KASONSO’S DOCTRINE IT is not members of Parliament who take develop to their constituencies but the government. That is the plain truth that Solwezi West MP Teddy Kasonso spoke yesterday in Solwezi. Mr Kasonso, who holds the seat under the United Party for National Development (UPND) was stating the obvius that his party has unfortunately refused to admit. But the bottomline is that all MPs whether from the ruling Patriotic Front or UPND, or indeed any other party are part of the government. But because of petty partisan politicians, UPND MPs have as a matter of a misconstrued policy resolved never to have anything to do with the government. The result has been that they have not been able to influence any sensible development in their constituencies. The development programmes being carried out in their areas are those initiated by the government because its policy has been to take development to any part of the country regardless of how they voted in the 2016 presidential and general elections. It is a policy that President Edgar Lungu’s administration has followed religiously, not leaving anyone behind – individual or region. It is a pity that there are very few MPs from the UPND who have the courage to stand up and declare that when it comes to development issues, they would work with the PF government. Yes, we all know of the wrath they incur from their leaders and examples are there of what has befallen several who dared even attend a function at which the President was present. Even in an instance that they were civic heads of a local council thus their presence was a constitutional duty by virtue of their office. But as Mr Kasonso, said, it was not necessary for UPND MPs to sit idle and ignore the Government due to partisan politics because they would deny people the much-needed development. He was speaking during the handing over of a classroom block at Nkulumazhiba community school in Kalumbila. The classroom block was constructed by Kalumbila Town Council under the Constituency Development Fund (CDF). Mr Kasonso said opposition MPs should be bold enough to tell the electorate that even the CDF administered through Ward Development Committees is from the government to develop communities. Mr Kasonso said that he had decided to put partisan politics aside in favour of taking development to the area. This is the spirit that all elected UPND officials – MPs and councillors – are expected to have. It is unfortunate that they have chosen to be negative though, when they should be spearheading development projects in their areas. They ought to realise that when elected, they do not only represent their members from their political parties but even those from their rivals. Their role is enhanced for they have to represent everyone in their areas. Even spending the CDF becomes a non partisan issue. Said Mr Kasonso: “CDF is Government money allocated to an MP and it is administered by the council which is a Government institution. So no one should cheat you that it’s private money. There is no private money that goes into the council; it is Government money,” he said. And being money from the government, everyone must have an equal share regardless of their political leaning. He said politicians including civic leaders should be taken to task about the CDF which was meant to develop constituencies. Mr Kasonso said the council was an extension of Government and its decisions were authorided by the Minister of Local Government. We agree with Mr Kasonso that it was misleading for a UPND councillor in Kalumbila who recently claimed that funds allocated by the council on a local project was private money. Opposition MPs must therefore not cheat themselves that they can only develop their areas when their party forms government. Which ever party is in government, is merely a custodian of the nation’s resources and all Zambians have a right to ask for their share.

ARMERS are hoarding maize in anticipation that the export ban will be lifted so that they can sell the grain to neighbouring countries at lucrative prices, says the Grain Traders Association of Zambia (GTAZ). The grain traders have revealed that they are struggling to access maize from farmers despite Government announcing that the country had enough stocks. GTAZ spokesperson, Chambuleni Simwinga, said the association had only bought 200, 000 tonnes of maize from the targeted 500, 000 tonnes.

Mr Simwinga said with the announced maize stocks, grain traders would have bought over 350, 000 tonnes of maize by this time. He said there had been a low inflow of maize this marketing season. “In terms of maize purchases, there is a low inflow of maize and as GTAZ we have only bought 200, 000 out of 500, 000 tonnes of maize,” Mr Simwinga said. Mr Simwinga said the association would have bought about 350, 000 metric tonnes under normal circumstances. “In normal circumstances this is November and we could have bought over 350, 000 tonnes,” Mr Simwinga said. The Food Reserve Agency

(FRA) said it was still compiling figures on maize purchases but that it had not met the one million target. When contacted for a comment Zambia National Farmers Union (ZNFU) Public Relations Officer Kelvin Kaleyi said farmers sold most of their maize to the private sector. “We do not know exactly where the maize is but what we know is the private sector bought a lot of maize from farmers at a very good price. So it’s not for ZNFU to trace where the maize is because farmers sell their grain to the best bidder,” Mr Kaleyi said. Mr Kaleyi said the private sector this season offered good prices compared to the FRA.

