ILLIONS of Kwacha suddenly being splashed by some politicians who are known to have been broke should trigger a quick investigation, a Patriotic Front official, Lemmy Bwalya has said. Mr Bwalya questioned how MMD president Dr Nevers Mumba was able to quickly pay off his US$70, 000 debt and where Mr Chishimba Kambwili, leader of the National Democracy Congress got US$160, 000 which was stolen from his house.
Dr Mumba
Mr Bwalya said in an interview that it was very sus-
picious that politicians start having huge stacks of money a few months before the elections. He called on investigative wings to probe where such amounts of money would have suddenly come from. “With all the legal fees that some politicians have been paying, where can they get such amounts of money and just stashed in the house,” he said. And former MMD national secretary, Major Richard Kachingwe said defunct MMD leader Dr Mumba was just using the party as a vehicle for fundraising. Mj Kachingwe said the MMD died when Dr. Mumba
clung to power after failing to hold a convention when the party was united. "Is there MMD, that is not a political party anymore, it's just a political party between Nevers Mumba and the courts of Zambia," he said. Maj Kachingwe said no original member would be bothered by the planned convention because their party was hijacked from them. He maintained that the MMD was no longer a political party but a vehicle for fundraising, therefore no real member would pay attention to its planned convention
Health, ECZ to draw up roadmap on Aug polls amidst Covid THE Ministry of Health and Electoral Commission of Zambia (ECZ) have agreed to set up a technical committee to work out on how the August 12, 2021 elections will be conducted. He said Government continues to look forward to the completion of various joint programs. President Lungu expressed happiness and gratitude with the increased bilateral investment between Zambia and China. He reaffirmed the govern-

And Mr. Yang commended Government for the progress made in improving the wellbeing of Zambians through eradication poverty and job creation. He said China is opposed to any foreign interference in the internal affairs of African countries. He said he is convinced that with President Lungu’s vision and leadership, Zambia will achieve a lot. Meanwhile, minister of Foreign Affairs, Joseph Malanji has lauded China for increased bilateral trade and preferential treatment of Zambia’s agricultural products in that country. ‘Hold on to your faith amidst Covid-19’ -19’ By KETRA KALUNGA THE Catholic Church has implored Christians to continue holding on to their faith in the wake of the heightened Covid-19 to see the hand of God at work as the country continues the battle against the pandemic. Archbishop of Lusaka, Dr. Alick Banda has urged Christians to pray for God’s intervention against the Covid-19 pandemic. He said the pandemic has had a toll on every Christian with its multifaceted effects which he noted could easily weaken the Christian faith. Archbishop Banda said people throughout the world are gripped with the anxiety of contracting the virus, the trauma of going through a life-threatening illness, and the pain of losing loved ones to the pandemic hence the need to seek the face of God. “The pandemic is not only a public health hazard but also an economic disaster and a political issue with far-reaching consequences on humanity, he said Archbishop Banda said this in his Lenten Season message based on the book of Mark 4:38 which reads in part “Lord don’t you care that we are perishing?” He said the Lenten Season is a period of intense prayer, a time of fasting,
Archbishop Banda
and an occasion of almsgiving to the needy. Archbishop Banda however said the Lenten season comes in the middle of the second wave of Covid-19 with high infections and mortality rate among the people. He urged Zambians to continue praying for all the frontline workers, medical staff, and scientists that have dedicated their time to find a cure. And Archbishop Banda said the Lenten fund would go towards helping health facilities in the fight against Covid-19 as he assured the families that have lost their loved ones to the pandemic of prayers of comfort as they cope with the loss. He has stressed the need for Zambians to adhere to the five golden rules on Covid-19 prevention set out by the Ministry of Health and to seek medical attention and guidance in good time.
State loses K55m through clearance scam Removals in Transit (RIT) and enables customers move goods from one customs control area to another without paying duty upfront "It was observed that the Zambia Revenue Authority had recorded 752 (Removals in Transit (RITs) with guaranteed amounts totalling K47, 180,798 which had entered the country but had not exited. “Further, there was no
evidence that ZRA had redeemed the bonds resulting in Government revenue in amounts totalling K47, 180, 798," stated the report. The country also lost K8, 422, 092, through under declaration of VAT on imported goods. During the same period, 33 suppliers gave out standard rated goods and services to two companies and raised
tax invoices totalling K61, 205, 219 which included output VAT of K8, 422, 092. However, the audit observed that although the two companies claimed input VAT of K8, 422, 092 on the procured goods and services, the 33 suppliers filed in nil returns. This resulted in under-declaration of VAT by the same amount.
Sinoma remains mute on drivers’ protest, no cement By JOHN KOMBE SINOMA Cement has remained mute over delays in supplying cement to hundreds of trucks that have been marooned at their plant for over two weeks and living under unsanitary conditions while waiting for the commodity. The cement has already been paid for and consignments cleared for collection
but not being supplied. The stranded truck drivers fear for their lives because of the unhygienic conditions at the parking yard and lack of proper bathrooms. A visit by the Daily Nation team at the plant last week found only a small toilet catering for hundreds of drivers and their assistants. In an interview yesterday, Sinoma Industrial Relations manager, Ronnie Ngosa re-
fused to comment, despite earlier making assurances of issuing an official statement on the matter. Mr Ngosa said he was not ready to issue any comment, but did not disclose the reasons for his refusal. He said he was not ready to discuss anything on the matter and declined to comment. Mr Ngosa however acknowledged taking note of the complaints from some
of the truck drivers who were stranded at the plant parking yard. The drivers complained of the slow pace at which their orders were being approved for loading. One of the drivers, Mr Alfred Phiri said the company was not being sincere. Mr Phiri wondered why Sinoma was receiving payment for the cement when they were failing to deliver.

