COVID DEATHS CROSS 1, 000 MARK

HE number of people dying from Covid-19 has crossed the 1, 000 mark, bringing the cumulative figure to 1, 002, Minister of Health, Dr Jonas Chanda has said. Dr Chanda said in the last 24 hours the country recorded 736 new cases of Covid-19 out of 4, 433 tests conducted representing 17 percent positivity. “We have recorded 11 new deaths, three from Lusaka, two on the Copperbelt, two in Muchinga, two in Central Province, one in Eastern, one in Northern and one in North-Western. The Covid-19 related deaths recorded to date now stand at 1, 002 and we have crossed the 1, 000 mark for deaths recorded. “The deaths are classified as 532 Covid-19 deaths and 470

BASIC operations at the US$150 million Chibombo Multi-Facility Economic Zone (MFEZ) will start at the end of this year. This follows the completion of all the six steel plants and an initial investment of about US$160 million. The multi-million dollar project has attracted investment from six foreign companies among them, a tobacco growing and processing company that has already started installation works. Accused baby thief appears in court By STEPHEN MWEWA A 20-YEAR-OLD woman has appeared in the Kasama Magistrates' Court for trial in a case in which she has been accused of stealing a baby. Petronella Mulenga of Chiba village in Kasama allegedly store a three-monthold baby girl on February 3, 2021. HE Alick Nkhata Flyover bridge in Lusaka is not safe even with the remedial works done as far as the Engineering Institute of Zambia (EIZ) is concerned EIZ president Abel Ng’andu said although they maintain the bridge was not safe, they do not have authority to demolish it. Engineer Ng’andu was reacting to the assurance
given by project resident engineer, Terence Mukula that the bridge was safe following remedial works on transitional points which various stakeholders said were not safe along with other parts that had defects. But Eng. Ng’andu said EIZ maintains that the bridge was not safe because it was not constructed in line with the specifications. He said in an interview that the flyover bridge does not meet standards
in terms of geometrical design. “This is the position of EIZ, not my position, that bridge is not safe and it does not meet the specifications,” Eng Ng’andu said. Mr. Mukula appealed to the EIZ to rescind its recommendations to have the bridge brought down because the defects had been rectified. He said it was a waste of resources to bring down the entire bridge and start afresh when the defects could be corrected.

Mr Nakachinda, the former secretary-general has organised a national consultative meeting with selected officials and founder members under what is termed, True Blue MMD. Mr Nakachinda, who is nominated Member of Parliament and minister of Water Development and Sanitation, said in an interview the convention planned by Dr Mumba was irregular and unconstitutional and should be ignored by members. “Dr Mumba’s obsession for self-preservation has gone beyond the limits,” Mr Nakachinda said. He maintained that the convention cannot be held without conducting any lower organs’ free, fair and transparent elections from the branch up to the province. These lower organ elec-
tions, he said, should culminate into the convention to elect legitimate party leaders where delegates to the convention who are the electoral college should be selected from as per MMD party constitution Article 12 © (d) € and (f ). “We should not be part of those who are determined to kill the MMD, just to preserve their selfish personal interest,” he said However, Ms Elizabeth Chitika, the party spokesperson brushed off Mr Nakachinda’s sentiments maintaining that he was irrelevant and had been caught unawares about the plans for the convention. ‘Load-shedding ends’ By PETER SICHALI LOAD-SHEDDING which the country has experienced since 2019 has ended, Zesco Media Liaison Officer Ntalasha Mutale has said. Ms Mutale said Zesco was no longer implementing the countrywide load-shedding programme that was initiated in June 2019. She said the end of load-shedding was due to increased power generation resulting from good rainfall experienced during the 2020/2021 season. Ms Mutale said the good
rains the country is experiencing has led to increased water inflows in the Kafue River basin. This, she said, consequently increased water levels for power generation for both the Kafue Gorge Upper Hydro Power Plant and the Itezhi Tezhi Hydro Power Plant which were generating 900 megawatts and 60 megawatts respectively. "There has been an increased in power generation at Kafue upper and Itezhi Tezhi from 600MW and 40MW last year to 900 and 60 megawatts respectively," Ms Mutale said.