‘Marshlands didn't pay for Ultimate shares’

A WITNESS has testified that Marshlands Consortium has to date not paid any money for shares in Ultimate Insurance Company Limited. Mr Justin Phiri, a former founding shareholder in Ultimate Insurance, said this yesterday in a case Marshlands Consortium directors Tobias Hanyimbo Milambo, Nachi Musonda, and Richard Lubemba are facing about 15 counts of forgery. The three are also facing other related charges arising from alleged fraudulent acquisition

of 65 percent majority shares in Ultimate Insurance. Mr Phiri told Lusaka Magistrate Alice Walusiku that Marshlands Consortium was supposed to pay K1.3 million for the entire Ultimate Insurance Company Limited but did not fulfil conditions in the share sale and purchase agreement. HH sues Tayali for defamation

UPND president Hakainde Hichilema has now turned to the Court of law seeking a permanent interim injunction to stop Chilufya Tayali from talking about his role in the 1990s privatisation process. Mr Hichilema yesterday sued Mr Tayali, who is president of the Economic and Equity Party (EEP) in the Lusaka High Court for defamation of character for allegedly saying that he corruptly benefitted from privatisation. This comes barely 24 hours after the EPP president reported Mr Hichilema to the Anti-Corruption Commission (ACC) for allegations of corruption during the privatisation of state-owned companies.

Duped local contractors paid By AARON CHIYANZO LOCAL contractors who were duped out of over US$1 million by an Indian firm, Jaguar Overseas have now agreed on a monthly payment plan with the firm after almost five years of pushing for the payment. One of the directors for the main local contractor Horizon Contractors Limited, Steven Sikombe, confirmed that the Indian firm had started clearing its debt in monthly instalments. Mr Sikombe disclosed that hundreds of contractors who were subcontracted by Horizon and were threatening to sue over their delayed dues had now been paid. He however could not confirm how much had been paid so far. “We have finally agreed on a monthly payment plan and Jaguar has started making payments. We have even paid those we subcontracted except one who is finalising works,” Mr Sikombe said. The local contractors were subcontracted to build 208 health posts in Central, Eastern and Copperbelt provinces in 2014 using their own money. Several firms, which were subcontracted threatened to sue following the failure to honour contractual obligations. Jaguar had partnered with Horizon Contractors Limited because it did not have a construction licence to build the health posts. Horizon also subcontracted more than 100 local firms, with an agreement for the firms to use their own money to carry out the works, then receive a contractual payment upon completion of the works. The more than US$19 million project for the construction of the health posts and installation of essential equipment was signed between the Zambian government and Jaguar Overseas on July, 3 2013.

ZRA did not confirm mineral content for K39bn exports - AG By AARON CHIYANZO THE Zambia Revenue Authority (ZRA) did not confirm mineral content for mineral exports valued at K39. 4 billion exported in 2019, the Auditor General’s report has revealed.

Exports were made through Katima Mulilo, Chirundu, Kazungula and Victoria Falls. The 2019 Financial Intelligence Centre 6th Money Laundering and Terrorist Financing Trends Report disclosed that some precious stones and base

metals that were exported to foreign jurisdictions were undervalued. The report states that enquiries at Nakonde ZRA station revealed that the X-Ray Fluorescence spectrometers (XRF) machines, which were used to identify percentages

of elements contained in the mineral consignments were not operational for the period under review. The Auditor General’s report also states that the inputting of data manually exposed the system to the risk of manipulation and human error.

655 million tonnes copper produced in 9 months By SILUMESI MALUMO

ABOUT 655, 745, 106 tons of copper has been produced from January to September this year compared to 597, 088, 017 which was produced last year during the same period. Minister of Mines and Mineral Development Richard Musukwa said from the 655, 745, 106 tons, 646, 111.25 tons was produced by larger mining companies this year compared to 590, 321.13 produced last year. The minister said the production represented an increase of 55, 790.12 tons. Mr Musukwa told journalists in Lusaka yesterday, the increase was due to the increased output by NFCA, Kansanshi I, Lumwana and Kalumbila. He also said from the 655, 745, 106 tons produced, small-scale mines produced about 9, 633. 856 tons of copper this year compared to 6, 761, 887 produced last year. Mr Musukwa said this represented an increase of 2, 871. 969 tons. “The increase in processing capacity by the small scale processing plant in third quarter of 2020 as com-

pared that of 2019 was as a result of stabilised power supply to the plants and importation of copper ore from Congo,” he said. Meanwhile, the minister said “Gold production by Kansanshi Mining Company stood at 2, 717.1 kilograms compared to 2, 920.29 kilograms produced last year. ZCCM-IH produced 54.8886 kilograms at Kasenseli, he said, most of which was produced in August and September this year. “Cobalt production was 215.22 tons compared to 296.26 tons produced last year. The decline in production can be attributed to operational challenges at KCM. Nickel production was 4, 522.33 tons compared to 1, 641.06 tons produced last year. The increase in production can be attributed to the ramping up of production at Mabiza Resources,” he said. Mr Musukwa also said the country recorded manganese production of 27, 790 tons this year compared to 13, 652 tons last year. He said that the increase in production was due to compliance in terms of reporting by the small-scale manganese producers.

