ADJUST MIND-SET THAT the Covid-19 infection rate has become rapid should send a clear message for all citizens to take precautionary measures to the hilt. The message has spread across the country about the impact of the second wave of the pandemic, what with the death of prelates, Bishop Moses Hamungole of Monze Diocese, Father Charles Chilinda of St Ignatius parish and Father Patrick Muyenga. In Muchinga Province, the disease claimed Chief Mukwikile of Shiwang’andu. Such a debilitating record should compel the public to star adhering to the Covid-19 guidelines, which include masking up in public places, avoiding crowded areas, social distancing and regular washing of hands. Alas, people have to be forced to wear masks, meaning they are being forced to protect themselves against contracting the deadly disease which is claiming lives in succession. While large supermarkets and commercial banks have maintained a grip on preventive measures, public transport operators have continued plying the routes with defiant passengers. In fact, the bus crews are the culprits as they usually leave the masks dangling from the chins while carelessly allowing unmasked passengers on their buses. In Ndola, a story is told of a young couple that gets mocked after jumping on a bus, which meanders out of Mulungushi station. Some passenger pokes fun at the young woman and her husband for wearing masks, covering their noses and mouths and ears, as other unmasked passengers join the laughter. Yes, they may have looked funny with masks which extend to the ears, but certainly they were merely following the guidelines to safeguard their lives and those of the grinning passengers who were unmasked. In crowded markets, traders and their customers interact without masks while others have continued with handshakes, further spreading the disease. People have failed to break the tradition of gathering in funeral houses, a fertile ground for the spread of this pandemic. This is where people are hugging as they console each other and shaking their hands, as avoiding to do so, one could be branded a rude person during such a solemn occasion There is a warning doing the rounds that each person must treat whoever they meet as an infected person. All in all, it is not lack of information that is causing such negative attitude, but a negative mindset too difficult to adjust to the “new normal.” A mind-set which does not adjust even in the face of the rising death toll is very dangerous! The grim statistics are coming out consistently from the Ministry of Health and beamed on different television channels, but this is not helping much. One is inclined to think that, perhaps, the Bowman Lusambo formula of whipping defiant citizens could be more effective, even as it would raise an outcry. It is time Zambia adjusted their lifestyle to embrace all the health guidelines as they relate to Covid-19 prevention. If the rising trend continues, President Edgar Lungu will be forced to impose stringent measures. Please comply!