CSOss ABUSING CYBER SPACE CSO By JULIET MAKWAMA CIVIL society organisations should stop abusing the cyber space by spreading lies on serious national matters in their efforts to champion hidden agendas for the opposition, the Zambian DNA has said. This follows demands by a consortium of seven civil society organisations that the cyber security and cybercrimes bill be withdrawn from parliament on the pretext that it was unjustifiable. Zambian DNA spokesperson, Spuki Mulemwa said such lies were alarming and risked plunging the nation into chaos. “This is abuse of the cyber space which should be stopped immediately. This is treachery to the country because there is no truth in these falsehoods which are aimed at driving hidden agendas of the opposition,” Mr Mulemwa said. And Justice Minister Given Lubinda has advised the non governmental organisations accusing the government of trying to use cyber security laws to shut the internet during elections later this year to read the bill properly.
Mr Lubinda said the assertions are far from the truth as the government has no such intentions of shutting the internet prior to, during or after the elections. Gears Initiative Zambia Executive Director McDonald Chipenzi who spoke for the CSOs said the bill only seems to be a trap set for targeting cyber users ahead of the August 12, 2021 general elections thereby shrinking the electoral, media, civic and political space. Mr. Chipenzi said there were many laws that could be used to deal with cyber bullying and abuses as evidenced by the arrests and convictions of people using social media to defame and injure others. The consortium consist of Action-Aid Zambia, Alliance for Community Action, Chapter One Foundation and Council of Christian Churches in Zambia. Others are Gears Initiative Zambia, Transparency International Zambia and Zambia Council for Social Development. Last week, Cabinet approved the introduction and publication of a bill to introduce a law on cyber security and cybercrimes.

President Lungu assured Capt Muwamba who undertook the walk in the company of colleagues that they were not alone on their journey. He said in a posting on his Facebook page that Government was putting in place all necessary measures to ensure that Zambians were protected wherever they were, including Cyberspace. “I have assured her that they are not on this journey alone; and that the government is putting in place all necessary measures to ensure that Zambians are protected wherever they are, which includes Cyberspace,” President Lungu said. STOP CRIMINALS FROM HIDING IN ELECTION RACE - LUBUSHA (From page 1)
He said in an interview that there should be no sacred cows as far as the application of the law was concerned. Mr Lubusha said in the same manner cases for poor people were being expedited whenever wrong doing was suspected, so should those involving rich people and politicians. He said all allegations of looting public resources against some politicians must be investigated and if found wanting prosecuted. Mr Lubusha called on investigative wings not to allow criminals to hijack the country’s political space. He said security wings must protect Zambians against criminals and interlopers seeking power for their personal ends in the hope of obliterating their criminality. “The vast majority of
(From page 1) SSFFA chairperson, Victor Chatilika, said this was the only way to promote transparency in the disbursement of the funds provided by Government under the Zambia Aquaculture Enterprise Development Project (ZAEDP). Mr Chatilika complained that there was no open door policy at CEEC. "There is no open door policy at CEEC which has resulted in farmers who did not benefit from the last selection to start suspecting that the programme is not transparent," he said. He said they were concerned that CEEC was not providing enough information and that each time someone enquires about the fund, it was always quick to refer the queries to the Ministry of Fisheries and Livestock. Mr Chatilika said the Ministry of Fisheries and Livestock should ensure that the CEEC operated transparently,
Mr Lubusha Zambians are ignorant of the nefarious intentions of some of the Presidential candidates who do not mean well for the country. There is need for security forces to expose them,” he said. Mr Lubusha said some political leaders had a lot to explain to Zambians owing to their previous dubious dealings
that continued to hover on their heads. Meanwhile, Citizens Democratic Party leader, Robert Mwanza yesterday appealed to UPND president, Hakainde Hichilema and Socialist Party president Fred M’membe to explain their position on matters affecting them. “Mr. Hichilema must explain
the controversy and contention over the four Lima properties scandal, sale of Intercontinental Hotel in Livingstone and the holding of Saturnia properties while pensioners languish in poverty and others have died,” he said. Mr Mwanza said Mr M’membe must explain his taxes and involvement in Zambian Airways where the Development Bank of Zambia had lost a lot of money. Mr Mwanza said the political space had been invaded by criminals and fraudsters who were banking on becoming republican President to clear their names of wrongdoing. “Zambians needed answers before you even think of becoming President. Names must be cleared of wrong-doing first. Otherwise as it is, this is invasion of our political space which has been known to be noble,” he said.
AQUA FUND USAGE QUERIED
Through an enhanced fish production backed by a well funding mechanism, Zambia cannot only attain fish self-sustainably but also become a fish basket for the SADC region and beyond. otherwise the project risked failing to achieve its intended
goal. He said the Aquaculture
Development project was a viable business opportunity and if well managed could help in the creation of employment and also enable the country close the fish deficit gap. He said through an enhanced fish production backed by a well funding mechanism, Zambia cannot only attain fish selfsustainably but also become a fish basket for the SADC region and beyond. But to do that, Mr Chatilika said, Government should ensure that those managing the Aquaculture seed fund were equal to the task. Zambia received financing from the African Development Bank towards the implementation of the ZAEDP which is running for five years, from 2017 to 2022.
Ivermectin safety not guaranteed - MoH

