NERVOUS NEVERS Nevers Mumba should not insult the intelligence of the Zambian people. We were the first news media to report his arrest by heavily armed Congolese security officers on suspicion that he was in the country to meet former President Kabila, for among other things to solicit financial support in readiness for the 2021 elections. We further reported that he was in Kolwezi as a guest of a State official who was an ally of the former President. This did not sit well with the Congolese authorities- hence the ordeal. Surprisingly instead of owning up and taking responsibility for the gaffe, Nevers has been vacillating making all manner of ridiculous statements, to divert attention from his conduct, which he still has to explain. He has even accused us of celebrating his arrest. However the most spurious of his recent, face saving statements, is the claim that, someone, perhaps the Government wanted him dead. Come on Nevers be a grown up and take responsibility for your foolish antics. Patriotic Front deputy media director Antonio Mwanza has aptly put Nevers Mumba, in his place. Nobody wanted to kill him and therefore should stop being nervous or making a nuisance of himself. In actual fact Mr Mwanza is telling Dr Mumba that he is not as important or as relevant as he thinks he is. In short, he is inconsequential and irrelevant to the scheme of things and nobody wants him dead. If anyone wants him dead, it has nothing to do with those in government and the man of God should search his soul for answers. Only he knows why anyone at all would want to do away with him. Besides this is a Christian nation and nobody goes around killing people. What ever has got the man of God scared and bothered, has nothing to do with anyone wanting to kill him, at least not those in government. The whole idea is preposterous to say the least. He maybe a nuisance but hardly the kind that would keep any one awake thinking about. Simply put, Dr Mumba, you are not of any relevance or consequence. When he was sculling around and sneaking into the Democratic Republic Congo, did he ever stop to think that his presence there would be misconstrued, especially that he was reportedly scheduled to meet the former republican president, Dr Joseph Kabila. Others have speculated that he went on mission to look for funding for the 2021 elections which no doubt, he wants to contest. But the whole idea of him suggesting that someone wants to kill him just goes to show the lengths the man will go to, to try and make himself seem relevant and important. As Mr Mwanza has said, Dr Mumba should stop being nervous, no one wants to kill him. The question though is, what has got the man all rattled up. What happened in Congo and more importantly what was he really doing there? In one breath he is thanking government for intervening and basically rescuing him from the prospect of facing treason charges in the next he is doubting Government involvement in his release. We are still wondering what would force a government to send 16 heavily armed security personnel to arrest a mere businessman in a hotel room. From our own investigations and sources, Dr Mumba was arrested in Kolwezi and taken to Lubumbashi for questioning. As usual, in his own way of trying to keep up appearances, he posted a video pretending all was well, when the contrary was the truth. Not long after that, there were pleas from the MMD and other concerned citizens for government to intervene and secure his release. We know that government played a big role in his release and this is hardly the behavior of people who want someone dead. They would have left him at the mercy of the Congolese authorities. But because there are decent people in government, they intervened and the man was released and today he can bite the hand which helped free him. We believe Mr Mwanza has offered some very good advise to Dr Mumba that he should not be nervous, instead he should take an honest self-introspection and reflect on his life and the choices he had made. “Let him read the story of Jonah, he said, and he will understand why his life has been a disaster ever since he left the pulpit,” Mr Mwanza said. He said it was never too late to do the right thing, saying that God loves Dr. Mumba, he should just do what was right. Dr Mumba as a man of God, should know that there is no nervousness in the arms of God. That is where he needs to be.

