HE mining equipment which Government donated to the gold mining cooperatives in Rufunsa has not been used since last year. In an interview, Rufunsa Town Council chairman, Bartholomew Kalambalala, observed that the snail’s pace at which the four cooperatives in the district were moving was a source of concern. Mr Kalambalala wondered why the mining activities which were supported through the donation of equipment and licensing of cooperatives were not taking off. He pointed out that the cooperatives which were formed more than a year ago were not using the equipment, which was now lying idle. Mr Kalambalala noted that the equipment came at

He challenged the four gold mining cooperatives to get to work and show reason why the government must continue supporting them. Mr Kalambalala stressed that Government was resolved to empower young people through various initiatives. He said legalising gold mining was just one way of achieving that goal and was

optimistic that the gold mining cooperatives in Rufunsa would heed the call and get to work. He also appealed to the Ministry of Mines and Mineral Development to consider partnering with the local authority to help curb illegal mining activities in the area. In his view, the local authority was better placed to monitor the activities because mining was taking place within its jurisdiction. Chimwetu Gold Mining

Cooperative chairman, Emmanuel Tembo, admitted the delay in starting operations. He however said that the delay was due to logistical and technical challenges between the four cooperatives and ZCCM-IH. Mr Tembo said that the four cooperatives had finally agreed to commence operations at the end of this month. “All the four cooperatives met and we have agreed to commence operations. We will start with one site at a time, then we will decide which way to go depending on the availability of gold in the four designated sites,” Mr Tembo said. He also appealed to illegal miners to consider joining any of the four cooperatives. The four cooperatives in the district are Pokela, Chimwetu, Kamandu and Chipeketi gold mining cooperatives, which would be operating in Chipketi area in Mankanda ward.

UNZAPROSU fears that the reduction in workforce would reduce membership and in turn affect its operations. Over 900 UNZA workers are set to lose their jobs as the institution embarks on restructuring, using Natural Attrition which is the reduction of a workforce aimed at reducing costs.

Union General Secretary, Nalucha Mayamba, said in an interview that the natural attrition going on at UNZA would significantly reduce the number of union members. Mr Mayamba explained what UNZA management had resolved to restructure the institution by not renewing all the expired contracts of staff. The institution willof also not make replacements if an employee retires or dies. He said the measures would disadvantage the union as it would shrink in numbers and voices

would not be heard. "We will be disadvantaged because our numbers would be weaning so even our voices would become weak," he said. And Mr. Mayamba clarified that no retrenchment has taken place at UNZA. UNZA Vice Chancellor, Professor Luke Mumba said during his State of the University adress in Lusaka that management had produced a restructuring plan which would entail reducing the number of employees from the current 2, 200 to 1, 300 representing a 40 percent reduction in staffing.

Political parties nod ECZ stance By KETRA KALUNGA POLITICAL parties including the UPND have nodded the pronouncements made by the Electoral Commission of Zambia (ECZ) on the August 12, 2021. UPND spokesperson, Cornelius Mweetwa, praised the ECZ for clarifying the Constitutional Court ruling on the qualifications for all aspiring candidates in the August 12 general elections. Mr Mweetwa said in an interview that the clarification by the ECZ on a Grade 12 certificate requirement which raised a lot of dust was commendable. He said the intention of parliament for drafting and passing the law was not to bar people from contesting an election but to put a minimum qualification for those vying for public offices. "As UPND we commend the ECZ for clarifying that for one to contest as MP, mayor, councillor you require a Grade 12 certificate," he said. Mr Mweetwa also commended the ECZ for revising the election calendar to accommodate the provisions of the dissolution of Parliament set for May 14, this year. He said the initial dates for nominations were erroneous because they were set before the dissolution of parliament, adding that this would give chance to ministers aspiring as MPs to compete. And Patriotic Front (PF) secretary general, Davies Mwila, said they had welcomed the ECZ pronouncements. Mr Mwila said the PF had no objections to changes made to the elections calendar because it was ready for the elections. Citizens Democratic Party (CDP) president, Robert Mwanza, commended the ECZ for ensuring that the elections were held despite the Covid-19 pandemic. Mr. Mwanza has implored political leaders to respect the judicial decisions made on President Edgar Lungu's eligibility and Grade 12 qualification. According to the revised calender, the presidential nomination will be held from May 17 to 20 this year while National Assembly nominations will be held on May 17.

