RIGHT TRAJECTORY ONE of the key points contained in the Economic Recovery Programme launched by President Edgar Lungu last year was to boost the country’s exports drive. It is an acceptable fact that a country cannot boost its foreign reserves without exporting so as to earn the dollars it needs to pay for its debts – in the case of Zambia. With this in mind, we are happy that Government has at last allowed for the export of mealie meal to foreign markets, notably the Congo DR. This follows approval of proposals from the Millers Association of Zambia (MAZ) to have the ban lifted following good yields in the 2020/2021 harvest season. The government’s decision follows protracted discussions with the MAZ. This was because the government, while appreciating the Congo DR market had to ensure that mealie meal exports would not leave Zambians starving. Recently, Agriculture Minister Michael Katambo revealed that the ministry in consultation with stakeholders was studying proposals on the possibility of lifting the ban on the export of mealie meal. MAZ president, Andrew Chintala, who confirmed the development explained that Government has finally considered their proposal to lift the ban on exports of mealie meal. Mr Chintala said the borders would open once modalities were put in place. He said only a few modalities were remaining before the full operationalisation of the programme. We hope with this development, Zambian milling companies will take up the challenge as they have been craving to have the export ban lifted. We also hope that the rampant smuggling of mealie meal, particularly through the Copperbelt Province will end for traders can sell their mealie meal in a transparent manner. We recall that Government was compelled to deploy Zambia National Service personnel in the region to stem the rampant smuggling of mealie meal that was going on. What irked the government was that traders preferred to take all the mealie meal to the Congo DR leaving Zambians with nothing – amidst successive bumper yields. In fact, the government has never been against mealie meal exports and had always strived for regulated trade. We are glad therefore that Mr Chintala alluded to this. He said MAZ had proposed that the export should be done under a regulated arrangement to ensure a systematic approach aimed at making sure that the local supply of the commodity was not compromised. What is pleasing about the export drive is that it would encourage farmers to grow more maize due to the vast market – local and foreign. We are sure that farmers will not fail to meet not only local demands but export markets as well. The usual bottlenecks that farmers complained about – delayed payments for maize sold to the Food Reserve Agency (FRA) and late delivery of inputs under the Farmers Input Supply Programme (FISP) have all been ironed out. Farmers received their payments promptly from the FRA last year and for the 2019/2020 farming season, the farming inputs were delivered in record time. A strong agricultural sector is a must for the country’s economic recovery and having a guaranteed export market is key to the country’s economic development.

UPND watermelons are on the rise in Zambia’s cyberspace. Disguised as PF cadres and with overt political agendas, they have a habit of surfacing when general elections are around the corner. And such cyberspace groups have been a particular online security headache of late. This was the case with their stunt of displaying huge stacks of money whilst disguised as PF cadres on social media platforms. At first this was dismissed as a stunt full of hot air. But sometimes hot air is just what is needed when a crafty opposition party wants something covert hatched up. However, the motive of painting the Zambian government as unworthy of the International Monetary Fund (IMF) bailout package on social media platforms was bound to fail. The question was when would it fail and who would be embarrassed? The enforcement of the Cyber Security Act would provide the answers. Besides, Zambia’s next general election has been fixed for August 12. It will elect