THE police search in Shibuyunji last week was part of the countrywide searches and was not targeted at any particular individual, the police have clarified. This follows UPND president, Hakainde Hichilema’s claims that that the search was targeted at his in-laws’ premises in Shibuyunji. Police spokesperson, Esther Katongo said the police was mandated by law to conduct a search on any premises or person on reasonable suspicion that something necessary in the criminal justice system may be found. Ms Katongo said it was in this light that last week the Police conducted some searches on various premises countrywide. She said this included a household in Shibuyunji that did not target anyone. Ms Katongo said the search was conducted by police officers from Police Service Headquarters and was not limited to Shibuyunji. She explained that the search was also not meant to harass anyone as it has been portrayed in some sections of the media. “Police are by law mandated to conduct a search on any premises or person on reasonable suspicion that anything which is necessary in the criminal justice system may be found.
TRIALS that were conducted on ivermectin outside the country are not adequate to guarantee the safety of the drug, Ministry of Health Director for Infectious Diseases Professor Lloyd Mulenga has said. Prof Mulenga said Zambia would conduct trials to ascertain the safety and efficacy of ivermectin in the treatment of Covid-19 once resources were available. He noted that the United States Food and Drugs Administration, which is an authority in the world, had not authorised its use to treat Covid-19. Prof Mulenga emphasised that Zambia would not authorise the use of ivermectin
because its safety had not been proven. Some patients have testified of being healed from Covid-19 after taking ivermectin, a drug that is used to treat parasitic conditions in animals. But Prof Mulenga said Zambia has looked at the sovereign data on ivermectin but the study areas were too small to guarantee the safety of the drug. “I have been involved in trials conducted in the UK and Spain on ivermectin use for Covid-19. So far, the data which is there is not conclusive data. “But when you are in a pandemic sometimes people may try to use a drug but what we care about firstly is the safety of individuals and the efficacy of the drug. That is why ZAMRA has not authorised the
use of this drug for Covid-19,” Prof Mulenga said. He said the available data was not conclusive enough for Zambia to use the drug to treat Covid-19 in humans, emphasising that the country was still doing studies. Prof Mulenga regretted that Zambia has lost a lot of health care workers some of whom he has seen struggling for air due to limited oxygen. “That’s very emotional. I have had some staff die in front of me. People I know and have worked with and you see a colleague struggling for air or bleeding because of the nature of the disease,” Prof Mulenga said. He added: “We have lost nurses, we have lost some doctors, we have lost pharmacists, we have lost lab
technicians. As we speak we have some health workers admitted and some have had to be referred to other places because the services where they are stationed cannot cope,” he said. Prof Mulenga said the ministry has resorted to using young personnel as frontline workers because the risks of older personnel having severe disease and dying if infected by Covid-19 were high. He sympathised with young personnel for the trauma they have had to go through as they had seen a lot of people dying. Prof Mulenga said the human loss as a result of Covid-19 cannot be counted and he worries about the young personnel in the wards taking care of patients.

IGNORE POLITICAL FAILURES POLITICAL players should couch their campaign messages around economic and social development and convincingly explain how they intend to improve the living standards in the country. Messages ought to be relevant and precise during campaigns as opposed to unleashing invective on political nemesis. Citizens right now are not interested in listening to arguments that are counterproductive and toxic in nature. Therefore, politicians must be truthful and forthright all the time. Additionally, politicians must not only end on explaining what they intend to do but must also highlight how they will achieve the targets or objectives. It is not enough to merely promise economic prosperity, but politicians must detail how such economic prosperity will be attained; the means and manner in which such prosperity will be achieved must be explained in clear terms. There have been so many off-target explanations from political leaders and one wonders why officials with halfbaked information are even allowed to engage in public discourse. So many politicians have been promising to turn around the economy, without expounding the methods and how they would mobilise resources to implement the turn-around strategies. For instance, we have heard some politicians promise to introduce free education up to university level, without telling the people how they will finance such a gigantic education outlay. They must first make a convincing analysis of how they will raise the required amount and also avail an attendant sustainable financing strategy. It is time politicians refrained from political rhetoric to adopt more civilised ways of engaging the citizens. Now that elections are drawing near, some politicians are armed with toxic language and lies to win sympathy from the electorate. Lately, they have been using wrong tools of analysis and giving vague explanations on how they intend to redeem the economy. What they forget is that they are dealing with a politically conscious citizenry that is able to distinguish wishful thinking from real life economic solutions. It is, therefore, important for politicians to work towards raising the bar in their political processes, instead of applying the same old and failed political strategy. They will continue losing! Our genuine advice is that they should discard envy and arrogance and embrace humility, which is an important attribute in public affairs. Bitterness is a sure route to failure; hence bitter politicians should leave the stage to humble leaders, who are ready to serve the people. The country has problems, but disgruntled politicians must not take advantage to start misleading people as a way of “worming” their way to the top. Politicians must only aspire to get into power to serve the people and not to manipulate the economy with their business allies masquerading as investors. There is no space in the line of power for political demagogues, who are fighting tooth and nail to tilt State authority for narrow and sectarian interests. Zambians will not risk by entrusting State power into the hands of questionable elements that have scarred backgrounds. They are always seething with anger even as they speak to their supporters; they must not be trusted!

