HH INSULTS UNITED Party for National Development (UPND) Hakainde Hichilema has drawn the battle lines for the country’s presidential elections next year – that he would use every weapon in his arsenal, including insults, to win. But is the nation going to be subjected to vulgar and divisive language in the run up to the 2021 elections. There must be a stop to this. We feel Mr Hichilema crossed the mark when he unleashed insults at President Edgar Lungu and his late mother by using Ila derogatory words. The UPND leader was addressing a public meeting in Pemba and his supporters cheered him on with every insult he uttered. Mr Hichilema, who used unpalatable and derogatory language during his whole address, also directed the people in the area not listen to alleged lies by the Patriotic Front and every time they hear someone mentioning “Pabwato” they should respond “Pabwato Panyoko.” His language was that of a person full of hate especially against President Lungu whom he claimed had Police lock him up in a filthy cell No Zambian would accept to have his or her mother insulted, especially when they are dead. But that is what Mr Hichilema did in Pemba, oblivious of the hurt he was inflicting not only on the intended target and his family, but the larger society. This is not the first time that Mr Hichilema has used vulgar language in public. Remember that during the Lukashya by-election campaign in Kasama, he used vulgar terms to describe his political opponents. To date, Mr Hichilema has not apologised for the insults. The UPND claimed he used the words figuratively. But how do you use words figuratively in a language that you are not fluent in and even when the owners explain how certain words are used especially among contemporaries and not in a formal setting? Will Mr Hichilema this time round claim that he was not serious, that he was speaking figuratively – when he was advising his supporters to vote out the PF from government next year. The Church has for example called on politicians to carry out issue-based campaigns without using derogatory language. Inspector-General of Police Kakoma Kanganja on Friday urged all political players to conduct issue-based campaigns and desist from any form of violence. But we wonder how this could be achieved when persons who aspire for the highest office in the land are the one’s encouraging insults. What message is being sent to the foot soldiers for example – that it is okay to insult your political rivals? Foul-mouthed language from political leaders is what ignites violence, and we shudder to think what some hotheads in the PF might resort to in an effort to defend President Lungu. It is important though for all political leaders to remember that since they all claim to love Zambia and wish to serve, their conduct must be above board. Their language - even in their backyards – must be to build the nation and not lead it to destruction.

UPND's lawyers must put up or shut up By MUBANGA LUCHEMBE SOLICITOR-GENERAL Abraham Mwansa joined those supporting the eligibility of President Edgar Lungu in the 2021 elections. He reiterated that the issue of President Lungu’s eligibility had already been settled by the Constitutional Court in the case of Dan Pule and Others versus the Attorney General. He advised that the verdict in the matter was not appealable as the Constitutional Court, like the Supreme Court, had final jurisdiction. The Solicitor-General also advised that Zambians regardless of status in life must respect the decisions of the Judiciary. Frankly, it's time for the UPND's lawyers and others to put-up with this non-appealable eligibility matter or shut up. Known and unknown to many, it is in UPND-aligned platforms that bear the names GEARS or CiSCA or OCiDA or LAZ that one can easily find challengers of President Lungu’s candidature and belittling of Constitutional Court judges on the same page. Besides, legal professionals invariably dominate these bodies, making consensus a chimera. Are we Zambians so naïve to forget so easily how the UPND president Mr Hakainde Hichilema branded Constitutional Court judges who presided over his 2016 failed petition to nullify the re-election of the incumbent president as thugs and criminals? This type of reaction reduced the court’s verdict to the

clichéd blame game or judiciary-bashing rhetorical jingoism. Meanwhile, UPND's lawyers have been echoing everything from the tired linear political culture rhetoric of the ex-LAZ president Eddie Mwitwa’s era that President Lungu was not eligible to stand in next year’s election to State Counsel John Sangwa’s disparaging remarks that the current Constitutional Court judges were ill-qualified. Lest we forget, after President Lungu trounced the then-UPND three-time losing candidate in the 2015 presidential by-election, leader of the opposition in Parliament Jack Mwiimbu indirectly mocked him on the floor of Parliament whether he would be entitled to the presidential retirement house to be built by government because he wouldn’t have done the required minimum threshold of three years in completing President Michael Sata’s term of office. Moreover, in a matter where UPND, through its secretary general Steven Katuka petitioned the Constitutional Court to order 64 ex-ministers to pay back all the money they got after Parliament was dissolved in 2016, and when PF secretary general Davies Mwila, on behalf of 63 others, asked the court to set aside part of its judgment, was he simply engaged in a complain and apportion blame approach? Albeit in his ruling, Constitutional Court judge Enock Mulembe indicated that the court’s adjudicatory function could be defeated if its final decisions were open to casual challenge in form of applications for revisiting or setting