THE Constitutional Court has thrown out a petition where a lawyer was seeking an order that the Registrar of Societies deregisters all political parties which have not held party elections from 2016 to date. In its ruling, the Constitutional Court said that the petition by Mr Benjamin Mwelwa lacked sufficient details to warrant the existence of a cause of action against the respondents the Attorney General and the Electoral Commission of Zambia (ECZ) or how they breached article 60(2)(d) of the Constitution and section 8 of Act no. 1 of 2016 to justify the

He was seeking an order that the Registrar of Societies deregisters all political parties for allegedly having ceased to exist as political parties in Zambia on January 4, 2017 and violated article 60(2)(d) of the Constitution of Zambia (Amendment) Act no.2 of 2016 and section 18(1) and (2) Act no.1 of 2016.

Missing soldier declared dead By GRACE CHAILELESOETSA

THE Lusaka High Court has declared dead a Zambia Army soldier who went missing nine years ago. Judge Gertrude Chawatama has ordered that by her determination of the matter, the Registrar of births and deaths after the expiration of 14 days could issue a certificate of death of Staff Sergeant Ryod Lwengeshi. The State had asked the Lusaka High Court to declare S/G Lwengeshi dead who went missing on November 11, 2011 while on vacation. He was aged 39.

Lieutenant-Colonel Elias Zulu, the Manpower and Personnel Administration Officer in the Zambia Army and responsible for Manpower in the Regular Force of the Zambia Army wanted the court to grant the army permission to swear death of S/G Lwengeshi so that his estate could be compensated to his family. Lt-Col. Zulu said the deceased was a bonafide soldier as he was attested as a soldier in the regular force of the Zambia Army on December 7, 1994 . He said the estate of S/G Lwengeshi having been deemed to have retired after 24 years at the time he was presumed dead is approxi-

mately valued at K857, 364.35. He stated that the law presumes a person to have died if their whereabouts are unknown for a period of seven years or more, therefore it is a fit and proper case in which the court can exercise its discretion and grant the order sought. Ms Justice Chawatama said that it was in view of the foregoing that it was a fit and proper case in which her court could exercise it's discretion and grant the order sought as it would not prejudice any person but in the converse, the ends of justice would be met as it would give closure to the family of the deceased.

HE Pensions and Insurance Authority (PIA) should go beyond the supervisory and regulatory role to address low capitalisation and liquidation challenges, says Finance Minister, Bwalya Ng'andu. Dr Ng'andu said this would not only contribute to the growth of the industry but reduce on capital flight to offshore companies through reinsurance as resources will be retained locally for economic development. Government, he said, wished to see a significant increase in the contribution of the national Gross Domestic Product (GDP) by the insurance sector.

Currently, the insurance industry contributes about 2.63 percent to the national GDP which is significantly low compared to the other subsectors of the financial sector. Dr Ng'andu said this in a speech read for him by his Permanent Secretary for Budget and Economic Affairs, Emmanuel Pamu, at the on-going 2020 insurance conference organised by the Insurers Association of Zambia (IAZ). “I wish to assure the insurance industry that Government through the Ministry of Finance is continuously working with the regulator to ensure the underlying issues hindering the growth of the industry are urgently addressed,” he said. This is the kind of product innovation we need to see in all sectors of the economy, both formal and informal,” he said. "In achieving our micro-insurance agenda, we need to realise that Covid-19 has introduced a complexity of risks, and our response as a market should not only be to look for solutions that are only transferring risk but those that provide long term resilience," he said. CLAIMS amounting to over K7 million have been paid by Savenda General Insurance Limited (SGI) as at September 2020 despite the current challenges in the industry. SGI Managing Director, Irene Muyenga, said much this was a huge milestone for the company especially considering that the industry had also been hit by Covid-19 and declining macroeconomic fundamentals. Ms Muyenga said the company currently had standing claims of only K500,000 after paying out claims to customers. She was speaking at the welcoming cocktail of the 2020 Insurance conference on Tuesday in Chongwe. "We have had our share of claims with huge motor claims of K1 million and above. We were mainly hit by two agriculture claims amounting to over US$400,000 which we have since paid. That is not a small achievement for a company like ours," she said. Ms Muyenga however said despite milestone achieved, the company's journey was not without challenges. She explained that inflation