LOCAL TRANSPORTERS DEMAND PRIORITY By PETER SICHALI
GOVERNMENT should put in place regulations that will stop foreign truckers from participating in the transportation of imported fuel, Transporters Association of Zambia (PTAZ) president Benson Tembo has said. Mr Tembo said Government should expedite the process of completing the Statutory Instrument (SI) that seeks to give 100 percent fuel transportation to Zambian transport companies. He said currently, local fuel transporters were making one trip in over one month instead of three trips from Dar-es-Salaam
…in ferrying fuel in Tanzania and four trips from Beira in Mozambique per month. On the other hand, he said, foreign transporters were making the required number of trips per month as local oil marketing companies and suppliers preferred foreigners to Zambian operators. “The SI was initiated by the Ministry of Transport but we are told that since it is about citizens, it must be promulgated through the Citizens Economic Empowerment Commission under the Ministry of Commerce
and that it will be signed by President Edgar Lungu. “This SI will equally address the transportation of all exports from the mines and imports where citizens have been sidelined,” Mr Tembo said. He said in line with the SADC Protocol on liberalisation of economies, the foreign transporters would not be denied business as they would be engaged as sub-contractors. Mr Tembo said acquisition of tankers for youths will create, wealth, growth and job opportunities for the people.

Zambia poised for power export, says energy expert
By CHARLES MUSONDA
By OLIVER SAMBOKO THE looming high demand of hydroelectricity power in the SADC region is an opportunity for Zambia to earn more forex through exporting the excess power once the 2400 megawatts Batoka gorge power project is realised, says energy expert Victor Hazemba. Mr Hazemba said the Batoka gorge hydroelectric scheme (BGHES) will be a game change when completed and commissioned. The scheme, he said, would help Government end power deficit and also earn the country the much needed forex from export of excess power to the Southern Africa Power Pool (SAPP). Mr Hazemba said following the discovery of Covid-19 vaccines, it was hoped that many countries would be resuming normal economic activities which will spur demand for electricity. “As a country we should now start positioning ourselves to produce more electricity for our own consumption and export to the regional market,” he said. Mr Hazemba said apart from hydroelectricity, Zambia was well positioned to produce solar power for domestic use owing to the abundant sunlight the country was blessed with.
Batoka gorge power project He said the Batoka gorge hydroelectric power project which was expected to gobble about $5 billion has come at the right time when the country was struggling to meet power demand estimated at over 2000MW. Mr Hazemba said already countries like South Africa had started hiking electricity tariffs, which was good for business as it will allow those with excess power to make a profit from exports. He said once completed, the Batoka Gorge hydro-electric scheme is expected to generate over US$750 million per annum. Zambia and Zimbabwe, through the Zambezi River Authority are spearheading the project and has engaged a consortium of Power China and General Electric to develop the BGHES project, which is estimated to cost up to US$5 billion.
Eden University in K446, 000 Covid-19 research grant By NATION REPORTER EDEN University of Lusaka has received about K446, 000 for a bilateral collaborative Covid-19 research project. The National Scientific Technology Council (NSTC) granted the privately-owned higher leaning institution. Speaking during the cheque presentation, Eden University Head of Environmental Health Department, School of Medicine and Health Sciences Mr. Kennedy Chishimba said this grant can never come at a preferred time over this as the university is making serious strides on research activities. “As a university in possibility I believe we are moving in the correct way and nothing will dissuade our will power to dive deep into other research
“We welcome this initiative by the government to empower youths to increase the participation of the Zambian citizens in the fuel transport sub sector which has been dominated by foreigners,” Mr Tembo said. He however said there is need for Government to engage the captains of the sector on how transporters could help the youth to see the actual benefit of this initiative. approaches of both private and public research institutions whether local or international in respect of the fight against Covid-19 The two-year project that is expected to start next month will be carried out with Eduardo Mondlane University of Mozambique. Recently, Eden University went into its first history books when it got two grants among them Environmental Risk Factors contributing to the Transmission of Covid-19 in Zambia principally zeroing in on Lusaka as a contextual investigation. THE Patriotic Front (PF) has banned its members and aspiring candidates from disbursing cash at public gatherings as a means of mobilising the electorate. According to ZNBC news, PF national mobilisation chairperson Richard Musukwa says all forms of public display of cash during meetings is against its ideological foundations as a pro poor party. Mr. Musukwa, who is also Mines Minister, said all forms of support to churches, marketeers and other interest groups should be in the form of projects and welfare programmes. He said all PF members should take a lead in advancing practices that promote a free and fair political environment ahead of the August 12, 2021 general election. Mr. Musukwa has disclosed that President Edgar Lungu is disturbed by the recent public display and dispensing of volumes of cash by some PF members during mobilisation engagements. He told ZNBC news in a telephone interview that all PF members are bound by the directive, adding that erring individuals will face consequence of their actions. Mr. Musukwa explained that the PF won the 2011 and 2016 general elections without resorting to public cash disbursements. He said public cash disbursement only fuel unwarranted allegations of corruption regardless of one’s source of money. Mr. Musukwa has guided that all support should be through construction project materials, bore holes and empowerment funds through clearly defined project schemes and initiatives. He called on all PF members to galvanise support from the people to ensure President Lungu and the PF win the August 12 polls with a landslide.