HE 20 percent subcontracting policy must be strictly implemented to improve businesses for local contractors, President Edgar Lungu has said. President Lungu expressed happiness that Government was coming up with strict guidelines to ensure that the subcontracting policy was adhered to. He was speaking at the ground breaking ceremony for the construction of the $17 million Water Supply and Sanitation Infrastructure under the Integrated Small
Towns Water Supply and Sanitation Project for Mpika and Nakonde in Mpika yesterday. Minister of Water Development and Sanitation, Raphael Nakacinda told the President that strict measures had been put in place to ensure that local contractors benefit 20 percent of the works. President Lungu said it was commendable that the 20 percent subcontracting policy would be respected and adhered to on the project. “This will improve businesses for our local contactors,” he said. And President Lungu said Government was committed to improving water supply and
sanitation across the country. He said the target was for all to have access to clean and safe water by 2030. President Lungu said once the project was complete, water access in Mpika would improve from 45 percent to 100 percent. He said water supply hours would increase from only 11 hours to 24 hours. President Lungu said 650 direct and indirect jobs would be created by the project. “Diseases such as cholera that always hit this place will be a thing of the past with improved water supply and sanitation quality,” he said. Meanwhile, Mr Nakacinda said from
the $11 million allocated for Mpika, $2.2 million worth of works would be allocated to local contractors. Mr Nakacinda said Government was on a journey to improve water supply and sanitation in small towns that had been grappling with water challenges. And Muchinga Province Permanent Secretary, Joyce Bwacha Nsamba thanked Government for swiftly attending to the water challenges in the region. A representative of the contractor, China State Construction Engineering Corporation, Chen Xiao Bo said the works would be completed in 18 months.
FODEP calls for peace ahead of 2021 polls THE Foundation for Democratic Process (FODEP) has asked political party leaders to inculcate a non-violence culture in their members. FODEP vice president Mike Mushanga said there was also need for political parties to make youths adopt a peaceful behaviour during this year’s general elections. Mr. Mushanga said political parties should not manipulate people especially youths by using them as tools of violence. He said that youths are susceptible to manipulation by politicians especially during elections. He said Zambians should also at individual level ensure that they do not involve themselves in violent activities during the forthcoming elections slated for August 12, 2021. "There is need for all political parties to be peaceful as we should not allow what happened in 2006 and 2016 to repeat itself as the country went through so much violence," he said. Mr. Mushanga added that there is need
to campaign peacefully and political parties should conduct their gatherings in a peaceful manner for sanity to prevail. He has since urged all stakeholders to continue preaching peace and unity in the forthcoming elections as this is the only way violence can be prevented. "Let us continue preaching peace and unity in our country and people need to realise that elections come and go but peace is inevitable in our country," he said. Mr. Mushanga further said Zambians must be sensitised about the importance of peaceful elections so that people avoid any violent acts. "It is high time that we started reminding our people about the need to hold peaceful elections especially our youths. Our youths are vulnerable as they tend to be used as tools of political violence that's why we need to end this and this should start with our politicians. Govt to address TAZARA delayed salaries By AARON CHIYANZO GOVERNMENT says it will address delays in payments for TAZARA workers’ salaries and obligations to retirees. President Edgar Lungu said he would sit with Minister of Transport and Communication, Mutotwe Kafyaya and seek a progressive way forward for TAZARA. This follows concerns from the Mpika Pastors Fellowship that TAZARA workers had continued to cry over delayed salaries and that retirees had also not been paid. President Lungu expressed concern that issues of TAZARA workers and retirees had not been addressed. This was during a meeting with the clergy in Mpika yesterday. He observed that this was causing a lot of misery and poverty among communities that depended on the railway firm. President Lungu assured the pastors that challenges to do with TAZARA would be resolved. "Whenever I come here, I find issues of TAZARA but when I go back to Lusaka I am told a different thing. But I will sit down with the minister so that we can sort out these issues," he said. Earlier, President Lungu held a meeting with Chief Chikwanda, Chief Kabanda,
Chief Chibesakunda, Chief Nabwalya, Chief Mukungule, Chief Mpumba and Chief Chiundaponde. President Lungu advised the chiefs to make submissions to the Electoral Commission of Zambia if they wanted their constituencies delimitated. This follows an outcry from the chiefs that Mpika constituency was too big for all corners to receive a meaningful share of the Constituency Development Fund. President Lungu said it was only the ECZ that could handle delimitation issues other than pronouncements made in the constitution. He also said government would look at how the CDF could be increased as the money in question helps communities a lot. And the chiefs praised President Lungu for his transformation agenda, saying it had not left any area behind. Chief Chikwanda said there was clear evidence that the PF Government had delivered development. "When you look at the period in which PF has been at the helm of government and the projects it has been undertaking, clearly the PF is rated the best among all governments," Chief Chikwanda said. Further the net asset valuation of the company was $207.1 million which means that we negotiated a 56 percent discount when compared to the agreed consideration. Mr Kaluba explained that the investment opportunity was received by the IDC by way of direct invitation to consider the prospectus that was offering up to 49 percent shares of Marcopolo Tiles Company Limited. He said the prospectus in-
cluded standard valuation methods used to value a going concern entity including discounted future cash flows, earnings and multiple bases of valuation as per best practice. Mr Kaluba reiterated that in August 2020, the IDC, NAPSA and Workers Compensation Fund Control Board (WCFCB) partnered to acquire shareholding of 49 percent in Marcopolo Tiles Company Ltd at a cost of $44.8 million following a comprehensive due diligence and independent valuation. “To say a transaction is questionable, that is a malicious misrepresentation of the facts because the IDC receives many invitations to consider investments in various sectors by virtue of being the commercial investment arm of the government. Specifically, the prospectus invited us as IDC, the prospectus also invited ZCCM-IH, NAPSA and Workers Compensation Fund Control Board (WCFCB). So, IDC, NAPSA and WCFCB worked in partnership to consider the investment opportunity,” he said. He said valuation and accompanying assessments were all documented and verified, and cross checked against independent sources such as audited accounts and asset valuations.

THE Bank of Zambia (BoZ) says it does not restrict the quantity of foreign exchange customers can buy from their banks. It does not therefore enforce any foreign exchange controls which restrict the amount of forex a customer may buy from their bank and consequently leading to fuel shortages. The central bank said in a statement that it is not true it is pursuing any regulations intended to restrict the flow of foreign exchange in the country.
"To the contrary, the BoZ has continued to support the foreign exchange market during the current period when supply has been constrained due to economic challenges being faced by the Zambian economy and the global economy, especially in the wake of Covid-19 pandemic," the statement said. BoZ explained that under the current foreign exchange market arrangements, commercial banks are designed as authorised dealers through the Interbank Foreign Exchange Market (IFEM) system. It said Bureax de Change were also allowed to deal in retail cash transactions with
customers. "Under the IFEM, the role of the Bank is to intervene by buying and/or selling foreign exchange to support the market in events of adverse exchange rate movements, which typically arise with material mismatches in demand and supply. "This is achieved by BoZ directly transacting with local commercial banks who have all been designated as authorised dsalers," BoZ said. Mr Simuwelu said it was unfortunate that the opposition and their surrogates in Civil Society Organisations are preoccupied with non-important issues at the expense of national development.
Mr Simuwelu said it shows lack of direction for the same opposition which had demanded that ex ministers should refund their salaries earned prior to the 2016 elections when they had remained in office, were now busy questioning who had paid for the ministers. "The current crop of the opposition is a disgrace because they focus so much on non-issues at the expense of providing the much needed checks and balances," Mr Simuwelu said.