‘Fertilizer distribution in northern province a success’ OVER 98,000 farmers in Northern Province have already received inputs for the 2020/2021 farming season. Northern Province Permanent Secretary Charles Sipanje told journalists yesterday that the development has been attributed to the effectiveness in the distribution exercise. “We are very happy with Neria’s Investment Limited performance for the past two years. Our farmers had a bumper harvest last year, they performed well because they received inputs early that is why we have been able to contribute 100,000 metric tonnes to FRA as a province.,” he said. Mr Sipanje disclosed that the province contributed about 100,000 metric tonnes of maize to the over 500,000 metric tonnes Food Reserve Agency (FRA) has bought for national strategic reserves. This was after farmers, most of whom are on the Farmer Input Support Progrmme (FISP) recorded a bumper during the 2019/2020

farming season. Mr Sipanje said the province is expected to sell more maize to FRA because farmers are still offloading the commodity on the market. He said FRA is still on the market and that the agency has increased the price for a 50 Kilogrammes bag of maize from K110 to K175. Mr Sipanje said the agency has been compelled to increase the price for a 50 kg bag of maize to enable it compete favourably with other buyers He urged farmers to stop withholding maize but sell it to the agency and contribute to the country’s food security. “We have had isolated cases of beneficiaries under FISP selling their inputs. Mr Lusambo said Government would not tolerate any illegalities which hinder development of the country. The minister said, “We have been working with Lusaka City Council and we have apprehended people who have been involved in illegality.” He said yesterday on Hot FM hot seat programme that those involved in illegalities should know that Government was not sleeping and would ensure that sanity prevailed. Mr Lusambo said Government would not spare people that were involved in illegality with impunity. “I can assure that those who have been involved in illegal land allocation have been arrested. We shall not relent on this, we shall continue working and bring sanity in this sector,” Mr Lusambo said. RESIDENT Edgar Lungu is likely win the August 2021 presidential election, the Africa Report has indicated. The report says President Lungu will negotiate a solution to the debt crisis with the IMF prior to the election because there is no other option. “The IMF mission to the country is re-engaged and, following a likely non-disclosure agreement with the External Bondholder Committee, will be able to help forge a path to a solution that should work for the country, IMF and the bondholders and this will be a solution to help the country’s economy,” The Report says. The report also indicates a COVID-19 vaccine will help the global economy at some level by August next year. The Africa Report has indicated that United Party for National Development president Hakainde Hichilema will find it hard to find traction if this is the storyline. He has since vowed not pay back the money regardless of the court ruling. The President has therefore launched an Economic Recovery Programme (2020-2023) which provides for a way to capitalise on the high mineral commodity prices to harness that potential for the benefit of Zambia. President Lungu stressed that Government will no longer tolerate mining investors who seek to prowl from Zambia’s natural resource, leaving Zambian citizens with empty hands. He regretted yesterday during the launch of the programme in Lusaka that the mining sector would have contributed more to the economy and created jobs for our people, but didn’t. He further regretted that Zambia had been exploited for far too long by socalled mining investors who at best have left shells where the mines stood. “We shall no longer tolerate mining investors who rush to courts even when they have completely ruined our mining resource. “Time has come to decide our own destiny. We shall certainly work with investors that have exhibited goodwill and they are there. We shall continue looking at the mining tax regime with a view to making it equitable,” the President said. Government, he said, had put in place a deliberate strategy to acquire additional stake in some selected mines to support the growth trajectory. President Lungu also said the programme provides a clear road map of strategic policy actions and enablers required to revive the economy and place it

on a path of sustainable growth and development in the medium term. He said its strategic objectives included, restoring macroeconomic stability and attaining fiscal and debt sustainability, among others. Finance Minister, Bwalya Ng’andu, said the programme is a national short and medium term which needed support from all stakeholders. Dr Ng’andu reiterated that the programme took a positive and pragmatic position that the economy would recover beyond the Covid-19 pandemic. “I am hopeful that the private sector including our farmers and manufacturing companies will come on board for this implementation so that together we can achieve these objectives. “It is in this regard that even as we formulated the 2021 national budget, some projects and measures contained the programme are already there, others are also reflected in the Medium Term Expenditure Framework 2021-2023,” he said. National Development Planning Minister, Alexander Chiteme, said the launch of this programme demonstrates the resolve as a nation to address the challenges facing our economy today head on. “The launch of this programme show the Government’s commitment to cushion the livelihoods of the vulnerable people against economic shocks caused by climate change and the Covid-19,” Mr Chiteme said. United Nations Resident Coordinator, Coumba Mar Godio said: “Covid-19 has worsened the challenges the country has been facing. The UN has worked with stakeholders including the Government to address the social economic impact of the Covid-19.”

