HAKAINDE Hichilema will be arrested over the Kalomo land issue, UPND cadre, Gilbert Liswaniso has said. Mr Liswaniso claimed that PF was scheming to arrest the UPND leader, Mr Hichilema and that the Kalomo land saga was being pushed as a ploy to eliminate him out of the Presidential race. He told UPND members at a meeting to brace for tough times and fight back when attacked. Mr Liswaniso said this according to an audio that has gone viral where he was addressing some UPND youths, bus drivers and marketeers. The Hatembo family of Choma has sued UPND MrHichilema for illegally occupying their 2, 000 hectare farm in Kalomo. A COPPER deficit of about 10 million tonnes and a prolonged high price cycle is expected in the market by 2030. About10 million tonnes of additional copper is required to balance the market by 2030, Global commodities trader Trafigura Chief Executive Jeremy Weir, told the Fastmarkets Copper Seminar. According to Mining. Com, Mr Weir projected a significant supply deficit in the copper market and a prolonged highprice cycle. “We see a significant deficit, possibly in the region of 10 million tonnes of additional copper is required to balance the market by 2030,” he said. Mr Weir said the company expected to see a third of the demand growth for copper was probably going to be electric vehicles. He added that a third in this new electrification in terms of infrastructure spending and a third of emerging markets. China, he said, would remain a key driver of demand but the decarbonisation goals of the European Union and the new United States administration meant that a lot more copper would be needed to meet their new infrastructure and electrical grid needs. “What we expect to see is a third of the demand growth for copper is probably going to be electric vehicles, a third in this new electrification in terms of infrastructure spending and a third of emerging markets,” he said. “I really think this is a prolonged high-price cycle and we’re going to need these high prices to incentivise new production,” Mr Weir said. Ultimate Insurance director loses vehicle case By GRACE CHAILE-LESOETSA ULTIMATE Insurance company limited director Nachi Musonda has lost a case in which he sued the State seeking an order that he retains possession of a motor vehicle, Ford Ranger, which he claimed was illegally seized. But Kitwe High Court judge Charles Chanda in his ruling held that Musonda’s intention and zeal to continue with prosecution of his purported claims well after his formal arrest and charges on February 11, this year is ill founded and therefore an abuse of court process. In this matter, Musonda was seeking an order of restitution of his motor vehicle registration no. BAF 9826 ZM allegedly illegally seized from him by a police officer Lenny Shonga without legal justification. He also wanted an interim order of preservation, attachment and custody of the motor vehicle in his favour and further that he retains possession of the said vehicle until

final resolution of the matter. He however said that on or about September 22, last year, Shonga in his purported exercise of authority as a police officer seized the Ford Ranger from him. Musonda claimed that at the seizure of the motor vehicle, there were two smart phones a Samsung and an Iphone and K2, 350. "The Constitutional Court was on firm grounds in the case of Dan Pule and others in the eligibility case," Mr Zimba said. He said in as much as the Tanzanian constitution provisions are not the same as that of the Zambian provisions the effects were the same. "What is in the Tanzanian constitution is similar to the Zambian provisions the effects were the same," he said. "Beginning to quarrel with the decision of the court is contemptuous because there is an avenue to challenge that, the position as it is, is that the constitutional court as the final court pronounced itself," Mr Zimba said. Mr Zimba said the concourt stated that the current president has not served two terms. He said it was not necessary for the court to address whether he is eligible or not because it had already ruled that he had not served two terms. "The position of the court is very clear on the matter and those quarrelling with the court are committing an offence," Mr Zimba said. PEACE IS GOLDEN THE Zambia Police Service has assured of peace in the run up to the August 12 elections even as some doomsayers are predicting violence. Inspector-General of Police, Kakoma Kanganja, has guaranteed that Zambia will continue enjoying peace during and after the polls, hence there is absolutely no need to panic. Yes, Zambians are generally peaceful, but some desperate political elements would want to blight such a remarkable record. All citizens, therefore, must only give an ear to the voice of peace and not that of confusion. Elections must not divide this country as they are just a democratic process to install leaders according to the wishes of the majority. Therefore, there is an imperative need for all citizens to exercise caution and embrace the concept of unity of purpose. In particular, the youth must not be hoodwinked by desperate politicians, who would want to enlist them for covert acts. Some leaders will genuinely reach out to the youth and other people for votes while others will encourage the youth to take intoxicating beverages and then lead them into violence. Truth be told, the law enforcement agencies will pounce on any law breakers using modern facilities that have been procured. Police are there to protect people and property and any trouble-makers will not be spared but brought to book as Mr Kanganja has often indicated. Thus all politicians and other stakeholders must refrain from acts that would breed violence; vulgar language is one of the fasted routes to violence. It must be known that democracy demands that there must always be civility and fairness in public discourse and in particular during campaigns. Political leaders must always respect other stakeholders, particularly the voters and political opponents. It is important for political leaders to expound issues affecting the masses and how they will resolve such matters without necessary passing invective against their opponents. They are also required to involve citizens in development projects so that they attend to the most pressing issues in communities. One of the most important aspects of political process is the imperative need for the opposition and ruling parties to narrow the gap between them and eliminate bitter rivalry which usually degenerated into violence. Zambia has always been an oasis of peace and a pioneer of multi-party political system in Africa, having responded appropriately to the wind of change that blew across the globe in late 80s to early 90s. The citizens have witnessed power succession through six Presidents with utmost peace, a record which must be guarded jealously. Therefore, it is incumbent upon all citizens to maintain peace and refrain from uncivilized tendencies such as invectives towards political opponents. Political office must not be seen as an occupation for personal survival, but an undertaking to serve the masses with due diligence. Violence has no place in the country’s polity; peace is golden.