Students in a class before the Covid-19 pandemic.
The school principal refused to speak on the matter. Speaking to K24, one of the survivors who aspires to be a medical doctor regretted his actions, stating that his dream may have been shattered by his ‘stupidity’. Another one termed himself lucky since he had drunk from a cup that had a mixture of the hand sanitizer and water. W“I am, however, feeling some pain in the throat and stomach,” he said. The body of the deceased student was taken to a morgue in Turkana, with the burial set for next week. This comes at a time when the Ministry of Education, through Education Cabinet Secretary Professor George Magoha banned the use of hand sanitizers in schools on January 20. This cautionary measure was taken to prevent students from consuming the sanitizers. “I want to tell teachers that they must not allow small-bottle sanitizers into schools. If any child has portable sanitizer, it should be taken and kept and given when the child is leaving school,” said Magoha. In November 16, 2020, a Form 4 student at Lureko Secondary school succumbed to Covid-19, after developing complications while at home. - KENYANS.CO.KE

CREDIT to Government has continued to grow at a strong pace underpinned by issuance of State securities, particularly for procurement of agricultural inputs and clearance of fuel arrears to suppliers. Additional securities were issued through private placements mostly to finance the Farmers Input Support Programme (FISP) and to partially clear fuel arrears to suppliers, says Central Bank Governor, Christopher Mvunga. By BUUMBA CHIMBULU
LONDON copper prices yesterday crossed the US$9,000 a tonne level for the first time since September 2011. Standardising products vital, says ZAM By BUUMBA CHIMBULU LOCAL products should be standardised to enable manufactures export their products and explore the international market. Certified products and services guarantee the market of high quality, they therefore, become more acceptable and competitive on the international market. This is according to the Zambia Association of Manufacturers (ZAM) Policy Officer, Kawama Tatenda Banda. Ms Banda said stressed that standardised products would enable manufactures to export their products and explore the international market. This, she explained, did not only benefit the manufacturers but the nation at large through revenue generated from taxes on exports. “Additionally, as the consumption of the goods and services increases, it entails increased output which requires more labour. “This ultimately creates employment and provides citizens with an income to sustain their livelihoods,” Ms Banda said in her writeup on Winning with Product Standardisation. She said where manufacturers may not be
so sure of the standards and procedures required in the production of certain products and services, they should utilise ZAM to seek guidance from the Zambia Bureau of Standards (ZABS). Ms Banda pointed out that manufacturers were highly encouraged to follow the set standards developed by the ZABS and free to seek guidance from ZAM on how to obtain certification to provide assurance to consumers of high quality. “All products and services must be proven to be safe, environmentally friendly and healthy for consumption. “Marks of quality such as the Proudly Zambian Campaign logo and the ZABs logo assure that the products have been tested and found to meet all requirements to pass the certification test,” she said. Standardisation, Ms Banda said, gave assurance that consumers would receive consistency in the product and or service. She explained that a standardised quality product would give a consumer loyalty to the branding as that consumer would have a lower range of products to pick from, since the consumer was able to identify products that do not meet standards and avoid them.

PUBLIC DEBT REPAYMENT HITS US$1BN FOR FIRST TIME N
AIROBI - Repayment of public debt will for the first time cross the US$1 billion mark from July, underlining the burden of mounting government borrowing. The Treasury in February disclosures to Parliament show that it will pay US$1.023 billion for loans in the year starting July, making it the single-largest expenditure and more than double the US$435.7 billion that taxpayers paid for debt four years ago. At US$1.023 billion, Kenya will require an average of
US$2.8 million daily in the financial year when the repayment of principal sums of a majority of the commercial and semi-concessional loans fall due. The Jubilee administration has ramped up borrowing in recent years to build a range of infrastructure projects, leading to a squeeze on its finances as the loans fall due just as the economy is reeling from the impact of the coronavirus crisis. Kenya will use Sh5.76 for every Sh10 collected as taxes and other levies in the year starting July for debt pay-
ments, leaving little cash for building and maintenance of roads, revamping the rickety health sector, boosting food security and affordable housing. Kenyatta administration will have borrowed at least US$7.6 brillion to implement his manifesto in the 10 years of power after inheriting slightly more than US$1.89 brillion in June 2013 from the Kibaki government. Treasury chiefs project in the Budget Policy Statement released this month that total debt will jump to US$8.59 billion in the year

ending June 2022, less than two months before the end of President Uhuru Kenyatta final term. Several local and international agencies, including the IMF and World Bank, have expressed concern over Kenya’s rising appetite for borrowing to finance state expenditure. World Bank, IMF to consider climate change in debt-reduction talks WASHNGTON - The World Bank is working with the International Monetary Fund (IMF) on ways to factor climate change into the negotiations about reducing the debt burdens of some poor countries, World Bank President David Malpass said during an interview. Three countries - Ethiopia, Chad and Zambia - have already initiated negotiations with creditors under a new Common Framework supported by the Group of 20 major economies, a process that may lead to debt reductions in some cases. Malpass said he expected additional countries to request a restructuring of their debts, but declined to give any details. The coronavirus pandemic has worsened the outlook for
many countries that were already heavily indebted before the outbreak, with revenues down, spending up and vaccination rates lagging far behind advanced economies. China, the US and other G-20 countries initially offered the world’s poorest countries temporary payment relief on debt owed to official creditors under the Debt Service Suspension Initiative. In November, the G20 also launched a new framework designed to tackle unsustainable debt stocks. Malpass said the bank and the IMF were studying how to twin two global problems the need to reduce or restructure the heavy debt burden of many poorer countries, and the need to reduce fossil fuel emissions that contribute to climate change. – REUTERS.
South African high earners’ exodus may limit room for tax hikes JOHANNESBURG - South Africa’s loss of skilled and high earners could limit room to raise income taxes as the Treasury seeks to plug a budget shortfall that’s above wartime levels. A fourth-quarter estate agent survey by FirstRand Ltd.’s First National Bank shows a more than fifth of all houses valued at R2.6 million ($176, 939) or more that were put on the market by the end of last year was because people planned to move abroad. This could further erode the tax base in a country where
fewer than 14 million individuals in a working-age population of 39 million are registered taxpayers and where those earning more than R1 million a year pay 40.2 percent of all personal income levies. For every high-net worth person who emigrates, an average of R1.2 million in income taxes disappears from the system and the spending, value-added tax and economic activity they generate is also lost, said Bernard Sacks, a partner at Mazars LLP in Cape Town. - BLOOMBERG NEWS.
US$1.4bn loan terms gazetted HARARE – Zimbabwe’s Ministry of Finance and Economic Development has published the terms of the US$1.4 billion loans the country secured from African Export and Import Bank (Afreximbank) since 2017 for strategic imports and local currency support. The publication of terms and conditions for all public loans, is a requirement in terms of Section 300 (3) of the Constitution of Zimbabwe, which is fully provided for under the Public Finance Management Act. Harare obtained the loans, totalling US$1.4 billion over the 36 months on three different occasions and in varying amounts; US$600 million in 2017, US$500 million in 2018 and US$300 million in 2019. Zimbabwe has regularly imported key commodities such as maize (especially during drought years), wheat and fuel, at a time its own resources did not suffice to procure such. The country has experienced some drought in the past seasons that compelled Government to secure resources elsewhere. The Government, acting through the Ministry of Finance and Economic Development, guaranteed the loans, which were concluded by the Reserve Bank of Zimbabwe (RBZ) with the Afreximbank. – THE HERALD, Zimbabwe.
Bitcoin hits fresh high LONDON - Bitcoin continued gaining on Sunday, rising to a fresh high and extending a two-month rally that took its market capitalisation above $1 trillion on Friday. The world’s most popular cryptocurrency rose to a record $58, 354, taking its weekly gain to around 20 percent. It has surged around 100 percent this year. Bitcoin’s gains have been fueled by evidence it is gaining acceptance among mainstream investors and companies, such as Tesla Inc, Mastercard Inc and BNY Mellon. – REUTERS.

