I G H T University of Zambia (UNZA) students who allegedly attempted to burn the Vice-
Chancellor’s office during a riot on Tuesday night have been suspended. Vice Chancellor, Luka Mumba, said that the management, using the CCTV, identified eight students who were involved in unruly behaviour. Professor Mumba said in an interview yesterday that management had only identified the eight students in the meantime. He said that management wanted to be fair enough to the unruly students, the reason it settled for suspension. “After investigations, we did identify the eight students and we have taken action against them. We have suspended them and soon than later we shall invite them to appear before the disciplinary committee,” he said. Prof Mumba said the students could not be left
scot free for engaging in such inhuman act. He said that the students had various means to approach the management regarding the challenges they were facing instead of engaging in inhuman acts. Prof Mumba said the action taken by the management would deter others from engaging in unruly behaviour. On Wednesday , some UNZA students rioted in a desperate effort to force management to allow them sit for examinations even when they had not paid tuition fees. UNZA management had blocked some students from sitting for exams for failure to clear the outstanding tuition arrears. The students run amok and attempted to burn the office of the Vice Chancellor for denying them to sit for the final examinations.
‘President Lungu’s eligibility was long settled’ By SILUMESI MALUMO THE Constitutional Court ruled on the eligibility of President Edgar Lungu and that is final, Vice-President Inonge Wina has said. The Vice President said the eligibility of President Lungu which was being debated extensively was already settled. She told Parliament yesterday: “The court ruled and it rests just like that.” Ms Wina was responding to Patriotic Front (PF) Chifubu Member of Parliament (MP) Frank Ng'ambi who wanted
to know what was being done on the continued debate on the eligibility of President Lungu. 20 jailed for stealing ZRL materials By OLIVER SAMBOKO TWENTY people have been convicted for theft of railway material belonging to Zambia Railways Limited (ZRL) valued at K 120, 000 between January and November, this year. ZRL Public Relations Manager, Caristo Chitamfya, stated in a statement to the Daily Nation that criminals had been been stealing from the rail line network. Mr Chitamfya said the convicted culprits had been slapped with jail terms ranging from two months to four years. He said offences took place in various parts including Kitwe, Livingstone, Choma, Kabwe and Lusaka. Mr Chitamfya said that on Thursday, the Lusaka High Court sentenced 32-year-old Stevious Chonga and 28-year-old Alester Mapulanga of Lusaka to four years imprisonment with hard labour for theft of pandrol clips valued at K 13,000. ZRL Chief Executive Officer, Christopher Musonda, has welcomed the convictions saying this would send a clear message to would -be offenders that the law would catch up with them.
Kafue-Mazabuka road works at 99p.c By KETRA KALUNGA and SANFROSSA MANYINDA PHASE one of the KafueMazabuka road from Turnpike to Chikankata turn off covering a stretch of about 38.5 kilometers is near completion with about 99 percent of works done. Road Development Agency (RDA) Director Communications and Corporate Affairs, Masuzyo Ndhlovu said the first 38.5 km would soon be completed and open to traffic. Mr Ndhlovu said in an interview that the contractor, China Henan International Cooperation Group Company Limited, was now laying the last portion of asphalt. He said the road rehabilitation covered widening the existing road, excavations and grading among other earthworks. “Lot 1 is near completion
and the contractor is laying the last portion of asphalt. Soon the first 38.5 km will be substantially complete and open to traffic. Physical progress is at 99%,” he said. He said works under Lot 2, from Chikankata turn off to Mazabuka General Hospital were at 7.9 percent and are expected to be completed in June next year. Mr Ndlovu said the contractor working on a stretch of 33.5km is China State Engineering Corporation and the contract has a duration of nine months. It started on December 3, last year. Meanwhile, Copperbelt Permanent Secretary Bright Nundwe commended the RDA for its pro-activeness in monitoring road construction projects across the country. Mr Nundwe said the RDA had aggressively been monitoring and informing the nation on road projects it was undertaking. He said without constant dissemination of information on what RDA was doing, it was difficult for people to appreciate what government was doing in all parts of the country.
Nakacinda clings to MMD By GRACE CHAILE-LESOETSA NOMINATED Member of Parliament, Raphael Nakacinda, has asked the Lusaka High Court to strike out MMD national secretary, Elizabeth Chitika's defence and counter-claim for irregularities. Mr Nakacinda has sued the MMD and cited Ms Chitika in her capacity as national secretary as the defendant in the matter. The nominated MP is seeking a declaration that his expulsion from the party was invalid and void. Mr Nakacinda wanted an order of interim injunction restraining Ms Chitika from continued interference with his membership in the MMD but Lusaka High Court judge, Pixie Yangailo declined to grant the order. He also wants a declaration that his expulsion from MMD was illegal by reason of procedural impropriety and absolute defiance of the established rules of natural Justice. But Ms Chitika in her defence and counter claim said that Mr Nakachinda used his access to the MMD accounts and assets, to pillage and misappropriate the MMD coffers and that he has hidden, personalised or sold MMD property and some motor vehicles. Mr Nakacinda prayed that Chitika's pleadings should be struck out for being irregular.