COVID-19 STILL REAL ONE year of life under the new normal after the coronavirus or Covid-19 pandemic was first reported in the country has not been easy not only for individuals but the nation as well. It has been a year that has not only changed people’s lives dramatically, but also the country’ fortunes. Covid-19 has turned the world upside down, disrupting the world’s economy resulting in loss of jobs as companies downsized. As Covid-19 infections swelled around the world, health services were stretched to the limit, with poor countries forced to divert their resources to servicing the health sector. Zambians should therefore give themselves a collective pat on the back for their endurance that has seen the pandemic kept in check. This is thanks to the robust public health awareness programmes that the government launched throughout the country. And one year down the line, Zambians are still being reminded not to let their guard down. We agree, that the Covid-19 danger is not over. The Minister of Health Dr Jonas Chanda yesterday warned that there could be a possible Third Wave of Covid-19 between June and July. He reiterated the call for the public to ensure they upscale on prevention by observing the health guidelines. The health guidelines stressing masking up, hand sanitising and maintaining social distance are still critical now as they were when the pandemic broke last year. That the government did not introduce a stringent lockdown as did other countries in the region could also be attributed to its belief that Zambians would heed the health guidelines. That must continue. Sadly, one notices that there is still generally a laissez-faire attitude by the public towards observing the public health guidelines. Masking up in public crowded places like markets is ignored, hand washing facilities at bus stations that were a common sight a year ago have all but disappeared. As for social distancing, that is hardly observed. It is ironic that while the authorities have gone out of their way to sensitise the public about the dangers of Covid-19, the people for whom the message is intended for has continued to ignore it. A good example is the wearing of face masks in public places, particularly on public transport. Mini-bus crews in Lusaka do not insist on passengers using them even though there is a directive from the Road Transport and Safety Agency that they should enforce this. Zambians must not think that tackling Covid-19 is a government function. It is incumbent upon each person to ensure they have an input to stave off the pandemic. President Edgar Lungu yesterday called on Zambians to choose to collectively defeat Covid-19 and other common challenges while addressing the Lusaka Province Patriotic Conference. It is the collective response as a nation that will keep the pandemic at bay. This means that each person must look out for their neighbour by adhering to the health guidelines. Covid-19 is still around.

Mr Kabimba, who is a former Minister of Justice, said some MPs were now being haunted by the constitutional clause they supported blindly. He said it does not make sense for parliamentarians who were part of the formu-

lation process of the piece of legislation to complain about it. Mr Kabimba said he was happy that some MPs who supported the G12 clause in the Constitutional Amendment Act were paying the price for their lack of diligence. “I am glad that those who were jumping at Independence Stadium when President Edgar Lungu was assenting to the Constitutional Amendment Act have been caught up in this web. “And they will pay for their lack of diligence and projection into the future,” Mr Kabimba said when he featured on Crown TV’s ‘Truth be told’ programme. Unpaid Govt retirees get food aid OVER 100 retirees have been placed on a six-month relief programme by the Disaster Management and Mitigation Unit (DMMU) as they wait to be paid their retirement packages. DMMU National Coordinator Chanda Kabwe said Government would not allow retirees to starve as they waited for their benefits because they contributed immensely to the country in various sectors. Addressing a group of retirees who walked with him from Ministry of Finance to DMMU offices in Lusaka, Mr. Kabwe pledged to deliver their petition to the Vice President in whose office he serves. Mr Kabwe said his office could only help retirees with

basic needs hence the decision to put them on a relief food package. He said the relief package was not part of their retirement package but a mere help to ensure that they get some food while they wait for their money. He encouraged them to be calm as Government was processing the dues they worked for. And Mr Bob Mubiana, who spoke on behalf of the retirees commended the DMMU for giving them food packages. Mr Mubiana said most retirees were struggling to meet their basic needs as they had not been paid their terminal benefits. He said the retirees were