Global firm acquires 24p.c. stake in Investrust By BUUMBA CHIMBULU AN international financial firm has acquired a 24.08 percent stake in Investrust Bank Plc, an investment decision driven by Zambia's long term positive economic outlook. The firm, Bank of Nervis International Limited (BONI), becomes the second largest shareholder after ZCCM-IH Plc which holds 71.4 per cent. According to a statement, the investment decision is a reflection of BONI's confidence in the investment climate of Zambia. ZRL HAULS ONE MILLION TONNES CARGO By KETRA KALUNGA ZAMBIA Railways Limited (ZRL) is set to start running profits for the Industrial Development Corporation (IDC) as it hits over a million tonnes tonnage of freight this year. IDC has invested $1 billion in ZRL rolling stock and infrastructure in a bid to modernize the railway company. ZRL Chief Executive Officer (CEO), Christopher Musonda, said with the current tonnage of freight being transported, ZRL was on the path to begin making contributions to the IDC. Mr Musonda indicated that for the last four years, the railway company had been transporting a million tonnes and would aim to improve. He said ZRL was fully linked to the IDC after three years of transitioning from Ministry of Transport and Communications. "ZRL is one of the 35 companies under IDC and for the past three years, one of our major activities that has been going on is being fully linked to IDC," he said. URRENTLY, there is a tremendous appetite from industry to adopt and embed agile way of delivery of products and services. Agile has a very strong focus on product delivery. Agile also works well in both project environment as well as business as usual (BAU). When chosen project methodology and agile are combined, project direction, project management and project delivery are optimized to create a complete project management solution. Organizations thinking of adopting and embedding agile in their business units as a way of delivery of product and services, need to carefully understand that embedding of agile is the ‘adoption’ of agile across an organization whereas the adoption may require the necessary buy-in from senior executives to support and agree the agile way of working and delivery of products and services. It is therefore important that organizations and particularly project managers become more and more aware of the side effects likely to be encountered when adopting the agile frameworks. Common agile frameworks available are SAFe, SCRUM are KANBAN and a combination of the last two known as SCRUMBAN. They are also other existing agile frameworks used commonly in software development. Ms Silungwe indicated that micro-insurance businesses are required to comply with these principles by tailoring products that are

simple, inclusive and client-centric. “This means that micro-insurance products must be specifically designed to reach low¬ income market segments. “Processes and documentation should be stated in simple terms, written in simple English or appropriate local language with no fine print and customised to facilitate easy uptake by targeted clients regardless of income level,” she said.

Transformational Roadmap in Adopting and Embedding Agile Project Management, what are the challenges? how much of each can be used or how little of each can be used in projects. It is therefore important to have some mechanism to determine some level of agile maturity or optimum usage with associated risk areas. It will also be helpful for project managers to know when and how to measure how much of agile is being used or to be used. This measurement can form part of the risk assessment of organizations of teams using agile. The best time to assess or measure the suitability of agile in the team or organization is when you are determining the project approach. Project approach is part of the section of the project charter or project brief. Under project approach section, project manager determines or makes a decision in consultation with the team and key stakeholders whether work will be sub-contracted or built by the project team (Make or Buy analysis and decision). Project

manager also develops project strategy or methodology to be used in order to deliver the project’s objectives and meet customer expectations. Agile has risk areas of its own which needs to be addressed and assessed during project chartering and at subsequent milestones or end stage or phase. Generally, there is relatively less prominence given to the area of risk in agile however agile concepts mitigate many risks associated with other approaches (e.g. waterfall). The level of formality should be appropriate and risks should be addressed during stand-up meetings. In this discussion we will focus on risks associated with the adoption and embedding of agile way of working for the delivery teams. The areas of risks may be scaled e.g., from 1 to 5 where 5 is the optimum ideal situation. The exercise of assessing risks may be done collec-

Export crops to transform rural areas, says Mnangagwa

HARARE - Exportoriented agriculture has the scope to foster rapid rural industrialisation and expedite the attainment of Vision 2030, President Mnangagwa has said. The President said this in a speech read by Zanu PF secretary for administration, Dr Obert Mpofu, at the official launch of the Gutu Central constituency garlic export programme at the weekend. JOHANNESBURG - Finance Minister Tito Mboweni has told members of Parliament that while he was hoping for a reprieve, he had it on good authority that a third wave of the Covid-19 pandemic was likely to hit South Africa soon, with possibly more catastrophic consequences than those of the second wave. Mboweni was replying orally to questions from MPs in a virtual plenary of the National Council of Provinces when he warned that complacency among the general population and delays in implementing muchneeded policy reforms left South Africa ill-equipped to withstand a third wave. In 2020, the Covid-19 pandemic and subsequent national lockdown - under which South Africa has lived for a year now - left the country’s already battered economy the worse for wear, cutting growth projections even further and driving up unemployment.