ing and learning complex at UNZA. Mr Lungu said he has been prompted to make the call because of the disturbing reports he has received that genuine students such as the first-years were grappling with accommodation while some former students still occupy rooms at the institution. President Lungu said he
has also received reports that some students and even former students were renting out accommodation to those who have nowhere to stay. He urged UNZA management to ensure that the practice was stopped immediately because it bordered on criminality, adding that students were there to learn and not to become landlords.
Speaking earlier, acting minister of Higher Education Dennis Wanchinga said the newly commissioned lecture theatre would increase the amount of time devoted to learning and would help in enforcing social distancing which is one of the golden rules of Covid-19 prevention. And UNZA Vice-Chancellor, Professor Luke Mumba said they were excited about the achievement because for a long time infrastructure has not been expanded to meet the growing and changing academic requirements of the institution.

Beeline Telecoms Limited which is a wholly Zambian-owned company, is expected to start operations within six months. ZICTA resolved to award the licences to Beeline after a thorough evaluation, says ZICTA Director General, Patrick Mutimushi. Mr Mutimushi explained that ZICTA in September last year invited applications for a network licence under the international market segment and a service license under national market segment with associated resources. He said in a statement that the invitation of applications was undertaken after failure by Uzi Zambia to start operations in 2019.

BOOST PRODUCTION ZAMBIA should work out ways of boosting production and operations in critical sectors of the economy while pursuing the International Monetary Fund rescue package. The economic outlay needs to be adjusted to stimulate growth in critical sectors such as agriculture, manufacturing, energy and mining. Yes, the Bank of Zambia (BoZ) has adjusted the Monetary Policy Rate (MPR) from 8.0 to 8.5 percent to contain inflation which ballooned to 21.6 percent in January, but this measure requires to be buttressed by increased production. Prices will remain high in the short-term, but eventually slide down in the medium term. The lasting solution is to boost operations in the productive sectors. In the manufacturing sector, there is need to address encumbrances which include high electricity tariffs, which invariably trigger high cost of production. The Zambia Association of Manufacturers has time and again complained about the shocking electricity tariffs. It is also prudent for the country to come up with a sustainable energy mix, blending hydro-power, solar energy and other clean energy sources. More players could be invited in the electricity sub-sector which has been dominated by state-owned Zesco Limited. The country also needs a resilience agriculture sector to guarantee food security, create job opportunities as well as boost exports. This sector could also be harnessed in such a manner that the value-chain is strengthened in the manufacturing sector. Looking at the MPR which was adjusted to 8.5 percent, it is actually being used as an instrument to bring down inflation by making contracting money supply. On the flip-side, those saving money will earn more interest, though it is difficult for any firm to save, given the precarious position of the country’s economy. The tricky part of the whole scenario is that the measure (MPR) may not be holistic because the economy is certainly not performing well. One of the ways of coming out of this poor economic scenario is to bolster agriculture and remodel the sector. There is an imperative need promoting other crops for agricultural diversification to take root and contribute to food security and reduction of poverty. Government and the private sector should create market linkages with the country and extending beyond the borders, particularly into the Democratic Republic of Congo (DRC). Most of the food consumed in Katanga province of DRC comes from Zambia, hence the need to boost export in a more coordinated fashion. Cooperatives are a sure and reliable model of bringing farmers together so that they can coordinate their businesses as a group in an organised manner. Small-scale farmers have for a long time been producing the bulk of food crops in the country, especially maize and they surely need maximum support. For instance, small-scale farmers grow rice in Chembe, Mongu and Chama. In Mbala and Senga Hill areas, farmers have been growing beans, but many of them remain stuck with their produce. Therefore, farmers should be incentivised through proper cooperatives, provided with agro extension services and reliable markets until they graduate into the higher bracket to stand on their own. The Farmer Input Support Programme (FISP) should be reviewed to make it more sustainable and beneficial because some farmers have been on this initiative for more than 10 years. FISP was designed in such a way that farmers should graduate into a higher bracket after a few years. Agriculture is a sure remedy!