"Job vacancies are kept secret, they are simply listing down names of people and when there is a vacancy, employ this one. Who told you? It’s not a personal Company, this is government, it’s a Company for all Zambians," the minister fumed. "And this behaviour has been going on now for sometime, when they see a vacancy then they start calling 'hello, ulikuuli? Ndili kuu Kitwe, hambaana kuli nchiito kuuno (hello, where are you? I am in Kitwe, quickly come there is a job here), you don't do that! We have a lot of youths who need jobs, why are you calling people from Kitwe and from wherever? and these are the people from the same family," Dr Hamukale said. The Provincial Minister said he receives a lot of job applications coming from vulnerable people in society who if helped can change the well being of their families but cannot because vacancies have been personalized and are kept top secret by people who are supposed to be sharing and advertising the opportunities. The Minister who seemed enraged spoke incessantly and condemned the blind eye that the HR Department pays towards known civil servants who are known for absenteeism and being drunkards and called for their disciplining. "We have had no disciplinary committee meeting for a

longtime, no wonder there is so much indiscipline in some areas. I have two fellows that I want to discipline, take this to PS, there is this fellow Likando from Livingstone he's a drunk, a terrible drunk.....there is another one Kaunda Mubanga from Choma, absenteeism totally absent at will, they can go wherever they want and expect a government salary at the end, do they know how many youths want jobs out there?" he said. PROSECUTE all the councillors that are involved in illegal land allocation in Kabwe district, Lands minister, Jean Kapata has directed the law enforcement agencies. And Ms. Kapata says the Kabwe manicipal council risks being suspended for the second time if activities of illegal land allocation continue in the district. The Lands minister said it was very sad that the Kabwe manicipal council has allowed the illegality to continue despite being suspended over the matter. Ms Kapata said it was unfortunate that the local authority has failed to follow the conditions that the ministry of lands attached for the lifting of the suspension of its land agency. “If you remember, at some point we had suspended them and even after we gave them back the land agency, there were conditions that we gave them and it’s unfortunate that the council has not followed those conditions,” she said. The minister was speaking

yesterday in Kabwe when she paid a courtesy call on Central province minister, Sydney Mushanga before addressing heads of government department on the Land Titling Program. Ms. Kapata said the council working with the office of the district commissioner should ensure that the people including councilors that are involved in illegal land allocation are arrested and prosecute. She said illegal land allocation was a crime and therefore should be treated as such because the vice was making people lose properties through demolitions of illegal structures. “It’s criminal, and it becomes a police case, I will give a good example, we suspended Lusaka and Kitwe councils we just reinstated them with conditions that the councillors that were found wanting we are taking them to court and will be prosecuted,” she said. The minister was responding to provincial minister, Mr. Mushanga who noted with concern the increased illegal land allocation in Kabwe district which in most cases are perpetrated by the councillors.

He was speaking yesterday at Mulungushi International Conference Centre in Lusaka at the launch of the Economic Recovery Programme, which will run from 2020 to 2023, under the theme: “ restoring growth and safeguarding livelihoods through Macroeconomic stability, Economic diversification and debt sustainability” He said his Government was committed to creating a Zambia that will be able to grow enough for export and provide for the most vulnerable in society while giving them opportunities to fend for themselves. President Lungu said Government has identified Agriculture, as part of the diversification agenda and measures to increase productivity and exports, adding that his Government will continue to provide an enabling environment to facilitate crop marketing. “This will result in increased productivity and exports,” He said the other key programmes that his Government has identified is the promotion of tree crop