aside part or the entire judgment at the instance of an aggrieved party. What about Mr Sangwa who has vowed to challenge the President’s nomination in 2021 polls? Will the Constitutional Court be compelled to revisit or set aside its final decision in the eligibility case of Dan Pule and Others versus the Attorney General? Let’s wait and see what transpires. As is always the case with UPND, it is now contradicting itself with the narrative of the so-called President Lungu’s third-term bid. This sort of serial contradiction is widespread amongst UPND’s lawyers, so it’s not really reducible to Mr Mwiimbu. However, such types of narrative always give the game away via the use of legal oxymorons like “Constitutional Court judges upheld the arguments by LAZ that the 64 ex-ministers ought to have sought leave of court before asking it to reopen its judgment of August 8, 2016” – that is, something as internal and self-defining as their “judicial independence” is a “verdict” from the same judges described to be ill-qualified by one of the UPND’s lawyers. But in stark contrast to the way its political rival, the PF does things - President Lungu proposed the scrapping of the law that required the government to build a house for a retired Head of State. In his first address to Parliament as a head of State in September 2015, in an apparent response to UPND’s earlier parliamentary parody and taunting, the President stated that the process should be-

gin with him. He categorically stated: “I do not think that it is fair and equitable that the State must build a house for a retired President and not for others. We have to demonstrate strong commitment to cost-saving measures for now and for the future. I am proposing that this forfeiture takes effect starting with me.” The parliamentary debate on the issue held afterwards was vigorous and in agreement with his views. There was almost unanimous acknowledgement that Zambia was currently operating under austerity measures - obvious enough about a country with the debilitating external debt and domestic arrears. Needless to say, the stance taken by the President to forfeit the presidential privilege of having a house built for him after leaving office was a clear demonstration of his selfless leadership. But is it his fault that we see the emergence of oligarchs linked to privatisation of state-owned companies who plundered national assets and are now filthily rich, at the expense of their own kith and kin? It is such a pity that today it’s the traditional leaders in rural areas who appreciate what the President has accomplished for this country, more than the privatisation-induced poverty-stricken urbanites themselves who are just good at erroneously-chiding him. He has set an example of good leadership, and after his disputed second term, he’ll hand the baton to others to continue with his formidable work.

UPND president Hakainde Hichilema on Friday unleashed insults on President Lungu and his late mother by using the Ila derogatory words. Addressing scores of supporters in Pemba, Mr Hichilema said President Lungu caused him to be taken by police and placed him in a cell which was splashed with faeces. Mr Musoma said Mr Hichilema was exhibiting foolish arrogance because he knew that he would lose next year’s elections and wanted to find a way to get arrested. “He knows that he will lose this elections and looking for a way to be arrested. Let him deny if he did not insult the President at the rally in Pemba,” Mr Musoma said. He also challenged the NGOCC, Bishop Telesphore Mpundu, Bishop Chihana and Senior Chief Mukuni among others to come out and condemn this unprovoked barrage of insults directed at the head of state. “If they do not condemn this they should never raise their voices on any issue,” he said. Mr Hichilema said despite the cell being smelly,

his spirit did not break because he was suffering for the people of Zambia. He told his supporters that he was being persecuted by President Lungu and his government because of his stance to liberate the people of Zambia from the shackles of poverty. “We have suffered enough, we have been jailed for long, but we don't retreat because we are doing it to liberate you,” he said. Mr Hichilema who used unpalatable and derogatory language during his whole address, also directed the people in the area not listen to lies by PF and every time they hear someone mentioning “Pabwato” they should respond “Pabwato Panyoko.” He said despite the PF government failing the people, some people were going round telling Zambians to vote for the ruling party.