Mr Lungu said operations of KCM would remain on course with production ramp-up being the key focus. He said as provided for under Corporate Insolvency Act and powers granted
to the Provisional Liquidator, he would continue to exercise the executive responsibility of running the company. Vedanta Resources, the main shareholder in KCM has been locked in a dispute with the Zambian government since May last year. ZCCM Investment Holdings PLC asked the Lusaka High Court to grant them an order to appoint Milingo Lungu of Messrs Lungu Simwanza and Company as provisional liquidator of Konkola Copper Mines PLC. This is according to an application for ex parte order appointing a provisional liquidator that was filed in the High Court on May 21. According to the order filed by the ZCCM, the liquidator had been given powers to carry assets of KCM. Mr Lungu was also given powers to defend any action or other legal proceedings in the name and or on behalf of the Respondent.

Mr Kakoma said Mr Kansonso was a rejected MP who was hanging himself with a rope from electorates because of his continued questionable manoeuvres with PF. He said Mr Kasonso was lying when he claimed that no MP could take development to a constituency without Government support. But when contacted, Mr Kansonso said Mr Kakoma did not even know how to run a constituency hence he would not want to comment further.
“I don’t want to comment further, I already talked in my constituency. Mr Kakoma does not even know how to run a constituency,” he said. Mr Kakoma said Mr Kasonso had on several times been advised against associating with PF in an awkward manner but that he does not listen. “What do you do with a person who doesn’t listen? Just watch him,” he said. Mr Kakoma said Mr Kansonso had been duped into believing that PF was delivering development. He said councils were delivering development in most districts and not the central Government. Mr Kakoma said in an interview that the development Mr Kasonso was boasting about in his constituency was delivered by the council, which

The chiefs said it was saddening just to see investors operating in their chiefdoms without their knowledge. Speaking when President Edgar Lungu met four chiefs in the district yesterday, Senior Chief Nsefu who spoke on behalf of others said there was need for the Government to consult them when issuing licenses to investors as they were custodians of the land.
He also complained that there was serious security concern in the area because some foreign nationals were flocking to the area without being detected by the immigration officers. Senior Chief Nsefu asked President Lungu to help resolve boundary disputes between chiefs in the area. The traditional leader also appealed to the President to consider working on the Musendile Bridge and road network in the district. He however thanked the government for massive infrastructure development in the area such as clinics, schools among others. He also

OVER 800 mining rights holders have been given a two-week ultimatum to clear their dues or risk having their licences revoked. This is in respect of their annual area fees owed to the state. The Ministry of Mines and Mineral Development said in a notice that holders of mining and non-mining (mineral processing) rights should pay on or before the anniversary of grant of the mining right or mineral processing licence. The Ministry warned that failure to pay would lead to
the cancellation of mining or processing licence. “You are therefore advised to pay your outstanding area charges within Fourteen (14) days of this notification, failure to which your license shall be tabled for cancellation without further notice pursuant to Section 72 of the Mines and Minerals Development Act No. 11 of 2015,” the notice read in part. It stated that licence holders who had made payment already should provide proof of payment. According to the notice, 387 large scale licence holders and 418 small scale licence holders were still owing the state.