production, farm power and mechanization for small holder farms aimed at promoting livestock production to boost meat production in the country. “My government will continue with stocking and restocking of superior and disease resistant breeds and in addition promote artificial insemination in order to improve the quality and quantity of our livestock,” he said. The head of State also said in an effort to promote Manufacturing industry, Government under his leadership will establish trade facilities at borders to promote cross-border trade and increase access to export markets by aggressively pursuing investment promotion activities through the Africa continental free trade area and the tripartite free trade agreement. President Lungu also called for the harnessing of the tourism sector which he said has potential to generate tax revenue, earn substantial foreign exchange, and create employment for the people. He said in this regard, his Government was currently utilizing the tourism master plan as the key input document for the Economic Recovery Programme with key interventions that include enhancing the use of social media platforms to market tourism in the country. President Lungu also said government has provided a number of tax incentives for the sector in the 2021 national budget aimed at enhancing the product offering in the tourism sector.

Chalikosa warns against vehicle misuse By PETER SICHALI GOVERNMENT has warned against the misuse of vehicles during the festive season. Minister of Works and Supply Sylvia Chalikosa has indicated that those mandated to use government vehicles will do so for the purpose of delivering service to the public. Ms Chalikosa said the Ministry does not expect to see users turning the government vehicles into personal use such as carrying unauthorised goods and persons, driving without the required documents. She warned that failure to possess the necessary documents will attract serious sanctions on the driver of the government vehicle once found wanting. This is part of the implementation exercise of the Government Fleet Management Policy which she launched in November 2019 with the aim providing a framework for effective monitoring and utilisation of Government vehicles.

Ms Chalikosa said the implementation of the policy requires the full support of all stakeholders which include members of the general public whom she has called upon to be vigilant and report any suspected misuse of government vehicles. She said in order to ensure good governance and effective service delivery as a way of fulfilling the aspirations of the nation vision of becoming a “Prosperous middle-income country by the year 2030”, it is imperative to develop an efficient and effective public service in harmony with other stakeholders such as the private sector, civil society, cooperating partners and general citizenry. Ms Chalikosa said officers from the Control of Government Transport will be conducting random checks countrywide. She has also reiterated her call on all Ministeries, Provinces and Spending Agencies (MPAs) to take keen interest in farmiliriasing themselves with the contents of the Government Fleet Management Policy (2019).

HE Electoral Commission of Zambia (ECZ) consider undertaking continuous voter registration to capture all eligible voters including those that will be eligible before elections next year , United Progressive People(UPP) president Saviour Chishimba has said. Meanwhile Patriots for Economic Progress (PeP) president Sean Tembo has said the four days voter registration extension period was not enough as more people are willing to register. In an interview Mr Tembo said that the fact that people are still turning out in good numbers is a sign that more people are willing to register as voters. And Dr Chishimba said it was important for ECZ to make the voter registration open and continuous so as to avoid de-franchising citizens who are eligible to vote in next year’s general elections. “There are those citizens that will be turning 18 years before August elections and the constitution does not provide a period for voter registration because some will be turn 18

WE are going to participate in the elections at all levels and will also field a candidate at presidential level, the Movement For Democratic Change (MDC) party has said. And the party says it would hold a national convention to elect a presidential candidate and other party officials in line with the constitution. Interim secretarygeneral, Lacky Mulusa said holding a convention was inevitable because the party has to elect its leader and officials as all its leaders were interim. Mr. Mulusa said in an interview that as a party that respects the Mr Mutati law, it would hold its convention because the constitution was clear on the matter. “We are going to the congress to elect the presidential candidate and the rest of office bearers because the 2016 constitution says political parties should go to a congress before a general election so there is no escaping that,” he said. And Mr. Mulusa said the MDC promises to bring competence and good character in the political arena. He added that the party would bring on board servant-like leadership and would appoint people to positions in the party based on merit. “So for us, bootlicking will not be a basis for qualification, we will make sure that there is a job fit,” said Mr. Mulusa.