He said the retirees were separated from the civil service in the years between 1999 to date and that all of them had not been paid after the court judgment which was in their favour. And President Lungu has urged Zambians to embrace shared identity and collective responsibility, and reject name-calling. Mr Lungu was speaking during the Lusaka provincial conference for the Patriotic Front (PF) yesterday. He said there was need for Zambians to do only that which benefits and strengthens the nation first. “Together, we can build the Zambia we all want. Our children are our future. I have repeatedly stated that; my principal focus is not on the next election, but on the next generation of Zambians,” President Lungu said. He said it was for this reason that his Government has continued to place “investing in its people,” at the centre of the transformative develop-

ment agenda. President Lungu also called on Zambians to choose to collectively defeat Covid-19 and other common challenges, while continuing to work together to transform Zambia into “a prosperous middle income country by 2030.” He said by working together, Zambia can achieve remarkable economic success and become a high-income economy in one generation. ULONGA Water Supply and Sanitation Company Limited (MWSC) has joined the World Water Day (WWD) annual observance day that highlights the importance of freshwater. MWSC is a commercial water utility company which services the districts of Chingola, Chililabombwe and Mufulira. The company currently have 60,095 connections and service a population of 549,286. MWSC is owned in equal measure by the Municipalities of the three districts and is regulated by the National Water Supply and Sanitation Council (NWSACO) under the Ministry of Water Development Sanitation and Environmental Protection (MWDSEP). Up until 2019 when its mandate was extended to cover the entire districts, the company had restricted its services to the urban and Peri-urban areas of these towns. The mandate now includes provision of water and sanitation services to rural areas and management of onsite sanitation. The extended mandate is in an effort by government to meet the 2030 Agenda for Sustainable Development Goals (SDGs) especially Goal 6 that aims to ensure availability and sustainable management of water and sanitation for all. As the sole provider of water and sanitation services in the said districts, MWSC takes a leading role in the commemoration of WWD through spearheading activities aimed at bringing prominence to the importance of freshwater. The theme for WWD, “Valuing Water”. According to the World Water Organization the value of water is about much more than its

price – water has enormous and complex value for our households, food, culture, health, education, economics and the integrity of our natural environment. “If we overlook any of these values, we risk mismanaging this finite, irreplaceable resource. Without a comprehensive understanding of water’s true, multidimensional value, we will be unable to safeguard this critical resource for the benefit of everyone.” WWD celebrates water and raises awareness of the 2.2 billion people living without access to safe water. Kaira said that MWSC mandate also includes operation of sewage treatment plants and that the treated effluent from these plants ends up in streams which are tributaries of the Kafue River. He said that the company was enhancing sewage treatment operations and had earmarked three sewage ponds to be upgraded, one in each of the three towns. This will ensure that the ponds were up to the re-

quired standards in line with environmental regulation stipulated by the Zambia Environmental Management Agency. “We operate 15 sewage treatment facilities. These facilities have different levels of effectiveness due to lack of investment to modernize them. We have selected three, one from each district to be rehabilitated. There is also a maintenance plan to periodically desludge the ponds to enhance adherence to environmental protection laws,” He said. Eng. Kaira said that it was important to protect rivers to avoid exacerbating the challenge of poor quality of raw water which MWSC was grappling with. “Stakeholders need to work together to protect both ground and surface water. If strengthening legislation and monitoring is required, let it be done. Increasing human activities along the banks contributes significantly to high turbid levels of the water, especially in the rainy season. This situation may worsen if no action is taken,” he said. Eng. Kaira said human activities especially gardening using raw sewage was compromising the treatment process and in turn affecting the quality of the effluent released to the environment. He said that the company was working in collaboration with local authorities in sensitizing communities on the dangers of consuming vegetables grown from raw sewage. On his recent trip to MWSC, the Minister of Water Development, Sanitation and Environmental Protection Mr Raphael Nakachinda expressed concern at the practice of gardening using raw sewage and instructed the company to work with the local authorities to stop the vice.

