GOVERNMENT need to leave the procurement of fuel to the private sector for the industry to thrive, says Movement for Democratic Change (MDC) president Felix Mutati. The MDC leader said the private sector had the potential to drive the procurement of the commodity without incurring any challenges. Mr Mutati said the continued engagement of Government in the procurement process would continue to be a huge burden as debt would continue to rise.

MCDONALD Chipenzi should stop hallucinating that President Edgar Lungu is scared of going for a convention due to growing dissent within the Patriotic Front because he has been unanimously endorsed by all members, PF deputy media director, Antonio Mwanza has said. In an interview, Mr Mwanza said it was laughable that a UPND surrogate in the name of Mr Chipenzi could claim that President Lungu was scared of a convention when it had already started the process of the convention by holding elections from the wards up to the provincial level. He was reacting to remarks in one of the local newspapers attributed to the GEARS Initiative Zambia executive director. Mr McDonald Chipenzi saying “President Lungu was scared of a convention because there is growing dissent with PF over his third term.” Mr Mwanza said contrary to Mr Chipenzi’s assertions, President Lungu was ready for a convention and will emerge victorious because he has the support of almost every PF member. “It is just hallucinations by Mr Chipenzi to claim that President Lungu is scared of a convention because the entire PF is behind the candidature of the President. President Lungu has been endorsed by all structures of the party, from the wards up to the provincial level, as well as the members of the central committee. “So, where is that growing dissent he is talking about? The growing dissent against President Lungu only exists in McDonald Chipenzi and his UPND because as far as we are concerned as a party, we have unanimously endorsed him from sections to the central committee,” Mr

He said Mr Chipenzi would do well to stop hiding behind the civil society organisation and come out in the open to support UPND. “We fail to understand how Mr Chipenzi who is a UPND surrogate could claim to know what is happening in PF when he is not a member. Mr Chipenzi should not hide behind a faceless NGO called GEARS in which he is the only member and claim he represents the society, when in actual sense he is a UPND surrogate. He just has to come out as a cadre of UPND,” Mr Mwanza said. He said Mr Chipenzi should instead advise the undemocratic UPND which has not gone for a convention since 2006. “We have had seven provincial elections at provincial levels and we are remaining with only three (Lusaka, Luapula and Northern provinces). “We were scheduled to conduct these remaining provincial elections in this month and by next month finish, but because of Covid-19 situation, we have postponed the elections. HE acquisition of 100 percent shares of Mopani Copper Mines by Government through ZCCM-IH is an economic game changer for Zambia, says Lusaka Province Minister, Bowman Lusambo. Mr Lusambo who is Kabushi Member of Parliament, said the takeover of the mine guarantees citizens of increased benefits from their mineral wealth. He has advised UPND president Hakainde Hichilema to desist from allegedly undermining the Mopani Mine transaction to gain cheap po-
litical mileage. He was reacting to remarks by Mr Hichilema that ZCCM-IH had no capacity to run Mopani Copper Mines plc and that foreign investors would be found when he becomes president after the August 12 elections. Mr Lusambo said contrary to Mr Hichilema’s careless assertions, the acquisition of Mopani Mine would save over 15, 000 jobs while boosting revenue collection from the mining industry. CHUCK OUT BLACKMAILERS IT is disheartening to learn of attempts by some multinational oil marketing companies to blackmail Government by refusing to order fuel, thereby causing a shortage in the country. This is pure economic sabotage and if indeed such is proved to be true, those involved should be shown the exit door. They mean no good for this country. There is no need to be begging people that are here to make money to do what they signed up for. They made an investment and got licences on the premise that they would be supplying fuel in the country. This is a key sector in the country as it affects all aspects of life and the economy. It is therefore unacceptable that companies entrusted with importing fuel, would even attempt to arm twist the government by refusing to bring in the commodity. Is it any wonder that some governments push for such businesses to be restricted to the local people only. It is about time, this country realised that only local people will have the interest of the nation at heart. Multinationals are here to make money, meaning they are looking for a profit at every chance they get. It is therefore not surprising that some foreign oil marketing companies are trying to force Government to increase the pump prices for fuel. By refusing to order fuel, the oil firms are creating a shortage and a near crisis that has been witnessed in most parts of the country. They are doing this, at the time when Government has taken measures to reduce the cost of procuring the said fuel by removing some taxes such as VAT and import duty. Government has taken this measure knowing full well that it would result in some K3 billion loss to the treasury, money it can ill afford to lose. Nonetheless, this is what Government has done, to ensure that the wheels of the economy keep moving. It is therefore, unpatriotic, for any oil marketing company to ignore the huge sacrifice from Government by playing hide and seek when they are supposed to be procuring fuel to keep the economy going. Surely, with all the problems the country is going through such as fighting the Covid-19 pandemic, why should we have to be subjected to economic sabotage? This is totally wrong and should not be condoned. According to Oil Marketing Companies Association of Zambia president Kafula Mubanga, multinational oil marketing companies are arm twisting Government by causing shortage of fuel in their quest to push for a price increase. There is every reason to put the interest of Zambians first, by ensuring that only companies that care about this country are given business.