Dr Chishimba said there is need for those in opposition to respect the leadership and the rule of law. “If we sabotage government, it’s citizens that suffer, therefore I and my fellow opposition leaders that are frustrating government programmes should stop immediately,“ Dr Chishimba said. Dr Chishimba said there were certain government programmes that should be supported by everyone including those in opposition because they are meant to uplift the living standards of the common man. “When it comes to people of Zambia all of us must unite and offer evidence based alternatives that will benefit the public,”he said. Dr Chishimba said opposition should be seen to carry activities that would benefit the republic not causing people to rise against government. He said UPP will run for 2021 elections and that it was not considering an alliance with opposition political party.

The 24 families in Gundula village of Chief Kawaza in Katete District of Eastern Province had their houses and crop fields submerged in water and damaged due to heavy downpour last week. In an interview, Mr Tembo who is also Patriotic Front (PF) member told the Daily Nation that he was saddened with the calamity, and felt duty bound to make donation.

Mr Nshindano further stated that the Commission has registered six million, four hundred and seven thousand, seven hundred and fifty two (6,407,752) voters for the entire period of the registration exercise out of their target of registering nine million. He noted that the commission is highly encouraged by the numbers captured during the voter registration period.

The objective of the Zambia Emerging Farmers Partnership is to transform Zambia’s largely subsistence sector through the commercialization of emerging farmers. The three-year project will leverage more than K777 million (US$37 million) in loans for inputs and equipment, resulting in more than 50,000 hectares of crops planted using climate-adaptive seeds and other sustainable technologies. The Emerging Farmers collaboration will catalyze greater productivity of emerging farmers working with 20-60 hectares of land, as well as support their communities and contribute to building a resilient global food system in Central Province (Mumbwa, Chibombo, Kapiri and Luano), Southern Province (Chikankata, Mazabuka, Monze, Kalomo and Choma), Copperbelt Province

(Mpongwe, Lufwanyama and Masaiti), Eastern Province (Petauke), and NorthWestern Province (Solwezi and Kasempa). Youth and women will represent 30 percent of the project’s key beneficiaries and will be empowered with educational resources, technologies, and access to capital. NVESTMENT in quality public service backed by prudent public finance management can contribute to Zambia’s economic recovery, says the Zambia Union of Government and Allied Workers (UG). UG president Muyaywa Kabisa said Zambia needed an efficient and effective public service if it was to sustain economic growth, reduce poverty and create employment.

This will aid in improving the economic warfare of the country and reduce the proliferation of money circulation schemes and unfair business practices that are usually undetected in informal settings. This is according to the Bank of Zambia (BoZ) Deputy Governor for Administration, Rekha Mhango. Ms Mhango observed that the new informal financial services providers that were not formally regulated such as savings group and village banking had assumed more prominence in both urban and rural areas. She however said while some of these groups played an important role in providing savings and affordable credit to the communities, some unscrupulous individuals had taken advantage to swindle people through pyramid schemes. Ms Mhango was speaking yesterday in Lusaka at the dissemination of the Finescope 2020 survey findings. "It is thus important for financial service providers to find effective means of reducing informality by developing innovative financial models to link the informal savers to the formal sector. "Equally, we challenge payment service providers and mobile money

Mr Kabisa said there was a need to improve operations at the ministries, provinces and spending agencies to provide public goods and services efficiently and effectively. He said this in a statement in reaction to the 2019 Auditor Generals’ Report. “We are confident that the recommendations in the Auditor Generals’ Report will assist to transform public finance management aimed at improving transparency and accountability in utilisation of public funds. “We expect the ministries,

provinces and agencies to establish and maintain an effective, efficient and transparent system of financial and risk management as well as adequate and robust internal controls,” Mr Kabisa said. He said the UG believed that it was only through active involvement in management of public funds that service delivery could be enhanced. Mr Kabisa said UG’s conviction was that efficient public finance management was an integral component of economic growth and that it

had the ability to reduce poverty in a sustainable manner. He however said UG was aware of the many challenges public offices faced, particularly with regards to management of public funds. “A lot has been reported about unaccounted for revenue, funds, misapplication of funds and unretired accountable imprest among others. “It is in view of the above that we take into consideration the observations and recommendations in the report of the Auditor General,” Mr Kabisa said.