Mr Muyembe said the traditional pay as-you-go pension schemes have outlived their usefulness. He said it was important for Government to make pension payments on the priority agenda to reduce the number of retirees dying without getting their benefits. "We can only urge government to make pension reforms to suit the current situation as opposed to traditional payas-you-go pension schemes which have outlived their usefulness," Mr Muyembe said. Mr Muyembe said the COVID_19 pandemic has increased financial constraints of retirees hence the need for government to expedite offsetting of benefits. Mr Muyembe has also commended government for the effort put in to clear pension benefits. He said ZANARE was ready to work with government on addressing issues affecting retirees as stakeholders.

Govt implementing Covid -19 response measures in tourism sector - PS GOVERNMENT says it has already started implementing some recommendations of the response measures highlighted in the findings of the assessment of the effects of Covid-19 on trade in tourism even before the second wave of the Covid-19 pandemic struck. Ministry of Commerce, Trade and Industry Permanent Secretary Mushuma Mulenga said during the presentation of the 2021 budget to parliament, the Ministry of Finance made favourable pronouncements regarding the tourism sector. The pronouncements were aimed at boosting the sector which is in line with the findings of this particular assessment. Mr. Mulenga said this during a virtual joint launch of the findings of the assessment of the effects of Covid-19 on trade in tourism and Covid-19 response measures for Zambia between the Ministry of Commerce Trade and Industry and the Ministry of Tourism in Lusaka yesterday. NHIMA leads universal health coverage journey THE National Health Insurance Management Authority (NHIMA) has assured the public that the authority is aimed at improving health service delivery in the country. And NHIMA, Director for Quality Assurance and Accreditation, Mpuma Kamanga, says the authority’s main purpose is to achieve Universal Health coverage for all citizens without having any financial barriers. Dr Kamanga was speaking during a sensitization meeting in Senanga district, Western Province yesterday. Dr Kamanga also explained that NHIMA team is touring hospitals in the province to get feedback on the implementation of the scheme. “The scheme will ensure members of the public have access to quality health care services, and we do not want people to start looking for money when they seek health services at health facilities, because the scheme is available,” Dr. Kamanga stated. Meanwhile, NHIMA Senior Public Relations Officer, Mutolo Mwamba has called on Senanga General Hospital management to utilise the
media in sensitising the public about NHIMA and the services it offers. OVERNMENT will re-scope works on three key roads that have stalled in Chongwe to achieve maximum impact of the available resources, says, National Road Fund Agency (NRFA), Chief Executive Officer, Wallace Mumba. ROWING mining activity in North-Western Province has sparked increased demand for reliable and efficient transportation services. Zambian-owned logistics firm, Quattro Company, has become the latest local business to benefit from the increase in productivity at First Quantum Minerals (FQM) Sentinel Mine in Kalumbila. The company plays an important role in the mine’s smooth operation, running a fleet of buses to ensure miners arrive safely and on time for their shifts. Quattro Operations Manager, Japhet Banda, said one of the most important objectives in every mine was maximising production which in turn led to higher revenue. Mr Banda however said this could not be achieved if the workforce was crippled by a transportation system that prevented them from getting to their workstations on time. He said Quattro’s partnership with FQM therefore had enabled the company to expand its operations, creating more employment opportunities for local communities. “Quattro wouldn’t be what it is today without the sup-
port of large companies like FQM. “We have grown to be one of the largest transporters in the local mining sector thanks to the partnerships we have cultivated with multinationals. As a result, we have been able to grow our fleet and employ more people,” Mr Banda said in a statement. Japan avails $600m loan for African support By BUUMBA CHIMBULU A LOAN worth over US$600 million to execute concessional financing and grants for African countries has been signed by Japan International Cooperation Agency (JICA) and the African Development Fund (ADF). The financing targets countries facing economic challenges caused by Covid-19. ADF is the concessional arm of the African Development Bank Group (AfDB). The concessional donor loan will support the 15th replenishment of the ADF, approved in December 2019 by ADF donor countries. As of February 2021, Ja-
pan’s total contribution to the initiative amounted to US$4.6 billion. JICA president, Kitaoka Shinichi, said the Covid-19 crisis had accelerated global structural changes. Mr Shinichi observed that Africa was still in the midst of this crisis, facing serious challenges from coronavirus variants and the cold storage requirements for vaccines. “Only a united Africa can defeat this threat to humanity. We should not allow this virus to jeopardize the steady progress of freedoms, independence and democracy that African countries have made so far. “I firmly believe that today’s contribution to ADF-15 will further boost our cooper-
ation with African countries and strengthen our partnership with the AfDB group,” he said during a virtual signing ceremony. Japanese Ambassador to Côte d’Ivoire, Kuramitsu Hideaki, whose country has been the fifth-largest contributor to the ADF in cumulative terms, said the loan formed part of Japan’s commitment to promote industrial human resource development. Ambassador Hideaki said the loan was also part of the innovation, investment, and to invest in quality infrastructure to enhance connectivity, expressed at the TICAD 7 conference in August 2019. “I sincerely hope that this loan in yen will allow the (African Development