Last year, a Daily Nation investigation in Gwembe found a 4.0955 of oil presence from the samples collected from Jongolo Mountain which experts said was a good yield. Mr Chilala said despite the

THE Official receiver of Roan Antelope Mining Corporation Zambia Limited (RAMCOZ) in receivership) has turned to the court seeking an injunction to restrain Star Tanganyika Limited from interfering with the Tailing Dams situated in Luanshya and its other properties. The official receiver wants the Lusaka High Court to issue a declaratory order that RAMCOZ is the rightful and true owner of the Tailing Dams and of properties namely Subdivision Y20 of Farm No.861, Subdivision xx2 of farm no.867 and stand no.83/M. It wants the court to order the cancellation of certificates of title number 1008105,1008104 and 51320 relating to properties namely Subdivision Y20 of Farm no.862, Subdivision xx2 of farm no.867 and stand no.83/M respectively for having been improperly and irregularly issued to Star Tanganyika limited. It wants the re-instatement of Tailing Dams and certificates of title no. L7015, L7019 and L7025 relating farm no.861, subdivision C of farm no.867 and stand no.83/M respectively to RAMCOZ. The official receiver wants an order revoking the exploration licence of October 2017 that was granted to Star Tanganyika for irregularity. It also wants a declaration that the actions of Star Tanganyika and Ministry of Lands were fraudulent and there-
fore illegal and a declaration that the actions of the Attorney General's agents were negligent. It is also claiming special damages for loss of business in the sum of $7, 000, 000 and damages for inconvenience and loss of use of subdivision Y20 of farm no.861, Subdivision xx2 of farm no.867 and stand no 83/M. It is seeking an injunction restraining Star Tanganyika , whether by itself or by its servants agents or whosoever from interfering or continuing to interfere with the Tailing Dams, Subdivision Y20 of Farm no.861, subdivision xx2 of farm no.867 into the names of Star Tanganyika for no justifiable cause, which properties were already in the name of RAMCOZ (in receivership). The Official receiver in its capacity as receiver and manager of RAMCOZ has cited Star Tanganyika Limited and the Attorney General as defendants in the matter. The official receiver stated that after engaging the Attorney General's agents, who proceeded to revoke the said exploration licence in public interest on June 30, 2017. However, this licence unknown to the Official receiver, was later reinstated on October 5,2017, without engaging the plaintiff especially given that the property belonged to RAMCOZ. "The plaintiff shall aver that the said exploration licence was fraudulently obtained by first defendant (Star Tanganyika)," it stated.

ECZ URGED TO PAY TRANSPORTERS By STEPHEN MWEWA SENIOR Chief Nsama of the Tabwa speaking people of Nsama has appealed to the Electoral Commission of Zambia (ECZ) to pay transporters that were engaged to transport mobile voter registration officers to various centres in the district last year. Chemicals to fight armyworms in South distributed SOUTHERN Province Agriculture Coordinator Max Choombe says the 7, 000 litres of chemicals to fight army worms have been distributed to all districts in the province. Speaking in an interview, Dr Choombe said all the chemicals have been distributed and the districts are now distributing the chemicals to camp officers, who will now hand over to respective farmers. “The chemicals have been distributed, and soon the beneficiary farmers will be given,” he narrated. Meanwhile, Choma District Agriculture Coordinator Robert Tembo confirmed that the district has received about 600 litres of the chemicals. Mr Tembo said the distribution of the chemicals to various camp officers varies according to reports being received from the farmers “The distribution is dependent on the extent of the damage and the reports that we are receiving from the famers,” Mr Tembo revealed. Mr Tembo also said the timing of the distributions of the chemicals from the government was very quick, adding that the supply was made at a time when the district was hard hit with army worms. FIRST Quantum Minerals (FQM)’s support towards agriculture inputs has brought about notable changes in North Western Province, says Chief Mumena of the Kaonde people. Chief Mumena said farmers in his chiefdom were now able to harvest as much as 10 tonnes per hectare from as low as two tonnes because of the conservation farming initiative introduced by FQM. “The Conservation Farming practice that the mining company introduced has improved the livelihood of the people in his Chiefdom,” he said in a letter addressed to the mine. Chief Mumena commended First Quantum Minerals for introducing Conservation Farming in his Chiefdom, which he said was turning North-Western Province into Zambia’s food basket. “The support towards the agriculture inputs has brought about notable changes among the people, for instance, our farmers are now able to harvest as much as ten tonnes per hectare from as low as two tonnes because of this initiative,” the traditional leader said. He explained that most of the people in the area were constantly cutting down trees to

