HE Zambia Cooperatives Federation (ZCF) in conjunction with Lusaka marketeers cooperative union has launched an initiative dubbed the Power of One Kwacha Members Contribution Scheme that will promote trade between farmers, chain stores and marketeers. According to the Zambia Cooperative Federation, the scheme will require each member to contribute one kwacha for a period of six months towards the operationalization of the ZCF business park. The park will operate as a trade centre designed to promote and expand trade between farmers, chain stores and marketeers. THE Electoral Commission of Zambia (ECZ) should consider putting up registration centres in bus stations and markets for the convenience of public service drivers and traders, stakeholders have proposed. Copperbelt Taxi and Bus Drivers Association secretary-general Sydney Chileshe said the ECZ should consider establishing registration centres near operational areas for drivers and traders. In an interview in Kitwe, he said this is because drivers and marketeers could not afford to line-up on long queues as they could miss their business targets. WATER level at the newly constructed 750MW Kafue gorge lower power station has reached the peak of 110 metres. Zesco spokesperson Henry Kapata announced that as at yesterday, the water in the dam had reached the spillway and overflowing. Mr Kapata said following the successful filling of the dam, the utility was scheduled to start generating an initial 150 megawatts of power at the end of the month before reaching its full potential of 750 megawatts. The required minimum operating level (MOL) is at elevation (EL) 530 and with volume of water estimated of 21.78 Million cubic metres to occupy an area of 1.8 square kilometres. Kafue gorge lower power station is the third biggest hydropower station in the

NON-PEFORMING members of Parliament (MPs) should forget about being re-adopted for the 2021 general elections, President Edgar Lungu has said. The President said the ruling Patriotic Front would only adopt the best MPs, mayors and councillors based on their performance and choice of the people ahead of the 2021 general elections. President Lungu wondered why the traditional leaders were complaining that the

district had lagged behind in terms of development compared to other districts when Government was distributing resources equally. He challenged them to encourage their subjects to register as voters so that they could vote for their preferred candidates who could deliver in 2021. The President has however assured traditional leaders that Government was committed to improving their welfare. Earlier, Senior Chief Mwase of the Chewa appealed to President Lungu to reconstruct the Mwase Dam which collapsed. Senior Chief Mwase, who spoke on behalf of other chiefs asked Government to complete the Msuzi and Lundazi bridges. The other chiefs were Mphamba and Kapichila.

Senior Chief Mwase also complained of the poor road network in the area. The traditional leader said Lundazi-Chama Road was in bad state, and that the Lundazi District Hospital needed to be completed to start servicing the people. And Headman Ponyanga bemoaned that the district had lagged behind in terms of development citing bad road network and lack of clean and safe drinking water. In response, President Lungu said much as he took note of their complaints, there was need to appreciate where Government had delivered. He called on Housing and Infrastructure Development Minister, Vincent Mwale, and his Local Government counterpart Charles Banda to explain what their ministries were doing to resolve the matter raised by the traditional

ABOUT 2, 796 students are owing the University Zambia (UNZA) K57 million in unpaid tuition fees, management has disclosed. Addressing journalists in Lusaka yesterday, UNZA Vice Chancellor Professor Luke Mumba said this represents 24 percent out of the total registered number of 9, 225 students, of which 76 percent have paid 100 percent of their fees. Prof. Mumba pleaded with stakeholders to understand UNZA management’s position that it is not being harsh on defaulting students but just fulfilling its responsibility of running

the institution, whose operations require money. He said Government, through the Ministry of Higher Education, has paid for all students under its sponsorship at UNZA, adding that the university management has exhausted its 2020 budget, which comprises K200 million annual grant from government, about K204 million from tuition fees, and the rest from the university’s business ventures.. He said unless defaulting students settle their arrears, UNZA management will not have money to prepare for exams and that it has to pay external examiners to review what the university is doing. Prof. Mumba said the for-