I DO listen to sound advice from the opposition but disregard those that are not making sense, President Edgar Lungu has said. President Lungu said there was nothing wrong in listening to voices of reason and also learn from others, but that he would not entertain distractive voices. The Head of State was speaking when he inspected a cashew nut field in Mambwe. Mr Lungu regretted that when there was change of Government in 1991, the cultivation of cashew nuts which was started by the UNIP government was neglected. He said there was need for any government to continue on any progressive project and improve on it unlike getting rid of everything because not everything could be bad. The President said Zambia was now learning from Mozambique, Ivory Coast and Tanzania among other countries in the production of cashew nut. "So, let us learn from others. Evening from the opposition. Let's not worry about who is giving us idea. I listen even to the opposition when they say something sensible. And if it doesn't make sense, I ignore," President Lungu said. President Lungu said cashew nut production has the potential to transform

He said promoting cashew nut production was one of the effective measures for supporting alternative livelihoods and climate change adaption. Meanwhile, Agriculture Minister, Michael Katambo, said Government had created an enabling environment for players in the agricultural sector. Mr Katambo said cashew nut production was as a tool for poverty reduction and economic diversification. And a cashew nut farmer, Ms Misozi Kadewele, urged other farmers to consider venturing into cashew nut production. Ms Katewele said people should not wait to have a huge chunk of land before embarking on cashew nut production. She explained that cashew nut was tolerant to adverse weather conditions, and most importantly, it was a high value cash crop which could become a money spinner for farmers.

TIMELY WARNING INSPECTOR-GENERAL of Police Kakoma Kanganja’s warning against those plotting to cause mayhem and civil strife after the 2021 presidential and general elections is timely. Much as we realise that the political atmosphere will be hot as the various political parties jostle for the country’s presidency and parliamentary seats, focus must not be lost that peace must prevail at the end. Obviously, Mr Kanganja, as head of the Police Service cannot just be issuing empty threats that are not based on evidence. He is privy to intelligence information and quite clearly, there are some political elements in the country who could be plotting mischief should the election results not go their way. We hope that Mr Kanganja’s warning will not be construed as bullying especially by the opposition. From our understanding, the warning applies to all across the political divide. Zambians want the country to be at peace before and after the 2021 elections. The country has had peaceful presidential and parliamentary elections since independence and people want that tradition to be maintained. The assurance by Mr Kanganja therefore that the Police Service was more than ready to deal with those who intend to deliberately break the law before, during and after the 2021 general elections is welcome. Mr Kanganja said the Zambia Police Service would not fail to deal with lawbreakers because tools and means were available. Yes, it is not just the tools and means that is at the disposal of the police, but the goodwill of the Zambian people. As Mr Kanganja noted, the increasing levels of violence, abuse of social media, and propaganda in the country were of much concern to his command. The sporadic violence that has broken out during some of the by-elections held this year should be condemned, and must not be accepted as the norm. To this end, we urge all political parties to commit themselves to ensuring that peace prevails as they crisscross the country to try and woo the electorate. It is important that even as the country inches closer to the 2021 elections, political parties avoid rhetoric that may infuriate opponents but articulate their points in a civil manner. We agree with Mr Kanganja that all political players must conduct issue-based campaigns and desist from any form of violence. Thus all political parties must also commit themselves to work with the police. Parties must not regard the Police Service as their enemy as it enforces the Public Order Act, which after all is their mandate. One of the best ways in which the parties they show their commitment to peace is by dissolving their so-called security wings or militias comprising young cadres in “military fatigues.” These in most cases are responsible for the widespread violence during campaigns. Although the Police Service has over the years often been accused of favouring the ruling parties in its enforcement, we note that President Edgar Lungu has recently advised the police to allow the opposition “breathing room” to operate. It did not need the President to say so. Mr Kanganja and his officers should thus realise that they have the President’s backing as long as they are applying the law equally.

