In 2017 when UPND president Hakainde Hichilema was incarcerated for treason, Senior Chief Mukuni said he was not afraid of going to prison because he slept at the cemetery for seven nights in pitch darkness where Mr. Kampyongo cannot survive even for two minutes. And on Tuesday this week, the traditional leader told Mr. Kampyongo, whom he referred to as “young man” in

THE Bank of Zambia is keeping an eagle eye on Kasenseli Gold Mine in Mwinilunga to ensure the country gets the full benefit from its operations. BoZ Deputy Governor in charge of operations Francis Chipimo has expressed happiness with the works at Kasenseli Gold mine in Mwinilunga. Dr Chipimo expressed confidence that once operational the mine will contribute to the country’s economy and further strengthen the

country’s currency. "We are encouraged and impressed on how they are operating, the opportunity they see to develop this mine has made me to be confident in this process," he said. ZANIS reports that Dr Chipimo was speaking when he visited Kasenseli gold mine in Mwinilunga district. Bank of Zambia signed a Memorandum of understanding (MOU) in December last year with the Zambia Gold company that allows the bank to legally buy gold produced from Kasenseli mine.

He added that signing of the MOU will also allow the bank to stock up for the treasury and thus strengthen the local currency. He pointed out that the MOU is bearing fruit and is key for the realization of the country’s economic recovery plan. Dr Chipimo said the gold reserves will provide economic and financial stability as the Kwacha will compete with other foreign currencies and create economic resilience amidst the COVID-19 pandemic. Govt clears outstanding chiefs’ wages GOVERNMENT has paid out over K19 million of outstanding arrears of subsidies and wages owed to chiefs and their retainers. Minister of Chiefs and Traditional Affairs, Lawrence Sichalwe said 260 chiefs have been paid so far and that eight are remaining to be paid. Speaking during a press briefing in Lusaka yesterday, Mr. Sichalwe said the amount paid out so far is part of the funds that were released by Treasury in December 2020 amounting to K20 million. He said the funds were for payment of arrears of subsidies and wages for four months that were not funded between 2016 and 2019. Mr. Sichalwe said there are still a few cases of deceased chiefs which have not been paid due to non-submission of details regarding the administration of their estates. He explained that his Ministry has engaged the respective royal establishments to ensure that the necessary documents are submitted to facilitate payments of arrears of subsidies. Mr. Sichalwe

said the Ministry further paid out outstanding claims for leave travel benefits, long service bonus and terminal leave benefits for Chiefs’ retainers in all the ten provinces who had been retired, dismissed or terminated from their employment. ZAMBIA National Students Union (ZANASU) president Joseph Busenga has petitioned the Constitutional Court to clearly interpret Article 106 on whether a person who has twice held the office of Republican President may be elected for a third term. Mr Busenga also wants the court to clearly interpret Article 70 (2) (F) on whether a person who is serving a

suspended sentence is disqualified from being elected as a Member of Parliament. Mr Busenga who filed his petition citing the Attorney General as the respondent yesterday wants the ConCourt to clearly state what is meant by the expression “A person who has held office as President” within the context in which it is used in Article 106 (3) of the constitution of Zambia as amended by the Constitution. “Whether, having regard to the judgement of the

Constitutional Court in the case of Dr. Daniel Pule and 3 others vs attorney General -2017 /CCZ/004, selected judgement no. 60 of 2018, a person that has held a term of office that cannot be considered a full term within the meaning ascribed to that expression in the said judgement must, conversely be deemed not to have held office as President during such term,” the petition reads. “Ancillary to the question at paragraph 1.4 above, whether or not the

exercise of the functions of the office of the President by such person would therefore be rendered null and void by operation of the law in view of the principle that the law cannot be applied selectively for one purpose and not another,” he stated. He wants the court to state whether the provisions of Article 106 (6) (b) should be struck down for being in conflict with the people’s will to disallow any person to hold office as President or be elected as such more than twice.

Mr Chatilika said Zambia has an annual fish deficit of about 87, 000 metric tonnes, which should urgently be reversed and instead turn the country into a net exporter of fish.

