Ignore enemies of peace, Zambians advised By ROGERS KALERO ENEMIES of peace and development derive joy in gossiping so that they create divisions in communities and the country in general, Sacred Heart Parish Priest Charles Mukuka has said. Father Mukuka said in Kitwe that Zambians should not allow people with selfish motives to plunge the country into flames, but must always preach peace and reconciliation ahead of the August 12 general elections. The Catholic Priest was speaking yesterday during a church service which was attended by Nkoloma ward councillor Tasila Lungu Mwansa. “Zambia this year goes to the polls on August 12 and it is important that we maintain peace by giving love to each other so that we maintain the gift of peace which God has given us. We should not mess up the peace which we have enjoyed. “Let us not allow gossip to divide us. Enemies of peace and development derive joy in gossiping. These are selfish people and do not mean well. When they see peace and harmony, they want to create confusion,” he said. Father Mukuka urged Zambians to co-exist and invest in good relationship
so that the country could continue to enjoy peace and harmony despite people coming from different political parties, tribes and churches. He said even in the fight against covid-19, the church would always work with the Government to ensure victory over the disease which had ravaged various sectors of the economy. The Priest said life was not a bed of roses and so it was important that Zambians were united to fight various challenges that come their way as opposed to allowing challenges to divide the country. “Life is not a bed of roses. It is full of challenges but people should not give up. Even in our fight against covid-19, let’s work Government to triumph over this disease,” he added. And speaking later, Ms Mwansa, who is President Lungu’s daughter, said she was grateful that Father Mukuka had preached about peace and was hopeful that the message will be received by all the politicians and Zambians in general. “Father, we thank you for the message of peace. We have received it and we ask you to continue praying for the Government and politicians,” Ms Mwansa said.
MMD faction fights on …against Nevers, others By GRACE CHAILE LESOETSA THE 20 MMD faction members have argued that the ex parte order for leave to commence committal proceedings against Dr Nevers Mumba and others is not irregular as alleged by the other camp. Geoffrey Mulenga and 19 others have dismissed claims by New Hope MMD national secretary Elizabeth Chitika that they did not serve the injunction restraining her and Dr Mumba from going ahead with the convention on March 20, this year. Ms Chitika had asked the Lusaka High Court to discharge the committal proceedings launched by the 20 members calling themselves Operation Save MMD for being incompetent. Ms Chitika submitted to the court that Mr Mulenga and 19 others were not party members and therefore had no locus standi in the matter. She argued that the three other members cited in the committal proceedings were not cited in the ex parte order of injunction, therefore it was irregular. In the main matter, the 20 have sued Dr Mumba and Ms Chitika seeking a declaration that the MMD extra ordinary convention held on March 20, this year was void and that the two breached the party constitution. They also want the court to direct the Registrar of Societies to appoint an interim committee during the determination of the matter. Mr Mulenga in an affidavit claimed that MMD national chairperson Winnie Zaloumis read the order of interim injunction which was on video footage. He states that upon receipt of the injunction and refusing to sign for it, Dr Mumba called a meeting where Ms Zaloumis, Clement Zulu and Gregory Mofu and came out with a resolve to proceed regardless of the injunction. Mr Mulenga stated that it was on that ground that they had cited Mr Zulu, Mr Mofu and Ms Zaloumis in the contempt proceedings as they were agents of Dr Mumba and Ms Chitika.
ACC APPEALS UPND MP’S ACQUITTAL By ANDREW MUKOMA HE Anti-Corruption Commission (ACC) has appealed in the High Court against the acquittal of UPND Livingstone Member of Parliament (MP) Mathews Jere and others for the abuse of authority of office. Director of Public prosecution through ACC filed a notice of appeal against acquittal of Jere and 13 councillors. In this case, Jere was charged with Fred Sikazwe, Maambo, Ziwa Ziwa, Patrick Makala, Stanley Ngoma, Frank Kalindima, Fennix Liandisha and Steven Simasinti. Others were Reuben Kakwasha, Friday Nkonde, Aggrey Njekwa, Saxon Simachembele, and Liswani Likando. A magistrate’s court acquitted them for abuse of authority of office. It is alleged that between August, 1, 2013 and October, 31, 2014, Jere and 13 others while serving as councillors at Livingstone City Council abused authority

of their office by allocating plots of land to themselves. This was done on property number LIV/4051 a matter or transaction concerning the Livingstone City Council (LCC), a public body. And former LCC directors Kingsley Siasinyanga, Kabukabu Sikwibele, Choolwe Lipenga and Benny Chiyesu were also charged in the second count of Abuse of Authority of Office. It is alleged between August 1, 2013 and October 31, 2014, the four being Directors then at the tourist capital’s local authority, abused the authority of their office by allocating plots to themselves on property number LIV/22251. Kalomo based Magistrate Likando Matakala convicted and sentenced Sikazwe, Maambo, Ziwa, Makala, Ngoma and Kakwasha to 12 months’ imprisonment as they were members of the committee that approved the illegal plots and acquitted the rest. She also acquitted them on their
charges but substituted it with wilful failing to declare interest in writing which saw PF District Chairman Fred Sikazwe, Stanley Ngoma, Reuben Kakwasha, Patrick Makala, Milford Maambo were jailed for six months. ACC filed on the grounds of appeal that the trial court erred in law and in fact when it acquitted all the respondents in the face of overwhelming evidence on the charge of abuse of authority of office, by holding that their actions were neither arbitrary nor prejudicial. “That the Trial Court erred in both law and fact by holding that the land policy relied on by the Respondents was legally approved and the Respondents had the right to rely on it. “That the Trial Court erred in law and in fact when it acquitted the Respondents namely A7 to A18 for the offence of Conflict of Interest when their participation in the decision-making process is very evident and clear,” the appeal notice read.