N-SITE examinations on all Financial Service Providers (FSPs) are conducted by the Bank of Zambia (BoZ) to ensure customer protection and fair practices concerning complaints from customers. Consumer Protection and Market Conduct (CPMC) examinations of FSPs are being done ex-ante to prevent occurrence of breaches, says BoZ consumer protection and market conduct senior analysist, Moses Musantu. Mr Musantu said all FSPs were mandated to establish and make available, in writing, to each customer procedure for dealing with complaints. He explained that a designate senior officer responsible for implementing or administering the procedures, create record stating the complaints received, when and how they were dealt with or disposed should be available at all times. He said this yesterday during the virtual Financial

Literacy Week Media Workshop. “When I enter a bank, I should be able to find a complaint procedure stuck in very good font sizes. It should be visible, just like the way the products are displayed so that a customer should be able to see clearly. “Expect FSP to put an officer to be responsible for the administration conduct on sight examinations to ensure that is being done to protect consumers. For us, board of directors is key to ensure customers,” Mr Musantu said.

Italian court acquits oil giants in Nigeria corruption case

ROME - An Italian court has cleared two global oil giants, Eni and Shell, over allegations of corruption in Nigeria. The long-running case centred around the $1.3bn purchase of an offshore oil block in 2011. Prosecutors had alleged that the majority of the money was used to bribe Nigerian politicians and officials. But the court in Milan said the two firms, and 13 defendants including past and current executives, had no case to answer. Both companies and the accused managers, including Eni boss Claudio Descalzi, have repeatedly denied wrongdoing. Their acquittal on Wednesday came more than three years after the trial began, and there have been dozens of hearings in the time since. However, the ruling can be appealed against. The verdict “finally restores (Mr) Descalzi’s professional reputation and Eni’s standing as a large company,” the manager’s lawyer told Ansa news agency. Shell also welcomed the ruling, adding the trial had been a “difficult learning experience.” “We have always maintained that the 2011 settlement was legal (and) designed to resolve a decade-long legal dispute,” the company said in a statement. Prosecutors had argued that both energy companies knew that most of the money would have been used as bribes - something they strongly denied. HARARE - Manufacturers have urged the Government to simplify export procedures, as industry must refocus following the recent launch of the African Continental Free Trade Area (AfCFTA), which opens a 1.3 billion people market. This was said by United Refineries chief executive Busisa Moyo, who is also Zimbabwe Investment Development Authority chairman and Confederation of Zimbabwe Industries past

The signing of the deal at continental level creates a market of about 1.3 billion people with estimated combined gross domestic product of over US$3.4 trillion. WRITE to share my long journey of research on my findings on many households breakdown in relationships between parents and their children in regard classroom failures. I have observed that parents many times have made it a must to their children that education is about going through all stages of classroom grades up to Grade 12 without giving options to children who are mentally challenged but with viable talents. This has made a lot of children to recoil themselves in the corner thinking they are not loved and will actually go all the way to make the world believe their story. This I have seen is because no one or very few parents will encourage a child who fails in school but has viable talent to tap into and turn it into a money spinner with their help. As parents, let us start developing a mind that education is not about everything but added advantage and should therefore educate our children per se, so that they do not lose that spirit of being part of the family. Some parents have actually paid all their children’s way up to universities to just have

that tag that the child went that far, yet they are not even nearer to a Grade 12 pupil in knowledge, which is a shame. Can we as parents help our children to make sure that we realise what they are best at, if classroom becomes difficult for them, and nurture them into it until they reach their dream land. America is today benefitting a lot from the taxes it gets from its citizen who are literally earning income through their talents that have been harnessed from childhood, not necessarily education. Women should take the mantle of leadership Dear Editor, THINGS are slowly but surely changing in the world and Zambia in particular pertaining to the roles women played in many spheres of life. The kitchen is no longer the best place for a woman. Women the world over commemorated the International Women's Day last Monday under the theme: Women in leadership: Achieving an equal

future in Covid-19. This theme is important in that it stresses the need for women to assume leadership in the corporate world and in politics. However, leadership roles were perceived as the preserve for men. This is no longer the case. For this reason, it is important for more women to aspire for political leadership by vying for various positions in this year's general elections.

