He explained that the decision was arrived at after wider consultations with family members. “After further consultations with my wife, my mother, my children, my sisters, my brothers, my extended family and my friends, I wish to withdraw the aforementioned application forthwith,” Mr Sampa said. COVID KILLED GOVERNMENT LIFTS BAN MAGUFULI? ON MEALIE MEAL EXPORT From Page 1

The east African media has been awash with reports of the dramatic transportation of a comatose Magufuli from a Nairobi hospital’s Intensive Care Unit to Dar es Salaam. According to media reports, President Magufuli was dis-

charged from Nairobi Hospital while on life support and flown to Dar es Salaam late last week after doctors concluded that he would not be resuscitated. Media reports also indicate that the President, who was flown to Kenya secretly on March 8 after suffering acute cardiac and respiratory illnesses, was under intubation when a decision was made to fly him back home. Magufuli’s entry and exit from Kenya was a closely guarded affair, that only select National Intelligence Service officials and members of the national committee were aware of. It is believed President Magufuli died at Mzena Hospital shortly after arrival on Thursday last week, contradicting the Tanzanian government’s official account of the death occurring on Wednesday this week. Vice President Samia Suluhu Hassan announced on state broadcaster on Wednesday, shortly before midnight that President Magufuli had died. The Tanzanian government had long denied that President Magufuli was sick, despite media reports that he was admitted Nairobi Hospital. These decisions were made at the very highest levels of government between the two Sates, so discretely that even Kenya’s Foreign Affairs Ministry was not unaware of the arrangements,” reports the paper.

He said in an interview that the move taken by Mr Kambwili sets him on a path to political greatness because it takes boldness for a mature person to offer an apology to the offended. "We commend Mr Kambwili for publicly apologising to President Lungu and Mr Findlay because he injured them publicly when he lied about them that they were

dealing in drugs," Mr Musoma said. He however said Mr Kambwili was being economical with the truth when he stated that the serious accusations he made was based on the information he got from the public. Mr Musoma said that the outbursts from Mr Kambwili were made out of bitterness for being fired as a Cabinet Minister. Mr Musoma has also urged UPND president, Hakainde Hichilema, and his Democratic Party counterpart, Harry Kalaba, to take a leaf from Mr Kambwili and apologise for having lied about President Lungu and his leadership. He said the two opposition leaders should realise that the lies against the ruling party would not make them Presidents. "We also want to urge Mr Hichilema and Mr Kalaba and others who have been

lying about President Lungu and those in government to apologise because lying will never make you President. Meanwhile, the National Democratic Party (NDC) Joseph Akafumba faction has charged that Mr Kambwili’s apology to President Lungu and Mr Findlay is merely for political expediency, NDC Roan Member of Parliament Joseph Chishala, said Mr Kambwili’s apology to President Lungu and Mr Findlay should not be taken seriously as he was merely seeking political sympathy after being expelled from the NDC. And NDC interim president Joseph Akafumba said the provincial conferences spearhead by Mr Kambwili’s surrogates were fake. “We could have done what they are doing, going around organising provincial conferences, and district conferences, but we have respect for the law,” he said.

ZRA impounds 74 ‘uncleared’ vehicles By BUUMBA CHIMBULU THE Zambia Revenue Authority (ZRA) yesterday impounded 74 vehicles in three districts for having questionable clearance papers and expired temporary importation certificates. Ninteen were seized in Kitwe and Ndola while 55 were from Lusaka in an exercise which started at 04:00 hours and went on for three hours. ZRA Commissioner General, Kingsley Chanda, has however introduced a mini tax amnesty to owners of the impounded vehicles to clear their dues before May 15 this year without penalties and interest, after which they risked losing them. Mr Chanda said this when he toured the ZRA Makeni Enforcement Centre in Lusaka where some of the dubiously imported vehicles had been parked. The exercise would be extended to other parts of the country. Mr Chanda said any motor vehicle imported illegally not cleared by May 15 would be impounded and forfeited to the State. He warned that ZRA and other security wings, would ensure that the Zambian roads were free of illegal motor vehicles. Mr Chanda said that ZRA was carrying out a comprehensive audit of the customs system. He however said ZRA had opted to give a grace period and allow the owners of the impounded vehicles to have their vehicles legitimately cleared into the country after paying principal taxes.