OME former ministers and lawyers are misleading Zambians over President Edgar Lungu's eligibility to stand in 2021 elections, Kwacha Member of Parliament Joe Malanji has said. He said the former ministers, who were now poverty-stricken, were hoping that if UPND formed Government they would be given some government portfolios so that they could recover from their poverty. OVER K2 million released by the Chinese government for the construction of a conference hall at the Ministry of Foreign Affairs has been squandered, the Auditor General's report has revealed. The ministry had misapplied the funds on unrelated activities such as air tickets, subsistence allowances and stationary. The report indicates that China gave the money to Zambia for the construction of a conference hall at the ministry headquarters, with a condition that China Civil Engineering Construction Corporation (Zambia) Limited would be engaged to do the works. It also indicates in August

2017, K2,598,418 was received from China and deposited into the Third Party Account for the Ministry. Zambia was to provide counterpart funding of K1, 180, 207. The AG's report disclosed that the site possession certificate was signed on August 30, 2018. On October, 23 2018, the contractor requested for an advance payment of K944,656 VAT inclusive which was not paid as the ministry had misapplied the funds on unrelated activities such as air tickets, subsistence allowances and stationary. The report disclosed that a physical inspection of the site carried out in July, this year revealed that only site clearing had been done.

GOVERNMENT will not create any new districts because the economy cannot take extra responsibilities, Vice-President Inonge Wina has said. Ms Wina said with the current economic situation, Government would not risk creating any new district. She was responding to UPND Chavuma MP, Victor Lumayi, who wanted to know whether Government would consider creating a new district in Chavuma for development to accelerate. Mr Lumayi said that he had written to Government requesting that a new district to be called Kashishi be created in Chavuma so that meaningful development could be realised. But Ms Wina said creating a new district specifically in Chavuma would be a serious burden. The Vice-President indicated that when a new district was created there was need to allocate resources for infrastructure development but the economy could not hold such responsibility. Ms Wina however said it was shocking that the UPND MP was requesting for the creation of a new district when his party opposed the programme which was started by the PF founding President Michael Sata. She said that the programme which the late president introduced was meant to decentralise power for the people to access services but the UPND extensively opposed it.

Mr Silavwe said many political players especially those aspiring for the presidency would consider the 2021 general elections a do or die. He said that it was important that the ECZ handled the general election in a prudent and transparent way which would not cause chaos in the
country. The opposition leader said many political party presidents were aiming to win the general elections at all cost. Mr Silavwe said the ECZ should ensure that no gaps would be left when conducting the elections because this could cause mayhem in the country. “You are in an environment where some people feel that the 2021 general elections is do or die and people have made pronouncements. So, the ECZ must ensure that we handover the peaceful country to the next generation,” he said.

ICE President Inonge Wina has warned that alarming statements from leaders in the ruling party and the opposition will cause mayhem as the country is going towards elections. Ms Wina said that it was important that all the leaders from the ruling and opposition tamed their tongues in order to preserve peace in the country. She said that carless statements from the leaders would cause harm to innocent Zambians which should not be the case. Ms Wina told Parliament yesterday: “There will be serious conflict in the country if the leaders do not tame their tongue.” The Vice President said in 2016 there were pronouncements of the ‘Mapatizya formula’ and in recent past there had
been issue of ‘Armageddon’ and such should not be the type of language from leaders. She was responding to Kabompo Member of Parliament (MP), Ambrose Lufuma, who wanted to know whether the equipment being bought for the police were intended to instil fear in Zambians. This was during the Vice President’s question time. He said that some PF members and Ministers had many times said that there woule be war in the country because the ruling party was not ready to hand over power to any opposition political party. But Ms Wina said: “I don’t recall any PF official saying that there will be war in 2021, I have not heard that and I have not read that.” She however said if any party official found wanting, would be asked to retract the statement because the party does not condone lawlessness.
Ms Wina said PF was in Government and could not be in forefront to cause havoc. Meanwhile, the Vice-President informed the House that the ECZ would be informing the nation weekly about the number of voters captured ahead of 2021 general elections. She said that the voter registration exercise was being done in phases and the ECZ would be updating the nation on the progress made during that period. Ms Wina said that recently the ECZ released the number of voters captured for phase one, and Government was now awaiting the update for phase two which was underway. She said additional staff had been deployed while the number of kits had been increased from 1,000 to 3,000 and they would soon be dispatched to highly populated areas. Ms Wina said this would enable the ECZ reach the target.

