MINERS CRY OVER 'UNFAIR' DISTRIBUTION OF RELIEF MEALIE-MEAL By SANFROSSA MANYINDA

HREE mine unions have been accused of discriminating miners in the distribution of Government relief mealtime meal. The contractors union has accused the Mineworkers Union of Zambia (MUZ), the National Union of Minewokers and Allied Workers (NUMAW) and the United Mine Workers Union of Zambia (UMUZ) of unfair distribution of the Covid-19 relief mealie-meal. It is alleged that the lead-

ers in the three unions were giving the relief mealie-meal meant for the mine contractors to their members only. The leadership of the contracted workers also alleged that this was one of the reasons why the mine contractor employees protested in Chingola last week. Mine Contractors and Allied Workers Union (MCAWU) General Secretary Levi Chimfwembe said that about 800 employees had not received anything. But when contacted for a comment, NUMAW president James Chansa said the

meali-meal was meant for unionised miners. Mr Chansa said that mine workers that were not benefiting and felt sidelined were free to approach the unions. "If there are people that are not benefiting and are mine workers or contractors, then we do not know them. What we need to do is to get to know them so that we do not just give the mealie-meal to any person who comes along the way," he said. Mr Chansa said that the unions were committed to ensuring that the empow-

erment served its intended purpose by ensuring that it went to the right people. He stated that those that were not receiving should approach the unions so that they could also be represented. He advised all mine workers to ensure that they belonged to the unions unlike complaining all the time over issues that they were not clear about. Mr Chansa said the desire of the unions was to see to it that all employees in the mining industry were not sidelined.

Woman arrested, charged for giving alcohol to toddler By NOEL IYOMBWA POLICE have arrested and charged Natasha Shindano aged 23 with giving intoxicating liquor to a child contrary to Section 51 (a) of the Juveniles Act Cap 53 of the laws of Zambia. Police spokesperson Esther Katongo confirmed the arrest of Shindano in a statement. This was after a video went viral on Facebook in which a woman known as Ms Kennedy, who was later identified as Natasha Shindano was seen giving what seemed to be liquor to a child. Ms. Katongo disclosed that it has been established that the child in question was her cousin's daughter. She said the Department of Social Welfare has removed the child from the alleged abusive environment and she is in a safe home. Ms. Katongo also said Shindano has been released on Police Bond.

Police spokesperson Esther Katongo said Mrs Mukuni has been jointly charged with Choma businessman Fines Malambo, UPND senior officials Ackson Sejani, Javen Simoloka and Vincent Lilanda who are Choma and Mazabuka mayors respectively. The Hatembo siblings were last seen in February after they appeared during a media briefing organized by the Zitukule Consortium and disclosed that they had

been in hiding from people forcing them to appeal the matter in court. Five people have far been arrested while the whereabouts of two suspect, a UPND supporter, Tom Silwiindi and another remain unknown. And some villagers yesterday gathered at the Livingstone Central Police station to protest the arrest of Mrs Mukuni. The villagers protested that since being summoned on Monday in Livingstone, Ms Mukuni has not returned to the palace. The villagers who caught the police unawares were ferried in trucks and smaller vehicles while singing and playing traditional drums. At the police, the protesters were advised to select representatives and members of the traditional team so that they could be informed about the detention of their chief’s wife. The protesters were led by Mr Ernest Nzala, also known as “Mutozi” who acts as the chief’ spokesperson at the palace. However, their protest was short lived after they were advised by a senior police officer a Mr Mushanga told them disperse saying that what they were doing was unnecessary and not allowed.