JOHANNESBURG - While in the throes of a global pandemic, government had second thoughts of hosting an investment conference this year, but the risk paid off with R109.6 billion in new commitments being pledged, President Cyril Ramaphosa said on Wednesday. The president made the remarks at the closing of the third annual investment conference - a hybrid event with 175 delegates based at the Sandton Convention Centre and 1700 attending virtually. The conference is part of an investment drive announced two years ago to raise R1.2 trillion or $100 billion. The total investments pledged now amount to R773.6 billion, or 64 percent of the five-year target. "This is a whoppingly huge number," Ramaphosa said. Fifty companies mad pledges this year. "This year's conference stands out for a number of reasons. It takes place in a subdued economic climate. We did not even begin to think it would come to R109 billion. JOHANNESBURG - Business lobby group Business Leadership South Africa has said that the country could not afford to worsen its already severe economic uncertainty by tampering with the independence of the South African Reserve Bank as proposed in a bill introduced by the Economic Freedom Fighters. The South African Reserve Bank Amendment Bill was introduced in Parliament by EFF leader Julius Malema in 2018. It proposes the complete state ownership of the central bank. The bill would also give more power to the minister of finance over the bank’s directors, a change from the current setup where the bank’s Monetary Policy Committee operates independently. Reserve Bank governor Lesetja Kganyago has been vocal in criticising any legislative decisions which would tamper with the central bank’s independence.

The question of the bank’s independence is a tricky policy issue for the African National Congress. The party resolved in its 2017 national elective conference that it would work to buy up privatelyowned Reserve Bank shares and change the institution’s mandate. The central bank, meanwhile, has emphasised that its mandate does not stem from the composition of its shareholders, but is rather enshrined in the Constitution. On Wednesday National Treasury director-general for tax and financial sector policy, Ismail Momoniat, noted that while the 2017 ANC conference resolved to nationalise the bank, the governing party did this whilst appreciating the complexities that the process would involve. Momoniat pointed out that EFF MP Floyd Shivambu said upon the submission of the amendment bill to Parliament in 2018 that it was first step in changing the bank’s mandate. This, said Momoniat, would cause uncertainty. “It ignores the rights of shareholders as codified in the original act. If there is a forced takeover of SARB shares, it raises a fear of whether or not this will stop at SARB and if it will be extended to other assets. HARARE - Delays currently being experienced by firms in accessing foreign currency allotted to them at the auction trading system are teething problems and the central bank is working flat out to smoothen the process, an official familiar with the developments has said. The foreign currency auction trading system, introduced on June 3 this year, has so far allotted $434,3 million, bringing relief to the business sector, long starved of reasonably priced foreign currency from formal channels. While before the introduction of the auction trading system, the exchange rate of the Zimbabwe dollar against the US dollar was volatile, reaching high levels of $120, it has since stabilised at below $82 for more than two months. The business sector has admitted the positivity brought by the auction system, with Innscor, for example, saying the trading environment for the three months to September 2020 “was underpinned by improved business and consumer confidence arising from a relatively stable local currency.” Another Zimbabwe Stock Exchange-listed entity Axia Corporation, in its latest trading update for the three months to September 2020, shared the same sentiments, describing the introduction of the auction trading system as encouraging as it “played a critical role in stabilising the exchange rate which has helped businesses to plan.” Business executives who spoke to this publication raised concern that despite having been successful in getting funds allotted at the auction, it was now taking several weeks before the funds can be transferred into their accounts. ECL powerful choice for 2021 Dear Editor, AS we continue marketing the PF Presidential candidate Edgar Lungu, we wish to maintain that our choice for a candidate is informed by his selflessness and voluntary servitude to uphold the living standards of the Zambian people. With President Lungu at the helm of the country and the party, there are a number of sacrifices he has made to forego the entitlements for the sake of the people. There are also some of his lieutenants who have followed suit and in their own way are giving back to society (we will discuss them at the appropriate time). This write up is meant to focus on the forbearance that has been made by President Lungu.

On September 15, 2015 whilst addressing Parliament, the President broke the norm and made a pronouncement and he said, “.............I don’t mind going back to Chawama.” The gist of the statement was that the President has refused to have a retirement house constructed for him once his tour of duty comes finishes at the end of his second term which is lapsing in 2026. He then asked Parliament to review the Benefits of Former Presidents Act and ensure that it is in line with what was economically sustainable to the economy. His generosity is exemplary as compared to some citizens who once upon a time were entrusted with the responsibility to privatise state-owed enterprises. The same individuals in question ended up enriching themselves at the expense of the Zambians who were relegated to the streets and went to their grave as destitutes. Mr Lungu selflessness has given us the impetus that the ECL era should reign beyond 2021. It is only for the brevity and economy of space that we could not elaborate all the selfless effort that the 2021 PF Presidential candidate has made. ECL is an embodiment of selflessness. ALLOW UNZA STUDENTS WRITE EXAMS Dear Editor, SOME students at the University of Zambia (UNZA) who owe tuition fees are not being allowed to write their final examinations. This move has irked some students particularly those who come from poor families. These students can’t afford the tuition fees. UNZA Vice Chancellor Professor Luke Mumba recently addressed the affected students and made it categorically clear that any student who owes the institution would not be allowed to write the examinations. In my view, this decision is not in the best interest of the students. The decision will ultimately deprive students the right to education. Prof Mumba said that the affected students can either repeat their courses or sit for the examinations at the appropriate time when they have money. Given the prevailing scenario at UNZA, I feel preventing students owing the learning institution from writing the examinations is not the panacea to the problem. The right thing to do is that the institution should allow the defaulting students to