mula of allowing defaulting students write exams without clearing arrears is not working and has failed the institution because most of such learners do not pay after writing the exams. THE Bank of Zambia (BoZ) will not succumb to political pressure to print money for the fourth coming general elections as it is not part of its functions. BoZ Governor, Christopher Mvunga said there were rules that guide the way the central bank should operate. Mr Mvunga, therefore, said there was no way BoZ would print currency to sponsor political events and elections. The central bank, he said, would only print money backed by economic activity.Mr Mvunga said Zambia was a member of the international institutions such the World Bank, and International Monetary Fund (IMF) and others which would not sit back and watch BoZ perform recklessly. “I do not see any issue myself, it is a perception that we intend to print money for political events and elections. I would like to urge all stakeholders for the benefit of the country to keep politics away from the central bank. "Our job is professional, it’s not a political job, the people working for the central bank are highly trained professionals who I am sure through the ethical beliefs would walk away if you ask them to do something wrong,” Mr Mvunga said. He said one of the functions of the BoZ was to provide liquidity to the banking system to enable them function as effectively as possible. He assured the nation that it was not in the central bank’s interest to print money meant to fund political events and general elections, stating that it had the responsibility of printing cash only if they were backed by economic activity. On the foreign reserves, Mr Mvunga said with increased net foreign exchange sales for market support coupled with debt service, the gross international reserves declined by US$11.8 million to US$1.3 billion equivalent to 2.3 months of import cover as at end of September. At end of June, the international reserves stood at US$1.4 billion equivalent to 2.3 months of import cover.

He stated that KCM loss of US$2.884 billion marked the genesis of the mine’s financial problems. And a as a minority shareholder in ZCCM-IH, Mr Mumba has insisted that the investments holding company was a shareholder in KCM and has the standing to sue all the intended defendants for losses it suffered as a result of the sale of the mine to Vedanta Resources Plc. Mr Dennis Mumba has also insisted that he is legally eligible to commence derivative action on behalf of ZCCM-IH being a minority shareholder in the company. This is in a case where Mr Mumba has filed a notice of motion seeking leave to commence a derivative action filed in the Lusaka High Court on August 20, this year. Mr Mumba has cited Zambia Consolidated Copper Mines Investments Holdings (ZCCMIH ) as the respondent while Zambia Copper Investments Limited ( ZCL), Vedanta Resources plc, Milingo Lungu as provisional liquidator of KCM and Konkola Copper Mines ( in liquidation) as defendants in the matter. However, ZCCM-IH filed an application asking the Court to dismiss or set aside the matter on a point of law. Mr Lombe Mbalasha, counsel for ZCCM-IH, contended that the action contemplated by Mr Mumba is not a derivative action and even if it were to be argued, the applicant (Mr Mumba) is not eligible to commence such an action.

Mr Mbalasha said ZCCM-IH stated that Mr Mumba’s application does not satisfy Order 53 of the High court rules as it was filed without the requisite skeleton arguments and thus offends the court’s rules. He applied that the matter be dimissed. In an affidavit in opposition to ZCCM-IH's summons to raise preliminary issues to dismiss the matter on point of law, Mr Mumba, through his lawyer Mwape Moono, insisted that the matter is correctly before court. Mr Moono said ZCCM-IH was a share holder in KCM and by virtue thereof has standing to sue all the intended defendants for losses it suffered as a result of this transaction. "Being a shareholder, ZCCM-IH suffered losses as a result of fraudulent transaction that transfered corporate control of KCM to Vendata Resources plc," he said. Mr Moono said Mr Lungu is not a nominal party but will be an actual substantive defendant once the writ of summons is filed and this averment proves that ZCCM-IH agrees with Mr Mumba in this respect. He said ZCCM-IH is correctly cited as the company on whose behalf the derivative action is taken and must be a nominal defendant to the proceedings. Mr Moono said the skeleton arguements are not required when filing originating process in the commercial registry that in fact they are only required for interlocutory or intermediate stages. He stated that the court has power to order any deficiency to be rectified.

Bondholders last Friday rejected the country’s request to defer interest payments due on each of the bonds during the period from October 14, 2020 until April 14, 2021. Zambia missed payment of US$42.5 million coupon on one of its dollar denominated sovereign bonds last month. But Mr Mvunga, insisted that no creditor would be paid. He was speaking yesterday in Lusaka at a press briefing when announcing the monetary policy rate. Meanwhile, Mr Mvunga said the policy rate has been maintained at eight percent to moderate risks to financial stability and support growth. He said this was meant to keep key interest rate at a record low and allow the impact of previous cuts to filter through the economy. Mr Mvunga said the decision was also meant to allow monetary policy measures taken earlier in the year to take full effect. He said this was despite projections indicating that inflation would persist above the six to eight target range throughout the forecast horizon. “The committee noted that financial stability remains fragile despite signs of marginal improvement in economic activity in third quarter following the partial relaxation of Covid-19 restrictions.