Kitwe Jerabos protest …demand government empowerment

By SANFROSSA MANYINDA SMALL-SCALE miners popularly known as “Jerabos” have protested against what they described as lack of empowerment programmes for them from Government. They complained that it was unfair for Government to roll out empowerment programmes across the country, leaving them out when they were no longer operating from the dumpsite. Initially, the miners were operating from the slug dump near Wusakile under Chapamo Mineral Processing Company Limited. At the time, Government had empowered the local community in Kitwe, which included the youths, ex-miners and women, by transferring 10 percent shares through Chapamo, a special purpose vehicle owned by the youth. The 10 percent has since been exhausted. But the miners demanded that the government should give them back the dumpsite so that they could continue fending for their families. The miners said they used to depend on the malachite they dug-out of the dumpsite to sustain their families. "We were surviving from the dumpsite before we were asked leave and we have now been left to suffer since there are no other jobs to keep us busy and fend for our families like before.

"Our friends in Mufulira, Chambeshi, Luanshya and other towns are still empowered with dumpites but we are wondering why the situation has been different with us in Kitwe," Mr David Kunda said. Mr Kunda explained that he and his colleagues were being beaten and treated like outcasts whenever they tried to help themselves from the sites that belonged to those who lived in other towns. Another miner, Mr Alex Kansakala, complained that such things were happening to them because they lacked representation in the area which is under Nkana constituency. Mr Kansakala said other miners in other areas were empowered in the area because they had representatives who understood the challenges they were going through, a situation he said the team expected to see from their leaders as well. He said that some police officers collected a list of their names the time they were asked to leave the site and that they were promised empowerment but to no avail. Meanwhile, Small-Scale Miners Association, spokesperson Samson Mpembwe said when contacted that there was need for equal opportunities for the small-scale miners. Mr Mpembwe said it was not fair for the government to roll out youth empowerment programmes across the country while others were left behind.

REMAIN LAW ABIDING NOW that parties are almost done with intraparty polls, the focus will now be cast on the local government and parliamentary candidates who will be adopted to make the final list of contenders in the August 12 general elections. Yes, controversy always erupts during adoptions and particularly when the final list is announced in respective parties, but that should not scuttle the entire game. All political parties must focus their energies on selling their ideas and innovations as prescribed in their manifestos while mobilising more members to join them. Thus, it will be a waste of time and energy to poke one’s nose in what is obtaining in the competitor’s camp. That can be done quietly to effectively capitalise on the shortcomings of such a competitor. Lately, there has been finger-pointing about which party is more violent than the other instead of political officials concentrating on cleaning their own houses. Therefore, political parties ought to concentrate on selling ideas rather that pointing out wrongs in the neighbour’s ‘bedroom.’ Political parties must perfect their manifestos and party constitutions; they should also make sure that they understand the laws of the land. It is prudent to understand the rules of the game before kick-off and in this case party leaders and their members alike must regularly read through the Republican Constitution. Obviously, a number of political leaders have not had sight of the constitution to understand critical issues in political circles and their duties as leaders. From the conduct of some political party leaders, it is evident that they are ignorant of the provisions of the Republican Constitution. Some political leaders do not know their rights and limits, hence they go overboard and in certain cases, they complain about issues that are in fact enshrined in the statutes as their rights. According to the Constitution of Zambia (Amendment) [No. 2 of 2016 article 60 (1) (A), a political party has the right to disseminate information on social and economic programmes of a national character and of its political ideology. This is a right which is in the constitution, but less practiced by some political parties that only concentrate on shooting in their air. Under the same article, (c) states that a political party shall conduct primary elections for the selection of candidates. On this one, too, there are so many political parties under the register of the office of the Registrar of Societies that have never bothered to conduct primary elections, but continue contaminating the political landscape with trivial statements. It is an insult to the public for some political parties to be trivialising political issues and scandalising their opponents instead of growing their own parties. Some parties cannot go beyond issuing media statements because they have no structures, contrary to the constitution which requires a political party to have a national character. Political parties should go by what is contained in Article 60 (2) (A) (B) (C) which state that a political party shall promote the values and principles specified in this constitution; have a national character and promote and uphold national unity. The question which begs answers is: how many political parties have made it a point to promote national unity? Sadly, some political parties have actually been working to desecrate national values and also to divide the nation. In a nutshell, leaders must stick to the moral values and encourage members to stick to statutes.