stakes battle. Already, the key contenders have hit the campaign trail, but the man the cyberspace punters had put their money on is having a rough time. And this is thanks to the Cyber Security and Cyber Crimes Bill which is meant to protect citizens from criminals intending to commit crimes using the cyberspace, like those masqueraders clad in PF regalia splashing cash on social media platforms. Emphatically, Vice-President Inonge Wina confirmed that the PF had nothing to do with the people splashing cash on social media, alleging that those responsible were UPND members masquerading to be PF to tarnish the ruling party’s image. The UPND watermelons’ euphemism for green outside and red inside stunt was clearly aimed at crippling PF’s campaign even before it started. Albeit, there has been a growing awareness that injustices in Zambia’s governance system and the electoral process have the potential to dent her chances of clinching a deal with the IMF. All political players have since been advised to conduct violent-free and clean campaigns to ensure that the country gets the much-needed bailout package from the IMF, especially that the country is under microscopic observation during the pre-election period. The brandishing of cash on a myriad of social media platforms by UPND zealots disguised as PF cadres was one of the symptoms of this year’s pre-election governance fragility in the country.
With this knowledge, and under public scrutiny, the UPND president has had to change tactics. He had gone through the motions of shifting the blame to the Bank of Zambia (BoZ) Governor, hence ostensibly eschewing his party’s covert watermelon stunt. He has at the same time been challenging the BoZ Governor to explain to the nation where the money supposedly being displayed by PF cadres on social media was coming from. The UPND leader ostensibly warned that failure to do so by the central bank would make citizens conclude that it was printing money which it was giving to PF cadres; money which wasn’t backed by any economic activity. He had since called on the Zambia Police, Anti Corruption Commission (ACC) and the Drug Enforcement Commission (DEC) to quickly move in and find the source of the money which PF cadres were flashing on social media when there was no money in circulation. With IMF’s recent revelations that Zambia’s negotiations with the multilateral lender were progressing, it is now emerging that the brandishing of a lot of money by individuals clad in PF regalia were nothing but a neatly choreographed plot by the UPND top brass and their lieutenants to deny Zambians of the much-needed IMF bailout package before the August elections. The events that followed the UPND watermelons seen brandishing money in several social media videos that had gone viral indicated a premeditated agenda. It had nothing to do with the central bank printing money which it was allegedly giving to PF cadres for the pre-election campaigns but everything to do with Mr Hichilema’s presidential ambitions.

Minister hails zero Covid death record, but warns of 3rd wave From page 1 He said frontline healthcare workers have borne the brunt of the Covid-19 pandemic over the past year as they have continued to provide both routine essential health services and fight the pandemic. Dr Chanda however, disclosed that despite recording zero deaths, the country continue to have a lot of critically ill patients in its health facilities. He called on the country to continue adhering to Covid-19 guidelines to avoid the third wave of the pandemic which has been declared in some countries. Dr Chanda also said most countries in Europe and some in Africa including Kenya have declared a third wave of the COVID-19 pandemic and are preparing to head into further lockdowns.
Dr Chanda also said Government remains committed to being guided by science and empirical evidence to inform the planned voluntary vaccination programme for Zambians. Meanwhile, the country has recorded 214 new covid 19 cases out of 5, 495 tests conducted in the last 24 hours, bringing the cumulative number of confirmed cases recorded to date to 86, 273. Dr Chanda also said a combined 396 discharges were recorded from both the Covid-19 isolation facilities and home management, bringing the cumulative number of recoveries to 83, 110. He said currently, the country has 1, 985 active cases, of whom 1, 851 are under community management and 134 are admitted to Covid-19 isolation facilities across the country.

THE Rwanda genocide remains a stark reminder of what happens when the clergy mislead a nation, so local clergy should tread with caution and not incite people against government on issues such as elections, says PF Member of the Central Committee Andrew Lubusha. Mr Lubusha has warned that attempts to undermine the electoral process by questioning the registration of voters as well as the mobile registration, should be stopped because the Electoral Commission of Zambia has been transparent.
He said it was wrong for the church mother bodies to continue peddling the opposition agenda without understanding the consequence of such actions to the peace and harmony in the nation especially that the country will soon be going to the polls. “From the way some members of the clergy have been conducting themselves, it’s clear that they are being used by the opposition against the PF and President Edgar Lungu’s government. But as a party, we are not going to allow that to derail us from delivering on our promise to the people of Zambia,” he said. Mr Lubusha said President Lungu had assured the
nation and international community that there would be peace before, during and after the August elections and that the will of the people would be respected. He said the recent statement by the three church mother bodies, namely the Council of Churches in Zambia, the Evangelical Fellowship of Zambia and the Zambia Conference of Catholic Bishops inciting the public against government decisions such as the introduction of the Cyber Security and Cyber Crimes Bill, was a clear sign that some clergy in these religious groupings were against Government.