OVER 420 United Party For National Development (UPND) members in Kabwe have defected to the ruling Patriotic Front (PF). Receiving the defectors at Comet grounds in Bwacha constituency, PF deputy secretary-general, Mumbi Phiri, said the ruling party was dismantling UPND in all its strongholds. Ms Phiri said the PF would use the dismantling strategy to ensure that the UPND gets zero votes in its strongholds. She said the PF was not in any way ashamed to dismantle the UPND in areas where it is popular. “I am happy to be with a big crowd in the Central Province to receive 425
defectors, we are going to use what we are calling dismantle UPND in our strongholds. “UPND started this game, in Dundumwezi we were coming up with almost zero votes so we are not ashamed about it just as the UPND were not ashamed,” she said. Ms Phiri warned party members against the spirit of selfishness but to ensure that they accommodate new members. She said the PF was a tolerant and accommodating party and this was evidenced by the increasing number of people that were joining the party. And the PF deputy secretary-general said that the party was working on the 2021-2026 party manifesto which would tell Zambians how the ruling party would work in that period.
OORDINARY Patriotic Front (PF) members should ensure the victory of the party on August 12 through intensified grassroots mobilization, former UPND labour chairman, Gabriel Namulambe has said. Mr Namulambe has also vowed to ensure victory for all the PF candidates that would be adopted as MPs, council chairpersons and councilors in Mpongwe and Masaiti districts. He said in an interview that PF members should realise that they have more responsibilities than the party leadership because they are the ones tasked to grow the party at the grassroots level. The former Minister urged his fellow PF members to support the newly elected members of the Central Committee. "What we don't realise is that as ordinary members of the party we have more responsibilities than those in leadership because we are the ones that are supposed to mobilize the party on the ground," he said. Mr Namulambe pledged to work hard to ensure that the PF party wins all the seats in Ndola rural. "I am a proud PF member and as ordinary member of the party I will do my best to ensure election victory for councils, council chairperson and MP in Ndola rural,” he said. A TEAM from the Ministry of Energy has been sent to the port of Beira in Mozambique to address challenges impeding smooth importation of fuel, the Daily Nation has learnt. This follows complaints by tanker drivers that they face challenges when loading fuel as authorities at depots give priority to tankers from other neighboring countries. Zambia Union of Tanker Driver vice president, Vincent Shamilimo, confirmed the development and commended Government for intervening in the matter. Energy minister, Mathew Nkhuwa, could not be reached for a comment. Mr Shamilimo hailed Government for listening to the cry of transporters. “We are happy that apart from Government seeing to it that OMCs are implementing the 50 per cent stake in fuel transportation for local transporters, they also sent a team to Beira to ascertain reports that we are having challenges to load fuel as priority is given to others,” he said. Zambian tanker drivers were recently on a go-slow which led to fuel shortages across the country because Oil Marketing Companies were giving contracts to foreign transporters. The drivers further complained of being mistreated whenever they go to Mozambique to load fuel. The Zambian tanker drivers said that they were made to wait for a long time as the authority in the country give priority to Mozambican drivers. As a result, they end up being stranded after running out of money and food.

VACCINE SENSITISATION GOVERNMENT and partners must bolster the COVID-19 vaccine sensitization programme in order to get more citizens inoculated. The media must also take centre stage not only to encourage Zambians to get vaccinated but also to demystify the programme, especially in the rural areas. In Mushindano, incidences of people resisting and running away from vaccination abound! Health personnel in the North-western province district are facing resistance from residents regarding any vaccinations due to misleading information and myths. This has caused worry with district director of health Edgar Mutimushi, complaining that community members believe that the vaccines can cause COVID-19 or other diseases. In fact, this is the belief in many rural outposts. Even in the urban setting, some people have been peddling conspiracy theories, which have sent fear among some citizens. Therefore, a more pragmatic sensitization system must be set in motion to encourage and convince the masses that in fact the vaccination is for their own protection and people around them. In this case, Government and other interest groups must fully utilise community radio stations with well-crafted and appealing messages with a larger component on demystifying the process. While conspiracy theories peddlers are designing their messages to instill fear and desperation, the Ministry of Health, partners and the media must craft attractive and user-friendly messages for the communities. The Ministry of Health must also come up with community-based programmes such as drama in highly-populated townships, to disseminate appropriate and effective messages about COVID-19 vaccination. In outlying and rural districts, the Ministry should use all experts including health promotion officers to engage members of the public through community radio and drama programmes. Traditional leaders must be fully engaged in programmes because they hold authority in villages and even in the urban setting. The sensitization programme must also be extended to the Church which commands respect and a large following countrywide. It will be prudent to quickly debunk the myths doing the rounds that the vaccine contains a microchip which will allow government and corporations to track people who get the jab. Unscrupulous elements in society are misleading people that the vaccine will alter a person’s DNA while the other is that vaccines are inferior to the body’s immune systems in protecting against COVID-19. In some cases, some people are made to erroneously believe that the vaccine reduces the sexual fertility in both women and men. All these theories and fallacies could be damaging particularly among gullible members of society and thus it is incumbent upon Government, interest groups and patriotic Zambians to send the right messages about the vaccine. Winter season will soon creep in and the cases of COVID-19 may recur in the third wave. It is thus safer and cheaper to get a vaccine than get hooked to oxygen and other methods of COVID-19 therapy.