Mboweni said even though South Africa needed to focus all its efforts into supporting the economy through President Cyril Ramaphosa’s Economic Reconstruction and Recovery Plan, he believed a third wave could trigger lockdown escalations, which would undermine such efforts. “I think we should all keep our fingers crossed that the third wave is not coming, but I believe that it is coming. I believe we learned a lot since being on level 5 to now at level 1, where we are learning some bad lessons because people believe we are not under lockdown anymore. “I wish we could all cooperate to ensure that we all avoid the third wave. Let political beneficiaries of Kambwili’s falsehoods apologize too Dear editor, As we reflect on the apology rendered by the betrayed National Democratic Congress leader Chishimba Kambwili, we are reminded by the famous quote from South African Archbishop Desmond Tutu who once said, “Forgiveness is not only to the forgiver, but the forgiven and the parties around the disputant parties.” Going by that we find it a route worthy taking in the peace building process that Mr Kambwili had been obedient to his conscious and swallowed his pride and paraded himself before the nation and rendered an apology to the Republican President Edgar Chagwa Lungu and Lusaka businessman Vauden Findlay over the remarks made in 2019. It was not so politically attractive to make admission that Mr Kambwili once upon a time told a lie but it is a prudent decision that as a matter of necessity has to be made. With all due fairness, at that material time, Mr Kambwili was the apparent Vice president of the alliance and his outrageous misguided statement was never disowned by the alliance. By implication, the alliance had

shown endorsement of the allegation that President Lungu was using the Presidential plane together with Mr Findlay to traffic the drugs. In our view, if the UPND alliance didn’t support the statement, considering the gravity of the allegations, should have proactively disowned Mr Kambwili. We can suggest that the UPND alliance politically benefitted from Mr Kambwili’s falsehoods as their success depends on painting President Lungu darker than the color black. It is not a secret that the UPND alliance escorted Mr Kambwili during the timeline from arrest to attendance of the criminal proceedings. They showed Mr Kambwili open sympathy and he was their darling. There are also some Civil Society Organizations aligned to the defunct UPND alliance that used Mr Kambwili’s libel prosecution to accuse the Government of undermining freedom of expression and shrinking the political space. Now that the author of the statement they passionately defended has retracted it, we know how they are walking out with shame with the sense of disbelief that their partisan veil has been unmasked. Now that the principal author of the statement regarding President Lungu’s nonexistent drug trafficking has apologized, we expect the beneficiaries of the statement, the UPND alliance in particular, to apologize to President Lungu for not distancing themselves from the statement by their former ally. Today am preaching to that someone Dear editor, God never disappoints! One day, I took a decision to introduce one of my foreign based visitor a white from UK to some public offices as he needed some help with a concerned public office and the person who handled that office was one of my relations, with me in my hearts of heart I was so very optimistic that my guest will be helped out considering the relationship that I had cultivated with my niece who was working there. To cut the long story short and straight to the key points, I was disappointed and I was under a wrong impression that am more less like a father figure to that person and I was going to receive a quick attention but alas the opposite happened where the secretary was strongly advised to give me an excuse and on top of that a niece was seen avoiding me as we bumped on each other as she tried to check on us through her office window and being an elderly person I read the signs clearly. So you see, the way God works no matter the prevailing situations and we should always trust God at all times, we are 100% guaranteed of his support system and we can't never be disappointed at any given time. Could Joel and Noel realise their ‘dream cop’ jobs …and inspire young people into national service

Dear editor,

I have always been inspired by stories of people that fought for their dream until they achieved it or not. The Wright brothers dreamt of building an airplane and critics thought there were mad. Eventually, it´s those that dream the impossible dream that consequently get it right and big in life. Not the Sleepers. Today I´m reminded of a movie I watched in my spare time, maybe once or twice, entitled “21”, directed by Robert Luketic. It’s about Ben Campbell (Jim Sturgess), a brilliant student at Massachusetts Institute of Technology or MIT who needs money to pay his tuition and board or lose a dream. The scholarship he has been shortlisted for can only be awarded to one outstanding student and this particular time Ben is applying for the scholarship, there is some 76 applications with stellar grades. The short and tall of “21” is that it’s a great inspiration story about doing everything we can to achieve our dreams. The dream I am sharing with you today in the footsteps of “21” involves Zambian twins Joel and Noel whom I came to know about because of their philanthropy work on MuviTV. Joel and Noel and myself have something in common, we all lost our parents due to natural causes long time ago but for Joel and Noel who are double orphans it was perhaps at an even earlier age, younger than