Zambia has continued to lose so many lives due to tobacco. “If you look at the statistics, every year over 7, 000 people die due to different complications which come as a result of tobacco use. This is why we are calling for this bill, we need to control the use of tobacco,” Prof Goma said. He said nearly 16.0 percent of Zambians currently consume some form of tobacco products with men being at 24.0 percent while women at 7.8 percent. Prof Goma said it was important for parliamentarians to support the bill as tobacco use in developing world like
Zambia poses a major challenge not only to health but also socioeconomic development and environment sustainability given that people with a low income are more likely to use tobacco which significantly worsen poverty. “We only have now to May 12 before parliament is dissolved. We are hopeful that the bill will be tabled before parliament and we need parliamentarians to support this document so that it is enacted into law,” he said Prof Goma said once the bill is enacted it would provide for the protection of present and future generations from the devastating, health,
social, environmental and economic consequences of tobacco consumption, nicotine addiction and exposure to the harmful emissions of tobacco products, tobacco devices, nicotine products and nicotine devices. He also said that the bill also seeks to prevent user initiation, continually and substantially reduce consumption of tobacco and nicotine products and encourage quitting. Prof Goma said the bill also seeks to domesticate the World Health Organisation framework convention on tobacco control and provide for matters incidental to and in connection with the foregoing.

Pharmaceutical sector ripe for local, foreign investors - minister

ZAMBIA remains an attractive destination for local and foreign investment in the pharmaceutical industry owing to its enabling political and economic environment, Health Minister Jonas Chanda has said. Speaking yesterday when he toured the $22-million, Yash Life Sciences, Dr Chanda said the PF government was committed to ensure constant supply of medicines and other medical supplies to all public health facilities in the country. The minister is touring pharmaceutical companies to ensure efficacious medicines towards universal health coverage and improved service delivery in the medicine supply chain. He called for more investment in the manufacturing of essential medicines for quality delivery of healthcare service. He said the government appreciates the role local manufacturers like Yash Life Sciences play in supplementing its efforts in its quest towards the
achieving of the universal health coverage agenda by 2030. Dr Chanda also thanked local pharmaceutical companies producing locally made essential medicines at a reduced scale of up to only 15 percent and has since advised for upscaling of production to benefit the country’s fledgling economy. He also called on local pharmaceutical companies to consider venturing into the production of Covid-19 vaccines and to also look across the frontiers, to allow for partnership with other foreign investors. Dr Chanda said the government has been spending a lot of money importing medical supplies noting that locally manufactured essential drugs will uplift the economy. And Yash Life Sciences president Himanshu Patel said the company intends to increase its production capacity before it explores the international markets. He also expressed hope that the local pharmaceutical industry will soon flourish as the economy was slowly getting back on track under the new normal.

THE Higher Education Authority has revoked six PhD degrees in the field of Transformational Leadership offered by Twin Palm Leadership University. The degrees were conferred by the university at a graduation ceremony held on April 25, 2020. HEA Corporate Communications Officer Boniface Musoba announced that it does not recognise six postgraduate degrees in the field of Transformational Leadership that were conferred by the university last year. This followed an investigation conducted by HEA into the circumstances under which the degrees were awarded. Mr. Musoba stated that due to the irregularities surrounding the awarding of the six PhDs, the HEA does not recognise them as the university contravened the provisions of the Higher Education Act. Recently, the HEA closed five higher institutions that have been operating contrary to the provisions of the Higher Education Act. Mr. Musoba mentioned that the institutions include Elpalate University in Lusaka, Landmark University, Shalome University in Kitwe, Shaphat University and Yesbud University both of Lusaka. Mr. Musoba disclosed that Melburn Institute of Applied Sciences is offering illegal degrees and that some of the institutions are fraudulently issuing financial aid to unsuspecting people to recruit them. Meanwhile, Zambia Republican Party president Wright Musoma has called on the HEA to conduct inspections of universities because people are losing money. Mr Musoma said the HEA should embark on a massive inspection of all private universities in the country.

