OVER 50 truck drivers who have been stuck at Sinoma Cement in Chongwe for more than two weeks under inhuman and unsanitary conditions at the parking yard have protested delays by the cement firm to avail them the commodity. The truckers fear their continued stay would

expose them to diseases as the area had no proper toilets and bathrooms. They wondered why the company had cleared their orders if they had no cement to give them. REGRET having left the Patriotic Front to join the United Party for National Development (UPND), it was only “foolish pride,” former Lusaka deputy and provincial minister Mulenga Sata has said. Mr Sata, son to late President Michael Sata dumped the ruling party that his father founded three months ahead of the 2016 general elections and joined the UPND. He however rejoined PF in 2018. He said it was a moment of weakness for him to join UPND and it was something he regretted. “What I can say is that it

was a moment of weakness and it is something I regretted immediately. But what I can say is that even then people still reached out to me,” Mr Sata said. He said even though he left PF, some people still reached out to him to ask him back. He was speaking in an interview on Millennium Radio yesterday. Mr. Sata said he learnt from his actions that perseverance was key and communication was very important. He said people should understand that in the game of politics people can be misled to make certain decisions. “My challenge then was foolish pride and the lesson

telling us to come pick the cement if it cannot fulfill the orders?” he questioned. Another driver from Agroflo marketing of Chipata, Mr Pethias Miti said that sanitary conditions at the parking yard were giving them sleepless nights. Mr Miti said that the only toilet which was available for use was more than 500 meters from the parking yard and was in a very bad state. He said the situation had forced some drivers to use the bush to answer the call of nature. ZABS gets fuel testing equipment BY AARON CHIYANZO THE Zambia Bureau of Standards (ZABS) has received new equipment for the petroleum testing laboratory which will expand its capacity to test all aspects of petroleum products, bureau testing laboratories manager Andrew Chipongo has said. Mr Chipongo said the Fourier Transform Infrared (FTIR) Analyser which is valued at 48, 000 euros (equivalent to K1.2 million) will enable ZABS to offer more comprehensive tests for the petroleum industry. He said the new equipment was procured with the help of the Zambia Agribusiness and Trade Project (ZATP) at a cost of 48, 000 euros. This is according to a statement issued by ZABS Marketing and Communications Manager, Nzali Chella. Mr Chipongo said the pa-

rameters that ZABS would be able to test using the new equipment were broad with test results being produced within 30 minutes from the 48hours it used take with the old equipment. “The equipment is quite robust as it can perform a wide range of tests on petroleum products simultaneously. With this equipment, our clients and the general public are assured of safe, effective, and clean petroleum products,” he said. ZABS houses a petroleum Testing laboratory and has been conducting tests on behalf of regulators, oil marketing companies, and the general public to ensure that the petroleum products meet customer quality requirements as well as Government and industry specifications. The ZABS Petroleum Laboratory is one of the five laboratories that maintains ISO 17025 accreditation status.

Mr Lubusha challenged Mr Kambwili and Mr Hichilema to tell their members the truth rather than pretending that their talks were about possibilities of forming a pact. He said UPND and NDC were already part of the Opposition Alliance and

wondered which other alliance they were trying to form. Meanwhile, PF member, Chrisantius Changwereza said Mr Hichilema did not have confidence in Bembas in the UPND National Management Committee, saying it was the reason he was on a hunting spree for an outsider. Mr Changwereza also said Mr Hichilema and Mr Kambwili were not being sincere about their ongoing talks. In an audio which has gone viral on social media, Mr Kambwili said the issue of the alliance between the NDC and UPND had nothing to do with junior members of the party. He warned that members who would continue commenting on the ongoing talks with UPND would be disciplined. Mr. Kambwili said the party members would be informed at the right time once discussions were concluded between the two parties. “We have told you to leave the issue of the alliance to us who are discussing it, it has nothing to do with junior members of the party, “We had already said the issue of the pact is between us who are discussing that issue with UPND, and when everything is said and done, we will inform everybody. Some politicians have reportedly planned to destabilise Northern, Muchinga and Luapula provinces so that votes in the upcoming polls are divided. Chief Mpepo of Kanchibiya however said plans to divide votes based on ethnic lines would not succeed because his subjects will vote wisely. He said politicians should instead campaign based on their manifestos and agenda for the country because the Bemba vote would not come on a silver plate. “Those trying to divide people based on tribe because they come from a certain region will not succeed because people will vote wisely,” Chief Mpepo said. And Chief Chikwanda of Mpika said it was unfortunate that politicians from Northern and Luapula provinces, some of whom had served as Cabinet ministers