They bid their time now trying to mentor youngsters like themselves but the dream they dream the most as Joel told me is to “simply become policemen in the Zambia Police Service.” Why I asked? and Joel said, “our late father was a policeman and died a long time ago but he was proud of his national service and we want to be just like him. Officers of the law.” Mind you these lads already have a TV gig on Muvi but they still want to get their hands dirty and keep Zambia safe. Joel last week wrote me a short missive on why him and twin brother wants to be policemen. Joel and Noel wrote Dear Ambassador: “ Noel and I are twins born at Mphashya hospital in Rufunsa 28 years ago and our father was a policeman working in the C.I.D section.” “We have devoted most of their

time to running a non-profits but life changing path that has touched hundreds of people in Zambia especially the youth. With a small budget inspired by philanthropists that seek to help others, Noel and I have donated our own resources to the community we live in under the spirit of “volunteerism and giving” which we find fulfilling. We are based in Lusaka and we move from house to house to give the less privileged in society like ourselves from a few resources we get Zambia’s private television station. Among the people we have tried to help are, Siamese Twins (Bupe and Mapalo). In joining the country in fighting the Covid-19 pandemic, we are currently conducting sensitization messages on social media and have made donations of facemasks, handwashing soap, to two community schools in Chilanga and Kafue districts among others. With a promising TV career at hand, I thought the twins might pursue a film career in Zambia or South Africa and indeed even Hollywood but alas No. Joel told me “all we want is to become policeman and serve Zambia in the footsteps of our father.” The least I could do for the lads as a person that believes in dreams was to share their story here on my platform. EOPLE have to eat and the farmer must at all costs produce the food and equally make money from his produce. God has made us to produce our food through farming activities in order to survive. That is why when Adam and Eve were kicked out of the garden of Eden, the rosy type of life they had in the “Paradise – Garden of Eden” were food was just an arm’s length from any part of the garden was no more. Out of that paradise, the man and his wife and subsequent family had to survive. That time survival meant tilling the land. We are in the same situation today. No matter what we so much want all, all have their origin from the soil. People can flush money, that money

came into their possession from the land that provides everything. Minerals, chemicals, food name it has come directly or indirectly from the soil that God has given us. So if we misuse this resource then we have our selves to blame. God has made an enabling environment for everything to sustain man. What am trying to say. It is interesting the Permanent Secretary of Ministry of Higher Education is encouraging schools to grow something or at least establish production units. Growing of crops is the simple form of agriculture. And agriculture does not only mean the growing of plants to human beings to eat it also involves the rearing of livestock. Therefore, schools with ample land can do or carry out agricultural activities that can suit them or can easily be done. Such schools can make money or indeed make good income for the school. The income so realized can be utilized to improve the schools. All in all, it should be added

to helping students who are from the dis-advantaged families, those failing to pay their examination fees especially at grade 12 level. My suggestion is, while these students are in grade 11 they must be engaged in the production of whatever crops in the school unit and after the harvest the labour they provided must be numerate or paid so that they are able to pay their examination fees. The other alternative the school can pay for all students since they all contribute their labour to the growing or rearing of the school livestock. They have helped to generate income for the school. This income must be generated while the students are in grade 11. This can still be done for all examination classes if the school has enough land to produce the various crops. Can somebody take this idea seriously, please…? Agriculture is a business and should be treated as such. Apart from the income realized in this way, some of the produce can be used to

feed themselves if it a boarding school. Let the school planner think about this for their students especially for the schools with ample land to carry out these activities. Parent Teacher’s Associations (PTA) must be involved. With such activities, the burden of paying for examination fees can be a relief indeed. The schools should go into crops that sell quickly, if possible get a contract from the millers to grow certain tonnage of crops. This can be maize, soybeans, sunflower or groundnuts. These crops can be grown during the rainy season easily because the demand for irrigation would not be there. Showers of blessings would to the job of watering. Crops that demand high management can be avoided such as wheat. The crops so mentioned are medium management level which can easily be

managed by schools because of the pool of labour that is in their reach. Depending on the hectare schools can harvest between 8 to 10 tons if it is the maize. This would mean raking in good income. If the school has the financial muscle, they can go into irrigation. Irrigation does not only mean using sophicated equipment, simple equipment can be employed or used like watering buckets as long as the student population involved in that production unit is able to do watering. The idea here is to help potential students pay the examination fees demanded by such institution. Maize as already said is one of the simple crop that can bring relief to the schools. Today this crop can be grown throughout the year. Apart from grain crops, schools can still grow vege-

tables such as cabbages, onions, and tomato. One thing every district in the country has an agricultural office. It is the duty of this office to extend their field knowledge to help any school so that good and reasonable yields are obtained. Agricultural teachers are being deployed to schools in most rural institutions, this is a plus. The idea of high production can be achieved. Students under the school production units would have provided the required labour and this labour attracts remunerations from those using them. Therefore, the income realized from the gardening activities must help the student or the pupil pay the required examination fees from such farming activities. This as already stated should be done or take place the year before the student exits from that school.

North Western scales up tree planting NORTH-WESTERN province Permanent Secretary, Willies Mangimela has called for concerted efforts by all stakeholders to find resources and ensure that trees are not only protected but also planted in needy areas in the region. Mr Mangimela who noted with concern the indiscriminate cutting of trees for charcoal production, timber production and clearance of big pieces of land for cultivation said if left unchecked the acts have the potential to cause deforestation, poor agriculture production and climate change. ZANIS reports that Mr Mangimela said this in Solwezi yesterday in a speech read on his behalf by the deputy Permanent Secretary, Emmanuel Chihili during the 2020-2021 tree planting ceremony at Solwezi General Hospital. Mr Mangimela has since called on the forestry department to scale up patrols, community sensitization and tree planting and ensure all illegal acts are curbed. “I would like to also call upon cooperating partners, the private sector and civil society organisations to continue partnering with government for sustainable forest management,” he said. Mr Mangimela further called on the Ministry of Agriculture to sensitize farmers on sustainable farming without massive clearance