He said the new manifesto centred on accelerating economic development which includes easing tax issues by

President Lungu said the party would create a stabilisation fund to cushion the economy against unfavuorable fluctuations in metal prices as well as the impact of the Covid-19 pandemic. The President also said the ruling party intends to diversify foreign exchange reserves by prioritising gold as a reserve asset to maximise the benefits from the mineral. The manifesto also promises to, “Promote entrepreneurship by making affordable loans available to Zambians. Ensure availability of financial resources for productive sectors of the economy and recapitalise Zambian owned banks and non bank financial institutions to enhance financial inclusions and reduce interest rates.” And Economic Association of Zambia has welcomed the introduction of the stabilisation fund and the focus on creating a 24 hour economy to increase employment. EAZ president Lubinda Habaazoka said in a Facebook post, some of the promising highlights include, “collapsing all payroll taxes into one tax is a very good move! He also welcomed abolishing of road tax as tolling improves as well as the management of the externalisation of foreign exchange. And President Lungu has pledged to combat corruption through integrity committees in all public institutions. ZAMBIA has appealed to the Mozambican government to take keen interest on what is happening at the check points on the Beira corridor. According to the investigations by a technical team, check points were places where Zambian tanker drivers were mistreated to the point of being beaten by a group of people called the Munyaza boys. This came to light when Transport and Communication Minister Mutotwe Kafwaya had a bilateral meeting on the field of petroleum logistics with his Mozambican counterpart Dr. Janfar Abdulai. The meeting took place at the Port of Beira Headquarters in Beira City, Sofala Province in Mozambique yesterday. This follows a series of en-

gagements between the two countries on the petroleum logistics to Zambia through the port of Beira. It was also discovered that the distance from the Zambian border to Beira was only 900 kilometres with 57 check points, a situation that was said to have been causing the attacks on the transporters. Meanwhile, Mr Kafwaya said Zambia attached great importance to the Beira corridor and commended Mozambique for actualising the meeting to discuss important matters affecting the two countries. Zambia's Ambassador to Mozambique Paul Lumbi, Ministry of Transport and Communications Assistant Director for Road and Rail Transport Dr Emmanuel Sampa and Petroleum Tankers Association of Zambia Secretary General Benson Tembo were also present at the meeting.

POSITIVE CHANGE THERE is a positive wind of change blowing in the country particularly ties between the central government and traditional leaders from the Southern Province. An impression has been created that traditional leaders in the Southern Province do not want to work with the Patriotic Front because they are in a region perceived as a stronghold of the United Party for National Development (UPND). But it has turned out that this was far from the truth, that they too want to be part of the development agenda that has been spearheaded by President Edgar Lungu and the Patriotic Front. Yesterday, five chiefs from the Southern Province paid a courtesy call on President Lungu at State House during which they articulated their views and expectations. The five chiefs are Chikanta of Kalomo, Mukobela of Namwala, Chipepo of Siavonga, Choongo of Monze and Chief Choma of Choma. What is of cheer is that the five chiefs have declared their support of the various empowerment programmes that the PF government is rolling out across the country. They also wish this will continue even after the August 12 elections. In addition, they also want to be empowered with mobility as has been done in other regions. The chiefs have every right to meet with President Lungu and demand certain projects for their areas for they are part of the nation. He said elections do not stop development, urging President Lungu to continue until the date of election and also denounced politics of violence during the campaign period. “As chiefs from the Southern Province we are in full support of all projects that the government is rolling out in the province. “We also ask for mobility support to enable us to sensitise our subjects against political violence and we are sure that you will come to our aid just as you did to the village head persons,” Chief Chikanta said. Their stance is in direct contrast with one senior chief in the province who has allowed himself to be an avowed cadre of one of the opposition political parties. He has let it be known that he won’t have anything to do with the present government because it is under the PF. But as Chief Chikanta said, they would work with the government of the day. Traditional leaders ought to appreciate that Government has never tried to marginalise chiefs from certain regions on account that their people support the opposition. President Lungu’s administration has demonstrated that it would roll out development throughout the country and it is gratifying that even the five chiefs have alluded to this. Zambia can only develop as a nation when people recognise that they need to work together and not marginalise themselves on account of hailing from so-called opposition strongholds. That is the spirit that should see the nation through August 12 and emerge unscathed.