OMCs begin importation of petroleum products after zero rating VAT By SIMON MUNTEMBA
OIL Marketing Companies (OMCs) have resumed the importation of petroleum products after effecting he recently zero-rated value-added tax on petroleum products by government, through the issuance of Statutory Instrument number 125 of 2020 with the effective date of January 1, 2021. The development is also to effect the removal of excise duty on diesel and effecting the excise duty for petrol which was reduced from K2.07 per litre to K0.64 per litre. In a statement issued to the media in Lusaka yesterday, the Ministry of Energy stated that the zero-rating of value-added tax and excise duty on petroleum products was in response to OMCs which had informed the government that the importation of fuel was not profitable and commercially not viable. “The nation may wish to note that a quick check at our various border points has confirmed that the
trucks carrying the petroleum products are now crossing the border into the country. The government of Zambia, using a one-government approach zero-rated the value-added tax and removed excise duty on diesel and reduced on petrol as a measure to prevent a price increment on the products,” reads the statement in part. The Ministry of Energy also indicated that savings due to the removal of the taxes was then redistributed to OMCs and dealers in line with the price buildup for petroleum products. “The public, therefore, should not expect any pump price adjustment as the prices have been maintained as they are. The Ministry of Energy will continue to work closely with the OMCs to ensure the stable supply of fuel into the country,” the statement reads, And the Ministry of Energy has announced that Indeni Petroleum Refinery will soon resume its operations as the government is finalising the financing arrangements with the supplier.
Sadist ZAF officer jailed for burning niece By CHARLES MUSONDA
A ZAMBIA Air Force officer has been jailed six years for assaulting her 11-year-old niece by burning her with hot kitchen utensils and boiling water. Lusaka Magistrate Nthandose Chabala yesterday jailed Lieutenant Mildred Luwaile, 33, of ZAF Twin Palm, who was charged with assaulting her sister’s daughter between March 25 and April 11, 2019. Ms. Chabala said she had taken into account that Luwaile is a first offender but that the offence she committed was serious and for her to reform and deter wouldbe offenders she must serve six years in prison. She said the offence carries a mandatory minimum sentence of five years imprisonment. She found that the girl, who was initially living with her biological mother in Mpongwe before moving in with Luwaile in 2017, already had an injury on her knee when she ran away from the accused person’s and that the latter never took her to hospital. Ms. Chabala also found that the victim had other multiple injuries on her back, chest, and abdomen and that the defence did not challenge evidence on the medical report. She said evidence of the
medical report and other witnesses corroborated with the child’s testimony and that there was no doubt that her injuries were caused by force applied on her body using hot objects. The court also found that an opportunity existed for Luwaile to assault the victim and that it was clear that the accused person did not seek medical treatment for the girl despite being aware of her wounds. She said the pouring of hot water on the girl by the accused person was unlawful and that from totality of the evidence, the prosecution had proved the case beyond any reasonable doubt and found Luwaile guilty and convicted her as charged. Prior to Luwaile’s arrest, the victim was seen in a video that went viral on Facebook and other social media platforms describing her ordeal. She narrated that she used to sleep in the garage on a reed mat and that the accused person used a hot knife and spoon to abuse her. She said Luwaile used to put the knife on the stove until it was red hot before pressing it on her body while her arms were tied. The girl also said on another occasion Luwaile put a spoon on the stove, tied her legs, laid her on the floor and burnt her with the hot utensil.

MUCHINGA Province has received 13,000 litres of chemicals to use in the fight against fall army worms, Provincial Agricultural Coordinator (PACO) has said. Dr Mulopa said the Ministry of Agriculture has since distributed the chemicals to all the nine districts in the province. Of course, some district have reported cases of army worms which are adequately been addressed because farmers are already accessing the chemicals," Dr Mulopa said. He said
the Ministry had opened plant clinics in all the districts where farmers could access information on various diseases and pests. Dr Mulopa said the farming communities were happy with the support they were receiving from Government. Meanwhile, Dr Mulopa said the province is expected to record 15 per cent increase in maize production following early distribution of farming inputs and favourable rains the province was receiving. Dr Mulopa said the province recorded 252,000 tonnes in 2019 and 394,000 tonnes in 2020 and was expected to record an increase by over 15 per cent.

TWO people have died and one has been referred to the University Teaching Hospital in Lusaka in an accident involving four trucks. The accident occurred around 09:00hours yesterday along the Great East road in Lukwipa area in Mankhanda ward of Rufunsa. Rufunsa district health director Dr. Angel Mubanga confirmed that that Mpanshya mission hospital had received one body of a man who died on the spot and said that the body of the driver has been deposited in Mpanshya mission hospital

She named one of the victims as Kenneth Banda, 50 of Chipata who was driving a motor vehicle Volvo truck and trailer registration number ALE 7009/ABR 7916 and ABH 2809T. She said that Kenneth was driving from west to east.
She also said that a male Stanley Jere, 48 of Chipata who was driving a motor vehicle Volvo truck registration number ABR 4346zm property of gatoma from east to west was also involved. The third was male Field Mohamad, 53 of Ndola who was driving a motor vehicle volvo truck and trailer registration number BC of chipata who sustained fatal injuries and died on the spot. She said that the accident occurred when the driver of the fourth motor vehicle, Paison Chisale, 25 failed to keep to his lane hence hit into the three named motor vehicles.