burn charcoal to sell for a living, but that they were now able to sell crops and vegetables for their daily needs, and this has resulted in the protection of the forests for the next generation. “Our farmers are now able to harvest enough food for the whole year and extra to sell. COMESA awards 18 masters scholarships

COMESA Secretariat awarded 18 scholarships worth US$50,100 to students who will pursue conventional researches as tools for analysing impacts and supporting innovations. The programme is hosted by Kenyatta University and will be offered in collaboration with 21 other universities in COMESA Member States. So far, COMESA has signed a memorandum of understanding with six universities, including University of Zambia, Kenyatta University, University of Mauritius, Open University of Mauritius, ISGE (Burundi) and University of Zimbabwe. According to trade experts at COMESA Secretariat, the two-year Masters of Regional Integration programme is a unique multidisciplinary professional course. It is designed to build the capacity of public sector officials working on trade, economic integration and international cooperation issues. In addition, the programme is relevant to private sector stakeholders, including private firms/ organisations, media practitioners, chambers of commerce, manufacturer and consumer associations. In a statement from COMESA, the programme offered tailor-made courses best suited to provide sound
conceptual, policy and practical training to foster all areas of integration in COMESA, including economic, social and political integration. “By expanding the pool of experts, the programme is expected to address capacity constraints and strengthen implementation of various commitments, including legal, economic, social and political areas in Member States. “Commencement of this programme could not have taken place at a better time than when Member States are engaged in multiple negotiations e.g. the Tripartite Free Trade Area, the African Continental Free Trade Area, Economic Partnership Agreements with the European Union and other bilateral agreements, all of which require high technical skills and evidence based analysis,” COMESA said. This sponsorship has been facilitated through support from the European Union and the Organization of the African, Caribbean and Pacific States (OACPS) under the TradeCom II Capacity Building programme. In 2010, the 28th COMESA Council of Ministers meeting decided to establish a professional or graduate school on Regional Integration to foster cooperation in research and development in the COMESA region in line with Articles 127 and 128 of the Treaty.
Through the Foundation the mining company has provided training and technical support to close to 40,000 farmers and early agricultural input delivery to 7,000 farmers, whose yields have grown from an average of six 50kg bags using conventional techniques in 2010, to a maximum of 56 bags and an average of 21 bags in the 2018/2019 farming season. In response, Kansanshi Foundation supervisor in charge of conservation farming training and operations at FQM, Maximillian Katanga, said, the mining firm under the project provided education and close monitoring. Mr Katanga said the mine also provided input loans to farmers and that the system revolved around a sustainable permaculture rotation of maize, Solwezi beans, cowpeas, soya beans, and groundnuts with minimum tillage, use of mulch, and training farmers on the importance of early planting. “Since the project’s inception in the 2010/2011 season close to 40,000 farmers have benefited from the conservation farming programme,” he said. As part of the programme, Kansanshi Foundation’s monitoring and evaluation team has mapped all 7,000 farms and is working on an online interactive site that the public can visit.
GOVERNMENT should ride on several mechanisms provided on the trade agreements which have been signed to help ease short-term adjustment shocks and avoid the country from being a dumping ground for foreign products. This is according to the Centre for Trade Policy and Development (CTPD) Researcher (Trade and Development), Emmanuel Muma. Zambia last week became the latest country to deposit instruments of ratification for the Tripartite Free Trade Area (TFTA) Agreement with the COMESA Secretariat. Commenting on this, Mr Muma said such agreements could create fears from the private sector that the local market would be saturated with foreign products, thereby making local products uncompetitive. Mr Muma however in a response to a press query said there were several mechanisms provided on which members countries could ride on to help ease short-term adjustment shocks. He said the Ministry of Commerce Trade and Industry could provide leadership and be able to effectively re-negotiate under the terms of the agreement within the framework of the TFTA or AfCFTA and protect the interest of its local players and the industry whenever they raised befitting concerns on import dumping. “Agreements such as TFTA and AfCFTA provide for exceptions, clauses that allowed countries to effect countervailing, safeguard or antidumping measures whenever a country established the extent to which excessive imports were causing damage to the economy,” Mr Muma said. He stressed that it was important for Government to continue addressing the current concerns about the low performance of Zambia’s industrial sector and the limited support towards supporting entrepreneur growth. As with any measure of this scale, he said, TFTA including AfCFTA was not without downside risk for Zambian businesses and its economy. “Perhaps the biggest problem rests on the fact that Zambian businesses are hobbled by inadequate financial, technology, skills and infrastructure support and may well suffer when exposed to the competition that a free-trade agreement such as TFTA and AfCFTA fosters. “Zambia can greatly benefit from deliberate efforts aimed at building a manufacturing industry with skilled local entrepreneurs,” Mr Muma said.
More agro investment key, says think-tank By BUUMBA CHIMBULU GOVERNMENT should continue providing a conducive environment for increased private sector investment in the agriculture sector, Policy Monitoring and Research Centre (PMRC) has advised PMRC Executive Director, Bernadette Deka-Zulu, observed that the private sector had played a minimal role in financing the agricultural sector in form of loans for greenfield investments, as majority of the lending went toward financing big commercial farms. Ms Deka-Zulu however acknowledged that despite the tight fiscal space from the ongoing debt repayments, Government had continued to fund the agricultural sector. “In the 2021 national budget there was a 6.7 percent increase in the budget allocation towards the agricultural sector,” she said in a statement. She said it was such commitment which led to the 2019 Enabling Business of Agriculture (EBA) report indicators ranking Zambia number three out of 28 countries in Sub Saharan Africa in design and implementation regulations as well as processes that promoted an enabling environment for farmers to thrive. Ms Deka-Zulu said the report showed that Zambia scored well in five of these indicators, which