THE Zambia Bureau of Standards (ZABS) has rolled out a 14-day capacity building training for 200 Small and Medium Enterprises (SMEs) in Western Province. The training will be conducted with the support of the African Development Bank (AfDB) under the Cashew Infrastructure Development Project (CIDP). ZABS marketing and communications officer, Nzali Chella, explained that the training was targeted at cashew farmers, processors and agriculture camp officers and would focus on enhancing the quality of cashew produced in readiness for local, regional and international markets. Ms Chella said a total of 200 SMEs in ten districts would receive training in Good Agricultural Practices (GAP), Good Manufacturing Practices (GMP) and recommended code of practice on the reduction of aflatoxins in cashew nuts. The districts that have been targeted include Lu-

“It is important for us as a national standards body to impart this knowledge and skills to our local producers and processors as implementation of GAP and GMP will result in quality and safe agricultural products which will contribute to national food security as well as market access,” she said. Further, ZABS will undertake the training programmes with the support of the Western Provincial Agricultural Coordinator (PACO) and District Agricultural Coordinators (DACOs) and it is envisaged that this collaboration in standardization and quality assurance related requirements will contribute to enhancing the competitiveness of the cashew nuts both locally and for export. “AS ZABS we continue to urge local businesses to take advantage of our training programs and begin to embrace the implementation of standards as guidelines and tools to streamline their operations, maintain sustainability and facilitate access to markets,” Ms Chella said.

SKF demands $305,063 from KCM By GRACE CHAILE LESOETSA
KONKOLA Copper Mines Plc(KCM) allegedly owes a Kitwe based company over USD300,000 for various industrial supplies. SKF Zambia limited has thus sued KCM in the Lusaka Court claiming that the giant mining firm has neglected to settle the debt despite several reminders.
It now wants the Court to order KCM to pay the USD305, 063.52 being the price of various specifically custom designed and manufactured products. SKF also wants an order that KCM collects and pays for all the products specifically manufactured on its behalf from the SKF warehouses in Zambia, South Africa and Belgium. It wants KCM to pay storage costs incurred in Zambia,

Lungu donates cattle to inmates By KETRA KALUNGA PRESIDENT Edgar Lungu has donated two head of cattle valued at K10 000 to inmates at Mukobeko Maximum Correctional Facility in Kabwe. The Head of State last year made the same donation to inmates at the facility. Handing over the donation, Central Province Minister, Sydney Mushanga, said the donation by the President was the Easter gift to the inmates. Mr Mushanga said President Lungu's leadership was immeasurable as it aims at leaving no one behind including the inmates. He said the Easter gift to inmates by President Lungu showed true leadership that borders on the welfare of all Zambians. "The gift from the President teaches his humility and love he has for inmates and shows true leadership that serves witg humility," he said.
Mr Mushanga assured the inmates of continued support from Government in order to ease their burden during the time of reformation in the correctional facilities. In a vote of thanks, an inmate, Dickson Kasongo thanked President Lungu for his commitment towards uplifting the welfare of inmates. Mr Kasongo who is serving a life sentence said the love of the government for inmates had been made manifest through a number of ways among them access to health facilities. He commended Government for ensuring that inmates never go hungry despite the economic challenges the country was currently faced with. Youth jailed for stealing CD-4 count machine By STEPHEN MWEWA A 26-year- old man of Kasama has been jailed for five years for stealing a CD-4 count machine from Malole Clinic in Mungwi district. In this matter, Michael Mulenga broke into Malole Clinic on October 5, last year during the night and stole the CD-4 count machine valued at K80,000 the property of Government. Mulenga, of Chitamba village, was also charged with breaking into the building belonging to Marjory Chilata where he stole various assorted good valued at K8, 400 between 22nd and 23rd November last year. During the same period,
Mulenga also broke into Joseph Sichilima’s house and stole household goods valued at K6,200. When the matter came up yesterday for plea, Mulenga pleaded guilty of all the three charges, before Kasama Resident Magistrate Samson Mumba. In mitigation, he pleaded for the court’s leniency, saying he will never engage in such crimes again. However, Mr Mumba sentenced him in the first count to five years, in count two years and count three one year. The magistrate said the sentences will run consecutively with effect from March this year the date upon which he was arrested.

She also said the major challenge faced by the real estate sector was affordable finance, and availability of housing units, hence its resolve to offer affordable housing to mitigate the problem.

Nigeria to halt foreign currency for sugar, wheat imports - central bank ABUJA - Nigeria will no longer provide foreign currency for importers of sugar and wheat, the central bank said on Twitter, as the country tries to conserve national dollar reserves. Africa’s most populous country, and its biggest economy, relies on imports to feed its 200 million people. The central bank restricted access in 2015 to foreign exchange for 41 items it says can be produced locally, and has added to the list since then. “Sugar and wheat to go into our FX restriction list. We must work together to produce these items in Nigeria rather than import them,” the central bank said in a tweet. Currency restrictions aimed at easing pressure on the local currency amid a shortage of dollars have contributed to galloping inflation and further weakened the naira in recent years, analysts say. The Nigerian currency hit a record intra-day low of 437.62 to the dollar on Friday after the central bank sold hard currency at a weaker level in the forward market to foreign investors. Annual inflation hit a more than four-year high in March, driven largely by food price inflation, which rose 1.16 percentage points from a month before, to 22.95 percent. The World Trade Organisation has voiced concerns about Nigeria’s foreign exchange management and the way the country has used it to support manufacturing, imports and exports. In August 2019, the central bank told lenders to stop offering credit to importers of milk after saying it would ban access to foreign exchange for dairy purchases to spur local production. Africa cashew nut farmers not reaping benefits - UN agency NEW YORK - The three million African farmers who supply most of the world's cashew nuts aren't cashing in on the booming demand due to a lack of processing facilities, a UN body has said. World production and trade in raw cashew nuts have more than doubled since 2000 with African producers, led by Ivory Coast, accounting for almost two-thirds of the growth. But the continent's farmers and exporters get only a fraction of the final retail price, according to a new report by the United Nations Conference on Trade and Development (UNCTAD). "Countries that grow cashews but don't process them at a significant scale retain only a small share of the value created as the nut travels from the farm to store," said Miho Shirotori, who leads UNCTAD's work on trade negotiations and commercial diplomacy. "African farmers, exporters and workers are missing out on a wealth of opportunities," she added. Cashews thrive in the tropical climates of 20 western and eastern African nations, where about 90 percent of the raw cashew nuts traded in the global market are grown. – AFP.