DEBT DISTORTION MALICIOUS THE malicious distortion of Zambia’s public debt outlay was systematically calculated to paint Government as irresponsible in the eyes of the local and international communities. A clique, through the social media, erroneously indicated that Zambia’s public debt stands at $27 billion, misrepresenting the World Bank figures. Clearly, Zambia’s public debt as at December last year stood at $12.7 billion; Government has been giving updates on a quarterly basis. It will be prudent to place issues in perspective: the $27 billion being referred to in the World Bank report refers to all external debt, which includes debt held by the private sector, such as mining firms, banking sector and corporates. This means, therefore, that Government’s liability is $12.74 billion while the rest is held by private sector firms operating in the country. The purveyors of misleading information are well aware of the breakdown, yet they elected to go on the wrong path just to paint the government black. Certainly, those on the war path include opposition leaders and their allied social media platforms which have been placed on red alert as the country gets closer to the August 12 general elections. In fact, as the clock ticks away, more of such propaganda materials will be splashed on social media and other malicious media outlets. The social media outlets will persistently publish inflated figures on Zambia’s debt and macro-economic indicators to alarm the nation and particularly whip up emotions among the electorate. Secondly, they will be consistent in publishing old images of rundown infrastructure such as roads and bridges, purporting that they are current, when in fact not. They will also be posting voice notes, which they themselves will be recording, and presenting them as though they are coming from disenchanted Patriotic Front (PF) cadres. Another strategy is to be publishing exaggerated and negative information on operations and salary-payments in grant-aided institutions, to portray a picture that Government has failed them. They want to sustain negative aspersions on Government through the social media. This is the more reason why some opposition parties and allied Civil Society Organisations (CSOs) have been speaking ill of the Cyber Security and Cyber Crime Bill. Yet the law is aimed at protecting citizens and curbing malicious as well as distorted information being splashed in the cyber space. The opposition and their affiliate CSOs will stop at nothing to paint the PF Government in negative terms even if it means causing chaos. Thus the Cyber Security law has come at an opportune time so that perpetrators of cyber bullying and information distortion can be checked and brought to book. Many other countries have enacted the cyber law to protect the cyber space and therefore it is not only in Zambia that such a move is being made. It is meant to protect the greater population of the country which is being subjected to bullying by a clique of desperate politicians and their partners locally and abroad. The distorted figures of Zambia’s external public debt are just a case in point.

Recently, Mines and Minerals Development Minister Richard Musukwa said Government was not impressed that some small scale miners had misused funds which were given by the EU. Mr Musukwa said Government had lobbied for funds to enable small-scale miners enhance their operations but hey had misused it. Following this revelation, Mr Chani said it would be prudent to see the report which had found miners wanting. He said a number of mining association applied for the funds which the EU pro-

vided, hence the more reason that the audit report be made public. "For us, as an association we only got about K99, 000.00 which was given to all the members. As far as we are concerned, the members have utilised the money prudently and their operations have been going on well. "So for us, it will be good if our Government and the EU release the audit report so that those found wanting are known," he said. 26 UPND cadres fined K18 each By ROGERS KALERO TWENTY-SIX out of the 30 United Party for National Development (UPND) cadres who were charged with idle and disorderly conduct in Kitwe have been found guilty and fined with K18 each and in default serve a one month simple imprisonment. The 30, who were detained at Kamfinsa Correctional Facility, appeared in two different courts before magistrate Kampinda Chipamu and Malota Phiri.

MURDERED KABULONGA BOYS’ PUPIL’S MOTHER BREAKS DOWN IN COURT By GRACE CHAILE-LESOETSA MOTHER to the murdered Kabulonga Boys Secondary School pupil Ryan Phiri burst into tears as she heard evidence about the arrest of her son’s assailants lamenting “my son did not deserve to die like this”. And Lusaka High Court Judge Sharon Newa has reserved May 14, this year as date for ruling on whether the four former Twin Palm Secondary School pupils have a case to answer in the alleged killing of Ryan. This is a matter in which Elvis Nsokolo and three other juveniles are jointly charged with the murder of 17-year-old Ryan on December 4, 2020. But the quartet pleaded not guilty to the charge of murder. When the matter came up for continued trial yesterday, Sharon Syambizi silently shed tears and kept drinking water as the first two witnesses gave their evidence. But she could not hold it anymore when the third witness, arresting officer in the matter, detective sergeant Jackson Kaputula identified and showed the court Ryan’s shirt which was soiled in mud and a half pair of shoe found at the scene of the beating. She immediately burst into tears and cried loudly while walking out of the court room. She kept repeating,” My son did not deserve to die like this.” She lost strength and fell on the floor which prompted the police officers to carry her outside the court building to the lawn. Meanwhile, arresting officer Mr Kaputula narrated to the court that he arrested Nsokolo after a witness Vincent Ngoma indentified him among the pupils that beat Ryan. He said days later he was called by the school that Elvis had reported for examinations and he immediately went and arrested the accused. “I was shown Elvis and I took him to Woodlands Police station for further interview. In the interview, Elvis named the other three pupils (three accused juveniles) who were also involved in the fracas. I then went to pick the three juveniles and brought them to Woodlands police station,” he said. Mr Kaputula said a warn and caution statement was recorded from the four accused in the presence of their parents. He said the accused clearly and voluntary denied the allegation of murder. The witness also told the court that the postmortem reported conducted by a forensic pathologist from the University Teaching Hospital stated the cause of death as blunt impact trauma to the head. And detective inspector Shadreck Jere and scenes of crime officer detective sergeant Kelvin Simonje both told the court that Ngoma identified Nsokolo as one of the pupils involved in the commission of the crime. The State closed their case after 11 witnesses testified in the case.