Provide products to counter illegal money schemes

OVER US$3.9 million has been disbursed to various sectors of the economy by the Zambia Development Agency (ZDA) as a way of providing affordable funding to Small and Medium Enterprises (SMEs). The funds were disbursed between 2007 and 2019 under the Zambia Export Development Fund (ZEDF) which seeks to increase NonTraditional Exports (NTEs). The fund has also launched ZEDF brand and the revised strategic plan running from 2017-2021 to be more efficient. ZEDF Manager, David Chewe, said the institution was faced with the challenge to recover the money so that others can benefit. Dr Chewe said the institution needed support from Government to recover the funds for it to remain relevant. He said over US$3.96 billion had been disbursed, about US$2.25 billion lent out and US$820,000 was outstanding . Dr Chewe said this at the launch of the brand and strategic planning on Wednesday evening. “We developed the first strategic plan in 2016 which was launched in 2017 and now it has been revised to increase awareness of the fund transparency and accountability,” he said. ZEDEF was created

through a memorandum of understanding signed between Government and the European Union (EU) 2007. Dr Chewe said through the new strategic plan the firm will widen the export finance products to address increased need for alternative financing products. He also said since inception of the export development programme in 2003, US$350,000 had been provided for capacity building and technical support. Dr Chewe said the programme resulted in 82 industry supports through loans and 15 producer associations benefiting. ZEDF Board Chair, David Masupa, said the fund was created to accelerate the growth of NTEs with low cost financing in turn enhance SMEs and local companies contribute to the growth of the economy. Bishop Masupa said the issue the fund was dealing with now was recovery of non-performing loans so that others could benefit. “ ZEDF is also developing partnerships to help create export readiness and capacity among others,” he said. Commerce,Trade and Industry Minister, Christopher Yaluma, urged the borrowers to pay back so that the fund can achieve it intended purpose . Mr Yaluma said the fund will help push the country’s diversification agenda . During the launch , BPC Abundant Valley Investment was given a loan valued at US$49,025 , Mansa Chili Limited received US$100,000 and DSD Investment Limited was awarded US$100,000.

"The information to come from the Finscope 2020 will also help policymakers, regulators, financial service providers, and others to improve and enhance their services, move down market, digitise, and more effectively enable financial capabilities and financial health for all Zambian citizens," she said.

THE Zambia National Building Society (ZNBS) total asset base currently stands at K1.4 billion as it continues to provide housing mortgage to its customers in a quest to assist in reducing the housing deficit in the country. ZNBS however needs to increase its presence on the market despite improved asset portfolio, says Finance Minister, Bwalya Ng'andu. Dr Ng'andu said ZNBS would need to focus on fostering relationships with key players such as pension funds insurance companies and various multilateral lending institutions which would enable the Society lend mortgage at affordable rates. This, he said, would place ZNBS in a loft position to access the resources that it required to build a premier real estate platform to take Zambia towards a middle income country. He said this on Wednesday evening at the Golden Jubilee Celebration of ZNBS. "I am confident that the Society is on the right path to deliver on its core mandate. The society published a profit for the year ended 31st March 2020 of K27 million. "In addition, the Society has declared and paid a dividend of K5.2 million over the period 2016-2019," Dr Ng'andu said. ZNBS, he said, could enhance its outreach by providing cost effective and affordable financing to its customers. Dr Ng'andu however acknowledged that this was only possible if ZNBS was able to access affordable wholesale funds that it could on-hand on equally competitive terms. Bank of Zambia Governor, Christopher Mvunga, said the ever changing market landscape, and called for ZNBS to adapt to the prevailing business environment for it to remain a stable financial institution. Mr Mvunga said doing so would help thousands of Zambians achieve their dream of owning a house.