WO chiefs have clashed over the imminent setting up of a mine in the Lower Zambezi National Park. While Senior Chief Mburuma of the Nsenga-Luzi people has said Kangaluwe copper mine in the Zambezi lower national park will be operationalised as soon as the Covid-19 pandemic subdues, his Zimbabwean counter part, Chief Chuundu has rejected the move. Chief Chundu of the Tonga people of Zimbabwe said he was going to oppose the setting up of a mine in the lower Zambezi as doing so was going to negatively affect the movement of wild animals not only on the Zambian side of the corridor but also in Mana Pools in Zimbabwe, a

Meanwhile,, ZANIS reports that Italian ambassador to Zambia, Antonino Maggiore has assured that his government remains committed to supporting the Zambian government to improve the agriculture sector. Kapiri Council goes an extra mile to ensure people get voter’s cards

IN a bid to ensure that many people acquire voter’s cards, Kapiri Town Council is ferrying people from voter registration centres with a lot of people to centres away from the town where there is less congestion. Council secretary, Issac Zimba on Friday directed that about 40 people from Matilyo primary and Palamades secondary school be taken to Chisanga Manga primary school which is about five kilometres away from Kapiri town. And Mr Zimba said in an interview with the media that the local authority is constantly engaging officers in various registration points to ensure the smooth issuance of voter's cards. He said registration centres that have an influx of people are being encouraged to alert the council over the matter so that they could be provided with transport to ferry others to registration centres that are less congested. “Where we have a lot of people registering, we are able to ferry them to less congested registration centres, like in Kapiri central ward which is the most populated ward,” he said. The council secretary further said Kapiri Central ward has been allocated three voter registration kits because it is the biggest ward in the district while the less populated wards have two kits. And Mr. Zimba urged people in the district that have no time to acquire voter's cards in the day to do so any time of the day from the civic centre where the registration exercise was being conducted 24 hours.

ZAMBIA - DRC MUKULA TRANSIT DEAL EFFECTED By PETER SICHALI

THE deal for the transportation of Mukula logs through Zambia by the Democratic Republic of Congo (DRC) is now in effect, Lands and Natural Resources Minister Jean Kapata has confirmed. Ms Kapata assured that Government had put in place stringent measures to ensure that the logs exit the country without affecting the ongoing ban on the export of the commodity. Last year, over K2 million was raised by the State through inspection and escort fees for trucks carrying Mukula logs transiting through Zambia from the DRC.

Ms Kapata said Zambia had agreed with the Congolese counterparts to allow exports of rosewood commonly known as Mukula through the country again. This was after the initial deal came to an end in June last year. Ms Kapata said security had been put in place to ensure that the Zambian

Mukula was not smuggled out of the country as a result of the DRC deal. "In ensuring that Zambian Mukula is not exported along the way, we are providing security escorts to the tracks transporting Mukula logs from the point of entry to the exit point," Ms Kapata said. Ms Kapata said Zambia

was signatory to SADC protocol to allow other countries transit through the country "So we have allowed Congo DR to transit Mukula through Zambia especially that both Congo and Zambia are land locked countries, the only difference is that we still have a ban on Mukula," Ms Kapata said. She said Zambia had allowed DRC to transit Mukula logs through the country up to 2021. "The country is benefitting from the transit of Mukula logs from the Democratic Republic of Congo because they pay for the logs to transit through Zambia," Ms Kapata said.

THE Catholic Church plays an instrumental role in promoting sustainable development, peace and justice in the Country, PF deputy Secretary General Mumbi Phiri has said. She was speaking at St. Peter’s Catholic Church when she officiated at the Music Album launch in Kabwe yesterday and donated K100, 000 on behalf of President Lungu and the Patriotic Front. Ms Phiri said the PF and its Government under the leadership of President Lungu was committed to co-operating with the Church in helping the vulnerable and needy in society. She said the party in power was also appreciative of the role the church was playing in ensuring the uplifting of the girl child through fight against early marriage. “As a Party, we recognise the important role that the Church is playing in promoting girlchild education and fighting early marriages,” she said. She also thanked the St Peter Catholic Church for supporting thirteen children who are physically challenged and are studying at Musakanya Special School. And Ms Phiri who donated K100, 000 to the choir, said Music plays a very important role in the lives of Christians. “In order to support and supplement the efforts from our youths, I hereby, on behalf of His Excellency President Edgar Chagwa Lungu and the Patriotic Front donate K100,000 cash to the choir to support them in their work of evangelizing through music,” she said. Ms Phiri also said apart from the spiritual role that it plays, music can be used as a source of revenue and employment especially among the women and youths. She said that was the reason why the PF Government has allocated over K30 million Kwacha to empower youths and artists in the country. “We use music to praise and worship God; we use music to deal with difficult times and difficult situations in our lives; we also use music to express our joy and to celebrate the good things that God has done in our lives,” she said.