A 53-year-old traditional healer has been sentenced to seventeen years imprisonment with hard labour by the Kasama High Court for defiling a-13-year-old girl. The traditional healer took advantage of the girl he was ‘treating’ for epilepsy. In this matter Blackson Chansa of Chiponda Village in Kasama, was convicted of defilement on his teenage patient on December 27, 2018. The matter came up for sentencing before Ndola based High Court Justice Yvonne Chembe sitting in the Kasama High Court. Ms Justice Chembe said witnesses indicated that on the material day Chansa took the girl in the bush on pretext of looking for traditional herbs and defiled her. She further established the testimony of the witnesses had indicated that Chansa was found red-handed defiling the girl by passers-by. The mother of the girl had left her in the custody of the traditional healer for some days. In another matter, Justice Chembe sentenced a 37-year-old peasant farmer of Mushisha Village in Mbala district to 15 years imprisonment for defiling a-10year-old girl on August 28, last year. George Simutowe was caught red-handed defiling the girl in an unfinished house during the day by a passer-by who heard the minor crying. In mitigation, Simutowe pleaded for leniency saying he looks after his parents and that he was about to marry.. However, Justice Chembe said she had taken into consideration the mitigation of the convict and convicted him accordingly.

FRICA remains fertile ground for investment, but much hinged on the continent’s ability to boost healthcare sector, says African Development Bank (AfDB) president, Akinwumi Adesina. Dr Adesina said the continent offered ample opportunities in terms of natural resources, vast tracts of arable land, and a young and rapidly urbanising population. The potential presented by the newly launched African Continental Free Trade Area was also highlighted by Dr Adesina during the Africa Investment Conference, a virtual one-day event organized by the UK Department for International Trade. Africa, he said still possessed the same fundamentals that had driven

the continent’s phenomenal growth over the past decade. “The fundamentals in those phenomenal growth rates in Africa are still there. Africa still leads in terms of ease of doing business. It is very exciting, the digital explosion that you see in Africa today,” Dr Adesina said.
Africa’s economy shrank by 2.1 percent in 2020 and is expected to grow by 3.4 percent in 2021 as the global economy recovers from the impact of the Covid-19 pandemic. Emma Wade-Smith, Her Majesty’s United Kingdom Trade Commissioner for Africa, was heartened to learn that 10 of the fastest-growing economies were still in Africa. Her Majesty Smith observed that there was not enough awareness of how much innovation was happening in the region. “There is an opportunity to blend African and UK innovation. I have been struck by how many opportunities there are,” she said. Other participants included United Kingdom Prime Minister, Boris Johnson, Minister for Africa James Duddridge, Minister for Investment Gerry
Grimstone, as well as business leaders from Standard Bank, pharmaceuticals firm AstraZeneca and mobile operator Vodacom. Mr Johnson earlier told the conference that although “many things have changed” since last year, “there is one thing I can tell you that has not changed: that is my ambition for the UK to be Africa’s investment partner.” The conference follows last year’s successful UK-Africa Investment Summit, hosted in London by the Prime Minister, where 27 trade and investment deals worth £6.5 billion and commitments valued at £8.9 billion were announced. At the time, Africa was home to eight of the world’s 15 fastest-growing economies amid a groundswell of optimism about its economic upswing.

Choma bus station committee cries foul THE Choma main bus station committee has called on the local authority to quickly intervene in a matter where some buses are still operating from the central business district despite having a modern intercity station. Speaking in an interview, Committee Vice Chairman Nigel Banda said he expects all buses to load from the new station which has been operational for almost a month now. Mr. Banda complained that buses which are still operating in the central business district create unfair competition as some commuters prefer to board from the old stations. “Those loading from town are taking most passengers.
Since we came here, we have been having few passengers,” Mr. Banda lamented. But the Choma Municipal Council has already engaged business owners to ensure that all bus operators move to the new station. Council Assistant Public Relations Manager Gisford Muleya disclosed that the local authority has already written to business owners requesting them not to allow buses to operate from their premises. He has emphasized that the new bus station is the only designated place for buses to operate from, adding that those working from somewhere else do it illegally. He has since appealed to the Choma main bus station committee to exercise patience as the matter is being resolved. “Our desire is to see everyone go to the new bus station and start loading from there because that is the only designated bus station. There is no one who is authorized to operate a bus station except the council,” Mr. Muleya stressed. -ZANIS

In an interview, Road Development Agency (RDA) Director Communications and Corporate Affairs, Masuzyo Ndhlovu described the quality of works as commendable. He was also pleased that the works were on schedule and quality was being assured. He revealed that the traditional leadership and other leaders living along the road were impressed with the quality of works. He said the quality of work was exciting because the government was spending colossal amounts of money and as such quality needed to be assured.