STOP ROWDY BEHAVIOUR

THE behaviour exhibited by some misguided students at the University of Zambia to light fires around the campus on Tuesday night must not be condoned. It was not only uncalled for but childish. For how could such behaviour, which while endangering the lives of innocent people and placing infrastructure in danger promote their cause? The rowdy students were apparently protesting against the university management’s decision not to allow those who have not paid their tuition fees write their examinations. What the students ought to do is to find a way of offsetting their arrears so that they could be allowed to write their examinations. Resorting to childish behaviour is not helping their cause. It is even not going to win them any public sympathy. At their level, we expect them to understand the implications of the staggering K57 million in unpaid tuition fees owed by about 2, 796 students. According to UNZA Vice Chancellor Professor Luke Mumba this represents 24 percent out of the total registered number of 9, 225 students, of which 76 percent have paid 100 percent of their fees. It is clear from Prof Mumba’s explanation that the defaulters are actually in the minority and do not have any moral right to make unjust demands. The university has costs and needs every Ngwee and Kwacha it can generate to run its academic programmes. He said the university had an annual budget of about K1 billion, of which 60 percent was financed by students’ fees. Prof Mumba said UNZA needed the fees to finance examinations, pay salaries, and meet running costs and also meet its budget for 2020. As Prof Mumba said, the university management has exhausted its 2020 budget, which comprises K200 million annual grant from Government, about K204 million from tuition fees, and the rest from its business ventures. He said unless defaulting students settle their arrears, UNZA management will not have money to prepare for exams and that it has to pay external examiners to review what the university is doing. It appears that students have also indirectly shot themselves in the foot by not honouring past agreements to settle their arrears after being allowed to write examinations on the understanding that they would pay later. As Prof. Mumba said, the formula of allowing defaulting students write exams without clearing arrears is not working and has failed the institution because most do not pay after writing the exams. We do not think the UNZA management is being harsh on the defaulting students but merely doing what is expected of them, ensuring that the university is running and finds money to do so. We think the UNZA management has tried to help students with arrears by offering them a way out. Prof Mumba explained that students had been provided a payment plan to meet their obligations in four instalments per academic year. Students who are serious with their studies should be looking at the alternatives being offered and certainly, resorting to arson is a wrong choice.

FROM gifts and gadgets, to homeware, high-end fashion, and even fast food, shoppers increasingly want an easy, safe and fast payment experience. Whether they are shopping in store, online or via a mix of channels, this payment experience is important. It's become increasingly clear that the tectonic plates in retail are shifting, accelerated by the impact of the COVID-19 pandemic. An obvious example of this is Amazon, whose stock has increased by more than 60% this year and now

trading at around $3,400 per share as at 2nd September 2020. In Zambia, the proliferation of local services such as Afridelivery and Tigmoo, further highlights that traditional shopping, as we have known it, has transformed as mass retailers and e-commerce companies adapt to consumer behaviour that demands an even more convenient experience. It’s no secret that increased internet penetration, relatively affordable data and online platforms have made shopping more efficient and convenient than ever before. Today, shoppers can open their browsers and make purchases without having to leave the comfort of their home. This notwithstanding, pain points still exist within the online shopping architype that brick-and-mortar stores are distinctly positioned to address. Suffice to say, physical stores will continue to play a meaningful role in a retail customer’s shopping experience, alongside online channels. Payments driving the customer experience. Consumers want their instore shopping experiences to replicate the ease of use and convenience they have when using a mobile phone with e-commerce options. However, possibly the biggest challenge businesses that operate in a high volume, busy environment with multiple lanes

HAKAINDE Hichilema’s position of UPND president is up for grabs at the forthcoming party convention to be held in a few weeks’ time. Mr Hichilema who has been at the helm of the UPND since the death of its founder Anderson Mazoka in 2006 can be challenged at the convention, party Secretary General Stephen Katuka disclosed yesterday during a special radio programme on Sun FM. Mr Katuka said UPND was committed to internal democracy and will hold an elective congress before the end of this year in preparation of the General elections next year. Mr Katuka also said the party has already conducted grass root elections in nine provinces and was only remaining with one before the date for the national convention is set. The opposition party has not had an elective Congress since 2006 and most of the members in the National Management Committee are appointees of Mr Hichilema and his inner circle.