A WIFE who faked her Zimbabwean husband’s death in an “audacious fraud” to claim nearly £400,000 in life insurance walked free from court (in the UK). Thulile Bhebhe, 51, claimed her husband Bekezela Bhebhe died of a pulmonary embolism while holidaying in Zimbabwe in August 2016. But it was discovered Mr Bhebhe, a nurse, was actually working a long day shift at Charing Cross Hospital in London on the day he ‘died’. Judge Nigel Seed QC heard the couple are in “dire financial straits” and suspended a two-year prison sentence for two years. Mrs Bhebhe, who wore an all-black outfit and a face mask in the dock, looked straight ahead and appeared emotional as the sentence was passed. Judge Seed said: “It was an audacious fraud but you kept up your husband was dead over a period of time. “Given that you have two dependant children at home and there’s a real prospect of rehabilitation, it is entire-
ly in accordance with the sentencing guidelines that I should not make that sentence immediate but suspend it – to give you the opportunity to rehabilitate and find other ways of punishing you.” Mrs Bhebhe, also a nurse who worked for the NHS Direct phone service at the time, admitted fraud by false representation in 2018. Inner London Crown Court heard her husband, who is originally from Zimbabwe, was unaware she
had declared him dead. Bekezela Bhebhe, 54, was accused of helping her submit the fake documents but denied any involvement and was cleared in January this year. According to prosecutors, he had an image of the fraudulent death certificate on his phone and his fingerprints were found on the original death certificate. However a judge ruled there was no evidence that he was in on the fraud when his wife, who is originally
from South Africa, made the claim and ordered the jury to find him not guilty at the end of the prosecution case. The life insurance policy had been taken out through Barclays Bank in 2012 and was underwritten by Aviva, with premiums of £50 a month for £397,153 of cover. In September 2016 Aviva received a medical consent form from Mrs Bhebhe and a copy of a medical certificate from a hospital in Zimbabwe confirming Mr Bhebhe had died of pulmonary embolism on August 9. Investigators for Aviva contacted the health service and in January 2017, the NHS confirmed Bhebhe was alive and well, working a long day shift as a sister charge nurse in acute medicine at Charing Cross Hospital. The policy money was never paid out to the couple. During his trial, jurors heard Mr Bhebhe was questioned by police and admitted he had credit card debts of £10,000, owed around £5,000 to HMRC in tax and was paying off a joint loan of around £15,000 with his wife. - NEHANDARADIO
TWO suspected bandits, Abdullahi Danshoho and Illiyasu Salleh, have owned up to their roles in the kidnapping of two patients and a nurse at a hospital in Nasarawa State. The suspects and their gang members at large reportedly invaded Kunwarke Clinic and Maternity in Lafia, Nasarawa State, sometime in November 2020 and abducted two patients and a nurse. They were alleged to have collected N6m ransom before freeing their victims. Danshoho and Salleh were arrested recently by operatives of the Inspector-General of Police Intelligence Response Team led by DCP Abba Kyari. Married with four children, 25-year-old Danshoho stated that he was a truck driver but went into kidnapping because he was not making enough money from the job. He said, “I finished my NCE (Nigeria Certificate of Education) in 2020 but I have yet to collect my results. I became a truck driver but things were difficult. I met my friend, Illiyasu (Salleh), sometime in September 2020 and he told me the easy way to make money. He told me that kidnapping was the only way out. He told me to look for people with money that we can kidnap.” He said he had participated in five kidnap operations – the last being in December – including the abduction of his
neighbour who refused to give him money. He explained that he gave the man’s details to Illiyasu who arranged his abduction, adding that he got N100,000 share from a ransom paid. Danshoho stated, “The second successful operation was arranged by Illiyasu. That clinic is where we normally go for treatment. My job was to confirm that the director of the hospital was around. On the day we struck, I was sure that he was in the hospital. Unfortunately, he managed to escape. That was why they decided to abduct patients. “After some days, they gave me N100,000 as my share. I did not complain because they told me that the patients were farmers and the nurse was from a poor family. I later learnt that they collected N4m. “A week later, I brought the third job. It was my friend and we used to hang out. I decided to kidnap him because I was sure that his parents could afford to pay for his release. They paid N1.5m and I got N100,000 as my share. It was when he returned home sick that I regretted my action. I used part of my proceeds to pay outstanding fees at the school so that I can get my certificate.” Salleh, 24, said he was into cattle rearing and farming but quit because they did not fetch him enough income. This will be a three-day non-stop music festival to be held for the first time in Zambia. The event is scheduled to take place from April 2nd to the 5th, at the heart of Lake Kariba in Kafue, Lusaka Province.