The Settlement Agreement in the Silicosis and Tuberculosis class action reached between six settling mining companies - African Rainbow Minerals, Anglo American SA, AngloGold Ashanti, Gold Fields, Harmony and Sibanye-Stillwater – and the claimant attorneys, was approved by the High Court in Johannesburg on 26 July 2019 and came into effect on 10 December 2019 after all conditions had been fulfilled. All claims made against the settling mining companies and their affiliates arising from or related to Silicosis and Tuberculosis, including the class action that was initiated before the High Court, are settled in accordance with terms of the Settlement Agreement. WHO IS INCLUDED IN THE SETTLEMENT? The Settlement applies to all Class members. JOHANNESBURG - South African financial markets are unlikely to be severely disrupted as global central banks normalise policy, and a balanced inflation outlook means domestic interest rates can stay low, says Governor Lesetja Kganyago. Kganyago said in an interview that even if capital outflows did materialise as other central banks taper asset purchases or raise rates, the South African Reserve Bank’s focus was on inflation. “Our inflation is contained. Monetary policy will not come with a stance that tries to stem capital outflows. ... For as long as inflation on a forward-looking basis is contained, there’s no need to adjust policy,” he said. Consumer inflation collapsed to as low as 2.1 percent last year as the Covid-19 pandemic shuttered most businesses, and it has only risen gradually since. In February, the latest month for which price data are available, inflation was at 2.9 percent year on year, below the central bank’s target range of three percent to six percent.

WHAT IS THE EFFECT OF THE SETTLEMENT? The Tshiamiso Trust has been established to carry out the terms of the settlement and to pay monetary compensation to eligible claimants. An eligible claimant will be entitled to receive a once-off payment of between R10 000 and R250 000, depending on the nature and seriousness of the disease and harm suffered by such claimant. In some severe cases, an eligible claimant may be able to receive a larger amount, up to R500 000. • An eligible claimant is a person who is a member of any of the classes referred to above and who meets the requirements of the Tshiamiso Trust to receive monetary compensation. • All class members can and are invited to submit a claim to the Tshiamiso Trust for monetary compensation, except for class members who opted out of the settlement.
Mr Kganyago The central bank of Africa’s most industrialised nation slashed lending rates by 300 basis points to a record low of 3.5 percent in 2020 to soften the impact of Covid-19, but it has kept them on hold at its last four policy meetings. Central banks in other emerging markets like Turkey, Russia and Brazil have recently raised lending rates, partly to fight higher inflation. There are indications that the U.S. Federal
Reserve and other developed market central banks are moving closer to a point where they could tighten policy. Kganyago said he believed the high yield on South African bonds would keep investors interested. The yield on the benchmark 2030 government bond spiked as high as 13 percent when the pandemic reached South Africa, but it has since eased back to around nine percent “Foreign investors are wellrewarded in South Africa at the moment. Our bond yields are significantly higher than bond yields in the advanced economies, and we are higher than many emerging market economies in real terms,” Kganyago said. The Reserve Bank launched a bond-buying programme in response to the pandemic, purchasing government debt in the secondary market. DECLARATION OF ZAMBIA AS A CHRISTIAN NATION ITS PROFOUND MEANING Dear editor, I write in order to educate my fellow citizens on the meaning of the declaration made by His Excellency President FTJ Chiluba that 'ZAMBIA IS A CHRISTIAN NATION'. Few people appreciate the meaning of the declaration that is commemorated every 18th of December in our Country. The commemoration is characterized with different opinions and attitudes of people. Unfortunately, the day is smeared with a lot of 'Political Stigma' and some aggrieved politicians not only shun it but defiantly discourage others from observing it. The declaration has been politicized and demonized. In April, 1994 merely 2 years after the MMD ascended to power, the country experienced a terrible astronomical disaster! We lost the entire Zambia National Soccer Team! The entire team, ZAF Crew and the technical bench perished in the Gabon Air Disaster. The whole nation became numb! It was a startling moment! Everyone was in a shock! It was a moment of Silence! We were all glued to ZNBC television as Honorable Dr. Remmy Mushota the Minister of Information took several turns appearing in a sombre mood announcing the demise and showing our Nation PIECES OF THE FRESH' of the remains of our beloved Soccer Icons who died while carrying the National Flag of Zambia. The Climax of the sombreness of our Nation arrived on burial day at Independence Stadium when the Late President Chiluba failed to contain himself and could not find suitable consoling words to utter. He ended up 'BREAKING DOWN' into tears openly! I was roughly 21 years of age at the time and it was my first time witnessing the Head of State weeping and yelling hopelessly and uncontrollably! In His touching Prayer to God, President Chiluba expressed his Indebtedness and directed the entire Nation to God as the only source of Guidance and Comfort. His sentiments came to its fruition when later he declared the entire Nation as a Christian Country. The aforementioned became the basis that culminated into the declaration. THE MEANING OF THE DECLARATION. The declaration does not shield other religions neither does it entail the supremacy of CHRISTIANITY as a religion. It simply meant that as a Country we decided and resolved to be guided by 'CHRISTIAN VALUES & PRINCIPLES' found in the Bible. The declaration makes sense and will remain meaningful because even non Christians like Mohandas K Ghandi a former Indian Leader who himself believed in HINDUISM and ISLAM appreciated the teachings based on the BIBLE. In reaffirming the declaration made by President Chiluba the incumbent President His Excellency Dr. Edgar Chagwa Lungu went to parliament in August, 2016 and constituted a Ministry of National Guidance and Religious Affairs. The Ministry was given a two fold mandate namely: -- To uphold the declaration of Zambia as a Christian Nation. -- To actualize the National Values and Principles enshrined in article 8 and 9 of our Zambian Constitution. The President also declared a specific date for the commemoration. RELATIONSHIP BETWEEN MPNVP & THE DECLARATION. The declaration of Zambia as a Christian Nation is the attestation and confirmation that we need divine guidance, values and principles in our lives. We also need God's wisdom in our interactions with others. Movement for Promoting National Values and Principles so far remains the only Civil Society Organization registered with the mandate similar to that of Ministry of National Guidance and Religious Affairs. The objectives and goals of the Organization is in tandem with the Ministry hence the partnership! Harassment of the civil servant by the PF political cadres unfortunate