Don’t fight over boundaries, chiefs counselled of Senior Chief Magodi and Chief Phikamalaza in Chasefu District. Speaking on behalf of several headmen and indunas, Morgan Nyirenda informed the President that there was a boundary dispute among the two Chiefs in the area. Mr Nyirenda asked the President to help resolve the boundary dispute before it could degenerate into civil war. He also appealed to the President to consider building

a district police station in the area, as well as empower them with bicycles for easy mobility. In response, President Lungu said there was no need for Chiefs to fight each other over boundaries because they were all Zambians. “What you need to know is that we are one people. These boundaries should not be a reason for destroying our peace or going to war,” he said. The President said the

two Chiefs needed to speak to each other to resolve the matter amicably as fellow Zambians. He said he would engage them through relevant channels to help in resolving the matter. On their request for bicycles, President Lungu promised to deliver them through their MP soon. Earlier, President Lungu met Senior Chief Magodi and Chief Phikamalaza who pledged to work with him.

Man kills wife, commits suicide By KETRA KALUNGA A 40-YEAR-OLD man of Kabwe has committed suicide by hanging after murdering his wife. Paul Mvula Chanda murdered his wife, Miriam Katebe 32, on Wednesday around 04:00 hours then took his own life. Kelvin Kazembe, his brother, told journalists in an interview at the funeral house in Nakoli township that he was informed about the death of the couple by his friend, Dennis Zyambo around 06:00 hours. Mr Kazembe said he later found a text message from his brother on his phone informing him about the money under the fridge amounting to K1, 241 but could not state in the text what the money was for. And the oldest son of the couple aged 15 years, said he learnt of the death of his parents around 06:00 hours when he woke up. “When I woke up my young sister came to me crying and when I asked why she was crying she said our father has died so I went to the bedroom and found him hanging from the roof, “I also saw my mother sitting on the sofa in the sitting room but she was not talking or moving so I moved closer and noticed that she was not breathing either, that is how I rushed outside to inform the neighbours,” he narrated. ABC retrenchments to be reversed, says exec as staff refuse to go on air JOHANNESBURG - SABC employees were on Tuesday locked in a heated meeting with management over planned retrenchments of up to 400 workers, with reports that television anchors could refuse to go on air. The stand-off with management comes after employees had been embarking on lunchtime pickets over looming job cuts by the public broadcaster which is facing financial challenges. The broadcaster's 24hour news channel showed images of staffers locked in a meeting with management, which was called after more workers received letters of redundancies. Workers are also calling for management to resign and accuse them of "decimating Africa's largest newsroom" by introducing a new structure without consultation. Management, however, says it has exceeded the prescribed minimum consultation requirements. Anchor Thabiso Sithole confirmed on air that staffers might walk off and refuse to work. On Tuesday afternoon, normal programming on the news channel was largely dedicated to the broadcast of the memorial service of the later auditor-general

AIROBI - Kenya’s economic quality worsened over the past decade amid swelling government debt, negative credit ratings, dwindling savings and a drop in government integrity. This is according to the Legatum prosperity index, which ranked the country position 108 out of 167 for economic quality globally, a four-point drop from its position in 2010. This year’s report shows that Kenya scored 43.0 points in terms of economic quality, down from 43.8 points in 2010. The report paints a grim picture of the country’s fiscal sustainability, where all aspects of economic resilience have been dropping. For instance, the government’s budget balance dropped from -4.3 percent in 2010 to -7.8 per ent, while government debt rose from 41.5 percent to 60.1 percent. Gross savings, on the other hand, reduced from 14.5 percent to 9.2 percent. The metric is calculated as GDP minus final consumption expenditure, and is used to measure the extent of re-

This comes as government integrity drops, with independent and non-governmental checks on its powers weakening, the report says. However, Kenya scored better in terms of overall prosperity, measured aspects of Inclusive Societies, Open Economies, and Empowerment of People.