48 houses back in court By GRACE CHAILE LESOETSA A TANZANIAN business tycoon and two others have again sued the Anti-Corruption Commission (ACC) in the Lusaka High Court seeking a declaration that it breached its statutory duty when it forfeited the infamous 48 houses to the state when there was a claim by the rightful owners. Mr Uziel Bashire, his cousin Zuberi Senga Bigawa and Mr Charles Loyana are now asking the court to determine whether ACC did not breach its statutory duty by section 60 of the Anti-Corruption Act and Regulation 3 of the commission (Disposal of Recovered Property) Regulations,

2004 and all other enabling laws by purporting to go ahead to forfeit the 48 houses located in Lusaka’s Chalala area to the State when they lodged a claim on the said properties. They want the court to declare that Mr Loyana had and has the requisite power and authority by law in Zambia, to buy, possess and own property in his name for his own benefits or for the benefits of any other person. No fuel price hike - OMCs By CHARLES MUSONDA THE Oil Marketing Companies (OMCs) association has dismissed some media reports suggesting that there will be a possible increase in fuel pump prices in the next two months. OMCs president Dr. Kafula Mubanga told journalists in Lusaka yesterday that the association in the past has given systematic projections that have turned out to be realities of the current situation regarding fuel pump prices. Dr. Mubanga said it is wrong for anyone to accuse him of saying that a possible

Govt mute on looming ARVS shortage By OLIVER SAMBOKO THE Ministry of Health has remained mute on the reported looming shortage of Anti-retroviral drugs (ARVs) despite several queries to state its position on the issue. According to angry patients, the impending shortage of critical first line anti-retroviral drugs will result in more than 70,000 people living the HIV virus without the lifesaving drugs. The shortage, in some health Centres, has left patients receiving drugs to last for two weeks instead of three months which will result in some people to running out, long before the normally scheduled visit. The patients have stated that government needed to take urgent steps to address the shortage of life-prolonging anti-retroviral drugs (ART) at all public health institutions to prevent drug resistance and other complications, HIV/ AIDS patients have said. About 70, 000 people who are on TLE - the first line ARV drugs have been left stranded as they have not been receiving their medication for two weeks. According to patients talked to, the life-prolonging drugs have been out of stock for two weeks now and the situation has now escalated into a crisis. PRESIDENT Edgar Lungu has donated empowerment packages to 50 cooperatives in Luangeni constituency in Chipata district. Paramount Chief Mpezeni of the Ngoni said President Lungu has performed better than all his predecessors in the few years as Head of State. Meanwhile, National Development Planning, Alexander Chiteme, said President Lungu formed the Edgar Chagwa Lungu Multipurpose Empowerment Cooperative (ECL-MPEC) programme to empower 900 cooperatives in the Eastern province. Mr Chiteme said than 4,000 people, who were affected by the covid-19, were expected to benefit from the programme. He was speaking during the flag-off of the distribution of empowerment packages in Eastern Province in Chipata district. “About 4,500 people through the cooperatives in Eastern Province are supposed to benefit from the presidential empowerment programme,” he said. Mr Chiteme said about 50 cooperatives from each the 18 constituencies in

Eastern Province would be empowered with various packages to enable them venture into income generating activities. “President Edgar Lungu wants to ensure that all cooperatives in rural areas are empowered with various items so that they venture into viable businesses that will improve their standards of living. “The empowerment programme will be done in phases and it will benefit more co-operatives in Eastern Province,” he said. Meanwhile, ECLMPEC coordinator Fuli Msimuko said the empowerment programme supported was meant to uplift the lives people in rural areas in Eastern Province and across the country. He said the empowerment programme was not political but a gesture by President Lungu to uplift the lives of vulnerable communities and make them become effectively productive.

“This empowerment is not political but meant to help the co-operatives here in Luangeni and Eastern Province. It’s meant to help you become productive,” he said. Mr Msimuko urged the beneficiaries to use their empowerments effectively.