Levy Mwanawasa Hospital rehab underway By KALOBWE BWALYA THE Rehabilitation works at the old Levy Mwanawasa Hospital will start soon as the Chinese contractor has started removing the remains for the hospital. Levy Mwanawasa Teaching Hospital Senior medical Superintendent, Parthians Tembo, said the hospital had not completely moved out from the old Levy Mwanawasa Hospital, but that a contractor had started carry out surveys in readiness for the rehabilitation works.
Dr Tembo told Daily Nation in an interview that the contractor has so far brought in the equipment so that works could start. He, however, could not confirm as to when the contractor would fully move on the ground so that the works on the old hospital could fully commence. Last week, the hospital management shifted to the new hospital so that the works could commence. Health Minister, Chitalu Chilufya, said the old Levy Mwanawasa Hospital once
rehabilitated would be upgraded to women and newborn hospital. Dr Chilufya said Government had been implementing hospital modernization programme since 2011 to Old Levy Mwanawasa Hospital order to provide modern and specialized services to the Zambians. Tourism and Arts Permanent Secretary, Auxilia Ponga, said Government had crafted a comprehensive plan of developing a linkage between the Southern and Northern Tourism Circuit to increase the length of stay for visiting tourists. Dr Ponga said this during a meeting in Lusaka yesterday when UNDP Country Representative, Lionel Laurens paid a courtesy on her. She said with the support of cooperating partners, the Ministry would develop and actualise the much-needed infrastructure for product development.
Dr Ponga said Tourism was labour intensive and if well supported, could create a greater potential for youth employment and poverty alleviation. And Mr Laurens said UNDP was ready to offer the much-needed technical support as most tourism activities were in line with his organisation’s mandate. He said his organisation has a huge interest in poverty alleviation for youth and women, and that if these get jobs in the tourism sector, would mark positive development. M. By NOEL IYOMBWA ALMOST all the farmers have received farm inputs through Farmer Input Support Programme (FISP), Nyimba Investment has said. Nyimba Investment head of sales and marketing, William Mulendema, said his company’s 18 depots have done 92 percent in completing the distribution of fertilizer. Mr Mulendema disclosed that the procurement of fertilizer was completed at the end of July and by August 8 this year all depots were ready for distribution. He said this during the launch of the 2020/2021 planting season at Nyakuluma village, Chief Mwanjawanthu’s area in Petauke. “Farmers have already collected 92 percent of inputs from the input supplied under FISP program distributed in 54 districts. “18 of our depots have attained 100 percent completion and by the end of this month we will complete distribution”, he said. He said the company had started bring fertilizer for the 2021/2022 farming season and that inputs would
be ready in the middle of the 2021 farming season. Mr Mulendema noted that the company would to serve the farmers adequately each year. Nyimba, he said, had increased capital investment in transportation with over 150 tonnes and grain capacity of over 140 tonnes this year He said the company increased milling capacity to three mills this year in line with Government desire to help the farmers. Mr Mulendema observed that redeeming of inputs had been smooth this year. Zambia National Farmers Union president, Jervis Zimba, expressed disappointment with reports that some farmers were selling fertilizer at K280 after redeeming from the FISP programme. Mr Zimba suggested that agricultural extension officers should be inspecting beneficiaries’ fields to establish how the farmer used the inputs. He appealed to Government start labelling bags of fertilizer which farmers would be getting under FISP for easy identification and those found wanting should be removed from the system.

ETAL Fabricators Zambia PLC (ZAMEFA) reported a loss per share for the financial year ended September 2020, which are 228 percent higher than the prior year. The company loss per share was 227 percent higher than the previous year, according to the financial results for the year ended September 2020 posted on the Lusaka Securities Exchange (LuSE). ZAMEFA indicated that the increased losses are primarily due to the substantial weakening of the Kwacha, against the United States dollar (USD), of 53 percent since the Group and Company’s previous financial year-end and the corresponding re-measurement of the Group’s USD based liabilities. It indicated that the Group’s vulnerability to the volatility of the Kwacha to the dollar was a direct result of overdue Value Added Tax (VAT) and duty draw back refunds. This is from the Zambia Revenue Authority (ZRA), which required the Group to finance its operations through the utilisation of dollar-based funding. “A significant portion of the overdue amounts due by the ZRA were collected towards the