Overall, Kenya ranked at position 113 out of the 167 countries that were assessed, scoring 51 points, up from position 121 and 46 points in 2010. All regions had seen an improvement in education in the last 10 years, with people starting education earlier and continuing later in life, researchers

The other victims are Clerk Nchemba 35, Judah Sikambikambi 51 and Gershom Masaka 46. The incident happened at Ms Musonda’s home in Kalundu, Lusaka West. The motive behind the attack is not yet known. The attack has been widely condemned by the public and the police are investigating. Political violence regardless of the perpetrators should be condemned in the strongest terms. It is a source of concern that political violence is happening this time around prior to the 2021 general elections. President Edgar Lungu and UPND president Hakainde Hichilema not too long ago denounced political violence by cadres. The Patriotic Front and the UPND political cadres have been the major culprits where political violence is concerned. One notable thing is that Zambia is bigger than any political party. And as such, there is need to co-exist for the sake of democracy.

WHEN the wave of corona virus hit the sectors of the economy, one thing that became imminent was the looming default on the various financial obligations. What was needed was a survival plan and the sustainable method of tracing the prospects of adjusting. This needed accepting that Covid had ruthlessly and severely bruised us. Government as reflected in the national budget has formulated the stimulus measures to trigger liquidity flow. The announcement by Exim Bank of China to suspend Zambia’s interest and principal payments on sovereign loans totalling to US$110 million due on May 1 and December 31, 2020 is commended as it marks the consolidation of the relationship between the people of the two nations. This gesture is a welcome progressive move especially that Zambia is from suffering a temporal setback after other bond holders refused to defer the interest that is payable. The Bank is commended for ignoring the negative energy from the western storm that has tilted and determined to impose regime

change through the artificial negative publicity. Although the deferment is a temporally relief, it will save the economy from unduly deteriorating. The decision is a vindication of the historical relationship between the two nations. The bank has resisted the temptation of giving credence to the wave of misdirection which has thronged the media space. Although this was a sovereign, it has the ability to have a trickledown effect to the Small Medium Enterprises. For those of us who had the liberty to follow the genesis of the facility, we can positively confirm that the facility was meant to support SMEs through the Development Bank of Zambia. This is traceable from the meeting which was held between the Board of Directors and Vice President Inonge Wina. Therefore the inability to honour Zambia’s contractual relationship can be influenced by the sudden collapse of the SMEs. The all-weather friendly China has always rendered a helping hand to Zambia with undue regard to rigid terms as the case is with other lenders whom for the sake of sound international relations we may not mention. Like we have indicated, the dormancy by other lenders has been influenced by the negative energy by those who seek to walk the corridors of power with their sponsors. MONETARY POLICY COMMITTEE STATEMENT Monetary Policy Rate held at 8.0% The Monetary Policy Committee (MPC), at its November 16 - 17, 2020 Meeting, decided to maintain the Monetary Policy Rate at 8.0% 10 moderate risks to financial stability and support growth, lives and livelihoods. This decision also allows monetary policy measures taken earlier in the year to take full effect. This is despite projections indicating that inflation will persist above the 6-8% target range throughout the forecast horizon]. The Committee noted that financial stability remains fragile despite signs of marginal improvement in economic activity in the third quarter following the partial relaxation of COVID-19 restrictions. Although growth is expected to recover in the medium-term, limitedfiscal space, as well as uncertainty surrounding the persistence ofthe COVID-19 pandemic and access to externalfinancing remain key downside risks to growth prospects. In this regard, successfully navigating the debt restructuringprocess to restore debt sustainability and implementingfiscal and other structural reforms are critical to return to fiscalfitness and macroeconomic stability. Less severe contraction of the global economy projected in 2020 Global economic activity is showing signs of recovery as economies partially reopen and policy stimulus measures begin to take effect. In this regard, a less severe contraction of 4.4%2 is projected in 2020 than the earlier projection of 4.9%. A strong rebound in global growth is projected in 2021, supported largely by policy stimulus measures. The recovery is still expected to be protracted and highly uncertain over the medium-term due to the impact of income losses on aggregate demand, rising sovereign debt and subdued commodity prices. Further, the risks to global growth remain tilted to the downside due to the high degree of uncertainty surrounding the evolution of the pandemic as well as the speed of delivering a vaccine. Domestic economic activity showing signs ofpicking up, but weaker recovery projected in the mediumterm High frequency data and coincident indicators of economic activity point to some improvement in the third quarter, reflecting the partial relaxation of COVID-19 restrictions. Broadly, all the monitored indicators in the Third Quarter 2020 Indicative Bank ofZambia Survey ofBusiness ()pinions and Expectations exceeded the second quarter reading. The Stanbic Bank Zambia Purchasing Manager 's Index also signalled a softer deterioration in the private sector business environment. The rate of decline for new orders, output and employment moderated and business confidence showed signs of improvement. Nonetheless, for 2020 as a whole, the economy is projected to contract by 4.2%. The observed better performance in mining production in the year to September may moderate the severity of the contraction. Over the medium-term, growth is expected to recover, albeit at a weaker pace than earlier anticipated due to limited fiscal space, as well as uncertainty surrounding the persistence of the COVID-19 pandemic, and access to external financing. Inflationary pressures remain high After rising steadily for six successive quarters, annual overall inflation decelerated to an average of 15.7% in the third quarter from 16.1% in the preceding quarter. This was mainly due to improved supply of maize grain and related products. On account of this, food inflation declined to 15.2% from 16.9%. However, nonfood inflation rose to 16.2% from 15.1% largely due to the depreciation of the Kwacha. The recent reading of inflation points to a resurgence in inflationary pressures. In October, inflation rose to 16% from 15.7% in September largely reflecting the weakening of the Kwacha. Over the next eight quarters, a moderation in inflationary pressures is anticipated although inflation will persist above the 6-8% target range throughout the forecast horizon. Inflation is forecast to average 16.7% in the fourth quarter of 2020. In 2021, it is expected to decline to 13.5% and further to about 10.0% in 2022 on an annual average basis. The factors underlying the decline in inflation include subdued aggregate demand and moderation in food prices as well as money supply growth. However, the risks to the inflation outlook are tilted to the upside and these include higher than anticipated monetary expansion,