Dear editr, The independent civil societies among them, Young African Leaders Initiative (YALI), the Consortium of Political Parties, the church and the media have all agreed that the circumstances under which the Hatembo siblings are held away from the public eye is a national issue. On the other hand, there has been dead silence from the police regarding the issue while the Human Rights Commission (HRC) claiming they are not hiding. The question any well-meaning person would ask the Commission is "why then are they not allowed to enjoy their freedoms among them the freedom of association?" It is also a fact the Human Rights Commission has been proactive and quick to make comments on matters that are partisan in nature while on one hand their lips have been tied on matters affecting the vulnerable people. The case of the duo clearly shows helpless poor citizens who are entrapped in the jaws of the unknown host. While ours is to promote institutional independence of state institutions, we demand fairness and impartiality in the manner Commission makes public comment on matters of human rights violations. The last time the Hatembos were seen in public was when they were paraded before the cameras to denounce their lawyers and discredit their own court processes where they are pursuing a claim for their land believed to have be acquired in unclear manner. We also understand the police intends to use the missing dual as witnesses in the ongoing criminal investigations over the subject that has not been disclosed. This is

The church have equally echoed similar concerns about this unprecedented event of the vulnerable people disappearing in unusual circumstances. Dear editor, Some Patriotic Front (PF) political cadres last Tuesday stormed the Ministry of Works and Supply and harassed Miss Shelly Chatungwa, the controller of government transport. The harassment of Miss Chatungwa comes on the backdrop of the suspicion that she belongs to a named opposition political party. The incident happened between 111:00 hours and 12:00 hours. When a horde of political cadres reached the Ministry of Works and Supply in the Ridgeway area, they entered the office of the Permanent Secretary Lenox Kalonde and threatened to shoot him and set the building ablaze. This was when the Permanent Secretary had a meeting with the Ministry officials at the Ministry premises. The cadres wore masks in a bid to disguise their identities because they knew very well that their action was tantamount to an offence. If the above was not bad enough, the cadres told Miss Chatungwa that they were also employees of the Ministry of Works and Supply but working on a part time basis. This was not true. As fate would have it, the team leader Charles Kakula aged 24 was identified after he removed the mask. Charles has since been arrested and he is in police custody awaiting to appear in the courts of law soon so that the due process of the law can take place for the committed offence. Civil servants are professionals who are employed to discharge their duties in a professional manner. It is regrettable that some political cadres could harass an innocent civil servant like Miss Chatungwa with impunity. The uncouth behaviour exhibited by the disgruntled political cadres should not be condoned. However, stern action should be taken against the political cadres for the barbaric acts at the Ministry of Works and Supply. The incident by the cadres at the Ministry of Works and Supply was filmed and the video went viral and the harassment was widely condemned by people. All said and done, there should be no sacred cows in lawlessness by some political cadres regardless of the political party one belongs to. As alluded earlier, the due process of the law should take its course against the cadres who harassed the civil servant last week. This will deter the would be offenders. ELEMIYA PHIRI Lusaka.