THE Electoral Commission of Zambia (ECZ) insists that the Constitutional Court dismisses the petition in which Radical Revolutionary Party president Vincent Chaile is challenging the nomination fees for Presidential candidates as it is wrongly before it. Mr Chaile has petitioned the court seeking a declaration that the nomination fees for the forthcoming General elections announced by ECZ are null and void. He also wants an injunction restraining ECZ from proceeding with the holding of the general elections set for August 12 until the final determination of the matter. Mr Chaile argued that the high nomination fees proposed by ECZ are overwhelming obstacles, prohibitive and only meant to deter the poor people from freely participating in the leadership of the country. He stated that the petition falls within the jurisdiction of the court as Article 128(1) of the Constitution Amendment Act No.2 of 2016 which gives the Constitutional Court authority to hear a matter relating to the interpretation and contravention of the constitution. the citizens. Mr Kapoma noted that once voted, the country would see more developmental programmes aimed at empowering the people. He called on Zambians to give PF and President Lungu another mandate to continue with his developmental agenda.

President Lungu launched the 2021 to 2026 manifesto at Mulungushi International Conference Centre in Lusaka. The new manifesto gives an account of all key policies, programs, and projects that the PF has initiated and implemented since forming Government in 2011.

Luapula Province Minister, Nickson Chilangwa, said that the conference comes as a result of the Luapula expo which was held in 2017. The minister said that progress was being held back because of lack of sufficient energy sources to put up factories and other ventures. Mr Chilangwa said the Musonda power plant has increased its capacity from 5 megawatts to 10 megawatts, but that more energy was required. Earlier, Energy Minister Matthew Nkhuwa said Government has embarked on promoting renewable energy sources aimed at reducing climate change effects and increasing resilience in the country. He observed that there was need to fully exploit water bodies in Luapula province as demand for energy keeps on growing. “Luapula province has the highest number of water bodies in the country but that they are not exploited when the demand for energy keeps on. “All matters relating to energy will be addressed by the ministry of energy, presentation of vision of the ministry and exhibition to show several energy initiative will some of the activities of the campaign,” he said The minister said President Edgar Lungu will officiate at the energy awareness campaign conference. Some people have insinuated that the vaccine is not safe and it has some side effects. This myth has been refuted by the medical professionals. Some medical personnel and the journalists have received the Covid-19 vaccine at the UTH to set a good example and rebut the myth that the vaccine is not safe. More vaccination centres have been opened so that people can get vaccinated. Some of the notable people who have been vaccinated against Covid-19 are Lusaka Mayor Miles Bwalya Sampa, former President Rupiah Bwezani Banda and his wife Thandiwe. The vaccination programme has come at a better

time in that Zambia is most likely to experience the third wave of Covid-19 as the days are getting colder. However, the Covid-19 vaccine does not protect the person from contracting the coronavirus. It only reduces the severity of the disease. Better still, the efficacy of the vaccine has been proved by the World Health Organisation. For this reason, people should not drop their guard against the Covid-19 pandemic. They should continue

UANSHYA is set for growth as the municipal council has bought three earth moving machines at a cost of K4.8 million to enhance service delivery. Mayor, Nathan Chanda, said with the purchase of the threeearth moving equipment, the council would improve services. The local authority has bought a grader at a cost of K2.6 million, a multi-purpose tractor at K499.858 and a front-end loader valued at K1.8 million. Mr Chanda said the equipment would help the municipality in the opening up of new areas for residential property development and also facilitate growth of the agriculture, aquaculture and other industrial activities. "Residents should expect the council to double its efforts in creating a cleaner and healthier environment with the newly acquired machines. "May I also take this opportunity to appreciate the residents for their massive contribution to the council through the paying of rates and user fees for various services being offered by the local authority," he said. And Luanshya Deputy Mayor Golden Mulenga said the council had improved operations and was able to collect revenue and implement capital projects in the district.

ARARE Zimbabwe's parliament approved legislation on Tuesday removing a clause in the constitution on electing vice presidents, a move which the opposition says is intended by President Emmerson Mnangagwa to concentrate power in the presidency. The parliament also extended the tenure of senior judges, who will now be appointed by the president in consultation with the judicial service

commission, instead of being subjected to public interviews as is the case now. In 2013, Zimbabweans voted for a new constitution including a clause stipulating that the vice president should be elected together with the president, but the clause was suspended for 10 years in a compromise between the ruling ZANU-PF party and the opposition. ZANU-PF used its twothirds majority in parliament on Tuesday to remove the provision, saying that electing

vice presidents as well as the president would create multiple centres of power that could destabilise the government. The removal of the clause means a president will continue to appoint his or her deputy and that in the event of the president dying in office or being incapacitated, the ruling party will convene to choose a successor. Mnangagwa's opponents say that having elected vice presidents would ensure a smooth succession and avoid political instability.