Don’t Politicize Social Cash Transfer - Milenge DC MILENGE District Commissioner Mwenya Bupe has called on the public to desist from politicizing the Social Cash Transfer (SCT) programme being implemented by the department of Social Welfare. Mr. Bupe observed that some members of the community have a tendency of aligning SCT beneficiaries and non-beneficiaries to particular political parties. ZANIS reports that Mr. Bupe said this when he graced the training of SCT Pay Point Managers on grievance mechanism and Gender Based Violence (GBV) which was held at Milenge Resource Center. Mr. Bupe stated that SCT is a social protection programme which is aimed at alleviating poverty in the country and not a political programme. “Beneficiaries are identified according to their levels of vulnerability and not political affiliation. The money is meant to cushion the impact of poverty. Government wants to improve

the livelihood of every citizen,” he said. Mr. Bupe also urged Pay Point Managers to be diligent as they execute their duties. "Government has entrusted you with the responsibility of giving money to beneficiaries. Be transparent and handle grievances according to promote the smooth running of the programme," he cautioned. And Mr. Bupe tasked the Pay Point Managers to be agents of change in the fight against GBV after observing that some SCT beneficiaries are oppressed by their partners once they receive the payments. He noted that some male beneficiaries reach an extent of abusing their wives and becoming polygamous. “I urge you to create public awareness about the constructive use of the money. School administrator, Prisca Kanzi said the private school was hit hard with financial challenges owing to the Covid-19 outbreak. Ms Kanzi said the school was forced to engage NAPSA to agree on a plan to resume paying after things go back to normal.

This followed a complained from an employee that the institution had failed to remit contributions. Ms Kanzi however said that the institution had since started remitting the money adding that any employee complaining had left the institution. She called on the affected employees to engage the institution for any information for clarification. “What happened was that when there was an outbreak of Covid 19 pandemic , we had challenges in terms of payments so we engaged NAPSA and

Application fees for candidates too high’ THE Civil Society for Poverty Reduction (CSPR) in Eastern Province has described as exorbitant the adoption fees that some political parties are charging for this year elections. CSPR Eastern Province Coordinator, Samson Mbewe, said the high application fees for candidates had the potential to discriminate the youth and women from contesting in this year’s general elections.

Mr Mbewe noted that the fees did not promote youth and women participation in politics as majority of them had no financial capacity to pay for applications in their various political parties. He said the country would disadvantage itself from benefiting from the good leadership that the young and energetic possess. Mr Mbewe urged political parties to provide a conducive

environment for the young people and women to aspire for political office by reducing the application fees. Meanwhile, Youth Development Foundation (YDF) Executive Director, Chinoya Muyeye, described the high fees as a mockery on democracy and an impediment to youth participation in the political processes. Mr Muyeye said the fees were not affordable to the