UNPRINCIPLED ALLIANCES

IT is common knowledge that political pacts formed on the basis of selfish interests instead of the common good of society do not hold. This is because the main players enter such pacts with hidden personal agendas that only serves their individual egos. The Zambian political scene has not been spared of political alliances among the various key players over the years. There has always been political alliances formed particularly during time for elections. These have often been formed for the sole purpose of trying to vote the governing party out of office. Currently, there is raging debate within the so-called Opposition Alliance over what is perceived to be a secret pact among some of its key members. For the uninitiated, the Opposition Alliance has among its key partners the United Party for National Development (UPND), the National Democratic Congress (NDC) and the Alliance for Development and Democracy (ADD) with a host of one-person parties in tow. The primary objective of the Opposition Alliance has been to organise some semblance of opposition unity against the ruling Patriotic Front. But this Opposition Alliance is in danger of being scampered on account that the UPND under Mr Hakainde Hichilema, the most influential member has its own agenda. Mr Hichilema, who has been the party’s president for almost 15 years and lost the presidential elections five times in a row, realises that he cannot win the coveted prize – State House – without shedding off the Tonga tribal tag that defines the UPND. He has been courting for example key politicians from the Bemba-speaking regions to join the party, and offering them senior positions in the party. It is in this vein that the UPND and NDC under Mr Chishimba Kambwili have been secretly negotiating a pact between the two leaders to put up a formidable pair to run against President Edgar Lungu of the PF. Mr Hichilema, who has just been endorsed as UPND president has been hunting for a Bemba running mate and when Mr Kambwili fell out of favour with the PF and formed NDC, he saw him as someone who could help him get to State House. But Mr Hichilema it appears did not seek the views of the other members of the Opposition Alliance. No wonder Mr Charles Milupi, its chairman and leader of the ADD is not amused. Mr Milupi yesterday maintained there were no discussions between the UPND president Hakainde Hichilema and NCD leader Chishimba Kambwili as “the only pact known is under my chairmanship.” But in an audio that has gone viral, Mr Kambwili confirmed that NDC and UPND were in talks. When asked why UPND and NDC which were already members of the Opposition Alliance were trying to form their own pact, Mr. Milupi said only discussions under his chairmanship sufficed. “The discussions within the alliance are those under my chairmanship period,” he said. The confirmation of talks by Mr Kambwili between the UPND and NDC is proof of the desperation by the two parties to win the August 12 elections. They are prepared to go it alone without the involvement of the other Opposition Alliance members – an alliance within an alliance. We hope Zambians will see through this façade of unity and realise that it is premised on just winning the presidency without a national ideological agenda.

GOVERNMENT will not condone the behaviour by some businesses engaging in price collusion and abusive of dominance for essential goods such as cement. The State through the Competition and Consumer Protection Commission (CCPC) is therefore currently conducting investigations across various sectors. This is to assess whether there are possibilities of price collusion, abuse of dominance and any cartel practices leading to sudden increases in price. Commerce, Trade and Industry Minister, Christopher Yaluma, expressed concern at the increase in prices for a number of consumer products as well as increases in prices of raw and intermediate products. Notable among these are consumer products such as sugar, wheat flour, edible oils dairy products, poultry and meat

products and other essential commodities such as cement which have recently increased by more than 50 percent in the last 12 months. For instance, a 50 kg bag of cement was selling at K95 in January, 2020 and is now selling at K130, 2.5 litres of cooking was selling at K60 and is now selling at K96 and 2kg packet of sugar that was selling at K29 is now selling at K45. Mr Yaluma told Journalists in Lusaka yesterday that his ministry was concerned over the sharp increases as they affected the welfare of consumers as well as industry that depended on inputs from other industries or players in respective value chains. He regretted that some of the business entities had taken advantage of the current unfortunate circumstances and were engaging in price collusion and abusive of dominance. “The ministry is concerned with these