ADF, Deputy Director-General, Mimura Atsushi, said the Fund was a key source of financing for Africa’s low-income countries heavily affected by Covid-19. “The Yen Loan we are providing today has a higher grant-element compared to the Yen Loan provided for the last ADF replenishment, with a lower interest rate and longer maturity. “Going forward, I would like to see our partnership further developed with the
African Development Bank Group,” he said. AfDB president, Akinwumi Adesina, highlighted the AfDB’s long-standing partnership with the Government of Japan, including the Enhanced Private Sector Assistance Initiative, which was launched in 2005. Dr Adesina pointed out that Japan’s concessional donor loan was almost 10% of the total ADF-15 resources of US$7.5 billion. “This is a continuation of the strong leadership role of Japan in providing concessional loans to the African Development Fund. Japan continues to add great value to the overall replenishment cycles of the African Development Fund,” he said.

SENIOR chief Sailunga of the Lunda people in Mwinilunga has warned of stern action against parents whose eligible children have not been enrolled into Grade One. The traditional leader said every parent who has not enrolled their eligible children into Grade One will go and work at his farm as punishment. “You who have not enrolled your children in Grade One, I am taking you for cultivation at my farm, this I will do, I don’t lie,” Senior Chief Sailunga said. A fractured UPND/NDC alliance not ready to govern Dear Editor, WHAT the future holds on the so-called UPND/NDC opposition alliance is certainly becoming more certain than ever. Like we predicted, the alleged alliance has never been formed out of principle or common ground save for the chronic hatred against President Edgar Lungu by the front runners. In an audio that has gone viral, National Democratic Congress leader Chishimba Kambwili is heard out angrily admonishing members of one supposed NDC WhatsApp blog in which he confirmed that the negotiations on the alliance are ongoing. He is heard as having warned erring members of unknown consequences. Recently, Alliance for Democracy and Development (ADD) president Charles Milupi, who happens to be the chairman of the Opposition Alliance could not confirm whether there were any negotiations save for what he termed as the “pact under his chairmanship.” We wonder why Mr Kambwili and Mr Milupi could be at cross purpose on the matters that are of grave importance both to the alliance and the nation. How could Mr Kambwili on one hand be disputing the
existence of the alliance on one hand and Mr Milupi fragrantly dispute save for the pact whose objectives he could not enlighten what is the principle objective of what he opted to call as the pact? As regards Mr Kambwili’s claims that negotiations were still ongoing, it is a clear revelation that the so-called UPND dominated alliance has never been based on consensus. It has taken UPND and NDC two years of protracted negotiations yet they have not reached consensus on what would be the basis of the alliance. We wonder how the alliance could take this lengthy stretch of time without a broad consensus basis on what they would do for the people of Zambia. What would happen in an event such an inherent disoriented association was entrusted with state power? Will they re-initiate the so-called negotiations while they are in the corridors of power? The lack of consensus on the alleged alliance after more than two years of being together resoundingly reveal that the alliance is not ready to govern. If they could not agree on the terms of engagements at the initial stage, it is an eye opener that an alliance that is based on seizing state power as opposed to service to the Zambian people is not the viable alternative. It is therefore politically suicide to trust a group of individuals who are undecided on the basis upon which they seek to be given state power. This is the fractured alliance that has struggled to build consensus since its inception. MARVIN CHANDA MBERI, Lusaka.