The traditional leader said that unlike some other parts of the province, his chiefdom was food secured. Kalumbila Minerals Trident Foundation manager, Joseph Ngwira, said that the role of the mining company was to provide logistical support to the forestry department. Mr Ngwira said the mining

He said the objectives of the partnership was to ensure forest conservation in order to prevent deforestation and support sustainable forest resource utilization. The Nkana soccer fans are known to resort to hooliganism in an event of their team losing a game be it at home or away. This kind of hooliganism exhibited by the soccer fans is unacceptable. It kills the purpose of unifying people through sport, particularly football. One of the Nkana soccer fans last Wednesday jumped the wall fence of Nkoloma Stadium to attack coach Manfred Chabinga. Nkana were then trailing 3-0 in the match against the Zambia Army sponsored outfit, Green. The game ended 5-0 in favour of Buffaloes. I
T is strange that some individuals and organisations have resurrected the debate on whether President Edgar Lungu is eligible to contest the 2021 presidential election. Even after the Constitutional Court has declared that it will not go back to discussion its judgement on President Lungu’s eligibility because it is final, it is unproductive for the nation to waste precious time arguing over the matter. Those who have carefully read the judgement and the Article 106 of the republican Constitution know the truth. And the truth is that President Lungu is doing his first term in office and will be vying for his second and last term as President of Zambia. In 2018 a consortium of political parties petitioned the ConCourt to state whether President Lungu was eligible to stand as a presidential candidate in next year’s general elections. In December 2018, the court delivered its judgement after hearing from the parties in which it interpreted the article that talks about presidential candidates and tenure of office. It explained that a term of office under the current
Constitution as amended in 2016 is three to five years. A person who serves less than three years as president of Zambia cannot therefore be said to have served a term of office. Why is President Lungu eligible? The applicants (Dan Pule and others) wanted to know specifically if the period President Lungu served from January 25, 2015 to September 13, 2016 constituted a full (five years) term? The second question was whether he specifically and as an individual was eligible to stand as a candidate for presidential elections in 2021? Before answering the questions, the court decided to correct and or rather reframe the questions by removing the name of Edgar Chagwa Lungu out of the questions saying that the issue or the questions should not be individualised or target President Lungu but that the questions should be generalised. Meaning that the case was not about President Lungu’s eligibility in 2021 but about an interpretation of a presidential term which straddled two constitutional regimes, that is, 1996 and 2016 constitutions. Note that this case was not about President Lungu as an individual. After explaining what
this case was all about, here are the answers to the two questions raised by Dan Pule and others: 1. That the period served by President Lungu was not, or cannot be a full term and, please note that it’s of no use at this stage to try to understand reasons or the court’s rationale on how it arrived at this conclusion. 2. That it was not useful or necessary for the court to answer the second question... (because it had become otiose or empty, hollow, idle, nugatory, vain and therefore served no purpose,). Simply put, and this is now my own spin on the matter, President Lungu is eligible to stand in 2021 according to the answer given to the first question by the Constitutional Court. It was not a full term and, if it was not a full term, it simply means that he can stand, period. It doesn’t matter whether the reasoning by the court was flawed or not. The train has already left the platform, the court has said it and it is final! On the second question becoming otiose (not necessary), the court is saying so because it cannot be drawn to discuss the question of whether or not ECL as an individual is eligible because, according to the judges, the case and the questions were not about
an individual and should not have been about him as an individual but about the interpretation of the law in general. So, the court refused to answer the question on the eligibility of President Lungu. However, and as you can see, the failure or refusal by the court to answer that question does not change the fact that his first holding of office (January 2015-September 2016) was not a term. To me that was and remains an indirect answer. Of course, at the filing of his papers, and given the demise of Bill number 10, some people would want to personally challenge President Lungu’s eligibility to stand as president. The courts this time around will be forced to address the matter directly concerning the President as an individual. I guess those not happy with the current ruling in the ‘Dan Pule and Others’ case will be hoping, or technically having a second bite at the cherry. But their case will be fatally weak. RANSPOTERS and traders at Mulungushi Bus Station have complained of unfair treatment after a prominent bus operator was given a greenlight to construct an office complex at the public facility. A group led by the bus station chairperson, Mwaba Mumba, sought audience with the Ndola City Council to air their grievances after Likili Bus Services embarked on the construction of offices at the station owned by the local authority. Transporters and traders complained that Likili Bus Services was given the opportunity to construct offices and a bus shelter while the intra-city bus operators had not been given similar opportunities. Mr Mumba said the operators did not want Likili to operate from Mulungushi because the company was an inter-city bus operator who should be given an alternative place to operate from. He said the bus operators and traders were also
angry that the developer destroyed booths at the station on Tuesday. But the Ndola City Council assured transporters and traders at the Mulungushi Bus Station that their concerns of unfair treatment would be addressed. Ndola Mayor Amon Chisenga told a group that the Memorandum of Understanding (MoU) between the Ndola City Council and Likili Bus Services would be reviewed in order to find a solution that would be fair to
all parties. The Mayor said the Council would look into the matter so that the concerns raised by transporters are addressed. “I want to assure you, that we will review the matter because we need to ensure that people are happy. And for now, Likili will be told to stop any construction,” Mr Chisenga said. Mr Chisenga said it was unfortunate that when Likili Bus Services started the
construction the previous day, some mobile money booths were removed by the developer without prior notice. The Mayor said the bus operators and the council should hold talks to find a good place where inter-city bus operators could operate from. He said the council would not ask any inter-city transporter to vacate the Mulungushi Bus Station or any other place before finding an alternative place.