included; the availability of seed, access to fertiliser, availability of water resources, plant protection and access to finance. “There has been an improvement in the use of improved seed by farmers for the period 2002 to 2019. Particularly for maize, there has been substantial improvement by households using the improved maize seed from 54 percent to 70 percent. “This improvement is attributed partly to the liberalization of the seed subsector. The private sector plays a major role in seed production and exports,” she said. Zambia is one of the largest seed exporters in Africa; aside from the domestic market, it exported a recorded total of 17,891 tons of certified seed to other African countries in 2011. Further, Ms Deka-Zulu said,
Governments’ Food Security Pack (FSP), which distributed free hybrid maize seed to vulnerable households, may have partly accounted for this increase in the use of improved seed. She said in the recent years, the agricultural sector had witnessed increased trends in the use of fertiliser by farmers. Ms Deka-Zulu said this increase in the use of fertiliser was as a result of increased Government funding towards FISP, which stands at 61 percent of the fertiliser financing in the country. “There has been an increase in the commercial farm sector over the years, which in turn entails more use of fertilizer in crops such as wheat, soybean, sugar, barley, and maize production as drivers of increased demand for their product,” she said.

Taxi drivers cry over fuel shortage By SANFROSSA MANYINDA THE Copperbelt Taxi Drivers Association (CTDA) has complained over the continued shortage of fuel in some parts of the country. CTDA Secretary-General Sydney Chileshe said the shortage was negatively affecting their business and challenged Government to give a true picture on the ground. Mr Chileshe said it was only after the situation was explained that the people would appreciate what the problem was. "We do not see the reason why Government is struggling to explain to the people what exactly is going on. I can assure you that as long as government is not saying anything, people will continue speculating," he said. He said it was sad that oil marketing companies and the entire procurement process had for a long time been “secretive.” Mr Chileshe said that 56 years after independence the country was still experiencing the shortage of fuel because Government had not taken necessary measures. Recently, Energy Minister Matthew Nkhuwa explained that Government had removed import duty and zero-rated VAT on fuel imports to contain the fuel prices. The minister had assured that the fuel supply would thus improve in seven days as fuel importers had started rolling into the country.