Govt receives grant 52 ex-Maamba from Japan for Collieries Luangwa Bridge upgrade workers GOVERNMENT has received a grant from Japan for the redevelopment of the Luangwa Bridge. The bridge is a key piece of infrastructure required to support increased trade traffic capacity on the Nakara corridor, connecting to Beira port in Mozambique. Foreign Affairs Minister Joseph Malanji disclosed this in Chipata when he paid a courtesy call on the Ngoni Paramount Chief Mpezeni. Mr. Malanji, who was companied by Eastern Province Minister, Makebi Zulu and ruling Patriotic Front vice chairperson for mobilisation Geoffrey Mwamba, said the Luangwa Bridge, which was built in the 1950s, is old and needs to be upgraded but did not disclose how much the grant is. He said the overnment wants to exploit the agricultural potential in the region. Mr Malanji also said the government’s focus is to give impetus to the cotton farmers so that they can export the commodity to foreign markets like Turkey. “We want to have one big farmer who will engage others in the out grower scheme for cotton. Public Order Act amendment will come after Aug 12 polls - Lubinda By NOEL IYOMBWA JUSTICE Minister Given Lubinda has told parliament that Government is committed to amend the Public Order Act. Mr. Lubinda told the house in a ministerial statement that Government is anxious to reform the Act but that it requires adequate time. He said that the Act will be revisited after the 2021 general elections, adding that the Patriotic Front is the first party to pronounce the amendment of the Public Order Act. He said the process would have started if the elections were not near. Mr. Lubinda explained that politically sensitive laws are best handled a long distance in time before general elections. “The PF government was the first to pronounce the possibility of amending the Public Order Act, it was the desire to present an opportunity to amend the Public Order Act,” Mr Lubinda said. “Government under the leadership of President Edgar Lungu is committed to reviewing the Act. If the elections were not near, the process would

have started so the process will be initiated after the 2021 general elections this is a commitment by the PF government,” he said. Mr Lubinda said it will be too late to start talking about the public order amendment bill which will affect the elections, adding that it would not be prudent to talk about it. Mr. Lubinda noted that he anticipated that some political parties will still be recovering from the loss so they would want laws that would advantage them in the future. And the minister has told parliament that the PF government is not working with any organisation or non governmental organisations. He was responding to Katombola Member of Parliament Derrick Livune who wanted to know if the PF government was sponsoring the Young African Leaders Initiative to be commenting on government matters. Mr. Lubinda stated that PF has a policy of not leaving anyone behind in its governance, that it listens to all organisations. By GRACE CHAILE-LESOETSA TWENTY-TWO years after their retrenchment at Maamba Collieries Limited, 52 former workers have taken the company to court demanding payment of their pension amounting to over K6 million. Mr James Chinene and 51 others want the Lusaka High Court to order Maamba Collieries Limited to pay K6, 182, 620.69 being total pension due. They are also claiming damages and interest on the money. In a claim filed on February 11 this year, the 52 stated that they were retrenched in 1998 and at the time, they were below the age of 55 years, therefore not qualified to receive their pension contributions. They said that upon employment, they joined the Zambia State Insurance Company Pension Scheme which was a compulsory requirement for all employees. “The plaintiffs’ salaries were every month of the subsistence of their employment deducted an amount by the defendant purportedly going to the pension scheme as their contributions,” they said. Mr Chinene and others claim that an inquiry with ZSIC Pension Scheme showed that their money was paid to Maamba Collieries Limited. The plaintiffs said they had not received any response or explanation from the company over the matter. The 52 allege that Maamba Collieries Limited has refused or neglected to pay them their dues.

SUBSISTING LOANS TO GO UP - BAZ

VARIOUS commercial banks will start sending notifications to their clients who borrowed loans linked to the Monetary Policy Rate (MPR). This followed the adjustment of the policy rate by the Central Bank to 8.5 percent from eight percent, says Bankers Association of Zambia (BAZ) Chief Executive Officer, Leonard Mwanza. Mr Mwanza explained that clients should expect a moderate increase on loans linked to the MPR. “It was quite an expected move given the pressure on inflation, the measure was meant to try and contain inflation from rising further.

“However, the impact of this announcement on the banking public is such that for those that have borrowed from the banks and their loans linked to the MPC. We should expect a modest upward adjustment of 0.5 basis points,” he said. Mr Mwanza indicated that clients should therefore look out for notifications from their various commercial banks advising the various options which could be take. “The options might be if you want you could increase your loan tenure depending on your cash flow profile or indeed you can ask your bank to increase your monthly instalments. “Those are the two options available for those that borrowed and their loans are linked to their MPC,” Mr Mwanza said.