I
ONE had a chat with the minister of Finance over the value of the Zambian kwacha and what he told me about the dynamics of the Kwacha was what I have been thinking of for the past 10 years! When you look at the Zambian Kwacha vs other currencies, we have purely lived at the mercy of copper and cobalt plus depending on what trend the dollar will take on the global forex market. The issue of the Kwacha has nothing to do with what interest rates the Bank of Zambia (BoZ) will fix or how active it will be with open market operations because these are short term measures. The Kwacha depends on us producing dollars for the economy! It is us as citizens and companies to generate the foreign exchange. The structure of Zambia’s economy is what we need to fix because it’s not sustainable for overall economic development and also maintaining strong economic fundamentals. Let’s look at the mining industry. Copper and cobalt mining is in foreign control meaning forex flies out. The serious commercial farmers that grow for export are also volatile as they keep their proceeds abroad. When you look at the tourism industry, the largest tour operators are based abroad. When tourists pay money to our tour operators abroad, the money remains abroad. The little money that comes
here is the money tourists will spend. How much can you spend at Victoria Falls or in the game park when your tour package says all inclusive? Then when you look at our retail and wholesale business, it’s dominated by foreigners or Zambians of foreign origin who bank their cash outside the country! The construction industry has the same story! Now let’s look at these issues: - Everytime you sit in a mini bus, taxi, or your own vehicle which uses fuel, you demand forex! - Everytime you drink mineral water you demand forex because the plastic is imported - Everytime you eat nsima, vegetables even meat you demand forex because fertiliser, agriculture chemicals and animal food supplements are imported - Everytime I see you in shorts, suits, T shits or any clothes you demand forex because all your clothes are imported. - When you are driving on the road, you demand forex because bitumen is imported and also the majorily of road funding is foreign debt. - Everytime you are in a hospital and ask for paracetamol, you demand forex because it is imported - Everytime we take insulin, ARVs, Fansida we demand forex - When you see ladies in Brazilian hair, that’s forex on their heads. - Almost everything we do in Zambia demands forex The forex problem grows as household income grows because we demand more goods. As government puts up infrastructure, the forex problem also escalates. Now Zambia is a market
economy. Meaning production is not Government’s baby but the baby of its citizens who in turn pay tax. Once in a while, you call upon the government to participate in certain businesses if they are mining related or they produce a good that is important for livelihoods of citizens like the energy sector. Now the job of making toothpicks is not Government’s. I hear people condemning Zambia for not being able to produce tooth picks. Some of those people that condemn are even driving vehicles worth $10, 000 but tooth pick making machinery costs as low as $3, 000! For us to arrest the issue of forex, we need to declare war on poverty as citizens! We need a radical approach and not textbook solutions! We need to produce for both local consumption and export! China has really made it possible for developing countries to produce for themselves because in China, you can buy cheap production machinery! Our engineers should be busy copying such machinery and producing such machinery in Zambia then wel shall proudly add “engineer”at the beginning of their names! In Zambia, everything now is blamed on Government. A child impregnates another child ati government is not teaching morals! What utter nonsense! I agree that we have economic and administrative barriers that still make doing business in Zambia difficult. We need to work on these now! But in Zambia we concentrate on politics rather than on actual economic topics!
Without doing an audit of the structure of the Zambian economy and fixing it, we shall still be laughing at Government for not making toothpicks forgetting toothpick making is our responsibility!! I also hear people that laugh at the government for not exporting goats to Saudi Arabia!! Colleagues, the agreement to supply has been signed and it’s up to us citizens to form aggregators that will buy bulk from farmers then export to Saudi Arabia! Government does not own goats! It’s us citizens with goats! But I know, we are waiting for a white person to open another Goat version of Zambeef to export on our behalf. What will be interesting is that they will raise that money within Zambia whilst we are attending political rallies or yapping on Whatsapp!!! We need to do a self-assessment! Blame ourselves for our failures because a country is a collection of individuals! We ask ourselves why our politics are not issue-based when 80 percent of the population does not understand issues! Until they are educated, these people will dictate how our politics will be. They demand chitenges, t-shirts and money! They are in the majority so no matter what we do, they dictate to our politicians the name of the game! To eradicate this, education for all! It’s the same with economics! Dear Editor, THERE has been an increase in the price of some goods such as cooking oil, flour, cement and other goods in the recent past. The price hikes has been due to among other things, the Covid-19 pandemic, the fluctuations in the exchange rate and inflationary shocks. It is important to note that: 1. Zambia is an import-based economy. We import most of the things we use. So the price of commodities at the international market has a direct impact on the price of consumer goods here at home. 2. The Covid-19 pandemic has disrupted the entire global production and supply chains. A lot of companies have been forced to shut down or reduce their production capacities, creating a shortage of supplies thereby leading to hikes in prices. The world-wide lockdowns have also disrupted supply chains, causing shortages of essential goods which automatically has resulted into price hikes. 3. The adverse effects of climate change; the electricity shortages coupled with debt repayments and commodity prices such as fuel on the international market have all contributed to the fluctuation of the Kwacha against the major convertible currencies. This has put pressure on our currency and has increased inflation. As a responsive and caring Government, President Edgar Lungu and his Government have come up with a comprehensive Economic Recovery Plan to tackle among other things the price of commodities. Government has reaffirmed its commitment towards curbing further hiking of prices of goods and services; 1. Government has scrapped VAT on fuel to stabilise the price of fuel which is one of the key drivers of prices of goods and services. 2. Load shedding is coming to an end owing to the massive investments Government has pumped in the Energy Sub-Sector. Electricity like fuel is also another key driver of prices of goods and services. 3. Government has engaged the Competition and Consumer Protection Commission (CCPC) to ascertain whether there is collusion and dominance among market players. 4. Government will soon amend the Bank of Zambia Act to halt the quoting of prices for goods and services in foreign currencies. 5. Government has among other things scrapped off the import duty of products to strike a balance in the market supply chain. Let us remain resilient; we shall overcome all these temporary setbacks. THE Small Scale Miners Association of Zambia has advised large scale mining players to take advantage of the attractive prices of copper on the international market by increasing production. Speaking in an interview the association’s president, Mr Kunda Chani said the current price of the copper on the international market is the highest since May 2012. Mr. Kunda said the spring of electric vehicles has contributed to the adjustment of copper prices, hence the need for giant copper producing firms to increase production in order for them