write the examinations and withhold results. The students can be given the results upon clearing the arrears. As much as we appreciate that UNZA is providing the tertiary education in different faculties, there is need to feel for the plight of the students by allowing them to write the examinations. Moreover, it has been said that education is the equaliser of life. The economy is not performing so well that many people are impoverished. Ultimately, they lack income to meet their financial obligations. In another vein, some guardians and parents of the affected students are retirees who have not yet been paid their terminal benefits. I appeal to UNZA to rescind the decision by allowing the students to write their examinations because defaulting on tuition fees is not deliberate. It might arise from financial challenges. Moreover, education should not be the preserve of the rich only but for everyone. ELEMIYA PHIRI, Lusaka.

Dear Editor, IN the wake of the Zambia national team’s dismal performance in the Cameroon qualifiers, it is clear that we have no chance of qualifying to the tournament in Cameroon. My prediction is premised on the team’s performance in the four games we have played so far and the remaining fixtures in our group (H), Zambia, Algeria, Zimbabwe and Botswana. When the tournament started, each team was to play six games, home and away. This means that 18 points were up for grabs for each team. Out of the six games, all the teams have played four games and we are remaining with two games to wrap up the tournament. Twelve points were at stake in the four games we have played, out of which we have lost three games and won one. This means that we gave away nine points and only earned three points. Six points are at stake in the remaining t games. Against Zimbabwe away and against Algeria at home. These are tough fixtures for us. Assuming we win the two games, we will close the tournament with nine points. Algeria have already qualified with two games remaining. It therefore, leaves Zambia, Zimbabwe and Botswana to fight for the remaining slot. The reaming fixtures to wrap up the tournament are as follows: Zambia Vs Algeria Botswana Vs Zimbabwe Zimbabwe Vs Zambia Botswana Vs Algeria Given the fixtures, I can’t see the much-improved Zimbabwe losing both games. That is the only way Zambia can qualify. It is clear to me that Zimbabwe stands a better chance of scoping the remaining slot than Zambia and Botswana. We definitely need serious introspection as to what has happened to our beautiful game. Standards have really fallen since we won the Afcon in 2012. Once upon a time, Botswana, Namibia, Zimbabwe, Malawi, Angola and Mozambique were not in our class. Now we are struggling to beat these teams and in some cases we are losing. MONETARY POLICY COMMITTEE STATEMENT Monetary Policy Rate held at 8.0% The Monetary Policy Committee (MPC), at its November 16 - 17, 2020 Meeting, decided to maintain the Monetary Policy Rate at 8.0% 10 moderate risks to financial stability and support growth, lives and livelihoods. This decision also allows monetary policy measures taken earlier in the year to take full effect. This is despite projections indicating that inflation will persist above the 6-8% target range throughout the forecast horizon]. The Committee noted that financial stability remains fragile despite signs of marginal improvement in economic activity in the third quarter following the partial relaxation of COVID-19 restrictions. Although growth is expected to recover in the medium-term, limitedfiscal space, as well as uncertainty surrounding the persistence ofthe COVID-19 pandemic and access to externalfinancing remain key downside risks to growth prospects. In this regard, successfully navigating the debt restructuringprocess to restore debt sustainability and implementingfiscal and other structural reforms are critical to return to fiscalfitness and macroeconomic stability. Less severe contraction of the global economy projected in 2020 Global economic activity is showing signs of recovery as economies partially reopen and policy stimulus measures begin to take effect. In this regard, a less severe contraction of 4.4%2 is projected in 2020 than the earlier projection of 4.9%. A strong rebound in global growth is projected in 2021, supported largely by policy stimulus measures. The recovery is still expected to be protracted and highly uncertain over the medium-term due to the impact of income losses on aggregate demand, rising sovereign debt and subdued commodity prices. Further, the risks to global growth remain tilted to the downside due to the high degree of uncertainty surrounding the evolution of the pandemic as well as the speed of delivering a vaccine. Domestic economic activity showing signs ofpicking up, but weaker recovery projected in the mediumterm High frequency data and coincident indicators of economic activity point to some improvement in the third quarter, reflecting the partial relaxation of COVID-19 restrictions. Broadly, all the monitored indicators in the Third Quarter 2020 Indicative Bank ofZambia Survey ofBusiness ()pinions and Expectations exceeded the second quarter reading. The Stanbic Bank Zambia Purchasing Manager 's Index also signalled a softer deterioration in the private sector business environment. The rate of decline for new orders, output and employment moderated and business confidence showed signs of improvement. Nonetheless, for 2020 as a whole, the economy is projected to contract by 4.2%. The observed better performance in mining production in the year to September may moderate the severity of the contraction. Over the medium-term, growth is expected to recover, albeit at a weaker pace than earlier anticipated due to limited fiscal space, as well as uncertainty surrounding the persistence of the COVID-19 pandemic, and access to external financing. Inflationary pressures remain high After rising steadily for six successive quarters, annual overall inflation decelerated to an average of 15.7% in the third quarter from 16.1% in the preceding quarter. This was mainly due to improved supply of maize grain and related products. On account of this, food inflation declined to 15.2% from 16.9%. However, nonfood inflation rose to 16.2% from 15.1% largely due to the depreciation of the Kwacha. The recent reading of inflation points to a resurgence in inflationary pressures. In October, inflation rose to 16% from 15.7% in September largely reflecting the weakening of the Kwacha. Over the next eight quarters, a moderation in inflationary pressures is anticipated although inflation will persist above the 6-8% target range throughout the forecast horizon. Inflation is forecast to average 16.7% in the fourth quarter of 2020. In 2021, it is expected to decline to 13.5% and further to about 10.0% in 2022 on an annual average basis. The factors underlying the decline in inflation include subdued aggregate demand and moderation in food prices as well as money