of trees in order to protect the environment for the betterment of the current and future generations. “Let us all remember that without trees there will be no healthy population, no cleaner air and poor environment will be the order of the day,” he said. Mr Mangimela disclosed that government through the department of forestry has so far planted in excess of 40,000 assorted trees in various districts in the province during the 2020-2021 tree planting season. Meanwhile, Solwezi general hospital Medical Superintendent, Namwaka Mukunyandela expressed hope that the 500 fruit trees that will be planted will help the health facility to improve the nutrition status of the patients and thanked the cooperating partners for the gesture. And Youth for Tomorrow Zambia Public Relations Officer, Ernest Chinjamba said his organization has partnered with the department of Forestry and Ministry of Health to promote afforestation after realizing that the rate at which trees are being indiscriminately cut is very worrying. He said the organization will be going round the whole country to plant trees in schools and hospitals to help increase the population of trees in the country. - ZANIS

UN chief calls for forest conservation UNITED Nations Secretary General António Guterres has called for concerted efforts in preserving and reversing the degradation of forests and other ecosystems globally. Mr. Guterres said at least 1.6 billion people worldwide depend directly on forests for food, shelter, energy, medicines and income. He said forests also provide habitat to 80 percent of all known terrestrial species, many of which are at risk. ZANIS reports that the UN Secretary General said this in statement availed to ZANIS in Lusaka yesterday. “Forests filter the air we breathe and the water we drink. They regulate our climate, absorbing one-third of the global greenhouse gasses emitted each year. Today, more than one million of the planet’s estimated eight million plant and animals species are at risk of extinction,” he said. The UN Secretary General pointed out that deforestation should be averted as it increases the risks of infectious disease outbreaks and pan-

AFCFTA; AN OPPORTUNITY FOR FARMERS - ZCF

HE Zambia Cooperative Federation (ZCF) says the domestication of the Africa Continental Free Trade Area (AfCFTA) is an opportunity for both small and commercial farmers in the country to access the ready market. ZCF Director General James Chirwa said Zambia has the capacity to produce various agricultural products that can be exported across the African continent. Mr. Chirwa explained that time has come for farmers not to depend on the Food Reserve Agency (FRA) to buy their maize grains but to produce for the over 1.2 billion

people across the continent. ZANIS reports that the ZCF Director General said farmers should grow more crops and add value to their businesses if their livelihoods were to change for the better. “The domestication of the Africa Free Continental Trade Area by government is an indication that as farmers, we now have an open market for various goods and services. For Example we can grow more maize in the Southern and Eastern provinces as well as enough pineapples in the North-Western and more fish from Northern and Luapula province which can be exported across Africa and make

money for our livelihoods,” he said. And Mr. Chirwa has suggested that government should come up with an industrial development fund that will support small scale farmers in the production of various crops. He explained that government can retain the 30 percent shares in the fund during the loan period and later wean off the farmers. He noted that apportioning certain shares to government will reduce defaults in remitting the loans and also provide room for technical advice and sourcing of the markets. Zambia deposited the instruments and accession

documents of the Africa Continental Free Trade Area (AfCFTA) following parliamentary ratification. The instruments were deposited to the African Union Commission in Addis Ababa by Zambia’s Ambassador to Ethiopia and Permanent Representative to the African Union Emmanuel Mwamba, on behalf of Minister of Foreign Affairs Joseph Malanji on 5th February 2021. Zambia signed the declaration in Kigali Rwanda in 2018 and the agreement in February 2020. On 4th February 2021, Zambia’s parliament ratified the AfCFTA agreement. - ZANIS.

SADC CALLS FOR CONSERVATION OF WATER

THE Southern Africa Development Community (SADC) has noted that the value of water is a critical starting point for all subsequent actions taken to preserve and efficiently utilize the valuable resource. SADC Executive Secretary Stergomena Tax said the value of water has long been underestimated and taken for granted by many people. Dr. Tax stated that as the region joins the rest of the international community in commemorating the world water day under the theme ‘valuing water’, it is cardinal to realise that the resource is key to human survival. She said in a statement to ZANIS in Lusaka today that SADC was commitment to ensuring equal and affordable access to clean water by all as expressed in the Regional Indicative Strategic Development Plan for 2020-2030 and the SADC vision 2050. “If the value of water is over-looked, the region risks ignoring the steps needed to conserve and sustainably manage water resources, consequently leading to the continued dwindling of the much-needed investment in the water infrastructure,” she said. Dr. Tax said the Covid-19 pandemic has also made it evident that it is essential to invest in the provision of adequate safe water and sanitation services to prevent and contain such pandemics. She has since called on all member states and the people of the region to do their part to conserve and efficiently utilize water because once depleted, it cannot be restored. In another development, Zambian Breweries and the Lusaka Water Supply and Sanitation Company (LWSC)

have constructed an industrial borehole in Lusaka’s George compound. Zambian Breweries Corporate Affairs Director Ezekiel Sekele said the industrial borehole, which was built at cost of US$150, 000, will provide clean and safe water to 40,000 households in the target area. Mr. Sekele explained that the borehole was installed as part of the entity’s cholera and Covid-19 response strategy which seeks to improve access to clean water and sanitation in low-income areas.