SIAVONGA District has completed all the Constituency Development Fund (CDF) funded projects which had stalled from far back as 2013. CDF Committee Chairperson, Lubinda Mubiana, said that a number of projects had stalled due to lack of funding. Mr Mubiana, who is former Kariba Ward Councillor, said that after his committee was ushered into office in 2016, it focused on completing all the projects which had stalled before embarking on new initiatives. He told the Daily Nation that the only projects that were yet to be completed were those that started last year. Mr Mubiana mentioned that his committee had managed to meet the social needs of the
people by ensuring that key projects are completed. "Since 2016, we have had 10 wards all together as Siavonga District and each funding that came has been spent on the projects that the committee has approved, based on the number of the wards. "Our assignment as a committee was to complete the projects that were underfunded and we have so far completed a 1× 2 classroom block at Namajata that was funded in 2014, a staff house at Makaba Primary School, a Police Post at Changa which started in 2013, a 1×3 classroom block at Matuwa and many other projects," the CDF committee chairperson said. He said that the committee has approved in the next funding, the construction of a health post at the fishing camps in Kariba Ward.

THE Livingstone City Council (LCC) will disinfect 17 primary and secondary schools to prevent the spread of the Covid-19 as the instititions re-open on February 1, 2021. Council Public Relations
Mr Ndhlovu said that the project was being undertaken by two Chinese companies and was divided into two lots. He said that 38.5 kms of the road was being worked on by China Henan International Cooperation Group Limited while 33.5 kms was being done by China State Construction Engineering
Corporation Limited. He disclosed that lot one from Turnpike in Kafue to Chikankata was at 98 percent of completion while lot two from Chikankata to Mazabuka was at 15 percent of completion. He clarified that the works were at different levels because the contractor working
on lot two started the works a year later. Mr Ndhlovu was delighted that the rehabilitation works were already changing the face of the areas in between. He therefore commended the two contractors for adhering to the contract requirements and for exhibiting quality works.
Manager, Melvin Mukela, told the Daily Nation that the exercise which started three days before the initial opening of January 18, was postponed and would resume next week. Mr Mukela said that before the date was postponed, the local authority had already disinfected eight schools in the tourism capital. "We started the exercise three days before the initial opening which was supposed to be on 18th January 2021. But after the change of dates for the opening, we also suspended the disinfection exercise. "The initial disinfection, we attended to eight schools. We shall resume at least five
days before opening as we are only remaining with 9 schools as advised by DEBS' office," he said. Mr Mukela said that for the schools that were not on the list, school authorities would fumigate their classrooms on their own as they have the capacity to do so. "Other schools will fumigate on their own because they have the capacity to do so. We have oriented them on how to go about the exercise and we have showed them the type of chemicals to buy. “Therefore in total we shall disinfect only 17 schools. Note that if we shall receive any donation of chemicals we will extend the exercise even to other schools that are not on
this list," Mr Mukela said. The targeted schools are Holy Cross Primary, Zambezi Primary, Dambwa Primary and Secondary, Mulwani Primary and Secondary, Nakatindi Primary, Maramba Primary, Shungu Primary and Secondary, Syanalumba Primary and Secondary and Christ the King Primary and Secondary. Others are Namatama Primary, Nansanzu Primary, Linda West Primary and Secondary, Linda East Primary, Highlands Primary and Secondary, Highlands Primary and Secondary, Victoria Falls Primary, Maranatha Primary and Mujala Primary Schools.
Gwembe to receive relief food GOVERNMENT through the Disaster Management and Mitigation Unit (DMMU) will this month send 2, 000 bags of relief food to Gwembe. Gwembe District Commissioner Timothy Siakaziba says the DMMU will before the month end dispatch 2,000 by 12.5 kilogramme bags of meali-meal to hunger stricken people in the area. Mr. Siakaziba says additional 1, 000 by 25 kilogramme bags of mealie-meal would come from the Seventh Day Adventist Church's Adventist Relief Agency (ADRA) humanitarian support to supplement government efforts of mitigating hunger.
Mr Siakaziba said government is determined to eradicate hunger among the households in Gwembe district. In an interview with, Mr. Sikaziba said the food relief would be distributed to the affected families equally. He however, could not state the exact number of affected households but quickly pointed out that officials are on the ground to ascertain the hunger situation. Meanwhile, Mr. Siakaziba disclosed that the district has not recorded any report of flooding. He has since cautioned people to be on high alert as the district experiences heavy rains. - ZANIS