supply growth. However, the risks to the inflation outlook are tilted to the upside and these include higher than anticipated monetary expansion, possible upward adjustment in fuel pump prices, further deterioration of the fiscal position, as well as the depreciation of the Kwacha. Inflation may decelerate faster if the measures being taken by Government to restructure debt and implement key structural reforms materialise. Overnight interbank rate declines further, as monetary policy remains accommodative The overnight interbank rate declined to a quarterly average of 8.55% from 10.98% and was maintained within the Policy Rate Corridor of 7.0% to 9.0% throughout the quarter. This followed a further reduction in the Policy Rate in August and the increase in market liquidity. Liquidity conditions eased due to increased Government spending and stimulus measures implemented by the Bank of Zambia through the Secondary Market Bond Purchase Programme, Targeted Medium-Term Refinancing Facility and open market operations undertaken on flexible terms. Demand for Government securities remains high Following the increase in liquidity levels, demand for Government securities remained strong. In particular, demand for Treasury bills was much stronger as the auctions attracted bids in excess of the amounts on offer by 54%. In contrast, Government bond auctions were undersubscribed as the bid amounts fell short by 40%. However, this was an improvement over the 60% shortfall recorded during the previous quarter. Demand for Government bonds has been relatively weaker due, in part, to investors' expectations of high levels of shortterm interest rates over the next few quarters. With increased demand, funds raised from the auctions significantly increased, resulting in a surplus of K6.4 billion. As a result, the stock of Government securities grew by 15.8% to K118.7 billion. At end-September 2020, Government securities held by nonresidents increased by 5.7% to K14.3 billion, representing 12.0% of the total securities. Nearly all these holdings (97.8%) were in Government bonds. Interest rates decline further Generally, market interest rates maintained a downward trend, largely reflecting the accommodative monetary policy stance. The commercial banks' average lending rate declined to 25.7% in September from 26.4% in June and further to 25% in October. The savings rate for 180-day deposits also reduced to 10.3% from 10.7% and is currently at 9.9%. Similarly, the composite yield rate on Treasury bills declined to 22.7% from 26.3%. The composite Government bond yield rate marginally increased to 32.3% from 3 1.8%. Credit to the private sector remains subdued, but money supply expands further Credit growth to the private sector picked up slightly to 13.8%, year-on-year, in September from 10.4% in June. This was largely attributed to the sustained increase in demand for bridge financing and working capital by firms to meet rising operating costs. However, credit to Government continued to expand at a faster pace, growing by 69.2% in September compared to 46.9% in June. In line with the expansion in credit to Government, money supply (M3)1 growth rose to 46.5% in September from 29.4% in June. Fiscal pressures persist Fiscal pressures heightened as the financing gap widened. Spending pressures escalated amidst declining domestic revenue due to the persistent adverse effects of the COVID-19 pandemic. Going forward, uncertainties regarding the evolution of the COVID-19 pandemic, debt suspension and restructuring, as well as securing external financing will continue to exert pressures on the fiscal position. In this regard, successfully navigating the debt restructuring process to restore debt sustainability and implementing fiscal and other structural reforms are critical to return to fiscal fitness and macroeconomic stability. Current account surplus expands The current account surplus expanded to US$601.7 million (3.8% of GDP) from US$350.7 million (2.2% of GDP) in the second quarter, driven by net exports. Rate of depreciation of the Kwacha slows down The Kwacha depreciated against other major trading partner country currencies, albeit at a slower pace mainly on account of increased foreign exchange market interventions by the Bank of Zambia. Against the US dollar, the Kwacha weakened by 3.3% to an average of Kl 8.94/US$ in the third quarter and closed the quarter at K20.02/US$. Currently, subdued foreign exchange supply amidst increased demand has continued to underlie the market. The reduction in the supply of foreign exchange to the market is partly due to a slowdown in global economic activity, which has adversely affected capital flows. Heightened demand for foreign exchange is mainly for the importation of agricultural inputs and petroleum products. With limited supply, the Bank has increased its intervention in order to support the market. With increased net foreign exchange sales for market support coupled with debt service, gross international reserves declined by US$111.8 million to US$ 1,321.2 million (equivalent to 2.3 months of import cover) at end-September from US$1,433.0 million at endJune (equivalent to 2.3 months). Despite the decline in the level Of reserves, the months of import cover remained unchanged due to the drop in imports of goods and services attributed to the subdued economic activity and the depreciation of the Kwacha. The MPC Decision From the foregoing, it is noted that imbalances in the economy remain. In particular, inflationary pressures have persisted, growth is anaemic and fragilities in the financial sector have not abated. Uncertainty surrounding the persistence of the COVID-19 pandemic, and access to external financing remain key downside risks to growth prospects. This requires striking a right balance between price and financial systems stability, and growth. In this regard, the MPC considered three options: raising, reducing or maintaining the Policy Rate. With inflation on the rise, conventionally, raising the Policy Rate in an effort to control inflation would have been expected. However, doing so, in an already depressed economic situation, would result in further contraction in economic activity and threaten the stability of the financial sector. On the other hand, reducing the Policy Rate in an attempt to give further support to the economy may put additional pressure on the exchange rate in a supply-constrained environment. This may worsen the inflation outlook. Considering all these factors, including the significant reduction in the Policy Rate by 350 basis points in 2020, and to allow monetary policy measures to take full effect, the MPC decided to maintain the Policy Rate unchanged at 8.0%. Decisions on the Policy Rate will be guided by inflation forecasts, outcomes, and identified risks, including those associated with financial stability and the COVID-19 pandemic. The next MPC Meeting is scheduled for February 15 - 16, 2021.