ZAMBIA SEEKS CHEAPER SAUDI OIL By SILUMESI MALUMO

E are planning to conclude the talks with Saudi Arabia over the importation of cheap oil, Minister of Energy Mathew Nkhuwa has said. Mr Nkhuwa said Government is working tirelessly to ensure that the talks over the importation of cheap oil were concluded for the country to benefit. He said in an interview that earlier talks of the deal were done and the commodity started coming into the country but it was expensive. Mr Nkhuwa said even when the commodity started coming in the country there was no tangible
benefits for citizens because the price was still high. Mr Nkhuwa, said this prompted Government to think about re-engaging Saudi Arabia so that Zambia started importing cheap oil that would trigger benefit to the citizens. Government, Mr Nkhuwa said, has not yet given up on pursuing the Saudi oil deal as it is expected to benefit the country. “Within a month a team of technocrats from Zambia will hold talks with Saudi Arabian authorities with the possibility of getting the desired result,” Mr Nkhuwa said. In 2014 the government engaged in negotiations with Saudi Arabia on the procurement of cheap petroleum products that would help to lower the cost of
fuel pump prices in Zambia. A team of technical experts from the Ministry of Finance travelled to Saudi Arabia for a meeting aimed at cementing the bilateral aagreements on the importation of petroleum products. Meanwhile Mr Nkhuwa said if government started exploiting its on oil which had been discovered in some parts of the country it would be a huge advantage. He said this would help to lower the price of the commodity thereby improve the economy. “Exploration of oil is the responsibility of the Ministry of Mines and Mineral Development. So if our colleagues ensured that exploration are done then the country will be able to have enough oil,” Mr Nkhuwa said.
Driver negligence blamed for fatal road accident By OLIVER SAMBOKO DRIVER negligence and mechanical failure have been cited as cause of the road traffic accident in which one person died and 21 others sustained injuries. A Road Transport and Safety Agency (RTSA) preliminary road traffic accident investigation report on the Chambishi bus accident has blamed driver negligence and mechanical failure. The accident happened on Tuesday, around 16:30 hours along the Kitwe-Chingola road, and involved three motor vehicles - a Sino Howo Tipper rigid truck registration number AGB 7213 ZM, a Mitsubishi Canter light truck registration number ALE 9368 and a Public Service Vehicle (PSV) bus registration number AOB 3101 carrying Chambishi Copper Smelter (CCS) workers heading to Kitwe. RTSA head of Public Relations, Fredrick Mubanga said

He said upon realising that there was a bus coming from behind on the inner lane, the driver of the Tipper truck swerved back to the outer lane almost hitting into the Mitsubishi Canter light truck that was in the same lane, the preliminary report indicates. “RTSA is of the view that the drivers of the Tipper rigid truck and the bus acted negligently, violated the driver’s duty of reasonable care and demonstrated to be a danger to the public, by causing a road traffic crash resulting in the death of one person,” he said. Mr Mubanga said further investigations have established that the driver of the bus, Geof-
frey Mpana, failed to control the vehicle due to a faulty and compromised front braking system, thereby hitting into the rear side of the Mitsubishi Canter light truck and overturned. “Further, the bus did not have a valid Certificate of Fitness and a Global Positioning System (GPS),” he stated. Mr Mubanga said RTSA has since written to the driver of the Tipper rigid truck and bus to show cause why their Driving Licences should not be revoked in line with section 68 of the Road Traffic Act No.11 of 2002. He also disclosed that they have written to the owner of the bus to show cause why the Public Service Vehicle Operator’s Licence should not be revoked for violating the terms and conditions under which it was granted by using a vehicle without Certificate of Fitness and GPS contrary to the provisions of the Road Traffic Act No. 11 of 2002.
Ex-ministers overpay Treasury in refunds - AG By SIMON MUNTEMBA SOME former ministers who were ordered by the Constitutional Court to pay back emoluments they received after the dissolution of Parliament in 2016 have overpaid the treasury, the Ministry of Finance has disclosed. Accountant General in the ministry of Finance, Kennedy Musonda said a reconciliation process has revealed that some individuals who were paid for by the Patriotic Front Party had also paid for themselves, resulting in double repayments. “Double repayments will be refunded in line with public finance regulations. Taking both foregoing factor and the court judgement into account, the total outstanding amount of public funds due to the Treasury by the remaining four individuals is K230, 064.36,” Mr Musonda said in a statement. He said full verification and reconciliation of repayments related to salaries that were paid to
former ministers who served between May and August 2016, in line with the court judgement, has now been completed. Mr Musonda said the Ministry of Finance has in addition submitted the details of repayments and outstanding amounts to the Attorney General. To facilitate our verification process, he said, the Patriotic Front Party submitted a schedule of persons who were covered under its bulk deposits made to the Treasury. Mr Musonda also said to confirm the deposits, the party submitted deposit slips to the treasury and government receipts have accordingly been issued for the same. "Therefore, according to our current records, 59 out of 63 former Cabinet, Provincial, and Deputy Ministers have been covered by repayments," he said. Mr Musonda said 59 out of 63 have paid in full, while four have not.