Public officer arrested for theft of 19 bicycles A 56-YEAR-OLD a civil servant is in police custody for the theft of 19 Buffalo Bicycles at Mpika Urban Clinic in Mpika. Muchinga Province Police Commissioner, Lizzie Machina confirmed the incident in Mpika yesterday. According Ms Machina, the theft took place between February 3 and April 8, 2021 and was reported to the police on April 8, 2021. Ms Machina said that the Nineteen (19) bicycles are valued at not less than Fifty Thousand (50 000) Kwacha. The Police Commissioner disclosed that the matter was reported to the police by Amos Zulu, 56, a Stores Officer at Ministry of Health. She said that after investigations, it was discovered that Amos Zulu, who happened to be the one reporting the matter was actually behind the theft of the bicycles. Ms Machina added that he was later detained and is in Police custody for the offence of Theft by Public Servant. The Police Commissioner said that on Sunday 18 April, Francis Mulenga aged 34 of Chibansa area in Chief Chikwanda’s Chiefdom also reported a different case of theft. Ms Machina added that when Francis Mulenga went to report to the Police he was riding a bicycle which was of the same make as the stolen ones. She said that after interviewing him, it was discovered that Mr Mulenga bought the alleged bicycle at One Thousand Eight Hundred (1,800) Kwacha from Amos Zulu who as mentioned earlier is the Stores Officer. IF a manifesto is defined as a road map of what a party intends to do, with what resources, when and with what results, then the 20 page 2021 – 2026 paper which has been present and issued by the UPND cannot meet the criteria of a manifesto. Instead the so-called manifesto is presented as a set of resolutions which do not tell us how they intend to have such resolutions implemented. 2. The UPND paper does not present the priorities of what they intend to do to convince the Zambian people neither does it present anything new. What they have presented is a number of topics which are shallow and devoid of analysis. They are merely a hodgepodge of ideals that are incomplete. 3. Some of the issues which they say they will attend to do are already implemented by the current government or in the process of implementation eg page 12 on manufacturing, page 13 on education and page 14 on Health care system. 4. It is a shame that critical issues like Gender equality, support to the youth and persons with disabilities are all covered scantly and grouped in less than a page. This shows that they have no vision for youths, women and persons with disabilities of Zambia except for using youths as demonstrators and tools of violence as it has been their culture. Nowhere in their document have they referred to the need to provide space for the youths, women and persons with disabilities to be represented in parliament (remember that they opposed provision of empowering

As a result, a lot of retirees some of them who retire at senior management levels become destitute upon retirement simply because the Zambian Pension system is faulty.” For how long will some of the leaders of this party who participated in killing the pension schemes will they continue to fool the people of Zambia? Have Zambians forgotten some of those who took advantage of the privatization scheme who have left many Zambia pensioners destitute?

III. On mining on page 11 they say, “Put in place a policy and plan to facilitate local ownership and increased participation of Zambian players in the industry” yet the leader of this part has said it categorically that Zambians have no capacity to run the mines which is false. IV. On their page 16 says “Revive the process of expanding the Bill of Rights to integrate Economic, Social and Cultural Rights” which they opposed in the 2016 referendum. Is it not paradoxical that UPND can state that they want to re-introduce the bill right?

VI. The campaign pictures on pages 19 and 20 are centred on the one man leadership which is a clear indication that all is centred on him alone as a leader and the party has nothing to show to the people of Zambia what it can do and what it has done.

What the document has stated about foreign policy of the UPND have left us wondering if they understand what foreign policy is all about and what has happened in Zambia’s foreign policy since independence see on their page 18. 8. A BRIEF REVIEW OF THE PF 2016 - 2021 By Dr AUSTIN MWANGE