Zuma’s defence lawyers quit JOHANNESBURG - Former President Jacob Zuma’s defence lawyers have told the KwaZulu-Natal High Court in Pietermaritzburg that they are no longer representing him – less than a month before his corruption trial is due to start. Mabuza Attorneys filed a formal notice of withdrawal as Zuma’s attorneys of record at the High Court yesterday. Attorney Eric Mabuza declined to provide reasons for the withdrawal, which has resulted in the effective resignation of Zuma’s entire legal team, including advocate Muzi Sikhakhane, from his

corruption trial. The withdrawal comes a week after the Supreme Court of Appeal dismissed Zuma’s challenge to a ruling of the Gauteng High Court in Pretoria, which found that he was not entitled to state funding for his corruption trial legal costs and ordered him to pay back an estimated R25 million in taxpayers’ money that was already spent on the costs of the trial. The former president is due to go on trial for arms dealrelated corruption on May 17. KANSANSHI Mining PLC has equipped the science laboratories at Kyafukuma Secondary School in Solwezi with modern laboratory equipment. Mr Godfrey Msiska, the Public Relations Manager at the mining firm, said the contribution of laboratory equipment and resources would enhance the teaching of science subjects more effectively. Mr Msiska said this would transform Kyafukuma Secondary School pupils’ performance in examinations and would make a difference in the lives of the community and the country at large. Kaoma receives SCT funds GOVERNMENT has released K1.8m to Kaoma for the vulnerable under the Social Cash Transfer (SCT) Kaoma District Commissioner, Vincent Mutti said the funds will be disbursed to the beneficiaries before the end of this week. Anglican Church pledges to help eliminate malaria THE Anglican Diocese of Lusaka, has pledged the Church’s continued support in the elimination of Malaria in Western Province. Bishop David Njovu said the Anglican Church will continue to offer financial support to government as it strives towards eliminating malaria by the end of 2021 in the country. The Bishop was speaking during a graduation ceremony of 35 trained community health workers at Simulumbe Rural Health Centre in Mongu with support from the Anglican Church. Bishop Njovu disclosed that last year alone, seven million Malaria cases were recorded in the country out of which one thousand eight hundred and seventy five (1, 875) people died, a situation he described as unfortunate .

He said malaria has remained a major cause of morbidity and mortality in the country especially among the under five children and pregnant women. He said the Anglican Church has so far distributed over 15 thousand insecticide treated mosquito nets in Western province since it began its malaria programme in 2008. Bishop Njovu has however, called on the traditional leadership, other faith based organizations and the trained community health workers to continue sensitizing people on the importance of indoor residue spraying in the elimination of malaria. And Western Province Assistant Secretary, Richard Mulwanda said government is committed towards total elimination of malaria by the end of

2021. Mr Mulwanda however applauded the Simulumbe Rural Health Centre for recording a reduction in malaria cases. He said government has also adopted a number of malaria elimination interventions such as intermittent presumptive treatment of all pregnant mothers and treatment of all malaria positives by using the drug of choice among many other interventions. Speaking on behalf of Simulumbe Health Centre community health workers, Musole Musole thanked the Anglican Church for partnering with the government in eliminating malaria in the locality. Meanwhile, Napsa Stars missed out on a chance to reach the continental games knock out stage despite having beaten Moroccan giants RS Berkane.

The Zambian champions Nkana were stunned 1-0 by Pyramids who bounced back from two consecutive defeats to Raja Casablanca to maintain second position in Group D. Emmanuel Manda’s first half strikr propelled Lumwana Radiants to 27 points, on par with Napsa Stars who are 14th on the Super League table. It was a third consecutive win for Bilton Musonda who has only lost one game since he was recently unveiled as Lumwana Radaints coach. And speaking in a postmatch interview, Musonda said the win over Forest Rangers motivated his charges who are placed in an awkward position on the Super League table. “We are in a crucial position, we are in a position where we need to work hard and that hard work from training has

shown again, we have collected maximum points from a very good side, Forest Rangers who have players in all departments and If we can beat such a team them things are becoming okay in our camp,” Musonda said. The defeat was a shocking loss for Forest Rangers assistant coach Owen Kaposa who attributed the loss to poor officiating despite Quadri Kola having missed a second half penalty which would have gifted the Ndola outfit a draw. “The game was okay we did what we could but the guys got frustrated because of poor officiating and we wish the officiating can change in future.
