance Action for Women in Africa (AFAWA) initiative has partnered with the African Guarantee Fund to unlock between US$1.3 billion and US$2 billion in loans for the continent’s women-owned Small to Medium Enterprises. AfDB said the move signals the launch of AFAWA’s Guarantee for Growth (G4G) programme, which seeks to make available up to US$3 billion in financing for women entrepreneurs through de-risking and technical assistance measures. “The AfDB’s Affirmative Finance Action for Women in Africa (AFAWA) programme has agreed a partnership with the African Guarantee Fund (AGF) to unlock US$1.3 to US$2 billion in loans to women-owned small and medium-sized enterprises in Africa, by working with financial institutions to enhance their ability to lend to women,” said the regional financial institution. Already, financial institutions in countries such as Cameroon, Democratic Republic of Congo, Kenya, Rwanda, Tanzania and Uganda have signed on to the programme. As the implementing partner of AFAWA’s G4G programme, the bank said it was already observing an increased appetite from banks for the above innovative product that seeks to support women entrepreneurs. “We have recently signed agreements with leading banks on the continent who are keen to increase their women SMEs portfolio. “AGF has always been cognisant of the importance of supporting women SMEs to enable them fully

play their role as drivers of economic growth. “We are glad the momentum is increasing and that banks are now willing to take on this particular business segment,” AfDB quoted African Guarantee Fund group chief executive officer Jules Ngankam as saying. Dear Editor, UNITED for Better Zambia (UBZ) president Hector Soondo is calling for Zambians to vote wisely and not experiment the governing board. As Zambia is heading towards the August 12 general elections this year, we the UBZ party is making an appeal to citizens to vote wisely. Trial and error should not be the case. Zambians should not be cheated that the change of government of any kind will change this nation but instead things will be worse. We have seen how the PF regime has tried to improve this nation by implementing many projects to better the face of this nation. Today as we speak, we can see roads, schools, hospitals and many other more things of development that PF has brought to this nation. What PF started was to change the face of the country so that we can have modern development which can put this country on the world map. Today, Zambia looks good like other countries compared to the way it was. During 2013, 2014, the late President Michael Chilufya Sata called and appealed to Zambians to tighten up the belts has he called for the building of this nation by infrastructure development. Zambians agreed with Mr Sata to build this nation even after he told them that he will put more money in their pockets. We all know that it not easy to keep money in the pocket as you are building the future, during that time the fact is that people spend more than the income. As UBZ we want to remind Zambians that time is now to remember the few things that PF has done. An example is people of Western Province from Mongu to Kalabo. It took two weeks to travel from Mongu to Kalabo but today with the modern road it’s only 25 minutes movement which is a plus to the nation’s development and I don’t see the reason people are still fighting such development. As UBZ after a long meeting with the Republic President on national matters, we concluded that PF has almost concluded its first promise of creating infrastructure and now it is starting the second wave of job creation and more money in people’s pockets. The PF government with the adoption of UBZ manifesto and other manifestoes of progressive political parties will be at work to better the lives of citizens. If PF as a Government has managed to build this nation what will make them to fail to create employment just like other political parties are saying because for them they have already what it takes to implement. Anger management can avert spousal killing Dear Editor,

MALPRACTICES IN THE CONDUCT OF THE UPND CONVENTION - PART THREE Dear Editor, WE have consistently pointed at the pitfalls in the eleventh hour which seemingly has ushered a new era of autocracy in the UPND presidency. We feel that if UPND was a popular organisation, there is no way the position of its presidency would have gone unopposed, it would have been up for grabs. We are now convinced that the UPND had created the environment to legitimise unopposed candidacy way before by expelling key potential contenders such as the two former vice presidents; Mr Geoffrey Bwalya Mwamba and Dr Canisius Banda. The two were hounded out from the party and we believe it could be that they had the numbers on their side to terminate the life presidency of the five-time losing presidential candidate, Mr Hakainde Hichilema. Having Mr Hichilema going as an unopposed candidate raises two possibilities; either the party has stunted growth or the party has personalised the top job to a single individual