possible upward adjustment in fuel pump prices, further deterioration of the fiscal position, as well as the depreciation of the Kwacha. Inflation may decelerate faster if the measures being taken by Government to restructure debt and implement key structural reforms materialise. Overnight interbank rate declinesfurther, as monetary policy remains accommodative The overnight interbank rate declined to a quarterly average of 8.55% from 10.98% and was maintained within the Policy Rate Corridor of 7.0% to 9.0% throughout the quarter. This followed a further reduction in the Policy Rate in August and the increase in market liquidity. Liquidity conditions eased due to increased Government spending and stimulus measures implemented by the Bank of Zambia through the Secondary Market Bond Purchase Programme, Targeted Medium-Term Refinancing Facility and open market operations undertaken on flexible terms. Demandfor Government securities remains high Following the increase in liquidity levels, demand for Government securities remained strong. In particular, demand for Treasury bills was much stronger as the auctions attracted bids in excess of the amounts on offer by 54%. In contrast, Government bond auctions were undersubscribed as the bid amounts fell short by 40%. However, this was an improvement over the 60% shortfall recorded during the previous quarter. Demand for Government bonds has been relatively weaker due, in part, to investors' expectations of high levels of shortterm interest rates over the next few quarters. With increased demand, funds raised from the auctions significantly increased, resulting in a surplus of K6.4 billion. As a result, the stock of Government securities grew by 15.8% to K118.7 billion. At end-September 2020, Government securities held by non-residents increased by 5.7% to K14.3 billion, representing 12.0% of the total securities. Nearly all these holdings (97.8%) were in Government bonds. Interest rates declinefurther Generally, market interest rates maintained a downward trend, largely reflecting the accommodative monetary policy stance. The commercial banks' average lending rate declined to 25.7% in September from 26.4% in June and further to 25% in October. The savings rate for 180-day deposits also reduced to 10.3% from 10.7% and is currently at 9.9%. Similarly, the composite yield rate on Treasury bills declined to 22.7% from 26.3%. The composite Government bond yield rate marginally increased to 32.3% from 3 1.8%. Credit to the private sector remains subdued, hut money supply expandsfurther Credit growth to the private sector picked up slightly to 13.8%, year-on-year, in September from 10.4% in June. This was largely attributed to the sustained increase in demand for bridge financing and working capital by firms to meet rising operating costs. However, credit to Government continued to expand at a faster pace, growing by 69.2% in September compared to 46.9% in June. In line with the expansion in credit to Government, money supply (M3)1 growth rose to 46.5% in September from 29.4% in June. Fiscal pressures persist Fiscal pressures heightened as the financing gap widened. Spending pressures escalated amidst declining domestic revenue due to the persistent adverse effects of the COVID-19 pandemic. Going forward, uncertainties regarding the evolution of the COVID-19 pandemic, debt suspension and restructuring, as well as securing external financing will continue to exert pressures on the fiscal position. In this regard, successfully navigating the debt restructuring process to restore debt sustainability and implementing fiscal and other structural reforms are critical to return to fiscal fitness and macroeconomic stability. Copper earnings increased by 40.6% to US$ 1.7 billion as export volumes expanded and realised prices rose. Non-traditional exports, at US$0.6 billion, were 50.7% higher driven by a seasonal pick up in agricultural exports such as burley tobacco, maize and maize seed, as well as cane sugar. Merchandise imports grew by 19.8% to US$ 1.2 billion, supported by the easing of COVID-19 restrictions and a gradual pick-up in domestic economic activity. Rate of depreciation of the Kwacha slows down The Kwacha depreciated against other major trading partner country currencies, albeit at a slower pace mainly on account of increased foreign exchange market interventions by the Bank of Zambia. Against the US dollar, the Kwacha weakened by 3.3% to an average of Kl 8.94/US$ in the third quarter and closed the quarter at K20.02/US$. Currently, subdued foreign exchange supply amidst increased demand has continued to underlie the market. The reduction in the supply of foreign exchange to the market is partly due to a slowdown in global economic activity, which has adversely affected capital flows. Heightened demand for foreign exchange is mainly for the importation of agricultural inputs and petroleum products. With limited supply, the Bank has increased its intervention in order to support the market. With increased net foreign exchange sales for market support coupled with debt service, gross international reserves declined by US$111.8 million to US$ 1,321.2 million (equivalent to 2.3 months of import cover) at end-September from US$1,433.0 million at end-June (equivalent to 2.3 months). Despite the decline in the level Of reserves, the months of import cover remained unchanged due to the drop in imports of goods and services attributed to the subdued economic activity and the depreciation of the Kwacha. The MPC Decision From the foregoing, it is noted that imbalances in the economy remain. In particular, inflationary pressures have persisted, growth is anaemic and fragilities in the financial sector have not abated. Uncertainty surrounding the persistence of the COVID-19 pandemic, and access to external financing remain key downside risks to growth prospects. This requires striking a right balance between price and financial systems stability, and growth. In this regard, the MPC considered three options: raising, reducing or maintaining the Policy Rate. With inflation on the rise, conventionally, raising the Policy Rate in an effort to control inflation would have been expected. However, doing so, in an already depressed economic situation, would result in further contraction in economic activity and threaten the stability of the financial sector. On the other hand, reducing the Policy Rate in an attempt to give further support to the economy may put additional pressure on the exchange rate in a supply-constrained environment. This may worsen the inflation outlook. Considering all these factors, including the significant reduction in the Policy Rate by 350 basis points in 2020, and to allow monetary policy measures to take full effect, the MPC decided to maintain the Policy Rate unchanged at 8.0%. Decisions on the Policy Rate will be guided by inflation forecasts, outcomes, and identified risks, including those associated with financial stability and the COVID-19 pandemic. The next MPC Meeting is scheduled for February 15 - 16, 2021.