T

ODAY, Wednesday April 21, 2021, the ruling Patriotic Front launches its 2021 – 2026 manifesto. The purpose is to market this manifesto to Zambians for the 2021 Presidential and General Elections. Therefore, it will be better to provide a general review of the PF Manifesto for the period 2016 – 2021 which has run concurrently with the Seventh National Development Plan. What is a political manifesto? According to Merriam-Webster Online Dictionary, “A manifesto is a published declaration of the intentions, motives, or views of the issuer, be it an individual, group, political party or government.” And the UK Parliament defines a manifesto as “a publication issued by a political party before a general election. It contains the set of policies that the party stands for and would wish to implement if elected to govern.” It is also worth noting the following synonyms for the work “manifesto:” philosophy; strategy; programme; policy; declaration; and statement. The key ones that we shall use interchangeably in this article are philosophy and strategy. Having understood that manifesto may also mean strategy, we shall attempt to put to test the PF 2016 – 2021 strategy using the three tests of a winning strategy or manifesto. Originally, these three tests were used to test strategies for profit-making organisations, but now can be used to test a strategy for any organisation including political parties – such as a manifesto for a political party. The three tests that a winning strategy/manifesto must pass are: 1. The Fit Test - Does its exhibit fit with the external and internal aspects of the firm’s dynamic situation? In respect of the PF 2016 – 2021 manifesto, it can be noted that despite the country going through various economic, social and health challenges, the implementation of the manifesto to the letter was done. The promotion of inclusive policies was followed. The case in point is the social cash transfer programme and the Fertiliser Input Support Programme (FISP). 2. The Competitive Advantage Test - Does it help the firm achieve a sustainable competitive advantage? It can be noted that throughout the period of

the implementation of the 2016 – 2021 manifesto, the PF has remained a party of choice and it has continued to grow from strength to strength.

This could be attributed to its robust, unmatched and fearless implementation of inclusive and poverty reduction policies as outlined in the Seventh National Development Plan. The PF remains has achieved sustainable competitive advantage as can be noted by the notable politicians who have joined or rejoined the party during the last five years that include Dr Canctius Banda (a former UPND Vice-President and renowned political strategist); Geoffrey Bwalya Mwamba who had a stint as Vice-President of UPND and running mate; Miles Bwalya Sampa who rejoined the PF after forming his own party and having a marriage of convenience with

The party continues to attract members from all walks of life including the intelligentsia. It is worth noting that it is not easy to attain sustainable competitive advantage like the PF has done in its 10 years of leadership. The PF manifesto in respect of passing the sustainable competitive advantage has passed the VRIN/ VRIO Test. The VRIO framework is a strategic analysis tool designed to help organisations uncover and protect the resources and capabilities that give them a long-term com-

sustainable development. Rarity: The PF remains a rare party as it is a party that has attempted to implement inclusive economic development policies amidst hard economic challenges due to climate change and the Covid-19 pandemic. If it were for other political parties, they could have implemented austerity measures without a human face. But for PF, human development is non-negotiable even as they negotiate for a bailout package with international financial institutions. This is even clearly outlined in the Economic Recovery Programme. Imitability: It is clear that the PF strategy-making; strategy-execution cannot be copied. This is what also significantly contributes to is sustainable competitive advantage since its formation. Organisation: The PF is organised to capture value from this capability. The PF Central Committee which is an engine

Having generally looked at what has made PF reach this far, it is also important to look what to expect from the 2021 – 2026 PF Manifesto/Strategy. There is no doubt that a key factor in modern democracies’ legitimisation is the extent to which policies submitted for public approval before an election translate into material outcomes once a political party has won power. It is evident that the 2016 – 2021 PF manifesto has been implemented beyond expectations looking at the negative impact that global economic misfortunes have had on Zambia. As for the 2021 – 2026 PF manifesto, it is expected that an account of its economic and social performance during the said period will be provided. Thereafter, the strategic areas for the next five years will be outlined and mostly they will centre on reducing poverty and vulnerability; and promoting inclusive human development policies within the framework of the 5Ps of Sustainable Development