‘Political leaders shielding wrongdoers’ By SANFROSSA MANYINDA POLITICAL leaders are to blame for the rampant illegal allocation of land because they have been shielding wrong doers, Chingola Mayor Titus Tembo has said. Mr Tembo said leaders should be telling the people the truth and let them understand that a wrong would always be a wrong. He said it was important that the law was followed especially on matters of land so that the problem could be resolved once and for all. "We have declared war on this matter and we can assure you that no one would be spared if found selling land illegally. "We do not derive pleasure in demolishing structures but we will not allow people to continue doing the wrong things in the name of being cadres for certain political parties," he said. Mr Tembo maintained that the council would not allow unplanned settlements any longer. He said it was high time the face of the city was changed by first starting with cancelling and in other cases legalising the illegal settlements depending on the situation.

Meanwhile, Mr Malanji gave out K30, 000 to youths in his constituency, who are involved in a block-making project. He promised to buy them two

block-making machines so that they could be making quality blocks for sale and make money for themselves He said the current blocks which the youths were producing were of poor quality because they did not have proper block-making machines "So, as area member of parliament, I want you to organise yourselves and come up with cooperatives to produce quality blocks to be sold to individuals and companies at a very good price,” Mr Malanji said.

There has been a notable increase in the number of the street kids in the Central Business District (CBD) despite efforts to relocate them. As a result, this has created a security problem in the city as the street kids were now getting unruly and harassing innocent residents. The residents have since called on Government to clean up the streets of Kitwe, stating that if left unchecked, the problem was likely to degenerate into chaos.

"We have now reached a stage where we can't move freely in the CBD because these kids attack and harass us regardless of time of the day. "The bad part that we now need to worry about is that we have also noticed a few street adults that have joined and contributed to the increasing numbers of these children," one of the the residents, Bwalya Mumba said. OVER 70 boxes containing 12 by 2 litres of cooking oil have been handed over to freedom fighters, disabled and retirees in Livingstone. The cooking oil was donated by the Zambia Revenue Authority (ZRA) last week with a suggestion to the District Commissioners office to hand it over to those in need. Livingstone District Commissioner Pascalina Musokotwane, said that her office merely received the cooking oil on behalf of the recipients.