Commenting on the same, Centre for Trade Policy and Development (CTPD) welcomed the decision by the Bank of Zambia to adjust the policy rate upwards.. CTPD Researcher for Public Finance, Wakumelo Mataa, said the rise in the policy rate was expected to subdue aggregate demand pressures and moderate inflation in the medium-term. Mr Mataa explained that this implied that commercial bank lending rates would go up, money supply would contract and there would be a slowdown in demand-pull inflation. He however said CTPD remained concerned by the sustained fiscal pressures that had continued to inhibit the effectiveness of targeted monetary policy measures.

FIRST Quantum Minerals (FQM) has projected its 2021 copper production to grow above 785,000 tonnes, banking on the resilience of the workforce and adaptability to the new ways of working. This makes FQM one of the top global copper producers with one of the largest mineral reserve bases, says Company Chairman and Chief Executive Officer, Philip Pascall. “Our success in overcoming the various challenges the year presented was directly attributable to the dedication and resilience of our workforce and their adaptability to the new way of working,” Mr Pascall told shareholders this week. Mr Pascall explained that the mining firm’s focus in 2021 would remain on debt reduction to enable it to plan for returns to shareholders and growth. He explained that FQM’s net debt decreased by US$266 million last year with US$136 million of that reduction coming in quarter four. On the cashflow, the company recorded US$1.6 billion from operating activities, a US$724 million increase from 2019. Mr Pascall said the mine would continue to maintain defensive health and sanitary protocols while supporting public health authorities in each jurisdiction as necessary to combat Covid-19. “We continue to prioritise the health and safety of our workforce and extend all efforts to protect our operations from Covid-19 and help mitigate the spread through the communities. “I am very proud of the efforts of our entire First Quantum team in this regard. In addition, we recently published our policy on climate change which formalises and further demonstrates our commitment to the environment and reducing emissions across the business,” he said.

ZRA embraces new audit initiative

A PROGRAMME to provide practical assistance in the audit of companies within the banking and finance sector as well as telecommunications sectors has been launched by the Zambia Revenue Authority (ZRA) The Tax Inspectors Without Borders (TIWB) audit assistance programme is jointly conducted by the Organisation for Economic Cooperation and Development (OECD) and United Nations Development Programme (UNDP), It will be conducted by the Swedish Tax Agency (STA). ZRA Commissioner General, Kingsley Chanda, said Zambia faced many challenges in the taxation of the banking and finance sector as well as telecommunications sectors. Mr Chanda said ZRA auditors therefore needed to understand business models and value chains, particularly revenue recognition in the

telecommunications sector and financial instruments in the banking and finance sector. “The first one was in 2018/ 2019 relating to audit assistance in the Mining Industry where we recorded notable success arising from the programme. We were assisted by experts from the South African Revenue Service (SARS). “It is this success which motivated us to make a request for another TIWB programme to focus on the Tele communication and Banking industry. It is my sincere hope that this particular programme will generate similar results,” he said during the virtual launch of the programme. Meanwhile, ZRA yesterday donated 2,200 bed sheets and 1,400 blankets to the University Teaching Hospital (UTH) valued at K650, 000. Mr Chanda said during the donation that ZRA was aware that UTH had challenges to meet all its financial and material obligations. He stressed that clean medical linen was important as they allowed patients to feel more comfortable and at ease. In receiving the donations, UTH Director-Clinical Care and Diagnostic Services, Alex Makupe, said clean linen was critical especially during the Covid-19 pandemic as the Hospitals received patients on a daily basis. ENEVA – Nigeria’s Dr Ngozi Okonjo-Iweala, the first woman and African to be selected director general of the World Trade Organisation (WTO) says her key priority is to quickly get the global economy going again through addressing the business and health consequences brought about by the Covid-19 pandemic. “I am honoured to have been selected by WTO members as WTO director-general,” said Dr Okonjo-Iweala in her acceptance speech, publicised soon after confirmation of her candidature by the multilateral trading body on Monday. “A strong WTO is vital if we are to recover fully and

rapidly from the devastation wrought by the Covid-19 pandemic. I look forward to working with members to shape and implement the policy responses we need to get the global economy going again.” Dr Okonjo-Iweala admitted her tenure comes at a time the WTO was facing many challenges but stressed the importance of working together. “We can collectively make the WTO stronger, more agile and better adapted to the realities of today,” she said. WTO members made history when the general council agreed by consensus to select Dr Okonjo-Iweala as the organisation’s seventh director-general.