NYIMBA’S EAGERNESS TO DEVELOP ...stands a greater chance of becoming a huge business town
N
YIMBA is of the towns looking to grow in Zambia. Located 340 km from Lusaka, Nyimba shares boundaries with Petauke in the east, Feira in the south, Mpika and Serenje in the north and also shares an international boundary with Mozambique. With this central location, Nyimba stands a greater chance of becoming a huge business town. Additionally, owing to its vastness and presence of wild animals, Nyimba has that potential to add to Zambia’s tourism economic basket. This however, may only be possible if the town is fully opened up through massive development ranging from a good road network and infrastructure to provision of various social amenities. Nyimba Constituency Member of Parliament Olipa Phiri Mwansa is fully aware of this and is keen to develop the area. Motivated by the people’s eagerness to see development, Ms. Phiri, who is also Minister in the Office of the Vice President has drawn up plans to develop her constituency. She believes the different communities from 15 wards within her constituency are fully committed to participate in various programmes to see a developed Nyimba. The Zambia Women Parliamentary Caucus (ZWPC) working with Hivos, conducted a tour of the constituency in an effort to learn about a number of developmental projects that Hon. Phiri has embarked on. From the 15 wards in the district, the tour showed that Ms Phiri has insisted on a balanced delivery of projects which she does with the councillors. “My style of delivering development to my constituency is mainly dependent on working closely with the communities in different wards. We plan and prioritise our development according to the needs as you know Nyimba is a vast rural constituency,” said Ms Phiri in an interview after the tour of her constituency. With the aim of making sure her development agenda is spread across her vast constituency, Ms Phiri has since emphasised on projects in Education, Health, Infrastructure, Roads, Empowerment and Agriculture. As evidently seen from the tour, one project she embarked on in the early days of her election victory in 2016 was infrastructure development through the construction of bridges. This she saw as an immediate need especially that it was part of her campaign promises and one of the demands from the electorate. The people called for the construction of bridges as most areas were constantly flooded and cut off from Nyimba town. Against this background
she lobbied for the construction of Kapakasa, Mpundwe and Mawanda-Ndake bridges through capital grants. “Initially there was a small bridge that was dangerous and killed a lot of people,” remarked a resident of Nyimba in appreciating the construction of Kapakasa Bridge which connects Ngozi and Vizimumba wards via a road leading to the main market in Nyimba. “It has helped a number of farmers, teachers and students. People are very happy because of this bridge,” he said. Infrastructure development in Nyimba has also been seen