T is important to help pupils to identify what they want to be in future, Grandmas School manager Nadine Kayabwe has said. Speaking during careers day at the school, Ms Kayabwe said teachers should guide pupils in careers that they want to pursue. She observed that some pupils complete school without knowing what they want to to in life.

HISTORY has been made, as Tanzania ushered the first female president since the country’s independence, Ms. Samia Suhulu Hassan who took the oath of office on Friday. Ms Hassan was then the Vice President of the republic until the death of former President Dr. John Pombe Magufuli on Wednesday. This is a remarkable moment being made for the country in so many ways as the new female president becomes
the country’s first female top political figure right at the highest helm of the Swahili-speaking country whose GDP is sound and healthy, as informal and formal sector of the economy drives Tanzanian’s domestic market. Ms Hassan, a Zanzibar born, is basically a predominantly Muslim archipelago that molded a united force together with the mainland of Tanganyika back then in 1964 to form this modern-day nation of the Republic of Tanzania which has experienced a total tribal unison voice across the nation, this is the nation that
has trained its people on tribal cards very well in relation to politics. Dear Editor, ZAMBIA is recognised as a common law jurisdiction meaning its judicial system is based on English common law as well as customary law. Our sources of law are the current statutory legislations and judicial declarations. The courts are the legally mandated institutions with the authority to interpret our laws. They interpret laws so as to explain or translate the meaning of a word or phrase contained within a statute. An individual's interpretation of the law is not authoritative but merely their own legal opinion. No lawyer has the equivalent authority as the courts of interpreting the law. Being a State Counsel or Constitutional lawyer like Mr John Sangwa does not give one the constitutional authority of interpreting the law. In pushing a political agenda of the opposition, Mr Sangwa has embarked on a brutal and ruthless campaign of misleading the public that President Edgar Lungu is not eligible for this year's elections. Mr. Sangwa is pretending to be defending the Constitution when he is only defending his opinion and that of his pay masters. The arguments he is now bringing out in the public were unsuccessfully argued by him in court when this matter was taken before the Constitutional Court for interpretation by Dr. Danny Pule, Mr Wright Musoma, Pastor Peter Canda and Mr Robert Mwanza. The applicants were seeking interpretation of articles 106 and 267, (1) President Edgar Lungu's tenure and (2) his eligibility for 2021 elections. The court was uncomfortable with the way the tenure question was phrased because it was personalised by the use of the name "Edgar Chagwa Lungu," it rephrased it by removing the name Edgar Lungu but the substance of the question remained the same. The court then ruled that the
Presidential term of office that ran from January 25, 2015 to September 13, 2016 could not be considered as a full term because it was less than three years. Subsequently, the court ruled that the second question regarding the incumbent's (Edgar Lungu) eligibility for 2021 elections was otiose or unnecessary to answer because it had exhaustively defined what a full term was. As Counsel for the 1st interested party, Mr Sangwa was present in court when the law was being interpreted, it's quite shocking that a lawyer of his calibre, a State Counsel for that matter can be the first person playing dumb and ignorant by disrespecting the court's interpretation using frivolous claims that it did not declare President Lungu as eligible for 2021 elections. I know for a fact that counting 14 days was a