Ms Musokotwane said the donated cooking was for everyone who deserved to benefit without any political attachment. "We were privileged to be considered by ZRA as people to benefit from the cooking oil. So as an office, from what we were given, we have opted to invite people from the outside community especially those who are not in employment especially the vulnerable people to come and receive," she said. Ms Musokotwane said that the criteria of identifying beneficiaries was done transparently without undue political influence.

DEMILITARISE POLITICAL CADRES - SINKAMBA By JOHN KOMBE

P

OLITICAL cadres must be demilitarized in order to end political violence ahead of the 2021 general elections, says Green party president, Peter Sinkamba. Mr Sinkamba complained that the growing trend of polit-

ical violence was worrying and must be stopped with action and not rhetoric. He said the militarizing of political parties was a source of great concern and insisted that the trend must be brought to a halt. Mr Sinkamba observed that the wearing of military uniforms by some political cadres was

creating militia that was difficult to deal with by police. He said in an interview that the police were overwhelmed by the well-organized militia who perpetrated violence with impunity. The opposition leader wondered how cadres could have the audacity to insult and intimidate the police.

“How can we have a situation where even the Inspector General of police is insulted and the political leaders are mute and let the culprits walk scotch free?” Mr Sinkamba asked. Mr Sinkamba said that his party was on record of condemning the militia phenomenon, but this had fallen on deaf ears.

He advised political party leaders to not only condemn political violence, but back it with appropriate action. And Patriotic Front (PF) member of the central committee subcommittee on media, Jevan Kamanga, advised political leaders not to protect perpetrators of political violence. Mr Kamanga said that the

PF had on many occasions disciplined its members who had been involved in political violence. He however observed that some political parties operating the ‘water melon’ tactic had sometimes used other political parties’ regalia to commit offences so as to paint opponents black.

He said previously, the tax return for the industry was being done as a total of whether the gambling business was involved in other businesses such as beer selling and running a restaurant besides gambling. Mr. Sikalinda said the tax return has now been split withthe gambling, betting section, drinks, and food sector paying tax separately following concerns from the gambling industry. “Every business pays tax whether it's a casino or not, the only issue is that they had raised concern on how the tax return was being done. Previously the way the tax return was done, it was done as a total, one tax return whether one sells beer in the casino or other business,” he said.

One of the challenges that the change of retirement age from 55 to 60 years entailed was holding back retirement for five years for workers who should otherwise have retired and been paid off and replaced by new workers. This matter has brought a window of opportunity for Zambia to resolve a long standing dilemma of how to pay off retired public servants, create jobs for so many of our youths and in turn revive the economy. A key factor that motivated the state to increase the retirement age was to open a moratorium window during which to mobilise resources to pay off the huge backlog of retirees inherited from the previous administration in 2011. Unfortunately this has not materialised. Instead a mountain of unpaid retirement benefits has accumulated. Remember, a double-edged sword was created by popular acclaim among workers, labour unions and others when the Zambian Parliament, riding on the popularity among workers and labour unions, had accepted a clause in the 2016 Constitution, of retaining retirees on the payroll until their benefits had been paid. This retention on the payroll of unpaid retirees created a resource problem. Ugandan presidential candidate suspends campaigns KAMPALA - Ugandan presidential candidate, Mugisha Muntu, has suspended campaigns until other opposition candidates who were arrested on Wednesday are released. Muntu called for the release of Robert Kyagulanyi, popularly known as Bobi Wine, and Patrick Amuriat. The two candidates were arrested separately during their campaigns. Muntu asked the government not to be reckless during the campaign period as the situation was volatile. Three people were killed in violent clashes between Ugandan security forces and protesters on Wednesday, police said, after the latest arrest of Bobi Wine. Thirty-four people were also injured in the capital Kampala as police used tear gas and “other lethal weapons” against protesters, police spokesman Fred Enanga told AFP. The Uganda Red Cross said in a statement that it treated more than 30 people in Kampala following “scuffles involving the police and the rioting masses,” including 11 people for gunshot wounds. Kampala police commander Moses Kafeero said earlier on Wednesday that Wine, a pop star-turned-MP who is President Yoweri Museveni’s main opponent in the 2021 presidential election, had been arrested for violating coronavirus measures at his rallies. AFTER watching his team being humiliated by Green Buffaloes following a 5-0 drubbing at Nkoloma Stadium in Lusaka, Nkana FC Chief Executive Officer Charles Chakatazya has left the Zambian champions. Chakatazya, whose contract as Nkana FC CEO was not renewed said today would be the last day he would serve as the club’s CEO after his appointment expired.