MAKING PROPER USE OF SOCIAL MEDIA Dear Editor,
C
OLLEAGUES, we need to really pay attention to the behaviour of our colleagues on social media. Some aggressive, use of abusive language and other forms of social media misconduct might be a sign that our colleague is going through mental or emotional problems! Although some behaviour
might be as a result of mixing social media with alcohol, much of the rant can be a sign that someone is really frustrated in their life despite posting happy pictures to show as if all is ok. From social media, we can help save lives by moving in quickly. To the young ones, be careful what you post on social media because the first place we turn to now as employers is Facebook to study
the behaviour of a prospective employee. Social media has made it very easy for us to know the character and emotional state of prospective candidates. Those constantly insulting and bullying others will increasingly find it difficult to get decent jobs. Have a productive week.
AS we draw closer to August 12, 2021 General Elections, it is obvious that the electorates will begin hearing all kinds of campaign messages from those seeking for public office in a bid to win their support. And UPND Chawama aspiring Member of Parliament Potiphar Tembo has offered
his first two months’ salary if elected as MP to the youth and women organisations in the constituency. Tembo posted on his Facebook page saying; "When you elect me as Your Chawama MP my first two salaries will be given to youths and women organisations." Tembo however is one candidate who has actively been

Dear Editor, THE price of cement in Zambia has been increased. The skyrocketing price of cement has been exacerbated by depreciation of the Kwacha against the major convertible currencies such as the United States (US) dollar for instance. Cement is trading between K130 and K150 following the increase in the price of the commodity and the price is dependent on the brand of cement being sold. The price of cement is projected to increase further as long as the Kwacha remains volatile. Truth be told; cement has become too expensive to buy considering the fact that our country is grappling with high inflation because of the poor economy. However, the implication of the high price of cement is that it will become too expensive to build. On the hand, the construction sector will be adversely affected in that the contractors will spend more money to buy the commodity in view of the increased price. Some construction firms got tenders at the time the commodity was trading at lower price than the market price. This implies that the contractors will have no option but to buy the commodity at the prevailing price which is quite exorbitant.
Social media abuse a danger to the nation
Chawama parliamentary aspirant now offers his first two salaries to women, children Dear Editor,
Rising cement prices must be checked
virus pandemic. He is seeking an adoption from the UPND for the Chawama parliamentary seat which is held by Patriotic Front and Chiefs and Traditional affairs Minister Lawrence Sichalwe. Increased price of cement to adversely affect the construction sector. ‘ZAMCHATS.’
Dear Editor, SOCIAL media abuse may lead to seriously consequences if not controlled. The platform which is now used for hate speech and mud slinging must be checked. We have seen the youth abuse social media without remorse or respect. Calling upon the Zambia Youths to be responsible and use the social media positively. It disheartening at the space we are moving and Zambia risk to plunge in deeper conflict because of
It is a well established fact that the prices of goods and services are determined by the forces of demand and supply quite allright but, the government should intervene so as to stabilise the price of the commodity. Ultimately, individuals and the construction firms will benefit. This is the way to go. In another vein, the government will be constrained financially as a dire consequence of the increased price of the commodity. The government through various ministries and the quasi institutions gives the construction tenders to the private firms. THE Enhanced Small Holder Livestock Investment Project (E-SLIP) has provided valuable support to the livestock sector, says Monze District Commissioner Munachoongo Muleya. Ms Muleya said there was need to strengthen government’s capacity for animals disease control and reducing incidences of East Coast Fever and Contagious Bovine Pleuropneumonia which were major causes of animal mortality. She explained that milk collection centres, namely, Nteme, Kaumba, Munyenze, St. Marys, Monze, Kayuni and Silwili dairies had benefitted from the E-SLIP project. The E-SLIP, she said, had been providing capacity building, technical support, knowledge in rangeland management, pasture and forage seeds to cooperative members. Ms Muleya said Government had empowered women and youths through the E-SLIP livestock pass-on project. She added that the project would make an indelible contribution to poverty reduction, household food security and nutrition. Ms Muleya said the recent handing over of dairy cattle would mitigate the challenges small holder farmers had been going through. “This pass–on scheme that has begun in Monze will surely empower the youths and women within the district and will increase in volumes of milk and also add to food security in the District,” Ms Muleya said. She said that this has become a problem which requires an urgent solution.