The PF has presided over the affairs of this country for close to 10 years and the good father is still alive. Alive enough to claim the PF is death. The irony is intense. I foresee divisions and defections if adoptions are not well managed Dear Editor, OH yes! I foresee divisions and defections in major political parties if the issue of adoptions is not properly managed ahead of the August 12 General Elections. We have seen a number of candidates both from the ruling and opposition political parties positioning themselves as parliamentary candidates, and the most interesting part is the silence from the incumbents. A number of constituencies have MPs who have served two or more terms with different political parties and most of these lawmakers have kept quiet and your guess is as good as mine, the silence simply mean or shows the unwillingness by seating parliamentarians to leave office. But wait and see what will happen once parliament is
dissolved. From what is pertaining on the ground especially in Lusaka, I see frustrations if some candidates who have positioned themselves for adoption do not get picked. Some of these people are playing a huge role (s) in their respective political parties. Secondly, the chances of incumbent MPs crossing over to the other side hoping to be adopted if not readopted by their own parties are equally very high too and you can only imagine what will happen. The selfishness of some of our politicians really worries me a lot even when someone knows that they have failed the electorates, they will still want to continue. That aside, I think political party leaders should provide guidance now, for those that have not yet done that regarding the adoption process otherwise let us brace ourselves for mass defections of candidates if this issue is not well handled. OVERNMENT has warned of stern action against people and organisations charging schools for disinfecting in readiness for opening. The warning come after a group of people calling themselves Association of Private Schools in Ndola
was reported to have been demanding K500 to have schools disinfected. But Permanent Secretary in the Ministry of General Education, Jobbicks Kalumba, said the activities were illegal. Dr Kalumba said those found wanting would be dealt with according to the law. The association in question was allegedly
charging the money while working with the Ndola City Council. Ndola has over 150 private schools that need to be disinfecting before the reopening of schools slated for February 1, 2021. But the Ndola Private Schools Association treasurer Nelly Nankolongo could not comment on the matter as she stated that
she was too junior to do so. Meanwhile, the Ndola City Council has distanced itself from the collection of money from private schools for disinfecting premises. The local authorities in collaboration with the Ministry of General Education are fumigating schools as a way of fighting Covid-19 before schools open.

Coronavirus testing is free, says expert MANAGEMENT at Ndola Teaching Hospital (NTH) says testing for Covid-19 is free and that at no time has the health institution charged any citizens. NTH Senior Medical Superintendent, Joseph Musowoya, said testing for Covid-19 was free for all citizens adding that the Ministry of Health distributed testing kits to health facilities in the country. Dr Musowoya however clarified that the Tropical Disease Research Centre (TDRC), which is housed at NTH, was charging only those intending to travel outside the country. "We are only charging those who require a Covid-19 traveling certificate from the Ministry of Health which is a
clearance for them to travel," he explained. He said the health facility was only testing referral patients who show Covid-19 symptoms. "We are only conducting
tests for those who are sick but for those who just want to know their status should visit TDRC," he said. Dr Musowoya has meanwhile discouraged patients
who are well and have no Covid-19 symptoms to stop frequenting health facilities or hospitals that may be highly infectious places -ZANIS.

AR ES SALAAM - Tanzania has signalled that it is not intending to use any Covid-19 vaccine but instead will settle on local herbs for protection against the disease. Speaking to the East African Gerald Chamii, a spokesman at the Ministry of Health said, “There are no plans in place yet of importing vaccine for Covid-19, our health experts and scientists are still researching and undergoing clinical trials for the local herbs for Covid-19.” Chemii put doubt on the efficacy levels of the current global vaccines claiming the production duration was not efficient enough to warrant a maximum protection. “It takes not less than six months to find a vaccine or
cure for a certain disease. We have fared on our own since the pandemic spread, I am not sure if it is wise to have a vaccine imported and distributed to the citizens without undertaking clinical testing to approve if it is safe for our
people,” added Chami. Tanzania is among the first countries in Africa to order for the touted Madagascar Covid herb in the fights against the virus. Madagascar President Andry Rajoelina is the promoter-in-chief of
the substance, marketed as Covid-Organics and sold in the form of a herbal infusion. Artemisia annua has a long history in its native China, where scientists discovered an active ingredient that made the plant a front-line weapon in the fight against malaria. The substance has proven effectiveness against malaria, but no clinical trials have tested it against Covid-19, either as a cure or as a preventative. Little is known in Tanzania on the number of positive cases due to the government’s stun position on the virus. Biden seeks five-year extension of New START arms treaty with Russia WASHINGTON - U.S. President Joe Biden will seek a five-year extension to the New START arms control treaty with Russia, the White House said on Thursday, in one of the first major foreign policy decisions of the new administration ahead of the treaty’s expiration in early February. “The President has long been clear that the New START treaty is in the national security interests of the United States. And this extension makes even more sense when the relationship with Russia is adversarial as it is at this time,” White House press secretary Jen Psaki said in a briefing. She also said Biden had “tasked” the U.S. intelligence community for its full assessment of the Solar Winds cyber breach, Russian interference in the 2020 election, Russia’s use of chemical weapons against opposition leader Alexei Navalny and alleged bounties on U.S. soldiers in Afghanistan. “Even as we work with Russia to advance U.S. interests, so too we work to hold Russia to account for its reckless and adversarial actions,” Psaki said. SIOMA MP REFLECTS ON FIRST TERM IN OFFICE ....government embarked on a mission to create structures that would inspire development in the area