She takes office on March 1 and becomes the first woman and the first African to be chosen as director-general. Her term, renewable, will expire on August 31, 2025. “This is a very significant moment for the WTO. OR 15 years the UPND shunned holding a convention but out of pressure they decided to hold one this year. Geez! by so doing, they have only exposed themselves. It is now an open secret that Mr Hakainde Hichilema is a dictator and the UPND are not a democratic party, "Nota Bene," no relation with Harry Kalaba's party. For instance, they had some Journalists reportedly being chased from

witnessing the vote. Was it really only voting that was taking place? This party and it's "infinity president" needs fixing. Going by their modus operandi - their next convention should be held in 2036 (15 years from now) or never because Mr Hichilema, their life president's term is endless, niwamuyayaya, mpaka day yobwela yesu. I really hope their next convention - kaya ni liti - will be better than what they just had because that was not a convention but a confusion. MARVELLOUS SAKALA.

OVER the last five years, the Patriotic Front (PF) under the leadership of President Edgar Lungu's placed placed “economic diversification and job creation” as a core strategic focus in our national development blue-print, the 7th National Development Plan (7NDP). Today, as we close off the 2017-2021 7NDP implementation period, PF has “walked the talk” in delivering economic diversification, building economic resilience, and creating employment for our people. Concerning job creation, the PF Government over the last five years has recorded numerous successes including, but not limited to, the following: • PF Government, through the CEEC, financed the Cassava Value Chain which has resulted in the commissioning of a starch processing plant called Premiercons Starch Company, one of the largest cassava starch processing plants in Southern Africa. The processing company, with the capacity to produce over 26, 000 tonnes of starch, is projected to create over 29, 000 jobs under this Cassava Commercialisation Project. • PF Government, through the Industrial Development Corporation (IDC) group of companies, created over 11, 000 jobs by, among other things, ensuring that StateOwned Companies become profit-making. • This positive transformation is evidenced not only by the number of jobs created, but also by the increase in the value of the IDC group from K44.5 billion to about K101 billion in

We have seen some people with huge Facebook following spending their innovative time online. While this innovation is commendable, there is need to stretch the cyber

law in a manner it can be beneficial to the nation at large. The proposed legislation must provide for the mechanism for the integration of mandatory membership to regulatory bodies for people with significant following on social media. It should also be a responsibility of bloggers to be subjected to taxation laws for the advertisement which

These few examples highlight the undeniable fact that despite the ravaging Covid-19 pandemic which has adversely affected the economies of the world, Zambia inclusive, the PF Government has been delivering its promises, namely: economic diversification and job creation. Finally, President Lungu has continued to provide leadership to accelerate industrialisation, achieve sustainable economic growth, create jobs, and spur rural development. It cannot be denied that President Lungu has also provided leadership in managing the Covid-19 pandemic by allowing the wheels of the economy to continue turning under the new normal. 40 boreholes in Chinsali repaired By NATION REPORTER OVER 40 communal boreholes in Chinsali have been rehabilitated by the local authority and are set to improve access to clean and safe water for about 15, 500 people. The council will also embark on drilling 39 water points in selected sites , which would include 30 in communities and nine in schools commencing next month. The borehole rehabilitation project, done with support from UNICEF which the local authority contracted out to China Gansu Engineering Corporation started last November. Chinsali Municipal Council, assistant public relations manager, Lolavye Simukoko said the communal boreholes would help prevent the outbreak of waterborne diseases as sanitation levels were being enhanced. Mr Simukoko said some of the notable works done were the redevelopment of boreholes, installation of tanks and tank pumping cylinder heads, resurfacing of drainages, unblocking of soak pits, and replacing of galvanised iron riser pipes and rods with stainless steel rods. He said in a statement that the 40 previously-non-functional water points were from Lubu, Malalo, Munwakubili, Ituntwe, Ichinga, Lubwa and Chipanga. Mr Simukoko said other wards to be benefit from the sustainable water sources were Kaunga, Nkakula, Chambeshi, Mikunku, Chilunda, Itapa and Chunga. He said identification of the sites was conducted through a joint assessment exercise by the Council and the District Nutrition Coordinating Committee. “It should be noted that the communal boreholes will help prevent the outbreak of waterborne diseases in the district as sanitation levels are being enhanced,” said Mr Simukoko. Mr Simukoko thanked UNICEF for its generous financial contribution and long-standing support towards the Water, Sanitation and Hygiene programmes. He appealed to community members to take responsibility of the water points so as to ensure their sustainability.