young people considering the economic downturn that the country is passing through. He warned that if political parties did not rescind their decision, youth participation in the August polls would be affected as majority would not afford to pay the high fees. Mr Cheembe said SACCORD welcomed the apology and commend Mr Kambwili for humbling for what he considers to have been hurtful allegations against the President and Mr Findlay. Dear editor, The political landscape of Zambia is slowly but surely taking a new twist as many people are vying for various positions ahead of the 2021 general elections slated for August 12. Many people have applied for adoption on various political party tickets. This scenario is the same whether one is standing on the ruling party ticket or on the opposition political party ticket. You would notice that more than ten aspirants apply for adoption to contest as councillors or Members of Parliament (MPs) for the wards and constituencies respectively. The high number of people vying for political positions in this year’s general elections can be attributed to the desire for people to serve following the current leaders’ failure to deliver development. It is true to mention here that some of the current councillors and the lawmakers have not performed to the expectations of the electorate. This is disappointing. Dear editor, Things are slowly but surely changing in the world and Zambia in particular pertaining to the roles women played in many spheres of life. The kitchen is no longer the best place for a woman. Women the world over commemorated the International Women's Day last Monday under the theme: Women in leadership: Achieving an equal future in COVID-19. This theme is important in that it stresses the need for women to assume leadership in the corporate world and in politics. However, leadership roles were perceived as the preserve for men. This is no longer the case. In light of the above, there is need for more women to aspire for political leadership by vying for various positions in this year's general elections. This is the surest way of achieving gender parity in decision making positions. To achieve this, the political parties should adopt more women ahead of the 2021 polls slated for Thursday August 12, 2021. Women can do what men can. This can be attested by more women pursuing careers which were presumed as the preserve for men in the past. These careers include engineering, medicine and aviation, among others. This is a good development for our country. Her Honour The Vice President Mrs. Inonge Mutukwa Wina is the first Vice President of Zambia . This milestone achievement by Mrs. Wina should inspire the upcoming female politicians to believe in themselves by taking the bold steps to aspire for public office in this year's general elections. In conclusion, I reiterate that women should not be sidelined in politics on the basis of their gender. Women are intimidated by their male counterparts when it comes to politics. This should not be the case. Women should be given the political space so that they can participate and ultimately achieve their dreams of becoming political leaders. THE NEED FOR APOLITICAL CHURCH AHEAD OF THE ELECTIONS Dear editor, The politically charged season is in our midst and inflammatory remarks are being blown against those entrusted with authority. The church is inevitably the gatekeeper of our highly cherished peace and in the first line of our sovereignty. We can safely say that the church is the fountain of patriotism and resorted to as a tool of reconciliation toward those entangled in disagreement over national issues. The church should not stray its primary object and turn itself in a source of despondency by attenuating the heated disagreement among the politicians. We say having in mind the Rwandan Genocide which was instigated by the church which ostensibly was blowing the trumpet of divisive anthem. This was failure by the church to play the role of the neutral arbiter in the midst of open disagreement by participants at a political battlefront. While some churches have been entangled have been entrapped in the political battles, there are few churches that stood their ground and remain nonpartisan. Their respective leaders have allowed their congregants to have the sense of belonging despite their

We are not in any way insinuating that churches should be puppets of the Government, ruling party or indeed the President of the Republic. We beseech for their constructive criticism without attaching any partisan consideration is what is expected of them. Moreover, the church’s principal role is too foster the evangelic mission therefore politics is merely auxiliary and subsidiary mandate in its quest to ensure that the rule of law reflects and social justice is realized. Considering the fact that political candidates are usually drawn from the churches themselves. Therefore, the church is involved in politics but its involvement in mainstream politics should not be at the expense of national unity. We are therefore looking forward to the church, the body of Christ to take an active role both in speech and in deeds to ensure it prevails over the members. DAILY NATION | Saturday March 20, 2021 A NON-GOVERNMENTAL Organization Uzipalila Integrated project in partnership with the Global Toilet Association of Finland has embarked on a 1.3 million Pound project in 16 districts across the country to promote eco sanitation through urine diversion and dry toilets. Uzipalile Chief Executive Officer, Kafula Daka said the project seeks to contribute to community livelihood through the use of dry sanitation to produce fertilizer for Agriculture. “The idea behind the urine diversion and dry toilets is to improve hygiene and sanitation and without using water. This tends to cut down on the cost of sanitation while at the same time producing fertilizers by creating urea from the urine and D Compound from the Faeces,” he said. Speaking during a baseline orientation program in Luanshya today, Mr Daka said the project implemented through the Zambia Dry Sanitation program will compliment government strategy of open defecation that was launched in 2018. Therefore the idea of the project is to help people manage sanitation effectively, in order to improve people’s livelihood,” he said. He added that the project will also provide sustainable sanitation and hygiene infrastructure and education for both urban and rural communities. Dambwa residents cry over ‘coloured’ water By ANDREW MUKOMA

SOME residents of Dambwa North Extension in Livingstone have complained of the poor quality and colour of water which Southern Water and Sanitation Company (SWASCO) is supplying. The residents have accused the water utility company of supplying them with dirty water. One of the residents, Nasilele Lubinda, told the Daily Nation that the situation was worrisome as residents fear for their health following the brown water coming out from their taps. Mr Lubinda urged the water utility company to upscale water treatment capabilities to enable residents have access to safe drinking water. He charged that as if that was not enough, the area was also experiencing erratic water supply. Mr Lubinda said it was unfortunate that the water utility company was subjecting clients to poor services. This comes at a time when the world is commemorating Water week which started on March 15t to March 20, this year. The celebration of World Water Day was being observed under the theme: ‘Valuing Water’. And when reached for a comment, SWASCO Public Relations Officer, Lungowe Mutumwenu, said that the water utility would follow up the matter.