CORRUPTION On today’s pupils forum in Civic Education, will look at a topic; Corruption, this topic is at grade ten (10) level of the Zambian syllabus. At the end of this lesson, pupils will be required to answer some questions. CORRUPTION Corruption is the giving of money, valuables or rendering of a service to someone in return for a favour. It involves the abuse of public office and public resources for personal gain. Types of corruption There are different forms of corruption and these include; • Payment in kind • Cash payments and receipt • Commissions • Kick back • Loans and advances Categories (types) of corruption The three types of corruption are; • Petty corruption- this involves small payments. These payments are called bribes, commonly known as nchekelako (ndishamo) or give me a share as well. It is the widely practiced corruption at road blocks. • Grand corruption- this involves huge amounts of money. It is usually practiced by high ranking officials or institutions. For example, payment made for favours in awarding government contracts, public appointments or privatization of government owned by assets or companies. • Political corruption- this type of corruption is associated with the electoral process. It is usually practiced by those contesting for political power, for example; • Donation of money to influence the voter’s choice. • Cash or material distribution to influence voters during election period. • Provision of beer to influence voter’s choice. • Provision of services such as electricity, water supply and road maintenance at a time of election. The causes of corruption They are grouped into two main categories, these are; 1. Social causes- such as • Leaders in key positions are not capable of inspiring and influencing conduct of the highest moral standards. • Personal greedy and dishonesty • Weak enforcement or absence of code of conduct. • Punishment for offenders is weak. • High poverty levels • Large numbers of people compete for insufficient services like few school places. 2. Economic causes • Shortage of goods and services. • Unequal distribution of wealth and resources. • Allocation of government loans and giving of tenders to some preferred individuals at the exclusion of others. • Low salaries and wages in comparison to the cost of living. Other causes of corruption and related crimes are; • Unnecessary long procedures (red-tape)- some procedures that officers are expected to follow in work places may take too long making officers to take advantage of such delays to demand kick-backs for fast action. • Lack of political will- some government lack political will to deal with corruption. • Lack of transparency and association- if the government lacks checks and balances, there is mismanagement and misuse of public funds. • Abuse of power- when there is too much concentration of power in the hands of an individual, he/she may hinder proper investigation of corrupt practices. • Lack of independent judiciary- as a result courts may not act independently on matters of corruption if they are influenced by outside forces from the Executive. • Public reaction- how the public views corruption plays an important role in fighting corruption. • Lack of press freedom- the media plays a vital role in exposing cases of corruption. The effects of corruption. • It makes those involved in it become rich at the expense of other citizens. • Enables those who pay bribes to benefit in areas which without corruption they would not. • Causes widespread bitterness among those who cannot pay or refuse to pay for favours when they see those who pay bribes being favoured. • Distorts standards because it enables those without expertise to win contracts. • Interferes with the enforcement of the law and respect for the rule of law. • Perpetuates human suffering through increasing poverty level of poor citizens. Impact of corruption on the Zambian society • Law enforcement agencies: citizens may take the law in their own hands (vendettas and instance justice) if the law enforcers