Goals which are: People, Planet, Prosperity, Peace, and Partnerships. Not forgetting that the PF strategy itself will also apply the 5Ps of strategy for it to be sellable to the electorates, and these 5P’s of Strategy Plan, Pattern, Position, Perspective and Ploy (These will be addressed in future articles). All in all, it is expected by the Zambian people that the PF being a ruling party should provide a manifesto that is based on evidence having implemented two manifestos so far. Therefore, the 2021 – 2026 will be the third one they are presenting to Zambians. It is for this reason that this manifesto show be about HOW: • How to position the PF in the Zambian electoral marketplace? • How to attract both PF and non-PF voters? • How to compete against rivals such as the UPND and others? • How to achieve the PF’s performance targets in the next five years? • How to capitalize on opportunities to attain economic growth, sustainable and inclusive growth? • How to respond to changing economic and market conditions as was the case with Covid-19 and other economic shocks? MY office has been furnished with images of young people gathering at the home of the UPND president, Mr Hakainde Hichilema in the thick of the night on Sunday. I find the images disturbing and distasteful because they point at the ongoing abuse of young people for selfish ends. Mr Hichilema has continued to take advantage of young people’s gullibility to perpetuate his false relevance in Zambian politics. It is sad that as he was subjecting young people to a cold night, he himself was enjoying the warmth of his large mansion and he, his wife and his children were safely tucked in. Dear Editor, I SAY this on the aftermath of the adoption process. Whenever we have more than one person interested in one thing, someone is bound to be disappointed. For me, the burden of leadership is to stand and face each one of you my brothers and sisters, those that are celebrating and those that are not, and speak to you the words that are relevant and stand with you in your different emotions. “He who has a big head can’t dodge a punch” what I have as a leader is a big head and I can’t dodge your reactions to today’s

What happened at the Hichilema’s that night was an illegal gathering and there are laws that can be invoked to deal with such. Mr Hichilema should realise that no human shield can protect him from the State if and when it decides to capture him. It is for his own good to obey instructions issued by the State and not to be seen to be antagonising institutions set up to provide law and order. Even I as a minister, if I am summoned, I have to obey the instruction, what about an ordinary person like Mr Hichilema whose only popularity can be felt in Bweengwa Constituency in Monze? IT is unfortunate that the much publicised stage managed incident of shooting the Mkushi Aspiring candidate Tapson Kunda has now turned out to be a fabrication as revealed by Inspector General of Police Kakoma Kanganja. Mr Kanganja exposed that the rumours that were spread turned out to be lies. Mr Kunda even had the audacity and insolvency to attempt to lodge a false report at the police station and refused to assist the police in knowing the truth regarding his purported shooting. In one of the recorded video, he could visibly be seen shouting at the police officers claiming that he was shot at. On the material day, the entire top brass of UPND went on rampage and Mr Hakainde Hichilema a well-known high priest of falsehoods even went on one radio station during the breakfast show and made malicious accusations that the state and its agents were now after the lives of the members. Not too long ago, Mr Hichilema was all over claiming that there were snipers that were planted to eliminate him during his last appearance for a criminal inquiry at the Zambia Police headquarters in Lusaka.

Kalulushi to issue 2,000 occupancy licences By SANFROSSA MANYINDA KALULUSHI Municipal Council is set to issue the first batch of occupancy licenses for 2, 000 home owners in Chibote settlement area. Following the household registration exercise conducted in the area, the council has collected 2, 000 occupancy licenses from Government printers for issuance to residents in Chibote. According to the council, once the issuance of the 2, 000 occupancy licenses is finalized, the exercise will be rolled out to Twaiteka, South Kalengwa, Chibuluma, Munsenga and Denovan settlements. Council acting Public Relation Manager, Lidah Kamanga, urged residents to visit the Department of Housing and Social Services for verification of their documents. Mr Kamanga explained that the residents would be required to pay for the occupancy license after verifying their details on the documents. Previously, the council issued land records for settlements areas but the Urban and Regional Planning Act of 2015 recognizes occupancy licenses which gives property owners security tenure valid for 30 years. A holder of an occupancy license has a number of benefits including that the owner of the property can build, sell, or use the property as security for bank transactions such as loans. Additionally, one may apply for the issuance of certificate of title.