Ireland celebrates festival at Victoria Falls The Embassy of Ireland has expressed gratitude to the National Heritage and Conservation Commission for allowing them to “Green Victoria Falls for the second time in celebration of the Irish festival of Saint Patrick. Embassy of Ireland Head of Mission Pronch Murray said the greening of the Victoria Falls is symbolic of the close friendship between Zambia and Ireland. Mr. Murray said the friendship between the two countries dates back over a hundred years which coincides with the arrival of the first Irish missionaries to Zambia. He stated that the greening took place on the 9th of March in preparation for the celebration on the

17th of March. St. Patrick is the Patron Saint of Ireland and is credited with bringing Christianity to Ireland in the fifth century. His life is celebrated on March 17, each year which is the anniversary of his death. Ireland has been running the Greening initiative since 2010 and in 2021, close to 500 landmarks in over 50 countries were illuminated in Green. The Head of Mission explained that the global greening initiative has been conceived as a moment to connect Irish people all around the World whilst also promoting an awareness of Ireland. Mr. Murray added that in 2019, the Victoria Falls was the centerpiece of Greening landmarks and was extensively covered in the Irish media as an inviting tourism destination as the world adjusts to life under the new normal. RESIDENTS of Zambia compound in Solwezi have called on the North-Western Water Supply and Sanitation Company to work on water pipes that have leakages in the area. One of the residents, Tonny Mwanza, told the Daily Nation in an interview that the leakages on the pipes were resulting into erratic water supply in the area. He said that the pipes in the area had been leaking for a long time, thereby resulting in erratic water supply. Mr Mwanza that reports had been

THE UPND in Solwezi has called for violent free campaigns ahead of the August 12 general elections. UPND Solwezi district chairman, Frank Mbalama, said this was because violence has potential to result into civil strife. He said members of various political parties, especially the youth, should refrain from such acts and not be used as tools of violence. Mr Mbalama said in every democratic dispensation, players were likely to differ in political ideologies, but should not become enemies. “We are members of one family, so I see no reason why we should become enemies. That is why we are appealing to all of us political players to conduct our campaigns in a violent free environment,” he said. He stated that solwezi was known for its peacefulness hence the need to uphold it. Mr Mbalama has meanwhile announced that his party had started receiving application letters for aspiring candidates at all levels. He said that district committees had been tasked to receive application letters for mayoral and council chairman positions while the constituency executive committees would be receiving application letters for Members of Parliament. “In Solwezi, we have received three application letters. And out of three, two are male candidates and one female” he said. Mr Mbalama called on UPND general membership to take advantage of the ongoing online voter verification period to have their details verified. He said people should not wait for the physical voter verification exercise as the period will be just too short.

Malawi High Court reserves ruling on Bushiris' challenge to second arrest warrant LILONGWE - The High Court in Malawi has reserved its ruling on a challenge which selfproclaimed prophet Shepherd Bushiri and his wife Mary have lodged against a second warrant of arrest issued against them. “In short, the court has reserved its ruling on the application for the injunction, meaning that court is not ready with its decision. We will keep waiting until the court informs us that it is ready,” their lawyer, Wapona Kita, told the media on Tuesday. This comes after the pair obtained an interdict on February 21, 2021, preventing Malawian police and the Director of Public Prosecutions from effecting their arrest. It occurred just two weeks shy of the pair’s extradition hearing, which was meant to be heard on March 8, but was delayed. The hearing was postponed to the following Monday after the couple’s legal team launched an application for the recusal of the magistrate in the case, citing “evident bias.” News24 earlier reported that Kita was ready to proceed with the hearing last Monday but then learnt that the magistrate who signed the second warrant of arrest

would preside over the case. The pair are wanted in South Africa in connection with fraud and money laundering to the tune of R102 million. They, however, fled the country to their homeland just a few days after they were granted bail of R200, 000 each - under strict conditions - in the Pretoria Central Magistrate’s Court. Meanwhile in Johannesburg, Bushiri has found himself at the centre of another investigation - this time involving allegations of rape. The Malawian pastor is accused of raping women and girls as young as 16. It is alleged that he bribed the women and girls into silence, and that he drugged and threatened some, according to a Mail and Guardian report. The rapes reportedly took place between 2015 and 2018 in and around Pretoria. The women claimed Bushiri befriended them and their families at church.