BOBI WINE U-TURNS …as Ugandan opposition leader Wine withdraws election result challenge KAMPALA - Ugandan opposition leader Bobi Wine said on Monday he was withdrawing a court case challenging presidential election results that handed victory to incumbent Yoweri Museveni, alleging bias by Supreme Court justices hearing the case. “We have decided to withdraw from their court,” Bobi Wine told a news conference in the capital Kampala. Wine, whose real name is Robert Kyagulanyi, has rejected the results of the January election and said he believed victory was stolen from him. A popstar and lawmaker, Wine, 38, was asking the court to overturn the results on several grounds including widespread use of violence. Museveni, a former guerrilla leader who has led Uganda since 1986, was declared winner of the January 14 election with 59 percent of the vote, while Wine was given 35 percent. “The courts are not independent, it is clear these

I’m ready for Matero Dickson Jere By SIMON MUNTEMBA I AM not only psychologically ready but also have the capacity to adequately represent Matero Constituency which is vast, Lusaka lawyer, Dickson Jere has said. And Mr Jere has promised to lobby Government so that the dilapidated Zingalume Road in Matero could be worked on without delay. In an interview, Mr Jere said he had been unveiled by the Matero Constituency PF executive as one of the aspiring candidates for the parliamentary seat in the August general elections. He said he was the right person for the constituency because he was the only aspiring candidate who could point at a number of things he has done in all the five wards. “My campaign won’t be, who Dickson Jere is. My campaign
will be nchito za manja zanga. When I go to Katambalala (Market), I will be playing music and dancing because there will be nothing else to say because my works will be speaking there,” Mr Jere said. Mr Jere said he was a new bleed of a politician, who believed in action and not mere political rhetoric and appealed for support from the residents of Matero. He urged the electorates not to experiment with leadership this time around but vote for tested leadership. Mr Jere said in him, the residents of Matero constituency have somebody who is tried and tested to be their representative. “I tell people that there are three things that you need to ask yourself when you are putting yourself up to be a Member of Parliament. One, are you psychologically ready to take up this battle? Matero is one of the biggest constituencies in the entire country and it is not a joke to be its representative. It is huge. So for one to say I want to be a leader of Matero, you need to have the capacity to deal with this big constituency. And I am ready.

By ANDREW MUKOMA THE Patriotic Front (PF) in Livingstone has held interviews for aspiring parliamentary candidates for the August 12 general elections. According to the constituency chairman Thomas Kabanda, the interviews which were done on Sunday, were fair and transparent. The party has five candidates who are jostling for adoption namely Namakau Sianga, Mutinta Marimba, Evans Fenete, Ikuka Muleta and Mr Munali. Evans Fenete topped the list followed by Ikuka Muleta, Mutinta Marimba and Namakau Sianga in that order. But some party officials have

Some officials said that the process was marred by vote buying where executive committee members were bought off even before the process could begin. As a result, they said, the outcome of the elections did not reflect the wishes of the general membership of the party and grassroots wants. The official have accused the senior party leadership at the district and provincial levels of manipulating the process.

North-West Chamber wants DRC exports boosted By JACKSON MAPAPAYI THE Chamber of Commerce and Industry in North-Western Province has welcomed the call by the government of the Democratic Republic of Congo (DRC) to speed up the implementation of trade agreements with Zambia. Chamber president, Mukumbi Kafuta, noted that implementing the trade agreements would help reduce trade barriers in terms of the flow of goods and services. Mr Kafuta said the trade agreements would encourage Investment in the manufacturing, agriculture, and agro processing sectors, thereby creating a strong export base for Zambia. He observed that there was need to critically investigate the failure of Zambian firms to penetrate the Congolese market despite the

Mr Mbaya encouraged the congregants to uphold the spirit of respecting leaders because every leadership comes from God. He said currently, there was only one Republican President hence the need to accord him the respect he
deserves. “There is only one President, and that President is Edgar Lungu, so, let us giving him all the respect he deserves and support him so that together we develop our country,” he added. And Pastor in charge, Titus Shampande, thanked the Head of State for coming to the aid of the church. Pastor Shampande praised President Lungu for defending the declaration of Zambia as a Christian nation. He also applauded the President for recognising the church as a strategic partner in governance matters. Mr Mbaya was accompanied by Mushindamo PF chairman Jones Kachiza and other party officials.
UNITED Party for National Development (UPND) in Southern Province has protested the political “persecution” of its leader Hakainde Hichilema by the ruling party. The party said that it was saddened by the continuous persecution targeted at Mr Hichilema and his family. UPND provincial Information and Publicity Secretary, Neto Halwabala, said that they would not sit idle and watch the PF through the police continue committing criminal trespass on Mr Hichilma and his family members’ private properties.