SEED VARIETY KEY TO BUMPER HARVEST By NOEL IYOMBWA
HAVING the right knowledge and seed variety is key in having a bumper harvest, Zambia National Service commanding officer for Mumbwa Fabian Kaluwe has said. Speaking when Corteva Agriscience holders of Panner and pioneer seed managing director Samson Nyendwa paid a courtesy call on the ZNS farm in Mumbwa Lieutenant colonel Kaluwe said the success of the farm has been due to the right agriculture practice and planting of right seed such as panner 7 m 81 and 83. He said the unit planted 250 hectares of maize on a 350 hectares farm and is expecting a bumper harvest because the season presented very well. Lt Colonel Kaluwe stated that farmers should ensure that they plant seeds according to the regions there in and ensure that they practice good farming methods. He said the unit has for a long time partnered with Corteva and that results have been successful. Colonel Kaluwe said farming is a business hence the need to have quality grains that will attract the market. He further said that information is cardinal in agriculture and commended Corteva science for holding a workshop to teach about agriculture practices. “Our desire as a unit is to see that the relationship with Corteva grows because we always start the season with them and end with them and the results have been excellent, “he said. And Corteva managing director Samson Nyendwa said the company’s desire is to ensure that customer service is prioritized. Mr Nyendwa said that it is encouraging to get feedback from the farmer which in this case is Zambia National Service. “At Corteva customer service is in our DNA, we ensure that customer service is critical and we go out of the way to ensure quality customer service. “We are not just interested in making profits but ensure that farmers are successful because farming is a business, “he said. “We have the well diversifying product in our 90 years of maize breeding with our enabling technology, “he said. YOUTH ‘AGRIPRENEURSHIPS’ BLOSSOM IN ZAMBIA I By BUUMBA CHIMBULU
N 2012, International Institute of Tropical Agriculture (IITA) established the IITA Youth Agripreneurs initiative (IYA) in Nigeria to offer capacity building, enterprise development and mentorship to youths and smallscale farmers. To reduce youth unemployment levels in Zambia, IITA-Zambia introduced the initiative in 2016 under the name Zambia Youth Agripreneurs (ZYA). The institute established its youth-in-agribusiness support program to exploit opportunities for the youth in agriculture and agribusiness such as entrepreneurship, production, processing, value addition, branding, and marketing to create sustainable employment for them and propel them towards self-employment. ZYA is rightly positioned to help young people choose a career path in agribusi-
ness through its incubation programs. IITA believes that youth agribusiness incubation is a viable strategy to transform the agricultural sector. ZYA conducts incubation along some chosen value chains for young people to learn and commercialize agricultural commodities. The youths are taught how to adopt the best agricultural technologies on specific commodity value chains and stimulate youth-led agribusiness start-ups. They are also encouraged to embrace agriculture as a business and an avenue to create more jobs for other unemployed youths. Through this program, young people are trained, mentored and coached in the production, value addition, entrepreneurship, business plan development, and marketing skills IITA, through ZYA, has implemented its empowerment projects/activities through youth associations/cooperatives that are located in various parts of the country. Our strategic priorities include
youth advocacy for awareness creation in engaging young people in agribusinesses; establishment of nutrientfortified demonstrations to showcase proven agricultural technologies; operation of youth incubation program/ capacity building for handson experiential learning; development of business proposals for funding and, finally
mentorship of funded youthled agribusiness enterprises. In Kaoma, over 200 youths have been supported by IITA in establishment of fish farming and poultry enterprises. Initially, IITA provided capacity building training to the youth for acquiring of improved skills and knowledge in entrepreneurship and business management.
To spin off the businesses, IITA further provided poultry and fish farming materials, and has since been mentoring the supported youths on business operation. In Kalumwange (Kaoma District), over hundred (100) youths have completed the construction of a 1000 birds-capacity poultry house with support from
IITA. Poultry accessories such as feeders, drinkers, chicken wire, sprayer, work suits, disinfectants, vaccines among other items have so far been handed over to the youths by IITA Director Dr Chikoye in readiness for stocking of dayold Kuroiler Village Chicks in April 2021. Dr Chikoye also explained the need for young people to embrace agriculture and agribusiness for income generation and job creation among themselves. In his monitoring visit for various youth projects in Kaoma, Dr Chikoye encouraged the youth to promote crop diversification as he visited the food basket demo plots. He further alluded that diversification approach will help youths and smallholder farmers to manage risks associated with farming, expand their sources of income and improve human nutrition. He commended the youth for the best of their efforts in operating poultry production, fish farming and food basket activities in the area.
Meet Royd Mukonda, man at the helm of Mukasa Fish Farm and Agrosolutions By KETRA KALUNGA UNLIKE most children in his neighborhood, he started primary school at the age of 15 because his parents had no money to pay for his school fees. His hopes of going to school someday seemed far-fetched until the day he met Norbert Mwila, the head teacher at Saint Paul's Primary school in 2000. Mr. Mwila met Royd Mukunda in the neighborhood and out of curiosity asked what grade he was doing and his response was “I don’t go to school because my parents have no money to take me to school”. He then asked him to write ABCD on the ground, which he did and that was his entry into grade one at Saint Paul’s primary school. From the onset Royd took school seriously and because of his hard work and discipline managed to jump a number of grades in primary school. Within the period of four years, he made it to junior and later senior secondary school at Saint Paul's Boys Secondary School. While in school and having been brought up in a community that is dependent on fishing as the only source of income, Royd developed a desire to become an aquaculturist. He started naturing his dream of becoming an aquaculturist during his secondary school days and this motivated him to join the Jets club. “I joined the jets club while in school and did a lot of agriculture projects which won me a lot of certificates at the Jets Fair that i attended, this exposure gave me a desire to do more in the agriculture industry,” he said. His desire to become an aquaculturist kept growing until he started working for a commercial farm as a casual worker
and his hard work impressed the owner of the farm and earned him a full-time job. After saving some money, he enrolled for a certificate in general agriculture while working and later rose to the position of supervisor and crops manager until he was put in charge of the farm. I worked for six years and gained knowledge in crop and livestock breeding and when the ministry of agriculture, fisheries, and livestock was split, I took the opportunity to study aquaculture because it sounded promising, he said. He enrolled for a degree program in aquaculture at the Copperbelt University and after graduating was employed by Mpende fisheries in Kaputa district in Luapula province as a