challenge for Mr Sangwa but I didn't expect him not to know that President Lungu was the one in office when the court ruled that the term that ran from January 25, 2015 to September 13 did not amount to a full term hence the arguments that he is not eligible for 2021 elections because he will have served two terms are unsubstantiated and groundless. To be judged to have held office, one ought to have served a full term which must be at least three years, anything less is not a full term and does not amount to holding of office at law. Come August when we will be going to the polls, President Lungu will be deemed to have served only one term according to article 106 (a) and (b). If Mr Sangwa is still not clear with the Constitutional Court's clear interpretation, he is very much free to go and ask the court for an interpretation because it is his right and he is no longer barred from appearing before the courts. MAY I begin by acknowledging and recognszing the independent sovereignty of the Republic of Tanzania and the ethics that puts restrictions on affairs affecting another nation. It is an unacceptable norm commenting on matters of another nation. However, I will publish a series of articles discussing Tanzania and subsequently extract possible lessons for our nation. At the same time, I wish to convey my heartfelt condolences for the untimely death of
President John Pombe Magufuli. We have a lot of commonalities between the Tanzania and Zambia. Although we are separated by some boundaries, we live in unison as a family. Among African countries, Zambia understands the anguish and the emotional pains Tanzanians are going through having lost two Presidents while serving in office and the third President who died a few years after leaving office. It is easy being comforted by someone who has suffered from similar tribulations and pains.
Each and every country has its own national values and principles. However, in this write up and other successive series, I will try digging deeper at the values cherished by President Magufuli and why many European nations disliked him. Interestingly, while President Magufuli was despised by many foreign nations, he was the household darling of the Tanzanians. Remarkably during the last general elections held in 2020 which guaranteed his Chama Chama Mpinduzi Party an outstanding landslide victory, President Magufuli
scooped all parliamentary seats. He was loved by the people and will be missed even in his death. I am not in a hurry discussing all surrounding faculties and attributes about him because I have a desire to draw lessons from every piece of information. I am avoiding overwhelming the readers with information alas it could be tedious! I invite you to look forward to another write up about President Magufuli’s legacy vs national values & principles. Senegal crosses threshold of 1,000 virus dead
DAKAR - Senegal crossed the symbolic threshold of 1, 000 Covid-19 deaths on Friday, just as the West African state was scheduled to ease virus-related restrictions. Like many African countries, Senegal’s infection rate is far below that of the West. However the country has faced a second wave of Covid-19 cases since December. On Friday, health authorities said that they had recorded 37, 541 cases since the pandemic began, with 1, 003 deaths. Senegal reinstated a nighttime curfew in the capital Dakar, and the western city of Thies, in January in a bid to curb the spread of the virus. The rate of new infections appears to have slowed after reaching a peak in early February. Senegal also launched a Covid-19 vaccination campaign on February 23. A government spokesperson said on Friday that the country would lift its curfew in Dakar and Thies at midnight. Some observers have argued that the deadly protests which swept Senegal this month were partly fuelled by frustrations over virus-related restrictions. – AFP.