are perceived to be compromised through corruption. • Judicial system: Court records go missing in the courts of law. Outcomes in the justice system do not depend on availability of evidence but amounts of bribes offered. Justice is denied to the poor. • The Electoral system: Due to Electoral malpractice, outcomes of the elections do not reflect the decisions of the voters but the corrupt. In turn ushering into office people who are incompetent and corrupt. • Security of the nation: Due to corruption, foreigners acquire documents of National identity such as passports and National Registration Cards (NRCs) that endanger the lives of many Zambians. • The Economy: Mostly witnessed through money laundering activities, tax evasion and tax exemptions leading to economic instability hence pushing the general populace into abject poverty. • The Education system; Due to examination malpractices and conniving with enrolling officers at Higher Institutions of Learning, undeserving candidates get admitted with fake qualifications. Additionally, due to corruption in the training process, graduates are half-baked and cannot meet the demands of their jobs leading to under development. • Land Administration; only those who are financially capable and connected to land administrators acquire land. This has led to landlessness among many Zambians. • Procurement of goods and services: Awarding of contracts in the procurement of goods and services and contracts in general is in most cases marred by corruption. This has led to shoddy works and shortages of goods and services in public institutions. Institutions that fight against corruption in Zambia

Individuals and groups can participate in the fight against corruption by:• Changing attitudes from tolerance to total rejection of corruption. • Accessing information on procedures of how to deal with corruption cases. • Reporting corrupt officers to institutions such as the Zambia Police, TIZ and ACC. • Supporting organizations that are fighting corruption. • Demanding integrity and high sense of morality for public office bearers. • Encouraging and supporting free press. • Taking responsibility for one’s actions.