who rose to the leadership with hands tainted with tribalism, violence and intimidation of the opponents. By embracing processes which are alien to the tenets of our cherished democratic principles, Mr Hichilema has rigged its convention, its processions are highly trickery as he has ushered in the National Management Committee which is answerable to him and not to the general membership. With such organisational discrepancy, it is very likely that if elected Republican President, his primary task evidently is likely to weaken the institutions of government and make them amenable to him. His conduct as UPND President is not consistent with his promise to run an accountable government. For instance, the recent revelations that Mr Hichilema will have the sole prerogative about 30 members (proportionally 30 percent (to be nominated in the national management committee who will rank parri passu with elected members is evident that he has despotic powers at the helm of the party.

It is inappropriate in comparison with the practice of the Republican President to nominate eight members of Parliament (equivalent to the eight percent composition of the plenary body of Parliament). On the other hand, we note that the convention was held on a Sunday and this is the apprehension of business to the Sunday church goers. They have also clearly shown that their membership is mostly by those from the named religious grouping by holding on the day that is convenient to them. This is a team of blunt politically dishonest people who have no shame putting it in the faces of the people that it doesn’t matter how they get to the top as long as one Mr Hichilema is the subject. This is a classic political manouvre that has nailed them to a tree of political defeat. As regards Mr Hichilema going unopposed, it is our considered view that this is evident that the UPND has remained unattractive to the people of Zambia. MARVIN CHANDA MBERI, Lusaka.

ZAMBIA has in the recent past been recording high incidences of spousal killings. Spousal kilning is a scenario where spouses kill each other. Spousal killing also includes lovers killing each other. The reasons giving rise to spousal killing include infidelity, petty jealousy and misunderstanding, among others. It is evident that there could be misunderstanding in intimate relationships quite all right. This is normal. It becomes a problem when couples fail to resolve their marital differences. People contemplating marriage must undergo premarital counselling. The premarital counselling sessions can be provided by the church leaders and relatives of the bride and the groom. This is important in that it prepares the potential couple on how best to resolve some problems. Guns, knives and iron bars, among others have been used in spousal killings in the recent past. This is a worrying scenario and surely amicable solutions must be found to deal with the problem. There have been incidences where the husband shot dead his wife and vice versa because of infidelity. Infidelity arises in a situation where the husband flirts with another woman. It can also involve the wife flirting with another man. It has been shown that some people resort to killing their spouses and lovers because of anger. In this regard, there is need to manage anger which can subsequently result in temperament. When a person loses his temper, he or she will do a nasty thing like murdering someone. One thing worth mentioning here is that there are disappointments in intimate relationships. On this score, it is wise to accept what has transpired and move on with life. Suffice to say, killing your lover or spouse is not the solution. ELEMIYA PHIRI, Lusaka.

BoZ ACTS TO REDUCE INFLATION

TO contain the continued rising inflation rate, the Bank of Zambia (BoZ) has adjusted upwards the benchmark for pricing money in the market by 50 basis points for the next three months. The decision to raise the monetary policy rate to 8.5 percent from eight percent where the central bank kept it for six months, is also meant to restore macroeconomic fundamentals. The annual Inflation rate for January 2021 stood at 21.5 percent. Creating a balance and supporting economic recovery was delicate, complex and difficult for the Monetary Policy Rate Committee, says BoZ Governor, Christopher Mvunga. Mr Mvunga said the economy had been contracting and needed to recover especially from the inflation pressure. Mr Mvunga stressed that the central bank stood ready to tighten the policy rate should the conditions in the market not change. Meanwhile, Mr Mvunga said fiscal pressures remained high as revenue fell due to the Covid-19 shock amid rising expenditure especially on agricultural inputs, health and clearance of arrears. "Fiscal consolidation remains challenging given the significant uncertainty about the evolution of escalating Covid-19 infections and the debt restructuring process. "Narrowing the fiscal deficit by ramping up revenue whilst rationing expenditure and restructuring of Government debt remain critical to restoring fiscal and macroeconomic stability," Mr Mvunga said.