This is the surest way of achieving gender parity in decision making positions. To achieve this, the political parties should adopt more women ahead of the August 12, 2021 elections. Women can do what men can. This can be attested by more women pursuing careers which were presumed as the preserve for men in the past. These careers include engineering, medicine and aviation, among others. This

is a good development for our country. The Vice President, Ms Inonge Mutukwa Wina is the first female Vice President of Zambia. This milestone achievement by Ms Wina should inspire the upcoming female politicians to believe in themselves by taking the bold steps to aspire for public office in this year's general elections. Women should not be sidelined in politics on the

basis of their gender. Women are intimidated by their male counterparts when it comes to politics. This should not be the case. Women should be given the political space so that they can participate and ultimately achieve their dreams of becoming political leaders. Lstone PF youths aid vulnerable By ANDREW MUKOMA THE PF youth league in Livingstone has donated mealie meal, cooking and sugar to the blind and the differently abled persons in Linda Township. PF District Youth Chairman, Eddie Chomba, and Constituency Youth Chairman, Ikuka Muleta, led the youth in handed over the donation raised from aspiring parliamentary candidates Mutinta Matimba and Evans Mubukwanu Fenete. Mr Chomba said that the youth league in Livingstone felt compelled to make donation to the identified citizens after numerous calls for assistance. He explained that his group engaged the aspiring candidates to make contributions as a way of commemorating the youth week. He said that the decision to donate to the blind and differently abled persons was realized after noticing the sufferings they were going through under the Covid-19 pandemic. "As youths in Livingstone, we felt compelled to come in and help you out parents. I am also encouraging other stakeholders to assist less privileged in our society. Youths must unite and work together in order to give back to the community. "It is sad for us as young people not to look at your plight as our parents who are going through various challenges under this pandemic. We realize we have the potential as PF youths to help because we have the responsibility to do so," he said. The donated items were 40 of 10 kilograms of breakfast mealie meal, 40 by 750 mls of cooking oil and 40 of the 2kgs of sugar valued at more than K 5, 000.

"We have seen a lot of commentaries about the ECZ's fees for Members of Parliament to pay K75,000 and K 85,000 for one to stand as a President. These are the revised fees because they were at K 90,000 and K80,000 respectively. "For us as UPND, we think that these fees are too

exorbitant and prohibitive to the democratic engagement and participation of citizens. ECZ is not a fundraising organization... If the Patriotic Front has rundown the country and there is no money to run elections, ECZ should not accept to be used as a fundraising

agent," Mr Mweetwa charged. He said it was not in order for the ECZ to trade in a service of electioneering as that was not its mandate. “Now, if this process is now being commercialized, we ask those who were saying the UPND has shot down Bill 10 because now young people,

The UPND national spokesperson wondered how the vulnerable groupings would be able to go to parliament with such high fees. Illegal fishing methods rife in Monze By ANDREW MUKOMA

HE Ministry of Fisheries and Livestock should urgently address illegal fishing methods employed by fishermen in the Kafue River in Chief Hamusonde’s area in Monze District, a traditional leader has pleaded. Ngambela Milton Maungila said the rampant use of mosquito nets and other destructive fishing methods known locally as ‘Chikunkula’ were posing a serious threats to the fish population which was on the verge of depletion. Ngambela Maungila warned that if the bad fishing methods were left unchecked, the Kafue River which once boasted of copious fish stocks would completely have no fish. He recalled that in the past the Kafue River boasted of several varieties of fish and good catches but that bad fishing methods coupled with overfishing posed serious threats to the fish population. Ngambela Mungila implored the Fisheries Department to intensify patrols especially in the fishing camps to ensure fishermen adhered to sustainable fishing methods. “In the past we used to catch a lot of fish like breams but now the catches are poor due to bad fishing methods such as the use of mosquito nets and Chikunkula that fishermen use which are not sustained. “Our main appeal to the government is to seriously respond to our concerns because a few years from now, the Kafue River will have no fish at all,” Ngambela Muangila said. Ngambela Maugila also urged the Department of Forestry Department to contain deforestation in the area. He said lack of punitive punishment for people who cut trees indiscriminately was the major contributing factor to deforestation in the Chiefdom. The traditional leader advised the government to devise measures such as working with the traditional leadership and the community in the area to curb deforestation which he observed was fast turning the area into a “desert”. “One other major problem we are facing here is the problem of deforestation which has gone unabated due to lack of enforcement of laws by the Forestry Department and I think also lack of punitive punishment for people who wantonly cut down trees for charcoal,” Ngambela Muangila said.