THREE traditional leaders in Chadiza are happy the government distributed farm inputs to over 14, 710 farmers before the onset of the rains . Chief Zingalume , Chief Mulolo and Chief Mwangala of the Chewa speaking people have stated that early distribution of inputs is a milestone in alleviating poverty. Speaking when NERIA'S Investments Limited General Manager Martin Chaikatisha paid a courtesy call on Chadiza District Commissioner Mr. George Phiri, Chief Zingalune said the early distribution was as a result of the close collaboration the traditional leadership has with the government of the day . He also thanked Government through the Food Reserve Agency for paying farmers on time, as it enabled them to make their contributions towards

CHIEF Pembamoyo of the Chewa people of Vubwi has praised President Edgar Lungu for various development projects implemented in the district. The traditional leader said the face of the district has significantly changed for the better under the PF government. He also thanked Government for the early distribution of the 2020/2021 farming inputs to the farmers. Chief Pembamoyo said this yesterday when President Lungu called on him. He said he was pleased that al-

most all the farmers have received their inputs and ready for the farming season. The traditional leader also informed the President how happy he was to work with government officials in the district who were committed to work. He however appealed to the government to expedite the works on the Chipata-Vubwi Road. He also asked for the quick completion of Vubwi secondary School which was at 80 percent. Later, the President met village headmen and the clergy who also expressed happiness in what government has done in the district. Speaking on behalf of others, Headman Kalibwe told the Presi-

dent that, "here, don't worry what your opponents say, leave it to us who are happy with what you have done for us. We will do the ground work." Headman Kalibwe asked the President to consider buying Chief Pembamoyo a vehicle and headmen bicycles. The President who thanked the headmen for the encouraging sentiments said his government was encouraged to do more. Mr Lungu said it was important to appreciate when Government did well to encourage them. He said, "development does not end" adding that he would ensure that he left Zambia better than he found it.

On the Chipata-Vubwi Road, President Lungu promised that it would be graded soon to an all-weather road, as government was sourcing for funds to upgrade it into bituminous standards. Mr Lungu said government was targeting projects that were above 80 percent to be completed. He said he would sit down with the area member of Parliament, Margaret Miti to see how the issue of transport for the Chiefs and headmen would be sorted out. Mr Lungu urged both the traditional and church leaders to encourage members of the public to register as voters in the ongoing voter registration.

HE saying a “hungry” man is an angry man is quite apt for Daniel Moyo (34) of Sibangani Village in Lupane who got angry and battered his wife Similo Sibanda (26) for refusing to have sex with him on a daily basis. Similo had to rush to a police station where she made an assault report leading to her husband’s arrest. His wife said Moyo was a sex maniac. “My husband likes sex too much and I cannot bear it. When I deny him sex he gets angry and beats me with fists or anything that would be within his reach. At times when he is from a beer binge

he demands sex in front of our kids,” she told the court. Appearing for an assault charge before Lupane magistrate Ndumo Masuku the livid Daniel, who felt hard done by his wife said: “At first I asked my wife’s sister to talk to my wife about the issue but she failed to convince her to adapt to my high sex drive.” Daniel resorted to fists to enforce his demand. “I’m a person who likes sex and I told her when we got married that I want to have sex with her on a daily basis. It’s not strange because we are like that in our family. During the first days she used to offer me but as our mar-

riage grew old she gradually changed and eventually denied me my conjugal rights,” he said. He added saying initially he tried to talk to her but his wife never changed. He said her response angered him. “I got angry when she said I like too much sex and she is not a sex toy. After that I had to beat her. Your Worship, if she feels like I’m sexually abusing her she should return to her parents and I marry someone who will understand me,” he said. Daniel was remanded out of custody to next week on Monday for sentencing. - B METRO