DELAYS OF NEW LAWS COSTING KENYA BILLIONS YEARLY

AIROBI - Long delays in adoption of mining laws are costing Kenya billions of shillings yearly as mining companies evade payment of royalties, impacting negatively on communities living within mining areas, according to experts. Kishushe, Taita-Taveta County, where mining is being conducted, lies in a 60,000acre land and is believed to have deposits of more than 230 billion tonnes of iron ore. In the past decade, more than 100,000 tonnes have been mined annually in the area for export, according to the Kenya Mines and Geological Department. The locals have little to show for it. Kenya has delayed tabling the Kenya Sovereign Wealth Fund Bill, 2019, which, once enacted into law, will pave the way for county governments and communities to receive royalties from mining activities. The Sovereign Wealth Fund Act will set up structures meant to administer resources accrued from minerals. In an audit report covering the 2019/2020 financial year, Auditor-General Nancy Gathungu said a number of companies have not paid royalties some amounting to close to Sh300 million, attributing the failure to laxity by some Ministry of Mining officials to ensure the law is implemented. Coach Sredojevic’s sexual assault case embarrassing Dear editor, ZAMBIA senior national team coach Milutin “Micho” Sredojevic last Monday is alleged to have sexually assaulted a 39 year old South African woman at Wolfson Stadium in Port Elizabeth. The 51 year old Sredojevic was attending the Under 20 COSAFA football tournament at which the junior Chipolopolo Boys national team was participating. What transpired on the fateful day was that the sexual assault victim went to serve coffee at the stadium and when she approached Sredojevic, she asked him if he wanted some sugar. The latter responded by saying that he wanted the other type of sugar pointing at her private parts. This angered the woman who reported the matter to her boss who later warned Sredojevic not to do it again. The woman later went to the same stadium to serve coffee and this time around,

W E M BESHI ward is in Matero constituency and its councillor Honourable Kelvin Kaunda who is also the proprietor of Eden University is an absent civic leader who has failed the residents of this ward. The councillor does not visit his ward. There are no tangible developmental projects in the ward. Honourable Kaunda prior to the 2016 general elections promised a number of projects that he would do when elected as a civic leader. He promised a good road network, construction of schools, clinics, improvement of water and sanitation, among other things. Roads in Mwembeshi Ward are in a deplorable state and they become impassable during the rainy season. There are uncollected heaps of garbage at Mwamba Luchembe Market commonly known as Katambalalal Market in the ward. The surrounding of this market and many other areas

within the ward are filthy. Security in the ward is another area of concern owing to the fact that Mwembeshi Police Post is not operating following the gutting of the infrastructure in 2016 in the wake of ritual murders which had rocked Matero constituency. Honourable Kaunda as a civic leader should emulate the work culture of his counterpart Honourable Patrick Mwamba Salubusa, the councillor for Kapwepwe Ward. Honourable Salubusa has initiated and implemented a number of developmental projects in his ward. This has elated the residents of Kapwepwe Ward. Honourable Salubusa is walking the talk. It is regrettable that Honourable Kaunda’s term of office is slowly but surely coming to an end next without any tangible project to point at. Given this scenario, I am convinced that our ward councillor would not deliver on his campaign promises to the electorate. If truth be told; it is this one: Honourable Kaunda has not only failed the residents

of Mwembeshi Ward but, he has also proved to be an inept leader. Inept leaders should not should not be given another mandate to lead people let alone be readopted in next year’s general elections.

Honourable Kaunda’s failure to develop Mwembeshi Ward by not fulfilling his campaign promises is enough evidence that the civic leader does not deserve to be readopted in next year’s general elections. Edgar Lungu says register as voters so that you can have a chance to choose leaders of your choice while Hichilema says register as voters so that you can vote for HH in 2021. Edgar Lungu tells his supporters to stop political violence while HH encourages his supporters to army themselves and to defend themselves. The contrast can go on and on. What is at stake in 2021 then?