IOMA in Western Province is one of the country’s new districts that got its status under the late President Michael Chilufya Sata’s administration. Before the declaration of district status in 2013, Sioma was a mission under Shangombo. After the declaration of Sioma as a district, the government embarked on a mission to create structures that would inspire development in the area through the establishment of government local authorities and a district administration. However, most of these plans have stalled which means the district is still yet to undergo a process of infrastructure development as well as social and economic transformation to make it viable and self-sustaining. This process is not without the many challenges the district is facing with constant flooding of the area topping the list. Ms Mbololwa Subulwa is Sioma Constituency Member of Parliament, the first-ever MP and an independent who was voted into office in 2016 under a heavily contested election that went through a petition before she was declared winner. For this reason, Ms Subulwa admits that the road to her success was not an easy one as she faced challenges including lack of campaign materials and the financial resources. She however insists that she owes it to the people of Sioma for believing in her and giving her the chance to serve them as an independent MP even after she competed with four men for the seat. Speaking in an interview following a tour of her constituency to check on her developmental projects by the Zambian Women Parliamentary Caucus (ZWPC) supported by Hivos, Ms Subulwa said unlike the other candidates, who had campaign materials and were possibly financially sound, she laboured to put up a strong campaign that was entirely managed by her followers through sacrifices and donations. Describing herself as a mother, teacher by profession, a Degree holder in public administration and development studies and currently about to conclude her studies in Human
Resource Management from University of Lusaka, Ms Subulwa is keen to see a developed Sioma. Reflecting on her first term of office, Ms Subulwa said her key areas of development from the start have been anchored on education, health, infrastructure development, water reticulation and empowerment. As an educationalist, she says she is very aware of the many challenges her constituency faces in education. “For me education was first on my campaign promises. I believe education is an equaliser and when one has education, it humbles them and it equalises them,” she said in spelling out

There was further completion of a 1 by 3 classroom block at Mulele Primary and Secondary (Combined school) where a staff house was also constructed. All this she said was done to improve enrolment and keep the children in school. “There is an island called Mbeta. Education was a challenge there and so we put up Libonda Primary School and I also lobbied for a health post there,” she said. In addition to the construction of classroom blocks, Ms Subulwa explains that she has

For example at Kabula 2 School, solar panels are being done to ensure the school is lit and help pupils study even at night. She is pleased that Nagweshi also has electricity courtesy of Rural Electrification Authority(REA). She has further lobbied for electricity from the government which will benefit a number of schools and health facilities across the constituency. With further support, some schools have been upgraded from primary to secondary level. An organisation called God’s Foundation has also helped to put up solar-powered boreholes in some schools and communities. “We are also working on the project to support the girls with sanitary towels in schools. On this project we are targeting girls in grades six to twelve, “Ms Subulwa said. Under health, Ms Subulwa has equally prioritised the construction of health centres and most importantly lobbied for the construction of a mini hospital at Nangweshi. “There was no district hospital there and this mini hospital at Nagweshi has become the biggest hospital we have now in the constituency,” she said.