After seeing the sexuallysuggestive chats that Tongai Kambarami (26) exchanged with his wife only identified as Primrose (23), the husband hired two men and travelled all the way from South Africa to “deal” with Tongai. Tongai told B-Metro that the husband used his wife’s phone to pin him down. “Primrose’s husband pretended to be Prim and sent me sexually-suggestive messages and promised me that she is coming at the end of November. I hooked to the chats and had no rea-

son to be suspicious,” he said. But Tongai never knew that he was being taken for a ride. “On 10 November while I was at home relaxing, I received a message which I presumed was from Primrose saying she had sent me a parcel with a malayitsha and I should wait at home. They (malayitsha) arrived at 10pm and told me that they forgot the parcel in

town so we have to drive to town to collect it. When we got to Emagetsini a guy told me that he was Primrose’s husband and he was the one who had been communicating with me,” he said. Tongai said fear gripped him and he became numb. Primrose’s husband and his partners in crime drove into a bushy area near Entumbane suburb. “They were very angry

and I thought they would kill me. I tried to talk to them so that they would not kill me and I gave them R500. They stripped me naked before tying my hands to the legs with a wire and leaving me in the bush,” he said. He said that he spent 10 hours in the bush. “At around 8.30pm a Good Samaritan who was fetching firewood came to my rescue and went to inform a police officer at Entumbane Police Station. Police officers came and untied me,” he said. He was referred to Mpilo Central Hospital for medical examination. He was treated and has been discharged. Bulawayo acting police spokesperson Assistant Inspector Nomalanga Msebele confirmed the case and appealed for information that might lead to the arrest of the accused persons who are on the run. - B metro

Nyanga man impregnates sister A NYANGA man who was facing allegations of raping and impregnating his 14-year-old sister committed suicide last week on Sunday. Manicaland provincial police spokesperson, Inspector Tavhiringwa Kakohwa confirmed the death of the man, whose name has been withheld to protect the identity of the minor. Inspector Kakohwa said the man was a Gohoto villager under Chief Katerere. He was found hanging from a baobab tree in Nyapomboro Mountain. Inspector Kakohwa said on November 5, the man’s family met and accused him of sexually abusing and impregnating his sister. This was after the minor had told the family that her brother was responsible for

her pregnancy. “He insisted that he was not the culprit, but the family remained adamant, threatening to

take him to the police. The following day, the man told his son that he was going to Nyapomboro Mountain,

but never returned,” said Inspector Kakohwa. Other family members became suspicious and decided to form a search party, only to discover the man’s body hanging from a tree branch. Police at Ruwangwe Police Station attended the scene and retrieved the body. Inspector Kakohwa advised the public to resolve family issues amicably and involve the police as soon as they suspect abuse of minors. “We suspect no foul play, but we urge people to resolve issues amicably. There is need to consult traditional or community leaders in family matters like these to avoid unnecessary loss of lives,” he said. HEHANDA RADIO

THE Owas Film Production in partnership with Old Age Pictures are set to premeire a movie dubbed ‘ Girls 2 Ladies’. This is an Ivory van der Boom written film and it will take place at Sterkenikor in Lusaka.

The movie is designed to highlight various issues surrounding school going children especially drug abuse. It is a kind of film that will make you reflect on what your children are doing in school. Synopsis Girls 2 Ladies is a film that draws attention to the growing drug problem in Zambian schools where drugs are increasingly being consumed. Hard drugs like crack cocaine and heroin. The problem has gone far beyond cannabis, cigarettes and petrol sniffing. Worst of all, the problem is present among children as young as 13. The Drug Enforcement Commission (DEC) highlighted the issue of drugs in boarding schools which is where the inspiration for Girls 2 Ladies came

from. Girls 2 Ladies, directed and created by awardwinning director and actor Owas Ray Mwape and written by Holland-based Zambian writer Ivory van der Boom also aims to explore some of the reasons why children end up doing drugs. These include issues in the home, child abuse, sexual abuse, peer pressure, anxiety and depression. Drug abuse has long-term effects, both for the young person abusing drugs and for society as a whole. Featuring Sophie Mbao, Taonga Phiri, Chimwemwe Zulumeta Tshamala, Mooka Sibbuku, Mutinta Hachuma and Owas Ray Mwape, Girls 2 Ladies symbolically aims to show how the abuse of drugs at school can impact and destroy the future of our children. As a nation, we must talk about this now. Once drugs take a hold of our schools, they will devastate our communities and bring our country to its knees. If that happens, nothing short of a miracle will save us. We want more for our children, we want more for their futures and we want more for our country.