OPPOSITION Republican Progressive Party (RPP) leader Leslie Chikuse has applied for habeas corpus accusing the police of refusing to give him a bond despite facing a civil offence. Mr Chikuse who is also the UPND Alliance spokesperson was arrested on March 3, this year and is currently detained at Chilanga Police station. The Opposition leader said his arrest was in relation to the matter before the Lusaka High Court in which he has been sued over stand SUB 15044/917 Kamwala South he allegedly sold to two people. According to an affidavit in support of ex parte summons for leave to issue writ of habeas corpus filed on Tuesday, Mr Chikuse stated that since his arrest, he had not been

presented to court despite repeated requests. “That the police have refused to give me a police bond for my release notwithstanding that the offence which I am alleged to have committed is bailable and I have been in custody for two weeks without lawful justification,” he stated. He said that the allegations against him arise from a civil matter that was before court and as such the criminal proceedings were untenable and aimed at denying him liberty. And in a case he is referring to, Mr Thomas Sinkala sued a Mr Muhammed together with Mr Chikuse seeking an order of interim injunction restraining the Indian businessman (Mr Muhammed) from developing the land in question until the determination of the case. Mr Sinkala wants an order to compel Mr Muhammed to pay

FIVE Universities have been operating illegally in the country, Higher Education Authority (HEA) Communications Manager Birbal Musoba has said. The universities, Mr Musoba said, had been operating without registering with the HEA "Notice is here given to the general public that the listed institutions are illegally operating as Higher Education Institutions (HEIs) in the Republic of Zambia contrary to the provisions of the Higher Education Act No. 4 of 2013,"he said. Mr Musoba said the universities were Elpalate University in Lusaka, Landmark University in Lusaka, Shalome University in Kitwe, Shaphat University in Lusaka and Yesbud University in Lusaka. Mr Musoba said: "This notice has been issued pursuant to Part IV Section 15 (1) of the Higher Education Act number 4 of 2013 which states that a person shall not operate a private HEI unless the private HEI is registered under this Act.” He said the aforementioned institutions were fraudulently issuing financial aid to unsuspecting members of the general public in order to recruit them. Mr Musoba said HEA had therefore strongly warned the general public not to enrol in any private institution that was not registered with the Authority. He said that Melburn Institute of Applied Sciences was offering illegal degrees. And Kitwe District Commissioner (DC), Chileshe Bweupe, said child trafficking should not be entertained in Zambia because it destroys family values.

FACES BEHIND THE FIGURES OF ROAD TRAFFIC ACCIDENTS: Embracing Road Safety as a Shared Responsibility

EHIND every road traffic crash statistic, there are fathers and mothers, sons and daughters, brothers and sisters, grandchildren, colleagues, classmates and friends whose lives are changed forever. For every severe crash, survivors, relatives and friends can suffer physical, psychological, emotional and economic devastation. To those numbers of over 1,690 people that died due to road traffic accidents last year, there are over 1,690 corresponding families that had to face the devastating grief with many lives being affected. Despite the road safety profile of the country improving, there is still more that needs to be done to reduce the numbers to zero accident rate. Therefore, our first thought when discussing road safety should be the over 1, 000 plus people that die from road traffic accidents each year. As road users, we need to put a face to these figures and begin to act now and stop the scourge. The fate of accident victims need to take center stage. They must be at the forefront of our minds, a constant concern to be addressed, in the way that the HIV/AIDS pandemic rightly was and continues to be addressed. The more than 1,000 people that die on the Zambian roads every year deserve a legacy in the form of promoting road safety in Zambia and making road safety as a national public health concern whose action must be urgent and prioritized by all road safety stakeholders. We should all induce the personal drive to tackle the road safety pandemic we are witnessing. A fitting memorial to accidents victims would be to learn lessons from their fate and act to reduce the number of future victims. Let’s also not forget the thousands others who are left with physical and mental scars, the suffering of

friends and families, the loss to the economy and simply to human achievements. RESPONSIBILITY