A SHARP increase in militant attacks in Mozambique’s northern province of Cabo Delgado has forced the government to reassess its strategy against the Islamist insurgency. It has invited in US military advisers to support its own armed forces in the conflict.

At the industrial level water is used in many production processes, which include fabricating, processing, washing, diluting, cooling, or transporting a product; incorporating water into a product; or for sanitation needs within the industry. Water is also used in the production of commodities such as food, paper, chemicals, refined petroleum, or primary metals. At the domestic level water uses include for drinking, food preparation, bathing, washing clothes and dishes, flushing toilets, watering lawns and gardens, and maintaining pools. Domestic water uses may include potable and non-potable water provided to households by public water suppliers (domestic deliveries) and self-supplied water use. Self-supplied domestic water may be drawn from a private source, such as a well, a river, or captured as rainwater. The outbreak of the COVID-19 pandemic has also renewed our focus on water and helped exemplify its value as a key raw material in maintaining population hygiene to avoid the spread of diseases. At the heart of the pandemic, the World Health Organization guided that improving access to water is the first line of defence in all global efforts to fight COVID-19 in the absence of a cure. This means that water is indeed life and its value may not be easily quantified, especially in monetary terms. For all its uses however, water has seemingly continued to receive less value in the Zambian society today. This is reflected in many ways including our deficiencies as a country to protect and harness underground and rainwater respectively. Our society does not also seem to have paid the monetary equivalent of water as demanded by Commercial Utilities who bring the services to our door steps. This can be told by the fact that many water utility companies in Zambia today continue to be owed significant amounts of money in the form of water bills, not only by households but also by the Government. Notwithstanding, the network would like to recognize the Government’s efforts in developing the National Climate Change Response Strategy and National Adaptation Plan to mitigate the impact of climate change on water resources. To ensure that the objectives of this salient plan are realized, we urge the Government to incorporate water security measures and ensure they are implemented. The network also urges the general public in Zambia to recognize the value of water by first learning to preserve it as a limited natural resource and by paying all water bills demanded by water utility companies. The Government should also dismantle water bills arrears owed to commercial utilities as one of way of demonstrating the value they put on water as well as ensuring sustainability of services.

It appears that the militants have had significant success in finding recruits both from within

the province and further afield. “I would say based on how quickly they spread, it speaks to a huge increase in recruitment”, says Emilia Columbo. “We get reports of boats full of youths getting intercepted on the way to Cabo Delgado.” Acled has recorded more than 570 violent incidents from January to December 2020 in the province. These have included killings, beheadings and kidnappings, with deaths from attacks carried out by all groups involved in the conflict rising sharply last year. The most horrifying incident was of 50 people beheaded in a sports field over the course of a weekend. Human rights groups have reported the extensive destruction of buildings throughout northern Mozambique by the militants. The instability has led to huge numbers of people leaving their homes in areas where conflict has erupted. A SENIOR citizen Aaron Sakamba has noted the need for Government to educate the public about the Cyber Security Law. Mr Sakamba observed that most of people on the streets were not aware of the contents of the law as well as its usage. He said the need to sensitize the public on such an important matter could not be over emphasized. Mr Sakamba was speaking in an interview with the Daily Nation in Kitwe. "People need to explain to the people in simple language what the bill is all about, how it came into the picture and what a cyber crime is," he said. Mr Sakamba said it was only after people got full information on the law that people would start avoiding getting involved in cyber crimes. He stated that the cases could also reduce because people would stop breaching the cyber space for fear of being arrested. He added that the cases could also reduce as those that did not know that they were committing cyber crimes would learn after the bill was fully explained to them. Visually-impaired appeal for free education By MICHAEL MIYOBA THE Zambia National Federation of the blind (ZANFOB) has called on Government to provide free education to all visually impaired people in Zambia up to tertiary level to completely eradicate street begging amongst the blind. In an interview, ZANFOB president, Emmanuel Mulilo, said blindness comes with a lot of challenges and unforeseen barriers which cause limitations in opportunities and abilities to succeed. Mr Mulilo said Government should consioder free education for the visually impaired as a matter of urgency because paying fees had been a very big challenge for the visually impaired who even struggle to pay for brail equipment. Government, he said, should come up with a policy which will ensure that

the blind were provided with free education from preschool to tertiary level. Mr Mulilo also called on Government to ensure that the process of employing the visually impaired was an ongoing process. “The other appeal we are making to the head of state is that we feel there is unfairness when it comes to recruitment where the visually impaired job seekers should be waiting for the massive recruitments. “It is not easy for us to get organized and find ourselves and submit our applications to the relevant authorities at district or national level,” Mr Mulilo said. Mr Mulilo has also appealed to government to increase transport allowances given for the visually impaired government employees because the ten percent transport allowance was not enough.