By TERENCE MISELO THE highly anticipated Zambian movie ' Black Dollar' by Kazadi Films and Hot Media House successfully premeired at an exclusive red carpet and screening session held at Lusaka's Government Complex a week ago. The premeire, filled with pomp, class and splendor, was mainly attended by key players in the Zambian entertainment and business circles. Graced by Minister of Information and Broadcasting, Dora Siliya, the premeire also unveiled some of the cast members of the David Kazadi directed movie. ' Black Dollar' depicts a common story of street life, culture and illegal deals in Lusaka and Copperbelt including the illegal production of US dollars on the black market. It features a blend of new and old Zambian actors notable among them Kangwa Chileshe popularly known as Jason Kabanana, Lee

' Ba Robbie' Nonde, Henry BJ Phiri, Leo Simukoko, Nasilele, Nelly Munamonga and Topsy Sikalinda to name only a few. The movie is rumoured to have been bought by an international film distribution company which will make majority Zambians only watch it after some time. The film has received positive feedback from a good number of people that watched it on the premeire night. The Daily Nation Lifestyle shares some of the views from local celebrities and players in the film industry. What's your share of the 'Black Dollar'? " It's a very good film in it's own right and it is dipicting a certain part of story that has been told, which is brilliant. The camera work, production design is brilliant. The only thing that I feel should have been done better is the scripting but I must say the director was very brilliant with his work, he was very good," said Owas Ray Mwape, a filmmaker

and director. " I can tell that he is a very good director because I feel that there were challenges in that script but he streamlined it and did a good job." " The whole choreography of the film was well-cordinated, I had a bit of a problem with the lighting but above all, it was a great production." Monde Mutale aka Mr Nguzu. " It has a good story. They excuted it very were. The actors were brilliant, they had a very good cast. The ambience of this place ( Government Complex) affected some of the issues like lighting and sound. TOP ZAMBIAN artistes are set to be part of the history as Kalandanya Music Promotions (KMP) launch draws closer. The artistes signed under the label are all getting prepared in terms of rehearsals as the show set for this Friday will be an all live event. The artistes spoken to say they are looking forward to a big event and are calling for Zambians to fill up Mika Convention Centre, the venue for the launch. At press time musicians Dandy Krazy, Shenky, Kadaffi and the band were deep in rehearsal on Thursday at KMP. Others expected to be in rehearsal are Dambisa, Mampi, Slapdee, Macky2, Chef and Rich Bizzy. Others are Bobby East, Nez Long, Mimi Krazy, Kay Figo and Yo Maps. The show is expected to attract a huge crowd and introduce a new way of doing music as a business.

IGNITIUS MULENGA: down but not out Meet C Derock Mzanzi IGNITIUS Mulenga, 34 a gospel artiste who recently applied for the arts empowerment fund to help him establish a recording centre for his band and peers but was unsuccessful has vowed not to look back but focus on building his art. Although his dream of supporting his fellow disabled arististes with a recording centre have failed, he has realesed a gospel album which has received massive airplay on almost 20 radio stations in Lusaka. Mulenga is calling the albulm 'Ipepo Lyalikwata Amaka' and seeking sponsors to boost his music. He believes he may be down now but ob-

INCE 2002, COMACO - Community Markets for Conservation, has been reforming poachers and empowering them with skills such as conservation farming, bee keeping, carpentry, poultry farming and bricklaying as alternative and sustainable livelihoods.

According to the organization’s communications and outreach specialist Peter Banda, over 1700 reformed poachers have become productive members of their communities and are now earning legal income from various sources. We realized that once poachers completed their jail sentences, they went straight back to poaching. It became clear that poverty and food insecurity were the main drivers behind illegal poaching among people who live in game management areas. By providing people with alternative livelihoods, we have been able to reduce poaching as it is no longer the only choice people have. COMACO provides its skills to poachers who are willing to be reformed and hand over their muzzle loaders and wire snares used in poaching. To date, poachers have voluntarily surrendered 2000 illegal firearms and over 80 000 snares. Mr. Banda adds, “We have also trained some of our reformed poachers to help protect crop fields from elephant destruction. Under the supervision of the Department of National Parks and Wildlife, they use their old muzzle-loading guns to blast chili at elephants that come near crop fields.” Chili has been used to keep elephants at bay as it has unpalatable to the crop-raiding mammals for decades. The chili used in the blasters does not cause lasting harm to elephants, it simply irritates them and forces them to leave the area. In addition to protecting food crops from elephant destruction, chili is a valuable cash crop that gives the reformed poachers an extra income. Last month, COMACO’s poacher reformation programme reached another milestone as it supported the formation of the TRANSFORMED POACHERS ASSOCIATION OF ZAMBIA, which will look at the welfare of its members and help reform people who are still engaged in poaching.