She bemoans the fact that Sioma generally faces water challenges because the area has salty water and that people have lost lives due to crocodile attacks as they get water from the rivers. Because of this, she lobbied for sinking of boreholes. 89 bore holes were sank but the water is still salty. This has made the people to resort to river water thereby risking their lives to more crocodile attacks. The MP is therefore working hard to find a lasting solution. For example, there is already a water reticulation project going on at Nangweshi and Kolongola to address the problem. “We are also trying to upgrade the raods in Sioma, three main roads are earmarked for this project and we are hoping contractors will be on site soon,” she said believing that this will hugely improve the transport sector. She further requests that the government considers putting a feeder road from Mulele to Dihehe. For example, in Mbeta Island in Sioma, water transport is the only means but is highly risky as people use makeshifts boats. “We have lost lives in Mbeta Island and we have however received help of two banana boats from the Vice President’s Office which is still not enough because we have a lot of crossing points. We are still lobbying for more,” she assured. Since livestock farming is the most common economic activity in Sioma, Ms Subulwa is happy with empowerment programmes the sector has received. She mentions the Pilot Programme for Climate Resilience (PPCR), a World Bank initiative that is helping her constituents with livestock and fish farming. Several people have been empowered with goats, cows and some are fully engaged in fish farming. She is specifically happy with the benefits this project has had especially in Kabula 1 where she says the residents are doing very well and are now self-reliant. She is also happy that through her constant interventions, the Community Development Ministry through Minister Kampamba Mulenga has been fully helpful to the empowerment projects. “My strategy is to ensure people who get empowerment, sustain it. I don’t believe in empowerment that mainly involves hand outs. Our people in Kabula
are doing well so far. However, those not doing fine rely mainly on hand outs. “I always believe that people need to be accountable for everything they are given and for me, empowerment means being accountable and also being able to grow and sustain yourself,” she said. She added that she fully monitors the empowerment projects and come in where there are challenges like delayed funding or inputs. In this case, she helps through her own resources to ensure some projects don’t stall. There is also the Kaanja Tier Three or Kaanja Livestock Service Centre which is supposed to be a training centre to be completed but works have stalled. Recently, Republican President Edgar Chagwa Lungu visited the project and funding was released to have it completed. Ms Subulwa says once this is completed, farmers in Sioma and Shangombo will benefit greatly. Other economic potential areas she is lobbying for in the district include the areas of tourism, salt mining and infrastructure development. She believes the benefits from these investment opportunities will be employment for the locals. There are also a number of pending projects in construction that are mainly meant to uplift the standard of Sioma Constituency. Construction of a Civic Centre, construction of houses (low, medium and high cost houses), construction of Police station as well as a district administration office are among the big projects pending as works have stalled since 2015. There are also plans to put up a post office, and a Tier Three Livestock Service Centre at Kaanja which is now 80% complete. Sport Pilgrim FAREWELL TO DEPARTED SPORTS ADMINISTRATIONS Mwamba’s massive contribution to sports most especially boxing cannot go unnoticed on any given day. He rose from an amateur boxer to being one of the best trainers and promoters the nation has ever produced. Mwamba stormed the last eight in the boxing category at the 1988 Seoul Olympics, a feat that many couldn’t have paid attention to as they were in the euphoria of the men’s football team whitewashing former world champions Italy 4-0. The country has lamentably failed to grab silverware and medals at major international tournaments but Mwamba managed to bring back bronze at the Commonwealth Games in New Zealand. Even after retirement, he continued his tireless service to the boxing world and the nation at large. Many will surely remember him for his hand in the success of female sensation Esther Phiri whom he “picked” from the streets and made a world champion. Every person in any sport will tell you that it is not easy to produce a world class athlete or even more challenging, producing a World champion. That is what he created in Esther Phiri. His ability to identify and nurture talent speaks volumes of how passionate, determined and dedicated the “Preacherman” was. It is normal practice to eulogise and speak words sweet to the ear when a person dies but we can all agree that women boxing can’t be talked about without mentioning this great son of the soil. The various venues in the country would be packed and many would be glued to their television sets because of this man’s contribution to bringing women’s boxing to light. Just last year, he expressed his humanitarian desire to get back to the ring for an exhibition match to raise funds for former boxers, something that shows the passion he held for boxing. Like everyone else, Mwamba might have had his “little failings” but definitely he will remain a great name in the history of Zambian sports. GRACE CHAILE LESOETSA DARK clouds hover over the nation as the cold hand of death robs us of gallant generals in many fields. The New Year looked like a time for refreshment for the sports fraternity after a difficult 2020 but recent weeks have proved otherwise. Death has robbed us of valiant dedicated sports administrators, whose contribution to the fraternity is unforgettable. In less than 48 hours this week, we lost two passionate administrators in Thomas Mumba and Anthony “Preacherman” Mwamba. It was a cold Tuesday late afternoon as news filtered through that the Zambia Hockey Association (ZHA) general secretary Thomas Mumba had died. This is a man who had dedicated the last decade of his life to the development of hockey. And in these years, hockey has scored success, achieving what they termed “major” sports disciplines have failed to do. Under the leading role of association president Hazel Kennedy, Mumba with other spirited individuals revived the national association. And in three years, Zambia was at the Africa Cup. He will be remembered for his contribution to ensuring Zambia qualified for the first time to the 2014 Nanjing Youth Olympics which saw the team finishing fourth. Mumba always believed that no sport should be categorised as “minor” and advocated for equal financial support. He helped nurture many athletes and coaches. Indeed he has left young coaches to pick up the mantle. While on Thursday, Zambia was greeted to the shocking passing on of legendary boxing trainer and promoter Mwamba.

ZAMBIA national team coach Milutin “Micho” Sredojevic has declared his charges ready for today’s clash with Guinea in the African Nations Championship (CHAN) group D fixture at Limbe Stadium. “Micho” will be seeking to guide the Chipolopolo to their consecutive win after they beat Tanzania 2-0 in their CHAN opener on Tuesday. Speaking in a post-match interview “Micho” said he expects a tough game because Guinea are deemed as a better side with great individual players. He said the game against Guinea will measure the Chipolopolo’s character to determine how far they can go in the competition. “Micho” however noted that Zambia will do its best for the game to end in Chipolopolo’s favour after 90 minutes. “We need to look at the match from three angles. One we are playing a good team which is coached by a very good coach. “You see the individual quality of the team and when you have that in mind you need to give them respect. However this tournament has no perfect team, every team has a point of danger and sources of vulnerability. “Micho” will look to the Lusaka Dynamos dual of Collins Sikombe and Emmanuel Chabula to deliver the needed goals while in goal Allan Chibwe is expected to start after he showed stability in the game against Tanzania. Meanwhile, Zambia Sports Fans Association patron Peter Makembo has urged the Chipolopolo not underrate Guinea as the two sides meet in Limbe. Makembo said the game is crucial, because defeat would reduce chances of Zambia qualifying to the quarterfinals and progressing “We believe in the boys and we trust they will be able to make the country proud like they did in their first game against Tanzania. They did not underrate Tanzania which made it possible to collect maximum points. “The same way they approached the game against Tanzania should be the same way they should handle Guinea. They shouldn’t underrate Guinea so that we can be able to get a positive result,” Makembo said. The winner in today’s match will dominate group D with six points to progress to the knock out stage.