INVITATION FOR TRAINING PROPOSALS FINANCING SKILL TRAINING FOR EMPLOYER BASED IN-SERVICE TRAINING Background Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The TEVET Fund in collaboration with the Skills Development Fund (SDF) which plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, the TEVET Fund is one of the mechanisms used in achieving this objective. The Skills Development Levy Act No. 46 of 2016 is the source of financing. The main objective of the levy is to provide financial resource for the TEVET sector for skills development. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access. OME members of the opposition UPND on the Copperbelt have complained about rampant corruption in the primary adoption process of parliamentary and local government candidates. The opposition party members, among them senior and veteran politicians, are now seeking the intervention

of the National Management Committee (NMC) on the matter. Aggrieved UPND members were now planning to group themselves and travel to Lusaka for a meeting with the NMC so that they could air their grievances. They were speaking in separate interviews in Kitwe. "There has been rampant corruption in the adoption process in the UPND and this is why you have heard people fighting

during the adoption process. The provincial executive seems to be part of this corruption because whenever we complain to them, they sound to be so defensive. “We are now made to conclude that they are sharing the crumbs from the corruption in the adoption process. So we have lost confidence in the provincial executive committee and this is why, we have decided to travel to Lusaka to seek audience with the NMC on this

matter. If this situation continues, we may end up losing our stronghold to the PF," said one prominent member. Vehicle thieves nabbed By JACKSON MAPAPAYI POLICE in Solwezi have arrested two notorious motor vehicle criminals, who havwe been terrorising the area. In the recent past, the mining town has experienced a spate of motor vehicle thefts. According to North-western province Commissioner of Police Joe Njase, the two suspects were apprehended on Monday morning after being spotted by members of the public in Kawiko area while driving a stolen Toyota Corona registration number ACL 2685. Mr Njase identified the suspects as Honest Zimba 22, of Kyawama compound and Mathews Mwape of Highland compound. “After being searched, they were found with a bunch of different types of motor vehicle keys which they use in stealing vehicles and some charms,” Mr Njase said

He said the suspects were in police custody and will appear in court soon. In a similar incident, thieves have stolen undisclosed amount of money after breaking into the safe at Mount Meru service station in Weighbridge area. Mr Njase said the incident happened on Monday around 01:00 hours after the fuel attendants and the security guards were tied with neck ties and bundled in a room. He explained that the criminals used explosives to break loose and have access to the safe. “Investigations have been instituted to establish exactly what transpired,” he said. Sishuwa sued Mwamba over story By GRACE CHAILE LESOETSA POLITICAL analyst Professor Sishuwa Sishuwa has sued Zambia’s ambassador to Ethiopia, Emmanuel Mwamba in the Lusaka High Court for defamation. Dr Sishuwa is demanding compensatory and exemplary damages for defamation, damages for malicious falsehood as well as interest at the current commercial bank lending rate on all the sums found due. He also wants an order of injunction directing Mr Mwamba to withdraw the defamatory article from circulation and restraining him whether by himself or agents from making and publishing any further defamatory statements against him in his public debates, statements

He said he submitted the said article to South African newspaper called the Mail & Guardian for publication. He claims that the article was the product of his intellect, its publication was not instigated or procured by any person, and it was admitted for publication at no cost. Dr Sishuwa said the Mail & Guardian published the article on March 22, 2021 and it circulated it on March 26, the same year. However, Dr Sishuwa stated that on March 29, this year, Mr Mwamba reacted to his article on his facebook page saying that Sishuwa is wrong, Zambia will remain peaceful and prosperous beyond August ,2021. Mr Mwamba in his post is alleged to have further said that Dr Sishuwa’s attempt to scandalise Zambia, harm its reputation and impose a false alarming international narrative will not succeed. Dr Sishuwa said Mr Mwamba wrote that he was a sympathiser of a certain political party who had embarked on sabotage the country after realising that the same party would not will the August elections. He said that Mr Mwamba’s reaction article was circulated on different social media platforms. Dr Sishuwa said that Mr Mwamba’s words were not only defamatory but were also false and the ambassador published them maliciously.