He said access to nutritious food has been a challenge for the people in the community after the depletion of fish in the Mulungushi river which has for many years been its only source of fish. “Our aim is to improve nutrition in the rural communities because malnutrition is rife in rural areas so the project aims to address malnutrition challenges and 18 farmers would be supported, Mr. Mwewa is optimistic that the out-grower scheme would be replicated to other parts of the country which water bodies in order to bridge the gap in the country’s fish deficit which is currently at about 89 000 metric tons. Speaking in Kapiri Mposhi district during the launch of the Mukasa Fish Outgrower and Nutrition Intervention, Central province minister, Sydney Mushanga reiterated the government’s commitment to promoting the aquaculture Industry. Mr. Mushanga who has also ventured into fish farming said aquaculture has the potential to stimulate the country's economy as it was a wealth spinner. The minister urged farmers
in the country to take fish farming seriously by applying for the Aquaculture Seed Fund to create employment and reduce poverty in their communities and the country at large. THE United Party for National Development (UPND) should first clean its house before talking about the PF general conference, political analyst David Kapoma has charged. Speaking in an interview, Mr Kapoma said the ultimatum given by the UPND was a laughable matter because the opposition party has a lot of issues to deal with than talking about PF matters. Last week, UPND spokesperson Cornelius Mweetwa alleged that the ruling party did not hold an elective conference because there was no ballot that took place. But Mr Kapoma said that the UPND
had the last national assembly in 2009 when Mr Hichilema was given the mandate, meaning he has been an illegal president. He charged that it was in fact the UPND which abrogated its constitution by having an illegal president since 2014. “They need to clean their house before talking about the PF convention, the party had the last convention in 2009 meaning that Mr Hichilema has been an illegal president since 2014. “Even the convention they had this year is illegal because you cannot to hold a convention in an election year so people should not trust a party that cannot keep their own rules,” he said. Chingola moots uniform colour for all premises By SANFROSSA MANYINDA OWNERS of commercial buildings in Chingola Central Business District (CBD) will soon be required to paint their premises with a uniform colour, the Chingola Municipal Council has said. The Council says the directive was in order to have cleanliness and uniformity in the town centre that will enhance the beauty of the Copperbelt once cleanest town. Director of Public Health, Fred Nkonde, said he would seek to have a council resolution that would compel all shop owners and business operations in the CBD to paint a similar colour. Mr Nkonde said the Public Health Act CAP 295 requires all buildings to be clean and painted. “Our desire is to have all buildings painted while the colour code will add uniformity and beauty. Our interest in the beginning is the Central Business District where owners of commercial buildings will be compelled to paint with a uniform colour that the council will prescribe,” Mr Nkonde said. He explained that all occupants would be notified and the council would pick a colour that would not only be for uniformity but also hold significance to the district. He added that there would be those who would be defiant but that was why the council would come up with a resolution so that there would be consequences for those who would not comply. Chieftainess Ikeleng’i of Lunda speaking people in Ikeleng’i district says President Edgar Lungu will win the August 12 general elections. The traditional leader said this was because of the unprecedented development which Government had rolled out across the country. She said President Lungu had continued to deliver development even in areas where he did not receive good votes. We have a secondary school. “All health posts have been completed. The road network has been worked. President Lungu has also empowered vulnerable people, even the elderly, the disabled. The minister said the people of Ikeleng’i should not only concentrate on pineapple growing but embrace fish and livestock farming. Prof Luo said the area has enough water resource which is conducive for fish farming. Diversification, she said, would help the people to become wealthy. “When I was coming your royal highness I observed that this area has enough water and the people can engage in fish farming,” she said. SOME Livingstone residents have implored political parties to give the people credible leaders who understand their challenges at all levels. The residents have bemoaned that the previous leaders starting from the local government, mayoral up to the area Member of Parliament have failed to represent them adequately. They have demanded that whoever will be voted for must work for the people and not prioritising themselves. This came to light when parliamentary candidate Mutinta Matimba featured on Falls FM in Livingstone. And Ms Matimba expressed worry with the way the Livingstone City Council is being managed. She said that there was need to improve operations at the council in order to offer quality services to residents. Ms Matimba said it was unfortunate that elected leaders have decided to become absentee leaders at the expense of serving the people that voted for them.
“It is unfortunate that people who are in office have made life difficult for us because they have decided to be absentee leaders. I am a Livingstonian and that is how come I have seen the developmental gap that is here…so that is why I want to see to it that we have an established office in every ward. “Right now they are complaining that empowerment is only given
to PF members, which is not right because here in Southern Province and Livingstone, UPND councillors are in government because they are the ones who are in the chambers, they are the ones holding to the mayoral positions, area member of parliament,” she said. Ms Matimba declared the UPND led council as a failed project and that it needs to be disbanded.

ZAMBIA’S VACCINE ROLLOUT, ON THE CUSP OF AN IMF DEAL AND FITCH UPGRADE By MUTISUNGE ZULU, EAZ National Secretary
T
HE week beginning April, 11 was a landmark week for Zambia characterized by a hat-trick of positive news skewed towards clawing back confidence in the market which has been suppressed for a long time now.
FOREIGN Foreign currency debt exposure is the biggest driver of credit rating which Zambia will have to work tirelessly around through securing a program which is clearly a precursor to successful external debt restructure which will in-turn get confidence back into the market.
Starting with a successful vaccine rollout program after the copper producer received 228,000 doses of AstraZeneca from India under the COVAX facility, hope for economic recovery has started to brighten though at a time that positivity rates have eased to lows of 2.9%. The economy nonetheless remains fully opened yet private sector pulse still clogged with spiraling inflation, at input and selling price levels. Various senior health officials led by Minister Jonas Chanda had the first jab as a demonstration of leadership to allay fears around myths surrounding vaccines. This is all happening at a time the Zambian authorities are reorganizing their stake in key mines such as Konkola and Mopani, which ideally means Zambia is well positioned to tap into the $15,000/ MT (Trafigura trading) copper forecast in the next decade, an opportunity to rebuild a sustainable sovereign wealth fund, claw back lost economic growth and sustainably shore
up foreign exchange reserves. Still endowed with adequate precipitation, food security is not a concern for Zambia because of back to back bumper harvests but the agriculture faculty still has structural issues that require correcting such as inability to locally manufacture fertilizer which is another key driver of dollar demand exacerbating currency pressure. Energy projects in the pipeline are well poised to absorb the excess demand and will curb power rationing. To complement an IMF program, as the nation strides to restore fiscal fitness will require aggressive execution of the Economic Recovery Plan (ERP) especially to drive private sector led growth to help the nation improve its export earning capacity.