It’s important to remember the individual stories behind the statistics. If we can do that, we will have taken the first step towards envisaging a better road safety profile for Zambia.

But that will only translate into the everyday lives of ordinary Zambian citizens if all stakeholders get involved. Civil society also has an important part to play in campaigning for road safety. The stories are shattering effects of road traffic crashes and to the emotional and economic costs they impose on families and communities within and around us. Excessive speed, alcohol or drug impairment, poor road infrastructure and traffic management, poor vehicle safety and non-use of seat-belts or helmets highly result in serious injury or death. AR ES SALAAM - Fourteen days of national mourning have been declared in Tanzania to mark the death of President John Magufuli, who died at the age of 61. Vice-President Samia Suluhu Hassan said Magufuli had died from complications related to a heart condition. One woman, who lives in Magufuli's hometown of Chato, gave an emotional reaction to the news: "I have received this news with great sadness. I am really touched. He was not my relative, but he was someone who listened to people's problems and he was down to Earth. It is really painful," she said. "To be honest this news has hurt me so bad, it’s like I have been told of my father’s death. Because he was our elder, president and our national leader," said Dulli from Kiembe Samaki in the semi-autonomous islands of Zanzibar.

Congo security forces kickstart presidential poll BRAZZAVILLE - Security forces in the Republic of Congo voted on Wednesday ahead of presidential elections in which veteran leader Denis Sassou Nguesso is frontrunner. “This early voting by the security forces is a test that we are trying out. Other African countries do it already,” Henri Bouka, president of the Independent National Electoral Commission (CENI) overseeing the ballot, told AFP. Opposition groups have criticised the move to separate voting by the security forces from the general public, seeing in it a further risk of ballot fraud.

Sassou Nguesso, bidding for a fourth term, is a 77-yearold retired general who first ruled from 1979 to 1992 before returning at the end of a civil war in 1997. In 2015, the country staged a referendum on removing a 70-year age limit and a ban on presidents serving more than two terms. The move paved the way for Sassou Nguesso to secure a third term in elections in March 2016 that were marred by bloodshed. His rivals, former general Jean-Marie Michel Mokoko and former minister Andre Okombi Salissa, disputed the results. They were arrested, put on trial and each handed 20 years in jail on charges of undermining state security. ADDIS ABABA - The African Union said yesterday it considers that the benefits of AstraZeneca’s Covid-19 vaccine outweigh the risks and recommended that vaccinations continue across the continent. The announcement came a day after the World Health Organisation (WHO) backed the vaccine and as more than a dozen European countries have suspended the use of it amid concerns over the risk of blood clots. John Nkengasong, director of the Africa Centres for Disease Control and Prevention, told a news conference that the “benefits still outweigh the risks” and that countries should “move forward” with the vaccination. AstraZeneca said on Sunday a review of safety data of more than 17 million people vaccinated in the United Kingdom and European Union with its vaccine had shown no evidence of an increased risk of blood clots. The head of the continent’s disease control body said that adverse reactions would be monitored and reported for future assessments on the vaccine. Some African countries have already suspended use

of the AstraZeneca vaccine. On Friday the Democratic Republic of Congo delayed the rollout of the shot, citing the suspension of the use of the shots by European countries. Many African states expect to receive AstraZeneca shots from the COVAX Facility, a global vaccine allocation plan co-led by the WHO and partners including the Gavi

vaccines alliance, which will be delivering vaccines for free to some low and lower-middle-income countries. The European Medicines Agency is investigating reports of 30 cases of unusual blood disorders out of five million people who got the AstraZeneca vaccine in the EU.