Some disgruntled Zambians and some gullible youths voting for HH. Let me speak to some disgruntled Zambians and some naive youths in particular. The desire they have to vote for HH is just a temptation to adventure, the man just wants to enrich his CV and satisfy his commercial interests nothing to do with improving the living standards of his people. This feeling can be likened to feeling you have if you are working and running your business at the same time, you may think, but I am making more money from my business than my salary, maybe I stop work. It’s just a temptation, many have gone that route and crushed, so let us not be blinded by HH tempting promises and ignore Edgar’s track record. Edgar’s interest is in the well-being of

his people and right now he is paying attention to social cash transfer to alleviate the sufferings of his people and distribution of farming inputs for food security. Right now numbers in inflation is not important. HH on the other hand thinks social well fare policies of the PF is a misplaced priority, his interest is in numbers in terms of inflation . My conclusion is between the two , Edgar Lungu is a leader while HH is a dealer. Let us all turn out in masses and register as voters and participate in the election of our leaders in 2021 based on good judgment but not temptation based on rhetoric. "The party has a huge task ahead of us of ensuring that we sell the name of our presidential candidate President Edgar Lungu. We also have a task of making sure that the remaining few days we utilize them to encourage and mobilize people to register as voters . "So let us forget about our personal differences and concentrate on doing things which will help the party to win the 2021 elections. You, the aspiring candidates, must not undermine each other. NDOLA COUNCIL WARNS PUBLIC AGAINST SHEBEENS IN HOMES By SANFROSSA MANYINDA

HE Ndola City Council has warned members of the public against turning their homes into shebeens as a way of evading the Corona virus (COVID-19) preventive measures that restrict bars from operating beyond 23:30 hours. The local authority has observed that after operations of bars and night clubs were restricted following the outbreak of the COVID-19, some bar owners and other members of the public have turned their homes into bars. Council Public Relations Manager Rebbecca Mushota said the council had noticed that reports of homes turning into shebeens had increased after restrictions were imposed on bars and night clubs. Ms Mushota also said the

department of Public Health had also undertaken various inspections which had revealed that shebeens in the city have increased. The inspections have revealed that some homes are stocking various types of alcohol in industrial refrigerators. "The Council wishes to caution members of the public

against turning homes into bars or patronizing shebeens because doing so is illegal and a danger to public health," she said. Ms Mushota said the selling of liquor without a licence and selling of alcohol in a residential place was illegal according to the Liquor Licensing Act. She maintained that homes

were not designed to accommodate many people and sanitation in shebeens was compromised. She added that the trend posed a huge threat to people’s health as compromised sanitation combined with crowds are potential sources of water borne diseases such as cholera and dysentery and other diseases such as COVID-19. "Shebeens promote crime as criminals tend to hide in such places while the safety of children in the homes that have been turned into bars is compromised as drunk patrons could take advantage of the situation and possibly defile children," she said. She warned that members of the public found running shebeens risk prosecution and fines as well as imprisonment and alcohol found in such premises will be destroyed by the Ndola City Council.

Mufulira residents urged to utilize 4 days voter registration MUFULIRA District Commissioner Mike Manda has urged eligible citizens across the country who have not registered as voters to take advantage of the extension period to register as voters. Speaking in an interview with ZANIS in Mufulira , Mr. Manda commended the Electoral Commission of Zambia (ECZ) for the extending the voter registration exercise so

This topic is at grade twelve (12) level of senior Biology of the Zambian curriculum. At the end of this topic, pupils will be asked questions based on today’s discussion. GENETICS Genetics: the study of how characters are transferred or inherited from one generation to the next Terms used in the study of genetics • Gene: A gene is a short length of DNA on a chromosome which is a unit determining an inherited character • Alleles: Alternative forms of genes on the same position of the homologous chromosomes which control the same character but have different expressions • Chromosome: Genetic materials found inside the nucleus of a cell • Genotype - the genetic composition • Phenotype - the external appearance • Homozygous (pure-breeding) - with the same alleles in the same character • Heterozygous (hybrid) with different alleles • Dominant gene (or character)- which expresses its effect even in heterozygous condition • Recessive gene (or character) - which expresses its effect only in homozygous condition • Pedigree -it shows the inheritance of one or more characters in different generations • Test cross • cross the organism with dominant character to an organism with homozygous recessive character • to test whether the organism with the dominant charac ter is homozygous or heterozygous • Back cross • cross an organism with one of its parent