“This initiative is the first of its kind in Zambia, Africa and the world”, says Peter Banda. He adds, “The Association will be an important ally to the Department of National Parks and Wildlife and others involved in conserving wildlife as members of the Association were once hardcore poachers, so they know all tricks that current poachers are using.” The Association’s chairman, Mr. Smoke Phiri, also has high hopes. The formation of the Transformed Poachers Association will give us authority to sensitize our communities on the im-

portance of conserving natural resources like wildlife and forests. We will also use this platform to appeal to others who are still involved in poaching to surrender their firearms and snares so that they can be empowered with a sustainable livelihood. The newly formed association will promote a peer-driven transformation of poachers into good and productive citizens that will positively contribute to national development. Success in this regard will result in reduced poaching of elephants and other important species in the Luangwa valley ecosystem.

The Association will also give hope to current poachers that if they reform, they too can have a meaningful and productive life void of the dangers they face in the wild, because though poachers are perceived to be tough and formidable, in reality poaching is a dangerous business. “Tracking wildlife in the bush requires that villagers leave their families for weeks at a time, traveling miles away from safety, and often risking encounters with wildlife, faulty firearms, or apprehension. If caught, a poacher can spend decades in prison, leaving his family vulnerable to hunger and exploitation without a reliable income source.” COMACO.

N March 2020, Zambia Revenue Authority launched a Women Leadership and Development Forum whose aim is to promote and empower the success of women in senior leadership roles within Zambia Revenue Authority and to further, foster inclusion and diversity across the Authority.

The Zambia Revenue Authority Women Leadership and Development Forum (WLDF) is resolved on how best to ensure the number of female employees in leadership positions at ZRA is increased to the percentages acceptable as stated in the protocols which Zambia is a party to. To ensure the mandate and essence of the Forum is actualized, the ZRA women held a successful leadership training workshop for female staff representing all divisions and units within the Authority. The workshop is testament of going beyond leadership inclusion rhetoric to ensuring women benefit from the inclusive and advancement strategies that recognise and enhance the capabilities, confidence, ambition and networks among the female staff. The topics of the workshop were deliberately selected to ensure they support women to appreciate their capacities and to position themselves better for career advancements from low management positions to middle and senior positions. Rwandan fined, deported for illegal stay By MULENGA MUSONDA

RWANDAN convicted of being in the country without proper documentation must be deported, ruled the Choma Magistrate’s Court. In the dock was 27-year-old Mukundete Efuta, of Rustero district in Rwanda who was facing one count of unlawful

stay in the country contrary to the Immigrations and Deportations Act of the Laws of Zambia. Particulars of the offence are that Efuta on August 10, 2020 in Choma being a Rwandan national failed to legalise his stay in Zambia as required by Law. When he appeared for plea before Resident magistrate Salie Kanunka, Efuta willingly ad-

mitted the charge against him and pleaded with the court to send him back to Rwanda. According to the facts dictated by Public Prosecutor Gerald Tembo, Efuta was apprehended in Chitongo area during a routine patrol by the Department of Immigration. The facts revealed that Efuta illegally entered Zambia through the Nakonde Border Post without documentations.

Bicycle thief gets two-year jail term By MULENGA MUSONDA A 47-YEAR-OLD in Choma will toil for 24 months for stealing a bicycle valued at K2, 500. Evans Hangandu, a resident of Zambia Compound was convicted by Resident Magistrate Salie Kanunka when he pleaded guilty to the charge of theft. Particulars of the offence are that Hangandu on November 11, in Choma stole a bicycle valued at K2, 500 the property of Buumba Miyanda.

When he appeared for plea before the Choma Magistrates Court, Hangandu admitted the charge against him butadded that he mistakenly took thebBicycle because he was in a drunken state. Following his explanation, Magistrate Kanunka recorded a plea of not guilty. Hangandu insisted that he stole the bicycle and asked that the charge be read to him for the second time. When it was read for the second time, he admitted to steal-

ing the bicycle and stated that his intentions were to start using it. According to the facts stated by Senior Public Prosecutor Alex Syulikwa, the suspect was apprehended by school pupils on the very day as he sped off with the stolen bicycle. Despite being a first offender and pleading guilty, Magistrate Kanunka said, she would be failing in her duties if she left him unpunished. She sentenced him to 24 months imprisonment with hard labour.