HARRINGTON TAKES FOREST 27 CASE TO CHIEFTAINESS NKHOMESHYA By JOHN KOMBE

FORMER Environment Minister, William Harrington, has taken the Forest 27 case to Chieftainess Nkhomeshya Mukamambo II of Chongwe and appealed for her support. Mr Harrington was among several stakeholders who attended a consultative meeting at Chieftainess Nkhomeshya’s palace on Wednesday. A source told the Daily Nation that the meeting which was held “in-camera” was attended by heads of government departments in Chongwe and local traditional leaders. The source said that Mr Harrington presented a lengthy case about Forest reserve 27, seeking that the matter be

reversed in public interest. It is believed that the environmental activist presented his case in accordance with his ongoing research on the degazetting of Forest 27. The source revealed that the activist argued that the land in question was erroneously de-gazetted and sold to those in the corridors of power. Mr Harrington appealed to the traditional leader to support his call to have the decision to de-gazette the land reversed. He said that Mr Harrington pleaded with the traditional leader to intervene in the matter and ensure that issues surrounding Forest 27 were resolved. BANKING and financial institutions in Zambia should invest heavily in security features to protect their clients from cybercrime, Texila American University- Zambia deputy vice Chancellor, Vijayakumar Rajarathinam has advised. Dr Rajarathinam said it was worrying that reports of fraudulent activities that leave unsuspecting citizens vulnerable have continued. He said in an interview that as citizens migrate to cashless transactions, multifactor authentications are necessary to ensure that their transactions are protected from criminals. He has since called on relevant authorities to ensure the safety of every citizen

through intensified security features and amplified community awareness programs. “It is therefore important for the banking and financial institutions to invest heavily in security features that will protect their clients from cyber-crime,” he said. Meanwhile, Dr Rajarathinam said the Covid-19 pandemic has ushered in some positive strides towards migration to online banking and cashless transactions such as mobile money. He however noted the high risk of fraud and cyber-crime and urged citizens to be alert. He said there was need for advanced education in the financial sector that would then benefit citizens to ensure safety in financial transactions.

He also called on financial institutions and service providers to build up security measures that would protect their clients from fraudsters and cyber criminals. He said perpetrators of cybercrime should be dealt with accordingly. Dr Rajarathinam further highlighted the importance of mutually beneficial partnerships among finance and banking institutions to ensure that security information is trickled down to every citizen, especially in the wake of the Covid19 pandemic. He noted that the pandemic has crippled many businesses and institutions and therefore there was urgent need to build lasting relationships which will alleviate its negative impact on society.

Expedite implementation of SI on cargo movement - RDA

By KETRA KALUNGA THE Road Development Agency (RDA) has urged Zambia Railways Limited to expedite the full implementation of the Statutory Instrument (SI) No.7 of 2018 to enable the agency to protect roads. RDA Chief Executive Officer George Manyele said the full implementation of the SI which compels 30 percent of bulk and heavy cargo to be transported by rail would help road assets in the country attain design life spans, reduce damage and save costs for the re-construction and maintenance. Mr. Manyele was speaking in Kabwe during the meeting that would create signage between the two parties with the aim of creating a network that would help promote inter-linkages between the railway and the road transport sectors He said the implementation of the SI would contribute to the reduction in the number of

accidents caused by overloaded vehicles. He said the Acts Road Control under RDA seeks to control overload and damage of roads to reduce running costs and increase profitability. “We would like to know the status of the full implementation of the SI as RDA being the road authority is an interested stakeholder on this matter,” he said. Mr. Manyele said the partnership would transform the country into a regional transport hub of the rail and road transport sector. He said that the road and railway sector could provide a framework for the development of integrated systems that would be accessible, efficient, and safe for all. Mr Lombe, who is in charge of International Relations and Cooperation, said this when he led the Zambian delegation that participated in the second ZambiaCzech Republic political consultations at Charter House in Lusaka yesterday. The Czech Republic delegation was led by Mr. Martin Tlapa, deputy Minister of Foreign Affairs. The virtual annual bilateral meeting was aimed at enhancing the existing cooperation between the two countries and promoting the mutual interest of the peoples. In his opening remarks, Mr Lombe noted the excellent bilateral relations between Zambia and the Czech Republic which dated back to the postindependence period and had continued to flourish. ARENTS who have children with Down syndrome condition should not to feel ashamed by the status of their children but share their experiences with others, Livingstone District Commissioner (DC) Pascalina Musokotwane has said.

Ms Musokotwane said that children who are born with Down syndrome are just like any other child in society. Down syndrome is a genetic disorder caused when abnormal cell division results in extra genetic material from chromosome 21 She said that if parents with such children feel ashamed, then it would be

difficult for Government and cooperating partners to come in and help. The DC was speaking during the celebration of the day of Children with Down syndrome which falls on March 21 each year, held at the Livingstone post office. “With the help of others we can do it and make the lives of these children better just like any other child. It takes

one with a heart to handle such children because it is not easy. I want to assure you that Government will not let you down in whatever you are doing,” she said. Ms Musokotwane said that Government would ensure that whatever the children required was made available. “To the parents of these children, they need to know

that we do live with these children and it is not a wish of any parent to have such a child. They are children like any other, it is just something that they were born with. “The bottom line is, they are also human beings like any other child. I am requesting you parents not to forsake or put them aside because it was not there wish,” she said.

He further urged the beneficiaries to use the funds for its intended purposes. He however called on Government to consider building skills training centres in the chiefdom so that they spur skills development among the youths. “What is lacking in most of these youths in my chiefdom and other chiefdoms as well, are skills. So, it is my humble appeal to government to consider putting up some skills training centers,” he said.