Ms Phiri contends that the good road network boosts the economy. For this reason, she lobbied for the improvement of Chipembi-Utotwe Road where culverts and drainage were put under the Constituency Development Funds (CDF). This important road, which was done side by side with the grading of township roads like Sichebende, has improved the economic lifestyle of the residents. “Before this road was done, we used to ferry our goods using animal transport. It used to take us lots of hours to get to the main market. We thank the MP
that now we can get to the market and deliver our farm goods in good time,” Ms Judith Tembo, a local resident said. More township roads are now being worked on and also two big bridges along Utotwe Road have been constructed. She has also lobbied for four other roads under World Bank and these are Nyimba to Luembe, Kampala to Mtilizi, Nyimba via Mwape Chiefdom to Petauke and Hofmayer road. Added to the improvement of roads is the construction of the first-ever council library in the district. This, Ms Phiri says, came about in her quest to improve literacy levels in the area. She said it was also a need from the community to have a library which would also keep young people busy and away from mischief. The library was constructed under CDF. Education is another priority issue on her developmental plan. Here, she has emphasised on the construction of schools and classroom blocks to enhance enrolments. Knowing that Nyimba is faced with the problem of child marriages, Ms Phiri has insisted on lobbying for more schools. Through this, the constituency has seen the construction of Chinambi Day Secondary School in Chinambi ward, renovation of Mchimadzi and Kalambakuwa basic schools, as well as the construction of Nyatubanda Community School using CDF. Using her personal resources, she has also supported education through donations. Because of this, Mayawa Primary School was rehabilitated and she also donated 20 iron sheets to see the completion of staff houses at the school. She extended this to Chinsimbwe where 40 iron sheets were donated for the completion of a classroom block. She also donated a block making machine
and supported the labour for the moulding of blocks for the construction of Mwase Community School. This school was constructed with support from the World Bank which she lobbied for. In the health sector, the commitment to offer development by Ms Phiri is as equally
pectant mothers. With the increased population in Nyimba, rural health centres were perpetually congested with no shelters for mothers. “We used to have a lot of deaths during child delivery. People were delivering from their homes. But we are happy for this shelter in Kacholola. It has created privacy and mothers can deliver in a safe manner,” said Ms Judith Tembo, a beneficiary. One major project Ms Phiri is happy about and looking forward to completion in the health sector is the completion of Phase Two construction of a general hospital. This project under a grant will be a huge boost to the sector as it will serve a population of close to 80, 000 people. In the area of water and sanitation, Ms Phiri has always responded to the cries of the constituents in most wards which lack water. “For a long time there has been a cry for water. This prompted her to find ways to provide water. In this way, 30 boreholes were sank in the district under a project from Ku-

Others have been provided with incubators and oil spellers to enhance their projects.

Another market was also constructed in Katente while another is coming up in Ndake. These new shelters have given an economic boost to the residents especially that the MP also empowers some women with funds for their businesses. Development in Nyimba has also been seen progressing steadily due to the enhancement of communication. Seeing that communication is key to any development, Ms Phiri lobbied for the provision of six communication towers from the mobile network providers across the country. One example is Vizimumba Ward Tower which has improved communication in Nyimba’s largest ward. There is also a project of electrification of Luembe Chiefdom which is on course added to communication. “People are now using phones and business has become easy. Theft has also been reduced due to the improvement in communication,” said a resident in Vizimumba ward in praising the MP. With all the outlined projects, Ms Phiri is confident Nyimba will be one of the fastest growing towns to attract a number of economic activities. What motivates her the most is the people’s eagerness to work with her and develop the constituency. “I will continue lobbying for the people of Nyimba. I am very happy with their support and commitment and I know, together we shall develop Nyimba,” said Ms Phiri.

CONFEDERATION Cupbound NAPSA Stars coach Mohamed Fathi is optimistic that his side will bounce back to winning ways despite its current winless streak. Fathi is however concerned with his side’s bluntness on goal and attributes it to the high number of injured players.

THE maiden Premier Futsal League (PFL) Cup swings into action today when PFL champions Automotive FC take on Division One representative Christian Academy in a Group A fixture at Automotive Futsal Arena. Lilanda Bullets will play Kafue Saints in another Group A fixture and Automotive FC coach Andrea Christoforetti who is unbeaten in the PFL as the team dominate the 10team PFL table with 27-points, is anticipating stiff competition. Despite Automotive being the favourites, Christoforetti believes K-Line FC and DS Isoka who have been placed in group B and C respectively will give Automotive tough competition.