In passing the sentence Magistrate Kanunka granted the accused person’s wish of being returned to his country. She ordered that he be deported within 60 days after paying his K3, 000 fine. Ms Kamunka ordered that should he fail to pay the fine, he would serve seven months simple imprisonment after which he should be deported to Rwanda.

Peasant farmer in court for stealing TV set? By MULENGA MUSONDA A PEASANT farmer has appeared in the Choma Magistrates Court for breaking into a house and stealing a television set. Crade Mudenda, aged 33 of Choma’s Chief Macha chiefdom is charged with burglary and theft contrary to the Laws of Zambia. Allegations are that Mudenda with other persons unknown broke into Mr Victor Simbuwakapunda’s house with intent to steal, and did steal one television set valued at K2, 000. The alleged theftt is said to have occurred on the night of September 27, in Choma. When the matter was called by Senior Public Prosecutor Alex Syulikwa for plea, Mudenda denied the charge against him compelling the magistrate to record a plea of not guilty. Following a plea of not

guilty, Resident Magistrate Salie Kanunka granted Mudenda K500 cash bail and to provide two sureties to be bound in the sum of K1, 000 each in their own recognisance. The matter was adjourned to November 23 for trial. Mudenda was remanded in custody and will only be released after meeting his bail conditions.

Extension of voter registration is inevitable Dear Editor,

HE Electoral Commission of Zambia (ECZ) is currently conducting the voter registration exercise throughout the country. It is targeting to register nine million voters in one month. Looking at the slow pace the exercise is moving, the ECZ might not achieve its goal of capturing nine million voters. The registration exercise has been characterised by some hitches such as inadequate manpower at some registration centres for instance. When the registration exercise commenced, it used to take too long to register one person although there is quite some remarkable improvement. The ECZ has increased the number of operating hours at the polling stations; the closing time at the polling stations is 22:00 hours. On the other hand, the voter registration at civic centres across the country will now be 24 hours in a bid to capture as many people as possible. Given the current scenario, it is unlikely that ECZ will

The response from the people is encouraging as it shows how informed Zambians are on their rights and responsibilities to take part in public affairs. There are reports that some people using the name of the party have illegally and forcibly taken over the voter registration centres. We have been with a number of party officials and they have expressed ignorance authorising any members to take over the registration centres. Clearly, this development shows that individuals masquerading as party members are not legitimate at all but just in the habit of using the name of the party to get away with criminal acts. While their motive is unknown, we wish to remind followers of public affairs that PF under President Edgar Lungu has promoted institutional independence of the institutions of governance and the Electoral Commission of Zambia (ECZ) is not an exception. While it is in the interest of political players to safeguard their interests, such interests should not undermine the institutional independence and values of the ECZ. If need be, there are procedures of accrediting or seconding of the stakeholders if they wish to take part in the process. We are not aware whether there is any directive from the chain of command to authorise political actors to assume the role of the ECZ. President Lungu continues to show his commitment to promote free and fair elections. Therefore such irrational behaviour by some criminally-minded individuals using the name of the party is utmost falsehood and disproportionate to the efforts made by the President. We therefore urge the public to be alert for such individuals and they can ef-

fect a citizen’s arrest on them and handover then to police. Crime knows no political affiliations. The efforts of stakeholders should not substitute the efforts of legitimate Constitutional institutions. We urge the police to be firm and restore law and order in the polling centres as their inactivity is aiding the negative public perception on the independence of ECZ. Therefore, the fragrant disrespect of public institutions cannot be claimed to be part of mobilisation initiatives but an act of lawlessness which has no place in a peace loving Zambia. Moreover, the process is a nonpartisan process which should not have any place. We have been guided by Deputy PF Secretary General Mumbi Phiri that if indeed they are PF cadres they should cease holding out themselves and hijacking the role of ECZ. If indeed they are members, we see no reason how they would disobey lawful orders from the deputy secretary general. We also wish to reassure Zambians that ECZ will be given the necessary space to operate freely without the unwarranted harassment from any cross section of society. While we are disturbed by the reports from Lusaka, we urge other stakeholders such as UPND to also do their part to take their overzealous supporters within their alleged strongholds. In the past, during the issuance of NRCs, we heard of the invasion of the centres and in some instances Government employees were harassed. Depoliticising this is therefore a responsibility of all stakeholders. The cadres will therefore do President Edgar Lungu justice by detaching themselves from this as he has done enough home work to win a free and fair elections.