Head teacher shot dead in Isoka By PETER SICHALI A-56-YEAR OLD Head teacher of Isoka has been shot dead by unidentified people, Muchinga Province Commissioner of Police Lizzie Machina has said. Ms Machina identified the victim as Mr Steven Kabwe of Kamekela Primary School in Sansamwenje area in Chief Kafwimbi’s chiefdom in Isoka. Ms Machina said the incident occurred on Tuesday at around 19:30 hours in the teachers’ compound.

GIVE US CONTRACTS, LOCALS CRY TO MOH By CHARLES MUSONDA A LOCAL association has appealed to the Ministry of Health to give priority to local suppliers and contractors in the awarding of tenders as opposed to always preferring foreign entities. In an interview in Lusaka yesterday, Cleaners Association of Zambia (CAZ) president Lawrence Makumbi said recent events at the ministry have proved that some foreign companies do not care about people’s health and are only interested in money. Mr. Makumbi said going forward, the CAZ will be grateful if priority is given to local suppliers and contractors in the procurement of goods, services and equipment because there are even laws and statutory instruments that give preference to Zambians to supply a number of goods and services. He called for implementation of the said SIs unlike the way they had been ignored in the past. He said procurement of goods, equipment and other services has for a long time been in the hands of foreigners who were given an open door policy to sell their commodities to the ministry. He said the CAZ has been vindicated by the recent events at the ministry because the association has been calling for procurement of goods and services from local suppliers.

State closes Rumphi boss’ theft case By CHARLES MUSONDA THE State has closed a case in which Rumphi Enterprises Limited managing director Charity Gondwe is charged with one count of alleged theft. In this case, Gondwe, 45, of Makeni Bonaventure in Lusaka, is charged with allegedly stealing a cleaning machine belonging to another cleaning company Particulars of offence are that Gondwe, whilst acting together with others, stole a Numatic floor polisher machine worth K48, 000, the property of Nemchem International Limited. The machine was discovered being used at Zambia Centre for Accountancy Studies (ZCAS) where Rumphi had a cleaning contract. Lusaka Chief Resident Magistrate Lameck Mwale closed the case after three last prosecution witnesses, including the arresting officer, testified in the matter which started in November 2019. Mr. Mwale has set next Wednesday February 23, 2021 as the date for ruling on whether or not Gondwe has a case to answer.

4 churches closed for ‘sinning’ against Covid-19 FOUR churches in Kapiri Mposhi have had their permits revoked for abrogating Covid-19 health guidelines. Meanwhile, Kapiri Mposhi has recorded 447 cumulative positive Coronavirus cases with nine deaths since the outbreak of the pandemic. The churches had their permits revoked for failure by congregants to wear face masks, absence of hand washing facilities at the church premises and lack of physical distancing. Kapiri Mposhi Town Council revoked gathering permits. During an ad-hoc Epidemic Preparedness Committee meeting, Council Health Inspector, Rabby Mwansa said the four churches were among 31 inspected on observance of Covid-19 health measures recently. Mr Mwansa said that 21 out of 31 churches inspected were also cautioned for not fully observing health measures. He said the affected churches would only be allowed to congregate after meeting the prescribed health measures to prevent the spread of Coronavirus. “To increase and strengthen compliance to Covid-19 preventive measures the council has stepped up inspection of public places such as churches, markets, shops and schools and we will close any public place found not adhering to health measures,” Mr Mwansa said. The district has recorded 447 cumulative positive Coronavirus virus cases and nine Covid-19 related deaths since the outbreak of the viral disease. Acting District Health Director, Katherine Kalumba, said the district had setup an isolation centre at Kapiri Urban Clinic which had one Covid-19 patient. Dr Kalumba said 30 health staff had been trained in Covid-19 surveillance and case management in the district. “Since the outbreak we have collected 5, 655 samples out of which 447 have come out positive with nine deaths so far,” Dr Kalumba said. She said there was adequate manpower and oxygen equipment at the isolation centre to respond to the current statistics of Covid-19 being recorded in the district. Meanwhile, Kapiri Mposhi District Commissioner, Smart Mwila, bemoaned the low compliance levels in the district. Mr Mwila said the authorities should move in to enforce Covid-19 regulations at super spreader events such as funeral and church gatherings.- ZANIS.