SYRIA TO HOLD ELECTION IN MAY AFTER YEARS OF WAR The vote is expected to give Mr Assad another term
Syria is to hold a presidential election next month, the country's parliament says - a move likely to maintain President President Bashar al-Assad's grip on power. Mr Assad is not expected to face serious opposition despite continuing conflict and a growing economic crisis. After 10 years of war the Syrian government controls most of the big population centres in the country. About 400,000 people have been killed and over half of Syrians displaced.
The election for a president who will serve a seven-year-term will take place on 26 May, Speaker Hamouda Sabbagh said. Prospective candidates for the election would be able to register from Monday while Syrians abroad would be able to vote at embassies on 20 May. It is the second presidential election to take place during the civil war. The previous vote in 2014 - dismissed as undemocratic and illegitimate by opponents within Syria and by the US and EU - saw Mr Assad win 92% of the
vote. The 2014 vote was also the first time in decades that someone other than a member of the Assad family had been allowed to stand for president in Syria. But the other two candidates were not widely known and received little publicity. At the last presidential election in 2014 the result was not in doubt, but the future of President Assad was. Back then it was still possible that he could be defeated and forced from power. Russian military intervention a year later - coupled with growing Western disengagement - was
decisive in his favour. Militarily his situation now seems secure with the main cities under his control. He has proved himself a survivor but remains dependent on Russian and Iranian support. The economy is in desperate straits, triggering renewed unrest in several regions. The president’s inner circle has also shown signs of fracturing. But no alternative political process has so far been put in motion to replace the current power structure and put his rule at serious risk. - BBC

It simply means that you are in control of yourself and your universe where money is concerned. Just try to reflect for a moment about the role money plays in your life and that of your loved ones. Scientific studies show that financial security has a positive impact on our physical, emotional and mental wellbeing. Those with adequate savings at any point in their lives report feeling happier and more secure than those who mismanage money. Those who mismanage money exhibit ill-health ranging from ulcers, back pain and headaches to depression, anxiety and other conditions. Have honest discussions with yourself regarding this; if the reason you are constantly sick is because of money mismanagement, decide to live a Money Smart life today. Cushion For That Rainy Day Life being what it is, no one knows what tomorrow brings. Anything could happen to us, and no matter how insignificant some of these occurrences may appear, they affect us greatly when we do not have something to fall back on in monetary terms. We need to make saving a habit so that when the unexpected strike, we can safely sail to the other side. Let us create safety nets by making Saving a habit. Remember that this safety net should not be huge. Sense Of Achievement As human beings, we are wired to feel proud when we achieve. We become elated when we achieve whatever goals we set for ourselves. It is not different with Savings. This is called attaining Financial Freedom. It does not happen in a vacuum; you need to make it happen by changing your behaviour towards money. Thousands stranded in traffic over Kenya Covid rules THOUSANDS of motorists and passengers were stuck in traffic for hours after police blocked major roads in Kenya's capital, Nairobi, to enforce a Covid curfew to battle infections. Videos and pictures posted on social media showed ambulances struggling to manoeuvre through the snarlup. Many people have criticised the authorities for imposing the measure. Last month President Uhuru Kenyatta introduced a 20:0004:00 curfew to deal with a third Covid-19 wave. He also ordered the closure of bars, schools and restriction of movement in five counties including Nairobi. "Whereas the foregoing measures will have a negative impact on the economy, these measures are temporary... the cost of not acting now will be
much greater," Mr Kenyatta said. The doctors union said at the time that there were no free intensive-care beds because of an increase in hospitalised Covid-19 patients. Kenya has confirmed more than 151,000 cases of the virus and just over 2,400 deaths. The UK and US have issued travel bans to the country because of Covid-19 and other security concerns. Kenyans voiced their displeasure online. “Compliance with necessary public health measures is not about torture as happening on Thika road but about national dialogue and community engagement on protecting lives,” tweeted Dr Githinji Gitahi, Global CEO of Amref Health Africa. China and US pledge climate change commitment China and the US say they are committed to working together and with other countries on tackling climate change. It comes after several meetings between Chinese climate envoy Xie Zhenhua and his US counterpart John Kerry in Shanghai last week. They both agreed on further specific actions to reduce emissions, a joint statement on Sunday confirmed. US President Joe Biden is holding a virtual climate summit this week, which China says it is looking forward to. However it is not yet known if Chinese President Xi Jinping will join the world leaders who have pledged to attend. "The United States and China are committed to cooperating with each other and with other countries to tackle the climate crisis, which must be addressed with the seriousness and urgency that it demands," the statement said. It added that both nations will continue to discuss “concrete actions in the 2020s to reduce emissions aimed at keeping the Paris Agreement-aligned temperature limit within reach”. Both nations also agreed to help developing countries finance a switch to low-carbon energy. Li Shuo, senior climate adviser for environmental group Greenpeace, described the statement as “positive”. “It sends a very unequivocal message that on this particular issue (China and the United States) will co-operate.