Lusaka maid commits suicide By KALOBWE BWALYA A 46-YEAR-OLD maid has allegedly committed suicide from her employer’s home in Lusaka’s Olympia Township. The incident happened yesterday around 05:20 hours. Police spokesperson, Esther Katongo, identified her as Ms Anastasia Mulenga. Her employer found an empty bottle of a pesticide on the floor of the kitchen. Ms Katongo said her employer went to check on her after noticing that she was not responding to the persistent alarm on her phone (maid's phone). According to the employer, she did not find Ms Mulenga in her room and after a search, she found her dead in the swimming pool. Apparently, the owner of the house had bought the insecticide intending to use it on cockroaches and had stored it in the kitchen display. Ms Katongo said police found the body in the pool without any injuries and took it to the University Teaching Hospital mortuary for postmortem.

Covid-19 knocks off Spax’s murder case By SANFROSSA MANYINDA THE rape and murder trial involving Mulenga Kabaso popularly known as ‘Spax’ and five others could not be heard on Wednesday as the court recorded a case of Covid-19. The accused were supposed to appear in the Kitwe High Court for continued trial. However, dates as to when trial would continue had not been given. This is in a matter in which Boyd Kamizhi 24, Maclean Kamizhi 22, Gilbert Zimba 22, Syvio Kwibisa 22, Jimmy Bwembya 23 and Spax 29, are appearing before Justice Abha Patel for attempted murder, rape and murder. In count one, details are that between 22 and 23 January 2019 the accused allegedly murdered Emmanuel Maponda of Chingola district. Particulars of the offence in count two are that the accused persons on dates between 22 and 23 January 2020 attempted to murder Billy Maponda in Chingola. In the third count the accused persons attempted to murder Sheila Bwembya between 22 and 23 January in Chingola. In count four particulars are that on dates unknown but between 22 and 23 January the accused attempted to murder Stanley Maponda in Chingola. And in the last count, between 22 and 23 January the accused persons had raped a woman.

Highlands roads deplorable - taxi drivers By ANDREW MUKOMA RIVERS in Livingstone, particularly taxi drivers at Konica and Mukuni Park taxi ranks, have complained bitterly about the deplorable roads in Highlands and Nottie Broad residential areas. The roads, which are in a bad state, have made commuting in the two residential areas challenging and discomfiting due to the state in which the roads are. On Wednesday during a programme on Radio Mosi-oa-tunya the drivers’ representatives complained that the deplorable state of the road was making business difficult. Konica Taxi Rank representative Imakando Mutwena, complained of the bad state of the roads especially during the rainy season. Dr Mubitana Ward Councillor Millner Iluki also featured on the programme. Mr Mutwena took to task Mr Ikuki for failure to initiate the rehabilitation of the roads in Nottie Broad and Highlands, the areas that are under Dr Mubitana Ward. He accused the UPND area councillor of doing nothing for the people in the two areas since he was voted into office in 2016. Mr Mutwena and his colleagues therefore, called on the local authority and the government to, as a matter of urgency, come to their aid to enhance movement of people in the areas. He said the bad roads normally lead to the frequent breakdown of their vehicles and high cost of maintenance. Mr Iluki had a tough time to explain his role as a civic leader and what he has done for the people in the ward since 2016. He argued that drivers that were complaining about bad roads in Nottie Broad and Highlands were not residents of Dr Mubitana Ward. Mr Iluki said that most of the drivers were only operating on that route and therefore, were not the right people to complain.

Unlike clauses, phrases do not contain both a subject and a predicate (although they sometimes function as one or the other). Phrases from the Parts of Speech Most of the parts of speech can be made into phrases by adding information that is directly associated with them. Eight common types of phrases are: noun, verb, gerund, infinitive, appositive, participial, prepositional and absolute. In this lesson, we will look at a breakdown of each type of phrase that is formed from a part of speech, including some examples of the various types of phrases and how each functions in a sentence. Noun Phrases A noun phrase consists of a noun plus any determiners or modifiers directly related to it. Noun phrases always have the grammatical function of nouns in a sentence.