endless trade opportunities that existed in that vast neighbouring country. “The truth is, there are bottlenecks that need to be removed, and the sooner we do that the better for our economy. And that is why recently as a chamber, we undertook a trade mission to DRC in Lubumbashi, where a number of companies we’re in attendance, and our objectives were well thought out,” he said. Mr Kafuta said the chamber was desirous to see aggression and urgency by Zambian companies, including Small and Medium Enterprises (SMEs), to export their goods and services. He however indicated that trade missions would be of no value if the bottlenecks that hindered trade between the two countries were not addressed. He said enhanced exports were among the strategies in the Economic Recovery Programme (ERP) which was recently launched by President Edgar Lungu, hence the need for the chamber to be in the forefront to implement trade agreements between Zambia and the DRC.
“We are aware that the battalion of armed police raided Ms Hichilema’s homes in Shibuyunji in search of imaginary weapons on Friday. This kind of criminality is uncalled for and should come to an end immediately,” he said. Mr Halwabala said that what happened to Mr Hichilema’s in-laws in Shibuyunji was a shameful not only to police but to the Government as well. “We are shocked to learn that police through their spokesperson were claiming not to be aware of the raid at HH’s inlaws. But how can such deadly weapons and armed cars leave the police armoury without police command’s knowledge? “If police is dealing with unknowledgeable leaders in government let them not think all Zambian citizens are like them who do not understand the operations of state security wings. Zambians are tired of seeing HH being treated like a criminal simply because of gaining popularity across the country,” he said.

This week, we focus on highlighting the commemoration of the 2021 Financial Literacy Week. This marks a very important 2021 calendar activity for Zambia as a whole and for individuals as we are reminded about the importance of managing personal finances well. This is a call on all of us to ensure that we practice and adopt good money management behaviours that will ultimately change the quality of our life and that of our loved ones for the better. The campaign is adapted to meet the objective of our National Strategy on Financial Education (NSFE), whose objective is to provide Zambians with knowledge, understanding, skills and confidence to help them make prudent financial decisions for themselves and their families. The Zambia FLW is a localisation of the Global Money Week (GMW). GMW is an annual global awareness-raising campaign on the importance of ensuring that young people, from an early age, are financially aware and that they gradually acquire the knowledge, skills, attitudes and behaviours necessary to make sound financial decisions and ultimately achieve financial wellbeing and financial resilience. The FLW activities target children (0-17 years), youth (18 -35 years) and adults (35 years and above). Setting The Tone In order to ignite your will power to make positive changes in your money management style, if not doing so yet, we share key learnings that can help you to get started (be sure to visit any IBP branches nearest to you for products and services that can help you to attain this): Financial Education - Foundation For Being Money Smart Knowledge is indeed, power! It goes without saying, therefore, that we need to learn as much as we can about money and its importance in our lives not only for ourselves but for our children as well. With financial knowledge, we elevate ourselves to being individuals capable of making rewarding money management choices. With correct information about money, we arm ourselves against so many scams that are moneyrelated. So let us begin to learn, learn and learn about money. Let us cascade these learnings to our children too. Please be sure to totally understand any investment plans before you commit any money to them. When in doubt, please consult with experts. Clearly understand what is suitable for your situation and when in doubt, please do not go ahead. Being Money Smart – Get Way To Wealth Creation Your ultimate goal in being Money Smart is to create a better life for you and your loved ones through wealth creation. When you are financially literate and Money Smart, chances are very high that you will make smart choices in all aspects of financial planning. You will know what is good and bad for you regarding the money decisions that you make. Over time, you will realise
Beyond Financial Benefits – Your Health Matters! Are there times that you have had to stress about money to the point of literally feeling ill? Worrying and stressing about money can be very detrimental to one’s health, mentally and physically. Such worries can lead to vices such as alcoholism which can affect the wellbeing of families. In extreme cases, worrying about money all the time can even lead to depression. Be wise, avoid money troubles so that you keep healthier in the long run. Back To Basics – Savings And Financial Security Are Key Being Money Smart is knowing that you can only get to create wealth through saving. This will lead you to secure your future so that you are able to live a quality life even when you have retired, or you are not able to generate income (salary or otherwise) due to unforeseen circumstances. So please remember to plan for your retirement wealth as you save. Getting disciplined about saving sets you on this path; nothing else will. Saving is ‘the’ sure provider of a financial backstop for life’s unthinkable or uncertainties; it enhances feelings of security and peace of mind. Once you have grown your savings, you create ‘seed money’ for higher-yielding investments. Nothing beats attaining this. Saving accords, you the freedom to live life on your own terms. In concluding today’s story, we reemphasise the following TIPS that will help you get started with your Money Smart journey if not attained yet: • Understand your money DNA; how you perceive money vis a vis how it aligns to/ with your life values will guide you in this. • Once you figure out your money DNA, get organised and do it quickly. • Understand and know where your money goes; keep track of all your expenditure no matter how small, and begin to budget consistently. • Plan and make specific, measurable, attainable, realistic and time-bound saving/investment goals. • Always remember to be selfish when you get your income, pay yourself first (remember the 50 30 20 rule!), think of the 20 that you are supposed to save as the first bill that you need to pay. Over time, you will be proud and smiling at how you will have grown your savings. • Spend smarter, don’t live outside your means; you can’t spend more than you make. Living outside your means simply means that your expenses exceed your income. Should this happen, you have three options to come out of this trap; increase income, reduce your expenses or do both. The choice is yours. • When in debt, continuously work at reducing it. • Save, Save and Save! Until next week, we wish you a Money, Smart and Financially Healthy life! If not Money Smart yet, do not stress; begin now! Invest in Financial Education, learn as much as you can about money management and live a Financially Healthy life on your terms beyond the FLW. Stay blessed and be a blessing to others and remember to keep safe!