We suffered discrimination in the hands of Brazilian Bishops and Pastors. Former pastor Goodwill Ndaole said he joined the church at age 17 and became a pastor when he was 21. When he got married at age 27, he was told to undergo a vasectomy but the procedure failed, resulting in his wife falling pregnant, he added. Ndaole said when he reported the matter to his seniors, he was told to “pack our bags.” He added the church later told him to undergo another procedure - which he did. – NEWS24.
US deploys Green Berets to defeat ISIS-linked insurgents in Moz
MAPUT0 - The elite Green Berets have been deployed to help defeat Islamic State insurgents accused of beheading children as young as 11 in Cabo Delgado, Mozambique. US Army Special Forces soldiers are to train Mozambican marines for the next two months to counter the rapidly escalating insurgency from ISIS-linked terrorist group al-Shabab. It comes after the US officially listed the group as a foreign terrorist organisation last week because of its links to ISIS, who it pledged allegiance to in 2018 and who claimed its first attack in June 2019. Mozambique represents the worrying spread of Islamic insurgency on the continent. Other nations facing ISIS-linked violence include Somalia, Nigeria, Niger, Mali, and Libya. The deployment of the Green Berets is “to prevent the spread of terrorism and violent extremism,” the US Embassy in Maputo, said, The Times reported. The situation in the northernmost province of Cabo Delgado, which began in 2017, became even more urgent last year, with up to 3, 500 fighters regularly engaging with the military to capture key towns. At least 2, 000 civilians have been killed, according to the Armed Conflict Location and Event Data Project and 670, 000 have been displaced, Save the Children added. GENEVA - Executives of a Ghanaian organisation supporting people living with HIV and AIDS demanded sex acts and money in exchange for access to benefits, the Global Fund said late on Friday in an investigation into the group it funded. The 18-page report entitled “Misconduct affecting Global Fund grants” details how representatives of the Ghana Network Association of People Living with HIV (NAP+) “abused their positions of power and fostered a culture of sexual and financial exploitation.” Neither the allegations nor the findings have previously been made public. “Multiple NAP+ executives demanded that programme members engage in sexual conduct or provide financial kickbacks to access events and benefits supported by grant funds, which constituted corrupt and coercive practices,” the report said. “The Global Fund’s governance policy framework in relation to protection from sexual exploitation and abuse and sexual harassment (SEAH) is inadequate,” it added. Global Fund Executive Director Peter Sands said in a letter released on
Friday that he was “deeply disturbed” by the findings and that the behaviour was “abhorrent.” He added that the fund had “zero tolerance” for sexual exploitation and abuse, adding that further action to prevent, detect and respond to such incidents was planned. NAP+ Ghana, which received Global Fund grants indirectly via other partners, did not immediately respond to requests for comment. The report said the group had not responded to its findings, but shared a comment on the investigation from the organisation’s advisory board. The board said in a statement that all but one of the accused executives denied the allegations and that it believed that executives should have the right to cross-examine their accusers. The Global Fund is a group of governments, civil society and private sector partners which invests around $4 billion a year to fight infectious diseases. A WOMAN in Lusaka has admitted trafficking in psychotropic substances in the magistrate’s court. Lisa Mumba, aged 28 of Mtendere township appeared before magistrate Chinunda Chiwaula. Particulars of the offence were that Mumba on March 13, 2021 did traffic in 20.5 grams of marijuana. When asked if she admitted the charge or not, Mumba started laughing. Magistrate Chiwaula told Mumba that the offence she is charged with is serious and not a laughing matter.

A LUSAKA man has been dragged to court on allegations of having possession of US$49,900 counterfeit notes. Appearing at the Lusaka magistrate’s court before magistrate Chinunda Chiwaula was Bobby Chumbakasa, aged 29, an agro businessman of Chelstone township. Particulars of the offence were that Chumbakasa on February 25 this year had US$49, 900 counterfeit notes without lawful authority. Magistrate: Were you found with $ 49, 900 counterfeit notes? Chumbakasa: I admit the charge. I had in my possession $ 49, 900 counterfeit notes. Magistrate: Did you know that the notes were counterfeit? Chumbakasa: I did not know they were fake but I accept having possession of the notes. I came to know they were fake when I was apprehended. Magistrate Chiwaula entered a plea of not guilty as Chumbakasa did not know the notes in his possession were fake. Magistrate Chiwaula told Chumbakasa that witnesses will be called and he should prepare himself for trial at the next sitting. The court adjourned the matter for trial and he was remanded in custody.