OAD Traffic Injuries (RTIs) are the eighth cause of death in the world and an estimated 1.35 million people die every year on the world’s roads. The highest number of deaths occurs on the African continent, i.e. a rate of 26.6 deaths per 100, 000 inhabitants. A recent study found that the rate could be closer to 65 deaths per 100, 000 inhabitants. Economically, the average annual socio-economic cost of road traffic crashes represents three percent of Gross National Product (GNP) in low-income countries. For Zambia, the road traffic accidents and fatalities trends from 2012 to 2020, indicates that the number of fatalities per 100, 000 populations has shown a steady decline from 17 fatalities per 100, 000 population recorded in 2012 to nine fatalities per 100, 000 population recorded in 2020. The country has continued to record a decline in the number of road traffic crashes and deaths from 2015 to 2020. In 2020, Zambia recorded 28, 484 road traffic accidents as compared to 30, 648 representing a reduction of 7.1 percent. Fur-

The medication, identified as ivermectin, was imported for the treatment of Covid-19, according to initial investigations. The bust is the largest one involving the alleged illegal importation of medicines since the beginning of the year, said police spokesperson Colonel Athlenda Mathe. Mathe described it as a “major breakthrough in clamping down the illegal importation of unregistered medicines.” “The discovery of the tablets was made earlier this week by authorities during an inspection of a cargo container that was destined to South Africa from India. Upon a compliance verification of the unregistered medicines by the South African Health Products Regulatory Authority (Sahpra), authorities found that the company that had imported the medicines into the country, had done so without the necessary

The Bankers will fight to reclaim top spot on the 18-team Super Division table after they were relegated to second position by new leaders Zesco United who defeated Power Dynamos 2-1 in a midweek fixture on Wednesday to open a two-point lead at the summit of the table. visited Sunset Stadium in Lusaka on match day one, will propel Zanaco to 32 points. Pirates who were humiliated with a 6-1 thrashing by defending champions Automotive FC will search for a win to redeem themselves to move to 21 points.