Solwezi woman discovered dead in toilet bar By JACKSON MAPAPAYI Police in Solwezi have picked a body of a naked woman in toilet of a bar in Kyawama compound. North-western province Commissioner of Police, Joel Njase, said the lifeless body of Edith kabinda 25, was discovered in a toilet at Pakyulu bar on Saturday around 08:00 hours. He revealed that the suspected murder case occurred between Friday at around 19:00 hours and Saturday 08:00 hours at Pakyulu bar. “The woman is said to have left home Friday and went to drink beer in Kyawama Compound and was discovered dead by Magrate Mutalemba who wanted to use the bathroom at 0800 hours,” he said. EMPOWEMENT OF YOUTHS WITH 50 FUEL TANKERS

“Sustainable options to operationalise the empowerment and avoid business collapse”

HIS year’s Youth Day was witnessed by what has never been seen before. President Edgar Lungu handed over 50 fuel tankers to different youth cooperative groups. The landmark empowerment to the youth is unprecedented in that it has never happened before in the oil industry and the country as a whole. With a national monthly fuel consumption in the range of 130 million litres, Zambia’s fuel consumption per year is in the range of 1.4 Billion litres or 1,400,000 tonnes approximately. On average, the transport cost from Beira, Mozambique is about USD 140 per tonne.

Therefore, if all the fuel was coming via the Port of Beira (nearest of all the Ports being used by Zambia), we spend in the range of USD 200 million per year on fuel transportation alone. This is what goes to the transporters. This is the size of the market our youths have been exposed to through the latest empowerment initiative. This is the cake they have been exposed to. The slice they will get is however dependent on a number of factors. Yet with good coaching and mentoring, they will be happy at the end of the day. They have to get down and get busy. However, to get started, there must be a fo-

cal person at the Ministry of Energy to take them by hand due to a number of processes they have to go through to get started if these processes have not been dealt with already. Some of the questions I have been asked in the wake of this empowerment are focused on how to ensure that the empowerment does not collapse and the best model which could be utilized to ensure fair revenue for the youth cooperatives. The questions are valid because some of the empowerment efforts not just to the youths but to other beneficiaries as well have collapsed in the past. It is frustrating to see such efforts fall in the cracks.

It is for this reason that there is need to ensure that best models are analysed and implemented to safeguard the empowerment. What the youths received last week can last a life time if well implemented and managed. First and foremost, the focal person in this empowerment process must arrange some transport business workshop, where one or two accomplished transporters can be invited as guest speakers so that the youths are inducted in the transport sector. At this workshop, which can be a day event, someone from the Energy Regulation Board (ERB) and Zambia Metrology Agency (ZMA) can also be invited to make presentations on the regulatory environment which the youths will operate in. One of the quickest ways to get the empowered youths commence operations is to utilize what I call “The Placement Model.” Under this model, well accomplished and experienced fuel transporters can be approached to discuss the placement of the 50 fuel tankers. The experienced transporter must provide drivers, operations and maintenance (O&M), routes and coaching among other services as part of scope of works and charge the cooperatives a management fee. The agreement can be for an agreed period of time. EMPOWERMENT

The empowerment initiative has come at great cost. It must succeed. Success is determined at the beginning and not in due course. Business is a system and a mindset.

Under this Model, the youth cooperatives do not need to go through the pain and challenges of setting up and implementing systems, philosophies, values, vision statements, Standard Operating Procedures (SoPs), Maintenance Manuals, busi-

ness premises so on and so forth. Business is a system. Business is also hard work. Business requires a new mindset. In my view, this is one of the quickest ways to get them started and to make them learn best business practice in this sector. They have to serve under a seasoned transporter for a number of years. During this time, they will have to be very patient and focused and take keen interest in the operations. This Model is not a Lease Model where you give someone your vehicle in exchange for a fee at the month end. Under the Lease Model, the focus is money at the end of the month. They will not learn the business. Iam not advocating for a Model where their tankers get hired from time to time as they are yet to learn a lot of things in this industry. Iam advocating for a Placement Model or whatever it will be called, it must include coaching, mentoring, operations and maintenance as part of management services by the experienced transporter for a number of years. Under

this Model, a scope of work must also be developed for the youth so that they are involved in doing a number of tasks including soliciting for business and certain paper work. This is how we will build them as transporters in this industry. The empowerment initiative has come at great cost. It must succeed. Success is determined at the beginning and not in due course. Business is a system and a mindset. To get them started urgently, they must operate under the operations and maintenance (O&M) of experienced transporters who can provide management services for the youths for a period of time. Kenya to give Covid jab to embassies, staff in Nairobi KENYA’S Covid-19 vaccine taskforce has said it will offer free vaccines to Nairobi-based embassies and their staff as a goodwill gesture. This comes after Foreign Affairs Principal Secretary Macharia Kamau, in an official letter on Friday, disclosed that the country will also be offering free Covid-19 jabs to UN diplomats and staff working in the capital city. The vaccination is scheduled to start on March 23, with only accredited diplomats and their families being eligible to get the jab. The jabs will come from the country’s consignment of 1.02 million AstraZeneca doses supplied by Covax Facility and the 100,000 doses donated by the Indian government under their vaccine friendship initiative. At the beginning of March, the ministry of Health announced that it had set