A MAN who admitted he that it was an offence to deal in marijuana though he did not know the consequences has been jailed for nine months suspended for 12 months for trafficking in marijuana. Appearing at the Lusaka magistrate’s court before magistrate Chinunda Chiwaula was Festus Mwabi charged with one count of trafficking in psychotropic substances. Facts were that the Drug Enforcement Commission (DEC) officers received information that a man suspected to be trafficking in psychotropic substances was detained at Chinika police post. Detective Emmanuel Nyirongo received information that the accused was disturbing people at an engineering company. Mr. Nyirongo apprehended the accused and took him to Chinika police post. The DEC officers conducted a body search on the accused and found marijuana in his pockets. Mwabi was charged and arrested for the subject offence. He pleaded for mercy saying he knew it was an offence but didn't know the consequences. He said he left a wife who is eight months pregnant and there is no one to provide for her. However, Magistrate Chiwaula said Mwabi's wife being pregnant was not a mitigatory factor because he should have thought about his family before trafficking in marijuana. The court jailed Mwabi nine months suspended for 12 months.
A NIGHT out has landed a Lusaka man in court on allegations of stealing goods from various shops. Dominic Kansenia, appearing before magistrate Betty Malupenga said in his defence that it was in May 2019 when he was coming from a night club around 03:09 hours. Kansenia said he booked Richard Mwanza's taxi and found two men seated behind. He said he asked Mwanza what those two men were doing there and then requested him to take him home first.
He said Mwanza asked him if it was okay for him to drop the two men first since they were going at a nearby place. Kansenia said he agreed and they went to a place near Zoona Motel in Garden compound. He said when the taxi stopped, he heard gunshots from police officers and they dragged them out of the car and made them lie down on the ground Kansenia said officers searched the car and didn’t find anything. He said the officers took them all to Garden police station but only him and Mwanza were put in cells. He said the officers interviewed
him concerning theft of goods from various shops and he denied being involved. Kansenia said the officers asked him and Mwanza where they had taken the stolen goods. He said Mwanza told the officers that he knew the places and shops where the goods were taken and that he would take them. Kansenia said he and Mwanza were driven to the places where the things were taken. He said he did not steal anything but was wrongly found with Mwanza and two men. Appearing at the Lusaka magistrate’s court before magistrate Chinunda Chiwaula was Peter Ntele, 20 of Chilanga township and Jackson Simuma, a
gardener of Chawama township who were charged with one count of theft. Particulars of the offence were that the two on January 22, 2021 with others, did steal two motor vehicle batteries from Mr Moses Mwanza. Ntele pleaded for mercy saying he will not steal again.
He asked the court to excercise maximum leniency because he has learned a lesson the time he has been in jail. The public prosecutor applied that the matter be withdrawn against Simuna. Magistrate Chiwaula told Ntele that he will exercise leniency because he admitted the offence
without wasting the court’s time and that he is a first offender. Magistrate Chiwaula said considering Ntele’s mitigation, he has shown that he regrets his actions and is willing to reform. He warned Ntele that if he commits a similar offence within 24 months, he will be arrested and serve the 10 months.

qualifier in the country,” Mpondela said. Njovu will today seek to beat her 23.17 seconds 200 meters record recorded at the Continental Tour Competition Series in Nairobi, Kenya last year. Meanwhle, Mpondela has urged athletes to be disciplined and use the All Comers Meet as a gate way to achieving greatness. Mpondela said ZA has the coaches and the technical competence and it was up to the athletes to do their best and adhere to the rules of the game to secure Olympic qualification. He said ZA will continue to provide favourable condi-
tions which will ensure that more athletes compete at major championships such as the Olympic Games. Njovu joins male sprinter Sydney Siame who was the country’s first athlete to qualify for the Olympic Games after he came out second at the La Chaux de Fonds Resisprint in Switzerland with a national record in the 200m category after clocking 20.16 seconds.