Mufulira poised for major agro project By ROGERS KALERO A MULTI-NATIONAL organisation is considering to embark on agriculture projects in Mufulira as a way of easing poverty and joblessness in the mining town. HERE is urgent need to increase the capacity of civil servants to efficiently deliver services to the citizens, says North-Western Province Minister Nathaniel Mubukwanu. Mr Mubukwanu noted that the civil service was the engine of any service delivery, which required requisite support and motivation.

He, therefore, said the human resource functions delegated to the provincial committee had greatly helped to address the challenges such as staff confirmations and transfers among civils ervants. “We are happy to say from the time the committee was formed, 215 cases of confirmations have been dealt with and this is a positive result for

L/stone workers demand protective wear By ANDREW MUKOMA SOME casual workers engaged to unblock the Chalo Bantu drainage system leading to the sewer ponds in Livingstone’s Zambezi Ward have called on the local authority to provide them with adequate protective wear. The casual workers have complained that since they were engaged to unblock the drainage, the local authority has not provided any protective equipment. According to the workers, they have presented the matter to the ward councillor, Robert Wandila. Group representative, Exilder Kamunyu, said some workers were using bare hands to clean the drainages while some gloves that were given earlier were getting tone because of the rough rubble that have accumulated for a long time. Ms Kamunyu said in an interview with the Daily Nation at the site, that the workers were working in the dirty water, posing a threat to their health.

She was speaking in Livingstone during the FPI Zambia training programme for journalists and editors on coverage of women and youth political participants at Limbo Lodge yesterday. Ms Chirwa said bullying ad violence were scaring women from participating in politics. At the same function, Mayor Eugene Mapuwo said women's political participation in Zambia was full of cyber bulling. Mr Mapuwo said as a result, women shunned politics and left it to be dominated by the men.

Armyworms contained - Nundwe THE fall armyworms that broke out in some districts of the Copperbelt have been eradicated, Provincial Permanent Secretary Bright Nundwe has said. Ministry of Agriculture officers in the region put up a spirited fight along with farmers to get rid of the armyworms. Mr Nundwe said in an interview that the pesticides that the government recently dispatched to the province had helped in reducing the spread of the fall armyworms that infested the crops. He urged agricultural officers to continue being proactive and educate farmers on ways of detecting the armyworms early. Mr Nundwe assured farmers of Government’s

continued support to the entire agricultural sector. “We have worked so well to contain the fall army worms on the Copperbelt. To me, the Government deserves commendation for ensuring that chemicals were dispatched on time to the affected districts,” Mr Nundwe said. About 21,000 hectares of farmland were infested with the fall armyworms, affecting over 28,000 households on the Copperbelt. In this perspective, Mr Nundwe expressed optimism that the Copperbelt would record another bumper harvest as the crops were growing well. However Hamad’s ACT-Wazalendo party announced in January that the 77-year-old had been hospitalised with the virus. The president of Tanzania’s semi-autonomous islands of Zanzibar has announced seven days of national mourning following the death. Flags would fly at half-mast during the mourning period, Hussein Mwinyi said. The 77-year-old Zanzibari politician had been receiving treatment at Muhumbili National Hospital in Dar es Salaam, a few weeks after contracting coronavirus. He is likely to be buried today. Gunmen kidnap ‘hundreds’ of schoolboys in Nigeria ABUJA - Gunmen believed to belong to a criminal gang have kidnapped hundreds of schoolboys from their hostels along with some of teachers in central Nigeria, an official
